Exxon needs Minister's approval to recover only 3 costs; no permission required for over 200 items

The lopsided Production Sharing Agreement (PSA), which the Coalition government entered into with ExxonMobil and its CoVenturers in 2016 only require Ministerial approval for three costs that can be recovered by the oil companies.

In contrast, the companies are free to spend on a list of over 200 items and recoup those costs without seeking the permission of the subject Minister.

This is outlined in Annex 'C' of the Petroleum Agreement, dated June 27, 2016 at Section 3.2.

According to the Contract, only the following costs are recoverable with the Minister's approval: (a)

Commission paid to intermediaries by the Contractor; (b) Donations and contributions to organisations in Guyana and (c) Expenditure on research into and development of new equipment, material and techniques for use in searching for developing and producing petroleum which will be of benefit to Petroleum Operations.

While the agreement is definitive on what costs can be approved only with the prior approval of the Minister, it also lists 255 items that can be purchased or paid for during the petroleum operations without permission of the Minister.

Among the charges that can be recovered by Exxon,

using Guyana's oil, without permission of the Minister are holiday, vacation, sickness and disability, life insurance, hospitalization, pensions and other benefits and payments for employees of Exxon and its partners.

Also included are the reasonable travel and personal expenses of such employees including those made for travel and relocation of the expatriate employees assigned to Guyana.

billions-without-ministerspermission/ The terms of the 2016 agreement allow the oil companies to deduct 75 percent of the monthly revenues generated in the Stabroek Block to cover their investments. The remaining 25 percent is then shared equally as profits with Guyana.

The country is also paid an addition two percent royalty from the contractor's share of profits.

The Bank of Guyana (BoG) in its 2023 Half-Year Report indicated that ExxonMobil and its partners deducted a whopping US$4 billion in revenue from Guyana's oil during the first six months of the year.

During the same period -

January to June 2023Guyana received a measly share of its wealth from the Stabroek Block, a total of US$658 million.

It was reported that in 2022, the 26,800 square kilometer (6.6 million acres) oil block, raked in a gross revenue of US$9.8 billion.

From its gross revenue, ExxonMobil deducted a whopping US$7.4 billion towards the recovery of its investment for the petroleum related activities.

That year, the Natural Resource Fund (NRF) only received US$1.4 billion in revenue.

ormer Head of the Environmental Protection Agency (EPA), Dr. Vincent Adams believes the highly touted Gas-to-Energy (GTE) project is in limbo, as the American oil giant, ExxonMobil is yet to make a Final Investment Decision (FID) and the government of Guyana (GoG) is still trying to secure funding from the United States Export Import (USEXIM) Bank to fund the 300megawatt power plant and the Natural Gas Liquids (NGL) facility.

The GTE project is geared towards generating cheaper and cleaner electricity. Gas from the Liza One and Liza Two fields in the Stabroek Block will be piped to shore to be used at the Wales, West Bank Demerara facilities which are yet to be constructed.

O n S u n d a y, t h i s publication reported that Exxon received a Permit for the pipeline component of the project since November 25, 2022; however, a year later, the company is still to announce an FID. This is a crucial stage in mega energy projects as it's the final stage to decide whether to go ahead

with the project or not. In other terms, it is the final stage to determine if the investment in the project would be beneficial or not.

Before investing such an enormous amount in the project, the company or group of companies assesses all possible outcomes, including the capital required to execute the project successfully. Likewise, it's the phase for the investors to calculate the project's financial viability and put their money into it.

After assessing those factors, project owners or investors agree to either go ahead with the funding or back out. If the budget is sanctioned and investors decide to move forward with the project, it is known as FID. In an exclusive interview with Kaieteur News, Dr. Adams, a Petroleum and Environmental Engineer, said such a key step should have already been completed for the massive project.

He believes the lack of an FID and failure by government to secure funding from the US-EXIM Bank for the project questions the feasibility of

Despite calls for a thorough independent study to be completed to determine the project's viability, government is adamant that this is not necessary.

The former EPA boss reasoned, “If this here has been touted as being so economical and lucrative, why wouldn't an investor quickly jumped on it? It goes back to what type of business plan or models the investors are seeing. Are they uncomfortable with what they are seeing?”

He was keen to note that the cost of the project has now more than doubled from its initial estimate of about US$500 million, but government is still convinced that the cost of electricity will be slashed by 50 percent. Dr. Adams said, “It could mean that it doesn't look that lucrative to the investors with the cost and returns.”

He argued that the project was described as a “nobrainer” by Vice President, Bharrat Jagdeo, however, investors today do not seem convinced. “Why aren't they

getting on board? What's wrong with the business plan when the VP has been touting this as the best thing since slice bread?

He is saying that electricity will be cut by 50% but it's now turning out that investors might not be able to make money if that's the price of electricity, they are probably saying we are not gonna get a good return,” he said.

Dr. Adams concluded that the project could be in limbo as investors often shy away from uncertainties. He referenced the fact that two Guyanese women have appealed the ruling of the High Court not to quash the Permit to Exxon, even though it was determined that the EPA acted “illegally” by allowing to project to commence without adherence to the regulations.

According to him, “When they see that there is something wrong here in terms of legal issues and those types of things, they are gonna be spooked.

They are not going to want to get into a situation where they put their money in to invest and it becomes held up in Court and cannot make

any money.”

He said the current state of the project with the Permit being legally challenged and government failing to secure financing for the other components leaves enough space for uncertainty.

Consequently, the former EPA head stated, “Investors are never gonna want to enter into that arena where you have so much controversy with a lawsuit and so.”

He was keen to note that government has contributed significantly to the delay in the project that could potentially be beneficial to the country.

He explained that a feasibility study, as required under the 2016 Petroleum Agreement with Exxon could have allowed for not only greater investor confidence, but support from Guyanese as well, since several stakeholders are still questioning the outcome of the project.

Moreover, Dr. Adams contended that the EPA failed to adhere to the Environmental Act in the granting of the Permit to the oil company, hence the matter is still now before the Appellate Court.

Zone of Peace The region remaining a “zone of peace” has now been made into one of the centerpieces of what comes from some heads of Caricom countries. We like the sound of that, and support the substance of it. But no regional leader, no Caricom brother or sister, should include Guyana in that soothing and well-intended phrase, that kind of conversation. Truth be told, it is insulting to Guyana to be lumped with Venezuela in calls for the region to continue to enjoy its paradisaic peace.

Guyana has not uttered a single word of hostility against the Venezuelan people. In contrast, Venezuelan leadership has, from different corners, ratcheted up its warlike rhetoric in efforts to boost its incendiary referendum, and galvanize its suffering citizens. Guyana has not made any move at any time that could be considered aggressive, or even marginally threatening to Venezuelan interests. On the other hand, Venezuela’s military has been mobilized and massed at various points along the shared border. Guyana has not sent a single soldier or agent under any clothing, or fired one shot, into any part of Venezuela. But there is the record of Venezuela’s forays using different human camouflages to intrude into Guyana’s territory.

