Burnt body found in car trunk at Mahaicony T

he search for missing key witness Collin Rodney may have finally ended after the gruesome find of the burnt remains of a body in the trunk of a torched car. The discovery was made at around 13:00 hrs yesterday at a desolate and swampy area at Letter T, Mahaicony, East Coast Demerara.

A senior police official told Kaieteur News last night that an anonymous caller contacted ranks at the Weldaad Police Station between 14:00hrs and 17:00hrs to say that a car was being torched in the area, indicating that a car was on fire at the Letter Kenny backlands; an area that is surrounded by coconut estates and rice fields.

Upon arrival at the scene, the official said that they came across a badly burnt vehicle, which appeared to be a Toyota Allion.

A stench was emanating from the vehicle. On opening the trunk, the ranks came across the horrible sight of a corpse, which had been burnt beyond recognition.

Crime Scene ranks from Georgetown also scoured the scene. They eventually assisted in placing the remains in a bag. The corpse was then taken to a city funeral parlour.

Police will attempt to positively identify the vehicle today, while a postmortem may also be conducted on the remains.

This is likely to be done today.

Forensic investigators are also likely to take DNA samples from Rodney's relatives for a possible match with samples from the corpse. Thirty-six-yearold Collin of 70 Joseph Pollydore Street, Lodge and his silver grey Toyota Allion bearing registration number PRR 1076, vanished on October 25. Collin was a key witness, in the murder of his cousin, Marlon Seon Rodney, called 'George'.

Last evening when this publication arrived at the home of Collin's mother, Jacqueline Hunter, she was trying to console her family members and neighbours in her yard, which is next to

her son's home.

Persons were weeping and trying to console one another as they paced the yard.

While the corpse is still to be identified, Mrs. Hunter appeared to have resigned herself to the fact that the victim is her missing son.

“I can't even begin to say how I feel,” she lamented, as she sat on chair in the bottom verandah of her two storey home.

“If the body that was found is my son, I'm putting whoever that do it and everything in the hands of God.” “My son never harm anybody and they just take him and kill him. Whoever it is, I don't know, but my son didn't deserve that.”

Collin's sister in bitter tears added that she was deeply hurt and that her brother did not deserve what was done to him as she said, “Not a soul could say my brother was a trouble maker”.

According to Hunter, she was always of the suspicion that something had happened to her son.

She had told Kaieteur News that her son had left home around 08:45 hrs on the day in question.

“He had to return to court to be cross-examined by the defendants in the matter. When he left home, I didn't see what he was wearing because by the time I look outside, he was already in his car leaving.”

The woman added that during that morning, she had called her son three times and at all times, the call rang out, going to voicemail.

“Normally, I would go to court every time the matter is called. However, that day I had some errands to take care of. I asked Marlon's mother what happened to the matter that day and she said it was put off until November 4.”

“I then asked her if she had seen Collin at court and she said no. Soon as she said that, I know something had happened to my son.”

The grieving mother said that if the remains prove to be those of her child, her son will always be remembered as a person who was never in trouble.

Even when there was a family issue, he would leave the home to calm down and return.

Yesterday's horrific discovery has also left Mrs. Hunter in a more fearful state for the family.

“I don't want any other of my family to be involved in this. Let us leave it as that. My son's evidence was just to say what his cousin told him. There was no intention to cause trouble.”

Despite not yet receiving any firm confirmation from the police on the identification of the body, the mother said that what is left for her to do now is to collect her son's body.

“I'm just glad that at

least I got a little remains that I can put in a place and go visit for closure.”

Thirty-nine-year-old Osafa Grundell, called 'Safo' from Freeman Street, East La Penitence, Georgetown and James Fraser, 21, called 'Dab' from Garnett Street, Georgetown are on remand before Senior Magistrate Faith McGusty in the Georgetown Magistrates' Court.

It is alleged that between April 25, and April 30, last, at Norton Street, Lodge, Georgetown, they murdered M a r l o n S e o n R o d n e y, called 'George'.

According to reports, Marlon Rodney, a 35-yearold taxi driver of Lot 71 Norton Street, Lodge,

MURDER ACCUSED: James Fraser called 'Dab' Georgetown was involved in an argument with Grundell, Fraser and another man called 'Curl Up'.

The defendants reportedly pulled out guns and discharged several rounds at Marlon, who was hit in the left leg. A passerby, identified as 24year-old Shaquille Dion, of Joseph Pollydore Street, Lodge was also shot in the process.

The injured men were rushed to the Georgetown Public Hospital Corporation (GPHC) where Dion was treated and sent away, while Marlon was admitted in a critical condition. He later succumbed to his injuries.

Time for radical traffic change According to a New York Times article of August 14, “Major Traffic Experiment in N.Y.C.: Cars All but Banned on Major Street.” In New York City, on crowded 14th Street in downtown Manhattan, there is this “crackdown on cars.” That is one huge crackdown, as the 14th Street cross-town route accounts for approximately 21,000 vehicles a day. It is now nearly totally out of bounds, as in no cars. It is tempting: what if...?

The thinking of this paper is unambiguous: what would happen here if any such a move was contemplated, then introduced? To begin with, attempts to address congestion in Georgetown through restrictions on parking met with the fanatical, less than authentic, and delayed visibility of suspected political hands. It was pressure and war named protest, with every ploy and tactic employed. Given those heated atmospherics over parking only, then one can only imagine what the reaction would be for anything as radical and painful as curtailing vehicular entrance, usage, and exit, on any day, be it business day or holiday.

It is reasonable to anticipate what is certain to unfold here, should there be the courage and will to implement something so containing, as ordering limitations on cars coming into the city. New York City had the interest and strength to do just so. Joseph Cutrufo, a spokesman for Transportation Alternatives, an advocacy group, said restricting cars from 14th Street was a bold move whose time has come and should be replicated elsewhere.

“We’re working to build streets for people — and people come first,” he said. “You’re still welcome to come to 14th Street, just don’t bring your car.” Try telling that to Guyanese, just be prepared for the worst of reactions.

Tell a wayward citizen not to park on somebody else’s bridge could lead to the snarling menacing. Some have had those experiences. Tell other citizens not to doublepark uncaringly in the middle of the street, while they carry on a conversation, buy food, or display concern for what is held up behind, and it could be risky to life and limb. At the very least, it is disturbing to the ear. Children be damned.

It is just the way we are, and how things have severely deteriorated.

Guyanese don’t have to get with the programme. That is the traffic programme, as carved out by each man for himself. Parking is a right, and the right to clog and slow down everyone and everything to a creep is a bigger, more sacred right. Responsibility to others? The rights of others? What are those? Who cares? Why not try something else, such as addressing noise terrorisms?

Debauched culture writ large. A selfish, indisciplined society this is, for those untroubled enough to call their own shots, march to their tunes. In other, more civilised, places, there are the rationales common to people of sanity and broad goodwill. Here is a fleeting glimpse.

Cities across Europe are also seeking to take back their streets.

Swinging London has become the most famous case, with its version of what is termed congestion pricing. That is, through charging drivers a fee to enter clogged neighbourhoods. That sounds suspiciously like what was intended and attempted here, for those who want to stick around. All day long. Next, in gay Paree, cars are banned from the city centre one Sunday a month and the City of Lights is rapidly expanding its biking network.

Then, skip across town to Spain, to discover that Barcelona has reorganised some streets into what is now called superblocks.

This is through turning over the middle of the roadway to those on foot, and as a consequence, shunting cars to the edges. Did somebody dare to say that these are overdue in Georgetown, Guyana? Right here? Right now, given what we have.

In subsequent New York Times coverage dated October 3, the latest was that the restrictions could be made permanent depending of the outcome of what is now an 18-month pilot. Further, curbside parking spots are gone.

Loading zones replace.

There are warnings first. Drivers, who shrug off the restrictions, face fines from $50. That is US money. Now who is going to bell the big, bad Guyanese traffic beast?

There is no shortage of contingency funds for sea defence works DEAR EDITOR, What started as a minuscule crack in the sea defence in February 2019, is now a major disaster covering a large swath of land from Cottage to Belvedere Villages and all in between. The farmers who live and work in these villages have had their lives and livelihoods devastated by the flooding of their lands with the salty waters of the Atlantic Ocean.

I saw this human and economic disaster firsthand when I accompanied Bharrat Jagdeo on the 29th September.

The leader of the Opposition cautioned all concerned not to make this issue about politics and urged that we support all efforts to bring relief to the residents and a solution to the breach in the sea defenses. The government subsequently requisitioned Eight Hundred Million dollars in emergency funds on the 4th of October to address the breach and no

objection was raised by anyone.

I revisited the area on the 27th of October and to my astonishment, the area affected had quadrupled, this led to me asking lots of questions and the answers shook me to the core. The facts are that, the Regional Chairman of Region 5, Vickchand Ramphal, during one of his many outreaches in the Region, in February 2019, was alerted to a small breach of the sea defence at Dantzig. He subsequently made this know to the Minister of Public Infrastructure, David Patterson, the Mahaica Mahaicony Abary Agricultural Development Authority (MMA/ADA) and to the Regional Democratic Council (RDC) pleading for emergency works to be conducted to avoid a disaster.

Ramphal’s calls were ignored.

However, the Regional Executive Officer (REO) of Region 5, Ovid Morrison,

who is the Government representative in the Region, held a press conference and informed the public that they should not pay attention to the Regional Chairman because he is blatantly lying to the public and engaged in fear-mongering. As a result of this negligence, the recent two flooding events in the communities from Dantzig to Fairfield are the result of this political ignorance.

