Stolen firearm

If the increasing frequency with which guns are being stolen from licensed firearm owners is not occupying the consciousness of the Eve Leary administration, it should be uppermost if the Guyanese people are to enjoy any degree of safety and security in their daily lives. The entire rationale and process involved in the application for and approval of licence to have possession of a firearm is not something that should be taken lightly. We expect that the vetting process should be an intensive one where the background of the applicant will be scrutinized extensively. There will be problematic areas that will require a sensitive approach since people are apparently still not comforted by the lack of respect for confidentiality on the part of the police. People have had their weapons stolen in several ways—from their homes during a burglary, or break and entry in their absence; from their persons during robberies at their homes; from their cars when left unattended; and from their persons during armed robberies. The thing is to get a serious determination of the most prevalent and least risky manner of relieving a licenced firearm owner of his/her weapon. From all indications to this point people in possession of a permit to carry firearms do not have the kind of follow up scrutiny that should accompany such an important responsibility. It should go without question that the authorities have a moral obligation to ensure that those persons who have been granted the privilege of owning a lethal weapon should, at the very least, be required to submit themselves to a formal process of accountability. The experiences in other places should serve to inform local knowledge and to derive an appropriate approach to addressing certain issues; and the burning issues of firearm theft should rate right up there among them. From 2005 through 2010 approximately 1.4 million firearms were stolen during household burglaries and other property crimes, according to a Justice Department’s Bureau of Justice Statistics report. This figure represents an estimated average of 232,400 firearms stolen each year which translates into about 172,000 stolen during burglaries and 60,300 stolen during other property crimes. The Guyana experience in terms of numbers might pale in comparison, but taking several factors into consideration, we have no cause for celebration especially if no proactive strategies are being employed to stem, if not eliminate, the problem of weapons theft. Among the elements which should not be ignored are the number of licenced guns out there; ownership demographics; per capita dispersion; number of guns stolen within the past five years, and the manner in which they were stolen; number of stolen guns identified as being used in the commission of crimes; number of stolen guns recovered or surrendered to the authorities. The demographics of ownership to find out just who have been granted firearm licences for any given period should be interesting. This could assist in determining if in spite of some effort to control the entire process whether centrally or in a decentralized framework, the system allows for the type and level of discretion which collides with commonsense. It should be unacceptable for a young adult to even be considered for a firearm licence outside of a joint application process regardless of the claim to owning business or similar reason. The implications are myriad, but a brief look at the more critical ones will suffice. In several instances reports have been made of the display of, and indiscriminate discharge of firearms by the privileges set with no regard to the likely consequences. Of course there are no punitive actions since the reports go exactly nowhere because of who is involved. So there! Recall the incident on the Soesdyke/Linden Highway some

Letters... Where your views make the news

I congratulate and support the present CLERK OF THE NATIONAL ASSEMBLY DEAR EDITOR, This is the first time, as far as my memory goes, in my 82 years, that I am writing a letter to the Press. I have kept away from writing directly to the Press, but not from meeting and speaking with Press Reporters. However, seeing the problem that a simple Parliamentary matter has turned into and how greater that problem seems to be becoming, I feel urged on to share my experience and views. I am contributing to this matter because I myself have been involved with Parliament and its work for over half a century. There have been two previous occasions in Guyana when a Speaker requested a Clerk to call a Parliamentary sitting. The first was in 1963. I have written a full story on this with 16 pages, with all the details. Very briefly, this is what took place. The Speaker had given a ruling in

the Legislative Assembly on the motion for the extension of the state of emergency. The Government Members were not in favour of that ruling and it was reported that some of them even accosted the Speaker. For refusing to apologise, they were first named by the Speaker and then suspended by the Assembly. Following disturbances in the Assembly, the Speaker adjourned the Assembly. No-confidence motions in the Speaker and in the Government were submitted. The Speaker requested the Clerk to call the next meeting of the Assembly. Although the Clerk did not share the Speaker’s view and was not only of the opinion, but knew that the date for the next sitting was a matter for the Government to decide, he nevertheless sought advice from the Attorney General’s Chambers. In the explanatory advice

which the Clerk received, the Attorney General had said, inter alia, that the Speaker was not competent to notify the date for a sitting and that the Clerk was under no duty to comply with the Speaker’s direction in that behalf. He had further said that the competence in this matter resided where it normally rests, namely, with the Government of British Guiana. The Clerk submitted the advice to the Speaker and informed him of his regret to comply with his instructions. The Speaker went ahead, and caused the date proposed by him for the sitting to be announced. It was reported that the Government did not want the sitting and made the Clerk take away the Mace from the Office of the Legislature. The Government also decided that the Legislature should be prorogued and the Governor was accordingly advised to do so. With the prorogation, all the problems

came to an end. In that 1963 incident, the PPP had formed the Government, Mr. Rahman B. Gajraj was the Speaker of the Legislative Assembly, and Mr. Elwyn V. Viapree was acting as the Clerk of the Legislature. The next occasion was in 1972. As for that incident, I have also written a full story on this matter consisting of 32 pages with all the details. However, very briefly, this is what took place. The National Assembly was adjourned sine die. The Deputy Speaker, in the absence of the Speaker, requested the Clerk to summon the next meeting of the Assembly for a date which had been determined by him, to discuss a matter which was considered urgent and of public importance. The Clerk was not only of the opinion but he too was also sure and knew that the Deputy Speaker was not (Continued on page 23)

Guyanese should never be denied an opportunity TO HOLD OUR POLITICAL PARTIES ACCOUNTABLE DEAR EDITOR, Please permit me to comment on a letter by Mr. Tacuma Ogunseye published in the October 28th edition of your newspaper. Mr. Ogunseye’s letter concerned an article I had written for the AFC’s weekly Kaieteur News column published on October 19th. My article was clearly written, and the gist of it was that the PPP-C’s electoral invincibility is a myth and cannot be supported by available data. Mr. Ogunseye, however, has read beyond the lines and has gotten way ahead of me and what I was intending to communicate. He quotes my statement “The party will enter its next election campaign in a much stronger position than it did in 2011 and will be targeting a plurality this time around” and interprets it to mean “the AFC is on track to win the next elections, and that above anything else is its ultimate objective.” He even suggests that the article may have been intended to

“silence the critics of the AFC who question the party’s motivation for its noconfidence motion”. Mr. Ogunseye seems reluctant to accept my assertion that the AFC’s NoConfidence Motion in the National Assembly “was a move to address a serious national crisis in which the Executive had grossly exceeded its authority over the public purse and was continuing to spend monies in blatant defiance of the constitutional safeguards and the people’s representatives”. He prefers to believe that the AFC are a bunch of political joy-riders with no real commitment to the future of Guyana. I wish to assure him that he is wrong. The AFC has already stated why it saw no alternative to placing a motion of noconfidence before the National Assembly. The National Assembly has been debased by the actions of the PPP-C Government and can n o l o n g e r e ff e c t i v e l y legislate. I am unclear as to

years ago when one man with influential ties shot another fourteen times and escaped the consequences. Recently we have seen that guns seem to be assuming the pride of place in the suicide of those who have been granted firearm licence approval. It would appear as if no system is in place to address what can turn out to be a significant feature in a virtually uncontrollable social problem.

what Mr. Ogunseye is proposing to address this crisis, but the AFC sees no point in continuing the charade and has acted decisively and responsibly. Mr. Ogunseye goes on to outline a set of gloomy conditions which could see the PPP-C regain its majority. He therefore concludes that the “noconfidence approach is at best a high-risk political gamble and at worst, political recklessness”. He ought to be aware that every election is a political gamble and the fact that the wrong party can end up winning is a poor excuse for not going to the polls. The AFC is presenting itself to the Guyanese public as a credible alternative to a government that is corrupt, incompetent, lawless and abusive. We are confident we can field a strong ticket that is appealing to the people of this country, and we know that an AFC President will have the support of enough competent persons to be able to form a better government than currently exists. We are therefore not afraid to face the people of Guyana, I have a difficulty with Mr. Ogunseye’s closing sentence that “Elections will worsen the divisions in the

nation and inflict new wounds.” He has not indicated whether this prognosis also applies to the elections which would otherwise have become due in two years time and, if not, what would have changed between now and then to lessen the threat which he describes. He also does not propose an alternative to the holding of elections. Guyanese do not have a big say in how this country is run and periodic elections provide the only opportunity for the people to make important binding decisions. We may not have a perfect constitution, and all may not be fair in how our systems are applied, but the suggestion that elections are a bad thing ought not to be entertained at any level. Guyanese should never be denied an opportunity to hold our political parties accountable - in particular when we are facing a national political crisis. GECOM costs us an arm and a leg to sustain and needs to be put to work more often. People the world over have fought and died, and continue to do so, for the right to elect their own governments. If Mr. Ogunseye believes that an election right now is too (Continued on page 23)

“Because We Care” is a big political gimmick and an insult to parents DEAR EDITOR, The “Because We Care” Cash Grant initiative should be renamed “Because we couldn’t care less!” The latter slogan is befitting and definitely in sync with the actions, thinking and motives of those involved in this despicable political gimmick. I have consistently argued that the PPP/C government has no respect for the Guyanese people hence they perpetrate the kinds of insulting and disrespectful acts on the people. The entire “Because we don’t care” operation, is teeming with contempt towards Guyanese. The government began this charade with banners placed at strategic locations on the public highways. These banners ushered in the spate of contempt the entire project breeds. Those who see themselves as the “masters” of the land, parade themselves on the banners in a most comical fashion.

I wonder how much of taxpayers’ money was used to produce these PPP political street-hangers. Secondly, was the money paid to produce these banners approved by the parliament? Was the production of these political promotional banners identified as a line item in the 2014 budget or was it a budgeted item associated with the requisite grant? Whatever the answer to these questions, it is clear that all is not above board. The Parliamentary Accounts or Ethics Committee must, as of necessity, meet to investigate this scam. The entire roll out of this project exposes a deliberate and orchestrated attempt by the government to insult the people, in particular ordinary Guyanese parents. How can a government blatantly engage in a mission to denigrate, mistreat and exploit the intelligence and dignity of its own people in such unashamed fashion?

