Industry Experts, Consultants help citizens understand environmental impacts of Payara Project

xxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), is hoping to get timely approval from the Environmental Protection Agency (EPA) to develop its third oil field in the Stabroek Block called Payara.

In order to secure the EPA's approval, EEPGL is required to submit an Environmental Impact Assessment (EIA) and ensure that it is extensively discussed with stakeholders.

To ensure it is in compliance with this, EEPGL took the initiative to host an open house discussion at the Pegasus Hotel yesterday.

The event brought together several experts and consultants in one room to explain different facets of the EIA. At the event, ExxonMobil's Country Manager, Rod Henson, said that this format was done to ensure that citizens are able to learn more about the studies conducted for the EIA. While they would have shared some

of their concerns at the event, Henson also encouraged attendees to formally submit their comments to EPA. ExxonMobil's Public and Government Affairs Advisor, Janelle Persaud, shared with this news agency t h a t t h i s o p e n h ou s e discussion is actually separate from the consultation process that would be required by the E PA . I t i s a c t u a l l y ExxonMobil going beyond what expected, she added.

Persaud also noted that this is just the first in a series of discussions that will be held. ExxonMobil will be taking the EIA conversation to Regions One, Two, Three, Five and Six, she said.

According to documents in the possession of the Environmental Protection Agency (EPA), EEPGL's Payara development will be located in the eastern area of the Stabroek Block which is approximately 190 km (118 miles) from Georgetown.

The operator notes that oil production from Payara is expected to last at least 20 years with startup of the facilities expected to occur

approximately in mid-2023.

EEPGL noted that it will drill approximately 35 to 45 wells offshore to support extraction of the oil from below the sea floor. It said that each well will be drilled using a floating drill ship. Also, each well will be directionally drilled to specific reservoir targets generally 4,000 to 5,500 meters (m) below the sea level.

Further, EEPGL said it will install some of the oil production facilities on the sea floor at approximately 1,500-1,980 m (4,900-6,500 ft) water depth. It said that these subsea facilities include various types of pipes and hardware.

Kaieteur News understands that the subsea facilities allow the oil from the wells to be gathered and moved to the surface of the ocean for further processing.

EEPGL will then install other oil production facilities on a vessel which floats on the surface of the ocean. The vessel is called a Floating Production, Storage, and Offloading (FPSO). It will

be moored on location in approximately 1,800 -1,980 m (5,900-6,500 ft) of water depth and will remain on location throughout the life of the facility.

EEPGL said that oil production facilities on the FPSO will further process the oil extracted from below the sea floor.

The operator also stated that the FPSO will have the capacity to produce up to approximately 180,000 to 220,000 barrels of oil per day. During the early stage of production operations, the FPSO is anticipated to produce up to an average of approximately 5,700,000 to 6,600,000 barrels of crude oil per month. These estimates are preliminary and are subject to change.

With respect to the processed oil, EEPGL said

that it will be stored in tanks in the FPSO hull which have the capacity to hold at least 1.6 million barrels of oil.

Approximately every four to six days, EEPGL said that the oil will be pumped from the FPSO to a conventional oil tanker which is owned/operated by others.

The tanker will then bring the oil to buyers.

Elaborating further on t h i s m a t t e r, E E P G L explained that it will utilise onshore support facilities to support drilling the wells, installing the offshore production facilities, and operating the offshore production facilities.

It said that this may include a shore base, storage facilities, fabrication facilities, and waste management facilities. It said that helicopters and

supply boats will also be needed to support the project.

At peak, EEPGL noted that it will utilise approximately 1,200 personnel offshore during the stage where the wells are being drilled and the offshore oil production facilities are being installed.

It said that this number will decrease to less than 200 personnel during the production operations phase.

It said, too, that a smaller number of personnel will be utilised at the onshore support facilities.

At the end of the life of project (at least 20 years), EEPGL would develop a plan to decommission the offshore production facilities. The plan would be submitted for approval by the government.

CANU battles new monster as Ecstasy, Almost $30B spent on 500 Guyanese other synthetic drugs flood market businesses in first half of 2019

o c a l l a w enforcement officials have expressed increasing worry over the growing popularity of synthetic drugs like Ecstasy. In fact, more attention has to be placed in fighting the emergence.

The disclosures were made yesterday at the start of a week-long training for scores of staff members of the Customs Anti-Narcotic Unit (CANU), at the Georgetown Club.

It is being held under the theme: “Stemming the flow of Narcotics through capacity building and Inter Agency collaborations”.

According to Deputy Head, Lesley Ramlall, CANU, which leads the fight locally to halt and reduce narco trafficking, during an international conference earlier this year in Azerbaijan, it was projected that drug flows will increase dramatically.

This would come even as there was the destruction of the large plantations of the Coca plant in one of the region's biggest producers.

Despite this, cocaine producers ramped up their production, surpassing expectations for this year.

According to Ramlall, unprecedented seizures are clear indicators that demand for narcotics continues to increase.

In the Caribbean, there have not been any significant seizures in Suriname earlier this year.

Ramlall warned that there is nothing to smile about.

Over the last eight years, the amount of cocaine produced has more than quadrupled.

In 2010, 35 metric tonnes passed through the region. The figure was 184 metric tonnes in 2018.

In the face of this, the destruction of five fentanyl laboratories in last five years in one country had got the attention of law enforcement. In Guyana, Ramlall explained, this was no exception.

The last year has been drug trafficking reduced with the number of persons attempting to smuggle through the airports recording a marked decrease.

Last year, one of the country's alleged big player, Shervington Lovell, was arrested and taken to the US, clear indications that the local efforts are paying dividends.

Ramlall credited CANU's success to better intelligence sharing, increased government support and improved strategy to dismantle and confiscate assets of drug traffickers.

The CANU official expressed deep worry with the increased use of synthetic drugs, particularly Ecstasy.

He targeted greater interagency collaboration and education. The official acknowledged the transnational challenged of drug trafficking.

At the event were Public Security Minister, Khemraj Ramjattan, and Major General (ret'd) Michael Atherly, of National AntiNarcotics Agency (NANA).

There were also representatives of the Financial Intelligence Unit and other related agencies.

According to Ramjattan, narco trading has spill-offs that are disastrous and there must be capacity to fight it.

He pointed to a recent case at the Cheddi Jagan International Airport where a CANU rank was caught on video allegedly attempting to shakedown a female traveller.

The traveller posted the video online.

Yesterday, Ramjattan said there must be more training on leadership and professionalism with no place for misbehaviour.

According to the Minister, drugs corrupt governments, corrupt commercial sector and law enforcement officials with traffickers uncaring about the consequences on children.

In fact, Ramjattan said, the entire focus is on making money.

According to the Minister, the fact is drug trafficking distorts the economy, with statistics available to prove it.

While for some the economy looks good, it is not. In fact, it chases investors away.

There are also bad influence and role models with the falsehood that there is easy money to be made.

According to Ramjattan, it is a fact that the drug fight will never be easy with even the US finding hard to halt it.

To compound matters, drug traffickers are running their operations like corporations with layers and different departments for transportation and Customs.

It also leads to trafficking in persons, among other things.

Stabroek Market closed because of spring tides flooding

A

ccording to the Public Relations Officer (PRO) of City Hall, Debra Lewis, the Stabroek Market was closed earlier yesterday after spring tides caused flooding.

She said that it was closed for cleaning and sanitisation.

“Throughout the day, the Guyana Fire Service aided us in the cleaning up… They washed the floors thoroughly with their hoses and did their best to sanitise the area,” said the PRO. She added that the market will remain closed over the next few days, due to the fact that Guyanese were warned by the Maritime Administration to

expect more spring tides.

Up to press time, Lewis was unable to say when the Market will be reopened since she was waiting for answers from engineers working on the ground.

Over the past few days, citizens from the coastline were caught unprepared after tides measuring above normal level caused severe flooding. Yesterday water entered the Stabroek Market and caught vendors unprepared. One man said that they were accustomed to the spring tides but they were surprised that the water rose so high and flooded the entire market.

Another woman said that

because of their unpreparedness, they suffered severe losses.

She added that she was forced to dispose of five baskets of bananas that were contaminated by the floodwaters. Up to late yesterday, a number of vendors who owned stalls were cleaning and disposing of water soaked goods. They were also seen making preparations for coming floods after they were told that the spring tides will continue.

At around 17:30 hours yesterday afternoon, the waters began to enter the Stabroek Market again.

ountry Manager of ExxonMobil Guyana, Rod Henson, stated yesterday at the Pegasus Hotel that he is quite pleased with the strides his company, as well as its subcontractors, have been making to ensure they make significant use of local goods, labour and services for their operations.

At an open house discussion on the Environmental Impact Assessment (EIA) for the Payara field, Henson said that as of the middle of 2019, more than 1300 Guyanese have been working on Exxon's projects and a little over 300 of them are women.

He said, too, that nearly 500 local businesses have been supplying their goods and services to the projects while noting that almost $30B has been spent in this regard just in the first half of 2019.

The Country Manager said he is proud of these results while assuring that efforts would be made to improve over time.

For those who may be seeking similar opportunities, he encouraged them to sign up with Exxon's Centre for Local Business Development which is located on South Road.

Programme, the official said that while he would like to have the policy in place before first oil, the absence of commentary is what appears to be holding up consultant, Dr. Michael Warner in finishing the document.

He reminded once more that submissions regarding the weaknesses of the draft local content policy can be submitted this week to the Department of Energy which is housed in the Ministry of Presidency. When men kill their spouses

W

omen dying in their own homes, homes were once the grand pictures painted in their girlish dreams, by those who once said that they cherish.

After the dying, there may still be inconsolable cherishing: in silence, in reflection and remorse of promised protectors transformed into actual killers; the long lingering goodbye of what was a too short, too torturous twisting that our young girls and grown women endure from what started out so beautifully, so promisingly.

As this paper reported, recently, more than half the women murdered this year were killed by their partners.

If they are not safe from their partners, then who?

That is this year alone.

How many more are suffering, waiting, and wondering if they, too, will face that same fate (being murdered by their partner), probably in their own home?

This is the harrowing picture of what many—too many—of our women exist within this country with their partners, as the statistics tell so piercingly. But that is only part of the story. For there are those womenmothers, fellow strivers, self-sacrificing—who still believe and trust, and thus they hold on for the whiffs of air amid the horrors of lifelong nightmares.

