Re-emphasising a vital function One of the unfortunate consequences from the amazing growth of the medical sciences has been the unbridled emphasis by modern governments on treating ill health as purely one for medical intervention. This has resulted in the creation of an increasingly unsupportable infrastructure in the developed countries. To ensure that we do not end up in the same fix, our policymakers must take cognisance of what is only now belatedly accepted in the ‘developed’ countries: lifestyle choices by citizens are highly correlated with many diseases. Our nation’s health can be better secured and improved if it is more widely recognised that there is a dual responsibility for bringing about that eventuality: the individual as well as the state; the private as well as the public. Improving health means addressing the causes of poor health. These causes, of course are myriad –arising out of a complex interaction between personal, social, economic and environmental factors. One of the debilitating legacies of a colonial past, however, is while rightfully blaming the then government for much of our predicament, after independence we refused to extend our newly-won agency to so many areas of our lives - including health. We forgot the “personal”. This is not to propose an “either/or” situation, where we have to point fingers at each other, but to recognise that there will have to be a partnership between the health authorities and us the ordinary citizens if we want to develop a healthier nation. Take for example the case of cancer of the lungs, which is a significant cause of death in our country and is defined as a “public health” problem. It is universally known that smoking is a major factor in the development of lung cancer. The authorities of most jurisdictions, including Guyana, have banned commercials for cigarettes on TV; have banned smoking in confined public places and have even gone so far as placing graphic warnings about the causation link between smoking and lung cancer on each pack of cigarettes. Yet smoking continues unabated and the programmes to deal with the consequences then fall on the rest of society via the government coffers. The analogous argument can be made for diabetes, HIV/Aids and so many other “lifestyle-conducive” illnesses. We are suggesting that in the public-private partnership necessary for a viable health sector, a balance must be struck in the allocation of responsibilities for dealing with certain health problems. Greater responsibility ought to be placed on individuals than presently prevails, which can be in the end only be enforced by other individuals – in the collective as a society – who develop and practice the healthy alternatives as social mores and norms. We recognise that this is a sensitive subject and we hope that there will be some public discussion on the issue. Better health is everyone’s business. Many of us complain about our economic underdevelopment, but do not appreciate that better health can improve economic productivity significantly. We wonder if the Ministry of Labour computes the number of working days lost through work-related ill-health. Ill-health is expensive in both economic and human terms. Cutting the cost of sickness at work will help to decrease burdens on business. While people are responsible for their own actions in health as in other areas, there is always the question of whether the individuals are aware of the nexus between their lifestyle choices and their subsequent illnesses. The decisions people take over their health are more likely to result in better health and a healthier life, if they have the opportunity to make informed decisions. And this has to be the responsibility of officialdom. We can do no worse than begin in our schools - starting from the lowest grades - where it appears that those in charge have forgotten about the old aphorism of the benefits of “a sound mind in a sound body”. Physical education must be re-emphasised as an imperative function at every school - from nursery to university.

Letters... Where your views make the news

We can expect this type of criminal activity if our top lawmaker endorses violence DEAR EDITOR, I am compelled to write this letter after learning of the robbery at the St Philip’s Church on Sunday and following the emergence of a recorded conversation between the Attorney General and a news reporter. This robbery is a startling reminder that all is not well in our nation. We can no longer feel that once we are law abiding citizens we are safe, at least within the confines of our own homes and our places of worship. I strongly believe that it was no accident that this robbery was committed in a Church at a time when government is under mounting pressure to fire the Attorney General for utterances made during the said telephone conversation. These two

unfortunate incidents have shown clearly that there is a massive breakdown of law and order in our society. The statements made by government thus far following the circulation of this recorded conversation, including one by the President, have effectively endorsed the conduct of the Attorney General but on the other hand call for an investigation into the recording of the said conversation. These developments have brought to the forefront the lawlessness that pervades our society from the levels of Government to the ordinary man in the streets. The very foundation of a state is shaken when lawlessness is exposed in the lives of top Government officials. However, these two incidents reveal

much more than one can see with the natural eye. The robbery in the Church at this time is significant, it is an indication of how low we have sunk as a people and unless the conduct exhibited by the Attorney General is condemned by this Government in no uncertain terms we can expect crimes of a similar nature as robbery, even in a place of worship. This is the nature of criminal activity we can expect if the Minister of Legal Affairs will endorse violence as retaliation for unfavorable media coverage and still remains in office. This is a sad day for this country. It is important for us to remember that this gentleman advises the President on legal matters. Please allow this to register in your mind. Ray Phillips

These threats evoke memories of the murdered Kaieteur News pressmen DEAR EDITOR, Once again in Guyana, relations between a private newspaper, Kaieteur News and the ruling PPP administration have not only gone sour but has hit rock bottom, or lower. And once again, regional voices especially those in the English speaking Caribbean must be raised to register concern about the persistence of entrenched negative predispositions of the minority PPP regime against the free and independent media in Guyana. They have tried almost everything even death threats against the staff of Kaieteur News, one of the two main privately owned media houses that has been exposing the corrupt practices of administration. Their goal is to close down the private media in Guyana. In line with a policy tradition common to the PPP regime, print and

broadcast entities owned, operated and controlled by the State have continued to be fixtures of the media landscape. It is against this background that private interests have invested in making real and vibrant a diversity of media voices, thus giving effect to the freedom of expression in Guyana as guaranteed by the constitution and international conventions. Mr. Nandlall’s vulgar and physical threats have embarrassed the nation internationally and so for the PPP General Secretary to say that there is nothing immoral about what the AG has said shows how unschooled he is. The ruling administration has not hesitated to utilize the State media in advancing its political agenda, propaganda, distortions and untruths to reply to criticism from the private media and the opposition. The operations of

the privately owned media to legitimately challenge government pronouncements and to question and to investigate wrongdoings have proved to be risky, costly and deadly. The alleged death threats on the staff of Kaieteur News brought back memories of the horrific experience of the August 8, 2006, slaughter of five Kaieteur News press operators who were gunned down in execution style by armed men at its printery. The paper survived those murders to the extent it never ceased publication. Both privately owned Stabroek News and Kaieteur News were denied advertisements for several years by Former President Bharat Jagdeo as punishment for publication of news and opinion deemed unfavorable to the PPP regime. Disingenuously, the Jagdeo (Continued on page 5)

Has this Magistrate evaluated how six months in prison can transform someone?

DEAR EDITOR, Wednesday October 22, Freddie wrote an article that seemed not to resonate as it should among those who are allowed to think independently. He outlined an incident that occurred at the Berbice court presided upon by Magistrate Sherdel Isaacs. According to the article, two persons, including a teenager, were sentenced to six months in prison for leaving Guyana illegally. This is unthinkable in the Guyanese context. This has to be the first sentencing on what has been a common practice for decades. The random sentencing of citizens has become a sudden trend in the courts, as if that is the answer to the tragic artificial social problems created by the intentional mismanagement of the economy by the PPP Government. July,7 2013, the Stabroek News published a very candid and disturbing

article, ‘ Mental health in Guyana.’ The prognosis on addressing this public Health issue is dismal. To add another relevant reference, no rational person will understand why a Judge would sentence a 62 year old man, who committed a domestic murder, to 71 years in prison, while his Lawyer was asking for a psychiatric evaluation. Stabroek News again on August 15, 2013, published the Ministry of Home Affairs review on crime, that stated that our jobless between 1825 years old compose the bulk of our law breakers, that is our criminal population. Does this Magistrate understand that there are over 30,000 Guyanese residing in Suriname, an accounted 25.000 illegally in Trinidad, thousands in Venezuela, and thousands more Illegally in the small Islands. Our unemployment is well over 40 percent and climbing. For the first time in this

country there are foreign investments that import their own to fill its labour needs. Bai Shan Lin has a 70% imported staffing, pays below the minimum wage to the few locals they accommodate. The same is with the controversial Marriott Hotel, no local payroll. This is in total opposition to President Hoyt’s investment policies that saw with Omai, Barama and AT&T an 85 to 90% local employment. How can a Magistrate know all this and still sentence citizens for attempting to leave the country illegally. Were these citizens found with narcotics, munitions or weapons? Has this learned Magistrate evaluated how six months in prison can transform someone? Couldn’t a fine have more suited the transgression or even some mandatory community service? All over this country the latter is needed. This Magistrate should know that

These threats evoke memories of... From page 4 regime placed most of its ads with the state owned Guyana Chronicle and the state aligned Guyana Times. Very few people read these two papers and both have very little sales. As if that was not enough, Kaieteur News Owner and Publisher Glen Lall faced prosecution on tax-related charges. In addition, several lawsuits amounting to almost one billion dollars have been filed against Glenn Lall, Adam Harris and Kaieteur News by the former President, Bharat Jagdeo, the Attorney General (AG), Anil Nandlall, GRA Commissioner, Khursid Sattaur, the head of NICIL, Winston Brassington and Jagdeo’s best friend, Bobby Ramsaroop. As an independent newspaper, Kaieteur News has adopted the “no-holdsbarred” strategy in terms of reporting and has exposed corruption and other wrongdoings by politicians and other office bearers. Kaieteur News took the extraordinary step of releasing the recording of a conversation between its reporter, Leonard Gildarie and the Attorney General, Anil Nandlall. In the recording, the AG was heard issuing dire warnings of what sounded like impending physical attacks against the staff of Kaieteur News. In the most vulgar and obscene language ever heard by a Minister, the AG also urged the reporter to quit his job at Kaieteur News ahead

of such attacks. He was also heard soliciting sex for his uncle from a female reporter. We believe that Mr. Nandlall had intended to say what he said in the 19 minute tape and perhaps was expressing the views of his colleagues at Freedom House. His claim that he is a Chatri Indian who is superior to Jagdeo, Brassington and Indians is an insult to all Hindus who should demand an apology and his resignation. Now that such apparent threats have been m a d e p u b lic, President Donald Ramotar’s government should have demanded the resignation of Mr. Nandlall instead of supporting him and denouncing the secret taping of the AG. The vile comments about the female reporter have degraded women in general. Not

only the Guyanese people but the entire Caribbean region are waiting to hear the president make clear his total repudiation of the violent attacks, threatened or planned, against the staff of Kaieteur News by the AG. But knowing the PPP bullies who have on numerous occasions shown total disrespect for the Constitution and the people would continue to support wrong doings and in this case Mr. Nandlall. Such are the actions of a warped, devious, desperate and perverted individuals. Asquith Rose and Harish Singh

our Laws are founded on Judeo-Christian principles that advocate Justice and redemption. That’s why evaluation by probation officers is part of the system. Isn’t this where the psychological evaluation of this Magistrate should be allowed to intervene? As I’m writing this letter, the contents of the AG’s tape revelation is going through my thoughts. Professionals dispensing Justice must understand that the high officers of the country no longer provide inspiration, integrity or even the most basic glimpses of moral conduct. We have in 2014 sunk to the lowest as an Independent Nation. Thus, each office of lower but significant responsibility has to weigh its impact and so construct its contribution towards the gradual repair of our crumbled, corrupted State. I would hope that those at the highest levels take note; In the future there must be accountable Laws against wrongful arrest; Medical malpractice and irrational, senseless placing persons of no financial means into prison at the whim or prejudice of the presiding authority. Recently a relative of mine was placed in prison through the court at Sparendaam for over two months based on an unsubstantiated accusation by a female neighbour. At the end of the day, it was revealed that the impetus of the accusation was spite. The Magistrate apologised, admitting that the woman was a liar, and he was sorry. But how does that compensate a poor man, living day to day, whose meagre resources were depleted, or a friend who at Parfaite

Harmonie was arrested on somebody’s belief that he knew about a robbery in the area, though there was no direct or circumstantial evidence linking him to anything. His home was searched resulting in defamation of character, in a new community composed of strangers that lacked the coherent heritage of our villages to address such matters as rumour mongering. I want all citizens concerned with the social conscience of this nation to also observe that such evidence of mental problems also persist in the police force, one example in the Agricola killing, with the one of the

ranks coming from a father who was insane and himself coming into constant conflict with his management by police Officers. Yet he was in an armed Operations unit, and there were numerous others. In closing I want to refer readers to Kaieteur News August 25, 2014, toa letter titled ’Police Ranks being used and abused’ by the Police indifference at its operations management levels. Signed by ‘ Frustrated Policeman,’ this letter was very revealing and disturbing, and adds to the reason why, where we are today in Guyana, that Justice must be dispensed meticulously. DEATH OF AN INNOCENT CHILD DEAR EDITOR, I am moved to write this letter concerning the death of an innocent child at the hands of an alleged drunken driver and his colleagues. Only when you have lost a loved one, can you feel the pain and agony that hurts so badly. I am the aunt of the child, and wish to air my concern about what is taking place in our society. This man that killed my nephew, has police connections. Imagine he was sporting with police officers drinking guiness and racing down the road, when he killed that innocent little child. And to my surprise, because of his connections with the police, he is sitting on a bench outside and not put in the lock ups. What is really going on in this beautiful country of ours. Isn’t there justice for the

poor and less fortunate. Please, can the Commissioner of Police, The Traffic Chief, The Crime Chief, The Commander (Mr. Amsterdam) and all the other sober-headed persons, look into this case and let justice prevail. A strong message needs to be sent to these irate and ignorant drivers/ murderers, who don’t care less about who will be next, all because of their connections. Persons put on a little light tint to protect them from the sun, and the said police officers would harass you and charge you, and this guy’s vehicle is black all over, and nobody tells him anything. When would the lawlessness in our lands stop. I do hope he is faced with the fullest force of the law and all those officers who were with him also drinking Concerned parent

