NORTON’S CALL FOR DIALOGUE REFRESHING AND BREATH OF FRESH AIR

DEAR EDITOR, One cannot help but be impressed by Mr Aubrey C. Norton’s letter of 27-10-14 in the SN titled “Mechanisms needed to prevent future governments from making us relive the authoritarianism of the past.”

For such a good fellow to be banished to Linden’s Gulag by the PNC top brass when all he seeks is Guyana’s return to “the rule of law” does not reflect well on Congress Place.

How deeply anchored on the other hand is Mr Norton’s credibility that he is better qualified to change, as he says, our “political culture.

He exhorts us to “become involved in genuine dialogue … to compromise and find consensus in the interest of the entire body politic”. Is he better qualified to replace the current PNC leader or this airy damage control?

His dubious role in the 2012 Linden riots is rather still very fresh. It daggers - a Trojan Horse - to any objective other than his new advertisements.

Admirable is his exhortation to every Guyanese that “We have to learn to be constrained by

law, accept checks and balances and be transparent and accountable”.

Admittedly for us “to be constrained by law, … and be transparent and accountable” smells very very delicious by its mouth watering wafting aroma.

Is it “Indian curry or the usual “all-in-one-black mancookup”? Making curry is not the same as when we make it, you know. Where is your “gahram massala”? Help is available - anytime.

Unless Mr Norton has become born again, what explains this aromatic “cook up” turnaround? As a YSM member he was in full cheering support of Mr Forbes Burnham 1980 constitution. No matter how you twist or turn it, the constitution still remains the highest and supreme law of the land.

When Lindeners break the law are they entitled to exemption? Indeed Linden needs tremendously more than financial help to make a difference. Respect and adherence to law and order must be the norm not the exception in our “political culture.”

In fact when the Lethem to Georgetown road links

Brazil to the Atlantic Ocean it would understandably link Linden. There must be an obvious choice by bypass, or direct thoroughfare. The choice to go directly to Berbice rather through Georgetown is paramount.

In fact those who habitually sully Buxton’s reputation as a traffic chokepoint do that proud village no big favours.

Mr Norton’s proposition for renewed dialogue is refreshing. But it is only the restart to the distant final solution by incremental compromises.

Clearing up any personal complicity in Linden’s violence can tremendously enhance any sincerity towards reconciliation.

IS SATTAUR BIAS? DEAR EDITOR, Please refer to Kurshid’s Sattaur’s Letter published on October 31, 2014 in the Stabroek News in which pictures were also posted of re-migrant vehicles and his alleged salvaged vehicle. I am wondering where he actually got that picture from or who sent it to him.

A Vehicle Identification Number (VIN #) could help determine salvage qualification.

Salvaged vehicles cost around $5003500.00USD. Mr. Sattaur, please submit the vehicle’s VIN number and I’ll have it checked for free.

Mr. Sattaur is very defensive about this issue since its inception, which can mean he is guilty of the allegations. I have known Mr. Sattaur personally.

There is a businessman who owns a huge store on the West Demerara that sells a variety of items including clothing, electronics etc.

The owner of this store is Muslim and was sent a Notice from GRA, which indicated he owed a hefty sum of money. The man was very worried and he approached Mr. Sattaur with his plight.

The man personally told me after his conversation with the CG, that he was told to visit a particular organization where he met a few of the elders of that organization.

His meeting with these elders caused him to give/pledge Zakat to the organization. The man also told me, that was the end of his tax ordeal.

In a democracy this is normal. But examined through the race lens must its architects and supporters relish in only one race rejoicing? The change of government in 1992 was welcomed by the entire Guyanese spectrum we all know..

Yet race continues to be nurtured as Guyana’s fundamental handicapping problem, for those who continue to empower it as their best slavish solution of its resolution.

How absurd is the logic which claims what is wrong with Guyana (race) can only be “corrected” with what is “wrong” (race) again, to make it “right”? In our democratic country such “correction”, historically targeted our despised “pagans”.

They have been traditionally regarded as the “wrong race” with strange religious beliefs, values, dress and cultural traditions constantly under attack to confirm to “the enlightened other”.

After nearly 50 years of independence have we moved past such race demarcations? Shouldn’t constant dialogue be the norm rather than the exception?

Unless there is total race entitlement syndrome, conditioning it to be a one way street then nothing else

matters at all.

If so, racial balancing of Guyana’s civil service and armed forces, totally dependent on public funding, unlike private enterprise, will remain neglected. Entitlement trounces balance.. The AFC’s key which was to make the difference still finds them locked up, so to Speaker.

The dialogue of compromise must shatter any perception that racial balancing of Guyana’s taxpayers funded public institutions will remain unchanged because the beneficiaries are always and automatically the “wrong race”, most guilty just because of their numbers, culture and economic thrift.

Black multifaceted magnificence, so obvious in our midst, cannot continue untapped when shackled by conditional dependency on others, their mediocrity or fears of their ethnic cleansing annihilation.

What then are the alternatives which best resolve the mutual existing fears? Dialogue and sound economic management for eventual Federalism certainly cannot make us worse. By democracy’s free and fair elections it can only be way to go. The PPP/C government will not be in power forever. That’s accepting realty.

