Lawyers picket SOCU over arrest of colleague …as file sent to DPP for advice

A

n investigation into the alleged unlawful arrest and subsequent release of Attorney-at-Law, Tameika Clarke, by the Special Organised Crime Unit (SOCU) has been completed by the Guyana Police Force’s Office of Professional Responsibility (OPR).

Kaieteur News understands that the file has been sent to the Office of the Director of Public Prosecutions (DPP), Shalimar Ali- Hack.

Clarke was detained by SOCU on October 28, 2022 for advising her client to remain silent during the course of a criminal investigation conducted by the Unit.

On Friday at noon, scores of lawyers draped in their robes and holding placards protested SOCU’s Headquarters on Camp Street, Georgetown over Clarke’s arrest. Tameika

Clarke, Attorney-at- Law told Reporters that she is dissatisfied with the progress of the investigation into the incident.

“I am not satisfied because I would have expected by now that the Commissioner of Police would have issued a statement at least acknowledging certain basic principles, such that a Counsel has the right to instruct the client to remain silent and I have not heard any word to date from the Commissioner of Police,” Clarke said.

The Attorney disclosed that legal proceedings against SOCU will be filed sometime by Monday noting that it is important to prevent a recurrence.

President of the Bar Association, Pauline Chase, described Clarke’s detention as “disgraceful”. “It has been a week and we have not had any positive movement and we issued a statement on the

same day calling for a number of actions to be taken and we have seen no movement there…You see Lawyers out here but this is a wider issue, it is a rule of law issue, it is a fundamental right issue, the right to Counsel.

The right to remain silent is ingrained, these are none negotiable rights and it affects us all,” the Bar Association President stated.

The Guyana Bar Association had called on the Police Commissioner to issue an apology to Clarke, compensate her for unlawful detention and launch a full investigation into the matter.

Meanwhile, Attorney General and Minister of Legal Affairs, Anil Nandlall, SC in a video statement released just after the protest said the Government of Guyana does not condone what happened to Clarke.

“Our Government is

committed to the rule of law, we are committed to obedience of the Constitution, we are committed to ensure that the rights and freedom of our people are respected and the laws of this land are upheld,” he said noting that the Government has no policy to be subversive to the rule of law or the Constitution of Guyana.

Nandlall said he intervened and advised the SOCU officers to release Clarke after which he offered her an apology for the regrettable incident. “…Fortunately my advice was accepted, so I thought that this was water under the bridge. I received, a letter for a pre action from a Lawyer purporting to act for Ms.Clarke. The Police Officer and Police Commissioner received similar letters,” Nandlall disclosed noting that Clarke is demanding compensation to the tune of $50M. The Attorney General added, “This young lady would not have spent more than 10 minutes under this alleged police restraints, she was not physically incarcerated in a cell, she

The Attorney General said too that Clarke’s detention did not exceed 15 minutes. “…$50 Million is being demanded as compensation, while I am in the process of replying to that letter, I am aware of pursuits being made across the Caribbean to get statements to emanate about the conduct of the police…so one must begin to

ask whether it is that the young lady’s best interest is being pursued or is there another agenda at play,” Nandlall said deeming the compensation requested as “absorbent and as excessive.”

Nonetheless, the Attorney General said he will respond to the letter received from Clarke’s Attorney for he believes that the matter should be resolved amicably. “…I hope that what is unfolding in the public domain does not continue to mitigate against the best interest of the young lady who has been allegedly violated,” Nandlall said.

With our border dispute case in the International Court of Justice – the Foreign Relations Committee has never met. With rapidly increasing crime – a possible response to the high cost of living- the Security Sector Committee has never met.”

These concerns were highlighted by Chairperson of the Alliance For Change (AFC), Catherine Hughes, during a virtual Press Engagement on Friday.

In addition to those Committees, she also pointed out that the Economic Service Committee has been waiting since March to resume under a new chair after rotation.

Hughes told Reporters, “Despite the rancor that permeates the discussions of the House, there continues to be some unresolved deficiencies, and we lament that their mere existence suggests that the Speaker is unwilling to tackle these defects.”

For instance, the former Minister explained that the functioning of Parliamentary

Speaker of the National Assembly, Manzoor Nadir Committees is the foundation of facilitating scrutiny of all areas of Government policy and administration.

“It is through these Committees that we can guarantee the opportunity for all sides of the House to participate, discuss issues of national importance, facilitate robust discussion, and most importantly strive to achieve consensus on national issues in the best

interest of the Country,” she added.

Given this laudable expectation, the Party said it finds it “reprehensible and unacceptable” that several Parliamentary Sectoral Committees are comatose or have never seen the light of day more than two years later.

Furthermore, the Alliance For Change complained, “the fact that the Speaker has been too

busy with his many various overseas trips to deal with these serious transgressions and get his real work done is alarming and most unfortunate.”

While the Committees have not been meeting, the Opposition party also pointed out that the 12th Parliament holds the record in Guyana’s history for striking out and disallowing key Motions of high priority, such as the ones on high cost of living, massive floodingresulting in loss of income and damage to property- and others.

Additionally, “Questions to the House continue to be butchered, not edited and often lack a timely response.

All this is in addition to the infrequent sittings which indirectly silence debate on important issues, as for example, private members day –which occurs every fourth sitting when Opposition issues are examined, can take months now to come around,” Hughes noted.

If halting oil operations is what must be, let it be

S

ometimes matters peak to a point where there is only one choice left. This is where we are with oil operations in the offshore Stabroek Block. If ExxonMobil refuses to respond satisfactorily to what Guyana seeks to have and must have, then operations in the Stabroek Block must come to a grinding halt, until something gives.

There is a time for talking, and there is a time for acting. This is regardless of how much this puts a wrench in ExxonMobil’s operations and its visions, or how much we also would experience. Some things just have to be, and this is where we are, with ordering a stoppage of all oil operations.

We are impatient with talking forever, and all that the Guyanese people are getting from both ExxonMobil and our own leaders are hollow words. This going around in circles and always coming up next to empty handed for our immense oil wealth, can’t continue, as before. Something must give, and Guyana must be given a better deal.

Guyana needs and must have, and must get, comprehensive coverage in the event of a catastrophic oil spill. We need the evidence of such coverage in black and white, going all the way up to the parent company of Exxon Guyana (EEPGL). It is what would give a degree of comfort to us, for as zealous Guyanese Attorney, Melinda Janki noted, the oil money would not matter so much, should there be an environmental disaster from an oil spill, and this country is lacking the whole package of coverage that is vital (KN October 4).

There are reports of a small oil spill, the mere matter of one barrel (42 US gallons), and weeks later, the citizens of this country are still waiting for some information on what happened, how much was spilled, what failed, and who was responsible. If this is for one barrel of oil spilled, and this is the disrespect that Guyanese are subject to, then it doesn’t take much to appreciate what we would get and when if a bigger oil spill were to occur.

Full liability coverage is on the liability side, of what we could end up owing to others, while having to deal with the specter of national bankruptcy hanging over our heads. On the income side, the absence of ring-fencing, and the silence around that changing at the soonest, contributes to how we are being gamed and robbed, through one practiced company skullduggery or another, and being none the wiser for what is actually happening. When we allow ourselves to be delighted at the trickles of cash going into the nation’s overseas oil fund, ExxonMobil is busy drumming up, and implementing new tricks to cheat us out of our fair share of this oil wealth. To paraphrase a now ancient American political power, Donald Rumsfeld, ‘we don’t know what we don’t know’ and ExxonMobil wants to keep us in that state of thick darkness.

To delve deeper in what Attorney Janki said, there must be an ‘independent international, credible investigation of what ExxonMobil is doing offshore, and that it should then serve as the basis for new discussions.

The first condition is that ExxonMobil is only allowed to resume operations if it yields to the reasonable priorities that Guyana tables. We should not be begging ExxonMobil to come to the table, that’s the company choice. What we do know is that the oil would stay under the seabed, and oil don’t spoil.

