Exxon yet to update Stabroek Block resource after 19 months A

fter 19 months since its last u p d a t e , ExxonMobil's silence on updating the Stabroek Block's resource count is stirring questions and concerns.

The company's last resource count update, dated April 26, 2022, declared the recoverable resource for the Stabroek Block at nearly 11 billion oil-equivalent barrels, following discoveries at the Barreleye1, Patwa-1, and Lukanani-1 wells. However, since then, Exxon has announced seven more significant discoveries, yet the resource count remains unchanged.

In 2022, subsequent to the April update, Exxon announced four more discoveries at the Stabroek Block - at the Seabob-1 and Kiru-Kiru-1 wells in July, followed by discoveries at the Sailfin-1 and Yarrow-1 wells in October.

Moving into 2023, Exxon continued its successful exploration streak with discoveries at the Fangtooth SE, Lancetfish-1, and Lancetfish-2 wells. The

Fangtooth SE well, particularly notable as an appraisal well of the Fangtooth-1 discovery, is part of consideration for ExxonMobil's seventh Stabroek Block development.

Despite these advancements, ExxonMobil has maintained the same resource estimate.

This lack of update has been repeatedly brought up in earnings calls and press conferences.

During the 2023 third quarter earnings call, Doug Leggate, a Bank of America Merrill Lynch analyst, pointedly raised this issue with Exxon officials. He referenced past statements

by Exxon, which has suggested Exxon's future well targets are likely to result in a doubling of the 10 billion barrels in proven resource announced earlier.

Responding to the inquiry about why there hasn't been an update despite the numerous significant finds, Neil Chapman, E x x o n ' s S e n i o r Vi c e President, stated, "We continue to integrate those

results, both of exploration and appraisal drilling, and we're going to update that resource base when we see it

is a significant change." This response, often repeated in various forms, is vague and lacks clarity, particularly in

light of the substantial discoveries made post-April 2022.

Adding to the confusion,

Hess, Exxon's partner in the Stabroek Block, appeared to set a different insight in late 2022.

During a presentation at the Bank of America Securities 2022 Global Energy Conference, Hess' then CEO, John Hess spoke of a “major upgrade” to the Stabroek Block resource base, once the discoveries made in 2022 are incorporated.

However, since this statement, the Stabroek Block partners seem to have diverged from this narrative.

The continued delay in updating the resource estimates, despite clear evidence of significant discoveries, raises questions about whether ExxonMobil and its partners are being transparent, and whether stakeholders can trust the accuracy of the information currently being shared with the public.

With the company's resource count stagnant at 11 billion barrels despite new findings, for 19 months, stakeholders and analysts are left wondering: What is ExxonMobil hiding?

ExxonMobil says will help countries prepare for oil spill from Guyana E

xxonMobil Guyana Limited (EMGL), the operator of the Canje oil block, offshore Guyana says it is committed to helping countries prepare that can be impacted by an oil spill as a result of its planned oil and gas activities.

In the Cumulative Impact Assessment (CIA) submitted by to the Environmental Protection Agency (EPA) for a 12- well Exploration and Appraisal Drilling Campaign in the Canje Block, the oil company signaled that 10 countries in three geographic regions can potentially be impacted by a spill.

These include Trinidad and Tobago, Venezuela, Grenada, St. Vincent and the Grenadines, St. Lucia, and U.S. Virgin Islands, Puerto Rico, Dominican Republic, Haiti, and Jamaica.

C o n s e q u e n t l y, t h e operator stated, “EMGL will work with representatives of the respective countries that

could be potentially impacted by a large oil spill to be prepared for the unlikely event of a spill.”

Exxon noted these preparations include coordinating operations and communications between different command posts; creating a transboundary workgroup to manage waste from a product release, including identifying wastehandling locations in the impacted regions and managing commercial and legal issues (wastes collected in countries outside of Guyana will be handled according to the regulations specific to that location).

A d d i t i o n a l l y, t h e company said it will assist in identifying places of refuge in the impacted region where response vessels could go for repairs and assistance; determining how EMGL and the impacted regional stakeholders can work together to allow equipment

liability and establishing claims and/or livelihood remediation processes during a response to a transboundary event.

Exxon also noted that it

would work with local communities within the impacted areas to raise awareness of oil spill planning and preparations.

The CIA states, “With respect to working with representatives of the respective countries, the communication protocol for country-to-country involves engagement through the Ministry of Foreign Affairs under the direction of the Government of Guyana.”

In the document, it was noted that the application for the 12- well campaign was filed by Exxon on behalf of itself and co-venturers JHI Associates, Inc., MidAtlantic Oil & Gas, Inc., and Total E&P Guyana B.V. EMGL h a d f i l e d a n application for E n v i r o n m e n t a l Authorisation with t h e E PA b a c k i n December 2021.

a p p l i c a t i o n , t h e E PA determined, pursuant to S e c t i o n 11 ( 2 ) o f t h e Environmental Protection Act that the project by itself will not significantly affect the environment and, therefore, does not require an Environmental Impact Assessment (EIA).

Kaieteur News understands that the exact locations of the potential 12 wells comprising the project have not been finalized.

While some wells could be drilled for exploration purposes, Exxon said it is also possible that some wells may be drilled as appraisal wells.

Therefore, priorities and schedules are subject to change following any potential exploration well results.

The project, which the operator intends to commence in the second quarter of 2024 will run until the first quarter of 2025.

Expense, abuse, audit sanctions Where expenses were involved, ExxonMobil Guyana Ltd (EMGL) threw more than the kitchen sink at Guyana.

Whatever stray cats and dogs that the company could find, it simply added them without a second thought to the American billions submitted for payment, and to be deducted from Guyana’s oil revenues. Anything and almost in any amount that EMGL opportunists could drum up and dump on Guyana under the cloak of bills, it was enthusiastic in doing so. This is what the audit team spearheaded by Ramdihal & Haynes Inc., has among its egregious findings, which cast a terrible pall over the company. It reflects poorly on the way it does business with Guyana. Trust has vanished with a partner of this caliber, little goodwill, given the levels to which the company lowered itself with those expenses charged to Guyana.

There should be meaningful audit sanctions for palpable expense abuse. We at this publication are all for audit sanctions strong enough to send the sharpest messages. This is because it is not the first time that this so-called American partner has tried to play games when expenses are involved. There is the Gopinath “Bobby” Gossai business from another audit, which still has more hidden mysteries than the revelations that have come to light. Regardless of the angle from which that is looked at, there is ExxonMobil as an active participant, and not for the better of Guyana’s collections from its oil. When these two instances are considered in and of themselves, it becomes clearer and clearer that EMGL is not a partner, but more of a schemer and self-enricher. It makes all the money that could be had right here, but this company’s greed is simply insatiable, it has to have more, and by any means, under any expense categorization. Former Guyana Ambassador, Dr. C. Kenrick Hunte said it best: “This dishonorable action signals the utter contempt that EMGL has for Guyana.”

The litany of dishonorable actions by EMGL is lengthy and shabby. Guyana is billed for leisure and liquor, as though those are vital to offshore oil operations in the Stabroek Block.

Guyana is billed for exercise and other exciting events, such as holiday parties and fine dining in tony eating establishments, which somehow is made out by EMGL as having a relationship to exploring for and producing oil. Even more unpalatable and unimaginable, Guyana is billed by EMGL when the company spends handsome amounts to brainwash the citizens of this country about how good it is to them, and how much it has done for them. There should be more than sanctions for such excesses, what Guyanese call ‘eye-pass’. There ought to be jail time for those who concocted these expense schemes to continue the rip-off of this country in the US millions.

Companies try something like this in the United States, and the consequences would fly fast and furious.

To his credit, Guyana’s oil chief, Vice President Bharat Jagdeo, is talking a good game: “I maintain my position that it would be illegal and I repeat that. The audits would have revealed that now, and as I have said before there should be consequences.” Any Guyanese who was harboring ideas that some tough sanctions were in the making had to swallow their hopes. For in the next breath, this is what Jagdeo had to say: “If you did unauthorized work, you don’t go to jail according to PSA it just doesn’t form part of the cost bank.” If that was not lame, an invitation to future robberies, then nothing is.

