Exxon eager to ramp up production beyond 220,000 barrels a day for shareholders' pocket – Senior VP Payara to start pumping in two weeks…

x x o n M o b i l Corporation's Senior Vice President, Neil Chapman recently disclosed that his company's third oil project in the Stabroek Block called Payara is scheduled to start pumping oil in mid-November. This project worth a whopping US$9B is expected to produce 220,000 barrels of oil per day. Officials have said that a 10 to 20 percent ramp up of production would occur shortly after.

During his company's 2023 third quarter earnings call, Chapman said, “We're really encouraged by what we're seeing in Guyana. I mean, let's just start with the two boats that are in operation

today. The Liza Destiny had a nameplate capacity of 120,000 barrels a day. We're consistently running that at about 150,000 barrels a day.”

The Senior Vice President said the second vessel, Liza Unity, has a nameplate capacity of 220,000 barrels of oil per day but production has already jumped above 240,000 barrels a day. He said, “So those two combined are getting close to 400,000 barrels a day, which is quite a bit above. And this comes from, I would just say, good operational performance. You look at every aspect of the operations, you tweak them, you push them, and you can get more and more

out.”

With respect to the Payara Project which will use a vessel called Prosperity, he said it carries a 220,000 barrels a day nameplate capacity. “We would hope, we would expect to have a similar type of uplift. There is no reason to think that we wouldn't, but we have to start that up. The plan is to start that up in the middle of November,” the Senior Vice President said.

With those three ships alone, Chapman said Guyana would have a combined production output of 560,000 barrels a day. He noted that the intention is to take this beyond 600,000 barrels a day of production.

With respect to future projects, Chapman shared that Exxon and its partners which consist of Hess Corporation and CNOOC Petroleum Guyana Limited have three more Guyana Projects in the pipeline.

These are the Yellowtail, Uaru, and then Whiptail. Chapman said these projects will use boats that are bigger than the Liza Destiny, Liza Unity and Prosperity, adding that they will each produce 250,000 barrels a day.

The Senior Vice President said the boats for Yellowtail and Uaru are already in construction. As for Whiptail, Chapman said, “We've submitted the development plan to

the government. And we would hope and expect to reach a Final Investment Decision in 2024 for that. And that will give us a combined nameplate capacity of 1.2 million barrels a day at the end of 2027.”

The Senior Vice President was keen to note that the 1.2 million target does not include the uplift in performance Exxon has planned for its Guyana vessels.

He said the company's mission is to get maximum production out of the boats, including Payara, adding that this would redound to sweet financial returns for its shareholders and the Stabroek Block partners.

Audit to scrutinise Exxon's costs for drill ships, supply boats, helicopters, lease for FPSO's - Jagdeo ...says exercise will not only look at costs, but fair-value With the field work for two audits completed, one by the British Company Information Handling Services (IHS) Market, into the US$1.7B of expense incurred from 1999-2017 and another done by a local consortium to scrutinize the expenses for 2018 to 2020, a lot of jaw-dropping revelations have been made.

Some of the expenses incurred were totally unrelated to oil production, but rather to benefit Exxon's expatriates and their families.

However, some of the bills which have not been seen are related to the costs for drill ships, supply boats, helicopters, and lease for FPSO's and maintenance, all of which were needed to facilitate the exploration for and production of oil. On Thursday at his weekly press conference, Vice President Jagdeo was asked if his government can provide the costs for the above listed expenses. He said that: “those will be looked at in terms of whether they are fair value in the audits.

Whether we have achieved fair values you will see in the audit report now and the audit report will look at cost.”

He went on to say that it will be “not just cost from a perspective of whether there was any illegality done but

cost in terms of fair value so when the audit reports come out we address it through that mechanism.”

It is important to note that the audits done were not forensic audits but cost recovery audits. Financial Analyst and Certified Accountant, Floyd Haynes during an interview ate last year on Kaieteur Radio's Programme, Guyana's Oil and You explained that “A forensic audit is done with the aim of identifying fraud and embezzlement with the goal of gathering evidence to be used in a court.” On the other hand a cost recovery audit is being done pursuant to the parameters of the 2016 Production Share Agreement (PSA) governing the Stabroek Block.

“The goal is to verify the accuracy or rather the legitimacy and validity of cost claimed…There is a huge difference so I wanted to clear that up,” he said.

Haynes said that Guyanese can rest assured that no stone was left unturned by Auditors involved in the e x a m i n a t i o n o f ExxonMobil's costs incurred in the Stabroek Block. This publication has carried several articles on the audits from the moment the contract was awarded. In one article Haynes had said that he did not want the audit to be viewed as a “witch hunt”

Analyst and Certified Accountant, Floyd Haynes or a “Got You!” exercise, further stating that, “You cannot convict someone without a trial and no serious professional will litigate something this complex in the news media without first having seen the audit or looking at the costs or any of those things. I think it's reckless and rather irresponsible…” Haynes added, “I can assure our Guyanese that no stone will be left unturned, we will look at everything and we are doing this on behalf of the Government and ultimately on behalf of the Guyanese people but at the same time we don't walk into an audit assuming that the company is guilty.”

THE AUDITING PROCESS The Certified Accountant was keen to share with the public how the

Vice President, Bharrat Jagdeo audit process worked. Exxon first had to provide them with a Joint Audit Data Exchange (JADE) report which contains all of Exxon's costs claimed as part of their cost recovery.

According to the account this contains tens of thousands of lines of transactions. “There is no Auditor in the world that can sit down and go through all of it. In fact, no audit is ever done that way.” Haynes said Auditors take a representative sample, rather, a scientific sample of the costs incurred and that sample is based on a number of things. “It could be high risk areas that you think have potential for exposure based on past experience or based on having done work in the industry before. So you take a sample of those, you look at it closely and then you ask

for corroboration or additional information on those types of things and that's what we did,” said the Auditor.

He added, “Out of that you will have findings, you will write up your report, and give it to the Government, from there, the Government will engage lExxon in some kind of a discussion, it will go back and forth, and we will probably go back and then produce a final report.

That's kind of the process in a broad way.”

Haynes said he always knew the level of complexity would be high. “But having done lots of audits before, I think this one takes the cake in terms of the degree of c o m p l e x i t y. T h e s e spreadsheets you're looking at are so huge you have to run pivot tables, you've got to chop it in slices and dices.”

Haynes said the greatest takeaway for him, is understanding that this kind of work really requires a high level of expertise in order to be able to perform.

He said Guyana does not have this. The Fraud Examiner believes that the partnership with the international consortium will help in providing the knowledge transfer that will, over time, allow locals to eventually conduct similar audits. He said too that he has developed a healthy appreciation for the amount of effort that must go into such exercises.