Driver gets 54 months for causing death of boy, 7 The driver whose car smashed into a seven-yearold boy who was standing on a bridge, pinning his body to a gate has been jailed for 54 months. Jermaine Carrol, a 28year-old maintenance worker attached to Church’s Fast Food Outlet, was found guilty and sentenced by Magistrate Judy Latchman on a cause of death by dangerous driving charge. The verdict was returned on Wednesday before a packed courtroom of the child’s relatives, as well as Carrol’s family and supporters. The Magistrate, before delivering her decision, affirmed that in the light of the alarming number of road fatalities thus far this year, there is a dire need for a clear message directed at the preservation of Guyana’s human resources to be sent, by the courts, to other drivers. Carrol was behind the wheel of motor car PPP 5831 which killed Joseph Quallis, a pupil of St. Pius Primary, on June 12, last, on Freeman Street, East La Penitence. He had pleaded not guilty before Chief Magistrate Priya Sewnarine-Beharry and after making three applications, he was released on $400,000 conditional bail. The case was later sent to Magistrate Latchman for trial. Called to lead his defence, Carrol, standing in the prisoner’s docks, said that he was heading west along Freeman Street and “there was a car that shade me from seeing where I was going”. “I wasn’t going at a fast

Guilty: Jermaine Carrol rate…there was a little child. I lost control. I turn through and run off the road,” the driver said. He said he was sorry for what happened and refrained from calling anyone to support his claims. His attorney, Adrian Thompson in a no case submission, told the court that the Prosecution had failed to prove that his client drove dangerously and that Quallis died as a result. The lawyer contended that Carrol was blocked by another vehicle and he had to find a way to avoid the car. Thompson said that it was unfortunate that a child died, but “that’s why it’s called an accident.” He said the Police had not conducted a thorough investigation and that his client could not have been speeding, owing to the potholes on the road, which would normally prevent speeding. Director of Public Prosecutions (DPP) Prosecutor, Sergeant Vishnu Hunt, in response, informed

the court that a prima facie case was made out. Hunt insisted that the child’s death was a result of Carrol’s negligence and that he had not taken enough due care and attention. “The defendant failed to exercise the five C’s of driving - care, caution, common sense, courtesy and consideration,” he said. Hunt added that Carrol had failed to take heed despite the potholes. Ruling, Magistrate Latchman said that the 7-yearold was on his way to a shop “however he never made it as he lost his life in a most horrible manner.” In an extremely tense courtroom, she related that Quallis was merely standing on a bridge when he was killed by a speeding car. She said the child’s head was between a steel gate and the remainder of his body was between the car’s bonnet and the concrete. She related that the Prosecution, charged with proving that the child had died because Carrol had driven dangerously, had brought seven witnesses – Florence Simon, Lance Corporal Johnson, Andre Quallis, Rohan Baksh, Devon Richards, Shelly Ann Hudson and Corporal Christopher Dharamraj – to testify. The Magistrate narrated the father’s last moments with his son. She said that the child came home around 15:10h and asked his father for something. They left and he later saw a black Spacio driving towards them. “Quallis said that his son was hit while standing on a bridge and that there was no other car on the road.” She added that under cross examination, the court heard that the black car was driving fast and playing music loudly. The court also heard the tale of Richards who heard the shout of “accident!” and saw Carrol exit the mangled car. The car, the witness said, had slammed into the fence and gate, pinning the child there. The car, according to

several witnesses’ testimony, was badly damaged; the airbags had deployed and the vehicle was in no state to be driven. The results of the post mortem examination, which were read, had left those in the gallery with looks of disbelief and horror. Dr. Nehaul Singh, the Magistrate read, had reported that the child suffered multiple fractures to his skull and other parts of his body, contusions, severe blunt trauma and extensive hemorrhaging. Magistrate Latchman ruled that the defence the accused lead was “shady with many versions.” The court, she indicated, had considered whether Carrol had drove dangerously and exhibited the care, skill and competence of an experienced driver. She noted the absence of skid marks, but clarified that that does not mean that he was not driving fast. She said that the element of speed was supported by the damage done to the fence and the “compilation of twisted metal” the vehicle had become. The Magistrate ruled that the five C’s were completely ignored by Carrol that day and proclaimed that “You drove at an extraordinary rate of

speed; a manner dangerous to the public.” The court believed that the child was rushed to the Georgetown Public Hospital Corporation (GPHC) and had died as a result of the injuries sustained. Having regarded the evidence, she found Carrol guilty as charged. During mitigation, it was revealed that Carrol was a first-time offender. His attorney in light of the ruling, said the defendant’s family wanted to compensate the family and the father agreed. Magistrate Latchman retorted that she will take that into account, but said that it does not change the fact that a life was lost and that Carrol will be sent to prison. Thompson sought to have a suspended sentence due to the compensation and said that Carrol is the father of a 3-year-old. The court was adjourned for a few minutes and the transaction was made. The lawyer later reported that part compensation was paid to the child’s father and that they will pay the “balance” later. Sentencing Quallis, Magistrate Latchman said that she noted that part of the money was paid, his age, and that he has a child. The court emphasised, however, that a life had been lost and referred to the

Dead: Joseph Quallis recently released police statistics of traffic deaths which showed a 30% increase. She said that between January and September this year, 100 persons lost their lives and pedestrians have been the main road users affected, with 42 such persons. “This being road safety month, the court needs to send a strong message to road users. I’ve considered that a life has been lost to which speed was a factor. There is a need to preserve our human resources.” Carrol was then sentenced. He was also fined $50,000 last week after pleading guilty to driving the same car while it was uninsured.

‘Bully’ stabs schoolgirl in her palm The palm of a female fifthform student of St. George’s Secondary School was pierced with a scissors yesterday. Fortunately for her, she sustained the lesser injury as she was successful in avoiding a stab to her chest, dealt by a fourth form boy in the school. Timera Prince, of Princes Street, Lodge, received three stitches for the wound in her right palm and is now fearful of returning to the school. According to her mother, Onika Prince, the school’s

U.S. launches fresh strikes on Khorasan group in Syria

A damaged vehicle parks beside collapsed buildings (Reuters) - The United States said it conducted air strikes on Wednesday night against the so-called Khorasan group, an al Qaedalinked militant faction based in Syria, and said the group was plotting to attack Europe or the United States. Separately, one U.S. official said a target of the strike was David Drugeon, a French-born militant and convert to Islam who some U.S. officials say is a bomb maker for the group. U.S. officials have not confirmed whether Drugeon was killed. Officials also said they believed a leader of the Khorasan group, Muhsin alFadhli, who had been targeted in U.S. strikes in Syria in September, was still alive. It was unclear whether

al-Fadhli was a target of the latest U.S. raid. In a statement on Thursday, U.S. Central Command said the latest strikes were carried out by the U.S. military against five Khorasan targets near Sarmada in Idlib province, close to the Turkish border and west of the Syrian city of Aleppo. “We are still assessing the outcome of the attack, but have initial indications that it resulted in the intended effects by striking terrorists destroying or severely damaging” several of the group’s vehicles and buildings as well as bomb making and training facilities, it said. “We took decisive action to protect our interests and remove their capability to

act,” it said, adding that al Qaeda militants “are taking advantage of the Syrian conflict to advance attacks against Western interests.” “SKILLEDALQAEDA VETERANS” U.S. officials have described Khorasan as a grouping of skilled al Qaeda veterans who moved to Syria from the AfghanistanPakistan border and set up operations under the protection of Nusra Front, the main Syrian al Qaeda affiliate. From strongholds in northwestern Syria, Nusra Front has fought militants in the Islamic State, another spin-off of al Qaeda which holds territory in Syria and Iraq and is considered a major threat in the area by Washington.

Libya faces chaos as top court rejects elected assembly TRIPOLI (Reuters) Libya’s Supreme Court declared the internationally recognized parliament on Thursday as unconstitutional, in a ruling likely to fuel further chaos in the north African oil producing nation. The decision, which was rejected by the assembly, came a day after gunmen stormed Libya’s biggest oilfield and shut down production at the facility in the country’s remote south. Libya is in chaos as two rival governments and parliaments are struggling for control of the country’s vast energy reserves three years after the overthrow of veteran ruler Muammar Gaddafi. Dozens of armed groups have also joined the fray. Western powers and

Libya’s neighbors fear the OPEC member nation is heading for a full-blown civil war, with former rebels who helped oust Gaddafi now using their guns to carve out their own fiefdom. Libya is split into a western part controlled by fighters calling themselves Operation Dawn, who seized the capital in August, and a rump state in the east where the internationally recognized parliament and government are now based. In a televised ruling likely to deepen these divisions and hamper the United Nations’ mediation efforts, the Supreme Court invalidated the election of the House of Representatives, which has fled to the eastern city of Tobruk. The court said a committee that prepared the election law had violated Libya’s provisional constitution. The

June election produced an assembly with a strong showing of liberals and federalists, annoying Islamists with links to Operation Dawn, which seized Tripoli two months later. The Supreme Court is based in Tripoli, where Dawn has reinstated the previous parliament, the General National Congress (GNC), where Islamists had been stronger. The fighters, who come mainly from the western city of Misrata, have taken control of state bodies, calling into question the court’s ability to make independent rulings. Hundreds of people were seen celebrating the court verdict in Tripoli and GNC head Nouri Abusahmain said it provided a chance for a national dialogue to end Libya’s crisis.

Cops release video of Nandlall’s recording could have Debra Blackman’s killer an impact on PPP - Dr. Luncheon - plead with public to ID “man in black and red cap”

Debra Blackman Police have released a video of the gunman who killed cashier/waitress Debra Blackman, in the hope that this time around, someone can identify him. The brief video shows the suspect – a man dressed in a grey jersey and black and red cap - standing by the counter of the ‘Delicious’ Restaurant and handing over money to Blackman. Two other young men also come to the counter, but police have suggested that they were not accomplices.

A still image from the video showing the suspect with a gun But as in photographs previously released by the police, the gunman’s features are somewhat blurred. Police reportedly have the technology to enhance CCTV images. Blackman, 48, was shot dead on August 22, 2014, in the Delicious Restaurant, located in D’Urban Street, between

Haley and Hardina Streets. According to the Police, two men rode up to the restaurant on a motor cycle, and the pillion rider entered the restaurant paid for a meal, then shot Blackman in the neck before escaping. Police have said that the gunman made no attempt to rob his victim.

Dominica’s election date set, voters go to the polls December 8 ROSEAU, Dominica CMC – Dominicans go to the polls to elect a new government on December 8, with Prime Minister Roosevelt Skerrit appealing to voters to ensure that his Dominica Labour Party (DLP) is returned to power to continue the socio-economic development of the island. The DLP will face a challenge from the main opposition United Workers Party (UWP), which is going into a general election with a new leader, in Lennox Linton, who has been branding the opposition as “Team UWP”. Prime Minister Skerrit in a radio and television broadcast on Wednesday said he had asked President Charles Savarin to dissolve Parliament and that Nomination Day is scheduled for November 19. Accordingly with the full confidence of voters to decide objectively and choose wisely, I have today, Wednesday the fifth day of November 2014, in accordance with the Constitution of Dominica, I have advised his Excellency the President to dissolve the Parliament of Dominica with immediate effect and to issue a writ for the holding of

Roosevelt Skerrit general elections,” Skerrit said. Skerrit said that while there will be differences in policies between the parties contesting the polls “let us never lose sight of the need to keep the best interest of Dominica in the forefront of our conduct, utterances and actions”. In his 20 minute address, Prime Minister Skerrit gave details of the social and economic progress made by the island during the last 14 years of the DLP rule adding that “with a clear and realistic vision for the future…I have decided to seek a new mandate from the citizens of our country. “The success of our social

and economic strategy will depend on the messages we send to the world,” he said urging voters not to reverse the progress made over the last 14 years. “A wrong decision at this time could retard the progress and set this country back 10 or even 20 years. That will be disastrous for Dominica going into the third decade of the 21 st century,” he said. In the last general election, the DLP won 18 out of the 21 seats with the remaining three going to the UWP. Both parties are expected to put forward new candidates for the poll. The announcement of the election date comes less than a week after the Barbados-based Caribbean Development Research Services (CADRES) said it did not expect there would be a change of government in Dominica following the next general election.CADRES said the “significant political observation” of its latest political opinion survey conducted earlier this month “is the projected political swing of minus two per cent away from the ruling Dominica Labour Party (DLP) or a plus four per cent towards the United Workers Party (UWP)”

Cabinet Secretary and Head of the Presidential S e c r e t a r i a t ( H P S ) , D r. Roger Luncheon was the f i r s t m e m b e r o f the government camp to admit yesterday that the profanitylaced 19-minute recorded conversation involving Attorney General Anil Nandlall and Kaieteur News reporter, Leonard Gildarie, could have an effect on the ruling party. Dr. Luncheon made this assertion during a postcabinet press briefing held at Office of the President. He was questioned whether government is concerned about

N a n d l a l l ’s u t t e r a n c e s having a negative impact on its strength in going into election mode. To t h i s , t h e H P S responded, “I would be the first to concede that the nature of the utterances must have been considered. Our specific reactions have dealt with confirmation as to whether the level of manipulation, distortions can be scientifically established and if the correct version of the recording was made available…the second part has to do with the content itself and that must ultimately be confirmed as accurate... So

yes, elections and an impact, that goes without saying.” The Cabinet Secretary also stated that Government’s efforts are minimally two-fold; to inquire into, and to investigate scientifically and technologically the authentic content of the recording. “And then you might say in our usual parlance, deal with the fallout of what comes from establishing authentic content.” Dr. Luncheon also confirmed yesterday that instructions have already been given for Government to take local and international steps with regard to the recording.

