Laissez faire to workplace safety The Qualfon situation as reported in the media requires some deep reflection from a worker safety perspective. To see the employees milling about the company’s Goedverwagting Public Road premises the afternoon after the incident indicated a degree of confusion that does not bode well for the peace of mind of those directly affected or their families.

It goes without saying that it is a reasonable expectation that the relevant authorities would conduct inspections of every building intended for commercial or public use during the construction phase, and prior to occupancy.

Therefore it is understandable that questions would arise as to how a building which is said to house 300 employees can be permitted to do so without open air ventilation in the form of windows. It may be argued that the proliferation of computers in business demands that a cool temperature be maintained through the installation of air condition units. That is all to the good, but what obtained on Tuesday May 20, 2014 surely raises the issue of forward planning or the lack thereof.

The standby generator is said to have malfunctioned when it was supposed to perform in the emergency of a Guyana Power and Light outage.

What ensued can only be described as a smear on our national conscience. Workers fell ill and had to be rushed to the Georgetown Public Hospital. No official of the company seemed prepared to deal with media queries, or to assure the affected employees or concerned relatives that everything humanly possible was being done to bring the situation under control.

In other words, when cool heads were needed there was a marked absence in that regard. People were rushing about with no direction while colleagues collapsed. Like in other areas of national life, it seems as if regulations are expected to be respected and complied with by one set of individuals and corporate bodies, but are totally ignored by the privileged few.

In the recent past, the nation has witnessed employees falling from high-rise buildings under construction; construction materials falling on the public from buildings without construction barricades, and no action which can serve to secure compliance with appropriate regulatory obligations.

What message is being sent to our impressionable young people in these cases of might is right, and in questionable situations where employers fail to maintain a register of their employees’ National Insurance deductions?

In the Qualfon building case, regardless of whether the employer owns the said building or is a tenant, those hapless employees would have signed on anticipating that their employer has a responsibility for its upkeep and maintenance, particularly its safety features. The absence of windows and adequate exit routes flies in the face of those expectations. There are certain essential safety measures and records which buildings should be required to have in place and which should be inspected and reported on annually.

Among those should be safety measure reports, records of maintenance checks, services and repair work to the building, all of which should be kept on the premises and easily accessible for the competent authority from the relevant municipality, and the Fire Service to check for safety measure compliance and operational efficiency.

Among the reasons for ensuring maintenance of various measures are to remedy general wear and tear; reliability of operating systems such as a sprinkler system; to detect faults after a system is commissioned.

Employees, clients/customers and general users of privately-owned commercial or other buildings accessed by the public expect that owners will ensure that all safety equipment, safety fittings or safety measures are maintained and are fulfilling their purpose.

There is no acceptable excuse for any building of this type to be without adequate exits and the paths to them

Mr. Braithwaite must build his own house as a priority rather than destroy others DEAR EDITOR, In the KN of 5-20-14, Mr. Barrington Braithwaite sanctimoniously reminds “The Indian High Commission must understand that India stands out as the host nation of the origins of the infamous Bramanic Aryan cult with its bizarre ideologies of racist oppression.”

What the conquering colonial British would not concede about Aryan origins – many scholars are still at it — Mr. Braithwaite has given birth by one letter in less than a day! For Braithwaite to quickly devour a newborn by engulfing it as an “infamous Bramanic Aryan cult with its bizarre ideologies of racist oppression” is more bizarre in the 21st century by a man in a quest to become “cultured” among his many multi-cultural fellow Guyanese.

When the “enlightened” ancestral slave descendant from Africa, where man originated, boldly goes where he is most unfamiliar even as he seeks to reclaim

his own origins it could be dismissed as the results of mental brutality yet visible in our midst. Such intolerance and animosity which frames Mr. Barrington’s motives and opinions are most pitiful, as they are deplorable coming from a public “emancipated” source.

What so irks some of our misguided countrymen that they quickly condemn and vilify others for their cultural “progress” reaching back to Indian origins thousands of years ago? Many invaders have conquered and influenced the Indian trajectory each impacting its course and history.

When indentured Indians and their descendants arrived they were damaged goods, required to complete a job no other would do. Today’s India gives billions of foreign aid to African countries.

Thousands of Negroid Africans (compared to other races) live and work in India.

The Providence National Stadium located in Demerara is an Indian gift to Guyana.

Mr. Braithwaite can have

no say on how India conducts its foreign policy if he would prefer India’s aid be specific to his needs alone.

He wrote in the KN “We have all browsed the media ads on academic opportunity … for higher Education… (which) … stipulated that the criteria for participation resides in the applicant’s ethnicity ….

This ad was placed by (sic) the local arm of the Indian Government in Guyana” writes a cunning Mr. Braithwaite.

Intent on sowing hate and resentment, he blurs the distinction between a foreign embassy accredited to Guyana and the native IndoGuyanese population with whom he has a grudge. Such mischief is nothing new.

What some people, not all, like Mr. Braithwaite actually seek is total Indo Guyanese embrace “as is” in its entire entirety, from and within “the others’ pagan normalcy” including full validation of their similar existence and aspirations.

Then what?

Bravery will be Barrington Braithwaite’s bold bequeathed boastful denial, being aware that belling the Indian pussycat is more all-consumingly important. However peaceful racial coexistence unfolds, it must begin with that prior confession and ethnic cleansing cessation which honourably requires it. But considering the entitlement mindset which exists, it is not reassuring.

Look at the stink in Georgetown where the PNC dinosaurs reign.

Preoccupied with raising above our murky waters the reminder of the “others” visible rock above has motivated Mr. Braithwaite’s reducing destruction to that of his own uncomfortable level of existence by which he judges it.

The white man is long gone, the Portuguese have left in disgust, Indians are now the favoured targets and the Chinese will get their due share later. Why hasn’t the (Continued on page 23)

Private Cane Farmers to the rescue

DEAR EDITOR, I refer to Page 15 of KN Sunday 18 May, 2014 headlined: “GuySuCo releasing 500 hectares at Uitvlugt for private cane farming”. It is reported that applications are to be sent to ‘GuySuCo’s Chief Executive Officer’. Is it true that such a position still exists – in the presence of an Executive Chairman?

The article also refers to some 500 hectares having been ‘placed in the hands’ of private cane farmers at Skeldon ‘as part of the modernisation plans there’.

It would be useful to know whether these unidentified farmers are individuals or cooperatives, particularly as the latter is the declared preference of the President himself.

More unidentified farmers are said to have previously ‘taken up’ 1000 hectares at Uitvlugt Estate.

The process of the respective transfers of land: i) ‘placed in hands’ ii) ‘lands taken up’, cannot but arouse questions regarding the specific legal instruments involved, and

the supplementary contractual agreements to be entered into between the ‘Manufacturer’ and the ‘Farmer’ as required by the National Cane Farming Committee, and related Regulations.

In the days of Bookers Sugar Estates Ltd who initiated the development of small cane farming the process began with the conduct of comprehensive soils analyses of the identified areas, in order to ascertain deficiencies which would have to be treated to achieve optimal yields, which, at this juncture, should be better than what currently obtains at Uitvlugt Estate.

Then there was the selection of the most suitable cane varieties for planting, in addition to other agricultural inputs which would influence the final estimated cost of investment, and returns thereon – which raises the critical question of financing. It is doubtful as to what extent cash-strapped GuySuCo can help. Note that in recent years the formula

conspicuously displayed. Two other common features of emergent buildings are the proliferation of glass walls reminiscent of North America, and balconies which if not properly maintained have the potential to fail at some stage.

One can only hope (and pray) that the apparent laissez

Suddie Hospital is currently not accepting blood from donors DEAR EDITOR, I was encouraged to donate blood, a process that I would have done once before.

Recently I visited the Suddie Hospital to perform the noble task of donating blood, but left without getting the opportunity to do so. In fact a close friend of mine is in need of blood and I wanted to help him.

When I approached the staff at the laboratory, their response was that the Hospital is currently not accepting blood from donors.

I couldn’t ascertain how long this may have been the case or when in the future this decision may be reversed.

I was told, however, that it was a decision that was given by officials from the Blood Bank in Georgetown

and that the local staff would have to undergo further training. Interestingly, a senior official of the Hospital was not aware of this development.

Indeed it is quite unfortunate that the current situation is a deterrent towards those willing to donate blood and in some cases to urgently provide for patients that are in need.

It is public knowledge that persons are encouraged to donate blood, which is not only for a priceless cause but it provides for maintaining a healthy body.

It is in this context, therefore, that I hope that the relevant authorities will expeditiously act so that the hospital can be readily available to start accepting blood from donors once again.

Mr. Granger’s motion to investigate torture of citizens is a step in the right direction DEAR EDITOR, I want to congratulate Leader of the Parliamentary Opposition, Retired Brigadier David Granger, for successfully piloting through the parliament, a motion to investigate allegations of acts of torture by agents of the Guyana Police Force on citizens. This very significant motion can be seen as one of Mr. Mr. Granger ’s major legislative accomplishments.

The motion, which was passed minus the government’s support, seeks to call on the president to establish a Commission of Inquiry into all allegations of torture committed by ranks of the police force on citizens from 2006 to present.

It is unfortunate, that an issue which concerns complaints of serious infringement of citizens’ human rights would be simply dismissed by a supposedly democratic government.

However, the government’s position on torture should be no secret to any of us, as the administration’s comments

and actions over the years are sufficient to intimate that there may exist a positive relationship between those words and actions and possible acts of torture committed by agents of the state. When one examines the comments of those who spoke on behalf of the PPP/C government on this motion, one will be able to further understand why torture has continued and has, in 2014, reached the extent of “baton sodomy”.

Speaking on behalf of the PPP/C government, these speakers help to explain why the government seems to believe that the issue of torturing Guyanese is a fiction of the victims’ and society’s imagination.

Despite a preponderance of evidence, the government tells Guyanese that there is no torture happening under its watch.

According to news reports, Attorney General Anil Nandlall, during his presentation in the National Assembly, called the motion against torture “frivolous and vexatious”. If allegations of

Kudos to Author Ruel Johnson DEAR EDITOR, Please allow me this small missive in order to congratulate a native son and laureate, Ruel Johnson, a fellow author, on his receiving the Janus Foundation Grant.

Dr. Johnson, like myself, has been an advocate for a national cultural policy, though his attempts have been more vocal and local, which hopefully has done the cause more good.

Guyana certainly needs a national cultural policy, which forms the trunk and branches for all of the roots, which make up the subcultures of this great country. Its creation though, would certainly need assistance with the infusion

of advice and funds from the national government, but does not, as a rule, have to be devised and controlled by same. My recent similar suggestions to the Minister of Culture, has fallen on deaf ears, apparently. One gets the impression that our political system has not evolved from the Cold War Era - you are suspect, unless you carry a Party card.

Dr. Johnson says that he plans to use his Grant to recruit volunteers to this worthwhile cause. As a Guyanese, I would be quite willing to offer my limited expertise towards same.

police officers forcing a baton in the anus of a young man, in order to gather information, is a frivolous or petty matter the government has gone insane. Some of the comments also suggest that burning of the genital area of Twyon Thomas may also be considered a non-issue.

Presidential Advisor, Gail Teixeira, in an apparent attempt to further outline the PPP/C’s position on torture claimed that reports of torture are isolated and that, in her words, “comments by a few individuals does not give proof that it is a direction of the state….”

