An abuse of the PUBLIC’S TRUST Much has already been written about the phone conversation between two acquaintances with one being a public official and the other a professional journalist. The more serious issue apart from whether the call was intercepted - as indeed it seems that this was not the case, is that the public officer engaged in behavior synonymous with misbehavior in public office. If the Attorney General is aware of offences committed by anyone within these borders, then it is a reasonable expectation that he would make this knowledge available to the police. Imagine a hypothetical scenario where a senior government functionary has knowledge that an individual has committed a crime against the state and has not forwarded this information for the relevant authorities to take the necessary action. Obviously what arises is the question regarding the possible reason(s) for withholding those facts. Maybe horse trading was to be used as a bargaining chip in the high stakes action and grandstanding that pass for politics in this country. It should not escape notice that in such a hypothetical scenario as outlined, the refusal to exercise a public function, could reside in the existence of some improper, dishonest or oppressive motive rather than a mere abuse of power. The other aggravating issue is the seeming reluctance by the police to pursue investigations in circumstances involving senior government functionaries when allegations are made against them. Such unwillingness is not evident when the allegation is made by the official against some hapless ordinary Joe. The haste with which the police perform their functions sometimes in the absence of compelling actual or circumstantial evidence is one which never ceases to amaze even the most casual observer. How is it possible for the police to so thoroughly botch an investigation as to make securing a conviction as impossibility? During the crime wave the frequency with which the fingerprints of the usual suspects turned up at crime scenes reeked of impropriety and professional misconduct. It is not unknown for investigators to plant evidence linking particular individuals to a crime scene especially if the means by which the suspect can clear his/her name are remote. In other words, the identification of persons to heinous crimes such as the Sawh and Lusignan killings served the major purpose of appeasing a certain ethnic segment of society and helped drive an alienated constituency back to its traditional fold. Therefore, it is more relevant to determine if certain actions spring from mistake or error, or from a dishonest, oppressive, or corrupt motive, under which description, fear and favour may generally be included. The Attorney General in his conversation alluded to at least two instances of law breaking of which he had knowledge. What is not known is what official action he took to ensure that justice was served. From all indications nothing was reported and no official action was taken to make sure the malefactor faced the fullest extent of the law. From all appearances it seems as if the information was withheld to use as some form of bargaining chip or worst still the B word to keep the Kaieteur News in its place. What we have here is a departure from established norms that is not merely negligent but amounts to an affront to the standing of the public office held. Public office holders are required to aspire for a high threshold of conduct, but the available evidence suggests words and actions so far below acceptable standards as to be an abuse of the public’s trust in the office holder. It goes without saying that KN is in a bruising battle to retain freedom of the press in this country. It is not surprising that ardent supporters of press freedom during the PNC regime are struck dumb in this new dispensation that is rife with injustices and

Letters... Where your views make the news
Silence changes nothing except that we sink further DEAR EDITOR, Robert Kennedy, the great American President once said, “The hottest place in Hell is reserved for those who stay neutral in times of moral conflict.” That was the first thing that came to mind when I read the letter by Reverend Chris Bowman, in which he states: “The church is not a political, nor is it a secular entity; it is first and foremost a spiritual organism. As such, no church should seek to intervene in purely political matters since it
would be exceeding its spiritual mandate in so doing. The church speaks on m a t t e r s o f m o r a l i t y. Therefore the church (the body of Christ) must strive to adopt common neutrality– impartiality and independent positions guided solely by the word of God.” (“The church is not a political, secular entity…” SN – November 13, 2014). What I found perhaps most interesting is the Reverend’s assertion that: “Leaders therefore are appointed by God to serve the people, and must be held
to a high standard of c r e d i b i l i t y, f a i r n e s s , servitude, truthfulness and performance.” This is precisely what I have said the religious community, including the Christian community, has failed to do with regard to government’s excesses, u n l e s s o f c o u r s e M r. Bowman is suggesting that his community is comfortable with the standard of behaviour by government, hence its silence. This supposed ‘neutrality’ is a convenient and hypocritical position
taken by those members of the Christian community that have aligned themselves with the government of the day. We can look at the late Myles Munroe who had close ties to both Pastor Alex Graham and Reverend Kwame Gilbert, PPP parliamentarian, both of whom I mentioned in my original letter. After a 2009 meeting with President Bharrat Jagdeo, Munroe made the following glowing remarks: “The transformation I’ve seen since then is one of (Continued on page 24)
What is CARICOM’s position on this latest act of repression? DEAR EDITOR, Guyanese have heard from a number of international and local organizations regarding the latest of dictatorial act by the PPP/C regime, to prorogue the parliament. These organizations expressed their disappointment in the President and the government’s action and call for a reversal of this situation. It has been five days since this repressive action was taken and Guyanese are yet to hear from their most important regional body, CARICOM. It would, therefore, be interesting to k n o w o f C A R I C O M ’s position on this issue. Is it that the Secretary General of
CARICOM and his team believe that this act by the PPP/C government to prorogue the parliament is justified? Does CARICOM believe that it is not that organization’s business to comment on these issues, which matter to Guyanese and other people in the region? Does CARICOM believe that if it makes a pronouncement on the matter it will be violating its own protocols? What really is CARICOM’S position on this matter? Does CARICOM stand with the PPP/C and President Ramotar and therefore, supports the prorogation of the Guyana Parliament, or does CARICOM stand with the Guyanese people as they
resist this unhelpful situation? Will CARICOM join with Guyanese, home and abroad, to denounce dictatorial rule and call for a restore to democracy? Will the prorogation of the parliament help or hurt CARICOM’s mission, hence it must remain silent? What does CARICOM say about the statement by the Organization of American States (OAS), does it support that organization’s call for a quick end to this proclamation which was issued to prorogue the parliament? Is CARICOM disappointed, excited, worried, sad, or does it remain ambivalent on how to approach this issue? Guyanese want to hear
from CARICOM; Guyanese are waiting to hear from CARICOM. The earlier we hear from this most important body the less we will have to speculate. It is therefore, time for us to hear from CARICOM. It is not acceptable for CARICOM to remain silent. Guyanese are looking for the leadership and respect from our leaders in the Caribbean Community. So, will we hear from CARICOM or will Guyanese simply have another “cold shoulder” experience from this organization which our First Executive President, Linden Forbes Sampson Burnham, helped to create? Lurlene Nestor
I have grave concern for our safety DEAR EDITOR, A few days ago, Guyanese officially welcomed Road Safety month. It is with grave concern for our safety that I am forced to pen this letter. I am a daily user of the 45 - Main & Lamaha minibus route. The commonly known “pitbull minibus” that traverses the roadways is an impending catastrophe to all citizens. The majority of these minibus drivers are reckless; they have absolutely no regard for human life and motor vehicle laws. I have seen on many occasions that many do not
adhere to traffic lights or the stipulated speed limit. Having used this bus route for over eight years, it is evident that most of the drivers were former young, mini-bus conductors who are simply ‘hustling’ on the road. What is even more appalling is that our young people are waiting in droves in the mornings on the 45 mini bus park by what is known as the “hot plate” for these buses to take them to school “fast.” I recognise schools such as Christ Church Secondary, Richard Ishmael Secondary, St
oppression. The sad reality is that, any and all liberalminded and even the ultraconservative would be hardpressed to ignore what is happening in this country. The rate at which this despotic government is going about trampling on the constitutional rights of the Guyanese people makes it a distinct possibility that we are headed for a full blown dictatorship.
John’s College and a number of unidentifiable private schools, but certainly these schools are within the 45 minibus route. I was reliably informed that these buses do not drop students off directly in front of their schools. No doubt such lawlessness does not take place when a police officer is stationed there. When an officer is present, I have seen that the students temporarily migrate to the front of City Hall to await their “quick bus ride”. Students themselves are to be blamed for such chaos, especially given the fact that sometimes it is well after 9 am and they are still waiting for their special ride to school. At one point, I saw four students in the front seat of the minibus (exclusive of the driver of course) while the
students in the back were “packed up like sardines.” If you notice, it is common that these minibuses are tinted with two small windows on each side, so it is difficult to identify how much students are really in the bus. On one occasion, I made calls to several of the public schools to express my concern, but unfortunately the teachers could do nothing without names or complete descriptions of the students. I believe the school needs to be more vigilant in helping to weed out this common practice by their students. It is also my hope that the relevant police authorities step up their guard and devise a practical solution to such imminent danger. Teshanna Cox Concerned citizen