Characteristically, Jagdeo was giving EMGL a free pass. He is not going anywhere near anything that has to do with sanctions for expense abuse. This is the leader who has accumulated a record of shrillness and sharpness when locals get in his way, but is the complete opposite in demeanor and attitude when foreigners are involved. It is either he suffers from some unknown inferiority complex, or he is afraid. What could be afraid of in the instance of EMGL, only he would know. Now EMGL is off the hook for its abuses, and is free to come up with slicker ways to skin Guyana alive through future expenses submitted.

Recommendations for the CEO of GPL DEAR EDITOR In light of the concerning revelations within the Guyana Power and Light (GPL) that have made its way into the public domain through online and printed press , it is imperative that management takes decisive action to address these issues and restore trust in the organisation.

I would recommend the implementation of the following measures: Transparency and Accountability: To ensure transparency in its operations, management should maintain a comprehensive list of all registered justices of the peace, including their official stamps and signatures. This list should be readily accessible and mandatory for verifying tenancy agreements.

Suspension during Investigation: It’s alarming that staff members implicated in the ongoing investigation remain on the job. To preserve the integrity of the investigation and prevent potential compromise, it is essential that these individuals are

suspended until the inquiry is concluded.

S t a ff Tr a i n i n g a n d Rotation: To mitigate the risk of staff becoming involved in corrupt practices, it is advisable to cross-train and rotate employees every six months. This will reduce the chance of undue familiarity with customers that could lead to illicit monetary offers, as mentioned in the letters.

Merit-Based Promotion and Selection: Promotions and staff selection processes should be based on merit, skills, and qualifications rather than favoritism and their sole credential being a birth certificate .

This will help in appointing competent individuals to key positions.

Mr Editor ,Clearly, the company has cracked the code to identifying top managerial talent.

It’s almost poetic, really.

Who needs years of education, training, and hard work when you can just hand in your birth certificate like some sort of magical golden ticket to career success?

Perhaps we should all start framing our birth certificates

and hanging them proudly on our office walls as a symbol of our newfound management prowess.

I can only imagine the level of strategic planning, decision-making, and crisis management this birth certificate-wielding genius will bring to the table.

The rest of us should take note and consider throwing away those dusty masters,degrees , diplomas and academic certificates in favor of our trusty birth certificates –which GPL has accepted and endorsed as the ultimate key to corporate success.

Accountability for All: Management must hold all individuals involved accountable for their actions or inaction.

This includes supervisors, managers, and even the director if they played a part in allowing these practices to persist.

Such accountability is vital to maintain the organization’s integrity.

But in the spirit of “accountability,” maybe they should consider a clean slate. Remove everyone involved, for their

memorable part in this epic saga of inaction. It’s time to give someone else a chance to take the reins of this department.

Immediate Action: Delayed responses to concerns raised in letters over the past two years are a matter of serious concern. In the spirit of accountability, management should acknowledge their shortcomings and commit to taking immediate action to rectify the situation.

Mr. Editor ,It is indeed perplexing that these issues persisted despite prior warnings and responses from GPL’s public relations officer who instead of debunking these “allegations” should’ve done her due diligence and refer it to the CEO. By implementing these recommendations, GPL can demonstrate its commitment to rectifying the issues, ensuring transparency, and upholding the highest ethical standards.

This is crucial for regaining the trust of both its employees and the public.

Opposition Commended for Support Against Venezuela DEAR EDITOR, The Opposition is c o m m e n d e d f o r unanimously supporting the government on the border issue in which Venezuela is (wrongfully) claiming some two-thirds of Guyana’s territory and planning a referendum to ratchet up the claim. Opposition Leader Aubrey Norton, Shadow Minister Amanza WaltonDesir, and Shadow Attorney Geneal Roysdale Forde, among others, gave excellent speeches backing the national position on the territorial integrity of Guyana.

Norton’s long speech stood out in parliament, perhaps it was the longest during the rare show of unity by government and opposition. The public likes the show of unity on Venezuela and hopes it can be transplanted on other (socio-economic) issues impacting on the population like the high cost of living, crime, health, among others.

All of the presentations were very good and Norton’s stood out as it was decades, if at any time, in which an opposition leader supports

the government on an issue.

Norton has not had a very good or happy run of leadership since he won the position 23 months ago.

Commentators and newspaper editorials assailed his leadership describing it as u n i m p r e s s i v e , unimaginative, inept, and dull. His personality is described as dour. He has lost support on the ground.

And in terms of achievements during his tenure, he has virtually none not been able to meet with the President one on one to discuss varied matters impacting the nation. Norton has so far failed to meet the high hopes his supporters had when he defeated Joe Harmon for leadership in December 2021. He’s just never sparked excitement or shown much sign of political traction like that of those who are aspiring for his job.

Norton has been drifting downward in the polls (likeability or favorability, approval ratings, re-election as leader, and head-to-head contest against Irfaan Ali (for the Presidency); even many traditional PNC

supporters preferred Ali over him. A tracking poll now being conducted (that started over a week ago) also finds him slipping in likeability although his speech in parliament on the Venezuela matter was well received among supporters of both major political parties. He received praises from both sides. He gave a very good history of the border dispute and how it was settled in Guyana’s favor, and he saluted both towering independence freedom fighters (Jagan and Burnham)’s handling of the issue. No doubt it was his finest hour (performance) in parliament so far.

It was a focused speech on the border issue with rare display of unity by the Opposition and the government. There was no “cuss out” and no “picong” from opposing figures mashing up PNC/AFC MPs as in the “budget debates”.

Also, Norton did not show constancy of a lack of a clear message as in previous contributions in parliament and at various media encounters. He obviously showed that he has IR and

foreign affairs background.

He was very articulate. The speech was direct and clear but at the same time not transformative to re-capture those who have abandoned him since he won the leadership in December 2021. It wasn’t a gamechanger speech that he badly needed to forestall challenges to his leadership.

He would still have to campaign hard to forestall challenges to his position whenever internal elections are held and constitutionally due by year end. In a one-toone contest against either Forde or Amanza, he will lose based on findings of current and earlier opinion surveys. In a race against multiple candidates, he may survive but he won’t be able to defeat Irfaan Ali or any other PPP Presidential candidate like Ashni Singh or Anil Nandlall or Vickram Bharrat or some another. In f a c t , u n d e r N o r t o n ’s leadership, PNC is projected to lose four seats.

And his competitors for leadership of PNC, Forde and Amanza, were also very impressive and are gaining (Continued on page 06)

The Ignorance of Mr. Jagdeo on matters relating to Constitutional and Legal Rights of Trade Unions Dear Editor The Guyana Public Service Union wishes to respond to comments attributed to the Vice President, Mr. Bharrat Jagdeo, which are tantamount to excuses for G o v e r n m e n t ’s k n o w n breaches of the Constitution and Laws of Guyana. In this regard, he ignorantly spoke of matters relating to Trade Unions and posited that these Unions were making unrealistic demands and were aligned. This diatribe was published by Demerara Wave on November 9, 2023 under the caption “Govt. reluctant to negotiate unrealistic wage demands with opposition-aligned trade unions – Jadgeo”.

The ignorance displayed by this Senior Government Functionary is a nonsensical excuse for Government’s failure to conform to the requirements of the Constitution and Laws of Guyana that require collective bargaining between Employers and T r a d e U n i o n s .

G o v e r n m e n t ’s r o l e i n upholding these legal

requirements is not at its whims and fancies, but rather as prescribed in the Statutes. So for the Vice President to say that there is reluctance is more of an admission of a deliberate non-conformity to the Constitution and Laws of Guyana and the manifestation of the consummate prejudice for the GPSU and Public Service Workers. In fact, his utterance can be summed up as total disrespect and contempt for the Constitution and Laws of Guyana.