When the above is considered, why is Guyana being mentioned in any sentence talking about perpetuating the “zone of peace” in this region? We encourage leaders under the Caricom umbrella to examine the record to find a word, term, or phrase from Guyana’s President Ali or Guyana’s Opposition Leader Norton that has degraded the Venezuelan government and leadership in any way. While doing so, we appeal to them to engage to do the same to appreciate exactly what has been an official proclamation from Venezuela’s President Maduro, and it’s no less hawkish political opposition. Accordingly, there is disappointment that Trinidad and Tobago’s Prime Minister, Dr. Keith Rowley had this to say: “The last thing we want is for us not to be in a period of peace and a zone of peace.” We are of an identical mindset with Prime Minister Rowley on this issue. For Guyanese, it is not a matter of keeping alive a gas deal, but on what this nation’s very existence hinges. The prime minister said some more: “…I would not like to see the relationship between Venezuela and Guyana deteriorate to a point where consequent actions would negatively damage all of us, because all of us would be damaged.”

It is clear that the prime minister is putting considerable effort into dancing between raindrops, trying to keep his skin clean (his gas plans moving) in what is an explosive situation.

He does no justice to himself, and certainly not Guyana’s cause, when he fails to stare at, and call out in diplomatic terms, the Venezuelans with whom he is playing a country-to-country version of ‘let’s make a deal.’ Prime Minister Rowley has shown his hand and where he stands, and we regret that it is not a good one. Some unambiguous language would have helped, and as all directed at Venezuela’s aggressive intent, its relentless raising of the stakes. Similarly, some unequivocal positions from the likes of other Caricom leaders, inclusive of Prime Minister Mia Mottley (Barbados) and Sir Ralph Gonsalves (Saint Vincent and the Grenadines) would have been a wonderful gesture of true solidarity with a much smaller, much less powerful Guyana in this over a century long border controversy with Venezuela. It has not been so, and that is unfortunate, to put it mildly.

Guyana has taken a severe hit from unexpected sources during its hour of great peril. When this country needs other countries in the region to have its back, it has been left high and dry. Of what benefit, therefore, is the half century bond of Caricom, we ask. Though a recent statement signaled sincere support from previously conflicted and faltering Caricom brethren, it is taken with a pinch of salt. Trust has thinned, and there is the unhelpful thought that some Caricom leaders, in the ancient manner of politicians, speak from both sides of their mouths. Guyana has done its part to maintain a zone of peace in this region. The world knows that Venezuela has gone in the opposite direction.

Maduro’s military adventurism in Guyana can result in his regime change DEAR EDITOR, Several governments in Latin America and the Caribbean experienced regime change for challenging or defying the Monroe Doctrine or the real politik (status quo) pertaining to big power politics in the region. The examples are many including in Haiti, Dominican Republic, Guatemala, Chile, Honduras, Guyana in 1953, 1964, 1992, 2015, and 2020, Ve n e z u e l a i n 1 9 4 8 , N i c a r a g u a , A rg e n t i n a , among others.

Military adventurism by Venezuela into Guyana, meaning incursion to seize territory in a border dispute or controversy that is before the World Court, could lead to a similar result as the global community would not accept it.

Maduro plans to annex territory of a sovereign state that is peaceful. By so doing, he will convert the region into a zone of conflict rather than a zone of peace. The OAS has issued strongly worded statements against M a d u r o ’s a g g r e s s i o n towards Guyana. He scorns at the World Court and despises international law.

The OAS, the USA in

particular, may be goaded into military action against Venezuela for violating the UN and OAS charters and for threatening a small militarily weak nation.

Any attempt to seize the Essequibo would be looked upon unfavourably by the global community. Such aggression would incur the wrath of America and other democratic nations, causing them to come together to confront Venezuela. The USA has national security interests in Guyana and its surroundings. Venezuelan capture of Essequibo would be rejected by America as the l a t t e r ’s b u s i n e s s a n d strategic interests would be affected. Natural resources come into play.

The USA and the West need Guyana’s energy and would not tolerate Venezuela bullying Guyana and seizing its legitimate territory especially when the dispute or controversy is before the world court. Venezuela’s transgressions could lead to sanctions by the UN and or OAS (expulsion) and eventually military action to force it to accept the status quo or the ICJ ruling that is expected soon.

The USA would be too pleased to get rid of Maduro

that has been defying American hegemony in the region. He is presiding over a dictatorship and USA would like to see the rise of a democracy. The opposition would also like to rid their country of Maduro.

The opposition in Venezuela would not object to any military action against the regime to help bring about political change. The people have recognized that Maduro has ruined a once prosperous country. People are barely affording to make ends meet. Inflation is reportedly 369%.

Venezuelans are fleeing to all countries including the US, Columbia, Brazil, Trinidad & Tobago and Guyana.

Venezuelans are happy to live in Guyana.

They praise Guyanese and the Guyana government for warm hospitality. The 30,000 Venezuelans who fled to Guyana say Maduro has impoverished their nation. They planned an antiMaduro rally at the Square of the Revolution, Georgetown for Sunday November 26, 2023.

Maduro suppressed opposition forces and was warned that if he continues the US will sanction him.

Rather than waiting on

the ICJ to render a decision on the re-opening of the Guyana Venezuela border issue that was settled in 1899 and ratified in 1890 and the two boundaries demarcated in 1905, Maduro has preempted the ICJ’s decision and express his intention to carry out a referendum on whether he should invade Guyana and seize 2/3 of the country.

This is a dangerous situation and the setting of a terrible precedent. If he succeeds, what will stop other bullying states from following his horrible example?

The world cannot allow this and future generations to suffer because of this dictator. That is why he must be stopped.

For the peace and stability of the Caribbean and North American/Latin American region, and for the peace and stability of Guyana which now has the best opportunity ever to lift the 48% of its people who live below poverty line because of its oil wealth, the US and OAS may very well call for a regime change in Venezuela and proceed with appropriate action.

GPSU remains committed towards protecting women and the girl child DEAR EDITOR, The President, Executive Council and Members of the Guyana Public Service Union (GPSU), join with the rest of the world in recognizing International Day for the Elimination of Violence Against Women being celebrated on November 25, 2023.

Women’s rights are human rights, and to this there is #NoExcuse.

Over the next sixteen (16) days, the GPSU, like other civil society and governmental organizations, will be engaged in enhanced activism to highlight, and ultimately eradicate every culture of violence against women and the girl child.

These activities will culminate on December 10, with the celebration of international Human Rights Day. Women and the girl child continue to live in fear worldwide, conditions exacerbated by war and poverty. This period gives an opportunity to enlarge the

discussion about the effects of violence and redouble efforts for eradication.

The protection of women and the girl child is important for the sustenance of society, a healthy work force, and a vibrant trade union movement. At the earliest, women laid the ground work for the formation of the British Guiana Civil Service Association, the forerunner to the GPSU. Women continue to play vital roles in leadership and in the development of the Cooperative Republic of Guyana, from commerce, governmental services, aviation, mining, legal services, and the fight for better working conditions in the vanguard.

The theme for this year’s sixteen (16) days of activism is of moment “Invest to prevent violence against women and girls”. The GPSU will join other nongovernmental organizations to call on citizens to show

how much they care about ending violence against women and girls and calls on the government to share their plans on the prevention and eradication of gender-based violence.

In the context of Guyana, rhetoric and optics are not to be regarded as investments.

Two years ago, GPSU highlighted the plight of women in Guyana in its message on this occasion.

