Guyana is in a serious Constitution crisis DEAR EDITOR, Within recent times, it seems that whenever the lessschooled Minister of Home Affairs and General Secretary appears on TV at his weekly press conferences, his favorite sound bite, though very bizarre and immature, is “I do not remember or I plead ignorance.” One would have thought that at all times, when he claims to be acting for the people by virtue of the position he holds, one would expect him to conduct himself in a respectable and responsible manner with the interests of the people being of paramount importance but clearly, he does not. Instead, he appears bitter and arrogant and blames everyone else for his and his party failures. His decision to do what is best and right for the citizenry is placed last while his party affairs and interests take first place. The mere fact that he pleads ignorance not only shows that he is really ignorant but also stupid to the point of no return. His public display of fake patriotism and phony loyalty
is what the nation will be subjected to until the next election when the PPP will be routed from office. And while the hype and the sensationalism associated with his public display of madness may be entertainment for his comrades, for the people, it is just a reminder of the bad state of affairs in Guyana. A decade ago, crime statistics were showing that domestic violence accounted for one in three murders and gang-related violence accounted for more than 60 per cent of the murders. And while Guyanese have been lamenting the high crime statistics, the Minister of Home Affairs did absolutely nothing to ease their fears. Instead, what the unschooled Minister and General Secretary and the PPP cabal have done is to perfect the blame game. They still have not dealt with the problem of crime decisively, corruption, and illegal drug trafficking by the drug barons. Recently, Guyana has been rolling from one crisis to another which suggests that
it is impossible for the country to be productive internally, or to convey to our CARICOM neighbors and to the international community, whose investments we need, that we are on top of our game and are worthy of their time and investments. There are numerous situations where Guyana has been plunged into a series of horrible crisis that no one saw coming. The crisis began with the Minister of Finance spending $4.5 billion of the taxpayers’ money which was not approved by Parliament. Even though he was threatened with censure by the opposition, the Minister refused to account to the nation how the money was spent. This was followed by the no confidence motion which subsequently triggered the mother of all Constitution crises. With the no confidence motion pending, the PPP has added fuel to the fire by wrapping arms around the Commissioner General of the GRA who was exposed by the Publisher of Kaieteur News, Glenn Lall for sharing
Hicken should resign if he blames women for rape DEAR EDITOR, Many men and women in Guyana probably think like Commander Hicken does, that young women are to be blamed for rape because they do not dress ‘morally’. Victim blaming for rape is part of the culture and many persons, especially supposedly religious people, do the victim blaming in outright terms or like to talk a lot about ‘modest’ attire even if they acknowledge as Mr Hicken does, that rape is a crime. It is sickening that Mr Hicken is not aware that rape has nothing to do with what the victim is wearing, or where they were walking or who they decided to fall in love with or where they decided to go or who their relatives decided to bring into their homes. Mr Hicken must go if he believes that young women (including girls in school uniform, young women in work clothes, nurses uniform, hijab, their home clothes at home) are to be blamed for rape. Mr Hicken must go if he does not believe and cannot communicate clearly to his officers and to the public that the responsibility for rape lies with rapists. Mr Hicken must go if he seems not believe in the spirit of the new Sexual Offences Act.
Mr Hicken must go if he does not realise that many rape survivors have walked away from seeking justice because the police and the justice system blamed them. Those who believe that survivors are to be blamed should not be investigating rape. There was a recommendation made to the Disciplined Services Commission to have specialized units staffed by persons who had the appropriate attitudes, skills and knowledge to deal with
matters relating to sexual violence and domestic violence. The talk of police reform has clearly fallen on deaf ears if senior officers believe that children are responsible for the rape brought on them because of the way they dress. Minister Rohee must go too if he does not hold himself, or Mr Hicken accountable for ensuring that the Guyana Police Force will not be judging survivors of rape as they seek justice. confidential tax information of Kaieteur News with private citizen Bharrat Jagdeo and the Attorney General, Anil Nandlall. By disrespecting his OATH of SECRECY which he swore to uphold, the GRA Boss has committed a serious crime and appropriate charges should be laid against him. Then came the Kaieteur News bombshell tape with
some of the most vulgar and obscene language by the Attorney General who clearly stated that he is a thoroughbred who is superior to Jagdeo and other East Indians because he is from the CHATREE caste. The final crisis was on Monday November 10, 2014 when the president shamelessly used the same Constitution that he and his PPP cabal had vehemently
criticized for decades to prorogue Parliament which is the seat of democracy. This is not only hypocritical; it is also an embarrassment and a disgrace for the people of Guyana. No rational leader with a sound mind who believes in democracy would indulge in such despicable act, but dictators do. Asquith Rose and Harish Singh
This is not what we wanted in Kwakwani DEAR EDITOR, It is almost three years since the results of the General and Regional Election show that the will of the people prefer a new dispensation. When the Councillors for the Regional Democratic Council were introduced to my community, I had great expectations because my relatively small community now had three Councillors, one from each of the political parties that contested the election. After listening to the newly elected Regional Chairman Sharma Soloman, it was most residents’ expectation that the three councillors would have continued the pattern set by the Chairman to consult with the community before going to statutory meetings and that the Regional Vice Chairman would occupy Sub Region Office located in Kwakwani.
It was also expected that there would have been a structured approach to development within our community. Residents would have been involved in executing these. For three consecutive years, monies are spent to rearrange and rehabilitate the Sub Regional Office so that the Vice Chairman can be accommodated but sub region is still without the presence of that official. The current drainage projects being executed are designed to created rather than solve flooding and erosion problems. The monies spent to do three incomplete drains could have been better
spent doing one to completion. The incomplete drain close to the students’ hostel that is controlled by the RDC is now a breeding ground for mosquitoes and the cause of flooding in neighbouring yards when it rains. Three years is much too long for the Sub Region Office to be unoccupied by an elected representative of the People. If the Regional Vice Chairman cannot be there, the Regional Chairman and Councillors must designate another Councillor who is willing to be in the Sub Region and is prepared to be of service to the residents. Striking workers threaten to Rice set to surpass spill GGMC’s “dirty secrets” record 627,000 tonnes
Disgruntled workers of the Guyana Geology and Mines Commission (GGMC) seem to have had it with the excuses for delays in promised increase in wages, salaries, and other benefits by the company. A protest was staged outside of the entity’s headquarters on Monday, and was followed by another such course of action yesterday. A few of the “frustrated” workers who seemed to be at wits’ end, warned that if the company does not honour its promises very soon, then there will be some exposure of the company’s “dirty secrets.” Senior Industrial Officer of the Guyana Public Service Union (GPSU), Dennis English, who participated in the protest yesterday, explained that the demonstration was for the outstanding 2013 increase for wages and salaries. He said that management failed to come up with an amicable resolution, and as such, it is protesting and demanding that more respect and regard be showed for the working class. English said that negotiations started in 2013 and the Union had submitted a 30 percent increase proposal to the GGMC management department. The proposal was returned with a 15 percent amendment for the Union’s consideration. After examining it, English opined that it was felt that the amended increase would not have done justice for workers across the board. He said while some were earning regular percentage in
…If promises aren’t fulfilled increases “…like a 26 percent, others only received a three percent.” He said that the Union’s proposed increase was what they wanted but after discussions, it was reluctantly agreed to that it should be at 15 percent. However, when this was put to the GGMC board by the management department, it was rejected. The Union representative said that he had subsequently given an ultimatum of 72 hours which expired on Friday last, and to register their dissatisfaction, employees staged protests and will continue to do so, until their message is heard. English said that the confirmation of the 2013 increase paves the way for the 2014 negotiations. Asked if he felt appeased by the statement of the GGMC board that it is awaiting confirmation from the Natural Resources Minister, Robert Persaud, on the increases, the workers said that they are not pleased with the delay. GGMC in a released notice said that it has given approval for an increase in the annual Christmas voucher from $30,000 to $50,000 per month, increases in the annual bursary for the children of staff members from $25,000 to $75,000 per year, as well as increases in casual workers’ wages and the implementation of risk allowance for carpenters, lab and electrical staff. It articulated too that the workers are being offered an
increase in the life insurance for staff from $1M to $4M and the field allowance will be increased from $2,500 per day to $3,750 per day. “The annual increases for all staff will move from $75 Million to $150 Million for 2014, the notice said. While some of the protestors indicated that they were aware of the notice yesterday, they believe that the excuse of “waiting for confirmation” by the board is “another insult” to their intelligence. One worker said, “Man, they just want to stretch this out and make us believe that they doing something when they really ain’t doing one thing. They really don’t care about us and its long now they promising. How much longer we have to wait? We labouring for years for this company and this is how they treating us? With disrespect? If they want to confirm a set of licences for people close to them, that does not even take a day. “If they want to confirm certain agreements with foreign companies, that does not take day. We known this business and we know that we are being pushed around, but if they continue they will all of a sudden just wake up one day and when they open the papers, they will see that the Kaieteur News or the Stabroek News got their dirty secrets airing out on the front page. Let them continue to push us.”
Rice production this year is set to surpass 627,000 tonnes.
Harvesting of the current rice crop is expected to end in less than two weeks, but the preliminary forecast is that the country will register a record production of more than 627,000 tonnes, a significant increase over last year’s bumper crop. According to the Ministry of Agriculture yesterday, rice production in 2013 recorded 535,555 tonnes, following the 2012 production of 422,000 tonnes. Production currently stands at 627,463 tonnes with only “small pockets of areas” in Regions Five and Six remaining to be harvested. Jagnarine Singh, General Manager, Guyana Rice Development Board (GRDB) explained that these are small farmers who “sometimes go too late.”
In October, the industry broke two records; production, which touched to 600,000-tonne mark and the highest quantity of export. The export volume exceeded 70,000 tonnes, bringing the total number of tonnes exported by October monthend to over 400,000 tonnes. Guyana has exported 423,900 tonnes thus far for this year and has contracts for 2014 for the delivery of 90,176 tonnes. This means that Guyana would exceed 500,000 tonnes for 2014. In 2013, export amounted to about 395,000 tonnes, approximately, 58 per cent of which was exported to Venezuela with other significant buyers being Europe, Jamaica, Trinidad and Tobago and Caribbean countries.
This year ’s rice production will be way above the target projected. “Somewhere down we were talking about less than the 500,000 tonnes, and even in a revised target we would have gotten 607,000 tonnes,” Singh said. He explained that this revised target was done in August based on what the Board was observing. The GRDB General Manager noted that the continued increase in production reflects an increase in acreage. “We would have seen the acreage cultivated growing a little bit; 88,000 acres in the last two years ago,” he said. On an average, there has also been an increase in yield, from 4.5 tonnes in 2013 to 5.3 tonnes per hectare in 2013, (Continued on page 24)

