EDITORIAL

Returning to Shared Governance With elections resolved and the various players settling into their respective roles, there is not silence on one issue, that of shared governance. In the height of the postelections fervour, there were proposals of various dynamics with one interesting ‘communique’ suggesting that there be some system of rotating the President and Prime Ministerial positions. As well meaning as the best of them might have sounded, these proposals tended to gloss over two very important things. The very first one is a technical issue – the law. Any proposal for shared governance has to have a legal basis and the Constitution as it currently stands does not provide for any of the measures proposed. Any arrangement that seeks to replace the current zero-sum game that is not built upon actual Constitutional reform is one that cannot get off the ground – even the best configuration would be simply a house of feathers built upon drifting sand. It is the law that gives structure to government, not bullet points in a Powerpoint presentation. Wishful thinking does not automatically translate to the sanction of executive fiat – only laws, passed by a legitimately installed legislature, can do that, and a legitimate assembly is only installed, under very specific rules, according to votes gained in an election. Which brings us to the next issue – respect for the law. From its reaction to the No Confidence Vote, which was successfully passed on the basis of the basic constitutional provisions that allow such a vote and the consequences flowing therefrom, the Granger administration had shown an increasingly shameless disregard for the law. It used litigation to carve out breathing room for unconstitutional actions. Shared governance has to be premised, before anything else, on shared trust, the sort that cannot be afforded to any political leadership that was actively engaged in seeking to overturn the will of the people. Curiously only after the Coalition decisively lost the election, there is no reference to a very specific document, APNU’s 2011 manifesto, one which promised, inter alia: “* Undertaking constitutional reform to remove the scope for abuses and excesses carried out with impunity by the Executive and by the President, in particular. Part of the solution lies in reform of the National Assembly to ensure checks on the majority in the Legislature and on the Executive so that the interests of the nation as a whole and the interests of substantial minorities are taken into account. * Ensuring that all citizens and residents are equal under the law and that the institutional requirements intended to facilitate the accountability of all arms of the State are effective. * Separating and protecting the Judiciary and Constitutional Offices from the Executive reforming and strengthening the Police Force.” That document promised the end to winner-take-all politics and “inviting all eligible and willing parties to participate in the Government on the basis of the seats they acquire.” The talk of power sharing has to be taken out of the realm of convenient and comprised conjecture and into that of principle and practicality. The law allows for practical steps towards Constitutional Reform. At this juncture, the Parliamentary Standing Committee on Constitutional Reform needs to be activated. When this is done, the Constitutional Reform Consultative Commission Bill needs to be reconsidered, tabled in Parliament, passed and then signed into law. That legally established Commission would then be the lawful authority for canvassing the opinions of citizens on what the new contours of a viable system of more inclusive governance is going to look like. After this, a new Constitution is drafted and signed into law either via a twothirds majority in Parliament or via a referendum. There is no other pathway at present.

NCM was advantageous to PPP/C Dear Editor, Contradictions, though intangible we feel their impact in our everyday lives. Socio-economic contradictions can come fast and furious. And just as they can bring about progress, in the same way, they can throw us back for many years. In other words, inherently, socio-economic contradictions should not be viewed in a totally negative nor positive light. Take for instance, after five years in government, the PNCR is back in opposition; conversely, after five years in opposition the PPP/C is back in Government. One event negated the other. Some call it the negation of the negation or dialectics. The contradictory social, political and economic policies of the PNCR while in government, created the conditions for its removal from office and the return of the opposition PPP/C to

government. W e r e t h e s e developments inevitable or did they come about as a result of a politically engineered or a personally motivated desire that coincided with the political aspirations of the then parliamentary opposition exemplified by the decisive ‘YES’ vote by Charrandass Persaud? Contradictory as it may seem, a more acceptable proposition would be to recognize the Charrandass vote as an act that was politically motivated on the one hand, and coincided with the political aspirations of the PPP/C, on the other. Here we had a sitting MP on government benches voting in favour of an opposition-sponsored no confidence motion to bring down the government he supported. Charrandass’ ‘YES’ vote may have appeared

contradictory, nevertheless it was politically advantageous to the parliamentary opposition. That contradictory situation gave birth to a new government. The lesson here is that inherent in every contradiction, there is a possibility for change in one direction or another. During the 1964-1985 period in Guyana, long before Fukuyama’s ‘End of History...’ publication (I will leave his ‘Last Man’ for another time), many Guyanese held the view that it was impossible to remove Burnham from office. So strong was that view that many Guyanese either voted with their feet or succumbed to the view that “if you can’t beat them, join them”. That view has returned once again. This time with the PPP/C in office. The popular view making the rounds is that with oil money

at its disposal, the PPP/C is here to stay. Is this the end of history framed in a Guyanese context? Experience has taught us otherwise. This begs the question: Was the rule of the PNC during the 1964-1985 and the 2015 to 2020 periods aberrations of, or a departure from what was supposed to be ‘the normal course of things’ in our day to day lives? Some would argue that this is clearly contradictory when placed in the context of a parliamentary democracy. Was this what Fukuyama meant as the ‘end of history’ in a Guyanese context? And what about the contradictory situation where a Nobel Peace Prize winner from Myanmar was summoned before the International Court of Justice to face charges for complicity in the massacre of Rohingya people? The (Continued on page 6)

