Appealing to the Indigenous Ministry is a waste of time

DEAR EDITOR, In a letter published in the letter columns of the newspapers, Mr. Dwight Larson of Isseneru village Region 7, made a plea to various government agencies and ministries to intervene and stop the operations of a river dredge that was given permission to mine in close proximity to the village. Mr. Larson wrote that the dredge is operating so close to the village that erosion can damage the foundations of the school and other buildings and the noise made by the dredge is affecting residents not to mention environmental issues. This is a sad scenario but

there is nothing that can be done legally to halt this operation because according to the recent ruling in the Jawala case, rivers cannot be owned by villages. It is quite obvious that the G.G.M.C. is bent on exploiting this loop hole in the law as seen in the outcome of similar cases. There is also nothing in the Amerindian act to stop the G.G.M.C. from giving permission for mining in rivers that run through villages. Appealing to the Indigenous Ministry for redress is a waste of time because legally the Ministry can not intervene and obviously would not challenge the policies of the

government. I wonder how long will it take the Indigenous people to realize that in order to receive justice and vast improvement in living standards the Amerindian Act (and parts of the Constitution ) will have to be revised or abolished. In its present form the act is not used for our development but rather to reserve judgment against us in court cases. There is not much that can be achieved in the Isseneru situation but at least it was expected that the National Toshao Council would have been vocal in its support of this and other villages in similar situations if even to justify their tax free

concessions. It is also quite noticeable that the Amerindian Peoples Association which was very active during the reign of the previous government has suddenly lost its voice. Where is the support from T.A.M.O.N.G. and Peter Persaud? Maybe because this village did not support the PPC/C in the last elections they do not deserve representation. In closing it is worthwhile to note that a United Nations committee recently called on the government to revise the Amerindian Act 2006 and to address corruption at village level. Guyana Prize management disrespects President Desmond Hoyte DEAR EDITOR, After three decades of its existence, the Guyana Prize for Literature has ‘come of age’. As part of its ‘rites de passage’ the Prize has undergone the surgical process of circumcision. The name of its founder, President Hugh Desmond Hoyte is not even mentioned once on the Prize’s Website. This barbaric act of circumcision performed by the Management Committee is nothing short of intellectual dishonesty and is a total disrespect of the founder of the Prize. The Management Committee has managed to demote the founder and promote itself. It celebrates

the Victors but not the Visionary. Thus, in all its documentation, the Committee observes the year 1987 as the genesis of the Award. This was the year when the first Awards were actually handed out to the Victors. The fact is that the Founder articulated his vision of the Prize in very precise terms and announced it, a full one year earlier in August 1986. It therefore means that the 30th Anniversary of the Prize will be August 2016. A whole generation has grown up since the announcement of this prestigious Prize. This is the ‘Guyana Prize Generation’.

Many critics of the Prize have advocated for its disbanding, stating that it has not achieved its objectives to recognize Guyanese writers at home and abroad and to stimulate creative writing. Well, I believe that it has not only done that brilliantly, it has also served as the single most successful institution in Guyana to embrace the elusive Guyanese dream of unity in diversity. A perusal of the winners

since the inaugural conferment of the Prize in 1987 would reveal what Sir ShridathRamphal describes as a ‘rainbow people’. Every ethnic group in Guyana is adequately represented among the Guyana Prize Laureates. Of the 30-plus Laureates, one-third are ethnically diverse women; namely, Beryl Gilroy, Denise Harris, Maggie Harris, Pauline Melville, Paloma Mohamed, Continued on page 23

Heart-breaking case of child abuse in Georgetown

DEAR EDITOR, This morning, I was utterly appalled when I saw a young boy, who couldn’t have been more than 8 years old, working on the streets of Georgetown. It was 8 am, a time when any well taken care of child should, indeed, must be in school. He was shirtless, looked emaciated (“magga” as we say in Guyana). He was with a small donkey cart (those horse and donkey carts are cruel as well, but that should be the topic of another letter), transporting of all things, beer cases. He was a child fetching alcohol. Nothing more should have to be said to highlight how atrocious this picture is, but I have a few questions and solutions. How could that liquor business have sold those cases of beer to that child? How could his parents use him so cruelly, as if we have child slavery in this country? How could have none of the police officers on the road stopped that boy and asked to be taken to his home to arrest his “guardians” for child abuse and neglect? Why is there no system of welfare for these children, when seen roaming, or worst yet, working on these hot chaotic streets, to call them aside and examine their family lives? I’m calling on all relevant authorities and government agencies to look into the heartbreaking plight of children in this country, because how can any place be considered civilized if its most helpless voiceless citizens can’t be taken care of? I have a few pictures of what I saw, and I feel like these pictures should be published. A picture speaks a thousand words, but none of the words I think of when looking at them are positive, and some are unspeakable. Let people see how children are abused and maybe by recognizing such cruelty everyday, we can begin the process of change. Kalina Bulkhan

Minister of Business commits to reducing red tape, hassle

As local businesses continue to lament the difficulties in doing business and the hassle experienced with regulatory agencies, Minister of Business Dominic Gaskin has noted that developing a reputation as a country with ‘red tape’ is literally bad for business. This comes at a time when at least two economic indexes used to rank countries based on how easy it is to conduct business within their respective economies, have shown that Guyana’s position has actually deteriorated for the year 2015 compared to preceding years. “Red tape is not what we want to promote,” Gaskin said in a recent interview with Kaieteur News. “We don’t want to develop a reputation as a country that has heavy red tape. We will be making a serious effort to improve the ease of doing business in Guyana.” Gaskin noted that this was something the international community was keeping an eye on and that Guyana had already received a harsh ranking on one global ‘ease of doing business’ economic index. “That’s clearly not good,” Gaskin said. “There are a number of areas that are taken into consideration which create the ranking. We have to do work in all those areas, including the red tape to ensure that Government transactions with businesses are smooth, quick and efficient. “ The ease of doing

- as Guyana slips further on ‘ease of doing business’ global rankings

Minister of Business Dominic Gaskin business ranking system looks at regulatory environments in countries and how conducive it is to starting and operating a business. Economies with a high rank (under 20) are considered to have simpler and friendlier regulations for businesses. A perusal of the World Bank group index ranking system will show that out of 189 countries, Guyana is ranked at 137 as of June 2015 for its ease of doing business. Out of the 189 countries studied, Guyana was more positively ranked at 92 for its ease in starting a business. However, under securing credit Guyana was ranked at 167. Meanwhile, the trading economics index also placed Guyana at 137 in 2015 out of 196 countries, showing that Guyana’s position deteriorated from 132 in 2014. Last updated earlier this month, it also shows that ease

A chart from Trading Economics of doing business in Guyana averaged 115 from 2008 until 2015. In 2008 it was a record low 98. “So we are aware of the problems and (more) solutions are still to be developed. But by the end of next year, you will see an improvement in reducing red tape, and within our term in office, we will be pursuing and will complete the implementation of computerized/automated processing of transactions between Government and businesses.” He added that Government was also aware of the corruption that accompanies many transactions between

Businesses and Government regulatory bodies. Gaskin noted that it has been something ongoing but that Government is working to reduce it. The recently released Ministry of Business 20152020 Strategic Action Plan outlined five goals in order to ensure that local business growth is on a more sustainable and inclusive basis. Included in that plan is how the Ministry plans to

eliminate red tape. One of these strategies is to strengthen support systems available for small businesses through the Small Business Bureau (SBB) Memorandum of Understanding (MoU) with regulatory agencies such as the Deeds Registry, the National Insurance Scheme (NIS) and the Guyana Revenue Authority (GRA). Another plan is to integrate the Small Business

Bureau (SBB) and GO-Invest with the e-governance database and to publish guidelines on co-operation between Ministries, in order to ensure members of the public are better informed. There is also the plan to publish the Ministry’s statistical agendas. However, one of the major plans is for technical improvements and the speed of the Ministry’s import-export licensing process.

Mexico prioritizes buying Guyana’s paddy The Mexican Government recently informed Prime Minister Moses Nagamootoo and Minister of Agriculture Noel Holder that its Embassy in Guyana is giving priority to purchasing Guyana’s paddy. This was communicated by the Mexican Ambassador to Guyana, His Excellency Ivan Robero Sierra Medel, in a letter which stated that Mexican importers seek the Embassy’s assistance to help match the market needs

in Mexico with paddy available in Guyana. Ambassador Sierra Medel informed the Prime Minister of an initial conference called between Mexican importers and Guyanese rice farmers and millers. In an effort to promote Guyana’s paddy export, Prime Minister Nagamootoo met with President of Mexico Enrique Peña Nieto and Minister of Agriculture, Jose Calzada. It was then disclosed to the Prime Minister that

Mexican importers, both the private sector and Government agencies are keen on buying Guyana’s paddy. According to Ambassador Sierra Medel, although rice is produced in Mexico, the country imports close to one million tonnes of rice annually. He also revealed that currently Mexico is diversifying the source of imports. Minister of Agriculture, Noel Holder is expected to respond to the Mexican offer soon.