We also know that the whole world knows how we have been robbed (by ExxonMobil), and that the whole world wants to come here and invest to profit richly. Demanding our fair share from ExxonMobil is what any of the businesses desiring to come here would want for themselves. Guyana wants and must collect the full amount of taxes due from ExxonMobil, like all others. Monitoring expenses and reviewing bills are must haves as well.

These are in addition to the ring-fencing and full liability coverage identified earlier. This country either gets a new deal, and a better, fairer deal. Or, there is no deal at all, and operations cease immediately. Let ExxonMobil take matters from there, the ball would be in its court.

VISHNU BISRAM FOR NEW DELHI DEAR EDITOR, The Vishnu for High Commissioner to India battalion is on the move. I am pondering how to go about this in a kindly way so as to not to offend, while making my point(s). The best approach is to list his pluses and minuses, so off I go; not to India, but towards what works.

I give the back of my hand to that part of Dr. Bisram not being a Diplomat by training or history. Since when has that been a criterion of meaning and standing, one that helps in the actual decision-making?

Will Guyanese be honest for once, please? The man, the writer, the public contributor, the streetwalker, the gladhander, and the ubiquitous professor of assorted arts all stand him good stead- he has been the best ambassador for the PPP since Noah was a toddler.

And when all that is said and contemplated, he still has a few aces left in his arsenal of, er, recommendations. I may ruffle the sensitivities of this Guyanese brother a shade, but I think he will understand, and expect no

less from a character like me.

The first unbeatable card up his sleeve is that Dr. Bisram is a PPP man through and through, and all the way to the whites of his eyes. I acknowledge that he has done his best to camouflage his political and other fundamentalisms, but his slip and pen and tongue shows ever so frequently.

He can’t hide, though he has attempted to run from this shadow of his. Why bother, brother? If one is a PPP man or a PNC one, then there is the assurance of broad, stout company.

There are worst things in this life, though I am yet to come across them. What else is there, unless one likes the poisoned slings and arrows that is the lot of the outsider trapped in the middle, who gets crushed by the pincers of both sides. I can attest to the beauties and fragrances of that barren shoal. But Dr. Bisram is on the best of possible grounds, a known loyalist, a proven commodity, a trusted fellow traveler. The latter should not be mistaken for communistic tendencies, simply one who is a true

believer.

The second matchless ace in Dr. Bisram’s scabbard is that he is an Indianist right across the board, and does little to disguise that calling, that stirring.

Bless his democratic, altruistic soul.

It is why I believe that he would be right at home on the banks of the Ganges or Brahmaputra, or wherever New Delhi may be perched, if it is so. A man of Vishnu Bisram’s known inclinations and fascinations would be most welcomed by the likes of Narendra Modi and LK Advani.

For, since I am left with no choice but truth, I must bite the bitter bullet. Dr. Bisram is Hindu to the nth degree, and of that he is most proud, though somewhat mutedly and not rabidly so.

He would be the right man at the right time in New Delhi, where for Modi over 100 million Muslims don’t exist, and because they do, they shouldn’t. As for the other untouchables of India, Dr. Bisram has had long practice right here in Guyana in that he has been compelled by political leanings to deal with the PNC, and hasn’t

done so well in that tumultuous aisle. Now I regret if I have offended both D r. B i s r a m a n d H i s Excellency, India’s High Commissioner to Guyana. I assure them that it is not personal or poisonous; simply the contrarian streak inside coming to the fore.

The underdog is my kind of dog.

Thus, I think everyone should see why I have ‘no objection’ to the name of Dr. Vishnu Bisram being pulled out of the hat by his friends and allies, and thrown into the High Commissioner’s ring.

I like this highly scientific process, this kind of natural selection practice.

But, Editor, I favor the appointment of Dr. Bisram for one other reason. He is not the kind of man, I believe, who would assault a woman, or kick a dog. He may be capable of many other less than illustrious things, but of those two, my last dollar is on him to be in control of himself and do the right thing.

Hello, Excellency. All rise! What a country! Guyana, not India.

West Indies cricket, death by a thousand cuts DEAR EDITOR, Guyana’s once popular cricket commentator, Joseph ‘Reds’ Pereira, had a famous term which he loved to use on the air, “and he is on his way.”

Those well-known words were used to describe a batsman making his way back to the pavilion after been giving out by the umpire.

These days, we sadly have to say the same for an entire team, making their way back to the pavilion and back to their respective country after a joy-ride for a short “holiday,” lasting three games in Australia, during their ICC T20 World Cup 2022 series.

What a disaster for the West Indies cricket team to be referred to as the ‘Worst Indies’ team! Under the headline, ‘The Titanic is sunk,’ Sportstar Magazine of India (in 1997) said that West Indies cricket eventually ‘may well be as much part of history as the Titanic.’

Once, there were the “Bourda Green” days when the cavalier West Indies team was the most feared team in the world filled with master blasters for batsmen and leaving blisters to be plastered from their throng of pace bowlers, all done in a

continuous manner from number 1 to number 11 and also year in year out. It used to be a continuous attack with the bat and the ball (okay, minus Lance Gibbs with the bat). Even Colin Croft, a bowler and tail-end batsman, showed his prowess with the bat. His records show that he had a highest test score of 33 while remaining not out 22 times from his 27 tests!

At the prestigious Lord’s Cricket Ground in the UK, the West Indies won the ICC Cricket World Cup twice when it was known as the Prudential Cup played every 4 years, inaugurated in 1975 and again in 1979. Under Clive Lloyd’s Captaincy, they beat Australia in the first encounter in 1975, fielding four Guyanese players; Clive Lloyd, Rohan Kanhai, Roy Fredericks and Alvin Kallicharran. They then thrashed England on the second occasion in 1979, this time three Guyanese took the field: Clive Lloyd, Alvin Kallicharran and Colin Croft.

But they were unable to complete the hat-trick in 1983 when India beat them in a low scoring game with only two Guyanese at the crease, Clive Lloyd and Faoud Bacchus. West Indies

never fully recovered from that astounding loss and never won this World Cup 60/50 overs format of the game again.

A slow but sure decline in the quality of Caribbean’s magnificence dwindled with the setting sun and the tiger losing its teeth.

Michael Henderson of t h e Ti m e s i n L o n d o n maintained that “an era came to an end, beyond all argument,” adding that it ended with a submission so feeble that the years of West Indian domination appeared to be a trick of the light.

Such commanding dominance went to bed. So true, embarrassed, the West Indies did grieve and mourn the death of a premature birth.

The West Indies team failed to cross the starting line this year. Former Australian Cricket Captain, Ricky Ponting described West Indies performance as a ‘disgrace.’

Beginning gloomily, the team failed to secure direct entry into the super 12s.

Former West Indies Cricket Captain, Kieron Pollard said it’s a ‘sad day’ for Caribbean cricket.

He was both surprised and disappointed at the team’s early exit. Cricket

West Indies President, Ricky Skerritt stated, “A postmortem will be carried out immediately.” The first man on the table may be the Head Coach, Phil Simmonds. He has already indicated his decision to resign at his ‘beck and call.’

The Hetmyer saga is another drama. Was there contamination at the selection level? Was the Captain Nicholas Pooran at f a u l t ? Wa s t h e r e indiscipline? Did their attitude, attire and aptitude attributed to an attrition? Sir Andy Roberts wrote, “I’ve said it more than once – our players need to embark on personal development. They have to develop their game.”

Is this the answer or to play the blame game?

He further observed, “I hardly hear the Director of Cricket (Jimmy Adams) say anything concerning the development of cricket.” As previously advised by the expert, ‘new attitudes, new ideas and liberal minds are needed to work for progress.’

Should the focus shift from to o m u c h f i t n es s an d concentrate on skills and/or they need to try new things rather than sticking to the same script?

Guyanese take responsibility, use your power or suffer DEAR EDITOR, What should one do, when they see people, they know struggling to survive, knowing these people can change their suffering to betterment if they take responsibility and make the changes that would facilitate this as they have the power to improve their lives?

