Man charged with 2008 murder of fuel dealer likely for re-trial

ondell Bacchus, who is charged with the July 2008 murder of scrap metal d e a l e r A l l i A k b a r, i s expected to face a second retrial in the upcoming session of Demerara assizes.

That session is scheduled to commence next month at the High Court in Georgetown.

His two other trials ended in a hung jury.

It is alleged that on July 24, 2008, Bacchus, formerly of Sophia, Greater Georgetown, murdered Alli, during a robbery. Based on

reports, on the day of his demise, Alli withdrew about $2.1 million from a city bank and went with his wife to another city bank after which he proceeded to Brickdam to transact business with an auto dealer.

Alli had parked and along with his wife, exited the vehicle. It was then that two men rode up on a motorcycle and snatched the bag containing the money which his wife had. The men then rode away, but Alli gave chase. One of the bandits shot him in the chest. The injured man was taken to the

Georgetown Public Hospital where he eventually succumbed.

According to records, Bacchus was first tried for the offence in 2014, before Justice Navindra Singh.

However, that trial ended in a hung jury. Consequently, Justice Singh ordered a retrial. The matter came up again in 2016 at the Demerara assizes, this time, before Justice Priya Sewnarine-Beharry. The jurors in this trial were unable to arrive at a verdict causing the judge to order a re-trial.

Renegotiate Guyana, Exxon PSA now - Houston University Instructor

ow is the ideal time for Guyana to renegotiate its highly criticized Production Sharing Agreement with ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), Hess Corporation and CNOOC/NEXEN says Tom Mitro, Instructor and Co-Director at the University of Houston.

During an interview with Kaieteur News, the Senior Fellow with the Columbia Cente r o n S u s t a i n a b l e Investment (CCSI), said that contract renegotiation at this point, before further significant investments are made, is fair to the contractor and would be in Guyana's best interests.

The Consultant who has 45 years of experience in management and instruction of pe t r o l e u m f i n a n c i a l , commercial and government related activities said, “This is the ideal time to do it. Not only is it a time when the company needs approvals but it is fair for the company too. “If there is going to be a change of contract terms, do it now. It is better to do it before a vast majority of investment is made.”

Mitro, who previously worked for 32 years for Gulf Oil and Chevron, reminded that

In addressing apprehensions to broaching Exxon with the topic of renegotiation, M i t r o categorically stated that the American super major and its partners would not walk away because better terms are being demanded.

In this newspaper's Sunday publication, the Senior Fellow with the Columbia Center on Sustainable Investment (CCSI) said, “You can safely say, and write this down, 'Exxon will not walk away from Guyana, no matter what. They have no other opportunity like this in the world...” The Consultant said that even if ExxonMobil walked, which is highly unlikely; there are many other reputable companies that would willingly come into the sector.

The Senior Fellow with the Columbia Center on Sustainable Investment said that this project under current terms and relatively low oil prices will bring great returns for ExxonMobil. Mitro said that Guyana can adjust and tweak terms in the contract so that it works for both parties.

He concluded that trying to force a deal that does not work for both parties has implications.

Ruling pending for death row inmates

lmo Benedict and Dave Banwarie who were both sentenced to death for the March 3, 2008 murder of Rakesh Rajaram which occurred at Sand Hills, Berbice River, will know their fate on Tuesday, May 28, when the Court of Appeal will hand down its ruling.

Following the hearing of arguments, the court had reserved its ruling on whether it will allow or dismiss the appeal.

In the event of the appeal being allowed, in keeping with the arguments adduced, the conviction and death sentence could be quashed.

Benedict and Banwarie were sentenced to death back in 2012 by Justice James Bovell-Drakes at the High Court in Berbice after the jury returned unanimous guilty verdicts.

Subsequently, they applied to the Court of Appeal for a review.

The two death row inmates were represented by Attorney-at-Law Mark Conway, while Attorney-atL a w D i a n a K a u l e s a r, appeared for the State.

Conway essentially argued that the killing was not intentional, since his clients after realizing that Rajaram was seriously injured, took him to the hospital.

The lawyer further argued that the learned trial judge failed to ask the jury to

consider the lesser offence manslaughter.

Banwarie, 27, and Benedict, 25, are accused of killing Rakesh Rajaram on March 1, 2008, at Sand Hills.

Rajaram, who hailed from Kortbraadt, East Bank Berbice, had reportedly fled his home after he was unable to pay an affiliation fee and had racked up hefty arrears.

He relocated to Sand Hills where he was employed as a coal miner. He sought refuge at the home of a family in the area and became involved with a teenage daughter of his host.

Rajaram's involvement with the teenager reportedly angered her parents, since she was already involved with someone else and they ordered him to leave their

premises, which he did.

However he stayed in the area and constructed a shack not too far from his former host.

Sometime after it is understood that Rajaram, armed with an improvised shotgun, abducted the girl from her home and took her to a clump of bushes in the area.

This furthered angered the girl's relatives and it was alleged that the woman's intended partner and a close relative armed themselves with cutlasses and went in search of Rajaram.

He was later chopped to death. An autopsy report recorded the cause of death as due to shock and haemorrhage, along with multiple cuts.

EDITORIAL

A dicey situation There is this relentless escalation of tensions and the corresponding discomfiting rhetoric. Whether construed as belligerent or provocative is anyone’s choice, but everyone’s concern, wherever located. There is much at stake, all menacing.

‘Amidst reports that range from “murky” to “conspiracy” this much is factual: Tankers have been interfered with, some damage done, and sabotage is suspected. Fingers are pointed all over; so, too, are the raised voices and sharp postures, inclusive of American and Saudi suspicions and accusations. Insurers have cast their gaze at the Revolutionary Guards. It is the perfect storm of contradiction and confrontation. Nonetheless, this is the worst lane for such a matter to occur; things can pileup quickly in horrendous tangles.

Harsh realities unnerve: from tightening supply fears, to prices already on the move, to bottlenecks posed by the tight and strategic Straits of Hormuz. Loading up and concentration of armaments in those very small lakes hold the heavy probability of error in judgment or accident or the camouflage and recklessness of a Gulf of Tonkin cover story.

There are those in the West, who do not need much incentive or context to take the plunge.

The Iranians have largely moved away from the aggressive, sometimes apocalyptic language of Ahmadinejad.

There is more nuance, but no less danger. They have long possessed a heavy streak of martyrdom embedded in their psyches; not helpful. They are also manifesting the doggedness of the underdog.

There are too many interrelated, hostile parties in the pressure cooker of the volatile Middle East. With so many powers vying for ascendancy in the region’s politics and economics a conflagration is threatened.

One slip, an abiding determination to not step back and lose face, and zeal with the weapons and manpower available are all that it takes. Everyone professes disinclination towards war; none moves away. The pump is continually primed. There are enough extremists clustered in those parts, and not exclusively with the adversarial parties alone. They would like nothing better than realization of visions of end times.

Any engagement is not likely to be isolated to a single theater. There are broadsides of overwhelming power on the one hand, and on the other, there are those pockets and unknowns that combine to create a broad, soft underbelly.

It would be to the advantage of the sanctioned, strapped, and beleaguered Persians to involve as many nations as possible in what could be a dogfight in a taut strategic junkyard.

It pays to make it more than a David versus Goliath encounter. There are so many more itching for a chance to strike at traditional enemies. There are all those proxies currently unoccupied and waiting. They are a known and formidable. This can get hopelessly barbed and nightmarishly messy.

The Israelis may be tempted to be adventurous in manners covert to exploit the situation, if only to add to the woes of a longstanding tormenter and scorner. For certainty the Saudi Arabians are not going to sit on their hands if fighting breaks out. In fact, the Saudis have taken the lead in ecommending that hostilities be commenced sooner rather than later.

Regardless of location on the global map, none will be spared, all will feel the heat. It would be in the form of steep hikes in oil prices; for oil dependent nations that would be the equivalent of actual economic sanctions, because of the stringencies and pain that are sure to follow in the wake.

Guyana is not producing any oil at this time, so it is not in a position to be protected domestically, or to capitalize internationally. It is an untimely place to be: so near, yet so far. Nearby are the intractable political problems that are more immediate, more personal. Iran, though, could be Armageddon.

We need to know the scope of these two agreements signed by Govt. and the specific benefits which will accrue to Guyana DEAR EDITOR, Yesterday, the Kaieteur News carried an article “United Arab Emirates to help Guyana address challenges to taxation, customs”, sourced to Director General of the Ministry of the Presidency, Mr. Joseph Harmon, stating that by way of two crucial agreements, Guyana will soon be able to lean on the expertise of the United Arab Emirates (UAE) in addressing taxation and customs issues.

The referenced agreements approved by the

Cabinet “speak[s] to the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and capital”.

