US$4M loan signed between IDB-Invest, Muneshwers for Guyana's first mobile crane S

enior Minister within the Office of the President with responsibility for Finance, Dr. Ashni Singh on Monday witnessed the signing of a US$4M loan agreement between IDB Invest and Muneshwers' Limited for the procurement of Guyana's first mobile crane for the shipping industry.

IDB Invest is the private sector arm of the InterAmerican Development Bank (IDB). Its aim is to advance economic development and improve lives by encouraging the growth of the private sector.

According to the Ministry of Finance, the loan agreement would be the most

recent one signed in relation to that financial institution's assistance and support for a private sector investment project.

During the signing ceremony which took place just after a courtesy call on Dr. Singh by new General Manager of the Country Department Caribbean (CCB), Tariq Alli, the Finance Minister expressed his appreciation to the CCB. The Country Department Caribbean (CCB) is responsible for the promotion and development of Bank country strategies and programming in The Bahamas, Barbados, Guyana, Jamaica, Suriname, and Trinidad and Tobago and via the Caribbean Development Bank (CDB), the countries of the Organization of Eastern Caribbean States Minister Singh also expressed appreciation to Chief Executive Officer of IDB Invest, James Scriven, for the work done in order for Guyana to have reached this

Minister Singh also thanked the private sector in Guyana, including the team at Muneshwers led by Robin Muneshwer whose perseverance, according to Dr. Singh played a great part in the project materializing.

“I think it goes without saying that this is an incredibly exciting time in Guyana's economic history.

The country is undergoing

unprecedented economic growth. We are going to be growing by more than 25 % over the medium term, easily by more than 25 % in the next three to four years.

This has catalyzed the remarkable expansion in the non-oil economy,” Dr Singh explained.

He added that Government wants to use this period in Guyana to build out as quickly as possible 'the foundation of a strong and competitive non-oil economy and for this reason we are building our infrastructure very a g g r e s s i v e l y, b u i l d i n g capacity for social services, roads, bridges, ports, hospitals, schools etc. and we are doing this with the support of a number of strategic and important development partners, not least among whom is the IDB'. Minister Singh also expressed appreciation for the strong support the IDB has been providing on the

public sector side.

“Given the changes that are taking place in the Guyanese economy, we see the role played by institutions like the IDB changing somewhat in the course of the next few years. And, in particular, we see the need for increased emphasis on private sector operations because, in fact, this rapid expansion in the Guyanese economy is being driven by the private sector and requires sustained investment by the private sector going forward,” Minister Singh said.

“We would like to see more private sector operations done because we see this as absolutely critical to ensure that we are able to realize the private sector-led growth that we anticipate will take us through the medium term to long term,” the Finance Minister emphasised.

Alluding to the importance of this specific

project, Dr. Singh concluded that the significance of the project does not only lie in the amount invested but in the fact that the IDB can do business with the private sector in Guyana.

In April this year, the Finance Minister hosted a Roundtable meeting with representatives of the Private Sector and James Scriven at the Arthur Chung Conference Centre (ACCC) where the teams discussed Guyana's Development Agenda.

The meeting focused on the wide range of privatesector opportunities for possible investment by the Bank such as an expansion of trade financing with Commercial Banks and providing support to microenterprises.

Additionally, discussions centered on various sectors poised for rapid expansion including oil and gas, agriculture and agroprocessing, tourism and I n f o r m a t i o n Communications Technology (ICT). It also allowed for an examination of available financing instruments, various mechanisms, and modalities of accessing this financing and examples of how these mechanisms have worked in other countries. .Moreover, the Government of Guyana (GoG) has been working to create the conditions for private sector-led growth with government policies designed to create jobs and allow for income generation.

Man who broke into private jet at CJIA nabbed Albert Rajram called 'Bunny' of Circuit Road, Timehri, East Bank Demerara, has been arrested

by Police for allegedly breaking into a private jet that was on the Cheddi Jagan International Airport (CJIA) tarmac.

