EDITORIAL His Excellency’s disappointment

“I am disappointed.” This publication compliments President Granger for his candor, this refreshing admission of his disappointment as to how matters are in major areas. We, too, are disappointed. But through our ongoing impatience, which is reflective of much of the nation’s also, there is hope that this admission of where things are, and recognition that serious actions need to be taken, will result in some much-needed improvements, overdue enhancements in those places that disturb and dismay so much. For what the Guyanese Head-of-State did was to step before a national audience and utter the unprecedented, the unexpected, but the not unsurprising. Unsurprising because the obviousness of enormous problems in the issues that agitate and harm a great many of the populace can no longer be denied or minimised. Too much. Too frequent. Too much that is in-the-face and in the throat. It is, also, unsurprising because the President has come across as a someone-a leader-who is genuinely unhappy the way things are today. He is not satisfied. He must act. He is not satisfied (as we are not) with making excuses, through pretending that all is well, and by living in the make-believe world that people can be continually, if not continuously fooled. He must be uncomfortable with the political reality of all for one and one for all. It is the height of sleights of hand and enables the most blatant of coverups and hypocrisies when comrades are anything but honourable, when one’s watch has been tarnished by the misdeeds of the more than few in the fold. As a lifelong military man, he cannot be pleased that the real politick of elections and party constraints hobble him from casting some off to the outer darkness of the stockade. Now that the President has gone public and uttered the equivalent of his personal mea culpa, which is also a very nuanced appeal to the electorate for a second chance, his fate is in their hands, come March 2. A lot is at stake. There is oil management. There is the opportunity and time to address seriously and correct comprehensively the very glaring disappointments, which he was bold enough to mention. At stake, also, would be whether he would be given the chance to polish his legacy to this society. There is so much work to do. So much work that calls for a clear head and the purest of hearts. On those, the President may enjoy some grudging sentiments. He has stepped forward and made the assertion that his health is satisfactory, that he is equipped to deliver. The Cubans have given their expert opinion(s), which corroborate personal health representations from the Guyanese leader. For his age, he does look better than men younger than him by decades. On the fronts of health and age, this paper tends to agree, given what has been shared, what has been observed. So, should the electorate favour and there is forward movement, it would be imperative for the President to go beyond disappointment. He must make steadfast and stirring commitment of intent to implement remedial actions, and then do so across the board. The cleaning of the stables must start from inside the house. Set that precedent, establish that standard. The President knows who, he knows where, he knows how he must proceed, if he is to make good on his attestation of disappointment. He must demonstrate to the wide Guyanese public that his first loyalty is to them, their welfare, their future, with its prosperity, as well as quality of life. This must be his only loyalty. The President has his work cut out for him. Internally, strong men and women have their backs up, they know what they have done. It is not good. Externally, the domestic territory is plagued with adversarial booby traps, ambushes, stealth and, to some extent, encirclement. It is uphill. Many people don’t like the way things are and for the wrong reasons. Many desire the ways that enrich personally and empower individually. They rail against legitimate restrictions of any kind. They scheme as to how to undermine and dilute. The President faces the sternest of tests. Time will judge whether he can make good.

Poor but resource-rich countries tend to be underdeveloped DEAR EDITOR, Oil is a curse! Natural gas, copper and diamonds are also bad for a country’s health. Hence, an insight that is as powerful as it is counter intuitive: poor but resource-rich countries tend to be underdeveloped not despite their hydrocarbon and mineral riches but because of their resource wealth. One way or another, oil, or gold or zinc, makes you poor. This fact is hard to believe, and exceptions such as Norway and the US are often used to argue that oil and prosperity for all can indeed go together. The rarity of such exceptions, however, not only confirms the rule, but shows what it takes to avoid the misery-inducing consequences of wealth based on natural resources: democracy, transparency and effective public institutions that are responsive to citizens. These are important preconditions for more technical aspects of the recipe, including the need to maintain macroeconomic stability, manage public finances prudently, invest part of the windfall abroad, set up “rainy-day funds”, diversify the economy and ensure the local currency does not reach too high a price. It all sounds sensible, and with Brazil, Ghana and others soon likely to become big oil players, i.e. Guyana too, we can expect to witness some rare test cases of these reco m m e n d a t i o n s . Unfortunately, for most underdeveloped countries, these suggested defences are

as utopian as the larger goal, which they are supposed to help achieve. Countries that already have all these institutional strengths need not worry about the resource curse. For the rest, like an autoimmune disease, the curse undermines the ability of a country to build defences against it. Concentrated power, corruption and the ability of governments to ignore the needs of their populations make the curse hard to resist. Juan Pablo Pérez Alfonzo, Venezuela’s oil minister in the early 1960s and one of the founders of the Organisation of the Petroleum Exporting Countries, was the first to call attention to the problem. Oil, he said, was not black gold; it was the devil’s excrement. Since then, Pérez Alfonzo’s insight has been rigorously tested – and confirmed – by economists and political scientists. They have documented, for example, that since 1975 the economies of underdeveloped resource-rich countries have grown more slowly than countries that could not rely on the export of minerals and raw materials. Even when resource-fuelled growth takes place, it rarely yields growth’s usual full social benefits. A common trait of resource-based economies is that they tend to have exchange rates that stimulate imports and inhibit the export of almost everything except their main commodity. It is not that their leaders fail to realise

the need to diversify; in fact, all oil countries have invested massively in other sectors. Unfortunately, few of these investments succeed largely because the exchange rate stunts the growth of agriculture, manufacturing, tourism and other sectors. Then there is the intense volatility of the exported commodities. In the past 24 months, for example, oil shot up from less than $80 per barrel to $147, then fell to $30, and again moved up, to $60 by mid-2009. These boomand-bust cycles have devastating effects. The booms lead to overinvestment, reckless risktaking and too much debt. The busts lead to banking crises and draconian budget cuts that hurt the poor who depend on government programmers. Additionally, oil-filled growth does not create jobs in volumes commensurate with oil’s large share of the economy. In many of these countries, oil and natural gas account for more than 80 percent of government revenues, while these sectors typically employ less than 10 percent of the workforce. This increases economic inequality. Perhaps even more significantly, the oil curse nurtures bad politics. Because governments of such countries do not need to tax the population to amass giant fiscal revenues, their leaders can afford to be unresponsive and unaccountable to taxpayers, who in turn have tenuous and often parasitic links with the state. With their ability to allocate immense financial re-

