Moses, you are falling in the eyes of the nation DEAR EDITOR, Parliament will not reconvene until the return of the Speaker who is a trip to St Petersburg, Russia from October 11, 2017, to October 20, 2017. What nonsense? An entire nation’s business has to await the return of one individual? What happens if my brother has to make a visit to the Pearly Gates of St Peter, will we also postpone the Guyana Parliament? The legislative branch, judicial branch or the executive branch and for that matter, any organ of the State should not have to wait on anyone since as a collective the Guyana Parliament is supreme over a mere Speaker; PERIOD! But what is most shocking is that these visits are usually reserved for courtesy visits for backbenchers as support for Speaker especially in a time when we have a packed legislative agenda that require urgent progress so that the nation can make way for the presentation and debates on the 2018 National Budget in November-December 2017. In that tradition, I observed the PPP nominated Bheri Ramsarran (a backbencher) and not their lead parliamentary person, Ms. Gail Texiera, which illustrates that party understands

the protocol. The PNC led Coalition Government, on the other hand, chose the occasion to ships the Prime Minister of the whole country out of the place in such an important period. Such a situation illustrates two things – 1) how unimportant the current Prime Minister of Guyana Mr. Moses Nagamotoo is to the decision making the process of Guyana and 2) there is a calculated move by Congress Place to devour and deflower what is left of Moses Nagamotoo the individual. He is now tactically demoted to a ribbon cutter, a delegation filler, an excuse finder and a dignified BS artist peddling foolish propaganda for the regime. Was it worth it Moses Nagamootoo? For a few sirens and short time visit to that house in Main Street, was it worth it to lose your soul, your reputation, and your following? It was Dwight Eisenhower, a former US President and military man who said that the supreme quality of leadership is unquestionable integrity. We know who has lost every iota of their integrity since May 2015. Carry on Moses, how much further are you prepared to fall in the eyes of the Guyanese people? Ryan Basdeo

The reason why Guyana needs Tax Reforms DEAR EDITOR, President Granger did not mention the phrase (tax reform) once in his “2015 manifesto” message, while his PM Candidate stated that his team “proposes to restructure the tax recovery system, not to oppress the wage earner, but to catch the tax dodger”. But after some two and a half years, although the Government’s Tax Reform Committee made sweeping recommendations, tax reform appears to have been relegated to the back burners. I want to focus on one particular set of tax measures against the backdrop of the Guyana Business Summit 2017; I speak specifically of Corporation Taxes (CTAX). According to the Ram & McRae website, there are three rates of CTAX in Guyana – a 30% rate that applies to non-commercial companies, a 40% rate that applies to commercial companies except telephone companies and finally a 45% rate for the telephone companies. If one just observes the CTAX rates in Trinidad as an example, they have a basic rate of 25% and a band of 35% that is applied to the oil and gas industry. If you are a company in Guyana, and you have a legal choice, which country would you prefer to pay your taxes? Guyana at 35%/40% or

Trinidad at 25%/35%! This situation has opened a door to a practice called transfer pricing that allows companies to avoid paying their fair share of taxes in Guyana legally. It is called tax avoidance. In reality, the tax burden is exported from Guyana to another country with a lower tax rate, allowing that company to bypass the Guyana Treasury. In reality, there is such a company called Guyana Stockfeeds (Trinidad) Ltd which is a subsidiary of Guyana Stockfeeds Inc. (Read the Annual Report). The solution to increasing the CTAX payment to the Guyana Treasury is simple reform the tax system. But it requires a phased reduction of the CTAX rates. A strategic starting point is a reduction of the rate from 35% to 25% for the non-commercial companies (mainly the dwindling manufacturing sector). That one concession will make a world of difference to the investment landscape. I disagree with the Minister’s excuse that tax reforms will have adverse budgetary consequences. It has been empirically proven in many instances that any reduction of the CTAX will directly enhance the investment climate, generate new jobs and new tax payments. Reduction in the

Is this poignant question wrongly phrased? DEAR EDITOR, From the selection, the election to the detection - how time has trudged. Since November 8, 2016 to present, from the studios of Fox News and CNN to the barstools of the local watering hole amateur psychoanalysis has become America’s favourite pastime. There have been dozens of theories in circulation all geared at answering one question: What is wrong with President Donald Trump? Now it is my firmly held belief that such a question misses the point. What’s wrong with Donald Trump should be appropriately phrased— What’s wrong with US (us)? Some inquire if Trump is crazy, others wonder if he is engaged in some deep strategy invisible to mere mortals, while others cannot stop talking. 63 million people voted for this, and make no mistake they knew what they were getting and getting into. From the outset it was obvious that Trump was a not-ready-forprime -time candidate but he was chosen anyway. We need to come to grips with the reason why. It cer-

tainly was not economic anxiety. In May a study co-sponsored by the Atlantic and the Public Religion Research Institute reported that people who were worried about their jobs voted for Hillary Clinton. People who dislike Mexicans and Muslims, oppose same sex marriage, are mortally offended at a White House occupied by a Black man with a Muslim sounding middle name voted for Trump. That is the reality. For all that he has not achieved, the President elect

has lived up to his signature promise, as clearly America is getting greater by the day. He has indisputably taught Americans to live in a state of perpetual chaos and continual crisis. Daily the White House commands horrified attention as a mansion on fire, or a wrecked Lamborghini. Some of his other promises are also faring well. The disclosure that the Trump campaign in the person of Donald Trump Jr. did in fact conspire with a hostile foreign power to sway the 2016 elec-

tion was just another state of routine calamity. Over a million times, it has been said that Donald Trump is a Twitter- obsessed, lying, manifestly incompetent semiadult. Nevertheless he is the president of the United States because 63 million people preferred that to facing inevitable change. So it is silly to ask ——what’s wrong with him. It’s time we grappled with a far more important question -What in the world is wrong with us? Yvonne Sam

rate of taxes is a flow, not a spot transaction and thus to quantify the impact of the tax reform, one must quantify the cost-benefits over a period of time (let us say a year) and this is what the Minister has refused to do. Rather he is focused on the spot position and his “BOOK LOSSES” at a particular date. But that is a “bean-counting” mentality. Any reduction in the CTAX will result in the freeing-up of hundreds of millions of new dollars for new investments. Because of the multiplier effect, such a scenario can redound to the state getting new tax revenue from other sources as a result of these new investments and such a situation will boost economic growth. The ideal principle of taxation is “broaden the base and lower the tax rates”. The principle goal of tax reform is to promote economic wellbeing and drive aggregate demand – new investments, en-