The focus then was “women in leadership: Achieving an equal future in a COVID-19 world”. The Union recognized that women are continuously exposed to lifethreatening risks, doing so without proper recognition, insufficient protection, and inadequate compensation.

This year, women in military services, and those serving as teachers and medical personnel (especially those in remote hinterland locations away from families) were offered a paltry GYD$25,000 or USD$125 as their annual

bonus; while the duly constituted trade unions have been excluded in national decision making, including the negotiation of better working conditions.

In its message, the GPSU highlighted the misogynistic disposition of men occupying key positions in Guyana; including the former Chief Executive Officer of Linden Hospital Complex, who violently and with vulgarity, attacked a group of young women during their lobby efforts for better working conditions.

This led to protest actions by the women workers of the Hospital, who were soon thereafter served with notice of reprisal action by those higher in government.

Britta Lejon, President of Public Services International (PSI) points out that, the work of employers, states, and trade unions, for equality in the labour market increases women’s opportunity to live (Continued on page 06)

Challenging the PPP’s ethnic ideology’ DEAR EDITOR, Perhaps the following is the most destructive document in Guyanese history.

This occurred to me when last week I came upon what I thought was a patriotic piece - ‘Not the time to attribute or apportion blame for the border predicament Guyana finds itself’ by Dr. Vishnu Bisram (SN: 20/11/2023) - which led me to conclude that perhaps the border problem is having a sobering effect upon the body politic.

I should have known better for my optimism was soon dashed.

How could I possibly have allowed a byline to make me believe that Bisram could so easily overcome a lifetime of socialisation and advocacy within our political context!

Two days later, among other very questionable opinions, we heard from Robin Singh: ‘Shameful as it may be to countenance, Forbes Burnham, the first Prime Minister of Guyana, was an agent of the American Central Intelligence Agency (CIA) before and, during his tenure in office (1962-72).

This is a fact and not an ‘accusation’ as the Sunday Stabroek Editorial of 19.11.23 suggests.’

Ideology is an extremely powerful force holding people together and it has been so for the PPP. In Guyana’s context, it is much important than complaints about incompetence, corruption, dictatorial

behaviour, etc.

This is not about Marxism/Leninism for apart from its democratic centralist element that still allows the PPP’s oligarchy to run roughshod over the membership and facilitates some aid from comrades abroad, it has quite literally disappeared. What has, quite rightly, been coming under attack and has been raised again by the border quarrel is t h e P P P ’s d a y - t o - d a y political ideology that is rooted in the ethnic demonization of Forbes Burnham, the PNC, and the African people.

There is now evidence that the PPP should bear the heavier portion of the responsibility for the dysfunctional historical condition of Guyana.

Chronic elections manipulation, the Guyana/Venezuela border p r o b l e m , t h e entrenchment of racial/ethnic politics, the so-called ‘Burnham dictatorship’ and, arguably, our inability to institutionalise a more appropriate political system.

In 1951, during the rule of the dreaded Soviet communist dictator Joseph Stalin when the Western inspired process to contain communism was on its way, Cheddi Jagan, the leader of the PPP, secretly sent the following letter to the International Department of the Czechoslovak Communist Party – in communist modus operandi to international communism – that has

been responsible for all of the above ills.

‘1. The purpose of this letter is to outline the political situation in British Guiana and the role of the People’s Progressive Party and to solicit aid on behalf of the Party.

2. The Imperialists are now actively engaged in exploring potential mineral resources. The British plan to federate most of the British West-Indian islands and British Guiana into a glorified Crown Colony. …British Guiana will therefore most likely play the leading role in any future development of the Caribbean Area and in the future federation. As such a strong militant party in British Guiana is vitally necessary.

3. The balance of power in the Executive Committee of the party is with the communists. 4. To fight for and to preserve peace is also to fight the imperialist at their weak points – the colonies. … The second reason for urgency is the fact that our party will face a general election in 1952/55.

To strengthen the party … however some financial assistance is required.

(Cheddi Jagan, SN: 11/04/2023) The PPP sensibly kept its plan to deliver Guyana and the entire British West Indies to the Soviet camp to itself and I am certain that Mr. Robin Singh will join me in characterising this behaviour as ‘disgraceful.’

However, with only rumour to go by, over decades the PPP, and particularly Cheddi Jagan, gained a great deal of

sympathy from many Guyanese of all races. Many came to see the PPP as a national/socialist group that merely wanted betterment for its people but was wrongly thrown out of government by the West and the internal forces such as the United Force, its archrival Forbes Burnham and the People’s National Congress (PNC).

Also, out of government for decades with nothing else to hold their ethnic supporters together, the PPP resorted to the most potent weapon at their disposal aapan jaat ‘vote for your race’ - and the demonisation of Forbes Burnham, the PNC and by association, Africans became the order of its day.

The letter quoted above threatens to upend all sympathy for the PPP: its leadership, with is ethnic Indian majority, was to electorally deliver the entire region into the communist camp.

There is one time that the majority rule must be rejected and that is when it seeks to end majority rule, and that was precisely the goal of Soviet communism and its so-called dictatorship of the proletariat, and the West rightly pulled out the stops to prevent the PPP from executing its plan.

The Guyana/Venezuela border controversy is one of the costliest PPP legacies and so notwithstanding his disclaimer, Mr. Bisram sought to place it at the feet of Forbes Burnham, the PNC and of course Africans.

He began by endorsing the view that Guyana should not be having bilateral talks with Venezuela to resolve the border dispute since the matter is before the ICJ and international law, legal precedent and almost every nation support Guyana’s position.

But entrapped by PPP i d e o l o g y, h e t h e n proceeded to use a quarter of his short missive to do to Burnham precisely what he advised against! ‘The case before the ICJ has nothing to do with any past president or their actions or whether they sold out Guyana’s rights to gain or retain office. … Blaming B u r n h a m f o r opportunistically agreeing to revisit or reopen the Arbitration Award will not provide a solution to the conflict.’

In a nutshell, to get rid of the PPP or to mitigate its influence, the British colonial authorities and their local supporters began elections manipulation by jerrymandering, buying votes, etc., in 1957, before the PNC was formed.

Neither the British nor the PNC threw the PPP out of government: they sought to

curtail its communist intent by suggesting shared governance but Jagan rejected this, perhaps because the party was already tied to Soviet communism. Jagan accepted that it was his communism that led to the Guyana Venezuela border dispute being raised again immediately after the Cuban missile crisis that brought the world the closest it has ever been to nuclear war.

The so-called ‘Burnham dictatorship’ was the outcome of the scheme concocted by the PPP and perhaps contributed to saving all of us from the stranglehold of a Soviet-type of dictatorship.

To clarify: over many years, I privately and publicly described Jagan as a communist and I cannot remember him ever denying it. What I do recall is that he attempted to convince me that Soviet-type one party democracy was as good as liberal democracy.

I do not believe that the Jagans themselves were racists and initiated ethnic political allegiance, but they contributed significantly to its entrenchment.

social media, there has been an avalanche of allegations leveled against employees of the Ministry of Housing and Water in relation to corrupt transactions. From the outset, the tenor of the posts immediately suggested that they would not end until the political heads of the Ministry were linked in some way to the allegations.