Further, the residents informed us that a contractor, who is a close friend to the APNU+AFC Coalition Government, got a contract to conduct remedial works along with the sea defense.

However, the contract, according to reports, has never undertaken such works before and caused more harm than good. The residents also informed us that some Government Officials, who visited the first time the flooding occurred some 4 weeks back, stated that the Government does not have

the necessary funds to undertake a comprehensive repair of the sea defense.

Editor, there is no shortage of contingency funds for works such as this; the Granger administration has been drawing down on those funds all year ostensibly to fix this breach, as recently as August, Four Hundred and Sixty Million dollars was allocated to these works. The question has to be asked if this completely avoidable disaster has become a ‘cash cow’ for corrupt government officials and their cronies. It would seem the Granger administration sees profit even in human and economic disaster, not one bottle of water has been offered in relief to the farmers in the affected areas up to the time of writing this letter. This rises to the level of criminal negligence by the ‘caring’ government.

A point of view on Guyana’s oil DEAR EDITOR, In the recent days, I read an article posted on Kaieteur News. I would like to express my point of view [https:// www.kaieteurnewsonline.com/ 2019/10/28/approval-of-oilfield-development-plansgives-guyana-room-toreclaim-lost-value-tt-expertanthony-paul/], regarding some of the elements expressed within.

Under the Guyana point of vie w, although necessary, the least of the concerns are the local salaries and the local industry development. In the first place, salaries are insignificant in the whole financial structure, while local industries will take time to reach the require standards to be able to significantly take advantage of the offshore development within the expected time frame.

The key issue is to ensure the right financial variables for the project at front, and to ensure sustainability of the project beyond the break-even point.

Realistically speaking the whole FDP plan makes monetisation of Guyana’s proven oil and gas reserves most likely beyond the 5 to 10 year window; definitively not for the short term. The offshore Stabroek project has lots of intangibles which could easily turn the NPV profile into read, plus the economics have lots of

assumptions with not firm technical basis to support it. The real facts will be seen during the appraisal and development phase.

Much more important than reviewing the FDP is to closely monitor its implementation, both operationally and f i n a n c i a l l y. Wi t h o u t accounting for the operational and inherent asset deliverability challenges, “Stabroek” is an important green field area costly to develop. Liza and Payara reservoirs are located to a depth of over 17.500ft (>5,300+mts) deep, in a 6,570+ft (2.000+mts) water column. Discovery wells for both prospects targeted similar reservoirs, the most prolific belonging to the middle to upper Cretaceous. Some of these formations comprise poorly consolidated sandstones, dolomitic sandstones, and naturally fractured limestone/dolomitic formations.

It has also been confirmed that discovery wells have significant freegas volumes, possibly over 2 trillion cubic feet, as well as intrinsic early sand production problems; very similar to those experienced in offshore CIGMA project, Venezuela.

These observations pose critical elements to the whole development that must be carefully managed.

To drill and complete an offshore >17.500ft deep

well requires at least 120 days and around $65 to @85 million (although it may very well surpass the $100 million mark), without accounting for the implicit impact of the required initial learning curve.

Looking at the numbers, in situ reserves will be depleted at 4% acceleration during phase I, and 6% during phase II, considering the upper bound for the recoverable reserves of 1.200 MMBOE (Full scope: Liza asset), compared against 10% to 16% for the lower end reserves scenario (450 MMBOE).

Both Liza and Payara are light to retrograde gas condensate bearing assets.

Assuming as accurate that initial pressure conditions places the main pool at/or below saturation, further complications should be expected, all leading to added costs (gas flaring, fluid disposal, etc) and accelerated productivity decay.

As per confirmed information, both Liza and Payara reservoirs are preferentially volumetric, meaning they have little or not additional-significant pressure support besides fluid & rock expansion.

Accelerating these assets at such rate of over 4%; and even more 16%, will ensure a very short live expectancy under primary production, reducing reserves expectation (in

situ trapping), and demanding additional pressure support from project inception (assisted/EOR/IOR, recycling, etc), further increasing unit costs. At required flowrates of 7.000 B/D/Well during initial production, superficial and interstitial supersonic “erosional” velocities, particularly for the upper gas phase, will force operations towards high OPEX intensive, to be able to reduce (not avoid) critical exposure.

Additionally, in spite of well architecture and type of completion; i.e.: vertical, highly inclined or multilateral, supersonic velocities and “erosional” forces will reduce well life expectancy even with costly and specific metal alloy grades.

Irrespective of borehole completion scheme, it will also consistently and gradually destabilize near wellbore region, leading to borehole collapsing adversely impacting flow properties, well d e l i v e r a b i l i t y, and ultimately reducing both, overall production and margins.

The intention of this email is to strengthen the need to proper and closely follow up, to ensure maximum return for the people of Guyana.

The time has finally come DEAR EDITOR, Wow! This is indeed great news for Guyana, the announcement by Hess Corporation, one of the partners of ExxonMobil, with a 30 percent share in the Stabroek Block that commercial oil production will begin in December 2019.

Editor, from the moment in that historic month of May 2015, when Exxon announced its first discovery, which coincided with the ascension to office of the A Partnership for National Unity +Alliance For Change (APNU+AFC), I have always envisaged that great day when first oil will be poured. It is now even closer, than the initially projected time of the first quarter of 2020.

One can just imagine the bold newspaper headlines, both locally and internationally, as the newest oil producing kid on the hydrocarbon block, bristling with productive energy, as the nation awaits its benefits for a better life for ALL. Again, who can fault such a joyous and momentous expectation? For after all, as Guyanese, succeeding generations would have lived with the ever repeated saying that Guyana is a rich nation, endowed with so many natural resources, yet its people remained poor.

From time immemorial we have been hearing about Guyana’s potential to become a developed country. Fast

forward to 2015, that worn-out statement became a reality, with the announcement; and four years later it is about to happen.

There is not a greater anticipated day than the one due in December.

But while Guyanese in general will be rejoicing, and rightly counting their chickens, for after all, they would have been grown in our back yard, and begin laying the golden eggs – there will be stepped up attacks from the usual quarters of the political opposition, which fraudulent political actions against the government have all been because of OIL. For the PPP/C party, their actions, already found to be without merit, will border on

the politically insane, as it will dredge up even more fake news and misinformation in its wicked quest to unlawfully justify removing a government that was duly elected, and which since time, has been impacting the nation with so many satisfactory and beneficially great socio-economic programmes, with even more to come as the nation’s president has outlined in his Decade for Development programme.

Sure enough, let the good times begin, but with a coalition government at the helm; for it is only this will guarantee all Guyanese a fair share of our patrimony.

CARICOM crafting a response to school violence – A Herculean task DEAR EDITOR, I do not know what meaning the CARICOM meeting of 23rd and 24th October adopted for the phrase “violence in school.”

Does violence in school refer strictly to violence by students within the boundaries of the school compound or does “violence in school” refer to all violent acts that school attending children are involved in, during the school week and during the hours immediately before school commence and those immediately following the end of the school day?

If we apply the latter definition for school violence, then we must admit school violence has always been with us. I don’t know if things have changed, but those of us who attended school during the 50s, 60s and 70s know that Friday afternoon was ‘fight time’.

Generally, little attention was paid to the socially unacceptable behaviours of schoolchildren, since these were considered normal part of growing-up and because they were relatively harmless - example, acts such as truancy and vandalism.

Today however, the violence takes the form of attacks on teachers and fellow students with dangerous weapons.

When children direct their violent attacks at adults (teachers), such acts alarm and grab our attention.

It is this increase of violent attacks on their peers and teachers in schools that I

suspect has forced CARICOM to act, and hence the recent two-day meeting was organised to coordinate a response. But even as I congratulate CARICOM for this initiative, there are some understanding and issues growing out of this understanding that I hope gained their attention.

First, violence at school cannot be effectively dealt with without recognising that in as much as it is a problem, it is also the symptom of a problem. Therefore, any intervention that merely pays attention exclusively to what can be done within the confines of the school, will at best only offer temporary relief. School violence can only be dealt with comprehensively, by addressing the conditions that birth aggressive tendencies, which in turn give rise to this resort to violence.

Those conditions exist beyond the school environment.

Second, it is important to note that while we tend to focus on the violence of boys, girls are just as inclined to violent acts. Violence by boys tends to threaten the physical well being of others. Girls attack usually with their tongue, which some might consider more ‘cutting.’

However, since no physical damage results from such violence, it is by comparison overlooked. Thus, it is violence by boys that are reported to both schoolteachers and the

police, and explains why their wrong doings are over represented in official records.

Third, generally speaking, a significant number of criminologists tend to consider the home as the primary contributing institution for nurturing violence children. Poor homes in which fathers are absent or if present, do not fulfill their role as positive role models for their sons, are breeding ground for producing boys inclined to violence.

A casual perusal of the back ground of criminals will reflect that a significant number of them come from homes in which fathers were absent –”Skinny,” “Fine man”, “Jimmy Dog”, etc., all from female headed homes.

Indeed, this negative effect of the absence of a father or father figure is universally accepted. So much so, that Kaieteur News of the 25th October 2019, under the caption, “Killers of South Road grannies to serve life in prison,” tells us that counsel

for the killers sought to engender sympathy for his clients by informing the court that both men “grew-up without the presence of fathers.” Mothers just can’t teach boys how to be men. It was never intended that they should.