Govt.’s position on Nandlall’s actions exclude Luncheon’s input Head of the Presidential S e c r e t a r i a t , D r. R o g e r Luncheon yesterday told the media that government’s position on revelations about the Attorney General (AG) Anil Nandlall’s alleged knowledge of a violent threat to Kaieteur News staffers does not necessarily reflect the advice by him to the President. Luncheon said that while his opinion may have differed from those which influenced the position taken by the government, he is fully prepared to support the administration’s stance. D r. L u n c h e o n w a s asked yesterday whether he had advised President Donald Ramotar on how to go about addressing the issue initially, and how to respond to calls for the removal of Nandlall from the post of Attorney General, but he did not give a direct answer. The Cabinet Secretary made it clear that he has sought to distance himself from addressing press briefings and the public on the matter. He reasoned that his option to take that position is linked directly with the principle of sub judice. He continued however, by saying that the President’s position on his Attorney General’s tenure has not been a matter that lacked clarity from day one - that position being that Nandlall, despite his illegal utterance, “enjoys the president’s full support.” Dr. Luncheon said, “I think you would agree that if the instant response by the President is to be given a value that goes beyond the content of the support.” He asserted that added

Dr. Roger Luncheon value comes from the fact that the government had been very timely in its declaration of the support to Nandlall. Indeed, the government had mere h o u r s a f t e r N a n d l a l l ’s recording was made public, issued a statement defending Nandlall, making allegations of distortion and manipulation, and essentially painted Kaieteur News as an enemy of the state. Asked to clarify whether or not he advised the President on the matter, Dr. Luncheon again avoided a clear response, stating that he doesn’t “really any longer” consider himself as an advisor to the President. He said that he has indeed, over the years, been engaging Presidents on “ L u n c h e o n ’s perspective”, “but I don’t believe that that has anything to do with a job, the President has advisors…he’s got this one advisor and he’s got one that died recently (Presidential Advisor on Sustainable Development, Navin Chandarpal)… he

has different advisors.” F u r t h e r p r e s s e d , D r. Luncheon said plainly “yes, I had inputs into the disclosures that have taken place at cabinet level.” Asked if his inputs are reflected in the position t a k e n b y t h e P e o p l e ’s Progressive Party administration, Luncheon replied, “I wouldn’t say that.” The Cabinet Secretary said that it is kind of “difficult” when over 20 members have to vote on a decision. Dr. Luncheon disclosed that, “Of course this is a matter that has gripped the attention of cabinet…it is difficult to say that L u n c h e o n ’s ( p o s i t i o n ) , particularly the people whose position accord with Luncheon’s position, has been taken as the overall position.” He then sought to make it clear that once a position is adopted by the administration; there is no longer a difference between “the Luncheon” and “the government’s” position, for in the end, it is all one. The embattled AG filed a $30M lawsuit against this publication for libel contained in an article published on October 28, titled “Attorney General reveals plan to hit Glenn Lall, Kaieteur News”. Glenn Lall, the Publisher and owner of Kaieteur News two Mondays ago, handed over to the police, a recording of a conversation between Nandlall and a Senior Kaieteur News reporter Leonard Gildarie. In the profanity-laced recording, Nandlall could be heard talking about a potentially violent threat against Lall and his staff.

OUR YOUNG PEOPLE HAVE FAILED US, BECAUSE WE HAVE FAILED THEM We do not need politicians of any particular caste; we need politicians of class. We do not need leaders of high breeding; we need rulers of high morals and principles. Sophistication, class, high principles and high morals is what our political leaders should embody. We need politics of refined tongues, not those who use expletives as a second language. We need politicians to set a good example for the younger generation. This is the legacy that we should bequeath to our children and grandchildren. We are fond of saying and hoping that the political and economic salvation of Guyana resides in our young people. Each generation of young people has failed us. They have failed us because we have failed them.

Each generation of young people has found themselves co-opted into our rotten political culture. Our young people should have by now broken with race politics; they have not. Election after election, the younger generation have fallen victim to the ethnic polarization that has characterized Guyanese politics for the past sixty years. Each election there is some degree of violence and leading this violence are young people. They have fallen victim to Guyana’s dreaded political culture of refusing to accept the will of the people. We must however be patient with the young generation. We should not expect much of them until we begin to expect more from ourselves. But in being patient with the younger generation, we must also encourage them to partake in

a new type of politics, one that is not nasty, dirty, or clannish. The best way to encourage these new values within our political culture is through example. There is no greater catalyst for change than example. Children learn what they live. Young people imitate what they see. The younger generation needs heroes and heroines. They need political leaders that they can look up to and be inspired by. They need to see leaders of sophistication and class, not leaders who are carpetbaggers and opportunists. They need to see politics as a worthy undertaking. Politics must be seen as the pursuit of high principles. Unfortunately, this is not what our young people are witnessing in Guyana. The politics of Guyana is rotten. It is rotten to the core. The young people are

Reports of grave fuel shortage at WCD Vehicle operators on the West Coast of the Demerara River, have reported grave gas shortages being experienced within the last few weeks. The operators have complained about only being able to buy small amounts of fuel, while some service stations “from Anna Catherina to Parika” are said to be without fuel. Service stations within Georgetown and on the East Bank of Demerara have reported that they have fuel, but stations on the West Bank of the river have reported shortages. Vehicle operators say that gas prices have also risen from $228 per litre to as much as $320 per litre, and they can only full their tanks once per day. A visit to Rubis’ Georgetown station proved that gas is available for purchasing. Shell gas station also reported that for the time, they have gas, but are experiencing a shortage. It was mentioned that the station is awaiting a boat that will be bringing the fuel. A Guyoil agent told this

publication that for three weeks now he has been experiencing fuel shortage. His station has been closed since, but the operator says he expects to have fuel for the weekend. Kaieteur News was also told that some gas stations on the East Coast of Demerara have reported shortages. Head of the Guyana Energy Agency (GEA) Mahendra Sharma told Kaieteur News yesterday, that

the necessary checks are being made to ascertain whether there indeed is a fuel shortage. He told this publication that as soon as he gets the information it will be related.

witnessing politics as a parade of egos. This is not good for them. Politicians must come across as persons of integrity and principle, but who can be humble at the same time. The politics that our young people are witnessing is the politics of vendettas. Our politics is vicious. This is not the sort of legacy that we should be leaving for future generations. There is too much hatred, anger and venom in local politics. The young people need to see our political leaders in civilized discourse rather than always attacking each other. They need to see an end to the constant bickering and fighting that is taking place. Politicians on one side of the political divide will

have differences with politicians on the other side. But they should express their differences in a way that does not breed personal animosity. Politics in Guyana has become a game of dirty tricks. Sadly we have not learnt from the lessons of the past. Our young people therefore today are increasingly viewing politics as a dirty thing and something that they should avoid. Politics has become a ruthless profession in Guyana and those with power have shown the propensity to use that power to settle personal differences. This is far from the example that we should be setting for the younger generation. Politics must be about service. It should not be seen

as a gateway to personal enrichment. A person who enters politics in Guyana should not do so out of the need to become rich. There is nothing wrong with making a career out of politics, but it must not be seen as a means to get one’s hands into the cookie jar. Politics should be about principles. It should be about honouring agreements, negotiating in good faith, and not trying to outfox or deceive one’s opponents. Politics should not be for rogues; it should be for gentlemen and ladies.

== THE FREDDIE KISSOON COLUMN ==

Charles Ramson rewinds the tape, Nandlall fast forwards it The Walter Rodney Commission has hilarious moments. Certainly one of them was when Robert Gates testified. I like the part when Gates pointed to the role of a police officer at the time of Walter’s assassination when in that very period the police officer was a school boy in short pants. Gates opened the gates to laughter at the Commission. But Ramson used a cement ransom to ram down the jokes so fast that we couldn’t laugh at all of them. What a circus the Walter Rodney Commission has turned out to be. Do the Commissioners have any selfrespect? My sources told me that the following PPP witnesses are to appear; Indra Chandarpal, Clinton Collymore, Gail Teixeira, Clement Rohee, Parbudyal

Sattan, among others. The true intention behind the Rodney Commission is now being slowly revealed. For the umpteenth time, I died when I picked up the newspapers. It happened so many times that I thought I would be spared in the future. But no! The Ramson thing was too much for me. When I read that Charles Ramson had given testimony at the Commission, the paper dropped out of my hand, and I died. Come on man! Be serious. Not Charles Ramson, the former Attorney-General and Everest Cricket Club member. No! My eyes weren’t seeing correctly. Why would Ramson go and testify against PNC Government wrongdoing at a time when another Attorney-General is being accused of doing illegal things. It was Ramson, when

he was Attorney-General, who held a press conference and told reporters that when he heard; “Ya’ll talking bout a minista dat does illegal tings. I thought ya’ll de talking ‘bout me, because I is a maan that like do illegal tings.” Sensibly enough, the Stabroek News carried Ramson’s words and today those words have gone in the history books. On the witness stand, Ramson testified to the authoritarian nature of PNC’s rule (it was at that part when the newspaper dropped out of my hand and I died). He spoke of beatings, surveillance and other forms of tyranny. Fast forward the tape. “Sash” Sawh’s brotherin-law has gone on record as saying there is a cover-up in Sawh’s murder, meaning that the State had a hand in his death. Now, one doesn’t know if Ramson read that, but it was in the newspaper that the gentleman declared that he has asked the Canadian Government to intervene. Maybe Ramson wasn’t in

the country and still doesn’t know that opposition critic Ronald Waddell was murdered in a fashion similar to Rodney, only this time the PNC were not the plotters. Many, including this columnist, believe that like Rodney, powerful politicians gave the order to kill Waddell. Has Ramson heard about the Lindo Creek massacre? One wonders if Ramson knows that the Canadian Refuge Board has granted asylum on two occasions to applicants whose testimony were based on accusations of PPP- sanctioned violence against them. In one instance, a 14-yearold girl whose last name is that of a famous opposition politician, said in her submission that she was raped by a businessman who is a friend of a PPP big wig who was driving in the compound at the time of the assault. Later that day

gunmen visited her mother with threats. The Refugee Board ruled that her life would be in danger should she return to Guyana. In the other story, a former GUYOIL computer specialist was allowed to remain in Canada after he detailed the violence that he and his wife endured after they were forcefully taken to Celina Atlantic Resort. His crime was that he refused to hack into the computers of critics of the Government. In his testimony, he said that the goat minister was present when his wife was undressed by gunmen. These are all horror moments that occurred during the reign of the PPP Government, a regime Ramson served as AttorneyGeneral and still serves. If you should count up incidents of thuggery, murder, employment dismissal, racial victimization, depraved policies, judicial tampering, among a mountain

Frederick Kissoon of evil behaviour between the PNC Government 1968-1992 and the PPP Government 1957 -1964 and 1992 to the present, the PPP balance sheet outstrips the PNC’s by millions. While Ramson was rewinding the tape for us to listen to Forbes Burnham’s sins, another AttorneyGeneral, Anil Nandlall, was fast forwarding it so we could hear about the crimes of the PPP. What Basil Williams should ask the remaining PPP witnesses is who killed Constable Henry at the Corentyne toll gate in 1974. And who consistently burned down sugar estates in the seventies and eighties. The Rodney Commission has indeed become a big circus.