Does one continue to support these suffering people or let them know they are the cause of their own

problems and leave them be?

Currently in Guyana people continue to vote for and support Politicians who do nothing for them, as a result the poor is in dire straits for the basics of life and those well-off are being robbed by strangers, by people who work for them, or by even by people they trust. There are diaspora members, who want to come to Guyana, but don’t, fearing their own families will plan robberies

Is Nicollette Fernandes genuinely concerned, or merely ambitious?

DEAR EDITOR, I wish to ask why Nicollette Fernandes is only speaking out now, when she is almost at the end of her playing career.

Is she preparing herself for a now lucrative role in sports administration by finally exposing the very people that she rode with all these years?

Most of the sports administrators in this country have been in their positions for many, many years - even decades. Their method of thinking would have been the same all this time. So why was Fernandes quiet for so long?

She is not a ‘small fry’ in the sports world, she is known internationally and plied her trade all over the globe. Her voice would have been heard then as it is being h e a r d n o w.

Administrators are handsomely compensated when they attend sporting events.

One can easily Google the per diem that these officials receive from the IOC when they attend the Olympics.

They make more than the athletes, and some teams consist of more officials than athletes. However, I am skeptical about the motives of Fernandes at this time. I also have a feeling that her letter may have been drafted by a Lawyer, if you catch my drift.

I am kindly asking the ‘Gildarie/Kissoon Show’ to invite Fernandes to get her to speak to the nation. Then we will be able to figure out if she actually authored that letter. Usually, a person writes the way they speak.

Guyanese it’s time you take your responsibility and forge your own future as your leaders and the exploiting foreigners would not be doing this for you, Guyanese you eventually will take to the streets when you can’t take it anymore like Haiti, Sri Lanka and other destabilizing countries, but by then it will be too little too late. Guyanese do partisan politics, then run to ABC countries for betterment, not knowing these countries had genocide and bitter civil wars, which shaped their societies.

Guyanese overseas continue to live in 1964 as per their social media

comments, one would think these people living in developed countries and had advanced education would know better.

Growing up in a poor half Afro-PNC and half IndoPPP village, I witnessed at election times the workers of these parties would come and mobilize their voters, dragging the elderly, the disabled and the half-dead to the polling station to get their votes, the very next day the village people will be asking people for a raise to buy food, neighbors asking each other for salt, sugar, rice, flour etc so they can make a meal, when asking these people why don’t they don’t vote for another party or hold their party accountable for their struggles, they tell you that’s none of your business.

It seems most Guyanese voting for and supporting their political parties are more sanctimonious than their religion, even more important than the following, (1) The current robbery of Guyana’s wealth by foreigners, (2) the food shortage or expensive food from the

country once known as a breadbasket, (3) the pending and future health crisis, (4) the global recession coming which will affect Guyana, those who receive overseas remittances take note, (5) the breakdown of peace and security, (6) the widespread corruption decimating the poor, ( 7 ) t h e i n e ff e c t i v e services from health, education and other institutions that Guyanese depend on, and (8) the foreigners in the country unaccounted for who will partake in criminal activities. etc.

This irresponsible behavior from Guyanese not to use their power to take to the streets and demand their fair share of their wealth and hold their politicians accountable, has fostered a bold and barefaced arrogance by the foreigners who exploit Guyana to declare how much they make and will be making in the future, the arrogance of the politicians to berate people who question them on

Guyana’s affairs.

We finally are hearing from some parliamentarians, but it’s not about our oil, gold, and other wealth, it’s about the credibility and validity of the voters list, as if this list is going to put food on people’s table and alleviate some of the pains and suffering of Guyanese.

Such is their arrogance, only Guyanese votes to keep them in parliament matters, that’s all we are to them.

Oddly Guyanese, with all their complaints and sufferings on crime, healthcare, food, jobs, inflation, flaring, sending their children to school with empty lunch kits and all else, the next election will still see the current parties controlling almost the same number of seats in parliament.

Will the same ways continue? or will we see a miracle where Guyanese will use their power and take to the streets demanding their fair share of their wealth while holding their Politicians accountable, after all Christmas is coming and it’s the time for miracles.

Education is key, Govt. reaching out with this in Sophia DEAR EDITOR, Sophia, once a notorious name and place, has changed and is still doing so. In fact, just a short while ago, Minister within the Office of the Prime Minister, Kwame M c C o y, u rg e d S o p h i a residents “… to capitalise on educational and training opportunities.” This, as we all know, in terms of standardising all communities across Guyana, is really the big goal of the Government, and so forms part of advancing the people-centred agenda, so evident across Guyana.

Editor, what I like about this recent engagement is that the residents were encouraged “… to tap into the training opportunities b e i n g o ff e r e d b y t h e Government…” and these are quite abundant.

I see that Minister McCoy reminded his audience that “We (the Government) have to all work together with you to make sure that we can bring our youth on board, and to guide them in the right direction, through the programmes of the Guyana Online Academy of Learning (GOAL) scholarship, and there is the Get Ready for Opportunities t o Wo r k ( G R O W )

programme. Through the Board of Industrial Training (BIT) programme; through all the programmes that we offer as a Government and that we can make available to the community.”

I sound a reminder that Article 26 of the 1948 Universal Declaration of Human Rights states that “Everyone has the right to education.” Yet presently, millions of children remain out of school.

People need to realise that education is not only a right, but a passport to human development that opens doors and expands opportunities and freedoms.

We all know that education makes people independent.

It also increases knowledge, strengthens the mind, and forms character.

Moreover, it is education that enables people to put their potentials to optimum use, as is also a type of reform for the human mind.

As a caveat, by education, I mean both formal and informal, as well as technical education.

So, it is great to see that the Government understands this kind of mindset, and this forms the foundation for the thrust.

I ask that Guyanese do not take this kind of input

lightly. In many parts of the world, things are still not on the mend. For one, the COVID-19 outbreak has left a global education crisis.

Most education systems in the world have been severely affected by education disruptions and have faced unprecedented challenges.

School closures brought on by the pandemic have had devastating consequences for children’s learning and well-being.

The global picture remains dismal, as some 147 million children have missed more than half of their inclass instruction over the past two years. And it is estimated that this generation of children could lose a combined total of $17 trillion in lifetime earnings in present value.

Overall, school closures have affected girls, children from disadvantaged backgrounds, those living in rural areas, children with disabilities and children from ethnic minorities more than their peers.

With this in mind, kudos must be given to the Government and Sophia must continue to capitalise. I personally feel very optimistic.

Would anyone be able to tell what kind of politics people support simply based on their appearance?

DEAR EDITOR, Please permit me to respond to Mr. D. Da Costa’s ‘The damage done to Guyana thanks to almost two generations of selfish and greedy Politicians’ (Stabroek News, November 3, 2022).

The writer should be given credit for expressing heartfelt feelings.

Da Costa suggests that our Politicians are ‘powerdrunk’ and suffer from “tunnel vision,” acting in their own self-interest.

According to the writer, Politicians manipulate race to gain and preserve power.

For him, “it does not require multi-million-dollar research projects and/or wide-ranging analyses to recognize this reality.”

Now, if this is to be taken seriously, then we must ask Da Costa how he arrived at such deep and irrefutable knowledge.

From the temperament of the letter under consideration, it appears that Da Costa had a spiritual revelation. Evidence for this could be found in his accusation where “the m a j o r i t y. . . a r e s e l l i n g themselves and their souls for a few pieces of silver...not unlike Judas in the bible story.”

Editor, contrary to Mr. Da Costa’s implied claim that messianism should replace research in understanding our challenges, I insist that we, in fact, need more courageous research. By courageous here I mean going beyond doing snap surveys and election-based polling. We

need to go beyond exactly the things that are taken to be deeply institutionalized realities of society.

Our treatment of race is among the most important to be liberated from innuendo, hearsay, mere belief, and if I may, intellectual laziness fomented and reproduced in the “dreary sands of dead habits.”