How can this government even attempt to fool people into believing that their, the people’s own, taxpaying dollars are nothing but gifts from this insipid regime? People should be reminded that the money they receive or will be receiving is their own. The Ministry of Education is merely responsible for executing that which was approved by the parliament. However, this project has deliberately turned out to be a PPP/C political campaign tool. Parents should know that the $10,000 they receive is not, like the Minister of Education wants them to believe, some act of benevolence on the part of the PPP/C regime. People must be reminded that their representatives in the parliament voted to ensure that they get back $10,000 of their taxpaying dollars to cushion the high cost of living they continue to experience as a result of

How can human beings be so cruel? DEAR EDITOR, It is with sadness and deep frustration that I pen this letter. Recently we had the wonderful celebration of Deepavali. Being a Hindu, I look forward to the festive lights of diyas and fairy bulbs. However, it’s the squibs, firecrackers and ‘bombs’ that bother me. I have listened to the Commander of ‘A’ Division giving his orders, saying that these are banned items and should not be used, and that persons caught using, selling, purchasing, etc., will be prosecuted. Despite the Commander’s revelations, the use of these items was still very prevalent. I can’t understand how human minds work! These devices alarm babies, adults [especially the elderly] as well as the poor animals. The morning after the festival, on my way to work, I was horrified to see the amount of dogs that were killed on the roadways. I can tell that most of them belonged to families because they were wearing collars. These poor dogs were scared of these squibs and bombs and were probably running for safer grounds, only to be

caught up on the roadways and end up being dead. How can human beings be so cruel? I have witnessed people laughing while lighting these things and seeing the animals running wild. They found that funny! How disgusting! Calling the police to make reports of this was a total waste of time. The Police were in the vicinity where most of these “crackers” were going off and nothing was being done. I am also surprised that Hindu leaders allow this sort of behaviour to take over our culture. Why aren’t they condemning it? We need to take a stand on these matters and enforce laws to combat this atrocious behavior. Why aren’t our Hindu leaders saying or doing

anything to stop this act of disgust that gives a bad reflection of our culture? The Minister of Culture, Youth and Sport can also assist in this appeal since Christmas and New Year celebrations are less than two months away. I hope persons from the various Hindu religious organizations will read this letter and make an effort to do something to uphold the good culture of our religion instead of doing nothing and letting it fall apart. Please think of the poor innocent animals, the babies, the elderly and other persons out there who cannot stand these terrible acts when it comes to celebrating our festive seasons. P. Singh

realities such as; the backbreaking VAT, low wages, high levels of unemployment, among other damning socioeconomic and political actualities. As if the public billboards and posters were not enough, the regime and the Minister of Education have decided that they will employ a most humiliating process for the distribution of the people’s money. So head teachers and school districts are asked to organize elaborate ceremonies where the special guests are entertained as our children are made to perform for them. The “masters” then make their campaign speeches to the largely unsuspecting audience who will later find their portrait in a PPP election campaign commercial. The pomposity of these people knows no boundary. Recall a few weeks ago when they landed in a hinterland community, children and parents were cajoled into ushering them from the airstrip and planting garlands around the necks of these modern day massas. All this the people are told they must do before they can collect their own money. What lunacy and insolence! The travesty continued last weekend when scores of parents of children who attend school in a certain section of Georgetown were rounded up into the National Park to participate in this big sham. My information is that parents were waiting in line from as early as 8:30 am, braving the hot mid-morning and mid-day sun to collect their own money.

According to some parents, the sun’s heat was so unbearable that there were instances of fainting spells. Since the organizers seem to have had their focus on the propaganda aspect of the charade rather than the distribution, there was no clear procedure for distributing the money, as focus constantly changed from one method to another. The fact is the entire episode was uncalled for and was merely done to humiliate and disrespect both parents and school administrators, all in the interest of making a PPP political commercial. Why should a government treat its people in such a belittling manner? I do not know! However, what I can say is that such acts are symptomatic of a brutal, dictatorial communist regime whose main political strategy is to perpetrate those acts on the people, which it feels will be sufficient to beat the people into subjection and to make them feel less than worthy. It is a way of attempting to negatively affect the way one sees him or herself, a strategy designed to have a negative effect on selfconfidence, self-worth and self-esteem. Their mission is to make the people see the PPP/C leaders as deities, whom the people must be made to worship and depend on for their every survival. Parents were made to stand in the boiling mid-day sun listening to “what parents are experiencing never happened in more than 20 years”, and that they

should be happy that they “will get more food on the table”. Utter contempt! When one believes that the attempt at humiliation of the parents ended at the National Park, it took an even more repugnant turn. So, after listening to the PPP/C’s political talking points by the various speechmakers, parents were then given a piece of paper to take to Western Union to cash in, in order to receive the measly $10,000. As I watched the lines at Western Union stretched from the cashier’s counter to almost a block up the street my heart sunk. Again, I asked myself how can a government which says it cares about its people be so inhuman and callous towards these very people. Why must we exploit ordinary Guyanese in such brutal ways? Shouldn’t this money be distributed via a more decent process or in a more civilized manner? Why display our people’s obvious needs in such a distasteful public fashion? The fact is, the government is aware that the people need this money, since they continue to struggle every day in this cash-strapped, jobless and uninspiring economy. It’s no secret that parents are struggling every day. I applaud every parent who continues to do his/her best to ensure that the children go to school every day despite the many odds. I recalled my days as a teacher, under this very regime, when I had no (Continued on page 23)

‘Illegal intercept’ charges against KNews ‘Utter Nonsense’ By Gary Eleazar It has been condemned as illegally obtained by none other than Head of State, Donald Ramotar-an audio recording of Attorney General, Anil Nandlall, making threats against this publication-but for the administration to pursue charges against Publisher Glenn Lall and Editor-in-Chief, Adam Harris, under the rubric of illegal interception would be “utter nonsense.” This is the view of veteran broadcaster and executive member of the Guyana Press Association, Enrico Woolford. Yesterday, Woolford said during a candid interview, that should this course of action be pursued it would result in Guyana becoming the laughing stock of the Caribbean, “if we continue along this slope of jackassery.” “This country is going crazy; somebody is going crazy where these laws are being used whimsically and flippantly.” Woolford said that it would be utter nonsense to use the Interception of Communication Act to deny journalists and media houses of the tools of their trade. According to Woolford, “We live by recordings, we record people, we record either by pen, audio or video. Having done that, we cannot be therefore subject to any

…would constitute a grave attack on press freedom -Woolford interception law.” Woolford is adamant that the Interception of Communication Act of 2008 was and is intended for telecommunication providers such as Digicel, GT&T and any other such provider that may come on stream in future whether private or public. According to Woolford, when people call into media houses, media houses are recipients of information and media houses must have that fundamental right to record that information either on audio or video or somebody actually sitting and writing the information. “For you to come and say that a sender sends the information, a receiver receives it but if the receiver uses the information or tells their bosses that information or give that information to their boss, then the bosses have intercepted the communication is utter nonsense,” said Woolford. READING PROBLEM Asked about the specific law that the authorities seemingly are relying on to pursue charges against Lall and Harris, Woolford said, “We seriously have a problem with reading and comprehension in this country.” Regardless of whether lawyers are advising members

of the Guyana Police Force, they first have to read and understand. “You have to understand what you are reading.” The act is very clear. “(It) is for telecommunication providers and anybody else who may seek to get in between the channel of communication.” He added that the fundamentals of communication revolve around the sender, recipient and the channel used. “If I am at the end with the receiver how am I intercepting my own conversation? The conversation is coming to me,” questioned Woolford. Woolford said that the Act is very clear in that it spells out what is interception which comes with a caveat that all or some or all of the contents of the information intercepted is meant to be shared with a person other than the sender or intended

recipient of the communication. “Suppose Anil Nandlall has recorded the same conversation, has he intercepted the conversation? Woolford was adamant that should Nandlall have recorded the conversation also, he would not have been guilty of interception of communication and in the same vein if the reporter recorded the conversation, he too would not be guilty of any interception of communication. He quickly pointed out that if another media outfit would have had a device capable of monitoring and recording the conversation between Nandlall and the reporter then that media house would have been guilty of interception of communication. DOUBLE STANDARDS Woolford also weighed in on Nandlall’s double standards in relation to the

right of privacy. Following another phone scandal in 2006, where a telephone conversation had surfaced reportedly between the then Commissioner of Police, Winston Felix, and Executive Member of the People’s National Congress, Basil Williams, Nandlall at the time was quick to point out that there was no right to privacy. According to Woolford, in this case it is because Nandlall “in the sauce now…that is why (Nandlall’s position) is differing.” PRESS FREEDOM He pointed out however that having regard to the extant (existing) law which was not in existence in 2006, “it clearly cannot mean that the recipient cannot record or the sender cannot record and if it does then all of the press, not only in Guyana but in the Caribbean and the Commonwealth. ought to raise an alarm that Guyana is

slipping down the slope.” According to Woolford, if for whatever reason the authorities move ahead with filing charges against Lall or Harris, then it would represent a very serious indictment and would also constitute a grave attack on press freedom in Guyana. “It is very stupid on behalf of the Police if they do that…Just because your bosses or your masters or your policy makers decide that you should follow a certain route, you have to be independent thinkers, you have to read and understand the law, you have to read and comprehend; you just can’t decide that you are doing something because somebody told you to do it.” He said, too, that he would also lose confidence in the ability to perform his duties as a journalist in Guyana. Woolford was adamant that such a course of action by the Guyana a Police Force (Continued on page 10)

Series of constitutional crises caused by Govt. damaging country’s democracy - Granger By: Kiana Wilburg Noting that the People’s Progressive Party/ Civic (PPP/ C) is solely responsible for the series of constitutional crises currently affecting the country, Opposition Leader, David Granger also stated that the government’s policies of prevention as it relates to the reconvening of the National Assembly, the holding of Local Government Elections and the enactment of vital legislation have all lent to the damages being done to the country’s democracy. The recent scandal involving the Minister of Legal Affairs, Anil Nandlall he said, has also served to further erode public respect and trust for the PPP/C regime. The Opposition Leader made this statement during a press conference which was held yesterday at

the party’s Hadfield Street Office. Granger told members of the media that public confidence in the government has drained in several areas including parliamentary democracy, public finance, health security, public services and even in the administration of justice. As it relates to Parliamentary democracy, Granger said that he believes that the citizenry has reached a point where there is no confidence in the government for since the start of the Tenth Parliament, it has made several brazen attempts to diminish the authority of the National Assembly. He emphasized that President Donald Ramotar took a backward step when he announced publicly in June 2012, that he had no intention of supporting any Bill that is piloted by the political Opposition. He

Opposition Leader, David Granger reminded that since such utterances by the government, the President has failed to assent to Opposition Bills and instead, sought to continuously attack the Opposition through the state media. He highlighted as well, the PPP/ C’s actions in resorting to the court of law in a vicious campaign of litigation since March 2012. With regard to public finance, the Opposition leader reminded that the Minister of Finance, Dr. Ashni Singh had to be referred to the Committee of Privileges twice this year for the mismanagement of funds. With regard to the public health sector, Granger told the media that the country is still frightened by the recurrent reports of outbreaks of Chikungunya disease and the persistence of other vectorborne diseases. He opined that most Guyanese are

uninformed of the dangers that the diseases pose to the population in the hinterland and the coastland regions. He said too that the electorate is still angry over government’s mismanagement of the fatal outbreak of gastro-enteritis in the Barima-Waini (Region One) last year. As for public security, A Partnership for National Unity (APNU) leader expressed concern over the fact that the government is still without an effective counter-narcotics strategy and reminded that the last plan-the National Drug Strategy Master Plan was never fully implemented and expired five years ago. The Opposition Leader also stated that the country has become more unsafe, unsanitary and more unstable than ever before, owing to the high rate of crime and the low quality of life. This, compounded with the mounting backlog of cases in the courts Granger said, speaks volumes. He brought into perspective too, the fact that the government continues to delay the operationalization of the Administration of Justice Act which would allow citizens relief against the government. Granger asserted that the entire nation is suffering from a lack of confidence in the government and the signs of a dangerous and deteriorating social situation are quite evident. His General Secretary, Joseph Harmon reiterated the coalition’s expression of “noconfidence” in the PPP/C administration.