They cling to belief—found somewhere, lived somehow, unfathomable sometimes-as one woman was reported to have demonstrated recently. The charge of attempted murder had to be dropped against her loved one. She is only one public example. There must be many others, who never went to the trouble of going so far as police and court, as public with what is personal and special.

For some, the bond is still sacred, the unbreakable nature of those ties that bind. Or paralyse with fear.

How do they live? Waiting for those familiar sounds of commanding, frightening presence? Of sharp, furious glare? Of the all-too-ready upraised voice and hand, the all too familiar flash of pain?

The confining, confrontational nature of a castle that shattered flesh, teeth, bone, and who knows what else, but which remains unsaid, unreported, unaddressed?

This is not a way for snake or dog to live. Yet this is the way, as confirmed, time and again, as to the dehumanising existences of many of terrified women in this society.

The sanctuary of the hearth converted into a torture chamber; the fingers that caressed now caressing dagger and danger and inflict endless cruelties, which seem to possess a certain inevitability about them. We recoil from them; we distance from them; we refuse to speak of them.

From victim to perpetrator to community to church to state to state agents, there is happening and then there is moving on to the next incident, the next murder, the next fallen. These are the ones that become known through the media, when a certain stage has occurred.

There are the others—the familiar neighborhood sufferers, the still unidentified but numerous in just about every place-whose ordeal (inflicted or experienced) never make it beyond the circle of resigned knowledgeable.

And when they do, it is in the worst way possible, and then it is too late. Gone!

What to do, when victims ignore any supplication, resist any intervention, reject any sanction, other than the rain of blows?

The year still has a full quarter to go; that is a long ninety-two days to go. Somewhere in this Guyana, another woman’s life is going to go. The wish of this publication is that it is not so. But the odds of such a saving occurring may not be part of the flow.

Guyana is best developed by utilisation of proven expertise not political affiliation DEAR EDITOR, The failure of the Kitty Roundabout is further confirmation of the Ministry of Public Infrastructure (MoPI) and by extension, Minister David Patterson’s inability to effectively manage infrastructure development projects in Guyana.

This is confirmed by the ongoing fiasco at the Cheddi Jagan International Airport and the debacle of Sheriff Street-Mandela Avenue rehabilitation and works on the dual carriageway on the East Coast of Demerara. Under the guidance of Minister Patterson, there has been an escalation in costs of the new Diamond-Ogle roadway from US $50 million to US $175 million. No explanation has been provided to taxpayers for the more than three-fold increase in costs.

There is a misconception in Guyana, created by the MoPI that these failures and problems are the responsibility of the contractor.

This confirms the MoPI inability to understand the Quality Assurance/Quality Control aspect of infrastructure project execution.

The contractor builds based on designs approved by the MoPI. The MoPI provides quality assurance and quality control services on these projects and approves the works of the contractor.

Failures, after approval and acceptance of the works by the MoPI, are consequently a failure of the MoPI and by

extension Minister Patterson and not the contractor.

Minister Patterson and the MoPI missteps reflect the attitude of AFC members of the APNU/AFC coalition. In a similar vein, the Minister of Natural Resources, Raphael Trotman, took upon himself the responsibility of signing a contract for the development of the oil and gas sector in Guyana. Minister Trotman failed to ring fence the contract around the exploration and development of singular wells.

It is small wonder that the International Monetary Fund now recognises that the development of Liza I and II will provide very little returns to Guyana. In a similar vein, Minister Trotman has sought to transfer blame to GGMC for his failure.

Failure of the AFC clan is further confirmed by the inability of Minister Holder to request the head of the National Drainage and Irrigation Board, Mr. Frederick Flatts to provide technically defensible reasons for the over design of several pump stations. Mr. Flatts excuse, to the taxpayer, that the pile costs was a mere $5 million more, fails to comprehend that there are additional costs associated with the construction methodology and increased inconvenience to the taxpayers.

Further, Minister Holder and Mr. Flatts failed to recognise that the exact funds

could have been better utilised paying teachers and nurses, the backbone of a developing country.

We are daily bombarded by pronouncements coming from Go-Invest and by extension the Ministry of Business.

None of these pronouncements bear any resemblance to reality.

The concept of development based on defensible analysis is missing from all announcements. Go-Invest and by extension the Ministry of Business seem dead set on accepting any development regardless of its outcome. Go-Invest should recall that there was a concept to import hazardous waste into Guyana in 1988.

That concept was similarly endorsed by the then Government. I worked along with Winston King and others to reverse that agreement.

The consequences of that undertaking would have created significant issues for Guyana today.

The attitude of Go-Invest confirms its failure to advance beyond the thought process of 1988 in the twenty first century.

I recommend the AFC clan, guided by Shaggy’s refrain “it wasn’t me”, to examine the functioning of the Ministry of Communities.

That Ministry has quietly undertaken the effective management of the Haags Bosch landfill and mitigated issues inherited from the pre 2015 administration.

In a similar vein, the Ministry of Communities has quietly upgraded their standards to ensure technical sound design of infrastructure facilities in existing and emerging areas.

The stellar performer in the Ministry of Communities is Guyana Water Inc. The taxpayer has seen increased access to potable water by many formerly unserved communities at lower costs despite inflation.

The Ministry of Finance is strongly advised to critically examine requests for infrastructure development from the Ministry of Public Infrastructure and Ministry of Agriculture given their continued inability to optimise the resources provided.

These resources, better expended on education and health, will ensure that Guyana develops a healthy cadre of well educated, professional and technically sound people, who unlike the AFC clique, are professional enough to accept both the praise and criticism of the actions.

The APNU should similarly examine the role the AFC

should play if a coalition is the option to advance Guyana moving forward.

The APNU is further advised to recognise that Guyana is best developed by utilisation of proven expertise not political affiliation.

GECOM must cancel oppressive voter verification DEAR EDITOR, GECOM has issued a statement requiring voters to verify their existence with a voter’s card or national ID or their names will be removed from the voters’ list. It is a most oppressive requirement.

And we now are told that it was not a decision made by GECOM commissioners. So how did it make the press?

Who issued it? There must be accountability.

That edict on voter verification is an underground way of bypassing the court’s ruling that residency is not a requirement for voter registration. It is illegal and in defiance of the High Court ruling that registrants cannot be removed from the list unless death or transference is verified. Voters are already on a list through a legitimate registration process. The names of the dead should be removed but not the living who may not be able to visit a registration office to verify existence. There should be some way of making sure that

those on the voters’ list are eligible to vote but GECOM can’t make it an oppressive act. There should be a simple verification process as done in the past not a mandate that a legitimate voter show up at a registration office. The latter would be an attempt at voter suppression reminiscent of Black Americans. Is GECOM staff imitating or learning from red necks to disenfranchise voters not of their ethnicity?

Why is a legitimate voter’s automatic right to vote being questioned? Implicitly, GECOM’s order (if it is) is requiring an ID card to vote.

And a court previously ruled against such a requirement.

To mandate voters to show up at a registration office to verify their existence or eligibility to vote is therefore illegal.

There is nothing in the constitution requiring an ID card to verify existence or right to vote. In fact, in the Esther Pereira case, Justice Claudette Singh (now

GECOM Chair) herself ruled such a requirement to be illegal and proceeded to vitiate the election.

Besides being illegal, the new requirement creates hardship for eligible voters. It is virtually impossible for voters to go to a registration office to confirm their status as a voter. Voters may live far from a registration office and don’t wish to undertake travel. Some may not be mobile. Some may be out of the area where they live — in the interior or abroad where they work or taking care of relatives or on vacation, etc. Others may not afford the means to travel to the registration office. It is extremely difficult for people in hinterland areas to visit a registration office.

Many Amerindians would be disenfranchised. Clearly, this new requirement by GECOM hinders voter participation and as such illegal. Also, this law was never in effect. Why suddenly now?

The status of adults as voters was never in doubt,

including November of last year for all previous elections.

Why is voter status or existence now being questioned?

If verification of eligibility to vote is questioned or there are doubts about existence, officials from the registration office could visit their place of residence and verify their existence or if they live there.

In the past, a representative each from government and opposition would visit homes of questionable voters to authenticate their existence.

Why can’t the same be done now? GECOM’s job is to make it easy for voters to exercise the franchise not more difficult. This new requirement is akin to the efforts by red neck election officials in America in the south and midwest seeking to disenfranchise Blacks from voting. The move is aimed at removing eligible voters who will not vote for a certain party.

GECOM must cancel this order to disenfranchise voters.

I was so uncomfortable, there were children in there. In case you and this newspaper’s readers are unaware, Hustlers is an RRated film that chronicles the wild and often illegal exploits of a girl-gang of strippers.

It is absolutely appalling that Caribbean Cinemas continues to allow this nonsense

On their own social media page for example, if a film is not rated for children, then children should not be in there! Period! Most scenes had nudity and persons imbibing in alcohol (of course).

But also, showed persons snorting cocaine, and/or showed these strippers drugging and taking advantage of sometimes unconscious men.

The adult human form can be fascinating and sexy and grown folks can watch whatever they wish, but children

PM on a Sunday night. They simply do not.

Parents get a grip of yourselves; protect your children.

Protect the young and innocent from sex, gratuitous violence and the general ills of society for as long as you can. They were too young and parents that is your responsibility, even if Caribbean Cinemas only cares about filling seats and making money.

Dr. Hinds’ analysis leaves a lot to be desired DEAR EDITOR, Please permit me to respond to Dr. David Hinds’ Kaieteur News article, “The PPP gambled and lost.” The goodly professor cannot get his analysis straight and the editors of Kaieteur News should be chided for allowing him to write without fact checking.

As for the Local Government Election [LGE], Hinds writes, the PPP “had just won a resounding Local Government victory” and observed that APNU/AFC lost because “[t]heir constituency had just handed them a resounding rebuke by staying away from the polls at the LGE.” In an effort to make an apology for the current constitutional morass, he spins a tale that the PPP “knew the Voters’ List was tainted.” Dr. Hinds’ arguments are internally inconsistent.

In an effort to understand this claim that the Voters’ List is tainted, I have decided to

comb the archives of Kaieteur News. On 08 January 2018, Kaieteur News carried an article in which the Honourable Minister Ronald Bulkan announced that LGE elections would be held by year end.