The President acted constitutionally, Proroguing Parliament is the but not democratically straw that broke the camel’s back
DEAR EDITOR, In response to P e e p i n g To m ’s c o l u m n , “There has been no breach of constitutional order,” (KN, November 13), s/he made an erroneous assumption that no knowledgeable member of the opposition or astute observer and analyst shares. President Ramotar did not act unconstitutionally; he acted undemocratically, since the people now have no parliamentary representation in our supposedly parliamentary democracy. There is a huge difference between what is constitutional and what is democratic. It is possible that a constitution can contain a legal provision, but that does not mean the provision supports the concept of democracy, and especially a representative democracy. China, Cuba and North Korea, for example, all have constitutions which contain legal provisions that deny their people rights and freedoms. Those governments do exercise the constitutional provisions, which, unfortunately, do not support democracy. Now, permit me to expand on what I believe is a bit of confusion over what the President has done by purportedly ‘proroguing’ (I prefer dissolving) Parliament. Guyana’s 1980 Constitution incorporated elements of the preIndependence Constitution, which contained a provision allowing the GovernorGeneral – who was appointed by and served at the pleasure of the Queen, constitutional head of all governments in British colonies to prorogue or dissolve Parliament at will. According to former Clerk of the National Assembly, Mr. Frank Narain, the 1963 government, perhaps realizing there was no Standing Order preventing the Speaker from convening the National Assembly on his own, turned to the GovernorGeneral and asked that he ‘prorogue’ Parliament, and he complied. Those two provisions – prorogation and dissolution - became known as Article 70.1 and Article 70.2 in the 1980 Constitution, and they were needed by Forbes Burnham who rigged elections to retain power - as a safety net in event Parliament, by virtue of a two-thirds parliamentary vote, decided to remove him from office. It was basically to ensure he held on to power, and this is what President Ramotar illadvisedly chose to exploit in
his bid to hold on to power, because a no-confidence vote would have triggered the immediate resignation of his government and paved the way for fresh General Elections in three months, which is what he and the PPP greatly fear. As for the President’s talk about entertaining negotiations with the AFC and APNU during this period of prorogation, this is a waste of time and reveals his lack of understanding what a prorogation is about or he may be playing political games and buying time to establish a dictatorship. My layman’s understanding is that in Britain, after whose constitution ours is largely patterned, when Parliament is prorogued, it is to facilitate preparation for scheduled fixed term general elections. If Parliament is dissolved, it usually happens during the term of governance when either the ruling party loses enough members crossing the floor to the opposition’s side, thus rendering the government a minority, or if there is a coalition government and one or more parties in the coalition pulls out, rendering the coalition a minority government. The minority government may then feel it cannot work in that scenario and could pull off a majority victory at fresh elections. Separately, while I am aware of the constitutional provision that says, after a no-confidence vote is passed
in Parliament, the government must immediately resign and set a date for General Elections in three months, I have not read where anyone has cited a constitutional provision that says, after the President prorogues Parliament - except for scheduled General Elections - he has up to six months to call fresh General Elections. Where in the constitution is that provision written? Editor, this preposterous notion that the President can ‘prorogue’ Parliament to avoid the records showing his government received a noconfidence vote, thereby rendering every MP (including PPP MPs) as ordinary citizens, and then offering the opposition members an opportunity to talk, should be rubbished. Since the combined opposition now has no legal standing, and former MPs are now ordinary citizens, then any talks between them and government will not be legally binding and will not be recognized by a court of law. In fact, the government never even honoured anything the opposition did in Parliament, when it was in legal standing, so why would government be expected to honour any decision made, especially now that the opposition has no legal standing? The majority of Guyanese know that the President shut down Parliament to avoid facing the embarrassing no-confidence (Continued on page 24)
DEAR EDITOR, There is no doubt that the proroguing of Parliament by the PPP coupled with the dead threats to the owner of Kaieteur News Glenn Lall and his staff and the vulgar and obscene language by the Attorney General have brought Guyana to its lowest level. Guyana is no longer democratic and the freedom of the people is in jeopardy. Many are hopeless and are on their knees begging for someone to help them. But as poor as they are and as hopeless as they can be, the people have had it with this dictatorial, anti-working class and corrupt PPP regime. The PPP cabal has used the last straw to break the camel’s back by proroguing Parliament. There are dark clouds hovering over Guyana but behind every dark cloud, there is a silver lining. We want to assure the masses that hope is alive and well and it is only a matter of time before the unrighteous Jagdeo/Ramotar cabal is removed from office. With elections around the corner, we are confident that the PPP will be defeated and the opposition is prepared to assume the mantle of power. Anyone trying to find out what policy options the AFC and APNU would pursue if elected to office will most certainly not have to worry, because unlike the PPP which is yet to present a solid economic policy, the opposition has a sound economic and human
development policy for advancing Guyana. Both parties are for greater divestment of state enterprises as a means of citizen empowerment. They would create a balance between public and private sector involvement in the economy and would implement new crime-fighting strategies that would dramatically reduce drug trafficking and crime, especially gang warfare, murders and armed robberies. They would improve the ailing health sector and the collapsing educational system by removing the square pegs in round holes and replacing them with qualified and experienced personnel. In particular, the AFC and APNU have a very robust plan to deal with those who abuse, exploit and traffic children. They would certainly develop a customerfocused, knowledge-driven and law-respecting society of the future. Unlike the visionless donothing president, the leaders of the opposition have a vision that will set Guyana on a path of rapid development thus transforming it from a Third World-low income country to one of a developing-middle income country within five to ten
years. As the AFC leader, Khemraj Ramjattan said in Parliament Monday November 10, the prorogation of Parliament will foster deeper cooperation between the AFC and APNU and they will do everything in their power, including mass protest to get rid of this rogue PPP cabal. Moses Nagamootoo rightly said “they must go and they must go now.” By proroguing Parliament, the inept PPP cabal has fired the opposition who the majority of Guyanese have voted for. The ungrateful PPP cabal is clearly telling the people that they do not have to answer to them for their actions because they will be elected to office no matter what they do. In other words, the donothing president and the unschooled General Secretary believe that the people are foolish. Evidence of this lies in the fact that the do-nothing president and his cabal have stated that the Attorney General has done nothing wrong and that he was illegally taped by Kaieteur News reporter Leonard Gildarie. They have ignored the fact that Mr. Nandlall had admitted that it is his voice on the tape. The fact that the PPP cabal continues to (Continued on page 24)

Explosive Ombudsman’s report…
Nanda Gopaul denies role in sacking NBS boss Days after an explosive report that spoke of wrongful fraud charges against Chief Executive Officer, Maurice Arjoon and two senior managers, Kent Vincent and Kissoon Baldeo of the New Building Society (NBS), a former Board member and now senior Government official, has denied he ever issued any threats. Minister of Labour, Dr. Nanda Gopaul, who was also a former Board member of NBS, the country’s largest mortgage financing lender, also questioned whether Ombudsman, Justice Winston Moore, even had jurisdiction to review the matter. However, the Act governing the Ombudsman states; It shall not be necessary for the Ombudsman to hold any hearing and, subject as hereinbefore provided, no person shall be entitled as of right to be heard by the Ombudsman. The Ombudsman may obtain information from such persons and in such manner, and make such inquiries, as he thinks fit. If, during or after any investigation, the Ombudsman is of opinion that there is evidence of any breach of duty, misconduct or criminal offence on the part of any officer or employee of any department or authority to which article 192 of the Constitution applies, the Ombudsman may refer the matter to the authority competent to take such disciplinary or other proceedings against him as may be appropriate. Gopaul also insisted that Arjoon and the two Managers were sacked for “dereliction of duty, negligence and serious misconduct”.

The CEO complained in January that he and the two Managers, back in June 2007, were deliberately and maliciously charged for a $69M fraud committed at NBS. The fraud was said to have been committed in late 2006. In his complaints to the Office of the Ombudsman, Arjoon claimed that he was framed after he refused to back a $2B investment in the Berbice River Bridge. Rather, NBS Board of Directors, voted for $350M. That vote on that investment by the Board, in which Arjoon participated, apparently angered former President Bharrat Jagdeo, according to the Ombudsman’s report. Arjoon claimed that he was told this by Gopaul in 2006. Months later, fraud charges were laid. Yesterday, the Minister in a statement said, “There seems to be a lot of spin, political and otherwise, on the Ombudsman’s report on a complaint by Mr. Maurice Arjoon against his prosecution as a result of a fraud committed at the New Building Society in 2006.” He said that reports emanating from the media would give one the impression as if senior Government functionaries, including Jagdeo, had a hand in some form of victimization
against Arjoon. The Minister slammed the report. “I wish to categorically state that had there been a proper investigation done and persons who have been
accused of certain wrongdoings given an opportunity to be heard, it would have been revealed that all the accusations made by Mr. Arjoon are baseless.”
Gopaul said that the Ombudsman’s report on the complaint, which was released earlier this month, implicates a number of persons who were never afforded an opportunity to respond to the allegations made against them and therefore, it violates the principles of natural justice and most basic requirements of fairness and due process. “Importantly, the learned Ombudsman does not have the mandate and jurisdiction to review the decision of a private company to dismiss its employees. “The fact that the company (NBS) was not even consulted simply compounds the wrong.” Even worse, Gopaul said, the Ombudsman embarks upon an inquiry to review a dismissal and to make findings thereon when that
very issue is the subject of active litigation filed by Arjoon in the High Court. “The report therefore, has been done in complete disregard of the sub-judice principle. Legal advice is currently being sought on what actions can be taken in challenge to this most unfortunate report.” Gopaul also released a copy of a response he had sent to the Ombudsman’s office in January in which he denied ever making any threatening telephone calls to Arjoon on any matter whatsoever. “Mr. Arjoon and I, along with other Board members, shared a very cordial relationship up to the time of his dismissal and even socialized together on several occasions after the initial Berbice Bridge investment,” he said in the letter.
The “dreaded” No-Confidence Motion…
Ramotar must face his ‘jumbie’ - Granger Opposition Leader, David Granger said that the “same jumbie, the No-Confidence Motion,” that President Donald Ramotar is running away from, will be there to greet him in the National Assembly, when it reconvenes before or after the six-month suspension. At his press conference which was held at his Hadfield Street Headquarters, yesterday, Granger said that the President must face his “jumbie.” The Opposition Leader said that APNU remains committed to supporting the seemingly dreaded NoConfidence motion. He said that the President cannot expect that the unprecedented motion would simply disappear into thin air with the prorogation of the Parliament. He said, “You can’t escape the fact that there has been ministerial and governmental lawlessness… They will not be wished away by proroguing the Parliament. “He is going to face the same reality and when it comes; we will do what we have to do…What he did has intensified or concretized the views that the government is
not concerned about democracy and is unfit to remain in office.” APNU Leader also called on the entire nation to resist the People’s Progressive Party/Civic’s (PPP/C) imposition of a one-party dictatorship in Guyana. He said that the President’s decision has only served to paralyze the parliamentary process by affecting formal sittings of the National Assembly. Granger said that the President’s proclamation stifled the voices of the people’s legitimate representatives in the National Assembly. The ‘proclamation’ he said, also extinguished the expectations of the Guyanese people who he said three years ago in November 2011, voted for APNU and the Alliance for Change (AFC) to have the majority of seats in the House. He also refuted allegations that that dialogue between the Opposition and the Government had been discontinued, thereby provoking the extreme measure of prorogation. Granger reminded that the
Opposition Leader, David Granger last meeting between an APNU team and a PPPC team led by President Donald Ramotar was on October 20. The Opposition leader then accused President Ramotar of “single-handedly and single-mindedly” engineering a constitutional crisis in order to promote the PPP/C’s partisan political programme at the expense of dealing with pressing national matters. He said that the main purposes of the six-month suspension are to allow the PPP/C to establish a ‘de facto,’ one-party dictatorship, to avoid parliamentary scrutiny and to evade its responsibility to the people. Granger said that President Ramotar has presented a constitutional pretext to obstruct debate on the Opposition’s NoConfidence Motion; postpone the holding of Local Government Elections, prevent debate on financial
excesses and impropriety, protect delinquent Ministers from parliamentary sanction; permit the PPP’s campaign for General and Regional Elections to proceed; and provide for the continued expenditure of state funds without parliamentary scrutiny. He then called on civil society, non-governmental and professional organizations, political parties, religious and social groups and even trade unions – to resist the President’s objectionable and obnoxious decision to prorogue the parliament. He said that the President has no grounds for this assault on parliamentary independence. He also called on the citizenry to join in a civil movement for the restoration of parliamentary democracy by peacefully resisting the PPP/C’s resort to dictatorship. In supporting Granger’s position, his Shadow Minister of Agriculture and Natural Resources, Dr. Rupert Roopnaraine, said APNU’s confidence in the government has evaporated over the years. The provision for the NoConfidence Motion, he said, was inserted into the Constitution to protect the people, and reduce the powers of the Executive if it is found to be abusing its powers. As it relates to government’s call for dialogue during this period of suspension, Dr. Roopnaraine said that he found this to be insincere and illogical as the government has removed the institution for allowing such to take place.