Seven big U.S. companies paid CEOs more than Uncle Sam in 2013: study (Reuters) - Seven of the 30 largest U.S. corporations paid more money to their chief executive officers last year than they paid in U.S. federal income taxes, according to a study released on Tuesday that was disputed by at least one of the companies. Amid talk in Washington about corporate tax reform, the study said the seven companies, which in 2013 reported more than $74 billion in combined U.S. pre-tax profits, came out ahead on their taxes, gaining $1.9 billion more than they owed. At the same time, the CEOs at each of the seven companies last year was paid an average of $17.3 million, said the study, compiled by two Washington think tanks. The seven companies cited were Boeing Co (BA.N), Ford Motor Co (F.N), Chevron Corp (CVX.N), Citigroup Inc (C.N), Verizon Communications Inc (VZ.N), JPMorgan Chase & Co (JPM.N) and General Motors Co (GM.N). The Institute for Policy Studies and the Center for Effective Government, the study’s co-authors, said its findings reflected “deep flaws in our corporate tax system.” In reply, Verizon said it paid $422 million in income taxes in 2013. “We do not provide a breakdown between
Brazil e x-billionaire on ex-billionaire trial for insider trading RIO DE JANEIRO (AP) — Eike Batista, the flamboyant Brazilian tycoon once named No. 7 on Forbes’ list of the world’s richest people, went on trial yesterday in an insider trading case that could make him the first person in the country to go to prison on such charges.
federal vs. state in that total; however, I am confirming for you that the federal portion of that number is well more than Verizon’s CEO’s compensation,” a spokesman said in an email. Boeing said its 2013 global tax bill was $1.6 billion, though all but $5 million was deferred due to development and production investments. A spokesman said current tax expense and cash taxes were likely to rise as 787 jet deliveries ramp up. Like the other companies, Citigroup said it abides by all tax laws. “In 2013, Citi paid more than $3 billion in payroll
taxes and more than $95 million in use tax, personal property and real property taxes in the U.S.,” a spokesman said. Both automakers Ford and General Motors said their current U.S. tax bills are reduced by tax loss carry forwards stemming from severe losses suffered a few years ago. Energy group Chevron said its 2013 current U.S. federal income tax expense of $15 million “was much lower than normal” due to several factors. Echoing other companies, Chevron stressed it pays taxes worldwide.
Palestinians kill five in Jerusalem synagogue attack Reuters) Two Palestinians armed with a meat cleaver and a gun killed five worshippers in a Jerusalem synagogue on Tuesday before being shot dead by police, the deadliest such incident in six years in the holy city. Three of the victims held dual U.S.-Israeli citizenship and the fourth man was a British-Israeli national, police said.Israeli Prime Minister Benjamin Netanyahu accused Palestinian President Mahmoud Abbas of inciting violence in the city and said the killings, along with a spate of recent attacks, were part of a “battle over Jerusalem”. “As a nation we will settle the score with every terrorist and their dispatchers, and we have proved we will do so, but no one may take the law into their own hands, even if spirits are riled and blood is boiling,” Netanyahu said in broadcast remarks.Abbas condemned the attack, which came after weeks of unrest fuelled in part by a dispute over Jerusalem’s holiest site, known to Muslims as the

“I looked up and saw someone shooting people at point-blank range. Then someone came in with what looked like a butcher’s knife and he went wild,” Yosef Posternak told Israel Radio. Photos distributed by Israeli authorities showed a man in a prayer shawl lying dead, a bloodied butcher’s cleaver on the floor and prayer books covered in blood.