Kaieteur News understands that the jet had arrived at the airport sometime on Wednesday last, and on Friday, when the pilots arrived at the aircraft to prepare for departure, they noticed that the main door was breached.

Authorities were called in and an investigation was launched. Crime Chief, Wendell Blanhum who

related that the lone suspect has been arrested and is in police custody, assisting with the investigation.

The Crime Chief shared that the suspect informed investigators that he dug a hole under the perimeter fence of the airport and made his way onto the airport tarmac. Afterwards, he broke into the aircraft and stole several items.

Rajram was arrested at his home where a search was conducted and the articles he reportedly stole were recovered. Among the articles he is accused of stealing were iPods and alcoholic beverages. The investigation is continuing.

ExxonMobil ruthlessly taking advantage of slack Govt., abysmal EPA by violating safe production limits - Dr. Adams The Environmental Impact Assessments (EIA) for Liza Destiny and Liza Unity Floating, Production, Storage and Offloading (FPSO) vessels are clear about the production safety limits for each ship.

For the Liza Destiny, the safety limit is 120,000 barrels of oil per day and for the Liza Unity, it is 220,000 barrels of oil per day.

Head of ExxonMobil Corporation, Darren Woods recently admitted that these two vessels are operating beyond those limits. During his company's recent third quarter earnings call, he told shareholders that the ships are producing a combined average of 360,000 barrels of oil per day.

Data produced by the Ministry of Natural Resources show that production was at its highest in September, hitting 391,980 barrels.

In fact, production for the Liza Destiny was at 150,000 barrels while the remainder was pulled from the Liza Unity FPSO. Upon taking note of this accelerated production, former Head of the Environmental Protection Agency (EPA), Dr. Vincent Adams, said the American

oil giant is not only slaughtering the safety limits or making a mockery of it in the name of greed, but is taking advantage of the Government.

Dr. Adams during a recent interview with Kaieteur News said when an Environmental Impact Assessment is done prior to oil production operations commencing, it explains clearly what would be the safe limit of production the oil companies will abide by. He said too that this number is used to generate oil spill scenarios for the Government's regulatory arm to consider.

When the goalpost is shifted by going beyond the safety limit, Dr. Adams said it is commonsense that the EIA would be properly updated to reflect the new risks that come with increased production numbers.

Dr. Adams said, “Exxon has clearly invalidated the EIA and I say that because the purpose of the EIA is to set the safety production limit and now that limit has been exceeded or violated without a proper review process…the maximum limit for the Liza Destiny was 120,000 barrels per

ExxonMobil Corporation CEO, Darren Woods day. They are now at over 150,000 barrels, a 25 percent increase and that is unheard of.”

When told that the company has said it has engaged in 'debottlenecking exercises' to allow for the increase, Dr. Adams said this too is absolute nonsense. He said Exxon's Executives use such jargons as a mask for their

unconscionable pursuit of obscene profits.

Dr. Adams said, “They are using this debottlenecking jargon to intimidate and confuse because they know most Guyanese don't know fully what this type of lingo means. That terminology means that they widen the piping system and other equipment to increase the production. They try to make it seem that this is some industry norm but it is not. They can't pull this nonsense in the USA- I know that for a fact.”

The former EPA Head added, “I do believe that they know the right thing but they are without a conscience and ruthlessly taking advantage of an abysmal EPA and weak Government.

The EPA is being paid to be our protector but they are obviously intimidated by Exxon, does whatever they want.”

Given the extent to which Exxon is able to have its way with its drilling programmes, Dr. Adams said one can easily conclude that it is the American oil giant that is running the EPA and probably even the Government. He said no matter how fast the company wants to go,

The former EPA Head said he is by no means surprised that Exxon's affiliate, Esso Exploration and Production Guyana Limited (EEPGL) is moving at break neck speed in the Stabroek Block since the Government has allowed it to continue production without having a parent guarantee in hand for oil spills.

Looking ahead, Dr. Adams said it is imperative that the EPA and Government by extension face the nation and explain why they have allowed Exxon to violate the EIA, a most sacred document that imposes key guardrails for protection of the environment.