Accused Montrose Granny killer attacks fellow prisoner Approximately 8:30am yesterday morning, Travis Evans who is serving time at the Camp street prison was allegedly attacked by fellow inmate Colin Alleyne and another unidentified prisoner. The attack is the latest in a series of such incidents in the prison as prisoners are able to fashion makeshift weapons despite the apparent stringent checks

by prison guards. A reliable source within the prison stated that Evans was standing at one of the doors when the two men attacked him with a “cutlass” made out of a piece of metal bed frame. After the attack, Evans was taken to the prison infirmary where he received treatment for a fractured shoulder and wounds about his body.

It is not too clear what actions have been taken against the two persons who are responsible for the act. While it was reported that Evans did not have any problems with the two men, when questioned by police officers he had refused to give a statement. Prison authorities are keeping a close watch on the situation since they expect retaliation.

Iran president says some local Germany’s capacity to take in media act like ‘secret police’ refugees is limited, Schaeuble says Tehran (AFP) - Iran’s President Hassan Rouhani yesterday accused local media outlets opposed to his policies of behaving like “a secret police”. I r a n ’s most conservative newspapers have strongly criticised the moderate president elected in 2013, whose foreign policy in July led to Tehran signing a landmark nuclear deal with world powers. The accord seeks to curb Iran’s atomic drive in return for lifting sanctions that have crippled its economy. The media benefits from “a permanent security margin... so that not only can they say whatever they want, but they also sometimes act like the secret police,” Rouhani told representatives of around 600 media outlets at a press event in Tehran. “You learn from some publications who will be arrested tomorrow, what is going to be closed down t o m o r r o w, which i n d i v i d u a l ’s r e p u t a t i o n should be damaged,” he said, without giving any names.

Hassan Rouhani The speech came several days after the arrest of three pro-reform journalists, one of whom had recently been critical of Iran’s Ayatollah Ali Khamenei, according to news agencies. State television said the elite Revolutionary Guards had arrested “several members of an infiltration network linked to hostile Western governments who were working in the country’s media and social networks.” Rouhani told the press “some claim to be

revolutionary” but “being revolutionary means not to lie... it means not to accuse others.” “Being revolutionary means giving hope to the people... reassuring people,” he said. Yet “from one part of the establishment, we attack the other part of the establishment.” “The government must be criticised, the judiciary must be criticised, the parliament must be criticised,” the president said. “But criticising does not mean... smearing, insulting or lying.” Also this week, state television reported the arrest of a Lebanese-American, Nezar Zaka, on suspicion of having links to the US intelligence community. The US State Department, while not officially confirming the arrest, said the suspect was Lebanese with permanent US residency papers. There are also four Iranian-Americans being held in Iran, including Washington Post correspondent Jason Rezaian, who has been detained since July last year on spy charges.

Reuters - Germany needs to send a message to the world that it’s reaching the limit of its capacity to h e l p E u r o p e ’s f l o o d o f migrants, German Finance Minister Wo l f g a n g Schaeuble said yesterday, as he advocated restricting family reunions for Syrian refugees. Germany has become a magnet for people fleeing war and violence in the Middle East. It expects 800,000 to a million refugees and migrants to arrive this year, twice as many as in any prior year. “We need to send a clear message to the world: we are very much prepared to help, we’ve shown that we are, but our possibilities are also limited,” Schaeuble said in an interview with ARD television. The pace and scale of the influx has put pressure on local communities and opened a rift among the ruling coalition parties over the best way to handle the crisis. The divisions reopened over the weekend, after Interior Minister Thomas de Maiziere said in

Wolfgang Schaeuble future Syrian refugees would receive modified refugee status and be barred from having family members join them, a statement he later retracted. The Social Democrats (SPD), who share power with Chancellor Angela Merkel’s conservatives, rejected that proposal. Schaueble, however, spoke out in favour of the measure and said it was a proposal that the government was examining in detail.

“I think it’s a necessary decision and I’m very much in favour that we agree on this in the coalition,” he said. H o r s t S e e h o f e r, t h e leader of Merkel’s Bavarian allies, the Christian Social Union (CSU), also backed de Maiziere’s suggestion, telling the Sueddeutsche Zeitung that the refugee status of Syrians should be individually checked. The latest row comes after the coalition ended weeks of infighting on Thursday evening on how to speed up the deportation of asylum seekers who have little chance of being allowed to stay. Vice Chancellor Sigmar Gabriel, who is also leader of the SPD, said it was important that the government first implement the measures it had agreed to rather than coming up with new ones on a daily basis. “This creates the impression that in the German government the left hand doesn’t know what the right hand is doing,” he said.

Six sentenced to death for brutal Bangladesh child murders Dhaka (AFP) - A Bangladesh court yesterday handed four men the death sentence over the brutal killing of a 13-year-old boy that provoked national outrage after video footage of the attack went viral, a lawyer said. Another two men were ordered to hang for the separate torture and murder of another 13-year-old that occurred less than a month later, the prosecutor said. In the first case, ten people were found guilty in the northeastern city of Sylhet of lynching Samiul Alam Rajon, a verdict that sparked cheers from hundreds of people gathered outside the courtroom. “We’re happy with the judgement. Samiul’s parents are satisfied,” Shahidul Islam, a lawyer representing his family, said after the Metropolitan Sessions Court’s decision. “I am sure the verdict will send a powerful message to all those child beaters and molesters,” said Islam. Samiul, accused of stealing a bicycle, was tied to a pole on July 8 and then subjected to a brutal assault in which he pleaded for his life. An autopsy found 64 separate injuries had been inflicted on the teenager. A 28-minute video of the

(AP Photo/ A.H.Arif) lynching, which was widely circulated after being posted on social media, prompted deep soul-searching among Bangladeshis as well as street

protests to demand the perpetrators be hanged. The lawyer told AFP that the main accused, Kamrul Islam, was sentenced to

death. Three of his friends were given the same sentence, one of them in absentia after going on the run. Another six accused were

given jail sentences ranging from life through to one year, he said. Kamrul Islam also fled, to Saudi Arabia, a day after the attack, but he was later

arrested and extradited after outraged members of the country’s large Bangladeshi expatriate community tipped off police.

A CODE OF CONDUCT FOR ALL A Code of Conduct for Ministers and for public officials is an important political development in the country. This Code of Conduct has been long in coming When the corruption and allegations of sexual improprieties were leveled against the Forbes Burnham administration in the 1970’s, the then PNC party promised a Code of Conduct for Ministers. It never materialized because Burnham knew how difficult it would have been to keep to the letter and spirit of any Code of Conduct given the abuses that were taking place in the country. A number of government Ministers under the PPP found themselves in the public glare after allegations were leveled against them. Among these allegations

were excessive rum-drinking, lewd public language, threatening phone calls, abuse of power, and sexual misconduct. The public were disgusted at some of the allegations being made and they hoped that when a new government emerged that at least the new Ministers would be held to a higher standard. It is good that this is being done. The Code of Conduct is therefore a positive development. It should win support among the people but for this to happen certain things must be in place. Firstly, the code cannot be ambiguous. The present draft Code must be made more precise. The notion of “gifts” for example must be precisely defined. Gifts can take many forms. It need not be a

physical object of cash. It can be given in services; it can involve other intangibles. Secondly, no Code of Conduct should prohibit actions that are legal. The Code speaks about limiting gambling. Gambling should not be significant. But what if a Minister goes into a casino and begins to play some of the games and ends up with a major win. Should the Minister be denied those earnings? Playing the Lotto in Guyana is also legal. What if a public official buys a $100 ticket and hits a massive jackpot. Would that be deemed prohibited behavior under the Code? Thirdly, the Code of Conduct should not just address the issue of corruption. It should also aim at appropriate behaviour. It should speak to the issue of sexual and other

Dem boys seh...

