EDITORIAL MAKING GUYANA COMPETITIVE Governing a country with a low GDP growth rate, high unemployment and rampant corruption is challenging for most governments. This is the situation in which the present government finds itself. And although there was evidence that Guyana’s economy was struggling, and prices and demand for its main commodities were falling, no one had prepared the population for such reality. During the election campaign, neither the APNU+AFC opposition nor the ruling PPP had placed the country on notice that there were serious challenges ahead. Both parties made promises that were almost impossible to fulfill. In particular, the coalition had promised change, good governance, the development of a robust economy, creation of jobs, an end to corruption, and the reduction of crime. But after eighteen months in office, there is little to brag about. The people never expected that the government would have moved at such a pedestrian pace to address the problems facing the country. The national debt continues to rise, borrowing has increased, bauxite and agriculture production have tumbled, health care and education continue to deteriorate, unemployment is still high and food prices have risen. And there are signs that the country’s limited resources are drying up. Replenishing the Treasury would not be easy, since most indicators have shown that production of the country’s goods will not get back to the golden days in the near future. The government has to inspire the people, especially youths, to become entrepreneurs and invest in new areas. We reiterate that transformative and visionary leadership is needed to create a momentum among the citizens that would drive them towards new dimensions of enterprising activity. New skills, new technology, and new thinking are required to stimulate the economy, create jobs and move Guyana into the 21st century. The country cannot develop with lacklustre management. All must realize that race, religion, geography, age or education should no longer be allowed to divide the nation. Everyone should come together to help navigate these troubled waters. The authorities must strive to develop the economy, increase production in all sectors, establish publicprivate sector partnerships and meaningfully tackle corruption. This is urgently required to help reduce the cost of living and boost the confidence of the people. The country is yearning for real political leadership which has been absent for years. No one wants a return of poor, selfish, vindictive and corrupt control. It should be obvious to the government that the country needs to attain a higher plain of leadership in order have sustained economic growth in the medium term and to significantly reduce the high unemployment and rising poverty. The government must facilitate investment in the productive sectors of the economy, and accelerate the process of diversifying and transforming it away from its dependence on primary products such as sugar, rice and bauxite. It must expand production of higher value-added goods and services and undertake to link the centres of economic development on the coastland to those in the hinterland. The government must also seek to develop a policy framework and establish its priorities to attract and retain local and foreign direct investment into the manufacturing, agricultural, mining and other sectors. Harnessing the country’s natural resources could foster economic growth, create jobs and reduce poverty, all of which can be attained by increasing production which, in turn, will increase the country’s exports, reduce its imports and thus make it more competitive. Not to mention the processing of raw materials and the development of manufacturing industries. But it would require the urgent diversification of the economy, the engagement of the business sector and an influx of local and foreign investment. Such approach would lead to a robust economy, which will create significant job opportunities and foreign exchange earnings. However, this will only happen if serious and urgent changes are made in the relevant ministries and state agencies.

The Ministry of Social Protection should investigate would behave in such a called "pope" had to be preventing a recurrence of this church despicable manner. revealed for the world to see this scourge, and to protect Dear Editor; Please allow me a little space to express my disgust at a very sad event that has overwhelmed our social and general media over the past week. The vulgarity revealed at the church in Durban Street is a lesson to be learned by church goers in general, and female church goers in particular. Here is a man, calling himself a "pope" and well revered by his followers, taking advantage of his position and influence to carry out sexual acts with the women in the church. What "man of God"

This is a stark reminder of the Jim Jones saga of 1978 which, as those who lived through this period would remember, ended in tragedy that put Guyana on the world map for the wrong reason. I was made to understand that this so-called religious man threatened those women with in order to lure them into his bed. This character also used some sort of charm to impress on his congregation that he deserves all the glory for their good fortunes. How could people be so gullible? Because God is jealous, the dirty lifestyle of this so

that he is dealing in falsehood and blaspheme. The worst may be yet to come for this poor excuse of a human being who is undeserving of dwelling among us. This man has disrespected women in the worst possible manner, and has also used the Bible to promulgate his dastardly behavior by preaching from specific verses purely to promote his self-interest. It is my hope that the Ministry of Social Protection would intervene and launch an investigation into the operations of this church with the sole aim of

more mothers, sisters, wives and daughters from being violated by this hypocrite. This individual has brought shame and disgrace to the female members of his congregation. This is a good place to start rooting out these hypocrites calling themselves "men of God" who just wait for every opportunity to prey on their God fearing targets. There are still those from within the church who are so blind that they see no problem with his behavior. Their turns are in the making. Sodom and Gomorrah awaits them. Concerned citizen

This is a government of deception Dear Editor; The Granger Government has proven time and time again that they are a government of deception. They say one thing when in essence they are going to do the very opposite, no wonder the economy is on a downward spiral and going fast. They promised to be a "lean, clean and mean" government but when you look at the statistics there is a staggering difference between what was said then and what is ongoing. They raised their salaries and emoluments almost immediately on accessing high office, while denying hard working individuals their fair share of an increase. This was and still is a vulgar deception on their part. Further to our discussion is the fact that all, I repeat all the productive sectors are closing while other businesses are folding up. Why?

And the answer comes back government's ineptitude in having any structured plans or policies in place. As someone said, the only viable business that has a hefty illegal profit margin in Guyana is "thiefing." I used the word "thiefing" because it has that strong Caribbean meaning to it which readily alerts you to the fact; "thiefing" of the worst kind. Gone are the days of "choke and rob" here we are in the throes of the Guyanese "shoot, kill and rob." So, while the government does their thing of underdevelopment, the thieves are having a heyday with our hard earned savings. But wait, we are in for another deceptive and clandestine move; the government is giving us an early budget. While this looks very nice on paper, that is, an early budget in reality it is not. Take a closer look and

you will see the hidden deception, an early budget before the fiscal year is up? This does not sound right and has the trappings of a ruse in the making. The fiscal year really ends in March of the new year when all the audits of government's income and expenditure would be in - if audits mean anything to this government. Therefore, to give an early budget is a mockery of what can be called an "accountable and responsible" government. That means for those months leading up to the end of the fiscal year, where would that money come from, and how must those monies be accounted for? That is the million dollar question that I do not think this government is prepared to answer. A government is answerable to the people they govern. Everton Adams

The Pension Bill is also for present and future Prime Ministers Dear Editor I took a conscious decision to avoid responding to the comments made by Leader of the Opposition Dr. Bharrat Jagdeo and former Attorney General on the g o v e r n m e n t ’s p r o p o s e legislation to grant to former P r i m e M i n i s t e r M r. Hamilton Green a long overdue pension. Since I view their comments as one that lack substance, void of objectivity and based on personality. However, when the Guyana Human Rights Association could descend to the level they descended in their recent press statement, it precipitated my contribution to the discussion. Despite of our politics, leaders must demonstrate the level of political maturity to

recognize and respect the contribution of other leaders despite the political affiliation. In this regard, President Granger and his government must be commended for amending the President Benefit act to ensure President Ramotar and President Samuel Hinds benefit from a pension under this act although the same was not done so that former President Hoyte could have benefited in his lifetime. Former Prime Minister Hamilton Green gave his entire life in service to his fellow country men and women at a political level through the leadership of the People National Congress and the Good and Green Georgetown/Guyana, at the governmental level as a legislator and Minister of Government during the

period 1969 – 1992 and at the local government level as Mayor and Councilor of the city of Georgetown. During the period 1985 – 1992 he held the second highest office of the land, a period that Guyana saw fundamental changes in all facets of national life. He could have chosen a different career but he stood by his country men and women when very few saw themselves as Guyanese during the turbulent period of the 60’s. His singleness of purpose must be recognized. Therefore this discussion should not be clouded by personality and partisan politics but an objective and patriotic discourse as to how we reward those Guyanese who would have served this country particularly those t h a t h e l d

public/constitutional offices. If the period during which these individuals serve and the alleged occurrences during the said period is the barometer use to measure entitlement to government’s pension then the entire leadership of the former government who served during the darkest period of post independent Guyana 2003 – 2006, particularly former President Bharrat Jagdeo, Ministers Leslie Ramsamy and Ronald Gadraj just to name a few will automatically be disqualified. It is unfortunate that the Guyana Human Rights Association’s contribution comes on the eve of Guyana marking the tenth anniversary of the brutal assault on press freedom (Continued on page 5)

Since 2013 the police seized the passport of a powerless citizen Dear Editor; The Amerindian Action Movement of Guyana (TAAMOG) wishes to express sincere thanks to Commissioner of Police Seelall Persaud and Superintendent Singh for the recovery of a passport seized unjustifiably since 2013 by a passport officer when the person in whose name the passport was issued went to renew it for the fourth time. The basis for the seizure by the passport officer was that the passport had a similar name to that of another passport holder, even though the seized passport had been

renewed three times. The matter was subsequently taken over by the Criminal Investigation Department (CID) in 2013 and despite substantial documented evidence submitted to prove the authenticity of the name of the passport holder, the CID process was of a nature that there was no light at the end of the tunnel. The passport holder very recently reported the matter to TAAMOG which quickly sought the intervention of the Commissioner of Police and Superintendent Singh. The passport that was seized

in 2013 was recovered, and in three days it was renewed and released to the passport holder. Once again many thanks to the Commissioner Persaud, Superintendent Singh and Sgt Lynch of the passport office who exercised tremendous patience in locating the seized passport, for the restoration of happiness to a powerless Guyanese who thought that he would have never been in possession of a passport again. The Pension Bill is also for present and... From page 4 w i t h t h e s e venteen months suspension of advertisement to the Stabroek newspaper for having a different view than the previous government. May I hasten to say the Hamilton Green was the second in command of the state apparatus when the freedom of the press was expanded and independent television and newspapers made entry to Guyana? Therefore it is my respective view that the legislation is timely and will set the stage for future holders of that office to benefit. Additionally, I trust that similar initiative will be taken to consider those Members of Parliament and former Ministers prior to 1992 that give dedicated and

distinguish service to Guyana and is currently surviving on less than a hundred thousand dollars a month in parliamentary pension. Individuals like Sir Shirdath Ramphal, Rashleigh Jackson, Eusi Kwayana Dr. Mohammad Shahabuddin and Isahak Basir who throw a drinking glass at the speaker. Finance Minister Winston Jordon in his first budget presentation on page 42 paragraph 4.75 give an undertaking to “ examine the plight of Members of Parliament and Ministers, who held office prior to 1992, and, currently, receive pensions that are a fraction of those of the present occupants.... I am confident that

this legislation is part of a series of legislation aimed at addressing this vindictive and discriminatory posture call governance by the previous administration. Bevon Currie

D’Urban Park Development Project…

Company was above board - Minister of State By Kiana Wilburg Amidst accusations of lack of accountability and transparency, the Government is maintaining that the financing of the D’Urban Park Project was above board. Setting the record straight in this regard yesterday was Minister of State, Joseph Harmon. At a post cabinet briefing with the media, Harmon was called upon to respond to allegations made by the PPP that the Government was less than forthcoming on various aspects of the multimilliondollar project. Specifically, members of the media fraternity learnt on Monday during a sitting of the National Assembly that a company was established to deal with the finances of the D’Urban Park Project. According to Public Infrastructure Minister, a company called Homestretch Development Incorporated was doing these works since last year. However, the PPP revealed that the company was only registered in January last. This means that the entity was conducting financial transactions before it was even registered.