Biden threatens increase windfall taxes amid oil giants' 'outrageous' profits

By Renay Sambach Amid the recordshattering profits oil and gas companies have been recording – President of the United States of America, Joe Biden on Monday threatened to increase the tax on the oil majors 'outrageous' profits.

President Biden statement comes days after American oil giant, ExxonMobil Corporation announced that its thirdquarter 2022 earnings was US$19.7 billion – and oil companies like British oil giant Shell and others also recording big profits.

The U.S President reiterated that the ongoing war between Russia and Ukraine has sent oil prices soaring, not just in America, but around the world.

“One by one major oil companies have reported record-breaking profits not just a fair turn-out for hard work…but I mean profits so high it's hard to believe,” the President said.

Biden noted, “Last week Shell announced that it made

US$9.5B in profits for the third quarter that's almost twice as much it made in the third quarter of last year and I think that's something…I think that was as high as its going to get and then along came Exxon.”

He explained that Exxon's profit for the third quarter of 2022 is nearly triple what the oil major made last year and the most profit made in its 152 year history.

The U.S President added that within the last six months, six of the largest oil companies have made more than US$100B in profits. He then stated that he thinks the profits made by the oil giants are outrageous.

“Give me a break, enough is enough, look I'm a Capitalist and I have said this before, I have no problem with corporations turning a fair profit and getting a return on their investment and innovation, but this is not remotely what's happening.

President Joe Biden on Monday during his statement new or innovative, their profits are a windfall of war,” he explained.

As such, he noted that, at the time of war any company receiving historic profits like the oil majors are recording, have the responsibility to, “act beyond their narrow self-interest of its executive shareholders.”

“I think they have the responsibility to act in the interest of its consumers, their community and their

country. To invest in America by increasing production and refining capacity because they don't want to do that they have the opportunity to do that,” the President said.

President Biden explained that the oil companies can also lower the prices for consumers at the pump stations, to bring ease to Americans. However, he stated, if the oil companies who are raking in billions in profits fail to act they will

face higher taxes on their excess profits and other restrictions. He added that his team will work with Congress to look at the options available and will provide an update when Congress gets back.

“It's time for these companies to stop warprofiteering. Meet their responsibilities to this country, give the American people a break and still do very well,” he said.

President Biden's statement on the taxing of the oil companies big profits – comes at a time when Exxon's affiliate Esso Exploration and Production Guyana Ltd (EEPGL) is enjoying tax-free profits in Guyana.

EEGL is the operator of the country's richest oil block and continues to enjoy taxfree earnings owing to the Production Sharing Agreement (PSA) Guyana signed onto with the oil major. Under the 2016 PSA Guyana has agreed to, under the taxation provisions, to pay Exxon's share of Corporation and Income Tax. As such it would mean, that Guyana foregoes each year, billions of US dollars.

Guyana's Stabroek Block is 6.6 million acres (26,800 square kilometers) and has approximately 11 billion proven barrels of oil. EEPGL holds 45% interest in the Block. Hess Guyana Exploration Ltd. holds 30% interest, and CNOOC Petroleum Guyana Limited holds 25% interest.

PPP holds terrible record of abusing women, yet boasts of improvements in gender parity - Cathy Hughes

T

his year, Guyana moved up 18 places on the Global Gender Gap Analysis after making progress in the area of gender equality. But while the People's Progressive Party (PPP) Government boasts of this achievement, it holds a terrible record of abuse to females.

This is according to Alliance For Change (AFC) Chairperson, Catherine Hughes who recently insisted that President Irfaan Ali 'drain his swamp' even as he embarks on the 'laudable' 1000 'Man on Mission' initiative.

She told Reporters during a Press Conference, "It has been said, you know a country is based on how it treats its women, children

and the elderly. Guyana today shows us how far down the drain we have moved as a people when it comes to how we treat our women."

Hughes continued, "We talk ad nauseum about the high incident of domestic violence plaguing our country but fail to recognize that its biggest culprits occupy the highest positions with the governing People's Progressive Party.

