Financial Analyst and Certified Accountant, Floyd Haynes has sought to assure the public that the audit of costs incurred by ExxonMobilintheStabroek Block is not a forensic audit orawitchhunt.
During an interview on K a i e t e u r R a d i o ’s Programme, Guyana’s Oil andYou,Haynessaidthathe is disappointed with the degree of misrepresentation i n t h e p r e s s t h a t overshadows the auditing process.
That discussion focused in part on the US$751,000 contract that was awarded earlier this year to VHE Consulting, a registered partnership between Ramdihal & Haynes Inc, Eclisar Financial, and Vitality Accounting & Consultancy Inc. The local consortium was supported by International firms SGS and Martindale Consultants for the ‘Cost Recovery Audit and Va l i d a t i o n o f t h e Government of Guyana’s ProfitOilShare’.
HaynesInc.saidheobserved several misconceptions being peddled in some sections of the media. The Business Professor said he felt it prudent to set the record straight on these matters.
He pointed to the inaccurate statements about the costs being reviewed by the Auditors while noting thatapproximatelyUS$7.3B incurred by Exxon from 2018 to 2020 is being audited and not US$9B as reported by the media. This includes costs incurred for the Liza One and Liza Two Projects which are currently producing over 360,000 barrelsofoilperday
Additionally, Haynes said concerns were raised relating to the date of execution of works He explained that while the contract was awarded in March, the audit started in Julyfollowingthereceiptof the commencement of work orderfromGovernment.

Haynes said there is no Auditorintheworldthatcan sit down and go through all ofit.Infact, hesaidnoaudit is ever done that way Haynes saidAuditors take a representative sample, rather, ascientificsampleof the costs incurred. He said that sample is based on a numberofthings.

The auditor said that somestakeholdersareofthe view that a forensic audit is being undertaken but this wasnotthecase.
He explained that, “A forensic audit is done with the aim of identifying fraud and embezzlement with the goalofgatheringevidenceto be used in a court ” Contrarily, a cost recovery audit is being done pursuant totheparametersofthe2016 P r o d u c t i o n S h a r e Agreement(PSA)governing theStabroekBlock.
“Thegoalistoverifythe accuracy or rather the legitimacy and validity of costs claimed…There is a huge difference so I wanted toclearthatup,”hesaid.
Haynes said that Guyanese can rest assured that no stone was left unturned by Auditors involved in the examination of ExxonMobil’s costs incurred in the Stabroek Block.
Following the contract award, Haynes who is a Partner at Ramdihal &
and should conclude in a week’s time. The Auditor noted that an interim report will be issued in the first week of December to government.
“Lots of people said it couldn’t be done and it has been…We’re on schedule andwewilldeliverandthen the Government will decide whether they want to make that public or not, ” expressedHaynes.
Meanwhile, Haynes reiterated that the audit was not a witch hunt or a “Got You!”exercise.“Youcannot convict someone without a trial and no serious professional will litigate something this complex in thenewsmediawithoutfirst having seen the audit or lookingatthecostsoranyof those things. I think it’s reckless and rather irresponsible...”
Haynes added, “I can assure our Guyanese that no stone will be left unturned, we will look at everything and we are doing this on behalf of the government
“A forensic audit is done with the aim of identifying fraud and embezzlement with the goal of gathering evidence to be used in a court.”
“The goal is to verify the accuracy or rather the legitimacy and validity of costs claimed…There is a huge difference so I wanted to clear that up,” he said.AccountantandFraud Examiner,FloydHaynes