One week after dem launch de month, people trying to test de safety and end up killing demself. Young men decide to drag race and dem not only killing people but dem killing demself. Since de month start, bout 10 people dead. Now people frighten to go pon de road because dem don’t know wha happen. People now checking which day dem don’t have somebody dying on de streets. And now it look like if dem don’t use de road, dem using de Harbour Bridge. Imagine de bridge got a sign that seh no reversing

and no overtaking. Dem boys find that people ain’t even listening. A man load up a Canter truck and try to cross de bridge. De Canter so full that a bag of baigan fall off and de man decide to reverse to pick it up. He end up driving overboard and a woman get trap in de truck. But before that, two men decide to drag race. One clip de other one and de car that get hit knock down nuff people. One woman dead. Now Rum Jattan got to put police patrols pon all dem road. De previous government had a plan to cut down on accident. It use to put a police outrider at Rosignol and all dem car coming off de boat had to line up. De outrider then lead all

relations between public officials and their staff. It should speak to personal morality. For example, how many concubines or love affairs is a Minister allowed? It is one thing to try to discourage Ministers receiving gifts above $10,000 but what about if a Minister has a whole set of “sweet women”? Is that appropriate? The Code must also indicate the standards of public morality and probity that is expected of Ministers and public officials. Public officials should not for example be drinking during working hours and even after working hours they should not be imbibing alcohol and be seen in certain places in the work uniforms. Fourthly, the Code must be reasonable. This issue of $10,000 gifts is a problem. Christmas in around the corner and sometimes some persons out of courtesy, not out of any ulterior motive, will want to give someone a bottle of whiskey. The cheapest bottle of whisky will cost more than $10,000? So what should the public official do, refuse the bottle of whiskey and in the

process insult the person giving him the gift simply because the Code requires that gifts above $10,000 be declared to the Integrity Commission? The sum of $10,000 for gifts in unreasonable. The objective should be to discourage gifts aimed at encouraging favours, not gifts given out of kindness. The proposed Code of Conduct therefore needs more work before it is adopted. A Code of Conduct does not need be legally enforceable. To achieve that effect would be to turn it from a Code into a law. A Code of

Conduct relies on its moral force and is always more powerful than that for which it is given credit. The Code of Conduct being proposed by the government is a positive but it needs to move beyond its narrow confines and cover a far wider range of issues including sexual harassment and public morality and conduct of public officials and Ministers of the government. No one should be above the Code. All should be subject to it, including the President.

APNU, AFC still to hold individual post-election press conferences By Abena Rockcliffe Before the pre-election coalition that rendered them successful in the May 11 General and Regional Elections, the Alliance For Change (AFC) and A Partnership for National Unity (APNU) held weekly press conferences as independent political parties. It was on February 14, the two parties for the first time held a joint press conference at the Georgetown Club, to announce the historical coalition that eventually contested the elections that ousted the people’s progressive party civic from government after 22 years. But since the official results were declared and the President was sworn in, both APNU and the AFC appear to

- many questions left answered

AFC GS, David Patterson have shied away from the scrutiny of the media. It should be noted that after that historical press conference several other

press conferences were held both separately and jointly in the run up to the elections. Further, during that time when the elections results were unclear, the parties were having almost just as many press conferences as the Guyana Elections Commission (GECOM). But the once weekly media briefs seem to be a thing of the past. On the other hand, the People Progressive Party (PPP) continued to hold press conferences on a weekly basis just as it used to when it had political power. In the absence of press conferences hosted by the other two main political

Wounded suspect denies involvement in Mahaicony supermarket robbery “I wish if Kimberly could come and talk this story because I’m not a robber man, I’m innocent.” This is the contention of shot Mahaicony robbery accused Carlos Evans as he lay shackled in his hospital bed under police guard. According to the police, Evans is one of three men who were cornered in a bushy Mahaicony area after they had carried out a brutal robbery on the J. Singh and Sons Supermarket at La Raisonable, Mahaicony on Wednesday afternoon. However the 22 year old, of Lot 2 section ‘A’ De Edward Village, Rosignol has another story to tell. He is claiming his innocence even as he admits that his only criminal act was for trafficking in cannabis, which resulted in him doing three years prison time and being released in August of 2014. Intermittently wincing in pain, he told this publication that his was a case of wrongful vigilante justice after he was found in the wrong place at the wrong time. Sharing his version of events, fully aware that is will hold no water with investigators, the father of one said that on the night in question he left his house with the intention to visit his mother’s home at Supply, Mahaica but he had to make a stop on the way to visit a girlfriend. He said he was instructed to meet the girl at DeKendren, Mahicony, which he did around 21:0 hours on Thursday. According to Evans, he tried contacting the girl after he came out of the mini bus and was walking through a street in the area but he was unsuccessful. “I noticed lights flashing in the street while I was heading in but I didn’t pay it no mind because is not me business so I continued walking.” He said as he got closer to the lights, he heard people shouting, “Watch one deh, deh.” He said the shout caught his attention and upon looking up he saw an angry mob with cutlasses, shotguns, pipes and wood headed his way. As a stranger in the area, fear took over, causing him to drop the cellular phone and make a dash for it. “I tried to run back out the street but another set was coming from that direction too, so I forget that I was dressed up to meet the girl, and I jump in the trench and crawled across into the bush.” Noting that the crowd was very loud and obviously angry, he decided to wait it out. However, the people lit the bush on fire and stood guard all night while he remained concealed. “I wanted to come out but I was hearing them saying, ‘We gon kill dem, dem gon learn.’ They said they ain’t got time with the police,

dem gon deal with these men. But I still didn’t know which men they was talking about.” Evans related that he crawled, to try to make distance from the people. However, as the mob had already circled the entire area he decided to wait until morning. What he believed was hope came with the arrival of a police van. “When the van came and I hear an officer directing the course of action to search the bush, I thought I was safe, so I thank the Father (God) quick and I start to shout for the officer.” He stated that he emerged from the hiding place to head in the officer’s direction. But as he was almost in reach of the officer with his hands raised in surrender, the angry crowd rushed at him and he made another dash, while shots were being fired. “I ran back in the bush and the first shot miss but the second one hit me in my arm pit while I had my hands up to give up myself to the officer.” The man said the crowd far outnumbered the four officers who could not stop the angry people from hurting him. He said he tried shouting and explaining his reason for being in the village and how he ended up in the bush but a lash to his throat by a civilian knocked the wind out of him. “My hand remained in the air after I get shoot and they snatch me same hand while I hollering and tie it with a rope.” He alleged that someone from the mob relieved him of his gold ring, pushed him to the ground and thrashed him in the presence of the police after which he was taken to the hospital because he was bleeding profusely from the wound. “I work in the interior and me mother have a dredge in Puruni, Surama. Yes I was in jail for possession of cannabis but me ain’t no criminal. The people shoot me vigilante style because I was a stranger in the area and I make a mistake to run.” He said his reason for not exiting the bushes is because of fear of being killed but noted that he heard the people saying they have video footage of the robbers and was hoping that someone could have looked at the video to confirm that he did not fit their description. But the police are not buying his story. “A criminal will say anything to get out of trouble,” a police officer handling the case told this newspaper. He is confident that an identification parade will show that the suspect is lying. Of his medical condition he revealed that doctors informed him that because of the gunshot wound to his arm pit, he might require surgical intervention.

parties, many questions remain unanswered. For example, Working People Alliance’s (WPA) Tacuma Ogunseye had raised concerns about internal matters in the APNU, but the media never got the opportunity to ask questions on that and other related issues and those issues were eventually swept under the carpet. WPA is one of the political parties that forms part of the five-party APNU. In fact, with regard to support base, the party is only second to the PNC in the coalition. Ogunseye had a problem with the fact that President David Granger and his close APNU officials did not find it necessary to hold in-house meetings before decisions were made with respect to post elections responsibilities and Ministerial appointments. Ogunseye had said, “I feel very strongly that this matter which I allude to must be addressed publicly at this time. If it is not, we will be setting a dangerous precedent that can have negative effects on our collective political aspirations.”

APNU GS, Joseph Harmon There were no public answers given in response to Ogunseye’s concerns and so the media is left to wonder if it was ever sorted out or if there remains a rift. Many in the public domain, especially young voters, had questions about APNU’s decision not to appoint at least one of its members under 40 to a senior Ministerial position despite the fact that over 60 percent of the voting population were youths. The AFC did not appoint any of its young members either. The General Secretaries of both parties never addressed these issues. Kaieteur News made

attempts to contact the General Secretaries of both parties yesterday but was only successful in getting on to AFC’s David Patterson. Patterson told this publication there was no specific reason why the AFC had not held any press conferences. In fact, he indicated that a press conference will be held within this new week. Patterson also indicated that the AFC is fully functional otherwise and holds in-house meetings weekly. It is now a rare occasion when one can get in contact with APNU’s General Secretary Joseph Harmon which is a vast contrast to his pre-election availability to the media. Ironically, before Harmon assumed public office, he displayed a more accountable attitude to the public. In addition to the fact that no press conferences are being held by the individual parties, media practitioners are only given very narrow parameters at the sometimes weekly post cabinet briefings. The moderator often limits one to two questions per reporter and most of these questions will centre on government policies and not on the individual parties’ position.

