GUYANA HAS BADLY DETERIORATED INDEPENDENCE IN THE MORAL SPHERE FLASHBACK WITH BURNHAM DEAR EDITOR; Our society has suddenly become a place where curse words or ‘’cuss words’’ are the order of the day, and it seems as if we have no law to incriminate those using them from day to day. From the educated highly respected lawyers, doctors, police officers, parliamentarians, teachers to the illiterates, all have become victims of using profane language. In more than 80% of our homes today curse words are used by parents to their children, husbands to wives; wives to husbands, brothers to sisters, students to teachers, employers to employees, police officers to citizens, citizens to police officers; workers to other workers and publicly curse words can be heard at the car and bus parks, while travelling in the buses or the taxi, and the unending list has eaten away the moral fabric of our society like a perpetual cancer. We have fallen morally, spiritually and intellectually as a nation. Our sense of decency and morality has become something of the past. We have deteriorated seriously over the past generation since our laws are violated by citizens and those who make the laws. If you are driving and police officers should stop your car they will curse you to get out the vehicle if they wish to search it. They themselves set a very bad example to our society. Many years ago, people used

to be charged for using indecent language and even be jailed, but today it seems as if our laws are flouted and we are just living in a ‘’cowboy’’ country like in the wild West; killing each other with our tongues. It is something global, since most movies are loaded with cuss words, vulgarity and immorality. The songs we listen to, from dance-hall to reggae, soca, pop, are loaded with curse words the Songs of Alkaline, Kartel, Movoda and others are loaded with cuss words and sexually explicit lyrics. Not very long ago I was listening to British singer Adele singing at a concert. Before she started to sing she was talking to the audience. After listening to her accented speech very carefully by using my computer headphone, this great singer used more than ten curse words while addressing her audience. I deleted her video and stopped listening to her. Even in the buses they will play dance-hall songs that are full of cuss words. Lady Gaga will sing practically naked even cuss her audience and cuss at interviews, yet our educated TV personalities are promoting her filth in our country. I can safely say musical pornography has invaded almost every area of our society, compounded with cuss words. Cuss words have permeated the printed pages of books; and I mean books that have won The Guyana

Prize for Literature. Our government and university give away US$5000 to writers of fiction, poetry & drama – for books written in profane and immoral language. Yet many of these writers are clamouring for their books of Literature to be used into our schools. It’s no wonder literature has become a dead subject in our schools today. We haven’t produced much quality literature as a nation. Literature and books should build up our children’s psyche and morality; literature should inspire our students to write greater works. How are we going to educate our children with books written in cuss words? If our President and Minister of Education should really read the books that have won the Guyana Prize for Literature, I believe they would obliterate the Prize. Our writers should read the classics and write clean literature like Homer, Virgil, Dante, Shakespeare, Milton, Shelly, Byron, Keats to name just a few classical writers. But how many of our writers would like to read the classics? Our greatest writers are Wilson Harris, Martin Carter, A.J Seymour and Edgar Mittelholzer. What we write today and publish will define the intellect and morals of the writer since literature is about the historical foundation of a nation. The greatest Greek poet Homer, and Roman Poet Virgil, wrote epic Poetry of great historical significance.

Their poetry in the original Greek and Latin languages contained no sentence or paragraph of profanity. Why can’t our writers do the same? Almost every day, I read of domestic violence in our country – men killing and hurting their wives or girlfriends and women killing their husbands and boyfriends. The news in our media makes one sick. As I travel to different parts of Guyana, cuss words ring out like showers of rains in our communities. There is no respect for one another, even in the churches people can curse. It’s about time we implement laws related to indecent language and indecent behaviour. The future of this nation lies in the hands of our next generation, but we are just a few years away from becoming a nation of illiterates and profoundly ignorant people with no future if we don’t change our way of speaking, attitude, and character. Guyana is a nation too young to die, we need to raise our standards higher, our leaders need to set the moral example to our citizens. They need to stop fighting and cussing each other and work with love and unity to build Guyana. As our National Poet Martin Carter Wrote: “All are involved All are consumed.” I do not sleep to dream/but dream to change the world. We must have a dream to change: if we change our character and attitude we will change our nation and be a better people in the generations to come. Rev. Gideon Cecil

The political parties are Guyana’s real problem DEAR EDITOR; Guyana, the city of El Dorado, the land of many waters, 83,000 square miles of moderate tropics ,747 thousand people - East Indians, Africans, Chinese, Europeans, Amerindians and Portuguese. From Slavery to the subjects of different colonial masters, and then finally, independence; finally, we get to write the script, be the authors of our own book, but what does that mean? How has that changed our story? Albeit, we have come a long way since the days of the political affairs committee, the first PPP, our first regional and general election as an independent nation, constitutional reform etc. There are still many things present today that says to us that we have not outgrown our shadows; we stand shaded in the shadow of our past but well exposed to our own self-destruction. Between 1953 when

Guyana was granted home rule, 1966 when we gained independence and 2016 (50 years into our maturity as an independent nation) there have been many political factors contributing to instability and division. Prior to independence, there were the days of the interim governing committee, the split in the PPP, the birth of the PNC, labour struggles and what in Hindu terms is considered “ApanJaat” (don’t forget your kind) politics. In 1964 labour struggles and racial politics contributed to major instability in the country, causing the British to declare a state of emergency - at the end of which at least 160 people were killed. Control of the country prior to and postindependence has remained between two political parties, despite many improprieties. Apanjaat, inequitable distribution of wealth and a difference in political philosophy that keep leading

to a vicious struggle for power are a few things that continue to hurt us. I was told that it is not social cohesion that we need (we have that). Our differences is not in our ability to cohabitate as one people (we do that -look at the way we celebrate festivities like Christmas, Phagwah and Easter). I was told that the problem is in our political system; that is where we need unity, that is where we need cohesion, that is where we need one direction, that is where we need to work together for one destiny Our political parties have not managed to put politics and their differences aside and focus on governance. They are not seeing that politics and governance are separate matters. They continue to politicize serious issues. They are playing politics with our future. Since the dispute that lead to the split in the first PPP, it has been a for or against battle to destroy the images of

honourable comrade Burnham and Jagan .It is time to move past the Burnham and Jagan controversy; our political parties should stop using it to maintain control. The demographic is changing and honourable comrade Burnham and Jagan are resting as heroes who fought for our independence and the foundation we now have to build on; our fight is different. There are sections of our society that are passive; those that play follow the leader and give our politicians power. Those that allow them to lead us back to the past. Then there is my section;, the youth , those that are young, critical thinking and see things differently , we are not focused on the past, we are focused on the future , and not perpetuating a system that does not work for us. It is our Guyana, for we are her tomorrow and she is our future. We are Guyana at 100. Shaquelle Williams Concerned Youth

DEAR EDITOR; A Canada-West Indies conference was held in the month of July 1966 at the Chateau Laurier hotel in Ottawa, Ontario. After two days of deliberations, a special black-tie dinner was hosted by the then Canadian Prime Minister, Mr. Lester Pearson. Delegates arrived in their sartorial best that evening. And then in came Guyana’s Prime Minister, Mr. Forbes Burnham, well attired but with a multi-coloured tie. The other delegates must have wondered if he was not told that it was a black-tie event. But as Mr. Burnham drew closer, it was recognized that his tie were the colours of the flag of newly independent Guyana. And things were soon quieted and the dinner began. Back in the early days there was a Canadian vessel, the ‘Lady Harrison’ that plied the Canada-West Indies route, carrying both cargo and passengers. So at this black-tie affair Mr. Burnham gave a moving after-dinner speech. It is reported that he told delegates that as a child he one day asked his mother; “But mommy how did I come into this world?” He said that his mother stumbled, hesitated, pondered and then said, “Oh yes my son you came in ‘Lady Harrison’. Mr Burnham then pointed out to the gathering that that is how his deep connection and love of Canada began. A Trinidadian journalist, Mr. Darryl Dean, now retired and residing in Toronto, and who covered the conference for his newspaper, “The Daily Mail” told me that after Mr. Burnham’s speech that it was very clear that Guyana seized much of the evening’s focus and attention I sometimes imagine the pomp and pride with which that tie was borne on Mr. Burnham’s chest and I am looking forward to seeing that tie in cloth and colour in some holding place on my next visit to Georgetown. PRESIDENT JAGDEO JEAPORDIZED RETIREES’ FUTURE DEAR EDITOR; We need constitutional reform to place limits on the powers of the President. The NIS is a pension fund for the nation’s retirees, and only the Board of Directors has the power to appoint a professional advisor or firm to invest these funds. Here we see a president literally hijacking the pension funds - he had over-ruled the Board of Directors - and placed the funds at the disposal of the Bridge Authority. Now the funds are sunken or lost. End result: The funds are not there to pay the retirees. There are some other issues: (1) NIS put up the largest portion of funds to build the bridge - but the a few large individual investors (Bobby Ramroop, DDL) have more representatives on the Board than NIS. (2) Returns (dividends/interest) on Ramroop’s and DDL’s investment are guaranteed, no so with NIS’s. I am not suggesting the bridge should not have been built. The idea for the bridge should certainly go to the credit of President Jagdeo. However, the problem was with the financial architecture (mix of financial instruments - bonds and types of common stock etc.) and from whom you raise the funds. If the investment in the bridge was risky, by all means do not take the nation’s pension funds. A large pool of at least 50,000 Guyanese abroad could have been invited to buy at least two bonds each (one bond is $1,000) paying 5 percent annual interest. That bond sale of say, 30-year bonds, could have raised $100 million. There was absolutely no need to commandeer NIS funds to do a risky bridge project. Mike Persaud