hanced productivity and a living wage. Instead, the Minister of Finance, Mr. Jordan continues to delay the implementation of the recommended tax reforms that even Mr. Statia advised (he sat on the Tax Reform Commission). It is time for the Minister to wake up and cut through the fog and if he does not understand the core concepts, why isn’t he buying expertise to help him. For how long more can Guyana bear a Minister in training behind the 8-ball? At this stage of the game, we should not be discussing the reduction of the CTAX rate for the private sector; it should have been a well-advanced process already reaping the benefits from the increased investments, augmented productivity and expanded wages for the workers which would have all been feeding into the expansion in aggregate demand and by extension the economy. Former President, Ramotar takes Why has the GPSU not been audited that names such as Ms. Karen What about those well Mr. Gregory to the lying podium for the past thirteen years? Vansluytman, contracts, where the contracGasper, Jermain Hermanstyne, DEAR EDITOR, I would like to express a few concerns about the recently concluded 22nd Delegates Conference held by the G.PS.U on 27th September — 29th September 2017. The conference was held with the aim of installing the newly elected executive members from the just concluded highly controversial elections. At the Conference, members were informed that the G.P.S.U accounts for the year 2003 — 2004 have now been completed, despite the fact that rule #13 states clearly that the accounts of the union SHALL be audited by the 1st May each year. The only logical question that follows is why has the union not been audited for the last thirteen 13 years? To compound the problem, the contesting party that challenged the incumbent executives and President for leadership of the union was barred from attending the conference because they have asked for the union’s audit in keeping with the rules of the organisation. Isn’t it reasonable for members to request an account in keeping with the rules of how their dues are being managed? Rather than dealing with the issues, the current President choose to take a subjective av-

enue rather than an objective one. His answer in dealing with this was reading a letter that was written by one of his supporters to the conference telling members that Karen Vansluytman has attacked the character of his supporter and that Ms. Vansluytman should be condemned and held accountable. During the elections, Ms. Vansluytman was branded by this same union leader as a non member yet a concocted matter which was a clear conspiracy was so important that it was ventilated in her absence without her being able to exercise her constitutional right to due process. While the matter of the election and the violation of the rules has now engaged the court and a ruling is expected on the 6th November 2017, one cannot help to notice the hypocrisy of this leadership who expects the current Government to reintroduce the Agency Fees agreement to an organisation that is not accountable for members finances and is plagued with dishonesty and corruption. This union leader has banned all of the persons from the membership who have challenged him for leadership as well as potential challengers for the leadership of the Guyana Public Service Union. Any quick research will show

etc are now no longer members of the union because their dues are no longer accepted. Is this democracy? This union leader is clearly running the organisation as private property. I would like to appeal to President David Granger to notice the many strides the Government has made over the past year in stamping out corruption. Therefore, Mr. President, you cannot afford the credibility of your Government to be tainted by a few who want to control the workforce by occupying the chairmanship of the Public Service Commission which is another highly controversial matter, since it is a clear conflict of interest as well as the G.P.S.U. at the same time. Finally, I wish to warn that movement seem to be in place to have the first Vice President run the G.P.S.U if the government makes a decision that this union leader has to choose between the union and the Commission. That system will mean that he will continue to run one organisation from the background while the other in the forefront. This must not be allowed to happen. DEAR EDITOR, Donald Ramotar took to the nation’s lying podium in another section of the media on October 06, to declare that “The years of the PPP/C were glorious”. To be fair, the man is correct if you happened to be a PPP government minister or acolyte, a business crony, or working higher up in the PPP’s crony organizations. Beyond that, Mr. Donald and Guyanese must know that this is a gross misrepresentation of the truth. During its 23 years in office the PPP facilitated wholesale rape of taxpayers through its corruption mechanisms, and misappropriated billions of taxpayers’ money. Overpriced contracts like the toilet bowls for the CJIA became a national joke and organized crime became a mainstay of our culture. Moneys were shifted out of NIS improperly to finance the Berbice Bridge, a financially ill-conceived project. T oday the NIS is encountering financial problems because of these investments, and will very likely have to be bailed out with taxpayers’ money. The Marriott was built out of misappropriated funds from

NICIL that were supposed to be transferred to the consolidated fund. Mr. Donald must also know that the PPP ran GUYSUCO into the ground without any mechanism for relieving sugar workers, either through GUYSUCO itself or via the state. Today it seems as though the Coalition is intent on finishing off what the PPP started: a complete disembowelment of the company and its sugar workers. Rice farmers were also given a shellacking over the years of PPP administration as a result of corruption which was facilitated by the PPP itself in the major rice organizations. Surely Mr. Donald must know that the PPP crucified its own supporters left, right and center. It also minced the entire country with poor recovery mechanisms from the economic transformation of the 90s, leaving many Guyanese struggling in poverty for decades. Children were denied their right to proper diet and education under the PPP. This was not a glorious time, Mr. Donald, it was an economic crime.

tor received tens of millions of dollars for nothing? Where were the governance systems under the PPP, Mr. Donald? Under your foot Mr. Donald? Yes Mr. Donald, the PPC along with other governance systems were kept out of the law books so the PPP and its business cronies could go on siphoning off billions and billions of taxpayers’ money as part of the normal course of the PPP government operations Mr. Donald. I think the point has been made. Stop peddling lies to a population that the PPP deliberately left in ignorance so that they were unable to fend for themselves at the policy level Mr. Donald, just so the PPP could continue conning and robbing them like white collar criminals the PPP are, Mr. Donald. Stop lying and perpetuating lies, Mr. Donald. You could be reborn a lower animal in your next life. The PPP’s supporters would do well to start mustering their political and financial capital to create an alternative to the PPP, because if they don’t, it’s almost a certainty they’ll be thrown back into the PPP’s grinder. DEPUTY SOLICITOR GENERAL HAS BEEN REMOVED FROM OFFICE From page 4 She was effectively relieved from duty by the PSC pending the outcome of the investigations. She was now under the authority of the PSC. The Secretary of the PSC had earlier advised Ms. Kissoon that if she intends to leave the country she should notify the PSC of how she could be contacted whilst abroad which she duly complied with in writing dated 7th March, 2017. On the 29th May, 2017, the permanent secretary to the Ministry of Legal Affairs who now has no legal authority over Ms. Kissoon wrote: “As you are aware Ms. Prithima Kissoon, Deputy Solicitor General, is on “administrative leave” with effect from 2nd March, 2017. However, on 7th March, 2017, she left the country without permission from the Permanent Secretary, Ministry of Legal Affairs.” The permanent secretary as a result concluded: “Hence, she is in breach of Public Service Rule H12(1)…..In the circumstances and on the directive of the Attorney General Chambers I was advised and instructed that her salary be withheld with immediate effect pending the course of disciplinary action by the Public