We also need to go beyond economic data and begin to think about things while drawing from the f i e l d s o f s o c i o l o g y, psychoanalysis, urban-rural studies, political theory, constitutional law, gender studies, linguistics, semiotics, and among others, intercultural and crosscultural communication.

Given the centering of race in Da Costa’s article, allow me to make a few observations on the same.

Most writers treat race as if it were a self-evident, physical, morphological category, meaning that race and appearance are the same.

Stuart Hall, that great Caribbean Sociologist who worked out of the Open University in the U.K. once warned that the approach to race by writers like Da Costa amount to the following – show me what they look like, and I can tell not only what and how they think, but who they are, that is, their Being.

Hall systematically destroyed this primordial understanding of race and racism. This is the ‘theory’ of race that is the most rampant in Guyana.

I ask Da Costa and others this now, and with full

respect to the persons named here – would you have been able to say where they stand politically if you did not know them and just saw their “persons” or images? Think of GHK Lall, Susan Rodrigues, Geeta ChandanEdmond, Natasha Singh Lewis, Pauline Sukhai, Glen Lall, Christopher Ram, Yog Mahadeo, Malcom Harripaul, Amanza WaltonDesir, Kwame McKoy, Gail Teixeira, Joseph Hamilton, Freddie Kissoon, Gen. Norman Mclean, Raphael Trotman, Tandika Smith, or Alister S. Charlie. Are you or anyone able to tell where someone stands politically by simply looking at them?

The fact is you cannot tell what kind of politics people support simply based on their appearance? Stuart Hall had called for “a politics without guarantees.”

He was critical of certain strands of ‘Black Politics’ that pre-analytically ascribe the ‘correct’ politics based u p o n a n c e s t r y, e t h n i c background, and morphological features.

Yes, there are patterns and regularities in political attitudes and voting behavior, but you simply cannot reduce people’s politics to their nominal ‘racial’ markers.

Freddie Kissoon has made powerful arguments along the same lines regarding Rishi Sunak, Clarence Thomas, and others. In the meantime, I ask the writer to clarify what exactly is meant by race.

Caribbean stakeholders collaborate on climate financing solutions for the Region at COP 27 November 4, 2022, B R I D G E TO W N , Barbados – Finding ways to urgently increase access to affordable and adequate financing for climate action for the Caribbean will be the priority for Caribbean partners at the world’s foremost climate change conference, COP 27. COP 27 or the 27th Meeting of the United Nations Framework Convention on Climate Change (UNFCC) Conference of Parties, gets started next week in Sharm el-Sheikh, Egypt, running from November 6 to November 18.

Ahead of the meeting, regional stakeholders are preparing their pitch and push to get the Caribbean the financing required to adapt to the impacts of climate change which are already a lived reality for the people of the Region.

On November 9, which is Finance Day at COP, the Caribbean Development Bank (CDB), the Caribbean Community Climate Change Centre (CCCCC) and the Organisation for Eastern Caribbean States (OECS) Commission, will jointly

host a side event to draw attention to the challenges of climate change in the Caribbean and propose associated solutions.

The event is a panel discussion titled, ‘Aligning Climate Finance Flows with Caribbean Countries’ Climate Resilience Needs’.

CDB President, Dr Gene Leon, who will deliver the keynote address at the panel, explained the reason underpinning the discussion - t h e u rg e n c y o f t h e challenges for the Region which is already facing severe climate change impacts such as stronger and more frequent hurricanes, droughts and flooding.

“For us in the Caribbean, climate change is not theoretical or in the future, it is existential, and it is now.

And the hard facts are that right now, the financing we receive is not adequate for the scale of the problem.

Simply put - currently the challenges are too big, and the money is too small to make the changes we need to effect to be able to survive climate change.”

The panel will focus specifically on the New

Collective Quantified Goal (NCQG) on climate finance.

Launched at COP 26 in Glasgow last year, the NCQG is a two-year work programme which will produce recommendations for the post-2025 climate finance goal - which will be the successor to the current USD$100 billion per year commitment reinforced through the landmark Paris Agreement in 2015.

Discussions at the panel will explore how the NCQG is an opportunity to address some of the key constraints that have stymied climate finance to the Region and look at how it can better respond to Caribbean countries’ needs.

Speakers include Trinidad and Tobago’s, Minister of Planning and Development, Hon. Pennelope Beckles, Chief Climate Change Expert at the European Investment Bank, Nancy Saich, CDB’s Vice President (Operations), Isaac Solomon and Ambassador Jeanine Felson, Senior Advisor on Climate Matters to the Alliance of Small Island States (AOSIS) and CARICOM.

A civil remedy exists Many years ago – more than a decade or so – a man was accused of murder. He was arrested for the offence but not yet charged. His anxious relatives went to a see a private Lawyer who is now deceased.

The Lawyer has only a few years legal experience under his belt but he was considered as a good defence Lawyer. The family of the accused man decided to approach this Law yer because did not think that they could afford some of the more experienced and reputable Lawyers in the profession. The Lawyer met with the family and told them that before he could start to do anything, they have to deposit one million dollars with him. This was just the consultation and retainer fees.

The family was told that if the matter went to Court, this would attract more money. The family had to sell off assets to pay the deposit. I am told that it took them years to recover from having to pay such a hefty deposit.

This is the dilemma faced every day by poor persons who find themselves on the wrong side of the law.

Their relatives struggle to find the legal fees demanded by some Lawyers. Many years ago, a commentary in this newspaper suggested that many Attorneys may not have been paying fair share of taxes and were

understating their earnings.

The then Income Tax Department apparently were of the opinion that many Attorneys were not declaring their true income and therefore it moved to increase the professional fee for Legal, Accounting, Dental, Medical, Optometrists and Engineers. The fee for Lawyers was set at $250,000 per year. The move was challenged in the court and according to the Guyana Revenue Authority, they cannot collect this fee because the matter is before the court.

As such the certificate, which the GRA was treating as a minimum tax, remains at $10,000 annually for Legal, Medical and Dental professionals. It was pleasing to see that some members of the legal fraternity have taken to protesting the alleged unlawful detention of one of their colleagues. They have a constitutionally-protected right to protest and they can hardly complain that this right is being violated.

They should be reminded however that each year tens of Guyanese allege unlawful arrest and detention by the Guyana Police Force.

And many of these persons are poor people who cannot afford hefty legal fees. It is therefore hoped that now that the legal fraternity is demonstrating its opposition to what is

perceived as an unlawful detention, that more members of the legal profession would run to the assistance of poor victims of unlawful arrests and detention.

When you are poor in Guyana and your rights are violated and you do not have facility to challenge the violation of your rights in a court of law, you are often forced to accept your humiliation. But now that more and more members of the legal fraternity are willing to stand up against unlawful detention, that more of them will be willing to offer their services free of cost of poor members of our society whose rights are violated.

The protests by the Lawyers spring from an incident in which one of their colleagues was allegedly detained by the Special Organized Crime Unit (SOCU). It has been reported that the Lawyer was arrested after she reportedly told her client to exercise his right to remain silent.

The media has done a lousy job in reporting on this matter. A report has given of what appears to the police version of this incident but the media appears less than enthusiastic to verify the police’s version of events.

Unlawful detention has a civil remedy and there is more than the likelihood that legal proceedings are going to laid against the State for

One person has said that the picketing exercise outside of SOCU has to do with not hearing back anything from the Police.

The Police have reportedly undertaken an investigation and that is likely to include examining

the conduct of its officers in the incident. But the Police are not likely to make public its report into the alleged unlawful detention especially considering that civil action may be imminent.

If the Police Force admits it erred, then this would make it automatically liable for damages at tort. If the members of the legal fraternity, including the Guyana Bar Association are of the view that the Lawyer’s constitutional freedoms

were violated it should file civil action, immediately.

They should do so with the same alacrity as was when the Guyana Revenue Authority sought to drastically increase the fees for a professional certificate.

he Commission of Inquiry (CoI) into the March 2020 General and Regional Elections on Friday commenced with the Chief Elections Officer (CEO) of the Guyana Elections Commission (GECOM), Vishnu Persaud,

being the first to take the stand.