IHS Market, a British firm, was contracted back in 2019 to audit over US$460M in costs incurred by Exxon.

The bills are supposedly for exploration and administrative costs incurred prior to oil being discovered in 2015.

It was also responsible for auditing a portion of costs incurred from 2015 to 2017 but there has been no official confirmation of what this amount is. Government has also not given a definitive statement on the status of this exercise.

President Irfaan Ali has since pledged to make these reports public, in keeping with his desire for transparency and accountability in the oil and gas sector.

ExxonMobil audits From the small handful of audits of the expenses of Guyana’s oil partner, ExxonMobil, a stream of revelations has surfaced, and it all has to do with money.

Tens of millions of US dollars first, then the company deepening the grasp of its claws to the tune of a hundred million, and then a couple hundred million more exposed from another audit. From the audits of precontract costs to one of US$7.3 billion, Guyanese get a peek at the games ExxonMobil play with their oil money, and how they always come out the loser in the spending shams.

An early review of a precontract audit report for nearly half a billion US dollars noted US$92 million in the suspect, what fell short of standard accounting practices.

Recent examinations of two separate audit reports that identified US$214 million and US$100 million respectively in findings noted the troubling, surprising, ugly, and infuriating. A few pieces came out those two audit reports that merit critical comments, and distaste for the thoughtless, cavalier manner in which ExxonMobil partners with Guyana. Truth be told, this country’s offshore treasure house of oil is being used by ExxonMobil and its friends in the three-member consortium as an all-purpose cashbox for any and every attraction that catches the fancy of the foreigners.

There are millions of US dollars from Guyana’s share unearthed by the audit that ExxonMobil used for fun and relaxation. There are more millions from Guyana’s piece of the partnership that ExxonMobil’s people grabbed to keep themselves in tiptop shape, so that their minds are clear on how to rip-off Guyana some more. There are still more millions seized from Guyana’s share of its oil revenues, and spent by ExxonMobil to wine and dine its bigshots and their companions.

Guyanese were brought to their knees by the COVID-19 pandemic, but there were the executives and managers and insiders of ExxonMobil, and their army of coconspirators, dancing to the stars, and rutting in the overflowing Guyana oil trough. No genuine partner would ever think of such extravagances in times of challenge, much less engage in activities such as these. No corporate entity that claims it is authentic and considerate would ever stoop as low as ExxonMobil did with how it helped itself to the riches of Guyana, when the population was locked down and left to contemplate what the future held in store. If this was all, then there might be some excuse made for the company’s expensive actions.

There may have been listening to some mitigating factors put on the table that may have ease the wrath and disgust at what was clearly and purely exploitative, a series of stabs in the back on the Guyanese people.

But, in these audits and their related reports, Guyanese must remember that there was only so much that could be looked at (scope/audit charge or Terms of Reference). In view of limitations in available capacity and time, there was only so deep that probes could have gone. What was neither touched nor reviewed due to the nature and structure of sampling methods, could very well be multiples of the US$214 million and US$100 million that have been reported.

Guyanese have already seen and recoiled from the kind of partner they have in ExxonMobil from the narrow scope audits conducted. It is left to the intelligence of the mind, and to basic commonsense, to interpret what else has gone undetected. It stands to reason that possibly many more hundreds of millions of US dollars have been snatched by ExxonMobil from Guyana’s oil revenues under the umbrella of legitimate oil operations.

But it is more than what ExxonMobil has spent and on what.

For, as has come to light in the IHS Markit-GRA audit, it is how the company goes about challenging audit findings. Guyanese officials have been twisted and turned into the unrecognizable, with one singled out and given a slap on the wrist. To compress, the spending and auditing of ExxonMobil has revealed racket upon racket, and when locals believed that that was all, there were the backdoor, under the table, maneuvers to cheat this country still more. This is the type of partner that Guyana has in ExxonMobil.

Ministers everywhere, but when things go wrong, they are nowhere DEAR EDITOR, I was astonished and as an older citizen, somewhat ashamed of the Minister of Education, Priya Manickchand excusing herself from the tragedy at Mahdia, which took the lives of a score of our young citizens.

The letter is bewildering as the Minister takes no responsibility while attacking the various articles and comments appearing in

Stabroek News.

President Ali and members of the cabinet have made it very clear that they have little interest in using the various tiers of governance as required by custom and our constitution.Instead, they run around the country delivering direct orders to known officials and local authorities.

A rather lengthy explanation is in

contradiction to the new order of things beginning with the President and his Ministers.

Those of us who have heard stories of these direct consultations, so called direct democracy, find the Minister’s accusation of the Stabroek News untenable, if not amusing.

The President and his cabinet members must know they can’t have it both ways.

They seek control of

everything, of every institution.When things go wrong, as was in the case of the Mahdia dorm, shouting with the power of the pen, it is those fellows in the Region, in the local authority and everywhere else shouting, Not me Lord.

They say Minister,you can fool some of the people some of the time but not all of the people all of the time.

Jagdeo betraying this country in his dealings with Venezuelans DEAR EDITOR, Bharrat Jagdeo is betraying Guyana and the Guyanese people with his backstabbing, undermining behaviour. In a meeting with a section of the Venezuela community he reportedly gave assurance to this group that the PPP is comfortable having Venezuelans live within the borders of this country, but the Opposition and other forces would want to send them back to Venezuela and prevent others from coming. This fits perfectly in the narrative that Jagdeo is cutting a deal with the Venezuelans.

The discussion took place with the Venezuelans in Guyana in the environment of ongoing discussions on the territorial integrity of this country and particularly Venezuela’s continuous aggression against us as a nation.

Jagdeo’s behaviour is antinational and creates disharmony in the nation at its most critical juncture.

Every elected member of the National Assembly has a responsibility to discharge their oath of office to protect and defend Guyana and where Jagdeo’s ongoing divisive behaviour threatens this on the global and national stages ought to be condemned by members of the National Assembly and public at large.

Our solidarity as a people, in pursuit of the defence of our territorial integrity, must not be taken for granted. Jagdeo must be called on to retract all statements attributed to him, unconditionally, or we must see him as existential threat to the nation.We have reached a critical point and while time is taken to address J ag d eo ’s co n d u ct, th e

Opposition equally must be told that theirs is under serious review as well, even as they sign and make agreements on behalf of the people of Guyana and not for the government.

The absence of the understanding of roles and/or ineptness has/have created the opportunity for the PPP to do as they like. Why must we accept the Opposition being invited to a meeting by the President to discuss the territorial integrity of this country, and Leader of the Opposition Aubrey Norton obediently turning up like a little dunce boy, leading the flock, feeding into the PPP’s narrative about him. You are smarter than this, Norton.They should not have turned without a plan to present to the regime to bargain on behalf of people.