Service Commission.” [H1] This was only revealed after her Attorney at Law, Mr. Nigel Hughes, wrote to the permanent secretary inquiring why salary was not paid. On 9th June 2017, Ms. Kissoon accompanied by her Attorney at Law attended a meeting at the PSC Office where counsel inquired of the commissioners, Ms. Went, Ms. Stephens and Ms. Ali whether they had withheld or authorized the withholding of salary. Mr. Nigel Hughes further inquired of the commissioners of the status of Ms. Kissoons complaint against the Attorney General. The Commissioners informed counsel that they had not withheld or authorized the withholding of salary and were unable to say what was the status of the complaint against the Attorney General. There has also not been a single word from the Attorney General Chambers to the PSC to substantiate Mr. Basil Williams S.C., theatrical and hysterical accusations splashed in numerous headlines for weeks in all the newspapers of Guyana and electronic media worldwide starting with the publication in the Guyana Chronicle on the 19th January, 2017, with the sensational headline “Singh Strikes

Twice. Realizing that the life of the PSC was about to expire, the PSC acted arbitrarily and ultra vires its powers when it purportedly appointed a Commission of Inquiry. It is only the President who can appoint a COI which must be duly gazetted and follow the rules of the procedures under the Commission of Inquiries Act Chapter 19:03. This unlawful Commission of Inquiry was hurriedly constituted with indecent haste on the 18th August, 2017, and issued a summon on the 21st of August, 2017, for Ms. Kissoon to appear before the purported COI on the 23rd August, 2017, and the PSC came out with the verdict of dismissal on the 31st August. This purported COI comprising of Mr. McGarrel, Permanent Secretary of the Ministry of Communities as Chairman, Permanent Secretary of the Ministry of the President and Permanent Secretary of Ministry of Business as commissioners was convened not to investigate the complaint made by Ms. Kissoon on the 27th January, 2017, against the Attorney General, Mr Basil Williams S.C., but to investigate whether Ms. Kissoon left the country without permission and if so to hear an explanation in defence.

As it subsequently unravelled this purported COI of the PSC was urgently created by invisible hands behind the scenes in the death throes of the PSC with the sole and only purpose and mission to oust Prithima Kissoon, the Deputy Solicitor General, from her post. Ms. Kissoon attended the purported COI on the 23rd August, 2017, accompanied by Attorney at Law, Mr. Jailall Kissoon, who appeared out of courtesy for the Commission, and on behalf of her Attorney at Law, Mr. Nigel Hughes, who was out of the jurisdiction. Mr. Nigel Hughes, however, sent a letter to the COI on the 22nd August, 2017, which the Chairman acknowledged receiving. Mr. Nigel Hughes wrote to the COI seeking clarification about the following: (1) The date on which the approval was given by the PSC. (2) The process by which the members of the commission will be identified. (3) The powers pursuant to which the commission purported to act when it made this decision and (4) Whether the Commission has been established and the membership thereof. To date there has been no response. Little did Ms. Kissoon

know that her presence, letters, responses or requests were of no consequence. The charade continued. Mr. Jailall Kissoon requested an adjournment to the 15th September, 2017, when Mr Hughes will be present. The Commissioners conferred and the Chairman stated that the COI was urgent and insisted on asking Ms. Kissoon pertinent questions whereupon Mr. Kissoon advised her not to answer any questions unless her counsel was present. The Constitution guarantees the presence of legal representation as well as the Commission of Inquiries Act Chapter 19:03 Section 13. In trying to placate Mr. Jailall Kissoon, who repeatedly requested an adjournment to facilitate the presence of Mr. N i g e l H u g h e s , t h e Chairman stated that their mandate was only to gather information and not to make any recommendations and or decisions to the PSC. There was no evidence taken from Ms. Kissoon before the COI. Ms. Kissoon did not participate in the proceedings before the COI as she was not duly represented by counsel. Upon inquiring what was going to be the written report of

the commission the Chairman replied that he will write acknowledging that Ms. Prithima Kissoon was there respectfully and that she was not willing to answer questions without the presence of her counsel Mr. Nigel Hughes. The letter of dismissal reads as follows; “As a result of the inquiry concluded on the 23rd August, 2017, by the Committee set up by the PSC, in which you had participated, the commission, after careful consideration of the matter, has decided t h a t y o u s h o u l d be dismissed from the Public Service with effect 2017-08-31 inclusive for leaving the country without prior approval in accordance with the provisions of existing rules.” A new PSC will convene and the complaint by Ms. Kissoon against the Attorney General Mr. Basil Williams S.C. will never have been addressed. Kissoon’s good name has been filched, character assassinated, and a career that was worked so hard to build in the public service for the past 10 years lays shattered at her feet but her integrity and ethics are rock solid. This dismissal should be condemned and challenged

The dismissal of the Deputy Solicitor General of Guyana, Prithima Kissoon, must be exposed for what it is: a flagrant miscarriage of justice by a constitutional body; aided and abetted by the government. Another professional has failed to obtain the protection which was expected of a constitutional body. She has not been the first and she will not be the last victim of political victimisation by the Granger administration. Others have been victimised, some in similar fashion to the action which has been taken against the Deputy Solicitor General. This constitutes an attack on professionals and on professionalism, in the public

service. It makes a mockery of the Granger administration’s claim to wanting to have a professional public service. The victimisation meted out to the now dismissed, Deputy Solicitor General has failed to attract the attention of those attention-seeking women organisations that are quick to raise their voices on other issues. Perhaps, they did not know about the latest twist, but it is nonetheless disconcerting that they could not have taken up this woman’s cause earlier, when it was made public. The country has found itself in this situation because of the silence which greeted the clear and the obvious

interference in constitutional commissions by the Granger administration. The decision of the Public Service Commission is appealable. But that is a lengthy process, and does not guarantee reinstatement, so it may not be an option which the now dismissed woman may be interested in pursuing. Walter Rodney had another way in which he sought to gain justice for victims of political oppression. He asked for the identities of the oppressors and victimisers to be made public. His method was public exposure, not public shaming. The names of those who were complicit in the unfair

dismissal of this woman should be made known, so that the citizens of this country can know the persons responsible for the miscarriage of justice in this country. The public should support those who have been victims of political witch hunting. The fight for justice must be intensified for these persons. Legal options, though drawn out, should be encouraged. There are Guyanese here and abroad who would be willing to establish a fund for the victims of racial and political discrimination and victimisation in Guyana. Millions can be collected to hire lawyers to pursue justice in our courts. Millions can

also be collected to compile a list of such victims to be passed on to international organisations, including the International Labour Organization and the United Nations. It is waste of time appealing to the very government which is undertaking this witch hunt against professionals who worked under the PPPC. It is waste of time asking for justice from the unjust. It is a waste of time asking for the government to review its actions. It is sad that public officers were conscripted to be part of the process which led to the dismissal of a professional in the public service. It is sadder that the