What in fact is Ms. Teixeira saying? In plain simple language, it appears that she is intimating that there aren’t enough complaints of torture for the PPP/C to consider the issue of torture serious. Then she contends that the complaints of a few people do not say that the government sanctions torture, because these people have no proof.

This is like a spouse who is accused of cheating saying to the other that he/she is not cheating because the other has no proof.

Clearly, this amounts to unknowingly or knowingly accepting that one is in fact guilty of what he/she is accused of, but because in the minds of the accused there might not be any clear and direct evidence to support the allegation, he/she feels that his/her consistent denial might be sufficient to

prove innocence.

This kind of logic is simple, porous and lacks any credibility, and it is once again an insult to the intelligence of the people to even contemplate that this can be a logical excuse or justification for torture. One complaint or human rights abuse, or cruel or inhuman treatment is sufficient to warrant an investigation.

It seems obvious that for the PPP/C, the entire nation has to be brutalized by agents of the government before a claim of torture can be considered serious. What lunacy!

I believe the actions and comments of senior government functionaries, with respect to the issue of torture, are sufficient to cause police officers and other agents of the state to believe that the PPP/C government either condones, supports or suggests that torture might be sanctioned by the government.

In light of this situation it might be fair to conclude that complaints of obvious bodily injuries and suffering of pain at the hands of the authorities are not considered torture by the PPP/C administration.

I have written numerous times on this subject and made the point that it can be argued that the mere actions and words of this government are enough to confirm that its position on torture goes contrary to that established in the definition of torture as outlined in the 1984 United Nations Convention against Torture,

a document to which Guyana is a signatory since 1988.

Article 1.1 of the UN Convention defines torture as: “Any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person, information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity.

It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions.”

As signatory to this declaration, the Guyana government has the responsibility to ensure that any complaint of acts of torture against any one, in its jurisdiction, is investigated.

More importantly, the government has the responsibility to ensure that the people are protected against such cruelty.

I believe the Commission

of Inquiry is a first step in taking action to ensure that torture is not condoned or sanctioned by those in authority. While it would have been good to have the present executive arm of the state support the motion presented by the Opposition Leader, I believe that as a nation we can still be proud of the fact that the majority of us, as reflected in the fact that we comprise the parliamentary majority, unequivocally denounce torture.

I applaud Mr. Granger’s leadership on this issue and trust that President Ramotar and his government can come around to support the position of the people on this very serious issue. I am also hoping that in the not too distant future we will have a clear and unambiguous statement of the PPP/C’s position on torture.

I would also hope that the next step would be to establish a permanent constitutional commission to investigate any and all allegations of torture or cruel and inhuman treatment committed against any person by agents of the state. This would truly be demonstrating, and sending a strong message to all that torture has no place in Guyana.

BK loses over $50m on East Bank road …GT&T to remove fixtures next week BK Group has lost over $50 million on Phase Two of the East Bank Demerara fourlane expansion as a result of delays caused by utilities that have not been removed in a timely manner since the signing of the contract and the commencement of work in 2012.

BK Group, in a statement, noted the responses of both Guyanqa Water Inc and Guyana Telephone and Telegraph, to its concerns that the water mains and telephone cables continue to hold up the completion of road work at the Diamond section of the East Bank Demerara four-lane expansion.

Both companies have resorted to giving project histories, with varying degrees of inaccuracy, while charging BK Group with damaging their facilities.

However, BK will not be drawn into a public argument over the history of the project.

The bottom line for BK is that water pipes and telephone cables remain in place today delaying the completion of the road works even further.

Project Engineer, Julian Archer, during the site visit on

Monday, said that there were two problems affecting the completion of the project — the removal of GT&T cables, and (2) the removal of GWI pipelines.

Mr. Archer added that numerous complaints were made in an effort to have the pipes and cables removed.

Both GWI and GT&T point to the Ministry of Public Works as the source of the delays in the removal of the utilities. Immediate removal of the pipes and cables will ensure that there is no damage to critical infrastructure, that citizens are not inconvenienced, and that the road work will be quickly completed to the benefit of our citizens and visitors.

The Ministry of Public Works needs to ensure that this is done, the company said.

In a press release, the telephone company accused BK International Inc. of continuing, “seemingly in a reckless manner, damaging previously identified facilities seven times in various locations between September 28, 2011 and May 13, 2013.

“This damage affected some 1,800 residential and business customers and the

cumulative restoration cost amounted to $2.9 million.

“Equally important is the fact that these damages compromised critical communications at the Cheddi Jagan International Airport and nearby sensitive locations including the Guyana Police Force (GPF) and Guyana Defence Force (GDF).

“Although the invoices for these damages were sent to BK International Inc., to date GT&T has received neither acknowledgement nor payment.” Earlier this month, the telephone company received payment for some of the damage caused by the company.

“On February 28, 2014, GT&T and the Ministry entered into a contract to relocate aerial cables and associated fixtures to a new pole route and to relocate the buried cables (South of the DDL High Bridge).

“This only accounted for a portion of the facilities to be relocated in Lot 3. GT&T received this payment on May 20, 2014 and we are scheduled to commence works during the week of May 25, 2014.”

Canine Division rank detained for aiding drug mule A rank from the police Canine Division is under close arrest for allegedly aiding a female drug mule to slip past security at the Cheddi Jagan International Airport yesterday.

Kaieteur News understands that the woman was attempting to board a flight when she was nabbed by ranks from the Customs Anti-Narcotics Division (CANU).

However, reports indicate

that a constable from the Canine Division had initially cleared the trafficker. He was reportedly taken into custody after the CANU ranks found the drugs on the passenger that the Canine Division cop had initially checked.

“A rank is under close arrest. He may not have acted professionally and we are looking at it,” a senior police official said yesterday.

On Wednesday, Anastasia Latoya Crawford, 19, of 29 Fort Street, Kingston, was arrested at the Ogle International Airport for allegedly attempting to board a Barbados-bound flight with 2.286 kilogrammes of cocaine and 5.574 kilogrammes of marijuana.

She has since been remanded for being in possession of narcotics for the purpose of trafficking.

173 graduate from Roadside Baptist Skills Training Centre More than 100 youths graduated with various skills from the Roadside Baptist Skills Training Centre (RBSTC) at Number 68 Village, Corentyne recently. A further 51 single parents and young people, who were trained by the Board of Industrial Training also graduated from the institution during the 21st graduation exercise.

Chief Executive Officer (CEO) of the nongovernmental organization, Mrs. Yetrawattie Katryan, boasted about the institution’s achievements over the years, particularly its adult remediation and literacy programme.

“Although it is reported that Guyana has achieved universal primary education, the high level of illiteracy among young children and teenagers continues to plague our society. Our Remedial Education programme targets school drop-outs aged 13 and above, to equip them with basic skills in Reading, Writing, Mathematics, Comprehension and Listening.

The package includes enrichment activities, social and life skills. Most of those in that program are usually from broken homes, have experienced or witnessed abuse of all sorts and/or are living with it,” she added.

Speaking about the institution’s gender-based violence programmes, Mrs. Katrayan noted that the capacity of the Berbice Male Action Network and the East Berbice Lifesavers, was enhanced through workshops and training.

In depth discussions on the Domestic and Sexual Offence Acts inclusive of the recommended amendments, Peace Building, Non- Violent Communication and on Child Protection, were facilitated by representatives from the office

“That Project was made possible through the United States Agency for International Development – USAID, with a grant of $6,621,032 and a counterpart funding from of $326,052 cash and in kind from Roadside Baptist. At the end of the Project $117,450 in unspent fund was refunded to USAID. All of the planned activities were implemented and targets exceeded.” She thanked her donors, especially the U.S. Government, through USAID and the U.S. Embassy.

Collaboration with the BIT has been extraordinary. A total of 16 Single female parents and 35 Youths benefitted from the four months’ training. All trainees also participated in 20 hours of Entrepreneurial Skills training.

The youths had to complete an additional 40 hours each in English Language and Mathematics.

All had the advantage of travel reimbursement - $4,000 monthly to Single Parents and $6,000 monthly to the youths.

Information Technology skills, pertinent to today’s generation, has benefitted the graduates, she noted. The graduating batch of 2014 is primarily made up of trainees from the IT Department – 78 in number. Among the 78 are four who pursued training in the August 2014 holiday Computer Literacy programme and four of the five trained in Computer Maintenance and Management, continued to do Computer Repairs and (continued on page 24)

A team of Obstetrics and Gynaecoloy Resident doctors will be present for this open session which will be convened at 15:00 hrs on Sunday May 25, 2014 at Our Lady of Fatima Parish Hall, North Road and Shiv Chanderpaul Drive.

So many of our womenfolk are stricken and die from this disease that we urge attendance so that with education/information lives may be saved through prevention and early detection.

Thai army detains former PM Yingluck a day after coup

General Prayuth Chan-ocha, Yingluck Shinawatra BANGKOK (Reuters) Thailand’s military rulers detained former Prime Minister Yingluck Shinawatra Friday, a senior officer said, after summoning her for talks a day after the army overthrew her caretaker government in a coup.

As the army moved to consolidate its grip on the country, its chief, General Prayuth Chan-ocha, set out his plans for the country, saying reforms were needed before an election. But some Thais defied martial law to protest against the takeover.

Prayuth launched his coup after rival factions refused to give ground in a struggle for power between the royalist establishment and Yingluck’s populist government that had raised fears of serious violence and damaged the economy.

“We have detained Yingluck, her sister and brother-in-law,” a senior military officer told Reuters.

The two relatives have held top political posts.

“We will do so for not more than week, that would be too long. We just need to organize matters in the country first,” said the officer who declined to be identified.

He declined to say where Yingluck was being held, but media said she was at an army base in Saraburi province, north of Bangkok. Soldiers detained politicians from both sides on Thursday after Prayuth announced the military takeover, which drew swift international condemnation.

In what appeared to be a coordinated operation to neutralize possible opposition to the coup, the military summoned the ousted Yingluck to a meeting and then banned her and 154 others, including politicians and activists, from leaving Thailand.

Yingluck is the sister of Thaksin Shinawatra, a billionaire telecommunications tycoon turned politician who won huge support among the poor but the loathing of the

royalist establishment, largely over accusations of corruption and nepotism. He was ousted as premier in a 2006 military coup.

Responding to the summons, Yingluck arrived at an army facility at noon along with other politicians. Prayuth was there at the same time but there was no confirmation they met.

After Prayuth had left, nine vans with tinted windows were seen leaving but it was not clear if Yingluck was in one of them or where they were going.

An aide to a minister in the ousted government who declined to be identified said some people, including his minister, had been detained.

A former aide to Yingluck said she had been out of telephone contact for hours.

Yingluck was forced to step down as prime minister by a court on May 7 but her caretaker government, buffeted by more than six months of protests against it, had remained nominally in power, even after the army declared martial law on Tuesday.

Prayuth also summoned hundreds of civil servants and told them he needed their help. “We must have economic, social and political reforms before elections. If the situation is peaceful, we are ready to return power to the people,” he said.

The military has censored the media, dispersed rival protesters and imposed a nationwide 10 p.m. to 5 a.m. curfew.

Nigeria cannot beat Boko Haram without foreign help: SECURITY Maiduguri (Nigeria) (AFP) - A senior Nigerian security source told AFP yesterday that the kidnapping of more than 200 schoolgirls

by Boko Haram has exposed the country’s incapacity to deal with the Islamist uprising.