Air strikes hit Kobani as Kurdish peshmerga prepare to enter (Reuters) - A convoy of Iraqi Kurdish forces in Turkey rolled late on Friday towards the frontier with Syria to help Syrian Kurds defend the besieged town of Kobani, which has become the focus of the global war against Islamic State militants. Iraqi Kurdish fighters, known as peshmerga or “those who defy death”, set off cheering and making victory signs in more than a dozen trucks and jeeps, accompanied by armored vehicles and artillery. They headed from a holding point around 8 km (5 miles) from the border towards Kobani. The force numbers only around 150 but brings weapons and ammunition. Their arrival would mark the first time Turkey has allowed ground troops from outside Syria to reinforce Syrian Kurds, who have been defending the town for more than 40 days. U.S.-led air strikes hit Islamic State positions in Kobani earlier on Friday in an apparent bid to pave the way for the heavilyarmed peshmerga forces to enter. As the peshmerga headed towards the border, a loud blast was heard in the Kobani area, the latest in a series of explosions within the last hour, in an apparent intensification of the fighting. Despite having limited strategic significance, Kobani has become a powerful symbol in the battle against the Sunni Muslim insurgents, who have captured expanses of Iraq and Syria and declared an Islamic

“caliphate”. The Kobani battle has raged in full view of the Turkish frontier, testing whether a U.S.-led coalition can halt Islamic State’s advance. The failure of Turkey to help defend the town sparked riots among Turkish Kurds in which 40 people died. Islamic State fighters have killed or driven away Shi’ite Muslims, Christians and other communities who do not share their ultra-radical brand of Sunni Islam. They executed at least 220 Iraqi Sunnis in retaliation against opposition to their takeover of territory

(Reuters) - German Chancellor Angela Merkel told Russian President Vladimir Putin on the phone that tomorrow’s planned elections in eastern Ukraine were illegitimate and would not be recognized by European leaders, a Berlin government spokesman said yesterday. Merkel and Putin held a joint telephone conversation with French President Francois Hollande and Ukrainian President Petro Poroshenko, Merkel’s spokesman Georg Streiter said at a government news conference. He said in the call there were diverging opinions on tomorrow’s “so-called elections” in the selfproclaimed people’s republics of Donetsk and Luhansk. “Merkel and Hollande

underlined that there can only be a ballot in line with Ukrainian law,” he said, adding that the vote would violate an agreement endorsed by Russia and further complicate efforts to end the crisis in eastern Ukraine. “The German government will not recogniz e t h e s e illegitimate elections,” Merkel’s spokesman said. European leaders were united on this issue and h a d a g reed on this at a summit last week in Brussels. Over 3,700 people have been killed in fighting in eastern Ukraine, where pro-Moscow rebels seek union with Russia. A ceasefire has been in force since September but there have been isolated flareups of fighting.

Kurdish Peshmerga fighters celebrate atop an army vehicle as they move towards the Syrian town of Kobani. CREDIT: REUTERS/YANNIS BEHRAKIS west of Baghdad this week. Earlier, machinegun fire could be heard from the Turkish side of the border as Islamic State fighters pounded the area near where the peshmerga were expected to cross. MASSACRE In Iraq, government forces and Kurds have made gains against Islamic State in the north in recent weeks, but the U.S. air strikes have failed to stop the militants from advancing in Anbar province, a vast western region straddling the Euphrates river valley from the Syrian border to Baghdad’s outskirts.

Europe won’t recognize vote in eastern Ukraine, Merkel tells Putin A 12-point protocol, issued after talks in early September in the Belarussian capital of Minsk involving Russia, Ukraine, the Organization for Security and Cooperation in Europe and separatist leaders, foresees the holding of “early local elections” in the east in accordance with Ukrainian legislation. The Ukrainian leadership sees this as part of efforts to de-centralize power in the east to give people there greater say in running their own affairs - a strategy aimed at blunting calls for autonomy. It wants to hold these elections in December. Sunday’s separatist poll is aimed at electing leaders and a parliament in a selfproclaimed autonomous republic.

PROBE DOCTOR….

AG calls on top cop to dig deeper into cocaine surgery case

Trinidad Express - The Attorney General is not backing any cover-up in the controversial cocaine surgery issue. Stressing that doctor/ patient confidentiality cannot be used as a “shield for criminal wrongdoing”, Attorney General Anand Ramlogan Thursday called on acting Commissioner of Police Stephen Williams to probe deeper into the matter. Ramlogan’s view is in consonance with the UK based Medical Protection Society. “This matter sets a most dangerous precedent for our country because it is a known medium and method of transporting drugs for people to ingest it, whether it is to put the drugs in a condom, dip it in honey and swallow it, or whether you use it as a suppository,” Ramlogan stated. Expressing views which were clearly at variance with his colleague, Health Minister Fuad Khan, the Attorney General rejected the position that professionals might be fearful of reprisal. Khan, citing the murder of Dana Seetahal, has said one (i.e. doctors) had to be very careful because up to this day the police were still looking for Seetahal’s killers. Ramlogan, however, said to accept this as a valid and justifiable excuse for the inaction of the medical personnel, would result in the collapse of law and order and the disintegration of this society. He added that it would mean that every victim of crime—whether it is a rape or kidnap victim—would not go to the police for fear of reprisal.

“I don’t accept that that is ample justification for what transpired in this matter,” he said. “I find it an entirely unsatisfactory and unacceptable state of affairs that such an event could have occurred,” he said, when asked about the statements by Williams that the deputy Director of Public Prosecutions, Kathy Ann Waterman-Latchoo, had advised there was no evidence at this point to charge either surgeon or patient. . Speaking at the postCabinet news conference, the Attorney General maintained the CoP should continue the investigations into this matter so as “not to allow Trinidad and Tobago to become the laughing stock of the world”. He said the doctor involved in the surgery had a legal obligation to report the matter to the police but did nothing. He said under the law doctors were obliged to report criminal offences. This was a well written

and understood exception to doctor/patient confidentiality rule, he said. The Attorney General stated further that after the pellets were removed from the patient’s stomach “and there was clear and reasonable ground to suspect that this was illegal drugs, digested with the intention that it would be expelled and sold as part of drug trafficking, surely the doctor and nursing home (St Augustine Private Hospital) should have been red-flagging this matter and be on high alert to notify the police so that the patient could be immediately arrested and not allowed to simply walk out of the nursing home”. Acting Police Commissioner Stephen Williams has said there is no evidence to charge the doctor or the patient in the case where the doctor removed cocaine pellets from the patient’s stomach and handed them back to him. He said the matter was “ t h o r o u g h l y investigated” over several months and involved the interview of a patient, interviews of doctors, nurses and hospital personnel and collection of records from the private hospital. Williams said at the end of the investigation the advice of the Deputy DPP Kathy Ann Waterman-Latchoo was obtained by the investigators and based on this advice there is no evidence at this point in time which can be used to pursue prosecution against the surgeon or the patient.

ST JOHN’S, Antigua – Both the leader of the United Progressive Party (UPP) and the chairman of the Antigua & Barbuda True Labour Party (ABTLP) will be noticeably absent from activities to mark the December 9 observance of VC Bird Day. Opposition leader Baldwin Spencer, yesterday, said his party will not be a part of any such celebration, saying it diminishes the contributions made by other national heroes. “As far as we are concerned, the only recognition we are prepared to give to that day is if it is a situation where all national

heroes are being recognised,” Spencer declared during an interview with OBSERVER media. Meantime, ABTLP’s Chairman Vere Bird III also said he would not be atten d i n g a n y o f t h e a c t i v i t i e s t o honour his grandfather. “I would not eat and drink amongst those people,” he told OBSERVER media. T h e g r a n d s on of the country’s first premier and prime minister said other members of the party are free to make their own decisions, but he will be boycotting the event. The attorney-at-law,

however, welcomed the decision to re-instate VC Bird Day. Spencer, on the other hand, said the action taken by government to change National Heroes Day to VC Bird Day is belittling the significant contributions made by others who share the honour. “What they have done, in fact, is clearly a retrograde step in replacing National Heroes Day, to relegate King Court, Dame Nellie Robinson, Sir George H Walter and our living national hero Sir Isaac Vivian Alexander Richards to literal nothingness and insignificance,” Spencer said.

A WOMAN IS NOT A “THING” I really do not get it. I really cannot understand the flippancy with which this modern generation speaks and treats with women and sex. A man sees or hears about a beautiful woman and decides that he has to “knack her down”. Now I think I know what is meant when a man says he wants to “knack a woman”. And I do not believe that it has anything to do with battery or assault. It has to do with having sex.

To think that a man can see a woman and just decide that he would like to have sex with her is disgusting. Sex is not something that should be treated like this. It should be very special, very intimate and done out of some deep affection, love and respect amongst the partners. But how can sex be special when there is attitude of gross disrespect towards women? Domestic violence is a serious social problem in Guyana. There are many

persons and organizations who are deeply and genuinely concerned about the frequent reports of domestic abuse which at times ends tragically. There have been attempts to address this malady but none has got to the root of the problem. Some politicians have tried to exploit this problem by claiming that at the root of this problem is unemployment and poverty. But that is politicking. Two attitudes are the root

causes of domestic violence against women. (I am aware that men too are victims of domestic abuse but today I am concerned about domestic violence against women). At the root of the abuse of women by men is firstly a power disequilibrium, and secondly, the commodification of women. A man has power and wealth and therefore he feels that this provides the license to lord over women. The woman is his prey and he can simply decide that he wants to be intimate with her without even knowing her. If the power disequilibrium were reversed this would not be happening. If instead of men having more power, it was the other way around, then things would be different. As such one of the key strategies of dealing with this problem of domestic violence is to reverse the disequilibrium in power relations between men and women. This can start by those with power and influence setting a better example. Most of the female victims of domestic violence are powerless against their victims. It is the greater power of one over the other than leads to the aggression and violence. And therefore redressing this imbalance will redress the powerlessness of the victims of domestic violence. But power is not just

about wealth, status and influence. Power over others can also be had through the use of language. Michael Foucault expounded on the link between power and knowledge and between power and language. Knowledge and language are not neutral categories in terms of power. In fact, they are part of the concretion of power. Any attempts therefore to redress the disequilibrium in power relations between men and women cannot exclude language. It is important that when it comes to women, the use of language does not contribute to their further disempowerment. It is important that emphasis be placed on ensuring that language does not demean women or treat them as objects. No woman should be reoffered to as a “thing”. A woman is not a thing. A woman has a mind and soul. The objectification of women is oppressive and must be rooted out. Again our leaders must set an example about how they describe, refer and relate to women through the use of language because language is power. Finally, I want to say that

men are not all at fault in the way they treat women. Many women have become willing parties in their own subjugation. One of the ways in which women are subjugated is by them being treated as commodities. Unfortunately many women actually cooperate in their own subjugation by the image they project of themselves and of other women. The mass media encourages this commodification of women. You look at many of the music videos of male musical artistes and you would be horrified at the image they project of women. Many of these music videos project women as being only good for attending to the whims of men, of dressing skimpily and showing off their bodies and bling. Change must begin by our leaders adopting a more respectful attitude towards woman, beginning with the way we use language to refer to women.

