Letters... Where your views make the news... Letters... Where your views make the news

Husband gets short end in division of property matter DEAR EDITOR, It is with pain, physical and emotional, consternation disgust and distrust for Guyana politician and what they present to people as equitable representation that has me in total bewilderment. My case concerns a division of property matter in which I am the plaintiff and my ex wife the defendant. She is being represented by a prominent A.P.N.U politician, who is a lawyer. We were marries in September 17, 1971. We acquired a property together even though she never worked anywhere. Because of circumstances beyond my control which she contributed to (I was just out of an operation which was done in

October 1988) I moved to my mother’s residence to be properly cared for. I never went back home. The marriage was dissolved in 1992. At the invitation from the C. H & P A of the Ministry of Housing we visited her office in August 1999. The C.H & P.A informed us that as we are separated one will have to pay the other. My ex wife then indicated to the officer that she will pay me by the end of that year (1999). It was not until 2004 when I was summoned to appear in court that I did hear from her. In the summons she was asking the court to compel me to sell her my half of the property. I appeared in court

without a lawyer (because Mr. James Bovell- Drakes, who was my attorney, was appointed a judge) I was ordered by the judge to pay the cost of $2,500 to the plaintiff’s lawyer. Immediately after court, I contacted the lady that works out of Mr. Bovell-Drake’s chambers who after discussing the matter with me advised me to accept a settlement of $1 million representing my half of the property. I agreed. Subsequently (not the same day) I visited the office of the plaintiffs attorney (who is supposed to be this vibrant A.P.N.U politician, who castigates the Government on a regular basis about wrongdoings) to pay the cost.

Another racket looms

DEAR EDITOR, Is there anything that the PPP can do without committing racketeering? Skeldon Factory—fraud; Kingston Hotel — fraud, Fip vis a vis the Amaila Road – fraud; Specialty Hospital – fraud; procurement of medical supplies — fraud and now the alleged investment by Minister Webster’s daughter into a Ghost recycling Company called Natural Globe, Inc. We have been reliably informed that its CEO, Mohamed Osman has embellished his qualifications and work experience in order to get the contract. This is another major failure at due diligence by Roger Luncheon and his corrupt PPP cabal. Like Fip Motilall who did not have any experience in road building but was given a US$15 million to build the Amalia Falls road, the same is true for Mohamed Osman who has no experience in the technical aspects of recycling. We have also been reliably informed that Mohamed Osman and some of his friends in Toronto were a major contributor to the PPP in the 2011 elections. So what Roger Luncheon and his crooked friends at the Robb Street big house have done is to pay back their friend with a huge contract at the expense of the poor and the working class. This is a blatant form of corruption and we call on all the members of the Private Sector Commission, the Georgetown Chamber of Commerce, and the ambassadors of the American, Canadian and European embassies to publicly condemn the PPP for this nefarious act. They have been notorious for pressuring the opposition to vote for the Anti-money Laundering Bill but not for the

Procurement Commission, now we want to hear from them on behalf of the people, especially the taxpayers who have to foot the bill. Can the PPP regime give the people a break and stop plundering the pockets of the taxpayers of Guyana for personal enrichment. Shame on the regime! Now we are reading about this Ghost waste recycling plant that is being procured in the name of a company that the procurer does not even own and the real owner has labeled him a “liar” that no such company exists and this deal between the Government of Guyana and this phantom company owner is bad for the people of Guyana. Plus there is the pricing. The experts say the price for a plant to service Guyana will cost the taxpayers US$5 million, while the PPP has

signed a contract for US$30 million; another fraud. Who is getting the US$25 million. To the sugar workers of Enmore, Rose Hall, Blairmont, Albion and all the other estates, are you prepared to work for the rest of your lives to pay taxes so that the PPP bigwigs can swindle this nation US$25 million? Well Mr. Austin from Rose Hall estate had the right answer - he asked what are we the workers going to do and his answer to his brothers on the picket line was he see “all of we (workers) will be hungry, and we will wuk’ hard until we dead out.” It is time for a revolt against the PPP because the party members are just too greedy and crooked and do not care for the economic welfare of the poor and the working class. Dr. Asquith Rose and Harish S.Singh

Trashgate, the new... From page 4 assurances that this is not present here nor that the proceeds of crime are involved. Recall that it was just recently that another investor Sonny Ramdeo stole to finance a start-up airline which immediately obtained the blessings of the GoG to operate flights between

Guyana and the USA. In this instance trash is just the vehicle, corruption is the game. The MLGRD‘s letter seeking to quell the public‘s concern raises more questions than answers. Let‘s hope that Minister Ganga Persaud and his colleagues will come clean with the public. Ronald Bulkan, APNU

I paid and was waiting for my receipt when the attorney came in. She was polite enough to say good afternoon. She entered her chamber and enquired of her secretary who I was and my reason for being there. After being informed, she invited me into her office. She then questioned me about my take on the matter at hand. I then advised her that a letter was dispatched to her office advising her that I’m willing to accept $ 1 million as my half of the property. She immediately requested the file. After reading the correspondence she asked me, and I quote “Mr. Small, are you willing to accept $ 1 million as being your part of the property?” I said yes . She asked me this question two more times and received the same affirmative answer. She then said to me again I quote “Mr. Small , you are not a dogmantic man , you are very pragmatic; you need to teach the politicians of this country something, I will have to tell my client. She has been given a wonderful deal.” A few days later, I was passing the high court building when I saw the

politician lawyer and my lawyer in conversation. On passing I heard her saying to my lawyer again I quote “Girl this woman gat to be mad she getting a property for $ 1 million and she say she can’t pay the man that; She can only give $500,000.” The case was abandoned. I restarted the case in 2009 and with the intervention of the CJ’s office I got an early hearing. At the first hearing, this prominent politician lawyer indicated to the judge that they were seeking a settlement. On the 15th November, 2013 this prominent A.P.N.U politician who to my mind should seek equitable justice for all, offered me a paltry sum of $ 500,000 as a settlement being my half for a 20 ft x 30ft one flat wooden building with three bedrooms, toilet and bath upstairs, a land with a plentiful supply of fruit trees, house furniture (two sets of chairs) fridge, gas stove , kerosene stove, coal pot and beds in every room . A man moved into my house about a year after I left .1 left in 1989. 1 went in 1996 to check on the status of the property at the Village Office;

not one cent of the rates and taxes were paid. I, Ewart Small , paid all the taxes up to 1996. Madam Counselor, you belong to a very distinguished fraternity with aspirations to lead the country. The old saying goes “Birds of a Feather Flock together”. I wonder. Some time in the 90s I had a valuation done for $ 2.5 million. It is about 14 years after or let us say five years because she might have done some work some time in 2005 which did enhance the look of the property. In that time, 5 years, $2.5 million would have increased also. Please let that be considered. So my learned friend $ 500,000 which was offered, borders all insanity. It is preposterous; it is disrespectful, it is deceitful, it is disdainful. Words can’t comprehend. So much has been said and is being said about the PPP/C but then what? Who can you trust? They say “When yuh own bug bite yuh , yuh well bitten.” I am depending on the Almighty God for my deliverance and I will get it. Elder Ewart Small

Heist of the Telecoms, Media sector…

PROPOSED LEGISLATION WILL PLACE GUYANA’S FUTURE IN THE HANDS OF A FEW “Something has to be done about this wholesale heist of the telecommunications sector by a few persons to control this major growth sector. This lawlessness must never happen again”. This is the view expressed by A Partnership for National Unity (APNU) parliamentarian, Joseph Harmon, who supports the views held by leader of the Alliance For Change (AFC) Khemraj Ramjattan, who had denounced the fact that three of the four companies named in a proposed law to be handed Telecommunications Licences are closely aligned to the former President,

Something must be done to stop this - APNU Bharrat Jagdeo. Harmon told this publication yesterday, that given the nature of, and projected growth of the communications sector in Guyana, those who have been identified for licences will literally hold the fate of the country in their hands. He said that by arbitrarily putting all this power in the hands of a few, it will allow them to have control over the future of the country. Harmon said that no matter which Government is in power, it will be these few

non-elected persons who will decide and “control the future of Guyana for the rest of our lives.” This, he said, cannot be allowed to happen, and the Opposition parties will have to ensure that the playing field is once again leveled so that all can have fair access to be able to compete in the sector. Kaieteur News in recent weeks has been publishing a detailed series, illustrating how a few persons would have essentially been positioned to take over the

communications industry in Guyana. Three companies, Quark Communications Inc., Global Technology’s i-Net Communications and ENetworks have been identified to receive Telecommunications Licences under the proposed changes to the Telecommunications Law. Armed with such a licence, the companies would be able to compete directly with Digicel and the Guyana Telephone and Telegraph Company (GT&T), once the laws are passed in the

These three companies were mandated to receive Telecommunications Licences.