A member of my secretariat, Naresh Sugrim, was implicated in these social media posts. His photo was published, along with the allegation that he has been receiving bribes in exchange for land. Not a shred of evidence was provided, yet he was tried and convicted in the court of public opinion.

Unbeknownst to the public, on my instruction, Mr. Sugrim has been assisting the Guyana Police Force in an investigation to uncover solid evidence against staff members or outsiders who were suspected of conducting illegal transactions. Today, his efforts have led to the arrest of several persons.

This will no doubt assist the police to further their investigations.

Unfortunately, the reckless

nothing, has compromised months of tedious investigative work which could have potentially led to more arrests.

I have always maintained that I am committed to rooting out corruption. In this regard, strident steps were taken to work with the police to address this wherever it exists in the Ministry.

Regrettably, members of the public continue to encourage the practice of offering bribes and willingly participate in these illegal transactions.

When they lose their money without receiving the favours they expected, they take to social media to complain, instead of going to the police. There is little or nothing we can do with social media postings that bear no evidence.

Naresh Sugrim is a patriotic, hardworking, and diligent public servant who did not deserve to be defamed. I have advised him to take private legal action in this regard. It is my hope that this embarrassment does not discourage him, and other honest public servants, who do not engage in such illegalities.

It is time that we raise our voices, and ask questions of our leaders as to how much time and

resources they are investing in eradicating this scourge in our society.

International Labour Organisation (ILO) Convention 190, together with its Recommendation 206, is the first international treaty that recognizes the right of everyone to a world of work free form violence and harassment, including gender-based violence.

T h e r a t i f i c a t i o n of this Convention by Guyana would enhance local laws and provide the necessary knowledge and framework to recognise and stamp out instances of such adversities.

AG: Venezuela would not escape

sanctions if it violates ICJ order W

hile what will happen after December 03, 2023, when Venezuela holds its much-publicised referendum may be the question on the minds of many Guyanese, Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall sought to reassure citizens that it is likely that Venezuela would have to face sanctions if it violates any order from the International Court of Justice (ICJ) and annex Guyana's Essequibo County.

In response to a question from a student during a panel discussion held at The Bishops' High School on Friday last, the AG reminded citizens that the Government of Guyana has approached the International Court of Justice (ICJ) for protective measures.

Nandlall noted while

The AG stressed that the ICJ is a Court that doesn't stand alone but stand as the judicial enforcement agency of the largest global organization on earth – the UN. “There is no court that would not have the ability to enforce its own order. If you go to our High Court and you violate a court order, the judge has the power to jail you.

Now translate that to the International Court of Justice, the very summit of the hierarchal structure of the legal order of the world; it is unimaginable that the violation of an order of that court will go without sanctions,” the Attorney General said.

Former Foreign Affairs Minister and Guyana's Agent on the border case before the ICJ, Carl Greenidge in his response, to the question said while “We don't know what (will happen). Guyana has to

confirm to international law. “ W e h a v e responsibilities, we have to protect our interest and that is what we will do…It is likely from what Venezuela said that they will continue with the referendum… the key thing is that at the level of the UN and of the Court it was made clear that they [ Ve n e z u e l a ] a r e n o t empowered to act on whatever comes out of the referendum,” Greenidge added.

Venezuela's December 3 referendum essentially seeks to authorise the government of the Bolivarian Republic to embark on the annexation of Guyana's resource-rich Essequibo region and to create a state within that country.

Venezuela has already said, through its Vice President that moves to the ICJ, where the matter has been referred for review, by Guyana to stop the referendum in its current form will not deter the December 03 vote.

Is our government being run as a cake shop?

Two incidents have raised concern about the quality of governance being practised by the ruling People’s Progressive Party /Civic (PPP/C). These incidents give meaning to what in common parlance has been described as ‘cake shop’ management.

In the first incident, Vice President Bharrat Jagdeo, at one of his press conferences, related that he received a phone call at 12:45 am. The call was from the President of Guyana and he, Jagdeo, was asked whether he knew anything about the early release of the convicted female prisoner.

Now why would the President of Guyana have to be calling the Vice President in the early hours of the morning – at a time when most citizens were fast asleep – to enquire about a matter over which the Vice President has no jurisdiction? The Vice President has already said that he holds oversight over the oil and gas, finance and environment sectors. Not the Prisons. Why then would the

President be calling the Vice President to ask him about a matter that falls under the portfolio of the Minister of Home Affairs?

Why would the President be interested in knowing whether the Vice President knew of this matter? It matters not whether he knew.

Later, we were told that there would be an investigation into this matter. But nothing further has been heard even though serious concerns were raised by the system of justice administration due to the early release of the convicted prisoner.

The second incident was at a press conference hosted by the Minister of Natural Resources, the first such press conference he has hosted. He made a most stunning revelation at that press conference. He said that it is the President and the Vice President who makes policy and that his Ministry only implements this policy.

This disclosure reveals two interesting but worrying facets about the system of

governance in Guyana. The first is that it suggests that policy-making authority is concentrated in the hands of just two individuals, or at least in respect to the natural resources sector. Two persons surely should not wield such a dominate role in policy-making in the natural resources sector. It begs the question as to whether the President of the Vice President equally is responsible for making policy in other sectors.

The second worrying aspect of this disclosure is the role that is ascribed to the Ministry. It is that the Ministry which is supposed to be making policy or at least to be taking policy to Cabinet and then implementing this policy. But what the Minister is suggesting is that there is a clear distinction between policymaking and policy implementation in relation to the Ministry. The policy we are told is made by the President and the Vice President – not even Cabinet – and that the Ministry is reduced to merely implementing this policy.

If this is not cake shop management, then what is?

Where is Guyana going to headed if this is what is taking place at the highest levels of governance? No wonder at his usual Thursday press conferences, the General Secretary of the PPP/C, pontificates over almost every segment of the economy. He operates as if he has a handle on almost all the portfolios. Given what has been said about how policy is made, it would not be surprising to discover that political authority is concentrated in the hands of two individuals, one more than the other and the one in which more authority is concentrated may not be the one who it is expected should command the greatest authority.

The President has to get a grip on his government. He

cannot have a situation in which one man assumes the right to speak on every portfolio in the government.

This person would never admit to being a superman.

So why should be vested with the responsibility to speak on any and every subject as if he were a superman. There is a reason why authority is delegated within governments.

Delegating responsibilities to various Ministers is a fundamental aspect of governance. It promotes specialization and greater efficiency within government. Each Minister is typically appointed based on their expertise and experience in a specific portfolio. This allows those persons to focus on their designated portfolio. This division of responsibilities enables the government to

address the diverse range of issues which modern governments must contend.

The very purpose of the division of responsibilities is to move away from a oneperson or two-people government because it is impossible for anyone or two people to command the expertise needed for the entirety of government’s operations.

Supply and demand Though disappointment usually follows when Excellency Ali speaks, I sheathe the hatchet and come with a hand extended to help him navigate his way around things that he should leave to others. In trying earnestly, I believe, to address the issue of rising prices, the president ventured into waters that are a fathom too deep for him.

Ta k e t h i s g r i t t y l o c a l condition of rising prices; and, of course, the linkage to the domestic cost-of-living monster.