“We have been playing the ostrich all this while, pretending we are on top of the situation,” said the source based in Maiduguri, who agreed to an interview provided his name and title be withheld.

“The Chibok kidnap has exposed our nakedness. It has exposed how porous we are.

It has clearly shown that we don’t have the wherewithal to deal with this insurgency that has raged on for five years now,” he told AFP. Gunmen seized 276 girls on April 14 from their school in Chibok in northeastern Borno state, of which Maiduguri is the capital.

Some escaped within hours of the attack but 223 remain in captivity and major world powers, including the United States, are providing support to the Nigeria-led rescue mission.

GEORGETOWN’S NOTORIOUS REPUTATION We hear a lot about Georgetown being stink and dirty. But which parts of Georgetown are stink and dirty?

Which parts of Georgetown have stagnant drains, impassable alleyways and garbage heaps? Which parts?

All of Georgetown have a problem with the alleyways and drains; every single ward in the city! The cleaning of these drains and alleyways is the responsibility of the Mayor and City Council.

The council has not been maintaining the integrity of the city’s drainage systems.

Yet the blame for the stagnant drains and impassable alleyways which breed droves of mosquitoes is often laid at the feet of the government. That represents a strange form of logic.

The City Council is paid to keep the drains and alleyways clean; yet the government is to be blamed when it fails to do so. This failure is not an overnight story. It has been going on for over twenty years.

There are some parts of the city where the drains and alleyways are kept much cleaner than in other parts. For example while the drains and alleyways in Tiger Bay and Albouystown are not

maintained the way they ought to, they are kept in a much better shape than many other areas.

In fact, both the alleyways and drains in these two poorer wards of the city are cleaner than in other parts of Georgetown. This is not because the City Council keeps it that way.

It is because the residents come out and keep their areas clean. A great deal of community work is done in Albouystown, and in the case of Tiger Bay, residents voluntarily keep their surroundings clean. A great many areas where the rich live are not as well kept as Tiger Bay and Albouystown.

The next problem is the disposal of garbage at the sides of roadways and on parapets.

This is not a problem in most of the wards of the city.

In most wards of the city residents not only ensure that they do not dispose of their garbage arbitrarily, but they also try to keep their parapets well manicured and clean.

The bulk of the garbage heaps which have given the City a notorious reputation as a stink and dirty city are to be found near where the markets are and in the commercial districts. And this brings us once again back to the

The business community pays the highest taxes. In fact many believe they are overtaxed. Many businesses also have to contract private garbage disposal companies to pick up their waste. Many of them do not dump the stuff that is seen on the sides of roadways and on the parapets.

This source of the dumping is citizens who transact business within the commercial district. The source of the garbage is also junkies who are paid to dump garbage but who so do indiscriminately.

If there was a proper plan to collect garbage each afternoon from the

commercial district; if there was a pro p e r p l a n t o establish more bins around the city and have these bins empty, there would be less dumping.

But there are other problems too.

The commercial district is unmanageable because of the large numbers of vendors that descend down there each day, some of whom stay late in the night and others run a virtual twenty four hour shift. These vendors generate a great deal of garbage and this is one of the main problems.

The city by itself can hardly handle the garbage generated by the legitimate businesses, much less to take

on that generated by vendors.

Where do these vendors dispose of their garbage?

They may dispose of it in bins or they may pay the junkies to take it away. The junkies in turn do not take it to any landfill site. They dump it wherever it is convenient to them.

Some business houses also utilize the services of junkies.

This is why this column has insisted for years that the problems in Georgetown cannot be solved unless the problems of littering, illegal vending and squatting are dealt with.

All three of these activities generate a great deal of garbage for which the City

Council does not receive a dime for having to dispose of it. Unless these problems are addressed, I am afraid Georgetown will remain a stinking and dirty city until such time as a major epidemic strikes.

Only then will action be taken to deal with the problems of illegal vending, squatting and littering which have contributed to Georgetown’s notorious reputation.

New Tera Pak recycling plant launched Multi-layered carton boxes, used to pack juices and milk, are now being recycled

by Caribbean Container Incorporated (CCI), in a continued drive toward environmentally sustainable ventures.

The Tetra Pak recycling plants adds to the company's operations; it has already been scoping up waste paper and recycling it into corrugated packaging for many industries in Guyana and the Caribbean.

But that conversion of waste paper was not enough to fulfill the company's long term development plan. As a result, it entered into a joint venture with Tetra Pak, the world's leading manufacturers of food processing and packaging solutions.

Tetra Pak provided the main recycling equipment and CCI undertook installation and the supply of controls, motors and other components.

The fiber yielded from the recycling of aseptic packaging waste, which comprises layer of paper and poly aluminium, (or what many known as the plastic lining in the juice and milk cartons) will be fed into the company's main recycling plant for the production of paperboard.

The poly-aluminium component will be baled and stored separately, to be subsequently converted into a value-added by-product.

Already, CCI has commenced collection of Tetra Pak waste locally, and also from Jamaica, Trinidad and Barbados.

The Pine Hill, Nestle and Topco franchises have already started supplying their Tetra Pak waste to CCI for recycling, Managing Director Patricia Bacchus stated.

“This has resulted in us having to procure waste cardboard overseas and import into Guyana, resulting in an exorbitantly high cost when ocean freight is added,” Bacchus stated.

And so, the company has extended its initiative to collect local waste cardboard.

Previously it depended on 15 private suppliers to collect and supply it with material, and it also depended on private companies to supply their cardboard waste.

It is now collaborating with waste disposal companies. An example of this is its arrangement with Puran Brothers Waste Disposal Service, which has allowed it to place a 20-feet container at the Lusignan, East Coast Demerara landfill for card-

board collection.

The company has also placed cardboard receptacles at the Stabroek Market Square and is in the process of setting private collection points in Lethem, West Demerara and Berbice.

Minister of the Environment and Natural Resources, Robert Persaud, said that the government is soon to introduce legislation to manage solid waste, which has been a “plague” in recent years.

He said the legislation is not only to control waste, but also to entice business activities using waste. He said that the new Solid Waste Bill will provide incentives to recycle

waste and move the garbage problem from being a burden to being something of economic value.

“If you are able to put an economic value to waste, people themselves will change their habit, will change their attitude in terms of how they approach waste,” Persaud said.

Even so, he anticipates the same problem CCI has been experiencing with the shortage of materials.

Moblissa man bludgeoned by friend, dies later When Lynette Daniels’s husband, Davnanand, left their humble abode early Thursday morning to go hang out with friends at the village shop, little did she know that he would never return home.

The 37-year-old Moblissa resident was bludgeoned into unconsciousness by a drinking buddy, and left to die in a pool of blood at a ‘bottom house’ shop in the village.

Several patrons who were at the shop at the time of the incident, reportedly just stood around, and never rendered a helping hand to the badly beaten man.

He was eventually taken to the Linden Hospital complex several hours later, after the police were summoned, but died early Thursday night, despite the efforts of medical personnel at the institution.

The distraught wife, Lynette, related to this newspaper how her husband was battered with a piece of wood by ‘his own friend’ during a drunken brawl, and

was left lying in a pool of blood for hours, in front of the village shop which is located under the proprietor’s house.

No one rendered any assistance, she claimed, even though several persons witnessed what transpired.

Both the man’s wife and his stepsister said that they knew the suspect, who fled into the bushes after word spread that police were on their way.

“When I go out to the shop after I see he didn’t come home, is then me know wha happen; is then I see he lying down in he blood, with a long gash in he head, and he eye like it pulping out; and the man wha beat he up bin sit down right deh (pointing to a tyre across the road from shop) but he run away, when he hear police coming.

“He does wuk in de backdam cutting wood, so he must be gone right deh, because up to now, police ain’t find he. But Davnanand and this boy (Victor) wha lash he bin he good friend. But people

Fighting hard to stem the flow of tears, the woman said that Daniels was a good man, with whom she had lived for about 15 years, after she moved from the Canals Polder, West Bank Demerara.

“Me and he bin live good; he was a good man, he never

beat me or nothing. So many years we marry and he never ill-treat me- We used to work hard, we used to farm- now is me alone left.

She added that her husband was not a habitual drinker, but on occasion would go and hang out at the shop, where he would sometimes play dominoes and take a few drinks.

According to her, persons who witnessed the altercation between her husband and the accused said that the two men were arguing when the accused picked up a piece of wood and lashed Daniels in the head.

The assailant reportedly kept hitting Davnanand even after he had fallen to the ground.

His stepsister, Devina, said that she was at the shop when the incident occurred, but did not actually see when her stepbrother was lashed in the head.

“But I see when he been pon the ground bleeding, and he de bleeding bad. He been deh like two hours, and is I had to pick he up, and hold he up and I had he in me hand all the time, because he head de bleeding bad.

“Couple people been round but nobody ain’t try to help or anything’’.

Appointing Senior Counsel - wrong priority, wrong approach INTRODUCTION Depending on the background and interest of who one asks, their responses to identify the principal challenges facing the legal system could include the length of time cases take to conclude; the non-pursuit of cases because the victims don’t want to proceed; the unscrupulousness of some lawyers, especially when dealing with “vulnerable” clients; for groups who deal with women and child victims of violence, the willingness of many lawyers to defend their client by subjecting the victim to a second abuse; and access to justice.

Those with a greater familiarity with the legal system may identify the thousands of cases still to be scheduled for hearing by the courts (a case of justice delayed being justice denied); the non-functioning of the

Judicial Service Commission, charged by the Constitution with responsibility to make recommendations on the appointment of judges and for the appointment, discipline and removal of the majority of senior judicial officers; the inordinate delay by some judges in providing written decisions despite the passage of legislation to remedy this mischief; the quality of submissions by attorneys and the resulting quality of the decisions by the courts; and misconduct by attorneys at law – senior and junior – including the egregious violations of the code of practice for attorneys prescribed by law.

Still others may express concerns about the situation whereby the offices of Chancellor and Chief Justice have for years been held by acting appointees, a situation clearly not contemplated by the Constitution; the low esteem in which the legal

profession is held; the failure of the legal profession, including existing Senior Counsel, to speak out on violations of the Constitution and the rule of law; and the unawareness of any case whereby the Legal Practitioners Committee, the legal disciplinary body empowered to sanction attorneys-at-law for professional misconduct has actually disciplined anyone seriously.

Some may even list as their concerns, the failure to attract persons of the highest calibre and competence to the Judiciary and the magistracy; the perception that the legal profession defends and protects the brethren and sisters; the grave inadequacies of the Office of Director of Public Prosecutions including the failure to competently prosecute thousands of matters in the magistrates courts by poorly trained and

Guyana is taking an aggressive posture to clamp down on smuggling, with two vessels seized during the first quarter.

According to a newsletter of the Task Force on Fuel Smuggling and Contraband, covering police seized the vessels with uncustomed goods in the North West District, Region One, during the first quarter of the year 2014.

The first seizure was made on January 25 th at Port Kaituma where a boat containing general food stuff was seized by the police. It was handed over to the Guyana Revenue Authority (GRA).

GRA issued fines of $4M. According to the newsletter released yesterday, the second seizure was on February 21st when ranks at Morawhanna, Region One, seized a vessel with a quantity of uncustomed beers and water. Again the matter was

handed over to GRA and the operators of the vessels made to pay $60,000.