Fourth, middle class and upper class homes also give us children inclined to act violently. Children from middle class homes tend to have excessively indulgent parents. This tendency gives rise, in their children, to a sense of privilege and a right to have their way. At school, they encounter rules that restrict their freedom and strict teachers determine to ensure such rules are obeyed.

So, for the first time in their lives, they cannot do as they please. Faced with this new and unknown world of rules, they are inclined to resort to threats and violence. Perhaps this might at least partly explain the incident at Nation’s Secondary School involving Dr. O’Toole.

Hamilton Green’s Letter Image is Important DEAR EDITOR, One of the matters, which Mr. Hamilton Green wrote about in his letter published on October 31 was the filling in of trenches and canals.

Contrary to what Hammie Green suggests in that letter, not all trenches dug in Guyana were drainage canals. For example, the former north-south canals in Cummingsburg, which are now avenues in East St, Thomas St, Camp St, Waterloo St, Carmichael St and Main St, were not drainage canals. They were water reservoirs to be used in the event of fires.

There was another letter, from one of the owners of the former plantation where the filled in punt trench is located, which claimed that the punt trench was just that - a trench used to take cut canes from the fields to the factory, by means of punts.

I cannot say how true that is, since I have never seen a survey map of the area. But it is true that a trench is not necessarily a drainage canal.

Cummingsburg drains into the canal on the northern side of Lamaha St. and to the canal on the southern side of Church St. (not the central canal which is now Merriman’s Mall - that was a canal that carried water from the Lamaha canal to the old water works that was located in the area between Church St. and North Road, east of Camp St. - now a garden).

The Church St. canal flows to a koker located north of the old Sanbach Parker building, now Muneshwar’s.

The outflow to t hat koker was once blockedresulting in floods in Cummingsburg.

And, by the way, all the Cummings place names were originally “Cuming’s” - one “m”, the name of the owner of a plantation that was formerly La Bourgade, Thomas Cuming. His wife was Kitty. Hence, the wards of Georgetown Cuming’s Burg (the original name) and Kitty, as well as Thomas Lands (given in his will to Georgetown for recreational and educational usage), Thomas St., and Cummings St. - I have never been able to find out when we started using the double “m”.

Thomas Cuming made his fortune in Demerara as did many Scots, and was a member of the old Dutch legislative body, the Court of Policy.

His nephew Lachlan Cuming owned plantation Chateau Margot where the 1823 Demerara slave rebellion began.

AFC on the Chopping Block DEAR EDITOR, Recent reports in the press point to a major disagreement between the PNC led APNU and the AFC. This is because the PNC is about to force the AFC to accept its conditions as it relates to the number two position on their list of candidates - the prime ministerial position.

The AFC, working on the assumption that they have an agreement with PNC, proceeded at its last “Congress” to name Ramjattan for the number two position. That had its own problem since Nagamootoo’s cloven foot was exposed.

Having been replaced by Ramjattan, Nagamootoo discarded his yellow shirt for a green one. He seems to be groveling at the feet of the PNC to keep his “wuk”.

Now we hear that the PNC told the AFC that Ramjattan was not acceptable.

Granger’s words are reported to be: ‘I cannot allow people to usurp my authority to choose’. Let us not forget that all of this is happening despite a signed agreement that exists between the two parties.

This is another demonstration, if more was needed, to show that the PNC has no regard for constitutions nor agreements.

Whenever it feels it is in a good position, they just renege. This is their history.

hinted at leaving the “Coalition”. This, in my view, is just idle talk. It seems to have come from damaged pride.

I say this because in the first place this is not a coalition. These parties are on one list and the PNC is calling the shots. If the AFC withdraws, it will not bring down the government. All Granger would do is replace those that resigned.

The weak position that the AFC is now in is due to many factors, including them being complicit with the APNU in subverting our constitution and destroying democracy in our land. They collaborated in the efforts to prepare the rigging of the upcoming elections.

Another fact is that the AFC is not united on the position of what to do. Recall that Trotman is already reported to be “optimistic”.

This can be read to mean that he is not one that would resign. He hopes to tell that to his colleagues in the AFC. That is how he believes he would avert any resignation from taking place.

Granger is also calculating on several things. On the one hand, he has much influence on Trotman and Patterson.

They are more PNC than AFC. He is also calculating that Hughes and also his son-in law, Gaskin, will stay in line.

This may be for family reasons among other things. This means that Ramjattan is now isolated.

Granger must also be

considering that the “good life” which the elite in the regime has been enjoying since 2015 would be too lucrative for AFC girls and boys to want to give up. After all the Local Government election showed that AFC support has dwindled very sharply. It is even weaker now.

They have lost bargaining power. The lies and misrepresentations have discredited them. For instance, the promises of 20% increase for sugar workers and $9000 per bag for paddy to rice farmers were deliberately designed to fool the people. They have been exposed and cannot repeat those lies. They cannot return to the people with more lies!

As mentioned above, they have tasted the “good life” and would not want to give up voluntarily. They have become extraordinarily wealthy and many drive around with police outriders.

One of them, in a divorce petition before 2015, claimed he could not even eat properly. Now, in four short years, he has multiple properties and vehicles.

The fact that they deliberately fooled people to vote for them shows that they have no moral fiber, nor integrity. They will therefore have to accept whatever they are offered now by the PNC. None of them have the conviction to leave the lucrative jobs they have. For that bunch in the elite of (Continued on page 22)

CARICOM crafting a response to...

From page 5 which violence is absent, where fathers and mothers do not beat up on each other, and do not tolerate older children beating up on a smaller brothers or sisters, produce violent children.

Such children learn from this prohibition that violence is wrong at home and so they refrain from such acts. Away from home and their parents, in their mind no prohibition on violence exists.

This in part at least, explains why we so often hear parents and neighbours express shock when they hear of the violent behaviour of certain children who they thought they knew, based upon the child’s exemplary behaviour at home or in the neighbourhood.

Sixth, the truth is that violence is not all together a bad thing. It is as natural to man as most other tendency. Indeed, even in our

primitive days our survival depended on our willingness to be violent.

Our challenge as a society is how to effectively convey the need of restraint to our children? How do we give them violent defensive skills without them feeling a need to display these skills?

These are some of the considerations that I hope were acknowledged and discussed at the CARICOM meeting, and I feel confident that at least some would have been.

CARICOM has within its ranks some of the better minds in the region. Further, if needed, it has access to many knowledgeable brothers and sisters who would be willing to be of assistance. I am confident that the meeting of 23rd and 24th October 2019 will not be CARICOM’s last on this matter.

A Spectacular Guyanese Diwali Celebration in America DEAR EDITOR, As in Guyana, Diwali was spectacularly celebrated last Sunday in areas in America where Hindu Guyanese have established sizeable communities like in Queens, Brooklyn, Bronx, Jersey City, Orlando, Ft. Lauderdale, etc.

The traditions and festivities observed at Diwali in Guyana have been transplanted in areas where Guyanese have settled in the diaspora. As in Guyana, rows of lit diyas were laid out on lawns and steps and balconies and in front of homes.

Unlike in Guyana where the celebration ended, in the US, the celebration continues among some pious Guyanese Hindus with pujas. Politicians are also hosting Diwali dinners and entertainment in their offices to ingratiate themselves with Hindu voters; next week is voting across America. President Trump lit the lamp in his office at the White House in the presence of Indian Americans and others; the President is up for re-election and wishes to strengthen the bonds with the Hindu Republic Political organization. He praised the Indian community for their contributions to the development of America.

Prime Minister Boris Johnson also partook in the Diwali celebrations in the UK uttering similar praises as Trump to the Indian community; Boris is also seeking re-election later this year. Prime Minister Justin Trudeau of Canada also

wished everyone a Happy Diwali in Canada; he just won re-election and appointed a Sikh (Punjabi) as his deputy PM; Guyanese overwhelmingly voted for Trudeau. Trump, Trudeau, and Boris praised the Hindu community for strengthening cultural traditions in their homelands. They wished everyone a wonderful Diwali as was done in Guyana by politicians.

As in Guyana, in Queens, many painted and decorated rangolis (various art forms) in their yards and invited the public to take in the decorations. The outside of homes in Queens was magnificently decorated with colourful lights though early morning rains put a damper on the festivities. As in Guyana, in New York, celebrants invited family members, neighbours, friends, and other guests to their homes for dinner on the occasion.

Muslims and Christian Indians and non-Indians patronised homes for the festivities where they feasted on traditional vegetarian Guyanese cuisine and a variety of other delicious snacks. Guyanese and Trinis also distributed snacks and delicacies to neighbours and friends. Many also exchanged Diwali gifts similar to exchanges of gifts during the Christmas season.

Virtually, all of the Guyanese mandirs in NY held Diwali celebrations on Sunday night. The temples and homes were beautifully

illuminated inside and outdoors around the building structures. Colourful lights hang down on facades of homes in Queens even now, several days after the official celebration. There was entertainment (singing and classical dancing).

Pandits explained that there was Goberdhan prayers the day after Diwali to end the fasting period; Goberdhan was also observed in Guyana with most Guyanese Hindu continuing their fasting and ending it two days after Sunday. But many pious Guyanese and Trinis and South Asians continue Diwali prayers known as chhat puja that ends this weekend. Chhat puja is celebrated by those who could not make it back home (however that is defined – India, Guyana, Trinidad, etc.) for the Diwali celebration to be with family members. The chhat puja is conducted over a four days period after Goberdhan. And some Hindus continue with strict fasting till teerath or karthik on November 12.

