INDIANS STILL STRIVE FOR PROGRESS EVEN OUTSIDE GUYANA WHERE THE PPP HAS ABSOLUTELY NO POWER DEAR EDITOR, Have black people become more or less economically empowered after 28 years of the black based PNC rule in Guyana or some 50 uninterrupted years of the black based PNM ruling Trinidad? Maybe Trinidad is an excellent case study to logically indicate if there is a racist policy to keep blacks out of private business or entrepreneurship. Currently, most of Trinidad’s major businesses are privately owned and controlled by local whites and Syrians. There are no Indian business listed on Trinidad’a stock exchange. In fact, Indians are mostly scattered in the smaller grocery shops at the street corners. No rice, coffee or cocoa industries exist and the PNM shut down the major sugar industry without any Indian rioting or revolt. They were promised state lands but the PNM delayed on their promise. Something could be fundamentally wrong where blacks with better opportunities, better education, an ethnically stocked favourable government bureaucracy, excellence in the English language, complete political emancipation and many legislated freedoms are still unable to originate and manage businesses creating a perception which measures seeming Indian economic progress to demoralise their otherwise magnificence. With so much talent, what can be the reasons for Trinidad’s black people not excelling in private business just as they are unable to skillfully do the same in Guyana or
even in the Caribbean? These observations are by no means a criticism of black people’s economic aspirations with which I have no problems conceding that they have every right to be just or even better than others. But both the PNC and PNM engaged in massive black ethnic stocking of the public service and armed forces, conditioning them into a comfort zone of unparalleled lethargy. With black workers safely entrenched in cushy 9 to 5 jobs with guaranteed super salary incomes regardless whether they produced, performed or procrastinated, was there any incentive to enter private enterprise? Perish they could not with the state under their complete control. Trinidad’s Dr Eric Williams earnestly believed that blacks have patrimonial exclusive rights and ensured it within the state. Most present day black leaders reinforce such expectations long after Dr Williams and even without Forbes Burnham making it popular. But race alone cannot be the most preeminent qualifying criteria for success in economic well being; or does culture, or other factors such as intermarriages play much more significant roles? Black history has previously reinforced a proud legacy of successful empowerment to proactively own land, e.g. Victoria and Buxton with back land farming as their head start. Recent PPP/C government
POOR NATIONS NEED TO DO SOME SELF-EXAMINATION DEAR EDITOR, We have been accustomed to the statement that “the rich nations are becoming richer and the poor ones, poorer”. This is not absolutely true because even the rich nations have experienced financial crises and hard times. Be that as it may, the poor nations need to do some selfexamination and stocktaking since there is much to be desired in their governance. First and foremost, there should be democracy, which includes transparency and accountability. Few poor countries which are mainly in the so-called Third World, former colonies, are properly governed. With the advent of independence, many politicians in these economically marginalized territories, proceeded to establish dictatorial rule and enriched themselves at the expense of the populace.
Often the former colonial rulers have stepped forward to grant aid and other valuable assistance. Unfortunately, large sums of aid money are stolen and squandered by corrupt officials. As a consequence of unstable government and maladministration, the economies of many countries go into recession. Inflation rises, devaluation follows and approaches are made to the IMF and World Bank. Unemployment makes many people migrate to the developed world, causing a brain drain. Of course, there are countries like Haiti which have often been devastated by natural disasters but some rich countries in Europe, North America, Asia and Oceania have had not only natural disaster but great wars. The Scandinavian model of Sweden, Denmark and
WHEN WILL THE...
From page 4 replaced by “my bank account, my pocket”. This is what the PPP has done to Guyana. It is time we all in a little way stop paying any bribe and then we will see how, with enough people standing up and telling the clerk at the Registry Office – “no I will not pay a bribe, I paid my processing fee and my country owes me my child’s birth certificate and if you will not provide it to me, I am going to the Kaietuer News and Stabroek News,” how fast Guyana will clean up. It takes just one man; one spark; one NO to corruption and the PPP wall will fall down. Dr Asquith Rose and Harish S. Singh
Norway is one of the best in the world. These welfare states ensure that salaries, wages and pensions are wellstructured, commensurate with the cost-of-living index. Hence, in these countries every citizen is guaranteed a comfortable standard of living which includes a variety of social benefits chief of which is a good health care system. Not to be undone, good examples of success in former colonies are Singapore, Malaysia and Brunei which provide high standard of living for their peoples. The first two countries have high levels of scientific and technological skills. The last has a variety of natural resources. Poor countries should pursue the establishment and efficient management of cooperatives. Ironically many developed countries have large and variable types of cooperatives: Germany, Britain, Canada, USA and Scandinavia. All nations should always stick to their traditional spiritual values. There should be an effort to avoid serious racial or ethnic conflicts, political grandstanding, and religious hatred. Greed and selfishness should be avoided Whether we worship God, Yahweh or Allah, we are human beings. Malcolm Maynard
initiatives to nurture black business enterprises must be accelerated whereby they overcome any reluctance and face all the risks of growing in private business. What can therefore negate the conclusion that a state dependency culture and an old time outdated leadership mentality is actively militating against black hopes and aspirations for their entry and success in private enterprise? Indians still survived and grew in spite of black impediments and despite the communism of Dr Cheddi and Janet Jagan. Their ideological PPP favoured blacks more so, yet they rejected his political embrace. With the PNC now headed by a man of war as their leader possessing absolutely no knowledge of private enterprise, economics and government, can Indians still be guilty for black inadequacies? Indians still strive for progress even outside Guyana where the PPP has absolutely no power. With entry into the government sector strangled by black power, (it still continues), Indians simply had no alternative except to continue in back breaking, sun drenching and muddy agriculture or go into private business. All the financing capital vital for the latter was personal saving made by their thriftiness and sacrifices anyway. Until the current tainted black leaders and their Indian impediment supporters become less influential in shaping black people’s destiny, they would always be perpetually stuck in the public sector. Absolutely none of these leaders have any knowledge or experiences whatsoever how to facilitate, nurture or manage private enterprise! How are
they honestly expected to make black people wealthy or successful in business? Even with the PNM management of Trinidad’s Caroni’s sugar industry where the mostly Indian working class was employed, things did not go well. When the industry started to fail, Prime Minister Patrick Manning wanted to privatise it but old guard PNM leftwing leftover Mr.George Padmore warned that divesting control of the public sector would not be in black peoples’ interest! Manning scrapped the industry and dismissed all the Indian sugar workers. Obviously, with the current black leadership in Trinidad and Guyana squandering a respective 50/28 year advancement in black power and education, black unfulfillment can hardly be ever blamed on Hinduism as per Dr Kean Gibson’s despised racist attacks on Indians. Haiti has no Indians so what makes them so glaringly impoverished? This historical enslaved tethering to an outdated black leadership can only be changed by a proactive new generation of leaders, sufficiently empowered to change black thinking and cultural practices away from state dependency. The fact that black Trinidadian MrCyril Lucius Duprey was able to build up Clico into a giant Caribbean enterprise should give hope of black private enterprise capabilities. Such changes must begin within and among black people as a necessity for a new emancipation. In the meantime what prevents them from utilising the better business opportunities that the PPP/C is now offering? Vassan Ramracha