Complete revamp of Judiciary needed - AG Williams The Minister of Legal Affairs and Attorney General, Basil Williams has indicated that the entire judiciary system needs to be revamped before the issue of backlog cases can be tackled most aggressively. In this regard, Williams said that he is looking at establishing a coordinating committee made up of representatives of the justice system, who will meet regularly and try to tackle problems in every area of the judiciary system thereby constituting an holistic approach to addressing case backlog. This was conveyed at a recent press conference hosted by the Attorney General at his Carmichael Street Office. “What happens at one end affects what happens at the other so we cannot resolve the prison (overcrowding) issue unless we deal with the Police (Court) Superintendent…he deploys Prosecutors…if they’re not properly supervised they can be responsible for a lot of backlog,” said Williams. The backlog of cases in the criminal realm has been an issue plaguing the judiciary for decades. To address this issue, legislation was enacted introducing committal proceedings to fast track Preliminary Inquiries. At the Magistrate’s Court, an accused had to wait four to five years for his trial to be completed, then a similar period before a Judge and Jury in the High Court, all the while languishing in prison. “When the paper committals were introduced, Magistrates started applying

- committee to be set up

Attorney General Basil Wiliams them, but it was recognised that you were basically transferring the problem from the Magistrate’s Court to the High Court,” Minister Williams explained. The paper committal proceedings saw the Prosecutor handing over the evidence against the accused to his Attorney. If after examination it was determined that a prima facie case existed, in the interest of not wasting the court’s time, parties then consented to committing the accused to stand trial in the High Court. “It meant that trials kept climbing and the figures kept increasing rapidly … a Judge would take about three to four trials per session which takes three months… so we still have that problem right now and it has to be addressed,” Minister Williams explained. He added that the Chancellor of the Judiciary (Ag) Carl Singh must address this issue as the administration, upon assuming office, enacted legislation for the

independence of the judiciary. Nevertheless, the Ministry has allocated a budgetary estimate of US$49,020 to employ six parttime Judges for a six-month duration. “That exercise will be funded by the IDB (InterAmerican Development Bank)...that is still in the pipeline…IDB visited me on Monday, and I will meet with them again today (May 19). Once they approve the sums, we will start incurring expenses,” Minister Williams explained. Additionally, US$327,000 is budgeted to install voice verbatim recordings in the High Court and in those Magistrate’s Courts that deal with serious criminal matters. “That will certainly speed up trials because we have an old system where judges and magistrates take evidence by writing in their own hand... these things, once implemented, will certainly improve the quality of the delivery of speedy justice in Guyana,” the Attorney General said. Guyana has partnered with the IDB to implement the New Justice Sector Programme, which is designed to consolidate justice sector improvements. The programme will see the establishment of a Law Revision Office and a revision of Guyana’s laws, updating them to 2015. Additionally, a Permanent Law Reform Commission with a Secretariat will focus on continuously examining Guyana’s laws and making recommendations on areas of reform. Judges, Magistrates and Prosecutors will also be trained in sentencing and the writing of decisions as part of a holistic approach to ensure efficiency within the judicial sector.

Forensic audit report reveals…

NFMU boss never prepared/ submitted annual reports A company’s Annual Report is extremely important and is needed for more than just compliance purposes. Financial Analysts argue that it is the indisputable display of a company’s accountability and communicates the kind of business ethics practiced in the entity. But this was not a principle that was upheld by the National Frequency Management Unit (NFMU). According to forensic auditors at Ram and McRae, Chartered Accountants who investigated the NFMU’s accounts, they confirmed that no Monthly, Quarterly and Annual Reports are prepared by the NFMU and submitted for the subject Minister’s perusal. The forensic auditors flagged this violation of company laws and recommended that monthly, quarterly and yearly financial and operational reports be prepared by the NFMU and

Forensic auditor, Chris Ram

Head of NFMU, Valmiki Singh

submitted for the Minister’s evaluation. In its response to the auditors’ contention, the NFMU claimed that Annual Reports have been submitted “in the past”. The forensic audit team however noted that there is no evidence that any such report was ever tabled in the National Assembly. Financial Analysts said that in Annual Reports, what becomes visible is the

accountability of the entity’s actions for the year and how they effectively had a hand in company production throughout the period under review. In a nutshell, the analysts stressed that this medium is needed to demonstrate a company’s adherence to a transparent process and elicits the trust that stakeholders and consumers are looking for in a company.

“Included in this amount, is a balance of $116M owed by the Ministry of Finance and an amount of $38M which represents dishonoured cheques from contributors. Further, over $20M of the $38M is owed in excess of five years. Management has advised that these balances were referred to the Guyana Police Force but were sent back to the Scheme to be dealt with under their debt recovery policy.” The auditor advised that the Board of Directors has to determine whether the various receivable balances should not be impaired. Further, it was found that the Guyana Sugar Corporation (GuySuCo) is the largest defaulter with an indebtedness of over $1.5B. According to Seebaran, the Operations Manager presented a list of receivables totaling $1,091,172,705 at August 2015 which does not include GuySuCo whose indebtedness is $1,574,283,889 for the period September 2014 to April 2015.

The audited report outlined that although a 2011 actuarial review reported that 40 per cent of the informal sector workforce is not contributing to the Scheme, the current system is not designed to determine the actual or near actual contributions from employers/self-employed/ employees that are not registered. Back in 2014, there were discussions on a draft Debt Management Policy which resulted in the formation of a document titled ‘Procedure for Debt Management Unit’ prepared in August 2014 but has not been approved for implementation to date. On this note, the auditor recommends the establishment of both a proper Debt Management Unit with adequate staff and resources to effectively pursue defaulters and a legal department since at the moment, management only engages lawyers for significant cases. This practice severely hampers its debt collection abilities.

Finance Ministry owes NIS millions - Audit

The recent release of the National Insurance Scheme (NIS) forensic audit report has revealed that the Ministry of Finance has millions outstanding for the scheme. The debt was incurred during the reign of the People’s Progressive Party/ Civic (PPP/C). Ramesh Seebaran in his report revealed that a debt of $168M was recorded in NIS’ audited financial statements for 2013. Part of that figure represents debts dating back in 2001. The sum owed by the Finance Ministry represents the chunk of the debt recorded in that year. Seebaran reported,

Iraq announces start of Falluja operation, some residents flee Reuters - Iraqi Prime Minister Haider al-Abadi announced the launching of an offensive to retake the Islamic State stronghold of Falluja after the military told residents yesterday to get ready to leave before fighting started. “Zero hour for the liberation of Falluja has arrived. The moment of great victory has drawn near and Daesh has no choice but to flee,” Abadi said on his official Twitter feed, using an Arabic acronym for the jihadist group. He said the offensive would be conducted by the army, police, counterterrorism forces, local tribal fighters and a coalition of mostly Shi’ite Muslim militias. A U.S.led coalition that has bombed Islamic State in Iraq and neighboring Syria for nearly two years was expected to provide air support. Falluja, a longtime bastion of Sunni Muslim jihadists, 50 km (30 miles) west of Baghdad, was the first city to

Haider al-Abadi fall to the jihadists, in January 2014, six months before the group declared a caliphate spanning large parts of Iraq and Syria. Iraqi officials said Shi’ite militias, including ones backed by neighboring Iran, may be restricted to operating outside the city proper, as they were largely in the battle for Ramadi, to avoid aggravating sectarian

tensions with Sunni residents. The Iraqi army, police and the militias, backed by coalition air strikes, have surrounded Falluja since late last year, while the jihadists have been preventing residents from leaving for months. Families who cannot flee should raise white flags to mark their location in the city, the military’s media unit said in a statement on state television, a tactic employed with some success in other recent offensives. Deputy District Council Chairman Falih al-Essawi said three corridors would be opened for civilians to camps west, southwest and southeast of the city, and a subsequent military statement said some residents had begun to flee. “Our goal is to liberate civilians from Daesh’s repression and terrorism,” Abadi said in a televised speech.