The local politicians in America thanked the Hindu communities (South Asian and Indo-Caribbean, and others) for having a safe and wonderful Diwali season.

Community leaders and the media are invited to receptions being hosted by politicians seeking elective office in Queens.

We as Guyanese have the voice to speak up now!

DEAR EDITOR, The Guyana Election Commission and particularly the APNU commissioners must understand that they have a responsibility to provide free and fair elections to the people of Guyana.

Furthermore, this process is embodied on “Trust “and “Creditability”. It seems though that these actors of the APNU side within this commission are displaying syndromes associated with a

child who wants its own way and at any cost to the people of Guyana. Their syndromes are that they are crying loud, changing their clothes and banging their heads to get their own way. However, our Guyanese people are much more informed, matured and is banishing prejudice to misinformation by these APNU commissioners.

Since December 2018 to date, information emanating from GECOM is continuing to create the lack of “trust and an eroded creditability” at a national level, and this has the potential to influence the outcome and behavioral approach by our people.

Thinking of a scenario where GECOM announcing the election result for 2020 after all these baby syndromes by the APNU commissioners? Can we contextualise the extent of distrust that is now

embedded in our voting population? Can a reasonable citizen agree with GECOM? The APNU commissioners need to stop being myopic, as actions now have significant impact on our future, an emerging Guyana.

We as Guyanese, let’s hold these actors accountable as this is evolving as a national disaster.

Let us protect the values embedded in our constitution. Let’s learn and mitigate from events unfolding around the world in countries such Bolivia, Argentina, Chile, Colombia, Venezuela and even in Hong Kong.

Do we in Guyana see an emerging similarity of government’s creditability under scrutiny?

Brazil seeks US$50B through auction of oil blocks Guyanas neighbour Brazil hopes to reel in about US$50B from an auction of four oilfields, tentatively set for next Wednesday Buzios, Itapu, Atapu and Sepia. The fields involved in the Transfer of Rights process could hold about 15B barrels of oil equivalent, according to a study by Houston-based consultancy Gaffney, Cline & Associates. The fields draw from the pre-salt layer, which it is thought holds a significant fraction of the earths petroleum reserves.

Wood Mackenzie estimates that the four projects could be producing about 1.4M barrels per day by 2030.

Buzios, the largest of the four, considered by ExxonMobil to be the “largest and most prolific” deepwater discovery ever.

The field is Brazils second largest when it comes to production, currently putting out about 425,000 barrels per day.

While Petrobras is intent on winning the bidding for that project, ExxonMobils President of Exploration, Stephen Greenlee said that the company needs to weigh just how much it wants to

spend on the lucrative project against US Shale, other liquefied natural gas and deepwater projects, according to Bloomberg. But still, along with 13 other producers, Exxon has signed up to participate in the auction.

In Guyana, for instance, the oil major is set to start production on the Stabroek Block in December with its partners CNOOC Nexen and Hess.

Of the Brazil auction, Greenlee is quoted as saying, “Whether or not we participate, it would be wrapped up in how we would see that opportunity versus all the other investment options, because there are a lot of investment options out there right now.”

He reportedly argued that other oil companies have also expressed reservations about the cost to obtain those blocks that the billions in signing bonuses could eat into their profits. Total, Repsol, and BP have said that they will not participate in the auction.

ExxonMobil holds interests in 30 other blocks in Brazil, which it got when they were way less expensive. The four fields being auctioned on

Wednesday offer a unique situation because the reserves have already been

proven, as is the case with Guyana when it signed the 2016 Production Sharing

Govt. working to ensure petroleum industry “properly and honestly” managed “We will make sure we have a first-class petroleum industry that is efficiently and honestly administered.”

President David Granger gave this assurance yesterday during an interview on Kaieteur Radio.

He was at the time appearing on the stations “The Political Show”, hosted by Senior Reporter, Leonard Gildarie.

The Head of State explained that with the establishment of the

Department of Energy on August 1, 2018, the government has embarked on building the human capacity needed for the industry.

“We have to build human capacity, and that is responsible for the focus I have on education, particularly science and technology,” the President said. Over the past few months, the Head of State has made donations to several schools to aid in the expansion and

development of its science and technology programmes.

“In order to make that industry work, we need technically and scientifically qualified people… in years to come, Guyana will be doing much better.”

President Granger also noted that keen attention is being paid to the lessons from other oilproducing nations. He highlighted that measures are being implemented to ensure that

benefits from the industry are properly managed and pointed to the Sovereign Wealth Fund as an example.

“We will ensure that the policy that we have outlined in the Decade of Development puts the revenues from the Petroleum Sector in certain directions.”

The President explained that one of these will be the Education Sector and emphasised that it is important that training is being provided in the sector.

Agreement (PSA) with Exxon, but only got US$18M. Bloomberg reported that due to the investments Petrobras has already made in the area, it is set to be reim-

bursed by oil companies to the tune of US$25B, according to Government officials with knowledge of the matter.

The licensing fees are set to reel in the other US$25B.

President Granger made this revelation yesterday during a special edition of The Political Show, which is aired on Kaieteur Radio.

During an interview with host

senior journalist, Leonard Gildarie, the President was specifically asked: “You have battled cancer; do you have the strength to do another term as the President of Guyana?”

A very confident President Granger replied, “Of course! It is a pity that I only

have to do two terms. I can do more!”

He added, “I am strong enough, I am supported by a good team, and I have built a strong coalition. I feel very strong now and I am going into the campaign. All the reports from the doctors and the hospital suggested that I am strong enough, not only for the campaigns, but for the next five years”.

President Granger, 74, said he has reached this position with experience in different fields. He said that it is clear as day that his government has performed to the benefit of the Guyanese people. He said, too, that under his stewardship, there have been infrastructural upgrades to many communities.

“We have tried to resolve some of the problems that we have faced in places like East Bank Berbice where people have lights, they have a good road. We have provided water, we have provided public services, we have increased the pension of old folk, we have increased the salaries of low wage earners and we will continue to serve the people of Guyana.”

All in all, the Head of State stressed that he is confident that the Coalition will have a landslide victory at the upcoming elections set for March 02, 2020.

Expressing more certainty that the citizens will give him another term in office, Presi-

dent Granger said, “We have done our calculations and we are confident that we are not winning by a one-seat majority; it will be a much larger majority. We are mobilising on the ground and based on our record, we are convinced that we are going on a clearer majority as a coalition.”

“We are going in as a Coalition, we are better together, we are stronger together,” the President emphasised.

Top Exxon shareholder dumps assets after company fails to meet key climate obligations Legal and General investment Management Limited (LGIM), a European shareholder for ExxonMobil, came out earlier this year shaming the oil company for how it addresses climate change.

Then, it voted to dump its assets.

The company released a report, which found t h a t Exxon is a laggard as it has failed to meet climate reporting obligations. In the report, the shareholder issues regulations to pressure the Oil Giants leaders to step up their efforts to address climate change, the asset manager stated that ExxonMobil has not met some of their key minimum requirements, including on emissions reporting and targets.

Notably, the firm lauded other oil companies for their good work. Equinor, for example, was commended for committing to provide more details around how its future investment plans in oil and gas exploration are consistent with the Paris Agreement. Royal Dutch Shell was also given a pat on the back for adopting comprehensive emission targets, linked to executive pay,

which include not just emissions from Shells operations, but also from the burning of its oil and gas products.

The firms assessment is purported to take into account a wide range of indicators to establish a comprehensive view of companies exposure to climate risks and opportunities.

Since Exxon has been found lacking, LGIM voted to divest some of its assets. The divestment also applies to some other nonoil companies.

The divestment is only for LGIMs Future World Funds, which are there for clients who maintain a commitment to environmental, social and governance themes. And, even though LGIM is one of Exxons top 20 investors, its shareholding accounts only for about 0.6 percent of the companys asset base. So, it will not place a significant dent in the companys holdings. But it is adamant that the divestment will set the right precedent.

The firms Head of Sustainability and Responsible Investment Strategy is quoted by Reuters as saying

“In all other LGIM (non-Future World), funds that remain invested in those companies that have not met our criteria, we will vote against the election of the Chair of the Board… We can vote against the Chair on any number of issues, so to do so because of a single issue such as climate change sends a powerful message to companies that they should be raising their standards in this area.”

In ExxonMobils case, the current Chair and CEO is Darren Woods, for which LGIM has gotten a considerable push to oppose.

The company is coming under considerable pressure to up its efforts to address climate change.

It has been accused of hiding climate change from the public for decades, and is now facing two lawsuits alleging that it misled the public and its investors about the cost of climate change on its operations.

The oil company also is among the countries in the world with the most carbon emissions, which is purported to be a direct contributor to the climate crisis.

Greed is Groovy The Americans parade their rich and successful. We tear ours apart. The Americans worship material achievement. We idolise service without reward.

To grasp this reality just study this newspaper’s column on Special Persons in our society. This column appears every Sunday. The persons chosen are invariably those who have been said to have given back to society more than what they have taken out of it.

The Americans however make no such pretence: wealth accumulation is the benchmark of personal success. In the heart of capitalism, the more you have the better. But while the rich are making their zillions, the poor have to be made contented with their crumbs. Thus, they are sold the view that being poor is virtuous. This deceives the poor into not upsetting the status quo, thereby allowing the rich greater freedom to continue to make untold riches, which the poor satisfy themselves with the virtue of serving others for the pure joy of doing this.

