EDITORIAL

President Biden - time to regroup, rebuild America has spoken, with its citizens speaking loudly and clearly. But America, now more sharply divided than ever, did more than speak. What Americans did was turn their backs and sent a message: enough.

It was where there were enough of the voters, across the expansiveness of America’s geography and the spread (and mystery to many) of the Electoral College, came out or mailed in - their disgust with the obnoxious and the rank bigotries and all that lowered the American ideal before the eyes of a troubled world. It was to reassure themselves and that same worried world that this had to be mercifully over, that it had gone on too long, and it was time to end it.

That is the American Way. Though not over yet, it is the end of the Great White Ways of the latest Great White Hope that went down in flames. It was from the flames of endless presidential fulminations that led to self-incineration. It just had to; there was no other way. And now there is so much hard road ahead, so much knitting work to do.

The problem is that some poisonous seeds have been sowed; many of them that have taken firm root. That flourishing will neither die nor fade away easily or quickly.

Though the road in front is uphill and promises to be gruelling every step of the way, there is in America that remarkable capacity of depth, resilience, and ingenuity that, once tapped wisely, could lead anywhere.

There are no limits to the possibilities, if energies and visions are aligned well, and put to work without fear and with freedom.

The first possibility that must be believed in strongly and nurtured carefully is that there can be and must beregrouping towards rebuilding.

And towards an America that can glow again with the greatness of a kind that is vastly different from that envisioned just recently. It is one where there are no outsiders, or where others are made to think and feel that they are, that they do not belong.

It is one that harnesses the untiring energies of the immigrant, the small entrepreneur, the youthful aspirants, the coloured company that has made so many immeasurable contributions to the American Reality, while carving out a slice of the American Dream for themselves.

That dream is still viable for many across the globe. It is why tens of millions desire fervently to go to America.

They do not want to go to Russia or China or Cuba; not even rich Saudi Arabia. Many want to come to Guyana because of our newfound oil wealth. But even as they do, many more from here want to go and be elsewhere; even if it is for the fallback afforded by that comforting blanket of security.

That is the beauty of America; that despite all of its many warts and warps, it is still the place to be. It is the place to make it, even from the bottom and a minimum wage start. Countless immigrants can tell that story that American is as apple pie and simply sweet.

President Joe Biden can make that state of pristine being come to life again. He is older, hopefully from the wisdom of the aging that comes from a wrenching and wretched elections season. We should have all learned something, with the first and most being about ourselves.

There is also that cautionary reminder about the excesses that are powered by hubris at the highest level, and which makes the fall still harder and more unbearable in the selfinflicted hammering that flows in its wake.

As William Shakespeare pointed out in Hamlet Act 3, Scene 1, leaders are the observed of all observers, they must be prince and priest at the same time. It is a clashing combination, and this is what President Biden must rise to be, to shine before all.

Undoubtedly, he lacks the explosive emotional erosion of his predecessor in that coveted office. And he would be wise to remember that sometimes the greatest guidance a man can give himself is through the profound silence that is a part of absolute stillness.

America needs some of that silence and stillness today.

No laws broken with the oil blocks DEAR EDITOR, It would have been better if the Hon. Vice President had left that one out about no laws broken, given the manner of the disposal of the Canje and Kaieteur oil blocks. It would have been the decent thing to do, to refrain from sharing the insulting, by not presenting what reeks of the unacceptable, when judged by any reasonable standard.

No sane person takes his or her dreams and place them in the hands of unknowns; or rents his house to someone without a job, without substance, without so much as any standing anywhere; or his new truck to work, and on which much rests, to someone who has never seen or operated with any kind of motor vehicle.

There are no laws against those, but none of that is ever done. Look closely, and that is exactly what PPP leaders did with our multibillion-barrel oil blocks to people with neither history nor expertise, and not a penny coming in return. Then turn and dismiss some more with the insult of ‘no laws were broken.’ This is what the Vice President in the slick sheen of his unmatchable cleverness would have us believe, through what he defends.

American slave owners did that with slavery. The British use similar mental flights to justify profaning and enslaving Africa and India.

This is the higgledypiggledy, jiggery-pokery gamesmanship delivered and defended by the PPP leadership with Guyana’s oil wealth along with the prospects of Guyanese. Clearly, there is no limit to the asininities that are shared around here, that have taken complete hold of this country, when this warped way of thinking prevails. This is what illuminates the hypocrisy, fallacy, and trickeries of the PPP leadership and to what it is at the heart.

This is what the PNC condones by its own telling ignorance (pretended) and its silence (enlightening). Perhaps, now that the position is that ‘no laws were broken’ it would jump on that ramshackle bandwagons.

What honest leaders and stewards do is place trust and oil assets in the hands of those who have what it takes to make the most out of it for the benefit of all citizens. For citizens, not cronies and comrades and self.

That is not of legality, but deep-seated integrity; and the latter trumps the former. No leader of integrity would hand

over rich oil prospects to those, who are ill-equipped to do anything meaningful with those. Or those who must sell or outsource those prospects.

If the leader had such objectives, then the straightest, most principled way, would be directly to the Exxon(s) of the oil world.

Not through the circumventions and secret maneuvers that have been revealed.

Those oil blocks are national assets, not individual property. Rich prospects are for exploring for maximum benefits to all citizens, not just a handful of insiders. The law may not so provide, but impeccable personal leadership principles do.