LUST IN TRANSLATION The sign in English in the window of a Mexican Restaurant said, “Don’t stand there and be hungry. Come on in and get fed up.” On the other hand, there is a story about a US company that decided to market its “noleak” pens in Mexico. The actual advertisement featured a young woman with a pen in her shirt pocket and the tag-line that the pen would not embarrass you. Unfortunately, the person doing the English-toSpanish translation used the verb “embarazar” thinking it meant “to embarrass” when it actually means “pregnant”. So, it is said, a lot of young women felt that putting one of the pens in their pockets was all the contraception they needed. It was just as effective as the sign in a South African maternity ward that read, “No Children Allowed.” There is no question that a lot is lost in translation. Take the story about the Mexican bandit who crossed

the border into Texas and robbed the banks in the border towns. A Texas Ranger finally caught up with the bandit in a cantina in Nogales where the only other people were a scrawny guy and the bartender. He pulled his gun and announced, “You are under arrest. I get a reward for you, dead or alive. Tell me where the money is, and I’ll let you live. If you don’t, I’ll shoot you right here and save myself the trouble of having to take you back to Texas alive.” The bandit did not understand a word. The man at the back of the bar told the Ranger, “I’m a lawyer. I can speak Spanish and will help you.” The ranger told the lawyer, “Let him know that if he doesn’t tell me where the loot is, I’ll shoot him here and now.” Upon hearing the translation, the terrified bandit blurted out in Spanish that the loot was buried in an old barn at the outskirts of town. “What did he say?” asked the Ranger.

The lawyer answered: “He said, ‘You don’t have the nerve to shoot me, Yankee pig.’” Truth, however, is stranger than fiction especially in these days of instant computer translation. However, anyone taking the easy way out should be warned that the first attempt to translate the English phrase, “Out of sight, out of mind” into Russian ended up with the Russian equivalent of “Invisible maniac”. The people of a Spanish town had no smart lawyers, just “Google Translate”. According to a media report, “A town hall in northwestern Spain was left red-faced after a Google Translate error led to it advertising its local leaf vegetable celebration as a much more X-rated affair. One of the highlights of the year in the town of As Pontes in Galicia, northwestern Spain, is its annual “rapini” festival, when townsfolk celebrate the town’s specialty, the leafy green vegetable similar to

Jagdeo says Govt. must be open... (From page 3) take the discussion on electricity prices and the cost of living to the people village by village to explain the facts on the Amaila Falls. Jagdeo said that his members will explain that the Government is being deceptive when they say that GPL will have to pay the operator of Amaila Falls US$130 million per year, totalling US$2.6 billion over 20 years. He said that they will also show how serious the Government’s multiple deceptions are. “For starters, the figure was not to be US$130 million per year, it was to be approximately US$100 million per year. That would have bought about 50 percent more power than GPL’s entire generation in 2012. To generate that much power without Amaila Falls

would cost GPL almost $200 million using 2012 costs. So rather than Amaila Falls costing GPL US$130 million per year, it is saving GPL US$100 million per year – or put another way, Amaila Falls will generate 50 percent more electricity than was generated in 2012, for about half the cost,” said Jagdeo. He added, “In short, instead of Amaila Falls costing GPL US$2.6 billion over 20 years, GPL would actually be saving almost US$2 billion, or GY$400 billion, at 2012 prices.” The Opposition Leader said that he will also explain in detail how these savings can enable the costs of electricity to be dramatically reduced for Guyanese, and how after 20 years, the Amaila Falls Hydropower facility will be wholly owned by the citizens

of Guyana without any debt being incurred. He posited that a Guyana where no family needs to fear the arrival of their GPL bill is within reach. The former President said, “Today’s low oil prices provide an ideal backdrop to move quickly with Amaila Falls, and to use the time of low oil prices to prepare for when they start going up again – as all global experts predict that they will. There is no more time to lose.” He added, “That is why we want a discussion that will help the people of Guyana to look at Amaila Falls for themselves, and we will welcome the Government’s participation in this discussion.”

spinach. But when residents clicked onto the Castilian Spanish version of the town’s website - provided by Google Translate - to check the dates for next year’s fest they were shocked at the new turn the festival had apparently taken.” What it said was, “The clitoris is one of the typical products of Galician cuisine.” What happened was that the original version was written in the local “Galician” dialect and Google recognizing the word “grelo” as Portugese instead of Galician translated it into the Spanish word for “clitoris”. It was a heck of a “g-spot” error especially when the Spanish version read, “Since 1981, the festival has made the clitoris one of the star products of the local gastronomy.” Talk about having your Kate and Edith! Even in the Caribbean where it is assumed by outsiders that all of us speak the same language, spinachlike vegetables can create some confusion. In Jamaica at Kingston’s Liguanae Club, I asked the waiter what was

on the breakfast menu and he said, “Calalloo.” In Trinidad, this is a soup and we normally have it for lunch. I persisted and after some discussion and a little help from the people around me, found out that it was fried spinach with a little salt fish, something that in Trinidad is increasingly known to all by the Hindi name, “bhagi”. So then I asked the waiter what the soup made from spinach was called and he said, “Pepperpot” which in Guyana is serious business. Because of the cassava-based preservative, Cassareep, the food never spoiled and could be constantly topped-up and reheated. Sometimes, there are well-known English words that trigger very negative reactions. An Asian man walked into the currency exchange in New York City with 2000 yen and walked out with $72. The following week, he walked in with 2000 yen, and was handed $66. He

asked the teller why he got less money that week than the previous week. The teller said “Fluctuations.” The Asian man got very upset, stormed out of the cambio, and just before slamming the door, turned around and shouted, “Fruc you Amelicans, too!” And if that is not bad enough, on a visit to the United States, Charles de Gaulle was honoured at a banquet in the White House. Seated beside his wife was an official who spoke no French, but who tried to engage her in conversation by asking “Madame de Gaulle, what do you think the most important thing in life is?” “A penis”, she replied. Overhearing, her husband said gently “I believe, my dear, that in English it is pronounced ‘appiness’.” *Tony Deyal was last seen extolling the virtues of a Paris hotel which reminded guests, “Please leave your values at the front desk.”

Military servicemen and women... (From page 19) to procure for veterans land for housing and agricultural purposes. The Veterans’ Department, which has already been established at Base Camp Ayanganna, will be staffed and equipped to ensure that veterans and their families receive their entitlements from the State in a timely fashion. All of these entitlements and benefits will be consolidated with the passage of comprehensive legislation. President Granger said that the Veterans’ Act will ensure that the entitlements of

soldiers and their families are guaranteed and secured under law. “The State acknowledges and accepts its obligation to assist our veterans to ensure that they, too, can enjoy a good life. The State will help to open opportunities for veterans when they leave active military service,” he said. President of the Guyana Veterans’ Legion, Lt. Col. (ret’d), George Gomes said that the greatest service a person can give to their country is to serve in its military. He said that as the aging process begins to take its toll on surviving veterans, there is need

for institutionalised veteran care. Meanwhile, British High Commissioner, Greg Quinn, who also delivered remarks, said that it is important that countries continue to honour the memories of those who sacrificed their lives so that future generations can live in peace. “They have not and must not have died in vain,” he said. Remembrance Day, also known as Poppy Day, has been observed by Commonwealth Nations since the end of the First World War.