sources pretty much at will such governments inevitably grow corrupt. Once in power, such oil-rich governments are hard to dislodge, spending vast public resources to buy out or repress political opponents. Statistically, an authoritarian oil country is far less likely to move to democracy than a resource-poor autocracy. Oilrich governments in developing countries spend two to 10 times more on their militaries than poor or middle-income countries, and are more prone to go to war. Most oil-exporting countries that do not have strong democratic institutions before they start exporting crude create an inhospitable environment for democracy. This explains why the sovereign wealth funds, oilstabilisation funds and other solutions tried by resourcerich countries to avoid the effects of volatility, fiscal excess, indebtedness, exportinhibiting exchange rates and other ill effects rarely work. They get raided before the rainy days or are squandered in poor investments. So, is all hope lost for poor countries with rich natural resources? Not quite. Chile and Botswana stand out as success stories on continents where the resource curse has otherwise wrought havoc. How they were able to protect themselves is still a mystery. Unlocking the secret of their escape from the resource curse could spare millions from the devil’s excrement but nobody has done it yet. Yours sincerely Rooplall Dudhnath

The hinterland will soon become the only alternative agricultural area in Guyana DEAR EDITOR, Every year, there are quite a number of helpful activities that aid in the government’s Agricultural thrust. This has been the trend for over a decade: Essequibo Agri-expo, Agro-tourism activities, World Food day activities, etc, etc. These showcases are very, very, interesting, informative, educative I might add; these are all laudable activities and the themes are all relevant. Thanks to this government, and to other former governments for the great initiative. Nothing is altogether wrong with the intent. No, personally I do believe these events have far-reaching effects. However, I have one problem. The notable absence of full participation of hinterland farming communities in Essequibo is becoming more and more pronounced as the years roll by and future governments will have their job well cut out to encourage op-

timum participation. Residents are willing to showcase their produce, but are faced with serious set-backs. Evident in hinterland farming communities is the absence of visits by Extension Officers, even though they are equipped with means of transport, this writer was reliably informed. Residents in one particular community are ever so grateful for the government’s recognition for the need to renovate an Agro-processing unit. What a wonderful initiative. This is in Region 2. Yes, all of these interventions are most welcome, because they help to stimulate Agriculture in Region 2, so what’s the issue, then? Editor, agriculture in the hinterland of Guyana has its own challenges, but nothing can compare with one that is as perennial as the grass: the Acushi Ant scourge. Essequibo is not only about coastal agriculture.

More and more residents from low-lying areas are becoming restless and fearful about the onslaught of extraordinarily high tides and they must be encouraged to migrate inland, but no government will ever be worth its salt if care is not taken to listen to hinterland people who altogether struggle to eke a living through agriculture. That is why emphasis is bias towards subsistence agriculture instead of competitive agriculture. The cutting ant pest, however, must be combated, if not eradicated, at most. We have a grand opportunity, in the coming years not only to place on exhibition locally grown produce in abundance, but to be better producers. But farmers need new technology. The ever present Acushi ant problem, through fumigation, not the ineffective bait which agri officers are distributing so freely. Of course, the cost to

produce an effective bait should not be ignored, but everyone knows too, that what costs nothing is worth nothing and farmers, I’m sure, would pay anything to ensure effective control of the destructive insect mentioned above. It must be told that a call for the use of a swing fog machine in this part of Guyana was a general call prior to 2015. We must be fair to the former , which heard the clarion call and one such equipment was promptly shipped to Region 2 for use in the far flung communities. What is not known is why the use of such an asset had been discontinued? Visits to NAREI, Anna Regina Office, have not been very fruitful, the location of this very essential Agricultural equipment. Editor, placing emphasis on a Hinterland Agricultural Programme is a great initiative but for farmers to become (Continued on page 5)

No nexus between possession of ID Cards and right to vote

DEAR EDITOR, Every week that passes, sees the Guyana Elections Commission (GECOM) dropping a new bombshell on the country. That these “decisions” are made at meetings presided over by a former Judge with over 25 years standing in both the High Court and the Guyana Court of Appeal, and who rendered an erudite written Judgment in perhaps the only Election Petition that concluded after a trial in Guyana, makes it even more bewildering. Tuesday evening (29th October 2019), the mainstream media reported the shocking disclosure that GECOM has “decided” that the names of persons who failed to uplift their Identification (ID) Cards since 2008, will not be included on the Official List of Electors for the 2nd March 2020, National and Regional Elections! Understandably, these reports have precipitated great public disquiet. The Guyanese public, by now, must be one of the most educated in the Caribbean on elections matter, having had to endure one electoral controversy after another, over the past three decades. The way things are shaping up, the March 2020 Elections is likely to be no different. In my considered view, if such a decision was actually made, its implementation will cause widespread disenfranchisement and is likely to result in the impending elec-

tions being declared null and void and wholly set aside by an Elections Court, moved by an Election Petition. For there is simply no nexus between the possession of an ID Card and the right to vote. Certainly, the possession of an ID Card is neither a qualification, nor a prerequisite, nor a condition precedent, to vote. In the Election Petition challenging the 1997 National and Regional Elections: Esther Perreira v Chief Elections Officer et al (1998 No. 36P, Demerara), after reviewing, a wide array of judicial authorities across the British Commonwealth, United Kingdom and the United States of America, Justice Claudette Singh (the current Chairperson of GECOM), correctly concluded that the right to vote is “recognised as a constitutionally protected right” and one can only lose that right in accordance with the Constitution and by no other method. Articles 59 and 159 of the Constitution set out the qualifications and disqualifications of electors. The relevant sections of these Articles provide as follows: Art. 59 Subject to the provisions of Article 159, every person may vote at an election if he or she is of the age eighteen years or upwards and is either a citizen of Guyana or a Commonwealth citizen domiciled and resident in Guyana. Art. 159 (1) No person shall vote at an election unless he or she is registered as