Now, using the standards presented by the Hon. Vice President, since no laws were broken, then do we have anything that serves as derivative guiding principles, key nonnegotiable operating minimums?

What are the norms and practices enshrined in the ethical that hold dear the mineral endowments that we have?

That seek to squeeze the best out of them for us? Something is fundamentally wrong and injurious, when any leader could have the brazenness to publicly defend the

abominations that were secretly done with the Canje and Kaieteur oil blocks. If the transactions were so legal, then why the secrecy? Why the sleights of hand?

Why the unlit, circuitous roads taken by the PPP leadership and those to whom they gave away the two blocks? The appearance of the activities smell overpoweringly of the corrupt.

Maybe, that is why it took seven years (and the daily exposures of Kaieteur News) for the crookedness involved with our oil to come to light.

It took seven long years for PPP leaders to say one word about their skullduggeries. It took them seven longer years to share a few words, and there they are: no laws were broken. Why were they hiding?

How many did they have to consult with to come with this legal 3-card con game involving words? No laws were broken is one manner through which artful men walk between raindrops.

Sooner or later, they get wet.

Sometimes, we are too smart for our own good.

This is what could lead into locally uncharted territory.

The long journey to receive NIS benefits DEAR EDITOR, I started the process of getting all the paperwork processed to receive my NIS pension six years ago and after passing my 60th birthday lately; I am so far unsuccessful. Please see details of my letter to the editor here to SNMar 14, 2016 - https:// www.stabroeknews.com/ 2016/03/14/opinion/letters/ waiting-nis-contributionsupdated/ Thanks to SN and KN. After the publication of that letter, my contributions were updated and I am qualified to receive a pension with way over the 750 contributions required by NIS. Two years of my contributions are still outstanding and I gave up on it after making numerous queries and supplying supporting documentation to NIS. I was advised by an ‘Ole Head’ - ‘Tek wha yuh goh get an wait fuh wha yuh want’.

So my story continues – In August 2020, I visited the Guyana Consulate Toronto website to seek information regarding the process to complete a first time application for NIS pension. The website was in a mess with sparse info and the tabs would direct you to a set of unsuitable pop ups.

The website advised that an appointment must be made before visiting the Consulate.

I completed the ‘contact us’ section, sent emails and called; after receiving no response; I contacted the High Commission in Ottawa. The young lady who answered and provided guidance was the best in customer service I have ever encountered in a long time by a Guyanese.

Anyway, the HC in Ottawa intervened; I got a call from the Toronto Consulate and an appointment was made.

In late August, I visited the Guyana Consulate in Toronto, Canada and completed an application for NIS pension and provided all the necessary documentation which was notarized.

The Consulate Official who processed my application was very helpful and assisted me in completing the documents. He told me that they would send the documents to the NIS in Guyana for processing and that I must not post the originals because the postal service was not working due to Covid-19.

In October I contacted the Guyana Consulate in Toronto via email and phone and asked if they sent my documents to NIS in Guyana. After receiving no response, I contacted the HC in Ottawa and again they intervened. I received a phone call from an Officer and outlined my case and asked if my documents

were sent. Nothing was achieved or sorted out by this phone call. After some persistence, I received an email from an Officer of the Toronto Consulate stating: ‘Kindly scan the original and send it by email. The Officer will resend the documents to NIS’. I replied via email stating that I do not have scanning facilities at home and if the documents were sent; it can be recovered and resent.

After that, I received another email from the same Officer who told me that ‘The Consulate wishes to advise that first time applicants for NIS Overseas Pension are required to send their notarized application and relevant notarized documents directly to the NIS office in Guyana.’Two different responses should be noted here.

I also visited the NIS website and chatted with someone and inquired whether NIS had received my documents. The person told me that they did not receive any documentation. I was directed to make contact with a staff from NIS who would receive documentation sent. I was given a phone number but requested an email address which was later supplied. I emailed the staffer, who responded that I should send original documents to the NIS. I am yet to receive a

reply to my last email in which I asked if the documents can be hand delivered to one of the NIS Local Office.

I also received an email from the Consul of the Toronto Consulate outlining how the documents should be sent. I also noticed that the Consulate webpage has been updated on October 29 with notices for first time applications.

The webpage is far better now to navigate than when I first visited it in August.

My observations are as follows: 1. I asked a simple question directed to The Guyana Consulate in Toronto - Was my documents sent or not? No answer was given.

This is a simple yes/no answer why skirt around the issue. I belief that it was never sent. Just for argument sake.

If I had scanned and send the docs when requested to do so by the Consulate Officer then that would have been ‘resent’ to NIS and I would have been misinformed because NIS requires original documents.2.

On three occasions the Toronto Consulate did not reply to my emails and voice messages until I contacted the HC in Ottawa to intervene.

We must continue along this path The Legal Profession is indebted DEAR EDITOR, If there is one country that Guyanese know better than any other it’s the United States of America.

The reasons are many.

But it would be mainly because of our connectivity to mainstream US news networks and family connections.

The recent support from the Donald Trump administration for free and fair elec-

tions in Guyana brought home to the Guyanese people the importance Americans attach to democracy and the right of a people to elect a government of their choice just as they did at their recent elections.

To those in Guyana, in particular those who followed the on-going electoral process in the US, they would now have a much better idea about what is meant by ‘All politics is local,’ not only in the context of the various states and counties of America but also in Guyana.