On 25 September 2018, Kaieteur New carried another article, “Bulkan moves to have PPP’s LGE challenge thrown out.” Noteworthy, “The PPP had accused the government of gerrymandering LGE boundaries to undermine its stakes at the upcoming elections.”

The PPP did not dispute the Voters’ List but accused the APNU/AFC of gerrymandering. Mr. Bulkan garnered a lot of good will because he was delivering LGE after one was not held in about 30 years. It is inconceivable that Mr. Bulkan would have gone ahead with a tainted Voters’ List that would embarrass his party. Sadly, the APNU/AFC Coalition did not do well at the polls. Dr. Hinds simplistically

opines APNU/AFC supporters stayed away from the polls. The lesson for all political parties: While politics is conditioned by race, a segment of the Guyanese populace is going to vote for good governance. And quite conceivable, they will continue to flex their political muscle independent of the racial messaging.

Dr. Hinds’ analysis leaves a lot to be desired.

Take action and take control of the life you are given DEAR EDITOR, It is with great amusement that I read a letter in another newspaper on 30th September, 2019 titled “We have to come together and pray for Guyana”.

Editor, I have no issues with a person having a religious or any belief but I do have a problem when anyone suggests that the only way to make things better is to pray. I ask the author of the letter, why pray? The victims of war torn countries offer the sincerest prayer for peace and it was never granted.

The citizens of poor countries with extreme poverty offer the sincerest prayer for something to eat at the end of the day.

The child with cancer prays every day to be able to have a normal childhood and be free of the cancer.

The abused victim prays every day that their spouse will turn around and see the love that they, the victim feel; the potential they, the abusers have and the opportunity for happiness that lies ahead.

The sad truth is that none of

these prayers are answered until they themselves take action and take control of the live they are given.

As citizens of Guyana, we need to stop praying and hoping and start taking action for a better country. We need to start holding political leaders accountable.

We need to show respect for those who disagree with us and stop taking things personally. We need to start taking more interest in the laws of the country and how inadequate and antiquated many of them are. We need to take more interest with how the oil and gas companies are trying to rob us and are getting away

with it and more importantly, we need to open our minds and let go of the thoughts of old. If we want to make life better for those who live in this beautiful land, we have to want to change, instead of hoping for it.

I understand that it may feel like an ordinary Guyanese man or woman cannot change the current status quo, but with organised groups you can. I urge all Guyanese, be decisive for our future and for the future of the country, years after we are gone. We need to make Guyana, Guyanese.

Workers of the sugar industry have retrogressed rather than progressed DEAR EDITOR, The GAWU saw recently in an article appearing on September 24 in another newspaper, Minister of Finance, Winston Jordan promising workers in the public sector a pay rise this year. The article quoted Minister Jordan as saying “[p]ublic servants will get a salary increase this year and a bigger increase in 2020…” For the beleaguered public servants hard-pressed by the circumstances of contemporary life in Guyana, the promised increase must have been welcome news. How much the increase will be able to alleviate the difficulties of life that public servants find themselves is an entirely different question altogether.

The Minister is also reported to have said that the specific increase would be a product of collective bargaining between the Administration and the GPSU. However, we saw only recently the GPSU President, Mr. Patrick Yarde, questioning the sincerity of the Administration’s commitment to collective bargaining. It also did not escape our attention too that the Minister did not hesitate to say that if the ongoing discussions “…do not come to a decisive conclusion, the administration…

will pay something”. It goes to show that a tiger can never lose its stripes.

From the article, our Union also noticed that the Minister said the Government was concerned about “…providing a viable, liveable wage…”

But while the Minister speaks about giving employees in the State sector a pay rise, a move we do not oppose, he and his colleagues, in the now questionable Government, have decided, without any remorse, it seems, not to give the workers of the State-owned sugar sector a rise in pay since they took office.

Today, the nation’s sugar workers, the GAWU must reiterate, are essentially working for 2014 pay though times and circumstances have changed dramatically since then. We need not remind the nation of the several measures implemented by the APNU+AFC that have heightened the cost-of-living.

We need not remind too that under the Coalition Administration, long-standing benefits and other conditions-ofwork enjoyed by sugar workers were simply ignored or suspended all together. It was, for the GAWU, not surprising, though saddening, to see that between 2014 and 2017 sugar workers were tak-

ing home some $284,000 less per annum. That is nearly $24,000 less per month or $6,000 per week. Given the situation ‘now-a-days’, it is neither hard nor difficult to imagine what that has done to the well-being of the sugar workers and their families.

So today, while the Minister boasts about a living wage, a concept our nation should embrace, he forgets, unashamedly, that during his time as a national leader, he and his colleagues, by their actions, have pushed workers near to or beyond the poverty line.

He fails to mention that they have been treated like stepchildren not deserving of equal treatment and pay.

Today, the promises heard about 20 per cent increase that was shouted out by now-a-day Government officials during the 2015 elections campaign rings hollow.

Today, they and their families are forced to pinch every dollar as they struggle daily to make their ends meet.

Today, the workers of the sugar industry have retrogressed rather than progressed under the ‘Good Life’ Government.

As an overseas pensioner, I am required to submit a notarized Life Certificate every three months to continue receiving my pension, which was supposed to be deposited into my account.

since I have been sending these certificates along with a covering letter each time to the supervisor at the Brickdam Branch of the NIS with no action taken to continue reimbursing me . I sent my email and phone number but none were used to make contact with me with regards to the status of my claims. In addition, there is no email address of the NIS office for me to make direct

contact with anyone.

I need my money, and I feel that this uncouth and callous attitude of the NIS is indicative of an intent to defraud me of what is rightfully mine.

I am sincerely hoping that through publishing this letter some awareness will be created so that the NIS will fulfill its obligations to me.

The problem is that the APNU+AFC ILLEGAL Government wants to look good no matter what. This is vanity. They are AFRAID of a little CONSTRUCTIVE CRITICISM taking such as an insult. This APNU+AFC ILLEGAL Government lost the MORAL AUTHORITY to govern and will now do anything but the right thing to repair the damage. Guyanese have seen them for what they are...a bunch of OPPORTUNISTIC CLOWNS. It is one transgression after another in such a short period of time.

But should we have seen this coming when David Granger refused to privatise the State Media, and started demanding airtime to propaganda the people? These are not the actions of someone who cherish Press Freedom.

Misinformation and false promises

by Government affecting Guyana DEAR EDITOR, The old saying goes that, “no news, is good news” it even gives us hope. In our present situation in Guyana false news and information is dangerous and alarming on the other hand. This now illegal government has been on the path of false promises, false and malicious information and lies from the day that they took office to date - and it keeps getting worse. Aside from the ill governance and massive corruption within the administration, the information that is released from government officials and agencies alike are all ninety percent false. It has come to the point that one cannot take for granted anything at all that is said on behalf of the government by the press or their officials.

All governments worldwide of course, always have, television, radio and other media that reflects let’s say, the “positive” side of things for them. In contrast, the opposing parties have their source of information broadcast, which is usually very critical of the ruling party.

Any smart person would listen objectively to both sides because the truth is always somewhere in the middle.

Now, aside from day-today news and with serious reference to vital information, we expect almost identical language from both sides regarding press releases, addresses and proclamations that will be used by the citizens as guidance. It is absolutely important to be credible and this government dangerously fails in this area. Citizens are now totally relying on the opposition for accurate and reliable news in order to guide us. That is a total shame on the government’s part. The state-owned news-

paper takes printing misinformation to new dimensions and thus takes the prize. Most of the headlines are so questionable that it is just a waste of printing paper in my opinion and as everyone knows, this newspaper is the major mouthpiece of the government. Take the recent case of the House-to-House Registration process from start to finish; almost every headline was misleading, almost every announcement by then president Granger and his administration was misleading. The only way to get accurate information on what to do was via Mr. Jagdeo’s weekly press conferences and other interviews and programmes by the PPP administration. If I had listened to the other side, I would have totally wasted my time bothering to register when it was not necessary at all and I am a person who hates to waste time on things. The PPP fought for and succeeded so far in protecting our constitutional rights to vote.

Now recently (about a week ago), Mr. Granger croaked and mumbled around regarding a date for elections.

Moments afterwards, headlines screamed like sirens...only to retract like screeching brakes shortly after because on closer inspection of what was said by the president, left us all in doubt.

Thankfully, after the PPP voiced annoyance at his ambiguous announcement and the international community chimed in, he was forced to give us a definite date for elections (I won’t bother to repeat it, let’s hope it prevails). Now all is well right? Absolutely, no way! The “official” gazette published the duration for the Claims and Objection period...and just as we suspected it was

erroneous...they ummm miscalculated the days “accidentally” adding two additional weeks! I think that was corrected, but don’t be too happy just yet. Mr. Aubrey Norton also announced a few days ago on NCN that people need to check that their names are on the list and report to the nearest GECOM office to verify same, otherwise they would not be able to vote! He added that we must also ensure that “phantoms” who were added to the list by the PPP are removed! In the same breath he is making a last minute attempt to misinform the public again by saying that we all need to verify with GECOM although our names appears on the PLE. Mr. Norton, you and your government are the ones who were trying to use the House-toHouse registration process to “deregister” legitimate voters. Shame on you all (again).

GECOM never discussed removing legitimate voters from the list once their names are already there. We are however, patiently awaiting Mr. Jagdeo’s press conference to hear his opinion on that matter.These outreaches that the illegal government continues to make, at the expense of taxpayers, are another headache. Look at that picture of a muddy road to Lethem being replaced by that of a photo-shopped finished road and the heading that said “promise kept”! What promise? The road has not been built as yet! All that this administration can do is peddle false information.There is nothing that disillusions people more than false hope and promises - which is the only thing that this now illegal administration is exceptionally good at doing.

A new approach is needed DEAR EDITOR, I continue to follow developments in my dear land Guyana and seek just a small space in your newspaper to air a grievance that has been irking me for some time as the political silly season heats up.For most, if not all of the period since the December no confidence vote, Opposition Members of Parliament have not been attending any sittings of the Parliament nor have they any plans to do so.

But what disturbs me most, is the fact that these very MPs are shamelessly still collecting their parliamentary salaries and allowances despite not attending any sessions, not representing the people who elected them.