Farmer charged for killing ‘White Boy’ Forty-six-year-old Charles Leonard, a farmer of Port Kaituma, North West District, was yesterday remanded to prison for the murder of Romel Gouveia called ‘White Boy’. The unrepresented accused, appeared before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts where he was not required to plead to the indictable charge, which alleged that between October 5 and October 6 at Five Mile, Port Kaituma, North West District, he murdered Gouveia. The accused was instructed to make his next court appearance on November 2 at the Matthews Ridge Magistrates’ Courts. Meanwhile, before the same magistrate, a labourer was also remanded to prison after it was alleged, that he dealt his friend several lashes to the head with a bottle after

they got into a heated argument. Jermaine McDonald, 35, of 7 Melanie Main Road, East Coast Demerara, denied the charge which alleged that on October 8 at Mabaruma, North West District, with intent to murder, he wounded the virtual complainant, Mario Gomes. Facts presented by police prosecutor Arvin Moore stated, that on the day in question the two men were consuming alcohol when an argument ensued and McDonald armed himself with a bottle and dealt Gomes several lashes to his head causing him to fall and lose consciousness. The court heard that the victim was rushed to the Mabaruma Regional Hospital and later referred to the Georgetown Public Hospital Corporation, where he was

admitted in a critical condition. The prosecutor objected to bail being granted to the defendant citing the serious nature and penalty of the offence, and the fact that the victim remains in a critical condition. The objection was upheld by the magistrate and the father of two was remanded to prison. He was instructed to make his next court appearance on November 21 at the Mabaruma Magistrate’s Court. And 25-year-old Benedict Daniels, a miner of the North West District, was released on $15,000 bail by Chief Magistrate Ann McLennan after he denied a charge of unlawful wounding. It is alleged that on October 9 at Wong Village, North West District, he unlawfully and maliciously wounded Leon Samuels.

Public Service Commission is alleged to have acted on one complaint, but not on an earlier one. The media should question the members of the Commission about the actions they have taken. The members of the old Commission need to be grilled by the media as to the basis of their decision to terminate the services of such a senior officer for an alleged breach of a public service rule that is unconstitutional. The freedom of movement of a citizen public servant is guaranteed by the Constitution of Guyana and cannot be restricted by an administrative rule. In any event, even if there was a violation of a public service rule, was dismissal necessary? What about a fair hearing to the accused? Was this provided? Guyanese should no longer sit back and allow these incidents of miscarriage of justice to go uncontested. It is time for a defence fund to be started, to help those who have been victims of political and ethnic victimisation to challenge the actions taken against them.

=== The Freddie Kissoon column ===

Bank of Guyana about to stop a Guyanese stupidity I doubt there is another country as stupid as Guyana. My guess is this is the stupidest country in the world. What you are about to read exists in Guyana. It makes no sense to me and it will never make sense to me. I went yesterday morning with my wife and daughter to Republic Bank. Of the two pieces of proof of address, one was from the bank itself, addressed to my home. The attendant asked for the envelopes. I enquired what envelopes. I did not know what she was talking about. She emphasized that you need to bring the envelopes that the letters came in. I had an official correspondence from the very bank of which I am a customer. My decibels were

about to rise considerably but they didn’t, because I said to her ‘I don’t retain the envelopes my mail come in and those papers in front of you are proof of address’. She proceeded with my transaction. Persons nearby heard my conversation and came up to tell me horror stories about this envelope request. And there were indeed horror stories. I decided to call the other banks to find out if the envelope request is policy. I did not get on to Citizen’s Bank. Mr. Raymond Ford, Deputy Manager of GBTI, Regent Street, indicated that the envelope request is routine at GBTI. The most interesting inquiry on this envelope thing came from Scotia Bank.

Senior Manager, Petra Allen, says she does not want to use the word, “envelope.” She prefers to speak of post office stamp. She stressed that her bank wants to see that the document in front of the teller passed through the post office system. If I have to write my journalistic memoirs, I will never forget my interview with Petra Allen of Scotia Bank on Wednesday, October 13, 2017. Asked if Scotia will accept an important document like certificate of fitness from the police force that has a person’s address, she responded, “Mr. Kissoon how would the bank know if that is a valid paper?” to which I replied, “Well then every person that the police stop for papers and they show

their insurance policy, then the policeman can say he does not know if it is a genuine document.” She uttered, “I see your point.” Then I left her with these words, “Ms. Allen what you have just told me will leave the world in confusion.” I had a creeping suspicion when I last wrote about this envelope stupidity that the banks were being idiotic and it wasn’t part of the antimoney laundering legislation. I rang the Deputy Governor of Bank of Guyana, Dr. Terence Smith to ask him if it was the central bank that made the envelope stipulation. He said the bank does not deal with that; that I have to speak to the FIU people at the Ministry. Dr. Smith gave me the name of the Director, Mr.

Matthew Langevine. Mr. Langevine explained that the legislation (AML) stipulates that commercial banks must insist on proof of address, but in the AML there is no mention of presentation of

Frederick Kissoon envelope. He said the guidelines for requesting proof of address is done by the Bank of Guyana. I told Mr. Langevine that Dr. Smith indicated to me that the bank doesn’t deal with what I want to know. Mr. Langevine advised me to go back to the Bank of Guyana. I chose not to contact Dr. Smith again, but another official. I spoke with Mr. Joseph Lall, whose designation is “Banking Manager.” Mr. Lall said the

central bank has not instructed commercial banks to demand envelopes. That is a thing of the banks’ own making. He explained all the central bank did was to lay down the guidelines for the commercial banks to follow and in those guidelines there is no mention of envelope But Mr. Lall’s interview had a satisfactory ending. He informed me that the Bank of Guyana is aware of the envelope controversy and is in discussion with the commercial banks about adhering to the AML while making banking customerfriendly. He said from what the bank knows, the envelope request seems to be a problem. I am not waiting for the Bank of Guyana to do away with the envelope nonsense. I plan as from today to consult my lawyer about the illegality of that practice. I will ask the court for an injunction restraining the banks from demanding customers to produce envelopes that any normal person would discard when they get a mail. Sadly, no leader from the presidency to ordinary Cabinet member is going to offer an opinion on this oppression.

Weeping trio arraigned for brutal murder girlfriend charged of senior citizens - mastermind's for receiving stolen property

A

ccused of strangling two elderly women for cash and other valuables, three men wept uncontrollably when they appeared before Chief Magistrate Ann McLennan on joint murder charges. Claiming he suffers from depression, the alleged mastermind in the killing of 88-year old Constance Fraser and 75-year old Phyllis Melrose Caesar, Imran Khan called Christopher Khan, 25, of Independence Boulevard, Albouystown, and his alleged accomplices Steven Andrews, 26, of 86 Hunter Street, Albouystown and Phillip Suffrien, 23 of 66 Hunter Street, Albouystown, were not required to plead to the indictable charges. It is alleged that between October 2 and October 3 at Lot 243 South Road and Albert Street, Georgetown, they murdered Phyllis Caesar and Constance Fraser, during the course of a robbery. The three accused were remanded to prison until October 26. They were vocal in accusing the police of brutality. Phillip Suffrien, through his Attorney-at-Law Saphier Hussain, claimed that he was beaten while in police custody and received