At 12:25 pm on Saturday, November 7, news broke that the presidential candidate of the Democratic Party, Joe Biden was elected the 46th President of the United States of America with Kamala Harris as his Vice President.

Soon after the announcement, people mainly young people, in Washington, New York, Philadelphia and other cities and towns in America took to the streets in large

numbers and in jubilation welcoming Biden’s victory.

During the recent elections campaign, Biden was described disparagingly in some political circles as the ‘White Old Man,’ ‘Sleepy Joe’ and an ‘Old Guard’.

I’m reminded of Janet Jagan being described in 1997 as the ‘Old White Woman’ and the ‘White American Jew.’But Biden was more approvingly described as the ‘Son of Scranton’ his home-

town, while Harris was described as the ‘Daughter of an Immigrant.’

While Biden fought a battle he described as ‘For the Soul of the Nation’ his competitor stuck to the 2016 slogan ‘Make America Great Again!’Biden’s campaign slogan focused on values such as character, decency and honesty.

Biden declared himself a

‘Transitional Candidate’ which some interpreted as the embodiment of transitioning from one administration to another as well the movement from one generation to the next.Biden won the presidency after making his third run for the presidency.

Harris will be the first woman of colour to be the Vice President of America.

Biden restored the socalled ‘Blue Wall.’

He won tons of votes in the so-called ‘Battle Ground States’ for his party winning over 74million out of the 15O million valid votes cast, the highest amount of votes won by any presidential candidate in the history of the US. Notwithstanding allegations of elections rigging, voter fraud, restrictions to party representatives to observe the count, problem with counting procedures, the status of mail-in ballots, being branded a socialist and a slew of court actions, Biden was able to overcome.

In the midst of a pandemic with approximately 237,000 deaths and over nine million persons affected by the COVID-19 pandemic, Americans nevertheless came out in huge numbers to vote in favour of both Biden and Trump.

We are told that voter turnout for both candidates was unprecedented.

In a deeply divided society, and an economy ravaged by the global pandemic, Biden will be challenged by a

Republican-dominated Senate over which they probably may not be in control.

Biden faces tremendous challenges in respect to health care issues, lowering the political temperature and healing a deeply divided nation.

Here in Guyana, we are no strangers to similar sociopolitical phenomena.

Both Republican and Democratic Presidents have been favourably disposed to assisting the democratic process in Guyana.

In 1989 Republican President Bush fired the first salvo calling for free and fair elections in Guyana.Later, prior to the 1992 elections eight Congressmen and six Senators (Republican and Democrats) wrote separate letters to the US State Department requesting US aid be tied to free and fair elections in Guyana.

President Clinton and Madeline Albright, his Secretary of State worked hard to bring economic prosperity to CARICOM countries. At the UN and OAS, Albright supported the Janet Jagan administration’s fight back against the PNC’s attempt to destabilize her government.

President Obama’s administration supported Guyana’s fight against illegal trafficking in narcotics.

He followed up with President Clinton’s efforts in supporting CARICOM’s push for Small Island Developi ng Sates and

Low Ly i n g Coastal St a t e s . P r e s i d e n t Tr u m p ’s and Mike Pompeyo’s his Foreign Secretary’s and the State Department’s Officials’ contribution to the G uyanese

people’s struggle for free and fair elections will remain etched in our country’s electoral history.

Guyana has worked with both Republican and Democratic administrations in the US.We must continue along that path.

It is not my intention to ruffle any feathers, but I just wanted to highlight how frustrating it can be to overcome hurdles which should not happen if processes are made simple and straightforward.

to President David Granger for the restoration of the appointment of Senior Counsel DEAR EDITOR, I write in relation to the issue of the elevation of attorneys-at-law to the dignity of Senior Counsel, published in several editions of your newspapers.

I shall not treat with the basis of the exercise of the power by President Granger since that issue is sub-judice but assert that it was not unlawful as contended by Counsel Timothy Jonas, for not having the imprimatur of the Judiciary.

The Legal Profession is indebted to President David Granger for the restoration of the appointment of Senior Counsel.

President Granger restored the appointment of Senior Counsel in 2017 after a hiatus of around twenty-one (21) years.

The People’s Progressive Party/ Civic (PPP/C) during their twenty-three (23) years in Government last appointed Senior Counsel in 1996; Messrs. Ralph Ramkarran, Charles Ramson, Ian Chang, Richard Fields, Moen McDoom, and Sam Botherson, the latter four now deceased.

President Desmond Hoyte had appointed Silk in 1985 and as his then Legal Assistant, I have knowledge that the Judiciary had an integral role in those appointments.

I therefore contend that since 1980 the appointment of Senior Counsel has always

involved the Judiciary represented by the Chancellor and the President advised by the Attorney General and it was no less so under President Granger.

In December 2016 the Honourable Carl Singh then Chancellor (ag) recommended several lawyers for Senior

Counsel to President Granger, “after conferring with Judges in the Supreme Court with a view to securing their nominations as legal practitioners worthy of being elevated to the dignity of Senior Counsel.” His successor the Honourable Yonette Cummings Madam Chancellor (ag) has followed in the same vein.

Consequently, President Granger appointed the following lawyers as Senior Counsel; Chief Justice (ag), Roxane George-Wiltshire; Attorney General and Minister of Legal Affairs, Basil Williams; Justice of Appeal, Claudette Singh; Neil Boston, Charles Fung-A-Fat, Clifton Mortimer Llewelyn John, Rafiq Khan, Vidyanand Persaud, and Rosalie Robertson.