Gambler killed outside Lusignan night club A 20 year construction worker is now dead, the victim of another murder, which occurred over a ‘chicchic’ game outside a popular Lusignan, East Coast Demerara night spot. Dhanraj Budhan called ‘Toy’ of Mon Repos was pronounced dead on arrival at the Georgetown Hospital, an hour after he was allegedly beaten by a group of men at about 02:30 hours yesterday. One of his assailants, who reportedly admitted to stabbing Budhan with a knife, is currently under police guard at the same hospital, nursing a stab wound to his left side abdomen. Kaieteur News understands that Budhan was gaming on the popular chic-chic board when he became involved in an altercation with three men. Police in a press statement issued yesterday said that Budhan was allegedly beaten with pieces of wood, bottles and other articles. When relatives received word that something terrible had happened to him, his body was already in cold storage at the Georgetown Hospital mortuary. Buddhan who lives alone following the death of his mother last year, left him home at Mon Repos on Saturday afternoon to take some items for his younger siblings a few miles away at La Bonne Intention (LBI). His aunt, Dinne Singh, who has been looking after him since his mother’s death, told this newspaper that Budhan told her that he would be going to a floodlight cricket match after dropping
A mini health check is the first step to donating blood
Dead: Dhanraj Budhan off the items. She urged him not to go to the cricket match but to come home as soon as he finished his chore. But he did not heed her words and Singh had no clue that Budhan ended up at the bar where he met his demise. She said that early yesterday morning, a taxi driver who had taken Budhan to the hospital related the tragic news. “This morning we get de news that he get beat up and deh at de hospital. We didn’t know that he went to the bar,” Singh said. She related that at the hospital, they were given Budhan’s belt and a band he had on his hand by hospital officials who then informed them that the young man was dead. She also had no clue as to what really transpired at the night club. “Well, he and he friends them went…he does usually go deh but he never had no problem with anybody,” Singh told this newspaper. Her husband, Sham Rambarose, recalled going to the night club where he heard the incident had taken place, after leaving the Georgetown Hospital.
“When me go at de club me ask dem man if any murder happen hey …and in de club you could see blood with footprint come out,” Rambarose. He said that he did not hear what happened to Budhan. “Dis morning dey tell me ‘Toy’ deh hospital. So me ask if he deh bad but de man wah tell me nah really respond to me. Some come quick and tell me wife and den we call me sister-in law and we go hospital,” Rambarose recalled. He said that the police subsequently told him that a man who was in the hospital with an injury to his side was the person who killed Budhan. A usually reliable police source told Kaieteur News that Budhan was gambling when the suspect, whose name was given as Chetram, started picking up his winnings. When Budhan objected, the man dealt him a lash to his head with a bottle and a scuffle ensued. According to the source, another man who tried to make peace was stabbed and stumbled into the bar. Meanwhile, the fight continued and it is believed that during this time Budhan was fatally stabbed. However, the suspect, in trying to explain to the police how he received his wound, claimed that a man tried to rob him. He claimed that he fought off the man by lashing him in his head with a bottle. He later changed his story and admitted that he and Budhan had a fight and it was Budhan who pulled out a knife and stabbed him first. He added that he managed to take away the knife and defend himself.

Police to monitor key ports of entry in Berbice for festive season ...Division short 231 ranks
Senior ranks listening to the Commander as he made his presentation By Leon Suseran In an effort to curb criminal activity during the upcoming Christmas season, police in Berbice plan to increase patrol and monitoring of several key ports of entry. A priority will be the 24hour monitoring of the Berbice River Bridge; New Amsterdam, Rosignol and Moleson Creek Ferry Terminals, as well as the popular illegal port of entry/ disembarkation, the Suriname ‘BackTrack’ crossings. But the Divisional Commander of ‘B’ Division, Assistant Commissioner Brian Joseph bemoaned the fact that the division is short of over 200 police ranks. He was making a presentation of the annual plans for security in Berbice for the upcoming festive season. However, this will not deter his team from the job that they have set out for them in the coming weeks. The police, Joseph said, intend to use a number of methods including continuous mobile patrols; road blocks; cordon and searches; intelligence gathering; and intensified traffic patrols. Riverain
patrols in Berbice River and Canje Creek will take place “as far as possible”, he added. The various pay offices of the Guyana Sugar Corporation at the estates will be key monitoring sites for the police, he added. He stated that currently, the Force in Berbice has the capacity and need for 505 ranks “but presently there are only 274 [ranks]…a shortage of 231 ranks, so you see the problem,” he said. This allocation of 505 ranks for Berbice was put in place since 1977, he added. Clearly, several years later, the demands of the force have increased, since crimefighting has evolved into fighting piracy, trafficking in persons, patrols and traffic, “but we are prepared to work despite shortage of our human resource.” To carry out the mandate this festive season, the police thought it fitting to have four sectors that will be managed as separate subgeographical areas, with distinct senior police officers overseeing the management. “We plan to monitor business places, banks, [and] other financial institutions, as well as deploy Community Policing Group
(CPG) members in various communities, [and carry out] intelligence- gathering, raids,” the Commander said. Special arrangements for Christmas Eve and Old Year’s Night at busy spots in Berbice will be in effect, through additional deployment of ranks to boost police presence in several commercial areas. ”A number of businessmen were robbed [this year] but yet we had a decrease in crime in ‘B’ Division and the police will continue to work to cause a higher decrease in crimes in Berbice,” Joseph said. Late shopping on Christmas Eve and on Old Year’s night from 18:00 hrs to 02:00 hrs will be evident and “we are focusing on these areas and a lot of our resources will go out in these periods.” “There will be evaluation and changes where deemed necessary. His ranks and the department are prepared to work with all stakeholders,” the official said. “We are prepared to work with all and sundry who are interested in fighting crime and ensure that ‘B’ Division remains crime free,” the Commander said.