ISLAMIC STATE THREATENS ATTACKS IN INDIA Reuters - In a rare appeal to India’s Muslim minority, Islamic State says it is planning to avenge the deaths of Muslims killed in riots in Indian Prime Minister Narendra Modi’s home state of Gujarat and elsewhere. India, a Hindu-majority country, is home to more than 160 million Muslims, but only a handful of them have joined the Middle Eastern group. Indian leaders and members of the community say this testifies to the strength of the country’s secular democracy. In a video monitored by the U.S. intelligence group SITE, Islamic State mocked Muslims living in harmony with Hindus who worship cows, trees and the sun, and urged them to travel to IS-held territories in the “Caliphate”. “In this land you get to have hatred for the kuffar [disbelievers]. In this land you get to perform jihad,” said an Indian fighter who is identified as Abu Salman al-Hindi operating in the Syrian province of Homs. “In this land your religion is safe. In this land Allah’s Law is the highest. In this land you have nothing that stops you from doing

good deeds, from doing da’wah [preaching], from preaching Islam. In this land your life, your honour, your property is protected.” Another fighter then says Islamic State will come to India to liberate Muslims and avenge the violence perpetrated against them in 2002 in the western state of Gujarat as well Kashmir and the destruction of a mosque by Hindu zealots in 1992. “We will come back, with the sword, to free you, to avenge Babri mosque, Gujarat, Kashmir,” the fighter says. More than 1,000 people were killed in Gujarat. Most of them were Muslims, attacked by Hindu mobs in retaliation for the burning of Hindus in a train. Modi was the chief minister of Gujarat at the time and faced allegations that he did not do enough to stop the bloodshed. But a Supreme Court-ordered investigation has said there was no case against him. India has suffered from Islamist attacks. In 2008 a militant group based in Pakistan launched a rampage through the city of Mumbai that killed 166 people and traumatized the country.

Business Chambers differ on Maduro’s visit NEWSDAY - The visit by Venezuelan President, Nicolas Maduro has generated differing opinions among members of business chambers with one business leader wondering what advice could be offered by the South American country which is currently under a State of Emergency. Maduro is scheduled to pay a one-day visit to Trinidad and Tobago today with discussions expected to centre on enhanced bilateral co-operation between the two nations with emphasis on the areas of foreign policy, energy and trade. The Venezuelan President’s ministerial delegation will include Foreign Affairs Minister Delcy Rodriguez, Petroleum and Mining Minister Eulogio Del Pino, and Industry and Commerce Minister Miguel Perez Abad. In a candid telephone interview, San Fernando Business Association (SBA) president, Daphne Bartlett, observed that Maduro was widely considered as a “poor manager” given the financial meltdown which the country is witnessing with citizens unable to purchase such basic items as toilet paper and food stuff. “In my humble opinion, I

Daphne Bartlett am not sure what value he can bring,” Bartlett said, adding, “they cannot get toilet paper in Venezuela, it has reached that bad, you can’t get food to eat, their electricity is not available to use at will.” Asked about the idea of introducing a barter system for Venezuelan oil and gas for Trinidadian manufactured products, she said, “there is no trade there, a country so rich in oil and people going through such hell, do we want to go along that path.” She also scoffed at co-operation on border controls saying a brisk trade between both countries was being

conducted at Cedros and the Venezuelan mainland. However, Chaguanas Chamber of Industry and Commerce (CCIC) president Richie Sookhai offered a different view saying any type of negotiations during a time of financial crisis would be helpful to both countries. “But before we do anything, especially in our country, do the proper due diligence on whichever firm or entity that wants to come and invest here in Trinidad and Tobago,” Sookhai said. He noted that Venezuela could advise this country about diversification into such technologies as solar, wind and hydroelectric energies. “We need to be focusing a lot more on diversification away from the oil and gas sector and we cannot be taking, as we see the oil price slowly increasing, we cannot become complacent once more.” Meanwhile, Movement for Social Justice (MSJ), political leader, David Abdulah, said the country should embrace the opportunity at collaboration with Venezuela especially given the South American country’s immense reserves of oil and natural gas.

Violent protests erupt during Chile president’s speech

Protesters were angry at an economic downturn and corruption. (AP) BBC News - Violent protests have broken out in Chile during the state-of-the-nation address by President Michelle Bachelet. Demonstrators set up barricades and hurled firebombs in Valparaiso, where Chile’s Congress meets. Police fired tear gas and water cannon. A security guard died from fume inhalation when masked protestors burned a pharmacy and supermarket. Chileans are angry because of an economic downturn and a corruption scandal involving Ms Bachelet’s family. Some of the fires continued burning for hours and smoke could be seen rising from several places in the city. Ms Bachelet, who was elected in 2013

promising to reduce inequality, said the country was on a path of reform “from which there is no turning back”. She said policies guaranteeing everyone a free education showed the country was heading in the right direction. “If we don’t make the changes now with everyone working together, the tensions and obstacles will grow and our opportunity to progress will be frustrated,” she said. However, she also said other reforms would be delayed because of the economic slowdown in the country. Correspondents say there are often protests on the day of the presidential address.

TOO BIG FOR GUYANA The scale of the duty free concessions granted to a foreign-owned company, and which was reported on in yesterday’s edition of this newspaper, would tend to suggest that the Chinese firm’s plans may have involved the takeover of the entire economy of Guyana. How else does one explain the billions of tonnes in cement which were reportedly covered by the concession? How else does one explain the billions of gallons of paint to be granted duty free concessions?

One estimate indicated that the cement alone represented 333 times the annual supply of cement to Guyana. The amount of paint on which concessions would have been eligible would have painted the entire country. There is need for an analysis as to how Guyana would have benefitted from such a massive investment and whether it would have meant the entire domination of our economy by one firm. There is need for an assessment as to how Guyana would have

benefitted from this investment which has had a very long period of gestation. The concessions approved but not accessing are staggering in quantum. They are mind-boggling. Concessions granted are usually based on the projected level of investments. It would be interesting to know just what type of investments the company was planning for Guyana. It would have had to have been multiple times the entire GDP of Guyana to justify that level of

concessions. It seems unrealistic that any firm could have utilized such massive amounts of paint and cement as reported in the newspapers. Revelations like these lead to calls for government to re-examine its relationship with those investors which did business with the PPP. The sort of investment that the concessions suggested would have been much too big and much too dangerous for an economy like Guyana. The concessions tend to suggest that the entire economy may have eventually come under the control of this foreign firm if the investments did materialize. The Guyanese people are entitled to know just what was planned and just what was being executed. The present government has had one year to examine the arrangements with these companies. It should report to the nation its findings and its position as to whether it will

go ahead with these investments. This is no longer a case about the construction of the wood processing plant and the exportation of logs, even though both issues are germane to the examination of the agreements reached with the former administration. Based on the concessions granted, there are implications for the scale of investments which require national dialogue, including some form of engagement with the private sector. Because of the level of investment as suggested by the concessions that are to be deployed in Guyana, it could mean that almost all of the major sectors of the economy can be affected and this will have implications for the entire business class. The government needs to therefore urgently indicate how it will treat with these investments, which we are told involves the building of an industrial park. The Guyanese economy does not have the absorptive capacity

for very large ventures. We do not have enough workers for facilities of a certain size and therefore it needs to be asked whether the proposed investment in an industrial park would have involved the large scale importation of foreign workers. The silence of the government on these issues has been deafening. The public is still in the dark as to just what is the status of some of these investments which were negotiated by the former administration but which have not been scrapped by the present administration. The PPP had big plans for Guyana. However those plans may have been much too big for Guyana. APNU+AFC must state where in stands in relation to these investments. The nation is awaiting a reply.

Forensic auditors recommend…

Over US$5M must be repaid for One Laptop per Family, E-Governance projects

Forensic auditor, Chris Ram Given that the National Frequency Management Unit (NFMU) illegitimately funded two PPP-inspired projects, One Laptop per Family and the E-Governance Projects, forensic auditors from Ram and McRae are recommending that over $1B in repayment be sought from the relevant agencies. They said that expenditure in connection with the two PPP initiatives has distorted the operating results of the NFMU for the years 2012-2014. The auditors said that this was due to the fact that the significant sums expended on the two projects were incorrectly included in the budgetary expenses of the NFMU. Their analysis revealed that total disbursements made

to cover operational expenses of the One Laptop Per Family (OLPF) and E-Govervance projects amounted to $1,029,958,779 and $278,169,461respectively. As such, the auditors recommend that repayment be sought immediately from the entities that received the moneys for the projects. The Ram and McRae team made reference to Section 33 of the Public Corporations Act which states that “A Corporation from its funds makes payments to meet all such expenses as are properly incurred by it for the purpose of the exercise or discharge of its function.” In this regard, they said that the application of this provision would preclude the NFMU from continuing to meet the expenses of other bodies. They said that NFMU Head, Valmiki Singh has sought to justify these payments under Section 34 (d) of the said Act which allows the utilization of the net profits of a corporation for purposes specified by the Minister. The auditors noted however that this represents