President Granger’s ex-

ercise of his powers in this regard was not whimsical or capricious but in accordance with the following criteria: “long service; commendable public service; reputable professionalism; exemplary personal integrity and admi rable social re-

sponsibility. Nominees, should enjoy the esteem of their peers in the profession.”

In 2018 four more attorneys-at-law were elevated to the diginity of Senior Coun-

sel to wit; Messrs. K. A. Juman Yassin, Fitz Le Roy Peters, Andrew Pollard and Ms. Josephine Whitehead.

In 2019 President Granger elevated Director of Public Prosecutions (DPP), Ms. Shalimar Ali-Hack; Ms. Carole James-Boston, Robert Ramcharran and Rajendra Nath Poonai.

Finally in 2020, President Granger elevated to the diginity of Senior Counsel, Ms. Jamela Ali, Messrs.

Mursaline Bacchus, Stanley Moore and Roysdale Forde.

Those last appointments caused Counsel Timothy Jonas to bring the extant court proceedings to challenge President Granger’s right to make such appointments.

It cannot be disputed that President Granger has given equanimity to the noble profession after years of PPP/C’s neglect and we owe him a debt of gratitude.

In light of the foregoing and the clarity of the modus

attending the process of elevation of attorneys-at-law to Senior Counsel the erroneous accusations of Attorney General (AG), Anil

Nandlall; Dr. Tara Singh and Counsel Timothy Jonas require no discussions save that no where in a month of Sundays would Chancellor Carl Singh have used AG Nandlall as a conduit if that were so.

America is becoming unrecognizable DEAR EDITOR, The year 2020 is one for the history books. We have all looked on as world changing scenarios unfolded—a horrible disease epidemic that quickly spread throughout the world, calamitous economic consequences as nation after nation plummeted into shutdowns to prevent the coronavirus spread, a worldwide travel collapse as many countries went into quarantines, and massive government intrusion into citizens’ lives.

Millions of people were basically sentenced to home confinement, prisoners released from jail seemingly to prevent the spread of COVID19, and hordes of people rampaged through the streets of America, looting and burning.

And this is far from over.

Elections were held on November 3 to determine the nation’s future. Even in the capacity of former legal U.S. resident, I do not endorse any political party, but I do feel impelled to address the reality. The stakes are high because what is at play is the survival of the nation as we know it. Over the years we have seen tipping points where political parties secured enough leverage to exert control over everything within their power. We have seen it in America’s big cities and states which are overwhelmingly dominated by one political party. There the career politicians have been able to implement their platforms, policies and goals freely.

In recent months, there have been radical ideas projected by the leadership of one of the major political parties. On July 5, one of the

presidential candidates tweeted that if his party wins the presidency, “We won’t just rebuild this nation—we’ll transform it”.

He failed to say how that transformation would take place or what they would transform the nation into.

That is why the proposals presented by other party leaders are important. They reveal the change that they want to accomplish if they gain control of the presidency and Congress.

Their list of proposals reveals a well-thought out plan for permanently changing government and a transformation of American society into something enormously different. Among the steps that have been openly presented are: The abolition of the U.S. senate filibuster rules that require a 60 percent vote for major legislations or decisions. Such a move would abolish more than 200 years of history and tradition of cooperation and deliberation before making significant changes. Once such rules are abolished the party would then be free to: · Grant statehood to the district of Columbia and Puerto Rico- giving this party a total of four more reliably liberal senators, and additional liberal members of the House of Representatives. · Extend the present ninemember Supreme Court to 15 or more and fill those seats with liberal activist judges who make law rather than interpret law.

This would in turn make the Supreme Court more left leaning ability and give them an unstoppable ability to create new law through judicial

proclamation instead of working through the constitutionally mandated requirement that Congress make laws.

With moves such as these and others in place, the America that we know would no longer exist.

Additionally, in the name of social justice and resisting systemic racism America has been thrown into a period of upheaval that is the biggest threat to social cohesion in the last half century.

Abraham Lincoln, the 16th President of the United States and widely regarded as one of the greatest presidents in U.S. history was also a student of history and understood the danger that can come from within. Long before the opening volleys of the Civil War, he uttered these apocalyptic words: “At what point shall we expect the approach of danger?... If it ever reaches us, it must spring up among us... If destruction be our lot, we must ourselves be its author and its finisher. As a nation of freedmen, we must live through all time, or die by suicide.”

Presently America is split into White and Black, coastal America and middle America.

Trump has widened another divide — that between the big cities, which are predominantly Democrat, and rural and small-town America, which has plumped for him.

The ground is slowly shifting under America’s feet, as she remains on a highly dangerous trajectory – not just due to the months long worry about COVID-19, but also over the direction of the nation and people’s own personal safety, America is becoming unrecognizable.

A NEW CAPITAL REQUIRED DEAR EDITOR, Now that it is clear to all in Georgetown the extent of the flood plain in which a large section of the Capital sits, it is time to plan ahead.

The combination of sea level rise and flood plain expansion requires a shift in placement of key institutions and infrastructure. Investing in higher ground locations should now be a top priority for infrastructural investment planning.

In the past, the mention of

a new Capital located further inland has been briefly discussed, but the planning for this has not started to take root as seen in the current budget.

Investment in improved sea defence, drainage and irrigation is also pending as the impact of flooding continues to slow development on the coast. The Administration now has the opportunity with the increasing availability of funds to develop and implement a new plan that will place

future investment on a path that takes the majority of the population and key institutions out of the flood plain.

