These are things that speak to positive developments and what are better for Guyana. Trade Unions call 8% Public Servants pay hike 'arbitrary' and 'disrespectful'
The Guyana Public Service Union (GPSU) and the Guyana Teachers Union (GTU) on Friday called the eight percent increase in public servants salaries 'disrespectful', 'arbitrary' and 'minuscule'.
On Thursday, President Irfaan Ali announced the eightpercentacrosstheboard retroactive increase for public servants and promised t o m a k e a n o t h e r announcement for members of the joint services and healthcare workers next week.
The GPSU in a Press Release said the 'arbitrary announcement is being done in conflict with the
Constitution and Laws of Guyana, International Labour Organisation's core Conventions and the

Declaration of Fundamental Rights and Principles of Workers and the legally binding Collective Labour Agreements between the


Guyana Public Service Union and the Government ofGuyana.
The Union said that the public service increase also conflicts with “all guiding p r i n c i p l e s o f a n y organisationthathasworking classcredentials”.

“The GPSU further notes that this deliberate, blatant and discriminatory action by the PPP/C Government is totally ignoring the astronomical increase in cost of living, current inadequate earnings of workers, who provided and continues to provide quality public services, and the broad base and overwhelming support received from both nationally and overseas,” the mediareleasestated.
The Union posited that it is because of the uncaring nature of the Government that Public Servants, particularly those in the health sector and teaching services choose to migrate “rather than remain in this
hostile, political, race chargedenvironment,ineptly managed by an ungrateful, uncaring and insensitive employer.”

GPSU accused the Government of undervaluing the employees' services and contributions to the progress anddevelopmentofGuyana.
“TheGPSUconsidersthe r e p e t i t i o n o f t h i s
u n s y m p a t h e t i c , unenlightened,andbackward approach by the PPP/C Government as an objection to the attributes of modern industrial relations, and also as one beset with ulterior m o t i v e s , i n c l u d i n g provocation, discrimination, and the act of challenging w o r k e r s t o b e confrontational, which could ultimatelyleadtothecreation of further ethic divisions in thesociety.”
Further, the Union said that Government is “squandering [of] public revenues, through selective handouts, including the forty thousand dollars ($40,000) a month payout to persons to appear in the workplaces for ten (10) days each month without any assigned duties, are being undertaken in the face of wide spread suffering by the majority of Public Servants.”
GPSU said it strongly condemns what it terms 'abusive acts' by the Government and calls on Guyanese, particularly Public Servants to be united, embraceeachotherandstand firm “against this banality andvanquishit.”
“The GPSU advises all workers that there is a labour debt that is owed to the workers by the PPP/C regime, which is restorative fromJanuary2020andwhich

300 Corentyne residents receive house lots

Some 300 hundred persons from the East Berbice, Corentyne Region on Friday received house lots from the Ministry of Housing and Water. The allocation exercise was held in the parking lot of Classic Hotel,Corentyne,Berbice.
The house lots were allocated as part of the Government's housing programme in Region Six. The beneficiaries were drawn from the Ministry's database and will be allocated residential lots, ranging from low, middle and moderate income, in the No. 75 and No. 76 new HousingSchemes.

AFC firm on intent to leave Coalition by year end
The Alliance For Change (AFC) is firm on its intent to part ways with the A Partnership for National Unity (APNU) come year end.

When it comes to the AFC's non-participation in the upcoming Local Government Elections (LGEs), pegged for March 2023, Ramjattan said this decision was an independent
onethatwasnotmotivatedby theAPNU. He said the party believes the list is not clean, consisting of about 200,000 names that should not be there.
Additionallyhesaid,“We had also asked for biometrics and we have now learnt that the PPP is not going allow any biometric equipment to ensure that the place of poll for that l o c a l g o v e r n m e n t election, to preventanyone from trying to impersonate andallofthat.”
Ramjattan said he does not believe his party's nonparticipation in the LGE will affect the support at the General Elections come 2025.
In July, at the AFC's first Press Conference following its internal elections in June,
the party indicated it will be parting ways with the Coalition.
Hughes told members of the media that the decision to walkawayfromtheCoalition was taken at the National Conference, where the 200 members decided that upon the expiry of the current agreement,arenewalwillnot be facilitated to bind the parties.
Instead, she said theAFC will focus on rebuilding and walkingonitsownfeet.