For the 2020 elections, the polls for Region Four were tabulated at Ashmin’s building, which is located at Hadfield and High Streets, Georgetown. Housed at that building was the Office of Region Four (Demerara

–Mahaica) , Returning Officer, Clairmont Mingo.

During his testimony, Persaud was asked if he is aware of security footage from inside of Ashmin’s building during the elections period. The Chief Elections Officer responded that even though he has the responsibility to keep track of all the records of GECOM – he has no knowledge of the security footage from inside Ashmin’s building.

He said, “No I am not aware that any such footage is available. In fact, I did enquire and I was informed that the cameras were installed in that building on the instructions of the former Chief Elections Officer, and that might have been done by a private service provider.”

“Nobody seems to know when the cameras were removed nor where the footage might be, and in terms of records, may I

venture, when I assumed office the computers which should have had information or could have had information in that regard were wiped clean,” the Chief Elections Officer added.

Persaud assumed office in December 2021, months after his predecessor Keith Lowenfield was terminated.

Kaieteur News had reported that electoral fraud c h a rg e s w e r e b r o u g h t against, Keith Lowenfield, Clairmont Mingo, former Deputy Chief Elections Officer (DCEO), Roxanne Myers, GECOM’s Information Technology Officer, Enrique Livan and GECOM Clerks, Michelle Miller, Sheffern February and Denise Bab-Cummings.

Notably, Livan who was named in a USB flash drive scandal surrounding the tabulations of votes that happened on March 5, 2020, was slapped with one fraud

During Persaud’s testimony he revealed that Livan continues to be employed with GECOM. Also to testify at the COI was Edgar Thomas, Commander of Regional Division 4A during the 2020 elections.

Thomas testimony was centered on the incidents that occurred at the Ashmin’s building.

The CoI is being conducted by Justice of the Appeal (retired) of Turks and Caicos Stanley John, who is

the Chairman of the Inquiry as well as former Chancellor of the Judiciary (Guyana), Carl Singh and High Court Judge (Belize) and former Justice of Appeal (ag) in the Eastern Caribbean Supreme Court, Godfrey P. Smith.

The Commission is tasked with determining what attempts, if any, were made to obstruct, frustrate, subvert and prevent the counting, ascertainment and tabulation of votes polled and a declaration of the true results of Electoral District No. 4 as prescribed by the Law. They will also enquire into the conduct of the Chief Elections Officer and other Election Officials.

Constitutional Reform needed before Govt. can divide Reg. 4 into sub-districts - Williams

ormer Attorney General and Minister of Legal Affairs, Basil Williams, SC has called on the Government to return to the process of Constitutional Reform ahead of its bid to split Region Four into subdistricts for the purpose of elections.

Williams, in a public comment reiterated his position that the Peoples Progressive Party (PPP/C) Government, which is soon

set to institute changes regarding the Representation of the Peoples Act (RoPA), cannot make variations to the Region 4 location by ordinary legislation, but must return to the reform process that conceptualized the idea of splitting the traditionally recognized Peoples National Congress Reform (PNC/R) stronghold.

Williams asserted that the Representation of the People (Amendment) Bill

2021 (ROPA) provides another example of the PPP/C’s attempt to deflect from the true intent of the introduction of the legislation.

“In the first place it contains draconian provisions (to borrow their term) which have preoccupied the critics. Also, it refers to a 1980 Order to premise its division of the PNCR stronghold, Region 4, into four (4) sub-districts,” he said.

To do this, Williams believes, “is to convey to any PNC/R supporter that such divisions (of Region 4) were done under a PNC/R Government and perhaps pre-empt any protest.”

However, the former Attorney General explained that in 1980 when the National Assembly Elections (Constitution of Polling Districts) Order No. 71 of 1980 was made, there was no Geographical Constituencies (GC) in the Cooperative Republic of Guyana.

“Thus, one has to look at Article 160 (2) of the Constitution which makes provision for the creation of GC and election of members therein as Parliament may prescribe,” Williams said while noting that Article 160 (2) was inserted into the Constitution in 2000 as a product of the Constitutional Reform Process.

“There was no provision for further sub-division of a GC by Article 160 (2) as aforesaid,” he added.

Williams explained that

Former Attorney General and Minister of Legal Affairs, Basil Williams, SC Parliament prescribed Section 11A which was inserted into the Representation of the People Act Chapter 1:03 (ROPA) and determined ten (10) GC for Guyana with no provision for any further divisions into sub-districts.

He was adamant therefore that, “We must return to the Constitutional Reform Process to complete this hybrid system of GC and top up seats.”

Williams’ view is that the

PPP/C does not want Constitutional Reform.

Local Government Elections (LGE) will take place on March 13, 202. It is expected that changes to the RoPA which include higher penalties for elections’ offences, creating new elections’ offences with high penalties, and establishing new offices for District 4, will be effective before the elections.

These however fall outside of more pressing issues such as changes to the Guyana Elections Commission (GECOM) among others.

Attorney General and Minister of Legal Affairs, Anil Nandlall, SC had dismissed criticisms about the changes being inadequate saying that constitutional change would require a two-thirds majority in the National Assembly.

Nandlall said that the Government was interested in statutory reforms and would not be engaging in statutory changes at this time.

Climate disasters could wipe out 100% World of Guyana’s coastal agriculture - Bank

...warns that country’s contribution to climate change will increase with new oil and gas projects Environmentalists have long insisted that Guyana’s oil and gas would be better left unexploited due to the lopsided deal the country received for its largest oil block and more importantly, the environmental destruction caused during the production of the resources.

The World Bank in its latest Fact Sheet on Guyana, published on October 6, has warned that the country is at ‘high risk of climate induced hazards’ as a result of the massive oil discoveries off the country’s coast.

According to the report, heavy rainfall and related occurrences of flooding, sea level rise, and storm surges, especially in coastal areas are expected in Guyana.

“Guyana’s contribution to climate change is expected to increase due to the oil and gas discovery, which could ultimately hinder growth and development efforts in the country if left unchecked,” the global institution pointed out.

During the production of oil and gas harmful toxins are released into the atmosphere which contributes to climate change.

The World Bank was keen to note that, “Guyana’s coastal plain strip lies below the mean high tide mark and has historically suffered flooding from both Atlantic storm surges and heavy

Guyana’s efforts to become the ‘food basket of the Caribbean’ - given its role in reducing the Region’s Food Import Bill by 25 percent by 2025 – can be hindered due to the massive oil and gas projects that are to be pursued.

“Research shows that the impact of rising sea levels and intensified storm surges in Guyana would be among the greatest in the world, exposing 100 percent of the country’s coastal agriculture and 66.4 percent of coastal urban areas to flooding and

coastal erosion, with potential GDP losses projected to exceed 46.4 percent,” the World Bank said.

Notwithstanding, the financial institution noted that the country’s Low Carbon Development Strategy (LCDS) 2030 outlines substantial measures to support green resilient growth, including increased protection for the standing forests and investments in renewable energy sources such as hydropower and solar energy.

G u y a n e s e Environmental Lawyer, Melinda Janki, has been highlighting the environmental harm being done by Esso Exploration and Production Guyana Limited (EEPGL) commonly referred to as ExxonMobil Guyana, the operator of the Stabroek Block, since the start up of oil production in 2019.

On numerous occasions she called for the oil company’s ‘dangerous’ operations to be shut down, pending an independent international and credible

investigation into their activities.

She believes, ”There should be an independent international, credible investigation into those operations and it should only be restarted if it makes sense and it is at that point, in a discussion for restarting, that the people of this country can say well this is what we want instead.”

Janki has taken ExxonMobil to court over matters relating to the safety of its operations. The Lawyer has challenged the excessive burning of natural

gas offshore Guyana by the oil company. More recently, she moved to the courts to question the validity of the Liza One Environmental Permit renewal – arguing that insurance provisions were not complied with.