Dr. Bharrat Jagdeo is here for the long haul Dear Editor, I noticed that Ms. Audreyanna Thomas has tried to deliver a lesson on ethics to Vice President (VP), Dr. Bharrat Jagdeo. She has expressed dismay at the way in which Dr. Jagdeo addressed, at a press conference, the question of Dr. Mark Bynoe’s job status and for his (Dr. Jagdeo’s) reference to GECOM’s staffers as “criminals”. Pushing beyond the ethical goal post, Thomas insinuates that Dr. Bharrat Jagdeo resign as Vice President and proceed to become a farmer. What an astonishing comment. I wonder what she thinks of David Granger and Joseph Harmon, as political leaders. Should they even be in politics? Thomas sarcastically pleads: “the poor Vice President is probably tired of doing public service.” Just to note that because Thomas is not a behavioral scientist, her statement is flimsy. Had she been a behavioral scientist, she would have been able to admonish Joseph Harmon and other PNCR operatives for publicly impugning the character of Jamaica’s former Prime Minister, Bruce Golding, and CARICOM’s Chair, Ralph Gonsalves, as well as denigrating Barbados Prime Minister, Mia Mottley. Ethical standards are not only for Dr. Jagdeo and the PPPC but also for all

politicians and civic leaders. Thomas has used caustic and sometimes dramatic language to make her wobbling points. She says that the VP threatened to fire Dr. Mark Bynoe, Head of the Department of Energy, and “indicating the possibility of giving his (Dr. Bynoe’s) job to Dr. Vincent Adams.” Thomas contends that, “such remarks were inappropriate and disrespectful to Dr. Bynoe.” For clarity, Dr. Bynoe was never threatened. It was just a question of matching his skills set with the proper job description. The other issue relates to the VP’s reference to the staffers at the Guyana Elections Commission (GECOM) as “criminals”. In her view, such a label could only apply after a conviction is secured. To a certain extent, I agree with Ms. Thomas. If politicians in particular are not holders of government offices, they can probably say anything and get away with it; but when they hold public office, the norms and rules that govern their operations are different and therefore, care must be taken in the proper use of language and the need to safeguard confidential matters. The practical problem is how does anyone expect the VP to respond when a reporter inquired into the employment status of Dr. Bynoe? Should he tell the truth or suppress it? It was

stated on a few occasions before that Dr. Bynoe’s qualifications were more appropriate to a non-oil/gas sector. It is being considered that Dr. Vincent Adams, who was Head of the Department of Environment, be engaged in the oil and gas sector where his expertise in wholly relevant. Both Dr. Bynoe and Dr. Adams’ employment status has been in the public domain. Seeking to clarify them in a transparent way is not necessarily inappropriate. I believe that referring to some elements of GECOM secretariat staff as “criminals” by the VP was unfortunate from a strictly legalistic viewpoint. However, from another perspective, such terms as riggers and fraudsters have been used interchangeably. But this is not the time to get engaged in semantics. The attempt to steal an election by few GECOM staff and others was committed in the clear view of the world. Public opinion does not need a court to confirm what they saw. If someone, for example, choke and rob me of my purse, do I necessarily have to wait upon a formal conviction to call him a thief or criminal? However, I do agree that while I can make such a comment, the VP and other government officials must be held to a higher standard in the use of

rhetoric. Thomas makes a startling point: “The Vice President must be reminded that it was the same GECOM staff (“criminals”) who managed the Local Government Elections (LGE) in November of 2018 and his party was extremely happy with the results of the elections.” That LGE election had set up carefully the modus operandi on how and to what extent GECOM rogue staff in collusion with others would need to rig the 2020 General Elections to give the incumbent regime a victory. The massive focus was never on LGE but on the General Elections that would elect the next government of the emerging oil-mixed economy. I wonder if Ms. Thomas ever condemned the rigging of the 2020 elections or will she wait until the court makes a ruling? Thomas must also know that Dr. Jagdeo is not only a smart but also one of the most popular politicians in Guyana (confirmed by Dr. Vishnu Bisram’s poll). His standing in the international community is lofty. I know that Dr. Jagdeo is not perfect, but perfection should never become the enemy of the good. Dr. Bisram’s polls indicate that the VP is full of energy, is a visionary, and has vast experience, which are combined to boost Guyana’s development strategy. Dr. Tara Singh

Region One teachers to benefit from data through Digicel-supported project The Department of Education of Region One on Thursday virtually launched its Online Platform Support Project, which would see all Grades 10 and 11 teachers of three secondary schools and one primary benefiting from the provision of data. This project, being run in partnership with Digicel and scheduled to run for three months, is fully covered by the Department and is the first of its kind. The Project Coordinator, Marti De Souza, told the virtual gathering that much thought and planning had gone into the initiative which will benefit North West Secondary School; Port Kaituma Secondary School; Santa Rosa Secondary School; and Hosororo Primary Top. De Souza stated that when the COVID-19 pandemic was wreaking havoc in the

Marti DeSouza, Education Officer of Region One. Region, the officers, head teachers and teachers were brainstorming on all possible means of keeping students engaged. “Since the schools closed their doors in March, some teachers had continued to engage their students through online platforms; however this came at a cost,”

he explained. The provision of the internet was budgeted for, as a mean of buffering the effect of COVID-19 and learning loss. The Region found a very responsive partner in Digicel, hence the launch of the project. Approximately 65 teachers are said to benefit from this project, according to Mr. De Souza during a telephone interview with Kaieteur News yesterday. De Souza mentioned that with this project – teachers can now monitor the progress of students’ School Based Assessment (SBA) and also render assistance. He hoped that this can be an “eyeopener” for the other regions. Speaking with the head teacher of Port Kaituma Secondary School, Ann Marie Daniels, she emphasized that this is a good opportunity for teachers,

Diwali Messages A message from the PPP on the occasion of Deepavali:

because they are now able to connect with students properly in ensuring the completion of their SBAs and to continue online learning for students who are unable to attend school. She said that “this is a good initiative and that the teachers are excited.” Meanwhile, the Regional Education Officer, Nigel Richards pointed out that the platform would be used by teachers to engage students virtually. He noted that even though schools have reopened their doors, teachers could use this platform to help students with

their SBAs, offering much needed guidance and also offer personalized assistance to students who may be online and need the help. He also projected that training, Professional Development, and Subject Committee Meetings could now go on from the safety and comfort of the home or school. Chief Education Officer (CEO), Dr. Marcel Hutson, saw the initiative as customizing education; it’s a deviation from the norm. Online platforms such as zoom could now allow teachers and learners to connect into a virtual

community of learning. “This project is a clear indication of the efforts being made to realize the Sustainable Development Goal that speaks to inclusive and equitable quality education and promoting lifelong learning opportunities for all,” the CEO said. He challenged the teachers to make full use of the platform, reminding them that a tool can only be effective if used for the purpose for which it was designed. The CEO expressed gratitude to Digicel for being a partner and for making this initiative possible.