A high level of agility will be required to make this shift and it is becoming more evident each rainy season and high tide that the Capital and other affected areas are running out of time.

That would indeed be strange, if true, since I cannot recall that either him or Granger has done the same to President Irfaan Ali. Charity certainly doesn’t begin at home for these losers.

Soaring performance ratings for the President and his government DEAR EDITOR, It is traditional to assess or take stock of the performance of a new administration around its 100 days in office.

November 9 would be the 100th day since President Irfaan Ali’s swearing in on August 2, some five months after the impasse during which several attempts were made to rig the outcome of the election.

A survey being conducted by this writer in New York and in Guyana finds soaring performance ratings for the President and his government (administration), in particular for the Attorney General, Anil Nandlall. Respon-

dents praise President Ali, Vice President Bharrat Jagdeo, and Legal Affairs Minister Nandlall, among others, for rescuing the country from poor governance of the predecessor regime and the dire straits of the economy.

The respondents in the survey overwhelmingly say that the PPP has done a much better job managing the affairs of the country than the APNU+AFC coalition and that peoples’ lives are much better now than under the preceding regime.

Respondents describe the President and his team as “action oriented”. They say there has been much progress in the country since August 2 even though a budget was not approved till a month later.

In New York, the survey interviewed 102 Indians, 54 Africans and Mixed, and six Amerindians.

The data for the survey in Guyana is being processed.

The US and other countries intervened to protect democracy in Guyana and the survey revealed that foreign (US) involvement was welcomed by (some 70%) Guyanese in the NY based diaspora.

The New York survey finds that a lot of goodwill was generated for the change in administration given the misbehaviour of the coalition during the five months election impasse.

With regards to numbers, a large majority supports the change in administration with almost every Indian and Amerindian approving of the change along with a fifth of the Africans and Mixed population. Almost every Indian and Amerindian gave a thumbs up to the performance of President Irfaan (72% approval rating) and the government (71% approval rating).

The President has come in for a lot of praises from those interviewed: described as young, intelligent, dynamic, balanced, matured, sincere, passionate, dedicated, and committed to national development and harmonious interethnic relations.

They note he has been helping all Guyanese irrespective of ethnicity. Some say he talks passionately of helping all Guyanese and that they see it in his face and communications.

He is on right track in terms of economic reforms especially in lowering taxes.

A large majority approves of the budget (69%).

And he has signalled he wants a trustworthy electoral system that will inspire confidence in all Guyanese. Some 68% support prosecution of election riggers and 65% feel election will not be free and fair if the riggers remain at GECOM. Some 70% want electoral reforms.

The President is seen as very pro-active and going out in the communities.

They like the idea that he is taking government to the door steps of people.

Respondents say the President seems committed to democratic governance and to electoral and constitutional reforms.

Respondents praise his and the Vice President’s ability to access resources from friendly countries like India, USA, Canada, and UK for Guyana to address pandemic issues. In spite of constraints of pandemic, the government

is forging excellent international relations and signing accords with several countries.

President Irfaan has been able to secure foreign assistance from several countries for development programmes.

He pulled off the biggest achievement in diplomatic relations - a visit by Secretary of State Mike Pompeo, the first visit to Guyana of an American cabinet member.

There is overwhelming approval (70%) for US involvement in the election to se-

cure the democratic outcome and for Pompeo’s visit.

Respondents overwhelmingly approve the performance of Nandlall as well as to the granting of Silk (Senior Counsel) status to him and Timothy Jonas. Everyone rates Anil Nandlall as the most efficient Minister of the government. Every Indian, Amerindian and a majority of Africans and Mixed approved of Nandlall’s performance as AG. The President disappoints the diaspora in one area - many complain that the administration has not ap-

pointed qualified individuals from diaspora to positions as promised during visits to and engagements with diaspora especially in North America. Many are also disappointed in the government’s handling of the oil contracts.

The Chief deserves to be honoured

I

would have loved to have seen, even now, someone like Joseph ‘Reds’ Perreira being made Minister of Culture, Youth and Sport. There is no Guyanese who I can think of who was more passionate about sports and its organization than Joseph ‘Reds’ Perreira.

I remember when boxing used to be hosted at the National Sports Hall. ‘Reds’ was extremely protective of the floor of the Hall which was used for basketball and was built at a huge cost to taxpayers.

‘Reds’, even though he was only at the time a sports commentator at the Guyana Broadcasting Corporation, would be pleading with spectators to keep off the floor. He would be trying to shoo spectators off the floor in order that it would not be scratched or damaged.

It was a sad day for radio and for sport in Guyana when ‘Reds’ departed Guyana to take up a job in the Eastern Caribbean.

That was a great loss for the country and sport was never the same again in Guyana.

This column however is not about ‘Reds’. It is about the importance of having someone in charge of Sports who has a good background in sport and sport organization, like ‘Reds’.

If we had more like ‘Reds’ in sports administration, Guyana would do much better. A lot of folks do not appreciate how much this man did for local sport.

This past week there were two tributes which were paid to former Caribbean Men’s Singles Table Tennis champion, George Braithwaite, who was known as ‘The Chief’. Braithwaite died recently.

He had migrated while still young before returning to play in the mid-1970s in the Caribbean Championships which was hosted at the National Sports Hall.