The current Charrandas debacle is testimony to this."

The AFC representative argued that some persons have tried to 'whitewash' the incident by eagerly welcoming a statement on the issue by President Ali that Persaud has agreed with him that he should return home.

This however appears to be a slap on the wrist she

complained, since Persaud was not subjected to an investigation. Not only that, but there was no indication from the President that his conduct has rendered him unsuitable to hold public office, she flagged.

To this end, the former Coalition Minister urged, " We i n s i s t t h a t t h i s outrageous attack by a Guyana top Diplomat against a woman requires further investigation and an apology to the woman concerned."

She went on to list several incidents that have occurred over the years where women were mistreated by members of the PPP. Hughes reminded that Bheri Ramsarran while a Minister of Government, had allegedly threatened to slap a rights activist, while in 2007,

Alliance For Change (AFC) Chairperson, Catherine Hughes there was another allegation where then Local G o v e r n m e n t M i n i s t e r, Kellawan Lall had gun whipped a citizen.

She also pointed out that Vice President Bharrat Jagdeo also, "did not see the decency in treating Guyana's former First Lady with respect and giving her what was legally due to her, without the spectacle of locking her out of State House, and other horrific treatment that was meted out to her for all Guyana and the world to see."

More recently, however, Hughes pointed out there was an incident that occurred in Parliament where Minister of Local Government, Nigel Dharmlall, hurled his infamous 'dildo' attack on a female member in the Opposition.

On this note, she explained that a Motion submitted by her over eight months ago on February 22

and acknowledged by Parliament on February 24, to take the Minister to the Privileges Committee has been ducked by Parliament.

In addition, Hughes said even the Attorney General was believed to be heard in a recording soliciting sexual services on behalf of his uncle.

Just a few days ago it was also reported that the PPP Councillor from Region Four, Deoraj Nauth, was arrested and charged for allegedly sexually molesting a 14-year-old male student at Hope Secondary school.

Another recent issue reported in the press alleges that PPP Activist, Ossie Rodgers, slapped and gun butted Kamala Bharrat of Bath settlement in a supermarket.

Region Two gets first ever Dialysis Centre F o l l o w i n g a n announcement back in March that the Government is looking to establish a Dialysis Centre in Region Two, the Ministry of Health on Monday, launched the first ever dialysis centre in that region.

The Health Ministry in a brief statement said that the centre is housed in the compound of the Suddie Regional Hospital and is a joint venture between the Government and 5G Dialysis Centre.

CDEMA in a release said that Lieutenant Colonel Craig, is a disaster risk management practitioner, with over twenty-five years of military service and more than sixteen years disaster management experience working with community groups, government agencies, and national, regional, and international nongovernmental organisations (NGOs) in the local government, health, security, private and environmental sectors.

Having served as Director General of CDC for 5 years up until July 2022, Mr. Craig also previously held the positions of Deputy Director General and Operations and Training Officer at the Civil Defence Commission, Guyana, Avionics Supervisor and Adjutant at Air Corps and Infantry Commander/Platoon Commander for the Guyana Defence Force’s First Infantry Battalion.

The newly established facility is set to benefit

patients across the region. No longer will patients have to travel to the capital city for dialysis treatment.

Patterson demands Gas-to-Energy agreements be tabled in National Assembly Shadow Natural Resources Minister, David Patterson has requested that any agreements signed by Government regarding the US$2 billion Wales Gas-toEnergy (GTE) project be laid in the National Assembly.

His request was submitted on October 18 last to Parliament, ahead of the November 7 Sitting.

According to the document seen by this newspaper, Patterson has asked subject Minister, Vickram Bharrat to say whether any agreements have been inked with Esso Exploration and Production Guyana Limited (EEPGL), ExxonMobil's subsidiary and operator of the Stabroek Block that will be pursuing the project. If the Minister responds in the affirmative, Patterson has already requested that the agreement be provided for scrutiny.

Opposition member has asked the Minister to provide a copy of the Environmental Permit issued to the oil company, if already granted.