Capitalism is however built upon the virtue of greed. Green is good; greed is what drives wealth creation and provides competition. This competition allows for all, both rich and poor, to benefit. Competition drives down prices, allows for expansion, which in turn creates more

jobs and provides incentives for further innovation to reduce prices and thus provides more benefits. Greed is good for all then. This is the creed of capitalism.

But it is the creed that applies only to the rich, for the poor are encouraged to accept their lot. All kinds of spectacles and entertainment are provided so as to conceal and suppress the fact that they are being exploited and used as cogs to make the rich get richer.

They are also encouraged to see what they do as something good. They are encouraged to give. “Ask not what America can do for you, but what you can do for America.” And the poor swallow this line, hook and sinker.

They even begin to believe in the service to others. The poor are encouraged to give and give and give and the more they give, the less they receive while the less the rich give, the more they receive.

As a result of these diametrically opposed processes, a form of class division results. The rich get richer and the poor become poorer. But this too is suppressed by selling to the poor the notion that everyone can one day become rich. The poor swallow this pill too and the very poor man follows his own pipe dream.

And while they are chasing rainbows, the rich are smiling all the

way to the bank.

The poor are encouraged to believe that if they work hard, if they make the necessary sacrifice that they too can one day become as prosperous as the rich man. In the rich countries, it is easier for a man to believe this.

But in poor countries, there are limited resources and thus there is competition for these limited resources. This competition does not leave everyone better off. Instead, it creates a gaping gap between the rich and the poor which becomes starker. This in turn leads to two symptoms.

The first is mimicry. Everyone wants to be like the rich man.

They see what the rich man has and they think that if they only do as the rich man does that they too can become rich.

So the rich man is the shop man or so people feel. They have not seen his bottom line, just his shelves. They think he has a fat bankbook, but they do not know about his overdraft. So wanting to become a shopkeeper, they forget about working for others and see the measure of their independence as working for themselves even if it is in a four by eight contraption that is a shack.

They see it as a “shop” or the even the “store”.

They stock this shop by purchasing on credit, and they sit all day waiting on the sales to come.

West Africa readies for entry into Guyanas oil sector A forum hosted by the Guyana Global Consulting Group (GGCG) is scheduled to take place on Wednesday in Ghana, to educate West Africa about the basics of doing business in Guyana.

The Guyana-West Africa Oil, Gas and Economic Development forum at Golden Tulip Accra Hotel, Ghana, is being hosted because Guyana is viewed as the next Qatar.

ExxonMobil is set to start bringing up oil next month, at just about the cheapest cost in the world, with the Liza Destiny.

To host the forum, targeted at Chief Executive Of-

ficers (CEO) and senior executives in all West African industries, the GGCG is partnering with Society for Petroleum Engineers Ghana Section, the Guyana Chamber of Commerce Ghana and the Ghana Oil and Gas Service Providers Association. The law firm of Hughes, Fields and Stoby is also listed in an advert as a partner.

The participants are expected to learn about the oil and gas prospects, economic and market intelligence, the legal and regulatory framework, Local Content Policy, immigration law and processing, investment laws, regional

economic framework and instruments, business culture, historical and Commonwealth ties, the current business environment, investment opportunities outside of oil and gas, and accessing of corridors of power.

It is being spearheaded

by GGCG Chief Executive Officer (CEO), Fatu Gbedema, who is touted as the energy governance expert with over 30 years of experience with international donors such as the World Bank Group, the International Monetary Fund (IMF), the United Nations and the National Oil Company of Liberia.

Mimicry does not work in small societies. It creates selfdelusion – individuals believe that they have become a man or a woman when they no longer have to hold down a steady job, when they can sit all day in their shop, never mind all that is selling is a few cigarettes and mints, trying to make enough to repay the wholesalers from whom they purchase. And in this shaky business of mimicry, they still can muster the sense that sitting all day waiting for a sale that they have arrived; they have achieved status; they are self-employed and even if their store is a knocked-up shack made of a few odd pieces of plywood, it is still their own, their business.

The second reaction that competition for limited resources creates is a culture of pulling down the rich. And this is very much evident in Guyana. Those envious of the rich try to justify

their own lack of accomplishment by pulling down the rich. They do so by suggesting that the rich have become prosperous through ill-gotten means.

How often do we not see this in Guyana? A man builds a fancy house and the rumours are rife that he is into something underhand.A person works his way from rags to riches and instead of us worshipping that person’s success, the person is pulled down; his fame is ridiculed and his good name tarnished.

The man is pulled down in the eyes of the public. He is seen as a target for attack. Rather than celebrating that person’s luck, tact, skill or the political and social connections that have allowed that person to make an easy profit, we try to pull that person down.

If we say that capitalism is about making money and if we say that capitalism is good, does

it not follow that so long as what a man acquires is through honest means, even if it is an easy profit, that we should be happy for that man? Should greed not be groovy to every aspiring capitalist even if he has bought something for $1M and sold it for $40M? Or do we prefer for that man to sit all day in a shop and sell a few mints and chewing gum and make a $2 profit?

Which is the better role model? The one who is greedy and makes a huge profit or the one who is also greedy and makes a small profit?

PNC/AFC charade is the most comical, political circus in Guyanese history Let’s go stage by stage then you decide if the dialogue between the PNC and the AFC on the prime ministerial candidate is not a silly merry go round that makes both parties look idiotic in the eyes of the world.

Stage 1- In June, the AFC accepted a motion that declared Ramjattan as the AFC’s selectee for the PM slot in the 2020 election. S2the PNC didn’t like that. As a reaction, Joe Harmon at a Bartica rally declared that Nagamootoo was royalty. S3the President refused to comment on the identification of a name for the PM slot.

He said the renewal of the Cummingsburg Accord has three stages – one is accep-

tance of core principles which has been completed, then stage two on policies and programmes will begin shortly and then names for positions will be announced after stage two is completed.

S4- the President in an interview said that he reserves the right to choose his running mate and he will not accept a name being forced on him. He opined that all the parties that make up the APNU/AFC formation should be allowed to identify a choice. S5 – the AFC two Thursdays ago hosted a press conference to ventilate one issue only – the refusal of APNU in the dialogue to renew the Cummingsburg Accord to accept Ramjattan

as the PM candidate for 2020.

S6 – At that Thursday press conference the AFC issued a fait accompli or an ultimatum to the PNC – the AFC will not accept a rejection of Khemraj Ramjattan as the PM candidate. The gauntlet was thrown down by the AFC. The semantics were pellucid – Khemraj Ramjattan is the AFC’s choice to run with Granger, the Cummingsburg Accord stipulates the PM comes from the AFC and there will be no compromise on that demand.

S7 – the AFC’s public criticism of APNU’s reluctance to accept Ramjattan resulted in the talks moving out from the teams representing the PNC and AFC and into the realm

of the leader himself of the PNC and the leader himself of the AFC. S8 – the talks between the two leaders were completed. S9 – no announcement if Granger has accepted Ramjattan as PM candidate, no announcement from Ramjattan if Granger has rejected him or needs more time to consider that seminal issue.

S10 - the talks between the teams have resumed.

So here are the ten stages then of the situation between the PNC and AFC over the AFC’s insistence that it wants Ramjattan to be Granger’s running mate. We can add stage 11- nothing but idiocy now characterized the question of the Ramjattan candidacy. What analysis to put to those 10 stages? If the two teams couldn’t agree on Ramjattan and so it climaxed a face-to-face between two leaders for them to decide, then a decision had to be made there and then. How can you send the two teams back to negotiate when one side is insisting on Ramjattan. The other side, which is the PNC, cannot make a decision without its leader’s acceptance.

The AFC bitterly complained at its Thursday, October 17 press conference that the PNC was using delay tactics so it called out the PNC. The talks then moved to the two leaders themselves. If there wasn’t a decision on Ramjattan when these two gentlemen met then why is the AFC going back into dialogue with the PNC on the Ramjattan factor when that should have been settled between the two gentlemen?

If in the coming days, there is an announcement that Ramjattan is the anointed one, then that had to come from Granger when he met Ramjattan last Thursday. So why not make the declaration after the two leaders would have met? Why leave it to the two teams when the entire world would have known that Granger gave the final nod when he met Ramjattan Thursday?

Does that make any sense? Let us see if we can make sense of it. So the PNC and the AFC in the coming days will resume the dialogue on which there has to be an answer to the AFC’s demand

What item is there to discuss on the agenda before the number one item – the Ramjattan PM slot?

It means that as soon as the two sides meet, after the end of the negotiation for that first meeting, there has to be a definitive statement on the Ramjattan candidacy because the AFC has quarreled bitterly that no decision is forthcoming hence the recourse to the two leaders. If after the first meeting of the resumed talks there is no announcement on Ramjattan, then the circus will go on forever.

and sustainability project, RESCUE “Reforming Education, Skills and Capacity for Ultimate Empowerment.”

RESCUE also enables collaborating partners, beneficiaries, at-risk youths and disadvantaged families to have a foundation for educational and financial security, through direct participation in skills training.

Foster also noted that the initiative would support the Government of Guyana s diversification programme for residents.

In her feature address, Minister within the Ministry of Agriculture, with responsibility for Rural Affairs, Hon. Valerie Adams-Yearwood said: “Agro-processing is a multi-million-dollar industry that allows persons to capitalise by adding their signature style, dietary preferences and the low cost attached to

purchasing commodities produced in excess during seasons of plenty.”