Braithwaite, then in his 40s – an age when most table tennis players are way past their prime – was the star of the tournament. He made it all the way to the finals, in which he was the odds-on favourite to win.

He lost. He also lost the next year in the finals before deservedly clinching the title in 1979.

Braithwaite was one of only four Guyanese to have won the Caribbean Men’s Singles title. The others were Errol Caetano – Guyana’s world-rated tennis player who went on to play for Canada; Bruce Edwards and the durable Mike Christophe.

Braithwaite’s performance at the championships in Guyana was memorable.

Those who did not see him perform did not miss anything because ‘Reds’ Perreria’s commentaries brought the action straight into your homes.

Listening to ‘Reds’ commentate, you would believe you were in the Sports Hall watching the game.

This past week Errol Caetano and Mike Baptiste – both national and Caribbean

champions – wrote tributes to Braithwaite. I have not heard or read anything being said by the Minister of Sport.

But he can be excused. He was not even born when Braithwaite was wielding his racquet for Guyana.

If someone like ‘Reds’ Perreira was in the Sports Ministry there would have been no such omission. But the younger generation, and even some of the older folks, do not know or remember ‘The Chief’.

It is not too late for the government to posthumously pay tribute to Braithwaite. He was a star performer for Guyana.

His obsession with fitness and his training habits make him a role model for not only table tennis players but for all sportsmen and sportswomen.

Braithwaite was playing table tennis at a high standard way into his 70s. He was a fantastic athlete.

Braithwaite deserves to be better honoured.

Perhaps ‘Reds’ who himself is getting on in age, may wish to do a reflection on Braithwaite and particularly how he carried the colours of Guyana during that memorable tournament which was held in Guyana in the mid 1970s.

The Minister of Culture, Youth and Sport is a decent young man. He is the sort of fellow who is extremely approachable, takes advice and is not pompous. This is unlike so many others who when they are appointed to high office, power gets to their

Kirpaul stated that he was told that during the outing at the beach, there was another car (a Toyota 192) with two men that pulled up.

The men were reportedly seen chatting and drinking with the driver his son hired.

“Where are those men?

Where is that car now?

Those questions still linger,” Kirpaul said.

Some, soon after Vivian’s murder, had speculated that he may have been killed over some stolen watermelons.

However, that theory apparently fell through the cracks since the case has not been solved.

Kirpaul believes that sloppy investigations were done and there were too many “connections” that helped to push the case away from the microscope. He believes that there is enough evidence to pursue the matter.

Kirpaul mentioned that he

visited the CID Headquarters sometime ago and had spoken with Crime Chief, Wendell Blanhum.

He was then asked to contact a senior investigator from the Major Crimes Unit but revealed that he hasn’t heard anything since.

As he counts the years that have gone by without any justice being served, Kirpaul said that he still has hope that one day his son’s killers will face the penalty. As such he wants his son’s case re-opened and investigated again.

On Sunday November 8, 2009, a taxi stopped at the Balrup’s Reliance, East Canje, Berbice home. then asked his mother to allow him to accompany his cousin, Persaud, to Number 63 beach. Persaud, the cousin, confirmed that they were joined by two girls. One of them was 15-year-old Susan Hernandez, the then girlfriend of Vivian.

The taxi driver then took the friends to Number 63

beach where they passed a fenced watermelon farm.

Vivian reportedly picked two watermelons from the farm.

Persaud had told police that Vivian and Hernandez went for a walk together, while he, his girlfriend and the driver remained by the car. He told police that he then asked the driver to borrow the car and he drove along Number 63 Beach with his girl.

However, the car reportedly got stuck in the sand on the beach. By that time the driver had called and Vivian told him he was stuck.

The cousin claims that after about 30 minutes, the driver and two men in a goldcoloured Toyota AT 192 drove up. They were accompanied by a bloody Hernandez. There was no sign of Vivian.

According to Persaud, Hernandez alleged that she and Vivian were sitting under a coconut tree when someone came up and struck him.

She reportedly said that the same person then struck her, causing her to fall.

Persaud alleged that Hernandez said she managed to get up and run away, while the man continued to strike Vivian.

According to Mark Persaud, he suggested that they check on Balrup but the taxi driver insisted that they would have to wait until his car was unstuck. He said that the driver and his two friends in the gold-coloured car went to a nearby residence and borrowed a tractor which they used to pull out the stuck vehicle.

They then went to the area where Vivian and Hernandez had been attacked.

Persaud said that Balrup was lying on the ground in a semi-conscious state. Reportedly on the taxi driver’s suggestion, they took the unconscious youth to the New Amsterdam Hospital.

Four watermelon farmers from the Number 63 beach area were detained but then released after Hernandez failed to identify any of them as the attacker.

CPA engages media on ‘child privacy’ The Childcare and Protection Agency (CPA) on Saturday held a virtually discussion with members of the Media to discuss the issue of ‘Child Privacy’.

At the forum those in attendance were encouraged to be cautious when reporting on child matters.

Attending this discussion were the President of the Guyana Press Association, Nazima Raghubir; Legal Officer of the CPA, Telisha Williams, and media personnel.

Opening her discussion, Ms. Williams, stated that under the Protection of the Children Act and the Childcare and Protection Agency Act, there are some guidelines that are stipulated as it relates to the media’s reporting on matters that involve a child.

The guidelines outline “what can and cannot be reported,” she said.