Resistance will continue until General Elections - APNU, AFC By Gary Eleazar A Partnership for National Unity (APNU) last evening shared the stage with the Alliance for Change (AFC) at a massive rally venued at the Square of the Revolution to hear from the thousands who turned out so that their input can be crafted into a strategy to respond to the President’s Proclamation to prorogue Parliament. Young and old, male and female, abled and disabled turned out in a resounding show of support and were in unison with the leaders who called for, among other things, immediate General Elections and Constitutional Reform. The rally started shortly before 18:00hrs and lasted for just over three hours and saw presentations from Opposition Leader David Granger, AFC Chairman, Nigel Hughes, Working Peoples’ Alliance (WPA) Leader Dr. Rupert Roopnarine, Guyana Youth and Student Movement Leader, Ryan Belgrade and Members of Parliament Basil Williams, Keith Scott, Volda Lawrence and Sydney Allicock. Brigadier (rtd) Granger who was introduced as the ‘President in waiting’ was welcomed to the podium amidst a reverberating applause and wasted no time in denouncing President Ramotar whom he labeled a dictator. According to the Opposition leader, for three years the President has not reached out to the thousands who voted for the joint opposition at the 2011 elections. He accused the President of being oblivious to the plights of the ordinary people since he lives among the ‘big shots’ Granger was adamant that over the past three years the President has refused to discuss pertinent issues of concern to the political opposition and the people they represent including the holding of Local Government Elections among other big ticket items. Calling for immediate elections, Granger reminded that at the last elections more than 120,000 people did not vote and said this must not be repeated. He said that APNU has been meeting with people across the country including at places once considered PPP strongholds and the feedback is that they are fed up with the ruling administration. “People all over want development and the administration is not delivering that,” said Granger. The President, he said is ducking the issues and “we must stop this ducking

WPA Leader, Dr.Rupert Roopnarine, addressing the rally last evening behaviour.” “You have brought the square (of the Revolution) alive because you want to tell Ramotar that the PPP must go…He can duck but he got to come up for air.” Granger sent a warning to President Ramotar that as soon as he reconvenes the Parliament, he will be met with a no confidence motion and a united opposition. “Go Donald go, go out of government,” was the chant led by the Opposition leader who remarked that the thousands who turned up at Square of the Revolution last evening wanted to send a message that they are fed up with the lies and deceit of the Administration. AFC Chairman Nigel Hughes was also welcomed to the podium with a boisterous ovation. In his usual articulate manner he pledged the support of his party in the fight against the ‘dictatorship’ that the President has invoked. According to Hughes, the President by proclamation has transformed Guyana from a Republic to that of a Kingdom where he rules by proclamation. Hughes warned that the current state of affairs cannot be allowed to continue and Guyanese must know that regardless of their political persuasion, race or religion, every citizen will be affected
by Ramotar’s decision and that all Guyanese must “stand up.”He was adamant that when the Republic is threatened all are affected regardless of which party they support. Hughes warned that these are serious times and the issue at hand is not something to joke about and that Guyanese can’t allow their children to walk back to colonialism. He said that the message from AFC is that the President’s action has plunged the country into a crisis; into deep uncharted waters and is an egregious wrong that must be righted. The AFC, he said, will be unwavering in holding government to account. Time is of the essence and timely action is necessary if the country is to avoid long term damage, according to Hughes. The AFC Chairman also called on the international community to come to the assistance of Guyana in resolving the impasse. He was adamant that even the framers of the Constitution could not envisage that it would be used in such a “vulgar way.” Hughes said that what has happened must serve as the last straw and that solutions have to be permanent, beginning with the reform of the Constitution in order to save the country.
WPA Leader, Dr. Rupert Roopnarine, declared that the leadership of the party has embarked on the setting up of a broad coalition meant to include civil society, trade unions, churches and other stakeholders in order to chart and participate in the way forward.Dr. Roopnarine said that there are indications that the President may want to dissolve parliament before six months and call election but “we in APNU ready.” He reminded that the ruling PPP were staunch
advocates of Parliament and its importance but this appears to have changed. According to Dr. Roopnarine, “we will not be cowed, we will not be threatened.” In vowing to sustain the resistance, Dr. Roopnarine warned that “we if necessary will put our lives on the line to preserve democracy.” He was adamant that when the President, by proclamation excludes the joint opposition from the House, he is effectively
excluding the people’s representation in the House. According to Dr. Roopnarine, in the coming weeks the joint opposition will be calling on the people of Guyana from time to time in building an ocean of rebellion.“We are at the starting of the long march” he said.Responding to the Administration’s, Dr. Roopnarine said that they are not prepared to engage in futile discussions. . Jamaican company commits J$6.7 billion to offshore oil exploration KINGSTON, Jamaica CMC - The Petroleum Corporation of Jamaica (PCJ) says it will ensure that Jamaicans benefit, if oil is found from the recently announced gas and oil exploration project. The exercise, which commenced on November 1, is being facilitated under a production sharing agreement (PSA) signed by the PCJ, and Tullow Jamaica Limited. An exploration licence has been issued to the firm, which has committed some J$6.7 billion (One Jamaica dollar=US$0.0089) to undertake activities off the island’s south coast. PCJ manager, Oil and Gas, Brian Richardson, said the PCJ will ensure that the project “brings the benefits that we desire,” if the survey results in the discovery of oil. “We worked very hard to get someone like Tullow Oil on board and it is our earnest wish that as we go forward, it
brings the benefits that we desire. The PCJ and its team will ensure that we commit all the resources that we do have to ensure that Jamaica gets the fullest benefit from the programme being implemented,” he said. Richardson said the project will have several phases. “In each of those phases, the explorer, Tullow Oil, will be looking to build on the knowledge of the past and continue to use their internal expertise, develop on that knowledge and hopefully point to a place where we could go on to a more detailed seismic work, using sound waves to investigate under the surface,” he added. The PCJ executive said that a key component of the project is the intellectual sharing and transfer of knowledge, noting that Tullow Oil will be collaborating with the
Brian Richardson Department of Geology at the Mona campus of the University of the West Indies. “They have been here for over 80 years. They have the underground knowledge and I believe that they (Tullow Oil) will definitely use the resources there,” he said, noting that the team will meet with members of the Department to get them on board and to hold discussions with students pursuing their PhDs.
Desperate shortage of blood attributed to Chikungunya outbreak
KINGSTON, Jamaica CMC – The desperate need for blood across the island is being attributed to the Chikungunya outbreak. Acting director the National Blood Transfusion Service (NBTS) Dr. Veronica Taylor on Wednesday said the agency is in need of 12,000 units of blood. She noted that the crisis is as a result of several donors being turned away because they were infected with the chikungunya virus. Taylor explained that the current policy requires that individuals affected by the virus wait for at least 28 days before donating blood. She said the policy will remain in place until further information
on the impact of the infection is available. She added that following an infection, traces of the virus remain in the blood for up to 17 days and some people experience a relapse, which may involve a
return of the fever and other symptoms usually within three weeks. SAO PAULO (AP) — Police yesterday arrested the former director of services of Brazil’s state-run oil company Petrobras for his alleged role in a money-laundering scheme as authorities conduct a widening probe of corruption involving the company. Police, who are investigating allegations that Petrobras was involved in money laundering as well as a system of kickbacks, arrested Renato Duque and officials of several construction companies that allegedly paid bribes in exchange for contracts. In March, police also
arrested Paulo Roberto Costa, a former director of downstream operations at Petrobras, for his involvement in a money-laundering scheme that police have said amounted to close to 10 billion reals (about $4 billion). Costa, who is under house arrest in a plea bargain deal, has told prosecutors that he accepted bribes from contractors to win contracts from the oil producer. Meanwhile, Brazil’s comptroller general’s office said it will investigate allegations that Petrobras accepted bribes from a Netherlands-based supplier of offshore oil vessels.
The comptroller’s office said on its website that the probe is aimed at finding out if SBM Offshore was awarded contracts by bribing some 20 Petrobras officials several years ago.Petrobras said it had no immediate comment. A Senate commission is also investigating Petrobras’ 2006 purchase of the Pasadena Refining System. In 2006, Petrobras paid Belgium’s Astra Oil $360 million for a 50 percent stake of the Pasadena Refining System. One year later, Astra Oil exercised a so-called “put option” to get Petrobras to buy the remaining 50 percent stake.

THE WILL OF THE PEOPLE DOES NOT ANNUL PROROGATION There are unsupported and unsubstantiated arguments being to the effect that the manner in which the President exercised his prerogative to prorogue parliament was not in keeping with the way such powers were intended to be used. Unfortunately, those making these arguments did not state what are the circumstances for which prorogation were intended. Nor did they attempt to argue why they felt that President Ramotar had misused his prerogative. By convention, the exercise of a prerogative of the Crown carries broad discretion. As such, any argument that finds that the exercise of such a prerogative is unwarranted, though legal, is likely to be an argument of convenience. I will contend here today that the issue that people should be deliberating on is not if the President properly exercised the prerogative of prorogation. (Those who feel he did not can test it in the Court of Law since the right to prorogue is spelt out in the Constitution.) The issue that people should be reflecting on is why the prerogative was not exercised long before this week. There were clear circumstances which in my humble estimation could have triggered a prorogation of parliament in the past.
An important feature of constitutionalism is the separation of powers. The legislature should not seek to administer the affairs of the government from the benches of the legislature. The separation of powers also anticipates a commodious relationship between the three arms of the State. I hereby advance the argument that where a discommodious relationship exists between the Executive and the legislature or between the legislature and the judiciary, the Crown can opt to prorogue parliament as many Kings and Queens have done in the past. The first circumstance that could have triggered a prorogation of parliament occurred at the start of the 10th parliament. As soon as the 10th parliament commenced, the opposition went on a mad rush to reconfigure the composition of the National Assembly so as to deny the party which had won the most seats in the National Assembly, a minority on most of these committees. The government felt that this was against parliamentary convention. I believe that they could have used this as the basis to trigger a prorogation until there was clear understanding amongst all of the sides as to the principles that should underlie the composition of parliamentary

committees. The opposition parties justified their hijacking of control of key parliamentary committees on the grounds that they, the opposition, represented the will of the people. It is a contestable argument but in any event, the will of the people does not annul the prerogative of prorogation. The second circumstance that could have triggered prorogation was the decision by the opposition to introduce legislation without the agreement of the government. This is against parliamentary tradition and could have led the government to contend that this was an attempt by the opposition to run the country from the opposition benches which is beach of the separation of powers. There could have been a resort to prorogation so as to allow time to test this issue in court, but since the President could have refused to assent to legislation, it was not necessary to be this drastic. The third circumstance that caused a discommodious relationship between the Executive and the legislature
and which could have triggered a prorogation was the attempt by the opposition to sanction the Minister of Home Affairs. The Minister was not accused of being in contempt of the Chair nor was he the subject of a finding by the Committee of Privileges for any breach of parliamentary privilege. Yet there was an attempt to have him removed from the Assembly. The Speaker eventually overruled this attempt to silence the Minister. If he had not, it could have triggered a prorogation. The fourth circumstance that could have led to prorogation was the decision taken in relation to the Chief Justice’s ruling on the Budget Cuts of 2012. The President could have decided that the approach taken by the National Assembly to the Chief Justice’s ruling discommoded the relationship that ought to exist between the judiciary and the legislature and this threatened the separation of powers and thus could have triggered a prorogation of parliament.
The fifth circumstance concerned the decision to refer the Minister of Finance to the Committee of Privileges. The President could have argued that the Assembly was acting in a manner that was inimical to parliamentary mores and opted to prorogue the National Assembly. If in all five of these situations if the President had prorogued parliament he would have been acting in accordance with the powers granted to him under the Constitution. He would have been thus acting constitutionally. But he would not have been acting democratically. And this is the issue that people need to appreciate. The fact that a measure is constitutional does not make it democratic. When the 1980 Constitution gave to President Burnham, the power to dissolve or prorogue
parliament if faced with an attempt to remove him as President, this was not a democratic provision. But it was constitutional. It was lawful but not democratic. Similarly, prorogation may be constitutional but not necessarily democratic. It can be democratic such as when there is a catastrophe that necessitates parliament being prorogued since it cannot meet. But prorogation can also be undemocratic. So too however can be noconfidence motion against a democratically elected government.

