The suspect is a 36-yearold driver of Kwakwani Airstrip. According to Police, the incident happened on Sunday at about 02:10 hrs at Bush Pool, Kwakwani Staff Hill.
According to a police report, Ranks of Regional Divi-
sion #10 visited the scene approximately 02:20 hrs according to the police report. Enquires disclosed that at 01:45hrs, about 25 minutes prior to the incident, the sus-
pect had seen his 36-year-old wife in the company of the now deceased man, drinking beers.

wife and the now deceased, Joshua Dianid.

People with diabetes in the Americas...
From page 15 diabetes care into preparedness and response plans for emergencies.
In order to reduce the prevalence of the disease and enable those with diabetes to lead healthier lives and avoid complications, the Report calls on countries to:
· Improve the capacity for early diagnosis of diabetes and for the prevention of diabetes-related complications.
· Increase availability and access to quality diabetes care, including essential medicines such as insulin, glucosemonitoring devices, and selfmanagement support.
· Build strategies and policies to promote healthy lifestyles and nutrition and
prevent obesity.
· Strengthen surveillance and monitoring to ensure good diabetes control.
Diabetes in the Americas Diabetes is a chronic, metabolic disease, characterized by elevated levels of blood glucose.
Type 2 diabetes is the most common type, which usually occurs in adults when the body becomes resistant to or fails to produce enough insulin. Type 1 diabetes occurs when the pancreas produces little or no insulin by itself.
Diabetes is the sixth leading cause of mortality in the Americas and was responsible for over 284,000 deaths in 2019. It is also the second
highest cause of disability in the region, preceded only by ischemic heart disease. Diabetes is the leading cause of blindness in people aged 40 to 74, lower extremity amputations, and chronic kidney disease.
In addition, diabetes triples the risk of death by cardiovascular disease, kidney disease, or cancer. While type 1 diabetes cannot be prevented, it can be managed. Measures are available, however, to prevent type 2 diabetes, including policies and programs to promote good health and nutrition, regular exercise, avoiding smoking and controlling blood pressure.
PAHO continues to sup-
port countries in designing, implementing, and evaluating strategies to prevent and control diabetes.
PAHO’s Strategic Fund works to strengthen universal access to essential medicines and technologies for the treatment of diabetes in the region, enabling Member States to obtain insulin at low-cost prices.
The WHO Global Diabetes Compact also reinforces this commitment and provides a roadmap for countries to tackle diabetes.
World Diabetes Day is held every year on 14 November on the birthday of Dr. Frederic Banting, a co-discoverer of insulin, to raise awareness of diabetes.

The CJ even cautioned against arbitrariness due to the lack of rules and regulations in Guyana’s Local Content Act.
“This Act has no rules or regulations and this allows for arbitrariness,” Justice George-Wiltshire said. She explained that the minute the Secretariat realised that they needed certain regulations to better execute the mandate of the Local Content Act, they should have alerted the Attorney General Chambers to get those regulations implemented.
“The Local Content Act clearly needs regulations so as to prevent arbitrary decision-making,” she further stated.

The Chief Justice had granted a declaration that Ramps satisfied the statutory requirements and preconditions necessary for the grant of the Certificate of Registration, a declaration that Ramps Logistics as a Guyanese company is entitled to be issued a Certificate of Registration and to be entered into the local content register, and a declaration that the decision by Minister Bharrat and/or Dr. Pertab and/or the Secretariat to refuse to grant a certificate or registration to Ramps is unlawful, illegal, null, void and of no legal effect.
to refuse to issue a certificate to Ramps and an order of mandamus directing the Director to register and issue a Certificate of Registration to Ramps Logistics on or before noon on November 14, 2022which was complied with.
In December 2021, Guyana passed its Local Content Legislation, which caters to locals getting first preference in the country’s oil and gas sector.

Justice George-Wiltshire noted too that the list of requirements under a Form C, that the Secretariat is seeking from companies applying for a certificate, have no statutory basis since it is not a part of the law that governs local content.
The other two declarations that the CJ granted was that the decision of the State Officials or State Agency misconstrued or misapplied Section 2A1 and 2A2 of the Act and that they breached Section 6 of the Act when it refused to grant the certificate to Ramps Logistics.
In addition, the Chief Justice granted an order of certiorari quashing the decision of Minister Bharrat and/or Dr. Pertab and/or the Secretariat
The Local Content Law is intended to regulate the way companies operate in Guyana’s oil and gas sector; employ persons, buy services, and the way that they procure goods.
Under the Act, the Secretariat has been established and functions as the focal point for the monitoring, evaluation, coordination, and reporting of Local Content in the petroleum operations of Guyana.
Therefore, the Secretariat key role is to monitor and evaluate companies’ performance with respect to the Guyanese utilization targets outlined in the Act.

Shai Hope’s match-winning 88 leads Barbados Pride into the last four of CG Insurance Super50 Cup
SportsMax - An excellent knock from Captain Shai Hope helped the Barbados Pride defeat the Leeward Islands Hurricanes by five wickets at the Sir Vivian Richards Cricket Stadium in Antigua on Sunday and advance to the semi-finals of the CG Insurance Super50 Cup.
The Hurricanes lost the toss and were sent in to bat by the Pride and, propelled by a third consecutive half-century from captain Jahmar Hamilton, they made a competitive 273-7 from their 50 overs. Hamilton made 51 off
71 balls including three fours and two sixes and was supported well by all-rounder Rakheem Cornwall (46), Kieran Powell (40), Keacy Carty (36), Hayden Walsh Jr (33) and Karima Gore (33 not out).
Leg-spinner Javed Leacock took 4-48 from 10 overs for the Pride.

The Prides target was then revised to 268 from 48 overs due to bad light halting the start to their reply.