In her address to the court, the unrepresented woman said that at no time was she in possession of stolen money. “I did not know the money was stolen. The bound and gagged bodies of the two elderly women were found in their home by members of the South Road Full Gospel Assembly. The gruesome discovery was made after the women failed to attend a church service. Caesar was the church's caretaker, and had the code for the church alarm. US Congresswoman says President Trump is a “direct threat’ to Caribbean community NEW YORK - CMC – A Caribbean American legislator is warning that the President Donald Trump is “a direct threat” to the Caribbean American community in the country as his administration moves to implement draconian immigration policies. Without calling his name but referring to him as “Number 45,” meaning the 45th president of the United States, Congresswoman Yvette D. Clarke, the daughter of Jamaican immigrants, said that there were “critical perspectives we need to incorporate into the debate on immigration; for example, the perspective of people from the Caribbean”. Clarke, who represents the predominantly Caribbean 9th Congressional District in Brooklyn, said there are more than three million immigrants

in the New York City area, who are members of the Caribbean Diaspora. She said more than 400,000 of these immigrants currently lack legal status. “Today, we are confronted with an enormous challenge from a man, whose name I will not say at this celebration – number 45,” said Clarke as she addressed the 34th Anniversary Luncheon of the Brooklyn-based group, Vincentian American Independent National Charities, Inc. (VINCI). “He represents a direct threat to this community – a white supremacist who has surrounded himself with other individuals who share his bigoted and wicked ideology,” Clarke said to cheers from patrons. “But our community will not back down. It’s not in our

Brazil court freezes ex-leader Rousseff’s assets over 2006 refinery deal BRASILIA (Reuters) Brazil’s federal audit court yesterday ordered a freeze of former President Dilma Rousseff’s assets as well as those of José Sérgio Gabrielli, ex-head of state-run oil com-

Dilma Rousseff pany Petrobras, over a $580 million loss in the 2006 purchase of a Texas refinery. The order also covered former Finance Minister Antonio Palocci and three members of the board of directors of Petroleo Brasileiro SA, as the oil company is formally known, that approved the controversial purchase. The court, known as the TCU, said it detected “irregularities” in the purchase of the refinery in Pasadena, Texas, a move that it considered made no business sense. The TCU said the freeze would last one year and cover assets that could guarantee the return to public coffers of

the losses incurred by the oil company in buying the refinery. Petrobras paid $360 million for half of Pasadena Refining in 2006, more than eight times what its previous owner Astra Oil, a unit of Belgiancontrolled Astra Transcor Energy, paid for the 112,000barrel-a-day refinery a year earlier. By 2012, Petrobras had sunk $1.18 billion (0.89 billion pounds) into it including the cost of buying out Astra’s remaining half after a legal dispute between both firms. Rousseff, who was impeached last year for breaking budget rules, was chief of staff for President Luiz Inacio Lula da Silva at the time of the refinery purchase and chaired the Petrobras board of directors. In 2014, when the operation was being investigated for alleged graft, then-President Rousseff said she had been given incomplete information by directors responsible for the deal. Federal prosecutors investigating overpriced Petrobras contracts in the country’s largest ever corruption scandal centred on the oil company said in 2015 that they uncovered evidence that $15 million in bribes were paid as part of the initial purchase of 50 percent of the refinery. Prosecutor Carlos dos Santos Lima said Petrobras overpaid for the facility and alleged it was in terrible condition when acquired.

blood to do so. We will not step aside, or sit down. Just like our ancestors did, we will resist. We all know from our own personal experience that immigrants and their children and grandchildren, from every part of the world, are not only the foundation of Brooklyn, but, indeed, are Brooklyn itself. “Washington, D.C. needs to her the voices of Brooklyn. The renewal of our commitment to the best traditions of this nation – instead of the worst – will come from us. Your voices will sound the alarm for a renewal of purpose, a restoration of faith in ourselves as a people who believe that every person should have an opportunity to participate in the American Dream,” she told the ceremony. Late last week, the Trump administration began unravelling an Obama-era programme shielding from deportation Caribbean and other nationals brought to the United States illegally as children, while a split in the US Congress has made no progress on writing similar protections into law as Trump has asked. The phase-out of the fiveyear-old Deferred Action for Childhood Arrivals programme, known as DACA,

began at midnight last Thursday. One newspaper reported that the administration will no longer accept or process new or renewal applications for DACA protection, even if they were mailed before the deadline. The renewed applicants are known as “Dreamers.” Of the estimated 154,000 people eligible to apply for renewals, about 118,000 had sent in applications to the three federal processing centers in Phoenix, Dallas and Chicago by yesterday, according to the Department of Homeland Security. Officials will only process applications received by the end of the day Thursday and will not consider forms postmarked on Thursday but arriving later, said David Lapan, spokesman for the Homeland Security Department. The American Civil Liberties Union (ACLU) and the ACLU Foundation of Southern California filed a class-action lawsuit on behalf of beneficiaries, alleging that, even before its DACA phase-out, the Trump administration has been revoking beneficiaries’ protections for minor offenses, like traffic infractions, or charges for which they are ultimately cleared.

Yvette D. Clarke Lorella Praeli, director of immigration policy at the ACLU, said Thursday’s deadline was “both cruel and arbitrary.” Last week, a United States federal judge in Brooklyn, New York described as “heartless” the Trump administration’s refusal to extend its deadline for “Dreamers” to apply to stay in the US. US Attorney General Jeff Sessions had announced last month that immigrants shielded from deportation by DACA would have until October 5 to reapply for their two-year protected status. But the New York Daily

News reported that US Justice Department lawyers told Brooklyn Federal Judge Nicholas Garaufis last week that the Trump administration was sticking with the deadline. US Justice Department lawyer Brett Shumate said the decision to stick with the deadline was “not made lightly,” adding that the purpose was to kick off an “orderly wind down” of the programme. But Judge Garaufis said DACA’s end would not only affect its estimated 800,000 recipients – it would affect their families, employers and communities, as well.

UN agency says housing ‘most urgent need’ for hurricane-ravaged Dominica UNITED NATIONS CMC – Three weeks after Hurricane Maria ripped through Dominica causing widespread, a United Nations agency says housing is the “most urgent need” for the island. It said the scope of the damage remains daunting, with Dominicans also in dire need of water, electricity, food and supplies. “Those houses do not exist anymore. They have either been blown into the sea or totally scattered in pieces across the island,” said Jean Philippe Antolin, head of response operations in the Caribbean for the UN International Organization for Migration (IOM), who also noted that an estimated 23 per cent of the houses on Dominica have been destroyed. IOM said in addition, an estimated 39 per cent of the houses have sustained severe damage, and a further 28 per cent have been affected to some degree. Antolin underscored that the numbers reflect the “painful human situations” in the

Hurricane damage in Dominica shelters where more than 2,000 Dominicans are still living, while the rest are staying with relatives and friends. He said a mother and her children took cover in a local school just before the hurricane hit, and are still living in one of the classrooms with another family. “My home just vanished into thin air. Nothing, noth-

ing left to remember from it. Everything is gone,” she told IOM. The UN said the agency has responded through promoting an array of activities, including supply delivery, coordination of shelter management, and pipelining international donations. IOM said it has released US$100,000 to scale up shel-

ter response, and an additional US$350,000 has been secured from the UN Central Emergency Response Fund (CERF). The UN said many Dominicans are still returning to their homes to salvage their belongings and clear debris during the day, but sleep in shelters or with host families.