JOINT SERVICES LOCK DOWN CAMP STREET PRISON FOLLOWING MINI PROTEST Up to late last night members of the Joint Services were locked in a standoff with inmates at the camp street prison who are demanding the removal of a controversial warden who was recently placed in charge of the facility. The prisoners claim that they are very uncomfortable with Officer Gladwin Samuels being at the helm of the Camp Street Jail, since he was implicated in the murder of an inmate in 2008. Their protest actions saw mostly inmates of the capital sections of the facility chanting slogans through barriers overlooking the prison’s perimeter walls, calling for Samuel’s removal. Kaieteur News understands that a section of the Capital division which houses remand prisoners was breached. As the chanting grew louder and efforts to silence the prisoners failed, the police
were summoned and several patrol units responded. They were followed by other ranks from the Tactical Services Unit. Even the fire brigade was on standby inside the prison. This, however, seemed to incense the inmates further. The prisoners accused officer Samuels of inhumane treatment and of terrorizing prisoners. Samuels, along with officers Kurt Corbin in 2008 was charged with manslaughter in connection with the death of inmate Edwin Niles. It is alleged that the two, on July 11 2008, killed Edwin Niles who was an inmate at the Georgetown Prisons. The duo was eventually freed of the charges. They were both superintendents at the time. They have since been promoted. “He say he gon kill we, but we gon kill he fuss,” one inmate shouted to media personnel who were standing
There was drama outside the Georgetown Prison at around 21:00 hrs last night, after police exchanged gunfire with suspected bandits in a car, wounding one man and causing his alleged accomplices to flee after crashing. The wounded suspect, identified as Silk Mc Lean, 25, of Diamond Housing Scheme, East Bank Demerara, was admitted to the Georgetown Public Hospital Corporation (GPHC) with gunshot wounds to the head, side and leg. Police sources told Kaieteur News that ranks had received information that bandits in a dark coloured car had robbed four people, including a police rank, at Vryheid’s Lust, East Coast Demerara earlier in the evening. A vehicle fitting the description of the getaway car was subsequently seen traversing Camp Street, near the prison. Police ranks were in the process of trailing the vehicle when the occupants opened fire. The ranks
returned fire, wounding Mc Clean. The occupants then headed towards George and Leopold Streets, where they crashed into a building. Some of the occupants then exited the vehicle and reportedly fled into the same building, while Mc Lean reportedly caught a taxi which took him to the GPHC. At press time, police were still scouring the area for the suspects.

outside the prison walls. Apart from the alleged fear of Samuels, the prisoners highlighted the delay in having their day in court.
Cops wound suspect in shootout near prison
The incident occurred at the same time that Joint Services ranks were engaged in a stand-off with inmates who had staged a protest in the prisons.
They claimed that over 300 of them are awaiting trial, adding that they are crammed into an overcrowded facility without proper food. “Every day is de same stinking food. De wardens dem locking down people in hey and ain’t even want we family dem visit we fuh give we food,” another inmate blurted out. The inmates made it clear that they want a return of former Director of Prisons Dale Erskine who they said looked into their concerns
whenever these were raised. But Police Commissioner Leroy Brumell told this newspaper that the report he got was that someone from outside threw something over the prison walls, and a prisoner collected it. He said that when prison authorities tried to seize it, they were met with strong
resistance. According to the Commissioner, the inmates broke several electrical fittings in protest. He said that they were monitoring the situation since they feared that the inmates would use the darkness of night to carry out further acts of vandalism inside the prison.

Times over “Picture Boy” publications ...lawyer seeks apology and $5M compensation Attorney-at-Law, Lyndon Amsterdam on November 15 obtained an Ex-Parte Injunction against Guyana Times reporter Vahnu Manikchand, Nigel Williams, Dr. Indranie Rampersaud, Editor and Consulting Editor of the media outfit respectively; restraining them, their servants or, agents from further publishing, material that alleges corruption in the concluded Cyeon Collier murder trial which recently ended with a hung jury. The newspaper has been stopped from disseminating and circulating to the public and electronically publishing on the world wide web the part of Manikchand’s November 12 article titled ‘Another hung jury for “Picture Boy” – deceased’s relatives slam justice system” and containing the words, ‘This is not the first time the family is making such allegations. At the previous trial, they named four jurors who had connections with
the defence attorney’. The Injunction was granted by Justice Roxanne George in Chambers. The Judge Ordered service of the documents filed by the Plaintiff Lyndon Amsterdam to be served on the Defendants and gave a returnable court date of December 10, 2013 for the defendants to answer to the Injunction. Appearing for the Plaintiff were Attorneys-atLaw Nigel Hughes, Roysdale Forde, Stephen Lewis and Keshia Chase. In the Application, Mr. Lyndon Amsterdam contended that he is an Attorney-at-Law admitted to practice in Guyana since October, 1998 and has always represented his clients professionally and has never had his professionalism questioned or tarnished by any allegation of dishonesty, corruption or any other malpractice. However, on Tuesday 12th November, 2013, the first-named defendant, Manikchand
Attorney Lyndon Amsterdam wrote an article in the Guyana Times Newspapers under the title ‘Another hung jury for “Picture Boy” – deceased’s relatives slam justice system’ and in the said article there was a paragraph which specifically stated ‘This is not the first time the family is making such allegations. At the previous trial, they named four jurors who had connections with the defense attorney.’ The Plaintiff is contending that reference to defense attorney in the said article refers to him since he was the only attorney who represented Cyon Collier c/d ‘Picture Boy’ who has had three (3) different trials in the High Court for murder which all ended with hung juries. In the last trial which was heard before Justice Navindra Singh, the Jury was divided equally on one count of murder committed on Ray Walcott c/d ‘Sugar’ whilst on the other count of murder committed on Carl Andrews c/d ‘Aloe’, the jury was divided - eight saying not guilty and four saying ‘guilty’. Despite, this disagreement among the jurors, the Plaintiff alleges that in the Guyana Times Newspaper article on the trial, Manikchand carried a story in which she claimed that the relatives of the deceased alleged that some of the jurors were paid off on behalf of the accused and that there is no justice for people who do not have money in this country. The Plaintiff in his documents contended that the third-named and fourthnamed defendants as Editor and Consulting Editor of the Newspapers had a professional responsibility and duty to ensure that articles published by the second-named defendant, Guyana Times Inc. are grounded and supported by fact before publication and not deliberately printed to tarnish the reputation of (Continued on page 18)

A father of four was killed and his friend injured at around 17:30 hrs on Saturday, after they were struck by an allegedly speeding and drunk driver on the Public Road at No. 19 Village, Corentyne. His 48-year-old friend escaped with minor injuries. The 22-year-old driver was admitted under police guard at the New Amsterdam Hospital. Police said that tests revealed that he had consumed alcohol above the legal limit. Kaieteur News understands that Rampaul and his friend were standing on the road at around 18:00

He died on the spot. Ramphal is survived by his wife, Hemwatie Kaiso, eight siblings and four children, aged 17, 16, 13 and 10.

He also contended that since the publication of the said article, members of the Legal profession have been enquiring from him whether it is true that he had connections with jurors in the previous trial and he has been suffering with mental, emotional and psychological distress. In his Affidavit, the Plaintiff alluded to the fact that on several days during
the trial, the first-named defendant would not be present in court but would confer and consult after the adjournment with the Prosecutor Judith GildharieMursalin and on the next day would carry an article which only refers to selective parts of the evidence, favourable to the Prosecution with no reference to the lies, inconsistencies and contradiction brought out on cross examination. Amsterdam is seeking in
redress damages in excess of $5,000,000.00 (five million dollars) for Libel committed by the defendants in the newspaper publication. He is also seeking an Order that the Defendants are caused to publish in the Guyana Times Newspaper a retraction and an apology to the Plaintiff for the alleged false statement imputing the character and reputation of the Plaintiff, such further or other order as the Court may deem just and costs.
WMO reaches out to chopped... (From page 2) that they will harm him because of what he did to me but I don’t want anything to happen to him. I know in his heart he regrets his actions and I don’t want anything to happen to him, I don’t want him in jail either. After my healing I don’t know how long it will take me to get back to my homeland but without a doubt I will be going back to Jamaica.” As she recalled the tragic encounter, she said, “My husband works as a labourer at a mining camp in Mahadia and I worked as a cook there. We had several issues before but he never hit me. He always accusing me of having some-
one else and I guess he just couldn’t take it anymore with all the things people were telling him. So on the said night he told me he want to talk to me and then we went into a corner and he told me that someone insisted that I was cheating on him, that I had another man in the area. I told him the rumours are not true and that I was always faithful to him. But I don’t know what got into him. He got a cutlass and all of a sudden he start swinging the cutlass and I tried to block it. He even chop me on my stomach. But the majority of the damage was on my hands. I was rushed to the hospital for treatment and I’ve
been a patient at the Georgetown Hospital since the incident.” The 36-year-old told this publication that she would be happy for any sort of counseling from a confidential agency as she is still unsure as to what should be the next step for her and especially considering that she is unsure as to what would happen if she is to ever meet her husband again. While Harris’s attacker is still on the run, she is currently being taken care of by her husband’s sister , and reiterated her how grateful she is to those that have reached out to her, especially the members if the WMO.