National Assembly and assented to by President Donald Ramotar. More glaring is that the three companies would have been rapidly expanding their distribution network knowing that the proposed changes in the law mandate that they would be given a licence, while others interested in the market would have been restricted. Registration documents filed with Government found that all three companies were filled with shareholders who have known ties with Jagdeo, with at least one person being directly related. Harmon told this publication that APNU would be looking to work along with the AFC on the way forward. He said, too, that it is not only the Telecommunications Law that needs to be addressed, and he will also bring amendments for the Broadcast Act. According to Harmon, too much power is placed in the hands of the Minister of Information, a portfolio that former President Jagdeo had arrogated unto himself. The status quo remains, with the sitting president holding the portfolio of Minister of Information. It was this overarching power in the hands of the Minister that allowed Jagdeo to name the three companies to receive licences, according to Harmon. He said that the power has to be devolved from the Minister and placed into bodies such as the Guyana National Broadcasting Authority, which then has to be accountable to the Parliament. While the select committee is yet to be named to address the amendments to the Telecommunications Bill, Harmon has made it clear that changes have to be made to ensure that the ‘dictatorial and arbitrary’ practices do not continue. Ramjattan on Monday told this publication that his party, which controls seven of the 65 seats in the National Assembly, had found it strange that Government had decided upfront who the four companies that will be receiving licences would be. “A telecoms licence is not a joke that is handed willynilly to anyone…We are supposed to have an open, transparent system allowing everyone to have a chance to compete.” Ramjattan said that “to decide beforehand who you want to operate in the market

APNU Parliamentarian, Joseph Harmon is indeed strange and worrying…We can draw some conclusions from this…We will move to make some changes to change this criminal nonsense.” Ramjattan’s worry is not unfounded. Jagdeo’s best friend, Dr. Ranjisinghi ‘Bobby’ Ramroop, is a director in Global Technology. Quark Communications Inc. has its operations running out of Ramroop’s property at Versailles, West Bank Demerara. Winston Brassington, a controversial figure who spearheaded a number of large scale projects for Government including the Marriott Hotel and the troubled Amaila Falls hydro facility, is a central figure in Quark. Quark’s main founder is Brian Yong. He is known to be a close friend of Jagdeo and was even on his party’s elections campaign as a candidate in 2011. Vishok Persaud, a main principal in E-Networks, is also a close friend of the former President and the son of a former party stalwart, the late Pandit Reepu Daman Persaud. Already, both E-Networks and Quark have been awarded licences for operating cable TV. The controversial approvals were made days before Jagdeo ended his Presidential term of office in 2011 when he also green-lighted the operations of several radio stations, most of them going to persons and companies with close ties to the ruling party. Several established media houses who had applied for licences, including Kaieteur News, Stabroek News and CNS 6, were overlooked in the 2011 decision by the former president. “To place this much power under unclear circumstances in a few persons’ hands is highly dangerous, and not only to national security.”

Suicide bombings kill 23 near Iran embassy in Beirut

Soldiers, policemen and medical personnel gather at the site of explosions near the Iranian embassy in Beirut yesterday. REUTERS BEIRUT (Reuters) - Two suicide bombings rocked Iran’s embassy compound in Lebanon yesterday, killing at least 23 people including an Iranian cultural attache and hurling bodies and burning wreckage across a debrisstrewn street. A Lebanon-based al Qaeda-linked group, the Abdullah Azzam Brigades, claimed responsibility and threatened further attacks unless Iran withdraws forces from Syria, where they have backed President Bashar alAssad’s 2-1/2-year-old war against rebels. Security camera footage showed a man in an explosives belt rushing towards the outer wall of the embassy in Beirut before blowing himself up, Lebanese officials said. They said a car bomb parked two buildings away from the compound had caused the second, deadlier explosion. The Lebanese army described both blasts as suicide attacks. In a Twitter post, Sheikh Sirajeddine Zuraiqat, the religious guide of the Abdullah Azzam Brigades, said the group had carried

out the attack. “It was a double martyrdom operation by two of the Sunni heroes of Lebanon,” he wrote. Lebanon has suffered a series of sectarian clashes and bomb attacks on Sunni and Shi’ite Muslim targets which have been linked to the Syrian conflict and which had already killed scores of people this year. Ye s t e r a y ’s b o m b i n g took place on the eve of more talks between world powers and Iran over Tehran’s disputed nuclear program. They came close to agreeing an interim deal during negotiations earlier this month. The bombs also struck as Assad’s forces extended their military gains in Syria before peace talks which the United Nations hopes to convene in midDecember and which Iran says it is ready to attend. Shi’ite Iran actively supports Assad against mostly Sunni rebels, and two of its Revolutionary Guard commanders have been killed in Syria this year. Along with fighters from the Lebanese Shi’ite movement Hezbollah, Iran has helped to turn the tide

in Assad’s favor at the expense of rebels backed and armed by Sunni powers Saudi Arabia and Qatar. A Reuters cameraman a t the scene counted six bodies outside one entrance to the embassy compound. Body parts were strewn as far as two streets away and several cars were badly damaged. The embassy’s sturdy metal gate was twisted by the blasts, which Lebanese Health Minister Ali Hassan Khalil said killed 23 people and wounded 146. An Iranian Foreign Ministry spokeswoman said the bombs were “an inhuman and vicious act perpetrated by Israel and its terror agents”, Iran’s IRNA news agency reported. Israeli lawmaker Tzachi Hanegbi said his country had played no role. “The bloodshed in Beirut is a result of Hezbollah’s involvement in the Syria crisis. Israel was not involved in the past and was not involved here,” he said in Jerusalem. Iran’s ambassador Ghazanfar Roknabadi identified one of the dead as Ebrahim Ansari, a cultural attache at the embassy.

The Opposition needs to wake up! Kaieteur News deserves the Pulitzer Prize for journalism. Its investigative reports published under the title ‘Heist of Guyana’ are of the highest standards in the profession and have irrefutably demonstrated how public policy has served to enrich cronies of the previous PPP administration. Some consideration should be given by the opposition political parties towards honouring Adam Harris, the Editor of Kaieteur News and Glenn Lall, the publisher of the newspaper for their contributions towards exposing what has taken place under the pretext of major projects in Guyana. These two gentlemen through their innovative investigative journalism have

done more than simply connect the dots. They have provided the bigger picture and have shown how seemingly wellintentioned policies were designed and executed to provide business demand and windfall profits for cronies of the ruling administration. Glenn Lall and Adam Harris deserve tremendous credit for what they have done and which they did in the face of the nastiest and vindictive assaults against their characters. They bravely withstood the pressures and mudslinging that came their way. But those who orchestrated the scams also deserve applause. It takes brilliance of the worst kind, but brilliance nonetheless, to have concocted those schemes. Bernie Madoff, Allen Stanford and even Al

Capone could not have come up with such ingenious plans as we have seen developed in Guyana. These guys take the cake, because they have taken what most people saw as well–intentioned programmes - such as the One Laptop Per Family Project and turned it to the advantage of their friends and cronies. It would sweep the Oscars if they were making a movie. The tragedy is that what Guyana has witnessed is no on-screen action. It is reality. Guyana has been ripped off left, right and centre and those who committed these acts and handed benefits to their friends are still around and dancing to their own music. They are not bothered by public opinion of them. They

Dem boys seh

Who got money will spend Guyana is a place wheh law and order break down. Now-a-days people can do anything and know that dem got a fairy godfather in more ways than one. A man shoot another one in Orange Walk and spend couple days in de lock-ups. A storeowner present de video evidence. People stay home and see how de man come out of he car, point de gun at de man and shoot he. De man drop like a log. De shooter then get in he car, drive away and lick down a set of traffic lights. He get hold and he end up in hospital. Dem boys seh that he was drunk when he shoot de man suh when he ketch heself he claim how he ain’t shoot nobody. Well dem boys seh that who got money will spend. It look like if de shoot man family really share money because even de police who was to testify in court didn’t tun up. And is not that dem get transfer.

De man who give de police de video of de shooting didn’t tun up in court because de police didn’t call he and fuh sure dem didn’t present de video in court. In short, dem didn’t have nutten to show that there was a shooting. Even de man who get shoot done dead and bury suh dem couldn’t present de body in court. Anyhow, when de case call de police was absent and everything else. Was only de prison warders and de killer. De magistrate had no other option but to send home de man. When dem boys ask de police commissioner why de police didn’t tun up in court he tell dem that is Christmas and de police busy. Dem boys call de DPP and she busy all day. Well some people she dem ain’t gun let she rest till she put de case back in court. But fuh now, is a case of who got money will spend. Talk half and watch all dem rich ones pay dem way out of trouble.

have made enough and done enough to insulate themselves behind their massive concrete walls from the public shame. What the people feel is of no significance to them, because with their power and money they can behave as if the people did not exist. The people of Guyana should command their attention and demand that what has been hijacked from the Guyanese under a cloak of legality should be returned, because unless this happens, others to follow will assume that they can do the same and get away with it. The people have their vote and as they have done in the past, can make statements with their votes. However, the orchestrators of the grand heist of Guyana are confident in their ability to divide the people along political lines so that come election time, they believe that these divisions will return their political lackeys to office and thus give further licence to continue the plundering of national assets. And so the improbity is likely to continue unless the people act now or pressure their representatives to act. This issue is not about acts of official corruption; it is

about the sellout of Guyana to cronies. It is a giveaway that will eventually touch the pockets of every single Guyanese and their children, because by the time the handiwork is completed, there would be little opportunity left for the Guyanese people and their children. The entire economy would have been hijacked and with it the ability of the Guyanese people to take control of their destiny. Those behind the scams and schemes have already begun the process of taking control of the instruments and media that control your mind. So after ravaging the Guyanese people, they will take control of the way they think, because the mass media is now firmly within their grips and he who controls the mass media controls the people. The opposition parties had better wake up from their slumber and stop their child’s play. The opposition’s antics in the National Assembly are just what the oligarchs that are in control of Guyana need. The opposition is playing right into the hands of those who are out to dominate the economy of Guyana. They are being lured into actions which can be turned against them and divide the

people of Guyana. And while they are engaged in this silly charade of cutting Budgets, passing motion after motion, calling for this Commission and that Commission, and blocking the passage of laws that impinge on Guyana’s international obligations, the oligarchs are gobbling up Guyana and doing so with rapid haste. It makes one wonder how serious the opposition parties are about curtailing executive lawlessness, because they have been in control of parliament for two years now and to date the Economic Services Commission has not held an inquiry or even a hearing into any of the scandals that have been publicized by the Kaieteur News under the Heist of Guyana. Why instead of calling for the government to do this and do that is the opposition itself not summoning parliamentary hearings into the horrible deals that have been so clearly exposed by the Kaieteur News?