Guyana’s curse is the imprisonment of living under an imposed abomination which views and accepts everything as most correct by a predominantly black PNC government. But it

automatically become wrong when implemented by the same constitutional procedure when followed by their Indian countrymen supporting the PPP/C government.

Violating the country’s constitution and contempt of court is just a means to an end.

MPs at no time are above or exempt from any country’s laws. The Honourable Speaker premeditatively first violated the country ‘s highest law and was aided and abetted by AFC/APNU MPs who are all equally guilty.

That depraved insanity which has elevated the Judiciary’s decision to be held in utter public contempt

by MPS can only be resolve by the dialogue which Mr Norton advocates.

Mr Norton has begun by “say so” for Guyanese to “become involved in genuine dialogue … to compromise and find consensus in the interest of the entire body politic”.

What will demonstrate he is better qualified to replace the current PNC leader is what he does next, by initiating engagement with both the PPP/C government and the PNC from which he is a possible perpetual pariah.

Mr Norton could be the Governor of our dreams when he so decides that Federalism is the future of permanent equality for Guyanese. Isn’t Linden already his? Who is going to make the big step and initiate the recommended dialogue?

Anti Corruption body calls for Nandlall’s head Following the now infamous recording between Attorney General, Anil Nandlall and Senior Kaieteur News, Journalist, Leonard Gildarie, where the Government functionary intimated knowledge of an imminent violent attack on this newspaper, another prominent group has publicly called for his sacking.

Transparency Institute Guyana Inc. (TIGI) is the latest Non Governmental Organisation to come out against Nandlall and joins entities such as the G u y a n a H u m a n R i gh t s Association, the Guyana B ar Association, the G u y a n a A s s o c i a tion of Women Lawyers and the Guyana Press Association among others who have all issued unequivocal calls for the resignation or removal from public office of the Attorney General of Guyana, Mohabir Anil Nandlall.

TIGI noted that in his vulgar tirade, the AG displayed an appalling disregard for the administration of justice, women, journalists, freedom of the press and the rule of

“But even by these low standards, Nandlall’s conduct has brought his office into disrepute and he should immediately resign.”

A House divided…

Challenging, ‘embarrassing’ times ahead for Speaker Raphael Trotman By: Kiana Wilburg “I am sorry for him. House Speaker Raphael Trotman is not only in an embarrassing position, but a challenging one at that.”

This is the view of former speaker of the National Assembly, Sase Narain on the stressing circumstances of the House over which Trotman now has to preside.

The retired attorney-atlaw asserted that the recent controversy surrounding the Speaker’s powers to reconvene the sitting of the National Assembly is a very “tricky” situation. Narain recalled that he and former speaker, Ralph Ramkarran, wrote Trotman stating that they believe that under Standing Order 8 (1), he has the power to reconvene.

Trotman, after observing that the Whips on both sides of the House were unable to reach a consensus on the date, proposed November 6.

But when the request for this projected date for the first sitting was sent to the Clerk of the National Assembly, Sherlock Isaacs, it was denied.

The former speaker stated that Trotman should know the relationship between Clerk and the government and should have known that Isaacs’ decision would have been in keeping with such.

Narain, who served as Speaker from 1971 to 1992 under the People’s National Congress when it was the government and held a majority in the National Assembly, said that the House Speaker should have had a “fallback position.”

“Everyone has a different approach but mine would not have been with any whips, they just help in facilitating a smooth process and it’s the Prime Minister, Sam Hinds who should be targeted. He is the one who gets up and moves a motion to the effect that Parliament be adjourned to next Monday, for example, or to a date to be fixed.

Certainly, the Opposition can get up and say ‘I move an amendment to that motion and my amendment is instead of meeting Monday, the Parliament should meet Thursday’ and they take a vote…but the opposition does not do that.

Nevertheless, in hindsight, Trotman could have done several other things…The road ahead will not be easy for him…The National Assembly never had this make-up before and it is going through an evolution, whether it will survive is another matter but it will be challenging for Trotman as we are seeing now,” Narain asserted.

While he stayed clear of elaborating on the “several other things” he did opine that Trotman is in “new territory.”

He opined as well that while he is unaware of the position the Opposition will take in light of the Clerk’s refusal to obey the directive imparted by the House Speaker, he did stress that the instability in the relationship between Trotman and Isaacs could have scarring implications for the National Assembly.

“In some cases, when the Speaker presides he is the boss while the administration of the office is for the Clerk.

But the relationship between the two needs to be healthy, strong, and instability like this just lends to further damage to the House,” the former speaker added.

Narain said too that the chaotic situation of the House—delay in meeting, unaccented Bills, is not what the Parliament should be facilitating. “The Speaker is in a most embarrassing and challenging position.

Trotman has the potential but it is really sad that he has been appointed at a time where he would have to chair in some of these circumstances.”

Sase Narain, Former House Speaker Parliamentarians in the Tenth Parliament, Narain said that if it were he, such infractions would have been dealt with condignly.

Narain explained that the Speaker is like an umpire of the House, always watching for infractions. He also likened the House Speaker to being the Chairman of a debating society, always vigilant about points raised, the management of time allotted to speakers for their arguments, and listening to the pros and cons.