More attention should be trained towards hinterland farming now than ever before and an effective insect-pest control must be a matter of

policy, for as a matter of course, hinterland will soon become the only alternative agricultural area in Guyana. Emphasis is needed or we will continue to have lack-lustre type participation in the future from the hinterland communities in Region 2 to showcase our potential. Yours truly, Joseph C. Atkinson. an elector. (2) …a person shall be qualified to be registered as an elector for elections if, and shall not be so qualified unless, on the qualifying date, he or she is of the age of eighteen years or upwards and either – (a) is a citizen of Guyana; or (b) is a Commonwealth citizen who is not a citizen of Guyana and who is domiciled and resident in Guyana and has been so resident for a period of one year immediately preceding the qualifying date; and (c) satisfies such other qualifications as may be prescribed by or under any law. Currently, there are no other qualifications prescribed by, or under any law, referred to in Article 159 (2) (c) of the Constitution. Read together, Articles 59 and 159 of the Constitution, aggregate to prescribe that: a person who is eighteen years and upwards, who is a citizen of Guyana or a Commonwealth citizen, who is not a citizen of Guyana, resident in Guyana and has been so resident for a period of one year, immediately preceding the qualifying date, qualifies to be registered; and once registered has an unconditional right to vote. You will note that these Articles make no reference, whatsoever, to an ID Card. Any condition affecting that right to vote must have been provided for in the Constitution, itself. The Constitution has imposed no additional requirement. Since the Constitution is the supreme law, any conditionality imposed, not provided for by the Constitution and which is inconsistent with it, will be void, pro tanto. In the Esther Perreira Judgment, Justice Singh, made the following seminal observations: “I make the observation that Article 159, which prohibits a person from voting if that person is not registered to vote does not add any fur-

ther qualifications. With the introduction of the voter’s identification card, a person may be registered and still not be able to vote. So, in this case, this legislation would have an effect on the constitutional right to vote in that the right would be denied, when the real purpose of the law related to the identification of an eligible voter.” In the end, Her Honour concluded that the qualification of a special voter’s ID Card to vote and the Act that authorized and promulgated it as a qualification to vote, were both contrary to and in violation of Articles 59 and 159 of the Constitution. In consequence thereof, those elections were wholly set aside on the ground that they were unconstitutional, null, void and of no effect. While it is recognised that the 1997 Elections involved the use of a voter’s ID Card, the legal principles remain

unchanged and must apply as the situation unfolding now bears striking similarities to that which obtained in 1997. Significantly, in those elections, at least an Act of Parliament provided for the use of that voter’s ID Card. However, in this instance, there is no statutory provision (at least I can find none, although I have combed the National Registration Act, the Regulations made thereunder and related legislation), which requires the use of an ID Card, of any type, as a qualification to vote. In any event, such a provision would have run afoul of the Constitution and would have been unlawful. In similar vein, I refer to the written Judgment of Chief Justice (ag) Roxanne George in Christopher Ram v Chief Elections Officer et al, (2019HC-DEM-CIV), delivered on the 14th August 2019, in which Justice George ruled that registered electors can

only be disqualified from voting by virtue of the provisions laid out in Article 159 of the Constitution. I reiterate that nothing contained in Articles 59 and 159 of the Constitution speak to the possession of an ID Card, of any description, being a qualification of a registered elector, to vote. Once registered, a person is ipso facto qualified to vote, unless is disqualified by virtue of that Article. Additionally, and in any event, forms of identification, other than an ID Card, for example, a valid Passport, have always been an acceptable form of identification for the purpose of voting. In the circumstances, should GECOM proceed to implement this bizarre decision, litigation would be an inevitability. Mohabir Anil Nandlall MP, Attorney-at-Law

Customer satisfaction must come first DEAR EDITOR, I wish to highlight my experience with the Guyana Telephone & Telegraph (GTT). My landline phone # 216-1906 service has connections to the cellular phones as well the internet. On the 4th October, 2019, the line became faulty, only receiving calls, lines were crossed, but the internet was fully in operation. Immediately a report was made at the customer service 225-1315 which was a long drawn out story to get through; however, a reference number was given. On Friday 18th October, 2019 a technician vehicle number PJJ 738 arrived and went straight to the exchange station and disconnected my entire service and about fifteen minutes later, he came and said that the fault is on a post that he pinpointed to me (I may call a junction box) but he could not go unto the post because of a very hard load of mud waste was dumped there and the ladder cannot be placed. So I said what will be the position, he replied

that he is a contract technician and he has to report to GTT on the situation. I cautioned him that he disconnected my phone service and thereafter about one hour, he reconnected despite of the crossed lines and also I enjoyed my internet. Since then, I have received no word from the telephone company on the situation. A second call was made to GTT’s Customer Service and another complaint was made with another reference # 2152135. On the 25th October, 2019, a GTT vehicle with a driver/technician came and went to another post nearby and then I noticed my phone and internet went blank and hours later the phone and internet were once again working with no cellular calls. On Sunday 27th October, 2019 the first technician re-appeared vehicle number PJJ 738 to fix another customer’s phone service in the same area and my phone and internet went dead. I tried my utmost to reach him at the Exchange on the number provided but failed. On Monday

28th October, 2019 being a public holiday, I called 0488 and I spoke to one Monicka only name given and she checked on my reports only to be told that the second technician reported that the cable and battery are the problems. Another complaint was lodged Wednesday 30th October, 2019 only for me to be told that you have to wait until we can fix it. I am now saying to GTT, your technicians are way behind time since they cannot handle simple jobs; therefore, please import qualified technicians. My request is to restore my service at the shortest possible time or I will have to find redress at the Public Utilities Commission. Customer satisfaction is first. Yours sincerely Parmanand Ram

Amber Guyger vs. Botham Jean-Justice served? Punishment Undeserved? DEAR EDITOR, On October 1, 2019 Amber Guyger, the former Dallas police officer was charged with first degree murder in the Sept. 6, 2018, shooting of Botham Jean, a 26 year accountant, who lived in a fourth-floor apartment directly above hers. According to the officer, she mistook Jean’s apartment for her own - following a 15-hour tour of duty, and shot him while he was eating a bowl of ice cream because she thought he was an intruder. Prosecutors said Guyger failed to realise where she was because she was ‘sexting with Rivera, another married police officer, and should have called for backup instead of entering when she found the apartment door unlocked. The case received national attention following a nationwide debate about police misconduct against people of colour. The outcome of the case was uncertain; in fact, the only certainty was the swift and resounding calls for Guyger to go to prison. The jury previously found her guilty of murder and she faced 5 to 99 years in prison. However, she was sentenced to 10 years, with eligibility for parole after five years. According to the Dallas Morning News, Guyger is now the third officer in Dallas County to be found guilty of murder since 2016. Prior to 2016, it was 40 years since a police officer faced murder charges in the Dallas

