Public servants are the vanguards of Guyana's oil wealth

One of the kneejerk reactions of many new oil producing countries like Guyana, is that governments tend to opt for raising the salaries of the public servants. But while there is a change in the salary being received, there is often none towards the attitudes, approaches, and procedures the said public servants use to protect the nation's new foundwealth.

Spain moving ahead with Windfall Tax Bill

TheGovernmentofSpain is moving ahead with its Windfall Tax Bill which is intended to levy US-billions from banks and energy companies to alleviate the cost-of-living crisis being experienced by Spanish families.

On Friday, the Bill was approved by Spain's Congress, which is the lower house of parliament.

ItwasstatedthatwithCongress' approval,theBillwillbesenttothe Senateforfinalvote,whereitcould be approved as is, if the upper house does not add any amendments – this is according to aninternationalnewsreports.

The Spanish government had announced in July 2022 that it intends to raise money through a windfall tax levy Spain's Prime Minister, Pedro Sánchez, has said the taxes are a way for big business to “lend a hand” while many Spanishfamiliesaresufferingfrom asharpriseinthecostofliving.

VIOLENCE AGAINST WOMEN

Yesterday was the International Day for the elimination of violence against women

Whatever our contexts, or our male-centric visions, violence against women must always rank as the unthinkable,theunacceptable,andtheunpardonable. Itmust be an outlook on relationships, of life itself, that violence againstwomenhasnoplaceatallinourlives,andtosuchan extent that it is not just a day observed, but an individual culturepractisedwithdiscipline,care,andrespect.

Violence against women in Guyana is a problem; some mayarguemorethatithasmushroomedintoanationalsource ofshame.

This is the 21st century, when those crude pictures of a Stone Age male armed with a club in one hand dragging a helpless female by the hair should be circumstances of the distant past, with no place for that kind of mentality in Guyana. Yet,thereishorrorandsorrowthatsomeofthatis still harboured here by too many men, some younger, still maturingmales.

All too often, the media is lit up with the harrowing episodes of violence against women in this country, and the gruesome outcomes that seem inevitable. Women activists have worked tirelessly in advocating for battered women. Successive governments have committed resources and energiestoassistsurvivors,towarnthenaïveandtrusting,not totaketheirlivesintheirhandsbybeingcasualaboutabuse andabusers. Religiousgroupsandtheirleadershavespoken outincondemnationofviolenceagainstwomen,andeducate the men in their houses of worship not to resort to such heinous practices that shatter confidence, trust, and oftentimes lives. In addition, well-intended males have joined in the call and struggle for a better environment, especiallythedomestic,forourwomentolivein,sharewith, andenjoywithpeaceanddignity

Sadly, the combined efforts of all the best minds, the ongoingefforts,seemtofallondeafears,andresistantminds. Whenever there is an extended lull in reports of violence against women in Guyana, there would be a flare up of incidentsthatleavemanywonderingwhatprogresshasbeen made,ifany,andwhatelsehastobedonetostemthetideof violence that can be red hot with anger, and redder in the bloodthatflows.

The Guyana Police Force has trained its people to exercisethepropercarewhenvictimscomeforwardtoreport instances of domestic violence. The Ministry of Human ServicesandSocialProtectionhasrolledoutoneprogramme after another, which women can access and seek assistance. There are hotlines and help-lines, videos and a range of education efforts and awareness programmes, which are providedtoofferongoinghelp,eitheronapreemptivebasis, or as situations arise, so that the women in Guyana can be equippedtotakethenecessarystepstosafeguardthemselves.

We think that some of this has registered, and more and morewomenaretakingtoheartwhatisoffered.

Onewondershowfarbehindwewouldhavebeeninthe fightagainstthescourgeofviolenceagainstwomen,ifitwere not for the constructive developments from a variety of sources, some official, many others private and of a volunteeringtype.