== THE FREDDIE KISSOON COLUMN ==
The NBS scandal: Allah is watching the DPP, Shalimar Hack Libel is a tricky business in Guyana. You can get sued for libel for the stupidest thing that in almost all other countries, a judge would get mad and throw it out. People threaten you for voicing your opinion over matters that in no other country, a libel would be sought. Guyana has the most outdated libel laws in the world. They are not only primitive but downright asinine. I wrote that Dr. Sheik Amir should not hold the position of Medical Superintendent of the Georgetown Hospital. An apology was demanded. I know what would have followed if I didn’t apologize. What is wrong with a commentator saying that John Jones should not be the cricket captain of Guyana? What is wrong if I say Michael Jones should not head the Bank of Guyana?
What is wrong if I say Commander Hicken should not head the ‘A’ Division of the Police Force after his conduct in Linden? That is my opinion and I have a right to express it. I am saying now that Mr. Hicken should not have been promoted to that position, and the opposition parties should not have let that pass without vehement protest. Where is the libel in that? You write that a police officer should not be promoted and you libel him? Is this country real? In relation to Dr. Amir, my editor told me I should have used the words, “in my opinion.” Well I am using them now. In my opinion after my experience with the office of Dr. Amir, I do not believe he should be retained as the Medical Superintendent. How is that libelous? If a
bank teller spoke to me in ways that I didn’t like, why can’t I say that the bank should not retain her? It is my opinion that after my frustration with Dr. Amir’s office, I believe he should not continue in that capacity. No way in the words just gone by, did I comment on the character of Dr. Amir or was any mischief intended. If as a response to this, Dr. Amir writes again, I will not apologize. I will take my chance with the courts. I am not going to be silent in this country over issues, situations, dramas, investigations, scandals, stories, violations, controversies which I feel the Guyanese people are entitled to be enlightened on. The role of a public intellectual, commentator, columnist, or opinion-maker is to put interpretative
analyses on events. In so doing, we bring out dimensions of phenomena that people can ponder on and either reject or accept. In the identical context with Dr. Amir, I now say that given what I have just read in the Ombudsman’s report on the NBS situation involving Mr. Arjoon, its CEO who was charged and freed by the courts, I think the society should demand the resignation of the DPP, Shalimar Hack. This is the conclusion I have come to. I may have the wrong conclusion but I am entitled to make it. I am not a citizen who accepts that Mrs. Hack is the right person for the job of the DPP at all. I believe Dr. Arif Bulkan was far a better brain and his application was rejected for political reasons. I believe there are too many
questions about her legal role that she has not answered and for which this society should have demanded responses a long time ago. It came out in court documents that a police officer who gave the decision to have the luggage of Mr. and Mrs. Hack searched at the airport ended up being charged for drug trafficking. This was after it was revealed during his trial that Mrs. Hack had written his superiors requesting his dismissal. Can you imagine such conduct never generated indignation by the society? The evidence against the three treason accused -Mr. and Mrs. Bruce Munroe and Mr. Wharton – was atrociously poor and the DPP should have thrown it in the waste basket. In the Ombudsman’s report there is a reference to the DPP not
Frederick Kissoon being answerable to anyone. Indeed she is not. The report made clear that there were no bodies of evidence from which a charge against Mr. Arjoon and his two co-defendants could have been drawn up. But Shalimar Hack went ahead. But the Ombudsman’s report says more about Mrs. Hack. It seems at last that Mrs. Hack will now be under the radar of the people of Guyana. The Ombudsman’s findings also spoke about the role of her husband and the CIOG in the NBS case. Both Mr. and Mrs. Hack are devout Muslims. Allah is watching.

Speaker writes Commonwealth Secretary … Businesses urge fuel tax reduction as economy contracts Requests delegation to mediate Govt. /Opposition dispute over suspended Parliament PSC has called for Government to seriously consider reducing the fuel tax in light of falling gold and rice prices.
The business community has called on Government to consider lowering the taxes on fuel in light of the current performance of the economy. According to the Private Sector Commission (PSC), over the last year the world market prices for Brent Crude Oil fell from a high of US$114 per barrel to a low on November 13, 2014 of $74 per barrel. “This is a reduction of 35% between the highs and low for the last 52 weeks. Analysts have projected that the prices will fall further in the days to come and that low oil prices will be the norm in the near future.” PSC said it sees the lower world market prices as having a positive impact on business but is disappointed at the pace at which the prices are lowered at the pumps in Guyana with much benefit not being garnered by consumers locally as yet.
“We understand from a release from the Ministry of Finance that when the prices were high an intervention was made by the Government to lower the rate of excise taxes and now the prices are low the taxes will be readjusted to where they were to facilitate stable prices.” The PSC made it clear that while it understands this position, it still believes the Finance Minister can give due consideration to other factors when this adjustment is being done. This is to ensure that some of the savings seen worldwide will be passed on to the consumers in Guyana, especially since gold and rice prices have fallen dramatically and the performance of the economy has dampened in the last year. Earlier this month, the Finance Ministry said it has hiked the gasoline tax from 20 to 40 percent and diesel tax from 15 to 35 percent.
In light of the worrying gridlock and mounting tension between the government and the opposition over the prorogation of the Parliament by President Donald Ramotar, House Speaker of the National Assembly Raphael Trotman wrote Commonwealth Secretary General Kamalesh Sharma appealing for a delegation to visit Guyana to intervene in the distressing circumstances. President Donald Ramotar at his press conference yesterday said that while he is not opposed to this move by the House Speaker, he believes that the country should be given the opportunity to handle its internal matters. However, Trotman in his letter to the Commonwealth Secretary General said that while the Guyana Constitution gives the President the authority to prorogue the Parliament, he firmly believes that the framers of the Constitution could never have intended that such authority be used
arbitrarily, or as a shield by a minority Government against the majority of the elected Members of Parliament. Trotman sought to inform Sharma that Article 106 (6) of the Guyana Constitution clearly and unambiguously states that the Government shall resign if a majority of the elected members of the National Assembly vote in favour of a No Confidence Motion. In anticipation of such a vote, the Speaker explained that the actions of the President have neutered the elected House of Representatives, and more worrying is that with the prorogation of the Parliament, Ramotar has not named a date for the resumption of sittings of the National Assembly. Trotman said in his letter that this is a violation of the spirit of the Constitution, as it allows the Executive the unbridled ability to frustrate and prevent the work of the National Assembly. At present, he informed Sharma that there is grid-lock as the majority of Members
Murder accused jailed for drug possession Remand prisoner and murder accused Kevin Hintzen, called ‘Ratty’, 25, of Rose Hall Town, Corentyne, has been jailed for three years on a possession of narcotics charge. Hintzen was caught with 78 grams of cannabis sativa in the confines of the jail. According to Prosecutor Sergeant Godfrey Playter on October 8, last, the accused was seen acting in a suspicious manner. He was challenged and the narcotic
was found concealed in a plastic bag hidden in his crotch. He was arrested and later charged. Hintzen who appeared before Magistrate SherdelIsaacs Marcus on Tuesday in the New Amsterdam Magistrate’s court, was found guilty and was sentenced to three years in jail and fined $30,000 with an alternative of an additional six months in jail. He was charged along
with a teenager and a juvenile for the murder of security guard Jagdat Ramcharran called “Ronald” between January 6 and January 7, 2013. The man’s body was found bound and gagged at the Iskcon Hari Krishna Mandir at Block 6 Williamsburg Corentyne, Berbice. The police had initially held three men for the burglary of a Digicel\Cell Smart outlet at Rose Hall Town, Corentyne. They were found
in possession of the stolen items. The men had sustained injuries during the break in as blood was found in the building. Two of the men eventually admitted to being involved in the murder of the security guard. The men then
named others who were part of the gang that raided the Mandir on the fateful night. They stated that six of them were involved. Hintzen along with two others were also charged with break and enter and larceny.
House Speaker, Raphael Trotman of the National Assembly are indicating that there will be no dialogue with the Executive unless or until there is revocation of the prorogation and a resumption of sittings of the National Assembly. On the other hand, he mentioned that the President has indicated publicly that he is prepared to re-convene the Parliament if accommodations could be arrived at, presumably after dialogue. Trotman concluded that the Guyana Parliament, as a member of the Commonwealth Parliamentary Association, urges the good use of its offices, together with the entire weight of the Association, to intervene so that there can be a return to normalcy. “To this end, I invite you to send a delegation to Guyana to engage all sides of this disagreement so that this unhealthy situation may be brought to a speedy and peaceful end,” he added.

