While responding to a question from this publication on whether Government will consider imposing the new Production Sharing A g r e e m e n t ( P S A ) provisionsonfutureprojects in the Stabroek Block, Ali said, “The Opposition is playing games and politics. Meanwhile, as it regards windfalltaxes,thePresident said it must be understood that Guyana is a newcomer to the oil and gas sector and many countries that are implementing this tax systemhavebeenproducing oilfordecades.

The term ‘windfall’ simply refers to the excess profitsbeingmadebytheoil companies operating in Guyana as a result of the higher oil prices being earned, due to the Russia, Ukraine war. Globally, countries are moving to tax the additional profits being madeontheirresources.

Ali also said that in Guyana’s case, the country has an agreement which mustbehonoured.

It didn’t take a wizard to appreciate that this was going to happen, given where agenciesliketheGRAstartout,andtheobstaclesthatthey mustdealwith,todeliverontheirduties.

Consideringthisbleaksituation,somequestionsmustbe asked. What is Vice President Bharat Jagdeo, the man in chargeofGuyana’soilsector,reallyupto? Wheredoeshe thinkthatGuyanawillendup,whenhethrowscautiontothe winds, when he does the opposite of what he should be doing? Thatis,slowdownandnotraceaheadsorecklessly How can he not know that his actions can have only one outcomeforGuyana,whichistoleaveitinahole? Studying hisactions,isheeveraboutwhatisbeneficialforGuyana? Or are his actions relative to the oil sector (and everything else)aboutwhatmeetswithapprovalofforeigncompanies operatinghere?

WhattheAuditOfficereportnotedisthatthePetroleum RevenueDepartmentoftheGRAisshortof36employees. Foremphasis,thatis36urgentlyneededworkers,andnot6. Wedon’tthinkthatanydepartmentinanentityofthesizeof theGRAcouldfunctionatanylevel,anddelivermuchofits work plan, when it so shorthanded. To sum up the straits of the GRA, the agency is losing people,andfightinganuphillbattletogetpeopletojointhe organization. To repeat the obvious, the people on the job arenotanywhereclosetothenumberneededtogetthejob done, a barely passable job. There are simply too many holes, with those present forced to scramble around, and stretchedwaytoothin.

But Guyana’s top oilman, Bharat Jagdeo, is rushing ahead like a man possessed by some uncontrollable spirit. He is running headlong into more projects, when this country’scupisalreadyoverflowingfromthethingsthatit justcannotgetdone.

Jagdeohastoknowthis,andoftheexposuresandrelated damagesthatarerepeatedlyhittingGuyanaforsix. Jagdeo hastoknowthatthesavvyandtrickyforeignoilcompanies are well aware of our limitations, of what we can monitor properlyandwhatwecan’t,andtakethefullestadvantageof ourwoefulsituation. Motion scales still to be delivered to Public Works Ministry six years later

Three motion scales that were sourced and paid for in full by the then Ministry of Public Infrastructure some six years ago are yet to be delivered to the Ministry, now named the Ministry of PublicWorks.

Auditor General (AG) Deodat Sharma in his 2021 Report said that $72.264 million was paid for the supply and delivery of three ‘motionscales’.Thesupplier

was required to deliver the scales within ninety days of signing the contract, as payment should have been 50% advance payment within thirty days of signing of the contract and the balanceondelivery

In order for the Guyana Government to maximize the collection of revenue from offshore projects as well as avoid the slaughter of profits by oil companies, it must seek to have clear definitions of the types of costs or expenses oil companies can recover

This is according to a key report by the International Monetary Fund (IMF). The Financial Institution was keen to note that it would be in the country's best interests tooutlineinclearterms,what are the eligible costs that can be recovered under P r o d u c t i o n S h a r i n g Agreements(PSAs).

The company explained, “Oil and gas projects require significant capital outlays over their life, including the costs of drilling the well and constructing infrastructure to pump and refine the oil. Often, a related party will provideanoiloperatorwitha loan for its project. But the interest rate on that loan is o f t e n h i g h l y unreasonable…”

Oxfam then cited a case involving Chevron Australia highlighting how companies m a y u s e s u c h l o a n arrangements as a means of shiftingprofitsoffshore.

Kim Duk-Koo was a South Korean Boxer who died following a World Championship Boxing match against Ray Mancini. Luca's stomach quivered when he heard this. But he looked once more at the egg in Graca's hand, and asked if he could hold it. Only when it was in his handdidherealizethathewayone.

At the same moment, he heard an unearthlycrythatheknewinstantlywas nothisfriendGraca.