According to His Excellency, “Basic theories are that if there is a drop in

supply and demands (sic) has not decreased, then price increases so that is primarily the main issue that we have here” (“No end in sight for drop in prices for greens”, KN November 21). Sorry sir; but yes and no, sir.

Somebody gave the president half of the story, and then left him to run with that doubleedged sword into the public domain. As Vice President Jagdeo would say, it is not as simple or as linear as that, in true economist style. Indeed, a case could be made for a drop in supply, due to the prolonged dry spell. The first challenge, however, is that

prolonged dry spells are seasonal, as in yearly with few exceptions, and prices do increase; but not to the astronomical levels where they have soared, and for such a sustained period. In fact, the argument could be made that the prices of many market items, such as greens and veggies, have been on an upward trend prior to the commencement of this season of bone-dry supply and price brittleness.

To repeat from basic economics, there is that inverse relation between supply and demand, which the president has right.

Generally speaking, when supply falls, prices rise. But here is this vital piece that was conspicuously absent from Excellency Ali's narrative, what he called “basic theories.”

When supply is constricted, and prices rise steeply in response, there comes a point when some buyers drop out of the market. Put in cleaner lines, as prices increase and increase, demand levels cannot be maintained for the simple reason that more and more citizens in the available buying crowd do not have the money in hand to buy greens or veggies. Money. Buying power. Enough money to spread for a basket of basic fruits of the land and vine.

And this leads to that condition that is called demand destruction. The maagah supply beast starts to feed on itself.

May I say, demand saturation point is at work.

When demand starts to sag, and sag some more due to high prices that remain out of reach for many, and supply stays constant, then prices usually cannot remain at the levels that they were. Supply could be adjusted to maintain steep prices, but only in the instance of manufactured and similar type goods. Greens

and vegetables are perishables, which means that that the faster they are shifted from seller to buyer the better, as they (perishables) only last so long, and they cannot be withheld beyond that period.

Let buyers take it from there.

What the president asserted, therefore, collides with this reality.

I recommend that President Ali consults with either his Saudi and other Middle eastern friends, or Mr. Alistair Routledge, for a comprehensive tutorial on supply curtailments (in these instances, a deliberate policy) and the impact on prices, and the impact of the latter on demand.

In daily life, gasoline prices give. When Guyanese have to be content with buying less items, or bypassing many of them (due to being out of reach), then the demand pressures are not as intense, and prices should not remain at stubbornly high levels, as they have been.

With each new week, higher chart levels are encountered.

In the local environment, I think there is more than the dry weather at work, and the painful increases in the prices of numerous market items. I urge thinking about local

content, supply boats, catering companies mushrooming, and the connecting thread of bulk buying.

I offer this as another likely element in the supply-price correlations.

Thinking of this, the concern is how much this oil could be costing Guyanese.

“De massive ile trucks brukking up de roads, and Guyanese paying through tax dollars. De ile knack out de fish, and Guyanese paying some more via higher prices and limited supply (again).

And de same ile now gobblin up de li'l greens and veggies, and Guyanese are, what else, paying through the nose yet again. In aggregate, these are some of the other (invisible) aspects of the saga that is involved in supply and prices for foodstuffs.”

Here is a parting thought: this oil could be taking more from Guyanese than they are getting.

Two thousand dollars a month (25,000/12) is not turning out to be the great bargain that it seems. In fairness, the other pieces of relief suspended momentarily, which if not there, would have made living in Guyana even more of a torment. Thanks, Dr. President, but next time let all the supporting tendrils of the theories shakeout, please.

ne of the main challenges that S p a n i s h speaking migrants face in Guyana is the language barrier but there is one Venezuelan man who has used it to his advantage and today, he has become a Tik Tok star, popularly known by many Guyanese as “Spanish Man.” Funny Tik Tok videos of his struggles as a Spanishspeaking man working with a Guyanese boss in the construction sector have gone viral.

The videos attracted so much attention that even major Guyanese businesses decided to sponsor him and use his platform for their ads.

Who is Spanish man?

“Spanish Man's” real name is Emmanuel Rafael Gozalez Sucre, a 23-yearold man who grew-up in Ines Romero, San Félix, a fairly large town in Ciudad Guayana, Venezuela.

In Venezuela, he was involved in sports - mainly baseball and football - but he was forced to give up his childhood dream after Venezuela was plunged into an economic crisis.

He started working to help out his parents while studying to become a mechanical engineer at a university in his country.

Sucre assisted his mother in selling lunch, cigarettes, coffee and ice-cream in the mining towns of Venezuela but then the economic situation got worse. Sucre was forced to drop out of university and migrate.

“Ya después con el pasar de los años la situción del país estaba muy critica y mi madré y yo decidimos salir del país a trabajar (As the years the situation in the country (Venezuela) became very bad and my mother and I, decided to leave the country to work,” he told Kaieteur News in a recent interview.

At only 20-years-old, he left his country and moved to Guyana with his mother.

Life in an English–speaking country On the May 26, 2020 the young man and his mother arrived at Kumaka Landing, Mabaruma, Region One, looking for work but it was no easy task because he did not understand or speak English.

Despite the challenge of the language barrier between him and his bosses, he persevered, and was able to raise some cash so that his mother could join him in Georgetown. His mother found work too and

together they were able to build a small wooden house at Kuru Kuru on the Soesdyke/Linden Highway.

As he continued to work, Sucre crossed paths with his countrymen who faced similar struggles. One of them, whom he identified as 'Yomix', introduced him to a local music producer in Guyana commonly known as 'Richie Rich.' Richie Rich is a Guyanese who spent some years living in Venezuela and knows the Spanish language very well.

The music producer is closely associated with a construction company in Guyana and as such, the company employed Sucre.

Richie Rich soon realized that the young man possesses some musical talent and the music producer wasted no time in making him part of The Bad Family Music - a local music company spearheaded by Richie Rich.

Navigating Oil Industry: Namibia seeks lesson from Venezuela In preparation for its imminent entry into the oil production arena, Namibia recently conducted a seminar, seeking valuable insights from Venezuelan oil and gas experts.

Venezuela is the country with the world's largest oil reserves, pegged at over 300 billion barrels. After a period of flourishing in the nineties and early 2000s, the first oil price slump of the new millennium crippled the Venezuelan economy.

Before it had a chance to recover, the United States slammed it with sanctions that have decimated output: in 2022, the average was 600,000 to 700,000 barrel per day (bpd), while exports averaged a little over 600,000 bpd.

The seminar, organized

by Namibian Institute of Public Administration and Management (NAPAM) and the National Petroleum Corporation of Namibia (NAMCOR), covered various aspects of Venezuela's oil journey, including historical perspectives, wealth distribution, environmental considerations, and global market dynamics.

The seminar had notable participation of experts from Venezuela's state-run oil company PDVSA as part of the bi-national cooperation route.

Namibia, emerging as a global exploration hotspot, holds approximately 11 billion barrels of oil in recently discovered offshore fields. Notable contributions from Shell, TotalEnergies, Chevron, ExxonMobil, and Galp Energia have propelled the nation's status in the oil and gas sector.

The seminar, attended by key figures such as members of the National Assembly, Local Authorities, Regional C o u n c i l , a n d representatives from Public Enterprises, aimed to equip participants with a deeper understanding of managing oil resources.