The good news is that the statistics appear to indicate a decline in the reports of violence that comes to light. Still, theremustbethediscernmentthatmanywomen,toomanyof them, continue to suffer in silence and shame, and permit abusers (using a range of different weapons) to inflict great harmsonthemandtheirfamilies.

Our young boys and young girls must be educated and informedofwhatwelivewith,andthatitdoesn’thavetobe thiswayforthem.

Our older, mature females must also come to grips with the likely fatal dangers that await, when they are more concernedaboutculturalstigma,andpleasingfamilyelders, maintainingfamilytraditions.

4,473 women in Latin America, Caribbean

killed in gender-based violence last year - ECLAC study

In 2021, at least 4,473 women were victims of femicide (also known as feminicide) in 29 countries and territories of the region, according to the latest official data that countries reported to the GenderEqualityObservatory for Latin America and the Caribbean (GEO) of the Economic Commission for Latin America and the Caribbean(ECLAC).

Thisrepresentsatleast12 women per day who die violent, gender-based deaths in the region, the institution warns.

“For 15 years, Latin American and Caribbean States have recognized the seriousness of femicidal violence and the gender

related killing of women, which has been expressed in the institutional context through the adoption of laws and protocols and the development of specific institutional frameworks Despite these advances, femicide or feminicide persistsandtherearenoclear signs that it is declining,” ECLAC says in a new report bytheGEO.

In 2021, of the 18 countries and territories in Latin America that provided information, 11 had a rate equal to or higher than 1 femicide victim for every 100,000women.

The highest femicide rates in Latin America are seen in Honduras (4.6 cases for every 100,000 women),

the Dominican Republic (2.7 cases for every 100,000 women), El Salvador (2.4 cases for every 100,000 women), Bolivia (1.8 cases for every 100,000 women) and Brazil (1.7 cases for every100,000women).

In the Caribbean, 28 women in total were victims of lethal gender violence in the 11 countries and territories that provided informationcorrespondingto 2021.BelizeandGuyanahad the highest femicide rates in theCaribbean(3.5and2.0for every 100,000 women, respectively), while the highest absolute number of victims was recorded in Jamaica(9victimsin2021).

According to a statement issued by the U.S. Immigration and Customs Enforcement's (ICE) Enforcement and Removal Operations (ERO) in New York, deportation officers arrested 12 “unlawfully present non citizens convicted of sex offenses during a nationwide enforcementeffort.”

According to the statement, the operation began on October 22 and ran through November 4, 2022. The Guyanese man who was arrested in Brooklyn, New York was convicted in the Queens County Supreme Court of felony sexual abuse in the first degree: sexual contact with an individual less than 11 years old. Two Haitians were also apprehended during the operation in the New York area.

The law enforcement action conducted by ERO resulted in a total of 138 arrests nationally, including some who had already been ordered removed from the United States but failed to depart.

This enforcement operation was implemented to address unlawfully present non citizens convicted of sex offences. Cases amenable to federal criminal prosecution may be presented to the appropriate U.S.attorney'soffice.

UNFPA throws support behind First Lady's Menstrual Hygiene initiative

The Menstrual Hygiene

Initiative undertaken by First Lady H.E. Arya Ali, to end period poverty in Guyana, was given a significant boost yesterday with a donation of US$50,000 worth of sanitary pads by the United Nations Population Fund(UNFPA).

UNFPA is the United Nations' sexual and reproductive health agency.“Removing barriers to access basic sanitary products for girls allow them to exercise their reproductive rights, the Office of the First Lady said in a press release.

UNFPA is therefore pleased to support the excellent period poverty initiative of the First Lady

as it addresses the right to health, dignity and gender equality,” UNFPALiaisonOfficerforGuyana Mr Adler Bynoe said during a simple handing over ceremony at StateHouse.

Describing the donation as “significant,” Mrs. Ali thanked the UN agency for its support and highlighted how important it is for the issue of period poverty to be recognised and actioned by international organisations like the UnitedNations.