Explosive Ombudsman’s report…
DPP challenges findings
DPP Shalimar Ali-Hack Director of Public Prosecutions Shalimar AliHack is questioning how a criminal matter ended up before the Ombudsman for his pronouncement. The DPP was responding to a report carried in sections of the media, which dealt with the Ombudsman’s report on a matter involving the dismissal of three senior officials from the New Building Society, following a fraud investigation at that financial entity. The Ombudsman’s report, which cleared the three officials, appears to find fault with the police investigations into the matter and by extension the subsequent advice given by the DPP. The DPP has taken
umbrage with the Ombudsman pronouncing on the matter which she pointed out does not fall under his jurisdiction. “While the Ombudsman’s functions are expressly stated in Article 192 and 193 of the Constitution, Article 193 specifically states the excluded matters of the Ombudsman. A reading of these articles does give rise to question how this criminal matter came to be ‘entertained’ by the Ombudsman,” the DPP wrote. But the Act governing the Ombudsman states: It shall not be necessary for the Ombudsman to hold any hearing and, subject as hereinbefore provided, no person shall be entitled as of right to be heard by the Ombudsman. The Ombudsman may obtain information from such persons and in such manner, and make such inquiries, as he thinks fit. If, during or after any investigation, the Ombudsman is of opinion that there is evidence of any breach of duty, misconduct
“I was both appointed to act and subsequently confirmed as DPP by the Judicial Service Commission, not the President,” DPP or criminal offence on the part of any officer or employee of any department or authority to which article 192 of the Constitution applies, the Ombudsman may refer the matter to the authority competent to take such disciplinary or other proceedings against him as may be appropriate. The Ombudsman’s role is to investigate complaints against persons who hold public office and it fits right into the case in question. One of the affected NBS officials, Maurice Arjoon, had complained that former President Bharrat Jagdeo, present Minister of Labour Nanda Gopaul, Finance Minister Dr. Ashni Singh and the DPP all played a hand in the injustice he suffered. Therefore the
Ombudsman ruled that he had jurisdiction to probe the complaint. His report questioned how investigators recommended charges when there was clearly no evidence on the police file. But according to the DPP, she reviewed all statements in the police file and found that there was strong and compelling evidence to institute the charges against the employees as advised. The charges against the three persons were dismissed after the victim of the alleged fraud did not turn up to give evidence. The DPP stated that she cannot be responsible for the fact that the victim did not attend court to testify against these persons. “What the DPP did was to give legal advice, based on the evidence in the police file and
the law of Guyana, which I am constitutionally bound to do. No person can challenge this act of the DPP except a court of law and only where there is evidence that the DPP acted contrary to the Constitution or statute,” she argued. According to the DPP, such a challenge was done, and the High Court of Guyana via Justice Dawn Gregory, did not find that the DPP acted contrary to the Constitution or statute by advising the police to institute the charges, but rather acted in accordance with the law. She further stated that from all indications, the Ombudsman used an incomplete file to make his report, “yet, uncannily, he was able to pronounce that the persons have suffered grave injustice when they were charged. Surely it must be a small wonder in these twilight days.” And the DPP took umbrage to a section of the report which suggested that she benefited from the favour of former President Jagdeo for her alleged role in the action
Ombudsman Justice Winston Moore taken against the three NBS Managers. One of the Directors had stated that after the President was written to about the DPP wrongfully instituting charges against him, Jagdeo quickly confirmed the DPP. “I wish to expressly and emphatically state that I was both appointed to act and subsequently confirmed as DPP by the Judicial Service Commission, not the President. “In fact, I am the first DPP in Guyana to have been appointed as DPP by the Judicial Service Commission pursuant to the 2001 amendment to the Constitution.”
Former Home Affairs employee charged for impersonating Minister Rohee A brazen former employee of the Ministry of Home Affairs was hauled before Chief Magistrate Priya Sewnarine-Beharry yesterday after he pretended to be the Minister of Home Affairs, Clement Rohee in order to con Digicel Guy. and Cellphone Shack out of cellular phones. Thirty-nine year old Damien Bailey pleaded guilty to the charge of attempting to commit a felony by false pretence. It is alleged that on
November 13 last, at Barrack and Fourth Street Kingston, the defendant attempted to obtain from Akeesha Richards, sales representative of Digicel Guy, one Samsung Galaxy cellphone on behalf of Mr. Rohee. Police Prosecutor Michael Grant said that on the day in question the defendant presented himself at the Digicel office, where he told staffers that he had come to obtain a phone on behalf of Minister Clement Rohee.
After presenting what was deemed as relevant documentation, the phone was given to the man. However, the con artist’s plan began to fall apart when following his departure from the entity, suspicious employees contacted the Minister informing him that the phone he requested was on its way to him. The Minister made it clear that he did not request any phone. A frantic call was then made to the number of the phone given to the conman who barefacedly answered. The shrewd employees told him that he needed to return to Digicel to collect additional accessories for the phone. Upon his return he was promptly held. The prosecutor told the court that the defendant had previously attempted to commit a similar offence at Cell Phone Shack. On that occasion he reportedly made a call to the entity and claimed to be Mr. Rohee stating that he was sending someone to obtain a phone on his behalf. Investigations were made and the phone call was traced to the defendant. Bailey was represented by Attorney-at-Law Adrian Thompson who said in his bail application, that his client is unblemished and not known by the police. Thompson maintained that the accused
Damien Bailey, former employee of Ministry of Home Affairs was sent and did not act on his own accord. Thompson told the court that his client is a sickle cell patient and is currently not well. Bailey, who resides at 376 Craig Village, said he is prepared to accept any penalty the court hands down to him. “He has worked with the Ministry of Home Affairs…so he is not a stupidee”, said Thompson. Prosecutor Grant objected to bail based on the nature, gravity and prevalence of the offence and due to the fact that the defendant had tried to con Cell Phone Shack previously. After taking these factors into consideration, the Chief Magistrate granted bail in the sum of $200,000. He is to return to court on December 22.

Deputy Superintendent visits road accident victims at GPHC Deputy Superintendent of Police Irvin Trotz, along with officials of the Guyana Road Safety Council (GRSC) recently visited road accident victims at the Georgetown Public Hospital Corporation (GPHC), as part of Road Safety Month activities. According to the Deputy Superintendent, the visit served as a platform for police and road safety officials to sympathize with road accident patients and ensure that they are satisfied with police investigations on their matter. Trotz said that the team visited four patients at
the institution. “Road safety is everyone’s business” the police official said as he urged all road users to “be on the lookout for the vulnerable.” GRSC Coordinator, Ramona Doorgen, noted that 120 fatalities and over 300 injuries have already been recorded this year locally. She expressed hope that road users can keep these figures at a minimum by adhering to the rules of road safety. President of the Georgetown Road Safety Association, Victor Graham, reiterated that road safety is
everybody’s business, whether one is walking, riding or driving on the roadways. He said that drivers must exercise patience and limited alcohol consumption while driving on the roadways, in order to significantly reduce the number of accidents. Chairman of the West Demerara Road Safety Council, Shahab Hack, expressed similar sentiments. “Too many people are drinking and driving. It is not the fault of the police, the road safety council’s fault or even the government’s fault. People are just making bad

choices and they need a reminder,” he said. Hack made a humble appeal to road users to observe the 5 C’s of road safety; Care, Caution, Courtesy, Consideration and
Common Sense. He said that adhering to these “little things” can make a big difference. He explained that a large number of road accident patients have continued to
receive corrective surgeries “more than one year” after their accident occurred. This, he said, is due to the severity of road accidents, which also contributes to unemployment.

Mother of Simone Williams receives a cheque from Officer Banwarie. Also in photo is Simone Williams (standing at extreme left) and other senior police officers.
In what can only be described as a mysterious phenomenon, 56-year-old Joseph Williamson was early this month rendered homeless when the domicile in which he resided was completely gutted by fire. The fire occurred on November 3, the exact date that the very house was destroyed a year ago in the same way. And like on the previous occasion, fire officials have not yet been able to ascertain the cause of the recent fire, leaving many to conclude that it was the result of mystifying happenings. Williamson, who lived alone in a 20 x 25 residence at One and a Half Miles, Bartica, Potaro Road, reportedly lost everything in the fire. He is currently being accommodated by a friend. However, he was eligible for some much needed support forthcoming from officers of the Bartica Police Station. Presenting the items to Williamson which included food hamper and mattress was Officer in Charge of the Bartica Police Station, Superintendent Rudolph Banwarie. Even as he presented the endowment in the company of other senior officers of the Bartica Police Station, Banwarie related that the support could not have been realised
without the financial input of some members of the business community. Williamson is expected to secure additional support in the form of zinc sheets and other items to help him rebuild his home from the Bartica Interim Management Committee/Neighbourhood Democratic Council (IMC/NDC). It was not Williamson alone who was the recipient of much needed support in recent times. Having learnt that Simone Williams of the Bartica Secondary School would have been unable to write the Caribbean Secondary Education Certificate (CSEC) examination, because of her parent’s inability to raise the needed funds, Officer Banwarie decided to solicit support to ensure the teenager was able to write the examination. Williams wrote five CSEC subjects at the 2014 May/June examinations. At an emotional handing over ceremony the girl and her mother expressed immense gratitude for the financial aid. The foregoing gestures are among a number of others that are consistently orchestrated by Officer Banwarie. Similar activities are frequently done by the Bartica IMC/NDC as part of efforts to give back to the Region Seven community of Bartica.