It appears that Mr. Harmon is referring to the kind of double taxation agreements under section 89 of the Income Tax Act of Guyana which authorises the Minister to enter into arrangements “with the Government of any other country with a view to affording relief from double taxation in relation to income tax and any tax of a similar

character imposed by the laws of that country…”

It would be interesting to learn whether the Guyana Revenue Authority was involved in the negotiations leading up to these agreements and the kind of expertise which the UAE can offer Guyana in matters of taxation and customs.

Whoever negotiated the two agreements must be aware that the UAE is a federation of seven Emirates and that there is no federal corporate income tax (CIT). It is possible that Guyana may

have entered into an agreement with one or more of those emirates, but that is not what Harmon said.

Similarly, the UAE does not levy income tax on individuals. Excise Tax and Value-Added Tax do exist in the UAE, but these are not taxes subject to the section 89 provision. It would help us citizens to understand the scope of the two agreements signed by our Government and the specific benefits which will accrue to Guyana from the agreements.

Facebook – the dark side DEAR EDITOR, I read that things have escalated jarringly. I sense the ground being prepared for electronic conflict.

Thanks to its ubiquitous nature and unending reach, Facebook has now been marshalled for personal and political offensives, mileage, and damage; the good is overwhelmed. This is the dark side of Facebook that I fear; why I avoid it like the plague. I know I lose some value, but not budging.

Editor, regrettably, this wondrous tool has the potential for misuse and mischief, and through doing so, multitudes diminish considerably the positives of its revolutionary presence. It mutates into a free-for-all in malicious, irresponsible, unaccountable Guyana.

Facebook is the perfect tool. I am nowhere near it, but I hear it. Shout “Fire” before a congested and angrily divided audience, and it is guarantee of a frenzied rush toward the throats and outlines of cyber enemies and combatants, political and social foes all, be they imagined or already prejudged and condemned into the most unpardonable of corners. Those shouts ring loud from every impassioned corner of this country.

The electronic hysteria that unfolds has another unbeatable advantage: it affords the cloak of anonymity for one and all; it empowers the scurrilous and the cunning to sow the most poisonous seeds and weeds in a very receptive and supercharged radioactive political environment.

And that toxic environment is diseased

through and through with the ugliness of race.

In Guyana, politics is race; race is rage; rage is indiscretion; and indiscretion inevitably is insanity.

The maddened and committed and the uncontrolled know neither reasoning nor respecting nor the discipline of anything that is selfrestraining. Unchecked, cyber adversaries become physical ones. This I discern; this is not debatable.

Editor, as is too well known, Facebook could function as that most powerful of platforms, from which to demean, to incite, and to upend.

This resource in the hands of an unmanaged and uncaring electronic herd (it is an electronic mob, too) facilitates and powers many things for the wrong objectives, the worst of objectives in this embittered, tinderbox square of local political topography.

There is the ability (and intense readiness) to engage in scandalmongering without c u l p a b i l i t y, t o i n i t i a t e reputational tampering without answerability, and to partake in clever and not always subtle race-baiting without a care for the vulnerabilities that can be triggered.

A not-so-constructive start has been made; two sitting ministers of the government have come under a sharp fusillade of allegations that are sweeping and imperiling.

Imperiling as to the civility of discourse, as to temperateness in a time that needs it more than any other time.

The fevers still rising

are at that pitch, the emotions still surging, gather to go to still higher levels, and the chronic antagonisms daily multiplying reach for any spark, any excuse, any opening to exhibit the real hate-filled face and the true tress-clotted heart that is of Guyana, and on edge G u y a n e s e . T h e C C J ’s rulings will only feed.

Those two tactically chosen ministerial electronic assaults could be the first step in a calculated upping of the ante and rearranging the political, racial, and social temperatures. They may contain elements of fact, but it is not the best of ways, or for the most progressive of purposes.

Things like these two examples render moot all anticipations of news (all holdings) from the regional jurists pondering Guyana’s complex simplicities; they reveal so much about an unlearning and incorrigible polity.

They could be two preemptive instances that are part of a larger emerging strategy waiting at fingertip and before keypad and keyboard. A different kind of games would begin.

There is sure to follow the quick retaliatory inkind responses, the intrusive talons that pierce and wound without regard for truth or accuracy or sanity from the other side of the divide.

The terrain already inaccessible to begin with, threatens to deteriorate into the even more impassable.

One target is contemplating (has indicated) lawsuits to be filed. That is one remedial route that may usher in

some semblance of thoughtfulness, less recklessness. The rank and file in the camps of diehard loyalists and extremists are not constrained by such litigious niceties and recourses. They place their own interpretations and their own solutions to things.

Unless the wiser minds and more sober heads in the major political groups are aware of the risks, rise to the challenge of the hard hour ahead, and insist o n a n o t h e r w a y, a l e s s confrontational approach, then these overt and covert electronic battles can escalate where no one wants to go, but could easily do.

Editor, though I am not on Facebook or any social media (I limit myself to email and text and only recently WhatsApp), I recognize and laud its reach when used conscientiously and honestly.

I welcome it, in all of its faces, as a channel of national and global connectivity; a universal medium for frank and principled exchanges (from any distance) on just about any subject; and as forum and clearing house for the distillation of ideas and visions.

This bitter and broken society could benefit immensely from access to this tool and resource, when used responsibly and ethically.

It cannot - and must not - be a weapon. In this country, the potential to go ballistic (nuclear) is all too e a s y, t o o i m m i n e n t . I believe it is that kind of weapon.

Let’s regard each other by the content of our character DEAR EDITOR, The letter published in yesterday’s Kaieteur news written by Yvonne Sam, titled ‘Let’s forget about race and welcome the newest royal into his place’ is powerfully crafted and I hope it will be read and re-read by citizens in Guyana and across the hemisphere.

I compliment Ms. Sam for her scholarship, courage and wisdom and share our hope that the new baby to Prince Harry and Meghan Markle will grow up unaffected by this nasty, debilitating fourletter word RACE. I wish to make one comment, if not correction, to the well-written letter by Ms. Sam. Ms Sam notes that the birth is the first mixed race into the Royal Family. He is not the first. She can refer to my book written on Georgetown ‘An Anthology of Georgetown Guyana and a piece of the world.’ On page 32, I secured a painting/picture of Queen Charlotte Sophie, the wife of King George III of England.

Interestingly, we celebrated her birth anniversary, yesterday, May 19. Queen Charlotte Sophie of Mecklenburg from all accounts was half-black as her painting/picture shows that is, before some were retouched by some European historians.

My research led me to a description which is recorded in the book, as being a mulatto.

The official records inform us that “England’s 18th century black Queen, Sophie Charlotte was born on 19th May, 1744.

Charlotte was the eight child of Prince Mirow, Germany, Charles Louis Frederick, and his wife Elizabeth Albertina of Saxe-Hildburghausen.

wife of King George III. She served as Queen of Great Britain and Queen of Ireland from her wedding in 1761 until the union of the two kingdoms in 1801, after which she was Queen of the United Kingdom of Great Britain and Ireland until her death in 1818. She was also the Electress of Hanover in the Holy Roman Empire until the promotion of her husband to King of Hanover on 12th October 1814, after which she was also queen consort of Hanover.

Charlotte was a patron of the arts and an amateur botanist who helped expand Kew Gardens. She was distressed by her husband’s bouts of physical and mental illness, which became permanent in later life and resulted in their eldest son’s appointment as Prince Regent in 1811. George III and Charlotte had fifteen (15) children in total, 13 of whom survived to adulthood. She was the mother of two future British monarchs, George IV and William IV. Her other children included Ernest Augustus, King of Hanover, and Charlotte, Queen of Wurttemberg.

King George III and Queen Charlotte were music connoisseurs with German tastes, who gave special honour to German artists

and composers. They were passionate admirers of the music of George Frederic Handel.”

Queen Charlotte Sophie was a brilliant woman, but in spite of her subjects concern about her obvious African black features, she was respected and highly regarded for her contributions to arts and the upliftment of culture generally.

So here we have sections of the British media trying to belittle Princess Meghan.

Maybe many of those who seek to embarrass Meghan themselves may have the ‘tarbrush’ somewhere.

For us in Guyana, let us work assiduously to put an end to identifying people by race, religion, by the colour of the skin or the texture of the hair, but we rather, regard each other by the content of our character and our willingness and ability to make Guyana and the world a safer and nicer place.

May I add this caveat; my darkest daughter has two sons with a lily-white father.

The family describes those delightful boys as neither black nor white but good, genuine hyperactive Greens loved by all family members, relatives and friends.

Congratulations and high praise for the Guyana Police Force DEAR EDITOR, I would be remiss if I fail to extend my congratulations to the Guyana Police Force (GPF) on a continuing job well done. I read the Kaieteur News on-line edition early every morning on arising this is nothing short of a ritual for me.