What was also disturbing to the Opposition was the fact that Patterson disclosed Lawrence (Larry) London to be the Chairman of the company, but failed to reveal as well that the Minister of Education, Dr. Rupert Roopnaraine, was a Director. London currently serves as the Chairman of the Guyana

Civil Aviation Authority (GCAA). He also enjoys a seat on the Board of Atlantic Hotel Inc (AHI). AHI is a fullyowned government company which manages the Marriott Hotel. Additionally, Government on Monday blocked a motion by Opposition Member Juan Edghill which sought to re-

veal who the financers of the D’Urban Park project were, and how much money in total was collected by the special purpose company. Taking the aforementioned into consideration, Minister Harmon is of the view that the political opposition is out to use any opportunity at its disposal to

erode the patriotism and “Guyanese pride and feelings” which the D’Urban Park project was able to garner during and after its establishment. He maintained yesterday that the operations regarding the project and Homestretch Development Inc. were in line with the tenets of good gov-

ernance and transparency. Harmon then explained how Homestretch Development Inc. came to be in the first place. “I think it is important for the people to understand that what we were doing was converting what was jungle into a public space for the public good. I think I can go back a little bit and provide a little history,” Harmon (Continued on page11)

160 children infected in chickenpox outbreak at Paramakatoi - Public Health Ministry using new vaccine to help control spread From among a population of about 300 children, a total of 160, who are accommodated at the Paramakatoi Secondary School Dormitory, have been infected with chickenpox. This development has resulted in access to the dormitory being restricted and classes being suspended as part of efforts to quarantine the infected. The infected students have reportedly been separated from the others. At a press conference yesterday, Minister of Public Health, Dr. George Norton, disclosed that the Ministry of Public Health and the Ministry of Education were about one week ago informed of the outbreak of the disease. According to Minister Norton, the decision to close the school’s dormitory is to ensure that “those who are in the dorm remain in the dorm and those who are out will not have to make contact with those who are infected...this includes teachers, so that is why classes have been suspended.” But the outbreak is under control, Minister Norton asserted. He disclosed yesterday that already medical and environmental teams are working to prevent the spread of the virus and to treat all infected. “We have made available all of the necessary pharmaceuticals that would be required in that area,” said Minister Norton, as he disclosed that efforts are being made to dispatch vaccines to the area as well.

From left: Dr. Oneka Scott and Minister of Public Health, Dr. George Norton during yesterday’s press conference According to Dr. Oneka Scott, Director of Adolescent Health attached to the Maternal and Child Health Unit, who shared the press conference yesterday, the vaccine that will be utilised to ensure that the outbreak is contained is the Varicella vaccine. However this vaccine is currently not part of the Ministry’s regular immunisation schedule. The vaccine, Dr. Scott said, was introduced in March of last year for vulnerable populations including those in dormitories, schools, orphanages as well as port health and sanitation workers.

Based on the disclosures yesterday, the students accommodated in the dormitory at Paramakatoi were not previously administered the vaccine, despite their recognised vulnerability. The vaccine is a preventative measure, and can therefore only be used on individuals who are not currently infected. Dr. Scott disclosed yesterday, “we are going to be administering to all those who have not been previously infected by chickenpox (and) those who are not currently infected by chickenpox.” Describing the vaccine as

relatively safe and effective, Dr. Scott underscored yesterday that “it is really the best source of prevention, apart from all of the preventative measures that are expected to be taken.” Chickenpox is caused by the VaricellaZoster Virus (VZV), which spreads mainly through tiny droplets from infected people that get into the air after they breathe, talk, cough or

sneeze. Using the utensils of an infected person can also be a means of transmission, Dr. Scott informed yesterday. The resulting disease is manifested by the development of blister-like rash or boils that first appear on the face and can spread throughout the body even inside the mouth, eyelids and/or genital area. The rash or boils are usually itchy and fluid-filled and are complemented by fever, tiredness, loss of appetite and headache. The disease, according to Dr. Scott, has an incubation period of between 10 and 21 days. However, she asserted that the disease could spread from an infected person to another one or two days before symptoms are manifested. The final stage of the disease is characterised by the formation of scabs (flakes) on the skin. Essentially an infected

person is contagious about two days before the rash appears and then continues being so for about four or five days. While there are known complications linked to the disease, it has been noted that these are not common in infected persons who are healthy. Some of the complications can include skin infection, dehydration, pneumonia and swelling of the brain. Minister Norton noted that while the outbreak is a worrying development, the disease is usually not a lethal one. “It is always worrying whenever our children are sick...we worry whenever any member of our society is affected...it is worrying in spite of the fact that we have it under control,” said the Minister as he disclosed that the response will include targeting family members and others within the community who might have come in contact with those infected.

=== The Freddie Kissoon column ===

Dear Readers, read what Rohee wrote The words quoted below were written this week in the newspapers by Clement Rohee. If anyone comes from another planet and reads those words they would never believe they were penned by a man who spent 23 years as a Minister of Government, during which time his government’s record of violent abuse of the rights of citizens turned the placid area of Caribbean politics into an ocean of human depravities so voluminous that it would take hundreds of Augean stables to fill. “This … clearly warns us of coming events that are now casting their shadows over our country. A slow but malignant process

is currently unfolding before our very eyes, but only the discerning eye can spot it…and, by the way, it is no fantastical fiction…Though we are all Guyanese and our fates may be divergent, we are at the same time engulfed in a sea of individualism, selfishness and narcissism…Vengeful politics seems to be the flavour of the day… “McDonald has succeeded in laying bare human frailties, the foibles of man and above all, the disturbance and disintegration of the human personality, all of which are applicable in the present day Guyana context… the irresistible urge to commit evil acts, transgress constitutional rights and worse yet, the predisposition to accommodate and absolve ourselves of wrongdoing as if they are the standards by which we must live and survive…the gloomy political landscape is populated with escalating signs of authoritarianism… and the efforts to establish a police state are fraught with horrendous consequences for the nation.” (end of quote). So who is this man and what government was he was

part of? Is there a starting point for the enumeration? Is it possible that this ridiculous, pathetic, but arrogant and mean-spirited politician is still free to compose his fictions and immoralities because he is yet to be investigated for alleged criminal conduct when he was a Minister? This is the man who was Minister with the portfolio for the police force when three non-violent protestors were gunned down. Testifying before the Commission of Inquiry into the deaths, Rohee admitted that he was in touch by phone with the officer in charge on the ground Commander Clifton Hicken. What is interesting to note is that the COI came to the incontrovertible conclusion that the police were responsible for the shooting, though no police rank or officer was identified as having given the order. Not one police was disciplined, demoted, dismissed or charged. Will this country ever know who gave the order? I guess we are left to speculate. This same Minister, when reporters referred him to the brutal torture of two soldiers by the police during an inves-

tigation responded, “I have so many things to do and you are asking me about torture.” Subsequent events proved this Minister really didn’t care if the police that he was in charge of tortured suspects in custody. Subsequent to his horrible statement, the police tortured a 14-year-old boy during a murder investigation. A flammable liquid was thrown on the teen’s genitals and their surrounding areas and set on fire. So contemptuous was Mr. Rohee’s Government of this little boy that when he won judgement against the police in the High Court, Rohee’s Government appealed the case. It was under this man’s w a t c h a s H o m e A ff a i r s Minister that a soldier and his wife and their friend were charged for treason, a case so tenuous it was thrown out of court at the

level of the preliminary hearing in front of a magistrate. Is there a God? And if there is, how did he allow Rohee to compose those words without punishing him with muscular spasms so that his fingers couldn’t use the keyboard? Listed as one of the most arrogant human beings on Planet Earth, Rohee had his American diplomatic and non-immigrant visas suspended for five months when he was the Minister of International Trade. The visas were only reinstated after a friendly government implored the US to do so. To this day, Rohee never told Guyanese why the visas were suspended. If the Guyanese people know why the visas were suspended then they would be glad for any other party to rule Guyana, but not the

Frederick Kissoon PPP. Under Rohee’s Government with Bharrat Jagdeo as President, 500 murders were committed in a paroxysm of insane extrajudicial mayhem by gunmen who from all appearances had the explicit and implicit support of the government of the day. The world must be coming to an end when Trump could be elected, Jagdeo could still be free of criminal prosecution and Rohee could put on an angel’s gown and write words of peace and justice.