Minister AdamsYearwood highlighted that the Agriculture Ministry has been advocating for the development of the sector by offering technical support, through the Guyana School of Agriculture (GSA) and the New Guyana Marketing Corporation (GMC), to new and seasoned agro-processors ensuring their products are of a standard where they can compete on the local, regional and international markets.

“Government will continue to develop heavily in this sector by offering support in every way possible. In 2017, the Ministry, through the Agriculture Sector Development Unit (ASDU), a number of processing equipment

to Guyana School of Agriculture, to improve the schools agro-processing and commercial production,” the Minister added.

She also noted that the agro-processing sector is an avenue for youths to feel empowered while stimulating job creation in both the urban and rural communities.

Meanwhile, Second Secretary of the Embassy of Japan, Toshihide Kanaya, assured that collaborative efforts between the two countries will continue. He said the establishment of the facility clearly shows that SFCD and by extension Guyanas Government have the people at heart.

Grasshoppers, other pests invading rice farms in large numbers - stringent monitoring recommended They already have to contend with the dreaded paddy bug, but rice farmers are also battling grasshoppers and other pests, that are invading the rice-growing regions in huge numbers.

That s the finding from research conducted by officers of the Guyana Livestock Development Authority (GLDA) into the Incidence of Emergence in insect pests of rice in Guyana. The research paper was composed by Entomologists Viviane Baharally,Alana Peters and Jenarine Hardat and presented by Baharally on the first day of the Agricultural Research Conference being held at the Guyana School of Agriculture.

An excerpt from their presentation alluded to the fact that rice productivity, as robust as it is, is still limited by the harmful effects of insect pests.

Just earlier this year, rice farmers across Regions 2 and 6 suffered losses from paddy bug infestation.

And while the contributing factor of this loss has been traced to paddy-bugs, there needs to be more focus on the monitoring of the effects of other pests such as leaf miner, water weevil and caterpillars.

Surveys conducted over the past two years have revealed the plant-hopper, leaf folder and grasshoppers are occurring in large numbers

across the rice-growing regions. The data collected in 2018 showed an increase in the presence of planthopper in Regions 2, 3, 4, 5 and 6.

In her presentation, Baharally revealed that one pest stood out the grasshopper. “A total of 104 samples were taken in the first season and 296 in the second season… there were several species of the grasshopper found… almost all the areas had high instances of the grasshopper.”

The grasshopper damages the plant by shredding the leaf from the tip and squeezes the grain during the milk stage to get its content.

Data collected in Burma, Mahaicony revealed a hundred-fold increase in numbers of the planthopper over two seasons, the second crop of 2018 and the first crop of 2019. In Regions 4 and 6, there was the presence of Leaf Folder, but this was not continuous. Meanwhile, grasshoppers showed a presence in all the Regions in 2018.

Extensive monitoring is recommended as a vital component of the Integrated Pest Management protocols utilised to keep the threat of these pests under control.

East La Penitence Market shootout…

Injured suspect charged with attempted murder A 22-year-old man of Central Amelias Ward Linden, was yesterday remanded to prison on an attempted murder charge in relation to last months shootout at the East La Penitence Market.

Lashawn Lewis was placed on stretcher and lifted into the Georgetown Magistrates Courts, where Chief Magistrate Ann McLennan read the charge to him.

The charge read that he discharged a loaded firearm at Teon Alleyne called Spoil Child with intent to commit murder on October 5, last, at East La Penitence, Georgetown.

He was represented by Attorney-at-law Gordon Gilhuys, who made a bail application for his client.

The attorney said that Lewis is innocent of the charge and presently unable to walk.

He added that his client was shot in the vicinity of the spine and the bullet is still

lodged there.

As a result, the lawyer said that his client has been in pain and is in need of proper medical attention.

But Police Prosecutor Neville Jeffers objected to bail, based on the serious nature of the offence and the penalty that it attracts.

Magistrate McLennan then remanded the defendant to prison. He was instructed to return to court on November 4, 2019.

Police have stated that there is an ongoing issue between the victim and the MOB family, (a gang comprising persons from Linden and French Guiana).

On the day of the shooting, Alleyne was purchasing vegetables from the La Penitence Market when the occupants of a black car drove next to the victim.

Shortly after, three persons exited, one of them allegedly being the defendant.

discharged several rounds in Alleynes direction, but the intended victim managed to seek refuge.

According to reports, when Alleyne got to a safe location, he returned fire, injuring Lashawn Lewis, the

defendant.

The attackers ran away, leaving the injured Lewis on the scene. He was taken to the Georgetown Public Hospital, admitted under police guard and later charged.

Kaieteur News had reported that Alleyne had moved to Georgetown to seek refuge from the MOB, but apparently he was followed by

his assailants.

Renard Caesar, 23 of South Amelias Ward, Linden was also charged in relation to this

matter. He appeared last week before Chief Magistrate Ann McLennan and was remanded to prison.

Non-payment of taxes hinders payout of salary increase for City Police Several ranks of the City Constabulary have complained News of the failure of the Georgetown Mayor and City Council (M&CC) to pay them their eight percent salary increase.

In January 2019, then Town Clerk Royston King had announced that the Council would be paying all its staffers, including the constabulary ranks, an eight percent increase. Almost two years later, the constabulary ranks are complaining bitterly about the Council not living up to its promise.

The Council, however, has been unable to honour its obligation as it is battling a financial crisis. This is according to Mayor Ubraj Narine, who reminded that the public is well aware of the Councils financial status. According to the Mayor, the Council has been experiencing difficulties paying staffers as persons are reluctant to pay rates and taxes despite being granted amnesty.

The Mayor revealed that the issue was brought to the attention of the Local Government Commission and the Guyana Labour Union, earlier in the week.

He insisted that the Council is working to ensure that the monies are paid out by the end of the year.

“I cannot make any promises,” he declared, adding that since he assumed office, he has been trying to ensure

He nevertheless disclosed that other staffers are also facing this problem.

A few weeks ago, the city constabulary ranks related to this newspaper that they have become frustrated with the situation. They are now asking for the intervention of the relevant authorities.

One of them said, “Every time monies get approved for us, we have to wait two to three years before we get it.

This thing going on for too long… We deserve the same treatment like every other worker in the public sector.” Another rank said that she has been working with the constabulary for several years and this issue

is a norm.

Yet another related that she was tired of the Council and its broken promises.

“Is bare promises and more promises and you are not receiving nothing. Year after year is the same thing. If they aint paying us on time, is always something one after the next. We are working and need to be paid and treated like everyone else.”

In a letter dated December 19, 2018, which was addressed to Carvil Duncan, General Secretary of the Guyana Labour Union, Paulette Braithwaite, Human Resources Manager at (M&CC), wrote: “I am directed by the acting Town Clerk to inform you that Council hereby acknowledges its indebtedness to ranks of the City Constabulary based on the recent increase announced by government for the members of the Disciplinary Services.”

In the letter, Braithwaite further stated that Council regretted its inability to make the necessary payments to its staff during the month of December 2018, which was as a result of its “current financial constraints. The letter adds, “However, Council will make the necessary payout during the first quarter of 2019. Please convey Councils regret to your members, and assure them that the organisation is committed to honouring its obligations.”

Third “pirate” remanded for brutal killing of Corentyne fishermen - Commander optimistic of capture of accomplices A third alleged pirate was yesterday appeared in the Albion Magistrate Court for the murder of four Corentyne fishermen in Corentyne waters.

Lennox “Breeze” Grimmond, 38 stood before Magistrate Renita Singh as he heard the charge read to him.

Grimmond of Cromarty Farm, Corentyne, Berbice is accused of murdering Ajai Kissoon, Vishnu Seeram, Marvin Tamasar and Lamar Petrie between October 5 and 6. He was unrepresented and not required to plead to the indictable charge.

He was remanded to prison and is set to return to court on November 7, along with the other two accused.

Grimmond was arrested on Thursday and subsequently processed for court after advice was given by the DPP. On Thursday, Narine Dhanraj called “Chu-ChuBai” and Suresh Sumdatt called “Buckman”, both fishermen of Belvedere Village were also charged jointly for the murder of the four fishermen. They were arrested last week Friday and allegedly

Top Cop says “a few sensational crimes occurring” - reports drop in serious offences Amid concerns from citizens about a spike in crime, Commissioner of Police Leslie James says that he is ‘not necessarily bothered’, by the reports, since there has been a drop in serious offences.

The Top Cop told reporters yesterday that “I’m not necessarily bothered because I’m saying they are a few sensational crimes that are occurring”.

Commissioner James h o w e v e r, s a i d t h a t t h e Force has noted the slight increase but pointed out that this is only for petty crimes.

“In terms of serious crimes, at the moment we have a minus 3.4 percent in serious crimes generally”.

His comments come in the wake of several sensational murders, including the slaying of four fishermen in the Corentyne; the brazen slaying of a gold miner; the murder and shallow grave burial of a 14-yearold boy, the executionstyle killing of a youth in Linden, and the discovery, yesterday, of a burnt body in a car at Mahaicony.

“It is simply clear that persons are hell bent in dealing with crime and as you could have seen, we’ve been dealing with them decisively, as they occur, we’re dealing with them”.