THE FREDDIE KISSOON COLUMN

Greece in 2014 will determine if Guyana can ever survive Greece is not a country in which the average Guyanese takes an interest. Greece has never been a 20th century powerhouse. CARICOM citizens hardly take an interest in what goes on there, contrary to places like the UK, US, Canada, India, Germany and France. It may be a correct statement to say that not even political and academic circles in Guyana take an interest in Greek society. Generally regarded by World Bank standards as a developed or First World country, Greece is both an industrial and manufacturing territory that towers above

Third World nations. Last year, Greece ran into so much economic trouble that it began to sink lower than many Third World countries. Finally, in 2013, the Greek economy virtually collapsed. Not since the Second World War, has a western economy sunk so low. To literally survive and to stave off prospects of becoming a failed state, Greece needed hundreds of billions of dollars in loans. It got $240 billion from the European Commission, the European Central Bank and the IMF. But Greece had to swallow medicine that was only reserved by international

lending agencies for poor Third World states. In economics, this medicine is known as austerity measures. It simply boggles the mind to understand how harsh these measures are. I have read where pro-austerity economists and ultracapitalist commentators have classified as almost unbearable the economic alterations Greece has to make to its economy and society. One British pro-capitalist professor referred to the measures as almost criminal. Literally hundreds of thousands of public sector employees have been

retrenched. Hundreds of government institutions have been closed. All state sectors have had their budget slashed by more than fifty percent, some by more than seventy percent. State television has been closed. Some state-owned universities have been shut down. Health delivery has been badly affected and bank interests have dried up. But perhaps the sadistic dimension that is unbelievable is that state pensions have been slashed. Imagine working for forty years and depending on your pension to sustain your remaining years, only to wake up one morning to find out that it has been reduced by fifty percent. No state employee in Greece gets paid at the end of the month. The waiting period is two weeks. In other words, a large percentage in Greece may be unable to live. The Prime Minister said in Parliament last week that next year will see Greece returning to a sound economy. This is what the Guyanese people need to take note of. I am not an economist, but I would argue that at the moment, Guyana

is a more viable economy than Greece and there is more income certainty in Guyana than in Greece. Should Greece return to economic stability in 2014, to where it was before its economy collapsed, and Guyana remains as poor as it is, then I would say this country hasn’t got a chance of having a future. If Greece can return to an economy where poverty is eliminated and Guyana still persists with its excruciating forms of poverty as we have endured for more than thirty years now, then surely it is time to dismiss Guyana as a country that will never have a future. If Greece can fall down so hard yet pick itself up and survive to be a better economy than Guyana in 2015, then this country is not worth living in. But here is my take on the issue. I believe Greece will rebound in 2015, while we are still mired in bestial poverty. What Greece will do, Guyana will not – pursue nationalist development. The Greek government will pour money into the educational system once it is available. It knows the value

Frederick Kissoon of education. It will reinvest in economic sectors that make Greece competitive. All we have done since Independence is to sell our raw material in exchange for money. We did it with sugar, now we are doing it with gold. Sugar is gone, now the new kid on the block is gold. When the gold goes, the country will close down. The post-colonial West Indian economists like Norman Girvan, Clive Thomas and others referred to this type of economy as monoculture, meaning an economy that is based on the sale of a single crop. It hasn’t changed since Independence. We import boxed milk and tinned sausages from Barbados, a country whose entire square miles is smaller than Hog Island. Greece will move on in 2015. Argentina in 1985 went through worse than Greece while Guyana was better off. Today, Argentina is way ahead of us and so will be Greece next year.

Safety and Control Officers work on PR skills The Government Analyst Food and Drug Department is collaborating with the University of Guyana (UG) to enhance its officers’ public relations skills to ensure accurate information is disseminated to the public. The four-day training programme, which started yesterday at Cara Lodge, is

being facilitated by UG’s Centre for Communication Studies. It is supported by the Ministry of Health. The training targets Inspectors and Officers of the National Food Safety and Control Committee from the various Regions. Professor Jacob Opadeyi,

Christopher Ram sues... (From page 3) profession as an accountant, financial analyst, attorney-atlaw and managing partner of Ram and Mc Rae, As recent as Monday last, Ram said his lawyers wrote the Guyana Times making four demands to correct the alleged libel, but there was no response from the newspaper. The matter comes up before Chief Justice (ag), Ian Chang, on November 28th.

Vice Chancellor of UG, whilst delivering brief remarks at the opening session of the training, said Safety and Control Officers need to communicate efficiently with persons. He said that they gather information from the field that is not available in textbooks, and as such, their work should be regarded as research and used to better communities. Opadeyi said the effectiveness of officers is not determined by the number of tickets given but the changes made. According to Carolyn Walcott, Director of UG’s Centre for Communication Studies, food is a top priority for survival, and information should be accessible, since it is a human right. The four-day training forum would not transform officers into reporters but equip them to disseminate media releases and make television appearance. The training focuses on report writing; information, preparation and presentation; and field workaudio visual production.

Orange Walk shooting death…

Magistrate discharges killer because of absent prosecution The proverbial shackle was yesterday removed from a killer’s feet as Magistrate Fabayo Azore ruled that the prosecution failed to present the court with sufficient evidence in relation to the murder of his friend Shawn Nelson. Carlyle Barton, on May 27, last, who was allegedly captured on video surveillance shooting Nelson at Orange Walk, Bourda, was discharged by Chief Magistrate Priya SewnarineBeharry at the Georgetown Magistrates’ Court. Barton was charged with murder. According to reports, a Closed Circuit Television (CCTV) surveillance system had showed Barton whipping out a handgun, aiming and firing at Nelson who was seen falling after he received the shot to his head. It also revealed the man calmly entering his car and drove away. However, Kaieteur News understands that the surveillance video was never brought before the court for consideration, and most of the witnesses never

Freed of murder charge: Carlyle Barton presented themselves to testify. The charge was first read to Barton by Magistrate Sueanna Lovell on May 30 and thereafter the matter engaged Chief Magistrate Priya Sewnarine-Beharry’s attention. The Chief Magistrate subsequently reassigned the case to Magistrate Azore, who freed the accused on grounds of lack of prosecution. The family of the slain

man expressed disappointment at the outcome. “We feel saddened about the way the matter was handled and how fast it was thrown out. We didn’t get any justice.” They however explained that they were not surprised at the result since they had observed that witnesses, including the police, were not turning up to provide the court with evidence. The Commissioner of Police told Kaieteur News that he has “some of the facts” pertaining to the outcome of the case and has requested a full report from the Court Superintendent. “What I have done is call the court superintendent and say that I need an urgent report, to see what we can do in this matter. As long as they (the police ranks) are wanted for court they have to go to court.” When asked about possible disciplinary action, Brumell stated, “We have many courses we can take. We can send them home, or demote them.”

MINER BEATEN TO DEATH AT CUYUNI Police are investigating yet another murder in Guyana’s interior, following the death of a 42-year-old miner around noon on Monday last. Dead is Michael Morris, a father of three, of 1544 Cummings Park, Sophia. Police in a press release said that Morris was involved in an altercation with some other miners at West Park Backdam, Cuyuni, during which one of them is alleged to have dealt him a blow to his head with a piece of wood. The release added that Morris succumbed to his injury. Yesterday, when Kaieteur News visited the dead man’s home, his sister, Karen Morris, was not aware that her brother had passed away. According to Morris, early yesterday she was informed by her nephew that her brother had chopped someone at his work site and was apprehended by his colleagues. Karen Morris said that she was told that her brother had been tied to a tree, awaiting the arrival of the police. “One time I hear he

chopped somebody now I am hearing he dead,” the man’s sister stressed. She explained that her brother left his home three months ago to go into the interior with one of his neighbours to work. “He is not a trouble maker and this is not the first time he working in the interior,” Morris’ sister related. Kaieteur News spoke with Michael Morris’ neighbour, whom he left to go into the interior with. According to the neighbour, who declined to

give his name, Michael Morris left his camp a few days ago and started working with another man. “I get malaria, so I come out Friday. This (yesterday) morning, my cook radio and tell me that Morris and a man from the other camp had some argument and he (Morris) chop the man on his hand. I didn’t hear back anything. Now I know Morris dead,” the neighbour said. Efforts are being made to have the body brought out to Bartica.