Tablet for 8-yr-old Eight-year-old Tashmini Sewah was yesterday presented with a tablet by President Irfaan Ali, which will be used by her to attend virtual classes. President Ali presented the youngster with the electronic device after her mother, Shelly Drugan, appealed for assistance at the presidential outreach which was held in Region Six. After receiving the tablet, Drugan said she was very happy that her daughter would finally be able to attend school after months of inactivity.

The significance of Deepavali is pertinent for the upliftment of all 50 foreign nationals held in police mankind As our nation celebrates the festival of Deepavali, the People’s Progressive Party (PPP) takes this opportunity to extend greetings to all Guyanese, especially the Hindu community. The significance of Deepavali, known as the “Festival of Lights”, is pertinent for the upliftment of all mankind through its universal message of light over darkness, knowledge over ignorance, and good over evil. The light of the Diyas which will shine

throughout our country symbolizes a sense of renewal. Our Party urges that this message be heeded so that darkness, ignorance, and hatred can be repelled in the interest of all humanity knowing that knowledge will defeat ignorance and compassion will triumph over despair. Deepavali offers an opportune reminder for all to do their part to achieve that victory. The influence of Deepavali in forging better relationships has grown tremendously over the years. Our Party is, however,

cognizant of the ongoing impact of COVID-19 with the unavoidable curtailing of traditional national events associated with Deepavali, including the various motorcades, and which have been effective in bringing our people together. The PPP is confident that despite these challenges, the light of the Diyas will continue to s h i n e t hrough into our hearts comforting and g u i d i n g u s d u r i n g this period. Shubh Deepavali to All! People’s Progressive Party

Diwali 2020 message from the Leader of the Opposition, Joseph Harmon My fellow Guyanese, as we celebrate with our Hindu brothers and sisters the festival of Diwali, we are reminded that light always triumphs over darkness, good over evil and knowledge over ignorance. As we light our diyas, let us remember that just as the way was lit for the triumphant return of Lord Rama, we as Guyanese can light our individual inner light and together create a brighter

Guyana – one free from bigotry, ignorance, discrimination and prejudice. As we celebrate, we do so cognizant of what we in Guyana and indeed the world over, continue to confront and what is perhaps the greatest public health challenge of our lifetime – the COVID-19 pandemic. As we partake in this year’s festivities, let us do so responsibly, remembering to practice social distancing, wear our masks and wash or

sanitize our hands as necessary. It is up to us individually and collectively to fight this pandemic, as the installed government has demonstrated its ineptitude and inability to curb the rapid spread of the disease. On behalf of the APNU+AFC Coalition, I take this opportunity to extend Shubh Diwali to our beloved Hindu brothers and sisters and to all Guyanese.

operations A total of 50 foreign nationals were found during three cordon and search operations that were carried out by the Guyana Police Force (GPF), in Georgetown and Linden. According to a press release, 26 Haitians were discovered between November 7 and November 8, 2020, at a city hotel and in a mini-bus en route to Linden – Mabura Road, and 24 female foreign nationals were discovered on October 24 at a city nightclub. The report revealed that, out of the 24 Haitians that were discovered, there are ten males, nine females, two boys and five girls. The GPF has launched an investigation, and the Haitians are being investigated as being involved in a suspected Human Smuggling or Trafficking in Persons circle. Up to press time, the police have arrested five persons who are in custody assisting with investigations. Meanwhile, the Haitians are currently in protective care pending the outcome of the investigation. Prior to that discovery, the police had conducted a cordon and search operation at Baroombar International, a

popular nightclub in Georgetown and fifteen Venezuelans, eight Dominicans and one Cuban were discovered . An investigation was launched into the alleged Trafficking in Persons circle and it revealed that the Dominicans and Cuban overstayed their time in Guyana. However, the foreign nationals were interviewed and later released on bail and told to return to the Criminal Investigation Department (CID) Headquarters. According to the police, a bartender, a security guard and a dispatcher, were arrested, interviewed and later released on bail and also told to return to CID. E a r l i e r t h i s y e a r, Kaieteur News had reported that in less than two months, 78 foreign nationals appeared before a city magistrate to answer to immigration charges. The immigrants were charged for entering Guyana illegally, overstaying and exiting the country without presenting themselves to an immigration officer. Those charged were Haitians, Cubans, Bangladeshis and Sri Lankans. They all made their court appearance at the Georgetown Magistrates’

Court between January 13, 2020 and February 26, 2020. For that period 51 Haitians, 20 Cubans, 4 Sri Lankans and 3 Bangladeshis appeared before a Magistrate. In most cases, the defendants charged for illegal exit, were caught accessing the Takatu Bridge, located in Lethem, away from the legal checkpoint. In their explanations they said that they were unaware that they must stamp out of Guyana before leaving to visit Brazil. Those charged for illegal entry were caught en route to Lethem; from there the immigrants were escorted to Georgetown and taken to the Criminal Investigation Department, Headquarters, Eve Leary. It was also reported that Guyana has retained its Tier 1 ranking for the fourth consecutive year according to the latest Trafficking in Persons (TIP) Report of the United States Department of State, which was released in June 2020. Reports of Human Trafficking can be made to the Ministry of Human Services and Social Protection at their 24 hour hotline numbers: 227– 4083 or 623-5030; via F a c e b o o k or countertraffickinginperso ns@gmail.com.