While these two matters are still before the courts, Janki was successful in litigation against the oil company in 2020. The Lawyer had moved to the court to reduce the oil company’s environmental permit from 20+ years to five, the correct time as prescribed by law.

Five found guilty of killing Faiyaz Narinedatt F

ive men were on Friday found guilty of the 2016 murder of Faiyaz Narinedatt, a Carpenter of East Berbice, Corentyne.

The five men, Orlando Dickie, Radesh Motie, Diodath Datt, Harri Paul Parsram and Niran Yacoob, who were on trial before Justice Navindra Singh were found guilty by a 12-member Jury at the Berbice High Court.

After a two hour deliberation by the Jury, the guilty verdict was handed down. Justice Singh ordered that probation reports be prepared for the five men and set December 28, 2022 as the date for sentencing. The State was represented by Special Prosecutor, Attorney Latchmie Rahamat, and State Prosecutor, Nafeeza Baig.

pleased with the verdict.

Between October 31 and November 1, 2016, Narinedatt of No.73 Village,

17-year-old in custody following Charity hit and run accident A seventeen-year-old resident from Charity on the Essequibo Coast is now in police custody, following an alleged hit and run accident in the Charity Extension Scheme last Thursday night.

The suspect, according to police, has been identified as Adon Da Silva, of Lot 621, Charity Extension Scheme on the Essequibo Coast. The victim has been identified as thirty-six-year-old Manniram Sooklall, a Labourer, of lot 403 Charity Extension Scheme.

Kaieteur News was told that the incident occurred at around 19:00hrs last Thursday Night. At the time of the collision, the seventeen-year-old was riding an ATV bike along the Charity Extension Scheme Access Road at an alleged fast rate of speed.

The teen claimed to have run over something and upon close inspection, he realized that it was a man. Upon seeing the man lying motionless, the teen reportedly panicked and drove off.

The unconscious man was picked up by police and taken to the Charity Hospital, where he was pronounced dead by a Doctor. Kaieteur News managed to speak to the now deceased man’s sister-inlaw, who is believed to be an eyewitness to the incident.

She told this publication that at the time of the accident, Sooklall had just crossed his bridge and was standing on the edge of the road.

She told Kaieteur News, “Yesterday afternoon, I hear my brother-in-law [now deceased] calling for my

husband. Now while I coming out to see what is it he want, I see this motorbike coming down the road fast fast. So I pull in the corner cause I know they does normally ride speed all over the scheme.” She added, “I see the bike make one thing and sway in the corner and run over the man. After he hit the guy down, he come back, rev up the bike and ride off.”

Based on information filtered to Kaieteur News, Sooklall appears to have suffered severe head injuries.

His body is presently at the Charity Mortuary where it awaits a postmortem examination. The teen rider, on the other hand, was reportedly taken into custody and is assisting with investigations according to the police.

Corentyne, Berbice, was found lifeless on the No. 70 Village Public Road hours after he attended Businessman Marcus Bisram’s birthday celebration. Nariendatt’s body was found in close proximity to Bisram’s home.

Bisram, a GuyaneseAmerican had returned to the United States shortly after the murder of Narinedatt but

was later extradited to Guyana and placed before the court for the Carpenter’s murder.

He was subsequently acquitted based on the lack of evidence and set free in J u n e 2 0 2 0 . H o w e v e r, Director of Public Prosecutions, Shalimar AliHack had instructed that Bisram be recommitted to stand trial for Narinedatt’s

murder.

Bisram, through his lawyers, appealed and subsequently High Court Judge, Justice Simone Morris-Ramlall ruled that his imprisonment was unlawful and ordered his release.

That decision was then overturned by the Court of Appeal and Bisram moved an appeal to the Caribbean Court of Justice (CCJ) where it was ordered that he be released.

h e I n t e r A m e r i c a n Development Bank (IDB) will soon provide the Ministry of Education with a US$43M loan that is expected to go a long way in easing massive overcrowding at hinterland schools.

According to project documents, the loan is expected to create a better learning environment in 31 hinterland schools, mainly in Regions One, Seven, Eight and Nine.

The schools identified will have access to an improved learning environment with the provision of essential services including water, energy, and connectivity and an improved quality of education services through a package of comprehensive services to create multicultural, studentcentered classrooms.

With respect to overcrowding, the IDB in its Socio-Cultural Analysis dated October 2022, found that at Kariakau Primary School (Region One), it was initially designed to a c c o m m o d a t e approximately 20 to 30 students. However, the school currently has an enrollment of 135 students in Grades One to Six. In

addition, the school also houses a nursery school with an enrollment of 44 students, and a Primary Top with an enrollment of 74 students in Grades Seven, Eight and Nine.

The IDB in its report said the overcrowding of the school has resulted in classroom activities being conducted at the ICT Hub and the Teachers’ Quarters, and the school having to operate on a rotational basis where students of specific grades attend class on a shift system.

At Tabatinga (Region Nine) where a new school will be constructed, students for the time being are required to travel 20-25 minutes by walking to attend the Arapaima Primary School, where there is mass overcrowding.

The IDB said Arapaima Primary School was built to house 250 students but currently has 515.

At Hosororo Primary School in Region One, the IDB said there is ‘severe overcrowding and lack of facilities.’ It said the main auditorium space is divided by chalkboards into five classrooms, which accommodates Grades One to Five, and there are two Grade Six classes which are located in the space allocated

for the science and Information Technology labs.

The financial institution said too that the upper flat of the building houses Grades 7-11, but is currently without electricity due to the building not being wired. It further noted that the current overcrowding is resulting in a daily disruption in classes, due to the noise and distraction of all the primary grades being housed in one space.

In addition, the IDB said there are security concerns surrounding the safety of teaching aids and other resources that are often left unattended during noncontact periods.

Once key upgrades are completed, the IDB said it is expected that approximately 3,261 students in the hinterland regions will benefit from the improved learning environment.

Such works fall under Component One of the Ministry of Education’s Educational Recovery and Transformation project.

Under Component Two, it is expected that 4,106 students from Grades Two to Six and their 165 teachers, will benefit from the provision of digital devices.

Under Component Three it is expected that 26,600

students will benefit from access to adaptive learning platforms, inclusive of students from hinterland communities.

The IDB said it sees this project as critical, especially when one considers the fact that the gap between the hinterland and the coastland, where education is concerned, has widened. The institution said this indicates that improvements are more significant on the coast.

The bank said too that the gap accounts for the inability to access resources such as adequate schools and classrooms facilities, access to essential services such as water, internet and electricity, and deficiencies

in the delivery of education such as adequate number of qualified teachers to student’s ratio.

Importantly, the bank said the gap has widened in communities that are located in remote locations such as Kariaku, Region One where it is expensive to access, and where there are no alternative options to the public school system.

It said these results in over-crowding of classrooms, and students competing for limited resources.

Furthermore, the IDB said primary schools in communities like Kariaku and Hosororo, are expected to provide resources to

educate nursery levels and primary-top levels where no nursery or secondary schools are available. As such, students that have completed a primary education are forced to continue their education at a primary top, migrate to another area where there is a secondary school, or are forced to leave school and seek employment.

The IDB said the gap creates unequal opportunities, which have marginalized some indigenous communities, and therefore have provided fewer indigenous students with the opportunity to complete a secondary education.

Govt. to spend over $200M Local interventions crucial to getting to clean 58 drainage back on track to channels in Georgetown

n maintaining the drainage infrastructure around the Capital City, the National Drainage and Irrigation Authority (NDIA) is looking to spend over $200 million on manual maintenance (MM) cleaning, of a total of 58 drainage channels next year.

This is according to a recent invitation for bids (IFB) advertised by the Ministry of Agriculture, National Drainage and Irrigation Authority.

O n We d n e s d a y, t h e Hydrometeorological Office had announced its prediction of increased rainfall for the next three months, starting from MidNovember 2022 until January 2023.

The Hydromet Office, in a release, noted that the period identified represents the country’s secondary rainfall period, while noting that it will be augmented by persistent La Nina conditions.