UNFPA will also be partnering with the Office of the First Lady next year to conduct sensitization workshops on sexual and reproductive health, and the implementation of a public

'Terra' admits to killing La Penitence man

A La Penitence man was on Friday killed at Riverview, Georgetown in what police believe to be a 'revenge attack' by an 18year-old fisherman he had allegedly chopped last year The fisherman has since admitted to the crime but claims that the stabbing was not a 'revenge attack' but self defence.

The dead man has been identified as 39 –year-old Mark Frank of Lot 13 Company Path, Penitence.

According to police, Frank was stabbed to the neck around 07:05 hrs with a Ramboknife.

Investigators learnt that the fisherman, whose alias is 'Terra', a resident of Riverview attacked Frank while he was riding his bicycle through a cross street inRiverview.

Eyewitnesses recalled thatduringtheconfrontation, 'Terra' told his victim, “you think I forget you when you chop me?” Frank reportedly ignored Terra's remarks and continued riding but the

suspect pursued and attacked him.

Terra was seen whipping out a Rambo knife from his pants waist and reportedly stabbed Frank to his neck. Frank fell to the ground and Terra ran away from the scene. An ambulance was called but by time it arrived, Frankdied.

Corentyne businessman dies after water tank explosion, another injured

A 5 2 y e a r o l d businessman was on Friday killed when a concrete water tank he and another person were contracted to clean exploded.

The dead man has been identified as Oliver France of No. 51 Village, Corentyne, Berbice while the injured man has been identified as 31-year-old Jamal Rose of No.53Village,Corentyne.

Police said that the men were contracted to clean the tank at the home of Onika Thompson at Leeds, No.50 Village, Corentyne and at

about 09:30h, the tank exploded.

Int'l firms compete for consultancy to supervise Soesdyke-Linden Highway resurfacing project

Expressions of Interest (EOIs) to supervise the resurfacing of the SoesdykeLindenHighwayproject.The firms are from France, Kuwait, India, United States of America (U.S.A), Brazil and Trinidad and Tobago (T&T).

The seven firms, some of which have partnered with local firms, were identified onWednesday at the opening of tenders at the National Procurement and Tender Administration Board

(NPTAB) are: Concremat Engenharia e Tecnologia S.A.(Brazil) in association with GR Engineering Company; Intecsa Inarsa S A U (Spain); Al Habshi Engineering Consultancy O ff i c e ( K u w a i t ) i n association with CB & Associates Inc ; WSP Caribbean Ltd (T&T); Egis (France) in association with SRKN'gineering&Associate Limited; EXP Services Inc. (USA); and RITES Limited (India).

The resurfacing of the Highway has been in the pipeline for some time, and

the request for a consultant is just one aspect of the Ministry of Public Works project.

Thesuccessfulconsultant would be responsible for the design review, construction supervision and general project management of the reconstruction of the Soesdyke Linden Highway and contract administration throughout the project implementation process and thereafter, during the defects liabilityperiod.

The implementation period of the consultancy is estimated to be from July 18,

TheAllianceFor Change (AFC) on Friday demanded theimmediateresignationof Head of the GuyanaExtractive Industries Transparency Initiative (GYEITI), Dr Prem Misir The Party believes that there has been a reversal of the strides made towards achieving transparency in the country, especially as it regards the mining sector u n d e r t h e c u r r e n t government.

Leader of the AFC, Khemraj Ramjattan at his party’s press conference told reporters that since the former Director of GYEITI, Dr Rudy Jadopat was removed, the People’s Progressive Party (PPP) a d m i n i s t r a t i o n h a s “hardened its position to disassociate from the global body not wanting to live by thehighstandardsitsets.”

Ramjattan explained that the fourth report of GYEITI

will be due on December 31, 2022 but from all indication, the document is nowhere close to completion by Dr. Misirandhisteam.