In a brief comment to this newspaper yesterday, the f o r m e r P u b l i c Wo r k s Minister said the gross lack of transparency regarding the largest financial project ever pursued by the country prompted his request for the agreements to be made public.

Moreover, he said it was recently published that Exxon is moving ahead with the investment after reaching an agreement with Government. To this end, Patterson noted that the country must know the terms Government has agreed to.

He explained, "That agreement obviously has to do with the cost of the project, it has to do with the responsibilities of the

different parties and so on, so it should be known publicly what this agreement is so we can know what we are giving away and what we are getting and what Exxon is getting."

On the other hand, the Shadow Oil and Gas Minister reasoned that this document would also specify which party would be liable for any incidents that may occur. As such he said, "I hope that when we do get it (the agreement), all these questions can be answered."

So far, Patterson complained that the questionable project has been shrouded in mystery and secrecy. To rectify this, the former Minister said the PPP should honour the request it made while in Opposition for there to be full transparency.

and Guyana, with bilateral trade reaching $1.4 billion USD in the first half of this year alone. It was stated too that these initiatives are part of the United States' goal to advance prosperity in Guyana and the region.

Notably, the firms were part of a larger trade conference that took place in Miami and brought together nearly 200 firms who were interested in the Caribbean market.

Select firms traveled to Guyana and other Caribbean nations during the week.

US businesses participated in meetings with local firms throughout the Caribbean's key sectors such as energy, infrastructure and agriculture.

It must be noted that in August this year, Government invited proposals for expert advice

on the upcoming natural gas project.

According to the notice published on the Ministry of Natural Resources (MNR) website, part of its budgetary allocation this year will be spent on the procurement of consultancy services for 'Legal and Commercial Advisory Services and Negotiation Support' for the massive project.

Among the successful consultant's job description is to review the draft Gas Supply Agreement submitted by the Stabroek Contractor, provide detailed legal opinion, comments and advice, support the Ministry's engagements with the contractor during the negotiations stage and document the review process and outcomes.

Consultants had until September 13, 2022 to submit their proposals to the Chairman of the National Procurement and Tender Administration Board (NPTAB).

The duration of the consultancy was expected to be 45 days, commencing around October 10, 2022.

Since the GTE project was conceived, Government has not hosted a Press Conference to address the burning issues relating to the venture. In fact, even as G o v e r n m e n t ' s p a r t n e r, ExxonMobil revealed that

works have already started on the construction of the pipeline to transport the natural gas from the Liza One and Two projects offshore, to the onshore facility at Wales, citizens who live along the pipeline route are left exposed to potential dangers in the absence of insurance to cover any mishaps during that stage of the project.

When Vice President Bharrat Jagdeo was questioned on the subject of insurance at a Press Conference he hosted back in August, he said he believes it is 'common sense' for the total cost of the gas project to be decided on before any insurance policy is pursued.

In fact, he even debated the need for insurance, prior to the pipeline becoming operational.

The GTE project will entail three components inclusive of the pipeline, a Natural Gas Liquids (NGL) facility to treat and separate the gas and a power plant to generate 300 megawatts of electricity.

The project has a planned life cycle of at least 25 years.

Its main objective is to reduce the cost of electricity to 50 percent of what it is. Exxon's pipeline so far is expected to cost US$1.3 billion, while Government anticipates the other two aspects would cost an additional US$700 million.

n intensive search is now underway for a 43-year-old Technician of Alexander Village, Georgetown who went missing at the Orinduik Falls during a birthday outing on Sunday.

Kaieteur News understands that both the Guyana Police Force and members of the Guyana Defence Force have launched a search operation to find Gladstone Haynes, who disappeared after going for swim at the Orinduik Falls, Region Eight sometime around 15:00hrs on Sunday.

Information reaching this publication

revealed that Haynes and the mother of his children, a 34-year-old woman from the United States of America (USA) were on a tour from Ogle Airport to Kaieteur Falls and then to Orinduik Falls, along other tourists that day.

