Man arrested after car allegedly stolen from body work shop
Police on the East Bank of Demerara yesterday arrested a suspected car thief, Christopher Persaud who is accused of stealing a motorcar, from a bodywork shop in Grove on the East Bank.
Persaud was found next to the stolen car with the keys in his pocket; police believe that Ellon (only name given), a security guard attached to the bodywork shop might be involvedaswell.
According to a police report, sometime between 18:00hrs on Tuesday November 8, and 08:00hrs onNovember9,2022,agrey Toyota Premio (PSS 6964) belonging to Anesa Yusuf, was stolen from a bodywork shop located as Lot 6 Tank Street, Grove, East Bank Demerara.

Yusuf apparently had taken the vehicle to a bodywork repairman identified as Rameshwar Dehali, for him to spray the backbumper
Dehalireportedlyparked the car inside the yard of his bodywork shop and left to return the following day to commence work on the vehicle.
He left Ellon who would usually provide security to the workshop in his absence on the premises. Yesterday, at about 08:00 hrs, Dehali returned to his bodywork
shop and discovered that the car along with its keys, and several other keys for different vehicles were all missing from the premises. Also missing was the security guard, Ellon According to the report, Dehali immediately tried contacting Ellon by calling his cell phone to find out from him if he had moved thevehicle.
However, Ellon, could not be reached. Dehali then decided to contact the owner of the vehicle and to enquire if she had perhaps removed the vehicle, but she did not.
An immediate search was launchedforthevehicle, and based on information gathered, they went to Second Street Craig, EBD where they saw the car parked on the northern side of the road. Three males were seen standing within close proximity of the car. When asked who was the
driver of the car, two of the menpointedtothesuspect.
The report further stated that Dehali carried out a search on the suspect and foundthecarkey, alongwith the other keys mentioned earlierinhispantspocket.
Dehali then summoned the police who responded
and arrested the suspect, who was then taken to the Grove Police Station, along withthestolenvehicle.

WAIT FOR THE FINE PRINT
The majority of Guyanese should have learned manycostlylessonsbynowfromVicePresident
Bharat Jagdeo. The first cautionary one is that when Mr Jagdeo brings a gift to Guyana, it usually has somestinginthetailforGuyanese. ThetruthisthatJagdeo, be it as Finance Minister or President, or now as Vice President might appear to be giving Guyanese a yard of breathingspace, whentherealityisthatallhedidwasgive Guyanese citizens a mile of rope with which he intends to hangthem.
This is what an Opposition MP has warned delighted Guyanese about (“Don’t rejoice over new PSAterms yet, wait to see the fine print -Patterson cautions” -KN November 7). It is instructive that, with most things that Bharat Jagdeo touches, there is this underlying fear, this ongoing uncertainty and deep skepticism. The concern is thathehassomehiddenagenda, thathehaswithheldcrucial details, andthatwhatlooksgoodonpaper, arenotasgoodas theyappearfortheGuyanesepeople. Infact, theopposite may be true, and has proven to be true often, in that what cameacrossasgoodinthefirstunveilingconcealedplenty ofwhatisdestructive. Thefineprintiswheretherealtruths hide.
As announced by Vice President Jagdeo himself, the newProductionSharingAgreement(PSA)plannedforthe 14 oil blocks to be auctioned resonate. There is more royalty, taxes, different cost ceiling, and ring-fencing, amongotherlesserprovisions.
Royalties are up to 10% from the current measly 2%; taxeswouldbeappliedat10%,asuppedfromzeropercent; thecostceilingisloweredfrom75%to65%forexpensesto be charged; and where there was nothing for ring-fencing, thattakeseffect.
As expected, the reactions of Guyanese have been mixed, andrightlyso, aswebelieve. Moreforroyaltiesisa goodbeginning,andthatneon-litfigurejustcouldn’tstayat 2%,forthennoGuyanesewouldpayattentiontoanything thatfollowed, nomatterhowattractive. Ontheotherhand, astowhytaxesshouldbeat10%isamystery,andsimply lacksappeal.
Guyanese companies are paying three times that amount in taxes, and while there is appreciation for attracting and incentivizing foreign investors, 10% is too low, and by half. Afair and reasonable starting point for taxeshadtobe,couldonlybe,20%,ifnotslightlyhigher Further, theVicePresidentwaspleasedtospeaktoringfencing provisions now onboard for future projects, but Guyanese want to know about full liability insurance coverageintheeventofanoilspill.
Also, asmuchasGuyanesearesupportiveaboutthisfor futureprojects,thereareinsistentcallsforbothring-fencing of expenses and that same kind of liability coverage for current ExxonMobil operations offshore Guyana. It is highlysuspiciousthatMr.Jagdeocomesoutwithhissong anddancenewPSAtoencourageGuyanesethatheisdoing hisbest, andwhatisrightbythem. Thefactofthematteris thatheisnot. Thefineprintwillconfirmornot.
Real change and real progress with oil would be to squeeze out concessions from ExxonMobil on the unbelievablyrichStabroekBlock. This iswhereGuyanacouldcomeintoitsownandwhereJagdeo shouldmakepowerfulstridestobringaboutchange. Itcan only come from renegotiation of the 2016 contract. Opposition Chief Whip, Christopher Jones was subject to cross examination in the case which was filed to challenge the legality of passage of the Natural Resource Fund bill which was approved in National Assembly on December 2021.
Jones testimony came moments after High Court Justice Navindra Singh rejected a preliminary application by Canadian-based Guyanese Attorney, Selwyn Pieters to recuse himself from hearing the case on the basis of prejudice. Jones and Trade Unionist, Norris Witter had filed the legal challenge to the Act which was passed on December 29 last.