PM's view contradicts... From page 03 the need for money in that kind of situation. It would depend on the nature of the emergency for money to be granted. It's not like a Minister could come and say he has a broken foot or something and just ask for money and it would be approved. The circumstances would have to be examined. It would definitely depend on that.” A Partnership for National Unity (APNU)'s General Secretary, Joseph Harmon at the coalition's press conference last week, told media operatives that there are many parts of the infamous recorded conversation that APNU has not touched as yet. Harmon however, had emphasized that the money Nandlall said he took was not approved by the Parliament for any such reason. The politician had said that this indicates that such a transaction is a “callous betrayal of the citizen's trust and the fair way in which state resources are supposed to be allocated.” Additionally, Vice Chairman

of the Alliance For Change (AFC), Moses Nagamootoo in a letter to the editor said that he had found Nandlall's admission that he had accessed and used government's money for a personal purpose, which he claimed that he has since repaid, to be most disgusting. Nagamootoo had lent much support to APNU's intention to launch an investigation into the financial indiscretion. The Parliamentarian had said that the behaviour of the country's Attorney General raises eyebrows. He emphasized that an investigation into that transaction ought to take place now. Since the damning recording, the Publisher of the Kaieteur News Glenn Lall lodged a formal complaint with the Guyana Police Force. The file is expected to be sent to the Office of the Director of Public Prosecutions soon. The pressure for Nandlall to demit office immediately continues to increase from the citizenry, the legal fraternity, international and regional bodies, as well as the joint political Opposition.

Nandlall’s recording could have an impact on PPP - Dr. Luncheon Cabinet Secretary and Head of the Presidential Secretariat (HPS), Dr. Roger Luncheon was the first member of the government camp to admit yesterday that the profanity-laced 19-minute recorded conversation involving Attorney General Anil Nandlall and Kaieteur News reporter, Leonard Gildarie, could have an effect on the ruling party. Dr. Luncheon made this

assertion during a postcabinet press briefing held at Office of the President. He was questioned whether government is concerned about Nandlall’s utterances having a negative impact on its strength in going into election mode. To this, the HPS responded, “I would be the first to concede that the nature of the utterances must have been considered. Our specific reactions have dealt with confirmation as to whether

the level of manipulation, distortions can be scientifically established and if the correct version of the recording was made available…the second part has to do with the content itself and that must ultimately be confirmed as accurate... So yes, elections and an impact, that goes without saying.” The Cabinet Secretary also stated that Government’s efforts are minimally two-fold;

to inquire into, and to investigate scientifically and technologically the authentic content of the recording. “And then you might say in our usual parlance, deal with the fallout of what comes from establishing authentic content.” Dr. Luncheon also confirmed yesterday that instructions have already been given for Government to take local and international steps with regard to the recording.

Man, 72, freed of 2012 murder Burcliffe Marcus, perhaps the oldest murder accused for quite some time, was freed by an Essequibo jury earlier this week. The 72-year-old, also known as ‘Baba’, was accused of killing 23-year-old Clive Cornelius, at Imbaimadai Landing, on February 22, 2012. It was alleged that Marcus and Cornelius became involved in a violent encounter that was

sparked by Cornelius entering Marcus’s home under the influence of alcohol. The prosecution, led by Donica Singh, argued that Marcus used a piece of wood to beat Cornelius to the head. The post mortem concluded that the victim died of multiple blunt trauma, confirming that he was struck many times. During the trial the main prosecution witness

died. This meant that his deposition had to be read to the court. There could have been no cross examination. Defence Counsel Beverley Bishop-Cheddie argued before Justice Franklyn Holder at the Essequibo High Court, that most of the evidence was circumstantial. She argued that there was poor police investigation. For example, the killing occurred on February 22, 2012, but it took the police three days to get ranks of the Criminal Investigations Department to the location to photograph the scene. The police also

FREED: Burcliffe Marcus failed to collect the evidence from the crime scene and in the end presented a poor case before Justice Holder. In the end the jury found Marcus not guilty of both murder and manslaughter.

Addressing disability concerns will aid Health Vision 2020 - Rehab Director From all indications the prevalence of disability is growing nationally, regionally, as well as globally, and is a direct consequence of motor vehicle accidents, mental health, violence in communities, and the rise in chronic health conditions. This assertion was on Wednesday made by Director (acting) of the Ministry of Health’s Rehabilitation Services, Ms Debita Harripersaud, who pointed out that based on available evidence, there is going to be a significant need for more disability and rehabilitation services in Guyana. Although the census of 2002 revealed a disability population of about 50,000 people, Harripersaud disclosed that, that figure could in fact stand at in excess of 200,000 as at the time of the census persons who were institutionalised, homeless, or even with temporary disabilities, were not accounted for. However, keen efforts are currently being made by the Health Ministry to ensure that close attention is paid to this particular area, in light of the fact that it has been neglected for too long. Moreover, the Disability and Rehabilitation Services is listed as one of seven

programmes within the Ministry and consists of seven sub-programmes: Physiotherapy, Occupational Therapy, Speech and Language Therapy, Audiology, Open Doors - the National Institute for Vocational Training for persons with Disabilities, Cheshire Home and the Administration under which two subvention programmes fall – the National Commission on Disabilities and the Ptolemy Reid Rehabilitation Centre. But according to Harripersaud, Guyana is poised to better focus on its disabled population in keeping with its National Health Vision 2020 which projects that “our people are among the healthiest in the Caribbean and the Americas by 2020.” It was for this reason that a tactical Strategic Plan, which was a long time in coming, was finally completed and launched on Wednesday last in the presence of stakeholders at the Pegasus Hotel in Kingston, Georgetown. And this latest Plan, according to Harripersaud, is

in keeping with the mission statement for Health Vision 2020 which states that “the Ministry of Health will create an enabling framework for full participation and provide leadership in the integrated delivery of quality, effective and responsive health services and prevention measures to improve the physical, mental and social well being of all peoples in Guyana.” And as a direct substrategy, the National Rehabilitation Services Strategy underpins Health Vision 2020, Harripersaud noted, as it states that “Disability and Rehabilitation Services will deliver quality, effective and responsive services to persons with disabilities enabling them to fully participate as equal and productive citizens in equally supportive communities.” Moreover, the goal of the National Rehabilitation Services Strategic Plan 20142020, is to support the realisation of Health Vision 2020 for persons with disabilities in Guyana through advancing their wellbeing, functionality and quality of life; reducing health

Director of Rehabilitation Services, Debita Harripersaud, delivers her presentation inequities and delivering people-centred, quality, integrated and comprehensive disability and rehabilitation services. The latter, she noted, can however, only be achieved by strengthening the health system to deliver such services. The intent, according to Harripersaud, is to ensure that there is acceptance for persons with disabilities as well as responsiveness to

their needs. As such, the Plan throughout its life course is expected to help ensure the continuum of health care

coverage and access to populations across all ages. The Rehabilitation Director went on to share her conviction that disabled persons have a right to access Primary Health Care services (a community level of health care) which ensure that essential health care is universally accessible and at an affordable cost, if any. Currently, the profile of persons with disabilities classifies persons being poor, elderly, uneducated and unemployed, said Harripersaud, as she pointed out that “still unfortunately we have a vicious cycle of poverty and disability.” According to her, ahead of the realisation of the Strategy there were several crucial measures including the perusal of a strategy dated 2009-2013 which was coupled with extensive discussions which attracted both internal and external stakeholders’ engagements.

Recorded threats against KNews...

Dr. Jagan would have reined in elements like Nandlall By Gary Eleazar Had it been up to the late founder of the People’s Progressive Party, Dr Cheddi Jagan, then the likes of Attorney General, Anil Nandlall, would have been reined in over the recent revelations made public in the now infamous audio recording between himself and a Kaieteur News Journalist. This is according to former executive member of the party, Moses Nagamootoo, who reportedly shared a very close relationship with Dr. Jagan, and who yesterday expressed surprise that Nandlall was not as yet dragged before the party’s disciplinary committee. JAGDEOITES VS JAGANITES He did point out nonetheless, that at present the party is no longer controlled by those loyal to Dr Jagan’s teachings but individuals who now hold to the policies and tactics of the Former President Bharrat Jagdeo. Nagamootoo labeled them Jagdeoites as against Jaganites. “If he had been faced with the rogue elements of his party who hold office and are accused of committing violations in their official capacity, I would have expected Cheddi Jagan to bring them up before the disciplinary committee of the PPP.” Nagamootoo reminded that it was this very committee that had expelled AFC Leader Khemraj Ramjattan when he openly criticized Jagdeo’s infantile conduct. “I don’t know why Nandlall has not been brought before the committee, and I don’t know why Ashni Singh has not been taken before the committee.”

…but PPP now controlled by Jagdeoites - Nagamootoo

Moses Nagamootoo Dr. Cheddi Jagan

Cathy Hughes

Attorney General Anil Nandlall

It was at this point in time Nagamootoo observed that many would say Dr Singh (Finance Minister) is not a member of the PPP, “but that is where the problem lies, the PPP now is controlled by the non-PPP…the PPP is no longer controlled by what we used to call the Jaganite elements, it is controlled by the Jagdeoite elements.” Nagamootoo surmised that what is now ingrained in the political culture of the PPP is that when an official is under fire, his/her colleagues tend to “circle the wagon.” RAMOTAR’S RESPONSIBILITY He said that this is again evident with the case of the Attorney General, Anil Nandlall. Nagamootoo was adamant however that a Minister is simply an assistant of the President, “and so the buck stops with a President….Ramotar has a constitutional responsibility to discharge when one of his assistants would step out of line.” According to Nagamootoo, the action which needs to be taken in reaction to Nandlall is an Executive one and “I believe very sincerely that faced with this situation, Cheddi Jagan

would have used that discretion to rein in a Minister who runs around like a duck without a head.” Describing Nandlall as a runaway juggernaut, Nagamootoo reminded that certain types of behaviour by a public official is totally unacceptable and cannot be tolerated. Nagamootoo said that he is of the firm believe that had the President not come out publicly and sought to validate the integrity of his wayward Attorney General, Nandlall would have felt compelled to tender his resignation, “but he felt he had support and that is why he remains there.” OBSCENE AND VULGAR According to Nagamootoo, an attempt is currently being made, using taxpayers’ money, to rebrand Nandlall, by being a part of the education ministry’s drive to hand out cash grants to poor people. “There can be nothing more obscene and vulgar than that… to use taxpayer’s money as a fig leaf, it is an obscenity,” said Nandlall. Asked about government intentions to seek to authenticate the now infamous recording, Nagamootoo completely

rejected this, saying that its authenticity is not in question, by virtue of the fact that Nandlall admitted that he did say what was broadcast, but it was a private conversation. He reminded media operatives that when the Watergate scandal erupted in relation to US President Richard Nixon, the question was not a matter of what was said and recorded, but rather the legality of the action in bugging the offices of political opponents. “The issue here is not the tape, or the length of the tape or the authenticity of the tape, it is really what the attorney general himself has said by implication…I said those things, but I said those things to my buddy, to my Queen’s College friend,” said Nagamootoo. The AFC Vice Chairman reminded that to date the Minister has not said anything to distance himself from the contents of the recording, “he is saying that it was in private.” Nagamootoo said that Nandlall is not a part time Attorney General or Minister of Legal Affairs, but is rather employed in that capacity full time. “You have to own up to what you have said, whether you are saying it to your friend or whether you are

saying it in the capacity that you hold.” He said that while the authenticity of the recording may be a legal issue to grapple with, but by Nandlall admitting to what was said, “then where are you going with the forensics.” According to Nagamootoo, he is not in any way against the authentication of the recording, but the authorities must also deal with what it also presently has before it. INTEGRITYAND CHARACTER Meanwhile, executive member of the AFC, Cathy Hughes, who was also at the press engagement, weighed in on the Nandlall debacle. According to Hughes, it must be brought to bear that an important element of the discussion to be had, lies with the integrity and character of the individual involved. “What we want to say is that in situations like this, once there is material that has been voiced that questions the integrity of the person that you uphold; that you have put up there as a leader and representative of this country, what we are saying is that it is not the type of leadership that we feel that this country should have to face.” Hughes was adamant that enough Guyanese and

various organisations have registered their view that “this is totally unacceptable…so it is not a question of how it was recorded.” Hughes, herself a journalist, expressed the view that if she wanted to record an incoming conversation to her, “that certainly is not an interception.” She was adamant that the poignant question at hand is not how the recording was obtained but rather what the information revealed about the character of the person, namely Nandlall. “Is that the best that we have to hold the most important position of Attorney General?” SEXUAL DISCRIMINATION The sentiments by both politicians came on the heels of a call for the resignation of Nandlall, by the Women for Change organisation, the female arm of the party. Latchmin Punalall, representing the group, dealt more specifically with the utterances by Nandlall regarding a young female journalist at Kaieteur News. In the audio recording, Nandlall could be heard asking repeatedly about the identity of the young lady and further he intimated that his relative was interested in a sexual encounter with her. According to Punalall, the attack on women by the Attorney General is being condemned in the strongest possible terms. She termed it offensive and disrespectful language used by Nandlall to “drag this young lady into an illicit sexual relationship…We view this as inappropriate sexual advancement and harassment meted out to this young lady and we call upon all Guyanese to publicly demand the immediate resignation of Mr Anil Nandlall”. Punalall used to the opportunity to draw reference to the nation’s statutes, namely the Prevention of Discrimination Act, which she said defines sexual harassment as unwanted (Continued on page 25)