It is neither the Vice President’s call, nor that of the Government, to determine what rights would be allowed or denied to workers. These rights were made pellucid in both the Constitution and Laws of Guyana and therefore could not be willy nilly ascribed or denied at the Government’s whim. The Laws basically ascribes these rights, and Governments, as Servants of the People must comply, as they are normally foresworn to do.

The Government

functionary accords himself the status of Judge and Jury, thereby determining what Trade Unions are opposition aligned and this is pathetic. It seems that independent Trade Unions, which seek to secure the rights of workers without fear or favour, are accorded the status of being opposition aligned. Such puerile analogy, from a person elected to serve the people, is most discomforting and disheartening.

In fact, one can also note the irrational thinking of the Vice President when he represents to the nation Government’s reluctance to negotiate unrealistic demands, when in fact Trade Unions have not been allowed to properly defend their proposals or are availed with any counter-proposals from the Government.

The Guyana Public Service Union is of the view that that functionary should deal directly with the facts of the matter rather than add political propaganda narratives to the procedures dictated by the Law. Further, if some Trade

How Exxon stole a 3rd world country DEAR EDITOR, I just saw a very disturbing documentary on YouTube called “How Exxon stole a 3rd world country”.

It was quite eye opening and spoke of wide spread corruption by Exxon of the government, the legal profession, the EPA and the press. The accusations raised are quite serious and the government should allow for an external audit of the personal finances of those implicated by the documentary. This means a financial audit of those in government from the President and all members of his cabinet to other key members of Parliament including leading opposition members, the head of the bar association, its leadership and top performing

members, the board of the EPA and the boards of key newspapers in the country.

The financial audit should also be followed by a non biased Commission of Inquiry to determine where the corruption has taken place and to what extent have key leaders and individuals in key influential positions been corrupted. As the saying goes, “if you have nothing to hide, you’ve got nothing to fear.”

Going forward we must also support the establishment of a non partisan committee to manage the sector with continual audits of its members’ finances to ensure corruption is not taking place. Based on what has been presented by the documentary, the committee to manage the sector is

urgently needed to end the mentioned corruption and ensure the proper management of Exxon and the oil sector. Otherwise the integrity of our institutions for good governance will always be in question. This is a very serious issue and the accusations mentioned could bring down the government if the corruption is not uprooted and prevented from reoccurring.

We have just celebrated Diwali and this joyous festival of good over evil also brings with it an opportunity to clean our country of the evil that has been hindering our sustainable development.

Unions decide that they want to be politically aligned, that is an inalienable right and it is not for Governments to consider such decisions as bases supporting whether to negotiate or not.

The Government, as an employer, must obey the law, and the law dictates collective bargaining as it relates to wage demands, whether such is believed to be unrealistic or not. If it is the Government’s perception that demands made by Trade Unions are unrealistic, then it behooves them to produce the necessary evidence to show that those demands are unrealistic and take it from there, rather than to make unsubstantiated statements, without empirical evidence.

The whole processes of negotiation enable realistic solutions to demands made

by Trade Unions and the Government is deliberately avoiding this lawful process.

The words purportedly

uttered by the Vice President attributes to him a certain level of incompetence and ignorance of the Statutory Processes.

Moreover, the proposals submitted by the Unions are not only considered reasonable and merited, but also affordable. It is the Government that continues to impose grossly inadequate salaries, wages and allowances that continue to result in employees being relegated to the status of employed poor.

Then in the pretense of care, Goverment would throw miniscule relief to workers at the end of each year. Government’s posture is always in opposition to meaningful proposals made from the GPSU and Trade Unions generally, while being insensitive towards the needs of workers.

It was this very same negative mentality that caused the fifty seven (57) days strike in the year 1999.

It is also these circumstances that continue to contribute to the elements of doubt in the minds of Guyanese that resulted in a minority Government and two, one seat majority Governments over the last decade.

Further, it is important to understand the political nature of the governing cabal. The announcement made by the President occurred approximately ten months after the Parliament approved the related five billion dollars relief package.

The President having allowed that significant lapse in time has shown his lack of concern for the obvious impoverished working class, who were made to suffer through the astronomical increases in the cost of living over a prolonged period while he and his party engaged in political grand standing.

Concerns grow over speeding, loud music in minibuses in Guyana DEAR SIR, I hope this letter finds you well.

I am writing to bring to your attention some concerning issues related to the operation of mini buses in our country.

Over the past few weeks, there has been a noticeable increase in incidents involving speeding, loud music, and the overloading of passengers in mini buses.

These issues not only pose a threat to the safety of passengers but also contribute to the overall disturbance and inconvenience for passengers in the country.

It is my sincere hope that the Guyana Police Force take appropriate measures to address and rectify these c o n c e r n s .

Speeding: Minibuses often exceed speed limits, creating a hazardous environment for both

passengers and pedestrians.

I kindly request increased monitoring and enforcement to ensure that these vehicles adhere to speed regulations.

Loud Music: The blaring of loud music from minibuses is not only a nuisance but can also be a safety concern, as it may distract drivers and contribute to noise pollution.

I urge the police force to enforce regulations regarding the use of loud music in public

transportation.

Overloading: Overcrowded mini buses compromise the safety and well-being of passengers. Strict enforcement of passenger limits and regular inspections to ensure compliance would greatly contribute to the safety of everyone on the roads.

President Ali calls for global President, PM pledge peace at Remembrance cash to veterans Day ceremony President Irfaan Ali has called for global peace in honour of the fallen heroes of World Wars I and II. He made the statement while addressing a gathering on Rembrance Day held on Sunday last. Alluding to the ongoing war between Palestine and Israel, the head of state reiterated the call for a ceasefire in the continuous struggle for social justice, human dignity, and freedom from all forms of oppression.

“The least the world can do in honour of those who sacrificed ultimately in the two world wars is to return every corner of this world to a position of peace…to return hostages held against their will, and to cease fire on every land in which men, women, and children especially are killed and awaken by the sound of bombs,” he told the gathering, during the wreath-laying ceremony at the Cenotaph Monument Sunday morning.

Recognising the sacrifice of the valiant men and women who gave their lives in the two wars, President Ali said Guyanese have a responsibility to follow their example of resolve and perseverance in fostering a world of peace. Remembrance Day activities saw government officials, veterans from the Guyana Legion, members of the diplomatic corps, and the joint services gathering to pay homage to those who fought and died in World Wars I and II. The ceremony began with a military parade, followed by a presidential salute, the sounding of the last post, and two minutes of silence to remember the fallen soldiers and auxiliaries of the two wars. President Ali laid the first wreath, followed by Prime Minister, Brigadier (Ret’d) Mark Phillips; Speaker of the National Assembly, Hon. Manzoor Nadir; Chief of Staff of the Guyana Defence Force, Brigadier Omar Khan; President of the

President, Dr Mohamed Irfaan Ali laying a wreath at the Cenotaph Monument, Georgetown Guyana Veterans Legion, Lt Col. (Ret’d) George Gomes, and other officials.

Remembrance Day or Poppy Day is set aside to honour those who fought and died in France, Egypt, Belgium, East Africa, and elsewhere during World War I (1914-1918) a n d Wo r l d Wa r I I ( 1 9 3 9 - 1 3 4 5 ) .

Prime Minister, Brigadier (Ret’d), Mark Phillips, pledged a $2 million donation to the Guyana Veterans Legion (GVL) on Sunday at its Annual Remembrance Day ceremony, which was held at the GVL headquarters on Carifesta Avenue.

The Prime Minister donated $1 million on his behalf, and the other on behalf of His Excellency, President Dr. Mohamed Irfaan Ali. The Prime Minister also pledged $100,000 to each surviving veteran on behalf of the President, while he conveyed the Government’s commitment to assist the widows of deceased servicemen.

During his speech, Prime Minister Phillips stressed the significance of honouring veterans, asserting that recognising and supporting them is a collective responsibility.

“Their endeavours, whether on the frontlines, or in the service of the communities, contribute to the tapestry of a nation built on principles of compassion, and service.”