Norton has the right to bargain and must exercise it.

The idea that if we are to discuss the border/boundary or territorial integrity of this country, as a domestic issue which is likely to have an impact, must also see discussions of other issues.

If there is no country there cannot be borders or boundaries and for us to continue to talk about territorial integrity, we must protect the country, and the country is not only the land but the people in the land. If the people are not satisfied the people cannot defend the border.

When Norton meets with Ali, Jagdeo and the rest, whatever he discusses must include and agreed on, in the shortest possible time, the undermentioned: Working conditions and remuneration benefits for our military and all workers and their families.

For the military, paramilitary

and all who are called to serve there must be insurance to guarantee the safety and security of their family, and I am not talking about the National Insurance Scheme benefits. This is the least an oilrich country can do for those who will be called upon to serve and lay their lives down for this country. These workers, their children and family future must be assured now with no political skullduggery to prevent them from benefiting.

- Respect the right to collective bargaining in the public sector and commence engagement between the state and representatives of the Guyana Teachers Union and Guyana Public Service Union. There must be respect and fruitful engagement equally with representatives of all workers.

- Guyana’s share of the oil and gas revenue must be on the agenda for discussion

and agreement as to how it must be distributed and accounted for.

- The appointment of the Chancellor and Chief Justice and the depoliticisation of the judiciary - The framework for equal and equitable distribution of justice (social, economic and political) must be strengthened.

Let me advise Norton, not to get carried away by the messenger but pay keen attention to the message and remember that labour (past, present and potential) is equally the responsibility of the Opposition, the sitting government and the Labour Movement. Everything that has built this country succeeded on the back of labour and whatever plan the Government and Opposition have can only succeed with Labour.

Increase Old Age Pension to $100,000 and reduce qualifying age to 60 DEAR EDITOR, As a nation, it is our duty to ensure that the well-being and dignity of our elders are safeguarded. In light of our abundant oil resources, it is high time that the Ali-led PPP government takes a bold step towards improving the quality of life for our senior citizens. In this writing, I urge the government to increase the old age pension to $100,000 and reduce the pension age from 65 to 60 in the upcoming 2024 budget.

Furthermore, since the appointment of Dr. Vindhya Persaud, as the Minister of Ministry of Human Services

and Social Security, she hasn’t done anything for our elders, and I hope that she will support on such a gesture to uplift our elderly population.

Enhancing the Old Age Pension: The current pension amount of $33,000 is not enough to help our elders cover even their basic needs.

The cost of living has increased significantly over the years, leaving our elders struggling to make ends meet. Therefore, raising the pension amount to $100,000 can provide them with the (Continued on page 05)

Without a properly educated population, our roads and bridges will be meaningless DEAR EDITOR, Some seven years ago, on a visit to one of our Grade A schools in Georgetown, a senior teacher described acts of immorality and uncouth behaviour among both boys and girls. Up and until recently I assumed this was an aberration.

Unfortunately, based on recent events and interventions I had with families in Georgetown, Linden and West Demerara, it appears that the loss of a moral sense and the judgment of what is unacceptable behavior is now pervasive in our schools, particularly our Secondary Schools and if not checked, can lead to the decay and ultimate dismemberment of what is left of our society.

Further, I hope that the recently acquired loan of ninety million US (US$90M) dollars for human development is not capriciously applied and that a substantial sum will go towards the training of teachers and the improvement of our educational system, the bedrock upon which a

modern and viable society is built.

A cardinal aspect is that apart from the teachings of our respective religions the condition and beliefs of communities and the spirituality of the home environment, the school, in particular our primary and secondary schools must be able to deliver to and saturate the minds of this generation in what simply put is a moral sense. Be reminded in the review by Elmer Sprague that “In the first half of the eighteenth century certain British philosophers argued that moral sense as an instance of virtuous action is the occasion for a feeling of pleasure or satisfaction which enables us to distinguish that action as vicious. The moral sense is also an influencing motive in our pursuit of virtue and our avoidance of vicious behaviour, and it plays a part in our bestowal of praise and blame.”

In our society, for whatever reason, many of our children have come out

of broken homes, under the strain and stress of a rising cost of living.This, of course, is another matter, not germane to the plea and burden of this letter. If what is abroad, that is, a lack of moralbehaviour, the use of illicit drugs including something I only learnt of this week, the use of a “vape,” a battery-operated device available over the counter.Since this smoking apparatus is considered harmful, it should be illegal for stores to sell the same to any school child. A matter that the Ministry of Education should bring to our parliament for appropriate action. The money we have must be spent to train our teachers and educators to overcome the extant fallout among our children.

We have, for example, evidence that there are some secondary schools established as no more than money-making enterprises, where pedagogy is on the back burner, compassion and giving guidance to teenagers are irrelevant. This is not education.The building of poorly constructed school

Our senior citizens have dedicated their lives to building our society/ country, and it is only fair that we prioritize their wellbeing in return. Currently, the old age pension falls short of providing adequate financial support, making it increasingly difficult for our elders to meet their basic needs. By increasing the pension to $100,000, the government will greatly alleviate their financial burdens and allow them to enjoy a decent standard of living.

Reducing the Pension Age: Moreover, many individuals retire at the age of 60 and face difficulties in finding adequate employment sources, leading to financial struggles. Reducing the pension age from 65 to 60 can reduce this financial hardship and help our elders live a more comfortable and stress-free life.

Utilizing Oil Resources for Social Welfare: The discovery of oil resources has undoubtedly brought economic prosperity to our nation. However, true

progress lies in how we utilize this newfound wealth to uplift the lives of all Guyanese citizens, especially our elderly population. By allocating a portion of the oil revenues towards improving pension benefits, the government can demonstrate its commitment to the well-being of our elders.

Conclusion: In the 2024 budget, the Ali-led PPP government has a unique opportunity to prioritize our elders and demonstrate their commitment to social welfare. By increasing the old age pension to $100,000

and lowering the pension age from 65 to 60, we can significantly improve the quality of life for our senior citizens. Let us harness our oil resources not just for economic growth but also for the betterment of those who have contributed so much to our society. I eagerly await the government’s response and hope that they will act in the best interest of our elders, securing a brighter future for all Guyanese.

buildings and enriching a few is a small step to produce a generation of citizens capable of coping with a new world of science and advanced technology.Editor, what is clear as crystal is that our education system has not kept pace with a society that is vulnerable to every new excitement without the appropriate support systems neither at the family unit nor at the community nor national level. A caring government and a concerned Minister of Education need to take account of these factors as they roll out programmes for education.