Company was... From page 8 said. In this regard, the Minister stated that when Guyana became independent in 1966, there were preparations for celebrations to mark that occasion. He said that in the contemplation of the planners of that time, they were looking to accommodate at least 50,000 persons for the celebrations. He alluded to the fact that it was a challenge then and posed the same difficulty 50 years later. The Minister explained that during President Granger’s inauguration, celebrations which were held at the Providence Stadium, and it was observed that the facility was not adequate enough to hold the thousands of citizens who came out in support of the event. He said that the next affair was the Independence Day celebrations and it was obvious by that time that the stadium could not be used again. Harmon said that Government was then faced with the challenge of finding a space that could properly accommodate in excess of 20,000 Guyanese. “We looked all around the country to see where that number could be accommodated and the D’Urban Park became a central focus. It was cleaned up and we did all the checks to see if it was possible, and there were different models which were looked at. “So that basically was the genesis of finding the D’Urban Park as a space for that purpose. People became enthused with the cleaning up and many Guyanese came out and gave their support willingly.” The Minister noted that when the project started, it saw a few “well-intentioned” persons making various forms of contributions. He said that as time went by, it became evident that such a model had to be modified and as such, it became necessary to establish a company. “The persons who were dealing with the project, approached the private sector, private individuals and residents within the D’Urban Park area, and made presentations. They explained to them what was going to happen and

what the project was going to look like,” the politician said. Harmon stressed that there was no secrecy regarding the establishment of the company. He said that it was registered at the Deeds Registry “and that was notice to the world that the company was no secret.” “You can’t have a secret company when you have registered it,” Harmon added. Regarding Dr. Rupert Roopnaraine’s involvement in the company, the Minister of State reminded that the activities of the Jubilee celebrations, related activities and projects, fell under the control of the Ministry of Education, which had established a National Commemoration Commission. The Minister of Education headed that Commission. “That Commission overlooked all of these things, such as the preparation for the events. And that is how he became part of that company that was tasked specifically for the Development of the D’Urban Park Facility.” When “crunch time” came, Harmon noted that the project was subsequently taken over by the Ministry of Public Infrastructure. The Minister of State insists that Homestretch Development Inc did an excellent job regarding the project. Since its creation, Harmon said that a number of organizations have utilized the park such as the Scout Association, Seve n t h Day Adventist Church, Ministry of Education and Guyana Fire Service. “I want to make a distinction with what happened with D’Urban Park and what occurred under the previous administration. Under the previous regime, they were using public assets for the benefit of a private few. I want to make it that clear to (Opposition Member Juan) Edghill and others; this was private citizens contributing to a public good as opposed to taking public assets for private benefits.” The Parliamentarian emphasized that the Park serves a public good and rejected claims by the opposition that the project is shrouded in questionable circumstances and underhanded behaviour.

Golden Arrowhead designer dies Government has expressed condolences to the family, relatives and friends of Whitney Smith who passed away last week Thursday in Massachusetts, United States. Smith, a US citizen, designed this country’s national flag, the Golden Arrowhead in 1960, six years prior to Guyana’s independence. Born in 1940 on February 26, Smith was a professional vexillologist and scholar of flags. He originated the term vexillology, which refers to the scholarly analysis of all aspects of flags and was a founder of sev e r a l vexillology organizations, the Department of Public Information said in a release. While a political science undergraduate at Harvard University, Smith designed the Golden Arrowhead for the then newly independent Guyana. Smith, in 1960, as a 20year-old had written to then former Chief Minister,

Whitney Smith Dr. Cheddi Jagan, to ask what the new country’s flag was going to be. “Dr. Jagan invited Mr. Smith to submit his ideas which he promptly did, and which was subsequently adopted with some modifications.” Smith was 76 years old at the time of his passing.

Auditor General launches PPP takes up seat on forensic audit into Parliament Board for Elderly Auditor General Deodat Sharma has been requested to conduct a forensic audit into the Parliament. Kaieteur News was reliably informed that this request was made by the Clerk of the National Assembly, Sherlock Isaacs. Speaking with this newspaper yesterday, Isaacs said that he felt it was the “right thing to do” since the Parliament received its financial independence last year. The Clerk said that the House is all for transparency and accountability. He maintained that the forensic audit ought to be done as well. “I believe we should start clean, given our independence, and the forensic audit being launched will also serve the boost the transparency and accountability required of the home of democracy,” Isaacs added. It was in July, last, that a

significant piece of legislation geared at allowing key bodies financial independence was passed in the National Assembly. That legislation was the Fiscal Management and Accountability (Amendment) Bill 2015. The amendment passed, paved the way for lump sum payments to be made to Guyana’s constitutional agencies, free from the automatic obligations and the discretionary powers exercised by the Minister of Finance. Minister of Finance Winston Jordan had explained that there are checks and balances in place to ensure that abuse does not take place, as annual reports and audited financial statements will be required to be prepared and presented. Jordan made it clear that the bodies must enjoy fiscal autonomy so that they can serve the Guyanese people,

Clerk of the National Assembly, Sherlock Isaacs and it would also prevent the executive from micromanaging the finances of budgetary agencies. Under the previous arrangement, the bodies were at the mercy of the ministries, having to apply for simple things like monies to travel. Jordan made it clear that the drawing of the monies for the bodies from the Consolidated Fund as a direct charge is not outside of the national budget, nor is it trampling on or fiddling with it. The new arrangements will serve to boost public confidence in the offices.

There have been accusations that the previous administration had used the budget dependency as a means to control the constitutional bodies. Minister of Foreign Affairs, Carl Greenidge, had noted that the proposed legislation, once implemented, will strike down provisions which sought to undermine the independence of those bodies. He added that an examination of the Bill in its previous state would find that it was ill-conceived, as Article 222 A of the Constitution was not respected. Minister within the Ministry of Finance, Jaipaul Sharma, in his presentation indicated that the Bill in its previous state contravened Article 8 of the Constitution, and he voiced his support for the legislation. In addition to the Parliament, other constitutional bodies which no longer depend on the relevant subject ministers for money include the Public Service Commission, Police Service Commission, Office of the Ombudsman and the Guyana Elections Commission, among others. (Kiana Wilburg)

Commission The People’s Progressive Party/Civic (PPP/C) has taken up a seat on the Board of the National Commission for the Elderly. The Party will be represented by Janki Persaud, a former Member of Guyana Agricultural and General Workers’ Union (GAWU) executive. Recently, Minister of Natural Resources, Raphael Trotman, at post-Cabinet briefing, announced that the Cabinet has approved the appointment of the Board of Directors for the National Commission of the Elderly. At that forum, Trotman announced the names of eight Directors of the nine-member Board. He said that one spot was left for a representative of the Parliamentary Opposition. Trotman said that the National Commission of the Elderly is concerned with improving the quality of life of elderly citizens, providing them with a sense of security and belonging with feelings of health and worthiness. He noted that specifically, the Commission will advise the government on polices for the elderly. It will also coordinate and monitor programmes and services for the benefit of the elderly. Opposition Chief Whip, Gail Teixeira told Kaieteur News that she was puzzled as to how the government did not have the name for its representative on the Commission. “We submitted Persaud’s name a long time ago.” This is one of the few Boards that the PPP has taken a seat on. The only other Boards that the PPP is represented on are the Adoption Board, the Board of the Guyana Women Leaders Institution and the Local Boards of Guardian in the 10 Regions. Teixeira said that this speaks of the PPPs interest in having a say in the promotion of the social wellbeing of the people of Guyana. “We will be on all humanitarian-related boards.” The David Granger-led administration has made it clear, since its ascension to office last year that it intends to create (Continued on page 27)

Alleged victimisation by Food and Drug Director...

Health Ministry investigates businessman’s claims “There are no sacred cows and we will not allow persons to be victimised,” said Minister of Public Health, Dr. George Norton, yesterday, as he responded to questions about allegations of victimisation being meted out to Chief Executive Officer of Sueria Manufacturing Inc., Frank Sanichara, at the hands of Food and Drug Director, Marlan Cole. Sanichara, accompanied by other business-oriented individuals, on Wednesday staged a picketing exercise on the Vlissengen Road parapet adjacent to the Ministry of the Presidency to highlight their claims of victimisation by the Food and Drug Department. Among Sanichara’s claims is that although he has been complying with many requirements insisted upon by Cole, there have been occasions that he (Cole) has rejected the initial requested requirements and insisted upon others instead. This behaviour, Sanichara is convinced, constitutes a deliberate tactic to negatively impact his business, since he is often unable to clear containers of perishables in a timely manner. Sueria Manufacturing Inc. first opened its doors in May 2014, and it has been one year since Sanichara has been experiencing troubles with the Food and Drug Director. Ahead of Wednesday’s picket, Sanichara said that he had written President David Granger to amplify his

Minister of Public Health, Dr. George Norton concerns with the Food and Drug Department. He said that he had previously written to the Ministers of Business and Public Health, but it was not until he wrote to the President that he was contacted on the matter. It was essentially the lack of action to address the state of affairs that prompted the picketing exercise, and led to the streamlining of plans for yet another on the Brickdam, Georgetown lawn of the Ministry of Public Health. Minister Norton, when questioned about his knowledge of the situation, yesterday disclosed that while he was not aware of the protest action, he was in receipt of Sanichara’s correspondence, as was the President. He revealed yesterday that he was instructed by President Granger to examine Sanichara’s complaints of victimisation and abuse by the Director of the Food and

Drug Department. Minister of State Joseph Harmon, at yesterday’s post Cabinet press briefing corroborated that an investigation into the matter was underway. Minister Norton said that acting on the instructions of the President, he had made contact with Sanichara to inform him that his Ministry, which has responsibility for the Food and Drug Department, was in the process of examining the complaints. Added to this, Minister Norton said that he intimated to Sanichara that he will be invited, along with Cole, to attend a meeting aimed at reaching a solution to the situation. This all happened before the picketing exercise, Minister Norton said. “I assured him (Sanichara) we do not want to be guilty of rushing, and it (an investigation) will take some time...but in spite of that, they still had the protest,” Minister Norton noted. He revealed yesterday that as part of the process, officials of the Public Health Ministry will be meeting with the Director of Food and Drug Department on Monday. Cole is expected to be in

attendance at the said meeting, Minister Norton noted, as he revealed that the Director is answerable to the Chief Medical Officer (CMO) and the operation of the CMO falls under the ambit of the Minister of Public Health. There are reports that Cole has claimed that his function is not governed by the Public Health Minister, but, according to Minister Norton, this can only be the case if Cole is a Minister himself. Minister Norton speculated, based on some reports brought to his attention that “we might have a personality problem, and that is something that this government can ill-afford to have, so this has to be addressed, and we have no qualms about addressing it.” “If somebody claims every time they approach the Food and Drug Department they are told that the reason for holding up their container changes, then we have a problem on our hands. We have a problem on our hands when importers, who contribute so much to the economy, are saying that they were rudely spoken to, they are chased out of rooms and doors were slammed in their faces and persons who are

connected to that agency (Food and Drug Department) are claiming Ministers can’t give them orders, then we have a major problem,” Minister Norton asserted. He, however, noted that there are stringent rules that are in place that affect all importers. This, according to the Minister, has over the years resulted in many importers, aside from Sanichara, having their containers held up because of tardy responses from suppliers. According to the Minister, once persons decide on importing

products, in the first instance, they must ensure that they are importing from an authorised distributor. “If the distributor is not authorised you can bring in counterfeit products and you have to be careful with that...Because if it is counterfeit, they are unable to obtain authentic certificates of free sale for products,” related Minister Norton, as he recalled that “there was a case where a company claimed a baby formula was manufactured in France, and it was later found to be really and truly manufactured in China.”