Girl, taxi driver killed in Mandela Avenue crash - were returning from Middle Street shooting victim’s wake A taxi driver and a teenage girl were killed at around 23:00 hrs last night in a horrific crash on Mandela Avenue, while returning from a wake for one of the victims of last week’s Middle Street massacre. Hospital sources
identified the victims as Tiana Holder, 19, of Bent Street, and Percival Chester, 29, of D’Urban Street. Chester was employed by Crown Cabs Taxi Service. Details of the tragedy are sketchy, but Kaieteur News understands that Chester and
Holder had attended the wake for Vanessa Vyphuis, the slain Crown Cabs dispatcher. They were reportedly returning from the wake when they crashed in the vicinity of the gas station on Mandela Avenue. Their bodies were subsequently transported to the Georgetown Public Hospital. (See more details in tomorrow’s edition)
Albouystown man knifed to death, brothers on the run Police are trying to locate two brothers who allegedly stabbed a 24 year old man to death at Albouystown yesterday. Dead is Lloyd Benjamin also known as “Lloyd Banks” of Lot 113 King Edward Street Albouystown. The motive for the killing is unclear. According to reports the incident happened sometime after 10:00hrs a short distance away from Benjamin’s home. This newspaper was told that Benjamin lived opposite his alleged killers and that the men were once friends. One relative of the dead man told Kaieteur News that the three men were friends. “All of them were friends…I can’t say what caused the fall out” the relative said. Kaieteur News was told that Benjamin and the younger
brother had an altercation and a scuffle ensued, during which the elder brother intervened. This newspaper was told that Benjamin was stabbed to the region of his chest; he also had another wound to the head. He was rushed to the hospital where he was pronounced dead on arrival. Benjamin’s mother, Lorriane, told Kaieteur News yesterday that she last saw her son on Sunday morning. “He came by me and I made breakfast for he…I ain’t know that would have been the last time I would have seen him.” According to the woman, she received a call from a female who told her that Benjamin was stabbed. Upon her arrival at the hospital her worst fears were confirmed. Benjamin leaves to mourn his mother and six other siblings.

Sri Lanka escapes Commonwealth Villagers mob U.S. aid choppers censure after fractious summit as Philippine relief effort spreads
India’s Foreign Minister Salman Khurshid (left) gestures next to Sri Lanka’s President Mahinda Rajapaksa Saturday. REUTERS COLOMBO (Reuters) Sri Lanka’s human rights record was glaringly absent from a communiqué issued by Commonwealth leaders yesterday at the end of a fractious summit dominated by allegations of war crimes during the bloody climax of the island’s 26-year civil war. The normally sedate twoyearly meeting of mostly former British colonies ran into controversy this year before it had even begun after some members objected to it being hosted by a government accused of shelling civilians just four years ago. Sparks flew at the summit when British Prime Minister David Cameron threatened to push for an international inquiry into the allegations of large-scale civilian deaths during the army’s final victory over the Tamil Tiger separatists in 2009. Some 300,000 civilians were trapped on a narrow beach during the onslaught and a British panel has estimated that 40,000 noncombatants died. It concluded that, while both sides committed atrocities, army shelling killed most victims.
Sri Lankan President Mahinda Rajapaksa’s government has also been criticized for not stopping attacks on journalists and critics of the government, as well as political pressure on magistrates, since the war ended. Cameron said he would raise the issues at the United Nations if Sri Lanka did not conduct its own independent inquiry by March. The ultimatum was dubbed “hostile diplomacy” by Sri Lankan state media. Some detected colonial overtones in the fingerwagging and accused Britain of acting like a “big brother that punishes rather than guides”. “I will do it. But you can’t say, ‘Tomorrow, do it, within one week, or three months, or four months’. That’s very unfair,” Rajapaksa told the final news conference on Sunday. Cameron left Colombo on Saturday, and the final communiqué mentioned human rights in only a general way. The official focus of the summit was on “Growth with Equity”. Ethnic Tamils were overjoyed that a visit by Cameron to the northern town
of Jaffna drew attention to a continued military presence in the former war zone and continuing attacks on journalists. Sri Lanka issued visas to hundreds of foreign journalists before the summit, and invited them to visit any part of the country to witness progress on post-war reconstruction. However, pro-government protesters stopped reporters from Britain’s Channel 4, which has run a series of documentaries alleging atrocities and war crimes, travelling to the north. Other reporters, including some from Reuters, were able to travel but were held up at numerous military checkpoints and were closely tracked by military intelligence. The rights dispute dominated the chaotic final news conference, where Commonwealth spokesman Richard Uko repeatedly tried to put the focus on the summit’s development agenda.
(Reuters) - Mobbed by hungry villagers, U.S. military helicopters dropped desperately needed aid into remote areas of the typhoonravaged central Philippines, as survivors of the disaster flocked to ruined churches yesterday to pray for their uncertain future. The Philippines is facing up to an enormous rebuilding task from Typhoon Haiyan, which killed at least 3,974 people and left 1,186 missing, with many isolated communities yet to receive significant aid despite a massive international relief effort. Philippine authorities and international aid agencies face a mounting humanitarian crisis, with the number of people displaced by the catastrophe estimated at 4 million, up from 900,000 late last week. President Benigno Aquino, caught off guard by the scale of the disaster and criticised by some for the sometimes chaotic response, visited affected areas yesterday. Not for the first time, he sought to deflect blame for the problems onto local authorities whose preparations he said had fallen short. In Guiuan, a hard-hit coastal town in eastern Samar province, he praised the city mayor for conducting a proper evacuation that had limited deaths to less than 100, saying that was a contrast to other towns. “In other places, I prefer not to talk about it. As your president, I am not allowed to get angry even if I am already upset. I’ll just suffer through
it with an acidic stomach,” said Aquino. “Until I am satisfied with what I am seeing, I will stay here for a while.” While aid packages have begun to reach more remote areas, much of it carried by helicopters brought by the USS George Washington aircraft carrier, the United Nations said people were still going hungry in some mountainous provinces. It said information about several provinces in the west of the Visayas region remained “limited”, with 60 percent of people in towns in the northeast part of Capiz province needing food support. “I remain concerned about the health and wellbeing of the millions of men, women and children who are still in desperate need,” U.N. humanitarian chief Valerie Amos said in a statement. The risk of skin and respiratory diseases and diarrhoea was very high, with hospital and health centres badly damaged. “It’s raining a lot so everything is wet. The quality of the water is not sufficient,” Jean Pletinckx, head of
Medecins Sans Frontieres’ Haiyan response, told Reuters. “In Guiuan, the city is completely destroyed. There’s nothing left. Everything is broken. The hospital is completely flat.” In Cabungaan, a village in the interior of Leyte province’s Tanauan district where as many as 1,200 died the arrival of a U.S. Seahawk helicopter on Sunday was the first outside help since Haiyan made landfall. With children in the lead, scores of villagers ran from jury-rigged shanties to greet the helicopter as it settled in a flattened patch of grass. Locals jostled for a view, beaming and yelling “Thank you! Thank you!” as two crew members rushed out aid marked “from the American people.” For the past week, the village’s 200-plus residents had been living on one meal a day of “dried fish, sometimes coconuts, not enough rice,” said Richel Maballo, 19. Too far from the shore to be hit by the surge of water that devastated the regional capital Tacloban city, the village suffered no deaths.