A number of measures have been introduced: “The bank continues to play its role as a corporate citizen and during the year we have concentrated our efforts on providing relief to vulnerable communities and entities affected during the pandemic. Donation of relief items and sanitization agents were provided to vari-

plied special treatment to the interest accrued during the moratorium period. “All bank charges, including ATM and merchant bank charges were waived to encourage more out-of-bank transactions, as well as charges for transactions by senior citizens. Further, senior citizens are given priority, especially during this time, whenever they visit the bank.”

Govt. lauds global search for COVID-19... From page 19 storm is severely lacking in many of our countries. With limited scope for raising revenue, coupled with contracting economic activity, we have found ourselves mainly reliant on access to financial flows from multilateral financial institutions. Sadly, this access is severely restricted for the majority of our mem-

The Official Development Assistance (ODA) could be the most assured form of financial support in countries' response to the pandemic and their efforts to rebuild economic and social structures. “Now more than ever, we call on our developed partners

to honour the commitment to increase ODA flows as a percent of gross national income,” Minister Todd said. Guyana hosted the meeting in its capacity as Chair of the G77 and China grouping. It will be succeeded by the Republic of Guinea when its Chairmanship comes to an end later this year.

est gold, copper and zinc producers in China, secured the acquisition of Guyana Goldfields for Canadian $323 million. With the company's arrival to Guyana's shores, comes its deadly and environmentally unsound past, which threatens the health of Guyana's natural environment and the safety of its workers. The company is plagued with several instances of grave and disastrous impacts. Here are two of the worst. In 2010, Zijin was forced to ap-

prove a payout of US$7.5M to various individuals, after a dam collapsed at a tin mine, owned by its subsidiary, Xinyi ZIJIN, killing 28 people. Reuters reported that 523 homes were destroyed in the Guangdong Province due to the collapse. Notwithstanding, AGM, now under Zijin's management, indicated that it has also engaged contractor, Sinohydro Corporation Limited, for the stripping and mining activities at its mines at Aurora.

Nicholls to face Windies in red-ball tour match CHRISTCHURCH, New Zealand, CMC – International Henry Nicholls headlines a 16-member New Zealand “A” team that will face West Indies in a pair of red-ball matches over the next two weeks. The left-hander has been sidelined with injury for the past eight months and a calf injury had forced him to miss the opening three rounds of the Plunket Shield, the New Zealand’s first-class championship. Nicholls is on track to return to play for Canterbury for this weekend’s round of matches against Otago Volts, before getting an early chance to impress the national selectors against the visitors in two matches from

November 20 to 22 and November 26 to 29 at John Davies Oval in the southern island city of Queenstown. “It’s great to get Henry back on the park after what I know has been a frustrating winter with his left calf injury,” New Zealand head coach Gary Stead said. “He’ll turn out for Canterbury this weekend in the Plunket Shield before heading to Queenstown to face the West Indies, and we’re confident if he comes through both games unscathed, he’ll be ready for the first Test in Hamilton on December 3.” Besides Nicholls, two other big names in the squad are the South Africa-born Devon Conway and

incumbent Test batting backup Will Young. Conway will receive his first representative chance since becoming eligible to play for the Black Caps in August. He was the highest run scorer across all three domestic formats for Wellington Firebirds and his claim to fame was his an undefeated 327 against Canterbury in the Plunket Shield last season. “It’s an exciting time for Devon who’s had to wait for his opportunity at this level after some outstanding form on the domestic scene,” Stead said. Test back-up batting incumbent Will Young will also look to make a strong

case for inclusion during the New Zealanders’ home Test matches. He has a strong first-class record, scoring 4,820 runs at an average of 42.28 in 76 matches for Central Stags and he will be looking for big scores to remind the selectors where they stand in the pecking order. Stead said it was going to be a busy season for New Zealand’s elite cricketers. “It’s been a year like no other and we’re very fortunate to be preparing for such an action-packed summer,” he said. “The complexities of the international schedule, along with the size of the touring squads and the length of time they will spend in the country has enabled us to build a very strong ‘A’ programme. “The flip-side of this is that pressure will be put on our player pool this season and we need to be smart with how we use our resources, therefore we’ll likely add and subtract from this squad as we go along.” Canterbury captain Cole McConchie will lead the side with Dane Cleaver taking the gloves. Squad: Cole McConchie (captain), Joe Carter, Dane Cleaver, Devon Conway, Henry Cooper, Jacob Duffy, Ken McClure, Henry Nicholls, Michael Rae, Rachin Ravindra, Michael Rippon, Ben Sears, Sean Solia, Nathan Smith, Blair Tickner, Will Young.

others who played in the Indian Premier League are now back in Sydney and undergoing a mandatory 14-day quarantine. It means the team will not be together until the morning of the opening onedayer on November 27. Langer called the situation “challenging” but added: “They’re all in really good spirits and can’t wait to get the summer under way, they’re all pumped.”

Kenya’s Manangoi gets two-year ban for anti-doping violation: AIU NAIROBI (Reuters) Kenya’s former 1,500 metres world champion Elijah Manangoi has been handed a two-year ban for anti-doping violations after missing three tests under whereabouts rules, the Athletics Integrity Unit (AIU) said yesterday.