== THE FREDDIE KISSOON COLUMN ==

I detected the non-existence of Donald Ramotar decades ago I have known Glenn Lall years before he became the owner of the Kaieteur News. In fact, when he birthed the idea of publishing a newspaper, he consulted me. He introduced me to one of his financial backers as we ate on his lawn. As the newspaper became bigger and bigger I became louder and louder in my advice to Glenn that he should keep away from any

intimate, overlapping friendship with men and women with state power. He knew that I meant the PPP. Newspapers and political power are bound to clash. The pen is mightier than the sword. There will always be a conflict between people with power and people with ideas. The very first big quarrel I had with Glenn was over Donald Ramotar in 2010. Before 2010, Glenn and I

would have our usual disagreements which are inevitable between a columnist and his/her publisher. That is the nature of the media. I had it with Fr Andrew Morrison at the Catholic Standard and with David De Caires at the Stabroek News. The 2010 incident is gone. It concerned Ramotar’s son, Alexei, hitting my nephew and breaking his leg in a car accident in Kitty. No need lamenting what is gone and dead but I could have seen in Donald Ramotar what Glenn could not. That was understandable. I have been a political activist and a student of philosophy my entire life. I knew Donald Ramotar in ways Glenn did not. I knew Donald Ramotar from being comrades in political struggle. I knew Ramotar from studying and

writing about the politics of my country. Glenn on the other hand, had a deep family connection to Ramotar. In 2014 in one of the most notorious scandals in Guyana’s political history, a tape in which (not the alleged voice but) the emanations of the Attorney-General constitute horrible expressions of political desires have been greeted with the most shocking embrace and support from the President of Guyana. But who living in Guyana was surprised? Certainly not me. Donald Ramotar and I are contemporaries in age and

political activism. I have known the man a long, long time. He has always been a self-effacing person, always in the back seat when the debate gets volcanic; always silent when Jagan needed a proliferation of ideas from his protégés; always smiling but never coming forward. And the reason for this is because genetically, Ramotar is not a political animal. He must have entered politics not out of political biology but out of a sentimental attraction to an orator. It happens all the time with us. The famous movie star, Gweneth Paltrow, said

‘Illegal intercept’... From page 6 against members of the media or a media house would have serious repercussions. He accused the authorities of seeming to be focusing more of its attention on the source of the recording than against its contents. He said that what is currently transpiring is an act of diversion, the threat of a charge under the Interception of Communication Act. “The more germane issue is the content…the things the AG said and who he implicated by saying what he said.” Woolford said that the entire fiasco has proven to him something that he has heard for many years - fact that there are people who live one life in public and another in private. He did concede that

while all human beings must be able to enjoy a private life, as a public figure, once a position is taken publicly and another put on display while in private, “then we are in trouble because it is sending a signal that there are rules for some and rules for others.” He said for this sort of action to be allowed to continue then today it would be Glen Lall, but in future other media houses will also become the subject of similar persecution. Woolford also lamented the public position taken by Head of State Donald Ramotar, who has thrown his full support behind Nandlall. Woolford said that the President was clearly illadvised.

Frederick Kissoon she looked at Obama and simply fell for him. Albert Speer was inexplicably captivated by Hitler. Young men and women just looked at Walter Rodney and preferred him over Forbes Burnham. Many young people tell me that they are struck by the presence of Nigel Hughes. The orator was Cheddi Jagan and so Donald Ramotar entered politics and has been in politics since then. But Ramotar lacks all the qualities a politician should have. In fact, Ramotar has no leadership qualities at all. The Nandlall tape controversy shows that he has none and doesn’t want to have any. The most depressing thing about the evolution of Donald Ramotar is that he became the President. In the three years he has been the President, there has been a sordid absence of thinking or even the possession of a mere idea that was original or unique from him. Donald Ramotar doesn’t have ideas on politics. He never did; he never will. I have no research material to go but I believe Ramotar never intended to become the President of Guyana. Cheddi and Janet Jagan never saw him as a thinker or doer and had no interest in putting him in positions of sensitivity. They knew his pleasant personality was what the party needed now that it was in power where all the thinkers and doers were transferred to the government. The Jagans made him General-Secretary of the PPP. Janet made him second to her in running the party newspaper, The Mirror. The Jagans knew that he was limited and that his place was party politics. That is why Rupert Roopnaraine ridiculed him during the 2011 election campaign with the slogan, “No Place for Donald.” Political observers knew that the PPP top brass saw him only as a person to run the party while the PPP ran the government. It was Jagdeo who in a fit of terrible fear of the next PPP president pushed through a nasty piece of Hitlerite politics and ordered the PPP to make Ramotar the 2011 presidential candidate. Jagdeo knew the man. I knew the man. Glenn didn’t.

Further Govt. / APNU discussions Passenger killed, three injured on Local Govt. pointless - Granger as car smashes into truck By: Kiana Wilburg It appears that President Donald Ramotar may have closed the doors in the face of Opposition Leader, David Granger as it relates to further discussions on Local Government Elections. President Ramotar recently stated at the National Toshao’s Conference that in his opinion, it would be rather foolish to call a date for Local Government Elections. Granger, at his coalition’s press conference yesterday, disclosed that after hearing such statements, further talks with the government would simply be “pointless.” Asked by media operatives whether he believes he was tricked into thinking that the President was serious about having fruitful talks on the subject, the leader of A Partnership for National Unity stated, “I won’t say I was duped. I was fulfilling my constitutional obligation as Opposition Leader and the meeting was held at his (President Donald Ramotar’s) request and there was no outcome and he has made a statement at the conference. I believe that it is the last word.” Considering the President’s position, Granger was subsequently questioned on whether he will now focus his energies towards the No-Confidence Motion. The Opposition Leader told the media that his coalition never ceased in its support for the Motion and has made clear on several occasions that it is committed to lending its support whenever it is brought before

…one dead, three injured

Joseph Harmon, APNU General Secretary the National Assembly. He maintained however, that APNU will continue to protest and call for the holding of Local Government Elections. Granger was also faced with the question as to whether it is too early to close the door on talks for the Election but the Opposition Leader said, “I haven’t closed the door, the President did. Tell him to open up… He is not doing us a favour, this is a constitutional obligation.” The APNU Leader was also asked if there was anything else he could do to pressure the government with regard to having positive discussions on the Election, but Granger gave a wide smile and asserted, “We will continue to operate within the law.” Also lending support to Granger’s position on this matter was the APNU’s General Secretary, Joseph Harmon. The politician expressed disdain for statements expressed by President Donald Ramotar at the Conference to the effect that he is unwilling to name a date for Local Government

Elections “because of how it would look.” In similar vein, the General Secretary asked the government to ponder, “How does it look for Guyana when a President can breach the clear terms of the Constitution regarding Local Government Elections? How does it look that in 2013, it announced a list of investors for the Marriot Hotel and as we are near the ending of 2014, we don’t have a cent invested by a private investor? How does it look when the President ordered an investigation into the National Communications Network fraud and the report is on his desk and he has taken no action on it? How is it looking when the Attorney General, Anil Nandlall is caught on tape using profanities and dealing with matters which are criminally related and the administration hugs him?..” The General Secretary stated that government’s new found excuse of “how things will look” is not only distastefully ironic but obviously cannot be used in light of its glaring discrepancies.

The car involved in the accident. Inset: Dead:Torick McLennon A 23-year-old man was killed and three others injured after the car in which they were travelling slammed into a truck on the Mahaicony, East Coast Demerara Public Road at around 05.30 hrs yesterday. The dead man has been identified as Torick McLennon of Zeskendren, Mahaicony, ECD. Those injured are Elias Ross, 25, of Zeskendren as well as Hollin Roberts, 22, and Calvin Mc Lennon, 21, both of Farm, Mahaicony. Ross has been admitted to the Georgetown Public Hospital Corporation (GPHC), while Roberts has been admitted to the Mahaicony Cottage Hospital. Calvin McLennon was treated and sent away. Torick Mc Lennon was pronounced dead on

arrival at the Mahaicony Cottage Hospital. According to reports, McLennon was allegedly driving at a fast rate, when he lost control and collided with a truck. Eyewitnesses say that the three occupants of the car were flung onto the roadway while Mc Lennon, the driver, was pinned behind the staring wheel. “When the truck blow he horn, it (the car) nah stop…the car did driving full speed,” a passenger in the truck said. Meanwhile, a villager said that around 05:30 hrs, he heard the truck’s horn.

“When I look out the window, I see the truck actually off the road. The louder the truck blow its horn, this car de still driving fast,” he said. “Like the car driver sleep way and he end up straight in the truck. When I rush downstairs and run out, I see the fellow them pitch out and deh on the road. The driver did pin down by the steering wheel,” the villager added. The man said that there are usually several cows on the roads, and he had at first assumed that the truck had (Continued on page 24)

Another group calls for Nandlall’s resignation The Alliance For Change Regional Management Committee of Region Five is calling on Anil Nandlall to resign from his post as Attorney General, Minister of Legal Affairs and Member of Parliament immediately. The call is based on this recent abuse of the offices he holds. According to Mr. Abel Seetaram, Chairman of the Regional Management Committee, the Minister has shown the Guyanese people and the world at large that he and his government will go after anyone who brings out the corruption in the government. Mr. Seetaram said that this is a clear example of the Attorney General telling the reporter to get out of the place he is being employed because

things will happen there. The Minister is abusing his office; he is using it to get at people with taxpayers dollars. According to the release the Minister who is now suing Kaieteur News is guilty of the act of threatening and is now trying to shut up the newspaper and its owner along with the reporters by filing legal action. Seetaram is also calling on President Ramotar to show his power for justice and to immediately request Mr. Nandlall to resign as Attorney General and Minister of Legal Affairs. The release is also calling on the PPP\C to condemn Nandlall’s action and to relieve Mr. Nandlall of his seat in parliament.

CIIP workers clean drains, UN family in Guyana holds interactive session burial grounds in Region Four - Residents pleased with quality of works at Berbice schools

Community Enhancement Workers cleaning drains in Cane Grove

Participants at the session The United Nations family in Guyana on Tuesday held an interactive workshop for secondary schools in Berbice in an effort to raise awareness of its role and responsibilities in Guyana. The activity is part of a series of events to mark United Nations (UN) month which is held in October each year. United Nations Day is observed on October 24th and this year it is being held under the theme “International Year of Family Farming”. It was explained that the UN was established on the 24th October 1945 at the end of the Second World War, with the aim of bringing world peace and promoting international cooperation. The UN body, though made up of a number of organizations, has six major sectors namely -the General Assembly, the Security Council, the Economic and Social Council, the Secretariat, the Trusteeship Council and the International Court of Justice. The General Assembly is where all the 193 countries

meet and each of them including Guyana, has a vote. The Security Council has fifteen countries, five of which are USA, Russia, UK, France and China which are permanent members, while the other 10 are rotated. The UN has evolved over the years and is involved in a number of social and other activities worldwide. There are a number of different sectors that makes up the UN family and a number of them have offices in Guyana while others have offices in other countries, but also oversee operations in Guyana. Among them are The United Nations Children Fund (UNICEF), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), The United Nations Education Scientific and Culture Organisation (UNESCO), the World Health Organisation/ Pan American Health Organisation/ (WHO/ PAHO) The Food and Agriculture Organisation (FAO), the International Organisation for Migration (IOM), the United Nations Programme on HIV/AIDS

(UNAIDS),the International Labour Organisation (ILO) and the United Nations Office on Drugs and Crime (UNODC). While the UN has these statuary bodies, other groups and committees are set up from time to time to deal with pressing issues. The students were told that while the UN generally focuses on economic, social and human rights issues, the organization carry out its mandate as outlined in the United Nations Development Assistance Framework (UNDAF). The gathering was also addressed by a representative of the United Nations of Guyana (UNAG) Group in Berbice. There was also an interactive session involving the UN representatives and the students. They were showed videos and power point presentations on the work of the UN and were told how they could become a part of the UN family in Guyana. The activity was coordinated by UN Analyst Yolanda Durant-Mckimon.