All of this would shatter their dreamsofthenewworldpromised.
This was Guyana’s first masssuicide which occurred over four decades ago This catastrophic eventmarksoneofthedarkestdays in Guyana’s history, as Jonestown became hell on earth- a savage killingground.
Pulling the curtains back, we see inside and reveal the monster hidden in plain sight.
On December 20, 1926, in Gibson, Indiana, Lynetta Putnam wed James Thurman Jones, a disabled World War I veteran, who suffered from severe breathing
difficulties due to injuries that he sustainedfromachemicalweapons attack. Despite this, the couple welcomed their only child, James Warren Jones, in the rural community of Crete, Indiana on May13,1931.
Jones went by the nickname of Jimmy during his youth, he was of IrishandWelshdescent.Heandhis mother both claimed partial Cherokee ancestry-Native North American Indians. But there is no evidenceofsuch.
Leading down into our investigation – economic hardship had devastating effects on the Jones’ household, even leading to many marital issues. In 1934, the Jonesfamilywasevictedfromtheir home for failure to make mortgage payments. A shack was purchased for them by relatives to live in, in the nearby town of Lynn. The new home, where Jimmy grew up, lacked even the basics of plumbing and electricity and they struggled justtomeettheirdailyneeds.
Thefamilyattemptedtoearnan income through farming, but was met with failure when Jones’s father’s health further deteriorated. Lacking adequate food, sometimes they resorted to scavenging in nearby forests and fields to supplement their diet, relying on financial support from their extendedfamilyjusttogetby Dark days flooded young Jimmy’s childhood.
The I Unit discovered that according to multiple Jim Jone’s Biographers, Lynetta had ‘no natural maternal instincts’and as a result, she frequently neglected Jimmy When her son started to attendschool, hisextendedfamily
One of Jone’s Biographers suggested that Jones was forced to develop his unusual interests because he found it difficult to make friends.
“Jones’s attraction to religion was strongly influenced by his desire for a family” - Tom Reiterman

So, just in case youhavesome time at home, be sure to take at least 15 minutes out of yourday, totry theseexercises at home, to help burn excess fat in yourarms.
F o r starters, a s i m p l e exercise you can do is arm circles. Many people actually include this as part of their warm up routine. This however does not limit its ability to help you lose weight. Research shows that this exercise targets your triceps, biceps, andshouldersandhelpsslim yourarmsfast.

There are a number of exercisesthattargetthisarea but a very simple and effective one that can be done at home is the triceps dip.

It must be noted that if push-upsarenewtoyou,you can try another method by keeping your knees down with your weight on your thighs and not your knees until you are strong enough toperformafullpush-up.

If you would like to try this exercise, I’d recommend you use a nice yoga mat for the comfort of yourarms.
To practice the plank, begin by laying face down on the ground. Place your elbowsandlegsflatlikeyou are about to do a push-up. Push your body upward and keep your chin tight to your neck. Hold the position for about10secondsandrepeat for about three times for the bestresults.

Use your arms to push your weight back toward your heels and make sure you’re not rounding your back. Just like the plank pose, you can give yourself more of a challenge by lowering your forearms to the ground and holding the position.