Manangoi, who will be ineligible to compete at next year’s Tokyo Olympics, was provisionally suspended in July and the AIU said his ban comes into effect from Dec. 22 2019 which was the date of the third “whereabouts failure”. The ruling means the

disqualication of all Manangoi’s competitive results since then “with all resulting consequences, including the forfeiture of any titles, awards, medals, points prizes and appearance money,” AIU said in its statement. Manangoi’s ban comes after

American 100 metres world champion Christian Coleman was also suspended for two years last month for breaching whereabouts rules. Manangoi joins a list of Kenyan athletes who have been sanctioned in recent years, including 2008 Olympic 1,500m champion Asbel Kiprop, former Boston and Chicago Marathon winner Rita Jeptoo and 2016 Olympic marathon champion Jemimah Sumgong. The 27-year-old Manangoi won the world title in 2017 in

London and bagged gold at the Commonwealth Games a year later. A stress fracture sidelined him from defending his world crown last year. The AIU said yesterday that Manangoi missed his rst test on July 3 last year. He said that was the result of a delayed ight holding up his luggage where he had put his house keys. “As he did not have his house keys, he had stayed in the nearest airport hotel which led in turn to his missed test in Rongai the following morning,” the AIU

said. Manangoi explained the reason for missing his second test on Nov. 12 2019 as being due to bad trafc delaying his arrival at the test location, according to the AIU. Regarding his third missed test on Dec. 22 2019, Manangoi told the AIU he was in Austria for treatment on an injury and asked a third party to inform the authorities he would not be back in Kenya in time for the test but they failed to do so.

Kell Brook motivated by doubters: ‘I’m going to shock the world’ vs. Terence Crawford Yahoo Sports - LAS VEGAS — Kell Brook is one of the very few active boxers who doesn’t have the word no in his vocabulary. When he’s offered a fight, he interrupts the question and says yes before he knows the identity of the opponent. He’s fought for far too long in the shadow of fellow Brit Amir Khan, who has managed to avoid fighting him for all these years that the two were on top. When Gennadiy Golovkin was at his peak as middleweight champion and having trouble finding a quality opponent, Brook had no problem moving up to challenge him. He was battered by the heavy-handed Golovkin, and left the fight with a broken orbital in his left eye. He came back in his next fight attempting to defend his IBF welterweight title against the powerful, Errol Spence Jr., one of the sport’s rising stars at the time. Spence broke Brook’s right orbital bone and lifted the title from him. Brook is one of those special guys who is up for any challenge and is never

intimidated. He may be outgunned, as he was against Golovkin and Spence, but he’ll never shy away. And so, it brings us to his bout today (10 p.m. ET, ESPN) at the MGM Grand Conference Center against Terence Crawford, the WBO welterweight champion. Crawford is No. 1 or No. 2 in the world on the majority of the leading pound-forpound lists, but Brook said the pressure is all on Crawford heading into this fight. There is no Golovkin, no Spence, no Shawn Porter on Crawford’s résumé. “He’s definitely amongst them, if not the top,” Brook told Yahoo Sports of comparing Crawford to the best. “But he’s not fought anybody yet for me. He’s not fought anyone with my pedigree. I don’t believe he’s boxed anyone the size of me or [with] the determination or the power. I think he’s boxed smaller guys. “We’re forgetting that he came from lightweight all the way up to welterweight and I’ve always competed at welterweight and I’ve even been in there with a middleweight like Golovkin

Panthera Solutions makes financial contribution to RHTYSC Christmas Programme - Overseas based Guyanese also on board Since its formation in 1990, the Rose Hall Town Youth and Sports Club, MS has hosted a Charity programme with the main objective of putting a smile on the faces of the less fortunate during the festive season. The ten cricket teams of the club hosts a year-long programme for the elderly and less fortunate but special emphasis is placed on the Christmas segment during the month of December. This year’s programme would start on the 5th of December and concludes on the 24th, Christmas Eve Day. The teams since Mid-September started to plan for the programme and on Monday last, received a major boost with a significant financial boost from Panthera Solutions. Club Secretary/CEO Hilbert Foster accepted the contribution on behalf of the teams. The company in 2019 came on board as an official sponsor of the club and co-

sponsored the 2019 Christmas Charity Programme along with a forty page youth information booklet. Foster disclosed that this year, the Christmas Charity Programme would involve the distribution of one thousand food hampers to less fortunate families, five thousand Christmas toys and a feeding programme to provide a warm box of food to one thousand persons. Additionally, five hundred families would receive a special Christmas package consisting of apples, grapes, biscuits, wall nuts, sweets and other items, while hundreds of senior citizens would be provided with a special Christmas eve breakfast at their residence by the teams. Among the other programmes planned; the distribution of clothing, school bags, educational materials along with donations to orphanages and senior citizens homes. Foster stated that the ten teams would look after the three

weeks programme. The RHTYSC Secretary/ CEO expressed gratitude to Panthera Solution and its General Manager Andrew Dinsdale for their support. Dinsdale in his remarks hailed the RHTYSC as a role model organisation which his company was pleased to be associated with. Panthera Solutions is a joint venture between Farfan and Mendes Ltd and the Canadian based company, Crosbie. Panthera Solutions is located at Providence, East Coast, Demerara and offer services in the local Oil Sector. Dinsdale assured the RHTYSC, MS that his company was committed to a long term relationship and that its sponsorship would increase as the business expands in Guyana. Meanwhile, the ten cricket teams would like to express gratitude to numerous local and overseas based Guyanese who have come on board to offer support.

thing he has done is consistently fight winners. Including Crawford, in his last 10 fights, Brook has fought fighters who are a combined 275-10-1. Records don’t tell all the story, however, and can be manipulated by controlling the matchmaking carefully. But Brook’s B-level opponents are remarkably

decent and in some cases, more than that. Despite the massive odds favoring Crawford (-1500 on BetMGM), this bout figures to be one of the toughest of his career. “I wholeheartedly agree with that,” Top Rank president Todd duBoef said. “Kell is not just another guy; he’s a legitimate, quality opponent. This is going to be a test for Terence.” Brook is 34 and while that’s old in boxing years, he’s not shown signs that he’s slowing to the finish. And he’s chosen not to balloon up in weight between his last few bouts, so he’s closer to the weight he needs to make when he begins camp. He’s been eating well during camp, he said, which will enable him to be strong and with plenty of reserve when the bell rings. Crawford is clearly a different breed of fighter than most, a mean, tough, hard man in the ring. But Brook could be described the same way, and he’s motivated by all those who have questioned him and his chances against Crawford. “I’m ready for this fight,” he said. “I’m more than ready for this fight. These doubters out there who haven’t got me as the favorite, they’re the ones who motivate me in this fight, you know, because I know what’s in me. I know what’s in my heart and in there [in my head] and what I can do.