Trade Union body agrees to three year wage freeze CASTRIES, St. Lucia CMC – The St. Lucia Trade Union Federation (TUF) which groups most of the islands public sector unions, has agreed to a three-year wage freeze, as part of efforts to help resuscitate the economy. The decision was announced in a statement earlier this week at the conclusion of negotiations between Government and the Federation for the period April 2013 to March 2016. The TUF has described the wage freeze offer as “a huge contribution” to national development, and expressed hope that other sections of the country will follow the “good example”, in making a sacrifice for country in times of need. “The Federation conveyed to government its understanding of the current economic situation facing the country, and was ready to assist by making certain sacrifices towards alleviation of the situation,” the statement signed by TUF President, Julian Monrose
noted. However it made no reference to Government’s request for a five per cent wage cut for public sector workers, as part of government’s prescription to deal with an EC$76 million fiscal crisis. While Government’s proposal for the wage cut had been initially rejected by all public sector unions, Prime Minister Kenny Anthony urged the public servants to either keep it on the agenda or come up with alternative ways in which the fiscal deficit could be funded. While the TUF made a list of recommendations, which included the introduction of VAT (Value Added Tax) on electricity, the St Lucia Civil Service Association (CSA), which is not, a member of the TUF refused to include the wage cut in any discussions with the GNT. In response to the decision of the TUF to accept a wage freeze, CSA President, Mary Isaac said she was not surprised, and declined further comment until negotiations between the
Julian Monrose CSA and government are concluded. Prime Minister Dr. Kenny Anthony who has not spoken publically for several weeks on the state of the economy, gave the unions several ultimatums for resolution of the wage cut issue, all of which have longed passed. During his budget presentation in April this year, Anthony without prior consultation with public service unions legislated the 5% wage cut, which he said was urgently needed to resolve the islands fiscal crisis.
Digicel hits back at C&W’s “sour grapes” comment KINGSTON, Jamaica – In a clash of words telecoms company Digicel yesterday lashed out at rivals Cable and Wireless for assertions that the company is suffering from “sour grapes” regarding the recent acquisition of Columbus Communication. The comment “couldn’t be further from the truth as the reality is Digicel was not prepared to over-pay for the business – unlike Cable & Wireless,” the company said in a release.
Digicel added that it believe Cable and Wireless has over-paid US$1 billion in its purchase of Columbus. “Responding to Cable & Wireless’ recent comments in the media, Digicel can confirm that it looked at Columbus Communications several months ago and that it was Digicel’s assessment that the value of Columbus Communications was no more than US$2 billion,” the release said. Digicel said it is also
calling “on all regulatory bodies throughout the Caribbean to see through the smokescreen put up by Cable & Wireless/Columbus and subject the proposed transaction to the fullest regulatory scrutiny.” “Cable & Wireless has said that it can’t ‘talk about pricing and plans until the deals are done’ and that statement alone should set alarm bells ringing,” Digicel Group CEO Colm Delves said. Antigua-Barbuda PM calls on Caribbean governments to band together KINGSTON, Jamaica (JIS) — Prime minister of Antigua and Barbuda, Gaston Browne, has called on governments in the Caribbean urgently to band together to advance their own causes. He pointed out that this is necessary, as Caribbean countries are being increasingly marginalised in the global community. The prime minister was delivering the keynote address at the 33rd annual graduation ceremony of the Caribbean Maritime Institute (CMI), in Kingston, Jamaica last week. “We are not permanent
members of the United Nations (UN) Security Council…we are denied the ability to represent ourselves on the decision making bodies of the International Monetary Fund and the World Bank… we have no place in the Group of 20 – the big powers of the world who create policies that affect us – without even giving us a hearing,” Browne said. He emphasised that, in order to advance their own agenda, the countries of the region must demonstrate that “we have something to contribute” and possess
Gaston Browne value that can be added to the worth of global transactions.

The struggle for democracy cannot be selective Patriotism, it is said, is the last refuge of a scoundrel. I have seen many young men brainwashed and sent to their deaths in wars believing that they are fighting for the defence of their homeland in other cases to save the world - when in fact they are fighting for the survival of a small clique and the economic and political interests that clique represent. Right now Americans are being sold on the idea that ISIS represents a threat to the free world. But is the threat by ISIS really that great? Or are the Americans
afraid that the countries of the Middle East and Northern Africa are going to fall into the hands of a grouping over which they have no control and thus they feel that their narrow political and economic interests are being threatened? This is not to discount the fact that ISIS is a terrorist organization. But is this the reason that the Americans have taken to bombing ISIS units in Syria, Iraq and Libya? Or is the overwhelming concern the fact that the gains supposedly made by the invasion of Iraq and the
Arab Spring will crumble in the face of the expansion of the Islamic State? Is the real threat ISIS or is it the fear that ISIS, which is anti-American, will emerge as a powerful force in the Middle East and Africa and thereby undermine and threaten US economic interests in those regions? The world is being sold the idea that ISIS is a threat to freedom-loving peoples and therefore, the war against ISIS is a war to save all of humanity. I condemn all forms of terrorism, but I am circumspect of the western
Dem boys seh...
Dem boys wish fuh more people like de Ombudsman Dem have a saying “De greatest prison people live in, is de fear of what other people think.” People who wukking wid government should tek note of this saying. agenda in combatting ISIS. I also hear back home that there is a campaign on to end the prorogation of parliament. It is said that this campaign is about the fight for democracy. I am circumspect about these claims, especially when those involved in this latest struggle have a checkered track record of fighting for democracy? Where was this struggle for democracy when there was brewing tyranny within the legislature? But more importantly, where was this struggle for democracy when the Kaieteur News came under State repression. We are not dealing with the distant past. We are dealing with a recent development. We are dealing with the trumped-up charges against persons connected with Kaieteur News and we are dealing with threats and intimidation against the Kaieteur News. Where were the forces that are now railing against the threats to democracy
when freedom of expression was under assault through the persecution of the publisher of this newspaper and the threats leveled against him? They pledged support, but they did not express this in a tangible way. The fight for democracy cannot be a selective fight. All things in this life have some form of connection, and I do not see it as a coincidence that the attempts to muzzle Kaieteur News took place just before prorogation. It is no coincidence. One thing leads to another. Support was pledged for Kaieteur News. Political parties promised to stand behind this newspaper. But when the time came for them to come out in their numbers and tangibly demonstrate their support for Glenn Lall, that support was very muted and subdued. What sort of signal do you think that sent to those who were bent on running
roughshod over the media? The lesson from history that must be learnt is that we cannot be selective in condemning threats to democracy. We cannot stay silent in the face of attacks on the media, and be vociferous about the alleged threats to parliamentary democracy. There is no room for inconsistency. All things are connected and a threat to this newspaper represents a threat to this entire nation. It was never about Kaieteur News alone. Wherever democracy is threatened it must be opposed. We cannot be selective about it, because if we do, then those who threaten democracy will be emboldened to extend their assault on freedom and democracy to organs of the State.

THE FREDDIE KISSOON COLUMN
How can a nation’s leader contradict himself so often? The unbecoming and repellant display of diplomatic crassness of Priya Manickchand at a reception at the home of the US Ambassador on America’s Independence Day 2014, was characterized by Roger Luncheon as a feral blast. The origin of Manickchand’s feral blast was the consistent call by the Ambassador for Guyana to hold local government elections. What are people like Manickchand and Luncheon going to do now? Look what the British High Commissioner said about the suspension of Parliament. He urged a speedy resumption and observed that “the Constitution, while it gives the President the right to prorogue Parliament, it also gives the right for the majority of MPs to dissolve the Parliament essentially and have new elections.” The diplomat went on to say that the presidential right to
prorogue and the MPs’ right to dissolve Parliament aren’t mutually exclusive. This is candid stuff. That was not all Mr. Andrew Ayre uttered. He went on; “Article 50 (of the Guyana Constitution) clearly refers to democracy in Guyana being made up of the President, Cabinet and Parliament, so it is important that we stay within the Constitution of Guyana going forward.” What will be Ramotar’s reaction to what the High Commissioner spoke? What will be his interpretation? We don’t know what the other two diplomats that comprise the ABC countries are going to say (the ABC countries are America, Britain and Canada – not Argentina, Brazil and Chile as PPP Parliamentarian and Sports Director Neil Kumar publicly stated – such ignorance is unbelievably sordid). Predicting their reaction should not be difficult. Any schoolboy should be familiar
with the essential weakness of the presidential prorogue, and for this reason, the Canadian and American diplomats will have no alternative but to disagree with the prorogation. In suspending Parliament, Ramotar was acting on the election results of 2011 that gave him the presidency. Those election results gave the opposition the control of the Legislature. Mr. Ramotar is refusing to accept that the parliamentary majority is an elected body. He is behaving as if he is the only elected person that has been empowered by the 2011 election results. This is what makes the prorogation obnoxious and illegal. It is for this reason the opposition should refuse to be placated. Mr. Ramotar has suspended the Parliament that was invested with power to act under the Constitution of Guyana. It was not a body imposed
by a coup. The parliamentary majority won its power in a free and fair election. It has the power to regulate its own affairs, part of which is to make Bills and if necessary, through a majority vote, dissolve Parliament. The President of Guyana is within his right to prorogue Parliament if a minority has hijacked the House, rendered the majority ineffective, and is about to push through a putsch that will in itself override the elected presidency. None of that has happened. A majority in the House did what the Constitution empowered it to do – hold a vote of noconfidence. The farce, charade, masquerade, pantomime and mamaguy about this prorogation are that a man and his party that did not win a majority vote in a free national election have de-recognized the 2011 election results. This is what should be at the centre of the protest. The
PPP must be made to understand that the election results made it a minority government and a minority government cannot overrule a parliament where the president’s party is in the minority. One suspects that in the coming days more reaction will be condemnatory, because of Mr. Ramotar’s derecognition of a legal, legitimate Parliament. And equally egregious is Mr. Ramotar’s consistent explanation as to why he demobilized Parliament – to bring the opposition to the dialogue table. He should stop playing that record, because each time he plays it in the same breath he contradicts himself. One cannot count the times over the past week, he said that he tried his best to get the cooperation of the opposition in the many meetings he held with them but they are obstinate. Why then does this man think that
Frederick Kissoon in suspending the arena this very opposition says is its stronghold, that it will dissolve their “obduracy?” It is not only logical but commonsensical, if you are claiming that they are unwilling to compromise and your many dialogues with them were unsuccessful, why should success come now when you have angered them more deeply? Most disturbingly as the days wear on, Mr. Ramotar is going to continue on this contradictory wagon. He is going to continue to embarrass himself by repeating what lacks logic and commonsense.