TIGI hosts fundraising dinner at Pegasus Friday The Transparency Institute Guyana Inc. (TIGI), an affiliate of Transparency International, is holding its second annual fundraising dinner, with Professor Trevor Monroe slated to deliver the feature address. The event will be held at the Pegasus Hotel on Friday (November 22) and is scheduled to commence at 19:00hrs. TIGI held its first fundraising dinner last year, at which Deryck Murray, renowned West Indies wicketkeeper of yesteryear, and the current chairman of the Trinidad and Tobago chapter of Transparency International, was the guest speaker. “Those present will recall his comment that “corruption can affect the soul of a

Prof. Trevor Munroe nation”. “We at TIGI believe that corruption does affect the soul of a nation,” the body indicated in a press statement yesterday. TIGI said this year

another outstanding Caribbean personality will address the gathering. Monroe is a renowned Oxford-trained academic, who is a Professor of Government and Politics at the University of the West Indies, Mona Campus in Jamaica. Like Murray, he is the head of the local Transparency International body in Jamaica. He is also the only person from the Caribbean to be an individual member of Transparency International, joining 27 others worldwide. Monroe is a Jamaican political scientist, labour activist and politician. He was a Senator of the Parliament of Jamaica during the period 1998-2007 and has appeared regularly on Jamaica Speaks, a radio

Park and sleep if you are... (From page 3) was drunk and he swerved from a pothole and hit a man…the next accident (on the East Coast of Demerara) was a hit and run” the Traffic Chief added. Last year during the Christmas campaign period (November 15 to January 15) there were 19 road deaths and the police are hoping that, despite the hectic start this time around, road fatalities will be significantly reduced. Figures show that cases of speeding have been on the increase over the past three years with a low of 11,500 in 2011 to a high of 17,700 in 2013 so far. So too has driving while using a cellular phone. However, strangely enough, cases of driving under the influence of alcohol have reduced from 1027 in 2011 to 492 in 2013 so far. With a proactive approach being touted to curb drunk driving this Christmas season, there is the possibility that many more cases could be made. “Nobody is stopping people from drinking, but we will be stepping up the pressure. If you are tired, park your vehicle in a safe place and sleep it off. We know we will get some flak, but we will be enforcing the law,” the traffic chief said. Superintendent Adonis reminded that in all divisions, cars and motor cycles will be on day and night patrols , while foot patrols will be utilised as far as practicable to deter potential errant drivers. In the city, a crash truck will be used to tow away illegally parked vehicles, while vehicle escorts will be provided as required. In his Christmas campaign presentation, the traffic chief said that major areas of focus will be the Stabroek Market and its environs, Bourda Market and its environs,

Regent Street, Camp Street, Water Street and Main Street. Emphasis will also be placed on Lombard Street, Sheriff Street, Aubrey Barker Road, Rupert Craig Highway, Vlissengen Road and Homestretch Avenue. Other hotspot areas outside Georgetown that will be under strict focus are East Bank Public Road -between Craig and Providence, East Coast - Liliendaal/Turkeyen, West Coast and West Bank Public Roads and Soesdyke Linden Highway. According to the traffic chief, with more and more vehicles competing for space on the country’s inadequate road system, the traffic department will certainly have their work cut out, but he

assured that they will be rising to the challenge. Figures indicate that close to 10,000 new vehicles have been entering Guyana every year for the past five years. Demographic trends worldwide indicate more teen drivers and elderly drivers will be on the roads and driving challenges vary for different age groups. Older drivers have slower reaction times, more difficulty seeing and interpreting some types of signs, night vision challenges, and may have more difficulty estimating trajectories and speeds of other vehicles and pedestrians. Data have shown that “teen drivers have the highest accident risk of any age group” due to distractions.

programme. He has authored and co-authored eight books, mainly on Caribbean democratic governance. According to the release, Transparency International will be represented by Mr. Maximilan Heywood, Regional Coordinator for Transparency International’s Americas department, based in Berlin. Originally from the UK, he lived in Argentina for several years, where prior to joining

Transparency International in 2009, he worked as a researcher for the Economics Institute of the Cordoba Stock Exchange. It was noted that members of the Diplomatic Corps have been invited to grace the occasion. TIGI said tickets for the event are available at TIGI office at 157 Waterloo Street (Private Sector Building), North Cummingsburg, Georgetown, telephone # 592-231-9586.

TIGI expressed gratitude to all those organizations that have contributed financially towards the event, in particular, the Pegasus Hotel for providing the venue free of charge. “We also wish to acknowledge publicly the financial contributions of the governments of Canada and the United Kingdom, though their representation in Guyana, to assist TIGI in the start up of its operations,” TIGI said.

The final draft design for the Mandela Avenue and Sheriff Street expansion is complete with features that will alter Georgetown’s transport infrastructure. The entire thoroughfare would not be transformed into four-lane due to existing buildings along Sheriff Street. The design includes an overhead walkway situated on Mandela Avenue between East Ruimveldt and North Ruimveldt Secondary Schools. According to an official, Sheriff Street’s existing twolane carriageway would be upgraded with added amenities such as pedestrian walkways and parking. However, there would be a section of the roadway that would have four lanes.

The official suggested that one of the problematic areas during the construction phase may be between Duncan and David Streets because of the large buildings in that area. The design takes into consideration such scenarios, he added. However, observers wonder if there would be enough space for the fourlane construction with sidewalks, parking and still a safe distance between buildings and the roadway. The official said there

would be no competition for space along Mandela Avenue, though there were earlier indications that persons were squatting along the roadside. During consultations it was discovered that many persons were in the area before the road was built by Government. This is the case for Sheriff Street. Funding for this road project is part of the InterAmerican Development Bank’s new loan valued at US$66M.

The crashed getaway car. An East Coast Demerara family that was robbed on Saturday evening has confirmed that the crashed car appearing on the front page of Kaieteur News’ Monday issue is the same vehicle that had transported bandits to its Foulis community. The navy blue Toyota AT 212 motorcar, PPP 215, crashed into a building in the vicinity of Leopold Street in Georgetown on Sunday night after its occupants opened fire on ranks who were responding to information that tied them to a robbery in Vryheid’s Lust, East Coast Demerara that evening. During the exchange of gunfire, one of the occupants identified as 25-year-old Silk Mc Lean, called Arthur Nimrod of Little Diamond, East Bank Demerara was shot while his alleged accomplices, nicknamed ‘Mark’ and ‘Fish’ escaped after the vehicle crashed. Mc Lean is currently nursing gunshot wounds

under police guard at the Georgetown Public Hospital Corporation. Meanwhile, the Foulis family is still recovering from the first time robbery of its Beer Garden & Grocery which saw the gunmen carting away close to $100,000 in cash and valuables. Recounting the ordeal, proprietor of the shop Zamina Mangru, said that around 20:00 hours on Saturday, four men exited a blue motorcar in the vicinity of her Lot 518 14th Street, Foulis property. She said that two of the men, who appeared to be police dressed in plain clothes, proceeded to approach the entrance of her property while the other two headed in the direction of a nearby house. “They hold their gun just like if they were plainclothes policemen. They had on police boots,” Mangru informed. Asked if they were wearing masks, Mangru replied in the negative.

She said that at the time, she was stationed behind the counter of the shop while her husband and other patrons were dwelling in the social area of the beer garden. The businesswoman recounted that one of the men had remained behind at the entrance of the property while the other trudged forward, gun in hand. “He put the gun straight up to me and said ‘Pass all the money you got’”, Mangru explained. She said that after replying that she “had no money”, the gunman reportedly uttered a long list of expletives before threatening to shoot her. She said that she then proceeded to reach into her cash drawer in order to gather the cash before handing it over when the armed man ordered that she “leave the money” and hand over the entire drawer instead. After collecting the drawer, she said that the man Continued on page 24

Black Bush Polder murder trial… Twenty-three year-old Satrohan Mannaru called Andrew, of Mibicuri South, Black Bush Polder, who was on trial in the Berbice High Court before Justice Dawn Gregory and a mixed Jury for the murder of his 14-year-old ex-girlfriend Indranie ‘Cynthia’ Basdeo, was yesterday found guilty of the crime and sentenced to 20 years in jail. Basdeo, who had spurned the man’s advances, was brutally murdered at the Mibicuri School Ground during the institution’s Sports