As the rainy season approaches, Community Enhancement Workers are collaborating with several Neighbourhood Democratic Councils (NDCs) in Region Four to improve internal drainage networks. Removal of thick weed and garbage from clogged primary and secondary drains is being facilitated by the Ministry of Housing and Water ’s Community Infrastructure Improvement Project (CIIP). A total of 79 Community Enhancement Workers assisted Cane Grove, Unity/ Vereeniging, Grove/ Haslington and Enmore/Hope NDCs to clean community drains, burial grounds and playgrounds, much to the satisfaction of residents. During a recent inspection of works done in the Region, Herman Persaud, Region Four Community Enhancement Officer, related that all primary and secondary drains in Helena No.2 South and North were cleared of obstacles. His satisfaction regarding the quality of works done by the team was echoed by residents, who are pleased that their surroundings have been transformed from that of overgrown vegetation covering the drains to serene

flowing water. Providing an insight as to what the drains looked like before the massive clearing, one resident Deoki Bachan said that thick vegetation covered the water, making the environment look neglected and dreary. She is one of the many residents who expressed thanks to the Ministry of Housing and Water for assisting the NDC in improving the appearance of the community. An enthusiastic resident Lennox Gonsalves said, “This is the first time in years our drains this clean…it gives a sense of homeliness…Now we can say we have a residential area…you don’t have to live in Prashad Nagar to have a clean community.” According to Persaud, works are ongoing in Good Hope. The community’s playground was also cleared of bushes making the compound safe for children. He noted that interlocking drains in Helena No.1 have been cleared of bushes and garbage benefiting over 5,000 households. This was done following the clearing of overgrown vegetation from the community’s cemetery. The cemetery was overgrown with thick vegetation and littered with garbage that had

accumulated over decades, he said. Community Enhancement Workers are currently cleaning residential drains in Cane Grove. The drains were not cleaned since last year and residents are grateful, particularly with the upcoming rainy season. Hardai Bisnath, a widow and resident of Cane Grove, is thankful that the drains are being cleaned since she was faced with the financial burden of paying someone to clean the drains bordering her property. She is cognizant that the NDC is faced with financial burdens and hopes this assistance provided by Government would encourage residents to pay their rates and taxes. “If you getting good service provided like how these men cleaning the drains and the parapets surely people should have conscience and pay their rates and taxes,” Bisnath said. Meanwhile, Persaud said cleaning of community drains in Ann’s Grove was completed and similar exercises have commenced in Bee Hive and Clonbrook. Community Enhancement Workers are also cleaning drains in other communities under Enmore/ Hope and Buxton/ Foulis NDCs.

Letters... Where your views make the news

“Because We Care” is a big political gimmick... From page 5 alternative but to allow 13year-old students to sleep for at least half an hour, in the classroom, because they were out late running errands or working in order to help supplement their parents’ income. There were many times when all I asked is that they show up to school and I would ensure that they got a bus fare to return home. Yes, we had a contract of “you show up I will take care of the rest.” So, I understand the need for this $10,000 but parents are not interested in hand-outs, they want opportunities to earn a decent living and to provide adequately for their families. It is time we stop

promoting a culture of “pauperism” and focus on creating real jobs for ordinary people. Currently the deck is stacked against ordinary Guyanese, as only those who are associated with the regime seem to be able to achieve, albeit it in some of the most questionable ways. Let’s face facts, $10,000 Guyana dollars is a one-time spending in an economy where cost of living continues to be a challenge for 99% of the people. Check the cost of a 5-lb tin of milk and calculate how many tins that $10,000 can buy, check the cost of 1lb chicken and see how much chicken a parent can buy to feed a family of four. The fact is the money is a one-time

meal, nothing more. So, for the “Because We Care” promoters to impute otherwise is not only disingenuous, but insulting to the intelligence of the parents and the nation. My final comment on this “because we couldn’t care less” campaign will focus on the method of distributing the money. Any sensible government, which respects its people would ensure that a project like this be executed at the level of the school and not on a public political campaign stage. Is the government saying to the school administrations that they do not trust them and their staff to distribute this money?

I congratulate and support... From page 4 empowered to give notice for the Assembly to meet and advised him accordingly. The Deputy Speaker did not agree with the advice and several letters were exchanged on the matter between the Deputy Speaker and the Clerk. The Clerk did not carry out the Speaker’s instructions to summon the meeting. At that time in 1972, the PNC had formed the Government. The Speaker was Mr. Sase Narain and the Deputy Speaker was Mr. Derek C. Jagan. I, Frank Narain, was the Clerk of the National Assembly. There is now in the year 2014, forty-two years later, a third occasion. On this occasion, the Speaker, Mr. Raphael Trotman, requested the Clerk of the National Assembly, Mr. Sherlock E. Isaacs, to call the next Sitting of the National Assembly and the Clerk has refused to comply, and has given his reasons. What do we see here? Three Clerks in succession have refused to carry out the instructions of two Speakers and one Deputy Speaker. My predecessor was the first Clerk, I was the second and my successor is now the third. The three of us were/ are not politicians, or Members of Political Parties. We were/are knowledgeable in and were/are the experts in the Standing Orders and their application, and in the procedures of the Legislative body. Why did the

Speakers want to involve us? Maybe that is how the game of politics is played. We were requested to call sittings by two Speakers and one Deputy Speaker. The first Speaker, when he made his request, had changed his support from the Government to the Opposition, the second was a Deputy Speaker from the Opposition, and the third is a Speaker from the Opposition. Unlike the Clerks, all three of these persons were/ are Politicians and supporters/members of Political Parties. I would like to state that for the 36 years that I was the Clerk, none of the persons who became and served as Speakers during that time ever made requests to me to call Parliament. It was a Deputy Speaker who did that. Those six persons were like six wise Speakers. They were Mr. Aubrey Percival Alleyne, Mr. Rahman Baccus Gajraj, Mr. Sase Narain, Mr. Derek Chunilall Jagan, Mr. Winslow Martin Zephyr, and

Mr. Hari Narayen Ramkarran. Mr. Sherlock Ewart Isaacs, the present Clerk of the National Assembly, has now joined his predecessors. I would like to congratulate him on his correct interpretation and application of the Standing Orders and for his boldness in taking the action which he took. In this action, he was impartial and acted correctly, independently and fearlessly, like his predecessors. Congratulations, Sherlock! Continue with and keep up the good work and remember that you have my support. Editor, there is much more on this matter - more details, more of my experiences and views and even my opinion that I can write about and share and give, but for the time, I will keep them in my mind and hold my peace and further say not. Frank A. Narain, A.A., C.C.H. (Retired Clerk of the National Assembly)

I guarantee that had the roll out of this project happened at the level of the school there would have been less confusion than what took place at the National Park. Further, distributing the money at the level of the school would ensure that parents are taken care of in a more respectable manner. The process would have also been smoother and less time consuming. It would also be important to know whether the head teachers and teachers who were involved in last Saturday’s National Park political gimmick were compensated for their time. If they have not, then the relevant authorities must provide an explanation as to why these educators were not paid for their time, when others were compensated. The roll out of this project has exposed the despotic nature of the PPP/C regime and helps to explain the psyche of the government. The concern for our children is never the focus. The entire “because we care” campaign is nothing but a big political gimmick and an insult to parents. Lurlene Nestor

before our eyes. The Guyanese people should now decide whether they wish to be governed by the rule of law or by the “far more effective means” being touted by the incumbent elites. Dominic Gaskin

2011 presidential candidate jailed Bagotstown businessman and the Presidential Candidate for the Fundamental Support Group at the 2011 General and Regional elections, Anthony Snow was sentenced to two years imprisonment yesterday on a charge of inflicting grievous bodily harm. Snow was convicted by Magistrate Leron Daly at the Providence Magistrates’ Court. It is the State’s case that on December 7, 2011 at the 24/ 7 Restaurant and Bar in Bagotstown which was owned by Snow, he grievously harmed Sham Ramdatt who at the time was a customer at the establishment. He made his first appearance before Magistrate Leslie Sobers and pleaded not guilty to the charge. Ramdatt, a businessman of Lot 30 First Street, Diamond, East Bank Demerara, was also charged with common assault and abusive language in the matter. It was reported that Ramdatt was consuming alcohol at Snow’s Restaurant and when it was time for him to pay he realized that his

money was ‘stolen’. He informed Snow and assured him that he would pay his bill before he left. An argument started and it is alleged that Ramdatt assaulted Snow. In turn, Snow reportedly dealt Ramdatt several blows about his body with a metal bar which resulted in him (Ramdatt) suffering a fractured nose. Snow had also cuffed, kicked and stomped on Ramdatt after he fell to the ground. Ramdatt was picked up and taken to the Diamond Diagnostic Centre for treatment. Medical documents presented to the court by Police Prosecutor, Sergeant Shellon Daniels indicated that Ramdatt suffered contusions to his head, face, chest and abdomen. The doctor had also recorded that Ramdatt’s face and head were swollen. The matter was reported and both men were arrested and charged. At the first hearing the 2011 Presidential Candidate was placed on $300,000 bail. During the trial, several

Guilty: Anthony Snow, Fundamental Support Group Presidential Candidate 2011 witnesses, including Ramdatt’s wife, Sergeant Bowman, Lance Corporal Liverpool and Corporal Kevin Hector testified on the State’s behalf. Snow was defended by Attorney-at-Law Max McKay. In July, the Prosecution closed its case and the defence made a no case submission. Returning her verdict yesterday, Magistrate Daly said that she had relied on the strength of the Prosecution’s case and had found Snow guilty as charged.

Vienna-based press body supports... From page 19 investigations by the paper into the workings of the country's tax authority, Lall became the target of what supporters say is a politically motivated tax fraud probe. The following month,

Guyana's Tax Commissioner, Khurshid Sattaur, filed a G$ 500 million (•2 million) libel lawsuit against Lall and Harris. Also in September, Kaieteur News released what it said was a leaked email exchange between Sattaur and

Passenger killed, three... From page 12 struck a cow. “When me rush out and go out, me see one of the fellow deh on the ground trembling up and the driver pin down inside there…He dead on the spot.” The eye witness related that he took the occupants of the tinted car to the hospital. Also, the dead man’s aunt, Nicola Halley, was unable to say where Mc Lennon was heading to at the

time. “All I get is a message that he reach up in an accident and I know they got to bring he to the hospital, so I came here.” She said too that her nephew would sometimes use his car as a taxi. Halley added that Mc Lennon is employed with his pastor’s father as a construction worker. According to her, he was the only son for his mother, who passed away 15 months ago.

Nandlall. In the alleged exchange, the writer identified as Sattaur appeared, in connection with a desire to protect his reputation, to raise the possibility of pressing criminal fraud charges against Lall. The writer noted that a Kaieteur News columnist, Freddie Kissoon, no longer wrote “trash” about him “because multi-million-dollar assessments [sic] hang over his head like the sword of damocles [sic]”. The government has responded to the reports by initiating an investigation into alleged illegal hacking, citing concerns over “national security”. In 2013, IPI conducted a press freedom mission to Guyana under the auspices of its criminal defamation campaign in the Caribbean. In a subsequent mission report, IPI described serious challenges faced by private media, including aggressive government rhetoric against criticism and discrimination in government advertising and broadcast licence allocation. The report also noted that instances of physical violence against the press remained a concern in Guyana, citing as an example a series of disturbing attacks on Kissoon. IPI has also documented the country's continued failure to secure justice for the 2006 murder of journalist Ronald Waddell.