The Namibian reported that Venezuelan energy experts shared best practices, advising Namibia to create a comprehensive database of skilled workers across the oil and gas value chain.

Speaking at a public seminar on oil discovery on Thursday, senior Venezuelan exploration

adviser Jose Humberto Sánchez shared key lessons on how the country should utilise its oil projects to create employment. “When we look at a project that is due to start in the next few years, a census takes place to capture the available skilled workers. When workers are not available, we upskill their expertise in anticipation of the project,” he said.

A senior official at the Namibian Institute of Public Administration and Management (Nipam), Metusalem Nakale, said capacity development would determine the country's ability to benefit from oil discovery.

“Our approach should be sustainable, equitable and people-centred,” he said.

The seminar was organised in collaboration with the embassy of Venezuela, the Ministry of Mines and Energy, and the National Petroleum Corporation of Namibia.

Speakers emphasised the role of training institutions and universities to address the skills gap in the petroleum and gas industry.

The institutions were urged to draw lessons from other countries, like Venezuela, which have made progress in the sector.

NAMCOR Senior Geologist Alina Narubes said Namibia currently has 34 active exploration licences. “Namibia has favourable fiscal regimes, coupled with a proven petroleum system which has attracted major oil and gas companies,” she said.

Moreover, S&P Global reported that Namibia -often dubbed the “new Guyana” following a trio of massive oil finds -- is scrambling to manage a potential oil boom that could transform the country's economic prospects, with large-scale investment already from global players Exxon, TotalEnergies and Shell, and first oil predicted as soon as 2026.

“There is a real desire on the part of the Namibian government at all levels ... to do this as quickly as possible and to harness this opportunity,” Robert Bose, president of Sintana Energy, which has stakes in four offshore blocks, told S&P (Continued on page 16)

Dr. Insanally served Guyana with distinction as a career diplomat, holding multiple roles in the diplomatic corps during his career.

After holding several diplomatic roles, he was appointed Guyana’s Permanent Representative to the United Nations (UN) in 1987.

He served as President of the UN General Assembly

from 1993-1994. After serving as Chancellor of the University of Guyana, in 2001 he was appointed Minister of Foreign Affairs in the People’s Progressive Party/ Civic administration, a post he held until 2008 when he resigned citing personal and health reasons.

President Irfaan Ali, in a statement on Sunday evening, said Dr. Insanally’s, “diplomatic acumen and leadership have earned him deservedly the gratitude of our

nation.”

He said the late diplomat advanced Guyana’s national interest on the international stage.

“His was a life dedicated to diplomacy and particularly for advocating the cause of small states,” Ali said.

Recounting Dr. Insanally role at the UN, the President said, “These and his tireless exertions in numerous other ambassadorial positions distinguish him as a diplomat par excellence.”

Guyana to build registry for organ donations

a s t y e a r, t h e Human Organ and Tissue Transplant Act was passed in the National Assembly and subsequently, a committee was put in place to enforce its mandate.

Currently, the body is looking to build a registry for donors and recipients of organs so that there will be a matching system in place as well as the requisite procedures prior to donor organ operations.

As such, the authorities will be better equipped to carry out donor transplants which will be done after a person is declared brain dead, once they are part of the programme.

During a press conference on Friday, Director of Medical Services at the Georgetown Public Hospital Corporation (GPHC), Dr. Navindranauth

As they are caught, they are charged and face the full brunt of the law.

This, Elliot said, is an offence under Section 53 (1) of the Prison Act, which attracts a fine or a period of imprisonment. Additionally, he warned that “there will be no letup in bringing down

corrupt officers, family members and friends of inmates who are bent on breaking the law.”

Elliot further noted that with more sophisticated means of stopping and seizing contraband items before they reach a prison facility's population, several persons have been searched and subsequently arrested.

The situation, he added, should be a concern, as he reminded officers of their duties and sternly warned that those found culpable will face the law.

He further said that while efforts are being made to improve the physical structures and improve the use of technology within the prison system, security of the jails relies on the human factor.

“Right now, we have a couple of challenges if you don't have a relative or so donating to you, we have to make sure that whoever is donating that they kidney they are donating matches with the person who needs the kidney that's why they have to do these testing.”

Guyana nor the Caribbean currently has the capacity to carry out donor testing, and as such, samples are sent to Miami and other hospitals in the United States for analysis.

Israeli forces carry out deadly raids in the West Bank amid Gaza truce

(AL JAZEERA) Israeli forces have killed eight Palestinians, including a child, in the occupied West Bank, according to the Palestinian Ministry of Health, taking the total number of Palestinians killed in the West Bank to 239 since October 7.

Israeli forces shot dead five Palestinians in the city of Jenin late on Saturday and early Sunday, and killed three others elsewhere in the West Bank, the ministry said on Sunday. Six other Palestinians were injured in the Israeli raid in Jenin.

Palestinian news agency Wafa said Israeli forces stormed Jenin “from several directions, firing bullets and surrounding government hospitals and the headquarters of the Red Crescent Society”.

The Israeli military spokesperson’s office said it was looking into the reports.

The raids come despite an ongoing four-day truce between Israel and Palestinian group Hamas in the war-torn Gaza Strip, where nearly 15,000 Palestinians, including more than 6,000 children, have been killed in Israeli strikes.

Israeli officials said 1,200 people were killed in the surprise Hamas attack on October 7, when the Palestinian group took about 240 people captive.

On Saturday, Hamas released 13 Israeli and four Thai captives, while Israel released a first batch of 39 Palestinian prisoners in exchange. More Israeli captives and Palestinian prisoners are expected to be freed on Sunday.

Since October 7, Israeli forces have killed at least 237 Palestinians, including 52 children, in the occupied West Bank, while arresting more than 3,000 people, as it intensified raids in the West Bank since launching its military offensive on Gaza.

(BBC Sport) - Red Bull’s Max Verstappen ended the most dominant season in Formula 1 history with victory in the Abu Dhabi Grand Prix, his 19th win in 22 races.

The comfortable victory, after brushing off a brief challenge from Ferrari’s Charles Leclerc on the opening lap, gives Verstappen an 86.4% win rate in 2023.

Red Bull’s Sergio Perez took second on the road after Leclerc let him by on the penultimate lap in a vain attempt to secure second in the constructors’ championship for Ferrari against Mercedes, but was demoted to fourth on the road by a five-second penalty.

That promoted George Russell to third for Mercedes and, with Lewis Hamilton securing two points for ninth place, that was enough to keep Mercedes in second place by three points.

Leclerc’s strategy had been to let Perez by in the hope that Mexican, on fresher tyres, could build enough of a lead to negate his penalty, imposed for a collision with McLaren’s Lando Norris.

But Perez did not quite make it, and he

dropped down to be classified 1.1 seconds behind Russell.

Leclerc could have chosen to back right off on the last lap and delay Russell further in the hope that could make the difference, but continued to drive at his pace.

The finals, witnessed by an enthusiastic crowd at the Retrieve Hard Court, including esteemed representatives from tournament sponsors ExxonMobil and Prime Minister Mark Phillips, showcased LA Ballers’ masterful performance as they clinically dismantled HH Ballers.