Letters... Where your views make the news Woman seeking justice for father killed by Silence changes nothing except... speeding bus driver Seeking justice for her deceased father is Sholon Dodson of Lot 16 Goed Fortuin, La Grange, West Bank Demerara (WBD). Three months ago, 57year-old Ivor Dodson, while crossing the road, was struck by a speeding bus. He was later rushed to the West Demerara Regional Hospital (WDRH). Since then, a court date has not been set for the driver of the bus, Frederick Gordon, and Dodson insists that it is the fault of the ranks at La Grange Police Station. On Thursday, August 14 of this year, Dodson, according to eye witness accounts, was crossing the street on his way home from an outing when a speeding route 31 minibus “hit him”. Sholon Dodson said she received a frantic knock on her door informing her of the incident. She raced to the scene to find her father lying on the road surrounded by a crowd of people. She recalled that many of the eye witnesses thought that the man was already dead. The victim was subsequently rushed to WDRH where he succumbed early the next day. The bus driver, Gordon, was arrested and placed in
police custody at La Grange Police Station. He was then released the following Monday, and the young woman alleges that he has since been permitted to drive the same minibus. Three months after the incident, Sholon Dodson is still looking for justice for her father. Speaking to Kaieteur News, the aggrieved daughter related that she has been following up the case but has not gotten any results. On Thursday, Dodson went to La Grange Police Station to inquire about her father’s case. The case has not reached the courts, and Dodson wants to know the reason for the delay. “I went to the police at La Grange they told me to check with the DPP (Director of Public Prosecutions),” explain Dodson, “but when I made it to the DPP, they told me no case about my father reach them.” Dodson said she is baffled why a court date was not set to bring closure to the matter. Gordon, according to Dodson, did not provide her with any compensation following her father’s death. She explained that she paid all the expenses associated with her father’s hospitalization and subsequent death. She stated that while she was not interested in monetary compensation she wants justice for her deceased father. Dodson is currently seeking legal advice and is hoping that the matter can be resolved soon.
From page 4 the most amazing changes I have seen in any country before and that means that the people are working together, the leadership is working and the government is obviously making decisions that are helping in the infrastructural development of the country.” This is certainly not an endorsement that duly elected members of the political opposition would have agreed with, nor other independent stakeholders, yet Munroe made the comments nevertheless; there was no objection from Graham or Gilbert. Even more damning, two years later, Bishop Juan Edghill, not yet rewarded with the Junior Minister of Finance position, took to the political platform and spoke the words, “I want to say to all who are gathered here and
Guyana as a whole, I believe if Jesus Christ who I serve was in Guyana and he had to vote, he would have voted for the PPP/C.” I cannot recall Mr. Bowman’s condemnation of this statement, even within the tiny chorus of opposition that came from the Christian community. I’m sure he’s had multiple opportunities to quietly correct Edghill so he could probably inform us if he did in fact do so. And then of course, there is Reverend Bowman himself, a month ago, singing spontaneous praises for an ‘under-appreciated’ PPP government official: “It is my view that we have in Prime Minister Samuel Hinds a great example of sacrifice and service, a man of decency and humility - a true Guyanese patriot, who has given thankless service to this
Proroguing Parliament... From page 5 support the Attorney General shows that the cabal lacks integrity, morality and decency. The PPP has claimed that the people are not interested in their corrupt practices, the high crime rate, their arrogance and contempt for the constitution and disrespect for the people. On the other hand the leaders of the opposition have integrity, morality and have set very high standards for themselves. They also believe that Guyanese are very intelligent and that they would elect the opposition not only because of their leaders’ honesty, integrity, likeable personality, but because of their sound economic and human policy to develop the country and a security plan to protect the people from the armed bandits. The opposition will reduce corruption and crime, improve the lives of the poor and the working class, reduce youth unemployment and professionalize the Police Force, and inspire them to
honour their motto which is “to serve and protect.” They are not bothered by the hard work of providing a framework for governing a complex, multi-ethnic, inherently cynical, constantly evolving society burdened by escalating crime and corruption, and a culture of near total dependency. Unlike the PPP cabal, the opposition will not rape the treasury and rule in the interests of their rich friends, but for all Guyanese. They will definitely put the interest of the people and the country first. Therefore, a change in government means a change from immaturity, dishonesty and corrupt practices of the PPP regime to a more immensely matured and honest AFC/APNU administration that knows the art of governance and which will formulate policies to tackle a range of issues, from health, education, crime, and food production, to culture and any of the myriad challenges facing the nation. Asquith Rose and Harish Singh
nation. It is unfortunate that we have become so blinded as a people, we have failed to duly honour and celebrate this distinguished son of the soil.” (“When we disagree…” SN - October 11, 2014) Ten days later, there he is again commenting on the actions of the Clerk of the National Assembly in what was clearly a matter of governance and not spirit: “As I read Mr. S.E. Isaacs - Clerk of the National Assembly’s, intelligent and guided opinion on the authority to convene Parliament, I couldn’t help but think, here is a man who is just doing his job to the best of his ability.” (“Spare a thought for all the genuinely committed people” SN October 22, 2014) In short, in the midst of a contentious battle about the resumption of Parliament, the Reverend felt free to speak about the Clerk doing a good job, even as the Speaker of the National Assembly, also doing his job, was in direct opposition to the Clerk’s position. If the Reverend felt so moved to pen his support for the Clerk as well as his fawning letter in praise of the Prime Minister, it is puzzling therefore that he has been silent on the Attorney-General’s issue or the President’s prorogation of Parliament. He can perhaps enlighten us if he believes that these men are also simply doing their job and are being unfairly “ostracized and criticized by those who are driven by personal agenda and hatred.” Also, since the Reverend clearly is on the side of persons facing struggles simply for doing their job professionally, perhaps he would offer his comments on the case of Maurice Arjoon, Kent Vincent, and Kissoon Baldeo, all of whom were just recently cleared of trumped up charges brought against them under the orchestration of the same President Jagdeo for whom Myles Munroe had such unwavering praise. To the rest of the Christian
community, and the religious community in general, not because the majority of wrong comes from the government means that you are taking sides or being partisan in your stance if you condemn it. I understand your fear – I have been there, faced with crippling doubt. But I have found solace, affirmation and a sense of duty in words of wisdom, whether it is Vaclav Havel who sanctions action against oppression even if the outcome is unsure, or in the Mahabharata where Krishna counsels a hesitant Arjuna that only dharmic action could free one from the cycle of repetitive adharmic action. The Reverend Martin Luther King Jr. perhaps best expressed the conflict that I believe faces people of spirit in Guyana: “Even when pressed by the demands of inner truth, men do not easily assume the task of opposing their government’s policy, especially in time of war. Nor does the human spirit move without great difficulty against all the apathy of conformist thought within one’s own bosom and in the surrounding world. Moreover, when the issues at hand seem as perplexing, as they often do in the case of this dreadful conflict, we’re always on the verge of being mesmerized by uncertainty. But we must move on. Some of us who have already begun to break the silence of the night have found that the calling to speak is often a vocation of agony. But we must speak. We must speak with all the humility that is appropriate to our limited vision, but we must speak.” I have not asked that anyone take any specific political side in this, simply that we speak out against what we observe as being wrong. That is the point from which true dialectic develops. We cannot be sure of the path this conversation will take, but what is certain that silence changes nothing except that we sink further. Ruel Johnson
The President acted...
From page 5 vote and to avoid facing fresh General Elections, but the government can run, however, it cannot hide from the reality that General Elections are inevitable; unless it decides to go the dictatorial route. So, let the President and his HPS blab about General Elections being held if the opposition does not want to talk with the government in this ‘prorogued’ period, because General Elections is the end game
goal of the opposition’s noconfidence vote. In closing, it is one thing for the majority of Guyanese to have noconfidence in the PPP, as expressed by their majority votes on November 28, 2011, or for the opposition to have no-confidence in the PPP, as expressed by their desire to pass the no-confidence vote, but it is another thing if the PPP has no confidence in itself about staging any elections Emile Mervin

Prime minister: No talks on T&T President’s housing allowance
...as Cabinet goes on retreat in Tobago Trinidad Express - The issue of President Anthony Carmona receiving a housing allowance while occupying fully funded State accommodations was not discussed at Thursday’s Cabinet meeting, Prime Minister Kamla PersadBissessar said. Carmona has become embroiled in public controversy, following an exclusive Express report he has been in receipt of a monthly $28,000 housing allowance while in receipt of State housing in Flagstaff Hill, at the expense of taxpayers. The housing allowance was approved by Chief Personnel Officer (CPO) Stephanie Lewis. Senior Counsel Martin Daly has questioned Lewis’ decision to approve the allowance and asked whether she was pushed to do so. Finance Minister Larry Howai and Public Administration Minister Carolyn Seepersad-Bachan, the two line ministers for the CPO, have denied any involvement in the approval of the allowance. Persad-Bissessar Thursday said the split in the CPO’s reporting lines were based in law and not the fault of her People’s Partnership administration. Persad-Bissessar made the statements as she addressed the post-Cabinet news conference at the
Obama says barring Suu Kyi from Myanmar presidency ‘doesn’t make much sense’ (Reuters) - Standing next to Myanmar’s democracy icon Aung San Suu Kyi, U.S. President Barack Obama said yesterday that the law barring her from becoming p r e sident “doesn’t make much sense”. It was the clearest statement Obama has made on Suu Kyi’s political future,
but he stopped short of explicitly urging that changes be made to allow her to run for the presidency. Washington has pressed for more change in Myanmar, where political and economic reforms launched two years ago seem to have stalled and taken the sheen off what was seen as a rare foreign policy
achievement for Obama. The United States has signaled its willingness to let the transition take shape and has avoided specific demands. Nevertheless, Obama has told President Thein Sein that the next election, due in 2015, needs to be fair, inclusive and transparent.

Magdalena Grand Beach and Golf Resort in Tobago. At the news conference, Persad-Bissessar was asked whether the oversight of the CPO had been discussed during the Cabinet meeting. She said it was not.“I am glad you asked that because I was preparing a press release based on the law because I saw a news report which was saying that the fact that the CPO has to report to the Minister of Finance, as well as the Minister of Public Administration, it is because my Government split this into two reporting lines and whether that was causing the confusion and not proper oversight,” Persad-Bissessar said. “The law provides very clearly that the CPO is to fall under two separate ministries for different functions.“The law provides for that to take place; it has always been so and, therefore, that double
reporting was not something created by my Government,” she said. Persad-Bissessar then read excerpts of the Civil Service Act to bolster her point. “Section 13 (1) of the Civil Service Act, Chapter 23:01, establishes the Personnel Department and places that department under the general direction and control of the minister to whom is assigned responsibility for the administration of the department, at this time, it is the minister of Public Admin,” Persad-Bissessar said. “Section 14 of the same Chapter 23:01, Section 14 sets out the responsibilities of the Personnel Department, and at Section 15, the act states that notwithstanding Section 13 (1), in the exercise of those duties and duties under 16, 17, 18 and 19 (1) of the act, the Personnel Department is subject to.
Government borrows to pay salaries ST JOHN’S, Antigua – “Government cannot now meet its payroll expenses from revenue and must borrow to supplement revenue.” Chief of Staff Lionel “Max” Hurst made the disclosure in a post-Cabinet interview with state media Wednesday. Hurst said the Gaston Browneadministration had to borrow $15 million to pay government workers at the end of October. “That, I think, is the greatest challenge the government faces other than the challenge of creating jobs,” Hurst said. He did not elaborate on where the funds originated, and attempts to reach Minister of State in the Ministry of Finance Lennox We s t o n for
Page 25
Lionel “Max” Hurst answers, were unsuccessful. But a likely source is the Regional Government’s Securities Market (RGSM) where Antigua & Barbuda obtained $20 million through auctioning Treasury Bills on October 8. Hurst said the Cabinet
was very concerned about government’s inability to meet its wages and salaries on time, admitting that it has struggled to do so since taking office. “We inherited this, and we are five months since the elections of the June 12th, and clearly this problem persists. We know that the way to ensure this problem disappears is to grow the economy of Antigua & Barbuda,” the chief of staff said. The Treasury needs about $26 million each month for government salaries and wages and other emoluments. In addition, it must find money to pay other obligations to contractors and suppliers of goods and services.
(Reuters) - The oil market has entered a new era with lower Chinese economic growth and booming U.S. shale output, making a return soon to high prices unlikely, the West’s energy watchdog said yesterday. The International Energy Agency, which typically refrains from predicting oil prices, said in its monthly report that prices could fall further in 2015 after declining to their lowest levels since 2010 below $80 per barrel. “While there has been some speculation that the high cost of unconventional
oil production might set a new equilibrium for Brent prices in the $80 to $90 range, supply/demand balances suggest that the price rout has yet to run its course,” the IEA said. Barring any new supply disruption, “downward price pressures could build further in the first half of 2015”, it said. Oil prices have fallen 30 percent since peaking in June, pressured by a strong U.S. dollar and rising U.S. light oil output while largely ignoring the impact of Libyan supply disruptions. Benchmark Brent crude oil was up 50 cents at
$77.99 a barrel by 0910 GMT yesterday, having dropped from above $115 in June. “Pressure on OPEC to reduce production is building, but at the time of writing there appeared to be no clear consensus on a formal supply cut ahead of its meeting in Vienna later this month,” said the IEA, which represent industrialised nations. For 2015, the IEA left its forecast of global oil demand growth unchanged at 1.13 million from a five-year annual low of 680,000 bpd in 2014, saying the macroeconomic backdrop was expected to improve.