When as is the case, particularly in private schools, that our teenagers are for most of the day and week confined in a classroom for long hours, with one hour lunch-break, it is a recipe for boredom and hence attraction to smoking and other activities, which as we say in the old days “addle the brains,” producing a generation as one of our Holy Books observe “ a generation of vipers,” ill prepared, of course, with a few exceptions to contribute and benefit from a rapidly changing world, and a country as in Guyana’s case, a country with an abundance of money.. Some forty years ago, when the developed countries announced the donation of money, boats, arms, and training to combat the threat of the narcotrade and the mafia in North, Central, South Europe and the Caribbean, I proposed to some diplomats that a substantial portion of those resources be directed to ensure that every educational institution is provided with quality, cultural and sporting programmes. This by itself, will consume the energies of our teenagers in healthy competition. A useful distraction from the monotony of being confined in a classroom. That alone would

absorb the energies of our young people into useful competition and help them to recognize the importance of physical fitness and the harm that smoking and the consumption of illegal substances can incur.

I believe that now that we have the financial resources, this is the route to go. If our Government truly cares for Guyana, this programme can fly after a few short months, place an identification of games masters and mistresses to every school.

No secondary schools, public or private, should be allowed to open their doors unless the facilities are in place, both academic and extra-curricular excellence, such as a laboratory, some musical instruments and sufficient land for indoor and outdoor activity. This is why an earlier vision to make education free from kindergarten to university should be put in place. This by itself will create a level playing field for this and succeeding generations.

In an earlier generation, there was no knowledge of illegal substances in or out of school.We produced brilliant scholars.At my secondary school, we had the excitement of our annual track and field day, which included sprint events up to the one mile high jump, long jump, hurdles, pole vault, shot put, throwing the crooked ball. Additionally, we played hockey, cricket, table tennis,swimming, using GFC Pool, football, chess, Boy Scouts, A Cadet Corp, even boxing gloves to settle matters in a mannerly manner and a small gardening patch, and in spite of efforts I never produced anything edible. I knew then I can never be a successful farmer.We produced plays by famous authors and at one time, we had a choir. When we sang with a lack of ear sound,

we brought tears to the eyes of the musician, Ms. Lynette Dolphin, who could not tell the difference between the boys singing and monsters in the jungle fighting or monkeys chattering.

Briefly speaking, we do not need to reinvent the wheel, we can revive our Annual Music Festival, Guyfesta and even Mass Games, so that each child has a basic programme of extra-curricular activity and healthy competition. In other words, with a non-political programme, we can release the creative energies of every student from the Northwest to the Corentyne, from the Rupununi to Georgetown.I plead with our current crop of leaders to set aside pettiness and think about the above so that we can leave to succeeding generations, a country that is truly united, truly capable and plays a leading role in the exciting new world that beckons. Finally, let us respect our Constitution and our tradition and the Government must engage at all times, the Guyana Teachers Union, the recognized representatives of Teachers.

Back in the 70s, we asked a rhetorical question, Can we do it? “ I hope with hands held high, President Ali, Aubrey Norton, Khemraj Ramjattan, Bharat Jagdeo, Donald Ramotar, Lincoln Lewis, our youth and religious leaders can hold hands together and respond loudly and with clarity say “Yes, we can, yes we will.” Let us use this opportunity to concentrate on what I consider a national priority, that is building, boosting our human infrastructure. Our buildings, our bridges, our roads are meaningless without strong people and Guyanese will never surrender.

ICJ sets November 14 to hear Guyana's complaints over Venezuela's referendum

T

he International Court of Justice on Friday said it will hold public hearings in the G u y a n a v. Ve n e z u e l a specifically to deal with a complaint from this country over a scheduled referendum

by Venezuela to among other things seek the permission of its citizens to seize the Essequibo.

Guyana wants the court to block several questions to be answered by Venezuelans in the upcoming referendum scheduled for December 3, 2023.

The special hearing is set for Tuesday 14 November 2023 at the Peace Palace in The Hague, the seat of the

Court.

In a press release the ICJ said it is recalled that on 29 March 2018, Guyana filed an Application instituting proceedings against Venezuela in which it requests the Court “to confirm the legal validity and binding effect of the Award regarding the Boundary between the Colony of British Guiana and the United States of Venezuela, of 3 October 1899.”

According to the ICJ the hearings will be devoted to the Request for the indication of provisional measures submitted by Guyana on 30 October 2023.

In its Request, Guyana

states that “[on 23 October 2023, the Government of Venezuela, through its National Electoral Council, published a list of five questions that it plans to put before the Venezuelan people in a . . .'Consultative Referendum' on 3 December 2023”.

According to the Applicant, the purpose of this referendum is “to obtain responses that would support Venezuela's decision to abandon [the current proceedings before the Court], and to resort instead to unilateral measures to 'resolve' the controversy with Guyana by formally annexing and integrating into

Venezuela all of the territory at issue in these proceedings, which comprises more than two-thirds of Guyana” The hearings are scheduled for Tuesday 14 November 2023 10 a.m.-11.30 a.m. Oral argument (Guyana) 3 p.m.4.30 p.m.: Oral argument (Venezuela) Late last week the Government of Guyana sought the urgent protection of the International Court of Justice, by filing with the Court a Request for Provisional Measures.

In that Request, Guyana sought from the Court an Order preventing Venezuela from taking any action to seize, acquire or encroach

upon, or assert or exercise s o v e r e i g n t y o v e r, t h e Essequibo Region or any other part of Guyana's national territory, pending the Court's final determination of the validity of the Arbitral Award that established the land boundary between our two States, and the final and binding nature of that boundary. Guyana has no doubt of the validity of that Arbitral Award and the land boundary, which Venezuela accepted and recognized as the international boundary for more than 60 years.

Because of the urgency of the matter, Guyana had asked the Court to schedule oral hearings on its Request at the earliest possible date in advance of December 3, 2023, the date Venezuela has fixed for its sham referendum.

Guyana insists, as does CARICOM, the SecretariesGeneral of the United Nations and Organization of American States, and the entire international c o m m u n i t y, t h a t t h e controversy over the validity of the Arbitral Award and the land boundary must be resolved by the International Court of Justice, which will assure a just, peaceful, binding and permanent solution to this matter, in accordance with international law.

In fact, the Court itself has determined, in two separate Orders, that it has the exclusive jurisdiction to resolve this matter, and that it will do so.