“To date, a proper independent administrator is still to be hired. Rather, the Minister of National Resources bypassed the multi stakeholder group which ought to have prepared and approved the terms of reference for the procurement of independent administrative service and appointed the services of the 2021 administrator without any international tender process. Thishandpickingis a violation of EITI standards,”Ramjattansaid.

The AFC fears that Dr Misir and his team’s inexperience may lead to Guyana’s expulsion for several violations The former Minister of Public S e c u r i t y s a i d t h e implications from an

expulsion would mean that foreign direct investment wouldbeaffected.

“When they look at the scoreboard as to which countries to come in, which c o u n t r i e s a r e v e r y transparent with their institutions of governance and transparency in their recordkeepinginthevarious sectors (they) would find thatGuyanaissoopaquethat they are not gonna want to come and what will come to Guyanawillbecorruptkinds of investors - not that which we would want to come to Guyana,”heexplained.

Cognizant of this consequence, Ramjattan said the former Coalition government worked tirelessly to pass certain benchmarksandraisethebar by implementing new transparency standards, especially in the mining sector In fact, he boasted that the country had three

I n p r e f a c i n g h i s argument, Ramjattan told reporters that the country is yet to see the large-scale mining contracts that have been entered into by the incumbent government. He again urged that the agreements be made public, failing which the public should condemn the government for its lack of transparency

“Guyana as a country nor her countrymen will not b e n e f i t f r o m s u c h concealment but only the corrupt few who are friends,

family and favourites of the PPP,” he said while noting that transparency must not only be expected from this body, but also at the level of the Parliamentary Natural R e s o u r c e s S e c t o r a l Committee. The AFC leader r e m i n d e d t h a t t h a t Committee has not had a meeting since the Irfaan-Ali led administration took office.

Supporting Ramjattan, Executive Member of the AFC and Shadow Natural Resources Minister David Patterson, said he has submitted a Motion to the National Assembly seeking the contract if signed betweenthegovernmentand ExxonMobil for the Gas to Energyproject.

Patterson said he hopes the administration does not use the excuse of a ‘Confidential Clause’ to avoid releasing the terms of the agreement with the oil

company. Meanwhile, as it regards the release of large scale mining contracts, Ramjattan was asked by this newspaper what steps the AFC is prepared to take to ensurethesebecamepublic.

“We wanted to get the Parliamentary Sectoral Committee on Natural R e s o u r c e s t o s t a r t functioning. What we now understandisthatthePPPdo not want that Parliamentary Committee to function because members therein have the power to subpoena let’s say a Prem Misir to ask what and what mining contracts you have that were sent to you for the report of the various agencies,” he said in response to the question.

Govt. will not approve increase in city's rates and taxes -Min.Dharamlall

The People's Progressive Party Civic(PPP/C)Governmentwillnot approve an increase in the City's rates and taxes, Minister of Local Government, Nigel Dharamlall saidFridayatapressconference.

“We [the PPP/C] have campaigned on a platform that we will not increase rates and taxes in this country and our government will ensure that rates and taxes will notbeincreased,”theMinistersaid.

Dharamlall was responding to calls by City Mayor Ubraj Narine for a hike in rates and taxes so that the Mayor and City Council is able to execute its mandate effectively In August, Narine told reporters that there were property owners on Regent and Robb Streets that pay $16,000 and $20,000 a year in rates and taxes despite having five and sixstoreybuildings.

The Mayor said a proposal was made for rates and taxes to be revaluatedsincenorevaluationwas done in the last 26 years but the governmentisnotcooperating.

“ and the council cannot survive on the current tax rates,” Narinestated.

However, at Friday's press

conference Dharamlall, however said that even if the government decidestograntNarine'srequest,he thinks that imposing higher fees on the people of Georgetown is 'unconscionable'.

Dharamlall said that the City Council has access to enough resources to maintain the city and said the Council is cash-strapped becauseofbadmanagement.