Fifa corruption report: Judge ‘surprised’ at Garcia criticism BBC sport Ethics judge HansJoachim Eckert says he is “surprised” by public criticism from Fifa colleague Michael Garcia over his report into the bidding process for the 2018 and 2022 World Cups. Eckert’s report into allegations of corruption was published on Thursday. A few hours later, Garcia, who spent two years investigating the claims of wrongdoing, publicly criticised it. Garcia revealed to the BBC that he did not see Eckert’s final report before it was released to the media. Eckert’s 42-page document cleared Russia and
Qatar of corruption after they were chosen to host the 2018 and 2022 World Cups respectively, but it criticised England of flouting bid rules. But less than four hours after its publication, Garcia, an American lawyer, issued a statement claiming it was “erroneous”. Just what Garcia thinks is wrong in Eckert’s report is not yet clear, but Fifa acknowledged it is aware that he intends to appeal. Eckert, chairman of the adjudicatory chamber of Fifa’s independent ethics committee, responded: “I’m surprised, not shocked. I’m a long time in the job here. I don’t think anything surprises me.”
Dyke wants Garcia report published He also defended his work. “A lot of my report was word for word from the Garcia report,” he said. Garcia’s criticism prompted a number of key football figures, among them English Football Association chairman Greg Dyke, to call for his original findings, which are contained in a document that runs to several hundred pages, to be published in full. Those calls were echoed on Friday by Fifa executive committee members Jeffrey Webb and Sunil Gulati. They claim that the

“disagreement” between Eckert and Garcia as well as the need for “complete transparency” means the full report should be made public “as soon as possible”. They added: “Providing the entire independent report for inspection is in the best interest of the game and Fifa.” Despite these pleas, Eckert said he would not take that step. “I don’t think that’s possible because I have to
respect the rights of confidentiality for continental law,” said the German. “Maybe it’s another thing in the US, but in continental law I can’t do it, and I can’t do it in total even by the Fifa code of ethics. I will not do it.” Following Garcia’s statement, Dyke said Fifa’s report into World Cup corruption was now pointless and “a joke”. Eckert, who said he planned to speak to Garcia
later, rejected that claim. Meanwhile, the man who led the technical bid inspections into the 2018 and 2022 World Cups is under investigation by Fifa for allegedly breaching its code of ethics. Harold Maynes Nicholls, a Chilean national who is considering standing against Sepp Blatter in next year’s Fifa presidential election, is under scrutiny for his links with a Qatari sporting academy.
Djokovic trounces Berdych at Tour...
From page 31 game beating home favorite Andy Murray to win Group B, Djokovic was also in ruthless mood to top Group A and guarantee ending the year ranked as world number one for the third time. Seven-times grand slam champion Djokovic has now topped the closing standings for three of the last four years. “To be able to stand next to this trophy and to have the crown for all the achievements in this 12 months, it’s very fulfilling and it’s a joy,” Djokovic said after being presented with the year-end number one trophy in front of a parade of former world number ones including his coach Boris Becker. “The tournament is not over. I have maybe a few hours of celebration and then turning back to the semi-finals and preparing for it.” Djokovic’s 30th indoor victory in succession since the ATP World Tour Finals in 2012, lined up another meeting with Japan’s Kei Nishikori after the Japanese debutant was second in Group B. Of the 11 round-robin matches played at the tour-
nament this year only one has gone to a deciding set and Berdych never really looked like putting up much resistance, slipping 4-0 behind in the opening set. “I think it just shows how great he is, how well he has played during the whole season,” Berdych said of Djokovic’s confirmation at
year-end number one. Later on yesterday Stanislas Wawrinka was expected to set up a semi-final against fellow Swiss Roger Federer when he concludes the group action against Croatia’s Marin Cilic. Wawrinka will go through providing he avoids a heavy defeat.

Santos and Alpha United into semi-finals after convincing victories
Santos and Alpha United into semi-finals after convincing victories Gavin Wilson sunk the fastest goal, in just 4 seconds, which eventually proved to be sufficient to propel Santos FC to the semifinal round when that team opposed Pele in the GFA/ Stag Beer 2014 Futsal Football tournament at the Cliff Anderson Sports Hall (CASH) last Thursday evening. A decent crowd graced the venue and was brought to life when Wilson latched on to a pass and slammed in the perfect shot. Despite launching a spirited assault throughout the game, Pele were just unable to emulate the feat and Wilson’s early effort stood to the end.
Alpha United also booked the other semi-final spot after hammering Fruta Conquerors 6-2 compliments of goals by Travis ‘Zorro’ Grant and Parades Aldair; both netted doubles, while Dwight Peters and Chris Camacho contributed one goal apiece. Daniel Favourite and Eon Alleyne narrowed the defeat, albeit inconsequentially, for Fruta Conquerors. Fans are now assured of two scintillating semi-final matches when Alpha take on Western Tigers and Santos oppose Rhythm Squad this evening with the winners progressing to the finals scheduled for Saturday November 22.
Meanwhile, spectators were also treated to several exhibition games, none more exciting than the encounter between the media and referees where the former team prevailed 4-0. The media fielded two guest players in Jonas Westling and Jacob Stephenson and the former player netted twice with support from Esan Griffith and Rawle Toney. Referee, Wayne Griffith was placed on the sideline after receiving two yellow cards which amounted to a red while his teammate, Errol Squires also received a yellow card for an indiscretion. Otherwise, a GFA All Stars women team mauled Little Divas 6-1.
Windies Cricket: Task force armed with mandate, given a month to report ST JOHN’S, Antigua (CMC) – The task force set up to investigate the abandoned tour of India has been given a detailed mandate by the West Indies Cricket Board, and asked to report its findings by December 13th. This comes as the Board attempts to accelerate the search for a solution to the latest crisis that has rocked West Indies cricket and resulted in major international fallout. A release from the WICB on Thursday said the task force would be guided by three considerations which involve not only investigating the reasons for the players’ controversial action but also examining the relationships between the WICB, the West Indies Players Association and
players, and also recommending a dispute mechanism to deal with such future crises. “[It will] investigate the cause of the actions perpetuated by the players leading to the withdrawal of their services,” the WICB said in reference to the task force. “Based on the facts which emerge, the Task Force will render their opinion of the degree of culpability attributed to the WICB, to the WIPA and to the players and whether the action of the players was justifiable or considered a reasonable course of action.” The task force will also look at the WIPA, WICB and players relationship “with a view to making recommendations on the nature and structure of the relationship between WICB and the cricketers (separate
and apart from the relationship between WICB and WIPA)”. Significantly, the Board has also asked the task force to “design and propose a fast-track dispute resolution mechanism, which would apply to ongoing tours, and give the players an expedited process through which they could ventilate any issues”. This, according to the WICB, would prevent what happened in India from reoccurring. The task force will be chaired by Michael Gordon QC and includes legendary former fast bowler Sir Wes Hall, a former WICB president. However, prominent Barbadian lawyer Sir Richard Cheltenham has replaced Dennis Lalor, who the WICB said withdrew in light of “a potential conflict of interest”.

Sammy appointed Titans skipper CENTURION, South Africa (CMC) – West Indies all-rounder Darren Sammy has been handed the Titans captaincy for the rest of the South Africa Ram Slam Twenty20 League. Titans have lost all three matches in the competition and head coach Rob Walter said it was time to try something new in an attempt to salvage the side’s campaign. “As a team, we haven’t experienced the type of success we are capable of, so it was felt that a change of captaincy might benefit the team at this point,” said Walter. “Having Darren as a World Cup-winning captain is a bonus and I am sure the team will be able to benefit from his leadership and vast experience.” Sammy replaces Henry Davids who Walter said needed to focus on playing match-
Darren Sammy winning innings. “I wanted Henry Davids, Darren’s predecessor, to focus solely on winning games for the Titans with the bat. Henry has always placed the team’s success ahead of his own and will always hold a leadership position
in this team.” Sammy has struggled in the tournament, taking just five wickets and scoring a mere 25 runs from three innings. He will lead Titans in a mustwin game at Chevrolet Park in Bloemfontein on Friday.
IOC to unveil major Olympic changes next week
People pose for a picture with a set of Olympics rings at the Olympic Park a day after the closing ceremony for the 2014 Sochi Winter Olympics, February 24, 2014. REUTERS/Gary Hershorn (Reuters) The International Olympic Committee will unveil plans to overhaul parts of the sporting extravaganza next week as they look to make the Games more attractive to fans and sponsors alike. IOC President Thomas Bach will present 40 recommendations at the renovated Olympic Museum in Lausanne on Nov. 18 and while specific details of his proposals have yet to be revealed, they will affect the way cities campaign to land the Olympics and how sports will be included in the future. The IOC session in Monaco next month will vote on each of the recommendations, part of Bach’s Agenda 2020, which could usher in the most significant changes to the Olympics in decades. The biggest change concerns bidding for the Olympics, with the IOC wanting to make it cheaper
and more adaptable to the needs of cities rather than current extensive IOC prerequisites. Four of six cities bidding for the 2022 Winter Olympics pulled out midway through the process citing financial concerns or lack of public support, leaving Beijing and Kazakhstan’s Almaty as the only candidates. The withdrawals have dented the Games’ reputation, seen by some cities more as an oversized economic burden and strain on a country’s resources than a financially lucrative prospect. “With regard to the bidding procedure, the purpose of the recommendations is to turn the procedure into an invitation for discussion and partnership with the IOC rather than just an application for a tender,” Bach told reporters days ago. The proposed changes will also make it easier for new sports to become part of the Games,
which in turn can attract fresh fans, sponsors and higher broadcast revenues. Sports currently need to wait seven years from their approval until their first appearance. The first Games to benefit could be the Tokyo 2020 Summer Olympics with the Japanese pushing for the inclusion of baseball and softball, after they were taken off the programme following the 2008 Beijing Olympics. There is also a recommendation for the creation of an Olympic broadcast channel as the IOC looks to provide the Games experience year-round rather than just every four years. Other changes could see the age limit for IOC members, who must step down at 70, raised, but there will be no lifting of IOC members’ travel ban to bid cities, a rule introduced after the 2002 Salt Lake City bribery scandal.