Botham Jean was

Black. Two White Police Officers Jason Van Dyke and Amber Guyger were sentenced to a combined 16 years for the murders of 17year-old Laquan Mc Donald and 26-year-old Botham Jean. They will serve 3 years and 5 years respectively. Two Black men Kelontre Barefield pleaded guilty and received 34 years for killing Jethro, a police canine in Ohio, plus an additional 11 years for other charges, and Michael Thompson was sentenced in Michigan to 42 years for selling weed. On another interesting note, 10 days after testifying in Guyger’s trial, key witness Joshua Brown who lived across the hall from Botham Jean was gunned down at his new apartment complex. Brown’s testimony during Guyger’s murder trial was key because he was able to describe the officer’s actions immediately after she killed his neighbour Botham Jean. The 2 men met hours before Jean died. Brown testified that he met Jean the day he was killed: September 6, 2018.https://www.cnn.com/ 2019/10/05/us/botham-jeanneighbor-killed/index.html Brown originally from Jacksonville, Florida, had moved to Texas since 2008. Jagdeo wants to railroad Constitutional and Independent Institutions DEAR EDITOR, Over the past couple of months, we have seen the manipulation, the bullyism and the bureaucratic attempt to reduce the powers of an established constitutional agency namely the Guyana Elections Commission. The main opposition political party the PPP/C has sought in many ways to undermine the intent and purpose of the elections body to hold free, fair and credible elections. The constitution provides for a Chairman to lead this independent body to ensure that citizens’ constitutional rights are upheld and protected, thus ensuring that they are allowed to exercise their democratic right to vote for the government of their choice. The constitution also provides for a clean list of electorates who are eligible to exercise their democratic right. It was the former President Bharrat Jagdeo who said that

Guyana Elections Commission has the right to allow for the participation of all eligible persons vote in an election. That he had said is the only body authorised to advise the head of state on its readiness to hold elections, which would then dictate when the Head-of-State would announce a date for the holding of elections so that the eligible voting public can exercise their franchise. The Voters’ List expired on April 30, 2019, and is said to have in excess of 20,000 persons registered on it. Yet we see, the list is not only bloated with names of persons now deceased, but also includes Guyanese who have migrated for extensive periods. The seven-member Guyana Elections Commission (GECOM) is discussing the possibility of removing the names of at least 20,000 persons from the National Register of Registrants (NRR) because they have not uplifted their national identifica-

tion (ID) cards over the years, and also ticking off the names of thousands of others who were previously registered as part of a heightened vigilance. Borrowing from a writer, Jagdeo’s insistence on an early date for election is puzzling. The cumulative loss between 2001 and 2011 was 54,292 votes. But, inexplicably, the PPP polled 202,694 votes at the 2015 elections, or an increase by 36,354 votes over its showing in 2011, during which period, the government had wallowed in corruption and had sunken to an alltime low in popularity. When the voters’ list jumped upwards by a whopping 107,948 voters, the PPP romped home with 202,694 votes or 36,354 more than it had received in 2011. The Coalition has already made its case that the voter’s list is contaminated and therefore house-to-house registration was necessary. Regards George Goring

Merritt has said that “the possibility of law enforcement involvement” could not be

ruled out, and has called for Dallas police to recuse themselves from the investigation into his shooting. Fact 2: Joshua Brown had indicated his reluctance to testify in such a high profile case. He was nevertheless subpoenaed. The Dallas Police have attributed the death of Joshua Brown on October 4, 2019 to a drug deal gone sour. TRANSFERENCE OF WEALTH/CASH DEAR EDITOR, It is interesting to note and survey the many professionals who have made impacting statements for or against cash transfer to the poor from the coming oil wealth. Editor, political meanderings and grandiloquence in itself, does not provide guidance and direction for future ventures such as these. Many of these somehow have been spelt out within our dailies; only to speculate according to various individual opinions on the demographics and dynamics of a cash transfer society with an objective of supporting the less fortunate rather than the poor. For as long as life continues on this planet, be it London, New York or the Caribbean, we will always have the poor with us. We have always had transference of wealth for as long as civilisation existed. Editor, there is nothing new under the sun, regardless of how we look at life, the grand scheme of life’s situation in the light of distribution of wealth happens every day. The thoughts expressed within the writings of Professor Kean Gibson and Louis Holder are both thought provoking. I give honour to these distinguished writers whose thoughts are considered within the reading public. But I humbly ask to share from a biblical prospective on the issue within the pages of your daily newspaper. Transfer of wealth hap-

pens when persons die and leave their wealth to their beneficiaries, be it tangible or intangible property. Governments change, and wealth change hands, whether we know it or not. Corporations change their CEO and wealth change hands. Organisations, be it secular or spiritual, change leadership, thereafter wealth do the same. Editor, wealth or money will always be an issue, in the hands of those who don’t understand the dynamics of corporative culture and life. There are more advantages than disadvantages in the distribution of wealth depending on how one looks at it. To be on a positive note, advantages would be: 1.The timing should be 2022 and not 2020. 2.Persons receiving such, should accept biannual arrangement. 3.Persons should be Guyanese by birth. 4.A system should be put in place to recognize a certain category of persons to receive such. 5.That category should be those that are less fortunate. 6.Persons with a sound primary school education should be considered above others. 7.Monies should be deposited into their bank account. 8.Persons should be associated with a religious organisation, or in the pro-

cess of doing so. 9.Persons should not be associated with terrorist groups. 10. Persons of unsound mind should not be considered unless. 11. Persons should have a plan {a simple plan} in regards to where the monies will be spent. 12. Persons addicted to gambling or drugs should not be considered unless. The basic purpose for such a venture should be to enrich lives, raise their selfesteem, create opportunities within work ethics, fulfilling an impossible dream, renewing one’s perspective of life, recalibrating life, enhancing status, revaluing one’s life, giving in a tangible way to society, taking care and preserving of the most precious natural resource – human beings. The best of investments any nation can invest in – directly attending to our human resource, creating abundant wealth within communities. Editor, these are just some biblical perspectives to a burning issue that is taking centre stage in the minds of many. The disadvantage is having this sum of money in the hands of the wrong persons, for the wrong purpose. Finally, we need to be a people of faith and avoid negative vibes around and above all let’s make a difference in a world that is indifferent. Respectfully, Apostle Vanrick Beresford