Man loses two-week old vehicle to carjacker Just two weeks after buying his Toyota Spacio, taxi driver Sharif Mohamed was forced to flee from his vehicle after a gun-toting carjacker attacked him at around 20:45 hrs on Monday. Mohamed works with an Eleventh Avenue, Diamond Housing Scheme, East Bank Demerara taxi service and said that the incident occurred a few yards from his place of employment. The driver said that he was sitting in his vehicle, PSS9658, and taking a call on his cell phone, when a man
came up and snatched his phone. “I snatch back my phone and say ‘what happen’ and then the man pull a gun,” Mohamed said. Warning his victim not to look into his face, the robber first ordered Mohamed to exit the car, but then told him to shift over to the front passenger seat. Instead, the driver opened his front door and fled. The armed man then escaped in the stolen car. Mohamed said that he bought the vehicle two weeks
ago and is still making down payments. Kaieteur News was told that members of the Grove/ Diamond Community Policing Group were patrolling at the time and attempted to follow the carjacker. However, the group members retreated because they were unarmed. There has been an upsurge of robberies and burglaries in the Diamond Housing Scheme and officials of the Home Affairs Ministry are to meet next Saturday with residents to listen to their complaints.

Two held for Robb and King Sts. fire By Zena Henry A suspect has been held for questioning in relation to the fire at the Robb and King Streets, property, in which two teenage sisters perished. Another man, said to be an employee of the suspect, was also arrested by city law enforcement officers when he turned up at the police station to take food for his employer. When the blaze erupted in the city’s centre early Monday morning, by the time the smoke had cleared and most of the fire was under control, the charred remains of 15-year-old Theresa Rozario and her 12-year-old sister Feresa, were discovered among the rubble. The girls were living at the property for years with their father, Hilrod Randolph Thomas, who also sustained what is said to be serious injuries as a result of the fire. Kaieteur News understands that the suspect was detained by the police before midday on Monday. It was stated that the police, cognizant of reports that the fire may have been deliberately set, apprehended the suspect because he had some connection to the burnt out building.
Investigators at the Robb and King Streets property hours after the girls’ bodies were recovered.
Attorney–at–law Glenn Hanoman confirmed that he was contacted by the suspect and he is currently looking into the matter. Hanoman noted, however, that he is allowing the police to conduct a thorough investigation. He confirmed further, that
the suspect is indeed responsible for the now burnt out property since its original owner would have passed away. He added that while reports would have stated that Thomas, who is now nursing injuries at the public hospital, is the owner of the
property, he is not. Hanoman said his instructions are that the man was trespassing on the property. In the meantime, Hanoman said he is awaiting the police’s position on the matter since he is aware that they are investigating arson, while the fire service has not
released a report on the cause of the blaze. He said a lot of questions also need to be asked about the property and its flammability. Seventeen-year-old Zamara Dillon told Kaieteur News yesterday that Thomas seemed to showing improvement since the mother
of the deceased girls had gone to visit him. She had told the newspaper that the man did not seem to have remembered what occurred. In the wee hours of Monday morning, persons on the street claimed to have seen two men who exited a roaming vehicle set fire to the building. The eyewitness said the men made two attempts to burn the places before it caught. The publication was told that the father and his daughters appeared to be asleep when the blaze started. They believe that the girls got trapped in the heavily grilled property, but the father managed to escape by jumping through a window adding more injuries to that which he sustained by fire. The publication was told that a previous attempt was made to burn down the property a few years ago and while no one was hurt and the property was not destroyed, the father continued to occupy the property with his daughters. Monday’s fire was claimed to be another attempt to get Thomas to vacate the property which is located in a prime commercial location.
Miss Honduras vanishes days before Miss World competition Miss Honduras, María José Alvarado Muñoz
Police in Honduras are hunting for a missing beauty queen due to fly to London later this week for Miss World 2014. Reigning Miss Honduras, Maria Jose Alvarado, vanished with her sister, Sofia Trinidad, after a party last Thursday. The pair had been celebrating a friend’s birthday near their home town of Santa Barbara, where student Alvarado, 19, was spending time with her parents before flying to Britain to represent her country.
The missing women were last seen getting into a vehicle as they left the party. Police chief Jose Coello originally said they were not treating the pair’s disappearance as a crime. But it emerged on Monday four people including Trinidad’s boyfriend had been arrested and were being questioned as the last-known people to see them alive. Mr Coello confirmed: “Four people are under arrest. They include the owner of the party venue and Sofia Trinidad’s boyfriend. They
are being investigated.” The case has caused consternation in the notoriously violent Central American country, home to the most dangerous city on the planet. San Pedro Sula, just over 30 miles from Santa Barbara, is the murder capital of the world with more than 1,200 killings a year among its nearly one million inhabitants. Its murder rate of 169 per 100,000 people far surpasses anything in North America or much larger cities like Lagos Continued on page 24

Party yet to decide on next Presidential candidate – Rohee By Abena Rockcliffe Last week President Donald Ramotar exuded great confidence that he will be running as Presidential candidate for the People’s Progressive Party (PPP) come next General Elections. The impression given by Mr. Ramotar is that this has already been decided. But that is apparently not the case. According to PPP General Secretary, Clement Rohee, there is still an existing possibility that the Party will have a new presidential candidate. As he hosted the Party’s weekly press conference on Monday last, Rohee was questioned about the President’s confidence that he will run another term. The General Secretary responded that he has no difficulty accepting the statements being made by President Ramotar as the President “has a right to be confident.” However, Rohee noted that “as I said before, no decision has been made by the leadership of the party in that
President Donald Ramotar
PPP General Secretary, Clement Rohee
respect.” Rohee said that he noticed that that question is asked regularly at recent press conferences and he is wary of a possibility that it is meant “to split things up or put people against each other.” When asked if he would accept nomination to be Presidential candidate, Rohee responded “the leadership of the party haven’t discussed the matter as yet….I am the General Secretary now and I
work to keep unity in the party so I am not prepared as General Secretary to make any pronouncements.” He added that when the time comes for him to say whether he is interested, he will. Touching again on the President’s confidence, Rohee said, “The most I can say to that is that I wish the President well to pursuing the re-nomination to be candidate of the PPP...I wish him well. Questioned about the delay in making such a decision as to who will be the Party’s next Presidential Candidate, given the political climate, Rohee responded, “We set our own agenda and deal with something when we feel like dealing with it. We are not going to allow ourselves to be led by the media or let the media set the flavour of the day.” He said that for the PPP, selecting a Presidential candidate is not a priority. Rohee told the media that the Party’s priority is to engage the Alliance For Change and A Partnership for National Unity meaningfully to address parliamentary issues. The General Secretary said that as soon as the PPP makes a decision as to who will be the next Presidential candidate, it will send out a statement.
Bandits strike again at robbery-prone Popeye’s Bandits seem to have taken a liking to the Popeye’s franchise on Vlissengen Road—-even if they’re leaving with cash instead of chicken, shrimp and hot Cajun fries. The fast food outlet has been hit by a spate of robberies since it opened its doors, and bandits paid yet another visit there at around 20.00 hrs on Monday. It is unclear how much money was taken, but a worker told Kaieteur News he was standing by the front door when a man exited. He said that the ‘customer’ was heading towards Vlissengen Road when a magazine from a handgun fell. The worker said that he assumed that the ‘customer’ was a policeman, but then the man picked up the magazine and fled. He later learned that the franchise had been robbed. On September 13, last, two armed men, reportedly with kerchiefs over their faces, escaped with over $1M in cash after they held up the supervisor, 27-year-old Mahendra Persaud. Prior to that, on February 29, 2012 two men, reportedly armed with a shotgun, escaped with an undisclosed sum of cash after holding up employees at the same fast food branch. And on February 14, 2010, two armed men entered the same outlet via the back door. They then grabbed two female supervisors and forced them to hand over $1.2M.