According to available records at the Task Force Secretariat, the number of interdictions by the Law Enforcement and Investigation Division (LEID) of the GRA increased by 31% in the year 2013, when compared with 2012.

In 2012, ninety two interdictions were made while last year, 130 cases were conducted by the LEID of the GRA. Forty-one of the interdictions for 2013 were for alcoholic beverages; 17 for smuggled chicken and a similar amount for motor vehicles.

Almost $70.4M in fines and taxes were collected by GRA as a result of those interdictions.

The Task Force also said that the heads of the five law enforcement agencies that makes up the body,

significantly, reached an agreement that would allow for joint usage of the Police Floating Patrol Base.

The agencies include the Guyana Police Force, the Guyana Defence Force, GRA, Customs Anti-Narcotic Unit and the Guyana Energy Agency.

With that agreement, joint patrols and operations would be mounted from the Police Floating Patrol Base.

The crack team is now set to meet with private sector organizations to develop better strategies to combating the smuggling of fuel and contraband.

Work is also being done to guide the implementation of the Immigration Regulations that were amended to declare Charity, Eteringbang, Parika and Ogle official Ports of Entry and the developing of standards to facilitate the safe transportation of bulk fuel on the roadways.

GRA collected $70M in smuggling fines last year

incompetent police prosecutors; and the way certain persons seem immune from prosecution. And quite likely too, the apparently growing impotence of the state to secure high court convictions in serious criminal matters with the long acknowledged aversion to have indictable trials for serious firearm and narcotic offences.

DIGNITY It appears, however, that these concerns do not coincide with the priorities of those who occupy the higher levels of the judicial and legal world. Perhaps it is because the problems identified above have been around for so long, consuming all, so that they can no longer recognise the public’s dismay, dissatisfaction and disrespect for the profession and the legal system.

Instead, now engaging attention is a process aimed at selecting persons for recommendation to the political directorate for elevation to the “dignity of senior counsel”, the language used in an advertisement currently running in the media appointment as senior counsel.

The classification of legal

practitioners between senior counsel and (junior) counsel is a peculiarity of the common law system which Commonwealth countries have inherited from England.

Some Commonwealth countries have debated the merit and justification of the class distinction and in some states the practice of appointing Queen’s Counsel, or Senior Counsel in republican countries, has been discontinued.

Indeed, in England itself, the Tony Blair Government reviewed the case for the continuation of the designation of Queen’s Counsel. While the decision was made in 2003 to retain it, it is instructive to note the reason for retention given by Lord Falconer of Thoroton (then Lord Chancellor) who told the House of Lords: “We felt it was wrong to abolish the rank of QC when there was considerable evidence that it benefited the market – in particular, so far as concerned the international business that came to London in relation to legal services.”

Having decided the issue on economic grounds, England then amended the process of selection to include non-lawyers, to remove

political influences, and to make the process more transparent. The economic justification is also being used in Australia whose lawyers practise in Singapore, Hong Kong and Malaysia.

With our growing reputation for being legal mendicants, it may well be that the days of Guyana’s lawyers being recognized within the region for scholarship and high standards has been forever lost.

WRONG PRIORITY, WRONGAPPROACH Here in Guyana, amidst all the unresolved challenges referred to above, the appointment of several attorneys as senior counsel now takes centre stage, controlled entirely by members of the profession and applying, essentially, the eligibility criteria for appointment used in England.

I think this is entirely misconceived. In England the rule of law prevails and the profession would be outraged if any government or government minister acts unconstitutionally, unlawfully or improperly. On a regular basis there, lawyers are disciplined and disbarred for professional misconduct, (continued on page 24)

Workers’ unions threaten ‘shut-down’ of UG to retaliate downsizing calls Plans being touted by Vice Chancellor (VC) of the University of Guyana (UG), Professor Jacob Opadeyi, to

slash programmes and by extension, staff, are being met with threats of a total shutdown of the tertiary

institution.

This stern warning was vocalised by executive members of the University of

Guyana Senior Staff Association (UGSSA) and the University of Guyana Workers Union (UGWU) during a press conference venued in the Senior Common Room, Turkeyen Campus.

The concerns of the Unions were previously directed to University’s administration, particularly the VC, at a recent meeting.

“The Unions will not countenance any reduction in staff; cutting programmes means cutting jobs,” said UGSSA President, Dr. Pat Francis, even as she alluded to disclosures by Professor Opadeyi which suggests that he is prepared to cut programmes if there is insufficient funds to manage the University.

Moreover, she underscored that “if there is any fallout from this impasse, and if there are any departments which will find themselves in jeopardy the unions will call for a closure of the University.”

According to Dr. Francis, “any loss of job will also mean that the World Bank loan of US$10.1 million which we are currently executing will be in jeopardy. Who is going to execute the curriculum and run the labs when we get them?

Will we go back to the days when we had the IDB (Inter-

American Development Bank) money and we trained a whole lot of people and all of that came to nought? Is it some plan or plot to sabotage this US$10.1 million effort?”

According to Dr. Francis, the unions are not prepared to have programmes “cut away” merely because they are not well subscribed even as she pointed that “I do not support cuts, I support reform...”

“This is a state-funded university, this is not a private business and as an academic community, surely there is the intelligence to do the reform; if we don’t have the intelligence to do the reform then surely we need to close down,” asserted Dr. Francis.

She intimated that based on the deliberations of the VC, the Berbice Campus and the Institute of Distance and Continuing Education (IDCE) are likely to be among the first to be seriously impacted. And it is her belief that many of the departments likely to be affected have not even been consulted meaningfully.

“We cannot have other programmes on campus (Turkeyen) which may not have large numbers such as History and Art being ‘cut away’. We will not allow it and I say categorically we will not!” exclaimed the UGSSA

President as she reiterated her conviction that “we are prepared to close the university down...we are very unhappy with the current administration and the Council’s actions.”

Dr. Francis further amplified the need for the University to do whatever is necessary to advocate for the monies allocated for the Ministry of Finance-managed Loan Agency.

The Loan Agency for over a decade has been facilitating loans to students to pay their tuition fee, a $450 million allocation in the 2014 Budget that was not supported by the parliamentary opposition.

But according to the UGSSA President, since the Loan Agency was established to manage a revolving fund it should have, by now, been self-sufficient and not necessarily be dependent on an annual allocation from the Budget.

She even went on to recommend that an audit be conducted into the operation of the Loan Agency as she added that “the University unions cannot do much about that, but maybe the University’s administration can do something...”

Canadian mining company boosts local activities RT Minerals Corp, the Canadian owners of Mahdia Gold has announced that it has mobilized the Phase One surface alluvial exploration program in Guyana.

According to the Company, the program will consist of mapping, test pits, panning gravels and grab samples from each pit for assaying at an accredited laboratory in Georgetown. The program is estimated to cost US$100,000 and is scheduled to be completed within 60 days.

According to the Com-

pany, “Contingent on the positive results from Phase One, the Company will carry out a Phase Two program consisting of bulk sampling, by excavator, of saprolite material and the processing of same through a wash plant.”

The budget for the Phase II program, including the purchase and commissioning of the Wash Plant, is estimated at US$300,000.

The Company yesterday also announced the appointment of Michael O'Brien as Vice President of Corporate

Development.

O'Brien has over 30 years of sales, marketing, business development and communications experience in the Mining and Telecommunications industries. He was the Director of Corporate Communications and Investor Relations for Carpathian Gold and Sage Gold for eight years and was instrumental in raising significant capital for large international mining projects.

Hogstye shooting death ...

Father and son on trial for murder Two witnesses took the stand when the murder trial of a man and his son who are charged with the shooting to death of a Corentyne farmer following a dispute, continued in the Berbice High Court.

The duo Khrishna, called ‘John’, 50, of Alness and of 85 Letter Kenny, Corentyne, and his son Rommel Krishna, 24, of 69 Alness, Corentyne, Berbice, who are both farmers are on trial for murdering Shawn Fraser, between July 27 and July 28, 2011, at Hogstye Back dam, Corentyne Berbice.

The matter is being tried before Justice Brassington Reynolds and a mixed jury.

The men are being represented by Attorney at Law Kim Kyte-John, who is representing the number one accused and Murseline Bacchus who is appearing for Rommel Krishna.

When the matter resumed, State Prosecutor Renita Singh in her opening statement, said that Shawn Fraser and his brother, Audwyn Bindah, called ‘Audwyn Fraser’, of 11 Adventure Farm, Corentyne, are cattle and rice farmers. On July 27, 2011, they left their home to attend to their rice field at the Hogstye Back dam.

On their way they saw three men Krishna, his son Rommel Krishna, called ‘Rommel’ and one Bobo, plowing with a tractor on a cross dam.

The brothers made a stop opposite where the men were plowing to attend to some work. One of them then noticed the men had stopped working and were under a tree in front of the reef.

The brothers subsequently finished spraying their field and were on their way out, when they saw the three men on top of a reef armed with a shotgun each. The men then suddenly opened fire hitting the

brothers.

Audwyn managed to escape and ran for about ¼ mile to where another brother, Ray Fraser, was in a nearby farm, tending to his crop.

Ray had heard what sounded like gunshots, and saw his brother Audwyn Bindha, running towards him with blood all over his body and the men with a gun each in their hands.

Ray then saw the men shoot at his brother, Audwyn Bindha, who subsequently collapsed. The attackers turned back and escaped out of the rice field. Ray in the meantime, went to his brother’s assistance and saw that he was covered in blood and had holes on his back and left side chest.

Ray made contact with a number of other siblings who all converge on the scene.

One of the sisters Kim Providence had seen two men, Rommel Krishna and Kevin under a shed. The men had enquired from her the where about of another brother, Jermaine, and she cursed him.

The police subsequently arrived on the scene and managed to arrest the two men.

Audwyn was rushed to the Port Mourant and then New Amsterdam Hospital. Shawn Fraser was picked up and taken to the Port Mourant Hospital where he was pronounced dead.

A post Mortem examination was later conducted on the body of Shawn Fraser at the New Amsterdam Hospital by Dr. Nehaul Singh, which gave the cause of death as a perforated lung due to penetrating wounds to chest compound by a fractured skull.

Taking the witness stand first was Raquel Fraser who related to the court that she had identified the body of her brother during the post mortem examination.

Next on the witness stand was Kim Providence who related to the court that on the day in question her brother left for the Back dam on a tractor. Sometime in the afternoon she received a telephone call.

She subsequently, in company with others, went to the Back dam.

During the journey Providence stated that she had seen two men, Rommel Krishna, and Kevin under a shed. Rommel had enquired, ‘Whay Jermaine deh’. She testified that she had cursed him.

They eventually arrived were the badly wounded Bindha was lying and they picked him up and rushed him to the nearby health facility.

The witnesses were both cross examined by the defence attorney. The matter is continuing.

Teenager attempts to smuggle cocaine, marijuana via Ogle Int’l Airport - court hears After attempting to traffic cocaine and marijuana via the Ogle International Airport on Wednesday, nineteen-yearold, Anastasia Latoya Crawford of Lot 29 Kingston, Georgetown, appeared before the court, yesterday to answer to drug trafficking charges.

Crawford was expressionless as she stood before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court and pleaded not guilty to the charges.

According to the charges, on May 21 at Ogle International Airport, the woman had in her possession 5.574 kilogrammes of marijuana and 2.286 kg of cocaine for the purposes of trafficking.