Jermaine Beckles emerged as the star player for LA Ballers, securing a helmet-trick, with Marcus Tudor and Tyric McAllister both scoring hat-tricks of their own.

with a double, while Jehu Regis, Andre Mayers, and Amanikie Mayers added to the goal tally for LA Ballers.

Dextroy Adams scored four goals, and Antwoine Gill netted twice for the valiant HH Ballers, who displayed excellence throughout the tournament but faced a formidable challenge against LA Ballers in the finals.

Adding to the glory, LA Ballers, based in Central McKenzie, will also enjoy the benefits of a community project of their choice, generously sponsored by ExxonMobil.

Co-Director of New Era Entertainment, Aubrey Major Jr, described the tournament as “one of the best we’ve had since hosting the event,” while thanking the players for remaining disciplined.

Snubbed by Windies selectors Darren Bravo takes a step back from international cricket (SportsMax) - In a not-entirely surprising move, seasoned West Indies middle-order batsman Darren Bravo has decided to step back from the international cricket scene after being left out of the upcoming ODI series against England. The left-handed batter, who last participated in international matches in February 2022, took to social media to announce his decision.

With an international career spanning over 14 years, Bravo has featured in 200 games for West Indies. In Test cricket, he boasts 3538 runs averaging of 36.47, including eight centuries. In ODIs, his record stands at 3109 runs with an average close to 30, featuring four tons.

Despite an outstanding performance in the recent Super50 Cup 2023, a List A domestic competition in the West Indies, where Bravo amassed 416 runs at an average of 83.2 and a strike rate of 92.03, he was overlooked for the England series. The selection panel claimed to have opted to give opportunities to younger players, focusing on building a team for the ICC Men’s Cricket World Cup 2027.

Taking to Instagram, Bravo explained his decision, stating that it provided him with the time to reflect on his future in cricket.

Expressing his sentiments, he said, “At this point in my career, it takes a lot to find the energy, passion, commitment, and discipline to perform at my best and make a return to international cricket.”

Warning Signs: Addressing the Guyana Cricket Leadership Malaise - Part 2

he sport of cricket h a s b e e n transformed via Twenty20 leagues due to the I n d i a n b i l l i o n a i r e ’s ownership of Indian Premier League (IPL) teams. In 2023 IPL TV broadcast rights are second in Global sports leagues to only the NFL and better than the NBA and English Premier League (EPL).

However, while West Indies cricket has struggled to keep pace with this phenomenon & everyone in the Caribbean aiming their guns at Cricket West Indies, the territorial board’s role in this demise often gets forgotten. Undoubtedly no national board has more dysfunction than the Guyana Cricket Board.

After Chetram Singh who had been president of the GCB for around 19 years, announced that he was no longer willing to continue in the position in 2011, all hell broke loose as key players jockeyed for pole position to be the next president of the GCB, thus commencing the breakdown o f G u y a n a ’s C r i c k e t ecosystem.

It took 10 years after a litany of court cases battles for the extremely unpopular and controversial tenure (to put it mildly) of Anand Sanasie who took control of local cricket despite never never officially being president, to be removed.

The end of his presence in both Guyana cricket and C r i c k e t We s t I n d i e s director’s boardroom made everyone breathe a massive sigh of relief. Modern GCB One of the great regrets of the 2021 CWI election and the cricket politics that led to Sanasie being removed, was that it got entangled in the GCB saga that most people in the Caribbean don’t either understand or care about.

Bissondyal Singh may have been deeply part of the decade-long opposition of many Guyana cricket officials seeking free and fair election - but it’s clear now he was the wrong person from that group to have been elevated into the presidency.

Ideally, Guyana should have a had election for the president but because of another complicated court

process and government intervention via the sports m i n i s t r y, S i n g h w a s “selected” instead of “elected” The first highly questionable move of his tenure was the very suspicious reasons to remove Hilbert Foster as GCB vice president and CWI Director, due to spurious insinuations that the Berbice Cricket Board financial statements could not stand up to scrutiny.

I can safely tell the Guyana cricket public based on my time in Cricket West Indies as a communications officer many in CWI were surprised to see Foster removed.

West Indies have a broken player selection system that fans, media and the public no longer have faith that the best players can consistently get picked.

At all levels in recent years Berbice has produced the majority of Guyana’s cricketers that have represented West Indies.

Surely then the West Indies cricket directorship should have a man like Foster based on his administrative

success record on the inside?

Similar to deserving players who don’t get picked for West Indies for noncricket reasons due a cacophony of political factors - Foster is the boardroom example.

2023 CWI election fallout The noise Singh & GCB have made about the recent CWI election which l e d t o S t . Vi n c e n t ’s D r. K i s h o r e S h a l l o w becoming president and Trinidad & Tobago’s Azim Bassarath Vice-President has been a joke.

While Singh was busy calling for the removal Bassrath as vice-president claimed he was elected in a “flawed and illegal” manner - President Shallow was getting the Guyana Government to pledge Support to West Indies cricket. To quote President Irfan Ali: “We are also working with President Dr. Shallow and Cricket West Indies on advancing some innovative ideas in bringing more opportunities to our cricket players and spectators in the Region. I strongly believe that defining our product as

distinct from other regions and countries is critical in the rebranding and repositioning of CWI globally.” Is Singh and GCB comfortable with President Ali pledging support to CWI who according to them has a vice-president that was elected in a “flawed and illegal” manner ?

Anyone who has paid keen enough attention to West Indies elections this millennium would know that to become CWI president you have to be skilled in cricket and build relationships with CARICOM leaders.

Shallow comically showed Singh up as a novice cricket administrator.

So while GCB continues to falter along, all leadership and innovative Guyana cricket initiatives are coming from the head of state. Whether it be a commitment to support CWI, the cricket carnival idea around CPL or the construction of new cricket grounds in Berbice and Essequibo. Whoever is advising President Ali on cricket should probably go

down to Bourda and give the GCB some ideas.

The GCB hasn’t had a public campaign election free of court and political maneuvering in my time in sports media & I’m not even sure when Chetram Singh was in charge in the early 1990s - what process led to him becoming president.

Therefore the democratic sports process means Guyana’s cricket needs the GCB President to be elected after a robust nonoutside interference process where a person can campaign on a vision for Guyana cricket & earn the vote of members in the three counties, while the public gets to assess their campaign.

All CWI presidents and board directors from other islands go through this process - why must the GCB continue to be the embarrassing outlier?

124 ISKF-Guyana karatekas attain higher ranks

nternational Shotokan Karate Federation (ISKF)Guyana (National Park, Thomas Lands HQ Dojo) held its third grading for this year last Thursday and Friday (Nov 16-17) and saw the successful elevation of 124 karatekas attaining higher rank after successfully completing their grading examinations.

Grading (a karatekas examination) was conducted and overseen via the keen eyes of ISKF-Guyana’s Country Director and Chief Instructor -Sensei Christopher Chaves, 6th Dan(Rokudan) Blackbelt.

Along with Sensei Chris, were his other instructors and senior ranks who supported the successful execution of the examinees/karatekas.

ISKF- Guyana participating Dojos included

Georgetown HQ, ISKFGeorgetown International Academy, ISKF-Guyana Demerara Estates and ISKFGuyana - Mae’s Primary School Annex.