Queen’s College vs. President’s College An editorial in yesterdays Stabroek News on the 175th Anniversary of Queens College seems to have upset the mouthpieces of the ruling APNU+AFC. Some of them took to social media to deride the editorial, with most questioning what point the editorial was making. The editorial was but merely the casus belli or the occasion for waging resentment against Stabroek News. The real cause was the slight which the Government felt at that newspapers failure to report on the Presidents visit to Queens College last week. The newspaper had explained that there were a number of reasons, which could be adduced for a newspaper not carrying a particular story on any particular day. One government official wrote a letter to the media highlighting the fact that Stabroek News did not report the 175th Anniversary of the school. But it does not take a genius to appreciate that the implicit grouse was that the Presidents address was not carried. Against this background, the mouthpieces of the government should have been pleased that the anniversary of the school was the subject of a long editorial yesterday

in the very newspaper which was accused of snubbing the schools 175 Anniversary. However, the political flunkies were not pleased. And the reason they were not pleased is because the editorial exposed the plot by Forbes Burnham to undermine Queens College. Forbes Burnham, the Founder Leader of the Peoples National Congress, was a Queens College alumnus, a distinguished one at that. But at a time of growing domestic isolation, he made an indecent proposal to a former Headmaster of Queens College. He wanted the name of the school to be changed to Presidents College and for the school emblem to have elements of his presidential standards. The school would have none of it and given the fact that many alumni were outraged at the assassination of Walter Rodney, QC essentially was never interested in changing the name of the school to idolise Burnham. Burnham never took per-

sonal insults or slights kindly. He never forgave Queens College for rebuffing him. As such, he set about establishing another school which he hoped would have superseded Queens College as the countrys premier school of excellence. Burnhams plans, however, went beyond changing the name of the school. The former President was interested in creating elite students who would benefit from socialist political indoctrination and trained to become the future leaders of the country, to replace those who had traditionally be churned out by Queens College. This is how Presidents College was born. Presidents College was created to fulfill the ambitions of Burnham to control the countrys future intellectual elite. Burnham

wanted to ensure that his government would never have to face another Walter Rodney. Presidents College was created to undermine Queens College. It took away from QC students who would have ended up there. The contributions of Presidents College, however, must not be discounted. The school must be credited with providing opportunities to bright students from rural areas who without the residential dormitories provided by the school, would never have been afforded the education they received. Many students from the countryside received a good education because of Presidents College. Their parents would have been unable to send them to the city to attend Queens

College because they would not have had relatives or friends willing to take care of the boarding and lodging of these children. Presidents College was therefore created as a special school. This was to be no ordinary school. It was situated on a large piece of land and a great deal of resources was pumped into the institution. So much resources were pumped into this institution that after the economy went into a tailspin, it was discovered that Presidents College one school was utilising 25% of the expenditure on general secondary and community high schools in the country. It was the editorial’s suggestion that Burnham undermined Queens College, which has irked the lackeys of the government. But if this country is going to avoid making

the same mistakes which were made in the past, it is important that people understand how bad policies, under Burnham, destroyed the countrys education system to the point whereby at one stage only about 4% of students sitting the CXC examinations were passing five subjects or more subjects. Free education was never free. The people of Guyana paid for free education in high taxes, poor pay, national service and ultimately the decline in educational standards. Trinidad Express - Prime Minister Dr Keith Rowley has accused Oropouche East MP Dr Roodal Moonilal of jeopardising the bid by the Oilfields Workers’ Trade Union (OWTU) to take over the former Petrotrin refinery at Pointe-a-Pierre. But Moonilal has dismissed Rowley’s comments as “laughable”. During the

2020 budget debate in Parliament last Tuesday, Moonilal raised questions about the OWTU’s Patriotic Energy and Technologies Company acquiring the former Petrotrin refinery. He quest i oned whether Vidya Deokiesingh of A&V Oil was responsible for a meeting between the OWTU and Sunstone Equity.

Soca song triggers chopping 100 year-old oil industry accounts for only 3 % of T&T workforce death at Mahaicony bar A young mans drunken antics to the popular soca song Run with it, appeared to have triggered the brutal murder of a farmer at a popular drinking spot in Belmont, Mahaicony, East Coast Demerara. David Big Mouth Micah, of Bushy Park Village ECD, was chopped to death at around 23:00 hrs on Saturday by a 20-year-old from Belmont, Mahaicony. It is alleged that both men were drinking red wine at Goat Bar, located at Belmont, Mahaicony, when the DJ started to play a popular soca song called “Run With it”. The song was is by Grenadian Soca artiste Mr. Killer. In response to the line “run with it,” the youth with whom Micah was drinking went outside and picked up a bicycle belonging to one of the patrons. The bicycle owner was not amused, and dealt the youth several slaps. The assaulted youth left and returned with a cutlass, and a fight ensued between him and the bicycle owner. It was while trying to make peace between the men that the youth chopped Micah several times. The injured man was pronounced dead at the Mahaicony Cottage Hospital. The victims twin brother, Cedric Micah, told Kaieteur News that the bar owner confirmed that his brother was not the aggressor. “My brother does normally go by the bar and drink he lil rum and I aint see nothing wrong with that. My brother is not a trouble maker… this killing what happened here is a senseless one.” “I cant see that he (suspect) had an argument with another man and then killed my

David ‘Big Mouth’ Micah brother for something he did not do. Is not my brother slap he up… When I reach at the scene this morning, the suspect was still at the scene with the cutlass in his hand. And when I start move up to see where he chop my brother, he (the suspect) tell me that he gon chop me to. When I do get to see my brother… if you see how he chopped up Big Mouth, all over my brother head get chop, all pon he shoulder.” David who was described as a loving and caring individual leaves to mourn his mother and six siblings.

By Kiana Wilburg With oil production poised to begin next month, the debate on the need for Guyanese to prepare themselves for employment in the industry continues to intensify. But several analytical reports which were conducted on oil producing nations such as Guyanas CARICOM sister, Trinidad and Tobago, all warn that the petroleum industry should not be relied on for massive employment. A 2016-2017 study by the International Development Research Centre (IDRC) notes that Trinidad and Tobagos oil and gas sector which is over 100 years old, contributes little to direct employment. The Centre said the reason for this is hinged on the fact that the sector is generally capital intensive with limited opportunities for permanent employment. The Centre highlighted that the average employment in the oil and gas sector for Trinidad and Tobago is about 3.5% of total persons employed. Since 2011, analysts at the IDRC found that employment in the sector remained constant at 3.3%. They further stated in the report that the capital-intensive

nature of the oil and gas sector is unlikely to change in the future. Hence, the countrys main economic sector is not its main employer. Interestingly, the analysts noted that the majority of those who are employed in the sector, be it privately or not, are highly skilled professionals. Kaieteur News had reported a few weeks ago as well that even though Guyanas world-class offshore basin holds the potential for not just three, but five Floating Production Storage and Offloading (FPSOs) vessels, it would not put a dent in the countrys unemployment levels. According to the project reports for the Stabroek Block, fewer than 200 persons would be working on each FPSO during the oil production stage and fewer than half of that workforce would be Guyanese.