He recalled, “Historically, the behaviour of most Parliamentarians of the People’s Progressive Party with every Speaker was in most cases rebellious. In my case, there was one incident where the late former President Dr. Cheddi Jagan was so upset during a sitting that he threw down a set of books and removed the mace.

Another Parliamentarian even threw a glass at me once.

Of course, the latter was expelled but as for Dr. Jagan, I dealt with him effectively.

As Speaker you have to evolve and know what is effective and it may not always be in the rules and in the case with Dr. Jagan, there is a part of the Standing Order which says that you can’t speak unless the House Speaker recognizes you. And I did not until Dr. Jagan (Continued on page 14)

In boost to Cameron, popularity of opposition leader Miliband hits a low (Reuters) - British opposition Labour party leader Ed Miliband’s approval rating has hit a record low, a poll showed yesterday, raising further doubts about his ability to unseat Prime Minister David Cameron in a national election in just over six months.The survey was published after polling data last week showed Miliband’s left-leaning party was set to be nearly wiped out in Scotland, a traditional stronghold, and after a string of polls suggested a long UKwide lead it had enjoyed over Cameron’s Conservatives has shrunk.

Derided by the press as socially awkward since he assumed the party’s leadership in 2010, Miliband, an Oxford-educated career politician with the demeanour of an academic, is seen by some in and around his party as an electoral liability rather than an asset.

Yesterday’s poll, by YouGov for The Sunday Times newspaper, showed that 73 percent of voters thought Miliband, 44, was doing badly, with only 18 percent saying he was doing a good job. That gave him an overall approval rating of -55.

Last month, Miliband’s rating hit a 33-month low in a comparable YouGov poll, with

Ed Miliband 71 percent saying he was doing badly and 20 percent well. His latest approval rating means he has overtaken Nick Clegg, the deputy prime minister and leader of the Liberal Democrats, as the least popular of the three main party leaders.

Labour’s overall support was 32 percent, the same poll said, just one point ahead of the Conservatives, its lowest level of support since 2010.

Cameron, the 48-year-old leader of the Conservative party, remains the most popular of the party leaders, the poll showed, with 54 percent saying he was doing his job badly and 40 percent well. That gave him an

approval rating of -14.

Yvette Cooper, Labour’s spokeswoman for home affairs, said yesterday she thought Miliband was doing a good job, but John Prescott, Labour’s former deputy prime minister, suggested there were problems with strategy.

“To be frank, our campaigns have not been very successful,” Prescott wrote in the Sunday Mirror newspaper.

“From the 2010 general election to local and European elections and by-elections, it seems strategy is driven by the pointy-heads not the lionhearts. In these last six months we need passionate campaigners to sell our popular policies.”

Miliband, the main challenger to Cameron for the top job in British politics, has long been troubled by what he has dismissed as a superficial image problem with his policies at times overshadowed by perceived presentational shortcomings.

He has also struggled to completely win over his own lawmakers, a majority of whom voted for his brother David in a leadership contest in 2010, and has come under criticism from party members in northern England who have accused him of shying away from difficult issues such as immigration.

By Kiana Wilburg As Parishioners gathered at the St. Phillips Anglican Church early yesterday morning, three armed young men shamelessly marched onto the holy grounds and robbed them of their money, cellular phones and even their wedding bands.

Kaieteur News understands that the robbery took place around 7:30am. The Priest of the Church, Oswald Barnes, was preparing for the Sunday Mass. In relating the incident, the priest said that he was in the Church’s vestry when he heard a loud noise.

“When I heard the noise, I asked the Deacon to go see what all the fuss was about.

He rushed back saying that there is a robbery, members getting hold up. So we secured ourselves in the vestry. I tried to climb up and peep through the vents to see if I could see what was going

While stating that he found this to be even more stressing and disappointing in the circumstances, he concluded, “I don’t have much confidence in the Guyana Police Force.”

Nonetheless, the matter was reported and investigations into the incident have commenced.

Two detained in Albouystown drive-by killing Moments after taking his 11-month-old son home, Lloyd Bourne was gunned down on the roadway at Cooper Street, Albouystown, and relatives are seeking justice. They claim to be unaware of any motive for the murderous drive-by shooting.

Two men have been arrested for the Saturday night attack that left the 25year-old father of two dead.

According to police, at about 20:30hrs Saturday evening, Bourne, of James and Barr Streets, Albouystown, was standing on the roadway at Cooper Street, Albouystown, when a vehicle drove by from which shots were discharged. Lloyd Bourne was struck to his chest and was later pronounced dead on arrival at a private hospital.

Navin Chandarpal, born on April 25, 1951, hailed from Number 71 Village on the Corentyne. After attending various schools across Guyana, he earned a BSc

degree in Physics and Mathematics from the University of Guyana. He taught for several years and then entered politics, serving as PYO First Secretary from 1976 to 1986.

He lectured at several institutions including the Cyril Potter College of Education and UG. From 1992 to 2001, he served as Presidential Adviser on Energy, Natural Resources, Technology and the Environment. From 2001 to 2003, he served as Agricultural Minister and a

Member of Parliament. The last 10 years saw him serving as Presidential Adviser on Sustainable Development, Science and Technology and Principal of the GAWU Labour College from 2010 to 2011. He chaired and was a member of several boards, including the Guyana Forestry Commission and the Guyana Gold Board, the Environmental Protection Agency, and Caricom’s Task Force on the Environment.