Day. She was fatally stabbed under her left breast. Justice Dawn Gregory had taken all morning to address the j u r y, adjourning for lunch, before continuing her detailed address. She had told them if they agree with anything that both the prosecution and the defence said in their closing addresses, they may use them in their deliberations. The jury then took just about half an hour to return with the unanimous verdict of

guilty of murder. When asked if he had anything to say, the accused said that he did not. Justice Gregory then told the man that she would take five years from the 25 years she had in mind, because it was a crime of passion. He was then sentenced to 20 years. His relatives broke down in tears after the verdict. Earlier, Senior Counsel Bernard De Santos who appeared in association with attorney at law Pamela De Santos had submitted to the jury that his client had showed love for Basdeo. He noted that even when she was on the ground bleeding he hugged her and buckled her with his legs. He had stated that that the entire episode was an accident. He had argued that the accused was committed to the deceased, noting that he tattooed her name on his forearm. State Prosecutor Renita Singh in her submissions had

urged the jurors to believe the witnesses’ accounts. She stated that the accused had all intentions of killing the teen, as after stabbing her, he buckled her down and did not allow her relatives to get to her to render assistance. She had stated that 12year-old witness Chandanie Narine had no reason to dislike the accused whom she said did not want to face the consequences of his actions. During the lengthy trial, the prosecution called a number of witnesses including Detective Assistant Superintendent of Police Gary Mc Alister, Pathologist Dr. Vivekanand Bridgemohan who gave the cause of death as puncture to the heart and lung and hemorrhage, father of the deceased Mahase Basdeo, her mother Gomattie Latchman, Detective Corporal Andrew Ward, Detective Constable Emanuel Rajnauth, Police Constable

Maxton Semple, the dead girl’s sister Tulseidai Basdeo, her ex-brother-in-law Arnold Reddy and her cousin 12 year old Chandanie Narine called ‘Chandi’ who was with her at the time she was murdered. The accused had also given an unsworn statement

from the dock in which he had stated that the deceased ‘got bore by accident’. The post mortem examination conducted by Government Pathologist, Dr. Brijmohan found that the teen died from a puncture to the heart and hemorrhage.

the property. According to Mangru, the men cornered the customer and ordered that he hand over his wallet, car keys and cellular phone before getting into the car and taking off. The other two men were reportedly left behind. Mangru said that mere seconds after the men took

off, members of the Enmore Policing Group who were monitoring a nearby barbeque, happened to pass by the area. She said that at this point, after alerting the policing group of the happenings, residents urged that the group chase after the criminals. Much to their dismay, however, the residents were told to report the matter to the nearest police station. According to Mangru, this response was given even as the getaway car was still in sight. The businesswoman said that while disappointed with the reaction of the Enmore Policing Group, residents were appreciative of the Policing Group of Foulis which later showed up and acted upon reports that the other two men were still in the area. The men made good their escape on foot after gunshots were fired into the air by the Policing Group. According to Mangru, the getaway car reportedly “came back and circled the area searching for the other two.” The matter was reported to both the Vigilance and Enmore Police Stations and investigations are ongoing.

Afghans say agreed framework with Americans on military presence KABUL (Reuters) Afghanistan said yesterday it had agreed the framework of a security pact with the United States days ahead of a national gathering to debate the future of the U.S. military presence in the country. But the U.S. State Department said some final issues still had to be settled before a final text was ready. “We are not there yet,” a spokeswoman said Thousands of Afghan tribal and political leaders are due to gather in Kabul yesterday to decide whether to allow U.S. troops to stay after a 2014 drawdown of foreign military to help fledgling security forces fight a Taliban-led insurgency. Without an accord on the so-called B i l a t e r a l Security Agreement (BSA), the United States says it could pull out all its troops at the end of 2014.

Two years ago, it ended its military mission in Iraq with a similar “zero option” outcome leading to the withdrawal of all of its troops after the failure of talks with Baghdad. A spokesman for Afghan President Hamid Karzai said the two sides agreed on crucial provisions giving U.S. troops immunity from Afghan law and allowing them to enter Afghan homes in exceptional circumstances, removing the main stumbling blocks to the deal.”Both sides agreed that Obama send a letter ... assuring the president and the people of Afghanistan that the right to enter into Afghan homes by U.S. forces and the e x t r a o r d i n a r y circumstances will not be misused,” the spokesman, Aimal Faizi, told reporters in Kabul.

Faizi said the exact wording of the provision was discussed in a telephone call with Kerry and agreed upon. “This will be finalized later this evening and hope f u l l y b y t o m o r r o w morning our time the language will be finalized and we will have one version, one language in the document. In addition to that we will have a letter from the U.S. president.” Karzai has long objected to the provisions but the United States has said they are crucial for its forces to remain in the country beyond 2014. Security was tight in Kabul ahead of the Loya Jirga, a traditional Afghan grand assembly convened to debate matters of national importance, following a suicide bomb attack outside the tent over the weekend.

Ukraine parliament fails to break Tymoshenko deadlock KIEV (Reuters) - Ukraine’s parliament failed to break a deadlock yesterday over freeing jailed opposition leader Yulia Tymoshenko, with deputies openly recognizing that a landmark trade deal with the European Union may not be signed as scheduled next week. With the EU demanding Tymoshenko’s release as a condition, deputies from the ruling party and opposition accused each other of undermining prospects for the trade and cooperation agreement, which would mark a historic westwards shift by Ukraine away from Russia. Time is running out for the planned November 29 signing at a summit in the Lithuanian capital Vilnius, and the parliamentary session was called to try to pass a law freeing Tymoshenko for medical treatment in Germany in line with calls from the EU. However, emotions ran

high at the two-hour session and debate on the law was delayed until tomorrow. The fate of former prime minister Tymoshenko - a fierce opponent of President

Viktor Yanukovich who is serving a seven-year sentence after a trial that Western governments say was political - is the main sticking point for the Vilnius summit.

Obama says he can live with piecemeal approach on immigration (Reuters) - President Barack Obama said yesterday a piecemeal approach to achieving a U.S. immigration overhaul in the U.S. Congress is acceptable to him if it is easier than gaining passage of one large legislative bill. At a Wall Street Journal forum, Obama said he remains optimistic that an elusive

immigration overhaul will be completed. A Senate-passed reform bill has been stalled in the Republican-controlled House of Representatives. “If they want to chop that thing up in five pieces, as long as all five pieces get done, I don’t care what it looks like,” Obama said.

Iran says sees good chance of success at Geneva nuclear talks DUBAI/ROME (Reuters) The protracted dispute over Iran’s nuclear program can now be resolved, Iranian Foreign Minister Mohammad Javad Zarif said in remarks released yesterday, and world powers should seize an “historic opportunity” to clinch a deal. Iran is to meet the six powers today for the third round of negotiations in a month, nearly two weeks after the sides neared an initial accord that would curb Iran’s nuclear activity in exchange for limited relief from sanctions. Zarif on Sunday offered a possible way around one of the most stubborn sticking points in the negotiations, saying Tehran has the right to enrich uranium but does not now insist others recognize that right. In a five-minute Foreign Ministry video released yesterday, Zarif said there was a chance to end the stand-off as long as Western powers dealt with Iran on an “equal footing” and did not seek to impose their will. He later told reporters in

Mohammad Javad Zarif Rome before flying to Geneva for the talks that there was “every possibility” of a successful conclusion to the talks provided there was good faith and the political will to resolve problems by all sides. “I’m willing to accept serious progress instead of an agreement but I’m certain that, with the necessary political will, we can make progress and even reach an agreement,” he said. The election of relative moderate Hassan Rouhani as president earlier this year

opened a diplomatic window to try to untangle the decadelong deadlock that has at times edged towards open conflict in the Middle East. “This past summer, our people chose constructive engagement through the ballot box, and through this, they gave the world a historic opportunity to change course,” Zarif said in the video posted online with subtitles in several languages. “To seize this unique opportunity, we need to accept an equal footing and choose a path based on mutual respect,” added Zarif, who heads Iran’s delegation at the Geneva talks. The goal is an interim deal to allow time to negotiate a comprehensive, permanent agreement that would provide assurances to the six powers that Iran’s atomic program will not eventually produce bombs. Iran denies that it wants to develop a nuclear weapons capability and insists its program is limited to the peaceful generation of electricity and medical research.

Scotland says will lower tax to attract companies if independent (Reuters) An independent Scotland would cut corporation tax to lure investment and boost exports, helping to create new jobs and build a prosperous new nation, the Scottish government said yesterday. The report on economic policy should Scotland opt to break away from the United Kingdom next year was released one day after a thinktank warned that an independent Scotland could have to cut public spending and raise taxes. First Minister Alex Salmond acknowledged it would take time to improve the economy but said measures to attract skilled workers to Scotland could bring population growth while tax incentives, like cutting corporation tax, could help create up to 27,000 jobs. “Independence will give us the chance to build an economy that takes advantage of Scotland’s unique strengths and size to deliver a more outward focused, fairer and resilient economy,” the Scottish National Party leader he said in a statement with the 200page report. Scots will vote next September 18 on whether to

become independent. Salmond will unveil a blueprint spelling out the case next week but a fierce political debate is already underway, with the matters of finance, economics and defence at the forefront. Polls, however, show the separatists consistently lagging, with Scots opposing independence by a ratio of 3 to 2. But a large number of voters, up to 28 percent by some polls, are undecided, largely due to concerns over the economy. Salmond, a popular and shrewd politician whose Scottish National Party (SNP) holds a majority in the Scottish parliament, said Scots would be better off if they ended the 300-year-old union with England. Scotland’s ties to Westminster, seat of the British government, had stifled the Scottish economy with its growth lagging Britain and similar-sized independent European countries despite its natural resources such as North Sea oil, he said. Salmond said an independent Scotland would adopt a new industrial strategy to promote the

development of manufacturing alongside a more efficient tax system. Currently 85 percent of tax revenues are controlled by the British government. Scotland’s economic growth had been hindered compared to betterperforming independent European countries who could set economic policy in their own interest, he said. But pro-unionists said the economic dossier was a “type of fantasy economics that beggars belief” and cited a report released on Monday by the Institute for Fiscal Studies (IFS) that suggested an independent Scotland faced big challenges. IFS analysts said falling North Sea oil revenues and an ageing population would leave Scotland with a fiscal gap between what it earns and spends on public services and debt of 1.9 percent of national income versus 0.8 percent for Britain. That would equate to about 3 billion pounds a year and require further spending cuts or tax hikes to stabilise finances in Scotland, where spending on public services and on benefits like housing and disability is higher than in the UK overall.