The teenager was represented by Attorneys at Law, Euclin Gomes and George Thomas, who requested that she be placed on reasonable bail. However, Customs AntiNarcotics Unit, CANU

Prosecutor Oswald opposed the bail application and presented the court with the brief facts of the case.

The court heard that on Wednesday May 21, Crawford was an outgoing passenger at the Ogle International Airport, when the drugs were found in her possession by CANU officers, who were conducting a routine check.

According to the Prosecutor, the defendant was carrying a suitcase and a haversack but was intercepted as she was in the process of boarding a LIAT Flight to Barbados.

The suitcase was checked by a CANU officer on duty but nothing was found. The officer then checked the haversack and found nine taped packets in the bag. He subsequently punched one of the packets in Crawford’s presence and found the substance suspected to be

marijuana.

Eight of the remaining packets were checked and three of them contained what was suspected to be cocaine.

The defendant was taken to CANU headquarters where the substance was weighed in her presence. She was cautioned in regards to the offence of trafficking in narcotics but remained silent.

However, Crawford later told investigators that she was offered US$15,000 by someone she identified as “Marko Polo” to transport the illegal substance to Barbados. Crawford said she was given an advance of G$50,000 and would have received the remainder on her arrival in Barbados.

After listening to the facts relating to the matter, the Chief Magistrate remanded Crawford to prison until May 27. The case was transferred to Sparendaam Magistrate’s Court.

Female victim likely to be paralyzed for life While investigations into the shooting of Susan Da Silva, the 26-year-old woman who was shot twice last Saturday at Garnett Street, Campbellville, are ongoing, a relative confirmed that the young woman is likely to be paralyzed for the rest of her life. This is as a result of the gunshot wound she sustained to her back.

The David Street, Subryanville resident is currently hospitalised at the Intensive Care Unit at a private hospital under police guard after being shot twice, once to her left arm and once to her back, by four gunmen.

The bullet which was lodged in her spine was removed by doctors on Sunday last. According to the relative, medical personnel at the hos-

pital informed family members that the woman will most likely be confined to a wheelchair for the rest of her life.

“The doctors say after three years if she gets any movement in her legs then there is hope, but if there is no movement, she will be paralyzed for the rest of her life,” the relative told this publication.

She added that Da Silva is not aware of the severity of her injury.

“We don't know how to tell her that she wouldn't be able to walk for the rest of her life. Right now she can't walk and she knows that, but she doesn't know she will most likely be confined to a wheelchair for the rest of her life,” the relative added.

Kaieteur News was told that minutes after the woman was wounded, she complained about

not having any feelings from the waist down.

Recalling what happened, the relative explained that Da Silva, who was taking her mother to the airport, stopped at a relative's home around 02:55 hrs to pick up two family members who were also leaving the country.

“Since she (Da Silva) left her home she noticed this car parked not far from where she lives. She drove off and noticed the parked car drive off too, but the car then disappeared from her view. It appeared at the back of her when she stopped at Garnett Street.”

She said when the woman noticed the car, she drove away and the men discharged two rounds at her. She reportedly lost control and ended

up in a yard, breaking the fence and a stairway.

“When she drove into the yard, the shooters stopped in the middle of the road and the driver came out with another tall man and they fired about four shots at her and then they escape,” the relative explained.

The woman was immediately rushed to the hospital where she remains a patient.

According to a source, investigators have no clue as to who may want to kill the woman who works with her father at his stall at the Stabroek Market.

However, they believe that the shooting was an inside job since Da Silva's shooters were well equipped with information as it relates to her timings and whereabouts. Investigations are ongoing.

FOUR CHOPPED, BURNT WITH ACID IN NA PRISON BRAWL Police and Prison officers were last night forced to quell a brawl at the New Amsterdam Prisons that ended with four inmates being badly chopped and doused with acid.

Sources identified the victims as Kawme Bhagwandin, Davindra Harrichand, called ‘Bara’; Adbussulum Azimulla, called ‘Sato’ and Clarence Williams,

called ‘Dog Face.’ They were rushed to the New Amsterdam Hospital but were subsequently transferred to Georgetown. The victims are all on remand for serious offences ranging from armed robbery to murder.

Azimulla and Devendra ‘Bara’ Harrichand are on trial for the murder of Gary Simon, who was slain in December,

2004, at Nigg Village, Corentyne, Berbice.

Kaieteur News was told that the men were attacked by other inmates at around 18.00 hrs yesterday, after someone opened cell doors to let the attackers in. They identified one of the attackers as Randolph Rodrigues, called ‘Shoulders,’ who is serving a 20 year sentence for murder.

It is unclear what triggered the dispute, but sources said that the dispute is between two rival prison gangs. One of the gangs is the notorious ‘Scare Dem Crew’ from Agnoy’s Avenue, New Amsterdam.

There are reports that a cutlass and a corrosive substance were smuggled into the prisons recently.

Guyana “Partly Free” on press rankings According to this year’s annual report on global press freedoms by the Washingtonbased advocacy organization Freedom House, 2013 registered as the worst time for press freedoms in over a decade.

After consulting over 60 analysts and digging through the research of governments, rights and watchdog groups, the organization found that only 63 countries have a free press while 66 countries do not; and 68 countries are classified with a partial free press. Guyana is partially free press country with a score of 70. While countries such as Russia, China, Cuba, Venezuela, the Mideast and

several nations on the African continent are no surprise to have a stronghold over their information pipeline, the report reveals one country, that ranks equally with those communist and politicallycontrolled countries - Mexico.

Yet, unlike most countries, it’s not the government that censors Mexican journalists but the drug cartels who have overextended their authority in dictating what gets published. They do this by retaliating against journalists and newspapers with threats, intimidations, fire bombings and outright murder.

Unfortunately, Mexico is not the only country in Latin

America where press freedoms have become a relic of the past. “Freedom of the Press 20143 discovered that only two percent of Latin Americans live in a “free media environment.”

Joining Mexico as a “Not Free” Country are: Honduras, Venezuela and Ecuador.

Countries classified as being “Partly Free” are: El Salvador, Guatemala, Nicaragua, Panama, Colombia, Peru, Argentina, Chile, Bolivia, Paraguay, Brazil and Guyana.

Only five countries in Latin America are considered to have a free press: Belize, Costa Rica, Uruguay, Suriname and French Guiana.

It’s a disturbing trend in an era that has afforded the majority of people the easiest way ever to elevate their voices, but who must remain silent to preserve their own lives.

Sweden, Norway and The Netherlands top the list as the most free of countries while Cuba and North Korea round off the bottom.

What they may become by constant attacks is becoming clearer. When Mr. Braithwaite pronounces the grapes sour it’s because they are not in reach. Even his evident glee is not masked when he lends his approval and encouragement where “in India, (such) serious domestic resistances to this (Indian) three thousand-year practice (that) are ongoing” is found “commendable”.

Such nobility for Indian emancipation by an Africanist can bring forth the dead. What is most contemptuous is that he finds Indian “vestiges remain rooted over there, and have troubled this

country’s (he means Guyana’s) modern history significantly for too long -” like he is in complete ownership title of Guyana to resolve its destiny with his own final solutions.

What keeps him from separately proving his worth which is not fuelled by hate or resentment of “the other’s normalcy”? Shouldn’t Mr. Braithwaite be building his own home as a priority? For him to claim Indo Guyanese are oppressive is a distortion from reality. It is by his choice and accommodation that he finds joy in embellishing destruction, racism and anarchy.

What Mr. Braithwaite still relishes is the power to subjugate and instill fear in his

countrymen. With no noticeable, desirable alternative what does he bring to the table which is not known?

Still traumatized from yesteryear’s slavery, two centuries ago, Mr. Braithwaite apparently is automated to consistently find a jumbie in every calabash swinging from a tree. When he writes “This raises the question of the psychological perception of sovereign identity of the (student) recipients and more specifically the host country (i.e. India) …” he himself brings into ridicule, his own fragile psychological instability. Many Guyanese of all racial backgrounds have studied in India. In a country of one billion three hundred mil-

lion Indian citizens, no two or three are the same.

They would each react on their own and not according to government policy. What is most deplorable is Mr. Braithwaite’s persistent barrages which target Indo Guyanese with relative ease like carrion in waiting.

Dr Martin Luther King Jr. was no fool for emulating Mahatma Gandhi’s Indianoriginated non-violence for sure, despite our Braithwaites in the field. From the cow’s manure the best plants grow, but Mr. Braithwaite can put to good use all that methane stinks fomenting in Georgetown. Go ahead. Make my day.

As such, the political opposition coalition, A Partnership for National Unity (APNU) has not only chided the Government but has now called for an improved youth policy plan and for the reformation of programmes.

He said that the APNU is of the view that the spate of suicides among adolescents, the rising number of teenage pregnancies, the reports of police brutality, the large number of school dropouts and the predicament of juveniles in the New Opportunity Corps (NOC) are all signs of a deteriorating situation.

The politician explained that the Minister of Culture, Youth and Sports over the past few years said that the National Youth Policy would be reviewed.

It would be unthinkable that a convicted criminal can practise at the bar in England and that the professional bodies will remain silent. As a rule, lawyers show respect for their clients and the rules regarding charging of fees are more transparent and honourable.

By contrast, in Guyana, the stories of misconduct by attorneys at law are legendary and are retold as matters for humour rather than offense and embarrassment.

CONCLUSION Given the personal agenda and private and professional interests involved, the process for the appointment of senior counsel will no doubt proceed, and no doubt, sadly too, the dysfunction in the legal system will continue.

Yet, in the public interest, I hope that the senior members of the legal architecture can be moved to advocate for the problems confronting the legal system to be addressed urgently.

In this regard, they may wish to consider whether the reconstitution of the Judicial

Service Commission or the reforming of the Legal Practitioners Committee would be sufficient to resolve the problems or whether we need a Commission of Inquiry into the justice system to identify and deal with the problems holistically. Other common law countries review their legal system routinely.

There is a lot we can learn from them.

I respectfully submit that the case for appointing senior counsel can hardly be placed ahead of sincere attempts to fix the far more serious, important and urgent problems facing the justice system. I doubt that anyone will suggest that such appointments are even relevant at this stage, or conducive to addressing those problems.

But if we have to engage in an exercise about senior counsel let us have an open discussion involving the public whether the distinction has served the public interest or whether it should be abolished altogether.

And if at the end of the day it is decided to retain the category, let the selection process and panel include nonlawyers. If lawyers honestly believe that they serve the public interest, they can hardly justify further exclusion of members of the public.

US commander warns about China-Vietnam standoff MANILA, Philippines (AP) — The U.S. military commander in the Pacific warned yesterday that the risk of a miscalculation that could trigger a wider conflict in a tense territorial standoff between China and Vietnam is high and urged both nations to exercise restraint.

Adm. Samuel Locklear also urged Southeast Asian nations and China to hasten the drafting of a legally binding “code of conduct” to prevent territorial rifts from turning into armed conflicts that could threaten the region’s bustling economies.

Southeast Asian diplomats have accused China of delaying the start of negotiations for such a nonaggression pact while it tries to consolidate its control of disputed territories.

Locklear said he was concerned about a threeweek standoff between China and Vietnam near the disputed Paracel Islands and urged them to resolve the territorial conflicts on the basis of international law.