He passed away on October 28, 2014, after a twoyear battle against cancer.

Trinidadian sentenced for failing to declare US$ at airport KINGSTON, Jamaica CMC – A Trinidadian man who failed to declare US$45thousand at the Norman Manley International Airport has been sentenced.

The Financial Investigation Division (FID) says Kevin Anthony Dyer,29, an apprentice Custom Clerk from Chaguanas, pleaded guilty and was fined or sentenced to three months imprisonment for failure to declare the money.

According to the FID, officers of the Transnational Crime and Narcotics Division i n t e r c e p t e d D y e r on

Tuesday as he was about to check in to board a Caribbean Airlines flight destined for the twin island republic.

A preliminary interview was conducted with Dyer during which he indicated to the police that he only had US$2-thousand in his possession.

A suitcase which he had was searched and the US$45thousand found.

The Trinidadian indicated that he won the money at a recent sound system clash in the southern parish of St Elizabeth.

The cash was seized and he was charged with failure

to declare under the Proceeds of Crime Act. Meanwhile, FID is conducting a separate cash seizure investigation regarding the case and an application will be made for the forfeiture of the cash.

Acting Chief Technical Director of the FID, Albert Stephens, says in keeping with the Proceeds of Crime Act anyone who transports more than US$10-thousand in or out of the country must declare it.

The declaration should be made to the FID before the person enters or leaves Jamaica.

‘Private hospital launched witch-hunt for whistle-blower in cocaine case’

Trinidad Guardian - A lawyer was hired to carry out a witch-hunt for the whistleblower who leaked a photo of 17 cocaine pellets that were surgically removed by a doctor from a suspected drug mule’s stomach at the institution last December.

This was revealed Saturday by a spokesman in the medical profession.

In an interview Saturday, the spokesman said, “When the mule went to the St Augustine Private Hospital to have the surgery done, a photo of the cocaine pellets was leaked.

“When it went out it caused a furore. There was a kind of witch-hunt when a lawyer was brought in to interrogate the members of staff who were part of the surgical team. “Money was spent, and this $1,500-plus an hour lawyer was hired to find out who was the alleged whistle-blower. “There is a lot of spin going around about this story. “If he doesn’t want

to take blame, the idea is to say that he was threatened and there was no evidence of that.”

The medical professional pointed out several details, one is that the Medical Board received no video of the alleged incident and questioned if it was a fabrication to cover it up. He said the doctor had no sort of increase in visible security after the alleged threat.

He said the doctor had enough means to hire personal security guards, yet he was seen at several high profile functions and Carnival fetes after the incident with a family member, and without any security guards.

He said contrary to a report that there was only one nurse with the doctor during the operation, there were five or six people in the surgery room. “You have to have an anaesthetist, the doctor performing the surgery, a “runner” to get the instruments for the doctor, an

assistant nurse, someone to drape, and an attendant to wheel the patient in and out the operating theatre.”

He said when the mule’s condition deteriorated after the cocaine pellets were removed from his stomach and he was transferred to the Eric Williams Medical Sciences Complex, Mt Hope, the police had all avenues right away to obtain his toxicology report.

The medical professional said this brings up the possible existence of a medical mafia working in conjunction with drug runners.

He said this raised the issue whether other drug mules can be surgically implanted with drugs in their stomachs in private hospitals and sent abroad where a medical colleague will be able to remove drugs at a price.

Creed seeks judicial review of LifeSport audit Trinidad Express - Former permanent secretary in the Ministry of Sport Ashwin Creed and three former directors of the LifeSport programme—Cornelius Price, Theodore Charles and Ronnell Barclay—have filed for judicial review of the Ministry of Finance’s Central Audit Committee’s (CAC) report into the defunct LifeSport Programme.

The application was made to the Port of Spain High Court last week.

The team of four, whose legal team is headed by Peter Taylor is also seeking legal costs from Government, damages for and/or injury to the claimant’s respective reputations; general damages; interest and any other relief as the court deems fit and appropriate.

Apart from that, they are seeking the court’s relief for the following: 1. That the court make a declaration that the CAC acted in bad faith in the purported conduct of the audit into the Life Sport Programme published on the 24th July, 2014; 2. A declaration that the CAC infringed the claimants’ right to natural justice in relation to the conduct of the audit into the LifeSport

Programme; 3. A declaration that the Audit in relation to the LifeSport Programme was made and/or concluded and/ or published in breach of the mandate of the CAC and/or in breach of the legitimate expectation of the Claimants; 4. A declaration that the failure of the CAC to specifically inform the claimants, before the making and/or publishing of the Audit Report into the LifeSport Programme, of the respective adverse allegations and/or findings and/or conclusions, was done in breach of the claimants’ right to be heard and/or is procedurally unfair.

5. A declaration that the CAC made several findings and/or assumptions of fact within the audit report into the LifeSport Programme, in the absence of evidence and/ or without any reasonable basis for so doing.

6. A declaration that the CAC exercised its power, in the conduct of the audit into the LifeSport Programme, in a manner that is so unreasonable that no reasonable auditor would have done so.