Maduro strengthens hand ‘Mind your own business and look at with rule-by-decree win rot in Jamaica’ - Bajan minister blasts CARACAS (AFP) Venezuela’s President Nicolas Maduro yesterday won emergency power to rule by decree for the next 12 months, as his government struggles with soaring inflation and shortages of basic goods. The one-chamber National Assembly gave the elected socialist Maduro, 50, wide-ranging special powers he says he will use to target corruption, but which his opponents argue is a lastditch attempt to repair economic damage caused by the government’s policies. Maduro maintains that the opposition, whom he only narrowly beat in polls following the death of longtime leader Hugo Chavez earlier this year, are waging “economic warfare” against the country. Maduro, a former bus driver and union leader, has said he will use the year-long expanded powers to impose caps on private sector profits and crack down on speculators. The vote is the latest move by the Venezuelan leader, a protege of Chavez, to strengthen his hand as he faces an important political test in municipal elections in this oil-rich, OPEC member

nation next month. Over the weekend, Maduro used his existing authority to make retail stores slash prices of goods, sending troops to keep order among the unruly crowds that quickly formed. The deep discounts of as much as 60 percent — which Maduro has said would be extended to toys, cars and clothing — came as workers cash their year end pay bonuses, allowing them to make purchases that otherwise might have been out of reach. Venezuela has been battered by a 54 percent rate of inflation, a shortage of hard currency, and widespread shortages. Critics however blame Venezuela’s woes on the government-imposed fixed exchange rate and price controls, saying they have led to a lack of basic goods such as toilet paper, rice and meat. Opposition leader Henrique Capriles, who refused to concede defeat to Maduro in April’s tight presidential election, has called the assembly’s move a “fraud against Venezuelans.” Capriles called Maduro “a failed Cuban-style puppet,

who aims to impose upon us an economic model that does not work.” Isolated Communist-ruled Cuba is Venezuela’s main ally in the region, and provides political and military advisers to Caracas. Earlier, Venezuela asked Twitter to block the accounts of users who are posting the unofficial dollar exchange rate — illegal in a country that has had strict currency controls since 2003. The state telecom regulator Conatel sent an “urgent” letter to Twitter headquarters in San Francisco, California, asking them to “block the accounts and users of its web site which illegally listed currency in Venezuela,” the agency explained on its web site. According to Venezuelan law, it is illegal to publish the black market exchange rate, which is eight times higher than the official rate of 6.3 bolivars per dollar. The government argues doing so encourages speculation and accelerates inflation. The agency wrote that publishing the black market rate for dollars on Twitter is “highly burdensome for the Venezuelan economy and potentially harmful for the

Rowley wants AG to explain ‘inconsistent’ Range Rover documents Trinidad Guardian Opposition Leader Dr Keith Rowley wants Attorney General Anand Ramlogan to give answers on the inconsistency of documents in the licensing of the second Range Rover he imported from London. Speaking at a news conference at his Charles Street, Port of Spain office Monday, Rowley questioned how the documents submitted to Customs, VAT office and Licensing could have so

many errors and yet be signed by public officers. “As Attorney General he is required to answer whether improper actions were being taken with respect to the attempt of licensing that second vehicle...how did these documents get signed by public officers. “We have submitted documents to the Integrity Commission, signed either fraudulently or properly, either way there are issues because even if they were signed properly

by the officers then we need to know why they were signed in that way when certain developments were taking place and if they were not signed by these officers then we talking there about fraudulent conduct and this cannot be had. “We expect that the Integrity Commission will put these matters to him and he will respond and we as a country will know whether those holding office deserves to be there,” he added.

Gleaner for ‘political undertones’

Jamaica Gleaner - A BARBADOS government minister has launched a scathing attack on a Sunday Gleaner editorial, telling the newspaper to take its nose out of Bajan affairs and concentrate on the “rot going on in Jamaica”. The fiery reaction stemmed from the editorial, published this past Sunday, on the controversial arrest and charge of three employees of The Nation newspaper in Barbados for publishing a story and photograph of two 14-yearolds having sex at school. Bajan Minister of Industry and International Business Donville Inniss described the editorial as shameful. Said Inniss, it is “one of the nastiest pieces of editorial work which I have seen in any media house in the Caribbean”. In relation to the arrest and charge of the journalists, the editorial stated: “We hope there are no political undertones to this matter, and that it does not imply an attempt to rein in The Nation’s feisty independence.” The editorial added: “That would be sad and a reversal of that country’s historic tolerance of, and government respect for, free and independent media.” However, in response to The Gleaner, Inniss said: “So

Donville Inniss I say to the editor of the Jamaica Gleaner, mind your own business and look at the rot going on in Jamaica. Barbados is in good hands. “If we cannot protect our babies and grannies, then we are not worth our existence. That is my position.” Inniss, the parliamentary representative for St James South, was addressing the regular monthly meeting of his Democratic Labour Party (DLP) constituency branch. He charged that the Jamaican newspaper “sought to give the impression that there was something political; some political mischief involved in the Royal Barbados Police Force bringing charges against senior staff at the Nation newspaper over a recent publication”. The Barbados government minister stated

that the director of public prosecutions in his country was not under any political dictates from anyone. He said Barbados has a “very independent judiciary” and “under the DLP [administration], members of the DLP have been prosecuted and persecuted”. He added: “I cry shame when I can see an editorial in one of the leading newspapers in the region [seeking] to give the impression, in defence of their colleagues here in Barbados, that there may be something political about it and the government of Barbados is seeking to stifle and muzzle freedom of speech in this country.” Last Thursday, publisher Vivian-Anne Gittens, Editorin-Chief Roy Morris and News Editor Sanka Price were released on BDS$5,000 bail after appearing on charges of showing an indecent picture of two minors in the Saturday Sun. The trio were also ordered by Magistrate Wayne Clarke to surrender their passports and appear in the Criminal Court No.2 on March 11, 2014.

US Urges Greater Cooperation With Barbados Govt. implements Caribbean In Enhancing Democracy taxes on lottery winnings WASHINGTON, DC CMC – The United States is urging greater cooperation with Latin America and the Caribbean in strengthening democracy, investing in education and combating climate change. Addressing a special meeting of the Organization of American States (OAS), US Secretary of State John Kerry, spoke of Washington’s cooperation with regional countries, based on a “relationship between equals. “This is certainly the best place to discuss the common challenges our region faces today and in the near future,” he said, rejecting the policies pursued by the US in the past in Latin America and the Caribbean through the Monroe Doctrine. “The era of the Monroe Doctrine is over. The relationship that we seek and that we have worked hard to foster is not about a United States declaration about how and when it will intervene in the affairs of other American states. “It’s about all of our countries viewing one another as equals, sharing

responsibilities, cooperating on security issues, and adhering not to doctrine, but to the decisions that we make as partners to advance the values and the interests that we share,” Kerry said, calling on regional countries to work toward the same goals, adding “in unity, there is strength”. In this regard, he raised three questions which he said were crucial to the future of the region. The first question is whether the countries of the Hemisphere are able to work together “in the promotion and protection of democracy, security and peace that all the peoples of the Americas deserve” while the second concerns whether “we will be able to advance prosperity in the Western Hemisphere and educate our youth to lead the economies of the future”. Kerry said the third question was whether the US

and the region will be able to “address the threat posed by climate change”. Kerry said achieving positive responses to these questions would mark the future of the Hemisphere. “The real challenge of the 21st century in the Americas will be how we use our democratic governments to deliver development, overcome poverty, and improve social inclusion,” he said, recalling that, 50 years ago, then President John F. Kennedy called for a similar vision in the region, in which each country is secure, and acts independently and freely. On the protection of democracy, Kerry said the region can be “immensely proud” and that “successful democracies depend on all citizens having a voice and on respecting those voices, and all governments having the courage and the capacity to listen to those voices”.

Caribbean and US Officials Discuss Trade Issues WASHINGTON, D.C. CMC – Senior United States and Caribbean Community (CARICOM) officials have discussed the removal of barriers to bilateral trade under the recently inaugurated US-CARICOM Trade and Investment Framework Agreement (TIFA). US Vice President, Joe Biden, and Haitian President, Michel Martelly, signed the U.S.-CARICOM TIFA in May 2013. The meeting which took place here over the last weekend also discussed enhanced cooperation in multilateral fora, an increased focus on intellectual property protection and the development of e-commerce

infrastructure. “The United States looks forward to strengthening our partnership with CARICOM and tackling important trade and investment issues under the framework of the new Council,” said Deputy United States Trade Representative Miriam Sapiro. “We have a large and growing relationship with our Caribbean partners. Working together, we have great potential to support job growth and boost competitiveness across the region,” he added. Figures released here showed that last year, twow a y t r a d e b e t ween the United States and CARICOM was greater than US$22 billion. CARICCOM countries shipped US$11 billion in goods to the United States, and U.S. exports to the CARICOM were US$11.7 billion, up six percent from 2011.