“Collectable revenue in the city over the last few years and historicallyisaround$2.2Bandthe council has presented budgets on

that revenue base,” the Minister said while noting that the Councilhasfailedtopursuemonies owed to it. Further, he said that the Council's annual budget has large amounts of money allotted for employment costs and not for the maintenanceforthecity

“Sixty percent of their budget goes to labour hundreds of millions of dollars,” Dharamlall said while adding, “If you go through the budget, there is a miniscule amount of money placed towards solid waste management

The Minister accused the Council of allocating “limited resources for enforcement through the city constabulary “but set aside tens of millions or even more for publicrelations[Services]”.

He told reporters that it is because of City Hall's poor management that the Ministries of Local Government andAgriculture havebeendoing“mostoftheheavy

lifting” to keep city clean and ensure that it is properly drained during the torrential rains experiencedoverthelastfewyears.

Dharmalall made it clear that “imposing higher fees will not change the dynamics for the City Council… only getting its work donewill”.

The Georgetown Mayor and City Council has been in a cashstrapped position for more than a decade. This has resulted in its inability to pay staff, contractors and other workers on time and take careofadditionaldebt.

Noone explained that her stall was also littered with empty food and drink packages. The thieves also discarded hangers used to display the clothing in the boutique. She disclosed that the men apparently used a hammer to gain entry to her stall. The hammer was left on the scene.

The frustrated and angry woman told this publication that she had taken a loan from a bank and three persons to open herboutique.

She said she is unsure how she'd be able to repay her debt now that all her itemshavebeenstolen.

The opening day for volleyballattheInterGuiana Games (IGG) saw the visiting Surinamese male a n d f e m a l e t e a m s dominating Guyana at the CliffAndersonSportsHall.

WhiletheGuyanesemen put up some fight in their 3 –2 games defeat to Suriname, the women’s team failed to

pick up a game and were defeated3–0.

Thanks to the foul weather experienced in Region 4 yesterday, it was a damp day for the IGG, with the opening day seeing action in cycling (time trials), football (females), track and field, basketball (male and female), volleyball(maleandfemale)

and tennis (male and female).

Initially set for the National Gymnasium, unforeseen challenges faced by the local organising committee saw Volleyball moving to the country’s premier indoor facility at HomestretchAvenue.

Suriname’s Drimitri had the fastest time, but Guyana leads cycling event

Dimitri Madamsir of Suriname was the fastest cyclist in yesterday’s time trials at the National Park, but thanks to Alexander Leung and Aaron Newton, Guyana will head into today’s road race with the overall lead at the Inter Guiana Games (IGG) cyclingchampionships.

Ten cyclists, five each from Suriname and Guyana, will compete in this year’s IGGcyclingeventandbased on yesterday’s Time Trials results, today’s road race should provide the fitting climax to saddle action betweenthetwocountries.

At the National Park, M a d a m s i r, t h e l a s t Surinamese to compete on

the day, clocked four minutes, 10 12 seconds (4:10.12) in his two laps to takeninepoints.

Until his blistering time, Leung had the day’s fastest, setting a time of 4:12.10, followed by Newton’s 4:13.26. Leung and Newton would finish second and third respectively to give Guyanaatotalof12pointsto l e a d t h e c y c l i n g championships.

According to the IGG rules, nine points will be rewarded to the winner of an event, second-place seven pointsandthird,fivepoints.

Madamsir told Kaieteur News that he was happy to not only compete at this year’s IGG but being able to put Suriname in a position to

winthecyclingevent.

He pointed out that the National Park Circuit wasn’t difficult but admitted that he was nervous and pressured after witnessing the times posted by Leung and Newton.

Meanwhile, Newton said even though his time was eclipsed by Suriname’s Madamsir, he was happy to play his part in helping Guyana end the day in the lead.

Leung said they’re looking forward to today’s road race, which starts at Schoonord, West Demerara, proceeds to Bushy Park, Parika and back to finish in front of the National Track and Field Centre at Edinburg.