Twice Venezuela has formally objected to the Court's jurisdiction, and both times the Court overwhelmingly rejected Venezuela's objections. In the interim, pending the oral hearing on its request and the issuance of the Court's Order, Guyana had urged CARICOM and the international community to continue reminding Venezuela of its obligations under international law, including its obligation to accept the ICJ's jurisdiction,

plead its case to the Court, and comply with the Court's rulings and judgments.

In a statement released on Wednesday Commonwealth Secretary-General, Patricia Scotland expressed deep concern at the 21 September decision of the Venezuelan National Assembly to undertake a referendum on the status of the Essequibo region, part of the sovereign territory of Government of the Cooperative Republic of Guyana, set for 3 December.

Speaking on the escalation the SecretaryGeneral said, “The Commonwealth stands with the Government and people of Guyana and with our partners in CARICOM in expressing our concern over the questions in the planned referendum.

“And the Commonwealth continues to stand for the rule of law and, “reaffirms its firm and steadfast support for the maintenance and preservation of the sovereign and territorial integrity of Guyana, and the unobstructed exercise of its rights to develop the entirety of its territory for the benefit of its people”.

According to the Commonwealth, the five questions approved by the National Electoral Council to be included in the referendum undermine Guyana's territorial integrity and sovereignty and their intent is contrary to international law. “Question 5 proposes the creation of Venezuelan state of Guyana Essequibo and an accelerated plan for giving Venezuelan citizenship and identity cards to the Guyanese population.

International law prohibits the seizure and annexation by one country of the territory of another.

The language in these questions contributes to heightened tension and is a threat to peace and stability in a member state of our Commonwealth Family and indeed in the wider Caribbean region,” the Commonwealth Secretary General.

It was on 3rd November 1848 – 175 years ago – that the Demerara- Mahaica Railway was established.

The railway was the first railway in South America

and was established less than 25 years after the first railway line was built in England.

The main terminus of the Demerara- Mahaica Railway was at Main and Lamaha Streets. The relic of that terminus is still there but in a deplorable condition.

Caricom then went and established a Competition Policy as part of de plan to move to Single Market and Economy and this is how Competitiveness Commissions and strategies were established. But was the Competitiveness Strategy ever implemented? And was this a national development plan? The Low Carbon Development Strategy is an environmental strategy. It is not a development strategy.

In January 2022, at an Energy Conference in Guyana, President Irfaan Ali announced that this old train station at Lamaha and Main Street would be renovated and converted into a food court and art gallery.

Additionally, the plan extended to rehabilitate the green strip along the old railway line, from Main Street to Camp Street, later expanded to Vlissengen Road, by creating a safe recreational space for families.

The government moved with alacrity to develop the green strip that used to be the old railway line. But the vision of a safe space for recreation for families died because the surface of the strip was paved over and has since become a permanent car park. Perhaps for justifiable reasons, the renovation of the terminal building, has moved at a slower pace. But earlier this year, it was announced that the terminal would be converted into a tourist attraction.

President Irfaan Ali’s vision for the old train station had nothing to do with honoring the rich history of Guyana’s railway system.

The PPPC government has never been known to pay too much credence to heritage.

What it saw was a dilapidated train terminal and a green strip. And for the PPPC this was an invitation to build something on it regardless of whether what was built was aimed at preserving the country’s heritage.

As such, the plan was hatched for the conversion of the terminal into a tourist attraction by establishing a food court and art gallery. It would serve the large clientele of the nearby hotels. The green strip was envisioned as a place where families could relax and enjoy the outdoors.

It seems lost on those behind the project that yesterday would have marked the 175th anniversary of the establishment of the Demerara-Mahaica Railway. The terminal should have been designated a heritage site and the old terminal should have bene recreated to reflect what it used to be before it was closed.

The building holds not only architectural but also historical significance as the main terminal of the Demerara-Mahaica Railway. It could still have been a food court and art gallery but should have been restored just as City Hall is being restored. Guyana’s local politicians must recognize the importance of preserving and celebrating our rich heritage. The train station is not just a piece of land but a vital link to the past. By rushing to turn it into a tourist attraction

without considering its historic significance, we risk erasing an important part of our history. We have the responsibility to safeguard our cultural heritage and share it with future generations.

As for railway line itself. there is a need to return to the vision of President Ali The asphalt overlay should be removed, and the greenery reinstated and the car parks shut down. The strip can be transformed into a lush recreational space, preserving its historical significance while providing a safe, family-friendly environment. Benches, walkways, and play areas for children could be incorporated, turning the railway embankment into a haven for relaxation and reflection. It is not too late to salvage the project, restore the train station to its former glory, and reclaim the green strip as a safe and familyfriendly space. Interest charges: Jagdeo has to know, has to say When Guyanese want information on their oil wealth, Sir Alistair Routledge, Exxon's Guyana President is the man that delivers.

It is neither incumbent President Ali nor former President Jagdeo, it is Exxon's Guyana President, Mr. Routledge. Where this oil is concerned, Alistair Routledge is Prince of Wales and Crown Prince, Guyana's two kings-Drs. Ali and Jagdeo-have abdicated. This matter of interest stands as a powerful example of how weak Dr. Jagdeo is.

Ask him about interest rate, interest range, or interest charges, and he transforms into a astronaut taking off for the moon. A while back he gave Guyanese this poem about how 'the fossil fuel environment has a hard time borrowing' and how investors must get a return commensurate with their investment.

I curtsy before Sir Alistair for clearing the air, and for the added selling point that he pushed deeper into Guyanese ears: investors are bearing all the risks. I adore partners like these, none as much as Exxon. Since that is so, and Guyana is not being charged interest on loans, enjoy zero financing costs, then the gate is flung wide open for the Hon. Dr. Bharat Jagdeo. Dr. Jagdeo, a former head of state, now all but president (other than in official title) of the New Guyana Oil State, is in the driver's seat to expound brilliantly, to pontificate majestically about interest

rate and interest charges being phantoms of the imagination, and extol the virtues of Exxon as a partner of incomparable credibility and decency. A two-fisted handshake is Exxon with Guyana, and Sir Alistair is the best practitioner of that in this oil wilderness, now an Exxon frontier.

I have bad news, and as any Guyanese past the Nursery level knows, messengers are not a favored guest, more of an extinct specie in Guyana. Whereas Mr. Routledge's interest rate and financing cost cup overflowed with goodness for Guyanese, lo and behold, Guyana's leading oil authority, oil commissioner, oil vocalist could not confirm anything. I have to check with that other fine character, Dr. Nandlall, but there is a suspicious whiff of nolo contendere.

Or, perhaps, closer to home, don't ask,

don't tell.

Sorry, bhai Barry, but it would be in keeping with simplicity and clarity to refrain from these verbal safaris into “cost bank” and what is charged and what would not be allowed. In Guyanese vernacular: is who runnin dis country?