As a former member of the GPF Special Branch division, I take an intense interest in the activities of the Force in protecting the citizens of my beloved country. A land I am looking forward to returning to permanently one day.

As can be expected, the

low points of the GPF’s performance have caused me consternation on occasion.

Slow response to citizens’ requests, due to lack of vehicles or just plain disinterest on the part of some ranks who fail to appreciate their oath to protect and serve.

However I’ve noted with much pride the recent successes of the Guyana Police in resolving recent crime against honest lawabiding citizens and solving cold cases.

The speed in concluding these matters are a source of

pride for me, that should send shivers through the spine of the criminal element.

I’m truly filled with prided in reading about these successes and would be ashamed of myself if I fail to lend my bit of congratulations.

Case in point, the demise of those thugs in Berbice, compliments of the SWAT team sent there to put an end to their cancerous activities.

Job well done guys; keep up the fine work and stay safe as you serve and protect.

Minister Bulkan has clearly demonstrated that he has a conscience and accepts his civic duty DEAR EDITOR, It is admirable that Minister of Communities, Mr. Ronald Bulkan, has chosen to publicly explain (Sunday Stabroek, 19th May, 2019) the reasons for him not having submitted his declaration of assets to the Integrity Commission in response to my letter of 17th May, 2019.

He has clearly demonstrated that he has a conscience and accepts his

civic duty.

I consider that it would be unkind, if not unfair, to suggest that he is seeking to excuse himself from compliance as I note that Mr. Ijaz Rahaman has done in his letter (published in the Stabroek News, 20th May, 2019).

I do, however, agree with Mr. Rahaman that Mr. Bulkan would probably have been best advised to have

submitted his declaration, regardless of the inadequacies of his bank’s reporting to him.

I urge Minister Bulkan to persuade his colleagues in Cabinet who have failed so (Continued on page 6)

I urge that these children are given the necessary counselling and guidance to help them overcome the trauma DEAR EDITOR, The frequency with which women are killed at the hands of their husbands/spouses is deeply troubling. Such killings are referred to ‘as crimes of passion’ but they also mask a deeper sociological understanding of a sense of shame and rejection by parties in failed relationships, especially when it involves infidelity and lack of trust.

The recent incident where a woman was murdered and buried by her ex-husband at La Union is still fresh in the minds of Guyanese. The dust from this horrible crime, as it were, is not as yet settled, and we are now faced with yet another gruesome murder at

Anna Regina, where a mother of five was allegedly murdered by her husband.

The sad thing in both these cases is that children in their young and formative years are being made to suffer the consequences of such horrific acts committed by close family members. This could leave permanent scars on these children.

I urge the relevant authorities to ensure that these children are given the necessary counselling and guidance to help them overcome the trauma and despair they would have experienced.

There is, I believe, a case for some form of anger management programmes to

target those who are in need for such form of assistance.

Killing of a loved one is not normal, and often results from a disturbed state of mind, in which people lack the ability to think clearly and rationally.

There is also need for an inter-agency approach to deal with issues of domestic violence and spousal abuse which should involve the community-based organizations, the Social Protection Ministry and the media. In addition, the teaching of tolerance, respect and conflict resolution methods should form part of the school’s curriculum and commence at an early stage in the education cycle.

Realizing our individual and national goals requires switching to rational, constructive thinking DEAR EDITOR, As we consider our political dilemma of having two major political parties which have in varying degrees contributed to our underdevelopment and failed at addressing corruption, among the other pressing social problems that result from their policy failures, it is worthy to observe that it makes no sense to fetch water in a bucket with a hole in its bottom.

A half a century of policies which have failed is more than enough to give cause for change. But realizing change can only be achieved with a change in our mindset, a movement towards rational, constructive thinking which evaluates the policy choices our political parties offer us, and through which we choose intelligently among these parties the one which responds best to our desires for increased individual and national welfare.

We need to ask some basic questions about the critical issues we need to focus on as a nation. These are reflective of our current environment, and include a constitution which was designed to enforce dictatorship and autocratic government by effectively barring parliamentarians from making independent, professional decisions, while paying lipservice to democracy. These questions are set forth below.

Have the policies of the Coalition benefited: 1. Sugar Workers? 2.

Rice Farmers? 3. Public Servants? 4. Workers in the Private Sector? 5. Our Unemployed Youths who cannot find jobs? 6. Has the Coalition worked to address rampant corruption? Why Am I supporting the Coalition administration?

We also have to ask if our political parties have in the past committed to these policies and whether they have actively delivered on these issues.

Because if they haven’t, it is unlikely that they will ever do so in the future.

Thanks for affording writers that precious space that our voices can be heard DEAR EDITOR, I caused a letter to appear in the Stabroek News and Kaieteur News on Wednesday 15th May, 2019 under the caption “This increase should have been applicable to all National Insurance Scheme (NIS) Pensioners”. It was good to see that the long-serving Publicity and Public Relations Officer of the N.I.S. Dianne Lewis Baxter responded the very next day in the Stabroek News, indicating to the General Public that the issue of increase of persons whose pensions are above the minimum rate is currently

being discussed by the National Insurance Board and Management.

Thanks to the Public Relations Officer, because it is always never too late than never. Now that this vital piece of information is in the public domain, we the pensioners can live in hope rather than despair…so far so good.

Years ago I also, through the editors of the Kaieteur and Stabroek News, commented about the Ultra Sound Machine at the Suddie Public Hospital that was operable, but the public could not have benefited from this

important medical investigative equipment, because the Cuban Technician had returned home on holidays.

I was pleasantly surprised when I learnt that the very next day the Ultra Sound Machine was in operation, by a Guyanese Technician.

Service at Fort Wellington Hospital DEAR EDITOR, I would like to share my recent experiences at the Fort Wellington Hospital in Region #5. Last month, I visited the said institute one day - around 6:45am - and to my surprise no doctor was on duty (not even in the emergency department) even though there were over 20 persons present.

We were told that doctors would start working at 8am.

One doctor started to work at 9am and two others at 9:30am.

As one may guess there were more patients now.

I waited my turn and was referred an ultrasound. To my

surprise again, I had to make an appointment and the next available date was one month later. I complied.

I arrived for the next appointment at 7:30am. I was hoping to be dealt with in a timely manner, however once again the operations for the said department commenced at 9:20am. By the time I was finished it was lunch time; please bear in mind that ultrasound patients are not allowed to eat anything but drink water. I empathize with the pregnant mothers and persons of the working populace. This is very unprofessional timing as

patients are at more risk now - even developing gas, unbearable pain and so on.

While, there is a lot of improvement at the institution, professionalism is something to question. From requesting of patient’s history card (mandatory to see a doctor) staff have a hard time to find; lab technicians had earphones on (I could have even heard the music) and bags on their backs while performing duties.

I do hope this prompts the relevant authorities to improve services for the people in Region five.

Will this racial tit for tat ever cease?

DEAR EDITOR, Sometimes you lose faith in this beloved country of ours. Over the course of the weekend, we all heard that Police had killed three bandits somewhere near the Black Bush Polder area. I was elated as like many other Guyanese, as I was becoming uncomfortable with what appeared to be a spike in violent crime, robberies and home invasions.

So once I reached to work on Monday, I logged onto my Facebook page to update myself on the finer details of the shootout. To say that I was shocked and depressed by the level of racist comments regarding the incident is an understatement of sorts.

Many Guyanese appeared to have viewed the deaths of the three bandits through racial lens and prisms, despite the fact that Berbicians had been pleading with Police to do something about bandits operating in the area. Despite the fact that they were heavily armed, and in spite of the fact that the situation had become so bad that those at Eve Leary had sent the SWAT team

to help regular police in the region.

A few enquired why the men could not have been arrested despite the fact that they were shooting at officers, and hiding in the backlands of Black Bush Polder. Not surprisingly, some of the racial or politically-inclined comments came from wellknown politicians.

Editor, these statements are coming apparently from people who are not enduring the trauma, the fear and the mental torture associated with crime in Berbice.

They are only interested in making a point through racist

and political lens.

The result of these posts is that those with opposing views found it necessary to reply, with predictable unpleasantness. Will this racial tit for tat ever cease?

With this attitude of seeing any and everything through racial lenses, I humbly submit that we are doomed as a nation if this state of mind continues. It is simply absurd that some from one section of society could view the deaths of three bandits with more than 200 rounds, in racial or political terms.

Stakeholders agree on new regulations for gold sector Stakeholders of the gold sector appear to hold one head for new regulations.