BRIDGETOWN, Barbados - CMC – The Barbados government says it will implement fully, the 15 per cent tax on lottery winnings over a certain amount, even as it acknowledged that “some changes” had been made to the measure announced in the national budget. The Ministry of Finance said that the new measure would come into effect now that the appropriate legislation has been approved. It said that when the measure was first announced, “some industry players wrote to ask the Ministry to re-look the proposal, highlighting some challenges which they believed might have been encountered given the changed structure of their industry. “The Ministry examined those concerns, found some to be valid, and formally indicated to at least one major player that it had decided not to pursue the measure in its original form. “The Ministry, however,

Chris Sinckler also took the decision that it would make necessary adjustments to the original proposal, allowing it to achieve the objectives which it set, and re-submit it to Parliament on the occasion of passage of the appropriate governing l e g i s l a t i o n , following Cabinet approval.” The statement said that the Ministry of Finance is now putting the “finishing touches to the proposal, following which industry players will be duly informed. It is expected that this process

will be completed in a few weeks.” Under the new proposal, people who won more than BDS$100,000 (One BDS dollar =US$0.50) or more in lotteries would be required to pay 15 per cent tax. Meanwhile, the government said that legislation regarding the Consolidation Tax, The Tax on Bank Assets, and the Municipal Solid Waste Tax, have either been completed or are in the final stages of completion and will be laid and debated in Parliament over the next three weeks. “When passed, together with the passage of the Lottery Winnings Tax, they would represent the full legal implementation of the tax component of G o v e r n m e n t ’s fiscal measures from 2013,” the Ministry of Finance said. M e a n t i m e , F inance Minister Chris Sinckler is expected to make a statement to Parliament on the implementation of aspects of the 19-month Fiscal Adjustment Programme.

Haiti/Jamaica relations expected to strengthen – Govt. KINGSTON, Jamaica - JIS — Bilateral relations between Haiti and Jamaica are expected to improve, following the state visit of Haiti President Michel Martelly last week. According to Minister of State in the Ministry of Foreign Affairs and Foreign Trade, Arnaldo Brown, the visit was timely and would strengthen the co-operation and friendly relations that Jamaica has with Haiti. The State Minister added that there is much that Jamaica has to offer Haiti in the areas of education, health, tourism, agriculture and security. “We have the expertise, the knowledge and we can assist them in terms of their development,” he said. President Martelly, during his visit, pointed out that

education is one of his main priorities for Haiti. “I have been able to give free access to about 1.3 million children to attend school. It is great to bring that mentality out, that it is important to attend school. However, what the children are taught in school is even more important,” he said. In response to Martelly’s’s interest in education, Jamaica’s Education Minister Ronald Thwaites said his Ministry is anxious to have discussions with the Haitian Government for Jamaican teachers of English to teach in that country and for Haitian teachers to teach French here. “Under the instruction of the Prime Minister, we are to provide some scholarships for Haitians at the HEART Trust/NTA; the College of

Agriculture, Science and Education (CASE) and at some of our teachers’ colleges. This is necessary as their educational institutions were decimated by the earthquake in 2010,” Thwaites said. Meanwhile, Minister of National Security, Peter Bunting, said the Government of Haiti has an interest in reestablishing their security forces. “They were anxious to look at our model of a professional army to get an idea of a model they can follow. In our meeting, we also discussed support of policing, disaster and emergency management, their support in border security, protecting our Maritime space and of course their role in certain ceremonial occasions,” Bunting said.

From page 31 Cup after another Kostas Mitroglou goal secured a 1-1 draw with Romania in the second leg of their playoff yesterday and a 4-2 victory on aggregate. Mitroglou, who scored twice in Greece’s 3-1 first-leg win on Friday, beat the offside trap midway through the first half and gave keeper Ciprian Tatarusanu no chance with his 22nd goal in all competitions this season. Romania equalized 10 minutes after the break when Vasilis Torosidis struck the ball past his own goalkeeper, Orestis Karnezis, from the edge of the area for an

astonishing own goal. But Kevin-Prince Boateng struck on 89 minutes to give Ghana the last word. Egypt, playing in Cairo for the first time in two years, restored some pride with victory on the night. But it is another heart-breaking qualification near-miss, having not appeared at the World Cup since Italia ’90 despite winning an unmatched four African Nations Cup titles in the same period. Algeria beat Burkina Faso to reach Brazil Algeria beat Burkina Faso 1-0 in their World Cup playoff second leg in Blida to qualify for Brazil on the away goals rule after a 3-3 aggregate draw. Trailing by one goal after last month’s first leg, Algeria produced a patient and disciplined performance to stifle Burkina and nick the goal they needed. Madjid Bougherra claimed Algeria’s goal when the ball rebounded in off him from Bakary Kone’s attempted clearance. Algeria avoided a late own goal when the ball crashed back off their bar. It would have been cruel on the hosts had Burkina profited right at the last, especially as the visitors barely created a chance of the own throughout the match. And although Algeria hardly played an uninhibited game themselves they did enough to secure their fourth appearance at the finals and their second in succession.

Letter to the Sports Editor PMTC 1 win Chattergoon Memorial Volleyball Competition Why is the GFF incurring unnecessary debt?

Winners and officials display their silverware following the presentation. Port Mourant Training Centre 1 (PMTC1) Volleyball Club maintained their unbeaten record this year when they carted off the first place trophy in the S h a m s h a d b a g a n Chattergoon Memorial Volleyball Competition which was played on Sunday last at the Guysuco Apprentice Centre at Port Mourant, Corentyne. The competition was organised by the Berbice Volleyball Association (BVA) and sponsored by the Chattergoon Family in memory of their late mother, S h a m s h a d b a g a n Chattergoon. The Chattergoon siblings, who have represented Guyana at cricket at various levels, are also volleyball enthusiasts. PMTC 1, who were without their star spiker Quacy Matheson, easily swept aside all their opponents in straight sets due to the brilliant spiking of

Ian Bagot and the splendid setting of Captain Jason Seelochan, former National Captain Seon Glasgow and Luen David providing valuable support. DEAR EDITOR, At the last FIFA Presidential Elections when Mohammad Bin Hammin decided to run against the incumbent President Sepp Blatter, a dominoes effect was created with persons in the Caribbean being accused for accepting bribes amongst other things. Guyana was not spared and former GFF President Mr Colin Klass and General Secretary Mr Noel Adonis were each slapped with suspension. Mr Adonis still remains with the GFF, but Mr Klass has been replaced and booted out into oblivion by Mr Christopher Matthias, well known and respected Custom Broker. Persons were of the view that three (3) of the four (4) Presidential hopefuls who contested the GFF Elections could have brought some credibility and respectability to the GFF. Mr Matthias with his smooth and slick presentation out maneuvered and outwitted the others and prevailed, he is now the President. But as you look back at his performance one wonders if the electorate did the correct thing. When the goodly President took office the debt was in the proximity of $30 million dollars, news from sources is that the debt has now met an exorbitant $50 million dollars. In his campaign he pledged to liquidate the debt earliest but it seems that he meant increasing it two fold in

speedy time. Mr Editor, it is clear that the present President has no clue in what he is doing, he is building enemies and destroying the football with his supposedly statesman like posture and slick tongue. This individual has been found out to be very deceptive and illusory recently. He seldom takes advice and has the penchant and affinity to distort the facts and cause unnecessary anxiety amongst the constituencies. Mr. Editor the GFF has real debts but yet his Excellency is in the process of increasing the stipend of the members of the executives by some 300% with all of them to receive in excess of $100,000 each. This is absurd and ridiculous, where will this money come from, he has increased the staff hence more salary has to be found, he continues to incur tremendous debts owing the transportation services, the respective grounds, the referees and all the amenities that goes along with the running off of the Premier League. It seems that the Executives who have all approved the increase are out to milk the Federation of cash that it cannot afford. Can you say if the General Council is privy to this information? Can you say if that is contributing to football development? What do these goodly gentlemen and lady do or will be doing to earn

such lavish “STIPEND”. Based on Information they will be earning more than most if not all of the employees who are more qualified and experienced than them. One wonders if it is a salary or really a stipend. Deception continues to be a trademark in the Federation. Earlier this year, the Beach Soccer Team was due to depart these shores to represent Guyana in a CONCACAF tournament but due to a number of discrepancies and inconsistencies the team was denied the privilege to travel. The President was in contact with the organisers who assured him and who in return assured the Nation that no penalty will be incurred, however lo and behold when, some local players were in Trinidad & Tobago they were informed that Guyana was fined and an investigation was launched and it is a known fact that Guyana was fined either $10,000 or $20,000 USD (The correct figure will be known later) and it is with the President. Why the cover up? Is the President ashamed? Is he too haughty to make known the facts? Mr. Editor, there seems to be some weird stuff going on in that office way down in Campbellville. Do you know that the President and a few of the Executives are not hitting it off too well? Am I sensing dictatorship creeping into the Football Hierarchy? Raul Torn