Most illegal guns coming from Brazil – Crime Chief Crime Chief Leslie James has disclosed that based on police analysis, Brazilianmade weapons appear to be the preferred choice of criminals operating in Guyana. The Crime Chief, who was delivering his year-end report last Monday at the Police Officers’ Mess, confirmed that most of the illegal firearms seized from criminals here originated from neighbouring Brazil. His disclosure comes as no surprise, since Brazil is a large manufacturer of guns in this corner of the world, and its proximity to Guyana and the porous border that separates the two countries makes it difficult for law enforcers to effectively prevent the interception of guns coming through. According to police figures, the pistol and revolver are the favourites of criminals, and indeed the type of guns seized are of Brazilian manufacturer— the Taurus and the Glock. Other categories of weapons seized include shotguns, rifles and a submachine gun. During the past five years, the police have been recovering more than 100 guns per year. This translates to one unlicenced gun every three or four days. In 2012 the police seized 111 illegal firearms from criminal elements, 29 of which originated from Brazil.
The following year, 32 illegal guns originating from Brazil were seized, and this was out of a total of 100 weapons intercepted by the police. Only the United States of America came close in terms of the country of origin for illegal weapons seized in 2012 and 2013, with 38 and 23 respectively. The police were also able to trace some of the Illegal weapons seized to Europe, Venezuela and China, while the origin for a significant number could not be ascertained. Crime Chief James attributed the high number of Brazilianmade weapons in the society to the influx on miners from the neighbouring country, whom he said probably feel the need for personal protection from the criminal activities in Guyana’s hinterland. “We also note that Brazilian miners cross our borders, some of them illegal, and reasonably we can surmise that those miners may be bringing from Brazil to Guyana firearms to protect themselves as they go through that endeavour, and somehow those weapons are finding their way into the city,” James stated. However, according to the police figures, the seizure of illegal weapons is on the decline and James has attributed this to the intensified
Crime Chief Leslie James enforcement posture of the Guyana Police Force. So far the police have seized 73 weapons for this year. “We continue to do our patrols. We continue the stop and searches and continue to seize illegal firearms, take them off our roads to prevent criminal activities,” the Crime Chief declared. Meanwhile, Commander of the Police ‘A’ Division, who also addressed last Monday’s gathering, urged citizens to bear the inconvenience that is bound to occur with the heightened police activity throughout the season. “There will be some inconvenience so that we can address crime,” he stated.
AFC hails Ombudsman for fearless... (From page 15) Hack. There were questions raised by Gopaul whether the Ombudsman had the jurisdiction to take on the complaint by Arjoon and that NBS was not even given chance to be heard. However, the Ombudsman in a statement Monday made it clear that Gopaul should re-read the report as it did not mention NBS, save and except that the Ombudsman could not comment on the entity’s decision to sack Arjoon and the two managers. During the Ombudsman’s investigation of Arjoon’s complaint, special investigator Henry Chester, a former Deputy Commissioner of Police, relied on a copy of the police files. Missing were several pieces of evidence.
Chester in his report to the Ombudsman, hinted at police’s lapses during the investigation, which raised questions over the decision to charge the managers. Justice Moore said Monday, that should anyone affected by the report make any comment or dispute anything contained in the report, he has to consider the comments and if necessary, revise any finding or statement affected. He suggested that thereis a mechanism for affected persons at his office. The Ombudsman made it clear that he “cannot and will not at this stage debate the report in the press. I repeat, that anyone affected by the report, is at liberty to communicate with me in the proper manner and also the opportunity can be taken by that person to remedy any default.”