Researching the situation before penning this letter, I came across a point made by trade union Mr. Lincoln Lewis. He argued on May Day that workers who take strike action are not paid when they do so why should MP’s be allowed to still draw down on their salaries and allowances? I wish to state that I totally agree with him.

I also read that Mr. Jagdeo says he has no qualms whatsoever in collecting his

emoluments despite the fact that he has not attended, any session, or plans to do so before the House is dissolved perhaps later this year.

I am advised that the MPs are in their rights to still collect salaries while boycotting sessions. They are covered by House statutes. To me, this provides yet another opportunity for policy makers to revisit laws concerning parliamentary attendance and conduct, regarding representation offered to electors.

I also think I remember calls by the PPP when it was in government for PNC lawmakers not to be paid during periods when they had boycotted sittings so I am quite surprised now that they are unscrupulously collecting same.

Going forward, I pray dearly that something is done about this in a non-partisan manner, meaning that new rules would have to be obeyed by all sides as each takes similar action whenever they are in opposition. The time for such approaches has expired. A new one is needed.

High Court orders GRA to process application for Superbet Betting Shop Licences

By Feona Morrison Noting that the Guyana Revenue Authority (GRA) and the Guyana Gaming Authority (GGA) received and acted upon poor legal advice in demanding that Superbet obtain a Certificate of Good Standing before it can be issued with a Betting Shop Licence, Justice Jo-Ann Barlow yesterday ordered the organisations to process Superbets applications for 2018 and 2019.

In a ruling delivered yesterday, Justice Barlow also granted a Writ of Certiorari, as requested by Superbet, directed to GRA and its Commissioner General quashing a decision made by them during January 2018, requiring Superbet to obtain a Certificate of Good Standing as a condition precedent to the issuance of a Betting Shop Licence under the provisions of the Tax Act, Chapter 80:01, on the grounds that the said decision is ultra vires, capricious, arbitrary, unlawful, illegal, influenced by irrelevant considerations, null, void and of no effect.

The Judge also granted another Writ of Certiorari directed to the GGA and its

Chief Executive Officer quashing their decision to impose a requirement of a Good Standing Certificate, as a condition precedent to the Applicant obtaining a Betting Shop Licence under the provisions of the Tax Act, Chapter 80:01, on the grounds that the said decision is ultra vires, arbitrary, unlawful, illegal, influenced by irrelevant considerations, null, void and of no effect.

Justice Barlow, in her ruling, on the Tax Act, said that the legislation under which Superbet is licensed to carry out business does not make provisions expressly or impliedly, for the company to obtain a Certificate of Good Standing as a pre-condition to being issued with betting shop licence.

It was further noted by the court that the AntiMoney Laundering and the Countering of Financial Terrorism AML/CFT Act, also makes no provisions for Superbet to obtain a Certificate of Good Standing as a pre-condition to being issued with betting shop licence.

Therefore, the court held that both the GRA and the Gaming Authority acted un-

lawfully and illegal when they demanded Superbet to obtain a Certificate of Good Standing as a pre-condition to being issued with a Betting Shop Licence as it is requirement outside of the law. GRA and its Commissioner General were each ordered to pay $100,000 in court costs to Superbet, while GGA and its Chief Executive Officer were each ordered to pay $150,000 in court costs to the company.

During the course of the proceedings, an application filed by the Attorney General Basil Williams, to join the matter was refused.

In light of yesterdays ruling, Nandlall issued these comments: “As a result of this ruling, Superbet should now be issued with its licence for the years 2018 and 2019 by GRA, especially since its Affidavit before the Court; GRA intimated that Superbet has satisfied all the legal requirements to be issued with this licence.

This ruling also would constitute conclusive basis or the dismissal or discontinue of all pending criminal charges against the agents of the Superbet in the Magistrates Court.�

Shrikant Kisoensingh, General Manager of Guiana Holding Inc., the company which operates Superbet said that it started operations here in 2012. Over the past seven years, he said that Superbet has established 170 locations countrywide, across eight administrative regions, run and managed by agents all of whom employ several persons at their individual operations.

At present, he said that 70 staffers are employed on a full-time basis at its operations is headquartered at 72 Barrack Street, Kingston, Georgetown, Guyana.

From the commencement of its operation, Kisoensingh submitted that his operations are above board in keeping with all the necessary tax and

GECOM yet to set claims and objections period in line with Commissions Decision Even though the Guyana Elections Commission (GECOM) has published a new order in the Official Gazette, the period of 35 days, set by the Commission for Claims and Objections is still not reflected in the new Order.

In fact, the new order

states that the Claims and Objections period is set for 42 days (35+7), instead of the 35 (28+7) that the Commission decided on.

The full commission had made several decisions, last week, pertinent to the holding of Claims and Objections.

The first decision, made

unanimously, was that the qualifying date for electors is December 31, 2019, meaning that the persons will have to be 18 years old by that date in order to be eligible to vote in the election.

The second decision, opposed only by Commissioner Robeson Benn, is that Claims

and Objections will start on October 1, 2019. It was also decided that it would run for 35 days (28+7).

The first Order, the National Registration (Residents) Order No. 70 of 2019, had incorrectly set the date at 49 (42+7) days.

Last week, Opposition-

nominated Commissioners, Sase Gunraj and Robeson Benn, called a press conference to report that the incorrect period was published.

Stabroek News sarcoma: I warned Guyanese I stopped eating turkey meat because I was afraid with the large number of turkeys in Guyana masquerading as citizens, I may end up eating human flesh. In one episode on the radio show, ‘The Hot Seat’, I told my host, Stan Gouveia, it was just a matter of time when this government will victimise people with employment dismissals, criminal charges or even physical violence.

After the removal of David Hinds and Lincoln Lewis from the Chronicle, it was pellucid and graphic to the nation – APNU+AFC leaders were fraudulent democrats. They are not far from the house of horrors the nation saw under the PPP. I kept reading and hearing people uttering constantly the words to the effect that the bad times are over and this government does not victimise, jail, and kill critics like the PPP did. I kept my assertion that these were early times yet; they are only a few years in power and that the PPP in its early years didn’t harm anyone.

Moreover, I insisted countless times in these columns that we must at all time contextualise the Chronicle incident with Hinds and Lewis.

President Granger is no democrat. He comes across as a politician that will not rise above the indignities of the past seventy years of sordid ethnic and political rivalry. If you want to see the real instincts of Mr. Granger, then read what he did to his own APNU partner, the WPA, last week.

I am contending, using all my decades of activism and university training, that it was the WPA”s bold symbolism of joining in the PNC in 2011 under the title “APNU” that caused the PNC to recapture the five parliamentary seats it lost under Corbin in the 2006 elections. The WPA’s symbolism made Granger acceptable to African Guyanese in 2011.

Now read what Granger did to the WPA. Addressing an audience of African Guyanese, in an undiplomatic assault on the WPA’s request for cash transfer from oil revenue, he advanced the posi-

tion that his government will spend money on education not on giving cash, handouts or vouchers and they must not expect these things.

The WPA is his party’s APNU partner in government.

The least he could have done out of courtesy, was to avoid any mention of the cash transfer.

David Hinds and I are personal friends for over forty years. Whenever he comes to Guyana, we “ground.” He came in last week, and I didn’t know. I got a call the morning saying he was leaving the very morning and he would like to say goodbye.

I was with my dog on the seawall so he came. I told him in blunt language that Granger’s remarks were directed to him.

He said he knew but he is concerned with Guyana and not personal issues and would continue to campaign for the APNU+AFC because it is a better alternative to the PPP. Here for the umpteenth time is my inflexible position – the PPP, PNC and AFC are not the people to lead this country.

In a majority government, PPP or APNU+AFC will continue to destroy Guyana. The voters need to create a minority presidency to exert democratic pressure on them.

What is there to be said about the withdrawal of state advertisement from the Stabroek News? What analysis can I produce that would include news insights about this regime that are not in countless other pieces? Am I surprised at what happened to the Stabroek News? The answer is no. If these autocrats are returned in a winnertake-all formula in March, the Kaieteur News will be targeted too.

There is not even an infinitesimal space in my mind that has doubts about the authoritarian directions of the

PNC and AFC leaders if they capture power again in March 2020. Then their true colours will glow even brighter.

The turkeys will keep gobbling. They will continue to say that the APNU-AFC is not as bad as the PPP, critics are free to criticise, Granger is good president, the government is not corrupt, there are no acts of ethnic discrimination.

If these turkeys can openly endorse flagrant violations of the constitution by Granger then what do you think they will say about the Stabroek News’s accusation?

You can predict what Nagamootoo will say. He will deny it and the Stabroek News will be deemed a liar. In effect, he called the then chairman of the Chronicle board, Geeta

Frederick Kissoon Chandan, a liar when he brought back Sherod Duncan as GM of the Chronicle.

He said there was no vote to remove Duncan. Chandan said there was. Who do you believe? God man! Not Nagamootoo.

Coastland residents brace for more flooding - Advised to take necessary precaution G u y anese living and dwelling along the coastland are being advised to take the necessary precautions as the country braces for more flooding, following extreme high tide. According to an advisory issued by the Hyd r o M e t e o r o l o g i cal Office of Guyana, the next expected high tide was expected at 17:18 hours (5:18pm) yesterday afternoon. According to the weather forecast, the waves will reach a height of 3:32 metres.

As such, residents living in along coastal areas especially on West Coast Demerara are advised to take all necessary precautions against flooding.

Over the weekend, residents of Cullen and Onderneeming on the Essequibo Coast; Cane Garden, Cane Field, Elizabeth Ann, Waterloo, Maryville, Retrieve and Blenheim on the island of L e g u a n ; Zeelandia, Maria Pleasure,

Belle Plaine, Sans Souci, and Moorfarm on the island of Wakenaam; Parika, Den Amstel, Anna Catherina, Hague, and Utivlugt on the West Coast of Demerara; New Hope, Good Success, Friendship and Garden of Eden on the East Bank of Demerara; Helena along the Mahaica River; and New Amsterdam, Sheet Anchor and Wellington Park in Region 6 experienced severe flooding as a result of overtopping at the river and sea defences.

At Mahaicony, significant stretches of earthen embankment have been subjected to severe erosion and overtopping due to the exceptional natural erosion of the foreshore and the depletion of the system of mangrove.