Acting Top Cop’s Case against police ranks might promotions will stand - Gov’t only be affected in court - source Death of K/News staffer…

Three months ago, Kaieteur News’ staffer Harry Brijmohan gave a statement to investigators from the Guyana Police Force (GPF)’s Office of Professional Responsibility (OPR) of being harassed and forced into handing over $5000 to ranks, who stopped him for a traffic offence. Brijmohan had waited patiently on the outcome of that investigation, but time ran out on him. He died on November 18, last, when his motorcycle collided head-on with a car that was heading in the opposite direction on the eastern carriageway on the East Bank Demerara Public Road, in the vicinity of Houston. Questioned yesterday as to whether the death of Brijmohan would have an impact on the ongoing investigation since the victim had already provided ranks with his statement, a source from the OPR said that the case might only be affected once it reaches the court. Kaieteur News was told that the investigators from

Harry Brijmohan OPR have completed their investigation and recommended criminal charges against their colleagues. The file was sent to the office of the Crime Chief “From the police part, the case will not be affected because we already completed our work, but when it reaches the court, he (Brijmohan) will be called to testify and since he won’t be there, the matter might be thrown out,” the source explained. However, the official opined that the court can

adopt a strategy where a lawyer representing Brijmohan, can read the statement the victim had given investigators, to the court. The source said that in the past, similar strategies were adopted to accommodate mostly murder cases. “If they do decide to go this route with Brijmohan’s case, then this will be the first for a case of this nature,” the source pointed out. Around 15:20 hours on August 17, last, Harry Brijmohan was allegedly stopped by five policemen after he was caught riding his motorcycle without a helmet. Brijmohan claimed the ranks searched him, demanded his documents, and then informed him that they had to charge him and place him before the court, despite his offence being a ticketable one. He was told that he could have only made a phone call after 72 hours. “One of them tell me that I should have ride away, that his gun rusty because long (Continued on page 27)

Commissioner of Police, Seelall Persaud (left) and Assistant Commissioner of Police, David Ramnarine The disagreement between the Commissioner of Police, Seelall Persaud and the man who held the reins while he was on leave, Assistant Commissioner of Police, David Ramnarine, regarding the promotion of ranks while the latter was leading the force, has finally been settled. The ranks who were promoted by Ramnarine will remain in their respective positions. At the Minister of State Joseph Harmon’s weekly post-Cabinet press briefing held yesterday, it was disclosed that the Minister of Public Security, Khemraj Ramjattan, had indicated to Cabinet that all of the police promotions approved by Ramnarine will stand. Kaieteur News was told that Persaud has been informed of the government’s position regarding this issue. The decision to let the promotions stand was supported by legal advice. When Commissioner Persaud returned from 100 days’ leave early this month, he reversed all the

promotions which were approved and granted to ranks across the country by Ramnarine. Reports are that between August 15 and October 1st, Ramnarine promoted Corporal Wilburg to Sergeant; and Lance Corporal Fraser; Lance Corporal Kumar, and Lance Constable Craig to Corporal. Additionally, between August 3rd and September 26, 2016, he promoted Constables Gay, Semple, Kesney, and Thomas to Lance Corporal. The Top Cop proceeded on leave in June and when he returned, he reversed Ramnarine’s promotions with immediate effect. In his letter to Staff Officer Administration 1 Maxine Graham, Persaud called for the rescission of the promotions Ramnarine had made. He drew the officer’s attention to Article 212 (3) of the Constitution of Guyana, noting that the Commissioner of Police is authorized to make appointments to any office in the Police Force below the rank of inspector. He also quoted Article 211

(i) of the said constitution, which he said indicates that the appointment of the Commissioner of Police is done by His Excellency the President. “His Excellency the President makes such appointments by issuing an instrument which is signed by him/her”, he said. “The Police Chief said, Assistant Commissioner Ramnarine, has misinformed himself that he has the authority to make any such appointment in the absence of an instrument issued by His Excellency the President. The appointments are therefore null and void, and the ranks should be so informed,” Persaud ordered. Ramnarine responded to the letter, which was copied to him, the divisional commanders and the finance officer, saying that he was duly authorized by the appropriate authority, in keeping with the relevant Article of the Constitution, to act as Commissioner of Police, and he did so “to the strict letter, meaning and spirit of the Constitution and the Law.”

Billions of dollars deposited to bank accounts…

Investigators await legal advice on Permanent Secretary matter Investigators are continuing their probe into billions of dollars which were passed through the bank accounts of Permanent Secretary of the Ministry of the Presidency, Omar Shariff. Shariff, who was arrested in late June at his office, was sent on administrative leave. Yesterday, Minister of State, Joseph Harmon, when questioned, said that official remains on leave. Several documents have been submitted to the legal authorities, including the Director of Public Prosecutions (DPP) and the police legal department, for advice. Harmon was not prepared to entertain more questions about the investigations

Permanent Secretary, Omar Shariff yesterday. He was asked during the weekly postCabinet press briefing at the Ministry of the Presidency. In late June, news broke that investigators had

arrested Shariff at his office. They were probing how billions of dollars passed through his bank accounts from as far back as 2010. Sources had indicated that Shariff made investments in shares of several companies and in properties across the country. He was reportedly arrested by officials of the State Assets Recovery Unit (SARU) and the Special Organised Crime Unit (SOCU). There are records showing that he and his reputed wife purchased shares in companies like Demerara Distillers Limited (DDL), Banks DIH and even the Guyana Bank For Trade and Industry (GBTI).

Drunk man kills dad; intoxicated teen slays farmer Blame it on the alcohol. Within the space of 50 minutes on Wednesday night, a 31-year-old man stabbed his father to death at Aranaputa, North Rupununi, and a 17-year-old murdered a farmer at Barima, North West District. At around 18.40 hrs on Wednesday, Junior Moses, a 44-year-old farmer, was drinking with a 17-year-old at Ela Landing, Barima, North West District, when an argument erupted between

the two. The teen allegedly armed himself with a knife and stabbed Moses once in the stomach before fleeing the scene. Moses was pronounced dead on arrival at the Mabaruma Hospital. The alleged killer has since been apprehended. Later that same night Danielston Stephen, 50, of Aranaputa, North Rupununi was imbibing alcohol with some friends at his neighbour’s house. He went

home around 1930hrs and an argument ensued between Stephen and his 31-year-old son. A police source said that Stephen wounded his son, who retaliated by stabbing his father multiple times. Stephen was rushed to the Annai Health Post and was pronounced dead on arrival. The suspect has been detained while Stephen’s body is at the Lethem Hospital Mortuary awaiting a post mortem examination.

Case against police ranks might... (From page 14) he ain’t use it,” Brijmohan had said. The Kaieteur News staffer had said that he was only allowed to continue his journey home when the policemen demanded that he gave them $5000. When Brijmohan’s experience with the lawmen

made the news and OPR launched an investigation, the five policemen in question all denied ever seeing or stopping the motorcyclist— although they admit that they were indeed patrolling in the area on that day. However, video footage later surfaced—contradicting the denial by the cops.

The footage showed Brijmohan sitting in the tray of an unmarked vehicle with his motorcycle, as it drove west along the road that leads to Providence New Scheme, East Bank Demerara, between 15:20hours and 15:35 hrs. The footage was handed over to the detectives who were working on the case.

PPP takes up seat on Board for... (From page 12) an environment that will encourage political inclusiveness. In this spirit, President Granger said that he wanted members of the People’s Progressive Party / Civic (PPP/C) to occupy a seat on most if not all State Boards. But PPP refused to

occupy seats on most Boards. This occurred in cases such as the Board for the Broadcasting Authority which is yet to see the PPP’s nominee on the current sixmember Board. Natural Resources Minister Raphael Trotman, at a post-Cabinet press conference, addressed this

issue. Trotman said, “No we are not worried…We have sought as a responsible Government to keep one space open, at least on the important Boards for the parliamentary opposition, and it is for them to say that they are prepared to take it up or not.”

Investigators are also tracking several properties that may have been purchased by the official, and placed in the name of his reputed wife. The properties, including lands and homes, are scattered across the country, officials say. Investigators would have been questioning the origin of the monies used to buy the properties and shares. Shariff is one of the most senior officials to be arrested by the new administration in its anti-corruption crackdown. He was accused of money laundering and tax evasion. Officials had explained that between 2010 and this year, there were hundreds of transactions in several bank accounts. The accounts were held at different commercial banks. From the bank accounts that investigators managed to ascertain that more than $10B would have been deposited. What is strange about this case is that not many businesses in Guyana would actually experience a turnover of what was deposited to the accounts. Worse yet, Shariff

appeared to have paid very little taxes, despite having at least one impressive-looking property he has and lives in at a prime location in Kitty. The Guyana Revenue Authority had stepped in to be part of the investigations. However, even if that tax issue is settled, it is unlikely that money laundering accusations would go away anytime soon, especially as the country has adopted tough, new regulations. Shariff is reportedly claiming that the monies were proceeds from his phone card sales and other businesses. Shariff, 43, had worked at Freedom House before being hired by the Bharrat Jagdeo administration in the Press and Publicity Unit of the Office of the President. Shortly after President Donald Ramotar was sworn in late 2011, he was appointed Permanent Secretary at Office of the President, a position previously held by Dr. Nanda Gopaul, who left the post after becoming a Minister. Before that, he was reportedly at the Ministry of Health, in a key procurement position. Shariff reportedly fell under the eyes of SARU and SOCU last year during an

investigation into the disappearance of $600M. The monies were supposedly to be paid to the Ministry of Public Service. However, there were no traces of it. Investigations later led to the then Minister, Dr. Jennifer Westford, being charged along with her former assistant and placed before the court. Investigators on that case apparently honed in on Shariff and started tracking his business. It was then that they noticed unusually large amounts being deposited into his accounts. Around mid-last year, one bank reportedly became suspicious after attempts were made to deposit up to $500M at separate times to bank accounts linked to Shariff. The suspicious transactions were reported to the authorities, with the bank halting transactions. Shariff was a candidate for the People’s Progressive Party/Civic in last year’s General Elections. The new administration had kept him in that position, saying they were not in the business of witch-hunting.