WAS IT ONLY WATER, BHARRAT JAGDEO WAS WILLING TO GIVE? DEAR EDITOR, Having read former President Jagdeo’s statement (SN October 24, 2015) that the Venezuela issue could be settled by Guyana allowing, “…Venezuela a channel out to the sea. So, you make a slight concession in the maritime area but make sure that you do not concede any territory that is land-based…’’ is inherently flawed and the former President must withdraw his baseless statement and ill-advised generosity. In fact, it matters not if it is only water that the former President wishes to sacrifice to appease Venezuela. Such an act of appeasement has never worked anywhere and it will be wrong to give material comfort from our patrimony with the false hope that Venezuela will not ask for more water and land. This approach is both tactless and suicidal and it will only embolden Venezuela, for they have already made false claims to more than half of Guyana, having illegally occupied for several years Ankoko Island and foiled several investment projects through a process that could

only be described as economic hegemony. And by the way, PetroCaribe and the rice deal with its unsustainable above market prices is the classic setup for the Trojan Horse that brings short-term gain for long-term pain. Put differently, one must be reminded of the saying, “You give he an inch and he gun take de whole “yard”. Guyanese must never sign on to such folly, for we have already witnessed the divisiveness in the rice sector over a few unearned dollars. No one pays you 5 or 6 times the price for something that they could buy cheaper elsewhere (Suriname, the USA), unless it is setting you up for something that is detrimental to your wellbeing. Incidentally, if our sister CARICOM countries think this is only a Guyanese problem, I ask them to think again, given the claim by Venezuela against Dominica to Bird Island, which is some 340 miles away from the mainland of Venezuela. A cursory look at the map will show why the CARICOM countries must be vigilant, as their water- way could be

affected by the extended Venezuela borders. Finally, I was intrigued by the letter (SN November 3, 2015) written by attorney Lalu Hanuman captioned, ‘Geneva Agreement revived a dead claim.’ in which he stated that it was the late President Burnham who reopened the Venezuela border issue. This is twaddle, for the record shows and I quote “In 1949, the US jurist Otto Schoenrich gave the Venezuelan government the Memorandum of Severo Mallet-Prevost (Official Secretary of the U.S./ Venezuela delegation in the Tribunal of Arbitration), written in 1944 to be published only after Mallet-Prevost’s death. This re-opened the issue, with Mallet-Prevost surmising a political deal between Russia and Britain from the subsequent private behaviour of the judges.” The settled VenezuelaGuyana border issue is one of the more important border concerns that involved European colonization and the land trades they made between and among themselves to resolve their differences and

Guyana Prize management... From page 5 Grace Nichols, Elly Niland, Rhyan Shaw, Janice Shinebourne and Myriam Chancy. The diversity is even more pronounced among male winners and short listed entries. Through the works of our Laureates, millions of students in Europe, North America, the Caribbean and further afield have been influenced directly or indirectly in thought, word or deed. Several Guyana Prize books are required reading in Colleges and Universities around the world. That is the measure of the Guyana Prize. Its creation was a noble act; birthed in the midst of adversity, when Guyana was undergoing an Economic Recovery Program. That is why it will last. I must agree however with Mr. Lennox Cornette that the

Prize ‘has reached its nadir’ under the present Management Committee (StabroekNews, Nov. 3). I believe it is time to rebrand the Prize. In the process of rebranding, the Visionary of the Prize should be elevated to his pride of place among the ‘Guyana Prize generation’. This would be a noble act which should not generate any controversy among Guyanese, for indeed, Desmond Hoyte should be regarded as Guyana’s ‘Alfred Nobel’, Founder of the world’s greatest prize, the Nobel Peace Prize and the Nobel Laureates. The present Management Committee should be dissolved and be transformed from being just the ‘Caretaker of the Prize’. Caretakers become possessive over time and claims squatters rights. A new

institution should evolve, ‘The Desmond Hoyte Literary Academy’. This prestigious Academy would attract international attention with support from a solid faculty of Guyana Prize Laureates. Each Laureate could be asked to serve as Guyana Prize Laureate-inResidence for specific periods during the year. The spin-off would be priceless. Local aspiring writers and artists will benefit directly from sitting at the feet of the Masters and Writers workshops would flourish at all levels. The Academy would raise the international profile of the University of Guyana and serve as the repository not only for Guyana Prize works but for works by all National, Regional and International Thinkers and Scholars. disagreements. Specifically, the Venezuela border issue included land swaps between Spain, the Netherlands, and England. It was impacted by at least two US Presidents, the Monroe Doctrine and the US Congress in 1895; it engaged legal minds in England and Wales, the USA and a Russian diplomat and jurist; and was it completed in a unanimous decision by the arbitrators in 1899 in Paris. Currently, it is now engaging the attention of the United Nations, some two hundred and sixteen years after it was settled. While it is fascinating to read the historical record, it is most unfortunate that this controversy had been reignited by a document that was made public by someone who waited until his death to have it publicly released, knowing that all the persons tasked with the determination of this issue had predeceased him and therefore could not challenge his unauthorized statement. Furthermore, it should be noted that since Severo Mallet-Prevost was not a voting member of the panel, but no more than the secretary to the proceedings, one would only hope that the current reviewers take this into account and dismiss this unauthorized document. Editor, this border issue is a tragedy that penalizes a small country and a permanent solution must be found for Guyana cannot continue to live under such subterfuge. The rule of law and not the machinations of an unauthorized and untested document should never hold sway, for this would set a bad international precedent. C. Kenrick Hunte

Cameron to give strongest Suu Kyi supporters confident after Myanmar’s historic election warning over possible EU exit Reuters - Prime Minister David Cameron will this week give his strongest warning yet that he might back Britain leaving the EU unless other European leaders agree to his demands for reform of the bloc. Cameron is due to outline British demands for renegotiation of its European Union membership terms in a letter to the President of the European Council, Donald Tusk, to be published tomorrow. In a speech the same day, he will say that if no deal can be reached, he could back a British exit when an in/out referendum is held before the end of 2017. “If we can’t reach such an agreement, and if Britain’s concerns were to be met with a deaf ear, which I do not believe will happen, then we will have to think again about whether this European Union is right for us,” Cameron will say, according to advance extracts of his speech. “As I have said before — I rule nothing out.” Cameron has faced criticism both at home and abroad — including from his own eurosceptic backbenchers — for not spelling out details of the concessions he is seeking from other European leaders with detailed discussions expected to accelerate before a summit next month. Cameron’s letter to Tusk is expected to include demands such as barring in-work benefits for EU migrants for four years, an exemption from any closer EU integration, and more powers for

David Cameron national governments to block EU legislation. British Foreign Secretary Philip Hammond said the letter would draw together changes the government has previously said it is seeking but would not demand specific legislative measures. “We don’t want to be excessively prescriptive at the beginning of a discussion,” Hammond told the BBC, saying that there were a range of ways to achieve most of Britain’s objectives. “This letter is not the end of the process, it’s the beginning of the process,” he said. The Vote Leave campaign, which wants Britain to exit the bloc, said Cameron’s reform agenda lacked ambition, calling it a “dishonest gimmick”. “We expect Cameron to get what he’s asking for, but what he’s asking for is trivial,”

the campaign’s director, Dominic Cummings, said. Cameron’s office said that Britain will begin a fresh round of meetings as the renegotiation enters a new “intensive” phase, with senior representatives of member states invited to Brussels to discuss the letter along with European Council officials. While Cameron has never ruled out campaigning to leave the EU if he failed to secure any agreement, the tone of the speech will be his strongest assertion to date that the status quo is unacceptable. However, Cameron will also repeat that he wants Britain to remain in the 28nation bloc, which it joined in 1973, and is confident a deal can be struck to satisfy Britain and its partners. He will also deliver a strong message to those on both sides of the debate over a British exit. “Those who believe we should stay in the EU at all costs need to explain why Britain should accept the status quo. I am clear that there are real problems with this,” he will say. “Those who think Britain should just leave now also need to think hard about the implications ... What would being outside the European Union mean for our economic security?” Opinion polls show most Britons favour staying within the EU although support for remaining versus leaving has narrowed in recent months.

Iran criticises Saudi Arabia over execution of its citizens Reuters - Iran summoned the Saudi charge d’affaires in Tehran yesterday to protest over the execution of three Iranians in Saudi Arabia for drug trafficking, according to the Fars news agency. The regional adversaries are at loggerheads over crises in Iraq, Syria and Yemen, as well as the disaster at the haj in September in which 465 Iranians died in a crush of pilgrims near Mecca. According to Iranian state media, the death sentences of the three men, who had been convicted of smuggling large amounts of hashish to the kingdom, were carried out in the city of Dammam earlier in the day. “Countries refrain from executing such sentences by respecting bilateral relations and

keeping in mind that implementing such sentences will not bear a positive effect on ties,” Iran’s deputy foreign minister Hassan Qashqavi was quoted as saying by Press TV yesterday. Last year, Saudi Arabia executed more people than any country except China and Iran. Most executions in Saudi Arabia are by public beheading. International monitoring groups Amnesty International and Human Rights Watch say weaknesses in the Saudi justice system make convictions unsafe, and they have also criticised the frequent use of execution for nonviolent offences. The conservative kingdom, which uses sharia law, or Islamic law, and whose judiciary is composed of clerics, denies that its trials are unfair.