US offers reprieve to illegal immigrants with military relatives WASHINGTON - CMC – The United States has offered a reprieve to illegal Caribbean and other immigrants who are close relatives of active military troops and veterans by allowing them to stay in the country and move towards becoming permanent residents. After deliberating for over three years, the US Department of Homeland Security said in a memorandum that the new policy seeks to appease troops who are concerned that their immigrant family members could be deported while they were deployed. “In order to reduce the uncertainty our active-duty and retired military personnel face because of the immigration status of their family members, we have decided to clarify existing
policies,” Peter Boogaard, a spokesman for the Department of Homeland Security, told reporters in Washington. He said the new rules are based on existing statutes not the creation of any new legal status that would require US congressional action. The Homeland Security Department said the new rules apply to all active-duty members of the armed forces, to reservists, including the National Guard, and to all veterans. Officials also said the spouses, children and parents of troops will be eligible for a “parole in place,” meaning that they will be allowed to remain in the US while applying for legal residency. The shift in US policy comes as legislation to grant legal status to millions of
undocumented Caribbean and other immigrants stalls in the US Congress. Last week, Republicans in the House of Representatives vowed not to hold any votes on immigration this year or enter into any negotiations over a broad bill that the US Senate passed in June. But while many immigrant groups welcome the new immigration policy, they also urged that it be extended to more illegal immigrants, according to the New York Times. “The administration’s action clearly shows that the president can use his power to stop the pain in our communities and grant relief to our families,” Cristina Jimenez, managing director of United We Dream, a youth organization, told the paper.
Caribbean negotiators troubled WARSAW, Poland CMC – Caribbean and other developing countries are hoping for strong negotiations and the support of allies in the developed world to prevent their aspirations from being destroyed during the second and final week of the negotiations. The 19th session of the Conference of the Parties to the United Nations Framework Convention on
Climate Change (UNFCCC), COP19 and the 9th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP9) being held here from November 11 to 22. During the first week, Hugh Sealy, the Barbadian vice-chair of the executive board of the UNFCCC’s Clean Development Mechanism (CDM) who also represents the Republic of Nauru at the talks, told the Caribbean
Media Corporation (CMC), that the Alliance of SmallIsland States (OASIS), of which the Caribbean is a member, has the support of the United States and the European Union, as they try “to bring a sense of urgency to this conference that we have to do things now; not wait until 2020”. He was referring to the efforts to get developed countries to commit to scaling up to US$100 billion annually by 2020, the amount that rich countries would contribute to mitigate against the devastating impact of climate change on the least developed nations, as manifested by Typhoon Haiyan in the Philippines last weekend and Hurricane Sandy in the Caribbean and the United States last year.

Attorney General calls for resignation of Integrity Commission chairman PORT OF SPAIN, Trinidad - CMC – Two days after Attorney General Anand Ramlogan questioned the fairness of a probe being carried out by the Integrity Commission, he has now called for the resignation of the chairman of the commission, Ken Gordon. The Integrity Commission recently apologized to Ramlogan for failing to inform him it had begun an investigation into two Range Ro-vers he had bought. The com-mission’s confirmation of the investigation followed repeated enquiries from the Attorney General Ramlogan as he sought to ascertain whether the commission was probing him after the issue of the importation and licensing of the vehicles. This prompted the Attorney General to question the fairness of the Integrity Commission. “I cannot help but wonder if there is a political conspiracy to bring me down,” Ramlogan told the Trinidad Express newspaper after indicating that he had written to the Integrity Commission on numerous occasions asking whether a probe had started based on a
complaint filed by opposition legislator Fitzgerald Hinds on July 23. In a statement on Saturday, the Attorney General condemned what he saw as the attempt by the chairman of the Integrity Commission, to “pass the buck” by blaming the registrar for the suppression of the letter advising him the com-mission had launched an investi-gation. In commenting on the issue on Friday, Gordon stated, “All com-plaints are dealt with through the process with the registrar, who has a whole department set up to do this.” Ramlogan however said he found “this excuse to be hypocritical and disingenuous. Mr. Gordon only recently met with Opposition Leader Dr Keith Rowley at his home at night to receive a complaint. He did not refer him to the registrar. It is strange that this procedure was not followed in that instance.” “As chairman, Mr Gordon is ultimately responsible for the work of the commission. The buck stops with him. He must accept responsibility for the serious violation and breach that has occurred and
Anand Ramlogan come clean on this matter. However, Gordon has sought to distance himself from the issue saying that all complaints are dealt with through the process with the registrar, who has a whole department set up to do this. In light of the circumstances, the Attorney General has urged Gordon to follow the example set by his pre-decessor Eric St Cyr who, when faced with a similar situation, tendered his resignation as “this is the decent and honourable thing to do to avoid further embarrassment and damage to the commission,” Ramlogan said.
Attorney General to file lawsuit against Jack Warner PORT OF SPAIN, Trinidad - CMC – Attorney General, Anand Ramlogan, is planning to take action against former minister Jack Warner for statements made during the recent local government election. According to a pre-action protocol letter, dated November 12 and filed in the Civil Court Office on Friday, Ramlogan is taking issue with the statement made by Warner concerning properties reportedly owned by the Attorney General. The pre-action protocol letter, filed by attorney-at-law Kel-vin Ramkissoon, said War-ner’s words, in their
Jack Warner “natural and ordinary meaning”, were understood to mean that, among other things the Attorney General owned pro---perties which represent or were purchased with ill-gotten gains derived from the monetary proceeds of corruption and that Ramlogan used his brother’s name to disguise the true identity of the ownership of the alleged properties and avoid dis-clo-sure requirements of the Integrity in Public Life Act. The pre-action protocol
letter said Warner’s statement had caused citi-zens to think unfavourably of the Attorney General. “This may have the real potential of such citizens failing to vote for, or to vote against, the political party of which he is a member,” the letter stated adding that Warner’s words had “in-jured and distressed”, causing Ram-----logan to “suffer great pain and anguish”. The letter noted Warner failed to produce any evidence to substantiate his claims, which were designed to gain a political advantage for himself and his party. Warner has been given seven days to respond and failure to do so will result in legal proceedings being commenced against him. This is yet another legal challenge against Warner who has already been sued by Glenn Ramadharsingh, Member of Parliament for Caroni Central, Local Government Minister, Dr. Suruj Ram-ba-chan, as well as expelled Independent Liberal Party (ILP) councilor Faaiq Mohammed.