“I believe that I’m going to go out there and I’m going to shock the world.” It won’t be the biggest upset in boxing history — Mike Tyson was at one point a 42-1 favorite at The Mirage in Las Vegas to beat Buster Douglas in their 1990 fight in Tokyo — but it will turn more than a few heads should Brook win. Crawford knows full well what he’s up against and Brook said for those who don’t, he’ll show them Saturday. “I know what I’ve put myself through in training,” he said. “I know what my mentality is and my strengths are and the power and the accuracy I’ve got. I’m a different fighter than I’ve been before. I’m a better fighter than [when I defeated] Shawn Porter. People go on about age, well, he’s no spring chicken. He’s a year younger than me. He’s not no 20something. He’s a year younger than me. It’s not like I’ve been in gruesome fights with 12-round hard wars. “I’ve had two eye injuries and most of the time, I’ve been on top. And I feel revived.” It will shock the world if he upsets Crawford on Saturday. But perhaps it shouldn’t. Crawford is a great fighter, but if Brook isn’t great, he’s at the least very, very good. And on any given night, he’s capable of beating anyone in the world. Yes, that still applies even at 34.

First AAG track meets since March runs off tomorrow The Athletics Association of Guyana (AAG) kick starts its 2020-21 calendar of events tomorrow with two cross-country races that will run off in Berbice and Linden simultaneously. The races will commence at 14:30hrs sharp and athletes from the East Bank of D e m e r a r a , We s t D e m e r a r a a n d Georgetown will head to the ‘mining town’ to compete with the Linden athletes at the Bayrock ground. Some of the Georgetown athletes including Cleveland Forde, those on the East Coast of Demerara, West Coast Berbice and East Berbice will clash in New Amsterdam at the Esplande ground. Head of the AAG, Aubrey Hutson, during an invited comment with Kaieteur Sport, noted that all athletes entering the cross-country races will be tested and they must show up with their masks. In addition, fresh masks will also be handed out at the completion of the event

and for those who have to make their way back to the city, the AAG have arranged transportation. H o w e v e r, o n l y a t h l e t e s t h a t a r e registered with the AAG will be allowed entry into the transportation. In terms of fans, Hutson revealed that it is an outdoor event but if fans want to view the races they must adhere to the strict social distancing guidelines that will be maintained. Most of the races will be conducted in a confined area, so fans will have access to view the entire race. Unlike the road races that will start at a further distance away then converge at the finish line, cross-country races are now being conducted on flat, grassy terrain and the athletes will have to turn and twist to cover at least the distance of 1500m for one loop. In conclusion, Hutson noted that a lot of athletes have registered for the meet and he urged those that haven’t yet to come out and be part of the important first meet of the 2020-21 season sponsored by the AAG.

‘WI could move on from Russell’ Squad focussed on playing Black Caps, - CWI chief selector Harper hints emerging talent could push explosive all-rounder out SportsMax - The place of talented all-rounder Andre Russell could be in doubt for future West Indies teams after a number of injuries and invitation declines. Russell was invited to join the team for the upcoming tour of New Zealand but, according to Cricket West Indies (CWI) chief of selectors Roger Harper, declined after claiming he needed space to ‘clear his head’ after having to deal with playing during the COVID-19 pandemic. The player last represented the West Indies on tour of Sri Lanka earlier this

year, where his scintillating 40 from 14 deliveries saw him named man-of-the-match. Even with such brilliant performances under his thumb, Harper insisted he was keeping an eye on things and that emerging talent could make it difficult for the 32year-old to continually be selected ‘if they take their opportunities.’ “I think as we move forward we will look at all situations, all players and determine whether we need to continue to look at those players, continue to consider those players, or we need to

move on,” Harper told members of the media, from the team’s training camp in New Zealand, in reference to the situation. “A lot of things are determined by how well the team performs. How well the players in the team at the time perform, and the success of the team. I think if players in the team perform exceedingly well, then it will make it difficult for those that are not on the tour to get back into the team. So a lot of things will be taken into consideration as we move forward.”

Covid-19 strikes Reggae Boyz camp in Saudi Arabia SportsMax - Two members of the Jamaica’s football delegation currently in Saudi Arabia have tested positive for Covid-19 following PCR tests administered on Thursday. This includes one player and a member of the technical staff. Two other players are under investigation. All four, who had been in quarantine for 48 hours with the full group, have now been isolated and the protocols, set by the Saudi Arabia Football Federation (SAFF), are expected to be put into

effect. The protocols dictate that all confirmed cases - either symptomatic or asymptomatic - will be isolated in the same hotel on a different wing or section away from the bulk of the rest of the team. Based on medical advice, possible isolation in a different hotel or medical facility is not ruled out. If a patient is asymptomatic then he or she will be constantly assessed by the JFF Head Doctor and the patient will be allowed to travel after a negative PCR

test or based on a medical assessment and local authority health protocol. If the patient shows symptoms of Covid-19 and requires further medical care he or she will be transferred to a designated hospital. Any confirmed case has to be retested after three days of the disappearance of the last symptom to assess his or eligibility for travel. The Jamaican delegation is now in Saudi Arabia preparing to play two International Friendlies against the host on November 14 and 17.