Trim, Vancooten secure IGG football win for Guyana

National U17 players Jalade Trim and Akeelah Vancooten found the net for Guyana at the National Track and Field Centre last eveninginthecountry’s2–1 win over Suriname when the Inter Guiana Games (IGG) football championship kickedoff.

Football is important to the IGG legacy since it was the first sport played between Guyana and Suriname to start the games in1967.

The aged-old rivalry is alive and well based on yesterday’s match, even though, this time around,

only female football will be contested.

Suriname and Guyana didn’t disappoint and put on a show at the Edinburg facility

Trim opened the games account in the 16th minute, and her U17 teammate, Vancooten, doubled the

score when she rocked the netinthe36thminute.

Saveira Gallank (45’) stuck home what would be Suriname’s lone goal of the gamejustbeforehalftime.

The two sides ended the firsthalf2–1.

The score would remain the same, despite every effort from both sides to add totheirrespectivetally

GFF zones in on female Coaching Education

The Guyana Football Federation’s Coach Education Department continues to focus on efforts to grow female homegrown coaching talent with twenty four former and current national players, club, school and community coaches starting the journey towards Concacaf W ‘C’ licensecertification.

The six day women’s only courseopenedThursdayattheGFF National Training Centre in Providence, East Bank Demerara, with a strong showing from aspiring female coaches from nine regional associations across Guyana.

Women’s Football Association President Andrea Johnson in her brief opening address said the courseisastepintherightdirection for women’s football development inGuyana.

“Today is a historic day for women in football in Guyana. Never before have we had 24 female participants for any coaching course. For too long we have had a male dominated coaching staff for female teams, especially national teams For Concacaf to be here in Guyana to

do a C License coaching course for only women means that we are making another step towards development of the women’s game.”

The first part of the “blended learning” programme, facilitated by Anton Corneal, Concacaf Coaching Educator and former Technical Director of the Trinidad and Tobago Football Association, GFF acting Technical Direction Bryan Joseph and coach Linsworth Gilbert, involves online theoretical lessons followed by practical sessions at the GFF National Training.

The internationally-recognised

license will give participating coachestheskillsandknowledgeto design and deliver effective coachingsessionsforawiderrange ofplayersandscenarios,especially for youth football development through the GFF’s nationwide network of Academy Training Centres.

Concacaf Coaching Educator Anton Corneal stressed that the “long term effect is actually growing the women’s game Countries are at different starting points and we try to meet countries where there is a need. There is a needforwomencoaches.Concacaf hasrecognisedthatandhasdecided

to spend a lot of time growing the women’sgame.Weneedthiseffort; weneedtoignitethatgrowth.”

Guyana is the fifth country in the Concacaf region to conduct the C Level coaching training which aims to provide over 300 women across the region with the opportunity to coach at various levels GFF 1st Vice President Brigadier (ret ) Bruce Lovell added: “In the footballing world there is a greater push to have more femaleinvolvementinfootball.We hear issues such as equitable access, equitable pay and so we are doing our part here at the GFF to ensure that we implement more

programmes that will provide for greater female participation in the sport.”

Acting Technical Direction Bryan Joseph assured participants that the GFF is focused on growing the proficiency of the female coaches, explaining: “This is not a courseatthefinaldaywewilldoan assessment to determine whether you have passed or failed, the persons who are not yet quite ready to receive the license, GFF will continue to work with them over time and to help them develop and get to the level of competency that isrequiredtoattainthelicense.”

In 2015, GFF President Wayne Forde inherited an ecosystem of c o a c h e s w i t h n o v a l i d qualifications.

The GFF Technical and Education Department has since enabled the progress of an all-time high of 58 coaches to ‘D’license or ‘C’ license level, as well as introduced a coaching philosophy and pathway to ensure a uniform approach to football development across the GFF’s nine regional associations.

The course concludes on November29th.