The following week, a bound corpse washed up on the Abary foreshore. Two days later, police on the Corentyne visited the families of Seeram, Kissoon, Tamasar and Petrie to inform them that

The bodies found were identified by their relatives as Kawal Ajai Kissoon and Lamar Petrie, the other two are yet to be found.

Agri-Tourism Expo to spur greater interest and investment Min. Rajkumar As Agriculture Month concludes and Tourism Month begins, the Agri-Tourism Expo serves as the perfect transition activity that encompasses the marriage that can occur between the two sectors.

The official launch of the event occurred on Thursday at the Arthur Chung Conference Centre. It will last from November 1-2, 2019, and features booths from both agroprocessors and tour operators, as well as several small businesses.

While tourism is not something that Guyana was traditionally known for, in recent years, the country has managed to secure several accolades in the tourism sector internationally. As such, in his remarks at the official opening, Minister of Business, Haimraj Rajkumar, highlighted the aim of the exposition. “This event is meant to spur greater interest and investment, in an area which is under-exploited in Guyana, but for which there is so much potential. While other countries are enjoying the benefits of agri-tourism, we here in Guyana are seeking to make it a thriving addition to our tourism product.”

“In addition to helping us realise the value of tourism as an export, the event further ties in with Guyana’s focus and drive towards sustainable green development.”

Minister of Indigenous Peoples’ Affairs, Sydney Allicock, in his speech, showed just how vital these sectors are to a ‘Green’ Guyana.

“When we speak to sustainable development, immediately, these two sectors come to mind because they are inseparable to sustainable green development. By their very nature, they are ecofriendly means of caring and earning income.”

Guyana has been awarded a number of honours and titles in the tourism sector,

Director of the Guyana Tourism Authority (GTA), Brian Mullis such as the “Best in Eco-Tourism”. These awards have helped to boost Guyana as a destination for international tourists. A security guard, who allegedly discharged a loaded firearm and shot a woman in her right eye and knee, was yesterday released on $100,000, bail by Senior Magistrate Leron Daly when he appeared in Georgetown Magistrates Courts.

Anthony Grannum, 30, of Charlestown, Georgetown, pleaded not guilty to the charge which stated that on October 27, 2019, at Charlotte Street, Georgetown, he discharged a 12 gauge shotgun within 100 yards of public

space.

Police prosecutor Christopher Morris made no objection to bail being granted to the defendant but asked that conditions be attached.

According to details of the charge, Grannum was on duty at El Sol Hotel, while being armed with a shotgun loaded with 12 live matching rounds.

He was seated on the third floor of the hotel with the shotgun pointing downwards.

It is alleged that the defendant squeezed the trigger and a round hit the ground, ricocheted,

and hit the woman in her right eye and her right knee.

She was rushed to the Georgetown Public Hospital Corporation (GPHC), where she is still a patient.

Senior Magistrate Daly, released the defendant on $100,000, bail and the conditions are that he must lodge his passport and report to the Alberttown Police Station every Monday until the completion of the matter.

The matter was adjourned to November 29, 2019.

Grenada seeking extradition of two people wanted for robbing credit union Acquisition of Bank of Nova Scotia ECCU operations by Republic Bank finalized (Now Grenada) - The Eastern Caribbean Central Bank (ECCB) advises that effective 1 November, the Bank of Nova Scotia operations in Anguilla, the Commonwealth of Dominica, Grenada, Saint Lucia, St Kitts and Nevis and St Vincent and the Grenadines will cease and the Republic Financial Holding Limited (RFHL) operations will commence in these territories.

The ECCB, in consultation with the ECCB Monetary Council, approved on 6 September, the application for the transfer of the assets and liabilities of the Bank of Nova Scotia to the Republic Financial Holding Limited in the said territories, pursuant to Section 43 (42 in Anguilla) of the Banking Act. Approval was also granted for the RFHL operations in the ECCU to include the following: Republic Bank (EC) Limited – a Saint Lucia based

subsidiary which will operate branches in the Commonwealth of Dominica, St Kitts and Nevis and St Vincent and the Grenadines; Republic Bank (Anguilla) Limited, a subsidiary of Republic Bank (EC) Limited; and Republic Bank (Grenada) Lim-

ited, which will acquire the BNS Grenada operations.

Pursuant to these approvals, the ECCB issued banking licences to Republic Bank (EC) Limited, Republic Bank (Anguilla) Limited and a variation of licence to Republic Bank (Grenada) Limited.

(CMC) - Grenada is seeking the extradition of two St Vincent and the Grenadines nationals accused of staging a robbery at the Grenada Union of Teachers Credit Union in Carriacou last month. “I can confirm that the two are on remand in St Vincent and an extradition hearing is scheduled to be heard in the magistrate court there, Grenada is seeking the return of the two,” said Christopher Nelson, the Director of Public Prosecution (DDP), adding, “We cannot say when they will return but our argument is for the suspect to face trial in Grenada.”

The men were arrested in St Vincent and the Grenadines last week and investigators from Grenada travelled to Kingstown to assist with the investigations into the crime. The police had issued a wanted bulletin for the men soon after the October 11 robbery. They have since charged one person, believed to be the driver of the getaway vehicle with conspiracy.

Meanwhile, police have confirmed that two Vincentian nationals have been deported where they are wanted for charges ranging from murder to money laundering. Police said Kamara Lampkin, 39, who was nabbed during a drug operation on October 21, is wanted on a

murder charge and that the drug charges against him have been discontinued, while Xavique Williams, who was arrested

during a joint operation on September 26, this year, pleaded guilty to two counts of money laundering.

Indian national vanishes after fleecing several businesses of over $800M A prominent city businessman has reportedly vanished with over $800M, leaving several businesses across the country reeling.

The businessman, Ajay Bathija, was one of the biggest traders in the city, supplying many of the major retail outlets across the country with stationery, electronics, curtains, generators and a host of other items. He owns the popular Balaji Trading on King Street.

He reportedly collected more than $800M in the last two weeks from the businesses, telling them that he is bringing in items early for Christmas.

However, last week, his customers, who include a number of the biggest retailers, were suddenly unable to reach him.

His cell phone rang out.

One man said he was told that his shipment of stationery was on the wharf and he had to advance $6M. The victim tried to contact the businessman again last week Thursday.

However, there was no answer.

He said he heard that Bathija, who came from India two decades ago working at one of Regent Streets biggest retailers, had left for a sudden trip to Panama. Even then he was not too worried. He had been doing business with Balaji Trading for a while. On Sunday, he awoke early and was browsing his phone when he saw a report that the businessman and wife, Tricia Bathija, had disappeared with hundreds of millions.

He immediately jumped out of bed and tried to reach Bathijas cell again. It rang out.

On Monday, he journeyed down the King Street location of Balaji Trading and found to his horror that another prominent businessman had taken over the operations. There were other similar stories which suggested that Bathija was a highly trusted individual, with his customers acknowledging that they would often advance him money.

Recently, he has been purchasing US currency in large

quantities. He even paid as much as $240 for US$1, an indication that he was desperate for US currency. Two of his customers are prominent hotel owners.

One Water Street businessman said he borrowed money to advance Bathija.

“We can t get him now. We understand that he has left the country. His store, his vehicles and home are still there and he wont be returning.”

A number of the persons who lost money include Indian nationals who own stores in the downturn area.

“I doubt Ajay is heading to India. If he has taken up and left with the peoples money, he going elsewhere, not India, as he would be found there,” one source said.

Kaieteur News was told that Bathija left his Regent Street employer about six or seven years ago, opening Balaji Trading on King Street.

He was well-liked and appears to be doing good b u s i n e s s .

”Nobody can understand it. He was one of the biggest traders.”

One business alone reportedly gave Bathija up to $120M. The owner is the one reportedly running Balaji now.

Yesterday, the business was open. Another businessman from Water Street claimed he gave Balaji $40M. “These were for things that

Ajay was bringing in for Christmas.” As of now, Kaieteur News was told that the businesses have not officially made a police report.

In fact, a number of angry customers who did not get their orders delivered had been visiting the King Street store.

They have also visited the former employee of the business

at his Regent Street Store.

“We are shocked at this news. I worked with this man here for years. He is a cool man. We cant understand it,” a former work colleague said.

Nobody wants to come on record to talk about it.

Shippers seek alternatives for oil as crews work toward plugging Keystone leak (Reuters) - Cleanup crews in Walsh County, North Dakota, are working toward plugging the Keystone pipeline after a more than 9,000-barrel oil leak this week, a state official said Friday, while crude shippers are searching for alternative means of transport.

The shutdown caused by the spill threatens a large amount of regular supply of heavy Canadian crude to the United States.

Canada is the biggest foreign provider of oil to the United States, with exports to the U.S. averaging about 3.6 m i l l i o n b a r r e l s p e r day (bpd) in 2018, according to the federal Canada Energy Regulator.

The 590,000-barrel bpd Keystone system, owned by TC Energy Corp (TRP.TO), is a key artery for Canadian heavy crude, imported

by United States for blending with other oils to be refined into gaso-

line, diesel and other fuels.

“When something like (a shutdown) happens, it’s all hands on deck for what you do to keep barrels flowing,” Chief Exe c u t i v e R i c h K r uger of Exxon-owned Imperial Oil (IMO.TO) said, on a quarterly conference call on Friday. “Not knowing what the situation is, how long it may be offline.”

Imperial, which owns contracted space on Keystone, is looking into shipping alternatives for the short and long term, Kruger said.

TC Energy was not immediately available f o r comment.