Karatekas were tested against the grading curriculum in basic techniques (Kihon) – the foundation or basis, Katas (which looks at form) and considers interpretation of movement towards simultaneous offence and defense and finally, Kumite (sparring) – prearranged, semi-free and free combat.

Despite the mounting pressure to perform, it was evident throughout the examinations, karatekas displayed strong spirit, d e t e r m i n a t i o n , control,camaraderie, and confidence.

On November 16, grading was conducted for White, Yellow, and Orange

belts whilst grading was conducted for Green, Purple, and Brown belts the following day.

Alyssandra Ramson who took her test on Friday joined ISKF-Guyana in 2019 and tested for Shodan (1st Dan blackbelt) and was successful. She was the lone karatekasin this third round of testing and demonstrated Strong Spirit, Perseverance, and Competence in the three (3) areas, Kihon, Kata and Kumite.

Present was the Honorable Minister of Culture, Youth and Sports, Hon. Charles Ramson Jr. to witness the grading process and the promotion of those who were successful on Friday. He did the honours in handing out the Kyu Certificates. He also offered words of wisdom, good wishes on behalf of the Government of Guyana and

encouraged the karatekas to continue training as it is a bridge that has the potential creating linkages in other areas of their lives present and future.

S e n s e i c h a rg e d a l l presents to remain encouraged and keep training reminding that there is no short cut to success.

He also used the opportunity to indicate that they are focused on the additional training regimen for the team of 60 memberswho will be attending and representing Guyana at the upcoming 2024 ShotoCup Karate Championship to be held in England September 2024.

This will be the first since Covid-19 Pandemic and being held in the UK next year is within travel proximity. Weekend training has already started he indicated.

The General Grading results are summarised below: White Belts (10 Kyu): In this group the following promotions were achieved: 18 white belts (10 kyu’s)were promoted to yellow belt (9 kyu) and 10 was promoted to 2nd yellow (8 kyu). Jahkisha Ramsay did exceptional and was promoted to orange (7 kyu).

1st Yellow Belt (9 Kyu to 8 Kyu): 11 karatekas were graded and successfully achieved 2nd yellow (8 kyu) ranking.

2nd Yellow Belt (8 Kyu to 7 Kyu -orange belt): 20 karatekas graded for orange belt (7 kyu) and all were

successfully promoted.

Orange to Green (7 Kyu to 6 Kyu): 26 karatekas graded and achieved their 6 kyu (green belt) rank.

Green to purple belt (6 kyu to 5 Kyu): 10 karatekas graded for purple belt. 9 was promoted to 5th Kyu (1st purple). Jasmine Dalgetty performance was exceptional and was promoted to 4 Kyu (2nd purple).

1st purple to 2nd purple (5Kyu to 4 Kyu): 12 karatekas graded from 5 kyu to 4 kyu and all were successful.

2nd purple to 1st brown (4 kyu to 3 kyu): 4 karatekas werepromoted in this group.

1st brown to 2nd brown (3 Kyu to 2Kyu): 6 karatekas were also promoted in this group while in the 2nd brown to 1st brown (2 Kyu to 1 Kyu) category, 5 karatekas were successful.

International Friendly: Suriname U-17 levels the playfield against Guyana S u r i n a m e ’s f e m a l e Under-17 football squad turned the tide on their host, Guyana, to earn a wellfought victory in their second international friendly encounter on Sunday at the Eve Leary Sport Complex Ground.

A narrow 1 – 0-triumph was achieved by the visiting team compliments of Shanika Kertoidjojo, who scored the decider in the 23rd minute. This win now takes the four-match series to one a piece with the other

two matches scheduled for December 16 and 17.

Saturday’s showdown was another nail-biter but with a lot more goals in the equation as Guyana showed incredible determination to emerge victorious 3 – 2 in t h e f i r s t e n c o u n t e r.

Suriname swiftly secured the lead with a goal from Samanie Loe-A-Foe as early as the third minute then doubled their lead when Shanora Wijngaarde found the back of the net in the 19th minute.

However,

Guyana fought back, with Tanya DeVair scoring for the home team in the 23rd minute, narrowing the gap before the first half concluded. A reenergized home team emerged for the second haf as Nydel Nelson’s 37th-minute equaliser reignited their spirits of the team and supporters.

Surname made several unsuccessful attempts to break the tie, but it was Nelson who clinched victory for Guyana with a sensational goal in the 67th minute.

GAICO 2023 NATIONAL OPEN CHESS CHAMPIONSHIPS - Loris Nathoo overtakes CM Taffin Khan leads with 4 points

he 2023 National Open Chess Championships, sponsored by Gaico, commenced last Tuesday, November 21, at the Resource Centre.

Loris Nathoo, who has been on the chess scene for many years, leads the way with four points after a splendid defeat over CM Taffin Khan in Round 5.

Khan threw down the gauntlet early in his face-off with Nathoo and employed the Benko gambit in his opening moves as Black.

Nathoo accepted Khan’s overture and took the gambit pawn but proceeded to outplay his opponent, centralising his queen and setting up a strong position over Khan.

N a t h o o ’s o ff e n s i v e paid off, and Khan was unable to strike back to regain from his lost position.

E v e n t u a l l y, K h a n ’s time on the clock ran out and Nathoo, who dominated the position with extra pawns, secured the win.

Nathoo also defeated G i l b e r t Wi l l i a m s a n d Ethan Lee and drew with teens Jaden Taylor and Sachin Pitamber.

CM Taffin Khan is on 3.5 points after winning this game with Saeed Ali, Rolex Alexander, Justino DaSilva and a surprising draw with Jaden Taylor in Round 2.

Justino DaSilva is on 3 points after defeating Sachin Pitamber and winning Round 4 by default.

He drew with Keron Sandiford and Saeed Ali in Rounds 2 and 3. Junior Champion Keron Sandiford is also on 3 points with victories over Rolex Alexander and Ethan Lee and draws with DaSilva and Taylor.

Saeed Ali, Sachin Pitamber, and Jaden Taylor are all on 2.5 points, with Ethan Lee and Gilbert Williams on 1.5 points each.

Rolex Alexander is yet to score.

Pitamber, emerging out of nowhere in the tournament circuit to qualify for the senior tournament, displayed grit on the chessboard and scored a victory over top junior Ethan Lee; he drew his match with teen Jaden Taylor and seniors Loris Nathoo and Gilbert Williams.

But the Queen’s College student went down to senior Justino Da Silva.

In a Championship that can be seen as a clash of the generations, five of the ten participants are juniors who have qualified to fight for a top spot in the senior’s league.

The nine-round Round Robin tourney is being contested by the ten finalists CM Taffin Khan, Ethan Lee, Keron Sandiford, Gilbert Williams, 13-yearold Sachin Pitamber, Justino DaSilva, Loris Nathoo, Rolex Alexander, Jaden Taylor and Saeed Ali who competed in the National Open Chess Championship Qualifiers recently held.

Roberto Neto, placing 7th in the Qualifiers, opted out b e cause of family commitments.

Saeed Ali, who placed 11th, took up the vacant position.

The National Chess Championships will continue over the next few days to determine the 2023 National Open Champion.

The Chief Arbiter for the tournament is FIDE Arbiter John Lee, assisted by FIDE Arbiter Anand Raghunauth and National Arbiter Kim Shing Chong.