King rates Guyana’s chances as excellent in defence of home turf

Some of the major sponsors (sitting) and competitors pose for a photo op following the completion of the Cocktail Ceremony on Monday evening. Understanding the thoroughness and careful attention that are required to host an event the magnitude of the Caribbean Motor Racing Championship, host the Guyana Motor Racing & Sports Club (GMR&SC) held a Cocktail for sponsors and competitors on Monday evening, at the club’s Headquarters on Albert

Street. During the ceremony, members of the media were afforded the opportunity to interact and even interview some of the competitors about their preparations, their chances of doing well and the whole thought of Guyana defending home turf on Sunday against the anticipated large foreign

invasion. Among those who chatted with the media was former Group 4 champion Andrew King and he expressed confidence that Guyana will be able to hold off the visiting teams since the local team is a strong one and the cars and bikes are in superb condition. Asked about his own

GCC beat touring Canadians at Bourda

Left-handed middle order batsman Vishaul Singh stroked a fine unbeaten 58 to spearhead GCC to an emphatic eight-wicket win against the touring Ontario Cricket Association (OCA) X1 of Canada in a T20 matchup at Bourda yesterday. The 24-year-old Singh, who played nine First-Class matches for Guyana between 2009 and 2011, struck seven boundaries, including the one to finish to game with the scores level, as GCC reached 107-2 off 17.5 overs replying to the 103-9 off 20 overs made by the visitors. OCA, on their debut overseas tour, and comprising four Indians, six Pakistanis and three players from Afghanistan, enjoyed a brief period of success when GCC lost opener Winston Forrester who top-edged a return catch to Adnan in the first over before the Bourda Boys had scored. Skipper Leon Johnson, just back from a successful tour to India with the West Indies ‘A’ team faced 16 balls before he charged down the

Troy Gonsalves track to off-spinner Sarab Dhillon and was stumped for 5 to leave the hosts on 25-2 in 10 overs. However, once Pakistani left-arm fast bowler Adnan completed a miserly fourover spell which cost just seven runs and Sarab (1-16 from 4 overs), were out of the attack things got progressively easier for the batsmen as Singh and Elion Fernandes (26*) featured in an unfinished 82-run

partnership to see their team home. Earlier, the team from North America, which lost their opening 40-over game against host Enmore on Sunday and their first t20 clash on Monday to Everest, lost their way after Ayaub Ahmad (31) and Sarab (34) had offered some resistance. Devon Lord continued his good form with the ball by grabbing 4-17 while fellow left-arm spinner Raj Nanan took 2-14. On Monday, Tagenarine Chanderpaul and Ryan Ramdass who both scored 35 and Troy Gonsalves who hammered a pugnacious 44 spurred Everest to 155-5 when their 20 overs expired. Ahmad captured 3-31 for OCA who were restricted to 63-8 off their allotted 20 overs as Akbar Hussain top-scored with 13. The tourists play their final game today in Berbice when they face-off with Albion in a t20 affair before leaving on Thursday morning for Trinidad where they will play two t20 matches. (Sean Devers)

preparations, King said that despite the speculations he has not done much adjustments to his Mazda RX7, but the few modification that were done could give him a little more speed. “We haven’t done much on the car since it last raced, but the few changes that we’ve made I expect a few more HP to be generated.” King, who referred to the South Dakota Circuit as ‘the Office’ said he was expecting to get in some valuable seat time ahead of S a t u r d a y ’s q u a l i f y i n g

session, adding that it is crucial for him to secure a g o o d s p o t o n t he grid, especially with the likes of Kevin Jeffrey, Mark Vieira and Jamaica’s Doug Gore confirmed in the line-up. He said he felt that the turnout of fans will be large and is therefore urging spectators to get to the Circuit early and get the best vantage point to witness what is anticipated to be an exciting and enthralling day of speed in every category. A savvy veteran, who has been in the sport for over two

decades, is still regarded as a tough competitor and very difficult to keep off the podium and someone who knows ‘the Office’ very well. Meanwhile, the Ministry of Tourism which has been on board for the past three years will once again partner the GMR&SC in an event that has evolved into a major sport tourism attraction. GT&T, Seaboard Marine, Valvoline, Banks Beer and King’s Jewellery World, Fly Jamaica, Rent-A-Tent and American Stores are among the sponsors for this event.

Stunning Ronaldo hat-trick fires Portugal to World Cup France, Greece, Ghana and Algeria also through (Reuters) - A sublime second-half hat-trick by Cristiano Ronaldo took Portugal to the World Cup finals with a 4-2 aggregate victory in their World Cup playoff against Sweden on yesterday. Sweden striker Zlatan Ibrahimovic scored twice to put his side 2-1 ahead in the second leg but the peerless Ronaldo hit back with two stunning goals to secure a 32 win and send his country to next year’s tournament in Brazil. In a tie billed as a monumental battle between the Portuguese captain and Ibrahimovic, Ronaldo took all the plaudits. With Portugal leading 1-0 from the first leg in Lisbon, the Swedes dominated first-half possession but created little before Ronaldo tore them apart in the second half,

getting in behind the defense three times to score. Ibrahimovic gave his side hope at 1-0 down when he leveled from a corner and then blasted home a free kick, but two goals in three minutes from Ronaldo put the game out of reach and ended Swedish hopes of reaching the finals in Brazil. The defeat was a particularly bitter one for the 32-year-old Ibrahimovic who looks certain to end his career without a World Cup finals goal to his name. French musketeers in thrilling World Cup rally France came back from the brink to overcome 10-man Ukraine 3-0 in a thrilling playoff return match and qualify for the 2014 World Cup with a 3-2 aggregate victory yesterday. Oleg Gusev put through his own net in the 72nd minute after

Mamadou Sakho had put Les Bleus ahead with his first international goal in the 22nd and Karim Benzema was on target 12 minutes later. Ukraine, who won the first leg in Kiev 2-0 on Friday, were reduced to 10 men when Yevhen Khacheridi was sent off for a second bookable offence two minutes into the second half. It was Ukraine’s fourth failed attempt at qualifying for the finals via the playoffs after also missing out in 1998, 2002 and 2010. Ministry of Education/Guyana Teachers’ Union Digicel-sponsored National Schools’ Cycling, Swimming and Track and Field C/ships Nicholson upsets season Swimming - Final tally not yet in but District 11 amasses unassailable points campaigners in 10km Road Race - Rupununi continues female dominance in event

North Georgetown win-We are the champs Members of the victorious North Georgetown team Naomi King, Dylan Nurse, Onika George, Amy Grant and Britany Van Lange were just a few of the stars that turned in commendable displays and led District 11 (North Georgetown) to championship honours when the Ministry of Education/ Guyana Teachers Union National School Swimming Championships concluded at the Castellani Swimming Pool late yesterday afternoon. Indeed, the supporters that were at the venue enjoyed a truly competitive event and urged on their charges to exciting finishes. However, up to press time officials were still working to ascertain the final tally but with just two events to be completed, District Eleven had amassed a comfortable 179 points and were considered to be in an unassailable position. Both male and female participants turned in commendable scores for the winners with the former group amassing 97 points while the

latter chipped in with 82. Upper Demerara/Kwakwani were positioned at second place with 115 points but officials could not guarantee them the second place slot since that district is merely 15 points adrift of Upper Demerara/Kwakwani. Cayuni/Mazaruni, also in the hustings and at 100 points, might just be elevated closer to the top. All of this speculation will disappear following the official results which should be announced soon. The other points standing up to press time are North West (77), Rupununi (58), East Georgetown (57), South Georgetown (36), East Bank Demerara (13), West Coast Berbice (13), West Demerara (8), Corentyne (5) and East Coast Demerara (2). District Eleven enjoyed competent representation from several swimming stars but one could not help but single out Accalia Khan who simply destroyed her opponents in the second heat of the Girls Under-16 50m breast stroke

event where her victory was so resounding that long after she had exited the pool, her adversaries, Lima Adrian (District 5) and Kimberley Ferrira (District 14) were still struggling to complete the distance. Van Lange also dominated her category, the Girls open 50m breaststroke, leaving Sunita Lyte and Olisia Rodrigues in her wake. Another District 11 representative, Amy Grant turned in remarkable performances, winning the girls Under-14, 50m backstroke and girls Under-14 50m freestyle. Kaieteur Sport will provide a more comprehensive report when officials are through with the tallying process. Meanwhile, swimming activities return to the Castillani Pool tomorrow morning when the Guyana Amateur Swimming Association (GASA) stages a short course swimming event which concludes on Sunday 24 next.

The top three athletes, who could have been be considered the underdogs in the race, upset those season campaigners, Ornesto

Beverly Ignacio Thomas, who was fourth for the East Coast in 38:31 and

District 11 North Georgetown’s, Carl McKenzie (38:43), who finished fifth. The race used the old South American 10km Road Race route. Rupununi continued its dominant performance in the female race when Beverly Ignacio coasted to an easy win in 43:30 more than five minutes ahead of West Coast Berbice’s, Delicia Harper (48.18); Corentyne, Marissa Lawson (58:26) finished third in the female race.