From page 3 moral and legal standards are not applicable to the State.” In the now infamous recording Nandlall could be overheard advising a senior reporter of the Kaieteur newspaper to get out of the Saffon Street office, which he described as a “dangerous place”. He hinted at an intended hit on Lall and the establishment. “No, hear nah, you know how it gun stop? Somebody gun go into Kaieteur…You see everybody nah gat, as I told Adam (Harris) today …I said Adam, everybody don't just…everybody, wait hold on…everybody doesn't have a newspaper to use as a weapon. I told Adam, I said 'Adam people got weapons, right? “Is not newspaper they gonna use as a weapon; they got weapons and when you continue attack people like that and they have no way of responding they gun just walk with their weapon into that same f***ing Saffon

Street office and wha come suh do, and innocent… Peter gun gah pay fuh f***ing Paul in deh one day. “Me ah tell you innocent, me ah tell you honestly, man to man, that will happen soon. So the quicker you get out of deh the better.” Describing himself as a “thoroughbred” and as a “Kshatriya” (pronounced Chatree), a reference to an upper social class in India, known to be united by their claims to rulership, the pursuit of war, or the possession of land,Nandlall hurled a string of expletives in his almost 19-minute harangue on the intended plan against Lall. He portrayed himself as a “bad-man” who “running things” in Guyana. He boasted that the former President, Bharrat Jagdeo, his best friend Bobby Ramroop and Winston Brassington, are no match for him. The Government has since come out in defence of Nandlall saying that it was a loose private conversation which was illegally recorded and further manipulated.

Overseas-based NGO commits... From page 20 along with her Vice President, Ms Kareen Lambert. Ms Bagot, a Guyanese by birth, who migrated 25 years ago, is the founder of the organisation which was established in 2000. “The knowledge has been imparted and I think they know exactly what is supposed to be done and now with the commitments that we have (from myself and Ms Bagot) we will get things done and I believe the regular folks (of Guyana) will be able to get quality cancer care,” said Dr. Layne. In fact, the Oncologist is himself prepared to “donate two pumps, and be here as often as I need to be to share my knowledge to making sure that it happens.” He told this publication too that “I think that this facility is much more prepared than they were before.” Even as he alluded to the quality of nurses who were exposed to the recent training, Dr. Layne noted that “they are smart; they got it...there were quizzes and they all passed them and I think that good things are coming in the future for the GPHC.” Dr. Layne is convinced that although several recommendations were made in the past for measures to be implemented to improve the level of cancer care “this time around it is much more receptive...there is much more of a drive and I believe things are going to happen. I really believe that the Government is on board; Mr (Michael) Khan (GPHC's Chief Executive Officer) is on board; the hospital is on board, they know that there is a need for this...” He noted too that among the measures that he anticipates that the local health sector will be seeking to stress is that of screening with the aim of working towards prevention of the disease altogether. “Early diagnosis is always important, you can give the expensive chemotherapy

drugs but if you prevent that (cancer) from happening there will be a much better outcome for everyone,” added Dr. Layne who has proposed community outreaches to realise this objective. All of the nurses who participated in the recent training programme were yesterday presented with certificates of completion, an activity that served as a prelude to the dedication of the moderately enhanced Chemotherapy Centre at the GPHC, compliments of OSHAG. According to Khan (GPHC's CEO) at a simple dedication ceremony yesterday, although the hospital is sometimes known to take remedial action slowly it is committed to ensuring that all necessary measures are put in place to improve the delivery of cancer care. Khan has also promised to identify another room to aid the cancer treatment process in the near future. The situation that obtains at the GPHC is that the administering and mixing of chemotherapy is done in the same area which is not an acceptable practice, Dr. Layne noted. According to him, he intends to continue discussions with Khan in hopes of encouraging him to identify a doctor to be designated the local Oncologist. Dr. Layne has expressed his intention of recommending that that doctor be allowed to attend annual meetings of the National Comprehensive Cancer Network (which is a collaboration of all the major cancer centres in the United States). “They set the standard for treating cancer and they have a meeting in Florida every Spring (in March)...it's for two weeks and I am there every year...and I would like if the Ministry of Health could sponsor a physician to be there every year to gain some kind of continuity of how to treat cancer,” said Dr. Layne. He made this recommendation in light of his observation that the treatment of can-

cer is known to change regularly. “We can't keep doing the same things we have done for many years and expect a different result; we have to keep up with the times...” asserted Dr. Layne who is also hopeful that nurses will be involved in the continued training process. And while optimism may not be enough to ensure that all the necessary measures are in place to improve the delivery of cancer care, Bagot yesterday stated OSHAG's commitment to working with the GPHC. She is currently crafting a Memorandum of Understanding (MOU) with the hospital which will detail plans for OSHAG to sustain its sponsorship of the GPHC's Chemotherapy Unit. Based on the MOU too, OSHAG will be responsible for ensuring that “all of the necessary pieces (are in place) that are needed to ensure that this place is run efficiently.” Bagot also revealed OSHAG's willingness to collaborate with other organisations to ensure the chemotherapy facility is sustained. Already support has been forthcoming from Ansa McAl even as efforts are being made to reach out to other organisations. Currently the GPHC alone caters to about 30 cancer patients and reports are that about 10 are scheduled for treatment daily. And according to Lambert, (OSHAG's Vice President), patients, along with the wider public, will also be able to benefit from a variety of cancer-related literature that are donated annually to OSHAG by the American Cancer Society. Lambert pointed out though that the focus of these reading materials will certainly not be on women alone as men too can be victims of cancer. Yesterday OSHAG also donated a quantity of items to the GPHC to aid its cancer treatment service and a number of wigs were also donated to the Periwinkle Club as well.

Govt. hunts liars…

Army chief takes power after Cabinet wants wider pool of civil Burkina president bows to protests servants to take lie-detector tests Jamaica Gleaner Consultations are currently taking place with key publicsector employment regulators on how best to implement a targeted lie-detector system in sensitive areas of the state apparatus. National Security Minister Peter Bunting said Thursday the Cabinet had taken the decision that polygraphing is to be extended beyond the security forces, and should also be a requirement for key posts in ministries such as finance, national security, foreign affairs, and the Office of the Prime Minister. “It is important that we gradually put this out as another preventative barrier … [for] persons who have that sort of intention … [in] the system, or certainly not [getting] in key positions in the system,” Bunting told The Gleaner. The minister said not having trustworthy people in key positions in the selected ministries would represent “strategic vulnerabilities”. In a thinly veiled reference to operations by the Major Organised Crime and AntiCorruption Agency (MOCA) at the Accountant General’s Department earlier this week, Bunting said not having people of impeccable character in certain positions could be to the detriment of the country. “As we see with recent events, it is not within the security forces that you see corruption. Corruption in ministries like finance can cause tens of millions of dollars per individual or per ring that is involved in c o r r u p t a c tivities,” he argued. Oneil Grant, president of the Jamaica Civil Service Association, said he was in support of the general principle of a national vetting policy, but added t h at he was not certain

Canadian High Commissioner Robert Ready (left) is fitted with a polygraph unit by Detective Sergeant Michael Thompson as part of a demonstration during a tour of the newly opened polygraph centre at the National Police College at Twickenham Park in Spanish Town, St Catherine, Thursday. Gladstone Taylor/Photographer polygraphing was the way to go. “Polygraph testing is something that is used in some jurisdictions, but it is also said that polygraph testing is not very reliable to a certain point. And whether or not it should be used in determining whether someone is fit for a position is something we have to do our research on,” the publicsector union leader said. Grant, however, said the union was fully behind the principle of ensuring government employees are above suspicion. “Many public officers work in very sensitive areas and that is why we have certain rules that govern how we even share information. There are certain functions that public officers carry out, which, by virtue of their association, can put them in a very compromising position. We have known of public officers who have been brought under significant pressure from the underworld because of

who they are and because of associations with these persons,” Grant said. “We have to ensure that these persons stay in line and keep the public sector sanitised,” he added. Meanwhile, Bunting said the Government was in dialogue with the Public Service Commission and the Office of the Services Commission to look at how the policy can be implemented. Having selected the key ministries that will be the subject of the extended use of polygraph w i t h i n t h e Government, Bunting said the next step would be to identify those key positions. He said vetting for these positions will have to be done frequently, “annually, or if there is any cause for concern”. He conceded, however, that from an industrialrelations perspective, “it would be hard to make it a condition to hold a job for somebody who is already an incumbent”.

Brazil screens arrivals from Ebola-affected areas SAO PAULO (AP) — Brazil has begun screening passengers arriving from the Ebola-affected countries of Liberia, Sierra L e o n e a n d Guinea, the Health Ministry said yesterday. Health Minister Arthur Chioro said at a press conference that passengers arriving from those three countries will have their

temperatures taken and asked to answer a questionnaire that will help authorities determine if they have the Ebola virus or were in contacted with an infected person. The screening process went into effect yesterday in Sao Paulo’s Guarulhos International Airport, where most passengers from affected areas arrive. By the

end of November, will the screening process be in place in five other airports. The minister said that 529 passengers from the three countries arrived so far this year at the Sao Paulo airport, which handles close to 40,000 arriving passengers every day. He said no Ebola cases have been confirmed in Brazil.

Burkina Faso’s military chief General Honore Traore (C) speaks with fellow officers before a news conference announcing his takeover of power, at army headquarters in Ouagadougou, capital of Burkina. CREDIT: REUTERS/JOE PENNEY (Reuters) - The head of Burkina Faso’s armed forces took power on Friday after President Blaise Compaore resigned amid mass protests against an attempt to extend his 27-year rule. Compaore, a taciturn former soldier in office since a 1987 military coup, had sought to defy popular pressure for him to step down after a day of violent unrest on Thursday in which demonstrators stormed parliament and state television. Impoverished Burkina Faso under Compaore had emerged as a key mediator in the turbulent Sahel and his departure robs the region of an elder statesman — though one whose rights record was

often criticized. The landlocked nation is also a key ally in Western operations against al Qaeda-linked groups in West Africa and the crisis was being closely watched by the United States and France, which has a special forces base there. Demonstrations erupted on Thursday when parliament had been due to vote on plans to change the constitution to allow Compaore to seek reelection next year. At least three people were shot dead and dozens wounded. With hundreds of thousands packing the Place de la Nation in the capital Ouagadougou for a second day on Friday, and with no sign of international support

— particularly from former colonial power France — Compaore bowed to public pressure. “I declare a vacancy of power with a view to allowing a transition that should end with free and transparent elections in a maximum period of 90 days,” Compaore said in a written statement read by presenters on local radio and television. CONVOY HEADS TOWARDS BORDER A heavily-armed convoy believed to be carrying the former president was seen traveling towards the southern town of Po near the border with Ghana, which is home to a large military base, diplomatic sources and local media said.

U.S. blacklists Myanmar official ahead of Obama visit (Reuters) - The United States yesterday imposed sanctions on a prominent lawmaker and businessman in Myanmar for undermining economic and political reforms in the country, ahead of U.S. President Barack Obama’s planned visit next month. The U.S. Treasury Department said Aung Thaung, who was industry minister under the former military government and is now a member of Myanmar’s lower house of parliament, has been involved in attacks on the democratic opposition. Concern has grown in Washington about the country’s lagging progress on human rights abuses and political reforms and peace talks with ethnic rebels. “By intentionally undermining the positive political and economic transition in Burma, Aung

Thaung is perpetuating violence, oppression, and corruption,” Adam Szubin, the Director of Treasury’s Office of Foreign Assets Control, said in a statement. The action freezes any assets Aung Thaung has in

the United States, and prohibits Americans and U.S. firms from dealing with him. Many international banks also adhere to the U.S. sanctions list to avoid dealing with enemies of the United States.