After a year of talks, Colombia, rebels inch toward peace Bogota (AFP) - Colombia this week marks one year of talks to end Latin America’s oldest insurgency, making substantial gains towards peace despite continued fighting between the government and leftist rebels. The current negotiations between the Bogota government and rebels with the Revolutionary Armed Forces of Colombia began November 19, 2012 in Cuba. Unlike in previous failed talks, Colombians — who have endured nearly 50 years of conflict that has left thousands dead — now believe peace actually might be attainable. But the dialogue over the year has advanced in fits and starts. It was put on hold again yesterday, when negotiators for the government and the leftist FARC rebels, postponed the next round of talks planned for November 18. “By common consent, it was decided to postpone the start of this round of talks, because they asked for more time to work on the issue of illegal drugs,” a source close to the negotiations said. The source added that there is as yet no “precise date” for a resumption of the talks. Observers said coming elections also threaten to disrupt the negotiations, which nevertheless have registered more gains than any other efforts at negotiated peace. So far the two sides have agreed on land reforms designed to narrow the gulf between destitute farmers and ultra-rich landowners — the root cause of the war’s eruption in the 1960s — and agreed on letting the leftist
Commander of FARC-EP guerrillas Rodrigo Granda (L) gives a speech at Convention Palace before the beginning of the peace talks. AFP FARC rebels take part in politics if a peace accord is in fact achieved. “What we have just achieved has no precedent in peace processes in Colombia. It is the first time we have gone so far, and that is an effort worthy of praise and a very important step,” said Sandra Borda, an expert in international relations at the University of the Andes in Bogota. For all its gains, the process has been anything but a bed of roses. The FARC did keep a pledge to observe a twomonth unilateral truce as the talks got under way a year ago, but fighting has continued. And the government rules out any talk of a ceasefire until there is a final peace accord. “Public opinion cannot tolerate the idea of the government stopping fighting,” said Borda. In the last talks, which lasted from 1999 to 2002, the
government agreed to create a vast demilitarized zone for the FARC, but ultimately concluded that the rebels just used this concession to regroup and rearm, and it called off the talks. This time around, President Juan Manuel Santos “learned the lessons of history,” Borda said. So far this year at least 61 soldiers and 75 guerrillas have died in combat, according to an AFP toll. But that bloodshed has not apparently hindered the peace talks. “There was never a red line established that could not be crossed and which would force us to suspend the dialogue,” a government official told AFP. ‘Hit the accelerator’ Christian Voelkel, the Colombia delegate for a conflict analysis think tank called Crisis Group, said “the foundations are very solid and the risk of a collapse still seems to be a very remote,
given all that it would cost both the government and the FARC.” But the clock is ticking, and Santos recently
asked the delegations to “hit the accelerator.” Three items on the negotiating agenda remain: drug trafficking — a major source of funding for armed groups in Colombia — reparations to war victims and getting the guerrillas to disarm. Another pending issue for the government is future talks with another leftist rebel group, the National Liberation Army, or ELN. Meanwhile, presidential elections are scheduled for May, and legislative voting will be held in March. Santos will probably run for another term, and many Colombians are wary of the peace process. With the election campaign imminent, former president Alvaro Uribe, a former ally of Santos but now his most outspoken critic, accuses him of betraying the
country by negotiating with what he terms terrorists. Uribe is still very popular for his all-out fight against the FARC while in office, right before Santos. In eight years, he managed to slash the FARC to half its previous size, and now it numbers 8,000 fighters. The former president, who will probably run for the Senate for his conservative party Democratic Center, might be in the crosshairs of the FARC. Recently the government said it had foiled a rebel plot to kill Uribe. “The political and electoral dynamics could jeopardize the peace process. So we are at a crossroads: what happens in the next five months before the legislative elections will probably be decisive for the sustainability of the peace process,” Voelkel told AFP.

Bachelet poised for big win as Chile votes for president Santiago (AFP) - Chile’s former president Michelle Bachelet appeared poised yesterday to reclaim the office, as her South American nation voted on a replacement for conservative leader Sebastian Pinera. Bachelet, 62, deemed the far and away favorite among nine candidates, held a commanding lead in recent opinion polls showing she had close to the 50 percent needed to win in the first round of balloting and avoid a runoff. She beamed and appeared confident as she cast her ballot at a polling station in a school east of Santiago. “Our effort has been to urge people to get out and vote so we can win in the first round, because there are plenty of things to do,” she told reporters. Pre-vote surveys showed Bachelet with 47 percent support — but pollsters predicted she could end up with the votes necessary to avoid a runoff. Balloting generally went smoothly Sunday, although a group of protesting students occupied Bachelet’s campaign headquarters calling for election reform. There were no immediate reports of damage or injury from that act of civil disobedience, however. For the most part “there has been nothing unusual, and the voting process is g o i n g f o r w a r d w i th complete normalcy,” said Jose Manuel Cichero, the official charged with overseeing the conduct of the balloting. A pediatrician who was Chile’s first woman president from 2006 to 2010, Bachelet seeks to overhaul the country’s political and economic system, a legacy of
Augusto Pinochet’s 19731990 military dictatorship. Bachelet wants to raise business taxes to offer free university, answering the demands of a powerful student movement that led a series of massive protests since 2011. The daughter of an air force general and a separated mother of three, Bachelet is supported by a “New Majority” alliance of socialists, Christian Democrats and communists. Chile has the best GDP per capita in Latin America — $22,362 based on purchasing power parity — but half of the nation’s 17 million people make less than $500 per month. Bachelet has pledged to bring a “new cycle” of reforms to reverse the country’s wide income gap. Outgoing President Sebastian Pinera, who cannot run for re-election and took office when Bachelet’s first term ended in 2010, earlier made a fervent call for a strong turnout. Evelyn Matthei, the conservative candidate and the distant runner-up in the polls, said after voting that she was certain that she

would be in a run-off vote. “In the end, the only valid poll is the one today,” a smiling Matthei told reporters after casting her ballot. The 60-year-old Matthei, a former labor minister under Pinera and former legislator for the ultraconservative Independent Democratic Union (UDI), has 14 percent support according to pre-vote surveys. She has called for a continuation of the legacy of the deeply unpopular Pinera, claiming that a Bachelet victory would represent a move backwards. Matthei was the second choice conservative candidate after the first choice, Pablo Longueira, declined nomination due to depression. Competing for third place are independent economist Franco Parisi, a surprise candidate who jumped into the political arena less than a year ago, and filmmaker Marco Enriquez Ominami, who in 2009 won 20 percent of the presidential vote but is not expected to score more than 10 percent this year Voting booths opened across the country under military protection at 8:00 am (1100 GMT) and are scheduled to close at 6:00 pm (2100 GMT), Chile’s Electoral Service reported. In one novelty, for the first time since democracy was restored in 1990 voting is no longer compulsory. More than 13 million of the country’s 16.5 million inhabitants are registered to vote. Voters will also elect all 120 members of the chamber of deputies, 20 senators, and local and regional officials. The legislative vote will be key to whether Bachelet’s ambitious reform plans will succeed.