There should be meaningful audit sanctions for the abuse of Guyana's oil profits by ExxonMobil. We, at this publication, are all for audit sanctions strong enough to send the sharpest messages. This is because it is not the first time that this so-called American partner has tried to play games when expenses are involved.

There is the Gopinath “Bobby” Gossai business from another audit, which still has more hidden mysteries than the revelations that have come to light.

Regardless of the angle from which that is looked at, there is ExxonMobil as an active participant, and not for the better of Guyana's collections from its oil.

When these two instances are considered in and of themselves, it becomes clearer and clearer that Exxon is not a partner, but more of a schemer and self-enricher.

Exxon's US$2B oil spill insurance guarantee must be made public ...as multiple requests for document ignored

Collins has expressed concerns as multiple requests for the US$2B affiliate company guarantee, ordered by the Appeal Court have been ignored by government.

Collins in an exclusive interview with this publication on Monday indicated that his lawyers had

made a number of requests for the document but those have been ignored. He said they were in the process of taking action for the document to be made available publicly. Collins and another Guyanese citizen, Godfrey Whyte had successfully challenged the

lack of a parent company guarantee in the event of an oil spill in the Stabroek Block. The High Court in May this year ordered Exxon to provide an unlimited parent guarantee to protect Guyana from carrying the burdens of any financial liabilities as a result of the

company's activities.

The Environmental Protection Agency (EPA) days later filed an appeal of the ruling. The Government of Guyana (GoG) as well as Exxon has joined the appeal which is still ongoing. In June, the Appeal Court granted a stay on the High Court's ruling and instructed Exxon to lodge a US$2 billion guarantee while the Court considers the appeal.

Currently, Guyana has a US$600M per oil spill occurrence in place, which critics believe is not sufficient to cover a massive event that can occur in the Stabroek Block.

Nonetheless, on June 9, 2023 Exxon lodged a US$2B affiliate company guarantee for oil spills in the Stabroek Block. Despite the announcement being made

by EMGL's Vice President and Business Service Manager, Phillip Rietema and subsequent requests to the government, the document remains behind tightly shut doors.

Collins told Kaieteur News, “We have seen no evidence that the insurance has been effected.” He added, “Justice delayed is justice denied and so this process seems to be taking an eternity and given that top government officials are on record of having assured Hess (ExxonMobil's CoVenturer) that production will not be stopped a few months ago, it is troubling.”

He went on to point out that the lack of full liability coverage continues to cause concern for citizens across the country, especially as the government continues to hand out more project approvals in the 26,800 square kilometers block.

Already, five projects have been sanctioned by the EPA with a sixth application currently pending.

It must also be noted that two projects are currently operational in the Stabroek

Former TIGI President, Frederick Collins Block, Liza One and Liza Two. A third development, Payara is also expected to come on stream before the end of this year.

Collins was cautious in his comments to this publication since the matter is still before the Court, but shared his views on the insurance guarantee being kept secret.

He reasoned, “There appears to be an effort to extract as much (oil) as possible without regard to the enforcement of the laws that are supposed to be in operation. This is dangerous.”

The former President of the watchdog body also pointedly noted that he is not calling for the release of the oil spill guarantee provided

by Exxon but strongly believes that such a document ought to be made public. He argued, “I believe that such a document ought to be made public.

There is absolutely no reason for the government to keep it secret.”

According to him, the matter is a public one which the Court has already ruled on; moreover it is of grave national significance. As such the former TIGI President noted, “One would expect that it is made public.

This case is described as a public interest case and one would therefore conclude that the public has an interest in seeing that document.”

Since June 20, 2023, Kaieteur News has been requesting a copy of the affiliate company guarantee provided by Exxon.

Subsequent reminders were also sent to a public official who did not respond.

Jagdeo is the best thing after sliced bread Hugo Chavez, the former and now deceased President of Venezuela, implemented a series of social reforms to assist the poor. But these reforms in themselves did not define his 21st Century Socialism.

Chavez’s investments in housing, health and education and other social programmes led to the slashing of poverty from 70% in 1998 to 21% in 2010.

Extreme poverty was reduced from 40% to 7%.

The most dramatic decline in poverty in Latin America and the Caribbean.

Inequality was also slashed by almost half during the said period.

But Chavez was smart enough to know that mere investment in social services is not enough to attenuate the social gaps created by capitalism. He was only able to secure the resources to increase social spending b e c a u s e o f h i s nationalization of the oil industry and the kicking out of private oil companies.

Ironically, this became a source of decline in Ve n e z u e l a ’s e c o n o m i c fortunes. The United States of America launched a vicious assault against

Chavez and began to sabotage his economy. But external forces alone did not contribute to Venezuela’s misfortunes. The process of nationalization was too rash, to the point where after a mass exodus of skilled personnel, Chavez could not find the skills to efficiently operate the refineries.

With American pressure mounting, including attempted coups and later an embargo, the economy slowed dramatically. The Empire to the North struck back under Obama and this aggravated the problems of an economy which for too long had been dependent on oil. Venezuela’s lack of economic diversification contributed to the fragility of its economy. It suffered a massive shortfall in revenues when oil prices dipped. But the factor which contributed the most to the devastation of the Venezuelan economy were the sanctions imposed by the United States and its decision to cut off sources of financing, including the country’s own reserves. The United States wants regime change in Venezuela. It had wanted Chavez ousted. It had conspired to topple

Chavez because it feared the spread of 21st Century Socialism to the rest of South America. Just as it has stifled Cuba’s development since the Revolution, it has done the same to Venezuela.

All of this is important to understand because the PPPC is selling the public a steady diet of propaganda bragging about its social spending. But this social spending has not been transformative as was the case with Venezuela. The PPPC’s social programmes in Guyana never matched in scope and scale the social reforms undertaken by Hugo Chavez. And after Cheddi Jagan died and Janet Jagan demitted the presidency, Jagdeo set the PPPC assuredly on path of neoliberal economic development. This is why he never implemented the National Development Strategy. H is P overty Reduction Strategy Paper (PRSP) was developed by someone wedded to the Washington Consensus. And this PRSP was only developed because this was a requirement for assistance for low-income countries from the international financial institutions.

he Guyana Police Force (GPF) has launched an investigation into the armed robbery committed on a 29-year-old doctor attached to the Georgetown Public Hospital Corporation (GPHC), which occurred in front of her Lamaha Street, Georgetown home on Sunday.

The increases in social spending that Jagdeo instituted did not alter the neo-liberal bias in the e c o n o m y. T h i s b i a s continues today to provide financial windfalls to the bourgeois class. The PPPC has been effectively co-opted by the bourgeois class. The government is a creature of the bourgeois class and there is even a report that one Minister has established a construction company which has received major government contracts.

After PNC protestors burnt down the building on Regent Street which had formerly housed Gimpex – t h e commercial arm of the PPPC – the party became totally dependent on rich business class for financing its operations and for bankrolling its elections campaigns. Under Jagdeo, the PPPC was seized by the bourgeois class. The PPPC now does its bidding. At present, the people are

getting excited by the crumbs that are being thrown at them by the PPPC but it is the contracting class – the emergent segment of the bourgeois class – that is making hay with Guyana’s oil revenues.

Billions of dollars – both public and private - are being plugged into infrastructural projects and it is the contractors who are reaping rich rewards from these projects. The bourgeois class is capitalizing on the oil boom. Persons who never hammered a nail in their lives have established firms and are bidding for road construction projects. The people are being fooled by the illusion of progress.

They believe that the little handouts and wage adjustments and increases they receive are a sign of a caring government. The PPPC’s social spending therefore camouflages its class nature. For the

bourgeois class, Jagdeo is the best thing after sliced bread. But unlike Chavez’s social programmes, the PPPC’s social investments have not had the same effect on poverty and inequality.

Education is in a mess, the health sector has to now b o r r o w m o n e y, a n d pensioners are being awarded a $25,000 bonus while the rich rice farmers will get far more in value in the form of free fertilizers.

ay it aint so, S a m … .