Residents complained the condition of the shoreline escalated due to the impacts of the current spring tide.

There were major breaches which occurred releasing salt water into the adjacent Bellamy Canal and agriculture lands.

Yesterday, the Ministry of Public Health issued an advisory called on residents in the affected areas to take the necessary precaution and special attention on their health, personal hygiene, vector control, food and water safety so as to avoid adverse effects of flooding.

The Health Ministry further advises that affected persons to stay out of the water.

The Ministry noted that chances of contracting diseases such as, diarrhoea and other water-borne diseases in the flood-hit areas are high.

The Ministry listed Leptospirosis, Zika, Dengue and Chikungunya virus among those, which can be contracted during this period.

Manari Bridge construction to start in a month's time

T

he Government's plan for a superhighway linking Linden in Region Ten, to Lethem in Region Nine, will soon see work beginning on another major aspect of the plan -- construction of a concrete-structured Manari Bridge. The current bridge is wooden. On Sunday, during a visit to Region Nine, Minister of Public Infrastructure, David Patterson, made the announcement.

“The design has been completed for the Manari Bridge. I know persons have been asking why we haven't started yet because the contract was awarded about three or four months ago, and it is a simple reason, everyone knows that we are building the Linden to Lethem road, where phase one starts in October.

“In my budget this year, there is $200 million we have committed, we have a stockyard ready for both works, and we were awaiting

the final design of the road,” Minister Patterson explained.

He noted that the bridge had to fit into the entire plan for the Linden to Lethem road. It will be constructed by engineers from Mott MacDonald, an international engineering, management, and development consultancy.

In the meantime, as he stopped to inspect the Manari Bypass, which was constructed some months ago, Minister of Natural Resources, Raphael Trotman, noted that construction of the bridge will begin very soon.

“The bridge is going to be a concrete bridge, not a wooden bridge so we wanted to ensure it had the right width and of course density of concrete etc. Minister Trotman stated.

He said through foresight, the government had placed into the 2019 budget a sum of money for

the first phase, so work could start while they waited on the British funding to come on stream.

Though the Ministry of Public Infrastructure is the lead agency on the project, the Ministry of Natural Resources is lending support to ensure the road remains passable before, during and after the rainy season while the road is under construction. (DPI)

Four out on bail for "gang raping" female in Berbice

our men appeared at the Albion Magistrate's Court before Magistrate Renita Singh on Friday to answer to the joint charge of rape committed on a female from Corentyne, Berbice between September 15, and September 16, 2019. They were all granted bail.

Charged were Matthew Prince, Raymond Matterson, 16; Shane Cummings, 17; and Everette Thomas all of Brighton Village,

Corentyne, Berbice.

A fifth man, Harry Persaud, who turned himself over to police in the company of his lawyer, Joel Edmond, shortly after the incident was also slated to be charged but the police are still investigating the role he played in the incident.

The accused after hearing the charge were subsequently granted bail. Prince and Thomas posted bail in the sum of $180,000 each, Matterson in the sum of

$100,000 and Cummings in the sum of $75,000. They were not represented by an Attorney.

According to the facts of the case, the female was at the same party at Portuguese Quarter's, Port Mourant, with the accused men. After the party, she was taken to the Number 36 Village racetrack where the four men reportedly gang raped her.

She was stripped naked and left at the said location while the men burnt her clothing.

She was found shortly after by a man making his way to work not too far away. She

was taken to the nearest police station and subsequently for a medical

examination.

The men were arrested shortly after the incident.

Lethem aerodrome to be upgraded to regional hub T The Lethem airstrip at Region Nine

he Government of Guyana remains committed to seeing the Lethem aerodrome transform into a regional airport.

This was expressed by the Minister of Public Infrastructure, David Patterson, on Sunday morning during the ceremonial signing of the agreement for the rehabilitation of the aerodrome at the Takatu Hotel in Lethem.

The job was awarded to H. Nauth and Sons Limited on September 20, 2019, for $137.3 million and was already catered for in the 2019 Budget.

In his remarks, the Public Infrastructure Minister noted that there continue to be increasing calls for air transportation between Georgetown, Lethem, Northern Brazil and the Caribbean. This demand, he said, “is projected to grow exponentially – particularly with expansions in the gold mining sector and emerging oil and gas industry.”

“The Government of Guyana ultimately intends to upgrade the Lethem aerodrome to regional standards which will also act

as a hub in servicing this demand,” Minister Patterson stated.

He also pointed out that the rehabilitation of the Lethem aerodrome will significantly reduce the cost of doing business and improve the quality of interregional connectivity.

Prime Minister, Moses Nagamootoo, said the government believes that “the project is worthy and is critical to the vast region.”

He also noted that the transformation of the aerodrome will contribute to improving the standard of living in the Upper TakatuUpper Essequibo region (Region 9).

The Prime Minister further emphasised that the upgrades are testimony of the government's commitment to ensuring development in all ten administrative regions of Guyana. Also present for the ceremonial signing was Minister of Natural Resources, Raphael Trotman along with engineers from the Ministry of Public Infrastructure.

The contracted works will see 4000ft of runway upgraded which forms Phase 1 of the upgrades to meet ICAO standards.

Craig said that a reassessment of areas below sea level is needed in order to find out if the Sea Defence structure will have to be increased or other defence mechanisms introduced.

He further explained that climate change is having an impact on the world at large thus resulting in “hotter days”, increased rainfalls and higher tides.

“Take for example, Hurricane Dorian, recorded to be an out of category 5 storm,” Craig stated.

He reiterated that because of global warming weather patterns have become unpredictable.

“The only way we can be prepared to avoid being a ff e c t e d f r o m n a t u r a l disasters is to continually assess and adjust in order to put mechanisms in place.”

Citizens who live on the Coastline of Guyana were also reminded by the Director General to be conscious of the building codes and to build or adjust their homes according to these building codes.

Residents were also advised to be responsible by cleaning their drainage, disposing of their garbage in a proper manner and making the necessary adjustments to their homes to avoid being affected by from natural disasters.

Anna Catherina Triple murder…

Accused had denied killings in caution statement Abishai Caesar, who is on trial for the September 21, 2012 murders of Anna Catherina, West Coast Demerara businesswoman, Jennifer Persaud, and her two young sons had denied the killings in a caution statement he gave to Police Sergeant Detective Khrisnadat Singh.

When his trial continued yesterday before Justice Brassington Reynolds and a jury, Sergeant Singh was called to testify by State Prosecutors Lisa Cave and Seeta Bishundial.

Caesar, who is being represented by Attorney-at-law Maxwell McKay, has pleaded not guilty to three counts of murder.

He is accused of the September 21, 2012 murders of Jennifer Persaud, a liquor store owner, and her two young sons Afridi Bacchus, 6 and Jadon Ernest, 17 months. The police witness recounted taking the statement from Caesar on April 23, 2016 while he was in custody at the Leonora Police Station. The caution statement was tendered and admitted into evidence and later read aloud by Sergeant Singh.

In the statement, Caesar told Sergeant Singh that some of what Zoey (Phillips), his then reputed wife, said is truth and the rest were lies.

According to Sergeant Singh, Caesar told him that Zoey saw him with a knife and some money and he told her that he killed Persaud and her two sons. But, according to the police witness, the murder accused later said that he did not kill the family.

In fact, Sergeant Singh recounted that the murder accused told him that on the night of the killing, he was at home with Zoey when “Spanish Man” called and asked him if Persaud was at home.

The police witness said that Caesar told him that he told “Spanish Man” that Persaud was at home and then he went outside and saw “Dredge Man.” Sergeant

Singh said that the murder accused told him that about an hour later “Spanish Man” gave him $3,000. He also told the Sergeant of Police that “Spanish Man” also gave him a glove and a knife and told him to throw them away.

The Sergeant of Police related that Caesar also told him that he discarded the items at the seawall even as he thought something bad had happened. This trial is continuing at the High Court in Demerara.

Zoey Phillips had earlier on testified that Caesar had confided in her after killing the family. Phillips has been described as the main witness. The woman had testified that she and Caesar lived together and were the businesswomans neighbours. According to her, Persauds call name was “Jenny”. She said that on the night of September 21, 2012, she and Caesar were in their bedroom when he left and told her that he was going over to Persauds home to get some money because he was “broke”. According to her, she saw when Caesar, who was clad in a three-quarter pants, collect a small woodenhandle knife and a pair of gloves from the kitchen area before leaving for the womans home.

She said that this was after midnight.

Phillips recounted that her ex-lover gained entry into the womans yard through a crease in a zinc fence. She recalled that she went back into their bedroom and about a minute after she looked through the bedroom window and saw Caesar climbing up the stairs and into Persauds home.

She explained that she was able to see him because the womans home had clear windows. She told the court how she

fell asleep and was awoken by Caesar, calling on her to open the backdoor.

The witness recounted that upon opening the door, she met Caesar who showed her a cardboard box containing several $20 and $100 notes, which amounted to about $3,000. She said that it was then her reputed husband told her that he “had to kill Jennifer” because she woke up and saw him in her home and knew him very well.

According to the witness, Caesar told her that while he was stabbing Jennifer Persaud, her older son woke up and saw him, and he also killed him and his younger brother. She added that when her reputed husband came back with the knife, it was covered in blood and his pants also had spots of blood. She recounted that Caesar took her to the seawall where he threw the knife into the river. She added that he discarded the gloves and pants in some nearby bushes and they went back home and slept.

But almost four years after the businesswoman and her sons were killed, Phillips said that she finally informed the police that it was her spouse who had committed the crime. She stated that on April 23, 2016, she visited the Tuschen Police Outpost where she made a report against Caesar and requested a restraining order. She said the man was arrested the following day and taken to the Leonora Police Station where police held a confrontation between them.

Phillips said that during that time, she reminded Caesar that he killed Jennifer Persaud and the two children, but he denied and told police that she was lying on him. She, however, explained that she kept it a secret for so long because she was afraid of him, as he was very abusive.

Jamaican who played role in Coalitions victory arrested with ammo in luggage Jamaica (LoopJamaica)- Former Chairman of the National Solid Waste Management Authority (NSWMA) and organiser for the Peoples National Party (PNP), Alston Stewart, is scheduled to return to court in Trinidad and Tobago on Monday.