The “unofficial” dumpsite at Vreed-en-Hoop. Business owners at the bustling Vreed en Hoop junction are upset over the use of an “unofficial” garbage dumpsite in what was purportedly state-owned land. The plot of land, which is a stone’s throw from the Vreed en Hoop market, was reportedly leased to a prominent businessman in the area, Godfrey Bess. Since Bess proclaimed ownership of the land in September, persons in the area have complained about the improper disposal of waste, its obstruction to their daily routine and unpleasant aesthetic quality, along with the unbearable odour it lends to the surroundings. According to an entrepreneur of the shopping district, in late September Bess arrived at the plot of land with a notice granting him permission to use the said lot. The permission had apparently been granted by the local community’s
National Democratic Council (NDC) and Regional Democratic Council (RDC). The entrepreneur, who wished to be unnamed, related that the land had been “abandoned” longer than the five-year existence of her business. The businesswoman had even set up display stalls in front of the empty lot in those years. This newspaper understands that on the day Bess arrived with his notice, he also came with an excavator to level the land. Those with stalls in the vicinity of the plot were instructed to dismantle their structures. However, as many business owners were unprepared for the exercise, they were unable to do so in the timely manner Bess ordered. A vendor of the area told this publication that Bess then proceeded to destroy the structures with the excavator. Since then, the businessman has left the site
in a state of ruin, attracting waste and creating a traffic hazard for motorists and pedestrians. Attorney-at-law, Fazil Azeez, explained to Kaieteur News that Bess has caused an “encumbrance” to the district. He added that the works have encouraged the public to dump even more waste in the area. “The police’s main concern is that it will obstruct traffic flow,” said Azeez, “now businesses have started to use the area as a dumpsite, adding to the problem and causing a hazard for everyone.” In addition to traffic, Azeez added that there are environmental issues which stem from the unauthorized dumping area. He cited an incident where a lit cigarette butt was thrown onto the dumpsite which caused a spontaneous fire. Due to the gases emitted by the decomposing waste, the fire accelerated at an alarming
rate. Fortunately, the fire was prevented from spreading to an adjacent gas station, as nearby vendors were quick to extinguish the flame. Further, the attorney related that the state-owned land had always been the site of garbage, even before Bess arrived. He stated that he has raised the issue numerous times with the NDC and RDC. Nevertheless, the plot has remained unattended for years. In speaking to a number of vendors in the shopping district, their main concern has been the effect the wasteland will have on the upcoming Christmas shopping season. They voiced their worry about the health risks it will pose to them and their customers. Additionally, with the influx of shoppers, vendors fear that the site will accumulate more waste in the coming months if nothing is done about it. (Nicholas Peters)
Letters... Where your views make the news
THANK YOU REV. MASSIAH DEAR EDITOR, Last Friday and Saturday, on November 14 and November 15, I participated in a consultation on Solid Waste Management, organised by Rev. Raphael Massiah and the First Assembly of God Church. The input, exchange and conclusions were all very commendable and, given the high level of engagement and enthusiasm, very much made it a hope-filled forum. Particularly encouraging for me was to see a group of about seventy people, young and senior, representing different groups in society, meeting around a topic of national importance with a
passion and a politeness towards the ‘other’. The topic was “Solid Waste in Georgetown”, and the mutual passion of these different groups was directed at analysing this concern and identifying initiatives to clean and to keep clean. In the process there was the sharing of views, debate over points, and interested and polite listening, which served to bring everyone to a better understanding of the topic and to build consensus towards action. The stress in this process of ‘Appreciative Inquiry’ was on “what I can do” - i.e. taking on civic responsibility and not simply listing tasks for
government and other agencies to do. If only, I thought, the unified spirit and inspiring dynamic of those present at this consultation, who had really put their own country first, via the exchange, the listening, the respecting of the other and together the formulating of action, could find a permanent place in the whole country, in NGOS and other civic organisations, in the marketplace, between persons of differing races. This was not an illusion; these were real people around a real issue articulating real options. It was a real testimony of what could happen in other fora. I also
noted and was hopeful about the enthusiastic and competent input by young presenters on the dynamics of collaboration and buy-in. It was especially good for the young persons participating to have exposure to a wholesome and constructive approach to issues and to life in general. The spirit in which this consultation took place was a bright light for the whole of Guyana at a time of flux. May more lights like this shine from our Nation to illuminate a way forward. TRIO REMANDED ON GANJA TRAFFICKING CHARGE A pregnant woman and two men were remanded on a drug trafficking charge when they appeared before Magistrate Ann McLennan at the Georgetown Magistrates’ Court. Latoya Osborne, Ziggy Webster and Julius Joyce all pleaded not guilty. It is alleged that on November 14 at Middle Road, La Penitence, Georgetown, they had in their possession of 257 grammes of marijuana (cannabis sativa) for the purpose of trafficking.
A bail application was made by Attorney-At-Law Paul Fung-A-Fat. He said that Webster is 22 years old, and the common-law husband of Osborne who is 19 and three months pregnant. They both reside at Non Pareil, East Coast Demerara. Joyce was apparently a visitor of the home where the bust occurred and not its owner, the court heard. Fung-A-Fat also said that many persons had access to the premises and that there was no evidence
against his clients. Police Prosecutor Deniro Jones said that on the day in question, a party of police ranks went to an address at Middle Road la Penitence where the defendants were ‘busted’ while parceling off the narcotics. When Magistrate McLennan asked if the prosecutor had any objections to bail he responded by saying that “no special reasons were given”. Joyce told the Magistrate he was at home sleeping
when his friend called and asked him to come and visit at the address where the alleged bust took place. He further stated that he went to the home, and half an hour later police arrived and arrested the three of them. Joyce also noted that he doesn’t know anyone that lives in the house. All the facts were heard and the accused were remanded until November 24 when they will appear before Magistrate Judy Latchman.
Alleged accomplice in Kitty shootout slapped with four separate charges One of two men arrested last weekend during a shootout with police, which left one man dead, has been slapped with four separate charges. The additional charges were yesterday afternoon read to Rampersaud by Magistrate Ann McLennan at the Georgetown Magistrates’ Court. It is alleged that on October 22, Rampersaud discharged a loaded firearm with intention to maim and disfigure Savitri Harricharran. On the same day, while armed,
he robbed Harricharran and relieved her of a bag, 1 Samsung cellular phone, documents and cash which amounted in total value to $43,000. Kaieteur News understands that Harricharran, a 43-year-old mother of three of Lot 6 Tucville, Georgetown, was shot twice during a brazen daylight robbery in the busy shopping district at the corner of Robb Street and Avenue of the Republic. It is also alleged that together with another on
November 11, Rampersaud, armed with a firearm ,attempted to rob Rakima Ali and discharged a loaded gun at Inshan Alli. The court heard that the accused, of 124 Middle Road, East La Penitence, Georgetown, was convicted
for a similar offence. On Monday last, he was remanded for conspiring to commit a felony and robbery under arms at the Georgetown Magistrates’ Court. He is set to return to Magistrate McLennan’s Court on November 24.
CG bandits chased after... (From page 16) know the history with CG bikes and bandits. Eventually we reverse back in the street then we hear a gunshot,” the victim’s brother lamented. “Then when we look and we see a tall man run in the yard with a gun and scramble the bag of money from my sister-in-law, he then tell the other bandit, ‘look one of dem deh, shoot that man’. He fired a shot but it didn’t knock me, then my brother continue driving the vehicle to trace them.” He continued “Meh nah know how he get into contact with them but my brother managed to catch up with the bandits on the motorcycle and knock them down while they were trying to get away. The bag with the money
pitch one side and a gun from one of the bandits pitch another side.” Residents in the area disclosed that both bandits were armed and one of them threw his gun into a nearby canal after realizing a crowd was gathering around the area to confront them. The bandits were then given a sound thrashing. The motorcycle they used to commit the crime was taken to the Beterverwagting Police Station while the car that was used to ram the escaping bandits was also lodged at the same station. The driver is assisting police with investigations. Police recovered the booty and one of two handguns from the crime scenes while a search of a nearby canal did not recover any other weapon.

NARI manager’s neck grazed by bullet The Human Resources Manager of the National Agriculture Research Institute (NARI) narrowly escaped death when a bullet fired from the gun of a bandit grazed his neck just after midday yesterday. Wylock Sahadeo was up to late yesterday afternoon receiving treatment for the wound at a private hospital. Police in a press release stated that about 12:30 hours yesterday, it was observed by staff that a building in the NARI Compound, Mon Repos, ECD, was broken into. The Human Resources Manager went to check and
was confronted by three men, one of whom was armed with a firearm. The bandit discharged a round hitting Sahadeo to his neck, resulting in a grazed wound. The men managed to escape. A source in the area told this newspaper that employees of NARI and the nearby Guyana School of Agriculture have been plagued by an increase in bandit attacks recently. The source said that only last week a Veterinary Doctor was a victim of one such attack, losing his licenced firearm in the process.
Rice set to surpass... (From page 6) Singh said. Individually farmers are realising about 6 tonnes of paddy per hectare. The continued record production is a result of the new varieties and the technological packages developed by the GRDB and made available to the farmers, Singh noted. In addition to that, having the new varieties and benefitting from technology transfer packages such as farmers’ field school, and the extension programme, farmers also continue to benefit from the provision of adequate drainage and irrigation. Government spent a lot in this regard as part of its risk management to protect
farmers against losses, Singh pointed out. Rice, one of the main staples internationally, has been a highly productive crop in Guyana with 2014, 2013 and 2012 being among the highest yielding years. Rice yield for 2013 surpassed the targeted production of 413,031 tonnes, by 28.17 percent or 116,353 tonnes. More than 200,000 acres of land was cultivated in 2013, making it also the first time, cultivation acreage exceeded 200,000. Yield overall was five tonnes per hectare, for the first time in Guyana’s history. In 2010, the yield was about four tonnes per hectare. In the late 1980s and early 1990s, yield was between two and three tonnes per hectare.

Hong Kong protesters break into government building as tensions flare again Reuters) - A small group of Hong Kong prodemocracy protesters broke into the city’s legislature via a side door early on Wednesday, and police stopped others forcing their way in as tensions in the Chinese-controlled city escalated following a period of calm. The flare-up came just hours after court bailiffs managed to clear part of a protest camp in the heart of the city that has been
occupied by pro-democracy demonstrators for nearly two months, while leaving most of the main protest site intact. About 100 riot police with helmets, batons and shields stood guard outside the government building in the early hours of Wednesday, facing off with protesters who are demanding free elections for the city’s next leader in 2017. “Police r e t r e a t ! ” the protesters chanted. It was the first time
protesters had broken into a key public building, defying the expectations of many political analysts who had predicted that Hong Kong’s most tenacious and protracted protest movement would slowly wind down. The escalation came in the early hours of Wednesday when a small group of protesters charged towards the legislature and used metal barricades and concrete tiles to ram a glass side door.
Putin says United States will never ‘subdue’ Russia (Reuters) - The United States wants to subdue Moscow, but will never succeed, Russian President Vladimir Putin said on Tuesday. “They do not want to humiliate us, they want to subdue us, solve their problems at our expense,” Putin said at the end of a fourhour meeting with his core support group, the People’s Front. “No one in history ever managed to achieve this with Russia, and no one ever will,” he said, triggering a wave of applause.
Putin’s tough talk reflected the strain in ties between Moscow and Washington, who are at loggerheads over the crisis in Ukraine, where the West has accused Russia of promoting and arming a separatist rebellion. During the meeting, Putin repeatedly urged Russian firms, including in the agricultural and defense sectors, to boost their sales on domestic markets following tit-for-tat sanctions with West triggered by the row over Ukraine.