Among other things, the duo claimed that due to the absence of the ‘Parliamentary

Mace’ – the most significant symbol in the National Assembly, and some members not seated, the NRF Bill cannot be regarded as being lawfully passed. The NRF Bill which has since become law is meant to ensure that there is security, transparency and accountability surrounding revenues the country gains from oil and gas. It also outlines a structure of how the monies from oil and gas will be used and provide for continuous public disclosures, audits and parliamentary approvals. After giving a brief overview of his witness statement produced in the trial, Jones faced several questions from Attorney General (AG) Anil Nandlall SC, the lead counsel representing the Government of Guyana in the matter. While under crossexamination by the AG, Jones
accepted that the opposition members had openly and loudly protested the passage of the Bill. He agreed too while the Speaker is empowered to manage the affairs of Parliament by way of the standing orders, this did not stop the opposition defying his orders after he rejected a proposal by Jones to have the matter debated.
In response to the Speaker’s denial of his request, Jones agreed with the AG’s suggestion that this prompted him and other opposition Members of Parliament to leave their designated seat without the approval of the speaker and engage in a protest exercise whereby, they banged on the desks, blew whistles and chanted loudly. This, Jones said was in an attempt to get Speaker and Government members of

the National Assembly to adhere to provisions of Article 13 of the constitution.
The Opposition Chief Whip agreed with the suggestion that their actions brought the proceeding to a temporary halt but this did not stop the Speaker from allowing Finance Minister with the Office of the President Dr. Ashni Singh from completing his presentation on the NRF bill.
Asked about the series of events that followed as Dr. Singh read the Bill, Jones said he could only speak some of the events as he did not capture everything as they unfolded. He claimed that for instance, while he knew that there was a confrontation between some of the opposition MPs and the Speaker and staff of the National Assembly