Yesterday, Minister of Natural Resources, Raphael Trotman, said that together with the members and officers of the Guyana Gold Board (GGB), he held a consultation with gold dealers and mining organizations to discuss proposed amendments to the Guyana Gold Board Act. “During the meeting, the minister made a presentation of the Guyana Gold Board (Amendment) Bill 2019 which seeks to amend the Guyana Gold Board Act, Cap. 66:01 and certain provisions of the Tax Act, Cap 80:01 in an effort to strengthen the regulating regime of the gold trade,” a statement from the ministry said. “This would allow the successful execution of the provisions of the Act and therefore improve transparency, accountability and the efficiency of the GGB in carrying out its business in relation to the purchase and sale of gold.”

Relatives of slain bandits shocked at their deaths - unaware of their “life of crime”

By Malisa Playter-Harry Several minutes of continuous gunfire between police and armed men in the Mibicuri, Black Bush Polder backlands ended when ranks found the three lifeless bodies of the men lying in the swampy area.

Beside them were their weapons and haversacks.

Dead are, Sewchand ‘Pappy’ Sewlall, Kelvin ‘Kelly’ Shivgobin and Ramnarine ‘Andrew’ Jagmohan.

Sewchand ‘Pappy’ Sewlall, 52 of Johanna, Black Bush Polder was previously charged and spent time in prison for robbery under arms in 2015. After his release from prison he kept a low profile while living in Black Bush.

His relatives told Kaieteur News that he lived his life as a cash crop farmer in his village and did fishing as well.

They, however, disclosed that they were not aware that he was involved in crime and are still in shock.

Devika Singh told this publication that the last time she heard from Sewlall was on Saturday when he was at home. She noted that most of the time “he does be in the garden doing work”. She

“We don’t know what he was involved in but it would have been reasonable if dem police did arrest them and bring dem out rather than shoot and kill dem. He is a fisherman and does do he cash crop farming, so I don’t know”, Singh said.

She added, “He was a good person; he never show us any bad face, never talk to us hard and so, so we are very shocked.” The relatives questioned why the police shot him rather than arrest him.

Meanwhile, at the home of Ramnarine ‘Andrew’

Jagmohan, relatives had gathered while his mother Pamela Jagmohan was still devastated upon hearing the news that another of her four sons was killed.

She explained that ‘Andrew’ was released from prison in March following a no-case submission by his Attorney Chandra Sohan, he had served time for a murder charge in conjunction with his brother Neshan Jagmohan who was killed during a prison brawl at the New Amsterdam Prison in 2017.

They were jointly charged for murder committed on Devendra Dave Deodat, a businessman that was shot and killed during the course of a robbery at his Hampshire home.

two weeks with her after his release from prison in March “but after that dem police ah come and run down he steady.

She said she was under the impression that he had changed his ways and was finally employed at a decent job. “All the while he binna talk with me. When he call, he does tell me how he a work.

Sunday morning he call me and me ask he wat he doing and he seh how he ah eat lil food and me tell meself he deh arite and he a work”.

She had not expected the news to come later that day that her son was one of the men shot down by police in the backlands.

The tearful woman said,

“Me na know nothing wha he ah do, if he was just fooling me and tell me that he working. Me deh hay me can’t tell you what he binna do.”

According to her, they received the message of the shooting shortly after it happened. She was told that her son was one of them. His other brother, Tony Jagmohan, ventured to the location and positively identified his sibling.

Ramnarine Jagmohan was the father of a four-year-old.

He has been in and out of prison for various crimes but it was after his release in March that he promised his mother that he would make a change for the better; that change never happened.

While his mother believes that the police should have arrested her son instead of shooting him, she is of the opinion that if her son did commit the crimes he is accused of then he ought to have been held accountable for it.

She only wished that he had not been killed. Another son for the woman, Tameshwar Jagmohan, is presently on remand at the New Amsterdam Prison for the triple murder in Black Bush Polder that took place in 2017 where a man, his teenage son and brother-in-law were executed in the Black Bush Polder backlands.

He was recently committed to stand trial in the Berbice High Court with four (Continued on page 21)

Whither Independence Sunday is Independence Day. It has been fifty-three years since Guyana attained its instruments of independence from Great Britain.

During the fight for Independence, the British were reviled. They were accused of all manner of things. Yet in the early days after Independence, Guyana found comfort operating with a Westminster political system.

Then suddenly there was an aborted uprising in Trinidad which sent shivers down the spine of Burnham.

It was only then that he realized that the system of foreign ownership of the commanding heights of the economy

was not bringing benefits to the average man.

It was a Eureka moment.

The then government decided that it was time to change direction. It turned left. It began by signaling the nationalization of the commanding heights.

But under relentless pressure from the Americans, it ended having to pay for the nationalization of the bauxite industry. And this was after the foreign owners had decapitalized the industry and moved significant assets out of the country.

The then government forgot that the system of cooperative socialism that was be-

ing experimented with required a political system other than the Westminster system.

In 1980, it tinkered with the system by creating an executive presidency but retained all the features of Westminsterism. With Independence came an even closer attachment to the trappings of the former colonial order.

Some big plans were unveiled. The country was declared a cooperative republic.

The result was a virtual collapse of the education system. Many students being forced to accept a substandard secondary education and others having to attend primary tops since there were insufficient places in the secondary school system.

The price for increased access to certain levels of education was an overall reduction in the high standards left by the British.

Socialist education was supposed to create the new man.

The new man emerged in the form of suitcase traders rescuing the economy by travelling to other countries to get goods that were in short supply; teachers having to sell sugar cakes and other confectionaries in order to make ends meet and a huge migration of the middle class, ironically to non-socialist countries.

While all of these changes were taking place, the school year was still based on the British system, breaking for summer and Christmas as is the case in England. It still is.

The winds of change also affected the health system with Guyana attaining the notorious distinction of having to temporarily close down the main operating theater at its main hospital because of its insanitary condition. Without the help of international organizations which the socialists liked to describe as “imperialists” the entire system would have collapsed.

The courts somehow

avoided the rot. The courts were supposed to be, like in England, independent. But one day somebody had the idea that the flag of the ruling party should fly over the Court of Appeal, signaling that state institutions were to become under this new system, subservient to the government of the day.

Twenty years after independence, Guyana found itself bankrupt and heavily indebted. Things were now slowly falling apart. They had fallen apart. Foreign credit was evaporating. The country was marking time, like it did in 1953.

In the early eighties, after having condemned the IMF and World Bank as imperialists, a decision was taken to engage these two institutions for a bailout. But when shown the prescription and having seen what this medicine did in Jamaica, the remedy was rejected.

By 1987, the socialist government found itself cornered at home and isolated from both sides of the ideological divide. With the economy grinding to a halt, the socialist government suddenly found faith with the IMF and World Bank and swung from left to right.

In 1992, the Guyanese people through free and fair elections put an end to their misery by electing a new government after years of being

denied this right because of rigged elections.

The new ruling party raised fears in the West. It had strong ties to the communist parties that ran the Soviet Union and Cuba and had never hidden its admiration for socialism. But on the eve of elections, it announced boldly, and without explanation, that the building of socialism was no longer on the cards.

The economy was restored to health but an oligarchic class seized control of the economy. And under a ruling party which has claims to be working class.

In 2015, the people decided through free and fair elections to opt again for change. But instead of change all they are getting is exchange.

That is Guyana’s independence journey in a nutshell. We do not wish to admit it must Independence exposed the underbelly of the country’s post-Independence political leadership – ordinary men who are capable only of ordinary things. This is why the journey has been one of contradictions.

UG: Something about this government I did not disclose There is a crescendo of criticism rising in the air about the performance of the Vice Chancellor of UG. In a forthcoming column on UG I will do a fantastic chauvinistic act for which all readers, in and out of Guyana, will accuse me of showing off. But I will show off and ask your forgiveness because when you read the context, you will understand why I am boasting.

Last year, a senior Cabinet Minister confidentially requested of me to facilitate a meeting with the two UG unions. I am not going to re-

fer to the minister as he or she.

When I was contacted I got the distinct impression, it was not a Cabinet decision to meet with me but that minister must have heard voices whispering concerns about what is taking at UG. For the record, I never associated in anyway thin or thick with that minister before or after 2015.

Strict confidentiality was asked of me. I told the leadership of the two unions that the general membership of the unions cannot be told about the meeting because leaked information could put the minister in an awkward

position with the rest of Cabinet.

I suspected that there are two ministers and President Granger that are close to the Vice Chancellor and if they know about the discussion, the event could die before it was born.

Of course it didn’t make sense that the minister would keep the data acquired from the unions from the president since the President would have to give approval on any re-direction at UG. But still, I insisted that only a tiny group from both unions make the journey.