D’ Urban Park Project …

Special Purpose Company only existed for six months President Granger says, “There was nothing secret or criminal about it” By Kiana Wilburg The Special Purpose Company which was estab-

lished to fast track the completion of the D’ Urban Park Project only existed for about

six months. This is according to President David Granger, who

fielded questions regarding accusations of lack of transparency with regard to the project. During a taping of his show, “The Public Interest” the Head of State gave his views on the project and the reason for a special company being established in the first place. Granger said that the company, Homestretch Development Inc. (HDI), had several directors, one of whom was Minister of Education, Dr. Rupert Roopnaraine. “Dr. Rupert Roopnaraine has not committed any error. In fact, he was a representative on the company that was formerly established. We have not concealed the company. He represented the government’s interest because the celebrations which we had aimed at, at that time of the establishment of the company, concerned largely the 50th anniversary celebrations. So please don’t attach any blame or any fault to him,” Granger emphasised. He also insisted that HDI was not a secret company, and that the National Assembly was notified. The President said that when the coalition entered office in May last year, there were some ad hoc measures in place to rehabilitate the Independence monument which had been neglected for several decades. Those measures were also in place with regard to the inauguration parade at the National stadium. However, since no budgetary allocations had been made for the construction of a stadium, it soon became clear that it was necessary to establish a short-term company to complete the project on schedule. “So I would say that certain ad hoc measures were put in place as early as May 2015. And it was decided that a special purpose company called HDI would be used to continue the preparation which had started, until the government passed a budget and put other institutional structures in place,” the Presi-

Public Infrastructure with the sole responsibility to complete the project…So it was only in existence for about six months, and I would refer to it as a transitional company,” responded the President. The Head of State admitted that while the establishment of the company may have been an unusual course of action it was expedient at the time, and Guyanese now have a valuable asset, which is a source of national pride.

President, David Granger dent explained. The Head of State said that when the purpose of the company came to an end, particularly with regard to the D’Urban Park Project, its role was transferred to the Ministry of Public Infrastructure. “So there is nothing secret or criminal about HDI and it did serve its purpose. When it came to an end, it was transferred to the ministry, but we could not have done it before, because of the uncertainty of the budget and the speed with which we had to bring the project to conclusion by May last,” Granger said. The President said that today, Guyana now has a stadium that can accommodate about 30,000 persons. He said that it is a public asset that will be there for all time. It is open to all Guyanese. Granger was subsequently asked to say how the company was only registered in January last but started works on the project since November 2015. “It is a matter of a month or two-difference. As I explained, budgetary provision was not made for the construction of that stadium in time for Independence celebrations in May 2016, and it was felt prudent to establish the special purpose company. As soon as we could, we terminated the work of that company, and (transferred the project to) the Ministry of

On April 19, 2016 President Granger mandated the Minister of Public Infrastructure to assume full responsibility for the D’urban Park Development Project as its completion date drew near. Minister Patterson had also expressed confidence that his team could meet the deadline and realise the President’s vision of making the Park a beautiful and safe public space. The Guyana Defence Force’s Engineers Corps were also tasked with assisting the Minister’s team in this endeavour. The Minister made good on his commitment that the venue would be completed in time for Guyana’s Golden Jubilee Anniversary celebrations and thousands of Guyanese turned out, filling all the bleachers and spilling onto the verges for the national celebration. Minister Patterson, who had also indicated in July 2016 that his Ministry was working on ensuring all outstanding payments to contractors involved in the project were addressed, in an invited comment this evening, indicated that Cabinet, at their last meeting has favourably considered a proposal for such payments to be concluded. Since its completion, D’urban Park has hosted a number of national, cultural and religious events and is often used as a recreational, sport and exercise venue by residents of South Georgetown and others, who visit the area.

Teen found hanging in police station cell An 18-year-old who was in custody for wounding a relative was found hanging in a cell at the Mackenzie Police Station about 14.45hrs yesterday. A release identified the prisoner as Maurice Summer, 19, of Central Amelia’s Ward, Linden, and said that the Police Office of Professional

Responsibility (OPR) is investigating his death. According to the release, Summer was arrested for the alleged wounding of his uncle, Sylvester Cambridge, who was hospitalised and discharged from the Georgetown Public Hospital Corporation last Wednesday. Summer was found during

a routine visit by ranks, hanging from one of the cell’s grill bars. The prisoner’s jersey was tied around his neck. He was rushed to the Linden Hospital Complex and was pronounced dead on arrival. The body is at the hospital’s mortuary awaiting a post mortem.

Murder of Berbice carpenter...

REMANDED: Maryanna Lionel Police know where Marcus Brian Bisram, the mastermind in the murder o f B e r b i c e c a r p e n t e r, Faiyaz Narinedatt is residing and are currently in contact with their United States counterparts to have him arrested, and brought back to Guyana to face a murder charge. This is according to Police Prosecutor Neville Jeffers, who said that local police are currently working along with International Criminal Police Organization (INTERPOL). Bisram, who is the head of a US-based charity, was charged in absentia yesterday for the murder of Narinedatt and allegedly procuring five persons to kill him. The charge comes a day after police issued a wanted bulletin for his arrest.

WANTED: Marcus Brian Bisram

MURDERED: Faiyaz Narinedatt

Also charged with murder was Orlando Dickie, Bisram’s bodyguard, of Stevedore Housing Scheme, North Ruimveldt, Georgetown. A joint charge for the indictable offence has now been instituted against them and four other men who were charged on Tuesday. It is alleged that between October 31 and November 1, at Number 70 Village, Corentyne, Berbice, Bisram, Dickie, Radesh Motie, 39, an excavator operator, of 124 Number 78 Village Corentyne, Berbice; Diadath Datt, 18, of 98 Number 71 Village, Corentyne, Berbice; Harripaul Parsram, 49, of 164 Number 71 Village, Corentyne, Berbice and Niran Yacoob, 37, of 65 N u m b e r 6 7 Vi l l a g e , Corentyne, Berbice, murdered Narinedatt. And Bisram procured Dickie, Motie, Datt, Parsram and Yacoob to murder Narinedatt. Prosecutor Jeffers told Chief Magistrate Ann McLennan that the new

charge was laid based on advice given by the Director of Public Prosecutions (DPP). A Preliminary Inquiry (PI) into this offence is expected to begin soon as the case file is complete. The matter was transferred to the Springlands Magistrate’s Court for December 8. Kaieteur News was advised that Bisram could be charged in absentia for murder since he is not required to plead. However, the court cannot lead evidence against him in a PI until he is arrested and brought before the court. The court, however, can begin leading evidence against the other accused in a (PI). Based on reports, Narinedatt’s killing was ordered by Bisram. The multi-millionaire, who is the founder of the Marcus Brian Bisram Foundation, is said to have donated $2M to a Berbice community policing group and recently pledged

$200M annually to the needy in Berbice. It is alleged that on the day of the killing the overseas-based Guyanese had a party at his home, which Narinedatt and a few others attended. At some point Narinedatt went to the back of the yard to urinate. The overseas-based Guyanese allegedly followed Narinedatt and began making sexual advances towards him. Narine slapped and pushed away the man. It was then the rejected man allegedly instructed his friends to kill Narinedatt. It was reported that the overseas-based Guyanese told his friends he would ensure they are not caught. Kaieteur News understands that several men beat Narinedatt at the businessman’s premises. He was then taken to a roadway and beaten until he fell into a drain. Attorney Adrian Thompson entered an

appearance on behalf of Dickie, a father of six, and bus conductor. The lawyer requested for statements to be disclosed. His request was granted by the Chief Magistrate. It took the intervention of ranks from the Major Crimes Investigation Unit (MCIU) to crack this case. This was as a result of the deceased family’s refusal to have detectives in Police ‘B’ Division investigate the matter. Initially, it was suspected that Narinedatt was the victim of a hit-and run accident; but MCIU detectives were able to prove that he was murdered and his body run over by a car after dumped on the road. Meanwhile on Tuesday, Sharmilla Inderjali, 45, the mother of Bisram, and Maryanna Lionel, 25, the sister of one of the accused, both of Number 71 Village Corentyne, Berbice were charged for willfully attempting to pervert the course of justice. It is alleged that on November 19, at Eve Leary, Georgetown, they contacted a Detective Corporal and offered him $4M in cash to forego charges against Datt, Yacoob, Motie and Parsram, who were at the time in custody pending investigation into the matter. Prosecutor Jeffers pointed out that the monetary bribe was also intended for police to forego charges against Bisram. They pleaded not guilty to the charge and were remanded to jail until next Monday when they will reappear in the Georgetown Magistrates’ Courts, for statements. Anyone with information that may lead to Marcus Brian Bisram’s arrest is asked to contact police on telephone numbers 3332191, 333-2151-3, 225-2227, 225-0575, 911 or the nearest police station. His last known address is 115 Section ‘A’ Number 70 Village Corentyne, Berbice and the United States of America. (Feona Morrison)

Alleged cover-up of carpenter’s murder…

Detectives under close arrest as OPR joins probe Two Berbice-based detectives were under close arrest yesterday, as police officials seek to understand why some ranks failed to act on evidence which showed that carpenter Faiyaz Narinedatt was murdered. This development came after officials found that the actions of the two ranks “were not in keeping with those of the Guyana Police Force.” Evidence against the two ranks has been turned over to the police’s Office of Professional Responsibility (OPR). “During the investigation we received certain information, which we think was worth the OPR investigating,” a senior police official told Kaieteur News yesterday. At least four police ranks

have been grilled about their role in the alleged cover-up of Narinedatt’s death. The detectives reportedly denied that they had suppressed evidence in the case. Narinedatt’s relatives have alleged that the Berbicebased ranks failed to act on evidence the family had provided almost immediately after the 26-year-old carpenter’s body was found. While the ranks claimed that Narinedatt was a hit-andrun victim, his relatives said they identified the suspects, gave the ranks a motive, and even told them which vehicle was used to transport the corpse. But they said that the detectives failed to question any of the suspects. Frustrated family members even appealed, via Kaieteur News, for Minister of Public

Security Khemraj Ramjattan’s intervention. The case took a turn after his relatives contacted officials at CID Headquarters, Eve Leary. Almost immediately, a Major Crimes Unit team collected evidence which implicated several people in Narinedatt’s murder. Six people, including 27year-old US-based Guyanese, Marcus Bisram, have now been charged with the carpenter’s murder. Bisram’s mother, Shermella Inderjali and Maryanne Lionel, 25, were remanded for allegedly attempting to give a $4M bribe to Major Crimes ranks. Residents and police sources from Berbice have stated that the detectives under scrutiny were closely associated with Bisram. Photographs published by

Kaieteur News show Bisram and some detectives dining at a restaurant. The restaurant is said to be located in New York. Bisram is said to have fêted other senior ranks, including one who provided security for the US-based Guyanese to and from the airport, as well as at Bisram’s private functions. He had also handed over some $2.5M to a Community Policing Group in Berbice on October 31. A party was subsequently held at Bisram’s home at Number 70 Village, Corentyne, and several ranks, including a few officers, attended. Narinedatt was reportedly slain some hours later. His body was found on November1.