Drunk killer driver ahead of five-year sentence When police finally charged the man that was responsible for killing his wife in a road accident last February, Colin Tull was convinced that justice would be served. But nine months later when Magistrate Alex Moore eventually handed down his sentence, the drunk driver who had slammed into his wife Lovina Williams, had vanished. In fact the accused 25year-old Hafraz Mangroo who was granted bail by the High Court, had disappeared long before the trial ended, in a clear move to avoid imminent imprisonment. Mangroo was sentenced in his absence to five years’ imprisonment by Magistrate Moore, who also ordered that he pay compensation of $12M to the woman’s family. The magistrate also ordered that his licence be suspended for 15 years. This was after Mangroo was found guilty of causing the death of Williams by dangerous driving. On February 5, last, Williams, a hotel employee

- Magistrate orders $12M compensation for victim’s family

Hafraz Mangroo during his first court appearance who resided at Melanie Damishana on the East Coast of Demerara, was waiting standing outside the Ocean View International Hotel for transportation to go home when she was struck down by an out-of-control pick-up that was driven by Mangroo at the time. She was hurled several yards by the vehicle which only came to a halt 100 yards from the point of impact. Investigators later found out that Mangroo was way over the legal limit of alcohol consumption when the accident occurred. He

received a fine of $7500 for drunk driving. He had pleaded not guilty to the causing death by dangerous driving charge and was initially remanded to prison after a string of objections to his pre-trial liberty by Police Prosecutor, Inspector John Singh. However this newspaper understands that Mangroo, through his attorney Pamela De Santos, managed to secure $200,000 bail in the High Court. The trial commenced and after three witnesses had testified, Mangroo stopped attending court. His attorney subsequently wrote the court informing that she was withdrawing herself from the matter, since she had lost communication with Mangroo. Magistrate Alex Moore had no other option but to continue the trial exparte. A few more witnesses testified, after which Prosecutor Singh closed his

LCDS agreement…

Guyana continues to safeguard its forests Amidst intense criticism and speculation that Guyana’s forests are being exploited, Cabinet Secretary Dr. Roger Luncheon was pleased to reveal yesterday that following an engagement with a delegation from the Kingdom of Norway, one of the Scandinavian ministers asserted, “Guyana continues to safeguard its forests.” Dr. Luncheon disclosed this to members of the media during a press conference which was held at Office of the President. The Cabinet Secretary said that the nation has seen the ongoing development of what has been a significant feature of the legacy of the former President, Bharrat Jagdeo’s term in office. Dr. Luncheon stated that the payments Guyana has received for its environmental services under the GuyanaNorway agreement, has contributed to the country’s economy. “A delegation recently visited and flowing from that visit was an appreciation of Guyana’s satisfaction with the Norwegian agreement. I think the statement that fundamentally crystallized what drove the process was the assertion by the Norwegian minister ‘…that Guyana continues to safeguard its forests’ and that is a pledge that is inherent in that Low Carbon

- Norwegian minister Development Strategy (LCDS) agreement that the government would continue to support and engage on,” the Cabinet Secretary asserted. He said too that the post2015 LCDS engagement with the Norwegians is a matter that enjoys strong support by the current administration. Dr. Luncheon said too that Guyana has benefitted from the agreement in terms of a boost to the economy. Of the US$250M that Guyana is expected to receive for its environmental services it has, to date, received US$150M. He said that government’s expectations are that the remaining monies would be obtained over the fifth and sixth cycle payments. Significant as well, Dr. Luncheon said, is that the visit by the delegation has even seen some crystallization of the process that the administration has undertaken to keep alive the Amaila Falls Hydropower Project. He said that work is being done with the Norwegians and the Inter-American Development Bank (IDB) to facilitate the US$80M for the construction of the hydro power facility. “The administration’s

thoughts are indeed optimistic about the future,” the Cabinet Secretary added. Minister of Natural Resources and the Environment, Robert Persaud had told the media that recent reports of Guyana’s low rate of deforestation can certainly be attributed to effective governance. Guyana is expected to be paid US$35M under the forest protection agreement. This was after a minor increase in the deforestation and forest degradation rate in 2012 was confirmed. This follows three previous payments that have been made under the agreement. In 2009, US$30M was earned; in 2010, US$40M was received and 2011, US$45M was collected, which will give a total of US$150M. Performance under the Guyana-Norway agreement is measured largely on the basis of preservation of forest, along with a low deforestation rate. Persaud had indicated to the media that the rate of deforestation for Guyana over the past 23 years has remained fairly stable, between the range of 0.02% and 0.08%, and stands to compare positively with the global average deforestation rate which is recorded at 0.52%.

case. In summing up, Inspector Singh told the court that judging from the investigations, it was clear that Mangroo was reckless. He pointed to the fact that it was raining at the time of the accident and the skid marks on the parapet near the road which stretched for more than 150 feet, as well as the damage to the pick-up, were clear indications that the vehicle was driven at a terrific rate of speed. His summation was so convincing that Magistrate Moore took everything into consideration and then handed down his sentence. In addition to the prison term and the compensation order, Mangroo will also have to pay a court cost of $100,000. But despite all of this, there is no comfort for Colin Tull, since the person who killed his wife could escape justice, thanks to a system that allowed him to skip bail so easily. “When the magistrate give he judgement, at least I feel good that they (court) do a good job, but I didn’t feel comfortable because he (Mangroo) wasn’t there. If a man get sentence,

he must be there at the court…ah mean, if a man kill you wife, you suppose to get some sort of justice, you suppose to see the man in the court. The first calling he come and after then they bring a paper stating that he sick, but that was a lie,” Tull stated. Police have indicated that they are making checks to ascertain if Mangroo has indeed fled Guyana, since he has disappeared from his East Coast Demerara address. “Bail was poor, very poor, because a man that kill my wife get $200,000 bail when other people going pon one million dollars, it ain’t mek sense,” Tull added. He stated that in other countries, some who committed similar acts would not have been so fortunate when it came to their pre-trial liberty. “In Barbados, a man drunk 200 percent over de limit, if he hit down any person and he kill dem, he going to prison, there’s no bail on that… and they ain’t got no bribery that you could do to escape that. Guyana is just a slack place, and the drunk driving just keep going on and on with no heavy penalty pon it,” an obviously frustrated Tull told this newspaper. The outcome of his wife’s

Lovina Williams case is similar to that of Alicia Gouveia, whose drunken killer fled the jurisdiction after being placed on bail. It was out of the Gouveia case that the outspoken road safety organization, Mothers In Black, was formed. “As far as I concerned, he (Mangroo) buy a lot of time and they gave him time to get away,” Tull stated. He told this newspaper that after the accident he and Mangroo had agreed on a financial settlement, but that fell through after Mangroo failed to honour his end of the bargain, despite being given adequate time. Police have assured that they are making every effort to locate Mangroo, including checks at the various ports of entry.

Analog to digital switchover $20M Casino ‘winner’ plan approved by Cabinet files revised law suit Cabinet has approved the final draft of the roadmap that outlines the process of transition from analog to digital television broadcast. This was announced by Head of the Presidential Secretariat (HPS), Dr. Roger Luncheon. Understanding the necessity of the switchover, the Government had approached the International Telecommunications Union (ITU) seeking sponsorship of a consultant to draft the said roadmap of Guyana’s transition. The consultant, Dr. Andres Navarro, subsequently arrived in the country and held engagements with stakeholders including officials from the National Frequency Management Unit (NFMU). The recommendations of the committee that was established to review the work of the consultant were also endorsed by the Cabinet. “Armed now with a

roadmap and with the body that had been established to oversee the implementation of the roadmap, the Government is now assuming the responsibility of the transition of analog TV broadcast to digital,” the HPS said. Guyana’s transition process is set to commence in 2016 and will be completed in 2020. The timeframe is a matter of great importance, not only because of Guyana’s need to join the worldwide technological revolution, but also because of similar transition processes that will be undertaken by neighbouring countries (Suriname, Brazil and Venezuela). The Government will now be moving to hold stakeholder engagements to discuss the main issues of the Cabinet-approved roadmap such as the timeframe, technology, market (procuring of digital

television) and the regulatory framework governing digital television broadcast. Digital terrestrial television offers many advantages such as better quality signal and affords tremendous benefits in terms of spectrum usage. When television broadcasters switch from analog platforms to digital-only platforms, part of the electromagnetic spectrum that has been used for broadcasting will be freed up because digital television needs fewer spectrums than analog television. This worldwide transition releases valuable spectrum which can be used to provide mobile broadband services among others. The release spectrum is referred to as the digital dividend. The location and size of digital dividend vary among countries due to the factors including geographical position and penetration of satellite/cable services. The switchover for individual countries varies; in some countries it is being implemented in stages as in India and the United Kingdom, where each region has a separate date to switch off. In others, the whole country switches on one date, such as the Netherlands, which switched off all analog services in December 2006.

The man claiming to have won $20M from the Princess Hotel Casino recently filed a revised law suit against the entity after it was disclosed that the initial document was filed under the incorrect name. Local contractor, Somar Shako, of 283 Zeelugt, East Bank Essequibo is suing Princess Casino (Guyana) after the company refused to pay him the $20M which he alleges he won on a slot machine on July 7, last. Shako, through his attorneys, had served the writ on the company, Georgetown Investment and Management Service Inc., trading and operating under the registered name of Princess Casino Guyana. But the company’s lawyer, Sase Gunraj, had informed the court at a previous hearing that the law suit was incorrectly addressed. He said that that was not the name of the company. ‘ As such, Shako’s lawyers, Maxwell McKay, Nalenee Doobay-Dhanraj and Lawrence Harris, re-filed a law suit listing Georgetown Investment and Management Service Inc., trading and operating under the registered name of Princess Hotel Guyana and Princess Guyana Inc., trading under the name and style of Princess Casino Guyana, as the defendants. In a statement of claim to support the writ, Shako said that he began gambling at the casino two years ago, when he was issued a club membership that allowed him to access the facility without an identity check or having to produce any documents. On Caricom Day, July 7, last, Shako said he entered into an implied contractual

agreement by custom with the casino, to be paid all winnings, when he entered into the facility at Providence, East Bank Demerara, to gamble. According to the Court document, around 20:00 hours that day he began playing on slot machine # 340, and after playing over 40 games on the said machine, it visually announced the Jackpot winnings of G$20,000,306. After the visual announcement, the document continues, Shako was immediately approached by the Supervisor of the Slot Machine Attendant, with a name tag identifying him as one ‘Delon’, who requested Shako’s name in order to make payments. This process was however interrupted by one of the Casino’s Managers, who asked Shako to remove from the machine. According to Shako, the Manager then opened a part of the slot machine and deleted the winning message, in the presence of several persons who had surrounded the machine to congratulate Shako on his winnings. Most of the persons who had gathered then demanded that the casino pay Shako his winnings. But instead, Shako was informed by the Casino Manager that slot machine # 340 was malfunctioning and that as a result, the casino could not make any payments to him. The Manager then told Shako that he had fixed the machine and advised that he could resume playing. But the man is contending that at no time while he was gambling on the slot machine, was he informed that the said machine was not functioning nor was any notice to that

effect posted within sight. Additionally, at no time did slot machine # 340 demonstrate any malfunctioning attributes whilst it was accepting Shako’s money to gamble. “In breach of the implied contractual agreement between the Defendant and the Plaintiff, the Defendant has since refused and or neglected to pay the Plaintiff his jackpot winnings won on 7th July 2014, in the sum of GYD$20,000,306 (twenty million, three hundred and six dollars),” Shako’s Statement of Claim said. The matter took another twist on July 22, last, when the Casino, after learning that Shako had retained lawyers, offered to pay him $1M, which Shako refused. He said two days later an official from the casino called him and upped the offer to $4M, which he again refused. Shako claimed that he faced constant intimidation by way of over 40 telephone calls between July 22 and 25 from casino officials who were insisting that he accept the offer. He said that as a result of the harassing phone calls, he has lost income that would have amounted to the sum of $2M. It is in this light that Shako is asking the court to order that he be paid his $20M winnings. He is also seeking damages in the sum of two million Guyana dollars for loss of income; damages in the sum of three million Guyana dollars for breach of contract; interest on the $20M pursuant to the Law Reform (Miscellaneous Provision) Act Chapter 6:02 and such further Order and or relief, which to the Court seems just. The matter is to be called on Wednesday, November 26.