Why all this flitting and floating around like some mosquito on the alert for Baygon with investment climate.

Nobody should have to smoke the VP out on interest rate. The big man, Mr. Routledge seh is nah suh, therefore it should not be so.

Now, if there were no interest rates that applied, and no financing costs, because of the goodness of investors' hearts (see why I like America?), then it astounds that this partnership gem, a true financial beauty, was kept in the closet so long.

If I were Mr. Routledge, I would have a hard rock band (and a rap group) screaming that rhapsody from every platform and pontoon in this province.

Why was there a need to keep that a secret for so long, commander? Further, I have some unsettling news for the Exxon Guyana President: experience reminds that gift horses are disagreeable to my constitution. The thinking is that they must be bitten first, so that there are no bites heading in this direction.

Said differently, this no financing cost does not add up, falls flat when billions in expenses are held by Exxon (Routledge) and Guyana (Jagdeo) as a national security secret.

Could it be, fellow citizens that those expenses are where the interest charge (financing cost) googlies and china-man have found a cozy resting place, thanks to Exxon's arm ball skills?

Who is padding up, what is being padded, and how much so? It is a nice piece of public relations wizardry for Sir Alistair to broadcast with a huge smile that there are no financing costs, while expenses are sealed and secreted away.

In other words, there is no collection

by Exxon for financing costs, but there are expenses that

more than double what such would have been, but of which Messrs. R&J (not Nabisco nor Reynolds) have put under lock and key to keep pestiferous Guyanese away.

To Mr. Routledge, this is said quietly: business does not operate this way. Of no financing costs for billions, investors taking risks, cost bank, a former president preferring not to commit himself by confirming the oilman's Gospel. Oh, and one more thing: of billions in expenses dealt with via mysteries and secrets, which could be the parking lot for financing costs that Exxon claims that it took upon itself to forgo (a word made notorious by VP Jagdeo). On this matter about no interest charged and zero financing, I recall those Crazy Eddie commercials. Go tell that to the Marines, General Routledge.

Police recover loaded firearm at CJIA washroom The Guyana Police Force (GPF) on Friday recovered a loaded firearm in the female washroom at the Cheddi Jagan International Airport (CJIA).

According to the police, a 30-year-old plumber attached to the airport, reported to them that around 09:30hrs he went to the airport's public washroom (Departures section) located at the western side of the airport compound to carry out a routine inspection.

He said as he entered the washroom, he observed a firearm on the 'cistern' of the toilet (in the female washroom). Upon seeing this, he reported the matter to the police. The firearm was sealed, marked and lodged in an evidence bag at Timehri Police Station. An investigation is ongoing.

Man in court for defrauding Govt. to spend $214M to client $26 million

construct new Charity Market Following a fire earlier this year that destroyed a section of the Charity Market , the Ministry of Local Government and Regional Development is looking to now expend approximately $214 million to build a new market structure in the area.

This was revealed when bids for the project were opened just recently at the National Procurement and Tender Administration Board (NPTAB) Office. Three contractors have applied for the contract and they are Industrial Fabrications Inc. who bid $328,633,007, Builders Hardware General Supplies & Construction who bid $287,151,986, and Panko Steel Fabrication & Construction who bid $443,919,645. The project is pegged at

$214,842,148. Kaieteur News was informed that the new market will be built at the current location. It was reported that on the night of July 6, a fire said to be electrical in origin destroyed a section of the market on the Essequibo Coast. This had resulted in the damage of 29 stalls, while 11 suffered water damage due to firefighting. Following the blaze, Vice President Bharrat Jagdeo at a press conference had mentioned that the government was looking for 15 acres land to build a “high-end market and “shopping mall” for vendors at Charity.

Jagdeo had pointed out the land on which the current structure sits is too small to accommodate any modern type infrastructure of that scale.

“…and even if you look at the part that is burnt out, it will not facilitate the growth of a modern market it is a narrow strip, less than a quarter of an acre of land”, Jagdeo explained. The Vice President had also noted that the government is looking for an area that will not be far away from central Charity and where vendors will be willing to move. A 56-year-old father of five, was on Friday charged for allegedly, defrauding another man $26 million by falsely pretending that he was in the position to acquire a plot of land and construct a house for him.

Police related that Mohammed Shaheed of Lot 56 Patentia, West Bank Demerara (WBD), between April 15, 2021, and July 25, 2023, falsely pretended to Terrence Sobers to be in the position to acquire a plot of land and to construct a house.

The $26 million was handed over at Albert Street, Alberttown, Georgetown.

The accused appeared at the Georgetown Magistrates' Courts, before Magistrate Leron Daly, where the charge was read to him, to which he

pleaded not guilty. He was charged with the offence receiving money under false pretense. Shaheed was represented by Attorney-atLaw, Dexter Todd, who made an application for bail. The lawyer highlighted to the court that the accused is a director of SMS Realty and Development and Raydan Housing Development and that this company has a development and property acquisition agreement. Todd said that the $26 million went to the SMS Realty and Development and not to his client. To this end, the prosecution asked the court for bail to be granted in a large amount. The magistrate then granted bail in the sum of $500,000. The matter was then adjourned.

Responding to Trotman's damning allegations made in his book from 'Destiny to Prosperity', the VP at his press conference held on Thursday, pointed out that concessions were enshrined in the 2016 Production Sharing Agreement (PSA) which the then coalition government signed with Exxon before taking the document to parliament.

As a result, Jagdeo claimed that deal was sealed and it made no difference whether the PPP/C as parliamentary Opposition, had objected to it.

According to the VP, Trotman is now seeking to lay the blame on someone else for something he did.

He defended himself by saying, “So Trotman now says in his book that Jagdeo and the PPP approved the tax concessions for Exxon. He said that he was told that the Jagdeo

was briefed. Told by whom? The fact is they signed the agreement in June of 2016 and the document went to parliament in August 2016.”

The VP continued, “So after the signing of the agreement now for a sensible person … the reporters should ask so what if the parliament didn't approve the fiscal concessions… would that have changed the PSA that you signed, because the concessions were enshrined in the document that he signed unto several months before he went to parliament.”

Jagdeo believes therefore that Trotman should face consequence for acting outside of the parliamentary process.

“If anything he should be facing consequences because he admitted to signing an agreement without the parliamentary approval on the fiscal terms and in that agreement all of the same things that people say are too generous,” Jagdeo's response comes after Kaieteur News reported that Chartered Accountant and Attorney-at-Law, Christopher Ram in his undertaking of a thorough review of Trotman's publication

pointed out that Jagdeo had a pivotal role in the approval of the concessions.