“I have serious concerns,” Locklear told reporters. “The risk of

miscalculation, I think, is high and we encourage them both to exercise restraint.”

China raised the stakes earlier this month when it deployed an oil rig off in waters also claimed by Vietnam, which sent ships to try to disrupt the drilling operation. Street protests morphed into bloody antiChinese riots that damaged hundreds of factories.

Vietnamese Prime Minister Nguyen Tan Dung, who also attended an economic forum in Manila, told The Associated Press in written comments Thursday that “like all countries, Vietnam is considering various defense options, including legal actions in accordance with the international law.” But he said Vietnam would defend itself if it comes under attack.

Analysts have said that countries confronted by China in disputed waters, like Vietnam, may seek a deeper security alliance with Washington.

When asked by reporters about that possibility, Locklear said Washington has been forging such

relationships and would welcome strategic ties with Hanoi.

“We look forward to exploring opportunities to expand our partnership with the nations such as Vietnam as well, but Vietnam is among many,” Locklear said.

Speaking to reporters on the sidelines of the World Economic Forum on East Asia, he said that the AsiaPacific has become the most militarized region in the world, with some of the largest army and naval forces.

“How these forces are managed to create a fabric of security that allows economic success here has not yet been determined,” Locklear said.

Philippine Foreign Undersecretary Laura del Rosario said the drafting of a code of conduct has been so delayed that it could be overrun by developments in the South China Sea, where territorial spats have flared and become more complicated in recent years.

“We’re not acting fast enough and there are so many changes happening now,” she said.

China claims nearly all of

the South China Sea, bringing it into conflict with the far smaller nations of Vietnam, the Philippines and three others that have rival claims. Beijing also has a territorial dispute with Japan over a cluster of islands in the East China Sea. Last year, the Philippines filed a complaint

against Beijing before an international tribunal in The Hague challenging the legality of its claims. Beijing wants one-on-one talks with each of its rival claimants, something that gives it an advantage due to its sheer size and power. U.S. efforts to pivot back to Asia after years

ST KITTS AND NEVIS TO RETURN US$40M TO IMF

KINGSTON, Jamaica — The fiscal situation and performance of the economy in St Kitts and Nevis has steadily improved over the last few years and has allowed for the return of US$40 million loan to the International Monetary Fund (IMF), the St Kitts and Nevis Information Service said yesterday. In a news release the information service said that in 2011, the Federal Government engaged in a three-year StandBy Arrangement (SBA) with the IMF to the tune of US$84.5 million.

“The structural adjustment programme was developed by the local government as part of debt restructuring initiative,” the news release said. “At the completion of the ninth and final review by the IMF this week, a positive report was delivered as it showed a 3.8 per cent economic growth, a surplus of 12.2 per cent of GDP, as well as a 61 per cent reduction in public debt to 104 per cent of

GDP”. Debt reduction is also reportedly “on a sustainable path, projected to reach a low of 60 per cent of GDP in a few years”.

While delivering the Post-Cabinet Briefing this week, Minister of Information in St Kitts and Nevis Nigel Carty explained that “Cabinet considered and approved the return of approximately US$40 million to the IMF that was provided for under the Stand-By Arrangement with the institution”.

He added that “the decision to return the unused loan funds to the IMF is consistent with government’s policy to continue to reduce its debt and to adopt a higher level of fiscal discipline going forward”.

Prime Minister and Minister of Finance Dr Denzil Douglas has been widely praised for his leadership in the development and implementation of the home-grown structural programme and returning the economy to positive growth.

Armed clashes in east as Ukraine counts down to election

(AP Photo/Photomig) KIEV/KARLOVKA, Ukraine (Reuters) - Armed pro-Russian separatists and a Ukrainian militia group clashed in the east of Ukraine yesterday, leaving at least two dead and heightening tension before a presidential election called to draw a line under six months of bloody upheaval.

Kiev’s pro-Western leaders hope tomorrow’s poll will stabilize the former Soviet republic after street protests toppled Moscow-backed president Viktor Yanukovich and pro-Russian separatists responded by seizing Crimea and parts of eastern Ukraine.

European leaders will consider steps against Russia on Tuesday if they decide Moscow has hampered the election, ranging from restrictions on luxury goods imports to an oil and gas ban, although some are wary due to close trade ties.

The Ukrainian authorities have promised a suspension of anti-separatist operations on the day of the election, billed as the most important in 23 years of independence from Moscow, but yesterday’s clash suggested violence may mar the event.

A Reuters correspondent saw two dead bodies after the three- hour fire-fight in the morning between Ukrainian selfdefense fighters and separatists manning a checkpoint in a rural location west of the big industrial city of Donetsk.

The pro-Kiev fighters issued a Facebook statement late in the day saying four of their men were killed and nine wounded. Allied to Ukrainian billionaire Igor Kolomoisky, they are at the forefront of Kiev’s efforts to prevent the country splitting.

“We are determined that honest and transparent elections will take place,”

interim Prime Minister Arseny Yatseniuk declared in talks with two European Union foreign ministers as the bloc’s foreign policy chief Catherine Ashton voiced support for Kiev and its election.

Yatseniuk added that, despite separatist plans to disrupt the poll in eastern areas they control, he believed the majority of people there opposed the “terrorists” and condemned their actions.

But Russia’s President Vladimir Putin, speaking in St Petersburg, said Ukraine was already in effect in the grip of civil war. “A civil war is raging through Ukraine. But why are we the ones who are being blamed for this?” he asked at an international business forum.

After Yanukovich’s overthrow in February, Russia annexed Ukraine’s Crimea region and stationed thousands of troops in combat readiness near the border with Ukraine as armed pro-Russian rebels took over strategic buildings in the east.

It looks askance at Kiev’s leaders and their pro-Europe policies, which could take the former Soviet republic out of Moscow’s orbit and denies Kiev’s charges that it has fomented the separatist rebellions in the Russianspeaking eastern areas.

Yesterday, Moscow said it would pull back all forces from its border with Ukraine “within a few days”, a move that, if carried out, could ease tensions around the election.

While Germany’s Angela Merkel appealed to Russia to accept the Organization for Security and Cooperation in Europe’s (OSCE) verdict on the vote, Putin sent mixed messages, saying he would work with the winner and wanted better ties with the West but fiercely criticizing

U.S. policy on Ukraine.

The OSCE watchdog has sent a team of more than 1,000 observers to monitor an election in which Ukraine’s leaders say they expect a huge turnout that will offset the loss of voters in annexed Crimea and separatistcontrolled parts of the east.

The man tipped to win, confectionery magnate Petro Poroshenko, has urged voters to hand him an outright victory, suggesting that Ukraine’s deteriorating security situation might otherwise derail the election before a second round can be held.

If no candidate wins more than 50 percent of the vote on Sunday, a run-off will be held on June 15, in all likelihood pitting Poroshenko against ex-prime minister Yulia Tymoshenko.

The fierce firefight in the eastern Ukraine settlement of Karlovka underlined the fragility of the security situation.

“The main threat to the elections is the illegal carrying of weapons and the moving around of people. We do not see an end to this illegal activity,” state security chief Valentyn Nalivaychenko told journalists.

Underlining the logistical challenges of staging this poll, Konstantin Hivrenko of Ukraine’s Central Election Commission said voters from five of 12 electoral districts in Donetsk now blocked by separatists would instead be able to travel to the city airport to cast their ballots as security there was good.

Yesterday’s clash, which came a day after at least 13 Ukrainian servicemen were killed in another fire-fight, did not involve the army but instead two among several armed groups operating under various flags in the east.

UK’s anti-EU party makes big gains in local elections (Reuters) - Britain’s Eurosceptic UKIP party has made its strongest ever gains in local elections, harnessing discontent with immigration and established politicians to grab support from Prime Minister David Cameron’s Conservatives and the opposition Labour party.

The surge by the UK Independence Party, which wants Britain to leave the EU, will pile pressure on Cameron to toughen his stance on Europe and alarm some Conservatives who worry UKIP could scupper their hopes of winning the 2015 national election.

India hits U.S., China with solar imports anti-dumping duties NEW DELHI (Reuters) - India will impose anti-dumping duties on solar panels imported from the United States, China, Taiwan and Malaysia to protect domestic solar manufacturers, according to a government statement seen by Reuters yesterday. The order, almost certain to anger India’s trading partners, sets duties of between 11 and 81 U.S. cents per watt and comes after a investigation which started in 2011. The ruling by a quasi-judicial body has to be published by the Finance Ministry before it takes effect.

The decision adds to India’s growing trade disputes just before Narendra Modi takes office as prime minister on Monday. “Imposition of anti-dumping measures would remove the unfair advantages gained by dumping practices,” said India’s Anti-Dumping Authority in its order released on Thursday.

Local manufacturers have long complained that U.S., Chinese and Malaysian companies enjoy state subsidies and are selling their products at artificially low prices to capture the Indian market.

Venezuela protests not over, vows hardline Maduro foe CARACAS (Reuters) - A wave of protests against President Nicolas Maduro’s socialist government in Venezuela will not let up and foreign sanctions could be useful, a hardline opposition leader said yesterday.

The OPEC nation’s worst unrest in a decade has seen 42 people killed during months of daily protests calling for Maduro’s departure and solutions to economic hardships.

Though demonstrations have dwindled in recent weeks, one of their main promoters, Maria Corina Machado, said the president had been weakened and opponents would keep the heat on.

“A Venezuela that felt dominated, resigned and terrified has woken up,” the right-wing politician, prominent in organizing nationwide rallies since February, told Reuters.

“This is the beginning of the beginning. We will have a transition to democracy in the near future ... not in 2019,” she said, pointing to a recall referendum allowed in 2016 as

a constitutional way to abridge Maduro’s six-year term.

Meanwhile, targeted foreign sanctions against individuals could be beneficial, she added.

“In some regimes, as there’s no internal justice, they think ‘we have impunity, nothing is going to happen to me, whether they steal all the money in a hospital or shoot students.’”

Some U.S. lawmakers are urging sanctions on Venezuelan officials, though the Obama administration thinks that may hurt prospects for political reconciliation. Sanctions could also irk many in a region scarred by a history of U.S.backed coups.

Wealthy, English-speaking Machado, 46, is depicted by the Maduro government as the representative of an out-oftouch Venezuelan elite upset they no longer run the oil-rich nation.

She was a member of a U.S.-financed group that helped collect signatures for a failed recall referendum against late president Hugo

Chavez in 2004. A picture of her smiling with former U.S. President George W. Bush did not help endear her.

Machado laughed at accusations of being a foreign puppet, saying Venezuela’s second most powerful official, parliamentary head Diosdado Cabello - who recently kicked Machado out of the legislature - had openly acknowledged surveillance of her.

“Once Mr. Cabello told me: ‘I know what you eat’. He records conversations with my mother ... Do you think they wouldn’t have publicly revealed it if anyone in Venezuela had that sort of relationship (with the United States)?”

Machado has been among various Venezuelan politicians at the center of phone-tapping scandals, with one private chat with her mother widely played on state TV. Those concerned with foreign meddling should look at Cuban influence at the Miraflores presidential palace, she said. “And they accuse me of external interference? For God’s sake!”

She also slammed Latin American countries for “abandoning Venezuela,” arguing regional powerhouse Brazil has a double standard on human rights.