Public Health Ministry prepares to roll out another HPV vaccination campaign

A section of those who attended The Ministry of Public Health’s Maternal Child Health Unit, yesterday hosted a concert at the National Cultural Centre for Primary and Secondary students from Regions four, six and ten, as it prepares to roll out another vaccination campaign in schools to help prevent the development of cancer in girls between the ages of nine and 13. It was held with the intent of further sensitizing on the killer, Human papillomavirus (HPV) which leads to several types of cancer, inclusive of the cervix. Sharing remarks on behalf of the Minister of Public Health, Volda Lawrence, was her advisor, John Adams. Adolescent Health Coordinator of the ministry, Dr. Oneka Scott, represented the Chief Medical Officer at the forum. The event saw several schools attending - close to 3000 pupils – and those present were enlightened on the topic through the many talent pieces they were treated to in the form of songs, dance, dramatic pieces and educational comedy by the

popular ‘Chiney Man’. Teachers admitted that the concert was indeed educational for them, while the children expressed gratitude to the Ministry for organizing an event that they are able to learn from and have fun at the same time. It is a fact that Guyanese women are currently being affected by cervical cancer more than any other form of cancer. The vaccination campaign that is to be launched will target girls between the ages of nine to 13, and is being highly encouraged by officials due to the severity of the matter. It was related in several dramatic pieces that the HPV is one which develops in young girls that are sexually active, and only shows symptoms at least ten years after. Symptoms of this virus include genital warts and discomfort due to itch and pain in the private parts of both men and women, since the virus affects both genders. Although the virus is likely to be developed in both genders, officials from the Ministry of Public Health

A male dance group in action have told this newspaper that the girls are being vaccinated, but the Ministry seeks to establish the campaign for boys as well. Sources have disclosed that Guyana is ‘lagging’ behind other countries, with re-

gard to the vaccination campaign, since the US targets teens and young adults as old as 26, while other countries administer the injection to folks just under 36. This was said to be an action that Guyana cannot presently un-

dertake due to its current financial state, but ‘may extend the target’ in the coming years. Prior to this campaign, the Public Health Ministry launched such a movement on September 5, last, where

Pan American Health Organization/ World Health Organization (PAHO/WHO) representative, Dr. William AduKrow revealed that cervical cancer is the second most common cancer among Guyanese women.

Health Ministry seeks to ‘beef up’ screening in hinterland regions October has been dedicated as the month of breast cancer awareness in Guyana, and the Ministry of Public Health has been hosting several functions to tackle the prevalent issue. At a recent forum, it was disclosed that Guyana is currently seeking to ‘beef up’ the efforts made to detect cancer in the hinterland regions. During an interview with a source from the Ministry, it was confirmed that several cases of cervical cancer are among those that have been recently detected in Guyana’s hinterland, in a region where no screening machines are currently available.

The several screening tests that were done over a period of time in the region, were carried out by ministry officials who would have visited the area. They are additionally promising to have more done to detect these cases in their early stage, which will act as a ‘curable’ measure. It was reminded that the Ministry is looking towards the continuation of taking services to these far-flung regions, rather than having the population visit areas that might be out of their proximity, and therefore consuming valuable resources. On that note, it was noted

that only four percent of Guyana’s population currently detects cancer at an early stage, hence making the disease fatal for most of the remaining percentage. Guyana is presently at a stage where girls as young as 24 to 26 are being diagnosed with cervical cancer; hence, campaigns are being launched to target this gender that is proven to be most affected by the Human Papillomavirus (HPV) that leads to cervical and other types of cancer. The Pan American Health Organization/ World Health Organization (PAHO/WHO) recently documented “In

Guyana, during the period 2003 – 2012, Guyana recorded 6,518 new cases of cancers for an overall cumulative incidence rate of 867.7 per 100,000 population. Of the 3,956 sixty percent were females and 2,561 thirty nine percent were males, giving a female to male ratio of 1.54:1.” It was during this period that the last statistics given displayed a jaw-dropping 1090 cases of breast cancer and 1014 cases reported of cancer in the cervix, which according to recent reports have climbed above the numbers of what was then the leading cancer.

Existing data also highlights 865 cases of prostate cancer, 440 cases of colo-rectal; 325 cases of cancer in the uterus, 240 cases of stomach

cancer, 233 cases of lung cancer, 219 cases of liver cancer, 212 cases of cancer of the ovary and 136 cases of lymphoma.

Centenarian, wife burnt to death in California blaze (BBC) A couple who recently celebrated their 75th wedding anniversary are among the 21 dead in some of California’s worst-ever wildfires. Charles Rippey, 100, and his wife, Sara, 98, perished in

missing. Sonoma County Sheriff Robert Giordano earlier said 670 people were missing, adding the situation was changing quickly. He also said about 150 people have been located and

Charles Rippey and his wife, Sara one of 22 blazes that have destroyed 115,000 acres (26,000ha) and 3,500 buildings. The couple, originally from Wisconsin, first met in primary school, their sons told the New York Times. Officials in the hard-hit Sonoma County say 380 people are still

expects that some of those who have been found have yet to update their status on the missing registry. The Rippeys died on Sunday at their home in Napa, California, where the fastmoving fires trapped them inside. The couple’s son, Mike

Rippey said he and his brother found their parents’ remains near each other amid the rubble of their home on Tuesday. “We kids would always talk about what it would be like if one of them died and the other was still alive,” Mr Rippey, 71, told the newspaper. “They just couldn’t be without each other. The fact that they went together is probably what they would have wanted.” The couple attended the University of Wisconsin and married in 1942 before World War Two took Charles Rippey abroad. The Rippeys had five children together and lived in the Napa home for 35 years. Mike Rippey said his father appeared to be heading to his mother’s room when he was engulfed in smoke and flames. “My father certainly wouldn’t have left her,” he said. The fires are among the deadliest in California’s history and have sent smoke as far south as San Francisco, about 60 miles (100km) away. Eleven of the deaths have been in Sonoma County, where officials said 530 were still unaccounted for, although that could be due to the chaotic pace of the evacuations.