For the academic union, only Dr. Jewel Thomas (the chairperson) and for the nonacademic union, only Bruce Haynes and Khemraj Narine (chairman and vice chairman respectively) were present. I left after the necessary facilitation into the ministry’s premises and returned after the meeting was over. I didn’t think it was appropriate for me to sit in.

I say in all honesty, what came out of that dialogue I don’t know and never asked.

My role was to facilitate not to enquire about the unions’ business. Now that there

seems to be a re-think in Cabinet about UG’s leadership, I am wondering if my little “consultancy” paid off.

But the crisis at UG is just another indication of how eerie is this country. I cannot elongate on this eerie nature because I will devote an entire column to the “show off” analysis mentioned above.

Now here is another thing about UG I did not disclose and I am doing so now. The two unions complained to me that the TUC representative to the Council of the University, Ivor English, was voting against the interest of the unions at Council meetings.

In a recorded interview with English, he said if the unions do not want him he will resign. I told English, I think the unions would prefer that. Coretta MC Donald told me that English was appointed by Lincoln Lewis and that she as President of the TUC did not know about the selection and it did not come from any TUC’s executive session.

In a recorded conversation with Lewis in which I completely lost my cool, I reminded Lewis that he keep repeating with funeral boredom in his condemnation of the government that timehonoured principles must be embraced by the Government of Guyana.

Each time I see Lewis, (last time was at the wake for PNC youth activist, Bevon Currie), I tell him about his stuck record of “time-honoured principles.” In the conversation about English, I told Lewis he, Lewis was not adhering to time-honoured prin-

Two years after the first conversation with Lewis and English, respectively, I had to accost them again on the unions’ disgust with English.

Now last week the two unions announced to their membership that English continues to ignore their intgresrfts at Council meetings and that they are coming out of the TUC. How will the “principles” man explain his double standards to the nation? Lincoln has been a friend for over forty years, and sadly he has become a victim of the dead society Guyana has morphed into. This explains his insensitivity to the pleas of the unions. Why did he emulate David Granger and make a unilateral appointment? Do you want to know the answer? Ivor English and Lincoln Lewis are best of friends and maybe through Lewis, English acquired the status he has at Critchlow Labour College.

Lincoln Lewis is sacrificing the livelihood of UG staff without adhering to timehonoured principles. God help Guyana, please!

Husband in Crane shallow grave murder charged

R

yan Sugrim, who was accused of shooting his exwife to the head, burning her body and then burying the remains in a shallow grave, was yesterday arraigned in the Leonora Magistrate Court.

Sugrim, 38, appeared before Magistrate Zameena Ali where the murder charge was read to him. He was not

required to plead to the indictable charge.

It was alleged that between May 11, 2019 and May 14, 2019 at La Union, West Coast Demerara, he murdered Zaila Sugrim, 36, of Lot 569 Section A Block Y Grove/Diamond Housing Scheme, East Bank Demerara.

He told the court that Sugrim is denying the allegation against him and the police are not being helpful with information. As a result they had to make a report to the Police Complaints Authority.

The attorney added that in certain parts of the media the police are reporting two different stories in relation to what occurred. He asked for the court to send out a warning to desist from these actions that will affect his

client's trial.

As Sugrim was escorted out of the courtroom, his children who were down in the courtyard, sang happy birthday to him. His birthday is today.

The defendant calmly smiled at them, waved and walked into the prisoner's van waiting for him.

On Tuesday last, detectives dug up Zaila Sugrim's bound, wrapped, and decomposing body from a shallow grave behind a Crane, West Coast Demerara gas station where her husband is employed.

According to reports, Mrs. Sugrim visited one of her sons on Saturday. She reportedly later left with her estranged spouse. When she failed to return home, relatives tried to contact her. After several futile attempts they reported her missing. In late December, Zaila Sugrim was hospitalized

for five days after she was allegedly beaten by her spouse, fro m w h o m s h e h a d separated last August. She had left him, allegedly over his abusive behaviour.

A post mortem, conducted on her body, revealed that the mother of five died from a gunshot injury to the head.

Three slain bandits...

Police demolish Berbice criminal gang ‌bullet-proof vests, guns, ammunition among other items discovered I

t was just after 3:00 Sunday afternoon when the quiet village of Johanna, Black Bush Polder, was interrupted by the sounds of rapid gunfire in the backlands. As the news got out quickly, residents left their homes and converged on a bridge connecting Mibicuri and Joanna Villages.

Several jeep loads of police ranks had descended down the muddy dam leading to the location where the gunshots were heard.

Three armed men had been shot dead by ranks of the Guyana Police Force, Berbice.

The team was led by Senior Superintendent Wayne DeHearte who got down and dirty in the swampy sections, guiding his ranks. The operation for the police was dubbed a major success.

Police in a release, disclosed that ranks in Berbice received intelligence that strange persons were in the backlands of Mibicuri, BBP, a team of ranks led by Senior S u p e r i n t e n d e n t Wa y n e DeHearte ventured to the location at approximately 15:35 hrs Sunday and whilst scouring the area, came under fire.

The ranks immediately took up tactical positions and returned fire in the direction where the gunshots came from. The exchange of gunshots lasted for a few minutes but it was after it ceased and while combing the said perimeter that the bullet-riddled bodies of the men were discovered sprawled in the muddy area cocooned by vegetation.

Beside their bloody bodies were haversacks and the weapons they were armed with.

An AR-15 rifle, a pistol, two revolvers, three magazines, 253 live rounds and seven spent shells were found in close proximity to the men. The three haversacks, when searched, unearthed two gold chains, four gold earrings, two gold rings, a silver band, a gold band, a silver pendant,

$609,330 Guyana Currency, $50 EURO, $5 TT, two bullet-proof vests, five cellular phones, a solar charger, a crowbar, knife, Cutlass, 200grams of cannabis and a few other items.

The men were pronounced dead on arrival at the Port Mourant Hospital.

Commander Paul Langevine who visited the location after the shooting had told reporters that he was hoping that "the people sleep more comfortable.

Sometimes people get the impression that the police are not working but the police are always working. If the people are not sleeping comfortable, we are not sleeping comfortable."

However, while the news still remains fresh, villagers are now breathing a sigh of relief. They have expressed their satisfaction to the police for "a job well done".

Otish McDonald, 54, a farmer, disclosed that he heard of a robbery the previous night and information had surfaced that the men escaped to the back lands.

He stated that he is a bit more relaxed now, knowing that the men were taken out

by the police.

"I feel a little bit better now. The police officers did a very good job and I thank them". Another farmer who was making his way home stopped to speak with this publication. He too showed great appreciation for the ranks and what they did. He opined, "Once you do something wrong and the law take care of you, it is better for me".

Jennifer Kyte, also of Johanna Village, stated that her fear of living in Black Bush Polder was growing as the days went by after hearing about the string of armed robberies that ripped through her village up until Saturday night.

She said, "We thank God they catch them because night time we does can't sleep. When you hear dem ah go people place we does be scared, you want know if we go be the next target."

She believed from inception that there were persons living in Black Bush that were in collusion with others to commit the heinous crimes. The woman said, "The police did a wonderful job and we thank them".

UNICEF forges tactical partnerships to advance support for Venezuelan migrants

G

uyana has been putting in place a number of m e a s u r e s t o accommodate the growing influx of Venezuelans. One of the latest moves has been a tactical partnership between the United Nations International Children Emergency Fund [UNICEF] and the Regional Democratic Council [RDC] of Region Four which will cater to the birth registration of Venezuelan migrants.

This partnership was brought to fruition through the recent inking of an agreement.

UNICEF also signed letters of partnership and exchange in advancing its work with Regions One and Four. The agreement will see the Region Four RDC working with a number of Non Governmental Organisations [NGOs].

At a press conference to announce the collaboration, UNICEF's Representative, Ms. Sylvia Fouet, said that she was happy with the level of collaboration that her organisation has been able to establish with a number of organisations.

In fact, she noted that ensuring that births are registered among the Venezuelan migrants is important even as moves are made by UNICEF to expand its partnership to foster child protection.

She said too that the Region Four RDC has been leading the charge among the RDCs in terms of advancing the response to the Venezuelan migrant

issues and with regards to addressing child protection matters which, she believes, will promote a more mutually beneficial relationship.

She added that with a number of other stakeholders, among them being Help and Shelter, Legal Aid and Blossom Inc., she remains confident that the lack of an effective and efficient response to the various challenges would be something of the past.

Coordinator, commenting on his organisation's collaboration said that the NGO is excited to be on board.

He said that it has been working over the years with many of the abused and vulnerable in society.

“In this particular case we would be focusing on children in the two target communities – Region One and Region Four. Also, we have always been advocating for the implementation of the laws that govern the response to these particular groups so we are excited to be working again in this particular area,” he said.