Myanmar pro-democracy leader Aung San Suu Kyi waves at supporters as she visits polling stations at her constituency Kawhmu township yesterday. (REUTERS/Soe Zeya Tun) YANGON/NAYPYITAW, Myanmar (Reuters) Supporters of Myanmar’s Aung San Suu Kyi burst into boisterous celebration yesterday after the country held its first free nationwide election in 25 years, the biggest step yet in a journey to democracy from dictatorship. Although the outcome of the poll will not be clear for at least 36 hours, a densely packed crowd blocked a busy road beside the headquarters of Suu Kyi’s National League for Democracy in Yangon as they cheered and waved red flags. The NLD is expected to win the largest share of votes cast by an electorate of about 30 million, who chose from thousands of candidates standing for parliament and regional assemblies. But a legacy of rule by

military junta means Suu Kyi, who led the campaign for democracy, cannot become president herself. And whatever the result, Myanmar is heading into a period of uncertainty over how she and other ascendant parties negotiate sharing power with the still-dominant military. A pariah state until a few years ago, Myanmar has had little experience organizing elections. Some 10,000 observers were enlisted to scrutinize the process. Early indications from the monitors were that voting was mostly trouble-free, with only isolated irregularities. “From the dozens of people we have spoken to since 6 a.m. today, everybody feels they have been able to vote for whoever they wanted

to in security and safety,” said Durudee Sirichanya, one of the international observers. In the city of Mandalay, about 100 people were stopped from voting after officials discovered they were outsiders who had been mysteriously added to the register and then bussed to the polling station. The main concern about the election’s fairness arose before the election. Activists estimated that up to 4 million people, mostly citizens working abroad, would not be able to vote. Religious tension, fanned by Buddhist nationalists whose actions have intimidated Myanmar’s Muslim minority, also marred the election campaign. Among those excluded from voting were around a million Rohingya Muslims who are effectively stateless in their own land. Still, there was excitement among voters about the first general election since a quasicivilian government replaced military rule in 2011, which was widely seen as a referendum on the country’s unsteady reform process. Suu Kyi’s car inched through a scrum of news photographers outside the polling station in Yangon where the 70-year-old Nobel peace laureate came to vote. She was stony-faced as bodyguards shouted at people to move aside, but a jubilant cry of “Victory! Victory!” went up from the crowd of well-wishers as she went inside. Many voters doubted the military would accept the outcome of the vote if the NLD wins.

Chinese media warns Taiwan on independence after meet

Pro-independence activists from the Taiwan Solidarity Union (TSU) hold portraits of Taiwan’s President Ma Ying-jeou before tearing them apart, at the Taoyuan airport, yesterday upon Ma’s return from Singapore (AFP Photo/Sam Yeh) Chinese state media warned Taiwan against pursuing independence yesterday, a day after a historic meeting between the leaders of the mainland and the island it calls its own. President Xi Jinping and Ma Ying-jeou’s handshake in Singapore was a symbolic step towards closing the rift that has separated Beijing and Taipei since the end of the Chinese civil war in 1949. But the occasion has also highlighted the tensions that remain across the Taiwan strait, where China still has an estimated 1,500 missiles aimed at stopping the island from declaring its independence. Relations have improved dramatically since Ma’s 2008 election, with increases in trade and tourism, as well as the start of direct flights. But Beijing has grown concerned about the relationship’s future as Taiwan’s opposition

Democratic Progressive Party (DPP), which has long called for a split with the mainland, looks set to win January’s presidential election, potentially unseating Ma’s friendly Kuomintang party (KMT). The People’s Daily, the official mouthpiece of the ruling Communist Party, warned against “Taiwan independence” in a Sunday morning editorial, saying that Taiwan must respect the “1992 consensus”, a tacit agreement which acknowledges there is “one China” but allows each side their own interpretation. Without adhering to the principle, it said, “the boat of peaceful development may meet with raging waves and stormy seas.” “It might even capsize,” it said. Stern admonitions also appeared in the often fiery Global Times, which has

close ties to the communist leadership. “Taiwan society lacks vigilance, and Taiwan has failed to impose restrictions on its potential destructive force to the island’s future”, the paper said. The island, it warned, “must urge candidates that only by adhering to the 1992 Consensus can they fulfill their obligations of guaranteeing a lasting peace for the island’s 23 million people, and therefore be qualified as a ‘president’.” Ma, too, has warned against the consequences of diverging from the 1992 consensus, which the DPP does not recognise. DPP presidential candidate Tsai Ing-wen has repeatedly said that she will maintain the status quo if elected president in January, but is likely to face pressure from pro-independent voices within her own party. Nigeria’s Buhari to swear in ministers on Wednesday ABUJA (Reuters) Nigeria President Muhammadu Buhari is to swear in members of his cabinet on Wednesday, a presidency statement said yesterday, ending a fivemonth wait for a cabinet to be installed in Africa’s most populace nation. The 72-year-old former military ruler, who was inaugurated in late May, has been criticised for waiting until September to name his ministers, who then underwent a month-long Senate vetting process. Portfolios will be assigned after ministers have been sworn in. “President Muhammadu Buhari will officially inaugurate a new Federal Executive Council on Wednesday, November 11, 2015,” said the emailed statement from Buhari’s spokesman Femi Adesina.

Muhammadu Buhari “Before the commencement of the inaugural session of the council, the ministersdesignate will take their oaths of office in the Council Chambers of the Presidential

Villa,” it said, adding that this would begin at 10 am local time (0900 GMT). Nigeria, Africa’s biggest economy and the continent’s top oil producer, faces its worst economic crisis in years brought on by the sharp fall in crude prices since it relies on oil exports for 70 percent of government revenue. Critics of Buhari, who won March elections after campaigning to rid Nigeria of widespread corruption, said the absence of a ministers created a policy vacuum that exacerbated the economic problems brought on by the fall in oil prices. Buhari took his 36 ministers on a retreat on Thursday and Friday during which they were handed documents, seen by Reuters, which outlined the state of the economy and the government’s policy goals.

Jamaica Ships J$50m In Relief Supplies To Dominica

The Gleaner - A shipment of bridge infrastructure and other materials valued at close to J$50 million left Jamaica for Dominica last week. The shipment left Tank-Weld Jamaica’s Rio Bueno port in Trelawny and marks the fulfilment of a pledge made nearly two months ago when a tropical storm caused widespread damage across Dominica. The donation, which was arranged by the works ministry through a joint public-private

sector partnership, includes two Bailey bridges, six tons of steel provided by TankWeld and 18 tons of cement. State Minister for Works Richard Azan, who was on hand to witness the shipment depart the island, said it was the largest donation of relief items Jamaica has ever donated to another country. He said it was Jamaica’s way of showing solidarity with the people of Dominica.

‘Hopes fade’ after Brazil dams burst BBC News - Hopes of finding survivors of mudslides and floods on Thursday in Brazil are fading, the governor of Minas Gerais state has said. A huge wall of red sludge descended on the southeastern village of Bento Rodrigues when two dams holding waste water from an iron ore mine collapsed. Hundreds of rescue workers continue to search for 28 people who are missing feared dead. The authorities have confirmed the death of one person. Two other bodies have been retrieved, but officials are not sure whether their deaths were connected to the breach of the dams on Thursday afternoon. They will carry out DNA tests to check if they are related to the 13 mine workers and 15 residents, including five children, who are missing. “It is unlikely that the thirteen workers who were at the dams will be found alive. We have to accept that,” said the governor of Minas Gerais, Fernando Pimentel. “The other 15 are missing

The mud has caused destruction to many local towns, including Barra Longa, some 40Km (25 miles) away from the dams and someone might eventually be located somewhere else, perhaps in a nearby village. But as time goes on, our hopes are fading,” he added.

Residents complained of not being warned once the Fundao and Santarem dams collapsed. Many saved their lives by running to higher ground

when they heard the noise of the approaching sludge. The mine is owned by Vale and BHP Billiton and is operated by Samarco. Samarco head Ricardo

Vescovi told the AFP news agency that to the best of his knowledge, Brazilian law does not require an emergency alarm for dam failures. The authorities approved

the company’s emergency response plan, he said. The authorities say there is no risk of a third dam in the area collapsing. The thick red mud surge engulfed cars and lorries, and destroyed homes shortly after the dams collapsed. The floodwaters and mud have reached towns up to 70km (40 miles) away, local media report. There are fears that the iron ore residue in the mud poses a health risk. More than 500 people lived in Bento Rodrigues, which lies about 7km (four miles) south of the burst dams. It is part of Mariana, an old colonial town and a major tourist attraction in Brazil. Mine owners Samarco does not have information on the environmental impact of the dam bursts, a spokesman told the Reuters news agency. The cause of the breach is not yet known. The authorities are investigating whether lowintensity tremors registered in the area on Thursday could have played a part in the tragedy.