Two members of the Jamaica’s football delegation in Saudi Arabia have tested positive for Covid-19.

Harper says

CHRISTCHURCH, New Zealand, CMC – Chief selector Roger Harper said West Indies are keen to put behind them this week’s ban from training by health authorities and focus on the real mission on the Tour of New Zealand. Health officials in the country prevented the Windies from training for the last few days because members of the squad had “contravened” strict guidelines in their managed isolation facility under COVID-19 protocols. But Harper, who is travelling with the team in New Zealand, said that it has not distracted the team too much. “I have been an observer at our training and practice sessions within the bubble that I’m assigned to and I must say the practice sessions were very exciting, so we’re very keen on looking forward to the assignment ahead,” he told the media during a video

conference on Thursday. The players and support staff that endured the managed isolation for the past two weeks were given a clean bill of health, after their third and final round of COVID-19 tests all returned negative for the COVID-19 virus. This will be a great relief to the players and support staff because it will allow them greater freedom of movement to train and prepare for their series of three Twenty20 Internationals and two Tests against the Black Caps, and the ability to freely leave the isolation facility and mix with the general population. “What (the ban) has done, it has affected our preparations because the squad has not been able to train for the last couple of days,” Harper said. “But like everything else, I think it is an opportunity for us to learn how when we deviate from plans, how it affects the team as a whole

and I think that will help to sharpen us and keep us more focused going ahead.” The squad was scheduled to fly to the southern island city of Queenstown on Friday for two red-ball matches against New Zealand “A” from November 20 to 22 and November 26 to 29 at the John Davies Oval. Nine other Windies players, who took part in the Indian Premier League, including Test captain Jason Holder and Twenty20 International captain Kieron Pollard, arrived in Auckland on Wednesday from Dubai. They are now undergoing a 14-day period of managed isolation at the same hotel where the rest of the squad was located. The period of managed isolation will end one day before the Windies meet the Black Caps in the first Twenty20 International of a three-match series on November 27 at Eden Park in Auckland.

Harper eager to see white-ball specialists in red-ball matches CHRISTCHURCH, New Zealand, CMC – West Indies chief selector Roger Harper said he was looking forward to viewing a number of whiteball specialist in red-ball practice matches on the Tour of New Zealand. The Windies are carded to play three-day and four-day matches against New Zealand “A” next week in the southern island city of Queenstown ahead of three Twenty20 Internationals against the Black Caps. Following the T20Is, another couple of four-day matches against New Zealand “A” are scheduled on the Tour before the two Tests between Jason Holder’s side and the Black. Caps. “When I communicated with them that they were selected for the T20Is on the Tour of New Zealand, I told them there was an opportunity for them, if they still had an eye to playing Tests, to showcase their skills in the (red-ball) tour matches and they were delighted to have the opportunity to play,” Harper said. Harper listed Nicholas Pooran, Oshane Thomas, Brandon King, Fabian Allen and Rovman Powell among the white-ball specialists that have grabbed the chance to play the red-ball matches on the Tour. Pooran, a 24-year-old lefthanded batsman and parttime wicketkeeper, has not played an official red-ball

Roger Harper match in more than six years, which has largely coincided with his break from the sport to recover from a careerthreatening, vehicular crash. The other four players – incidentally, all Jamaicans – have appeared for the Scorpions in the West Indies Championship within the last two years. “All of the players that we asked if they were interested, they indicated that they were willing to play,” Harper said. The chief selector, however, did not indicate if Windies white-ball captain

Kieron Pollard has expressed an interest. Pollard, a 33-year-old allrounder, has made a name for himself in T20s around the globe, but he also has a decent first-class batting average of 37.71, having scored 1,584 runs in 27 matches. Pollard, similar to his compatriot Pooran, has not played a first-class match in more than five years and has never played a Test for the Windies, despite his enormous experience in the sport.

Argentina held 1-1 in qualifying; Bolivia official arrested

S

AO PAULO (AP) — Lionel Messi had a goal disallowed and another denied as Argentina was held to a 1-1 draw by Paraguay in South American World Cup qualifying. The draw at La Bombonera stadium puts Argentina on the top of the standings with seven points from three matches, but Brazil — on six — could move ahead with a home win over 9th-place Venezuela on Friday. Paraguay is in 4th position with five points. Earlier Thursday, 10thplace Bolivia conceded a late penalty to lose 3-2 at home to Ecuador. The Ecuadorians are now in 3rd place with six points in three games. Argentina’s fourth match in qualifying will be against Peru on Tuesday, when Paraguay hosts Bolivia and Ecuador is at home to Colombia. The top four teams will automatically qualify for the 2022 World Cup in Qatar. The fifth-place team will go into an inter-continental

playoff. ARGENTINA Paraguay once more gave Argentina trouble, opening the scoring in the 21st minute via Ángel Romero’s penalty. Argentina equalized in the 41st after substitute Giovani Lo Celso took a corner and found Nicolás González free in the box to head it home. Messi appeared to give Argentina a lead in the 57th, but a video reviewed decision by Brazilian referee Raphael Claus found a foul for Paraguay 27 seconds earlier when the ball was still in Argentina’s half. Messi nearly scored from a free kick 14 minutes later, but Paraguayan goalkeeper Antony Silva made the save of the match in the top left corner. Argentina coach Lionel Scaloni had to be creative for the match. Messi started with pain in his left ankle, and defender Nicolás Tagliafico had to be replaced by González, who usually plays as a striker at Stuttgart. “I was not surprised because I played like this in