PI into KNews grenade attack...

‘Fed up’ prisoner clears courtroom Pandemonium broke out inside the Georgetown Magistrates’ Court in the courtroom of Chief Magistrate Ann McLennan after 25-year-old Leroy Williams, burst through a door to the prisoners’ chute demanding “Nobody move”. Williams is a prisoner on remand for the grenade attack on Kaieteur News. The prisoner had stormed back into the courtroom after another sitting of the Preliminary Inquiry (PI) into the matter ended. He was being escorted to the holding cell. He chucked the police rank who was escorting him, after the man had loosened his handcuffs in the process of escorting him to the washroom. The prisoner then ran up the stairs, knocked on the door to enter the courtroom, and as soon as the orderly opened the door, thinking it was one of his colleagues, a frenzied Williams appeared and shouted at the top of his voice as if he were a gunman or terrorist, “Nobody move.” “I fed up of jail, I fed up of jail. I want a quicker trial,” he continued. Persons, including reporters, quickly ran out the courtroom through the lone door. It was pandemonium. The Chief Magistrate came off the bench and retired to her chambers.

Proceedings were briefly adjourned as ranks made efforts to restrain the prisoner. . At the time, yesterday, several police ranks were standing guard with high powered firearms around the court. This is not the first time that Williams has behaved in this matter. But yesterday’s incident was the worst of them all. In the end, he was restrained and locked away in the Police Outpost. A few months ago, Williams hurled a bottle of water at a female reporter who was standing on the court stairway, capturing video footage of prisoners as they were being taken to the prison van. The reporter was at the time taking footage with her

cellular phone. Williams threw the bottle at her striking her in the upper chest. She was standing approximately 15 feet from him. The matter was reported to police. Meanwhile, the PI into offence continued with Detective Corporal Junior Blair being cross examined. Corporal Blair is the Subordinate Officer (SO) in charge of the Forensic Video Unit at Criminal Investigation Department (CID) Police Headquarters, Eve Leary, Georgetown. Williams, Janeil Howard, 20, of 322 Section ‘C’ Turkeyen, East Coast Demerara, and Alfie Garraway, 36, of Norton Street, Lodge, Georgetown,

are accused of conspiring together with other persons to cause an explosion by way of grenade, likely to endanger lives and cause damage to property. Garraway is currently out on $300,000 High Court bail. The other two accused remain on remand. Howard is unrepresented by an attorney. Alfie Garraway is being represented by Attorneys Stanley Moore and Glenn Hanoman, while Attorney Neil Bollers is defending Williams. Moore and Bollers grilled the witnesses for over an hour with questions. Corporal Blair had earlier given testimony in relation to CCTV footage retrieved from Kaieteur News building which he extracted onto three

compact discs. The discs with the footages were admitted to form part of the prosecution’s evidence, after its contents were revealed to the court. The witness was re-examined by Police Prosecutor Neville Jeffers. Prosecutor Jeffers will be recalling Somal Sharma, Network Administrator at Kaieteur News and another police witness to testify on December 1. According to reports, on the day in question, a security staffer heard an unusual sound near Publisher of Kaieteur News Glenn Lall’s vehicle, PRR 8398, which was parked on the western side of the newspaper ’s Saffon Street, Georgetown office. On checking the front of the vehicle, the staffer spotted a grenade lying near one of the front tyres. Video footage from the company’s CCTV cameras showed a greycoloured vehicle, slowing as it approached Lall’s vehicle. The driver accelerated after the explosive device was thrown. Shemar Wilson also known as ‘Abdue’ is still wanted by the police for questioning in relation to the grenade attack. He is 20 years of age and his last known addresses have been given as 43 North Sophia and 51 West LaPenitence, Georgetown.

Allegations against Matron...

Two-week extension requested for completion of COI - Minister believes Union’s concerns should have been addressed A two-week extension has been requested to facilitate the continuance of a Commission of Inquiry (COI) that was set up to probe allegations that have been levelled against Sister Collene Hicks, Director of Nursing Services (Matron) of the Georgetown Public Hospital Corporation (GPHC). This development was recently revealed by Chairman of the hospital’s Board of Directors, Dr. Carl ‘Max’ Hanoman. According to Dr. Hanoman, he was hoping to convene a board meeting this week, during which the request for the extension would be addressed. Hicks was sent on administrative leave in July to facilitate the COI. But the work of the COI only commenced in earnest during the month of October and was expected to last for one month. The COI, headed by former General Secretary of the Guyana Public Service Union (GPSU), Ms. Chandrawattie Persaud, was tasked with assessing the truthfulness of the allegations

or complaints, and make determination as to whether these have been injurious or destructive to the effective and efficient delivery of the health care delivered at the GPHC. Based on the COI’s Terms of Reference (TOR), the Commission was expected to compile, through interviews with staff of the hospital, including doctors and nurses or through investigations, a list of allegations or complaints of displeasure or misconduct against the Director of Nursing Services. Among other things, the COI was expected to specifically examine the promotion of nurses under the Director of Nursing Services to determine whether these were based on merit. Added to this, the Commission was tasked with examining the relationship between the Director of Nursing Services and the doctors of the institution, to ascertain if this affected the delivery of health care at the hospital. The COI was also designed to determine whether

the Director of Nursing Services committed acts of insubordination during the period September 15, 2015 to July 20, 2016. “What we also have to look at specifically is that 150 persons within the organisation signed a petition against the Director of Nursing Services and we would want to enquire what the issues are to cause that petition,” Persaud had told this publication. At the start of the COI, she revealed that the investigation could entail the interviewing of the 150 or even more individuals as part of the process. “We intend to have a balanced process,” asserted Persaud. But the process from the inception was not viewed as balanced by the GPSU, which has been representing Hicks’ interest. The Union in a statement had revealed that it already has no confidence in the outcome of the COI, since some of the Commission’s members have an association with the GPHC.

“It was felt that the association could influence the conduct of the inquiry, making it prejudicial against the subject of the inquiry,” the GPSU had asserted. The union’s choice for the Commission was Mr. Reginald Brotherson, Permanent Secretary of the Department of Public Service within the Ministry of the Presidency. The other members, aside from Persaud, are Ms. Laurelle Daw, Director of Nursing Services at the St. Joseph Mercy Hospital for the past seven years; Dr. Anwar Hussain who has racked-up decades of service at the GPHC and former Auditor General, Mr. Anand Goolsarran. Speaking on the concerns raised by the GPSU, Minister of Public Health, Dr. George Norton said that “if we are

going to suspend somebody and investigate, then we must do it as efficiently as possible.” It is the belief of the Minister that if the Union is not satisfied with the persons selected to be a part of the Commission, measures should have been put in place to ensure that all concerned were satisfied. “If the Union has a problem then we must address it, don’t go creating confrontations...We have somebody who is off the job, a job that is very important for the health of this nation and we can’t afford to be making those little grandstanding, I don’t know for what reason,” added the Minister. In fact Minister Norton disclosed, “If I was handling it, it would have been three persons and not five on that commission, and people who satisfied all those concerned.”

Haiti successfully vaccinates US election recount: Jill Stein raises 729,000 persons against cholera funds to examine Wisconsin result PORT-AU-PRINCE, CMC – The Pan American Health Organization (PAHO) says Haiti’s Ministry of Health (MSPP) is nearing completion of its vaccination campaign against cholera, having reached more than 729,000 people with vaccines in Sud and Grand Anse departments, areas ravaged by Hurricane Matthew. On Wednesday PAHO said with its support and that of other partners, vaccination teams fanned out across the two departments, with the aim of reducing the burden of cholera cases by immunizing people in 16 different communes. Early reports from the Ministry of Health indicate that vaccination coverage reached 94 percent in Grande Anse and 90 percent in Sud Department, however, the communes of Moron (Grande Anse), Port-a-Piment, and Chardonnieres (Sud) had lower than average coverage. In some areas, PAHO’s Haiti Representative, Dr. Jean-Luc Poncelet, said teams were hampered by dif-

ficult access, as roads were cut by the hurricane, and populations were displaced. Poncelet said Ministry of Health officials are now collecting data and consolidating results, while looking for pockets of unvaccinated people in the communes. Epidemiologists and immunization experts were mobilized to support the campaign, which was carried out with one million doses of oral cholera vaccine provided by GAVI, through the Global Task Force for Cholera Control, Poncelet said. He said the International Medical Corps (IMC), CDC, UNICEF, WFP, PIH, Gheskio, and other vaccination partners supported the Health Ministry in the campaign, with social mobilization and logistics, including cold chain to keep vaccines potent, and transport and support for vaccination brigades. Haiti’s Minister of Public Health, Dr. Daphne Benoit, noted that, when the campaign began, “the vaccine is an additional intervention,

which will help us to save lives, but does not replace the efforts that the government supports in the field of water and sanitation.” Poncelet stressed the importance for all partners to join forces in assisting the Ministry of Health to “work together and with partners to build local capacity for clinical management of cases in the cholera treatment centers,” according to PAHO. Since Hurricane Matthew struck Haiti on October 4, PAHO said more than 5,800 suspected cholera cases have been reported by the Ministry of Health.