Notably, the light from which the building derives its name is located in the gallery, initially a floating light; the light is now created by a large bulb. When I get off the school bus and there's a chocolatey smell coming from Mrs Turner's back porch, I can tell that she's been baking. If I hop up on the bench at the bus stop, I can see whatever she's been cooking sitting on her porch rail to cool "Come on over, Jonathan, and have a cookie," she will call to me. Then while I'm eating cookies and drinking milk,ItellMrs.Turnerabout mydayatschool.Sometimes she shows me a letter or a new picture and tells me about her grandchildren One day Mitch and Jo-Jo got off the school bus at my stop so we could play soccer in the field behind Mr Marshall's store "Hey, what's that smell?" asked Mitch.
"It smells great!" said JoJo. "It's coming from over there."
Mrs Turner had been baking again but this time it didn't smell like chocolate. The smell was more like Mom's cinnamon toast. We all walked over to Mrs Turner'sfence.MitchandJoJo went into the backyard, and Mitch climbed up on Mrs. Turner's porch. "It's a pumpkin pie," he whispered. "Let's take it!" Mitch passed the warm pie down to Jo-Jo and jumped off the porch. "Hey, put the pie back!" I said.
"What's the matter?" asked Mitch "Are you a chicken?"
Mitch and Jo Jo made chicken noises "Bawk, bawk " Mitch flapped his elbows up and down Could I let them call me a chicken? "Give me that pie,"
I said. Jo-Jo handed me the pie, and I carried it all the way to the soccer field Whenwegotthere, webroke thepieupinpiecesandateit. Mitch and Jo-Jo picked up thepiepanandtosseditlikea Frisbee. Next, they stepped on it. Finally, they stopped and looked at me. I stepped on the pie pan, too After that and for the rest of the afternoon, we played soccer Just before dark, I walked home through the woods. I didn't want to pass Mrs. Turner's house because my friends and I, we don't have time for old ladies! That night I lay in bed with t h e l i g h t s o ff a n d remembered the time I got sick at school The nurse couldn't find my mom, and Mrs Turner came to the school and picked me up. I started thinking about the pumpkin pie and wondered whethershemadethatwhole pie for herself. Maybe her family was coming after all and the pie was for them.
I woke up early the next morning, even though it was a teacher workday and there wasn't any school. I found Mom already up and hard at workinthekitchen.Sheputa platter of pancakes and bacon on the table, and I piled food on my plate
"I'm going to visit Mrs Turner today," I said with a f u l l m o u t h "What was that?" asked Mom.
I swallowed. "I said, 'I'm going to visit Mrs. Turner today.'”
"That's very sweet of you. I'm afraid she's often lonely, what with her family living so far away."
Sometimes I find, when doing something, That I try to do another, Like when I am at homework, I want to play with my brother
I even know when I am at school, Doing some work for my teacher, I stop to chat with some friend, And then cannot finish whatever
So I now see that whatever I am doing, I must put my whole mind to it; This is the only way I can do my best, And so make the most of any ef ort.
This is also true of everything else, That I have to do each day, Whether eating, bathing, or any work at home, It is one thing at a time always.
by Uncle Roy"I think her family might be c o m i n g t h i s y e a r " Mom smiled. "I hope so, but if they can't make it, would you invite her to eat Thanksgiving dinner with us?"
"Sure." I moved the last piece of pancake around my plate. "By the way, how do you make pumpkin pie?" "Most of the ingredients are things we already have, like eggs and flour The only thing we would need is some canned pumpkin," said Mom.
I ran upstairs and got the money saved from my allowance. I pushed it down in my coat pocket. I slipped downstairs and out the front door, andthenIwalkeddown the street to Mr Marshall's store.
"Good morning," said Mr Marshall.
“Good morning," I said. "Do you have any canned pumpkin?”
"On the day before Thanksgiving?" Mr Marshall chuckled "We have a whole display of canned pumpkin. It's at the e n d o f a i s l e t w o " I found the pumpkin and carried it to the cash register
As I felt around in my pockets for the money, I remembered the pan "Do you have pie pans?" "Aisle six, row three " Mr Marshall rang up the order and said, "That will be $4.89, please." I had to use almost all my money to pay him On my way to Mrs Turner's house, I wondered what I was going to say to her She came to the kitchen doorwithasmile."Isthat (Continued on next Sunday edition)

One proud mother, we may be sure, showed her bright-eyed boy, Peregrine White.
And so the fun went on. In the daytime the young men ran races, played games, and had a shooting match. Every night the Indians sang and danced for their friends; and to make things still more lively they gave every now and then a shrill war whoop that made the woods echo in the still nightair