PM’s reassignment of Ferguson like switching punctured tyre – CAPI

Dennis Meadows KINGSTON, Jamaica – Citizens’ Action for Principle and Integrity (CAPI) is describing Prime Minister

Portia Simpson Miller’s move to transfer embattled Minister Dr Fenton Ferguson from the Health Ministry to the Ministry of Labour and Social Security as a driver changing a punctured tyre from the left to the right of the same motor vehicle. In a press release yesterday, CAPI said that the prime minister missed a perfect opportunity to demonstrate to the Jamaican people her intolerance for ineffectiveness. CAPI insisted that by reassigning Dr Ferguson, Simpson Miller further demonstrated a “gross indifference for the trauma” being suffered by the parents

of the 19 babies who have died as a result of bacterial outbreaks at the Cornwall Regional Hospital and the University Hospital of the West Indies. CAPI’s co-convenor Dennis Meadows has said that the revelation of the health audit report exposes “gross systemic deficiencies, lack of resources and blatant failure to adhere to health protocols”, for which the minister must be held accountable. He added that a mere transfer does a gross disservice to the principles of good governance and accountability. (Jamaica Observer)

Trinidad Guardian - The Clico Policyholders Group (CPG), led by Peter Permell, is “deeply concerned” by the news the Central Bank is planning an update of the resolution plan with it. In a statement released Saturday, the CPG said while it welcomed the news, its concern stemmed from the fact that the Central Bank had been “conspicuously silent on the balance owed by Clico.” To date, the CPG said, there were over 15,000 “assenting” policyholders who accepted the former government’s offer of zerointerest bonds and Clico Investment Fund units. “Our information suggests that whilst this first partial payment to the ‘nonassenting’ policyholders represents 85 per cent of the contractual cash value as at the end of the interest term specified on the policy certificate in the case of the Government as assignee and trustee of the rights of the ‘assenting’ policyholders this is not the case,” Permell said. He said “sources” revealed that there has been some “clandestine agreement” between the previous government and the Central Bank/Clico “to only claim the actual payout value of the offer and not the full amount that is contractually due to the assenting

Peter Permell policyholders.” He said if this were true, it was “extremely troubling” as Clico was now solvent and its Statutory Fund was fully

funded. “Moreover, the Government as assignee and trustee for these insurance contracts is standing in the shoes of the assenting policyholders and as such is the only entity legally empowered to claim, on our behalf, the full amount that is contractually due to us from Clico,” he said. “The CPG is therefore calling on the Central Bank Governor to clear the air on this matter and for the new Finance Minister Colm Imbert to also make his own inquiries, if necessary have any such unfair and unjust agreement rescinded and issue a statement accordingly,” Permell said.

VASANT JOINS UNC RACE Trinidad Express - After weeks of speculation, former St Joseph MP Vasant Bharath has confirmed his decision to enter the race for leadership of the United National Congress (UNC). Speaking with the Sunday Express via telephone Saturday afternoon, Bharath said after much thought and consultation, he will be challenging political leader Kamla Persad-Bissessar for the post when the party holds its internal elections next month. Bharath was dubbed one of the “Super Ministers” in Persad-Bissessar’s former Cabinet as he was appointed a Government senator and held the portfolios of Ministry of Trade, Investments and Communications and he was also Minister in the Ministry of Finance.Bharath contested the St Joseph constituent seat for the UNC in the September 7 general election where he was defeated by People’s National Movement’s (PNM) Terrence Deyalsingh.

From page 39 Chin gained the equaliser with a neatly glanced header from a corner taken on the right side and that started a long period where they dominated possession, engineering quite a few raids into the Berbicians goal area. They squandered an opportunity to stretch their advantage when the nifty Gittens was brought down in the danger zone, but tasked with the responsibility of taking the spot kick he muffed the chance to keep the scores level. However, it did not prove costly as Davidson netted three minutes later, slotting his first time effort into the left corner, after receiving a pass from the right flank to give his team a slim 2-1lead at the break. Intermission brought no reprieve for Rosignol United as Davidson netted his second 10 minutes after the resumption, rifling a header into the left hand corner from a cross from the right side. It then became 4-1 seven minutes on as he netted his third, racing onto a through pass within the box, before rounding the advancing keeper and finishing into the back of

the net. Guilty of missing from the penalty mark in the earlier exchanges, Gittens made no mistake from a similar distance six minutes after connecting with a diving header into the left hand corner following a right sided cross. Dainty condemned Rosignol United to further embarrassment one minute before full time when he sprinted on to a lobbed pass to beat the advancing keeper. Earlier, New Amsterdam United squeaked past Milerock 2-1. Adrian Adams registered a double in the 26th and 85th minutes for the Berbicians, while Jermaine Grandison netted in the 70th minute for the loser. Winner of the event will pocket $500,000 and the championship trophy, while the runner-up will pocket $250,000, third and fourth placed finishers will receive $125,000 and $75,000 respectively. The event resumes today with another doubleheader at the Victoria ground. The opening match will see Topp XX and Ann’s Grove square off, while the feature encounter is between Golden Grove and Victoria Kings.

Sammy stirs up West Indies memories

Jeffrey Vandersay passes a football during a practice session, Pallekele, November 8, 2015. (AFP) ESPNcricinfo - “I think we’re now playing a format we enjoy, in a place we’ve played it the best.” Thus spake West Indies captain Darren Sammy, fielding his first question since arriving on the island, where in 2012, his team had won the world title. As the visitors tumbled from defeat to defeat in the Tests and ODIs, you couldn’t help but think that the T20 series is where they would really push Sri Lanka. Perhaps it is no surprise that the shortest ODI - the 26-oversa-side affair in Colombo - was the closest they came to notching up a victory on tour. Bolstered now by the

arrival of Sammy, and the likes of Dwayne Bravo and Kieron Pollard, West Indies are arguably even the stronger team on paper, while Sri Lanka continues to grapple with its exodus of experience. In the last series, against Pakistan, the hosts had trialled a few young players, and returned Chamara Kapugedara to the side after a long hiatus. Several of the young players have been selected again, which suggests the experimentation will continue, which in turn leaves Sri Lanka open to have their inexperience exposed, as it was against Pakistan. One major change from

that Pakistan series is Lasith Malinga’s resurgence. He was rifling through his variations in the ODI series, often taking early wickets, and usually bowling tightly at the finish, all at a greater pace than he had bowled with earlier in the year. There are questions about his suitability to spearhead this team, but there can be no doubts that he is the most pivotal cricketer in the XI. West Indies do have players who have shut him down in the past, however. Sri Lanka remain the topranked T20 side in the world, but as Sammy has suggested, rankings mean much less in

this format. The hosts need at least one victory to maintain their place, but West Indies will take the No. 1 ranking if they win 2-0. IN THE SPOTLIGHT Kusal Perera has been among Sri Lanka’s movers and shakers in a somewhat stagnant year, seasoning his brimming plateful of talent with good judgment and a little sense. He has begun regularly shaping ODI matches this year, but his T20 form has not yet caught fire in the same fashion - thanks in part to the infrequency with which T20 games are played. Having struck a 99 and a 50 in the ODIs, Kusal now has the opportunity to impose himself in the format for which his cricket seems created. While Malinga has warmed up in the blue corner, Marlon Samuels has been heating up in the red. His 110 not out in the third ODI was the best innings of the series, and just like in that 2012 World T20 final, he has started to play Malinga particularly well. The carve through point was his go-to stroke in the one-dayers, but those brutal straight hits have begun to pepper the sightscreen as well. Continued on page 33