Saturday November 01, 2014 ARIES (Mar. 21–Apr. 19) Feel free to go shopping for yourself, Aries. While you're at it, you might as well pick up some things for others, too. You're apt to be in tune with the pleasant spirit of the people around you. TAURUS (Apr. 20–May 20) You're likely to gravitate toward those who can put on a show and carry your imagination to a far-off land today, Taurus. Look for this quality in others instead of turning to the TV to satisfy this need. GEMINI (May 21–June 20) Connect with those who carry you upward and encourage your fantasies today instead of those who try to bring you down to reality, Gemini. There's a need for you to shine more brightly than usual, and there's no reason why this wish shouldn't be granted. CANCER (June 21–July 22) You're likely now on the brink of completing a major move of some sort. Your first reaction may be to sit in solitary deliberation as you wrestle with the pros and cons of each piece of the situation. LEO (July 23–Aug. 22) This is one of those days when you will be walking along and all of a sudden hear a street performer playing music. Suddenly your feet start to move and soon you're dancing. VIRGO (Aug. 23–Sept. 22) Don't take things that don't belong to you, Virgo. Your penetrating eyes are apt to spot things that are easily pocketed, even though you know deep down that those things aren't meant for you to keep.

LIBRA (Sept. 23–Oct. 22) Try not to think too much about what is "supposed" to happen next, Libra. The truth of the matter is that things don't necessarily work out the way they're planned, so don't count on something that has no guarantee of coming to fruition. SCORPIO (Oct. 23–Nov. 21) Water your plants today and make sure they're getting enough light, Scorpio. If you don't have any plants, take this opportunity to go to the nursery and pick up a couple for your home or office. SAGIT (Nov. 22–Dec. 21) You're on a roll today, Sagittarius. Don't let other people's insecurities or shallow understanding about an issue get in the way of your progress. There's a distinct advantage to the way you approach things. CAPRI (Dec. 22–Jan. 19) You may be wondering whose shoulder you should cry on, Capricorn. Usually yours is the shoulder that everyone else likes to use. The collar of your shirt is probably soaking wet by now, thanks to all the tears that have spilled on you. AQUARIUS (Jan. 20–Feb. 18) Your coals have been smoldering for a while, and there is a great deal of smoke pouring from your blackened embers, Aquarius. PISCES (Feb. 19–Mar. 20) Be wary of big promises today, Pisces. This could be one of those days when people are more likely to take a gamble because they're unrealistic about how things are going to work out. Don't be surprised if the stock market jumps as a result of the dollar signs that people imagine.

East Coast Masters compiled 164-4 in their allotted 20 overs while Regal Masters lashed off the required total (165-3) in 18.2 overs. Eon Abel smashed 55 and Jagdesh Bhoj 35 for the winners. East Coast Masters then repaired the damage somewhat when they defeated South Florida to stay in contention. The former team batted first and amassed 197-7 after Jagdesh Persaud had posted a thrilling 40 with support from David Harper (39) and Fazleel Mohamed (30*). B. BCCI demands multimillion dollar settlement WICRICNEWS sportsdeskgy.com - The West Indies Cricket Board will have to cough up nearly US$42 million in order to stave off a lawsuit from the Indian Cricket Board (BCCI), stemming from the abandoned tour of India earlier this month. On Friday, Indian authorities told the WICB that its losses as a result of the abandoned one-day and Test tour had been estimated at US$41.97 million, and gave the regional Board 15 days in which to come up with a plan of compensation. The BCCI had announced two weeks ago it would seek compensation from the WICB for losses sustained as a result of the cancelled tour, and followed through with formal correspondence to the Antigua-based organisation on Friday. Media rights make up the bulk of the losses with the BCCI estimating them at just over US$35 million, while ticket sales account for around $2 million and the title sponsorship from Micromax

estimated at $1.6 million. The BCCI has also factored in losses in kit sponsorship from Nike, team sponsorship, in-stadia sponsorship and stadium concessionaires, in the compensation package. “The BCCI calls upon the WICB to formally inform the BCCI, in writing, of the steps it intends to take to compensate the BCCI towards the losses quantified above as well as those losses yet to be quantified by the BCCI in relation to the cancelled WICB Tour,” said the letter, signed by BCCI secretary Sanjay Patel. “In the event the BCCI does not receive such a proposal in acceptable terms, within a period of 15 days from receipt of this letter, please note that the BCCI has peremptorily instructed its attorneys to initiate steps for recovery of the losses by filing appropriate legal proceedings against the WICB in the appropriate Indian Court and you may treat this notice as a formal demand in that regard…”

Younis and Misbah subdue Australia

ESPNcricinfo - As the biggest crowd of the series poured into Abu Dhabi’s Sheikh Zayed Stadium, Younis Khan and Misbah-ulHaq poured Pakistani runs into Australia’s open wound. A first series victory for Pakistan against their Antipodean opponents since 1994 would now appear only three days away. A wonderful day yesterday’s assembly was regaled by Younis’ 213 and Misbah’s 101, the welltravelled pair enjoying utter domination of Australia’s bowlers, who did not gain a wicket until Pakistan’s captain bunted a return catch to Steven Smith. Misbah declared 45 minutes before stumps, and Chris Rogers’ exit to perhaps the best ball bowled in the match so far - a perfectlypitched away cutter from Imran Khan - completed Pakistan’s perfect day. The contrast with Michael Clarke’s team was emphasised by the travails of Brad Haddin, who jarred his shoulder when diving to intercept a Younis edge that fell short of his outstretched glove. Azhar Ali was taken down the leg side by the stand-in gloveman David Warner. While Haddin returned in the afternoon he was in pain often, even when he raised his right arm in futile appeals for a wicket to break the stand. After tea Warner

Younis Khan scored his fifth double-hundred. (Getty Images) again took up the gloves. Australia slackened noticeably in the final session of day one but Mitchell Johnson bent his back on resumption to deliver a spell that actually extracted some bounce from a moribund surface. Younis was inconvenienced more than once, and in Johnson’s second over of the day he waved his bat at a ball angled across and offered a chance in the gully, where Warner

dropped it. The spurning of such a rare opportunity seemed to suggest that Australia’s fielders had ceased to expect catches with the regularity of last summer, and their troubles were soon compounded by another ball that fell short. Diving for a Younis edge from Peter Siddle, Haddin landed on the point of his right shoulder and after grimacing through a few

Misbah-ul-Haq acknowledges the crowd after his hundred. (Getty Images) overs in obvious pain, he gave up the gloves to Warner. Almost immediately Nathan Lyon beat Younis through the air and off the pitch with a sharp off break, but Warner was unable to complete the stumping chance. Lyon could not

really blame his part-time offsider, and in the next over Warner made amends in any event. Azhar’s fine leg glance off Mitchell Starc required swift movement to the left but Warner did so ably. The wicket brought only temporary relief however, as

Misbah quickly found his stride in the company of the unflappable Younis. Pakistan’s captain appeared to enjoy the rare sensation of walking out to bat with his side in complete control, and skipped to a rapid halfcentury. Haddin returned to the field after lunch, but his pained expressions were to be mimicked by team-mates as Younis and Misbah stretched out their stand with minimal difficulty. In a strong indicator of Australia’s need to look for a quality leg-spin bowler, Smith was the only man to cause trouble, gaining variation of spin and also having one ball shoot through low. But the Australians were now minor characters in a pageant that was being watched by a hearty crowd, just in time to laud Younis’ double hundred and Misbah’s first century in almost a year. Smith’s dismissal of Misbah shortly before tea required a video replay to confirm, but the part-timer’s success appeared another omen for Pakistan - Yasir Shah watched from the stands. Younis’ innings was only ended by a charge and slog at Siddle. Without such extravagance he may well have batted on forever. Scores: Australia 22 for 1 trail Pakistan 570 for 6 dec (Younis Khan 213, Azhar Ali 109, Misbah-ul-Haq 101) by 548 runs.

Lewis Hamilton fastest in United States GP second practice BBC Sport - Lewis Hamilton narrowly edged Mercedes team-mate and title rival Nico Rosberg to fastest time in second practice at the US Grand Prix. He was just 0.003 seconds quicker than Rosberg as the two Mercedes drivers were in a league of their own at the popular event in Austin, Texas. Ferrari’s Fernando Alonso was 1.104secs slower than Hamilton in third place. Hamilton is 17 points ahead of Rosberg with 100 available over the remaining races in the US, Brazil and Abu Dhabi. The 2008 world champion is seeking a fifth consecutive victory after turning a 29point deficit to Rosberg following the Belgian Grand Prix in August into a sizeable advantage with wins in Italy, Singapore, Japan and Russia. Hamilton was slightly slower than Rosberg on their first low-fuel laps on the faster ‘soft’ tyre, after being held up by a McLaren at Turn 11, but edged ahead on his second

a penalty that means he has to start from the pit lane. Team principal Christian Horner said Vettel would take some part in qualifying on Saturday, however. Behind Ricciardo, Williams’s Felipe Massa was fifth fastest, ahead of the second Ferrari of Kimi Raikkonen, 0.354secs off team-mate Alonso. Toro Rosso’s Daniil Kvyat was seventh, ahead of the

McLarens of Kevin Magnussen and Jenson Button, who complained of uneven handling and expressed his frustration with a radio problem that had also afflicted him in first practice. Lotus continued to struggle, Romain Grosjean and Pastor Maldonado both spinning during the course of the session as they fought with their difficult car.

Reliability remains a concern for the team, however, with both drivers reporting glitches in their gearbox, and Hamilton had to curtail his race preparation in the final third of the session as a result. “It looks like it is going to be a battle between my team-

mate and I,” said Rosberg. “Three thousandths, but I have them in my pocket. I know where they are. “I am of course worrying that [Hamilton’s] car broke down. We need to see what that is and get on top of it. hopefully that won’t impact on the rest of the weekend.” “I actually don’t know what the problem is,” said Hamilton. “It’s not a gearbox problem. They said it was an oil leak or a fluid leak, hydraulics or something like

that. “The car was feeling fine but they had to stop just in case. I don’t necessarily mind. The car was feeling good.” Alonso was 0.201secs clear of Ricciardo, whose team-mate Sebastian Vettel was 18th and slowest as he concentrated on race preparation. The world champion is not bothering to prepare for qualifying as his Red Bull team have been forced to fit a sixth engine this season, incurring

Rita Jeptoo: Kenyan marathon runner fails doping test BBC Sport - Kenyan marathon runner Rita Jeptoo has become the latest athlete from the country to fail a doping test. The International Association of Athletics Federations (IAAF) informed Athletics Kenya of traces of a banned substance in Jeptoo’s ‘A’ sample. An Athletics Kenya statement on the 33-year-old read: “The result of the ‘A’ sample for the athlete has indicated the presence of

prohibited substances.” Thirty-six Kenyans have been confirmed as failing tests in the past two years. Moses Kiptanui, one of most successful runners in Kenyan history, claimed last year doping is rife among the country’s athletes. Kenyan marathon runners Wilson Loyanae Erupe and Nixon Kiplagat Cherutich tested positive for banned substances in February 2013 and were both suspended for

two years by Athletics Kenya. Athletics Kenya said its medical and anti-doping commission will meet next week with Jeptoo “to establish whether she would wish to exercise her right to order for testing of the ‘B’ sample”. Jeptoo has won the previous two Boston and Chicago marathons and also previously won the Stockholm, Paris, Milan and Lisbon marathons.