The woman who was celebrating her birthday on Sunday told police that sometime around 15:00hrs Haynes was swimming below the Orinduik Falls in the water, which was streaming very heavily.

It was reported that Haynes went under the water but never resurfaced. An alarm was raised and now a search is ongoing for Haynes who has not been seen since.

n a day blessed with brilliant s u n s h in e an d played before empty stands at the Queen's Park Oval, a maiden century from 23year-old Dominican Alex Athanaze led the Windwards Volcanoes to a 28-run victory against the Guyana Harpy Eagles as Zone 'A' of the CG United Super50 started here yesterday.

Athanaze faced 140 balls and hit 12 fours and four sixes and shared in a 119 stand with St Lucian Johnson Charles who hit two four and five sixes in his 63ball 64.

Kaveem Hodge contributed 42 with two fours and six, while Shadrack Descarte finished unbeaten 21 and Sunil Ambris (16) added 37 runs in an unfinished stand as the Volcanoes reached 296-4 in 50 overs.

Gudakesh Motie had 245 for Harpy Eagles who were bowled out for 268 in 46.4 overs.

Tagenarine Chanderpaul hit six fours in 48 from 47 balls but only Tevin Imlach with 36 from 46 balls with two fours and a six, 31 not out from Motie who added 48 from 40 balls for the last wicket with Veerasammy (28), Kevin Sinclair (33) and Sherfane Rutherford (28) reached 25.

Descarte had 3-41 while Ryan John and Kenneth Dember captured two wickets for the winners.

Athanaze whipped Pestano off his pads for four to post the 100 in 19.5 overs before reaching his 50from 73 balls.

After Charles lofted Motie to long-on in the 23rd over, Athanaze changed gear and reversed swept Sinclair for four before slugsweeping him for six.

Hodge got going with a cut for four and the partnership was being built at a rapid rate.

But with Athanaze on 87 he lofted Pestano high over mid-off where Shimron Hetmyer made brilliant ground, running back, to drop what would have been stupendous catch.

The Dominican galloped to his ton from 118 balls with consecutive boundaries off Pestano while Hodge batted positively before holing out to Hetymer on the deep midwicket boundary as Motie struck at 246-2 in the 43rd over.

Athanaze demise was followed by two quick wickets in the space of seven runs. Hodge was caught and bowled by Permaul, while the potentially dangerous Andrew Fletcher (8) missed a swipe and was bowled by Pestano to leave his team on 257-4 in the 44th over.

Ambris and Descarte added 25 runs in the last 27 balls as Guyana limited the scoring under 300 from what looked like a 340 total when Athanaze and Hodge were batting.

Guyana raced to 44 in the sixth over with Chanderpaul outscoring the usually aggressive Anthony Bramble who was LBW to John for 18 with three fours.

Hetmyer (12) got going with couple imperious boundaries but after facing three dots balls from offspinner Dember, he charged the bowler and his uppish shot was taken at short midwicket to leave Guyana on 66-2 in 10.5 overs.

Chanderpaul played with

a positive mind-set and was quick to dispatch the loose deliveries while his Skipper hit Descarte back over his head for six.

Chanderpaul, two short of his third fifty at this level was magnificently taken by John, diving to his left at backward point with the score on 80-3.

Johnson and Imlach added 37 for the fourth wicket before Johnson was LBW to Hodge at 117-4.

Rutherford got off the mark with six and followed it up with another.

Imlach played some delightful shots and looked strong on his legs but just the Harpy Eagles were clawing their way back into the contest, the 48-run stand was broken by John who

removed Imlach at 165-5.

Rutherford, who effortlessly pushed pacer Justin Greaves for six and pulled Dember for four, was bowled by Dember at 181-6 in 34.4 overs.

Shepherd (1) LBW at 182-7 and Pestano (5) bowled as Dember struck twice, while Sinclair hit two sixes and a couple of fours in his innings before he fell to Preston Mcsween at 200-9.

Permaul and Motie featured in fighting last wicket partnership but it was too little too late.