Regardless of whether Sammy (or Danny) say it is so or not, the fact is that it is so.

The whole world saw it, heard it, thanks to the modern technology marvels of today.

That is, except for me.

Why spare the time to be near the frivolous, the felonious, the leprous, the slanderous, and the mischievous?

I didn't see anything, but I did hear about it, and it has that ring of substance about it. Family. Don't ever go near to family. Never mess with family.

La Cosa Nostra in its many offshoots and imitations has put away a small legion of people.

But, among the most notorious of criminals, there is a sacred rule: family is offlimits.

Dare to touch family, and collect that last certificate to take on that last journey. Yes, there is that kind of peculiar honor among the worst of thieves, murderers, and those

who call themselves men of honor. But then, there are other thieves, mobsters of a different kind.

We have lived with many of them in Guyana since August2020.

Among these desperadoes in the local environment, the culture is that nothing is outside their sniperscope, and nobody is safe. Not even a citizen who was once primus inter pares.

Depending on the day, and with a nod to the circumstances, there may be a moment of rare looking the other way to justify a media hit on a citizen of such magisterial ranking, such high standing.

But never will be the day, when I could rationalize tottering into the latrine pit, and taking aim at a man's family, and hauling down its members into the fray.

Nothing of the sort would ever be thought of, could ever be harbored, when staring at the sacred Ganges that represents family.

My word! My Lord, my

God! Is there no decency left in this country? When even a comrade-one still ensconced in the bosom-could be made into a target, and blasted away at, then more than a Rubicon is crossed.

When his family could be vilified and viciously vandalized, then life in Guyana has breached the point of no return.

Not even the devil deserves such a dirty deal.

Where is the outcry?

Where is the retreat into some pale shade of remorse?

Where is that first public word of regret from controllers and sponsors of foot soldiers and street executioners that the zeal of lesser men did get the better of them?

As difficult as all of that is to absorb, and as bad as that itself is, there is still worse to contemplate, come to grips with, find some speck of wisdom and self-respect in what followed.

The absolute worst should always be expected of foes, and with a bow to that

old mafia saying: keep enemies close, but keep friends closer.

But that has this one inviolable quality, this irreversible feature, which shatters all prior bonds, no matter how binding: don't ever play with family.

Think about that, and begin to think immediately about parting company with just about everything else.

A man is insulted, and I would be the first to plead with him to turn the other cheek, not to respond with the retaliatory. Let go, move on, go on living with honor and dignity intact.

But not when family is involved.

Which party can ever possess such superiority that it trumps the dignity of family?

I invite any Guyanese to tell me, help me. Which mother (expletive omitted) of a party could ever have such standing that it comes before family? Perhaps, the more appropriate question is this: who is so debased in

integrity, so vacuumed of spirit, and so decayed in the chamber of personal character that he or she [the one excoriated into increments of excrement] does not take any type of action?

Who has lost so much face that they don't care that no face is left, and all because of love for the party?

I recall that it was the Apostle Paul in one of his epistles to the rowdy Corinthians (not the Brazilian football team) who wrote that if I have all the many great things, but if I don't have love, then I am nothing.

At the risk of sacrilege, I prefer to be without that love, if only for that one occasion to register the most unforgettable message.

When a citizen of whom I wrote about-half seriously, semi provocatively, quasi mockingly-could crumble for care of comrades, then what more is there left to be said and written about Guyana and Guyanese?

This is neither the obtuseness of the mulish, nor unalloyed loyalty to party, nor self-abnegation taken to unprecedented depths.

This is being a willing contributor to selfdemonization, helping others to make oneself into the worst of caricatures, and lighting the pyre for burning self in effigy.

I keep telling myself that this can't be happening, that I am hallucinating. Indeed, Guyana is in a bad state, but it can't be this bad.

Regrettably, the ugly reality, the nasty and dutty story is that it is.

Why do I ever bother, think, that this place and people are worth salvaging?

Perhaps, the problem is me.

Guyana leads region with underweight babies - New UN Report

recent United Nations (UN) report on the Regional Overview of Food Security and Nutrition reveals that Guyana leads the Latin America and the Caribbean (LAC) region in the prevalence of low birth weight.

Despite the LAC region having a lower incidence than the global estimate, Guyana stands out with the highest rate. Defined by the World Health Organization (WHO) as birth weight below 2.5 kg (5.5 lb.), low birth weight is attributed to factors such as intrauterine growth restriction and prematurity.

The report emphasizes the global significance of low birth weight, linking it to fetal and neonatal mortality, impaired growth, cognitive development issues, and an elevated risk of noncommunicable diseases in later life.

According to the WHO, low birth weight is caused by intrauterine growth restriction, prematurity or both. It contributes to a range of poor health outcomes; for example, it is closely

associated with fetal and neonatal mortality and morbidity, inhibited growth and cognitive development, and NCDs later in life. Low birth weight infants are about 20 times more likely to die than heavier infants.

Low birth weight is more common in developing than developed countries.

However, data on low birth weight in developing countries is often limited because a significant portion of deliveries occur in homes or small health facilities, where cases of infants with low birth weight often go unreported. These cases are not reflected in official figures and may lead to a significant underestimation of the prevalence of low birth weight.

The Cleveland Clinic, a non-profit academic medical centre reports that there are two main causes of low birth weight: premature birth and fetal growth restriction.

It was explained that premature birth, or preterm birth, means your baby was born before 37 weeks of pregnancy. If your baby was born early, it means they

For fetal growth restriction or intrauterine growth restriction (IUGR) it was stated that it means your baby didn't grow and gain the weight they should have before birth. Some infants have low birth weight because their parents are small.

But for others, IUGR can occur because something slowed down or stopped their growth during pregnancy.

This can occur due to issues with the placenta, your health or your baby's condition.

While the LAC region's overall prevalence in 2020 was 9.6 percent, lower than the global estimate of 14.7

PRECENTAGE percent, the regional figure increased slightly by 0.3 percentage points from 2000 to 2020. Subregion analysis places the Caribbean at 11.7 percent, Mesoamerica at 10.9 percent, and South America at 8.8 percent—all below the global estimate.

However, breaking down country-specific data for 2020 reveals that Guyana leads with a prevalence of 17.2 percent, followed by Suriname at 16.5 percent, Saint Lucia at 16.3 percent, and Trinidad and Tobago at 16.3 percent. In contrast, Chile (6.8 percent), Cuba (7.1 percent), and Argentina (7.4 percent) exhibit the lowest rates in the region.

Examining the period from 2000 to 2020, Peru

shows the most improvement with a 2.7 percentage point reduction, followed by Nicaragua (1.3 points), and Panama and Jamaica with a 1.2 percentage point decrease each. On the flip side, the Dominican Republic (3.2 percentage points increase), Suriname (2.3 points), and Saint Lucia (1.9 points) saw the largest increases.

Despite these nuances, the majority of countries in the region experienced a higher prevalence of low birth weight in 2020 compared to 2000. Notably, only eight countries, including Bolivia, Ecuador, and Uruguay, demonstrated improvement during this period, as highlighted in the report.

Exxon's US$1.3B purchase of Liza Unity FPSO will help reduce SBM Offshore's debt

The Liza Destiny was purchase by ExxonMobil for approximately US$1.3 billion

SBM Offshore, a shipbuilder for Guyana's production vessels, will get a hearty benefit from the recent transaction with ExxonMobil Guyana Limited, for the purchase of the Liza Unity This deal involves the purchase of the FPSO Liza Unity floating production, storage and offloading (FPSO) vessel. The purchase, for approximately US$1.3 billion, will improve the company's financial position, including by helping it to pay off significant debt.

The net cash proceeds from this transaction will primarily be used for the full repayment of the US$1.14 billion loans taken by SBM Offshore to finance the FPSO project, SBM Offshore said. This move is expected to decrease SBM Offshore's net debt position substantially. On the other hand, the payment for the purchase by ExxonMobil, and its partners Hess and CNOOC, is expected to simply be recovered by the oil companies from the production at the Liza field offshore Guyana.