Regions One to Eight and Region 10 are expected to experience increased water levels in conservancies, reservoirs and inland rivers, with a high risk of flooding. Region Nine is, however, expected to experience a

dry spell though the Region can expect more than the normal number of rainy days during the identified period the Office stated.

Regions One, Two, Three, Seven and the northern parts of Region Eight, the statement noted are projected to have the highest amounts of rainfall, adding that concerns are increasing for Regions Four and Five.

The Hydromet Office said too that the northern Regions can expect to have very wet spells within seven days, with dry spells likely to occur in early November and late January.

As the upcoming wet season approaches, the Hydromet Office said, continued maintenance of drainage infrastructure is essential to addressing possible flooding issues.

According to the Ministry’s public notice, the National Drainage and Irrigation Authority is inviting suitably qualified and experienced bidders to undertake the project, ‘Manual Monthly Maintenance (MMM) Cleaning 2023 of Drainage and Irrigation Channels within Georgetown, Demerara Mahaica, Region Four: Lots 1-58).’ These works

according to a total amount of its engineer estimate, is to cost $278,919,380.

As highlighted in the invitation, some of the places in the city where cleaning of the drains, canals and alleyways would take place are, Bel Air Springs, Dennis Street, Hadfield Street, Middleton and Lamaha Street within Kitty, Lamaha Springs, Lamaha Street canal, North Road, South and North Ruimveldt, South Road, Tucville, Vlissengen Road, within East Ruimveldt and Guyhoc Gardens, within Avenue of the Republic, Carifesta Avenue, Church Street, South Ruimveldt Alleyways from David Rose Street to El Dorado, Downer Canal to Ogle Crossing, Durban Park, Houston, bordering of Le Repentir Cemetery, New Haven, Princess Street, Sussex Street, Thomas Lands, bordering UG Turkeyen, West Ruimveldt, Cummings Lodge, alleyways within Stevedore Housing Scheme, Harpy Drive and La Penitence.

C . , 4 November, 2022 (PAHO) – As malaria continues to threaten the lives of around 138 million people in the region, in the run up to Malaria Day in the Americas, the Pan American Health Organization (PAHO) calls on countries to focus on local level surveillance and response to tackle the root cause of the disease.

Despite advances towards malaria elimination in the Americas since 2010, overall progress was hampered by a sustained uptick in cases from 2014 to 2019. While cases began to drop again from 20202021, the COVID-19 pandemic impacted the malaria response, disrupting testing, surveillance and vector control actions, particularly among rural populations.

“For the Americas to remain on track with malaria elimination, countries must tailor and sustain interventions based on local data and disease trends,” said Dr. Massimo Ghidinelli, Director Ad Interim for

Communicable Diseases and Environmental Determinants of Health at PAHO. “Context is everything when it comes to malaria.

Broad-brush initiatives fail to take into consideration factors such as rural populations and migration, which are important drivers of the disease.”

The interventions recommended

by PAHO include strengthening local surveillance to ensure the development of accurate, disaggregated data on disease trends; tailored malaria prevention methods, such as vector control that target rural, remote and migratory communities in particular, and improved local access to diagnosis and treatment services.

Dr. Ghidinelli highlighted that countries must also work together and across all sectors as malaria is not just a health issue, but one which is also linked to economics, labor and the environment.

BBC - German Chancellor, Olaf Scholz has urged China to use its influence on Russia to stop the war in Ukraine, during talks with President Xi Jinping in Beijing.

Mr Scholz said both countries had agreed Russia’s nuclear threats were “irresponsible and highly dangerous”.

The Chinese President has refused to condemn Vladimir Putin’s invasion.

But he said the global community should back bids to end the crisis peacefully and oppose the use or threatened use of nuclear arms, Chinese reports said.

Reporting on the two leaders’ conclusions, China’s foreign ministry did not quote President Xi as using the words “irresponsible” or “highly dangerous”.

In the Americas, 138 million people live in areas at risk of malaria transmission and in 2021 the total number of cases reached 520,000.

Over the last five years, three countries were certified malaria-free by the

World Health Organization – Argentina, El Salvador and Paraguay. In 2021, Belize reported zero malaria cases for the third consecutive year, placing the country on track to apply for malaria-free certification. Other countries in the region are expected to achieve elimination by 2025.

While the number of malaria infections reduced during the COVID-19 pandemic, this was in part due to mobility restrictions imposed by countries as part of the recommended public health measures.

As these restrictions ease, countries will need to renew their commitment to malaria elimination in order to meet the challenges posed by resumed economic migration in the region.

Malaria Day in the Americas is celebrated each year on November 6 to mark the achievements of countries in the region towards malaria elimination. The theme for 2022 is ‘Reaching the zeromalaria target.’

In December, PAHO will celebrate 120 years of active work in the field of public health in the Americas.

Maxwell keeps Australia alive in hunt for World Cup semi-finals AFP - Glenn Maxwell hit an unbeaten half-century to keep Australia in the hunt for the semi-finals of the Twenty20 World Cup with a tense four-run win over Afghanistan yesterday.

The hosts and defending champions now need archrivals England to lose their final Super 12 match against Sri Lanka today to make the semis.

The result ensured New Zealand, who outplayed Ireland in the first match of the day at the Adelaide Oval, booked their final-four spot from Group 1.

Maxwell’s 32-ball 54 lifted Australia to 168-8 in the face of an effervescent Afghan bowling attack, a total the home bowlers defended by restricting the Afghans to 164-7.

Rashid Khan blazed an unbeaten 48 off 23 balls to make a fist of the chase and he smashed 16 runs off the final over from Marcus Stoinis to keep the home crowd on edge almost right to the end.

“We’ll stay here and watch that game, hoping for a bit of an upset,” Matthew Wade, captain in place of injured Australia skipper Aaron Finch, said of the England game in Sydney.

“Bit slow out of the blocks this tournament, hopefully it doesn’t cost us.”

Guyanese men open FIBA 3x3 AmeriCup with win over Aruba ...Will play Ecuador, Haiti today to advance

By Rawle Toney in Miami (compliments of: MVP Sports and Shi Oil) It was exactly the start Delroy James, Shelroy Thomas and Nikkoloi Smith wanted when they defeated Aruba 20-14 yesterday in their opening game of the Mens Qualifying round of this years FIBA 3x3 AmeriCup tournament in Miami, Florida.

With only one team advancing to the Main Draw of the tournament, the Guyanese men set a mustwin target for their three matches in the qualifiers.

Aruba was their first match and after racing to 4-0 to start the game, Guyana showed that they meant business.

James took control of the glass early in the game and allowed Smith and Thomas to provide the teams scoring.

The former pro-baller and Bridgeport University standout forward had several blocks in the game which proved timely, especially after Aruba gained some grounds and had a six-point lead over Guyana.

With no substituting available since the teams fourth player, Delroy James was not available for yesterdays game, the men from Guyana fell behind as Aruba made steady rotation of their players.

Basketballs shortest format is known for its fast pace, and with

Thomas and Smith being the two quickest players in local basketball, they felt right at home.

They regrouped using the time outs available in the game, Guyana produced on both the offensive and defensive side of the game.

After the game, Thomas said getting the first win was

important to the team, adding, “The experience that we gained from this game will definitely transfer to the next game and the mistakes we can clean up in the next game going forward.”

With Delroy James, the teams most experienced player joining the side from today, Thomas pointed to some adjustments, “We can push ourselves knowing that we have somebody that can come on and put in minutes,

so I think thats just a boost for us in terms of fitness.”

Thomas, who was the MVP for the last 3x3 tournament in Guyana, believes that the current team on show in Miami has what it takes to go all the way. With only one team advancing from the qualifiers, Guyana will need to finish on top for a chance to face Canada and Mexico in Group C of the Main Draw which will also be played today

The four teams that are in the running for the championship, following two nights of elimination matches are Vryheids Lust, Lilliendaal Hustlers, NonPareil, and Beterverwagting (BV)-A. Vr y h e i d s L u s t i s scheduled to face off with BV-A in the first semi-final at 19:00hrs. Vryheids Lust defeated two-time winner Melanie-B on penalty kicks in the earlier quarterfinal section and will be aiming to add another high-profile scalp to their list. However, the experienced BV-A side

will be laser-focused on returning to the final, in their bid to capture a second tile, and are in clinical form following their 2-1 defeat of Church Yard in the previous round.