a grave misunderstanding of the concept of profits as well as the simple meaning of “specified”. Additionally, the auditors were able to expose just how “cunningly” officials there were able to hide the fact that they were secretly funding the two PPP-inspired projects. The auditing team noted that the NFMU appears in Guyana’s National Budget as a statutory body under the formerly named Office of the President. The expenditure that NFMU would need to carry out its operations for the year is also listed in the National Budget. The Forensic auditors however found it strange that the single largest line item in the NFMU’s budget is Rates and Taxes and Subvention to Local Authorities. In fact, the auditors observed, too, that NFMU is the only statutory body whose budget is included in the National Budget that has such an item. Upon analysis, the forensic auditors were able to discover that this item, “Rates

and Taxes and Subvention to Local Authorities” is nothing but a disguise to make payments from public funds to the E-Governance initiative and the One Laptop Per Family project. They stressed that there is no way that a project can by any definition be classified as a Local Authority. The auditors said that this represents a violation of Article 217 of the Constitution of Guyana. The Ram and McRae team also found it interesting that this violation does not appear to have engaged the attention of the country’s Auditor General, Deodat Sharma who is expected to be a diligent observer of how funds are used by state agencies. What was also surprising to the auditors was that a review of the 2015 National Budget exposed that the APNU/AFC administration continued the common

practice of including the expenditure of other entities under Rates and Taxes and Subventions to other entities within the budget of the NFMU. In fact, the auditors discovered that a total of $538 million was included in the 2015 Budget for the NFMU under the category in discussion, as compared to $443 million that was included in the 2014 Budget which was presented under the PPP administration. The forensic auditors recommended that no additional funds be budgeted under the above stated category. The fibre optic cable, the heart of the E-Governance Project, which was started in 2011 under former President Bharrat Jagdeo was intended to bring another source of internet connectivity to Guyana. It should have been completed by 2013, but turned out to be a major

NFMU Head, Valmiki Singh embarrassment for the previous administration, after it faced delays due to damage and other technical issues. It was part of a bigger initiative to advance Guyana’s e-governance drive and equip 90,000 poor families with laptops and link state agencies into an efficient internet site. The One Laptop Per Family and the E-Governance projects along with the Brazilian fibre optic cable initiative, reportedly cost taxpayers in excess of US$70M.

Several LIAT passengers irked over non-delivery of luggage

Some frustrated passengers at the LIAT Office, Eugene F. Correia International Airport. Several LIAT Airlines passengers, who would have flown into Guyana, are frustrated at not receiving their luggage on time. These passengers have been visiting the Eugene F. Correia International Airport for the past couple of days inquiring about their suitcases but to no avail. When Kaieteur News visited the Airport on Saturday, some of the passengers were

voicing their concerns. Many stated that they came to Guyana to celebrate the country’s Golden Jubilee. One passenger stated that it was an unpleasant experience and making the issue more frustrating is that LIAT is not providing any answers. Efforts to contact LIAT representatives have so far been futile.

Environmental preservation...

Efforts are being made to not only “talk the talk” – Trotman

The preservation of the environment has always been one of great concern. Over the years, we have seen Guyana’s beautiful face being destroyed. But, according to the Minster of Natural Resource and the Environment, Raphael Trotman, the preservation of the environment remains high on the list of priorities of the Ministry. He stated that efforts have been made to not only “talk the talk” about environmental preservation, but to support actions that will have an impact on the environment. These efforts he said are being implemented under the Ministry’s “A Clean Environment” Project, which seeks to provide tangible support to communities and citizens who have initiated efforts to enhance their environment. “We want to come alongside them and give them support.” Trotman said. He continued that last month, the “Best Kept School” Competition was launched in Region Five (Demerara/Mahaica). The Minister also stated that earlier this month – just

before Bartica was declared a town, the Ministry had lent support to the newly elected Town Council where a cleanup was done in several areas. He continued that efforts are ongoing in other districts also, including Lethem, Kwakwani and Mabaruma. Trotman stated that the Ministry will make formal, in Kwakwani, an agreement that was reached with several Region 10 (Upper Demerara/ Berbice) Small Miners Associations and the Guyana Forestry Commission (GFC) where a fee-payment structure was arrived at, so as to allow small miners’ operations to “remain viable”. The same, he said, will be applied to other logging associations throughout the country. The Minister stated that important updates about the work of the Environmental Protection Agency (EPA), specifically relating to applications, penalties and approvals of projects, will be included on their official website, www.nre.gov.gy . “The Ministry is proud to announce that as part of our commitment to transparency and open governance, we have been expanding the

Natural Resources Minister Raphael Trotman amount and variety of sector related data available through our website. We believe that this information will be very valuable and useful to stakeholders in the Natural Resources Sector as well as the general public.” The site, he said, currently displays and includes information about forest concessions; production and export figures; gold declaration totals; guidelines for applying for duty free concessions and items that attract duty free concessions. Some useful links and maps he said are also available on the site including a link to 24hrs gold prices.

Chairman of West Dem. Road Safety Council appeals for better road safety practices The nation has seen a 32% increase in road fatalities for this year. In fact, 54 road fatalities from 50 accidents have been recorded from January to May 19, last, in comparison to 41 fatalities from 32 accidents for the same period in 2015. In light of the recent increase, Chairman of the West Demerara Road Safety Council Retired Senior Police Superintendent, Owen Trotz is appealing to all categories of road users to apply extreme caution when on the road. He made these sentiments during an interview with Kaieteur News. Trotz, a former Traffic Chief, pointed out that traffic related injuries and deaths continue to be a thorn in the flesh for those entrusted with alleviating it. However, he promised that his Council will continue to educate the nation on the positives of proper road safety conduct. According to the Road Safety Council Chairman, speeding and drunk driving continue to be the major contributory factors of road accidents. He pointed out that even if persons want to

Owen Trotz consume alcohol they should at all times have a designated driver. “…Weekends, drivers tend to go to the creek and they drink and drive coming back down… this is dangerous,” Trotz stressed. He added that the West Demerara Road Safety Council plans to work along with police to educate motorist on the potentially devastating effects of drinking and driving. In doing so, Trotz revealed that the Council will visit various hang out spots on the West Coast every weekend to distribute flyers on best road practices.

He stated that all road users have to use one road and should be on the alert for each other, especially children and in some case, stray animals. “Drivers must play close attention and lookout for the possibility that a child will cross their path, to prevent accidents.” Motorcyclists and pedal cyclists, he said, should always ensure that their vehicles are properly equipped before going on the road. He pinpointed that motorcyclists and pedal cyclists riding without helmets has become a trend that needs to be curbed. Persons using public transportation should make their safety a priority and not be afraid to reprimand drivers when they are speeding, carrying overload or breaching and traffic laws. This is the view of Trotz, who disclosed that several persons said that they were afraid of being removed from the vehicle if they tell operators when they are wrong. The West Demerara Road Safety Council has already (Continued on page 21)

REAR RESEARCH FINDINGS “Someone tell Kim Kardashian and Beyonce Knowles to have a celebratory buck’s fizz, because a study conducted by the University of Oxford reveals women with bigger bums are stereotypically smarter and healthier. If ever there were an excuse to have another chocolate chip cookie in the hope it makes your arse bigger, this would be it.” This was from a Cosmopolitan (Cosmo) Magazine article written by Dusty Baxter-Wright and published earlier this year on February 15, 2016. The report continued, “In the study, which analysed data from 16,000 women, Oxford University found that women with larger than average back sides aren’t only more intelligent, but also extremely resistant to chronic illnesses… The study also indicated that women with larger bums tend to have lower levels of cholesterol and glucose, as well as higher levels of Omega 3 fats. Dinopectina, a hormone with anti-inflammatory and antidiabetic benefits also favours those with a big butt, as well as the adipose tissue of your bum apparently preventing cardiovascular disease.

Basically, having a little junk in your trunk is a downright good thing. HOORAY.” A similar article by Sean Levinson, in “Elite Daily” almost three years before, on October 23, 2013, included two titillating comments. The first was, “This study did not include fake butts.” The other was, “We already know girls with big butts are smarter and healthier, but they also have some things only they will understand.” A link to those special things included, “We curvy girls have many reasons to celebrate being bootylicious, including recent research that suggests women with wide hips and bigger backsides are more intelligent and more resistant to chronic illness. We should all be proud of packing heat in our asses as well as in our hearts and brains. But we can attribute much more than intellect or health to our lovely lady lumps – what about the fact that they make us great cuddlers and exceptional twerkers?” One female reader was skeptical. She asked, “Did anybody think ‘Kim Kardashian’ when they read this and then think the study probably had some flaws. LOL.” Another added, “Kim

had butt implants put in so she never got the other perk that comes with a real butt.” This prompted, “Kim may not be as dumb as represented. She wouldn’t be where she is today if she didn’t know how to play the game.” With the response, “Her playing games don’t make her smart her opening her legs got her where she’s at today.” When I first saw the report of the findings, I had asked myself the same question about the same person – Ms. Kardashian and a few other ladies famous for their rear-ends. It is not that I have any problems with ladies who are of similar construction but there have been too many contradictory research findings recently and I have become very suspicious of any claim about health or other benefits of any product even if it is built on a very secure genetic foundation. An article on Caffeine and Aspirin: Science’s Contradictory Claim, one of many that deals with the subject of conflicting findings said, “Most media are guilty of it. Disseminating reports and articles on exciting, ground-breaking health research that is a wellness game-changer. Trouble is, the

Radio Lethem 95.1 FM officially... (From page 14) the project commenced nine months ago with the Prime Minister who wanted the creation of this radio station within the shortest possible time. “He wanted to get valuable information out to Guyanese in all communities across Guyana,” Dr. Deodat noted. The Project Coordinator explained that the layout of the programme content will eventually see 50 percent of the programmes offered by NCN, which is an affiliate of Radio Lethem and 50 percent programmes produced by the Region.