The columnist, referring to Chapter V of the book which deals with the Stabroek Block Petroleum Agreement wrote, “The chapter discloses that prior to the tabling in the National Assembly of the Order to approve the tax concessions specified in the (Stabroek Block) Agreement, he (Trotman) had been informed that the Leader of the Opposition had been “briefed” on

them and 'would offer no objection.'” Trotman did not name the Leader of the Opposition but at the time it was now Vice President, Bharrat Jagdeo.

The column continued, “Trotman claims that unanimous approval was granted on August 8, 2016, more than 15 months before the agreement was released to the public…” In light of the foregoing revelation, among others, Ram told this newspaper, in a brief comment, that it underscores all the more a

need for a Commission of Inquiry into the APNU+AFC's mishandling of the 2016 agreement.

The order mentioned by Trotman was also reported on by this newspaper on August 10, 2016.

Former Finance Minister, Winston Jordan had moved the motion to apply section 51 of the Petroleum Act, which allows for the waiver of the application of certain laws in favour of licensees with whom the government has entered into production share agreements.

Jordan had said too that the order provides investors with the necessary comfort and assurances that the agreement will be respected in its entirety. Since the signing of the 2016 PSA, ExxonMobil and its partners which include Hess Corporation and CNOOC Petroleum Guyana Limited, have unlocked over 11 billion barrels of oil equivalent resources. The partners also have over US$40B invested for five sanctioned oil projects. It is currently in discussions with authorities to approve a sixth development worth almost US$13B.

Diamond/Grove area gets new $120M health centre The Diamond/Grove area on the East Bank of Demerara (EBD) has been boosted with a brand new $120 million health centre.

Commissioning the newly constructed building on Thursday was Minister of Health, Dr. Frank Anthony, Minister of Local Government, Anand Persaud, and the Regional Health Officer, Dr. Gavinash Persaud.

The health centre will cater for over 40,000 residents in the Diamond/Grove area and its surrounding communities.

In his remarks at the commissioning ceremony, Anthony said the health facility would offer services such as mother-to-child care, antenatal services, general services for adults and children, care for chronic diseases, and asthma patient management.

He further stated that with the ministry's efforts to implement new guidelines for chronic diseases, the Diamond Health Centre would soon be capable of providing specialised diabetic treatment, along with educational and nutritional counselling.

“One of the things we've been doing is trying to establish new guidelines in the treatment of some of these chronic diseases.

Amnesty International says Israeli forces wounded Lebanese civilians with white phosphorus BEIRUT (AP) — The human rights group Amnesty International said Tuesday that civilians in southern Lebanon were injured this month when Israeli forces hit a border village with shells containing white phosphorus, a controversial incendiary munition.

The organization said it verified three other instances of Israel’s military dropping white phosphorus on Lebanese border areas in the past month, but Amnesty said it did not document any harm to civilians in those cases.

Human rights advocates say the use of white phosphorus is illegal under international law when the whitehot chemical substance is fired into populated areas. It can set buildings on fire and burn human flesh down to the bone. Survivors are at risk of infections and organ or respiratory failure, even if their burns are small.

After an Oct. 16 Israeli strike in the town of Duhaira, houses and cars caught fire and nine civilians were rushed to the hospital with breathing problems from the fumes, Amnesty said. The group said it had verified photos that showed white phosphorus shells lined up next to Israeli artillery near the tense Lebanon-Israel border.

The organization described the incident as an “indiscriminate attack” that harmed civilians and should be “investigated as a war crime.” A paramedic shared photos with the The Associated Press of first responders in oxygen masks and helping an elderly man, his face cov-

ered with a shirt, out of a burning house and into an ambulance. “This is the first time we’ve seen white phosphorus used on areas with civilians in such large amounts,” Ali Noureddine, a paramedic who was among the responding emergency workers, said.

“Even our guys needed oxygen masks after saving them.”

The Amnesty report is the latest in a series of allegations by human rights groups that Israeli forces have dropped shells containing white phosphorus on densely populated residential areas in Gaza and Lebanon during the ongoing Israel-Hamas war.

Israel maintains it uses the incendiaries only as a smokescreen and not to target civilians.

The Israeli military said in a statement to the AP earlier this month that the main type of smokescreen shells it uses “do not contain white phosphorous.” But it did not rule out its use in some situations.

The military did not immediately respond to inquiries about Tuesday’s Amnesty statement. The rights group said it also verified cases of white phosphorus shelling on the border town of Aita al Shaab and over open land close to the village of al-Mari.

It said the shelling caused wildfires. The United Nations’ peacekeeping mission in Lebanon, UNIFI, was called in to help with firefighting efforts as local firefighters couldn’t go near the front lines, a spokesperson for the mission told the AP. Amnesty and Human

Blinken warns Israel that humanitarian conditions in Gaza must improve to have ‘partners for peace’

TEL AVIV (AP) — U.S. Secretary of State Antony Blinken warned Israel on Friday that it risks destroying an eventual possibility for peace unless it acts swiftly to improve humanitarian conditions in Gaza for Palestinian civilians as it intensifies its war against Hamas.

In a blunt call for Israel to pause military operations in the territory to allow for the immediate and increased delivery of assistance, Blinken said the current situation would drive Palestinians toward further radicalism and effectively end prospects for any eventual resumption of peace talks to end the conflict.

“There will be no partners for peace if they’re consumed by humanitarian catastrophe and alienated by any perceived indifference to their plight,” Blinken said, even as the call for a temporary pause without the release by Hamas

Doctors working in hospitals in the besieged Palestinian territory told the AP they saw patients with burn wounds they thought were caused by white phosphorus but they did not have the capacity to test for it. In 2013, the Israeli military said it would stop using white phosphorus in populated areas in Gaza, except in narrow circumstances that it did not reveal publicly. The decision came in response to an Israeli High Court of Justice petition about use of the munitions.

The military disclosed the two exceptions only to the court, and did not mark an official change in policy.

PAHO announces Malaria Champions of the Americas 2023

T

he Dominican Republic, Belize and Suriname, as well as the Mexican state of Quintana Roo and the Brazilian city of Manaus, were on Friday awarded the 2023 Pan American Health Organization (PAHO) Malaria Champions of the Americas prize for their sustained actions towards malaria elimination in the Region.

The awards were presented at an event to celebrate Malaria Day in the Americas, which takes place on November 6, PAHO said in a release. During the meeting, PAHO and its partners acknowledged the national and sub-national efforts of these countries, as well as the impact the projects have had in addressing malaria and improving

the health of their populations.