The Liza Unity FPSO, which

has been on hire since February 2022, will see a continuation of SBM Offshore's role operationally, offshore Guyana. The company will maintain its responsibility for operating and maintaining the FPSO up to 2033, even as ExxonMobil Guyana assumes ownership.

Bruno Chabas, SBM Offshore's Chief Executive Officer, said “We have delivered results this [third] quarter in line with expectation.

Given the exercise of the purchase option of FPSO Liza Unity by ExxonMobil Guyana, we have revised our revenue and EBITDA [earnings before interest, taxes, depreciation and amortization] guidance upwards to reflect this.”

The transaction is not only significant in terms of its financial value but also in its timing, as it was completed a few months before the end of the maximum lease term in February 2024.

The Liza Unity FPSO's performance has been a gamechanging vessel, because it is one of the largest by production in SBM

Offshore's portfolio. ExxonMobil has been pushing the company to build large vessels, to produce Guyana's oil as quickly as possible.

The vessel, delivered to the Stabroek block, started oil production in February 2022. It has a nameplate capacity of 220,000 barrels per day (bpd) but has produced up to 250,000 bpd.

This performance complements the Liza Destiny, another FPSO in the Stabroek block, which has increased its

production from an initial 120,000 bpd to about 150,000 bpd after debottlenecking. The Liza Unity FPSO is expected to produce oil for a total of 20 years offshore Guyana, targeting about 600 million barrels of crude.

Furthermore, SBM Offshore's 2023 financial guidance reflects the impact of the purchase transaction.

The company has revised its 2023 directional revenue guidance from above US$2.9 billion to around US$4.4 billion, with an expected

EBITDA of around US$1.3 billion.

This revision accounts for the sale of the Liza Unity FPSO and represents a significant increase from previous projections. SBM Offshore recently delivered the Prosperity FPSO to Guyana, which will start production soon. It is also building out the ONE GUYANA FPSO for the Yellowtail project with US$1.75 billion in financing, and has been contracted to deliver another FPSO for the Whiptail project.

Al Jazeera reported that Mohammad is one of a few shop owners in India taking part in the boycott. It was stated that products like Pepsi and Coca Cola are no longer stocked in his shop.

The boycott has started a movement in this Muslim neighborhood, a number of families said, adding that they are also boycotting these products.

Ashar Imteyaz, a nine-year-old boycotting participant said: “after when I heard of this I stopped buying these products.

Venezuela said border issue was referred to ICJ against its will T h e Ve n e z u e l a n Government has made a statement, arguing that the case concerning the Essequibo region was referred to the International Court of Justice (ICJ) against its will.

The statement was made in response to the United Nations Secretary General, Antonio Guterres, who recently reminded that he had referred the controversy to the ICJ in accordance with the power conferred on him by the 1966 Geneva Agreement.

The controversy centers on the validity of the 1899 Arbitral Award that established the land boundary between then British Guiana and Venezuela. Venezuela's rejection of the ICJ's jurisdiction stands in stark contrast to Guyana's approach. President Nicolas Maduro of Venezuela has been firm in his rejection, saying, “Venezuela has never recognised nor will it recognise the ICJ for the resolution of this issue.” This comes despite the fact that

the government has participated in the case.

Guyana, on the other hand, has not only recognised but also actively embraced the ICJ's jurisdiction and continues to urge Venezuela to comply.

The Government of Guyana firmly believes that the Court is the appropriate forum for resolving Ve n e z u e l a ' s t e r r i t o r i a l claims to the Essequibo region. Guyana most recently sought the Court's intervention to block Ve n e z u e l a ' s p l a n n e d referendum to annex the Essequibo region, which constitutes a substantial portion of Guyana's territory.

Guyana's application to the ICJ aims to prevent Venezuela from taking any actions that might alter the status of the region pending the Court's final decision on the validity of the 1899 Arbitral Award, which settled the two countries' borders over a century ago.

Venezuela had, subsequent to that Award, accepted the award and even worked with

Guyana and Brazil to jointly demarcate the territory, placing a monument on Mount Roraima to mark the place their three borders met.

But Venezuela later changed its position.

Ve n e z u e l a ' s r e c e n t behaviour has led to increased tensions in the region, with Caracas ramping up military activities near Guyana's b o r d e r. M a d u r o t h e n reiterated a proposal for a direct meeting with President Irfaan Ali to resume discussions to resolve the controversy, even as the matter is before the Court, and even as his government moves forward with a referendum, seeking public support to annex the Essequibo region.

Guyana and Venezuela are scheduled to present their oral arguments to the ICJ on the referendum. Guyana is set to present its case today, Tuesday, 14 November 2023, while Venezuela will present the following day.

the proposed referendum, calling it non-binding and potentially detrimental to Venezuela's position under international law. Machado has faced significant obstacles from the current regime, while seeking office.

The government banned her from holding public office.

The US government said Venezuela must lift the bans on opposition candidates to avoid sanctions. But after Machado persisted and was voted to run against Maduro, Venezuela's Supreme Court suspended the results and affirmed the ban on her holding public office.

Guyanese, especially vulnerable citizens, will soon have access to additional support to combat gender-based violence with the construction of the new Hope and Justice Centre.

The Ministry of Human Services and Social Security and the Ministry of Legal Affairs collaborated to construct the Hope and Justice Centre under the Impact Justice programme.Human Services Minister, Dr Vindhya Persaud recently told the Department of Public Information (DPI) that the intention of the centre “is to remove any environment that could be considered intimidating or not welcoming to a person who would like to make a report.”

In addition, the minister said the ministry through the Spotlight initiative was able to develop the centre's operational model,

dubbed the 'one-stop' model. This concept of the Hope and Justice Centre will see all services that counter gender-based violence being provided under one roof. “So, under the roof of the Hope and Justice centre we will have services from the police to health as well as counselling and legal services,” she disclosed.

Hope and Justice Centres will also be constructed in Regions Three and Four. This will complement the ministry's mobile and remote models such as the 914-toll free hotline. Meanwhile, the minister announced that a fourth shelter is on the cards. This initiative forms part of the PPP/C Administration's 2020-2025 manifesto commitment of providing expanded access to Legal Aid Services for persons across Guyana. (DPI)

“In other words, there is very little to differentiate between the two major political parties. In this vacuum, journalism has largely turned its focus to fashion, sports, and entertainment.

The finance department, and not the editorial department, has taken centre stage as the fight for financial survival engulfs the entire media industry,” he argued.

“I believe that the media can incentivise the political parties to revive and energise themselves, to renew their original intention to serve the country.

At election time, the media should seriously consider endorsing a political party which best meets a set of criteria that will redound to the

benefit of the entire country as a whole,” he proposed.

Allen said that the endorsement would not be for a lifetime, but would be exercised ahead of each general election.

“It might be a new concept to the Jamaican media, but it is something which is commonly done in developed countries, notably the United States, where it helps the electorate to decide on a candidate to support,” he explained.

His second proposal of a media crime watch was based on his view that, “Our politicians have lost the battle against crime.

They have run out of ideas, calling for divine intervention, in which they don’t even believe, or relying on states of emergency, which were meant to be temporary shock treatment but [are] rapidly becoming permanent.”

Under the media crime watch the public would be encouraged to operate as the eyes and ears of law enforcement, providing anonymous tips about the whereabouts and activities of criminals to the media, which would onpass it to the Office of the Commissioner of Police, the Observer executive editor special assignments stated.

In addition, the media would appeal to the political parties to remove crime as part of their partisan political agenda and lead their supporters to unite in the national fight against crime.

he burnt remains of a human was found in a car just at the back of Swan Village located on the Soesdyke Linden Highway and it is suspected to be that of a missing woman.

Information reaching this publication revealed that police on Sunday afternoon was alerted that a car burst into flames at the Swan area to which they responded immediately. After the fire was extinguished, detectives discovered the human remains in the

Kaieteur News was reliably informed that detectives suspect the remains belong to a woman who was seen at around 16:32hrs in the same motorcar at the Soesdyke Junction. She was alone in the vehicle at the time and efforts to locate her have been unsuccessful.