Machado, and jailed fellow protest leader Leopoldo Lopez, have also come under fire from moderates within Venezuela’s fragmented opposition who believe barricades, blockades and marches are a nuisance and fuel accusations they’re coup-mongerers.

“The regime tells us that proposing a change of regime ... will lead us to civil war,” Machado said. “That’s a lie.”

Dominica & T&T on Stand-by for 3rd Test Regional U-19 tourney could be shifted to Jamaica

By Sean Devers The third test between West Indies and New Zealand scheduled for the Guyana National Stadium at Providence fixed from June 26-30 could be shifted to either Dominica or Trinidad, while this year’s Regional Under-19 series set for Guyana in August could be moved to Jamaica.

According to a well placed source in the WICB, Dominica and Trinidad have

been put on standby for the Test since both Islands have signaled their interest in hosting the game.

Trinidad’s Queens Park Oval has already been given the second Test after the opening Test is played at Sabina Park in Jamaica and the possible switch in venues comes in the wake of the cricket Bill which was recently passed in Parliament.

However, the Bill is not yet Law since Guyana’s

President Donald Ramotar has not yet signed the piece of Legislation which will then be published in the Official Gazette.

The WICB is concerned that if the Cricket Bill is assented to, it will automatically dissolve the GCB leaving the WICB with no agent to run its affairs for the match in Guyana because their member and shareholder, the GCB would have been dissolved.

Concerned fans write Joseph Blatter, President of FIFA on Guyana’s football A group of football enthusiasts led by Jim Parks has written to FIFA President Joseph Blatter on the football situation in Guyana. Here is the letter: Dear Mr Blatter, Guyana’s Football is going through a period that requires intervention by the World Governing body.

In Mr Klass’s time there was some level of inefficiency but accountability was the watch word.

Under this regime which was in office for one (1) year, the pilfering of the funds is evident and plentiful.

The present President is running the football in a dictatorial manner, because all the decisions are being done by him and him alone due to the lack of Quorums at Executive Meeting.

As a matter of fact only two (2) executives are functioning yet decisions are being made when the constitution calls for four (4) persons to be present. This Federation is unconstitutional and undemocratic.

The President, Mr Christopher Matthias has been spending in ways not

conducive to football development. The Executives recently received increases in stipend, earning more money than staff who has been working in the office in excess of ten (10) years and the Federation is cash strapped and has lots of debtors.

Guyana has not played an International Match in excess of one (1) year and counting.

Donors and Sponsors want less to do with Football. Even the Government is wary of the situation.

The money is being used for other reasons other than for football development. The Grass Root money came to Guyana but not one root was looked at and all the money is finished. Other monies came in and it was and or is being used for other areas.

In the last Congress, Mr Matthias fought off a motion of no confidence against him by using trickery. The Referees, Coaches, the Women Association, and three (3) of the largest affiliates Georgetown Football Association, East Demerara Football Association and East Bank Football Association wanted him removed. He used unbecoming tactics at the

meeting which caused a walk out. He allowed three (3) Interim Management Committees to vote when that was against the GEE rules, custom and practice. FIFA is also being judged as a MAFIA after they had representatives here who concurred with all that was going on.

FIFA must send now, not later, a fact finding commission to have a look and see how football is being run in Guyana. Have confidential interviews with persons of interest, and you will be amazed with the skullduggery and lack of vision that is being perpetuated in Guyana.

Install an IMC to oversee the football and instruct them to have elections within a time frame after ensuring that all the other IMCs get their house in order.

Mr President of FIFA, I can go on and on, but send your troops down to little Guyana for a full and forensic investigation and then judge for yourself and see if that is what FIFA stands for.

North Essequibo applauds APNU’s support of the Cricket Administration Bill DEAR EDITOR, The Executives and members of the North Essequibo Cricket Committee (NECC), which is one of eight constituent members of the Essequibo Cricket Board (ECB), wishes to publicly applaud the main opposition political party (APNU) for supporting the Cricket Administration Bill into law.

The Committee overwhelmingly is of the view that the passage of the Bill will restore democracy, legitimacy and good

governance of the national sport in Guyana. The NECC further recalls its struggle to be heard and in the process its President Mr. Prince Holder was banned by the ECB because of his stance to expose the deficiencies of the sport and its executives, including members of the Guyana Cricket Board.

While the struggle will continue to restore pride and dignity to the sport following continuous depressing performances at varying levels, the Cricket Administration Bill

must be viewed as the legal tool to incorporate all stakeholders including the Berbice Cricket Board, Georgetown Cricket Association and the East Coast Cricket Committee among other entities that collectively will seek to provide a brighter future for the players.

The NECC upholds such view and stands committed towards forging fruitful ties with the legitimate Guyana Cricket Board.

GFF affiliates with ill intentions DEAR EDITOR, The recently held press conference at Water Chris Hotel by some members of the football fraternity was indeed an interesting one and the revelations by some of the spokespersons even more entertaining.

Firstly Mr editor, it boggles the mind of any right thinking person and brings into question why is it that Mr Alfred King, Permanent Secretary of the Ministry of Culture, Youth and Sports is so obsessed with having a controlling interest in this sport “football” in particular?

His portfolio as PS provides him with enormous influence to intimately make an impact and have an interest in all sports disciplines that feature in this country.

Athletics in Guyana is in dire need of administrative assistance and help to provide an avenue for countless of promising athletes whose potential career comes to an abrupt end after high school.

The University of Guyana should be the next option for those promising youths to continue their dream of becoming professional athletes. Cricket and basketball too could certainly use some of his insightful know-how and experiences.

Cultural aspects and

sports of all disciplines have the potential to put the country on an international platform. Take for instance our neighboring Caribbean sister states Trinidad and Jamaica who are known around the world, not only for their culture, dishes, music and poetry, but football, cricket, netball and athletics.

I firmly believe if Mr King’s focus is redirected to his mandate and responsibilities to a “national agenda” for “all” sport disciplines that come under his purview, his Ministry’s lost confidence in leadership will be restored and Guyana will be able to achieve much more locally and internationally.

Secondly Mr Editor, Presidential advisor and General Secretary of Georgetown Football Association, Mr Lumumba in my opinion, the most clever and wisest of the grouping, comments were most shocking. He posited “they are bent on removing Matthias”. I believe this focus in retrospect should be redirected towards contributions that will aid towards the development of the game. I strongly believe the clubs from the various associations would be most appreciative if a small amount of this new burst of misguided energies could be directed

towards getting rid of the over twenty million dollars debt incurred from the last Banks Beer Cup, so they can be paid their appearance fees still outstanding.

Mr Persaud’s adumbration reflected his principal interest which is the hope of FIFA’s sustained financial assistance which speaks volume of this individual desired involvement.

Of all of the presenters it would be remiss of me if I had failed to express my further disappointment of Mr Wayne Dover’s comments.

He posited that various associations were in receipt of basic equipment and the teachers of the game have not. Are those recipients of the basic equipment not members of the Coaches Association?

Are they teachers of the game not a part of the clubs who received that equipment?

Mr Editor in conclusion, with all the bold pronouncements of the grouping and their unwelcome intentions, it is surprising to note, that no inference was made towards who will be the likely replacements for their “bent” plan. Are we to conclude that individuals putting forward these spurious claims are the intended replacements? GOD forbid!

‘Lollipop bowling’ Bashur A Khan DEAR SPORTS EDITOR, The memo to the Sports Editor in the Guyana Times dated May 22, 2014 and captioned “No Instruction was given to me to stop basketball training on May 14” by Bashur A Khan and also carried by Kaieteur News on the same date is replete with inaccuracies.

After reading Khan’s piece, the oft-used phrase by the famous England cricketer and commentator Geoffrey

Boycott came to mind; lollipop bowling, a phrase Boycott used when he thought the bowling was weak.

Unlike the clarity provided in the daily articles written by Eyewitness in the Guyana Times, the Eyewitness articles are a cornerstone of my local reading diet; as the eyewitness writer has always intrigued me with his mastery of the English Language, impressive grasp of History, Latin, puns, play on words,

general knowledge, and topical issues locally, regionally and globally.

I then browsed the rest of Guyana Times and looking for Dilbert in the Fun Times Section of the Guyana Times, and spotted the Letter to the Sports Editor by the Superintendent of the Sports Hall, Mr. Khan.

Let the nation judge who Mackeson ‘Keep Your Five is right or wrong - Matthias Alive’ commences tonight - challenges disgruntled members to public discourse at California Square

Speaking at a Press Briefing before a wide cross section of the media at the Guyana Football Federation (GFF) Head Office yesterday, President of the Guyana Football Federation (GFF) Christopher Matthias called on disgruntled members to appoint someone to face off against him to discuss their grievances on national television in front of a national audience and let them be the judge.

The GFF President, who has been in office for just over one year and who is being challenged by a no confidence vote by certain members, made a further commitment by saying that if he is found liable of any wrongdoing by the public at large then he would do the honorable thing and resign.

He also stated that should the other side be found guilty of misleading the nation and helping to destabilise football they too should announce their willingness to relinquish their respective posts within their respective administrations and apologise to the nation.

“Let’s go public as they seem to want to go that way,” Matthias told media operatives, in reference to a briefing held by the disgruntled parties last Saturday, at the Water Chris Hotel.

The members have 48 hours, which will end at midnight on Sunday, to respond to the invitation.

After taking the reins of office in April 2013, the former Georgetown Football Association General Secretary, his tenure has been maliciously examined by past and present players in and out of the administrative setup who according to him are hell bent on disrupting the plans, programmes and conventional practices of good governance which had sadly eluded previous administrations over the past

At the last Ordinary Congress on April 26 at the Regency Suites, there was a no-confidence motion against the incumbent, which led to the reconvening of the Congress within 45 days.

The Congress was observed by CONCACAF’s Director of Legal Affairs Marco Leal, FIFA’s Developmental Officer Howard McIntosh and CONCACAF’s Legal Advisor Bruce Blake.

The reconvening of the Congress was arrived at by Matthias, who sought to resolve the differing issues articulated by the restive associations, but a walkout followed during the Congress after six associations returned.

Those that returned were the Georgetown Football Association (GFA), Guyana Football Coaches Association (GFCA), East Coast Football Association (ECFA), National Women’s Football Association (NWFA), Guyana Football Referees Council (GFRC) and East Demerara Football Association (EDFA).

The associations withdrew after the noconfidence motion against

Matthias, which was filed by the EBFA and seconded by the ECFA, was discarded following a 9-9 tie at the voting.

It is understood that the no-confidence motion did not follow the protocols required for the filing of such, as it did not state a reason for the motion, nor did it contain a letterhead or returning address.

Among the unfinished business at the Congress were the election of two Vicepresidents and the presentation of the GFF’s forensic audit for the period January 1998 to December 2012.

Matthias further stated that the officials were invited to a meeting on May 15 via email to discuss the issues they needed to be addressed.

The GFF boss said he found it strange that those members would then go public a few days later with a number of other issues when they outlined only two in their email correspondence.

At that press briefing, representatives of the Georgetown Football Association, the Guyana Football Coaches Association (GFCA), East Coast Football Association (ECFA), National Women’s Football Association (NWFA), Guyana Football Referees Council (GFRC) and East Demerara Football Association (EDFA) were given the opportunity to express their protestations.

The GFF Head reminded that any attempt to besmirch his personality and leadership must be supported by facts, honesty and objectivity and that is why he has offered to his accusers the chance to challenge his governance and integrity on a national platform.