7. A declaration that the CAC took into account irrelevant considerations in arriving at its conclusions

Iraqi Kurds join fight against Islamic State in Kobani

(Reuters) - Iraqi Kurdish fighters have joined the fight against Islamic State militants in Kobani, hoping their support for fellow Kurds backed by U.S.-led air strikes will keep the ultra-hardline group from seizing the Syrian border town.

The Syrian Observatory for Human Rights, which monitors the civil war, said heavy clashes erupted in Kobani and that both sides had suffered casualties, while the U.S. military said it had launched more air raids on Islamic State over the weekend.

Idriss Nassan, deputy minister for foreign affairs in Kobani district, said Iraqi Kurds using long-range artillery had joined the battle Saturday night against Islamic State, which holds parts of Syria and Iraq as part of an ambition to redraw the map of the Middle East.

“The peshmerga joined the battle late yesterday

(Saturday) and it made a big difference with their artillery. It is proper artillery,” he told Reuters.

“We didn’t have artillery we were using mortars and other locally made weapons.

So this is a good thing.”

Nassan did not elaborate and it was not immediately possible to verify that progress against Islamic State had been made.

The arrival of the 150 Iraqi fighters — known as peshmerga or “those who confront death” — marks the first time Turkey has allowed troops from outside Syria to reinforce Syrian Kurds, who have been defending Kobani for more than 40 days.

“They are supporting the YPG. They have a range of semi-heavy weapons,” said Jabbar Yawar, secretary general of the peshmerga ministry in the Kurdish region in northern Iraq, referring to the main Syrian Kurdish armed group.

A Reuters witness said fighting yesterday was heavier than in the last two days, noting a strike in the late morning and the sound of three explosions.

Air strikes have helped to foil several attempts by Islamic State, notorious for its beheading of hostages and opponents, to take over Kobani.

But they have done little to stop its advances, in particular in Sunni areas of western Iraq, where it has been executing hundreds of members of a tribe that resisted its territorial gains.

In their latest air strikes, U.S. military forces staged seven attacks on Islamic State targets in Syria on Saturday and yesterday and were joined by allies in two more attacks in Iraq, the U.S. Central Command said.

Army clears protesters, fires warning shots in Burkina Faso (Reuters) - Burkina Faso’s army cleared thousands of protesters from the capital and fired warning shots at state TV headquarters yesterday as it sought to tighten its grip on power following the resignation of President Blaise Compaore two days ago.

Compaore’s 27 years in charge of the landlocked former French colony ended abruptly on Friday after two days of mass protests aimed at thwarting his bid to change the constitution to extend his rule.

The army then selected Lieutenant Colonel Isaac Zida as transitional leader, overriding an earlier claim by the army chief of staff.

But yesterday there were signs of discontent with the appointment as thousands gathered in the capital Ouagadougou to demand a return to civilian rule, in line with the West African country’s constitution.

Witnesses said prominent opposition leader Saran Sereme and an army general, along with a crowd of their supporters, headed to the RTB Television yesterday afternoon to declare themselves in charge of the transition but were thwarted by the army.

Gunshots rang out at the station and the channel was taken off the air. There were no reports of anybody being

and criticised the role of Zida, a large bespectacled man little known outside military circles whose trademark is a red beret.

One citizen carried a placard saying “Zida = Judas” while another said “Zida - get out of here”.

“They are coming from Kossyam to enslave us,” said protester Sanou Eric, referring to the country’s presidential palace. “This is a coup d’etat.

Zida has come out of nowhere.”

“I am here to stop the army from stealing our victory,” said another protester, Boubacar Sow. The head of the United Nations Office for West Africa joined the United States and the African Union in rejecting the army’s seizure of power but expressed cautious optimism about a return to civilian rule.

Obama makes final campaign push, hoping to avert electoral rout

Reuters/Larry Downing (Reuters) - President Barack Obama made a final push yesterday to help struggling Democrats before this week’s midterm elections, making campaign stops in Connecticut and Pennsylvania to try to avert a “shellacking” at the polls like the one in 2010.

After a 2014 political season spent mostly behind the scenes at high-dollar fundraisers, Obama spent the past several days on the road, making appearances in states where his low popularity ratings are seen as less of an albatross to Democrats running for office than in other close races across the country.

Yesterday, he began in Connecticut, where Democratic Governor Dan Malloy is in a tight race with Republican challenger Tom Foley. A RealClearPolitics average of polls shows Malloy up 0.7 of a point.

Malloy, speaking first at the rally, did not distance himself from Obama as many fellow Democrats have, saying it was “certainly great to have the president join us” and praising Obama for his support in the aftermath of the Newtown school shootings in 2012.

Malloy pledged never to sign a repeal of state gun control legislation passed in the wake of the massacre, which plunged the country into a new debate about gun rights.

The two men embraced on stage before Obama spoke.

Obama was interrupted several times while he spoke, at least three times by hecklers about his immigration policies. The president, who is mulling an

executive order to remove the threat of deportation for millions of undocumented immigrants, said the issue underscored the need to vote tomorrow.

“This is part of why elections are so important,” Obama said, noting that Republicans in the House of Representatives had blocked legislation on immigration reform. “The other side has a very different vision.”

Obama has pressed for Democrats to show up at voting booths tomorrow to defy a trend in which many in the party sit out nonpresidential elections. In 2010, Republicans achieved a major wave of victories, causing Obama to call it a “shellacking.”