K e y s t o n e ’s c l o s u r e has forced TC Energy’s Marketlink pipeline from the Cushing, Oklahoma storage hub to Nederland, Texas, to reduce rates.

About 60 percent of Canada’s U.S. exports go to the Midwest.

The cause of the leak is unknown. The spill,

first detected by TC Energy on Tuesday night, occurred near a TC Energy pumping station, and saturated an area about half the size of a football field, the company and state officials said.

Karl Rockeman, director of the North Dakota Divis i o n o f Wa t e r Q u a l i t y, whose department is overseeing the cleanup, said crews were focused on reaching the leak to prevent “any further oil that may be sitting in the pipeline from being released.”

Clean-up efforts remained focused on vacuuming up oil, before excavating the underground pipe, said Walsh County emergency response manager Brent Nelson.

The leak took place in a rural area close to the small city of Edin b u r g i n t h e northeastern part of the state. The nearest home is about three-quarters of a mile away, Nelson said.

Baffert eyes fourth Breeders’ Cup win with McKinzie ARCADIA, Calif.

(Reuters) - Hall of Fame trainer Bob Baffert will look to claim a record-extending fourth Breeders’ Cup Classic with McKinzie at Santa Anita Park today although victory for the favorite is far from guaranteed.

Baffert won the Classic in 2014 with Bayern, in 2015 with American Pharoah and in 2016 with Arrogate but said the colt McKinzie holds a special place in his heart.

The chestnut son of Kentucky Derby winner Street Sense is named after Baffert’s longtime friend, the racing executive Brad McKinzie, who died of cancer in 2017 at age 62.

McKinzie, who has seven wins in 13 career starts, has earned more than $2.2 million and the normally-stoic Baffert said he gets emotional when he watches the horse compete.

“I think we’re all living through this horse, thinking about Brad. He’s got a lot of friends,” Baffert said this week.

Singh’s century handed Regal All Stars a 100-run win over United Brothers at Queen’s College ground in the Open segment. Regal All Stars posted 224-3, taking first turn at the crease. Singh hammered 110, while Delroy Perreira made 44 and Fazal Rafiek 41. United Brothers were bowled out for 124 in 15.5 overs in reply. Ravindra Ramnauth and Perreira claimed three wickets each, while Rafiek had 2-0.

Regal All Stars signaled their intention early on when they defeated defending champions Speed Boat by 66 runs in their opening fixture.

West Indies bowling Brutal Djokovic thrashes woeful Tsitsipas legend Walsh appointed in Paris PARIS (Reuters) - Novak Djokovic destroyed a woeful Stefanos Tsitsipas 6-1 6-2 to book his place in the semifinals of the Paris Masters yesterday.

The Serb, who will be supplanted as world number one by Rafael Nadal on Monday, showed no signs of the cold that bothered him in his first two rounds as he produced a brilliant display that lasted less than an hour.

He will next face Bulgarian Grigor Dimitrov, whose solid run at Bercy continued when he saw off Chile’s Cristian Garin 6-2 7-5.

Djokovic, a 16-time grand slam champion, raced through the first set and came close to handing Greek seventh seed Tsitsipas a bagel as he set up three set points at 5-0.

Sports Max - West Indies fast bowling legend Courtney Walsh has been appointed as interim assistant coach for the Windies Women’s team.

Walsh, the region’s all-time Test wicket-taker, will join Gus Logie who was recently announced as interim head coach. The duo will be joined by former Guyana seamer Rayon Griffith. The coaching triumvirate will replace the unit led by Henderson Springer.

The 57-year-old former speedster recently served as bowling coach for the Bangladesh team. Although his new appointment is expected to come with more sweeping responsibilities than his previous post, Walsh has revealed that his primary duties will involve working with the bowlers.

“My function is to focus

a lot more on the bowlers and the cricket, in general, to get the ladies together,” Walsh said. “I’m just happy to be able to work with Gus - we haven’t had a chance to be on the same team since we were players and we just want the women to play the type of cricket we know they can play.”

The team takes charge as the Windies Women prepare to host India Women in a three-match One Day International series. Logie believes the program is already off to a positive start.

Afghanistan can upset Guyoil on board for West Side 5th annual Jamboree anyone, warns Simmons

LUCKNOW, India, CMC – Newly-appointed West Indies head coach, Phil Simmons, has warned his charges of the threat posed by his former side Afghanistan, and says execution and consistency will be crucial to success in the upcoming series.

West Indies arrived here this week for a six-match limited overs series – three Twenty20 Internationals and One-Day Internationals – but are aware that even though Afghanistan are one of the youngest international sides, they will be dangerous in familiar subcontinent conditions.

“It’s a positive thing that I know much about the rivals but they are a young and energetic side who can upset anyone,” cautioned Simmons who stepped down as Afghanistan coach following the ICC World Cup back in July.

“Over the last many years, they have become quite a confident unit.

They will be playing on home turf; it’s not going to be easy for us. We have to make sure we are ready for what comes to us while facing an aggressive opposition.

“On both the occasions when Afghanistan beat West Indies, I was their coach, and this time I would like to see things in the reverse order. It would be important to see how t h e We s t I n d i e s b o y s execute plans.”

He added: “If we really need to come up in the ladder, we need to have a consistent showing in all the series. We have a new captain (Kieron Pollard)

and let’s see what changes he wants to make for the good.”

Simmons was named as West Indies coach earlier this coach, returning for his second stint in four years after the first one ended in acrimony.

Under his guidance, the Caribbean side captured the T20 World Cup in 2016 but in his absence they have slumped to number 10 in the format – below the Afghanis now ranked eighth – and number nine in ODIs. Simmons, who has penned a four-year contract, said he hoped to see the return of a winning culture during his tenure. “ I t ’s a big responsibility on my shoulders after three years and it is different too,” said Simmons, who played 26 Tests and 143 ODIs during his career.

“I would love to start with what is necessary for now. As a coach I have a goal for myself and I want my team to be a consistent winning unit. West Indies should win more matches instead of losing more matches.”

He added: “We have won the World Cup twice and finished runners-up once and now all the stakeholders need to work hard to get things right once again.

“It’s about getting the balance right, discipline right.

Once we have all this, we can hope for a turn-around in fortunes for West Indies cricket.”

West Indies take on Afghanistan in the first ODI here next Wednesday.

He is confident of defeating all his opponents, noting that he will play his “best chess.” The intense seven round competition will once again see the country’s seasoned chess players in battle over the chess board to accumulate Grand Prix points and qualify for the 2020 Chess Olympiad.

LUCKNOW, India, CMC – Afghanistan captain Rashid Khan has called for patience and maturity from his side when they face West Indies in a one-off Test here at month-end, but says he is a lot less concerned about their ability to compete in the preceding white-ball series.

The minnows are brimming with confidence after scoring their first Test win last month – a 224-run thrashing of Bangladesh in Chittagong – and Khan believes they are now well placed to strongly challenge West Indies.

“They are a strong side, but we are well prepared and ready to challenge them,” Khan said here as Afghanistan put their finishing touches on preparation for the series.

“Recently, we had a good domestic tournament back home and have infused new talent in the side. I am sure people in Lucknow would get to see good cricket over the next month.”

He added: “My boys were good against Bangladesh in the Test last time. We are

natural power-hitters, so smashing sixes in 50-over and T20 cricket isn’t a problem for us. Test cricket requires so much patience and I need my boys to mature in that format also.”

Afghanistan have already beaten West Indies three times in six One-Day Internationals but only once in four T20 Internationals.

However, in their last meeting during the recent ICC World Cup earlier this year, they went down to West Indies, as they finished last of 10 teams in the England showpiece.

Khan, who was recently appointed captain in all formats, said the team had since worked very hard to improve their weaknesses.

“We’ve been working hard on our shortcomings and making sincere efforts to eradicate them. We lacked the finishing ability in the World Cup but fought well against all teams and lost close matches. We should have won four, five matches there,” he contended.

“After the 2015 World Cup, we didn’t get a chance

to play against teams like Australia, New Zealand, England, etc., so understanding them was difficult.

“We are hopeful we can come good at the next World Cup after having a good experience of playing against big teams over the next four years.”

Afghanistan take on the Caribbean side next Wednesday in the first of three ODIs before clashing again in three T20 Internationals beginning November 14.

The first Test between the two sides is carded for December 27.

Khan, an incisive legspinner who will lead Afghanistan’s attack in the series, says the Windies tour will be excellent preparation for crucial upcoming assignments.

“Right now we are focused on the Asia Cup and this series provides a perfect opportunity to get ready for that,” he said. “Playing against West Indies will help prepare well for the next T20 World Cup.”

Rest Team beat Jaguars by 98 runs Vishaul Singh

Led by 4-65 from West Indies U-19 left-arm spinner Ashamed Nedd and an unbeaten 88 from Skipper Vishaul Singh the Rest team beat the Guyana Jaguars by 98 runs in their second and final practice game at the Enmore Community Centre Ground on the East Coast yesterday despite 47 from the inform Chris Barnwell.

The Rest Team watched by a handful of fans in the stands, batted first in sunny conditions on a slow track and reached 288-9 when their 50 overs expired on the large venue before dismissing the Jaguars for 190 in 42.1 overs.

Thirty-year-old Singh, the diminutive left-hander from GCC who played three Tests, led the way with a solid unbeaten 88, while his GCC team mate Renaldo Alli-Mohammed supported

with 58.