This publication was told that to confirm their suspicions, investigators would have to take samples from the remains and close relatives of the woman for

Deoxyribonucleic Acid (DNA) testing.

At the scene, detectives also found a liquid substance in a bleach bottle which is expected be sent to the Guyana Forensic Science Laboratory for testing.

Police said too that there are a lot of bottles in the area and were there before the incident took place.

Pedestrian killed in Soesdyke-Linden Highway accident Seventy-eight-year-old Frank London on Saturday lost his life after he was struck down along the Adventure Public Road located along the Soesdyke/Linden Highway.

According to reports, the accident occurred sometime around 18:30hrs that day and involved motorcar PXX 1989 (a white Toyota 212), owned and driven by D a n i e l J a m e s , a 2 8 - y e a r- o l d f r o m Mackenzie, Linden.

Police said, the driver related that he was heading north along the western side of the road when he saw a man sitting on the road in his lane. He was picked up in an unconscious condition by persons in the area and rushed to the Mackenzie Public Hospital, where he was seen and examined by doctors and pronounced him dead on arrival.

His body, the police said, is at the hospital's mortuary awaiting a post mortem examination. Police related that a breathalyzer test was conducted on the

Dead is Junior Ernest Richmond, 56, also of Bee Hive. Police in a press release said that the accident occurred around 19:00 hrs Sunday on the Bee Hive, Public Road East Coast Demerara. It involved a motorcar (PAE 7077) owned and driven by a 28-year-old man from 'C' Field Sophia Georgetown, who is a Corporal employed with Guyana Defence Force.

Enquiries disclosed that the motorcar was proceeding west along Bee Hive Public Road at a fast rate of speed when the driver alleges that he saw the pedal cyclist, who was proceeding in the same direction, swerved about five feet in front of him. On seeing that, he pulled north to avoid a collision, but the right side rear of his vehicle collided with the pedal cyclist.

As a result of the collision, the pedal cyclist was flung into a nearby trench on the southern side of the road and received sustained injuries on his body. The driver lost control of his vehicle and also ended up in the trench. The pedal cyclist was picked up by

(BBC NEWS) Gaza’s biggest hospital, Al Shifa, is “nearly a cemetery”, the World Health Organization warns, with bodies piling up inside and outside.

Fighting has been raging close to the hospital in recent days, with severe fuel shortages impacting treatment. The UN agency for Palestinian refugees meanwhile warns its humanitarian operations in Gaza will “grind to a halt”

in 48 hours when it runs out of fuel. Israel began striking Gaza after the Hamas attacks on 7 October, in which 1,200 people were killed and more than 200 taken hostage. The Hamas-run health ministry says more than 11,000 people have been killed in Gaza since - of whom more than 4,500 were children At Gaza City’s Al Shifa hospital, the largest in the territory, power cuts and a lack of fuel are causing severe difficulties, with particular international concern for the fate of dozens of premature babies no longer able to stay in their incubators.

Christian Lindmeier, a spokesman for the World Health Organization, told the BBC that as well as the premature babies, the

hospital is unable to carry out kidney dialysis for 45 patients who need it. He said 600 patients remained in the hospital, and other people sheltering in the hallways.

Doctors in Gaza say dead bodies are beginning to pile up both inside and outside the hospital, and Lindmeier also described this, saying the hospital was functioning more like a cemetery. “:Around the hospital there are dead bodies which cannot be taken care of or not even be buried or taken away to any sort of morgue...The hospital is not working at all anymore as well as it should.

A senior adviser to Israeli Prime Minister Benjamin Netanyahu has told the BBC that Hamas do not want to accept solutions for the lack of fuel needed to save the premature babies at Al-Shifa hospital and that “they want pictures to show a crisis”.

Mark Regev, who is also the former Israeli Ambassador to the United Kingdom said, “We bought fuel especially for the babies, for the incubators... nobody wants to see these babies coming to harm.”

Regev blamed Hamas for turning Al-Shifa hospital “into a warzone” saying that they had “deliberately built”

their military infrastructure under the hospital - which both Hamas and the hospital deny. He also restated Israel’s claim that its forces were not deliberately targeting hospitals, saying that Hamas had “used those babies to shield its military machine”.

Meanwhile, doctors in Gaza have told the BBC that dead bodies are piling up and beginning to rot inside and around Al-Shifa hospital. Dr. Marwan Al-Barsh who is the director-general of the Hamas-run Ministry of Health in Gaza said there were, “more than a hundred corpses” piled up in the courtyard, with the situation exacerbated by a lack of fuel to power the mortuaries.

“The electricity was cut

off by the Israeli occupation forces that targeted the generators, which led to the decomposition and rotting of the corpses as we see worms coming out of them”, AlBarsh said on BBC Arabic’s Gaza Lifeline programme.

Al-Bursh said they were struggling to bury their dead because of threats from the IDF. “We tried to co-ordinate with the occupation forces so that we would be allowed to bury the dead bodies inside the hospital, yet anyone who attempts to get out of the hospital is directly shot.”

Israel asserts that there is a Hamas command centre underneath Al-Shifa - IDF spokeswoman Libby Weiss said: “We know that with certainty.” Hamas and hospital authorities deny this.

Steve Barclay has replaced Therese Coffey as environment secretary, with Treasury minister Victoria Atkins promoted to replace him as health secretary.

Meanwhile, former transport minister Richard Holden has been appointed Tory party chairman, and Laura Trott becomes chief secretary to the Treasury, replacing John Glen.

In July, Mr Cleverly said he would have to be dragged out of his foreign secretary job “with nail marks down the parquet flooring”.

But on Monday, Mr Cleverly said it has been a “huge privilege” to serve as foreign secretary, and that being home secretary was a “fantastic job”. He refused to be drawn on whether he would distance himself from

Downing Street is understood to want him immediately to review police powers to make it easier to ban marches and prosecute those glorifying terrorism. Less than two days into the job, Mr Cleverly will have to deal with a Supreme Court decision on the lawfulness of the government’s Rwanda policy.

Even if the government wins, the policy is likely to see further legal challenges from individual asylum seekers attempting to avoid being sent to Rwanda.

In a statement, Mrs Braverman said: “I will have more to say in due course”, leading to speculation she may cause trouble for the leadership. It later emerged Mrs Braverman had defied a Downing Street request to tone the article down.

Shadow home secretary Yvette Cooper said Mrs Braverman actions were “highly irresponsible” and inflamed tensions, making the job of the police harder.

‘Wasted talent’ This is the second time Mrs Braverman has been removed as home secretary.

She was forced to resign as Mrs Truss home secretary after it was revealed she had shared confidential cabinet papers with long-time ally Tory MP Sir John Hayes.

Mrs Braverman’s return as home secretary for Rishi Sunak was a political surprise.

Under his leadership, she carved out a reputation as a right-wing outrider in Mr Sunak’s government often grabbing headlines with her comments. Sir Jacob Rees-Mogg called Mrs Braverman’s sacking “a mistake” that will hit the Conservatives’ chances of winning the next general election.

The sport being discussed here is football and the on-field achievements, combined with the development of the game at all levels, must serve as proof to render a true analysis of any administration’s performance in office. The current executive has literally sacrificed the sport on the altar of self-promotion and intimidation and this approach only succeeded in creating a downturn in the sport’s fortune.

There was a lot of players’ resentment, clubs failed to retain players, the parent’s and fans’ experience became scarce and when this happened, the support for such a poor product converted into a struggle to obtain real funding from the corporate community. Wilson’s previous tenure was characterized by his willingness to be all-inclusive and that meant engaging with the Government, corporate sector, and all the other related stakeholders to ensure that there was input from all that ultimately proved successful. The result of his period in office is well documented and all interested in witnessing the resuscitation of the sport from its current state must not delay in offering support for the former top official.