Meanwhile, 12 young persons from within the Region were trained as Community Broadcasters. “These young people now have a chance to express themselves,” he stated. During the inaugural interview on Radio Lethem, Minister of Public Telecommunications Catherine Hughes stated that she was very pleased that the youths would be able to develop themselves in the field of broadcasting overtime as the radio station will facilitate the process. To this end, the Minister pledged a donation of 15

Chairman of West... (From page 12) planned a Driver’s Seminar which would be a collaborated effort between the Ministry of Public Infrastructure, The National Road Safety Council and the Police Traffic Department. This seminar will seek to enlighten drivers on adapting courteousness, especially those operating public transportation. The acting Traffic Chief, Boodnarine Persaud, has said that the Force is concerned with the loss of lives, serious injuries and economic and social impact resulting from road accidents for which speed, drunk driving and inconsiderate use of the roads have been the contributing factors. He has indicated that emphasis is being placed on educational programmes for all road users through the media and televised programmes. So far, 16 pedestrians, 12 motorcyclists, four pillion riders, seven pedal cyclists and six persons travelling in busses and lorries and nine drivers have lost their lives on the roadways.

laptops to the young broadcasters. This will be sent to the Region at the earliest. Welcoming the radio station in his home town and Region, Minister of Indigenous Peoples’ Affairs Sydney Allicock said it is an initiative that is long overdue and he is very happy now that it has finally been realised. Speaking to the issue of creating cohesive communities and, highlighting the fact that Lethem now has township status, Minister of Communities, Ronald Bulkan explained that the administration is ensuring that the necessary infrastructure is in place, along with the requisite services that come with a town. The radio station, he said, is one of those needed services. At the conclusion of the official ceremony, Prime Minister Nagamootoo distributed 20 radio sets for communities within the region. The respective Toshaos collected these. Radio Lethem is one of two radio stations the administration is establishing in its quest to link the hinterland with the rest of Guyana. Radio Mabaruma is scheduled to be officially commissioned shortly. Lethem is one of the 56 communities in Region Nine. Currently it has population of 5000 people, 150 households and 100 businesses. (GINA)

exciting ‘news’ directly contradicts the sensational breakthroughs they reported on just last year. Two blatant examples are the opposing results of scientific research on aspirin and caffeine. Other examples are whether vitamin D supplements actually do protect against cancer, or whether red wine is good for you or not.” I thought that it would be worthwhile to get off my butt and track down what my Jamaican friends might call the Big Batty Gyal intellectual quirks and perks. I went to several sources but most of them repeated what Snopes.com had said, essentially that on 30 October 2013, the web site Elite Daily published an article that quickly became accepted social media fact, reporting on a study that supposedly documented that “women with big butts” are “smarter and healthier” than their flat-bottomed counterparts. That article didn’t directly link to the

research in question but instead cited a January 12, 2010 ABC News piece about the same study. Elite Daily didn’t mention the age of the original research at the time their article was published in 2013, and neither did Cosmopolitan UK when they rehashed the old news as recent information in February 2016. Snopes concluded, “So, research undertaken in 2010 contrasting central obesity with gluteofemoral fat stores was widely misinterpreted several years later to suggest that women with big butts were ‘smarter and healthier’ than other women. In fact, the research simply reviewed alreadypublished data about different types of obesity and suggested further study based on a collected series of prior findings, and no portion of the 2010 review undertaken at Oxford University

pertained to intellect. Research published in 2007 and 2008 similarly looked at waist-hip ratio but never claimed women with ‘big butts’ were ‘smarter’.” This leads to my postscript to my Facebook friends. I know I shared the article from the INDEPENDENT headlined, “Eating chocolate regularly improves brain function: Habitual chocolate intake has been positively associated with cognitive performance in the study.” If any of you want to fact-check it go ahead. In the case of chocolate, I prefer to remain ignorant, contented and brainy. *Tony Deyal was last seen recommending the report in the British Journal of Nutrition that a dark chocolate bar daily reduces the risk of developing diabetes and heart diseases. Besides, it tastes good.

IDB IS IN VIOLATION OF THE RIGHTS OF AMERINDIANS

DEAR EDITOR; Over the past two decades the government, both past and present, has been taking active steps to recognize and preserve the rights of indigenous peoples in Guyana. The passage of the Amerindian act 2006, the land titling process and community development plans are all examples of the administration’s quest to recognize and protect the rights of indigenous peoples in Guyana as well as to ensure that resources are made available to the Amerindian as the first peoples of this land. The APNU/AFC administration not withstanding its slow pace of implementation of the land titling process has good intentions of seeing it through. As we are about to celebrate our 50th independence anniversary at a time when all Guyanese are happy and proud. A time of reflection and a time to celebrate. The indigenous peoples’ rights are being trampled upon, being marginalized, stifled and suppressed by the operations of the inter-American development (IDB) local office. I wish to draw attention to resources that were supposed to be made available to indigenous peoples through the forest carbon partnership facility (FCPF) approximately US $300,000. Over two years have elapsed since the signing of the agreement and the IDB is still sorting out implementation modalities.

This delay and withholding of benefits to the Amerindian peoples of this country, I am afraid is unacceptable to Guyana’s indigenous peoples and more so in breach of the United Nations declaration on the rights of indigenous peoples (UNDRIP) of which Guyana is a signatory. I am therefore appealing to the United Nations human rights bodies to investigate this clear breach of indigenous people’s rights in Guyana by the IDB by withholding and delaying benefits due to us by way of REDDT preparation activities. My fellow Amerindians, there is no independence celebration for us. The IDB still thinks of us as being primitive people not worthy of priority while they enjoy the good life (air condition office and highly paid salaries) we are being made to beg for the next meal for our own survival. My fellow Amerindians let us join forces together in unity. If the IDB cannot give us what is due for us they must go. We cannot and must not tolerate injustice and suppression of our rights. The United Nations (UN) and the Government of Guyana (GOG) must do something about this, since as Amerindians we want our independence. Best wishes to President Granger and the people of Guyana on our 50th independence anniversary. Peter Persaud

AIR SERVICES LTD VERSUS CORREIA COMPANIES

DEAR EDITOR; I refer to a letter published in Stabroek News on Wednesday May 18, 2016 headed, “Correia’s Companies not Air Services and Roraima Airways invested the money required under the lease agreement with the Government”. This letter was signed by Anthony Mekdeci, CEO of Ogle Airport Inc. I will not answer for Roraima Airways as they are quite capable of answering for themselves. But on behalf of Air Services Limited, I wish to briefly clarify the situation and to correct Mr. Mekdeci. I will ignore for the time being

the nonsense stated by Mekdeci that Ogle Airport is 100% built owned and operated by Ogle Airport Inc. (OAI). That is a falsehood. Our Company was present at Ogle from the beginning and then invested in OAI. We knew then and we know now that Ogle Airport is a state owned airport where OAI holds a lease to operate the facility. Minister Patterson has already explained all of this so there is no need to repeat it here. ASL wishes to correct the statement that it failed to invest in the airport when called upon. The records would show that the board