"Graca?" he called weakly, for he could not turn his head, but he heard nothing in reply- she must have gone back outside for something, and could nothearhim.

The sound rose again, and he realized it came from where the dragon's eggs were. It was a howling kind of sound, which echoed in the chamberandtunnelssothatitwas dif icult to know where exactly it emerged. At the same moment Luca became aware of a dreadful smell - a scaredsmell-thatheknewdidnotcome from him. It was pungent and wet, like something stagnant. Luca knew that enclosed spaces often held bats and stale puddles, but this was something warm and animal, hairy or clawed; an animal perhaps, that did not wish to share his stash of dragon's eggs with a small boy trapped on all fours in a tiny space.

Luca's heart was like a drumbeat in hisears.Hestretchedouthishandtosee whetherhewouldbeable to reach any of the dragon's eggs without going any further, but they remained mockingly, coldly out of his reach. The animal sounded again; the howl bounced off the rocks, and Luca knewthenthatitwasthedragonitself.

How to Make a DIY Clay Dish

1. First gather your leaves. We used hydrangea leaves which is recommended for their shape We did try a maple leaf and due to the shape of the leaf, it did not roll up well (feel free to try dif erent leaf shapes as it is easy to roll out and start over if you do not like the way it looks).

Note – if you want to make a leaf bowl then using a maple leafwouldbefine.

2. Cut out a piece of your air dry clay.Roll it out and then stamp your leaf onto it. Press firmlyandmakesuretopress onallpartsoftheleaftogeta completeimprint.

3. Take of your leaf and cut around the outline of the leaf with a knife (have adults do thispart).

4.Nowremovetheexcessair dry clay from around your imprint.

5. Gently start to roll up sections of your clay. There is no specific pattern

required, just leave a bit of space in between the rolls. Leave the tip of the leaf intact. If any portions of the clay are not smooth, dip a sponge in a bit of water and use it to smooth out portions oftheclay

Note: If you'd like to make a leaf bowl instead, place your leaf inside a small bowl to shape the clay into a bowl shape.

6. Allow the clay to air dry and harden. Preferably on a cookiedryingracksothatthe bottom gets exposed to air as well.After 24 hours, check if the top of the clay is hardened. If it is, flip it over toallowthebottomtoairdry. Ifnot,letitdryforanother24 hours and then flip it the next dayifneeded.

7. Once your clay dishes are dry and hardened, you can now paint them! We did 2 coatsbutifyoureallywantto ensure coverage for gold, it may require 3 coats. Darker colors would be fine with 2 coats, while lighter colors like gold and yellow may need3.

8.Sealthemwithmodpodge gloss or a more heavy duty sealerifdesired.

Note:Ifyouwouldliketouse these leaf clay dishes as soap dishes, you will need to use a heavy duty waterproof sealer

What may sound impossible at first, became a reality with Pearson’s production of wine, which included watermelon, pumpkin wine, jamoon, cashew, mango, guava, banana, cherry, capadulla,sorrelandpurplepotatowine.

Mr Pearson grew up in the indigenous community of Mainstay on the Essequibo Coast. Amongst the most prevalent activities within that communityisfarming.Withanoversupplyoffruits within the community, however, wastage was a dominantissue.

Fermentation is defined as, ‘the extraction of energy from carbohydrates in the absence of oxygen.’ This process plays a key role in the production of alcoholic beverages Mr Pearson told KaieteurNewsthatthefermentationprocesscanbe tricky,asitworksdifferentlyonvariousvarietiesof fruits.

Ashewentontoexplaintheprocessheemploys, hesaid,“Theprocesstakesalengthytime.Thefirst step is like a preparatory stage that begins with gatheringthefruits.Thenthere’stheprocesswhere you have to wash them and put them in sterilized containers.” He explained further saying, “I then remove them from the sterilized containers and placethemintoanothercontainerwheretheywould remainforeightdays.”

Pearson said that after eight days, the fruits are strained before being stored in a final container for fermentation. This final process he says can take months.

The truth about any new initiative is that there areboundtobesomemomentsthatresultinfailure. When asked how he has learnt from his past mistakes,Pearsonrevealedthattherewereissues in fermentation during his testing phases. “I tried all fruits to test which will ferment best.OnedayoutofcuriosityItestedthe cucumber, and it did not end well. Abarking dog on August, 7, 2022 disturbedthequietness of a peaceful Sunday morning at Hogg Island, Region Three. The dog had rushed towards the Essequibo River and made the gruesomediscoveryofadeadman.

Ministry seeking contractor to rebuild North West Secondary School

advertisement published in the Kaieteur News, the Ministry of Education is seeking a contractor to rebuildtheschool.