‘Bully’ stabs schoolgirl... (From page 6) unprofessional,” the worried mother related. The stabbing, which reportedly occurred around 14:00 hours, was said to have been committed by a male fourth former in the school, who had recently developed a deep fondness for the fifth former. According to Timera Prince, she had no prior relationship with the suspect and insists that she does not even know his name. “This boy start troubling me a while now and I always stay far from him in school because he makes me very uncomfortable. I don’t know his name and I don’t want to,” she said. She said that the incident

started in her classroom when the fourth former entered and insisted that she “likes a boy named Roberts.” Prince said that she denied the accusation and proceeded to walk out of the classroom in disgust. According to her, the f o u r t h - f o r m e r subsequently followed her out of the class and grabbed her by the hand, demanding the “truth.” At this point, Prince said that she scuffled her way out of his hold and immediately ran inside her classroom seeking the help of her friends. The fourth former, enraged at this time, tailed the girl back to her classroom and again grabbed her by the

hand. In an effort to defend herself and evade the bully’s presence, Prince said that she decided to hit him. Unfortunately, her action of self-defence further enraged the fourth-former and he pulled out a pair of scissors from his pocket and stabbed at her chest. Luckily, Prince was able to use her right hand to block the attempt at seriously wounding her. The mother of the fifthform girl said that she intends to take the matter further with the police and the school’s authority. The matter was reported at the Brickdam Police Station and the alleged assailant, remains in the custody of his parents at home.

New litter wardens appointed for City

Members of the GPF, GFC, GGMC, M&CC, among others, have been appointed as litter wardens Following the passing of new litter prevention regulations and subsequent appointment of Litter Wardens to enforce the provisions of the regulations, the Ministry of Natural Resources and the Environment and the Environmental Protection Agency (EPA), hosted one of several workshops at the Herdmanston Lodge yesterday. The workshops are aimed at appointing persons holding a specified class of office as Litter Prevention Wardens under the Litter Prevention Regulations (2013). A public release from the Ministry explained that officers from the Guyana Police Force (GPF), the Guyana Geology and Mines Commission (GGMC), the Guyana Forestry Commission (GFC) and the Harbour Masters and Public Health Officers were officially appointed as Litter Wardens.

“These Categories of Officers are deemed Litter Wardens under section 21(6) of the regulations. Honorary Litter Wardens were also appointed under section 21 (1), and included the Officers of the Protected Areas Commission, and the City Constabulary of the Georgetown Mayor and City Council (M&CC). “These newly appointed and empowered Litter Wardens were given an overview of the various provisions of the Litter Prevention Regulations, including the offences and the associated penalties and fines, and guidance on standard operating procedures in terms of identifying offences, collecting and giving evidence in court, against an offender.” The NRM said that under the Litter Regulations, it is an offence to litter in a public place, particularly to deposit litter in a public place; to deposit litter from a moving

‘First-time’ burglar to spend 36 months behind bars A man has been jailed for 36 months after police ranks, responding to a burglary report, caught him red-handed ransacking a woman’s home in Tucville on Tuesday last. Forty six-year-old Carlyle Nurse was sentenced by Magistrate Ann McLennan before whom he appeared at the Georgetown Magistrates’ Court, on a break and enter and larceny charge. According to the Police, about 09:45 hours on Tuesday, last, Latoya Rashard left her Lot 15 Eden Street, Tucville, Georgetown residence to take her daughter to a day care. Police Prosecutor, Corporal Deniro Jones reported that Nurse used the opportunity to raid the woman’s home. He said that the neighbours saw the intruder sneaking into the house and reported the matter to the police. According to the Prosecution, the ranks found Nurse at the scene with items which totaled $98,500 in value. Nurse had taken the woman’s 10-pound gas cylinder, a hand saw, hammer, Black and Decker iron, lamp, hand purses, cosmetics, a black and white dress, Motorola cellular phone, Lasko fan, pressing comb, blow dryer and $3000 cash. He had reportedly told the ranks “I try a ting and thief dem tings.” Jones said Rashard was called to the scene where she identified the items as her belongings. The Prosecution reported that further investigations led to Nurse being charged. Following his guilty plea, the accused asked the Court to be lenient with him since it was his first offence. Corporal Jones, in response, asked the Court to heed the prevalence of these crimes when sentencing Nurse. The Prosecutor said although this was his first time, the sentence could act as a deterrent for those who would contemplate burglary. Nurse was then sentenced.

vehicle onto a public place; and to cause or permit persons to commit any of the mentioned offences. The NRM related that, “Any person/persons found guilty of any of these offences under the Litter Regulations shall be liable to a fine of between fifty thousand dollars ($50,000) or three months imprisonment in the case of an individual, and one hundred thousand dollars ($100,000) in the case of a business entity.” The Ministry explained that the exercise follows a commitment by Minister Robert Persaud to have staff of the regulatory agencies of the natural resources and environmental sectors, along with other critical agencies such as the Guyana Police Force and City Constabulary, play a much more proactive and prominent role in providing support to the EPA and the Ministry, in enforcing the Litter Prevention Regulations. “This commitment was emphasized by Kemraj Parsram, Director for Compliance and Enforcement at EPA when he responded to a question about how the EPA intends to deal with the ever increasing quantity of garbage and littering during the upcoming Christmas Season, saying to the newly

authorized Litter Wardens… “You are the plan!” Parsram inferred that through the empowered officers, the capacity and planned efforts to enforce the regulations and reduce littering are greatly strengthened. In March, the Natural Resources and the Environment Ministry took on a major role to implement litter wardens to address the upsurge of garbage in public spaces. The Mayor and City Council (M&CC); the constitutional body tasked with managing the capital said it was financially incapable of handling the buildup of garbage and the Ministry and EPA stepped in. Despite the M&CC having a problem with the implementation of litter wardens without their consultation, they eventually welcomed the idea, since the initiative was one that was and still is needed. The Council was however upset that the new legislation is already clashing with the Municipal Act and power of the body. They were even more peeved that the wardens were being appointed when the Administration is intentionally preventing the Council from functioning efficiently.

No bail for accused housebreaker A man accused of carting off with $2.4M worth in items from a man’s home in Campbellville, Georgetown was remanded to jail when he appeared before city Magistrate Ann McLennan yesterday. Vermon Prima, 42, of Lot 119 ‘B’ Field Sophia, Greater Georgetown, was arraigned at the Georgetown Magistrates’ Court on a break and enter and larceny charge. It is alleged that between November 2 and November 3, last, at Lot 33 Sheriff and Dhanraj Streets, Section ‘K’ Campbellville, Georgetown, Prima broke and entered the dwelling house of Wayne Wright and stole two television sets, one stereo set system and speakers, along with other items, which totaled $2,410,000. He pleaded not guilty to the charge. Corporal Deniro Jones, the Prosecutor, claimed that the address Prima had given the police was different from the one he had given the court. He said that the

accused had said that he lived at 123 ‘B’ Field Sophia. Jones urged the court to also consider the nature, gravity and prevalence of the offence and to deny bail. The Prosecution said that there is compelling evidence against the accused. He said that Prima had confessed to the crime and had also been caught inside the house. The accused said that he normally “moves scrap metal” and said that he noticed some iron in a yard and went in. He said as he was in the yard, a car with three Tactical Service Unit (TSU) ranks and one “blue and black police” pulled up and approached him asking “wah yuh got.” Prima told the court that he didn’t respond, but they searched him and found nothing. He argued that his fingerprints were not on the scene and that he knew nothing of the crime. Notwithstanding his claims, the accused was remanded. His case will be called again on November 24.

Dr. Jagan would have... (From page 14) sexual conduct. She said that this Act is also used to protect women from a hostile working environment. Punalall said that Nandlall, in his capacity as Legal Affairs Minister and Attorney General, should be more concerned with the protection of women’s rights rather than violating them. She also used the opportunity to lament the support voiced on the part of the administration for Nandlall in the face of the damning evidence that has been made public and asked “where is the consciousness of the PPP/C and their supporters in all of this, especially the womenfolk?”

Cash Grant distribution nearing completion Catering to public school children across the country, the inaugural “Because We Care” Cash Grant initiative commenced in early October but, according to the Ministry of Education, the process is nearing completion. This was outlined in a statement issued yesterday by the Ministry. Amounting to $10,000 per child attending school at the level of nursery, primary and secondary, the grant was one that was intended to help ensure families are able to send their children to school. According to the Ministry’s statement, distribution of the Cash Grant has been completed in most Regions of the country, and efforts are now being engaged to service the few remaining communities before the process culminates. The Ministry also acknowledged that “there were a few hiccups along the way considering the magnitude of the task undertaken by the government through the Ministry of Education to deliver this $10,000 cash grant to parents of almost 200,000 children in the public school system.” However, Minister of Education, Priya Manickchand, in her remarks to parents and guardians at the Covent Garden Secondary School, East Bank Demerara, noted that the past six weeks have been smooth. The Minister even shared her belief that the programme has been

marked by order, civility and efficiency. Minister Manickchand also reiterated that local statistics as well as international reports written about the country, show that Guyana is doing better as a country, and this is why the Government of Guyana can invest in giving parents the additional support, ”we are able to give $10,000 as a grant this year because our country is doing indisputably better, it is a fact… our economy is going better, we can better spread our resources and reinvest it back in you…we care about your families’

welfare.” The ‘Because we Care’ $10,000 Cash Grant was distributed at 10 locations across the East Coast and the East Bank where approximately 7,671 children benefited yesterday which was in fact the final day for the distribution of the Grant in Region 4 (East Bank and East Coast). Georgetown is expected to be completed by the end of Saturday (November 8). According to the Ministry, parents from the following Administrative Regions have received their Cash Grant Region 1, 2, 3, 4, 5, 6, 7, 9, and Region 10, and most of

Only a Govt. afraid of its people... From page 17 the British practice of proroguing a session and opening a new session once every year was carried out in Guyana, but the practice faded out years ago “and we have reached the stage where Parliament is now no longer prorogued during its life…Only a Government that is frightened of its own people would desecrate and suspend Parliament.” Nagamootoo is of the firm view that the PPP is aware that its abuse of the Constitution and the public's purse have placed it in a position where the people have lost all confidence in the administration's ability to govern in the best interest of the nation. “It is time that the PPP be made to confront their atrocities…We demand that the PPP either debate the No Confidence Motion or dissolve Parliament…Either way, the PPP must face the electorate in General Elections.” Given the uncertainty of what obtains between now and Monday's sitting of the National Assembly, the AFC's Vice Chairman announced that come today, it will be holding a summit with its Parliamentary Oppo-

sition counterparts, A Partnership for National Unity, in order to fine tune strategies in face of the threat of a prorogued Parliament. Pressed with the possibility of the President actually making good on his threat, Nagamootoo said that since the country will then be under the rule of an executive order in an extra-parliamentary fashion, the opposition and Guyanese people will then have to resort also to extra-parliamentary measures. Nagamootoo did posit his belief that the threat by Ramotar is nothing but a ploy to buy time. He suggested that Government has realized that perhaps it needs the time to be able to strike some sort of deal to abort a no-confidence mo-

tion, a move he said “is all part of a very spineless strategy. According to Nagamootoo, failure to have the debate and proroguing parliament will lead to an extra-parliamentary dictatorship that would evoke e x t r a - p a r l i a mentary responses by the people. He reminded that the Guyanese people are empowered constitutionally with a peaceful mechanism to remove the government from office in the form of the noconfidence motion.

these regions are expected to be completed by the end of this week. The remaining Regions are expected to be serviced by November 23. The Cash Grant programme is meant to provide more support to parents with school age children and increase the disposable income of parents with school age children, with a view to raising enrolment and attendance rates. This is in fact the first programme of its kind in the Caribbean and indeed anywhere else in this part of the world, where every public school child is entitled to this benefit. Parents have until November 30, 2014, to encash their vouchers at any Western Union or Bill Express location.