The Liza Phase One Project for example, will be using an oil storage vessel called Liza Destiny. It is designed to produce 100,000 to 120,000 barrels of oil per day. According to Exxons project plan, Liza Phase One is expected to employ about 140 persons during production operations. The Energy Department Head, Dr. Mark Bynoe, has said that 25 Guyanese are being trained to be part of that workforce. As for Liza Phase Two, the project plan notes that the oil storage vessel called Liza Unity will be designed to produce 220,000 barrels of oil per day. Significantly, it will utilise fewer than 200 personnel during the production operations phase. With respect to the third Stabroek Block project called Payara, a FPSO called Prosperity is expected to employ up to about 140 persons during production.

Amber Guyger vs. Botham... From page 6 accountability. The appeal is a full back hand slap in the face of Blacks not only in America but the world over. A blatant shatter to Black Lives Matter! Judge Kemp did not do Amber Guyger any favour. The policewoman shot a man in cold blood and more care was given to her than the family of the man she killed. Inherent problem is that the weight of her verdict was not

allowed to be felt without a buffer. The many Blacks who believe that the sentence Guyger received was a victory, may soon come to regard it as being depictive of another story— that justice has failed, plunging us once again into the never-ending nightmare, and the hauntingly unanswered question—Will justice ever be found as more bodies hit the ground? Last day to register to vote! The Guyana Elections Commission (GECOM) will conclude the 35-day period of Claims today. Today is the last day to register so as to be included on the Official List of Electors (OLE). The GECOM Registration offices will close at 7pm. Persons eligible for registration must be 18 years or older by December 31, 2019, and be a Guyanese citizen by birth, descent or naturalisation or registration or a citizen of the Commonwealth who has been living in Guyana for a period of no less than one year preceding December 31, 2019. Once someone is eligible to be registered, they must provide one of the following documents: birth certificate, valid passport, naturalisation certificate, certificate of registration or adoption certificate where applicable. Married women may also be asked to provide their marriage certificate if they intend to use their husbands surname. Individuals who have had a name change, which is not stated on the birth certificate must present a deed poll along with their birth certificate. Persons who would like to see changes or corrections made to their particulars as stated on the Preliminary List of Electors (PLE) such as names, occupation and transfers in relation to their addresses can also have those done, by providing documents of proof. It is important to note that persons who were already registered during the truncated House-to-House exercise do not have to register again, because GECOM will be incorporating the Houseto-House data into the Revised List of Electors (RLE). The House-to-House lists like the PLE have been posted outside the GECOM Registration offices, with respect to the areas in which those persons were registered. The Objections exercise will continue, according to a

GECOM Chair, Claudette Singh GECOM order, for another week, until November 11, 2019. An advert from the Secretariat states that objections can be made to the inclusion of a registrant on the list, provided that that person does not meet the eligibility requirements. It states that objections may only be made by an elector who is listed in the same divisional list in which the person being objected to is listed, or by accredited scrutineers of political parties provided that any such scrutineer has monitoring responsibilities for the division in which the persons being objected to is listed.

Persons who are unsure which registration office serves their area can determine that using this link: https://www.gecom.org.gy/ home/locations The Chair of GECOM, (retd) Justice Claudette Singh S.C., is expected to hold a press conference on Friday to provide an update on preparations for the March 2, 2020 General and Regional Elections, and to answer burning questions.

Agriculture will remain primary focus of economy despite emerging oil industry President David Granger is assuring Guyana that agriculture will remain the primary focus of the countrys economy, despite the emergence of the lucrative oil industry. Appearing as a guest on Kaieteur Radio last Friday, Granger was asked, “Where do you see agriculture in the entire scheme of things in the oil and gas economy?” The President responded that oil cannot be depended on to provide the food needed to feed the nation. “You cant drink oil; you have to eat food.” Agriculture, he ensured, has always been and will remain the mainstay of the countrys economy. Granger noted that Guyanese may fear that Government would merely concentrate on the petroleum industry, to the exclusion of others. On this regard, he pointed out that the petroleum industry does not employ many people. “Guyanese would be well advised to go into producing food,” the Head of State said. “Food is essential on a daily basis and our trust will be to continue food production. I would like to encourage more Agro-business, in which people process the foods and not allow the foods to spoil.” He noted that solar energy can be used to provide the electricity for agro-processing. In Indigenous communities, he added, this initiative has been executed. In terms of upward mobility in the Agricultural Sector, the President encouraged that Guyanese have to manufacture more and the exports need to be increased. “You would have great faith and great hope in the ability of this country to be a zone of major agricultural processing and exportation. And the Caribbean Community is hungry for the foods that we could produce… Any fruit, any vegetable, any animal product, I am confident that we can market in the Eastern Caribbean. We have to learn more about packaging.

-President Granger

President David Granger We have to learn more about exploiting those markets in the Caribbean.” He also expressed that he hopes the business community puts more investment and infrastructure into manufacturing. The Head of State indicated that the governments Decade of Development Plan, which is intended to begin from 2020 was established to put oil revenue into “certain directions”. He expressed optimism that this plan will have positive benefits for Guyana. With respect to agriculture, he pointed out that this significant sector has been catered for explicitly in the plan.

Sepang MotoGP: Maverick Vinales takes crushing win for Yamaha Maverick Vinales led every lap of MotoGP’s Malaysian Grand Prix.

Autosport - Maverick Vinales led every lap of MotoGP’s Malaysian Grand Prix to take a dominant win ahead of Marc Marquez and Andrea Dovizioso.

The victory was as straightforward as they come for Vinales, the Yamaha rider taking the lead on the opening lap and never looking back.