Shiv Chanderpaul sweep Shillingford for four during his top score of 34 at Providence yesterday. By Sean Devers Devon Smith (52) brought the Windwards Volcanoes back into the game before offspinner Shane Shillingford captured his second fivewicket haul (5-36) to give the visitors a real chance of victory against Defending Champions Guyana Jaguars at the end of the penultimate day of their four-day WICB PCL first round cricket match at the Providence Stadium yesterday. The Volcanoes began the day on 127-2 in reply to the Jaguars’ 362 and were dismissed for 228-9 innings closed despite Smith’s 47th First-Class fifty before Shillingford’s 31st five-wicket haul and ninth 10-wicket match haul sent the hosts crashing to 95 all out in the final over of the day. The Volcanoes, who lost both of their games against the Jaguars in the last PCL tournament, begin today needing 230 to register their eighth win in 38 matches against Guyana and an intriguing final day battle is anticipated with both teams in with a chance of winning. When the day began the 34-year-old Grenadian Smith got to his fifty when an inside edge for four off left-arm spinner 20-year-old Gudakesh Motie, who bowled well on debut. Smith’s problems against off-spinners continued when Steven Jacobs, who strangely did not start the attack with Smith at crease, produced one that bounced and turned to have the left-hander caught behind at 158-3. The West Indies batsman

shared in an 80-run stand with his overnight partner Keddy Lesporis (38) and struck six fours in his 158-ball and 189minute innings before Lesporis provided the impressive Motie with his first wicket in First-Class cricket as two wickets fell at 158. Dalton Polius (31) was just beginning to look good when Ronsford Beaton, who bowled with plenty of hostility, bowled a short ball which Polius top edged for the bowler to take the skied offering. The Essequibian then produced a nasty bouncer which crashed into the helmet of Liam Sebastien (14) forcing him to retire a run later at 212-6. Kyle Miles was bowled for a duck by Jacobs, who bowled with plenty of variation and by Lunch the Islanders were 212-7. After the interval, Beaton induced Marvin Matthews (6) to glove a vicious bouncer to be caught but the Umpire deemed that the ball had come off his helmet. However, Beaton soon got his man while Jacobs removed Kenroy Peters for a duck to end the innings. Jacobs (4-56), Beaton (256) and Motie (2-66) all bowled well for Jaguars who began their second innings with a lead of 134, which they wasted by the end of the day with an atrocious display of shot selection. Assad Fudadin (0) injudiciously pulled Mayers for Peters at mid-on to hold a brilliant catch before first innings centurion Rajendra Chandrika (5) played across to Mathews and was LBW. Leon Johnson (2) played a

loose cut at Mayers to leave the Jaguars badly wounded on 7-3. Vishaul Singh and Shiv Chanderpaul took their time to rebuild the innings with responsible batting on a track was still good for batting as the volcano bowlers bowled with impeccable control. Singh played to supporting role as he and Chanderpaul, who picked the gaps nicely, added 57 important runs for the fourth wicket, before Chanderpaul, against the run of played, danced into Shillingford and clobbered him over mid-on for four. But two balls later the former West Indies Captain was trapped LBW with a perfect arm ball at 64-4. His 34 lasted 64 balls, 81 minutes and included four fours. Raymon Reifer got a second ball duck then edged a wild drive off Shillingford to Smith at slip without addition to the score. Peters removed Chris Barnwell (2) and Anthony Bramble (1) to impetuous shots in the space of two runs and when Singh edged Shillingford to the Keeper at 74-8, five wickets had tumbled for 10 runs. Singh’s patient 24 lasted 88 balls, 145 minutes and was decorated with three fours but in the context of the game it was a well compiled innings. Beaton spooned a catch to mid-wicket off Shillingford who also removed Jacobs (16) who was very unlucky to given caught off his pad by Umpire Nandkumar Shivsankar, to end a disappointing day for the 47 fans in the stands.

Former Berbice Under-19 batsman Hakeem Hinds slammed a career best 136 (8 fours and 3 sixes), Guyana Under-17 batsman Steve Deonarine 122 N.O (22 fours and 2 sixes) and United States Under-19 allrounder Chetram Persaud 44 and 5 for 17 from 6 overs to see Tucber Park to a huge victory over Bush Lot United New Generation in a quarter final to advance to the semi-finals of the Elizabeth Styles Under19, 50-Over Cricket Competition in Berbice. Hinds, after putting on 73 for the first wicket with another former Berbice Under-19 cricketer Martin Singh (43), he and Deonarine featured in a 196-run second wicket stand. After Hinds fell, Chetram Singh joined Deonarine and added another 123 runs for the 3rd wicket. Tucber Park eventually made 403 for 3 in their allotted 46 Overs. Persaud then came back with his offspin to take 5 for 17 to bowl Tucber Park to a whopping 286 run victory. Burnham Park getting a much needed facelift The once famous Burnham Park in the background is currently being rehabilitated.

The once famous Burnham Park sports ground in New Amsterdam, East Berbice is getting a much needed facelift after suffering years of neglect. After being dormant and neglected for a number of years the facility which was once one of the premiere sporting venues in Guyana had some rehabilitation work done. An ill-advised bleacher with no shed costing a whopping $7M was constructed by the previous administration. The bleacher measuring 63ft x26 ft with eight platforms was not properly constructed and according to reports has begun to sink. The toilet facility with a reservoir which was also built is hardly accessible since the area where it is sited in very low and floods easily. Excavation of the drains, some land filling and fencing were also done. However much more work needs to be done at the venue to bring it back to some semblance of what it once was. Reports are that big plans are in the making to rehabilitate the once famous venue which was once pitted among the best for sports in Guyana.

The efforts will be spearheaded by the Government of Guyana, the Regional Administration and the Mayor and Town Council. At the moment the authorities are making use of the current dry spell and massive clearing and de-bushing is underway at the venue. Burnham Park, which was named after the late founder leader of Guyana Linden Forbes Sampson Burnham, sits on approximately 10 acres of land on the outskirt of the New Amsterdam/ Fort Canje area. The famous ground which is one of the few that holds a 400M track comfortably was where a number of famous Berbice and Guyana national players honed their skills including the Alphonsos, the Humphreys, the Fords, the Samuels, the Inness and many more. Athletics, cycling, motorcycle, car and a number of other sporting and cultural activities were also held at the venue. Famous groups like Third World also visited the venue to exhibit their talent. The previous government had promise to install lights at the venue, but this did not materialised. (Samuel Whyte)

All-rounder Hercules relishes come back after lengthy absence By Zaheer Mohamed Essequibo All-rounder Ryan Hercules is relishing his come back after a lengthy absence from the cricket. The all-rounder made a return to the game during the recently concluded Mohamed’s Memorial 40-over tournament, playing for Parika Salem SC on the East Bank of Essequibo. He was voted man of the match in the final after scoring a fighting 52 against Tuschen South Star. Speaking with Kaieteur Sport recently at the Parika Salem ground, Hercules who plies his trade mostly with clubs in England and Australia informed that his absence from the game for one and a half year was due to personal reasons. He added that he is now looking forward to the upcoming Essequibo Cricket Board Busta festival and stated that one of his aims is to play county cricket in the United Kingdom, a feat he feels he can achieve in the near future. “I am confident that I can play first class cricket, success comes after hard work and I as long as I remain committed there is no reason why I can’t,” he said. The 28-year old Hercules explained that he wants to help the youths at his club here adding that Kevon Boodie and Kemol Savory are among the players he has worked with. “One of the main reasons I play overseas regularly is to gain experience so I can help the players at home,” he posited. Hercules represented Barnsley in the Yorkshire league alongside Gary Ballance and also played with Berwick CC in Melbourne, Australia together with Brad Hodge. He explained that he has gained a wealth of experience playing in different countries. “I learn to play on different pitches and this has

Ryan Hercules in action helped me to improve a lot. I had to be at the top of my game through out the season to be a regular member of the starting eleven because the competition for places in the teams is high.” Hercules who represented Guyana U15 in 2003 and U19 in 2005-06, pointed out that the pitches in the West Indies are very much different from those in England and Australia. “The pitches here are underprepared and as a result they are slow and that makes batting and bowling more difficult,” he stated, making reference to Barnsley CC where he said has 13 ground staff. According to the allrounder, the overseas players are involved in cricket on a more regular basis than those in the Caribbean. “England has lots of indoor facilities so cricket is being played there even during the off-season so the players are always fit and ready to national duty.” Hercules believes that the

local cricketers must be encouraged to play more at home regularly so the competition will be of a higher standard. He said that a league is needed in Guyana where players can be paid a decent wage. “Players should be paid base on their performances and this will help them to improve. They should work for their income and not be given money just like that; it encourages you to perform and brings out the best in players,” he related. He added that Guyana has lots of talented cricketers but feels they do not play enough cricket as compared to those in England where a player would have at least 45 games under his belt for a season. When quizzed about his future in Guyana’s cricket, Hercules who also played for Esmeraldo CC in Trinidad and Tobago said he still wants to play for his county Essequibo and Guyana and also hopes to play in the Caribbean Premier League.