Antigua inches closer to decrimalisation of libel and slander ST JOHN’S,Antigua - CMC – Legislators are inching closer toward the decriminalization of libel and slander as key legislation heads to final debate. Current libel and slander laws include prison sentences of up to two years. “Yes, the government is serious about moving towards repealing the existing legislation,” Information and Broadcasting Minister Melford Nicholas said. “It will pass the lower house by the next sitting of parliament.” He added that the Defamation Bill, which was recently presented to the lower house, will be debated and passed before the current parliamentary session ends in December. The minister and Member of Parliament for St John’s City East was the featured speaker at the opening at Rogers Radio on Sunday. “The bill seeks to decriminalize libel and to clear up the existing ambiguities in the common law which often arise in defamation proceedings,” the Antiguan minister said.
“It further seeks to promote the speedy and non-litigious methods of resolving disputes concerning the publication of defamatory matter. It provides for an effective and fair remedy for persons whose reputations are harmed by the publication of defamatory matter. It moves speedily and in a non-litigious way to resolving disputes concerning the publication of defamatory matter and also seeks to ensure that the
law relating to the tort of defamation does not place unreasonable limits on freedom of expression, and in particular, the publication and discussion of topics of public interest and importance,” he added. Nicholas later told the Caribbean Media Corporation that the bill will be re-presented for parliament’s further consideration after the two-week suspension requested by the opposition.

IOC to bring in cheaper, easier bidding for Games Reuters - Bidding for the Olympics will become cheaper, easier and more attractive while sports will enter the Games quicker, the IOC said yesterday, presenting the biggest changes in decades in the way the Games are organised and run. “We have to look into the future and try to address the challenges which may arise in the future and the challenges we have already now,” said International Olympic Committee President Thomas Bach, presenting the IOC’s 40 recommendations. “We want to show with this procedure that the IOC is opening up, that we are opening a window and we want to have fresh wind coming in,” he told reporters. The IOC set up working
groups, combing through 40,0000 submissions of suggestions for change through their open call for ideas. The proposals will be voted on in December. Bid cities will no longer need to abide by extensive prerequisites or carry the considerable financial burden. Four of the six cities bidding for the 2022 winter Games dropped out, fearful of costs and a lack of support, denting the Games’ reputation as a lucrative project. “There is no one-size-fitsall solution for the organization of the Olympic Games,” said Bach, adding the IOC would foot part of the bill for bidding, including paying for evaluation commission visits. Future hosts can also stage events outside the city
or even outside the country for reasons of sustainability, breaking with a long Olympic tradition of one host city/ nation. Sports will also not wait seven years from approval to their Olympic first appearance, and instead could be brought in for just one Olympics to maximize the Games’ reach and attraction. The first Games to benefit could be the Tokyo 2020 Olympics with organizers pushing for the inclusion of baseball and softball. Organising committees can propose the addition of “one or more additional events” after their city is elected for that one edition of the Games, with the Games program becoming more events-based rather than sports-based. The IOC can also propose new events, Bach said, with
Thursday November 13, 2014 ARIES (Mar. 21–Apr. 19) A little romantic time with your special someone may be in order today, Aries. With the day-to-day chaos of working and living, it can be tough to get some quality time alone.

CAPRI(Dec.22–Jan.19) Be careful not to fall prey to your own idealism today, Capricorn. While this is one of your most admirable qualities, as it contributes to your romantic, creative nature, too much of anything can be harmful.
LEO (July 23–Aug. 22) Consider whether or not you're spending enough time with everyone who's special to you. If more hours are going to work colleagues, friends, or partner, there might be an imbalance that you need to look at.
AQUARIUS(Jan.20–Feb.18) Don't be surprised if you feel a real need for some breathing room today, Aquarius. As much as you enjoy the company of others, you need to have time to yourself as well.
VIRGO (Aug. 23–Sept. 22) If your partner acts quickly on his or her passions today, Virgo, you will probably want to slow things down a bit.
PISCES (Feb. 19–Mar. 20) If things haven't been going too well with those you spend most of your time with, it might be time to consider your expectations of them.
the only limit to the games size being the 10,500 athletes and not the current 28 sports. “Now the door is open (for sports). The IOC by itself can also take a decision that we are adding this or that event,” Bach said. The IOC will also vote on the creation of an Olympic broadcast channel that will benefit by the moving of the Youth Olympics (summer and winter) to a non-Olympic year from 2023.

Kroos strike sinks Spain, England beat Scotland World champions Germany beat European champions Spain 1-0 in last night’s friendly thanks to a late goal from Real Madrid midfielder Toni Kroos. The hosts attacked more in the incessant Vigo rain, but they were unable to find a way through against the nation who replaced them as champions of the world in July. With both coaches fielding experimental sides, and in view of the difficult conditions, the game did not turn out to be a classic between the two nations, but Germany nevertheless managed to emerge triumphant with Kroos’ 89thminute winner. Lionel Messi outshone his FIFA Ballon d’Or rival Cristiano Ronaldo but the latter’s team took the spoils as a late header from substitute Raphael Guerreiro snatched a 1-0 win for Portugal over Argentina in a disappointing friendly at Old Trafford. The fixture had been billed pre-match as an unmissable showdown between Messi and Ronaldo - a spectacle that turned out only to last until half-time, when both players were substituted in somewhat anticlimactic circumstances. A double from captain Wayne Rooney helped England to a 3-1 win over Scotland at Celtic Park. Alex Oxlade-Chamberlain headed England in front in the 32nd minute and Rooney added a second two minutes into the second half. Andy Robertson threatened to set up a frantic finish with an 82nd minute strike for Scotland, but Rooney settled it almost
immediately after. Raphael Varane’s 83rd minute header was enough to give France a 1-0 win over Sweden, sparing the blushes of Madrid team-mate Karim Benzema, who missed a penalty three minutes later. Stefano Okaka headed home in the 82nd minute as Italy edged out Albania 1-0. A change in the dugout did nothing to alter Greece’s fortunes as they suffered another home defeat, losing 2-0 to Serbia. Kostas Tsanas was named as the interim coach after Claudio Ranieri’s departure following the shock UEFA EURO 2016 qualifying defeat to the Faroe Islands last week, but Greece once again ended up on the losing end thanks to second-half goals from Radosav Petrovic and Nemanja Gudelj. Brazil continued their winning start under new coach Dunga with a 2-1 friendly victory over Austria in Vienna. Robert Firmino’s stunning late strike won it after David Luiz’s opener had been cancelled out by Aleksandar Dragovic’s penalty. Russia shrugged off the speculation surrounding coach Fabio Capello’s future to record a 2-1 away win in Hungary with goals from Sergei Ignashevich and Alexsandr Kerzhakov. Robbie Brady scored twice as late goals added a gloss to the Republic of Ireland’s 4-1 win over the United States. Mix Diskerud cancelled out Anthony Pilkington’s opener before Brady restored the home side’s lead ten minutes into the second half. James McClean and Brady then scored in the final ten minutes. Fabian Frei scored in the
87th minute to earn Switzerland a 2-2 draw with the ten men of Poland, who had Michal Zyro sent off. Belarus came from behind with second-half goals to beat Mexico 3-2, with Pavel Nekhaychik scoring the winner nine minutes from time, while Adrian Ramos’ 43rd minute goal condemned Slovenia to a 1-0 home loss against Colombia.