Football, as stated earlier in the missive, is literally dead, not much is happening right now, save and except for a few individual promoters, one could only wonder whether there would have been any need for an Electoral Congress.

Some might be tempted to say that this view is a bit farfetched or even utterly pessimistic, but the present administration’s lifeless performance over the past eight years is what has given rise to such hopelessness.

When lovers of the sport, fairly, reach this point of disgust, then any right-thinking voter must decide to put the game ahead of any personal ambition or deception.

It is difficult to see the current executive exhibiting this level of selflessness since the attitude has always been egotistical, this therefore means the electorate will have an opportunity on December 9 to put football first and save it from total extinction.

Commentators’ workshop now set for November 15 and 17 The University of Guyana, Tain Campus is set to confer a Honourary Doctorate on Joseph ‘Reds’ Perreira on Thursday November 16 in Berbice.

Perreira who is the facilitator of the upcoming commentators’ workshop in Guyana will also be inducted into the Berbice Cricket Board’s Wall of Fame on the same day. It was previously announced that a workshop for cricket commentators will take place from November 16 to 18 at the Georgetown Cricket Club, Bourda however, some adjustments must be made so that the veteran commentator can be at both events.

The commentators’ workshop will now be on two days, Wednesday 15th and Friday 17th at the former international cricket venue, Bourda from 09:00 hrs daily.

‘Reds’, who was born in the Pomeroon in Essequibo, currently resides in St. Lucia and is committed to the workshop which will see the pool of Guyanese commentators being widened.

The opening session will see Chairman of the National Sports Commission, Kashif Muhammad and President of the Guyana Cricket Board, Bissoondyal Singh addressing the invitees while there will be presentations by former Test cricketer now international Match Referee, Reon King; Umpire Shannon Crawford, Scorer Trevor Hussain, veteran broadcaster Russell Lancaster and business executive Ramsay Ali over the course of the two days.

the Old Fort Men. However, Old Fort showcased resilience with a late comeback, as Omar Hopkinson netted a brilliant goal in the third period, leveling the score at 1-1.

The latest tournament to be completed is the MASS Inter Secondary School 30 overs for schools i n t h e N e w Amsterdam/Canje sub zone.

The final was played at the Rose Hall Community Centre in blazing sunlight.

National under17 Allrounder Sanjay Algoo led his team Berbice Educational Institute to an easy 183 runs victory over Vryman Erven Secondary School.

Batting first after winning the toss, Berbice Educational Institute amassed 234 for six from their allocated 30 overs.

Skipper Algoo, who played for Guyana at the Under17 level this year, scored 72 with five boundaries and four sixes.

Gavin Kisten chipped in with his solid 70 from 61 balls with five boundaries and one maximum. Jayden Edwards supported Algoo and Kisten with a well played 43 from 45 balls. Bowling for

Solomon who is also a Berbice selector and coach expressed profound gratitude to the Security Service Chief Executive Officer Aubrey David for the sponsorship. BCB executive member Winston Smith congratulated the champions on a well deserved victory and expressed delight at

some of the talent he saw on display.

BCB President Hilbert Foster stated that the board has now completed three of the four sub association Inter Secondary School tournaments with Bush Lot Secondary winning the West Berbice leg, Lower Corentyne Secondary, the Lower Corentyne leg and Berbice Educational Institute, the New Amsterdam/Canje title. The only remaining leg to be completed is the Upper Corentyne leg. The four champions would then clash in a special tournament to determine the overall Berbice Championship.

The BCB president disclosed that his administration assisted all the secondary schools in the county with cricket balls, team uniforms and cricket gear among other items.

Six matches were played across the county and victories were recorded by are RHT NAMILCO Thunderbolt Flour, Albion, Port Mourant Blairmont, Tucber Park and President’s 11. The second round saw the return of national players Romario Shepherd, Kevin Sinclair, Nial Smith and Gudakesh Motie to Berbice cricket after they returned from the CWI50 overs tournament.

The BCB President’s 11 team created history with their victory against Rose Hall Canje. The young team are playing in their first ever tournament and consists of promising players selected by the selection committee after failing to make their

club teams. Fifties were scored by Rampertab Ramnath, Clinton Pestano, Ari Arizal Kadir, Damion Vantull, Jonathan Foo, Alex Algoo, Shamal Angel and Rishi Persaud. Seon Glasgow claimed the only five wicket haul for Blairmont in the second round.

Ari Arizal Kadir top scored with 65 while Julian Bennett continued his fine form with a composed 38 as the President 11 reached 143 for six in 20 overs. Veteran Sasenarine Sukhu took four for 17 from his four overs for Canje. Needing to score 144 to save themselves from agony of losing to an inexperienced team, Canje were bowled out for 118 with only national under-17 all rounder Sanjay Algoo 28 and Lloyd David 25 offering any resistance to the President’s 11 bowling attack. Fast bowler Omar Saul 4 for 21 and left arm spinner Kumar Deopersaud 2 for 16 were the top bowlers for the President’s 11.

The tournament continues on Saturday with the third round matches.

Ian Daniels hat-trick propels Carmel Sec’ to thrilling 3-2 win over Bartica - Chase and Mackenzie High among winners on Day three The Limacol Schools Under-18 Football League 2023 continued on Sunday with a series of thrilling encounters at the Ministry of Education ground on Carifesta Avenue.

The third round of competition concluded with three riveting matches, setting the stage for an intriguing fourth round.

Week three of the Boy’s U18 football league showcased notable victories for Chase’s Academic Foundation, Carmel Secondary, and Mackenzie High. These teams showcased their prowess and secured wins, propelling them into the next round of competition.

Among the standout moments on the third day of action, Chase Academy exhibited an impressive performance by defeating Christianburg Secondary with a commanding 5-0 scoreline. Once again, Chase’s Academic Foundation displayed their goal-scoring finesse and defensive strength. Darius Chester, Justin Alcindor, Neeiaz Baksh, Bryan Wharton, and Kerstyn

Gonsalves contributed to the five-goal spectacle, while maintaining a clean sheet against a formidable opponent.

While in the clash between Carmel Secondary and Bartica Secondary, Ian Daniels emerged as the standout player, single-handedly securing a fine hat trick, and leading Carmel to a 3-2 victory. Both teams demonstrated resilience, scoring at crucial junctures, but it was Daniels’ magnificent performance that ultimately sealed the narrow win for Carmel Secondary.

The final matchup of the day saw Mackenzie High secure a thrilling 2-1 victory against Santa Rosa Secondary. Azizi Grant and Milo each netted a goal, clinching a welldeserved win for McKenzie High in a closely contested battle.

The excitement continued yesterday at the same venue, with four more matches.

GCB hails West Indies-A team, Windies Academy selectees ahead of upcoming South Africa, Ireland series

he Guyana Cricket Board (GCB) sent out congratulations to its nine players selected for the upcoming West Indies A-Team tour of South Africa and the home series between West Indies Academy and Ireland Academy.

Batsman Matthew Nandu, all-rounder Junior Sinclair, spinner Ashmead Nedd and fast-bowler Isai Thorne were drafted to the West Indies Academy team who will face Irish Academy in 3 50-Over and 2 4-Day games starting November 17 in Antigua.

Meanwhile, Guyana Harpy Eagles Skipper, wicket-keeper/batsman Tevin Imlach was appointed vice-captain alongside Skipper Joshua DaSilva, as the pair will lead the West Indies A team on tour to South Africa, where they play 3 4-Day ‘Test’ matches against the home team.

Imlach, along with his teammates all-rounder Kevin Sinclair, speedster Shamar Joseph, along with batsmen K e v l o n A n d e r s o n a n d Ta g e n a r i n e Chanderpaul will feature in the West Indies A team.

The 9 players have been amongst the premier young stars locally, regionally or internationally, over the course of this year. Joseph, Anderson, both Sinclair’s, Nedd and Nandu had an excellent CPL, with the exception of Nedd who was not a part of the Guyana Amazon Warriors franchise who won the title.

Those players have also experienced good individual or team stints during this year’s Regional Super50 tournament, further adding to their experience.