"Despite the significant challenges that remain in eliminating malaria in the Americas, we also have successful experiences like the projects awarded today, which help position us as one of the regions making the most progress towards the elimination of this disease globally," stated the PAHO Director, Dr. Jarbas Barbosa.

The Dominican Republic was recognized for its efforts to interrupt malaria transmission by 2022 in Los Tres Brazos, the main urban focus of the disease in recent years. Belize was distinguished for its continued efforts to eliminate malaria, achieving WHO certification as a malaria-free

country in 2023. Suriname was awarded for being the first Amazonian country to report zero malaria cases for a year. The state of Quintana Roo (Mexico) was also recognized for its efforts to interrupt malaria transmission and prevent the reestablishment of the disease in a context of high population mobility.

The municipality of Manaus (Brazil) was distinguished for its intensified surveillance initiatives to interrupt the transmission of P. falciparum.

"These actions are best practices that can inspire other countries, decision-makers, and stakeholders, to achieve the goal of eliminating malaria throughout the region. We invite everyone to join

efforts against this potentially fatal disease, which disproportionately affects vulnerable populations living in areas with limited access to healthcare services," Dr. Barbosa added.

The Malaria Champions is a collaborative effort between PAHO, the United Nations Foundation, the Milken Institute School of Public Health at George Washington University, Johns Hopkins University's Center for Communication Programs, the Florida International University and the American Society of Tropical Medicine and Health.

Since 2009, over 40 projects across the region have been recognized with this award. Malaria is a disease caused by parasites of the genus

Plasmodium, which are transmitted to humans through the bite of infected Anopheles mosquitoes.

It is prevalent in tropical regions, and its symptoms can range from mild, such as fever and headache, to severe forms with a risk of death.

To combat this disease, PAHO has stressed the importance for countries and their partners to prioritize actions to improve access to diagnosis and treatment, addressing the barriers that affected communities may face, such as rural and mobile populations.

Exxon's drill ship contractor profit quadruples to US$158M in 3Q A

merican drilling giant Noble Corporation reports remarkable growth in its third-quarter earnings.

For the third quarter of 2023, the company recorded a net profit of US$158 million, a significant surge from US$34 million during the same period the previous year.

This impressive growth is further emphasised by the doubling of net revenues, soaring from US$306 million to US$697 million.

Additionally, adjusted Earnings B e f o r e I n t e r e s t , Ta x e s , Depreciation, and Amortization (EBITDA) also saw substantial gains, rising from US$97 million to US$283 million - the company reported. Noble's CEO, Robert Eifler, attributed these outstanding results to the synergies achieved through the Noble-Maersk Drilling combination, with progress and integration surpassing expectations. Revenue from contract drilling services soared from US$289 million to US$671 million, with 92% of Noble's marketed fleet of 16 drill ships and semi-submersible rigs contracted through Q3 2023.

The company said that this robust contracting activity is a testament to its reputation for delivering highquality drilling services.

Also, jack-up utilization stood at 61%, reflecting an improvement from the previous quarter's 59%.

Contracting activity for the jack-up fleet has been on an upward trajectory, with leading edge fixtures for harsh rigs ranging from US$130,000 to US$150,000.

Noble's underscored that its ability to adapt to market demand a n d p r o v i d e c o s t - e ff e c t i v e solutions remains a key driver of its success.

As of October 31, Noble boasts a substantial backlog order of

US$4.7 billion. It was explained that this backlog underscores the company's resilience and its ability to secure long-term contracts, providing stability and predictability in its revenue streams. It also positions Noble to explore future growth opportunities and expand its global footprint.

Notably, Noble Corporation earns over $84 million daily for each of its four drillships operating in Guyana's Stabroek Block, thanks to a contract with ExxonMobil

Guyana. Under a 2016 Production Sharing Agreement, all expenses are recovered by Exxon, with profits being shared after covering operational costs.

Noble's 2022 results review revealed day rates per rig in the low-to-mid US$400,000s, translating to over G$80 million.

This arrangement places the financial responsibility on Guyana for each day the drill ships are active.

ExxonMobil Guyana extended its contract with Noble,

maintaining an average day rate of around US$420,000 for the four drill ships, ensuring their presence in Guyana until the second quarter of 2027. This extended contract not only provides a stable revenue stream for Noble but also highlights the continued trust placed in the company's expertise and operational excellence.

This publication had reported that the rig market is experiencing a revival, owed to offshore activities in countries like Guyana and Brazil.

Memorial cricket match set for Courtney Gonsalves this Sunday at Reliance Sports ground The showdown is set for Sunday at the Reliance Sports ground as we are ready to commemorate the life of a cricketing hero from the County of Essequibo.

Courtney Gonsalves intimidated batsmen during his representation for the Cinderella County and Guyana. He was fearsome.

The Devon Ramnauth Youth Cricket league will run off this speciallyarranged limited-over match.

Gonsalves had done yeoman services for Essequibo and by extension the nation before his migration to Canada.

He continued to coach passionately as well in North America, an epitome of his profound love and joy for cricket.

Many would have come under his guidance and

Devon Ramnauth learned so much from his teaching of the game. No doubt a proliferation of successful cricketers would narrate what they would have gained from him as well.

A number of past and present Essequibo Intercounty players will be exhibiting their skills for this sad but very special

BCB continues to roll out tournaments across Ancient County The hard work of Berbice Cricket Board (BCB) continues to attract sponsorship for the overall development of players and clubs across Berbice.

BCB president Hilbert Foster recently secured a commitment from Ansa Mcal executive Troy Cadogan towards the hosting of a round robin fifty overs tournament for twelve teams divided into zones.

This is the fourth first division sponsorship secured for the year-two 20/20 and a pair of fifty overs tournament.

The Ivan Madray 20/20 knockout has already started while the BCB president premier 20/20 starts on Saturday on a round robin basis.

Meanwhile, the BCB is also working tirelessly on obtaining a two days tournament for at least the inter zone level.

Kitt excels at Phila TC Cross Country US-born Guyanese Sean Kitt continues to turn in commendable performers across seasons with a triumph in the Phila TC Cross Country being his most recent achievement.

The young sprinter rallied to a win in his 9-10yr age group as the year draws to a close and only a few meets left in the season.

He has enjoyed a fruitful year thus far after being recognized as one of the best young athletes in the United States of America in 2022 following a bold performance at the 2022 Amateur Athletics Union (AAU) National Championships Junior Olympic.

Since then he has competed at the United States of America Track and Field (USATF) National Indoor 2023, the Amateur Athletics Union (AAU) NY Metropolitan District Championship and the AAU Region 1 Championship, to name a few.

Kitt also had a string of decent performance in cross country type events being held in the off season which is currently on.