Guyana rebuffs contention that the UK is a necessary party in Venezuela border controversy case

The ICJ – the Principal Judicial Organ of the United Nations (UN), is holding public hearings on the preliminary objections raised by Venezuela in the case concerning the Arbitral Award of October 3, 1899 (Guyana v Venezuela). The hearings are slated to take place from November 17 to 22, 2022, at thePalaceinTheHague,theseatof theICJ.
The sessions are being presided over by Judge Joan E. Donoghue, PresidentoftheCourt.
AGuyana delegation is present at the hearing led by Attorney General and Minister of Legal Affairs, Anil Nandlall, S C , Minister of Parliamentary Affairs and Governance, Gail Teixeira, Agent of Guyana in the case concerning the Arbitral Award of October 3, 1899, Carl Greenidge, Co-AgentandPermanentSecretary of the Ministry of Foreign Affairs and International Cooperation, Ambassador Elisabeth Harper, Director of the Frontiers Department of the Ministry of Foreign Affairs and International Cooperation, Donnette Streete, and Advisor to the Leader of the Opposition on Frontier matters, AmbassadorRonaldAustin.
The contention of a missing essential third party was raised by Representatives of Venezuela on Thursday when the ICJ opened the floor to Venezuela to raise its objections.

Venezuela's Representatives argued that Guyana is not a proper partytotheproceedings,butrather, itwastheUnitedKingdomthathad historically negotiated the settlement of the then border dispute.
As such, Venezuela wants the UK have been added to the proceedings as a necessary third party
The country argues that since this is not the case, Guyana's application for a full and final settlement of the border controversyshouldbedismissed.
Prof d' Argent in his submission to the Court alluded to the ICJ's order that it had jurisdiction to hear the matter even when Venezuela had declined to take part in the proceeding on a contention that the World Court lackedthatjurisdiction.
He noted that back then the ICJ had asked parties to address the Court on all legal and factual matters related to jurisdiction so that the issue would be exhausted
andlookedatthoroughly
According to the Lawyer, it is then that Guyana used the opportunity and relied onArticle 4 of the Geneva agreement of 1966, to form the basis of their argument that the World Court has jurisdictiontohearthecase.
Prof. d' Argent explained that Article 4 of the Geneva agreement which was totally ignored by Venezuela in their arguments points to the third-party consent by theUnitedKingdom.

He continued that even if the objection and argument of inadmissibility were to be considered by Venezuela, it will only be seen as an abstract belated fabrication with no basis and no meaning when it comes to the specificitiesofthecase.

He emphasized that the court reached the unqualified conclusion that has jurisdiction in respect of Guyana's claim concerning the validity of the 1899 arbitral award and the related question of the definitive settlement of the land boundary dispute between Guyana andVenezuela.


He noted that in reaching that
decision the court upheld another careful and independent decision, namely the decision of the Secretary General of the UN made in 2018 to entrust the World Court with the responsibility for resolving the dispute between Guyana and Venezuela regarding the validity of the 1899 award and the settlement of the parties land boundarydispute.
Greenidge noted that, “the court would be well aware this is a long standing dispute which has stubbornly defied resolution for more than half a century, it has cast a long and menacing shadow over G u y a n a ' s s e c u r i t y a n d development throughout its existence as a sovereign state, a shadow rooted in Ve n e z u e l a ' s e ff o r t s t o erase the long standing land boundary between our two countries and m a k e c l a i m t o n e a r l y three quarters of Guyana's land territory, the resolution of this dispute is therefore no less than existentialforGuyana.
As such, he said Guyana since its emergence as a sovereign state in 1966 has been steadfast in its commitmenttointernationallaw.”

Tournament were awarded with their spoils yesterday at the Ministry of Education Ground.

The tournament began on July 23 and concluded on September 11, where
Charlestown defeated Ann’s Grove on penalty kicks to win the Boys title, while Cummings Lodge humbled West Ruimveldt in the third placeshowdown.
For the Girls, the