Legal AID Director, Josephine W h i te h e a d , e c h o e d s i m i l a r sentiments, adding that her organisation has a long history of working along with UNICEF. “We have had a long and strong relationship with UNICEF so we are happy to be working with them again...we are looking forward to being able to extend our reach beyond the places that we normally serve which are Georgetown, Anna Regina, New Amsterdam and Fort Wellington,” Whitehead said.

ttorney General (AG) and Minister of Legal Affairs, Basil Williams SC., on Saturday, highlighted penalties that accountants and auditors could face if they refuse to report or are to found to be involved in Money Laundering and Terrorism Financing activities.

The Attorney General delivered brief remarks at a session hosted for sensitising the professionals on their roles and responsibility as Guyana moves swiftly towards Anti-Money Laundering/Counter F i n a n c i n g Te r r o r i s m (AML/CFT) compliance.

“The consequences that come with being involved in

money laundering whether willingly or not, are severe with penalties such as the loss of license to practice to significant fines as much as $40M and even a prison sentence.”

He stressed the critical role of reporting, which lies within the accounting profession.

The Attorney General, who is also the Chairman for the National Coordinating Committee on AML/CFT, said that the accountancy sector is one set up without a supervisory body but just a regulatory agency which is the Institute of Chartered Accountants of Guyana (ICAG).

The need for a supervisor, according to AG

Williams, represents a gap in the AML/CFT – PF (Proliferated Financing) regime locally.

This, he said, if not remedied or looked into, will pose a possible challenge to combatting money laundering and terrorism financing.

“You are regarded as gatekeepers of financial systems as it can be used for purposes of facilitating or assisting illicit activities of criminals including accounting and auditing

malpractices…

“Additionally, money launderers utilise the expertise of accountants to facilitate money laundering through various mechanisms such as transferring funds across several countries, setting up shell companies and structuring complicated transactions.”

Member of the ICAG committee, Aaron Fraser, was also in attendance. He delivered remarks on behalf of the institute. He told the gathering of Guyana's

continued economic growth and advised on how the profession can be safeguarded from Money Laundering and Terrorism Financing activities.

“This particular workshop is timely in that, it allows us as accountants to share some of the experiences that we would have had in the past, our interpretation of some of these things. At the end of the day, it will enable us to understand what is before us, read through the lines and to

really get to the bottom of what is going on.”

Accountants and auditors gathered at the Cara Lodge on Saturday, May 18, 2019, to learn more of how their profession can be compliant with the reporting obligations to the Financial Intelligence Unit (FIU).

This workshop follows a similar one held on May 17 where attorneys-at-law were briefly engaged, and their role towards Guyana's compliance of AML/CFT laws was highlighted. (DPI)

Region Four Health Centre certified to offer “equal and non-discriminatory health care”

n an attempt to ensure that patients are not discriminated against because of their sexual orientation, a LGBTQ-friendly health centre has been introduced.

Taking the LGBTQ-friendly lead in health care is the East Bank Demerara Herstelling Health Centre.

The Region Four Health Centre is the first health facility to be so certified here in Guyana by the Society Against Sexual Orientation Discrimination [SASOD] of Guyana.

At a simple ceremony, Director of SASOD, Joel Simpson, handed over the certificate to Region Four Regional Health Officer, Dr. Quincy Jones, in the presence of a number of representatives of the LGBTQ community.

T h e t a c t i c a l collaboration was praised by those who attended the handing over ceremony on Friday which coincided with

the observance of International Day Against Homophobia, Transphobia and Biphobia [IDAHOTB].

The Herstelling Health Centre has been certified for the next year. This historic certification, according to Simpson, is expected to see a number of other health centres across Guyana being so certified.

This development, according to Simpson, comes through his organisation efforts at partnering with Government to eliminate stigma and discrimination against people within the LGBTQ community. He said that the certification falls under a project being undertaken by SASOD, noting that there are clear quality standards in place that are required to sensitize at least 90 percent of the staff at the health centre.

“We are required to do pre and post-testing and ensure that there is increased

patients would be surveyed with the view to reviewing the quality of health care services in terms of the various demographics.

He said, too, that the move in this direction is aimed at ensuring that the initiative is not a short term intervention where people reduce their biases

temporarily and they resume at a later date. “We want to ensure that this is sustained and to do that, we have to take a multi-pronged approach to do training, monitoring and accessing, and make sure that we are gathering data about the quality of services that are (continued on page 22)

He is the supervisor of the vibrant group from the Childcare and Protection Agency (CPA) who willingly volunteered to surrender their entire weekend to empower families in the small Amerindian village - St

Cuthbert's Mission, with th eir P ar en tin g S k ills Training.

According to Smith, the initiative was birthed as the CPA received numerous reports from communities like St. Cuthbert's Mission.

Some of these reports are cases of tee n a g e pregnancies and child abuse.

He believes that targeting these communities; it will train young parents and even

matured ones, to properly deal with their children.

He identified those who have special needs since this seems to be a challenge for parents to deal with given since they are most times not trained to deal with children born with disabilities.

The training is also aimed at helping p a r e n t s and young adults distinguish the difference between scolding and child abuse.

Last Wednesday, the group visited the area to launch a workshop at the St. Cuthbert's Community High School, to educate the youth about teenage pregnancy.

Smith said he realised that it is cruc i a l f o r him and his team to provide the training since parents play an essential role in shaping their children's minds. As a result, the Parenting Skills Training programme will target

different parts of the community for the weekend.

“We realised that we can't work with the children alone, we must work with the parents too, so that we can save as much families as possible,” Smith explained.

The programme began on Friday with residents of the c o m m u n i t y. To s h a o Beverley Clenkian was also in attendance at the

community's benab.

Referring to the community's response to this initiative, Smith said, “We saw more than thirtysomething households present today, and our target i s f i f t y. S o , w e a r e implementing ways in which we can motivate residents to come out and be informed because the more they are, the more children will be saved.”

Declining bee population pose threat to global food security and nutrition

AO- The global decline in bee populations poses a serious threat to a wide variety of plants critical to human well-being and livelihoods.

“Countries should do more to safeguard our key allies in the fight against hunger and malnutrition,” FAO stressed yesterday as it marked UN World Bee Day. Bees and other pollinators are declining in abundance in many parts of the world largely due to intensive farming practices, monocropping, excessive use of agricultural chemicals and higher temperatures associated with climate change, affecting not only crop yields but also nutrition.

If this trend continues, nutritious crops such as fruits, nuts, and many vegetables will be substituted increasingly by staple crops like rice, corn, and potatoes, eventually resulting in an imbalanced diet.

“Bees are under great threat from the combined

effects of climate change, intensive agriculture, pesticides use, biodiversity loss and pollution," said FAO's Director-General José Graziano da Silva in a video message recorded for this year's World Bee Day. "The absence of bees and other pollinators would wipe out coffee, apples, almonds, tomatoes and cocoa to name just a few of the crops that rely on pollination.

Countries need to shift to more pollinator-friendly and sustainable food policies and

systems."

In his message, Graziano da Silva urged every single person to make pollinatorfriendly choices. "Even growing flowers at home to feed bees contributes to this effort," he added.

Slovenia, together with FAO, was instrumental in establishing the international day through a UN General Assembly resolution in 2017, with support from Apimondia, the International Federation of Beekeepers'Associations.

Bees are among the hardest working creatures on the planet providing the important ecosystem service of ensuring pollination and thus reproduction of many

cultivated and wild plants, which is crucial for food production, human livelihoods and biodiversity.

Bees and other pollinators such as birds and bats, affect 35 percent of the world's crop production, increasing outputs of 87 of the leading food crops worldwide, plus many plantderived medicines.

About two-thirds of the crop plants that feed the world rely on pollination by insects or other animals to produce healthy fruits and seeds for human consumption. Pollination benefits human nutrition enabling not only the production of an abundance of fruits, nuts and seeds, but also more variety and better quality.

FAO carries out various activities to encourage pollinator-friendly practices in agricultural management, including the Global Action on Pollination Services for Sustainable Agriculture and the International Pollinators Initiative.

FAO's recent State of the World's Biodiversity for Food and Agriculture report

also stresses that many species, associated with biodiversity, including bees, are under severe threat, and calls on governments and the international community to do more to address the core drivers of biodiversity loss.

Another study entitled Assessment of Pollinators, Pollination and Food Production issued by the Intergovernmental SciencePolicy Platform on Biodiversity and Ecosystem Services (IPBES), with input from FAO experts, highlights a number of ways to effectively safeguard pollinator populations to ensure food security and preserve biodiversity.

This year marks the second observance of World Bee Day and today's event in Rome, aiming at raising awareness of the role of bees and pollinators in food and agriculture, was organised by FAO in partnership with the Government of the Republic of Slovenia and Apimondia.