His final margin was three seconds over Marquez, as the world champion used a sublime opening few laps to recover from his lowly 11th grid spot. Polesitter Fabio Quartararo put in an unexpectedly subdued performance, slipping back to eighth at the start before finishing seventh. As expected it was a fast start from the Ducatis, Jack Miller leading into Turn 1 as Dovizioso slid into third behind Vinales. Marquez was swiftly among the action too, immediately grabbing onto the back of the lead train in fourth. As Vinales breezed by Miller on the opening lap, Marquez briefly moved into second with a move up the inside of the final corner, only

It wasn’t until lap three that Marquez was finally able to make a move on the Pramac rider stick, by which point Vinales was already 1.3s down the road. That was as close as Marquez would get, too Vinales dominating the race to cruise home to a three-second win. That ended Marquez’s run of five straight race victories, and gave Yamaha only its second win of 2019 and its first since Vinales’ at Assen in late June. The Yamaha rider did his best to find a way past, even getting next to his fellow Italian a couple of times. But ultimately he had to settle for fourth. Alex Rins wasn’t far behind in fifth, the Suzuki rider

lucky to escape serious damage after clattering into Miller early in the race. Petronas SRT pair Franco Morbidelli and Quartararo failed to turn their rapid practice and qualifying pace into anything better than sixth and seventh, neither factoring in the top three at any stage of the race. Miller dropped back to eighth on a Ducati that continued to shed bodywork after the Rins contact, while Johann Zarco putting in a brilliant top 10 performance on his second start on the LCR Honda - was taken out of the race three laps from the end when hit by Joan Mir. The Suzuki rider received a long-lap penalty for his troubles, which dropped him to 10th behind Danilo Petrucci.

Balotelli ... From page 29 it.“But the question many people are asking is why other players on the pitch, his teammates and players from Verona, thought it more appropriate to tell him to stay and suffer instead of joining him in solidarity? “There is so much to do in Italy, so much education, so much regulatory work, the situation is out of control. “We will add it to the list of incidents in Italy and present it to the authorities, but there seems little prospect of effective action being taken. It is a depressing picture.” Balotelli previously said he would walk off the pitch if he was again subjected to racial abuse after he and AC Milan team-mates were targeted in a Serie A match against Roma in 2013. In March 2018, the thenNice forward had a booking for complaining about alleged racist chants by Dijon fans rescinded. On Saturday, another Serie A match between Roma and Napoli was temporarily paused due to chants aimed at Napoli supporters. Fare claimed earlier this season that Italian football’s disciplinary systems to combat racism are “not fit for purpose”. That came after Cagliari were cleared of racist chanting towards Inter Milan striker Romelu Lukaku, with a judging panel determining there was not enough evidence for sanctions.

Isaac replaces Cooper while Matthews returns for third CMI ODI

ST. JOHNS, AntiguaCaneisha Isaac has been named by the Cricket West Indies (CWI) Womens and Girls selection panel as the replacement for Britney Cooper who has been ruled out of the remainder of the Colonial Medical Insurance (CMI) One Day International series against India Women. Britney has a bruised shin after being struck with a ball, thereby ruling her out of the series. Also ruled out of the remaining two CMI ODIs is Chinelle Henry who suffered a concussion after crashing head-first into the boundary board after saving two runs, which ultimately led to the West Indies Women defeating India Women by 1-run in the first CMI ODI. As per CWIs concussion policy, Chinelle is unavailable for a minimum of seven (7) days. During this time she will be monitored and evaluated as to when she can return. Balotelli threatens to walk off after racial abuse from fans

Canelo Alvarez finishes Sergey Kovalev for WBO light heavyweight title

Yahoo Sports - LAS VEGAS The conventional wisdom was that Sergey Kovalev was the bigger man and the bigger puncher in his bout Saturday for the WBO light heavyweight title at the MGM Grand Garden with Canelo Alvarez. The conventional wisdom, though, was horribly, terribly wrong. Alvarez walked down the career light heavyweight and stopped him at 2:15 of the 11th round when he landed a chopping right and a crushing left hook to the jaw. Kovalev collapsed in a heap over the bottom rope and referee Russell Mora immediately waved the fight off. Judges Dave Moretti and Julie Lederman had Alvarez up 96-94 at the time of the stoppage, the same as Yahoo Sports. Don Trella had it 95-95. That gave Alvarez the title and made him only the 20th boxer in history to win championships in four weight classes. He is also only the fourth former super welterweight champion to go on to win a light heavyweight belt, joining Hall of Famers Sugar Ray Leonard, Thomas Hearns and Mike McCallum. Alvarez did his thing after more than a 90-minute delay as promoters and the broadcast team opted to hold the main event until after UFC 244 in New York concluded.

Players and match officials persuaded Mario Balotelli to remain on the pitch following racist abuse from the stands. (Getty Images)

He walked down Kovalev, who earned the nickname “Krusher” because of punching power that helped him score 29 knockouts in his first 38 fights, from the opening bell. Kovalev attempted to jab his way to the win and was out-throwing Alvarez by a large margin. But nearly all of the significant blows in the fight came from Alvarez. “He just got caught and

theres nothing you can do about it,” Kovalev trainer Buddy McGirt said after the fight. Kovalev was simply outgunned by the smaller man. He couldnt keep Alvarez off and didnt get his jab through the high guard often enough. It was another in a long line of sterling victories by Alvarez, who proved yet again that hes not only one of the greatest of this era, but hes one of the best who ever lived.

BBC Sport - Mario Balotelli kicked the ball into the crowd and threatened to walk off the pitch following racist abuse during Brescia’s defeat by Hellas Verona. Play was suspended after Italy striker Balotelli, 29, picked up the ball in the 54thminute. Brescia team-mates and the officials persuaded him to stay on the field. Balotelli wrote on Instagram: “The ‘people’ of this curva who made the monkey chants. Shame on you, shame on you, shame on you.” The former Manchester City and Liverpool striker included a video of some supporters making the chants in his Instagram Stories. He added: “In front of your children, wives, relatives, parents, friends and acquaintances... shame. “Thanks to all the colleagues on the field and off for the solidarity I had with me, and all the messages received from you fans. “Thank you very much. You have proven to be true

men not like those who deny the evidence. #notoracism.” After Balotelli had been persuaded to stay on the pitch, referee Maurizio Mariani initiated the anti-racism protocol. An announcement warned fans that further abuse would see the game abandoned. Balotelli played the full match and scored a sublime goal in the 85th-minute, though his side were unable to find a late equaliser. It was the second time such a protocol has been followed in Serie A this weekend after the game between Roma and Napoli was briefly halted when territorial chants were directed at the Napoli supporters.Verona boss Ivan Juric insisted after the game though there was no racist abuse. He said: “I’m not afraid to say today there was nothing. Lots of whistling and teasing against a great player, but there was nothing else. “I have also taken so many insults over the years, I know what it means - but today there has been nothing.