Stewarts legal troubles began last Friday after some bullets and a magazine were allegedly found in his luggage by immigration officers in the TwinIsland Republic.

Stewart, one of the main architects of the PNPs 2011 general election victory, was offered bail when he appeared in court Friday afternoon. He was booked to return to court Monday morning.

He was reportedly held overnight in the holding area of the Piarco Police Station.

The former NSWMA boss, who also owns KLAS Sports Radio, is a construction specialist.

He was reportedly on his way to Guyana from Trinidad and Tobago when his luggage was searched and the items found.

have said that the ammunition, which was legally obtained in Jamaica, ended up in his luggage by mistake. Stewart confirmed the developments during a brief telephone conversation with Nationwide News Friday afternoon. He also said he was in touch with Jamaicas High Commissioner to Trinidad and Tobago.

It was not immediately clear why Stewart was travelling to Guyana. However, in 2015, he played a big part in the election victory of A Partnership for National Unity (APNU), and Alliance For Change (AFC), the Coalition that came together to defeat the incumbent People’s Progressive Party Civic in a national election in the South American country.

Since then, DavidArthur Granger s government faced a no-confidence vote in the parliament last December, a ruling that was upheld by the Caribbean Court of Justice in July.

Guyanese will return to the polls again on March 2, 2020.

Special Prosecutor responds to no-case submission for former GRDB accountant Special Prosecutor, Patrice Henry, yesterday submitted his response to a nocase submission made in one of the trials for 39-year-old former accountant of the Guyana Rice Development Board (GRDB), Peter Ramcharran.

Ramcharran, who is being represented by attorney-atlaw, Sase Gunraj, is facing 39 charges of fraudulent conversion and misappropriation, which allegedly took place between January 1, 2011 and December 31, 2015. He had pleaded not guilty to all the charges which involved tens of millions of dollars. The total is said to be over $400M. There are 17 charges of keeping fraudulent accounts, 16 for fraudulent appropriation and five for the falsification of accounts.

The trial for the falsification of accounts is before Chief Magistrate Ann McLennan in the Georgetown Magistrates Courts. It is in this trial that the attorney made the submission.

In his submission, attorney Gunraj stated that the “prosecution is on shaky ground” as there is no proper case against his client and the prosecution has failed to prove every element of the case during the trial.

He also added that the main witness, Accountant

Peter Ramcharran Errol Chester, failed to present sufficient evidence in his testimony that Ramcharran had omitted entries from the General Ledger of GRDB; hence the basis of a no-case was presented.

Special Prosecutor Henry, who is working for the Special Organised Crime Unit (SOCU), reiterated in his written submission four main points. Firstly, the prosecutor brought back into focus that during the periods mentioned in the charges the defendant was an employee of the GRDB and documents of his employment were presented to the court.

Also, during those periods his duties would have

included making entries into the general ledgers of the entity and any omissions from these ledgers would be to his knowledge since he at the time was the person responsible for making the entries.

The prosecutor highlighted that by making the omissions from the ledgers as in accordance with his duties he falsified the accounts hence, the basis of his charges.

The matter was adjourned until October 4, for the magistrate to either rule on whether a Prima Facie case has been made out against the defendant or for elaboration by the prosecution on his submission.

Ramcharran, of 32 Area G Goedverwagting, East Coast Demerara, was brought before the court after eluding the hearings for almost two years while in Canada.

Ramcharran had first applied for refugee status. After he was turned down in December, he sought a review of his extradition process but this, too, was turned down.

In 2017, the Chief Magistrate had issued an arrest warrant for him.

The GRDB found itself in the spotlight after a forensic audit of that entity revealed a number of “anomalies”, such as loans without proper paperwork or promissory notes.

Voters need not verify identity once registered – GECOM The Guyana Elections Commission has issued a new order clarifying its position on the requirements for the claims and objections period, which starts today.

A previous Order made public in the Official Gazette contained the questionable information.

According to that Order persons were required to visit GECOM’s registration offices countrywide with their ID cards to verify their information before they were considered eligible to be placed on the official voter ’s list.

The new move meant that 646,625 persons already on the preliminary list needed to appear in person to GECOM offices. Failure to meet the requirement, according to the Order, would mean that the names of those persons would be excluded from the official voter ’s list. The new requirement was met with a public outcry over the weekend. PPP appointed Commissioner Sase Gunraj, w h o i s a n a t t o r n e y, noted that nowhere in National Registration

PPP-appointed Commissioner Sase Gunraj Act is such a requirement mentioned.

Further to that, Gunraj said that the information is erroneous since no such decision was taken at the level of GECOM to implement such a condition to vote.

He stressed that there is no legal basis for such an imposition. Gunraj

h ad suggested that sanctions be brought against the person/persons responsible for putting out the information.

Ye s t e r d a y, t h e P P P Commissioner issued a statement via his social media page which revealed that chair of the Guyana Elections Commission (GECOM, Justice (rtd) Claudette Singh, has revoked the September 26, 2019 Order.

“I just received a copy of a ‘corrected’ Order from the Chief Elections Officer regarding the upcoming Claims and Objections exercise. I am happy to report that the imposition of the requirement for persons already registered to visit registration offices has been removed.

As it is, no registered person is required to visit any registration office to confirm their registration,” Gunraj said.

According to Gunraj, that meant that persons are no longer required to present themselves along with their ID cards for verification at GECOM offices countrywide no longer applies.

The Guyana Power and Light Incorporated (GPL) has warned against persons hanging signs on its poles.

According to the power company, it is both illegal and d a n g e r o u s . ”Further, the general public is asked to desist from affixing signage(s) to the companys pole(s).

This illegal and dangerous practice is a safety and health hazard for both the companys technicians (field staff) and private citizens.”

The power company pointed to Section 5.4 of GPLs Standard Terms and Conditions (STC) for Electric Services: “Customers shall not place any structure that would interfere with the proper

and safe operation of or access to the companys facilities…”

“Additionally, private contractors and/or government agencies executing infrastructural works within close prox i m i t y (approximately 20 feet) to GPLs network are required to notify the company within 72 hours prior to commencing work, so that the actions deemed necessary to facilitate the safe execution or work can be determined and undertaken.”

GPL made it clear that it will not be liable for any injury and/or loss that may result from the improper use of its poles or injury and/or loss that may result from unauthorised work within close proximity of its network.

High Court orders...

From page 7 to the lack of a Certificate of Good Standing is unfounded and without legal merit.

He said that the companys operations did not fall under the purview and ambit of the Gambling Prevention Act, and therefore GGA did not have jurisdiction and authority to direct Superbet to suspend their operations. Additionally, in the court document, Superbet noted that GGA required that the company undergoes an audit at the cost to some US$100,000 a bill which they should foot.

However, according to the court documents, the Gaming Authority will select the company to conduct the audit. The audit company, Spectrum Gaming Group, is in conjunction with Compliance Aid BSA Anti Money Laundering (AML) Services LLC a Miami-based AntiMoney Laundering & CounterTerrorism Financing Education, and Resources & Advisory Services firm.

Superbet was told that an AML/ CFT audit was required for them to be issued a Certificate of Good Standing, the documents noted.

NIS 50th overshadowed by challenges to its viability- FITUG The Federation of Independent Trade Unions of Guyana (FITUG) is deeply worried about the long term viability of the National Insurance Scheme (NIS).

There must be more voices raised to ensure the entitys long-term health, the union body urged.

“The NIS remains practically the only contributory pension scheme for a large number of Guyanese. Therefore, the long-term survival and sustenance of the Scheme is not a question.

There must be an unequivocal statement for its continuance, and all measures to ensure such possibilities should not be disregarded, indeed, must be pursued,” a statement said.

FITUG, in recognising the NIS on the occasion of its

50th anniversary, acknowledging the significant milestone for the Scheme, said that it is one worthy of celebration.

“For the working-people, past and present, the NIS represents an important pillar of support during their time of need and retirement. It has assisted in provided sustenance during difficult times and provides some degree of comfort to our workers during their golden years.”

FITUG, however, said that it also has not escaped its attention that the golden anniversary comes when the country commemorates the centennial anniversary of the nations first trade union organisation.

“It is a remarkable feat as our nation has the distinction of establishing the first

workers organisation in the then British colonial empire.

We draw this reference to point out that the call for the establishment of a scheme similar to the NIS emanated from the trade union movement.”

FITUG pointed out that history has recorded that at the first conference of Regional Trade Union Leaders held in January 1926, at the Public Building, leaders of the movement called on their respective governments to establish social security schemes.

“Indeed, it is to the credit of the movement and the forward-thinking outlook of leaders that today we commemorate the Schemes golden jubilee.”

FITUG stressed that as the Scheme celebrates, it does so not without also facing

challenges and difficulties.

“The most recent actuarial report does not paint a blissful picture.

Indeed, it is most depressing and for us a cause of great worry and anxiety. The actuaries have recommended several painful measures, which need to be considered against the contemporary context of Guyana.

“Our Federation had expressed our views on the suggestions proffered pointing out that they are not in the interest of the Guyanese working-people who stand to be deleteriously affected.”

Recently, in honour of its anniversary, Minister of Finance, Winston Jordan said he was cognisant of the challenges the NIS faces to maintain financial sustainability. This, he said,

was revealed in a 2016 International Monetary Fund (IMF) report conducted on social security schemes in the Caribbean, the minister said.

An ageing population, slow economic growth and high unemployment were major contributors to the actuarial deficit that social security schemes face in the Caribbean.

He then called on the agency to review their sustainability plan noting that the several recommendations to reverse the trends were also in the 2016 IMF report “I am not suggesting all the reform measures

proposed by the IMF study are suitable for our country… however, I enjoin the Board of Directors and management to urgently review the scheme sustainability plan and come up with country-specific solutions to address these challenges,” he underscored.

This, he said, will help the scheme to offset the billions lost due to a reckless Colonial Life Insurance Company (CLICO) investment in a bygone period.

While NIS has billions of dollars, there is dwindling collection from its working force but more benefits to be paid to pensioners and others.

Reduction of State Ads…

Govt and Stabroek News hold conflicting views

By Kemol King The Department of Public Information (DPI) has come out with an extensive statement replying to the accusation by Stabroek News that it is withholding State Ads to punish the newspaper for its strong positions on Government’s handling of the December 21, 2018 No Confidence Motion.