France assures Israel it will stand firm on Iran deal JERUSALEM (Reuters) President Francois Hollande assured Israel yesterday that France would continue to oppose an easing of economic sanctions against Iran until it was convinced Tehran had given up any pursuit of nuclear weapons. Hollande’s pledge could help underpin an intensive campaign by Prime Minister Benjamin Netanyahu to convince Israel’s main ally, the United States, and other leading powers to toughen terms of a proposed nuclear deal with Iran ahead of negotiations reconvening this week in Geneva. Differences over how to ensure Iran does not obtain nuclear weapons have opened a rift between Netanyahu and U.S. President Barack Obama, whose relationship has long been fraught. France has taken a tough line with Iran, helping Paris forge closer ties with Tehran’s foes in Israel and the Gulf. “France will not give way on nuclear proliferation,” Hollande said at a welcoming ceremony at Tel Aviv airport. “So long as we are not certain that Iran has renounced nuclear arms, we will keep in place all our demands and sanctions.” After Hollande’s threeday state visit, Netanyahu is due to travel to Moscow on Wednesday to see Russian President Vladimir Putin and return to Israel to meet U.S. Secretary of State John Kerry on Friday - by which point U.S. and Russian officials have said a preliminary deal with Iran might have been struck. Netanyahu has condemned a proposal, to be discussed by Iran in talks starting on Wednesday with six powers - France, China, Britain, Germany, Russia and
the United States - to ease sanctions if it suspends some nuclear activities. “I hope that we will be able to persuade our friends during this week and in the days that follow to get a much better agreement,” Netanyahu told his cabinet. Netanyahu says tough Western measures must not only remain in place but be strengthened until Iran dismantles its entire uranium enrichment program, arguing that anything less would enable it to develop nuclear bombs. “A good deal is a deal that strips Iran of capabilities for preparing fissile material for a nuclear bomb,” he said at a news conference with Hollande. “These capabilities are the centrifuges, which are being used for this purpose, not for the purpose of peaceful nuclear energy, and the dismantling of the plutonium reactors, heavy water, which are also being used exclusively for preparing a nuclear bomb,” Netanyahu said. Hollande reaffirmed France’s conditions for an interim deal: put all Iranian nuclear installations under international surveillance, suspend 20 percent uranium enrichment, reduce existing enriched uranium stocks and stop construction of a heavy water plant at Arak that could potentially produce weapons-grade plutonium. “These are the points that are essential to us to underpin a deal,” Hollande said. Netanyahu has rejected Obama’s contention that any loosening of sanctions in an interim agreement could be reversed if Iran failed to abide by its terms. “In practice, that may be the president’s desire and
31 Syrian soldiers killed in bomb attack: monitoring group BEIRUT (Reuters) - Thirty one Syrian soldiers were killed on Sunday in bomb attack at a government building in a town on the outskirts of the capital, a monitoring group that documents Syrian battlefield developments said. Rami Abdelrahman, head of the British-based Syrian Observatory for Human Rights said that the building in Harasta was completely leveled by the explosion. “Only the night staff were on duty when the explosion occurred. If the bomb had gone off an hour before, there could have been up to 200 dead,” he said by the telephone. He said others were wounded but the death toll was unlikely to rise. More than 100,000 people have been killed in a civil war that started two and a half years ago when forces loyal to President Bashar al-Assad opened fire on protests demanding an end to four decades of Assad family rule. In recent weeks, the army and pro-Assad militia have taken ground in the north and opposition fighters have resorted to bomb attacks and mortar strikes into governmentheld territory, including the capital. Harasta is mostly in government hands but rebels have been trying since summer 2012 to advance into it.

REUTERS intention ... but I already see the countries and the investors and the companies scrambling to get to Iran,” Netanyahu told CNN, saying an easing of sanctions now would bring lasting new investment and trade to Iran. “Increase the sanctions,” he urged. “In fact, if you do a bad deal, you may get to the point where your only option is a military option.” Hollande acknowledged
at the news conference that progress had been made toward a deal with Iran. “That is undeniable. But it did not seem enough, which is why France played its full role in the negotiations for an interim deal that should lead to a final accord. We made demands, and those demands will remain for everyone taking part,” he said. In remarks broadcast on
Saturday, Russian Foreign Minister Sergei Lavrov said the six world powers and Iran were close to a preliminary agreement. His comments came a day after a senior U.S. official said a deal could be reached in the negotiations this coming week. The previous round of talks in Geneva on November 7-8 appeared close to clinching a deal, but ended without agreement. Western
diplomats said one of the obstacles was Iran’s argument that it retains the “right” to enrich uranium. But in a possible way around the sticking point, Iran’s chief negotiator and foreign minister Mohammad Javad Zarif said on Sunday that while his country had a right to enrich uranium, it was not insisting others recognize that entitlement. Iran denies that it wants to develop nuclear weapons capability and insists that its program is limited to peaceful generation of electricity and medical research. Netanyahu said the Iranian issue will top the agenda of his talks with Hollande. Israel, widely believed to be the Middle East’s only nuclear-armed power thanks to French assistance in the 1950s, has praised France for taking a tough stance in Geneva, and Tehran accuses Paris of blocking an agreement. At the airport ceremony, attended by Netanyahu and Israeli President Shimon Peres, Hollande said France was taking Israel’s concerns into account, adding in Hebrew: “I will always remain a friend of Israel.” Kerry has caused a stir in Israel by accusing it of overreacting in its opposition to the proposed deal.