CRICKET IS THE MOST SUCCESSFUL GAME GUYANA PRODUCED DEAR EDITOR; What are we going to celebrate in sports? Are we going to recognise that cricket is the most successful game in which Guyanese have participated and led not only in our country but in the West Indies as well? But how much do our current young generations, including Ministers, know of (in alphabetical order) Basil Butcher, Stephen Comacho, Roy Fredericks, Lance Gibbs, Alvin Kallicharan, Roger Harper, Rohan Kanhai, Clive Lloyd, Joe Solomon? Clive Lloyd alone, with his record as the best West Indies captain ever, and who went on to being most influential in the management of cricket worldwide – the Big Cat alone is worthy of the most nostalgic reminiscences. Clive Lloyd had flown home from Australia to Bourda at the orchestration of Forbes Burnham, our Independence President, to brighten up the hearts of Guyanese cricket lovers at a test match in 1973. Bourda, regarded as one of the most historic of Test Cricket grounds in the world in its day, deserves to be celebrated at this time, its stands bedecked with the lights of the images of our cricketing heroes, who are still alive. Give their fans more chance to feel and appreciate the atmosphere of when Guyana Cricket was supreme! Certainly however Shiv Chanderpaul must be the crescendo! At least his drive goes past the Office of the Presidency. E.B. John

controlled by Michael Correia deliberately refused to accept the funds offered by the ASL Group but instead accepted funds from Correia’s related companies. This had the effect of not only diluting the shareholdings of the existing shareholders but as planned by the Correias gave them a dominant position as equity shareholders. This enabled the Correia Group to own over 60% of the shares and OAI became a member of the Correia Family Group in total contradiction to what the original five shareholders and the Government of Guyana had in mind. Since OAI became part of the Correia Family Group of Companies, it made little sense to make significant investments. Under the “Leadership” of Correia and Mekdeci, the company lost over $140 million to end of 2014 according to the audited financial statements and it never declared dividends. Which businessman in a state of sanity could or would invest more money in a company run like that. Additionally, the Company’s auditors PKF Barcellos qualified the audit report and stated clearly that the company was in clear violating of the lease agreement. The only shareholders making money from investment in OAI are the Correia’s not through dividend payment and profitability but through other means. The Board is completely dominated by Correia and his associates, five out of the seven directors, and the company is basically operated as if owned by the

Correia Family. Air Services Limited is always prepared to invest in OAI even after its investment funds were refused but cannot see how it can do so now in the present environment. OAI needs to be dramatically restructured and to return to the original ideas of the founders for it to be attractive to any businessman with an ounce of common sense. Capt. Ahamad Mazahar Ally Managing Director Air Services Limited

I SUPPORT THE CITY COUNCIL EFFORTS BUT NOT ITS METHODS

DEAR EDITOR; I write with concern at the utter disregard for the wellbeing of our vendors who have been offering a service to the public at large. The removal of vendors from Stabroek Square is long overdue, but with no vision for them to continue to ply their trade by the Mayor and City Council exposes the said Council to lack of foresight and cluelessness as to how this matter must be handled. I sympathize with every suffering vendor and I call on the City fathers/mother to come up with concrete viable plans to ensure that our vendors continue to earn a daily bread for themselves and family. If these vendors were paying dues to the Council then the Council becomes culpable and must take responsibility for what now exist. To accept rates and taxes from these vendors and shop owners lends fuel to the fire. To approve building plans makes the Council party to the entire fiasco that exists. When this same exercise was being executed by past regime/s there was wholesale condemnation but now worse is being perpetuated against the honest working people of our country. Structures are been demolished while the owners sleep. Kudos must be given to the authorities for bringing to the city the “new look” but it should and must be done with a firm plan to facilitate/accommodate the vendors in a place that they can continue to pay their rent, look after their children and meet the demands of the daily expenses. Pakistan says U.S. drone strike violated its sovereignty Reuters - Pakistan accused the United States yesterday of violating its sovereignty with a drone strike against the leader of the Afghan Taliban, in perhaps the most highprofile U.S. incursion into Pakistani territory since the 2011 raid to kill Osama bin Laden. Afghanistan said the attack killed Mullah Akhtar Mansour, which, if confirmed, could trigger a succession battle within an insurgency that has proved resilient despite a decade and a half of U.S. military deployments to Afghanistan. Afghan guerrilla commander Sirajuddin Haqqani, a possible successor to Mansour, would likely prove an even more implacable foe of Afghan government forces and their U.S. allies. Still, the Saturday drone strike, which U.S. officials said was authorised by President Barack Obama, showed the United States was prepared to go after the Taliban leadership in Pakistan, which the government in Kabul has repeatedly accused of sheltering the insurgents. Pakistan protested yesterday, saying the U.S.

government did not inform Prime Minister Nawaz Sharif beforehand. “This is a violation of Pakistan’s sovereignty,” Sharif told reporters in London. A U.S. official, speaking on condition of anonymity, acknowledged that Washington only notified Pakistan after the strike. It was unclear how long Mansour might have been inside Pakistan before the strike. Pakistan’s Foreign Ministry disclosed that a passport found at the site of the strike, bearing a different name, carried a valid Iranian visa. It added that the purported passport holder was believed to have returned to Pakistan from Iran on Saturday, the day of the drone strike targeting Mansour. Photos of the passport, bearing the name Wali Muhammad, seen by Reuters showed a passing resemblance to some of the old photos available of Mansour. If it is confirmed that Mansour had traveled to Iran before his death, it would raise new questions about the Taliban’s use of neighbouring territories, including Iran.

Cameron says would meet Trump despite ‘dangerous’ Muslim comments Reuters - British Prime Minister David Cameron said yesterday he would be prepared to meet U.S. presidential candidate Donald Trump, but kept up his criticism of the Republican’s proposed ban on Muslims entering the United States, calling it “very dangerous”. In December Cameron called Trump, potentially the next leader of Britain’s closest ally, “divisive, stupid and wrong” for calling for the ban. Trump fired back, saying he would probably not have a good relationship with Cameron. But, amid signs that both sides are backing away from the standoff, Cameron told ITV’s “Peston yesterday” show he would meet the property mogul if he came over before the U.S. election. “American presidential candidates have made a habit of coming through the UK, and so if that happens I’d be very happy to (meet Trump),” Cameron said. He said that Trump’s call for a temporary ban on Muslims travelling was “a very dangerous thing to say ... as well as a divisive and wrong one.” Trump last week appeared to row back, saying he expected to have “a good relationship” with Cameron. On Friday he said Cameron had invited him to London - though Cameron’s team later said no invite had been extended.

MOTHER OF MISSING WOMAN’S

WORST FEAR REALIZED BY ROMILA BOODRAM

Six years of anxiety came to a shocking end yesterday for Champa Seonarine. The woman, who had long suspected that something terrible had befallen her daughter Babita Sarjou, had her worst fears realized yesterday. After learning that the skeletal remains of a human, suspected to be that of her daughter, was found buried in a shallow grave at the back of a yard at Seaforth Street, Kitty, a devastated and tearyeyed Champa Seonarine turned up at the scene to get a glimpse of what was happening. When she arrived at the scene, the woman broke down in front of the property, where her daughter once lived with her husband Anand Narine—the man who is now being accused of killing her. While the police will have to wait on the results of DNA tests to make a positive identification, Seonarine is convinced that the skeletal remains found in the “threefeet deep” grave are that of her daughter, who went missing in 2010. Shortly after Babita Sarjou disappeared, her mother was informed through the grape vine that her estranged husband had killed her and buried her body in his yard. This information was passed onto the police since then but nothing was done at that time. “Babita is gone. It is almost six years since she went missing. My Daughter didn’t deserve this. If he (her husband) knew they couldn’t live together, he should have left her, he didn’t have to kill her,” a visually distraught Seonarine said. Fighting to hold back tears, the woman cried, “I got justice.” “I don’t know how someone can do this. I wish if they can bring back hanging in Guyana because it is a waste of time and money to keep them in prison. Once you admit what you did, you need to be hanged,” she cried. The young mother vanished six years ago after telling her mother that she would be meeting with her estranged husband and four-

Babita mother, Champa Seonarine yesterday year-old son at the Kitty Seawall to view the annual Diwali motorcade. Sarjou had informed her mother that she would meet with the duo after leaving work around 17:30 hrs on November 04, 2010. She had not been seen or heard from until yesterday when human remains believed to be that of her were found. When questioned yesterday about the relationship Sarjou shared with her husband, Seonarine

said that her daughter moved out from her matrimonial home several times because of physical and mental abuse. “The third time she moved, I called Anand mother to see if we can talk to them because they are young people. His mother turned and tell me that her son had an accident and his head ain’t too good,” Seonarine said. According to Seonarine, when her daughter couldn’t take it anymore, she moved back to her Timehri home and

had been living separately from her husband for almost a year until she disappeared. There were Facebook messages where Anand Narine had reportedly threatened to kill his wife, Babita. Just before she went missing, Narine was charged for distributing nude pictures of her at her workplace, BK International. Meanwhile, at the scene yesterday, neighbours were all in denial that Anand Narine- the “quietest” person in the village could murder someone. Before the body was located, one neighbour was seen crying when she saw the police escorting Narine to the scene in handcuffs and shackle. “How can they do this to him? He didn’t kill anyone. He told me he didn’t do anything to harm her but look how the police got him like if he is some monster,” the woman said. When police found the remains, neighbours were still supportive of Narine. They were convinced that someone was trying to frame him.