Ninvalle makes history, elected Shariff Business entity partners to AIBA executive committee with Bush Lot United Turf Club meet Head of the Guyana Boxing Association (GBA) Steve Ninvalle scored a first for Guyana and the English speaking Caribbean when at the 2014 International Boxing Association (AIBA) Congress in Jeju, Korea, yesterday morning (local time), was elected to the Executive Committee of the organization. The occasion also marked an important milestone for the Caribbean region and signals a turning point for the sport in the region. Mr. Ninvalle had been initially nominated by members of the Caribbean Boxing Associations after a meeting in Barbados to contest for the position of Vice President of the Americas Confederation (AMBC) which would have automatically made him an EC member. However, he lost out in that bid after former AMBC president and staunch supported Domingo Solano without warning, pulled out of the race for re-election. With the help of US Virgin Island president Tony Rosario, Ninvalle was able to lobby Latin American votes and rebounded to successfully clinch the position, snatching one of five positions contested for by 32 countries. His success is the first in the history of local amateur
boxing and even further afield in the Caribbean region. It means that Caribbean countries now have a representative voice at the top echelons of the sport. Contacted yesterday the GBA boss declared even though it is an unprecedented achievement for Guyana his elevation to the hierarchy of AIBA could be considered a potent injection for boxing regionally. “The Caribbean has fought a long and hard battle and this is a just reward. We now have a voice in the inner chambers of AIBA. My intention is to push for all boxing with emphasis on our region,” the GBA president said. Meanwhile, president of the St. Lucia Boxing Association David ‘Shakes’ Christopher branded Ninvalle’s recent ascension, the region’s most significant boxing milestone in years. “This has been long coming. We have come up against such countries as France, Spain, Japan, Bulgaria, and Ukraine and have won. I salute my brother Steve Ninvalle and I know that he will make the Caribbean proud.” President of the Grenada Boxing Association and former president of the Caribbean Amateur Boxing Association Ralph James announced that a mission has been accomplished. “This is a tremendous victory for
the Caribbean. It goes beyond boxing because it is a victory for Caribbean sport,” James pointed out. Ninvalle is now in the elite company of other executive committee members like Fran Lopez Almeida (Venezuela), Jurgen Kyas (Germany), Eyup Gozgec (Turkey) and Pat Fiacco (Canada). These positions are valid for the next four years. The EC has already held its first meeting. Meanwhile, incumbent President of the International Boxing Association (AIBA), Dr. Ching-Kuo Wu, received a unanimous vote of confidence and was returned as its President for a third consecutive term. In addition to re-electing the AIBA President, delegates from national federations attending the forum also voted to appoint new Vice Presidents and Executive Committee members for the next four years. Those clinching Vice President positions are for Africa, Kelani Bayor (Togo), VP for America is Osvalo Bisbald (Argentina), VP for Asia is Serik Konakbayev (Kazakhstan), VP for Europe is Franco Falcinelli (Italy) and VP for Oceania is Ted Tanner (Australia). 2015 Nations Cup: Equatorial Guinea to host tournament BBC Sport - Equatorial Guinea have been named as the hosts for the 2015 Africa Cup of Nations, the Confederation of African Football has confirmed to the BBC. Caf selected a replacement for Morocco after rejecting their request to delay the 17 January to 8 February finals. Morocco were concerned over the spread of the outbreak of the Ebola virus. Caf subsequently expelled Morocco from the relocated tournament, which will now be held in the country which cohosted with Gabon in 2012. Confederation of African Football’s Junior Binyam told the BBC they have “no doubt” that
it will be “a beautiful tournament” and one “up to the same standards of what we’ve seen in past years”. Equatorial Guinea will now take on sole responsibility for holding the 16-team event. Caf said the decision was made after a meeting in Malabo on Friday between Equatorial Guinea’s president Teodoro Obiang and Caf president Issa Hayatou. African football’s governing body also announced that Equatorial Guinea will play in the tournament - despite the team being disqualified in July for fielding an ineligible player in a preliminary qualifier against Mauritania on 17 May.
Hayatou said in a statement: “The head of state of Equatorial Guinea agreed to host the competition. “As a result, the Caf executive committee confirms that the tournament will go ahead and Equatorial Guinea will compete as the host nation. “Caf wishes to express its sincere thanks to the Equatorial Guinean people, its government and particularly president Obiang.” Matches will be held at four venues in Bata, Ebebiyin, Mongomo and the capital Malabo. In 2012, only Malabo and Bata were used. The draw for the finals will be in Malabo on 3 December.

Corruption in cricket ESPNcricinfo - The Supreme Court of India has named four key individuals connected with Indian cricket, including ICC chairman and sidelined BCCI president N Srinivasan, and IPL chief operating officer Sundar Raman, in connection with a report into the 2013 IPL spot-fixing case, which, the court observed, had suggested several “misdemeanours”. The court issued notices to the four who, along with Srinivasan and Raman, include Chennai Super Kings official Gurunath Meiyappan and Rajasthan Royals coowner Raj Kundra. A special bench of the Supreme Court, comprising justice TS Thakur and FM Kalifullah, revealed the names during a hearing that lasted 20 minutes, and said that it would make the Mudgal report available to lawyers on both sides - BCCI/ Srinivasan and the Cricket Association of Bihar - so that they can make their

President of the GTU, Mark Lyte stated that they are pleased to play a significant role in the hosting of the Championships, noting that they have been able to work with the MOE in ensuring all the Districts are ready to compete. He pointed out that preparations have been made for officials and stakeholders to be part of the event so it can be successful. Banks DIH Water Brand Manager, Errol Nelson expressed gratitude to the ministry and GTU to have Banks on board yet again. Nelson said they are happy to be associated with the occasion, stating that they will continue to support the development of sports in Guyana. Larry Wills, Gatorade Brand Manager, explained that Demerara Distillers Ltd (distributor) is please to have the number one sports drink of athletes, in the form of Gatorade, aboard the event. He pointed out that the athletes should be given the opportunity to maximise their performances and Gatorade will be used to rehydrate them. “We look forward to
seeing the athletes display a high level of professionalism and wishes the MOE and GTU success,” Wills said. The Championships will be held at GDF Ground for the first time and although it gives the three Georgetown teams home advantage, North Georgetown will be hard pressed to retain their title, especially with Upper Demerara/Kwakwani and Corentyne constantly in the hunt. Nationals Public Relations Officer, Edison Jefford said they are well prepared to host the event, which will see approximately 1500 athletes competing from 15 Districts across Guyana; the 10km male and female Road Races will be held on Tuesday morning along with the 40km male cycle road race and 25km female cycle road race. Srinivasan named in Mudgal report arguments when the next hearing takes place on November 24. The court said it had received the Mudgal committee investigation report, submitted in early November, and the findings recorded by committee are understood to have “indicted” some individuals whose conduct has been investigated. The report was presented in two parts - one of which featured players and the other which was made up of what Justice Thakur termed “nonplaying actors in the drama.” The names of three players was inadvertently taken by the judge before the court ordered their names be withheld. The four non-playing “actors” were however named and the court had decided to also provide them with a redacted version of the report, with the player names blacked out, in order to ensure that the four could defend
themselves. The four persons named were given four days to file objections against any of the findings in the report pertaining to themselves. While counsel were present for the BCCI and Srinivasan, court notices had been sent to Gurunath, Kundra and Raman, to ensure that they responded in time. When asked by the BCCI lawyer about the court allowing Srinivasan to contest the BCCI election that are scheduled for November 20, Thakur said, “we cannot give clarity on whether you can contest or not until this matter is disposed of.” The fate of the BCCI AGM and annual general elections is now unknown. BCCI counsel CA Sundaram told the court that they would be postponed, again, for a month. WICB Regional First-Class Franchise cricket
Deonarine hits unbeaten 73 as ‘Jaguars’ battle By Sean Devers History was created yesterday at the Guyana National Stadium at Providence when artificial lights was used for the first time in a Regional First-Class day game as the Guyana Jaguars, led by an unbeaten 73 from Narsingh Deonarine, batted out the entire opening day in their WICB four-day Franchise game against the Leeward Islands. By the close of a day which remained mostly overcast, the Jaguars reached 230-5 against controlled bowling on a low and slow pitch which made free scoring a difficult task in a battle of attrition. Neither team was able to dominate but taking the state of the pitch into consideration and with the Jaguars spin attack, the hosts ended the day holding a slim advantage. Deonarine, the first batsman to score 1,000 runs in a Regional season in 2008, finished the day with his 43rd First-Class fifty from 117 matches at this level and batted for 252 minutes, facing 193 balls in a superb exhibition of responsible batting. The left-handed Deonarine, who played 18 Tests, added 83 for the fourth wicket with fellow left hander Shiv Chanderpaul, who was caught behind with probably the best ball of the day when five short of what would have been his 127th First Class halfcentury. Deonarine and Chanderpaul joined forces in the second session when Skipper Leon Johnson, one of six Test players in the home team was removed by the Leewards’ only Test player, pacer Gavin Tonge for 31 at 86-3. The Jaguars, who left out Vishaul Singh and Trevon Griffith, won the toss and opted to bat after a sharp shower delayed the start of play by 15 minutes. Rajendra Chandrika and Te s t b a t s m a n A s s a d Fudadin carried the score to 14 before Fudadin (6) was trapped LBW in Orlando Peters’ first over after struggling to get the ball off the square in his 36minute and 25-ball innings. Guyana, who lost to the Islanders in Antigua when they last met at this level, laboured to 20-1 in the first hour and by Lunch had reached 53-1 with Chandrika, who played some fluent shots against on target

Johnson punched Walters gloriously off the back foot through cover before pulling the pacer pugnaciously to the mid wicket boundary for another boundary in the same over and by Lunch Chandrika was on 30 and Johnson, dropped on five off Walters, unbeaten on 17 as the Jaguars limped to 53-1 from 25 overs by the Interval. After Lunch, Chandrika ran himself out after doing all the hard work in the first session to leave Guyana on 63-2 before Johnson touched a catch to the keeper to give Test pacer Tonge a scalp with the Jaguars on 87-3. J o h n s o n ’s 3 1 l a s t e d 9 9 minutes, 78 balls with six fours. Deonarine caressed leg-spinner Anthony Martin magnificently for consecutive boundaries through the covers and after enduring a nightmare run with the bat earlier this year, seemed to be back to his ‘old self ’ as his confidence grew as his innings progressed in hazy sunshine. Watched by a working day crowd of about 50 fans, the 31-year-old Deonarine and 40-year-old veteran Chanderpaul improved their run rate slightly and by Tea were
140-3 with Deonarine undefeated on 48 and Chanderpaul not out on 22 after the pair had posted their 50 partnership in 72 minutes. Chanderpaul put his foot on the gas and raced into the forties with an array of audacious shots on the lush green and fast outfield. Two consecutive boundaries off leg-spinner Anthony Martin were absolutely delightful and the few fans in the stands were on their feet on a slow day. Deonarine reached his 50 from 102 balls, 123 minutes with seven fours before Chanderpaul, the most capped West Indian Test cricketer, got a brute of a ball from off-spinner J a c q u e s Ta y l o r w h i c h bounced and turned after drawing Chanderpaul onto the front foot to take the edge on its way the Skipper Devon Thomas behind the stumps to leave the Guyana Jaguars on 169-4. B arbadian Raymond Reifer, the fifth left-hander among the six top order batsmen, looked to be positive before he was LBW to Tonge for 18 at 199-5. Deonarine and Barnwell (23*) then saw their team to the close after the floodlights were turned on at 15:58 hrs due to the fading light. Today is the second day and play is scheduled to commence at 10:00hrs.

The Managing Director pointed out that being the mother of a little girl she recognised that very little activities were being planned for them so with the co-operation of Petra and all the other sponsors they saw there was a definite need to start with such a tournament and the rest is history. She added that the Company was extremely happy with what the Petra Organisation is doing and trying to achieve, especially with the aim being to channel the energies of the youths in positive programmes and because of this she is hoping that the relationship which has started will continue in the future. Meanwhile, the Organisers has released the fixtures for opening with six matches scheduled to be played at the Ministry of Education ground on Carifesta Avenue, starting at 10:00 hrs. The games are: West Ruimveldt versus S t . S t e p h e n ’s ; N o r t h Geirgetown vs. East La Penitence; Tucville vs. Stella Maris; Smith Memorial vs. F. E .