Meanwhile, Non-Pareil will oppose Hustlers in the second semi-final at 19:30hrs. Non-Pareil enters the matchup riding a wave of momentum following their come-from-behind 3-2 win over Eagles. However, the formidable Hustlers outfit will be no pushovers, following their gritty penalty shoot-out victory over Old School.

The respective semifinal winners will progress to the championship match, while the losers will compete in the third-place playoff.

The first encounter will see Matthews Ridge FC taking on Port Kaituma Secondary School FC at 13:00 hours, while Fitzburg United FC will do battle against Oron oque FC at

Guyana out of women’s tournament at FIBA 3x3 AmeriCup

By Rawle Toney in Miami (Compliments of: MVP Sports and Shi Oil) Guyana’s women’s side have ended their participation at this years FIBA AmeriCup 3x3

tournament after losing to the USA and Colombia on opening day.

The three-day tournament, featuring the best 3x3 teams in the Americas, saw the Guyanese ladies playing in the Main Draw this year,

unlike the countrys mens side which is playing in the qualification round.

Kesann Charles, the only player returning from last years team, was joined by Tamara Hunter and Kennesha Leacock at the tournament.

In their opening game, Guyana went down 3-21 to Colombia.

Leacock, though being the shortest on the court, was fearless in her game which saw her being the only player to register on the scoresheets.

Meanwhile, playing in the final game of Day One at the FTX Arena, Guyana faced the tournaments defending champions, the USA. It was considered the first meeting between Guyana and the USA at a senior level on the international stage in basketball.

Guyana played a solid USA

team made up of players from the Womens National Basketball Association (WNBA).

NaLyssa Smith (Indiana Fever), the WNBAs secondoverall pick, along with sixth overall pick Lexie Hull (Indiana Fever) and seventh overall pick Veronica Burton (Dallas Wings) are part of team USAs roster, once again making them favourites to win it all.

Nonetheless, Leacock, who hails from Berbice River community of Kwakwani in Region 10, stepped up to the challenge and even had a block on Thomas at the start of the game.

Leacock pulled up for a twopointer with Hull on the defence.

But, the USA, fashioned with more skilled and quality players than Guyana, easily pulled away to secure their first win of the

tournament.

Guyana entered the tournament short-handed, with the Guyana Amateur Basketball Federation (GABF) facing several obstacles while dealing with the unavailability of players.

Joy Brown, who was touted as the best player, overall, at last years tournament, was ruled out of this years competition because of professional responsibility; same with Spainbased Mariam McKenzie.

The GABF also had one of their players being denied a US Visa, but president Michael Singh had told Kaieteur News that they remain “Committed to our female programme, we intend to continue to push our girls not just to participate, but to improve at every major engagement such as AmeriCup.”

Guyana batters must dominate CCC, teams clash this evening at Brian Lara Academy CB United Super50 new

By Sean Devers in Trinidad With their close victory against home team T&T Red Force, Guyana Harpy Eagles collected two points following their loss against Windwards Volcanos and are joint second with Red Force on the points table.

Volcanos are the early front runners with four points from two wins.

CCC, the other team in Zone A has lost both of their matches and will battle Guyana from 2pm this evening in a Day/Night game at the Brian Lara Academy in South Trinidad.

CCC is the weakest team in the zone but should not be under-rated as the World Cup qualifiers showed.

The GSSF competition was a very keenly contested one, all within the confines of the safety rules and watchful eyes of Range Master, Ryan McKinnon and his Team of Range Officials.

The Timehri Range transformed just after noon as members turned out in their costumes, with appearances from the Camouflaged Max Vestappen, Mr and Mrs. Incredible, Mrs. Mercedes Hamilton,, the Water Boy, The Punisher, Ironman, Star, the Londoner, the Grill M a s t e r, a F i s h e r m a n , Guyanas finest, an IT Guy, a

Ghost, Muscle Man, a Skeleton and even a Clown came out to participate, all doing so within the safety confines of the sport.

Opening remarks were made by Match Director, Captain Gary Sahai, who

welcomed participants, identified the officials for the afternoon session and declared the Match open.

Shooters were placed in two squads shooting the three Steel Challenge Stages.

The three stages match

consisted of sanctioned Steel Challenge Shooting Association (SCSA) stages, namely 5 To Go, Speed Option and Roundabout.

With safety and efficiency in mind, shooters were organised in a shooting order and took turns on each stage which gave rise to a lot of tense moments as spectators and competitors were treated to some pinging fun.

The competition requirements were as simple as the scoring: the shooter would assume his/her position in a 4 feet square shooting box with hands above their shoulders, upon the beep of the electronic timer, he/she would then draw their firearm and shoot at the targets, the timer stops when the shooter hits the stop plate.

The competition also featured a Wildcat division with the start position being

the shooter aiming at a stick in the ground some distance away.

Ryan McKinnon (56.87 seconds) won the Limited Division ahead of Pravesh Harry (63.15 seconds) and Rajiv Latchana (77.75 seconds), respectively.

In the Production Division, Dallas Thomas (82.14 seconds) finished first while Michael Blake (103.44 seconds) was second and Matthew Phang (104.72 seconds) third.

Vidushi Mrs. Skeleton Persaud-McKinnon (62.65 seconds) won the Wildcat

Division ahead of David Dharry (68.80 seconds) and Romesh Latchana (116.99 seconds).

After the presentation of trophies, a special announcement was made as to a decision made to award medals to the shooters in the unclassified beginner category, thereby giving way to the victorious Romain Muniram (152.37 seconds) while Romel Edmondson (183.62 seconds) was second and Rohandev Persaud (214.66 seconds) finished third. More collaboration is on the cards as developmental plans shared The Executive Committee of the Guyana National Rifle Association (GuyanaNRA) on Tuesday last paid a courtesy call on the Minister of Culture, Youth and Sports, Honorable Charles Ramson MP, at the Ministrys Board Room.

The Executive members included Honorary Secretary Ryan Sampson, Treasurer Hemant Narine, Assistant Secretary-Treasurer Lennox Braithwaite, Fullbore Captain Dylan Fields, and his Vice Captain, Leo Romalho. The courtesy call was very cordial, and the Executive updated the

Minister about their last AGM held in December 2021, where Brig Godfrey Bess was elected as its President. The Association, which has always had a good relationship with previous Ministers pledges to continue in like manner.

The Secretary promised to submit the Minutes of their last AGM along with their financial statement. In relation to the Sports Academy which Minister Ramson spoke on, and his plans on sports development, the Association expressed their need for an appropriate indoor range for the training

of ISSF style shooting which can lead to Olympic participation.

The GuyanaNRA noted that the indoor range will align very well with the Sports Academy as youths can be well trained in the principles of marksmanship.

Archery Guyana has been growing and expanding throughout Guyana, with the aim of putting Guyana on the map through the sport of Archery, since it is an Olympic sport.

The Secretary-General, Vidushi PersaudMcKinnon, recently shared some very exciting news which revealed that two of their members, Wayne DeAbreu and Devin Permaul, will be participating in the XXVI Pan-American and fifth Para Pan-American Archery Championships.

The event which is scheduled for Santiago, Chile, from November 21 - 27, is a

World Ranking Event and will be the main Qualifier Tournament for the Santiago 2023 Pan-American and Para Pan-American Games.

Bernardo O´Higgins National Military Academy in Las Condes County in their capital city, Santiago, has already been identified as the location for the games.

McKinnon expressed thanks to the Honourable Minister of Sport, Charles Ramson, and the National Sports Commission (NSC) for their assistance to Archery Guyana