Also, in attendance at the Briefing was Head of Infrastructure and GFF Committee member Keith O’Jeer.

Gonzalez, Atwell confident of victory at press conference Mexican WBC featherweight champion Jhonny Gonzalez and Guyanese Clive Atwell held a press conference yesterday for their title bout today at the Convention Center in Acapulco, Mexico.

Atwell exuded confidence of being able to record the upset, while Gonzalez said he is motivated and ready to defend his title.

Clive Atwell said, “I’m a boxer with classy high quality so I ‘m going back to Guyana with the world championship. I

have the strength and power to win by knockout.”

Johnny Gonzalez noted, “I want to get into the ring and feel active. I feel motivated and very happy. I have no inactivity to hurt me, was training in a good way and I’m ready to defend the world championship.”

Thirty-two (32) teams will battle for over $500,000 in cash and prizes with Sparta Boss being the defending champions and according to Tournament’s Co-ordinator Kevin Adonis, teams will have to be focused and fit from the start of competition since it will be played on a knockout basis. Cricketers honour broadcasting legend Franklin Langhorne and Major James Fraser The eight cricket teams of the Rose Hall Town Youth and Sports Club (RHTY&SC) on Sunday last hosted their 10th annual Tribute to Heroes Programme. Under this programme the young players indentified and honoured outstanding Guyanese who they view as role models and heroes.

This year the combined group of over one hundred and forty cricketers decided to honour one of their own, Major James Fraser of the Guyana Defence Force, while Secretary/CEO of the Club, Hilbert Foster recommended broadcasting legend Franklin Langhorne and the players accepted.

Foster, in brief remarks noted that the Tribute to Heroes Programme was founded in 2005 with the main aim of honouring heroes who are standard bearers of hard work, excellence and most importantly are role models to the youths.

Major James Fraser left school at an early age due to personal problems but with encouragement from his family and members of the RHTY&SC he returned to school where he obtained over 10 passes at the CSEC level and has now worked his way up to the ranks as a

by RHTYSC President, Keith Foster Major in the GDF. Fraser also represented the club at the first division level, scoring over 6000 runs with eight centuries and a highest score of 190. He also represented Berbice at the Under-19 and senior levels.

Popular Radio Announcer Franklyn Langhorne, the host of popular radio programmes including the Triple ‘M’ show, straight from the heart and Sunday Kind of Love was honoured for his outstanding contributions to

broadcasting in Guyana and the promotion of the importance of education for youths as well as being a positive role model.

Foster, speaking on behalf of the cricket teams praised Major Fraser and Mr. Langhorne for maintaining a remarkable standard of excellence and most importantly for setting a positive example for youths to emulate.

The eight cricket teams: Farfan and Mendes Under-15,

Pepsi Under-19 and Intermediate, Bakewell Under-17 and Second Division, Gizmos and Gadgets Under-21 and First Division and the Metro Female teams have so far honoured over 40 persons for their contributions to sports, education, health, business, manufacturing, music, administration and religion.

Vice Captain of the Metro Female team, Erva Giddings and RHTY&SC Cricketer of the Year Akshay Homraj both expressed pleasure at being able to honour their personal heroes and urged them to continue being positive role models to every youth they meet.

Each of the awardees received a plaque, a medal, a trophy and a special Ansa McAl hamper.

Langhorne in response stated that it was a privilege to be honoured by the leading youth and sports organisation in Guyana and urged the club members to make sure that they always strive to be the best they can be.

The veteran broadcaster stated that he was privileged to attend numerous award ceremonies but this one would always hold a special place in his heart.

Entries pour in for Rising Sun Turf Club Independence Cup Horserace meet Preparations have almost been completed for the Rising Sun Turf Club one day horserace meet in collaboration with the People’s Progressive Party set for this Sunday 25th May at the Rising Sun Turf Club, Arima Park, West Coast Berbice.

The seven race meet has so far attracted over 60 entries with most of the top horses set to compete for the $4M in prize money which will be available in cash and trophies.

Synthetic track taking SHAPE AT LEONORA Athletes will soon be able to hone their skills at Synthetic Athletics track at Leonora on the West Coast of Demerara.

Deputy Permanent Secretary of the Ministry of Culture, Youth and Sport, Steve Ninvalle told the media yesterday that as soon as the rest of the work on the track, which includes drawing of the lane and the installation of Shotput and Hammer, is finished an engineer from BSW will be here in June to do further works which should take a maximum of three days weather permitting and this will lead to its completion.

He informed that the engineer will then forward a report to the International Amateur Athletics Federation (IAAF) for certification adding that they were somewhat hampered by the rain.

Ninvalle said that the two

stands currently under construction were scheduled to be finished by May month end but that seems highly unlikely and it is hoped that they can be completed in June.

In relation to the field, Ninvalle indicated that the contract which was awarded to Eagle’s Engineering was recently terminated and the work is now being undertaken by another contractor Hardatt Thomas.

He said that their deadline is June 1 after which they will be doing six months maintenance.

“There have been some hiccups but I am happy that we have reached this far. We want to give the people a good product,” he added.

“We have had some problems with previous contractors which caused some delay, but work has been ongoing and the Eastern access road is completed,” stated Ninvalle.

DCB U-17 cricket bowls off on Tuesday The Demerara Cricket Board (DCB) Under-17 InterAssociation 50-Over Competition will bowl off on Tuesday May 27.

The first round will see West Demerara and East Bank battling at the Wales Community Centre ground and Georgetown and East Coast competing at the Enmore Community Centre ground.

In the second round on Saturday May 31, East Bank will clash with Georgetown at the Demerara Cricket Club ground, while East Coast will go up against West Demerara at the Everest Cricket Club ground.

And in the third and final round on Sunday June 1, Georgetown will take on West Demerara at the Georgetown Cricket Club ground, while East Bank will meet East Coast at the Demerara Cricket Club ground.

Perry eyes senior team selection

wenty-five year old Everest Cricket Club wicketkeeper/bat sman Joseph Perry said he wants to represent Guyana in the next regional 4-day championship. Speaking with Kaieteur Sport on Wednesday last at the Georgetown Cricket Club, Bourda Perry stated that he is working feverishly to achieve this feat.

“I know I have the ability to do well at the regional level so I am looking forward to the next Inter County tournament”, he added.

Born on September 5, 1988, Perry who resides at Plaisance on the East Coast of Demerara started to play the game at the age of 13. He represented the club at the Under-15, 19 and second division levels before

gaining selection to the first division team.

His highest first division score to date is 112 not out against Georgetown Cricket Club in 2013. He also effected five dismissals versus GNIC the said year.

He made his senior Inter County debut in 2010.

Last weekend Perry scored 57 and 87 not out against Demerara Cricket Club in the GCA 2-day first division competition.

However, he thinks he has not been given a fair chance to showcase his ability with the bat at the Inter County level.

“Most of the time I have been batting down the order, but I am confident I can give good account of myself if given an opportunity to bat earlier. I am aware that I have to perform consistently with both gloves and bat to

He informed that he has landed himself a six-month contract with Vikings Cricket Club of Canada to play in the division one league.

Judo instructor Bruce Fraser ‘fighting on’ despite the odds

By Sean Devers At age 30, Bruce Fraser is already a 2 Dan Black Belt Judo Instructor attached to the Rising Sun Judo and Jiu-Jitsu club at the Marian Academy School on Carifesta Avenue in the City.

Speaking with Kaieteur Sports from the club’s main branch on Wednesday, Fraser who has been in the sport for 14 years, explained that there has been several challenges to the sport, which was resuscitated in 2000 after experiencing some of its best times in the 1970s.

Fraser disclosed that between the two branches of the Rising Sun Judo Club there are about 30 members and sessions are held from 18:00hrs to 20:00hrs (the other branch is located in Kitty), adding that it takes about six years to get a Black Belt, while Judokas under the age of 16 cannot be promoted to Black Belts despite the skill level.

Fraser has Martial Arts in his blood. His uncle David Fraser represented Guyana in the ‘70s, while his Father was also a competent Judoka.

The Instructor, who represented Guyana in Brazil in 2007, explained that the present environment locally is not conducive to developing Judokas because of the internal politics in the sport.

But all is not doom and gloom since Fraser has several plans to keep the sport alive despite the absence of International opportunities.

“We have to take small strides. We have started to promote Judo on Facebook nd

and get more females involved, especially with the increase in domestic violence. We have also tapped into the school which has provided 16 members to our Club and their interest is tremendous,” Fraser informed.

He disclosed that his club has produced Raul Lall who represented Guyana in 2012 in London, adding that the club buys mats and each member pays for their Judogi. Fraser said that the club presently caters for students from ages 18-55, while there is also a youth programme in place from 15:00hrs at the Marian Academy.

“The biggest challenges locally are the attitude of many not to want to work hard and still expect success, the lack of Judo clubs and the internal differences due to petty issues,” said Fraser, who says his love for the sport keeps him involved in Martial Arts.

“When Judo was resurrected in 2000, the name of our Association was changed from the Guyana Judo Association (GJA) to the Judo Association of Guyana (JAG). Back then there were only two Black Belts in the Guyana.

However, an overseas Black Belt Instructor came here and promoted a few of the local guys to Black Belts.

They were promoted due to their experience but because they did not come through the system and a couple of Greens Belts were among those promoted it left gaps in the technical aspects of the sport,” Fraser lamented.

he quest for top honours and bragging rights in the East Demerara Football Association (EDFA) begins as the best league teams will get cracking from tomorrow when rivalry in

the Stag Beer sponsored division-one league kicks off.

At the Buxton Ground, the home team will get proceedings underway when they come up against Mahaica Determinators, while Victoria Kings tackle Ann’s Grove.

Play will continue on Monday May 26 at the Beterverwagting Community Centre Ground with another double header.

The winning team will be rewarded with $200,000 with the runners-up

WICB says there is no dialogue with BCB on Independence T20 Cup Tournament remains unapproved The West Indies Cricket Board (WICB) responded to an article appearing in yesterday’s edition of a local newspaper in Guyana headlined: ‘Talks over Independence T20 still on’ The Stabroek News reports that the President of the WICB Whycliffe ‘Dave’ Cameron is in “dialogue” with the Berbice Cricket Board (BCB) with regard to a cricket event in Berbice.

However, according to the release sent by Manager, M a r k e t i n g & Communications of the WIBC, Imran Khan, “Cameron and the WICB wish to make it clear that he is in no such dialogue” The release further stated that the WICB President received communication from (BCB executive) Anil Beharry who raised the matter.

“Cameron advised Beharry that the matter was a procedural one and the WICB had already made a declaration on the issue. The WICB’s position remains.

Meanwhile, the BCB has indicated that two of the Corentyne teams slated to play in the tournament (Port Mourant and host club Albion) have withdrawn from the competition.

The competition is a joint initiative between the BCB and the Berbice Chamber of Commerce.

Half of the proceeds will go to charity and the other half equally divided between the two Berbice entities.

The first year the tournament did not need approval from the Board since it was a softball tournament. However, last year’s hardball cricket was included and the BCB applied and was granted permission.

“But this year they never applied even though when we saw it in the media we wrote the BCB a letter to remind them that they needed to send a letter for approval from the GCB. This is not Berbice Cricket since teams from East Coast and Georgetown are also involved,” a GCB official pointed out.