President Ali excludes GT Mayor from wreath laying ceremony The Mayor of Georgetown, Ubraj Narine, was yesterday excluded from the wreath laying ceremony annually held at the Cenotaph in commemoration of the fallen soldiers who fought in the two world wars.

The wreath laying ceremony is observed by all commonwealth countries on the second Sunday of November every year. This act is part of what is popularly known as “Poppy Day”, a day of remembrance for the soldiers who died in the First and Second World Wars.

Laying their wreaths at the Cenotaph located at the Main Street, Georgetown round-about was President Irfaan Ali and Prime Minister, Retired Brigadier Mark Phillips.Also paying homage were Ambassador of the United States, Sarah AnnLynch; Indian high commissioner to Guyana Dr. K.J. has been a big issue in Guyana, Williams added that “when reporting any incident relating to a child, whether the child is being abused, is abusing another, is suspected to have committed a crime or has a crime committed against him or her, it is important to protect the identity of the child because in these circumstances the child is consider being a person at risk.”

As it relates to persons or organisations doing good deeds for children belonging to centres or homes, Williams noted that when pictures are taken of the child or children and it is posted, that eventually exposes the child’s identity. In this case there can be persons who would want to approach these children and may want to cause them harm.

Williams further discussed that publishing information on the identity of a child in the case of court matters or criminal matters, without just cause, is in fact an

offence under Section10 of the Childcare and Protection Agency Act. Notably, general information can be given in reporting the incident but no specific details should be included that can lead persons to identify the specific child involved. As such, the names of the child or family members of the child, the child’s school, age and grade, picture or neighbourhood should not be shared in any news report.

The Legal Officer pointed out too, that when reporting on anything that leads to the identity of a child, whether directly or indirectly, the media ought not to publish.

In closing, she added that if unsure as to whether the report meets the guidelines to protect the child’s privacy, the media can contact the CPA through its Facebook page or through the Agency’s Director for guidance and further details.

An unemployed man has been arrested for burglary committed on the home of Hasena Mohamed, aged 39, a house wife of Lot 517 Block 19 Line Path, Corentyne, Berbice.

The incident occurred between 20:00hrs Saturday November 7, 2020 and 00:10hrs on Sunday November 8, 2020 at the said address.

Kaieteur News understands that Sureshchand Latchman called “Rice”, 53, of Lot 108 Number 79 Village Corriverton, Berbice, was arrested with the stolen items and has since been charged. He will be arraigned before a magistrate later this week.

He is also wanted for questioning in relation to several acts of break and enter and larceny. He was previously convicted for three counts of breakages in 2019.

Dhawan, Hetmyer, Stoinis and Rabada take Delhi Capitals to their first IPL final

ESPNcricinfo - The Delhi Capitals came into Qualifier-2 having won just one of their last six games, and another defeat here would have left everyone writing their campaign off as a squandered opportunity. But here they are now, in their maiden IPL final, one win away from glory.

Their performance in this Qualifier was like their season in miniature: they flew out of the blocks, then stuttered, but they kept themselves in the game and won the key moments.

Sunrisers Hyderabad, who had won their last four games on the trot, began poorly - with ball and bat as well as in the field - and made up ground later on, but it wasn’t quite enough.

Two key tactical moves paid rich dividends for the Capitals. They opened with Marcus Stoinis for the first time in the season, and he, along with Shikhar Dhawan, rewarded them with their best powerplay of the season.

They also brought Shimron Hetmyer back into their side, and his late hitting ensured the Capitals put up a challenging total despite a significant slowdown through the second half of their innings.

Stoinis contributed heavily with the ball as well, taking two wickets in the fifth over of the Sunrisers innings, and then coming back to remove Kane Williamson just when he seemed set to pull off his second chasing masterclass in two games.

Stoinis and Dhawan set the tone The Capitals’ run of poor form coming into this game had included three games where they had lost by 59, 88 and 57 runs. They didn’t want

to be chasing again, and the toss went in their favour. And at one point it seemed as if everything would go in their favour.Sandeep Sharma and Jason Holder kept the Capitals’ openers to just 11 from the first two overs, and the pressure produced a chance in the third over. Kentucky Derby winner Authentic leaves no doubt in Breeders’ Cup Classic USA Today Sports - LEXINGTON, Ky. – Moments before Saturday’s Breeders’ Cup Classic at Keeneland, trainer Bob Baffert took a glance at the tote board and couldn’t believe his eyes when he saw Authentic at 4-1 odds.

“I was sort of surprised,” Baffert said. “I go, ‘This guy won the Kentucky Derby.’”

Perhaps the betting public had lost faith in Authentic after losing by a neck to filly Swiss Skydiver in last month’s Preakness.

Baffert and Authentic got the last laugh Saturday.

Authentic and jockey John Velazquez bolted to the lead out of the gate and never looked back, winning the $6 million, Grade 1 Classic by 2 ¼ lengths.

Authentic covered the 1 ¼ miles in 1:59.19 and paid $10.40 to win. He became the fourth horse in history to win the Kentucky Derby and the Classic in the same year, joining Sunday Silence (1989), Unbridled (1990), and American Pharoah (2015).

“We sealed the deal,” Baffert said. “(The Kentucky Derby) wasn’t a fluke. He’s the best horse in America today. That’s why I love horse racing. It’s settled on the racetrack.”

Authentic was clocked in 1:59.19 for the 1 1/4 miles, breaking the track record of

2:00.07 established by American Pharoah in his Classic victory.