“On the reason of the reaction you have to ask him. When there is racism, I will have no problem saying so because it sucks, even if it comes from my fans. “But today I heard nothing. We don’t create a case where there isn’t, it would be a lie.”Brescia later issued a statement criticising Verona’s senior managerial representatives for “an attempt to deny or minimise the gravity of the incident”. “This afternoon it happened to one of our players, but it could have happened to anyone else, of any team and the sentence should be as equally firm and determined,” the club statement said. “Football is for everyone and everyone deserves the same respect.” Piara Powar, the executive director of the Fare network, which combats racism and discrimination in football across Europe, praised Balotelli for his actions. He said: “Mario Balotelli has taken a stand against racism and we applaud him for (Continued on page 28)

Hamilton wins sixth world title to close in on Schumacher record AFP - Lewis Hamilton clinched his sixth drivers world championship, but not in the style he hoped for yesterday when he finished second behind his triumphant Mercedes team-mate Valtteri Bottas in an eventful United States Grand Prix. The 34-year-old Briton fought with ferocious determination to win from fifth on the grid, but was unable to resist the Finn, who started from pole and, with a two-stop strategy, had fresher tyres in the critical final laps. After leading twice, Hamilton was passed by Bottas with three laps remaining and then resisted Red Bull’s Max Verstappen to take his 150th podium finish and his 31st successive finish in the points. It sealed his sixth title, leaving him one adrift of Michael Schumacher on seven. Hamilton added the 2019 title to previous triumphs in 2008, 2014, 2015, 2017 and 2018. “I can’t believe it, thanks a lot,” Hamilton said over the

team radio as he moved out of a tie for five titles he held with Argentina’s JuanManuel Fangio. He added: “It’s just overwhelming if I’m really honest. It was such a tough race today, Valtteri did a great job. As an athlete I feel as fresh as can be. We’ll keep pushing for the rest of the season.” “I didn’t know if it would be possible but I worked as hard as I could here with my team back at the factory. My mum, dad, step-mum and step-dad and my family are here and it’s an honour to be here with six titles with those greats. “My dad told me when I was like six or seven never to give up and that’s kind of the family motto.” It was Bottas’s fourth win of the season and the seventh of his career. “It feels good, it is a good win,” said the Finn. “Personally, I failed on my target this year, but Lewis deserves it. He’s had a good season.” Hamilton parked his Mercedes in a space “re-

Djokovic sends warning to rivals with Paris Masters title PARIS (Reuters) - World number one Novak Djokovic saw off Canadian Denis Shapovalov 6-3 6-4 to win a record-extending fifth Paris Masters title yesterday in a warning to his rivals ahead of the ATP Finals. The Serbian faced only one break point in another impressive display to claim a 34th career Masters title against world number 28 Shapovalov, who was playing his first final at that level. “I served very well, there were not many rallies in the match. A break in each set was enough, it was the best serving performance in this tournament,” said Djokovic, who did not drop a set this week as he won his 77th ATP title. “It was his first Masters final so in a way experience prevailed. But I played very solidly today. Maybe he lost his focus a bit.” Shapovalov, who will reach a career-high 15th in the ATP rankings on Monday, ended the tournament with a sense of pride, knowing that there was little he could do against an almost unplayable Djokovic. “Credit to Novak,” he said. “Of course its a tough ending but he was the better player,” added the Canadian, who has now lost all four of his matches against 16-times grand slam winner Djokovic. Djokovic, who will be supplanted by Nadal at top of the ATP rankings on Monday, made a fine start, stealing Shapovalovs first service game as he opened a 3-0 lead. The Serb was never threatened in the opening set, dropping only four points on serve as Shapovalov looked tight having not played on Saturday following Nadals withdrawal. The 20-year-old faced a break point in the first game of the second set, saving it with a powerful first serve but a forehand error on Djokovics second opportunity gave his opponent a decisive 4-3 lead.

Djokovic then held serve throughout to snatch a morale-boosting victory ahead of the Nov. 10-17 ATP Finals in London, where he will be looking to secure the year-end world number one spot. “Im in a better position (to finish the season as world number one) than I was before this tournament but the only thing I can do is to focus on my game,” said Djokovic. Nadals participation in the Finals is in doubt after the Spaniard sustained an abdominal injury in the warm-up to Saturdays semi-final in Paris. Half of the eight fights failed to go the distance, while USA based Guyanese pugilists had contrasting results in their boxing debuts on home soil. Fighting in the Bantamweight division, Asheer Al Azeem, fighting out of the Forgotten Youths Foundation (FYF) beat Guyana Defence Forces (GDF) Clinton Clarke, while towering Super Heavyweight Stephen Chan lost to Soldier Antonio Williams in a bout in which both Boxers were sent to the Canvas. After an Exhibition bout between Soldiers Lincoln Murray and Jermaine Grant started the nights action, GDFs Jullius Kesney stopped Rose Hall Jammers Rafael Sebastian in 1:26 minutes of the opening round of their bantamweight encounter to start the night of stoppages. Al Azeem and Clarke began by trading punches, Al Azeem pushing forward but most of his attacking shots missed the target as Clarke counterpunched. The fight included lots of clinches and mostly fought at close range with many of the body shots taken on their arms and gloves. Both boxers were warned for not keeping their heads up and Clarke caught the FYF pugilist with a crunching right to his head as he lunged forward but Al Azeem retaliated with some good combinations of his own and did just

Mahindranauth Tiwari net champion at MACORPS 14thannual Golf Tournament

S

plendid weather and keen competitive ness marked a tremendous day of golf as Mahindranauth Tiwari pushed himself to the front of some 60 golfers with a majestic net 65 off handicap 14, at Macorps 14th annual Golf Tournament on Saturday last. Unlike the (Macorp ISG) tournament of June 8, 2019 when play began in a staggered start from 10:45 a.m., play in the tournament on Saturday Nov 2 started shortly after 12:30, causing some slight delays to the faster playing golfers, however everyone persisted and produced great scores. The Tournament was played in basically 3 Flights of handicap 0-9 (A); 1019 (B); and 2036 (C), with places of 1st to 3rd Best Net being awarded prizes in each Flight. For purposes of rewards, the Ladies were treated as a distinct group so that 1st and 2nd places were awarded in that group. The tables below show the top scores in each Flight. Keenness of competition in the A Flight, was evidenced with three veterans tying for the 1st place, with a former Guyana Open champion as well as a Canadian Club “Golfer of the year 2018”, Suknanan Jaipaul, coming an impressive fourth with 1 stroke more. The tie was resolved on back 9 performances and resulted in Patrick Prashad, former Captain and easily LGCs most consistent golfer of the year, edging out his rivals. Final results: 1st - Patrick