Polls this year show Republicans gaining in tight races across the country, giving them hope of taking control of the U.S. Senate from

Democrats and strengthening their hand in the House, where they already have a majority.

Obama’s sagging approval ratings have made him a rare presence on the campaign trail. Many Democrats have preferred to profit from his fundraising than from his face time.

Germany warns ‘no going back’ if Britain curbs EU immigration – report (Reuters) - German Chancellor Angela Merkel has warned Britain’s David Cameron that putting limits on immigration from other European Union nations would be a “point of no return” that could sharply increase the risk of Britain leaving the EU, a magazine said.

The weekly Der Spiegel, citing unnamed sources in Merkel’s office and the German foreign ministry, reported yesterday that Merkel was becoming worried for the first time that a British exit from the EU - dubbed “Brexit” - was a real possibility.

Under growing pressure from the anti-EU UK Independence Party (UKIP) ahead of a May 2015 national election, Cameron’s Conservatives have said they would try to cap immigration from the rest of the EU if re-elected.

Both Merkel and the European Commission in Brussels have said this would violate a fundamental EU principle that allows citizens of the bloc to live and work in any member state.

Spiegel cited sources in Berlin saying that if Cameron does insist on limiting the number of immigrants from other EU states, “there will be no going back”.

“Should Cameron persist (in this plan), Chancellor Angela Merkel would abandon her efforts to keep Britain in the EU. With that a point of no return would be reached,” it quoted the sources as saying, adding: “That would

There was no suggestion that Germany, the EU’s biggest economy and most powerful member, would itself push Britain towards the exit. Merkel has said she strongly backs continued British membership of the 28-nation bloc but not at any price.

No member state has ever left the EU, though the bloc’s Lisbon treaty does contain a legal mechanism for a country to do so if it chooses. Other member states cannot force it out.

Merkel tried to convince the British premier at the last EU summit not to put limits on the number of EU citizens allowed to work in Britain, Spiegel said, but subsequent comments by British officials suggested her warning had fallen on deaf ears.

Cameron has said he will hold an inor-out referendum on EU membership in 2017 if he wins the May election. He has said he wants Britain to remain inside a reformed EU but it is far from clear the reforms he wants will be accepted by other members.

Britain’s Sunday Times newspaper reported last month that Merkel was open to talks with Cameron on possible restrictions for migrant EU workers bending the rules to claim welfare benefits inappropriately in other countries in the bloc - a key concern for many British voters.

“On the other hand, we must not interfere with the fundamental principles of free movement in Europe,” it quoted Merkel as saying.

Large numbers of people from eastern Europe, especially Poland, have moved to the UK since their countries joined the EU from 2004.

Supporters of EU enlargement in Britain and elsewhere say they have given a big boost to the economy. Critics say they have put great strain on local services such as health, housing and education.

Iraq says 322 tribe members killed, many bodies dumped in well BAGHDAD (Reuters) - Islamic State militants have killed 322 members of an Iraqi tribe in western Anbar province, including dozens of women and children whose bodies were dumped in a well, the government said in the first official confirmation of the scale of the massacre.

The systematic killings, which one tribal leader said were continuing yesterday, marked some of the worst bloodshed in Iraq since the Sunni militants swept through the north in June with the aim of establishing medieval caliphate there and in Syria.

The Albu Nimr, also Sunni, had put up fierce resistance against Islamic State for weeks but finally ran low on ammunition, food and fuel last week as Islamic State fighters closed in on their village Zauiyat Albu Nimr.

“The number of people killed by Islamic State from Albu Nimr tribe is 322. The bodies of 50 women and children have also been discovered dumped in a well,” the country’s Human Rights Ministry said yesterday.

One of the leaders of the tribe, Sheikh Naeem al-Ga’oud, told Reuters that he had repeatedly asked the central government and army to provide his men with arms but no action was taken.

State television said day that Prime Minister Haider alAbadi had ordered airstrikes on Islamic State targets around the town of Hit in response to the killings.

Officials at a government security operations command center in Anbar and civilians reached by Reuters said they had not heard of or witnessed airstrikes.

The fall of the village dampened the Shi’ite-led national government’s hopes the Sunni tribesmen of Anbar — who once helped U.S. Marines defeat al Qaeda — would become a formidable force again and help the army take on Iraq’s new, far more effective enemy.

Government of Guyana Statement From its assumption to office in October, 1992, the present Government of Guyana has recognised, embraced, cherished and actively promoted press freedom in all its forms and facets. Indeed, we regard press freedom as a fundamental freedom and right which is enshrined in the Constitution of Guyana.

We view freedom of the press as the cornerstone of our democracy.

In recognition of the fact that prior to our assumption to office, freedom of the press and indeed, free expression as a whole was denied to the citizenry, we have worked tirelessly over the years to create an atmosphere which is conducive to an environment where freedom of thought, expression and freedom of the press can flourish.

The policy of the government over the years is reflected in the fact that under this administration, over 20 television stations have established operations, two privately owned daily newspapers enjoying

national circulation have been added to two which were in existence, one being owned by the state and one that is privately owned.

Additionally, there are numerous internet generated news agencies, disseminating news on an almost hourly basis.