But Stabroek News Editorin-Chief, Anand Persaud, told Kaieteur News yesterday that the explanation by DPI in its statement is insufficient to prove that Government is attempting to stifle the independent newspaper. He told Kaieteur News that the explanation is a fabrication to hide from the true political motivations behind the withholding of ads.

In the statement, DPI assured that there is no removal

of Government advertising from any newspaper. It stated categorically that there is no evidence to support the Stabroek News allegation, deeming it to be false, erroneous, malicious and self-serving.

Prime Minister Moses Nagamootoo had been singled out in the initial Stabroek News article. DPI’s statement said that Nagamootoo, upon reading the accusation, had requested that DPI provide an explanation.

DPI blamed the reduction in advertisements over the past two months, in the Stabroek News, on a May 22, 2019 letter by Guyana Publications Incorporated (GPI) – the publishers of Sunday Stabroek and Stabroek News.

That letter was to tell DPI that due to a large outstanding debt for state ads, it would refuse to accept new placements until DPI substan-

tially settled the amount outstanding. DPI stated that the action by Stabroek News was “high-handed, irresponsible and malicious”.

To buttress that contention, it noted that the $22,118,485 it had owed Stabroek News at the time of receipt of that letter was not an unusual amount, and that it has owed other newspapers even larger sums.

It also stated that no newspaper has ever imposed such a blockade for outstanding debts, purporting that it has a tendency to clear the buildups of debt once the funds are made available.

“Payments are expeditiously made to the newspapers for advertisements as monies are received from the various government ministries that use DPI to book advertisements,” DPI stated.

Particularly noteworthy,

President Granger announces proclamation for General Elections President David Granger has issued two proclamations for the holding of General and Regional Elections on Monday, 2nd March 2020.

The President, by the power vested in him by Article 61 of the Constitution of Guyana, by proclamation, appointed 2nd March 2020 as the day on which an election of members of the National Assembly shall be held.

The Constitution at Article 61 states: “An election of members of the National Assembly under Article 60 (2) shall be held on such day within three months after every dissolution of Parliament as the President shall appoint by proclamation.”

Similarly, President Granger has proclaimed 2nd March, 2020, the same day as appointed under Article 61 of the Constitution for the holding of elections of members of the National Assembly, as the day on which elections of members of the Re-

gional Democratic Councils shall be held.

Article 73 (2) of the Constitution states: “Elections of members of regional democratic councils shall be held and the councils shall be dissolved at such times as, subject to paragraph (3), the President may appoint by proclamation.”

President Granger on 25th September 2019, in his address to the nation, announced that after discussions with Chairman of the Elections Commission and with his Cabinet, General and Regional Elections will be on Monday, 2nd March 2020.

The President’s statement followed Chairman of the Elections Commission Justice Claudette Singh’s missive to him on 19th September 2019, indicating that “the Guyana Elections Commission will be able to deliver credible elections by the end of February 2020”.

Marian Academy Student is GBTI/ BrainCentral Olympiad Champ Renika Anand , a student enrolled at Marian Academy, on Saturday topped the GBTI/ BrainCentral Math and English Online Olympiad Champ, after intense competition with other students from the school she attends and School of the Nations.

This online competition was a joint initiative by GBTI and BrainCentral. It was held in commemoration of Education Month.

Renika Anand was among the top ten students selected after the preliminary round which was held on Thursday.

After coming out first place, Anand shared that her mother encouraged her to sign up for the competition after hearing about it. She said that she was coached in the initial stage by her sister.

“I went online and logged in and I found the practice quizzes were very interesting and I found the Mathematics was advanced so rather than doing just what

was done in school, it was a good way to learn,” Anand said.

“I thank GBTI for encouraging such events and for coordinating with BrainCentral because children I believe are supposed to be exposed to such opportunities its going to encourage them and GBTI has done a good job in organising such a good event.”

As first prize winner, Anand won for herself a laptop with accessories including a LED Laptop Desk and an Early Savers Gift Voucher.

The other participants, who were also praised for their good work, were Peter Abai, Nekacia Clementson, Azalia Fontenelle, Nathan Jackson, Sangeeta Lilman, Dougal Mc Turk, and Xiao Hui (Julie) Yang. In second position were Lilman and Mc Turk while Jackson and Yang followed closely in fourth position.

Each of the other participants received a LED Laptop Desk

along with other prizes including a printer, tablets, and GBTI Early Savers Vouchers. GBTI is thrilled that they were given the chance to be a part of this initiative as it is aligned with their vision and direction of partnership, innovation and using digital solutions in doing business, while at the same time promoting education and Guyanese talent.

BrainCentral is a convenient, online educational portal for students from Grades 1 to 11. The long-term idea is to give students the opportunity to access teaching materials, including quizzes, revision notes and eventually online tutors to help them with their studies.

by DPI are not financed from its own budget, but by the various ministries and other State agencies that use DPI to book ads. DPI went on to discuss, in its statement, the fact that Stabroek News did not begin to receive regular ad placements after the substantial reduction in debt.

Stabroek News had reported that after the substantial settlement was made, GPI wrote in July last, to notify DPI that the flow of advertising would be returned to normalcy.

DPI stated that it just didn’t receive the requests for placement of advertisements as Stabroek News had expected, and that that is directly a result of a series of events triggered by Stabroek News.

Persaud told Kaieteur News, last night that faced with the likelihood that the Government may be changed in the upcoming General and Regional Elections, Stabroek News made the decision to ensure that it would have substantial debts paid off quickly.

New Marketing Strategies The Department of Public Information further provided that DPI specifically, and Government, began to explore other advertisement options,

with particular focuses on digital media and radio.

“DPI began advising ministries to place and increase advertising placements with various radio stations and digital media outlets along with television stations. DPI believes that given the vast reach of both digital media and radio, Government is receiving greater value on these platforms.”

Persaud described this explanation as a fabrication to draw from the true political reasons for the reduction in ad placements in the Stabroek News. But DPI, refuting that assertion, posited that Stabroek News “in its typically arrogant manner” may have been incorrect to assume to the advertisements would resume immediately, after it had lifted its embargo.

It added that Stabroek News did not consider that state agencies would seek alternative means of advertising during the period. It said that it’s likely to take some time for the normal flow of advertising to resume.

The Ministries of Public Infrastructure, Legal Affairs and Public Security; Central Housing and Planning Authority (CH&PA), Maritime Administration, River Defence Department and DPI itself, still placed ads with Stabroek News via DPI during the period July to September, after the embargo was

lifted.

It also said that because of the brief embargo placed on it by Stabroek News, it advised Ministries that advertising in all four daily newspapers is not a legal requirement; that the requirement favours advertisements in only two print media – the state newspaper, Guyana Chronicle, and a rotation in the other daily newspapers.

It claims it has commenced a diversification of advertising to go beyond newspapers, and that Kaieteur News, as the largest circulating daily newspaper, has received the bulk of those ads so far.

DPI stated that it is incumbent on advertisers, with the evolving nature of media, to ensure that it’s not only newspapers that receive ads.

DPI accuses Stabroek News of Anti-Govt Campaign Stabroek News has taken a principled stance on government’s dealings with the consequences of the No Confidence Motion. DPI states that it views these and other actions by the newspaper against the administration as “regular attacks”.

DPI particularly noted that it confirmed that it’s not the newspaper’s policy to publish press releases from the Ministry of the Presidency, “even though the newspaper is known

to routinely publish press releases from other entities and sometimes does so unedited and in full.”

UNOPS To Inject Millions Into Antigua & Barbuda (Antigua News Room) The United Nations Office of Project Services (UNOPS) has announced that it will inject 2.5 million dollars into projects in Antigua and Barbuda.

Prime Minister the Hon. Gaston Browne and Ms. Grete Faremo, Executive Director for the United Nations Office of Project Services held bilateral meetings on the margins of the 74th Session of the United Nations General Assembly this week, during which the announcement was made.

Ms. Feramo announced that UNOPS has entered into an agreement with BAUpanel to construct 2500 homes in Antigua and Barbuda. This venture will also include the

construction of a factory on the island and employ approximately 200 Antiguans.

It was also announced that Antigua will serve as UNOPS regional hub for the shipment of prefabricated homes to neighbouring islands.

Prime Minister Browne expressed appreciation to Ms Feramo for her confidence in Antigua and Barbuda and indicated that it is his government’s desire to provide quality and affordable homes to Antiguans and Barbudans.

Currently, there is no UNOPS regional headquarters in the Caribbean and as such Prime Minister Browne

expressed to Mrs Feramo the need for an office to be located in the Caribbean given the agency’s increased activity within the region. Mrs. Feramo indicated that there is indeed the need for a regional presence in the Caribbean and UNOPS is discussing plans for that office to be in Antigua and Barbuda.

Prime Minister Browne also thanked the Executive Director for UNOPS for the opening of an Innovation Center in June of this year.

Both pledged to continue to ensure that the center will operate at its full potential, providing a space for innovative minds and technological advancement.

China Trading Employee robbed of over $3 in early morning stick up A lone staff member from China Trading Limited located on Robb Street, Lacytown, was robbed of $3M yesterday morning around 9:00 hours.

According to A Division Commander, Marlon Chapman, it was confirmed that the employee left the store without an escort to deposit the cash at Scotiabank located just

across the Street from China Trading.

However, while approaching the bank, a car stopped and the staff was held up by the occupants and relieved of the cash that was to be deposited.

Commander Chapman said that no one was arrested and investigations are on-going.

Three witnesses remaining in Maryann Daby trial of illegal gun, ammo Police Prosecutor Richard Harris is expected to call three more witnesses to testify against Maryann Daby, who is accused of being in possession of an unlicensed firearm and ammunition.

The 25-year-old defendant of Lot 127 DAguiar Park, Houston, Georgetown, had pleaded not guilty to the two charges which stated that she had an unlicensed pistol and six live rounds on May 13, 2019, at Albert Street, Thomas Lands, Georgetown, while she was not the holder of a firearm licence enforced at the time.

Her case is being conducted in the Georgetown Magistrates Courts by Senior Magistrate Leron Daly. Attorney-at-law Mark Waldron is representing the defendant.

The case was discharged against her following a number of concerns raised during the Preliminary Inquiry.