Windies Women suffer tough white-wash Bowral, Australia, CMC West Indies Women suffered an excruciating 148 run clobbering at the hands of Australia Women in the fourth and final One Day international here yesterday. The defeat meant the West Indies Women finished the series winless as the Australians revel in a four-nil series white wash on the heels of similar success in the preceding four-match Twenty20 series. A promising start by West Indies on the hunt to surpass a challenging 275 for five back-fired on the misfortune of a spectacular batting collapse at the Bradman Oval. Hayley Matthews, with three half centuries already to her credit, top scored with 37 as the Caribbean girls reached 104 for 2 in the 18th over before the crash.
Matthews faced 47 balls accounting for seven fours and a six while Britney Cooper smashed 33 from 47 balls including three sixes and two fours. Deandra Dottin chipped in with 27 from 14 balls hitting three fours and two sixes before she was caught. West Indies lost eight wickets for 23 runs, with Megan Schutt and Ellyse Perry destroying the middle and lower order, sharing seven wickets between them to skittle West Indies in 24.5 overs. Half centuries from Meg Lanning and Ellyse Perry powered Australia to a huge total as they continued their rampaging form against their Caribbean rivals. Lanning struck 12 fours in her 84 off 79 balls, while Perry was unbeaten on 74 off 75 deliveries and Jess Jonassen struck 38 off 25 balls in an aggressive finish to the innings.
Stafanie Taylor, Subrina Munroe, Anisa Mohammed and Shakera Selman each picked up a wicket for West Indies. Perry was named player of the match and player of the series. Summary Scores: Australia Women: 275/5 (50 Overs). FIFA lodges criminal complaint over World Cup hosting FIFA has submitted a ‘criminal complaint’ to Switzerland’s Attorney General after a two-year investigation into possible World Cup corruption. The complaint concerns individuals linked to awarding the hosting rights for the 2018 and 2022 World Cups. However, FIFA said the move does not impact negatively on the decision to name Russia and Qatar as hosts. FIFA ethics judge Hans-Joachim Eckert maintains there is not enough evidence to question the entire bidding process. The latest move has been criticised by Alexandra Wrage, who quit the world governing body’s independent governance committee last year. Speaking to BBC Radio 5 live, Wrage said: “It raises more questions than answers. “The public are being asked to accept that there is enough evidence for a criminal complaint to be lodged in Switzerland but there isn’t enough to discredit the World Cup bid. That just doesn’t seem to make any
sense.” Last week, Eckert released a 42-page report that cleared Russia and Qatar of wrongdoing, confirming their status as hosts of the 2018 and 2022 World Cups respectively. That report drew criticism from Michael Garcia, the American lawyer who spent two years investigating allegations of corruption. He claimed it contained “numerous materially incomplete and erroneous representations” and said he would be appealing to FIFA. FIFA continues to reject calls for Garcia’s full findings to be published. “We have examined this matter very carefully from a legal point of view, said FIFA President Sepp Blatter. “The result was clear: If FIFA were to publish the report, we would be violating our own association law as well as state law.” BBC sports Editor Dan
Roan “By involving Swiss prosecutors, Fifa will hope to relieve some of the pressure that has built since world football’s governing body was plunged into crisis over its handling of an investigation into alleged corruption. “President Sepp Blatter is still refusing to bow to pressure to publish investigator Michael Garcia’s full findings into the bidding for the next two World Cups, but by submitting a criminal complaint with the Swiss attorney-general, he can at least claim to be taking action. “It is possible that criminal charges may now be brought against football officials, but many will question whether the notoriously opaque Swiss legal system is likely to produce meaningful results any time soon.”

The day’s action which saw over 40 players participating ranging from 10 years to 60 years old produced intense competition in each division resulting in a number of upsets while new players emerged. Crawford is 40K cycle road race champ; Doris takes gold in girl’s event
Romello Crawford of District six, Corentyne overpowered his rivals to capture the Ministry of Education/Guyana Teachers Union National Schools 40k cycle road race yesterday. The race commenced with 30 riders from Ocean View International Hotel, Lilendaal East Coast Demerara and proceeded to Belfield before returning to the starting point. Crawford, Michael Anthony and Mario King dominated much of the proceedings during the course of the race but with just over 100m to the finish line, Crawford separated himself from his rivals to win the contest in a
time of One Hour 05 Minutes and 03 Seconds. Anthony of District 10, Upper Demerara/Kwakwani placed second and King of District 12, East Georgetown, third. Toshwanna Doris of District 11, North Georgetown took gold in the 25k girl’s event which also pedaled off at Lilendaal, proceeded to Stratsphey and returned. Nationals begin with major upset in 10km Road Race
North GT female open relay team-From left Amy Grant, Kristen Odle, Accalia Khan and Tiffany De Moura The males of District 11 (North Georgetown) amassed 230 while the females contributed 199 for a grand total of 429 points that earned them the top honours when the 2014 Ministry of Education and Guyana Teachers’ Union National Schools’ Swimming Championships concluded at the National Aquatic Center, Lilliendaal ECD yesterday afternoon. U p p e r Demerara/Kwakwani registered a total of 226 to finish in the second place slot while Rupununi closed off the podium spots after scoring 145 points. Accalia Khan’s contribution to the winning efforts of District 11 stood out from the time she plunged into the pool to contest the Girls Under-16, 50m freestyle event. She completed the distance in 31:84secs and before the day was done, had registered victories in the 50m backstroke and the 100m freestyle race. She then returned later in the evening to lend support in the Girls Open 200m freestyle relay to cap an impressive day’s performance with 4 gold m e d a l s . A m y G r a n t ’s contribution to the winning efforts of District 11 was also
noteworthy and she started the day competing in the Girls Under-14, 50m freestyle event, known as the Blue Ribbon Stakes of swimming. Employing deft strokes, she out-swam Leona Gonsalves and Kenita Mahaica to clock a time of 32:40secs before returning later on to dominate the 50m butterfly event in 34:80secs while relegating Kenita Mahaica and Recia Joris to second and third places respectively. Mahaica avenged that loss when the two clashed again in the 50m backstroke, finishing the race in 38:15secs, just in front of Grant at 39:05secs. Leona Gonsalves swam in third, in 41:19secs and secured the final podium spot. However, Grant was not yet done and returned with Tiffany De Moura, Kristen Odle, and Acclia Khan to register a decisive victory in the Girls open 200m freestyle relay and close off a successful day with 3 gold and 1 silver medal. The swimmers competed using the width of the pool which spanned some 25m as against the length which doubled that distance. Several residents out of the rural communities also turned in good performances
but it was noted that many of them lacked the technical expertise required for a smooth, well coordinated turn around, thus losing valuable timings. Notable among these performances were Richard DeNieuenkirk from the Upper Demerara/Kwakwan area. He won the Boys open 100m backstroke in 1:32:17secs, Fileisha Williams (Upper Demerara/Kwakwani), also defied the odds and swam to victory in the Girls Under-18 one hundred meters backstroke in 1:42:75sec while Kesia Klass travelled all the way from North West district to capture the honours in the girls Open 50m freestyle in 43:14secs. Meanwhile, when activities got underway in the morning, President of the Guyana Amateur Swimming Association, Ivan Persaud, delivered brief remarks where he encouraged the participants to give of their best. He also complimented the efforts of the Ministry of Education in the shrewd organization of the event even as he beseeched those officials to continue in the same vein to organize similar events to facilitate the continued development of the swimmers.
The athletics competition of the 54th National Schools Cycling, Swimming and Track and Field Championships began yesterday with a major upset in the 10km Road Race, setting the stage for an intense showdown at the Guyana Defence Force Ground. West Coast Berbice’s, District 5, Daniel Gaskin breezed to victory in the male race ahead of the seasoned c a m p a i g n e r, M a t h e w McKenzie, who placed third. Corentyne’s, Owin Tudor also beat McKenzie who was favored to win the race. Gaskin clocked an impressive 35:51 to capture the gold medal ahead of Tudor (36:35) and North Georgetown’s hopeful, McKenzie, who finished in
36:57. McKenzie is the reigning Junior Boys’ Champion at the Courts and South American 10km road races. In fact, of the field yesterday, he should have been more familiar with the course since it was the same one that was used for the South American race a few weeks ago. The race started outside of the Saints Ground on CARIFESTA Avenue, went up to Turkeyen and returned to finish inside of the National Park. The race started with gentle pace with none of the athletes looking to take control; however, with national honors on the line, both Tudor and Gaskin pushed the gas pedal around Pattensen on the way down and left McKenzie in their
wake. The rest is now history. Gaskin made his final move inside the National Park with Tudor unable to follow. Meanwhile, in the female race, Rupununi continued its fine tradition – the one Doretta Wilson had set with two titles – when Semona Lawrence cruised to victory. Lawrence easily won in 41:55 with another seasoned campaigner, Delicia Harper of Berbice second in 43:35 while Mariah McKenzie (44:39), who won the Junior Girls’ title at the South American 10km Road Race, third. The track and field and cycling competitions continue today, following a grand Opening Ceremony that is scheduled for 9am at GDF Ground, Camp Ayanganna.