Voters see Clinton as ‘lesser of two evils’ against Trump - Bernie Sanders Bernie Sanders says that American voters would see voting for Hillary Clinton over Donald Trump in a general election as “the lesser of two evils.” “That’s what the American people are saying,” the Vermont senator said on ABC’s “This Week With George Stephanopoulos” yesterday. “If you look at the favourability ratings of Donald Trump and Hillary Clinton, both of them have very, very high unfavourables.” According to an NBC/ Wall Street Journal poll released yesterday, 58 percent of registered voters view Trump unfavourably, while 54 percent view Clinton the same way — the highest unfavourable ratings for likely general election candidates in

Hillary Clinton and Donald Trump the history of the survey. (A CNN/ORC poll released earlier this month found similar record unfavourable ratings for Trump and Clinton.) “We need a campaign, an election, coming up which does not have two candidates who are really very, very strongly disliked,” Sanders said.

“I don’t want to see the American people voting for the lesser of two evils. I want the American people to be voting for a vision of economic justice, of social justice, of environmental justice, of racial justice. That is the campaign we are running, and that’s why we are getting the support we are.” (Yahoo News)

Political leaders condemn upsurge in crime and violence BASSETERRE, St. Kitts - CMC – Prime Minister Dr. Timothy Harris has assured the security forces of support from his administration as the nation continues to grapple with an upsurge in crime and violence. Harris made the statement following reports of an armed robbery as well as a double murder on Friday. “My Government is concerned about the continuing homicides that threaten to besmirch and deface everything that our forebears have built with their sweat, blood and tears, as well as the hard-won gains they made, progressing gallantly and proudly on the road to freedom and selfsufficiency.” “We condemn these killings and are doing everything in our power to contain this situation, which regrettably started getting out of hand about 15 years ago, with the peak being reached in 2011 when there were a record 35 homicides in St. Kitts and Nevis.” Harris said his government is also committed to providing material support to young people,”A small number of them have become caught up in drugs and gangs, and other illicit activities; the consequences of which have led to tragedy for themselves, their families, communities and our beloved country.” He said his Team Unity administration will continue to support the security forces as they endeavor to restore the safety and security of the country.

Dr. Timothy Harris “That is why the Ministry of National Security received one of the largest allotments in the Government’s EC$608.3 million Budget….that’s why we have invested in a new K9 Unit. That is why we are pursuing the expansion of CCTV. That is why we increased the risk pay for our security forces by 20 percent – my Team Unity Administration firmly believes that an integrative, interdepartmental approach must be taken in this war on crime.” The Prime Minister however blamed the former administration of Dr. Denzil Douglas for the upsurge in crime. “Indeed, had the government of the last 20 years taken the crime situation seriously and provided the investments we are now making, our country would have been a model in terms of the maintenance of law and order….crime knows no political allegiance. It is

therefore reprehensible that those who have failed the country for 20 years on the matter of law and order can now without shame seek to discredit the good work of my administration and to insert their divisive approach to politics into what should be a non-partisan, national response to crime. For his part, leader of the main opposition St Kitts Nevis Labour Party (SKNLP), also condemned the crime situation in the federation Douglas blamed the government for being absent in the wake of the crisis. “It is very sad that as we are left here to grieve it seems as if the entire Cabinet of the Timothy Harris Unity government is out of the Federation. The Prime Minister is out on a joyride; the Attorney General and Minister of Justice and Legal Affairs (Vincent Byron), the Premier of Nevis and Senior Minister Vance Amory and his wife are out of the island and we have been informed that the Commissioner of Police (Ian Queerly) is also out and the Deputy Prime Minister Shawn Richards is also out of the island and the question is who is really on the island and who is in charge of this government at this time,” asked Douglas during an interview on local radio on Saturday. The former Prime Minister also accused the Government of incompetence and deception. Since the start of the year 14 murders have been committed in the country.

Bolivian leader visits embattled Venezuelan counterpart Caracas (AFP) - Bolivian President Evo Morales made a brief visit to Venezuela on the weekend during which he reiterated support for his embattled ally, Nicolas Maduro, state media reported. During the visit, made late Saturday, Morales expressed “all our solidarity, all the support of the Bolivian people” and hailed military exercises Maduro had overseen the two previous days. The two leftwing presidents hold staunch antiAmerican positions and have pursued socialist policies aimed at bettering the poor, mainly through nationalisations.

They have also recently both run into political turbulence. Morales, who lost a referendum that would have opened the way for him to secure another mandate, said Bolivians were being “fooled by the right.” Maduro is facing rising public discontent over the collapse of Venezuela’s oilbased economy. The opposition is seeking to oust him through a recall referendum. Morales’ visit was a stopover on his return from a trip to Cuba, where he held talks with the island’s communist leaders, President Raul Castro and his brother Fidel.

Maduro was to fly to Jamaica yesterday for what he said were talks on bilateral trade and political accords. Venezuela’s state oil company PDVSA jointly owns the sole refinery in Jamaica with that country’s Petrojam. Jamaica is also one of the beneficiaries of Venezuela’s PetroCaribe programme to supply cheap oil to Caribbean and Central American countries. Both initiatives are under pressure from Venezuela’s economic straits. Venezuela has been selling off assets this year — notably gold in its reserves — to keep up with debt repayments.

Maduro had been in Jamaica on a one-day working visit. “It is our belief that disputes should be resolved peacefully and diplomatically through dialogue, respect for democracy, rule of law and good governance,” Holness said. American country amid rising inflation and declining quality of life especially in the past five months. “We look forward to a timely and amicable resolution, and a return to stability, for the good of the people of Venezuela,” Holness said. The Jamaican Prime Minister said, however, that both countries must continue to nurture relations of trust, so that through dialogue about all issues, creative solutions, can be developed guided by the very deep and effective relationship between Jamaica and Venezuela for decades. The Office of the Prime Minister released a statement saying Prime Minister Andrew Holness and the president of Venezuela Nicolas Maduro had “fruitful” discussions yesterday morning.

Maduro arrived in Jamaica on Saturday night for a oneday working visit. “Our discussions were fruitful, and conducted in the spirit of the friendly relations that exist between both countries,” Holness said. He also outlined the following as areas in which there were agreements following deliberations: 1) To improve trade, especially through arrangements under the PetroCaribe Agreement. This initiative will be led by the honourable Audrey Shaw, Minister of Finance and Public Service 2) An expedited agreement on the Refinery Upgrade Project which is mutually considered to be imperative to the economic development of Jamaica. 3) Strengthening of cultural ties with Venezuela, including through cooperation with Venezuela’s El Sistema, a world renowned youth orchestra and system of training youths in music.

RIO DE JANEIRO (AP) — Thousands of demonstrators took to the streets of Brazil’s two biggest cities yesterday to protest acting President Michel Temer, trying to keep up pressure on his interim administration only 10 days after he was sworn in. A march in Sao Paulo headed toward Temer’s residence, but police blocked roads near the house and the interim president left for the

capital of Brasilia hours earlier. Organisers estimated 2,000 people participated in the demonstration. In Rio de Janeiro, about 1,000 protesters staged a march calling for Temer to resign. Opinion polls say a majority of Brazilians want Rousseff impeached, and some of the protesters yesterday called for new elections, a mechanism that is not in Brazil’s electoral law at the moment. Temer has faced daily protests in Brazil’s main cities since he took office. Artists, intellectuals and politicians both left-leaning and moderate have also rejected him acting as president, not only for their opposition to Rousseff ’s impeachment but also for Temer’s naming of an all whitemale Cabinet that is trying implement more conservative policies.

DEMERARA CRUSH BERBICE TO CLAIM DOUBLE TITLE By Sean Devers Man-of-the-Match Ershad Ali bagged 410 to spearhead Demerara to a predictable 68run win over Berbice in a low scoring final of the Hand-in-Hand under-19 Inter-County 50over cricket at Providence yesterday. Travis Persaud, the most successful Demerara Captain at youth level in the last few years, hit a six and four in a carefully constructed 29 from 56 balls and got support from Ali (19) as the host struggled to 154 all out in 47.2 overs. Deon Sinclair took 4-30, along with Asif Ally (2-14) and Joel Seitram (2-22) were the most successful bowlers for Berbice who were shot out 86 in 35 overs despite a cameo 38ball 30 from Tucber Park left-hander Seitram and a courageous 51-ball 12 from Hardial whose running was impeded by a badly swollen right leg sustained while fielding in yesterday’s upset victory over Essequibo. Ali was the architect of destruction with his penetrative and frugal spell of spin bowling. Off-Spinner Richie Looknauth, who continues to operate with a suspect action, took 3-22. Demerara won the toss and batted on a gorgeously sunny day under clear blue skies but despite the presence of a few hundred people attending a Jubilee Event on the tarmac of the Stadium, the game was played before empty stands expect for the VIP stand in which a few of the player’s relatives and GCB’s officials were sitting. The batsmen again struggled to score with any fluency on an outfield which was a lot faster than the previous day due to the sweltering heat. Shot selection was again a problem as Persaud, Ali, Sherfane Rutherford (13) and Looknauth (10*) all got into double figures without progressing to substantial scores on a track which made ‘playing through the line’ difficult but was in no way treacherous. The biggest partnership for the home side was 32 between Persaud and Renaldo Mohamed-Ali (7) which demonstrated the lack of a proper temperament of most of the batters. Berbice needed to score at just over three runs per over for what would have been an upset win, but the odds of them overhauling the small target were stacked heavily against them since this team was arguable the weakest youth team from the Ancient County since