Suspect in killing of South Africa national soccer captain arrested JOHANNESBURG (Reuters) - A suspect in the killing of the captain and goalkeeper of South Africa’s national soccer team has been arrested after witnesses picked him out in an identity parade, police said in a statement yesterday. The police said Zanokuhle Mbatha, 25, had been charged in connection with the case. Local media said the charges included murder. Soccer star Senzo Meyiwa was hit by a single gun shot to the chest Sunday night while confronting two intruders at the home of his girlfriend, actress and singer Kelly Khumalo. He will be buried today and his death has highlighted the phenomenon of gun violence in South Africa,

coming just days after disabled track star Oscar Pistorius was jailed for shooting dead his girlfriend Reeva Steenkamp. The National Prosecuting Authority said Mbatha had made a brief appearance in the Boksburg Magistrate court east of Johannesburg. His case was adjourned until Nov. 11. Even though South Africa’s murder rate has been gradually dropping, it remains one of the world’s most violent countries, with police recording more than 17,000 murders last year, or 31 per 100,000 people - seven times the rate in the United States. Meyiwa, 27, who also played for professional club Orlando Pirates, had legions of fans in sports-mad South Africa and police, under huge

public and political pressure, have launched a massive hunt for his killers. “Whilst we are pleased with the progress we are making and the overwhelming support from members of the public, there is still a lot of work to be done to finalize the investigation and ensure that we can link all suspects to the murder,” the police statement said. “Given the fact that our investigations are at a very sensitive stage, we will only be in a position to update the nation during a media briefing on Monday, 3 November 2014.” This weekend’s Johannesburg derby between Soweto giants Kaizer Chiefs and Orlando Pirates was postponed as a mark of respect. The derby is usually played in front of 90,000 fans.

Los Angeles Clippers guard Chris Douglas-Roberts (14) guards Oklahoma City Thunder forward Perry Jones (3) during the game at Staples Center. Clippers won 93-90. Jayne Kamin-Oncea-USA TODAY Sports LOS ANGELES (Reuters) - It was not pretty but the Los Angeles Clippers somehow found a way to launch their 2014-15 season under new owner Steve Ballmer with a scrappy 93-90 victory over the Oklahoma City Thunder Thursday. With former owner Donald Sterling a relic of the past after he was banned for life by the NBA over a racism scandal, the Clippers overcame a poor shooting performance with some gritty defence to stave off a late Thunder fight back. Forward Blake Griffin, who came up with two crucial free throws down the stretch, ended up with a team-high 23 points and point guard Chris Paul weighed in with 22 as the Clippers won despite shooting just 39 percent from the field. Perry Jones led the way with 32 points for the Thunder, who were without Most Valuable Player Kevin Durant after he broke a bone in his right foot during the preseason and guard Russell Westbrook for the entire second half due to a hand injury. “I walked in the locker room and I said, ‘Guys, we won but we didn’t play well.’ I think everybody missed wide open shots,” Clippers coach Doc Rivers told reporters after his team had prevailed after five lead changes at Staples Center. “What I was proud of, though, was that they kept fighting defensively. I don’t know if we would have won this game last year, definitely

not early in the season because our defense wasn’t ready. “Tonight, we got stops when we needed to, we held them to 90 points. Our offense just wasn’t working tonight but I liked the shots that we got. I just didn’t like our tempo offensively.” One of the happiest men after the hard-fought win at the downtown Los Angeles venue was former Microsoft chief executive Ballmer, who watched the game from a seat behind the hoop to the right of the Clippers bench. SHOUTING ENCOURAGEMENT Wearing a checked shirt and khaki slacks, Ballmer was hunched forward most of the time and continually cupped his hands round his mouth as he shouted words of encouragement to his players. “You definitely hear him when you are out on the court,” Clippers reserve Jamal Crawford told Reuters about Ballmer after scoring 16 points on five-of 15 shooting. “He’s unbelievable. I think he will be good, not only for the city of LA but also for the NBA in general. He’s such a big basketball fan, he’s so passionate and he will be that way throughout the season.”

Last season, the Clippers were beaten 4-2 by the Thunder in the Western Conference semi-finals, their playoff run ending just weeks after racist comments made by Sterling surfaced, sparking public outrage and causing team sponsors to quit. Following protracted legal wrangling, a California appeals court rejected Sterling’s last-ditch attempt to block the sale of the Clippers to Ballmer for a record $2 billion, and the 58-year-old tech billionaire took over as the new owner in August. Known for his highenergy approach to life, Ballmer has made no secret of his desire to see the Clippers go as deep as possible into the postseason, and a new mantra ‘Be Relentless’ was repeatedly flashed up on the giant video board on Thursday. “Now we can just focus on what’s important, and that’s being the best team and the best organization we can be,” Crawford said of the new era now under way for the Clippers with Sterling a fading, if still bitter, memory. “Obviously we have taken steps in the right direction. Now the season is here and the hard work starts but the fun is here as well.”

While admitting that this year is going to be more challenging than previous years, defending Ladies champion Christine Sukhram in an interview with Kaieteur Sport yesterday said she is still motivated and confident of retaining her title when the Digicel 2014 Guyana Open Golf Tournament tees off today, at the Lusignan Course. Sukhram, who is considered the best ever local female golfer, having never lost the Guyana Open title, will face stiff competition from Joann Deo and Shaunella Webster, two players whose game has improved tremendously over the past year. The soft spoken champion told this

newspaper that her confidence is high, but added that while as a player you may enter the tournament in a rich vein of form, you never know what could happen when the actual competition starts. Sukhram, who because of her success and standard of play over the years is usually subjected to a higher handicap, meaning that she will have to give the other players a number of shots ahead of her, still exuded confidence of doing well over the two-day event. “I need to be on top of my game, but the consolation I have is that since I’ve returned from winning in Suriname I have continued my form, winning a few tournaments that I competed

in since so I’m ready,” Sukhram said. Commenting on the state of the Ladies game, Sukhram said that while there has been a few more on the circuit she believes there is still room for a robust recruitment drive to get more involved in the game. Meanwhile, the Organisers have confirmed that players are expected from Canada, USA, Barbados, Trinidad and Tobago and Suriname. The golfers will compete in four categories- (0-9 handicap), B Flight (10-18), C Flight (19-28) and Ladies Flight. Tee off time is 07:00 hrs and Digicel CEO Gregory Dean is expected to make open the tournament.

Schaefer shoots for change in Jamaica’s football landscape Jamaica Observer JAMAICA’S senior football head coach Winfried Schaefer says he wants to change the football landscape for the better, but says it will take time and money to do so. He was also dismissive of the critics who are calling for his axing due to the poor results of the Reggae Boyz under his tenure, resulting in a drastic fall on the FIFA Coca-Cola Rankings to 113th and a lowly seventh in the Caribbean Football Union. “I want to change many things for football to make it better for everybody,” he told the Jamaica Observer recently. He added: “These people are living in the past. They don’t want to change to get better so that everybody benefits. It is easy for people to sit on their sofa and criticise, but I have to work. I want to work with the football to make it better. “These people want to make an omelette without breaking eggs,” he suggested. The coach, who has supervised the team to unfavourable results during a number of friendly games against superior opposition this year, largely without adequate preparation, readily admitted an appreciation of the financial environment that the Jamaica Football Federation and the island, as a whole, operate in, but he is hoping for more support, particularly from corporate Jamaica, to help change the national culture. In the recent game against

Winfried Schaefer Canada, which the Boyz lost 1-3, Schaefer said the players lost concentration even before the game started as they were asking about admission tickets for family and friends while in the dressing room just before the game started. “That can’t be good for them,” he said. Against Japan, he said he told them to “fight for their country” and do their “jobs” and he would fight for their causes off the field, and that is why he was happy with their “spirit, commitment and courage” against the Asians. Earlier in his stint as head coach, he flirted with the idea of accepting the world’s fastest man Usain Bolt to the Reggae Boyz fold, not so much for the football quality that the sixfooter would bring to the Boyz, but possibly the commercial spin-offs which would be most appreciated at

this time. The 64-year-old German, who had successfully turned around the fortunes of football in Cameroon, said it is time to move on from the success of the 1998 World Cup qualification, and rewrite history by moving the sport forward and qualifying for another senior FIFA World Cup Finals. “We have to work more with the new training methods available to us now,” he said, while explaining how difficult it has been to get financial support to establish workshops across the island to share analyses of the 2014 FIFA World Cup Finals with local coaches. Schaefer is shooting for the further development of local coaches, citing the exposure of national Under17 coach Andrew Edwards and former Reno star Patrick Graham to a course in Germany as the way to go. Schaefer was in Panama in September when the CONCACAF and CONMEBOL regions met to review findings from the World Cup in Brazil. “These people (critics) are not important to me. It is not important what he talks, when these people work very good for the football then I accept or listen (to what they say), but if they don’t want to change the football in Jamaica, then I have no time for them. I talk for the football to change, not the same football like in 1998... we all have to change,” he said.

Normalisation Committee meets the Press Tasked with the responsibility of charting the course for Guyana’s football over the next 11 months, the FIFA selected Normalisation Committee held its first Press Briefing yesterday, at the Guyana Football Federation (GFF) Head Office in Section ‘K’, Campbellville. The Committee which is headed by Chairman Clinton Urling, also comprises Dr. Karen Pilgrim, Tariq Williams, Stuart May and Rabindranauth Chandrapaul replaced the former executive of the GFF and they will be tasked with reforming the constitution, running the dayto-day operations, looking into the Goal Project, strategically planning Guyana’s football as well as it’s sustainability, engaging all stake holders and most importantly, managing the next Congress and electoral process. The Normalisation Committee was put in place by FIFA after two attempts to hold Electoral Congresses were plagued by walkouts on both occasions by disgruntled factions, forcing

FIFA / CONCACAF to intervene and oust the last executive and install the current Committee. While the road ahead may seem an arduous one for the Committee, especially since none of its members have any prior experience or involvement with football, the Chairman was buoyant about the Committee’s ability to get the job done to the satisfaction of FIFA / CONCACAF and within the specified timeframe. “It requires a collective effort, we have to embrace a mantra of unity, if we divide and do separate things then football suffers. We are all doing this voluntarily and for me I see it as a national service,” Urling stated assertively. While cognizant of the difficulties that the previous administration faced, the Chairman said he does not believe that such will be the case with this Committee. “Call me naïve but I don’t think we will have that… if you hit us then you hit FIFA, if it should happen I think there are rules that FIFA will

apply… we are the custodians for FIFA,” he reminded. Urling pointed out that there are “too many grey areas” with the current GFF constitution and informed that they intend to tread the transparent route, going as far as stating that they will release the GFF’s last audit after it has been reviewed by them. Meanwhile, as the Committee plans to engage all stakeholders, moreso the affiliated associations to help improve Guyana’s football, the plan will also include improving play on-field as well. “We don’t know much, but we have to look into it and to find the path to develop the game from the youth level right up and we will be a part of international encounters,” Urling disclosed. Urling said they intend to start the engagement of stakeholders very early and the first stop could be the Minister of Sport Dr Frank Anthony where the long awaited Goal Project will be discussed. Absent at yesterday’s briefing was Chandrapaul.

Andy Murray loses to Novak Djokovic in Paris Masters BBC Sport - Andy Murray’s winning run came to an end with a straight-sets defeat by world number one Novak Djokovic in the quarter-finals of the Paris Masters. The Briton, seeking his 12th win in a row, lost 7-5 6-2 against the defending champion in one hour and 41 minutes. Murray, who has lost all four matches against the Serb this year, will now take a week off before the end-of-season

World Tour Finals in London. Djokovic will face Japan’s Kei Nishikori in the last four in Paris. Murray, 27, has played 23 matches over the past six weeks, winning three titles, and could not prevent the Serb from winning the final five games of the match as fatigue took its toll. But the Scot had already achieved a major goal by qualifying for the Tour finals with his win over Grigor

Dimitrov on Thursday. “The first set was tight, the second set I got up a break and lost my way a little bit,” he said of his defeat to Djokovic. “I saw some stats after we finished and as soon as the rallies got over five shots I was winning more, but the rallies that finished before five shots, I think he won 25 more points. “That would suggest that he was serving better and I didn’t return as well as him.