This event took place in parallel with an observance at the UN headquarters in New York.

‘Gun Youth’ executed in East La Penitence

Police and others at the scene last evening.(Guyanese Critic photo) A man, who was known as Gun Youth, but whose real name was not clear up to press time last night, was gunned down at East La Penitence, Georgetown, in what appears to be a drug-related matter. According to reports, the incident happened just after 20:00 hours.

The man, dressed in a lime-green short-pants and multi-colored tee-shirt, appeared to have been

executed. He appeared to have been kneeling when he was shot as his body was slumped backwards.

The man appeared to be in his late 30s..

Residents and other persons reported hearing three rapid shots.

The killing took place in an alleyway said to be located a stone’s throw from the East La Penitence Police Station.

‘Christmas’ slapped with murder charge in May Marvin Jacobs, called ‘Christmas’, was yesterday slapped with a charge for the murder of 21-year-old Antonio Dos Santos whom he allegedly shot in front of an entertainment bar in Bartica last week.

The defendant was not required to plead to the indictable charge which alleged that on May 13, 2019, at First Avenue, Bartica, Jacobs murdered Antonio Dos Santos.

The charge was read in the Georgetown Magistrates’ Courts by the Chief Magistrate Ann McLennan.

He was represented by attorney-at-law Trenton Lake who informed the court that his client is 29 years old. He stated that Jacobs does masonry as his source of income and he resides at Lot 87 First Avenue, Bartica.

Attorney Lake stated that his client has not given the police any statements into the matter and as such an early date should be given for the disclosure of any evidence the prosecution wishes to present.

prison until June 12, next, when his matter will continue in the Bartica Magistrate’s Courts.

According to reports, the incident reportedly took place about 02:25hrs. The victim, who hails from Lot 22 Second Avenue, Bartica, was imbibing alcohol at the location.

He was subsequently approached by the defendant who shot him twice in the left

region of the chest and then quickly fled the scene making good his escape. Dos Santos was rushed to the Bartica Regional Hospital where he was treated and referred to the Georgetown Public Hospital Corporation (GPHC).

He later succumbed to his injuries about 07:05hrs at the Bartica Airstrip while waiting to be transported for treatment at the GPHC.

Police demolish Berbice criminal gang

The relatives of Kelvin Shivgobin could not be found. He was wanted for the double murder of the Samaroo brothers who lived in Bush Lot Village, Corentyne, Berbice.

They were killed on the eve of New Years (1st January 2019) during the course of a robbery committed on their home. One person was charged for that incident and is currently on remand.

On Sunday at about 3:30 in the afternoon, ranks led by Senior Superintendent Wayne DeHearte ventured to the Mibicuri backlands after receiving information that there were strange men in the area. When the police arrived they were met with rapid gunfire and they returned fire, killing the three men during the over five-minute exchange. Their bodies were brought out by police pickup along with four firearm, ammunition, bullet-proof vests, cannabis, cash and

other items that were found on them.

Their bodies are currently at the Ramoo’s Funeral Parlour awaiting a post mortem.

Over the past few months, Berbicians were terrorized by a gang of armed men who beat and robbed their victims.

Within the past three days there were two robberies and one attempted robbery in Black Bush Polder.

Prior to the BBP robberies, the Z-One Chinese

Supermarket located along the Albion Public road was invaded by two men, both armed with guns inclusive of the AR-15 rifle.

The gunman with the AR15 had unleashed gunfire in front of the supermarket, shooting at the police patrol vehicle attached to the Albion Police Station twice in the process. There were several other robberies committed on the Corentyne which saw no-one being arrested and charged.

He explained that Sewlall's home was zinced around so that persons could not see in

the yard. However the zinc sheets were removed yesterday by relatives.

He too thanked the ranks from Berbice for acting in the manner they did to bring justice to the many victims that were beaten and robbed by the men.

A post mortem examination is expected to be done on the bodies today while their bodies remain at the Ramoo Funeral Home.

Public Health Minister Volda Lawrence Public Health Minister Volda Lawrence was elected Monday to the Executive Board of the global World Health Organisation (WHO) giving Guyana a voice in helping to shape global health policies.

The WHO Executive Board has oversight responsibility for implementing decisions and policies of the World Health Assembly (WHA) which is an advisory body to facilitate WHOs work. Minister Lawrence will serve in the position for the next three years.

The WHO Executive Board comprises 34 individuals and meets twice annually: in January and May. The 145th session of the Executive Board will meet in Geneva next week for a two-day meeting.

Ford, said in a statement announcing Lawrences election to WHO body.

Minister Lawrence is currently attending her third WHA conference. She has helped establish Guyana “as a strong advocate for Universal Health Care to bring improved access and quality health care to all Guyanas citizens, especially those most vulnerable,” Ford said.

She was then questioned about the whereabouts of more valuables.

NIS introducing Mobile Money app for self-employed persons The National Insurance Scheme (NIS) is examining possibilities of introducing a payment system using mobile phones for self-employed persons.

According to the social insurance entity in a statement, on May 10, last, it hosted a compliance workshop for senior managers, office managers and compliance officers from its 14 offices across the country.

The workshop is one of management’s intervention and continued effort to enable compliance officers to plan and execute their day to day activities effectively.

NIS explained that during the meeting, many strategies were discussed.

“We will start with instalments of maybe 10 going back to the early days and moving forward from there,” Williams added.

It was noted that a Hall of Fame was established in Trinidad in 1984 and sponsored by First Citizens Bank. Hasely Crawford, Ato Boldon, Ian Bishop, Learie Constantine, Russell Latapy, Dwight York and Brian Lara are among the close to 185 inductees in the Hall of Fame in Trinidad.

Simmons’ resignation paves way for possible return LONDON, CMC – The decision by Phil Simmons to step down as head coach of Afghanistan after the ICC World Cup has opened up the possibility of a return to the West Indies team.

Simmons recently announced that he would be leaving the post after achieving his goal of helping Afghanistan qualify for the tournament, which will be held in England and Wales from May 30 till July 14.

His contract, although due to expire at the end of the World Cup, would most likely have been extended.

“I have thought about it and I have actually given the ACB [Afghanistan Cricket Board] my notice that I will not be renewing my contract. I will move on to something different once my contract expires on July 15,” Simmons told ESPNcricinfo.

The Company founded in 1969 is currently sponsoring a series of activities to mark its Anniversary and has joined hands with Guyana’s leading youth and sports organisation to host the Day of Sports at the Albion Community Sports Complex.

The Day’s event would involve a Softball Match between RHTYSC Members and Namilco Staff, a Volleyball Competition to be organised by the Berbice Volleyball Association (BVA) for teams in Berbice and an Athletics Competition among schools on an invitational basis.

The American, who had held a seven-stroke lead at the start of the final round, almost lost control of the title when he made four successive bogeys from the 11th hole before staving off Dustin Johnson for a two-stroke victory at Bethpage Black.

Koepka shot a four-overpar 74 to finish at eight-under 272 and captured his fourth major title in his last eight starts in grand slam events.

Johnson (69) was second on six-under, with Americans Jordan Spieth and Patrick Cantlay and Britain’s Matt Wallace four strokes further back tied for third.

What had seemed for much of the tournament to be a coronation almost became a calamity on Sunday, to the delight of most of the raucous New York gallery, who were openly cheering against Koepka as he walked off the 14th green with a tenuous onestroke lead.

He has played with a chip on his shoulder his entire career, and hearing chants in his face of “D.J., D.J.” only served to fire him up as he walked down the steep hill and across Round Swamp Road to the 15th tee at Bethpage Black.

Johnson was playing the adjacent 16th hole when the chants went up after Koepka’s mini-collapse.

Yahoo Sports - Deontay Wilder reminded anyone who may have forgotten why he is such a fun fighter to watch.

The WBC heavyweight champion remained unbeaten Saturday at the Barclays Center by landing perhaps the best right hand of his career, connecting with a short right cross on the chin of Dominic Breazeale and finishing the bout with that one shot.

Wilder set up the right with a range-finding jab. After the jab landed, he unloaded with a short right. Breazeale went down hard on his back and couldn’t beat referee Harvey Dock’s 10-count. The end came at 2:17 of the first,

improving Wilder’s record to 41-0-1 with his 40th knockout.

Wilder had said in the prefight build-up that he wanted to kill Breazeale, and several times said he wanted a body bag on his record. He didn’t come close to doing that, but he ended the fight as emphatically as he could.

It’s why he’s one of the most compelling figures in the sport.

“Everything just came out of me tonight,” Wilder said.

“I know it’s been a big buildup to this fight. There was a lot of animosity, a lot of chaos. There was a lot of hatred between us and there were a lot of words that were said. It just came out tonight,

and this is what makes boxing so great.