It was the 17th Breeders’ Cup victory for Baffert, three shy of the record held by D. Wayne Lukas. Baffert holds the record with four Classic victories.

Improbable, also trained

by Baffert, finished second.

Long shot Global Campaign was third. Maximum Security, Baffert’s third hopeful, faded to fifth.Belmont winner and Kentucky Derby runner-up Tiz the Law went off as the 31 favorite but flattened late and finished sixth.

“I had an OK trip,” jockey Manny Franco said. “I was down inside. My horse never settled for me. He was pulling me the whole way hard.

The GGA had attracted a number of female players.

Mr. Christopher Ram, of Ram & McRae has always been a leader in supporting the rights of those lesser privileged and saw the opportunity to continue his philanthropy when he started using the Nexgen Golf Academy on Woolford Avenue recently.

In an early Sunday morning practice session with Ramesh Dookhoo, the longtime friends who shared common roots in Alexander Village, decided to undertake the role of providing access to the sport of Golf to children from the Albouystown/Alexander Village areas.

Messrs.

Ram and Dookhoo have undertaken to fund a monthly programme that will allow kids to learn the game. This incredible gesture of generosity will provide access to equipment, balls and lessons for kids who would normally not have the opportunity to partake in a sport like golf.

“I have always supported the idea of rooting for the underdog, those most unlikely to win, and knowing how Golf can make a difference in the way people act, think, and contribute to society, this is a simple decision,” said Mr. Ram. “Ram & McRae is involved in many other philanthropic projects and this is one that we will support because it is a game that many dream of playing but previously could not access.”

Honorary Secretary of the Public Service Commission Ramesh Dookhoo was laudatory of the efforts being made by the Guyana Golf Association and Nexgen Golf Academy. “The convenience of having a central location in

Georgetown to give everyone access to the sport has made a huge difference that is visible to myself and hundreds of new players.

With the covid restrictions, I really enjoy the ability to spend a few hours in the open air, close to home and be able to participate in the sport I love, so sharing this joy is a win-win for everyone.”

Mr. Dookhoo reminisced that his company’s chairman Clifford Reis, of Banks DiH had sought to develop a regular youth programme but distance and lack of a consistent development programme led to it being discontinued.

“With this facility meeting the standards we desire, and location being the key factor, I hope to see many other companies joining the effort to grow the game.”

SportsMax - West Indies head coach Phil Simmons has expressed optimism that the team has added needed firepower to its batting line-up following the return of talented batsman Darren Bravo, ahead of the New Zealand series.

The 31-year-old Bravo, along with Shimron Hetmyer and Keemo Paul, declined not to take part in the team’s tour of England earlier this year, citing health concerns due to the ongoing pandemic.

Despite winning the first Test with a commendable performance, the West Indies batting line-up went through its typical struggles in the next two, as the series went to England 2-1. Minister Vickram Bharrat inducted as BCB Patron

T

he Berbice Cricket Board on Saturday last inducted Minster of Natural Resources Vickram Bharrat as it Patron during a simple but impressive ceremony at the St Francis Community Developers Complex in Rose Hall Town under strict Covid 19 guidelines.

BCB President Hilbert Foster hailed the induction ceremony as another red letter day in the history of Berbice Cricket.

In his opening remarks, Foster provided a comprehensive report on the history of the game in the county, its present status and plans for the future.

He stated that the board was the first of its kind to be established in Guyana and over the years has produced nineteen test cricketers, thirteen ODI and 20/20 players along with six female players for the West Indies.

The BCB, he also stated, hosted the first ever ODI match to be played in the Caribbean in 1977.

He recalled that after an after an internal crisis that lasted over two years, his administration inherited a board that was in deep crisis and less than fifty thousands in its coffers.

No proper cricket tournament was been played, while the frustration level among players and clubs was at an all time high.

He proudly stated that the level of Berbice cricket was now at an all time level and predicted that in a few years, the BCB would be considered the role model cricket structure in the Caribbean. Over the last thirty two months, the Foster led board has organised sixty two cricket tournaments at all levels, raised over $30M in cash and kind, assisted clubs with over ten million dollars worth of items, implemented dozens of developmental projects, upgraded the board office, become self reliance and assisted a combined two hundred youth cricketers with cricket gears and bicycles.

Regional Vice Chairman Zamal Hussain hailed the work of the board and stated that the RDC of Region Six would always offer support as it understands the valve of sports.

He praised the board for its open door policy and for working along with all stakeholders.

He noted that while his dream of becoming a cricketer never materialized, he would work along with the Board to make sure that every Berbician have the opportunities to become the next Rohan Kanhai and Basil Butcher.

He pledged that massive improvements would be made in Berbice Cricket during his five years term of office. He disclosed that he follows Berbice cricket very closely and hailed the

The Patron also spoke on the importance of discipline and on the need for young cricketers to remain focused as it is very easy to be led astray.

In his first official duty as Patron, Minister Bharrat handed over a donation of a box of cricket balls, two scorebooks and a warm-up football to the Edinburgh Cricket Club.

He then announced to

loud applause, a financial contribution of one million dollars to the BCB coffers and a donation of cricket gears worth about two hundred thousand dollars.

The financial donation would be used for the 2021 historic semi professional tournament, while gears would be shared out to less fortunate youth cricketers across the county.

The Government Minister committed to working very hard in his

capacity to make sure that the tournament becomes a reality and fulfills all of its objectives.

The gears would be handed over under the newly established Patron Fund.