Significantly, the radio spectrum over which the State enjoyed a monopoly since Independence (1966) was liberated under this Government and currently there are in operation, 13 radio stations, 11 of which are privately owned and their operations are evenly spread right across the country.

The Government does not in any form or fashion muzzle or interfere with any of the aforementioned press outfits.

Journalists attached to these media entities have equal and ready access to all members of government and indeed, to every public officer.

This Government has never been accused of intimidating or has in any manner intimidated journalists or compromised their ability and capacity to

report freely and fairly.

This Government has signed on, on almost every major international agreement and convention which canvas, promote and protect individual rights and civil liberties.

The Government will continue to take every measure to ensure that journalists and media operators operate in a safe and free environment and one which is free from any form of fear or intimidation. This Government will not in any form of fashion encourage or tolerate any act or omission which will expose journalists and media operators to any danger whatsoever.

Regrettably, over the years, the Kaieteur News has been engaged in an unwavering and institutionalised policy of journalism, lacking in professional and ethical tenets, but steeped in fabrications, distortions, character assassination and homophobia.

In fact, you do not need the constitution to make you do the right thing. If something is wrong just fix it.

Instead, the PPP does the wrong thing then combs the law books to see if they can find suitable laws to somehow justify their actions.

If they find none, they will then bend, twist, stretch, and

massage the existing one in every which way to try and make it justify their wicked schemes and machinations.

When this fails, they run to the courts in a last ditch attempt to frustrate the process. The rule of law and good governance are not part of their agenda, and natural psyche.

We recently heard a very senior Minister in the PPP regime warning that very powerful (evil) forces are at work. He warned that people (who are exposing the regime) will be taken down by the

bullets. The Kaieteur News for example will be made a slaughter house (for the 2nd time).

Such is the extreme that the PPP is willing to go to hold on to power. I want to assure the electorate that there are lots of good people on your side, and you have nothing to fear as good always conquers evil. I fear no man. What would frighten this coolie, would kill a million “chatree coolie” (whatever that means).

functionaries of the State, sections of the business community, religious organisations, sections of the labour movement and sections of the civil society supportive of the government and indeed anyone with whom the newspaper publisher has a personal grievance.

Headlines are frequently enlarged and inaccurately sensationalised to scandalise issues and persons, and are often times not borne out by the stories to which they relate, even as distorted and inaccurate as those stories themselves are.

A column within the newspaper which is supposedly satirical, bearing the colloquial caption “Dem boys seh” has been used as an instrument to publish the vilest, most libellous and homophobic sentiments of and concerning hapless citizens.

Attempts by those aggrieved by these offensive publications to solicit apologies, retractions or clarifications are met with further abuse and sometimes with greater intensity in subsequent publications. In those circumstances, aggrieved persons are forced to approach the Court for protection.

Even in those instances, injunctions issued by the Judiciary restraining offensive and libellous publications are ignored with impunity, causing another proliferation of legal proceedings for contempt of Court. To date, not once has the Government ever attempted to muzzle or interfere with the way this media outfit operates.

In recent months, in anticipation of an audit by the Guyana Revenue Authority (GRA) which is a statutory obligation of

the GRA and carried out on a routine basis on taxpayers, as a result of criminal charges filed against the owner of the Kaieteur News and his relatives for evasion of taxes on the importation of two vehicles, the Commissioner General of the GRA and the Attorney General became Kaieteur News’ subject of attacks.

As a result, these high ranking officials were forced to seek legal protection from the Court. Both obtained injunctions, but in vain, as the attacks persisted. Both have filed contempt of Court proceedings. Yet, rather than the attacks ceasing, they have been aggravated.

The situation deteriorated to such a level where Kaieteur News has resorted to fabrication, hacking of email exchanges purporting to come from these two functionaries and publishing them verbatim, as news.

Recently, Kaieteur News has revealed the transcript and tape of a conversation which purports to be that of the Attorney General and an employee of the Kaieteur News. This conversation was private; it was illegally recorded, distorted, manipulated and taken out of context to reflect a different dialogue.

The Attorney General has since filed legal proceedings and the matter is currently sub judice.

Any further commentary thereupon may be interpreted as at attempt to prejudice those proceedings. The matter is also being investigated by the Guyana Police Force.

We believe that these extreme measures are resorted to by this newspaper to avoid being subject to the Rule of Law and constitute measures of blackmail designed to force a

withdrawal of the charges and freezing the impending tax audit. This newspaper also fabricates and concocts damaging news about businesses that do not patronise it with advertisements.

The Government of Guyana cannot and will not sanction a Press being unleashed in this manner on the populace. All are equal before and must operate within the confines of the law and the norms of civil society.

Government wishes to reiterate its commitment to freedom of the press and will continue to ensure that the safest environment is created for all journalists and all media practitioners to operate without fear or any form of intimidation or danger.

EDITOR’S NOTE: The accusations leveled against Kaieteur News cannot be further from the truth. This was the newspaper that every Government Minister wanted to be a part of. They prided themselves whenever they graced its pages to the point that if they were ignored, they called and protested. So much so for character assassination.

To suggest that the newspaper ignores injunctions is to accuse the courts of being ineffective and incompetent. Kaieteur News is fully aware of the law.

At no time has the newspaper ever questioned anything unless it was not in the best interest of the public.

This is why it is the country’s largest selling newspaper.