MOH/MCYS 5-Stage cycle Road Race
Jeffery is Champion Rider Raynauth Jeffrey, the National Time Trial/Road Race champion, riding for Team Coco, emerged as overall Champion when the seventh edition of Ministry of Health/Ministry of Culture Youth and Sport/Guyana Cycling Federation ‘Ride for Life’ Five-Stage Cycle Road Race climaxed yesterday with the fifth and final stage from Linden to Homestretch Avenue over a distance of 64.6 miles. Jeffrey won the opening stage from Corentyne to N/A on Thursday and finished sixth in the Rosignol to C a r i f e s t a Av e n u e s t a g e later in the same day to take the lead after day one. And although he failed to finish among the top six yesterday he still ended as the leading rider chalking up an overall time of 10hrs, 05 minutes, 33 seconds over the five stages. Thirty-two riders began the final leg and 30 c o m p l e t e d t h e j o u r n e y. Orville Hinds from team United finished ahead of Darren Matthews, Geron Williams, Paul DeNobrega, Alonzo Greaves and Hamza Eastman in that order. Naiomi Singh, the lone female in the event was involved in an accident on the return trip in the fourth leg on Saturday but was allowed to ride as a guest rider yesterday and finished ahead of several
other riders as she conquered the Hills on the Linden Highway after failing to do so in her debut 5-stage Race last year. Jeffrey, in possible a psychological move, broke away from the pack early in the race and by the time the riders approached the Umbrella resort they had separated into four packs. An outstanding recovery by Christopher H o l d e r, J u n i o r N i l e s , Samuel Barker, Alanzo Ambrose and Naiomi Singh brought them into contention with the lead pack and at the Soesdyke Junction the peloton was together with the exception of Geron Williams, who was about 50 meters ahead. At the Supply turn on the East Bank Highway, defending Champion Jaime Ramirez, Darren Matthews, Raynauth Jeffrey, all riding for Team Coco, were at the front setting the pace: As the pack approached the Village of Friendship, it began to rain and the wet conditions maybe influenced a crash between Wazim Gafoor, Orville Hinds and others. However, Delroy Hinds opted to stop and give Orville Hinds his bike and everyone was back on their machines at Little Diamond. This great display of teamwork prompted Dr
Anthony to award Team Unity to them, a special ‘teamwork’ award especially since Orville Hinds won the final stage. Singh also received a special Award for her inspiration to other ladies thinking of getting involved in the sport after her outstanding performance. Kevin Jeffery collected the third ‘special award’ from the Minister for being the most improved rider on show. At the turn on the Back Road, Orville Hinds made his move and although he was challenged he outsprinted the lead pack and crossed the finish line about 50 Meters ahead of Barbadian Darren Matthews and the others. Meanwhile, Director of the Sports Neil Kumar disclosed that it was the Sports Minister who insisted the National Sports Commission (NSC) pick up the slack of G$6 Million after this year ’s event was in jeopardy when the funding for the 2013 race was not forthcoming from the Health Ministry as is usually the case. Next year’s 5-stage is tentatively set for October and the Minster, speaking at the presentation of trophies and awards for the Race at the National Cultural Centre, thanked all those who made the event a success, especially the Cyclists. The event was first held in 2007 and this year it attracted 62 starters in East Berbice. Overseas riders Darren Matthews (Barbados), Scott Savory (USA), Andrew Newton (USA) ,Paul ChooWe-Naim (USA), Samuel
Burke (USA), Gerad Yates (Canada), Jamie Ramiez Berral (Colombia) and Antiono Jose Alacon Gonsalez (Colombia) also participated this year. “We need the support of prospective sponsors and I am confident that the business community will come on board especially when they see what this annual race is doing for Cycling and Guyana’s image,” Dr Anthony said. He said the 3 & 5 stage Road races have now become a part of the Guyana’s Sports Calendar and assured the riders that even if the Sports Ministry has to step in financially, unless other funding is secured, the event will not be shelved. Kumar challenged the Guyana Cycling Federation (GCF), who’s President Cheryl Thompson was present at the head table, to look towards the 2016 Olympics and Organise a national club cycling competition as a part of their preparation. Thompson and National Cycling Coach Hassan Mohamed also delivered speeches yesterday. Sebastian Vettel takes record eighth win in row at the US GP BBC Sport - Red Bull’s Sebastian Vettel set a new record for consecutive wins in a single season with victory in the United States Grand Prix. Vettel has won eight races in a row, breaking the mark held by Michael Schumacher and Alberto Ascari. Lotus’s Romain Grosjean held off Red Bull’s Mark Webber for second. Mercedes’ Lewis Hamilton was fourth, fending off Ferrari’s Fernando Alonso and Sauber ’s Nico Hulkenberg. The Spaniard’s fifth place secured him second place in the World Championship behind Vettel, who tied up the title in India three races ago. Vettel has been unbeatable since Formula 1 returned from its mid-summer break at the Belgian Grand Prix, winning all the races, and taking five pole positions and three second places on the grid. His win in Texas, the 38th of his career, followed the
manner of so many others. From pole position, Vettel consolidated his lead at the start before the race was quickly neutralised by a safety-car period triggered by a crash by Force India’s Adrian Sutil, who lost control on the back straight after colliding with Williams’s Pastor Maldonado. At the restart on lap five, Vettel built up a 1.9-second lead on the first racing lap and continued to edge away from there, leading from start to finish. The degree to which Vettel was controlling his pace, measuring out tyre life, was demonstrated when he took the fastest lap by a considerable margin with two laps to go. If Vettel wins the final race in Brazil next weekend, the 26year-old will equal Ascari’s record for consecutive F1 world championship victories, set over the 1952 and ’53 seasons.
Bolt, Shelly-Ann named... From page 28 Like her compatriot Bolt, she also anchored the Jamaican 4x100m team to victory, a national record and the second fastest time in history. “I’m shocked and excited. It’s something that has been a dream of mine,” said a delighted Fraser-Pryce, who becomes the second Jamaican woman to win after Merlene Ottey in 1990. “Not all the time do things happen that we want to happen, but this did,” she added. Meanwhile, Digicel Jamaica CEO Barry O’Brien expressed delight on behalf of the company that the cellphone giant’s brand ambassadors have hit another first in their illustrious career. “The entire Digicel family is today exceedingly proud of both our track and field brand ambassadors, Shelly-Ann FraserPryce and Usain Bolt, for winning the prestigious IAAF Athlete of the Year Awards. This recognition is very well deserved, especially after seeing how they both dominated this year’s IAAF World Championships in Moscow with gold medals in the 100m, 200m and 4x100m races. “Moments like these make us truly proud to have Usain and Shelly-Ann as a part of the Digicel family. Heartfelt congratulations to both of them and certainly all Jamaicans are extremely proud,” O’Brien was quoted as saying.
Republican pugilist... From page 29 boxer came out victorious after a hard fought and entertaining bout. GDF welterweight gym mates, Eon Bancroft and Ron Smith clashed once again, merely weeks after the latter boxer had surrendered a points decision to the former and this time Smith enjoyed sweet revenge when he punched his way to a convincing majority verdict over his nemesis, while Bert Braithwaite (GDF) needed just 1:44secs of the second round to dispose of Bartica Boxing Gym (BBG) representative, Devon Obermuller to capture the jnr/welterweight crown. In the 70-74lbs division of the junior category, Delroy Allicock (EBG) rushed out at Kemo Abrams (BBG) and dealt him several clouts, closing him off at 1:05secs of the first stanza to take that title. Stevie Doprado then punched his way to a points verdict over his gym mate Shawn DeSouza to take the 110-114 title, while female HEBG representative, Keasyann Mullin was gifted a walk over in the female 110-114 division. Meanwhile, the organizers have indicated a desire to upkeep the programme since they strongly believe that Bartica could produce classy pugilists. One of the organizers has indicated that plans are in train to construct a proper gym. He said that HE is currently in discussions with some members of the business community towards this venture and will make such disclosures at the appropriate time.