Trump threatens broadcaster NBC after nuclear report

President Trump criticised NBC’s report as he welcomed Canada’s prime minister to the White House (BBC) US President Donald Trump has raised the prospect of challenging media licences for NBC News and other news networks after unfavourable reports. He took aim at NBC, which made him a star on The Apprentice, after it reported he wanted to boost America’s nuclear arsenal almost tenfold. Mr Trump labelled the report “fake news” and “pure fiction”. NBC also angered the White House last week when it said the secretary of state had called Mr Trump “a moron”. Mr Trump tweeted on Wednesday morning: “With all of the Fake News coming out of NBC and the Networks, at what point is it appropriate to challenge their License? Bad for country!” Welcoming Canadian Prime Minister Justin Trudeau to Washington later in the day, the US president denied the NBC story. “It is frankly disgusting

the way the press is able to write whatever they want to write, and people should look into it,” he said at the White House. When asked if he wanted to increase the country’s arsenal, Mr Trump said he only ever discussed keeping it in “perfect condition”. “No, I want to have absolutely perfectly maintained which we are in the process of doing - nuclear force. But when they said I want 10 times what we have right now, it’s totally unnecessary, believe me.” He added: “I want modernisation and I want total rehabilitation. It’s got to be in tip-top shape.” Defence Secretary Jim Mattis also disputed NBC’s story. “Recent reports that the President called for an increase in the US nuclear arsenal are absolutely false,” he said in a statement. “This kind of erroneous reporting is irresponsible.” The president’s tweet

about US broadcast networks provoked a free-speech uproar.Walter Shaub, who led the US Office of Government Ethics under President Barack Obama, said it could lead to “the point when we cease to be a democracy”. The Committee to Protect Journalists said the US president’s comment was a poor example for other world leaders. According to NBC News, Mr Trump told a top-level meeting at the Pentagon in July that he wanted to dramatically boost the American stockpile of atomic missiles. He reportedly made the request after seeing a downward-sloping curve on a briefing slide charting the gradual decrease in US nuclear weapons since the 1960s. Attributing its report to three officials in the room, NBC said Mr Trump’s request surprised those present, including the Joint Chiefs of Staff and Secretary of State Rex Tillerson.

Scientists have struck gold in an unlikely place: Swiss sewage and waste water treatment plants

Shamsul Chowdhury and Claude Parkinson were both jailed for their part in the spree A moped gang that robbed more than 100 people, including an attempted robbery on former chancellor George Osborne, has been jailed. Claude Parkinson, 18, and two boys aged 16 and 15, carried out the robberies over a five-day spree that “spiralled out of control”. All three had previously pleaded guilty to conspiracy to commit robbery. A fourth unknown member used a hammer to intimi-

date victims in Camden, Westminster, Islington and Chelsea. The gang members were sentenced at Southwark Crown Court. After they were arrested in May, police reported a 40% drop in moped-related robberies in Westminster. The gang rode the streets of London snatching items of value out of victims’ hands before driving away. Mr Osborne was one of an estimated 103 victims of the

gang when an attempt was made to snatch his mobile phone outside the BBC in May. In a victim impact statement previously read out to the court, Mr Osborne said he had felt “shocked and stunned” after the attempted robbery. CCTV footage from near Broadcasting House showed a passenger on the moped trying to grab the phone out of his hand, before fleeing empty-handed.

An estimated 95 pounds of gold is flushed through Swiss sewage systems each year, according to a study by the aquatic science institute Eawag. The lost gold is worth nearly $2 million at current prices. The researchers believe the tiny flecks of gold flow into the waste water system from the country’s famed watch making industry and gold refineries. The study, commissioned by the Swiss Federal Office for the Environment, involved surveys of 64 waste water treatment plants across the country. Some areas had higher concentrations of gold

than others. In one part of southern Switzerland that is home to several gold refineries, elevated levels of metal deposits might even be worth collecting. “Concentrations of gold in sewage sludge are sufficiently high for recovery to be potentially worthwhile,” the researchers wrote. The scientists found other unexpected elements in the water: large amounts of silver and even rare earth minerals often used in the manufacture of electronic devices. The researchers estimated that over 6,500 pounds of silver ($1.8 million at cur-

rent prices) flows into Swiss waste water each year. Gold and silver aren’t the only valuable items found in Swiss waste water this year. In September, Swiss investigators launched a probe into why two Spanish women flushed roughly €100,000 ($120,000) down toilets in Geneva. The Geneva Prosecutors’ Office said they found cut-up €500 bills had been flushed down toilets at a UBS bank branch and three nearby restaurants. The investigators said they were concerned the women were trying to get rid of illegal cash.

Grenada gets financial support from green Climate Fund ST. GEORGE’S, Grenada - CMC – Grenada says it has received a grant of EC$1.06 million (One EC dollar =US$0.37 cents) from the Green Climate Fund (GCF) joining two other Caribbean Community (CARICOM) countries that have received grant support from the global facility that was created to support the efforts of developing countries to respond to the challenge of climate change. Antigua and Barbuda and St. Vincent and the Grenadines are the other two Caribbean states to benefit from the facility that helps developing countries limit or reduce their greenhouse gas (GHG) emissions and adapt to climate change. The fund, a financial mechanism under the United Nations Framework Convention on Climate Change (UNFCCC), seeks to promote a paradigm shift to low-emission and climate-resilient development, taking into account the needs of nations

that are particularly vulnerable to climate change impacts. According to a government statement, Grenada will partner with the German Agency for International Cooperation (GIA) to access its first tranche of readiness support. It said with the new funds “will support Grenada’s capacity to access additional climate finance from this newly established climate fund” The statement noted that the Readiness programme is only one area of support under the GCF mechanism, which helps countries to establish the needed institutional structures, national processes and project pipelines to ensure the development of climate- proofed project proposals which are based on the national priorities and an open stakeholder engagement process. “GIZ will support this implementation as delivery partner, in close cooperation

with the Ministry of Economic Development and Planning as well as the Division of the Environment,” the statement said, noting that key objectives of this readiness support will be to enhance the capacity of Grenada’s National Designated Authority (NDA) to effectively coordinate with line ministries, statutory bodies and development partners on accessing the Fund and to prepare a country programme as well as to ensure transparency in the GCF processes. It said it will also support effective stakeholder engagement processes, including private sector, civil society and NGOs. “In parallel, the Ministry of Economic Development and Planning, jointly with NAWASA and GIZ, are preparing a project to ensure climate resilience of the water sector in Grenada, to be submitted to the GCF in the coming weeks, at a value of more than EC$100 million dollars,” the statement added.