the 1980s. Hardial, who made a patient 56 in their surprise win on Saturday, again show a solid technique but was unable to turn ones into two due his injury and this put pressure on Seitram who was unable to find the boundaries. The pair batted resolutely and was not even distracted by a helicopter taking passengers for aerial viewing of the City or the activities on the Stadium tarmac. They took the score from 37-4 to 67 with a fighting 25run stand before the right-handed Hardial was trapped LBW by Ali in the 23rd over. Batting intelligently with the lower order and ‘palmed’ the strike. The left-hander from New Amsterdam’s only First Division club played some confident drives before he tried hit Looknauth out of the ground and was taken on the boundary at 86-7. Looknauth wrapped up the innings without addition to the score. Secretary of the GCB Anand Sanasie commended Hand-in-Hand Insurance for pumping $6Million into the tournament and announced that Berbice Coach for the last games Adrian Amsterdam was re-appointed as National under-19. “He will benefit from the two state of the art bowling machines we bought as preparations for the National U-19 squad starts,” Sanasie said. Hand-in-Hand’s representative Sanita Singh said her Company, which was formed in 1865, was pleased with the way the competition was run, adding that it has always been the mandate to contribute towards sports development. Persaud led Demerara to the under-19 three-day title last year and yesterday’s win followed as a successful defenc of that title earlier this year. Persaud, who also led Demerara to U-17 Inter-County titles for the last two years, praised his team for ‘winning everything’ this year and added that he is now looking forward to this year’s Regional U-19 competition. Renaldo Renee (most runs), Akenie Adams (most wickets), Nathan Persaud (most promising Keeper), Kemo Paul (MVP) were on the outstanding list. The selectors (Nazimul Drepaul, Atto Christiani and Julian Moore) selected the squad yesterday afternoon but it was not released.

Benjamin Mekdeci and Taylor Fernandes Ravens squander outstanding as Woodpecker Junior Squash ends fourth quarter lead to hand DC Jammers win Dyna’s Ravens squandered an 11-point fourth quarter lead Saturday night at the Cliff Anderson Sports Hall to hand Washington DC Jammers a narrow victory in the first of a four-game series against Guyana’s top clubs that continued last night. Lorenzo seizes Italian GP win with last-lap move (Reuters) MotoGP world champion Jorge Lorenzo won the Italian Grand Prix on Sunday after a last-lap battle with fellow Spaniard Marc Marquez that remained on a knife-edge until the final meters. The Yamaha rider powered past as the checkered flag beckoned to win by a mere 0.019 of a second after Honda’s Marquez had earlier seized the lead in a wheel-towheel duel between the two. Italian great Valentino Rossi, Lorenzo’s team mate, started from pole position at the Mugello circuit but retired on lap eight

with smoke billowing out of his bike. Italian Andrea Iannone finished third for Ducati, also setting a MotoGP top speed record of 354.9kph. Lorenzo, in his final season with Yamaha before replacing Iannone at Ducati, extended his championship lead over Marquez to 10 points. Overall standings (after race 6 of 18): 1. Forde urges patience for RHTYSC Cricket teams, F&H Printery donate to Police national programme - Shabazz wants time spent on improving facilities and less infighting

‘B’ Division Crime Campaign

President of the Guyana Football Federation Wayne Forde (centre) addresses the briefing along with Technical Director Jamal Shabazz and PRO Debra Francis last Friday.

RHTYSC, MS Secretary/CEO Hilbert Foster (left) presents the stickers to Asst. Commissioner of Police Ian Amsterdam recently.

By Rawle Welch President of the Guyana Football Federation (GFF) Wayne Forde in a move that can only benefit his Organisation, promised to have more frequent interaction with the media in an effort to keep all stakeholders apprised of the work they are doing for the holistic development of the sport at every level. Forde, who admitted that the summoning of the media last Friday was essentially to bring stakeholders up to date with the work being done at the Federation level and to moderate the negative comments that emanated after the 5-1 drubbing by Canada Under-23 national team, was accompanied by Technical Director Jamal Shabazz and PRO Debra Francis. Speaking at the occasion, the President revealed that he usually makes a concerted effort every week to spend at least one hour on the social Network Facebook and was somewhat disappointed by the unhelpful comments by some who expressed disgust at Guyana’s performance in the match. He pointed out that while it is the right of the commentators to express their views of how they saw the game, it is also important that they understand the developmental plan of the Federation. “It is extremely important for the nation to understand that the outcome of the game is not what we designed for our national programme, what is important for us is that our fans, sponsors and

management staff are cognizant of what we are trying to achieve,” Forde stated. He said the plan to put ourselves (national team) against top flight opponents it is the only way to demonstrate our seriousness about development. “We have to see this as a developmental pathway, we have to demonstrate patience, a lot of time was spent on infighting now we are at a point where we must move on,” the GFF Head urged. He added that while the TD had taken the blame for the poor display, the ultimate responsibility rest with him. Quizzed on whether the assertion by some that Guyana showed a level of disrespect to the visitors for fielding such an inexperienced team was accurate, Forde refuted the claim, informing that had they sought to bring back the more established members of the team, the undertaking would have certainly been beyond their financial capability and most definitely placed them in the Red. Shabazz, who was quoted in several dailies of his intent to experiment with the young players, accepted blame for his action and offered his apology to the nation. “This is sport and the whole feeling of disappointment that was felt by the nation must give rise to us getting more serious about its development,” Shabazz noted. The TD spoke of the need to secure improved facilities which according to him is a definite setback for the

players who have to make the necessary adjustments whenever they travel to play abroad. “We’ve spent a lot of time on infighting how much time have we spent on facilities,” Shabazz asked. In response to the question of why players from the other associations are being overlooked, Shabazz said in his opinion they lack the necessary intensity to play at the international level, adding that it is the reality of the situation and nothing else. Meanwhile, Forde in giving an insight into the future plans of the GFF spoke of an arrangement to upgrade at least one ground in every member association, but cautioned that other stakeholders will be approached for assistance in those projects. He reminded that FIFA’s annual financial assistance cannot be diverted into those areas, but rather is to be used for their technical programmes as mandated by the world governing body.

The eight cricket teams of the Rose Hall Town Youth and Sports Club, MS and the F&H Printery of John Street, Campbellville of Georgetown on Friday last donated $100,000 worth of stickers to the Guyana Police Force ‘B’ Division anti-crime campaign. RHTYSC, MS Secretary/CEO Hilbert Foster at a public face the community meeting with the Police had committed Guyana’s leading youth and sports organisation to assisting the anti-crime drive and only last week had donated $100,000 worth of bicycles, sporting equipment and security lights. The stickers would be placed on vehicles and in business places in an effort to educate the public about the telephone numbers of every Police Station in the ancient county. Under the theme “Together let us reduce crime in Berbice”, the stickers encourage Berbicians to report crime by calling any of the Stations. The Club Secretary/CEO hailed the work of his cricket teams and

the contribution of one of the RHTYSC, MS friends, F&H Printery. He especially expressed gratitude to Mr. Fazil and Hakim Hakh for their continued assistance. The RHTYSC, MS, Foster stated was totally committed to making a positive difference in the lives of others and would continue to support the work of the Guyana Police Force. The cricket teams, Foster stated would shortly be unveiling their massive 2016 Say No to Suicide, Drugs & Crime and Yes to Education, Life and Sports Programme with sponsorship from the Edward B. Beharry Co. Ltd, while a GUYOIL sponsored Berbice Wide Traffic education programme targeting schools and all users of the public road. The cricket teams would also be hosting an inspiration youth forum on the 8th of June for 500 students and would shortly start the construction of a multi-million Family Recreational Park. Other upcoming projects of the RHTYSC, MS and its

National Junior Men go down... From page 35 opportunities came their way, scoring four more unanswered goals to secure the victory 7-1. In assessing his team’s performance, coach Robert Fernandes said, “I think we started well today, we had an opportunity to go up 2-0 and I think that would haven’t given the boys some extra confidence to push on. We were still in it at half time but we were unable to match Mexico’s intensity in the second half. We will have to maintain a compact defensive structure for a complete game on

Monday against Canada if we hope to be competitive. After losing their first two matches in front of their home crowd, I’m sure Canada will be looking to restore their pride against us so we must be prepared to match their level of intensity for an entire 70 minutes.” In other results from day two: Argentina defeated USA 9-0 Trinidad & Tobago defeated Puerto Rico 14-0 Chile defeated Canada 2-1 Guyana take on Canada today at 5:30pm. Local fans will be able to stream the matches live on the www.panamhockey.org website.