Germany,” González said. “We all know what my position is, but I want to help this team as much as I can.” Scaloni lost midfielder Exequiel Palacios after only 30 minutes to a back injury sustained in in collision with Paraguayan Ángel Romero’s knee. Palacios’ replacement Lo Celso ended as one of the best on the pitch, but Argentina’s coach believes Romero could have been sent off if there had been a VAR decision. Scaloni also said Palacios could be sidelined for months because of the injury. “There’s a lot of plays in which (VAR) could have been used today and it wasn’t. I am not talking about bad or good intentions,” Scaloni said, a d d i n g A rg e n t i n a ’s disallowed goal should not have been canceled. “No one likes soccer like this.” Ángel Di Maria, who was initially expected to start, entered in the second half but was unable to produce a goal for Argentina’s much-needed

But a significant moment for Bolivia occurred earlier, off the pitch at Hernando Siles stadium, when investigators arrested the interim president of the country’s soccer federation, Marcos Rodríguez. Local media broadcast a video showing Rodriguez, who is accused of corruption, being escorted by investigators during halftime. Bolivia’s soccer federation, which has been in political turmoil since the death of César Salinas in July, had been scheduled to elect a new president on Friday. Juan Carlos Arce opened the scoring for the hosts in the 37th minute, with an angled low shot to the left corner of Ecuador goalkeeper Alexander Dominguez. The Ecuadorians equalized a minute after halftime when defender Beder Caicedo calmly entered the penalty box and scored with a left-foot shot. Athletics Integrity Unit to appeal Salwa Eid Naser decision before CAS

Salwa Eid Naser and Shaunae Miller-Uibo. SportsMax - The Athletics Integrity Unit (AIU) has filed an appeal before the Court of Arbitration for Sport (CAS) the challenging the decision of an independent anti-doping tribunal to clear world 400m champion Salwa Eid Naser of committing an anti-doping violation by missing three out-of-competition tests in 2019. The news comes on the heels of reports that the North American, Central American and Caribbean (NACAC) had issued a statement in support of Bahamian Olympic champion Shaunae Miller-Uibo, who questioned why World Athletics didn’t sanction to Bahrani athlete who defeated her in the final of the 2019 World Championships

400m final in Doha. Naser won in a world-leading 48.14, the third fastest time in history. However, she had missed three tests on March 12 and 16 and April 12 that year but was not suspended. One of those missed tests was being investigated while Naser was competing in Doha. Naser was provisionally suspended on June 5, 2020 but was cleared by an Independent Tribunal in October after it was revealed during the hearing that the doping control officer turned up at the wrong address to test Naser. However, the AIU announced on Twitter Thursday that they would be challenging the decision.

Australia’s Langer hails ‘human’ Kohli for baby move AFP - Justin Langer expressed “respect” yesterday for Virat Kohli putting family before cricket, while strongly suggesting Joe Burns would remain opener for Australia in the first Test against India. India skipper Kohli and his Bollywood star wife Anushka Sharma are expecting their first child in January, and he is set to return home after the opening Test in Adelaide ends on December 21. Given the superstar batsman would have to quarantine again for 14 days if heading back to Australia, it

appears certain he will miss the final three Tests in Melbourne, Sydney and Brisbane. His absence improves Australia’s chances of avenging their home series defeat to India two years ago, but is a blow for broadcasters and fans. “Virat Kohli is probably the best player I’ve ever seen in my life for so many reasons, not only batting but his energy and passion for the game, the way he fields,” Langer told reporters by video conference. “I cannot believe he displays the energy he does in everything he does and I’ve got so much respect

for him. I’ve also got respect for him in the sense that he’s made this decision (to return for the birth). “He’s a human being like all of us... if I was giving advice to any of my players I would always say never, ever miss the birth of your children because it is one of the great things you’ll ever do.” Kohli will lead India in three ODIs from late November, three Twenty20 internationals and the first Test — a day-night match — before departing. “Of course it will have an impact (his absence), but we also know that India beat us last time (in 2018-19). They’re a very, very good team, we cannot get complacent for a second with or without Virat,” Langer added. - ‘Pucovski’s been amazing’ Australia named a 17man Test squad on Thursday including highly-rated young players Will Pucovski and Cameron Green. While most of the first XI is locked in, the drums have been beating for Pucovski to replace Burns as David Warner’s opening partner after smacking back-to-back double centuries. “Pucovski’s been amazing hasn’t he, and that’s what we’re looking for. We want guys who are outside the team to bang so hard you can’t ignore them,” said Langer. “And the fact is (Continued on page 25)

According the Spokes Person for the group, popular Guyanese comedian Lyndon ‘Jumbie’ Jones, the Stickers, which are very patriotic, are being sold for $250 ($500 for two) and the money gained from this venture will be used to buy running shoes. “We will use the money to buy running shoes for all eligible athletes. I use the word eligible because you don’t want to give anybody the shoes who will use it on the Road, sell it or underutilize it. We are hoping to connect with the clubs so the names of these Athletes will come through the Clubs because we want people who are serious about their athletic careers,” explained Jones. “ W e a r e n o t discriminating, we are giving each and every one…. we know it will be a couple hundred well…how much ever it takes because we are getting a friend, Peter Clarke, a Real Estate Agent in America who will donate some money, while Andy

Medas King (Level one USATF Coach) will put some money as well. Payless Varity Store will also contribute and whatever we raise through the sale of the Stickers will be put towards this project to buy all the running shoes,” Jones continued. According to Jones the GCS is already in the process of sourcing the shoes. “We want to make it a complete thing and give everybody who need them. We are trying to get top quality shoes as well not just any running shoes.” “The Stickers also have the GCS logo on and people can stick them on their cars, buses, doors, windows, o f f i c e s , b r i e f cases…anywhere to show your support for sports and culture in Guyana. We are looking forward to, if not all Guyanese, buy two, business people could buy a portion and give to your staff, take a set and share them out free to their customers and (Continued on page 25)