Naparima MP: Trinis detained at Iraqi camp Isis bombshell in budget debate Trinidad Guardian Trinidadian nationals are among women and children from 12 territories who surrendered with Islamic State (Isis) fighters to Iraqi authorities in late August, a recent Human Rights Watch report has stated. UNC MP Rodney Charles caused an uproar from Government in Tuesday’s Budget debate in Parliament when he alluded to the discovery of the TT nationals being held abroad and his refusal to disclose the source of his information. After debate Tuesday, Attorney General Faris AlRawi who was asked about T&T families who went overseas to join Isis in recent years, confirmed, “We have a number of matters that are on track with several of our foreign partners. We’ll report on these as and when we’re in a position to.” Charles raised the issue of T&T terrorist fighters overseas during the debate and added T&T citizens — women and children — were recently captured in Iraq. He didn’t immediately give the source of that information saying he didn’t have it. Government MPs protested. Charles subsequently produced the source and Deputy Speaker Esmond Forde allowed him to state it. But Charles was hit by Government roars when he attempted to give the information. Opposition MPs shouted back. Charles started reading the report with some PNM MPs saying “That’s not so.” Prime Minister Keith Rowley

Naparima MP Rodney Charles during his contribution to the Budget debate. protested Charles “introducing new information.” UNC MPs again objected, continuing as Attorney General Faris Al-Rawi attempted to halt Charles. Both sides continued quarrelling during the lunch break. Minister in the Attorney General’s office, Fitzgerald Hinds who spoke after Charles, said Charles had tarnished T&T’s reputation. Hinds said 180 people were recorded going to fight overseas — men, women and children — “all between 2013 to 2014.” Al-Rawi told T&T Guardian that Government was tracking the families. He said Charles was reckless to quote information without the source.

“Also, there’s a penchant from the international community to push out information that’s unverified, to tarnish our information. This form of reckless communication from the UNC constantly lands in international papers, tarnishing our reputation,” he said. Al-Rawi said until National Security and international partners deal with the matter “in an evidential way, there’ll be no ole talk on this. The reason T&T survived international scrutiny is because it was taken in a strict way.” National Security Minister Edmund Dillon said Charles’ information “was unverified”. He said he hadn’t seen the report.

Nadal and Federer ease through in Shanghai SHANGHAI (Reuters) Rafael Nadal and Roger Federer resumed their battle for the year-end number one ranking with imperious victories to reach the third round of the Shanghai Masters yesterday. Top seed Nadal extended his winning streak to 13 matches with a 6-2, 6-1 demolition of American Jared Donaldson in the Qi Zhong Stadium before world number two Federer, to the delight of his sizeable Chinese fan club, got the better of Argentina’s Diego Schwartzman 7-6(4), 64. Nadal, who leads Federer by 2,370 points going into the home straight of a season in which the two old rivals have shared out the game’s biggest prizes, was unstoppable against Donaldson and needed only 54 minutes to prevail.

“It was a very quick match in all aspects,” Nadal, bidding to end a year on top for the fourth time in his career, said. “If the year-end ranking happens, it will be, I think, a very important achievement for me. “With so many years of difference I think it’s something very difficult. But there remains work to do.” He last finished the year as world number one in 2013. Federer shows no sign of giving up the chase but had to battle hard against Schwartzman — letting slip a break in the first set to get dragged into a tiebreak. The 36-year-old Swiss always had an extra shot in his locker though and, having taken the opener, broke serve straight away in the second set to move toward victory. He finished off the con-

test with his 14th ace, setting up a third round clash against Ukraine’s Alexandr Dolgopolov. “It was a good win, very happy with my first match,” Federer said. “I knew he was dangerous. I could have closed the first set out earlier but I started the second set very well.” Spaniard Nadal, who like Federer has won the Shanghai title once, will face Italy’s Fabio Fognini next. Eighth seed David Goffin’s hopes of qualifying for the ATP World Tour Finals suffered a blow when he lost 7-6(4), 6-3 to Gilles Simon, while sixth seed Grigor Dimitrov had to save match points on the way to beating Ryan Harrison 3-6, 6-3, 7-6(6). Seventh seed Pablo Carreno Busta also went out, losing 7-5, 7-5 to fellow Spaniard Albert Ramos-Vinolas.

Kyrgios fined $10,000 for Shanghai walk off LONDON (Reuters) Australia’s Nick Kyrgios has been fined $10,000 and deducted his $21,000 first-round losers’ cheque following his decision to walk off after losing the first set against Steve Johnson in the Shanghai Masters on Tuesday. The tempestuous Kyrgios had just been beaten in a tiebreak against Johnson when he walked to the net, offered his hand to the American and stormed off court to the bemusement of his opponent and chair umpire Fergus Murphy. Kyrgios, 22, was booed off court by the crowd. The ATP said yesterday that Kyrgios had been punished for “unsportsmanlike conduct”, saying he had failed to complete a medical visit to explain his actions. Kyrgios, ranked 21 in the world, said later on Twitter that he had been suffering with a stomach bug and a shoulder problem. “I’ve been battling a stomach bug for the past 24 hours and I tried to be ready but I was really struggling on the court today which I think was pretty evident from the first point,” Kyrgios said. “My shoulder started to hurt in the practice which didn’t help either and once I lost the first set I was just not strong enough to continue. I’ve not eaten much in the past 24 hours.” Last year, Kyrgios was fined $16,500 and banned for

Brazil almost ready for crack at sixth World Cup - Tite

Italian Fognini gets suspended two grand slam ban for U.S. Open outburst

Brazil Coach Tite (left) SAO PAULO (Reuters) Three years ago Brazil were hammered 7-1 by Germany in the semi-finals of their home World Cup but after their latest win coach Tite said they were back to playing like Brazil again and almost ready for a crack at claiming a record sixth World Cup. “I would like to give more players a chance but I can‘t, there’s not enough time,” he said after his side, who easily topped the South American qualifying group, beat Chile 3-0. The former Corinthians coach has transformed the team since taking over in June last year when Brazil were still suffering from a World Cup hangover, had just been knocked out of the Copa America and were sixth in the 10-team South American qualifiers. Under his guidance, they

have won 10 and drawn two of their qualifiers since then and finished the campaign a remarkable 10 points clear of second-placed Uruguay. Brazil are producing great football again, with a solid back four, some steel in midfield and a deadly front line. “The football this team are playing has made me happy,” Tite said. “It’s won back what I believe football is, linking effectiveness with beauty and winning games, and showing that these things aren’t conflictive.” “I don’t have the capacity to see what will happen in the future. I don’t know where the limits lie but against every difficulty and every rival the team has shown itself.” Brazil have a settled first 11 but there is competition for places in the 23-man squad for next year’s World Cup in

Russia. Tite said Marcelo, Filipe Luis and Alex Sandro are all in the frame for the two left-back spots. Gil, Jemerson and Rodrigo Caio are vying to back up regular defensive picks Marquinhos, Miranda and Thiago Silva. There is also debate over who will be third-choice goalkeeper behind Alisson and Ederson. Douglas Costa, Diego Tardelli and Taison are all hoping to win a place in attack, while in midfield Tite must decide whether to take Gremio’s young midfielders Luan and Artur or opt for the experience of Giuliano, Lucas Lima or Diego. As part of their World Cup build-up, Brazil face England at Wembley on Nov, 10 and Japan in Lille four days later. They will also take on Germany in Berlin on March 27 next year.