Here are some practical steps by which you can developthisimportantsense of being able to achieve the things which you plan to do sothatyoucanbeassuredof success:-
1. FIND OUT THE OPTIONSAND ALTERNATIVESAT YOUR DISPOSAL.
When someone is faced with a problem to be solved, or a goal to be achieved, the first thing that needs to be done is to identifywhataretheoptions or alternatives available to deal with the problem or to achievethegoal.
In many cases, a young person would not know what resources that can help inthisprocessareavailable When this is so, then one must not be too proud or too reserved to ask someone to assistinthisrespect.
2. DEVELOP PROBLEM SOLVING AND COPING SKILLS.
In every instance of someone working towards achieving a goal, problems wouldarise.
These would involve those that have to do with the way the goal has to be reached, as well as those which relate to the abilities of the person who is workingtowardsthegoal.
Identify the skills you would need in your work, and then submit yourself to thetrainingtogainthemand apply them to the problems athand.
Also, youwouldneedto form positive attitudes while tackling problems, so
that you are not easily discouraged when things seemtobegoingwrong.
Many people react to the pressures which they experiencewhileattempting to gain success at any undertaking by taking to drugs, withdrawing or denying, or avoiding the problem by giving up. If at school, they would cut classes or drop out entirely Others may get disturbed emotionally, or even move toviolence.
Here again, a young person should seek the support of competent personstohelptobuildselfconfidence.
Encouragementduringa period of frustration will keep them focused on their goals and acting positively towardstheirachievement.
3. EVALUATE YOUR PROGRESS PERIODICALLY. Self-evaluation and assessment of your progress
The finished puzzle will contain a loop made of horizontal/vertical line segments that connectsallthewhiteandblackcircles.
The line going thru a white circle must be straight.
However, there must be at least one corner made on the dot immediate preceding or immediatelyfollowingthewhitecircle(oron bothdots).
The line going thru a black circle must turn a corner on the black circle. Both of the lines emanating from this corner need to go straight through the next dot before making a n y m o r e t u r n s .

When this is done efficiently, thenaneffortcan be made to adjust or correct any deviation from the right direction.
4. SATISFACTION WILLCOME FROM DOING YOUR BEST.
Many times we will fall short of achieving exactly what we planned to
do.
This should not discourageusandpreventus from setting other goals to beaccomplished.
The fact that we have done our best at any undertakingisenoughforus to accept the satisfaction which we deserve, and will go a long way towards our achieving success in future endeavours.

the
Hold on bravely to your hopes and dreams, For your fears are always less than they seem, So to all of those who feel like they are losing the fight, And to those who feel like there is no hope in sight, Remember to take a moment to look at the sky, For there's something up there bigger than you and I.
Despite the bleak clouds and the pouring rain, You and I know that the sun still remains; It will shine again just like it does every day, And all the dreary darkness will fade away; So hold your head high and feel the warmth, It will remind you of what you are truly worth.

From page 16 vanguards of the national purse have not been strengthened.
The Trinidadian offered this perspective during an appearance on Kaieteur Radio’s show, Guyana’s Oil a n d Yo u O n t h a t programme, Paul said Guyana would need to change the whole public service construct so that it canensuretheexpenditureof its oil revenues are governed by the highest levels of t r a n s p a r e n c y a n d accountability The Energy Strategist said, “You need accountable officers, officerswiththerightquality and give them the right tools and procedures that allow them to do their jobs efficiently You see, one of the drawbacks of having a brokenpublicservicesystem is that the politicians are not being held accountable. So politicians for example, end upmakingdecisionswithout theproperprocedures.Inmy country this happens quite often We lost billions becauseofit.”
Paul added, “I believe that responsible behaviour shouldberewardedbutthere should also be sanctions if public servants aren’t doing their jobs properly Look at what happens in China, when someone is not doing their work properly, they go to jail, the same happens in Singapore…”
Since public servants are the vanguards of the public purse and the nation’s new found wealth, the Energy Strategist said he would strongly recommend that Guyana puts measures in place to make its public service is responsible, efficient and made more robust while adding that t h e r e s h o u l d b e consequences for breaking rules. Also integral to the accountability process he articulated, is a strong civil society In this regard, the Energy Strategist said citizens need to be educated on what to look for He said they must be equipped with knowledge on how to challenge public servants, companies, the government andevenParliament.Hesaid that this is where the important work of the media comes in. One place he said the local press can start is by pressing for disaggregated information on the exploration, production and development costs. He said Guyanese have a right to know how every drop of their oil is being recovered. “Your job is to educate the
people and also hold stakeholders to account That is such a critical aspect of the accountability chain thathardlygetsspokenabout but it is important to democracy,” the official said. With a fortified public service, interrogative press corps, and a vigilant civil society, Paul proffered that the new oil producing State willbesuccessfulinitsbidto a v o i d s o m e o f t h e