A former presidential candidate looks likely to spur a last-minute recount of part of the result of the US election. Donald Trump narrowly beat Hillary Clinton in Wisconsin, but two voting rights experts say the result needs to be more closely analysed. Green Party presidential candidate Jill Stein says she has gathered enough money to fund a recount in Wisconsin. There is no indication Mr Trump’s win was down to cyberhacking, one of the experts said on Wednesday. One election official in Wisconsin said they are

preparing for a possible recount. On Tuesday, New York magazine first reported that a group of experts, led by voting-rights lawyer John Bonifaz and J Alex Halderman, the director of the University of Michigan Center for Computer Security and Society, had contacted Mrs Clinton’s campaign. The experts urged her campaign to request recounts in two states narrowly won by Mr Trump - Wiscon s i n a n d Pennsylvania - as well as Michigan, where he has a small lead. In a post on Medium on Wednesday, Mr Halderman repeated concerns he has

voiced in the past over the vulnerabilities of paperless voting machines. Critics say electronic votes could be easily manipulated because there is no paper trail to check The fact that the results in the three states were different from what polls predicted was “probably not” down to hacking, Mr Halderman said. Concerns over possible Russian interference had been expressed in the runup to the vote. “The only way to know whether a cyberattack changed the result is to closely examine the available physical evidence,” he wrote.

China’s president invites regional journalists to China

Xi Main SANTIAGO, Chile, CMC – The President of Chinainping has invited regional media houses and journalists to increase their coverage of the growing ties between Latin American and the Caribbean and China. “China would like to welcome more media from this region to open up branches in our country, and I would like to offer you greater facilities and easier conditions for you to do your work there,” Xi told the official opening session of the summit inside the Economic Commission

for Latin America and the Caribbean (ECLAC) building Tuesday evening. Arguing that the media can play a vital role in fostering friendships in all three regions, President Xi recommended that new technologies, such as the Internet, be utilized. Xi made the call on the first day of the November 22-23 Santiago Summit of Media a n d C o mmunications of China and Latin America. He argued that the media can play a vital role in fostering friendships between the

Latin American and Caribbean region (LAC). “In order to reinforce the capacity for transmission of information… to show to the world what the reality is in China and Latin America and the Caribbean, as well as transmitting our confidence in the development [and] make our voices heard together with regards to our positions on topics of peace and development on the world level”, said Xi. The media summit brought together over 80 journalists and media managers from China and 24 South American and Caribbean states and Xi spoke on arrival following his attendance at the just-concluded APEC Summit in Peru. The Chinese president said the media on the two sides of the Pacific “can do more to help each other” and called on gathered journalists to use available technology “to tell the world the reality on both sides and make our voices heard together on issues of world peace.”

Suicide truck bomb kills about 100 in Iraq, mostly Iranian pilgrims

(Reuters) A suicide truck bomb killed about 100 people, most of them Iranian Shi’ite pilgrims, at a petrol station in the city of Hilla 100 km (62 miles) south of Baghdad on Thursday, police and medical sources said. Islamic State, the ultra hard-line Sunni militant group that considers all Shi’ites to be apostates, claimed responsibility the attack in an online statement. The group also is fighting off a U.S.-backed offensive on its stronghold Mosul, in northern Iraq, in which Iranian-trained Shi’ite militias are taking part. The pilgrims were en route back to Iran from the Iraqi Shi’ite holy city of Kerbala, where they had commemorated Arbaeen, the 40th day of mourning for the kill-

ing of Imam Hussein, a grandson of the Prophet Mohammad, in the 7th century AD, the medical sources said. The gas station has a restaurant on its premises that is popular with travelers. Five pilgrim buses were set afire by the blast from the explosivesladen truck, a police official said. In recent months Islamic State has intensified attacks in areas out of its control in efforts to weaken the offensive launched on Oct. 17 to retake Mosul, the last major Iraqi city under Islamic State control. Iran’s Foreign Ministry condemned the attack without giving a casualty toll. Tehran will continue to support Iraq’s “relentless fight against terrorism,” ministry

spokesman Bahram Qasemi was quoted as saying by Tasnim news agency. “The United States remains steadfast in its partnership with the Iraqi people and government and this attack only serves to strengthen our resolve in defeating ISIL,” National Security Council spokesman Ned Price said in a statement. The U.S. State Department is in close contact with Iraqi authorities, department spokesman John Kirby said in a statement. (Reporting by Saif Hameed and Mohammed elSherif; Additional reporting by Robert Iafolla in Washington; Writing by Maher Chmaytelli; Editing by Toby Chopra and Bill Trott)

Iraqi special forces seize Mosul district in fresh push Iraqi special forces said they pushed deeper into Mosul on Friday despite heavy resistance from Islamic State militants using civilians as cover, and were holding half a dozen city neighborhoods seized in the last 10 days. The elite Counter Terrorism Service troops broke through Islamic State defense lines to enter the city early last week and have since been embroiled in a brutal, close-quarter combat with waves of suicide bombers and snipers. The special forces are the spearhead of a wider coalition of 100,000 fighters seeking to crush a few thousand Islamic State jihadists who have ruled Mosul, the biggest city of their cross-border “caliphate” in Iraq and Syria, for the last two years. The campaign, nearly

four weeks old, is the most complex military operation in Iraq in the 13 years of turmoil since the U.S. invasion that toppled Saddam Hussein. Security forces and army infantry divisions, backed by a U.S.-led air force, are preparing to move on southern and northern districts of Mosul in coming days, to step up pressure on the militants. Kurdish peshmerga and Shi’ite paramilitary forces are holding territory to the northeast and to the west. On the eastern front, special forces pushed into the Qadisiya al-Thaniya district, on the northern edge of the small pocket of neighborhoods they control so far, Sabah al-Numani, spokesman for the Counter Terrorism Service, told Reuters. “We have encountered heavy resistance from the enemy,” he said, with what he called “obstructive patrols”

of militant forces trying to hold up the advance. “We are facing the most difficult form of urban warfare, fighting with the presence of civilians, but our forces are trained for this sort of combat.” Military officers have told Reuters that the fighting is some of the most lethal they have seen, with small groups of militants using a vast network of tunnels and narrow streets to launch an apparently endless sequence of attacks against troops. A Reuters correspondent in Kokjali, on the eastern edge of the city, saw U.S. Apache helicopters overhead. Explosions, either from air strikes or suicide car bombs which the jihadists have deployed in the hundreds since the campaign started on Oct. 17, could be heard against a backdrop of artillery fire.

Faf du Plessis hits century after ball tampering fine South Africa captain Faf du Plessis scored 118 not out before declaring on 259-9 on the first day of the third Test against Australia in Adelaide. Du Plessis went into the daynight match having been fined for ball-tampering in the second Test, and was booed on his way to the crease. He responded with a century as wickets fell around him and put the hosts into bat for the day’s final 12 overs. Australia reached 14-0 with the pink ball under lights by the close. Usman Khawaja had to fill in as opener for David Warner, who was not allowed to bat having spent time off the pitch for treatment to a shoulder injury. Du Plessis admitted he made his declaration after Warner spoke to the umpires. “I listened to the conversation he had with the umpires - one

Du Plessis hit 110 on his Test debut at the Adelaide Oval in 2013 ear talking to the batter, one ear listening to him,” said Du Plessis. ”And then I heard he had six minutes left before he could bat again so I thought ‘let’s have a crack’.” The hosts, 2-0 down in the three-

match series, had made five changes from the second Test defeat, with batsmen Matthew Renshaw, Peter Handscomb and Nic Maddinson making their debuts. Wicketkeeper Matthew Wade and bowler Jackson Bird were also recalled and Australia quickly made inroads into the tourists’ lineup, with Josh Hazlewood taking 4-68. Du Plessis stood firm, though, and his declaration was the second lowest in an opening innings of a Test in Australia. The South Africa captain was fined 100% of his match fee after television footage appeared to show the 32year-old licking his finger and shining the ball while eating a sweet in the second Test. Du Plessis pleaded not guilty to the charge and denied any wrongdoing as he claimed he had been made a “scapegoat”. (BBCsport)

Cavs’ Love scores first-quarter record 34 points Cleveland forward Kevin Love scored a first-quarter record 34 points on Wednesday, helping the Cavaliers to a 137-125 win over Portland. Love caught fire from the tipoff by making eight threepointers in the opening quarter alone and outscoring the entire Timberwolves team 3431 heading into the second. His tally fell three points shy of the NBA mark for most points in any quarter. Golden State’s Klay Thompson hit 37 in the third quarter of a game against Sacramento in January 2015. Enjoy this moment of relief from your worries. CANCER (June 21–July 22) It's certainly clear that you have faith in your actions, Cancer! You feel no fear or doubt as you progress toward your goals, cruising along on calm seas under clear skies. LEO (July 23–Aug. 22) This is a moment to start being creative in your life and stop being afraid of not having any talent. Who's to say what talent is? And in the romance department, the love of your life might be right in front of you. VIRGO (Aug. 23–Sept. 22) You may be a bit unclear about your professional direction today. Karen Rolton inducted into ICC Hall of Fame