Magistrate Daly ruled, firstly, on the main witness, John Holder, who gave conflicting statements to the court. The witness had confessed that he lied in his first statement when he said that he saw when Daby pointed the gun at Kissoon.

However, he claimed that this was not true and that was mentioned in his statement because a senior official of the force had asked him to change his statement. As a result, the magistrate disregarded Holders evidence.

The Police Constable has since been charged and released on $300,000 bail for willfully attempting to pervert the course of justice in relation to the matter following his confession.

He was not required to plead to the charge, which stated that between August 10 and October 2, 2018, at Georgetown, he willfully attempted to pervert the course of justice by deviating from his statement dated May 13,

2018. Holders matter is also being heard in the Georgetown Magistrates Courts. He is before Principal Magistrate Sherdel IsaacsMarcus. His case will be recalled on October 21, 2019.

The second concern for dismissal of the charge was the victims testimony. Magistrate Daly said that Kissoon had admitted under cross-examination that on the day in question, he was being served drinks. He claimed that Daby had fired two shots; however, no spent shells were found at the scene.

The magistrate also added that Kissoon had admitted that there was no video to gain a positive identification of his attacker.

Finally, Magistrate Daly addressed the testimony of Superintendent Gary McAllister who gave evidence saying that he picked up two different firearms and ammunition in relation to the matter, and this caused her to question if indeed there was a weapon.

In his testimony, McAllister said that he brought one evidence bag from Brickdam Police Station marked GM 35AD2018 with one .32 Beretta pistol marked daa535775 with a magazine, along with four live .32 am-

munition and two .32 spent shells. On another occasion, when the Superintendent showed up to tender the evidence as part of the prosecutions case, he told the court that he uplifted the evidence bag with a magazine, four live rounds, and two .22 spent shells.

Based on these concerns, the magistrate found that there was insufficient evidence to rely on for her to rule

in favour of the prosecution and she discharged the matter.

For the remaining charges against Daby, the matter was adjourned until October 8, 2019 where the remaining witnesses are expected to give evidence.

Daby is currently out on $750,000 High Court bail pending the hearing and determination of her matters before the court.

Last Saturday the National Sports Commission sponsored The Revival of Our National Game of Circle Tennis tournament was played in Linden and there was keen competition but the weather had the defining say in the outcome.

In what was a historical day for the sport in Guyana since 1989, five Regions travelled to compete in the one day event which was stopped at second semi finals stage by heavy rain.

Results: Saint Pius scored 114-2, Mario Haywood 40, Allison Weeks 12. Houston All Stars replied with 110-3.

Region 10 made 160-0, Dillon Williams 114 (6s - 18) and Luis Mosley 22 to defeat Banks DIH United who could only reach 68-6, with Eon Cassiah 19 and Matthew McKinnon 12.

Region 5 rattled up 84-0, Linden Wilson 29 and Trevon Bristol 17. Region 2 replied with 88-0 to win with Steve Moore making 70 (6s-11).

Region 3 VY scored 1181, Travis Drakes 54, Albert Daniels 24 and Rochel Rogers 15. Region 6 FSUF responded with 119-3 to win. David Durant 67 (6s-8).

Semi Finals - In a rival game from since the days of Guyana Games in the 1980s, between Region 2 and 10.

Region 10 batted first and scored 156-2, Nebert Waddle 102 (6s-17). Region 2 at one stage had the game to win but the victory slipped away as they ended on 154-5, Steve Moore 67 (6s-8), Richie Bishop 31 and Calvin Chase 25.

The other semi-final between Region 6 and St Pius was then rained out.

A new date will be announced shortly for the remaining games to be decided.

AFP - Stylish batsman Babar Azam thrashed a swashbuckling hundred to steer Pakistan to 305-7 in the second day-night international against Sri Lanka yesterday as Karachi staged its first ODI in ten years.

The 24-year-old proved he is currently one of the best batsmen in limited overs cricket with a 105-ball-115 to lift Pakistan to a big total after the home team won the toss and batted.

Azam, when on 54, became the fifth batsman to complete 1,000 ODI runs in 2019 — behind India’s duo Virat Kohli and Rohit Sharma, and Australian couple Aaron Finch and Usman Khawaja.

He added an innings building 111 for the third wicket with Haris Sohail (40), as Sri Lankan bowlers toiled to break the stand.

Kenya’s Chepkoech powers to women’s steeplechase gold DOHA (Reuters) - Kenyas Beatrice Chepkoech stormed away from the field to win the world championship 3,000 metres womens steeplechase gold medal yesterday, making amends for a mistake that cost her a place on the podium two years ago.

Chepkoech made sure she left herself plenty of room for any possible errors in Doha as she stormed to a 20m lead after the opening lap and then kept the pack at bay powering home in a time of eight minutes, 57.84 seconds.

Empty seats present major headache to Qatar and Coe AFP - Qatar confidently promised there would be “no empty seats” when it first bid for the World Athletics Championships — three days into the 2019 championships that promise rings as hollow as the Doha stadium.

One of the greatest athletes of all time, Shelly-Ann Fraser-Pryce, won a record fourth 100 metres title in front of a sparse crowd on Sunday with officials and friends and family of the athletes making up a large proportion of the spectators.

Although Doha hosts a Diamond League meeting, athletics has no real roots in Qatar and the decision to take the World Championships to the Gulf raised eyebrows.

Fans even left before local medal hope Abderrahman Samba had run his heat on Friday in the men’s 400 metres hurdles.

It is not the image the International Association of Athletics Federations and its newly re-elected president Sebastian Coe — who normally has a sure political touch — would have wished for in the first championships since the sport’s huge drawcard Usain Bolt retired after an almost soldout championships in London in 2017.

Fraser-Pryce shrugged off Sunday’s desert of fans but it is not the first time the Jamaican has won world titles in a less than full stadium — the crowd was decidedly thin

when she and Bolt triumphed in Moscow in 2013.

“I’m used to having the stands rammed,” commented a bemused Bolt at the time.

That was despite the now disgraced IAAF president Lamine Diack and vice-president Sergey Bubka doing a deal with a Ukrainian oligarch to fly in 2,000 of his employees to populate the stadium.

Diack, who is under investigation in France with the successful bid by Qatar part of the dossier, may take the blame for the Doha debacle but Coe was on the evaluation commission for that bid race.

According to the official figures, over 11,000 spectators filed into the Khalifa International Stadium both on the opening night and then for one of the marquee events, the men’s 100 metres final, on Saturday.

The stadium has a maximum 40,000 capacity but had already had its size reduced to around 20,000 by blocking out an upper tier.

The organisers issued a statement on Monday saying extra efforts would be made to ensure larger crowds during the remaining week of the championships.

“After two solid days of attendance, (70 percent on Day 1 and 67 percent on Day 2), numbers were down on our expectations on Day 3, under 50 percent, which coincided with the start of the

Asher-Smith leads way as 200m medal contenders disappear DOHA (Reuters) - Britains Dina Asher-Smith powered her way into the 200 meters semi-finals at the world athletics championships yesterday, with a gold medal suddenly up for grabs following a rash of high-profile withdrawals.

After taking silver in the 100m on Sunday, Asher-Smith will be licking her lips at the prospect of 200m gold after clocking the top time of 22.32 seconds in the opening heats with many of the medal favorites unable to make it to the starting blocks.

While it was a surprise to see many of sprinting s biggest names, including newly crowned 100m champion Shelly-Ann Fraser-Pryce, missing from the start list, the sight of thousands of empty seats at Khalifa Stadium has now become routine.

Peerless Warriors seal top spot with eighth straight win CPL - Guyana Amazon Warriors extended their perfect 2019 Hero Caribbean Premier League (CPL) campaign to eight wins from eight matches with a 19-run win over defending champions Trinbago Knight Riders at the Queens Park Oval despite Kieron Pollard and Darren Bravo briefly threatening to pull off an outrageous heist.

The Knight Riders appeared dead and buried at 91/ 4 with just six overs remaining and still needing 95 more to overhaul the Warriors 185/ 6. But Pollard and Bravo went on a ferocious six-hitting spree that almost dragged the unlikeliest of wins out of the fire for TKR. They came up short, though, with Keemo Pauls 19th over in which only singles came from the last five balls easing the Warriors fraying nerves before Tahir bowled Pollard for a sensational 71 from 38 balls with three balls to go and 21 still needed to at last finish the contest. The final winning margin of 19 runs also highlighted the significance of Romario Shepherds late cameo with the bat in the Warriors innings he smashed 32* from 13, with two sixes and a four to finish it off as 25 came from Chris Jordans closing over.

Yet another win for the Warriors means they have now guaranteed themselves top spot in the regular season with two games to spare, while the Knight Riders still have work to do to secure their own place in the top two and the safety net of a place in Qualifier 1. Sudan’s first ever women’s club football league begins AFP - Sudan’s first ever women’s club football league kicked off yesterday, with two teams clashing at a Khartoum stadium as crowds of fans and diplomats cheered.

The championship, which involves 21 clubs, would have seemed unlikely just months ago when long time Islamist ruler Omar al-Bashir was in power.

The first club match was played between Tahadi and Difaain in the capital on Monday. Matches are also scheduled for Madani, Al-Obeid and Kadugli.

“Civilian rule, Civilian rule,” chanted the crowd as the first match between the two teams began.

Crowds clapped and whistled, with many also chanting “Kandaka, Kandaka,” referring to ancient Nubian queens.

The match was attended

by Sudan’s new Minister of Sport Wala Essam and some Sudanese and foreign diplomats.

Tallawahs want to end on a high-Coach Miller Home fans could see Jacobs and Griffith on Thursday

By Sean Devers With just four points from nine matches, twotimes CPL T20 champions Jamaica Tallawahs, have failed to qualify for the Playoffs for the first time ever in the seven-year history of the Biggest Party in Sports.

On Thursday from 18:00hrs, the Tallawahs will face-off with tournament leaders Guyana Amazon Warriors at Providence and Tallawahs Head Coach 40year old Jamaican Donavon Millers says his team is aiming to end the tournament on a high for the people in Jamaica.

“The Warriors are the top team in competition but having had just two wins in nine matches, our aim is to play to our best and win our last match to end on high,” said Miller, who was a part of the coaching staff when the Tallawahs beat the Warriors in the 2016 Final.

Miller was the Patriots head Coach last year and along with Chris Gayle, helped them to a third place finish.