Canada’s Harper heads to China with pressure on all sides (Reuters) - Canadian Prime Minister Stephen Harper arrived in China on Thursday, facing the delicate task of improving economic ties with a major trading partner without sparking voter backlash or a revolt within his own party a year ahead of an election. Dogged by low approval ratings, a cabinet divided on China policy and popular opposition to closer ties with the Asian giant, Harper needs notable victories, such as the release of a detained Canadian couple, to be able to count the trip a success. Whether he can achieve those ends depends on Beijing, which is unhappy about Canadian accusations of cyber hacking and what it considers a less-thanwelcoming investment approach. The stakes are high for Harper, who last went to China in February 2012 and ended a successful visit by promising Ottawa would do all it could to meet the Chinese appetite for oil. Little has gone right since then, and he is now under pressure from the business community to boost ties with the superpower to help a Canadian economy that is still struggling to create jobs in the wake of the 2008 recession. “China represents tremendous opportunities for Canada,” Harper said last week, adding he wanted to help business “truly take advantage of China’s large, diverse and dynamic

Canada’s Prime Minister Stephen Harper and his wife Laureen wave while boarding a Royal Canadian Air Force plane before departing for China economy”. Canadian officials say China is an obvious source of much of the C$650 billion (358.95 billion pounds) of investment they say is needed to develop the Canadian resource sector over the next decade. But pleasing corporate leaders and business groups risks alienating those voters who view China with suspicion and Chinese foreign investment with hostility. The concerns derive from restrictions on religious freedom and human rights in China, as well as practical worries about Chinese state i n f l u e n c e i n C a n a d a ’s resource sector. Chinese oil giant CNOOC made a bid for

Canadian energy company Nexen in 2012, prompting unprecedented unrest among legislators in H a r p e r ’s C o n s e r v a t i v e Party, who said they feared Beijing wanted to gain control over what are the world’s third-largest crude oil reserves. Harper approved the CNOOC purchase but banned future takeover bids for Canadian energy companies by foreign stateowned enterprises. Before the new guidelines, Chinese companies had invested about C$25 billion in Canadian oil sands producers and other oil and gas companies. Since the restrictions were put in place, no Chinese companies have made acquisitions in the Canadian oil patch.

Scores of S.Africa school kids hospitalised after being fed glass Johannesburg (AFP) - At least 66 South African children have been hospitalised after eating school lunches tainted with crushed glass and stones, education officials said on

Thursday. Kids from five schools in the northern rural province of Limpopo suffered diarrhoea, dizziness, vomiting and cramps after eating contaminated beans supplied

through a government scheme for feeding the poor. The primary and secondary school children were admitted to hospitals and local clinics, but most have now been treated and discharged. Spokesman Elijah Mhlanga said the Department of Basic Education was considering “laying criminal charges” against two companies whose services have now been cancelled. Thousands of South African children from impoverished households rely on the feeding scheme for nutritious meals. But the feeding schemes also spell lucrative contracts for well connected companies bidding for tender. The department of education promised to introduce stricter monitoring measures to ensure the safety of food.

Rayudu hits maiden ton as India thrash ordinary Sri Lanka Ambati Rayudu hit a chanceless maiden ODI ton, as India ran down Sri Lanka’s 275-8 with six wickets in hand and 33 balls to spare. Rayudu and Shikhar Dhawan put on 122 runs for the second wicket to set up the chase, and having come to bat in the seventh over, Rayudu was at the crease to hit the winning runs and finish on 121 off 118 balls. Sri Lanka’s bowlers were short on menace, but it had been the batsmen who erred first in the game. Early wickets in their innings made for a measured recovery, and though Angelo Mathews’ unbeaten 92 pushed the score towards credibility, he lacked support from the middle order, as the team finished at least 30 runs light on a flat Motera surface, and with dew set to form later in the evening. Rayudu arrived just as the Sri Lanka seamers appeared to be hitting a rhythm, but like they had done in the previous ODI, the India batsmen sought to lay low until the seam grew soft and the changes were rung in. Dhawan was handed had a life in the eighth over, when he was on 10. Lahiru Gamage seamed a length ball away and collected his outside edge, but the sound and the clear deviation escaped the umpire’s notice, to Sri Lanka’s disbelief. Once the new-ball bowlers had finished their opening spells, the batsmen eased out of their vigil and gradually tightened their grip on the chase. The first acceleration came just as the asking rate clicked over six per over. Rayudu strode down the track to launch Suraj Randiv over long on in the 17th over, establishing what would become one of the major themes of his hundred: the effective use of his feet

against the spinners. By the 20th over, the pair had raised the run rate to above four an over, and the boundaries began to flow more easily. Both batsmen trusted the pace and bounce of the pitch, stepping out to crash balls in the arc between cover and midwicket, and using the crease to hit square when the bowlers were rattled off their lengths. Thisara Perera was blasted for 17 in one over the most expensive in a seven-over stretch between the 19th and 26th that yielded 69 runs for India. Mathews switched his bowlers almost manically, attempting to tamp blaze that had so quickly grown into a wildfire, but as both batsmen completed halfcenturies and surged ahead, India’s momentum only grew. Dhawan was eventually dismissed for 79 off 80, topedging a sweep to give Seekkuge Prasanna the first of his three wickets, but at 140 for 2 in the 27th over, India were well in control. The new batsman Virat Kohli began to find runs into the outfield almost as easily as Rayudu, and the Sri Lanka bowlers seemed like little more than fodder. Rayudu surged as he neared his milestone, hitting a remarkable six off a Dhammika Prasad short ball before depositing Randiv over the straight boundary soon after. He clipped one through square leg to breach triple figures for the first time, off 101 balls. The scoring rate only increased after that. Kohli had 49 from 44, before driving one straight to Randiv at cover. Suresh Raina slammed 14 from 6, but the game was long won before he had come in. Earlier, Kusal Perera’s inclusion had failed to ease Sri Lanka’s opening woes as Umesh

Yadav trapped him in front for a duck, in the first over. Tillakaratne Dilshan and Kumar Sangakkara were visibly short of rhythm in the early overs, but managed to set Sri Lanka off to a start, before two quick wickets fell. Mathews came to the crease at 64 for 3, and forged a 90-run stand with Sangakkara that was steady, but unremarkable in style. Mathews employed the sweep to good effect, even venturing a slog-swept six off Ashwin in the 20th over, but both batsmen were largely content for the recovery to tick along. When Sangakkara reached his fifty off 73 deliveries, he had struck only three fours. The Powerplay, taken in the 32nd over, brought the next innings stutter. Sangakkara took aim at a thigh-high Yadav full toss and hit it down an outfielder’s throat. Prasanna’s innings glinted briefly as he attempted to electrify the innings, but was soon undone playing his favoured sweep. Sri Lanka continued to lose batsmen as they strove to attack, perhaps in the knowledge that Prasad at No. 10 was capable of helping Mathews see the innings out, but the setbacks muted the Sri Lanka captain. He seemed ready to unleash when he slammed Ravindra Jadeja for three consecutive legside fours, in an over that went for 20, but the back end of his innings was marked by restraint, even with a maiden ODI hundred on the cards. Prasad’s unbeaten 30 off 28 in a ninth-wicket stand saw Sri Lanka finish the innings with some semblance of respectability, but with the Indian batsmen in ace form, the visitors’ score was thoroughly inadequate. India 275 for 4 (Rayudu 121*, Dhawan 79) beat Sri Lanka 274 for 8 (Mathews 92*, Sangakkara 61, Akshar 2-39) by six wickets. (ESPNcricinfo)

Jazz edge Cavs on Hayward’s jumper at buzzer Salt Lake City (AP) Gordon Hayward prides himself on his self-control. After hitting a step-back, game-winning jumper at the buzzer, he couldn’t help himself. He let out all his emotion in a celebratory frenzy. ‘’I’ve never really done that before,’’ Hayward said. ‘’It was just one of those moments.’’ Hayward oneupped LeBron James and gave the Utah Jazz a 102-100 victory over the struggling Cleveland Cavaliers on Wednesday night with the dramatic shot. Hayward, who had 21 points, broke free of James to catch an inbounds pass, faked a move to the basket and then stepped back on the right wing and swished a 21foot jump shot as the horn sounded. The forward was mobbed by his Jazz teammates in a scene reminiscent of a college tournament game. ‘’How can you not show emotion after a finish like that? For us to win the game after being in control the whole game and then see it slipping away, it was pretty special,’’ Hayward said. ‘’Just exhilaration!’’ Derrick Favors had 21 points and 10 rebounds but the Jazz had to overcome a last-minute effort by James, who scored 31 points as Cleveland fell to 1-3. With the Cavs down four points with 17 seconds remaining, James made a 3-pointer from the corner off a deflected pass while falling away out of bounds. He then made all

Kyrie Irving had 34 points and Kevin Love added 14 for the Cavaliers, who lost for the second time in two nights. The Jazz led the entire way by as many as 16 points - until the fourth quarter, when Irving scored 10 points in a 14-6 run that gave the Cavaliers an 89-86 edge with 4:43 remaining. The Jazz went back in front and led 93-89 when Trevor Booker beat the shot

clock with a 3-pointer. The next play down, Booker was whistled for a flagrant-1 foul on Love. The two exchanged words and each got a technical, ratcheting up the intensity in the already tight contest. The Cavs allowed the Jazz to shoot 51 percent in their second of three games in the West. After losing the previous night 101-82 to Portland, Cleveland made it much closer but couldn’t overcome Hayward’s heroics. Enes Kanter had 18 points for the Jazz.

Spurs beat Hawks for 17th straight time at home San Antonio, AP - San Antonio coach Gregg Popovich groused over his team’s early schedule, dumbfounded that the Spurs had played only two games nearly two weeks into the season. Well, the Atlanta Hawks gave Popovich a season-full of grief in the Spurs’ third game. Tim Duncan had 17 points and 13 rebounds and San Antonio held off a frenetic effort by Atlanta to capture its 17th straight win at home over the Hawks, 94-92 on Wednesday night. The Spurs had a season-high 25 assists for a balanced scoring effort they needed to fend off an energetic effort by the Hawks that resulted in a furious second-half comeback. Atlanta finished with 92

Warriors crush Clippers 121-104 shots, 23 more than San Antonio, in rallying from a 17point deficit in the first half. The Spurs (2-1) had not played since Friday in Phoenix, but Popovich was not about to blame Wednesday’s effort, or lack thereof, on the schedule. There was plenty to be upset about after the Spurs nearly blew an impressive start. San Antonio raced to a 13-point lead in the first quarter and took a 44-27 lead on Tony Parker’s floating jumper with 4:33 left in the first half. Seven Spurs played in double figures, including 17 from Parker. Manu Ginobili added 12 points, including a

pair of free throws that put San Antonio ahead with 3.8 seconds remaining. Then a double-team forced Jeff Teague to pass up an attempted 3-pointer, and Pero Antic’s shot from near halfcourt was blocked by Boris Diaw as time expired. DeMarre Carroll and Paul Millsap had 17 points each for Atlanta (1-2). Teague finished with seven assists and five points on 2-for-8 shooting. The Spurs have never lost at home to the Hawks since drafting Duncan and have won 16 of 17 overall, but they had to hold on late to extend the streak. After Carroll’s 19-foot (Continued on page 34)

The CFU President and Executive Committee decided to change the dates of the CFU Caribbean. The new dates are 11 – 18 November 2014. This change of date will

The teams in Group A are therefore required to depart on Sunday 16th November 2014. Additionally, Group B consisting of Antigua & Barbuda, Haiti, Jamaica and

Martinique will commence playing on 12th November, with the second and third match days being played on the 14th and 16th November respectively. The teams in Group B are therefore required to depart on Monday 17th November 2014. The Championship Game and the Third Place Playoff will now be played on Tuesday 18th November 2014. The match venue and match times remain unchanged.

It was first scheduled for October 25 last but was postponed due to unforeseen circumstances. The 17th Troy Humphrey Memorial Cycle Meet is now set for the Inner Circuit of the National Park tomorrow and cyclists can look forward to a lucrative day of racing. Sponsored by Mr. George Humphrey of Humphrey’s Bakery and Farm Products, Ketley Street Charlestown and the Humphrey’s family, the event is being held in memory of the late Troy Humphrey who was one of Guyana’s top cyclists at the time of his death as a result of an accident. The family has sought to keep the memory of Troy alive through what he knew best during his lifetime, cycling. Last year’s event was held at the Seawall Bandstand. Attractive cash prizes will be at stake in all the events on Saturday which are as follows.

Messi beats Ronaldo to equaling Raul’s Champions League scoring record

‘Rosehall Town Showdown’ on the cards as boxing returns to the Ancient County The resuscitation of the Rosehall Jammers Boxing Gym coupled with the influx of pugilists in the amateur and professional arena has resulted in the rise of several worthwhile pugilists emanating from the Ancient County. This new development has been inspiring and will witness a positive spinoff when boxing Manager, Mark Thom, is set to stage a boxing slugfest dubbed ‘Rosehall Town Showdown’ at the Rosehall Community Centre Ground Saturday December

13. The card will consist of three professional bouts and several amateur contests and Mr. Thom said that he anticipates a night of keen fistic action. The main attraction will be the 12 rounds fight between Berbician, Richard Williamson and his Georgetown counterpart, Dillon Allicock for the vacant local Super/ Bantamweight title while another Berbician, Kishawn Simon, tackles journeyman, Mark Murray, in a 6 rounds Jnr/Welterweight affair. Another Berbician, local

Middleweight champion, Dereck Richmond, will step up one division to square off with Romeo Norville over 6 rounds in a Super/Middleweight affair. The promoters have also included several amateur bouts on the card but while they have hinted at several action packed bouts, they have not yet released the names of those pugilists. Eon Jardine is the matchmaker and he intimated that the boxers would be engaged in the c o n t r a c t s i g n i n g r ituals next Tuesday a t13:00hrs.