According to Mahipaul, “these, among many other financial irregularities and abnormalities were unearthed and I am sure when the Accounting Officers appear before the Public Accounts Committee (PAC), we will find lots more.
But with the current attitude of the Government side on the PAC, noting that it is them who changed the quorum of PAC to give them full control in deciding whether a PAC can be held or not, it is my conclusion that the PPP/ C government will continue to slow down the meetings of the PAC by way of absenting themselves and curtailing the hours of work with a clear intent to not examine their years of massive corruption, gross disrespect for financial laws and incompetency in the management of taxpayers’ dollars.”
British nurses to hold first ever strike over pay
(CNN)Tensofthousands of British nurses will go on strike for the first time over demands for better pay, their trade union said on Wednesday, adding to pressure on Prime Minister Rishi Sunak during an economiccrisis.
Nurses at the majority of state run National Health Service (NHS) employers across Britain have voted to strike, the Royal College of
Nursing (RCN) said, in action that threatens major disruption to an already strainedhealthsystem.
The RCN, which has morethan300,000members, said industrial action would begin before the end of the year following the first ever strike vote in its 106-year oldhistory “Anger
RCN General Secretary Pat Cullen said in a statement.
“This action will be as much forpatientsasitisfornurses. Standards are falling too low.”
NHS nurses have seen their salaries cut by up to 20% in real terms over the last 10 years, the RCN has said. The union is asking for a pay hike of 5% above inflation.
Britain has seen a wave
of industrial unrest this year across a range of professions as pay hikes fail to keep up with inflation running at 10%.
Sunaks spokesperson told reporters earlier on Wednesday the government wanted to strike a balance between the “crucial role” played by nurses and its fiscalchallenges.
The RCNs demands would amount to combined pay rises costing £9 billion ($10 25 billion) which would be “simply not d e l i v e r a b l e , ” t h e spokesperson said, adding therewerecontingencyplans in place for any “staff impact ” The strike will come as the NHS faces its worst ever staffing crisis while it is still recovering from the hit to services duringtheCovidpandemic.

In association with Senior Counsel Roysdale Forde, Pieters is representing Jones and Witter in the matter He claimed that the judge exhibited judicial hostility towards him when his colleague attempted to introducethem.
Pieters claimed that Justice Singh refused to shake his hands while

In response to the application, AG Nandlall said there is no merit for the judge to recuse himself. He argued, “The law in relation to a judge recusing himself and in relation to bias is very clear and a very serious matter if you ask a judge to recuse him or herself, or you accuse a judge of bias, you have to have substantial ground to support your application or request. You have to show that the judge has some personal interest in the matter, financial or otherwise.” Nandlall noted that none of the grounds was presented.Asaresult,Justice Singh dismissed application, thus declining Pieters’ request and proceeded with thematter

T&T contractors who built Brian Lara Stadium to start work at MSC Club Ground
The contracting firm out of Trinidad and Tobago Superior Group Inc. was to start the rehabilitation of the Mackenzie Sports Club (MSC) on Monday as the MSC closed the facility for ground use following a visit last Tuesday by a surveying team from Superior Group Inc.
This Super ior Group Inc. credited to have built the Brian Lara Stadium among others in Trinidad and Tobago are contracted by the government to jump start this facilitys new outlook as one of three government funded multipurpose
facilities across Guyana. The other two are to be built in Anna Regina in Essequibo and in New Amsterdam in Berbice.

This was disclosed by an official of the MSC to Kaieteur Sport, who said that in keeping with the time frame given to complete the first phase of the ground work and installing new floodlights as part of the massive development, was to begin in four to five weeks following Minister of Culture, Youth and Sport Charles Ramson Jr. meeting with the MSC Executives on
Tuesday 11, October, at the MSC Lounge, this start now seems as planned.
Steps were taken by the MSC to disconnect the existing flood lights, as Superior Group Inc. had requested that it be done so that the work can start promptly, without any delay. Actually, Superior Group Inc. will be doing the ground and installation of the new floodlights, which will be done between now and February; and as such, persons or organisations have been alerted about this happening hence the closure for the
ground takes effect now. The contractors were expected to start Monday as one official said last Monday was when they had planned to begin but the equipment was delayed but it was expected last Saturday and the surveying was necessary.
Superior Group Inc. personnel were at the MSC to ensure they can get the sizes for international cricket and football at the ground. They advised that it would be wise for the major sports cricket and football to be played without difficulty, there should be a season for football and a season for cricket.