We will respond fully to the accusations in another issue. Suffice it to say that the government has been targeting Kaieteur News because it has been the newspaper to expose the rampant corruption that has become the norm in Guyana.

Persaud claims Fifth Open title - Deo dethrones Sukhram Avinash Persaud made it five wins at the Digicel 2014 Guyana Open Golf Tournament after dethroning his brother and defending champion Avinda Kishore to capture the most prestigious event on the local calendar yesterday at the Lusignan Course.

Playing before a large crowd, Persaud, who is no stranger to the honours Board, having won four previous titles, led from start to finish, relegating his sibling Avinda into second place after finishing with a superior overall gross 144 and a net 140 after registering a gross of 70 and a net 68 for the day playing off a 2 handicap.

His brother Avinda Kishore occupied the second spot with an overall gross 153 and a net of 147 after posting final day figures of a 74 gross and a net 71.

Rishi Suknanan finished third with an overall gross 160 following an 84 gross and a net 77 for a total net of 146.

In the Ladies division, Joaan Deo finished with an

overall net of 141 and a gross of 181 to claim the title and in the process dethrone multiple times champion Christine Suhkram.

Deo recorded an 87 gross and a 67 net on the second day to separate her from first day joint leader Shanella Webster, who ended in the runner up spot.

Webster staved off a stiff challenge from defending champion Sukhram after posting a total net of 146 and a gross of 190 and an individual final day tally of 72 and 94 respectively.

Sukhram registered a total net of 146 and a gross 167 for third place after posting individual scores of 74 net and 83 gross respectively on the final day.

Mohamed Shaffie beat Sepaul Suknanan and Roy Cummings in that order to grab the 10-18 Flight.

Lewis Hamilton overtakes Rosberg to win United States GP BBC Sport - Lewis Hamilton caught and passed Mercedes team-mate Nico Rosberg to win the United States Grand Prix and extend his World Championship lead.

Hamilton took his 10th victory of the season thanks to a late and brave move down the inside of Rosberg at Turn 12, after erasing the German’s lead.

The result extends Hamilton’s lead over Rosberg to 24 points with 75 available in the two remaining races.

Red Bull’s Daniel Ricciardo drove superbly to beat the Williams to third.

Hamilton’s victory will be another psychological blow for Rosberg, who arrived in Austin, Texas, admitting he needed “three strong races” to have any chance of beating his team-mate to the title.

The Briton looked the quicker of the two through the practice sessions, but Rosberg took pole after his team-mate hit trouble with his brakes in qualifying. Rosberg converted that into a lead at the first corner but the fact Hamilton was able to follow within a second of him through to their first pit stops suggested the Englishman did indeed have a pace advantage.

The German’s lead gave him the strategic advantage of making his first stop before Hamilton, on lap 15. Hamilton was in next time around and

rejoined 2.8 seconds behind.

Five laps later, Hamilton was within a second of the leader and on lap 24 he made the decisive move.

He set the fastest first sector time of the race to that point, to put himself closer to Rosberg’s tail as they entered the hairpin before the long straight. Hamilton then dived for the inside at Turn 12, the hairpin at the end of the straight. The move seemed to catch Rosberg unawares.

He initially moved to defend, before realising that doing so would breach the rule that forbids changing line in the braking zone.

Hamilton, on the inside and alongside, ran his teammate out to the kerbs, ensuring he held the lead.

Rosberg kept the gap between them stable at 1.4 seconds for a few laps before Hamilton extended it by a second over laps 30 and 31 to give himself some breathing space and then controlled the race to the end.

It was Hamilton’s fifth victory in succession, 10th of the season, and the 32nd of his career, which means he has more career wins than any other Briton, passing Nigel Mansell, and has equalled the tally of his great rival Fernando Alonso.

Hamilton and Alonso are now equal fifth on the all-time F1 winners’ list.

“I’m really grateful to be up front,” he said. “It is such

a privilege to be representing my country and to be at the top of the driver wins is quite special. The car was great today.”

Behind the dominant Mercedes, Ricciardo fought back after dropping to sixth at the start from his fifth place on the grid. The Australian passed Alonso’s Ferrari at the restart after an early safety car period caused by Force India’s Sergio Perez crashing into Sauber’s Adrian Sutil on the first lap. Ricciardo then passed Valtteri Bottas’s Williams by making his first stop a lap earlier than the Finn, and did the same to the lead Williams of Felipe Massa at their second stops.

It was another stirring performance by Ricciardo, who has emerged as a major star in his first season in a leading team, putting teammate and four-time world champion Sebastian Vettel in

the shade.

Alonso took sixth, running a very long middle stint in the Ferrari, and holding off the fast-finishing Red Bull of Vettel on the last lap.

Vettel fought through the field after a late stop for the faster soft tyre, gaining seven places as a result after a pitlane start and a strategy that required patience and care to do two long stints on medium tyres before his final push.

McLaren’s Kevin Magnussen took eighth and Toro Rosso’s Jean-Eric Vergne ninth ahead of Lotus’s Pastor Maldonado.

But the Frenchman faces an investigation for an aggressive pass on team-mate Romain Grosjean, who finished 11th. McLaren’s Jenson Button dropped from eighth to 12th in the final laps as he struggled on worn tyres.