Coming into this week’s round of Champions League fixtures, Cristiano Ronaldo had a one-goal edge on Lionel Messi (70-69) as they both chased Raul’s all-time scoring record in the competition (71). Though this is very much the season of Cristiano, he was unable to score in Real Madrid’s 1-0 win over Liverpool on Tuesday, giving Messi the chance to jump ahead in Barcelona’s match against Ajax on Wednesday. And as we all know by now, Messi doesn’t waste chances. The Argentine scored both of Barca’s goals as they beat an Ajax side that played the final 18 minutes with 10 men. In doing so, Messi hopped over Ronaldo and equaled Raul’s Champions League scoring record in the 2-0 win.

It took Real Madrid legend (and newest New York Cosmos addition) Raul 144 Champions League matches to score his 71 goals, but Messi has done it in just 90. Ronaldo, meanwhile, has 70 goals in 107 games. But while matching

records is nice, surpassing them is where the real glory is at. And when Real Madrid face Basel on November 26, Ronaldo will be gunning for it. The only problem is that Barcelona will play Cyprus club APOEL the day before.

Seaboard Marine CMRC International Race Meet Kalamadeen recruits the best for imminent Persaud to showdown against finest of C/bean

test his skill against the best

Group 4 racer Irfaan Kalamadeen (right) poses next to his Mazda RX 7, while master tuner Omar Crespo (left) and a mechanic take a breather from work yesterday. The mere fact that he has recruited one of the best known tuners to work on his Mazda RX 7 simply means that Group 4 speedster Irfaan Kalamadeen is sparing no effort in getting his machine absolutely ready for the November 16 Seaboard Marine Caribbean Motor Racing Championship (CMRC) showdown against both local and regional counterparts, at the South Dakota Circuit. Kalamadeen, who has been a consistent campaigner in the marquee c a t e g o r y, was seen overlooking work on his car which was being spearheaded by American Omar Crespo, who also offers his services to father

and son Kevin and Kristian Jeffrey. Commenting on his preparedness, Kalamadeen spoke of the amount of work that is being done to the cooling system, suspension, and the general handling of the car, all aimed at improving the overall efficiency and reliability of the machine. While not prepared to say whether or not the modifications have increased speed, the Guyanese racer was more content to disclose how much more reliable it would be and its increased generation of speed in and out the corners which according to him was a genuine concern before. Responding to the question of the quality of competition this year,

Kalamadeen said it will definitely be ‘stiff ’, but believes that the Guyana team is clearly the best assembled in many years and one which could retain the Country title. He mentioned also that Guyana has a very good chance of grabbing the individual title as well with Kristian Jeffrey nicely poised at the head of the points standing, while Kevin, Mark Vieira, Vishok and Danny Persaud and the veteran Andrew King, all confirmed to compete. Kalamadeen said Crespo brings a wealth of experience to the sport and has done a lot of work for the Guyanese drivers over the years. He extended thanks to his sponsors Ultra Lubricants and Jiffi Lubes for their support over the years.

Umpires named for this weekend’s GCA fixtures

The Georgetown Cricket Umpires and Scorers Association (GCUSA) has released the names of the umpires to officiate in this weekend’s Georgetown Cricket Association (GCA) fixtures. In the New Building Society second-division 40-overs tomorrow from 10:30hrs;

Transport Sports Club (TSC) will play Ace Warriors at Muslim Youth Organisation (MYO) with Mario Nicholls and Nandkumar Shivsankar in charge; MYO will travel to Malteenoes SC (MSC) under the guidance of Ashook Brijkoomar and Matthew Kissoon and Demerara Cricket Club (DCC) will engage Sophia at Guyana Defense Force (GDF) ground with Clyde Layne and Cyril Garnath doing on field duties. GDF will host Police with Nigel Duguid and Joseph Jeffery officiating and Diplomats will take on St. Stanislaus at MSC, the umpires are Javed Persaud and Nolan Hawke. In the Banks Malta Supreme Under-13 tomorrow at GNIC, Gandhi Youth Organisation will battle Diplomats from 09:00hrs and Everest will match skills with TSC from 13:00hrs. Daniel Richmond and Ernest Hinds will oversee the action. On Sunday, DCC will play Bel Air Rubis from 09:00hrs and MSC at 13:00hrs at MYO with the umpires being Richmond and Heuvel Cunha.

Flashback! Racer Danny Persaud poses next to his Mazda Miata last year at the Meet and Greet session on Main Street. His steady progression in the sport has been nothing short of remarkable, moving up from the Group 2 and 3 Classes to now campaign in the Group 4 category, a jump that is not only costly, but also a test of your skill and will against the best race car drivers in the Caribbean. Danny Persaud, who drives a Mazda Miata, made such a move and while instant success has not arrived as yet, this young speedster has shown the fortitude and skill that contradict his short tenure in the sport. Currently placed in the second spot in Group 4 of the Seaboard Marine Caribbean Motor Racing Championship points standing, Persaud speaking with Kaieteur Sport

yesterday at his garage said he has prepared to the hilt and fans could expect a good showing from him despite the presence of most of the favourites to win the individual crown. “I’ve done some modifications to the car since I last raced and I’m really confident that it will be even faster than the two previous legs I competed in,” Persaud told this newspaper. The easy going racer, who competed in both Barbados and Trinidad and Tobago at Bushy Park and Wallerfield respectively, said work was done to the suspension and cooling system and he is anticipating more reliability and stability in the handling of the car, while it should be able to produce more

horsepower as well. With three Guyanese holding the top three positions in the points’ race, Persaud said the country’s chances of retaining the title are great and urged fans to come out and lend vocal support to the team. “It is by no means a cake walk, but we’ve assembled a very strong team that includes points’ leader Kristian Jeffrey and his father Kevin, Mark Vieira, Andrew King, Vishok Persaud and a few other very good drivers and being on home turf will give us a significant advantage, especially with the support of the home fans.” South Dakota is the venue for what has traditionally been regarded as the biggest Meet in the CMRC.

(male) breaking a seven year jinx against the host nation with a resounding win that saw the Guyanese winning the gold medal having also defeated French Guiana. Some of the said players that represented the Golden Arrowhead in Suriname are expected to feature this weekend. Guyana Jaguars practice match

Deonarine hits 65 in Johnson X1’s 293 - Bishoo’s bowling keeps the game in the balance

Taijnarine Chanderpaul can’t believe he is bowled by Davendra Bishoo at Providence yesterday. By Sean Devers It was another day of hard work for the batsmen yesterday on a sluggish Providence track on the penultimate day of the second and final four-day practice match to select the Guyana Jaguars team for the inaugural West Indies Cricket Board (WICB) Professional Cricket League Regional Four-Day Franchise Tournament which starts on November 14. West Indies leg-spinner Devendra Bishoo just back from the Sri Lanka ‘A’ team series immediately made his presence felt by removing Taignarine Chanderpaul (12) and first innings centurion Shemron Hetmyer (7) in quick succession just before the close to leave Vishaul Singh’s X1, who enjoyed a lead of 56, on 31-2 in their second innings and the game in the balance. Test left-hander Narsingh Deonarine fought diligently for four hours and six minutes for a dogged 65 (7x4) from 175 balls to lead Johnson’s X1 to 293 all out just after resuming the day on 106-4. Singh’s X1 made 349 in their first innings and have an overall lead of 87 with an entire day to play on a track on which horizontal batting shots and back foot punches have been more productive than drives because of the variable bounce and slowness of the surface. The day began in sultry conditions with Deonarine and the more aggressive Chris Barnwell extending their

fifth wicket stand to 76 with careful batting against a spin attack which got plenty of assistance from the twopaced pitch before Barnwell lofted off-spinner Royston Crandon to long-on to leave the score 172-5. Barnwell, two overnight, fell just before Lunch for 42 (5x4). Although Deonarine was not at his fluent best he survived a tough morning period and by Lunch had added 28 to his overnight 23 to be unbeaten on 51 by the interval from 220 minutes and 157 balls. From a Lunch-time score of 187-5, Johnson’s X1 were ‘tied down’ by off-spinner Steven Jacobs, left-arm spinner Raj Nanan and legspinner Amir Khan. The battle of attrition continued in the second session as Bajan lefthanded all-rounder Raymond Reifer, the only overseas player in the team, joined Deonarine and the six men and a dog in the empty stands must have been desperate to see more shots being played under a clear blue sky. Reifer never suggested permanence and soon edged a catch to wicketkeeper Jason St Clair off Khan after struggling to get the ball off the ‘square’ in his nine and Johnson’s X1 were 197-6 but with Deonarine still there and a strong tail to come, there was still hope of the batting side overhauling the challenging total. However, when Deonarine drove six feet seven inch pacer Raun

Johnson to mid-off at 203-7, he had made 65. He was soon followed by Jonathan Foo (5), LBW to left-arm spinner Anthony Adams, who was belatedly introduced into the attack and the score was 2238. Anthony Bramble and Veerasammy Permaul revived the position and played more shots than the other batsmen. They took the score to 269 before Permaul (28) pulled Jacobs to deep mid-wicket and by Tea Johnson’s X1 were 279-9. Nanan trapped Bishoo LBW for eight, leaving Bramble unbeaten on 43 with four fours. Jacobs finished with 3-53 from 29 overs while Nanan supported with 3-74 from 28.5. When Singh’s X1 began their second innings Permaul opened the bowling with Keon Joseph who only bowled three overs before Bishoo was introduced in the eighth over to operate in tandem with Permaul in an all Albion spin attack. Taignarine Chanderpaul (12) was completely befuddled by Bishoo and bowled ‘through the gate’ at 19-1 before Bishoo, who bowled with excellent control bowled Hetmyer (7) when the 17-old missed a pull at one that kept low off the final ball of the day. Bishoo has so far taken 210 from 6.5 overs and could prove the architect of destruction when play on the final day resumes at 09:30 today.

Forde to miss Panama again By Edison Jefford Guyana’s most decorated distance athlete, Cleveland Forde will be forced to miss the third stage of the International Association of Athletic Federation (IAAF) South American 10km Road Race Classic, which is set for Panama on Sunday. Forde will not be competing in the race for the third consecutive year, owed

to the unavailability of funds from the Athletics Association of Guyana (AAG). Forde has won the first two stages of the race in Guyana and Suriname respectively. He was expected to gun for a clean sweep that would have been his first in his South American 10km road race history. However, Forde was jolted off course Wednesday when he said he

was informed that the association cannot fund his participation. “I wanted to go, but they said that they do not have the funds. I received formal word yesterday (Wednesday),” he informed, adding that the association asked him to pay half the cost to attend, but “that made no sense” to him. The most dominant athlete since the inception of

the race twelve years ago, Forde has won two stages six times for a combined 12 overall wins of 36 South American 10km races. Forde placed second the three times he competed in Panama (2009, 2010 and 2011), which is higher in altitude and demands acclimatisation to adjust breathing. “I was looking forward to the race (in Panama). I’m

disappointed that I cannot go for a third win, but then again that is how it goes sometimes. On the streets wherever I go, everyone is asking me about Panama, now they know I will not be going,” Forde said. Asked about his own fitness, since Kaieteur Sport had heard that Forde on his own volition was not keen on competing in Panama, the 29-year-old distance running ace said that he was not up to pursuing the matter further with the association. “After they said that they cannot fund my participation and asked me to put half the money, I left it alone; I did not pursue it much. You know me; I didn’t want to talk too much and then that put pressure on me to perform in Panama,” the usually quiet Forde opined. The occurrence brings the curtains down on the competition season for the

Cleveland Forde University of Guyana Social Sciences student. In addition to the first two stages of the South American race, Forde had also won the Ainlim race and missed the Courts event owed to Chikungunya.

Ronaldo aiming to be best ever

Barcelona, Reuters Real Madrid forward Cristiano Ronaldo says he will work to be the best player of all time after being presented with his third European Golden Boot award. The 29-year-old was speaking at a lavish ceremony in Madrid where he received the trophy for being the joint top scorer last season in Europe, along with Luis Suarez, having hit 31 goals. “I always try to do things well and not just last season. I always want to do better,” said Ronaldo. “The last five years have been very good and the last two have been a little bit better. I don’t want to just be the best in Portugal, I want to be the best ever and I will work to be that. After that it is

down to individual opinions. “In my profession I want to be the best, and I am making a name for myself step by step. When my career ends I want to see the statistics and I want to see if I am among the best ever. “I am sure I will be.” The World Player of the Year, who also won the Golden Boot in the 2007-08 and 2010-11 seasons, has had a glittering career with both Manchester United and Real and he helped the latter to win their tenth European Cup last season. “To win the third Golden Boot is like winning the first. I am very happy, it is a special day and I want to share it with the people that have helped me,” said Ronaldo. “Everyone talks (Continued on page 34)