According to the advertisement, bidding for

the project will be conducted through the National

Competitive Bidding (NCB) procedures, specified in the Procurement Act 2003 and Regulations2004andisopen toalleligiblecontractors.

The estimated cost to reconstruct the building was n o t s t a t e d i n t h e advertisement but the project is slated to open on December 1, 2022 at the National Procurement and TenderAdministrationBoard (NPTAB)office.

On September 25, 2021 the North West Secondary School, a two-storey wooden and concrete building, which measures approximately 150ft by 200ft , was destroyedbyafire.

Out of the budgeted amount for the sector, Senior Minister of Finance, Dr Ashni Singh had revealed that a sum of $6.6 billion has been dedicated towards the construction, rehabilitation, extension, and maintenance ofeducationalfacilities.

This would see the commencement of the construction of the Prospect Secondary School, and the reconstruction of North Ruimveldt and North West Secondary Schools, which were destroyed by fires last year Already the Ministry has gone through the tender process to reconstruct the North Ruimveldt Secondary School. Speaking with Kaieteur News on Friday, the Teacher said that she visited GRA's office immediately toquerythedebt.

When she got there the employee reportedly told that she was not paying the correct amount taxes. GRA explained to her that she owes the agency a total of $203,641 in tax along with an interest of $66, 558 and $74, 933 in latefees.

The woman said she was unaware that her taxes had to be recalculated because she was working two jobs and thought that she had paying the right amount since she started working. She had evenbeen“doingup”hertaxreturn forms since 2020 and claimed that prior to the call she received on Wednesday; GRA had never informedherthatsheowedtaxes.

In the letter she wrote, “Prior to

this call (call from the employee), I didnotreceiveanylettersorwritten documents(fromGRA)statingthat Iwasnotpayingthecorrecttaxand thatIowetaxtoG.R.A”.

The Teacher told Kaieteur News that she related this to the employeebutthewomanexplained toherthatitisaGRApolicyandshe mustpay-up.

Prestige oil spill occurs after storm bursts a tank of the oil tanker MV Prestige

The Prestige oil spill occurred off the coast of Galicia, Spain, caused by the sinking of the 26-year-old structurally deficient oil tanker MV Prestige in November 2002, carrying 77,000 tonnes of heavy fuel oil. During a storm, it burst a tank on November 13, and the French, Spanish, and Portuguese governments refused to allow the ship to dock. The vessel subsequently sank on November 19, 2002, about 210 kilometres (130 mi) from the coast of Galicia. It is estimated that it spilled 60,000 tonnes or a volume of 67,000 m3 (17.8 million US gal) of heavy fuel

The spill polluted thousands of kilometers of coastline and more than one thousand beaches on the Spanish, French and Portuguese coast, as well as causing great harm to the local fishing industry. Businesses urged to step up fight against climate change

With the growing climate uncertainties and mounting financial needs for climate adaptation and mitigation, member countries across the Commonwealth are keen to see businesses take up a greater role in the fight againstclimatechange.

An official side event coo r g a n i s e d b y t h e Commonwealth Secretariat andtheGovernmentsofSaint Lucia, Namibia and Zambia attheUnitedNationsClimate ChangeConference(COP27) was held in Egypt this week on10Novembertotacklethe issue.

Senior Government officials, international experts, and members of the business community discussed ways to 'unlock' private sector finance to bolster climate action in small and other vulnerable countries.

The Commonwealth Secretary General, the Rt. Hon. Patricia Scotland. KC, outlinedthechallenge:

“To address the impacts of climate change and meet ambitious targets to reduce carbon emissions to net-zero, we will need an estimated

US$4 trillion each year by 2030 This includes unprecedented investment for the deployment of technologies to speed the energytransition.Yetclimate finance flows in 2021 reach aroundUS$632billion:justa sixth of what is required. We cannot fill this gap without theprivatesector.”

stated, that they will aim for Grade Two accreditation, at least, upon the first phase of completion of the new track.

This, according to the GMR&SC, will allow for Formula racing to be accommodated at South Dakota.

According to the FIA, there is 51 Grade Two circuits for a total of 58 layouts as of August 2022.

Circuits holding Grade Two certification may host events involving Automobiles of Groups D (FIA International Formula) and E (Free formula) with a weight/power ratio of between 1 and 2 kg/hp.

Today’s activities will start at 8:00 am with the Lap of Honour, followed by the Sports Tuner cars at 9:00 am.

The GMR&SC are asking fans to take note of the signs and follow all instructions of the track marshals in order to maintain a safe environment at the new facility.