Bulawayo, Zimbabwe, CMC - West Indies may be the odds on favourite but they appear to be taking nothing for granted when they face Zimbabwe today in a do-or-die clash of the TriNations series which reaches a peak here on Sunday. Captain Jason Holder says he expects Zimbabwe to come out blasting on all cylinders, still fired-up from their miraculous come-from-behind effort to force a tie against his side. Both teams are desperate for a first win in Bulawayo, in a match which is essentially a semi-final, with the winner advancing to Sunday’s final against Sri Lanka. ”I expect good competition again .They played a very good game against us the last time and I expect nothing different from them,” said Holder. “Their tails will be up seeing this result and still have a chance to go through so the situation is for us to buckle up and close-up these close games”. We s t I n d i e s c o a c h Roddy Estwick believes his players have been committing too many unforced errors and has appealed for more discipline. ”Yesterday (Wednesday) we were to full in the first ten overs, we leaked 71 runs and we did not show the discipline we had

previously. We were not hitting the pitches hard as I would like,” said Estwick, after a training session on Thursday (yesterday) afternoon. ”Hopefully we can get back to hitting those lengths. I found once we hit the pitch hard and we made the Sri Lankans play of the back foot they tend to struggle”. Sri Lanka lead the points table with 11 points from four matches, West Indies have seven from three matches while Zimbabwe have four from three matches. The Windies have the leading performers in the t o u r n a m e n t s o f a r. Evin Lewis hit a career-best 148 off 122 balls against the Sri Lanka and heads the batting charts with 193 runs in three innings. Shai Hope, who made his maiden century (101) in the second match, has 173 runs. This is Hope’s first ODI series with the gloves and he is yet to concede a bye. ”It is a must-win situation we are in against Zimbabwe,”said Lewis whose maiden ODI century brought West Indies within striking distance before losing to Sri Lanka by one r u n i n We d n e s d a y ’ s thriller. “We have to go out there and regroup as a team and play our best cricket”. The left-hander who was promoted to the opening

spot and recorded his second international century of the year following his 100 against India in the T20 Series in Florida, battled cramps in the latter stages of his innings. However, the Windies skipper has suggested that Lewis would be ready to resume his battle today. “He was there out in the field for 50 overs fielding, and then came back to bat through most of the overs,” Holder said. “It was a bit of cramp, and I don’t think it was anything too serious.” There are doubts over whether fast bowler Shannon Gabriel will play against Zimbabwe after he limped off with a hamstring niggle after bowling only five overs against Sri Lanka. Miguel Cummins may take his place in the team for Friday’s crucial encounter. ”We have to see what the conditions serve up for us and we are just managing some niggles,” said Holder, the joint leading wickettaker with seven wickets. “Shannon was not able to finish today so I am not sure that he will be able to bowl in the next game but we will see”. Holder is followed by Gabriel six wickets and seamer Carlos Brathwaite also six wickets. Brathwaite recorded career-best figures of 4-48 against Zimbabwe – the best of the tournament so far.

Karen Rolton’s career for Australia spanned 14 years, during which she won two World Cups © Getty Images Former Australia women’s captain Karen Rolton was the latest inductee into the International Cricket Council’s Hall of Fame. Rolton was presented with a personalised cap during the tea break on the opening day of the third Test between Australia and South Africa in Adelaide. She became the 81st player overall, and the sixth woman to receive the accolade. Belinda Clark, Rachel-Heyno Flint, Enid Bakewell, Debbie Hockley and Betty Wilson are the other five women internationals to have been presented the commemorative cap. ”It’s with great honour that I accept this award of being inducted into the ICC Cricket Hall of Fame, “Rolton, who was the first ever recipient of the ICC Women’s Player of the Year award in 2006, said. “To be acknowledged like this is something that I never expected and I am truly grateful to be listed amongst

some of my all-time cricketing heroes. ”I’d like to thank Cricket Australia, my teammates over the years and, most importantly, my parents for supporting me playing cricket as a junior and right until the end of my career. Finally, thank you to the ICC for inducting me into the Hall of Fame, and your ongoing support of women’s cricket.” Rolton is the only Australian woman to score more than 1000 Test runs; her 209* against England is the highest individual score by an Australian woman. She also scored 4814 runs in 141 ODIs at an average of 48.14, with eight centuries a record only recently beaten by current Australian captain Meg Lanning. Rolton was also part of two of Australia’s World Cup triumphs - 1997 and 2005 - and captained the team in the 2009 edition. ”Karen had a long and successful career which saw several high points, including a century in an

ICC Women’s World Cup final,” ICC chief executive David Richardson said. “She proved her class time and again with superb performances, particularly in big matches, making her so well respected. She was a player women cricketers from around the world looked up to. ”With increased investment, women’s cricket has grown rapidly over the past few years but it is through the exploits and example set by players like Karen that young women and girls are inspired to take u p t h e g a m e . We congratulate Karen on behalf of the ICC for her successful career and for this well-deserved award.” Rolton is first of four cricketers who will be formally inducted into the ICC Cricket Hall of Fame this season. The other three are Muttiah Muralitharan of Sri Lanka, Australia’s Arthur Morris, and England’s George Lohmann. (ESPNcricinfo)

School’s Scrabble Programme

Carlton Murray (right) stands next to Teacher, Liana Stephens and students during the orientation sessions.

North Ruimveldt Multilateral benefits from orientation sessions The ongoing initiative to have scrabble installed as a part of the schools (sports) curriculum intensified when one of its initiators, top seed, Carlton Murray, visited the North Ruimveldt Multilateral (Secondary) School last Wednesday afternoon where he conducted a fruitful workshop among students and teachers. The session was conducted in the Clement Sylvester Auditorium and attracted an enthusiastic group of students under the guidance of two teachers, Liana Stephens and Lilian Thomas Prowell. ‘Multi,’ as the school is fondly called, has been making constant academic strides and was recently conferred with a Grade A status. That institution fell under the spotlight to comprise one of the pilot schools in the school’s scrabble programme and was recently presented with boards, tiles and other requisite paraphernalia. Wednesday’s session served to impart the rudimental aspects of the game. Several other similar

sessions have been planned and will also encompass the schools that have recently received similar gifts. The students were all eager to learn and indeed, spent the better part of two hours honing their skills. Several other institutions have benefitted from the initiative including Caramel Secondary School, Annandale Secondary and President’s College among o t h e r s . The children at President’s College will benefit from similar sessions under the guidance of another scrabble aficionado, and former teacher, Devraj Deonarine. The Minister of Education, Dr. Rupert Roopnarine has been instrumental in the acquisition of the scrabble sets and dictionaries and other paraphernalia including special scrabble dictionaries and an extensive list of 2, 3 and 4 lettered words. The Minister has also bestowed his blessings on the process. The concept of a larger board for teaching purposes was initiated and sponsored by Mark Thomas of Pro Signs and Darryl Lowe.

Turbo Energy Drink / Fruta Conquerors U-19 Academy League

Santos, Black Pearl are latest teams to record victories Black Pearl led by a brace from Orin Todd and a solitary strike off the boot of Trevon Adams cruised past Western Tigers by a 3-1 margin as play in the Turbo Energy Drink-sponsored Fruta Conquerors U-19 Academy League continued on Wednesday evening at t h e Tu c v i l l e g r o u n d . Behind 1-0 at the interval, Black Pearl opened the final period in attacking style, creating several opportunities against the highly favoured Tigers unit and most present felt it was only a matter of time before they gained the equaliser. The player to do that was Adams, stationed on the right side he flashed past a transfixed goalkeeper in the 50th minute to level the proceedings. In pursuit of the lead, Black Pearl continued their relentless assault in the Tigers half and their search ended when Todd bolted into the penalty area after a through pass that was delivered from the right side, before hammering a shot into the roof of the net in the 68th minute of play. Not content with their marginal advantage, Black Pearl’s work rate never

eased as they manufactured chance after chance and Todd, who had been the menace all night long returned to seal the win in the 80th minute when he netted from the penalty spot following a foul. Earlier, Rolan Apple had given the Tigers the lead in the 28th minute when a shot deflected off him and settled in the back of the goal. In the feature clash between Santos and the visiting Botofago side from Linden, the former scraped home by a 2-1 margin with Ryan Hackett netting a double in the 79th and 80th minutes for the winners, while Nealon Sansculotte’s 44th strike had given the visitors a halftime lead. Hurricanes’ record run chase surprises Jaguars

End of unbeaten streak has no effect on team spirit - Johnson By Sean Devers in St Lucia in association with Golden Arrow Hotel, Noble House Seafoods, Bissans Trading Carpet and Mat Store and Trophy Stall The previous highest successful fourth innings run chase in Regional First Class cricket was achieved 33 years ago when the Windwards overhauled 368 to beat Trinidad & Tobago in 1983 in Port-of-Spain but the Leewards, one of the weakest teams over the last few seasons pulled out all the stops to eclipse that record last week at the tiny Winsor Park in St Kitts. The Guyana Jaguars declared their second innings on 233-8 to set the Leewards Hurricanes an

improbable 369 to win on a last day track. By the end of the penultimate day the host had reached 47-0 and what transpired on the final day was a stunning batting blitz which ended an 19-match unbeaten streak by the Jaguars which began after they suffered an upset defeat by Barbados Pride in 2014 when they were bowled out for 67 at Providence needing 69 to win. Kieran Powell (54) and M o n tcin H o d g e ( 11 4 ) provided the Hurricanes with 93-run opening stand before Nkrumah Bonner (82) and Jahmar Hamilton (49*) who hit left-arm spinner Gudakesh Motie for six to take his team to 372 and a famous win. For 29-year-old Jaguars

Captain Leon Johnson and his team the Hurricanes runchase came as a surprise but despite the shocking last day result, Johnson, the only Guyanese to win back-toback First Class titles, said team spirit among the twotime defending champions was in no way affected. ”No it (result) has not affected team spirit at all, informed the left-handed Test batsman. “We were looking to have a lead of 350 and we got past that in the amount of overs we wanted to bat. We figured that 350 would be enough runs to d e f e n d i n 11 5 o v e r s . We were surprised to be honest. I guess that’s the nature of the game. They made 158 in better batting conditions in the first

innings then managed to make 372 to win,” Johnson explained. All of the batsmen have gotten starts but none of them have managed to score a triple-figure score this season and Johnson admitted some level of frustration at this fact. ”It’s a bit frustrating that no one had managed a century as yet I think that’s the difference between us making 290 and 350 in our first innings so far” said Johnson who has played n i n e Te s t M a t c h e s . When asked if Bishoo was missed, Johnson said he was, but feels the Jaguars still have a good enough squad to perform better than they did without him. “It’s the only game we

Leon Johnson ©AFP

have lost so there is no reason to panic or blame players or make excuses about missing a player” noted Johnson. T h e J a g u a r s ’ preparation for tomorrow’s historic day/night game with the pink ball has been hampered by the adverse weather here in St Lucia and

by the presence of Prince Harry, who is expected to play in a T20 match today at 09:00hrs at the Darren Sammy Stadium. However, Johnson says that an area of improvement his team will be focusing on this afternoon will be definitely getting a bigger first innings total.