“I had so much inside I had to endure and that I had to overcome, even with the training. There were many times my body was hurting. I just told Breazeale I love him and of course I wanted to see him go home to his family. I know we say some things we mean sometimes, but then when you get into a fight and you settle your differences as men and you hold these gloves, this is what the sport is all about.”

Wilder, who was coming off of a draw with lineal champion Tyson Fury, gave the best news after the fight.

Magic Johnson: Lakers GM Pelinka was backstabber On the day the Los Angeles Lakers are scheduled to introduce their new head coach, a member of the old guard added a fresh dash of drama.

Former team president Magic Johnson, whose jersey hangs from the Staples Centers rafters, said Monday it was general manager Rob Pelinka’s backstabbing ways that led to his resignation in April.

“Things got going in the right direction. Then I started hearing, ‘Magic, you’re not working hard enough.

Magic’s not in the office,’” Johnson told ESPN in an interview on “‘First Take” yesterday. “So people around the Lakers’ office was telling me Rob — Rob Pelinka — was saying things and I didn’t like this being said behind my back. That I wasn’t in the office enough and on and on.

“So I started getting calls from my friends outside of basketball, saying those things now were said to them. ... Not just in the Lakers’ office any more. Outside of basketball, in the media and so on.

“I wanted to fire Luke Walton,” Johnson said, adding that ownership granted approval to fire Walton, then backpedaled.

“Luke’s a great guy. I said we need to get a better coach.

Now I’ve got (team vice president) Tim (Harris) involved. I don’t have the power that I thought I had to make the decisions. I told them, ‘When it’s not fun for me, when I don’t have the decision-making power that I thought I had, I’ve got to step aside.’”

Johnson abruptly resigned on April 9, minutes before the team’s regularseason finale, saying he hadn’t told anyone — including controlling owner and team president Jeanie Buss, with whom he’s close — about his decision in advance.

“When we sat down and negotiated, I said, ‘I can’t give up all my businesses. Is that OK?’” Johnson said. “I said, I’m going to be in and out. Is that OK? I said, do I have the power to make decisions? She said yes.”

Walton ultimately was fired and quickly hired as

head coach of the Sacramento Kings.

Frank Vogel was named head coach of the Lakers last week, and he will sit alongside Pelinka at his introduction Monday afternoon.

Pelinka claimed Johnson’s role and now reports directly to Jeanie Buss after previously reporting to Johnson. Buss considered various options, including filling Johnson’s job, but decided to rely on Pelinka. Kurt Rambis remains as a special adviser.

Johnson’s decision stunned star forward LeBron James, along with the rest of the team.

Jeanie Buss issued a statement at the time saying the team would “work in a measured and methodical fashion to make the right moves for the future of our organization.”

Pelinka, 49, was an agent for many years — representing Kobe Bryant, among others — before the Lakers hired him in February 2017. He and Johnson replaced former GM Mitch Kupchak. His contract has three years remaining.

Panthers Rugby Club are US$1,400 richer after holding their nerves to win the second edition of the STAG Beer Carnival Sevens Rugby Tournament at the Georgetown Football Club (GFC), Bourda, on Sunday evening.

Clashing with the unbeaten Northern Rugby Club of Trinidad and Tobago (T&T) in the final, the Guyanese lads withstood the intense pressure and snatched a 12-7 victory, compliments of Osei McKenzie.

The scores were levelled 7-7 at half time, and it seemed extra time was needed before McKenzie produced a blazing run from mid-field to score the winning try.

Jamal Angus had scored the first try which was converted by Godfrey Broomes. The visitors quickly responded with a breakaway of their own with Davel Scott making the try which was brilliantly converted by Sebastian Navarro. The Trinidadians took home US$700 for their second place finish.

Northern had defeated Panthers 22-7 during the preliminary stages and knocked out defending champions Pepsi Hornets via

a 14-0 triumph.

Panthers drew 12-12 with Yamaha Caribs in the first match and got convincing victories over Hornets (14-12) and Police (29-7).

Journalist Rawle Toney, principal behind the event, expressed great delight at the high level of play. He strongly believes the one-day event gave the national selection panel an overview of possible options for the Olympic Qualifiers for Cayman Islands in July. Toney also brought broader smiles to players by stating the first place prize will move to US$5,000 next year, making it the most lucrative tournament in the Caribbean.

“Let me say this now; the Guyana Carnival Rugby Sevens will be $1M [US$5,000]. I am putting that out there because we have the support of our sponsors.

This year’s tournament as it is, recognises as the second largest prize money for rugby in the Caribbean and next year we will supersede that of any tournament in the Caribbean,” he fervently stated.

An astounding total of thirty (30) new National records were set when the 2019 edition of the Guyana Amateur Powerlifting Federation (GAPLF), Intermediates and Masters Championships were held on Sunday last at the Saints Stanislaus College Auditorium, Brickdam, Georgetown.

It was a full and hectic day of lifting which saw the athletes separated into two flights, one was contested in the morning and the other, in the afternoon.

And after the battles were concluded in the three traditional lifts, Squat, Benchpress and Deadlift,

there were individual category winners as well as those who were also declared Best Lifters of their respective categories.

Emerging as the Best Lifters in the Open Class were Female Intermediates Classic - Shelly Ann Gomes; Male Intermediates Equipped Jermy Indarjit; Male Intermediates Classic Tremel King; Female Masters Classic - Nadina Ta h arally; Male Masters Equipped - Frank Tucker and Male Masters Classic - Noel Cummings.

Former national athlete Bruce Butcher at left and Shawn ‘Baldhead’ McNeil at right Former National high jumper Bruce Butcher, who now lives in the United States, has come out in support of the ‘Mackenzie High versus Multi Old School/ New School’ track and field championship set for Sunday, Independence Day, at the Mackenzie Sports Club (MSC) ground.

Butcher who dominated the Nationals as a MHS student feels that the idea of having the two top secondary schools, Mackenzie High School and Christianburg Wismar Secondary ‘Multi’ challenge each other in what is expected the first of many such meets augurs well for the promotion of the sport in his hometown.

He has given a cash donation for the staging of the event and feels obligated to do what he can to assist the two former athletes of the Mackenzie High School’s, Erwin Shawn McNeil also known as ‘Baldhead’ and Floyd Cameron who attended the Chistianburg Wismar Secondary ‘Multi’ in this bold

initiative.’

Butcher said it is obvious that Linden continues to have talent in sports and this he said was evident in the continued winnings ways at the National School s Athletics, Swimming and Cycling championships where Linden, District 10 (Upper Demerara/ Kwawkani) remains the top region at this level of the sport.

Butcher, who represented Guyana as a member of a three man team at the 1st World Juniors in 1986 in Greece, said the sponsors need to support McNeil and Cameron in this venture since the schools will benefit also as it is reported that Mackenzie school and the Christianburg Wismar Secondary will receive $100,000 and a smart television.

The Independence Day Mackenzie High versus Multi track meet will have races for the past students and those currently attending school in selected races which will have spectator interest.

Selectors elected for Guyana Sports Hall of Fame - Edwin Seeraj named Chairman

Officially launched in April last year the aim of the Guyana Sports Hall of Fame is to honour those who performed outstandingly for Guyana in Sports as a Player, Administrator, Match official or Media personnel.

The seven Directors of the Private Incorporated Company were appointed last year and are, Attorney Raj Poonai, former WICB Director Claude Raphael, GCB’s Match Referee and trade Unionist Grantley Culbard, Businessman Vick Insanally, Deputy Director of Sports Mellissa Dowe-Richardson and

Raymond and Ronald Williams.

The Directors have been put in place to run the Guyana Hall of Fame but they are not selectors and can’t select who is inducted.

Earlier this month five selectors were elected with TV Sports show host Edwin Seeraj named as Chairman. Third Annual Independence 5k Road Race - E-Networks supports event The Guyana Committee of Service (GCOS) will be hosting the third annual Independence 5K road race on Monday May 27th, beginning and finishing at the National Park.

Over $500,000 in cash and prizes will be up for grabs with categories from under-10 to masters. In a bid to increase the competitiveness of the event, the GCOS have invited seasoned Kenyan athlete, Godffrey Mbihia to participate in the event.

Mbihia, who has experience competing in Europe and North America, will be rearing to go, after winning the C To C 5k race in the Twin Island Republic of Trinidad & Tobago last

weekend.

According to committee member of the GCOS, Leslie Black A.A., Mbihia will be also be holding training sessions with local middle and long distance athletes in a bid to help them improve their current level.

Yesterday, Cable and I n t e r n e t p r o v i d e r, E Networks, was the latest corporate body to support the event. Avril Black, wife of Leslie, was on hand to receive the sponsorship cheque from E-Networks’ Vanita Persaud at their Camp Street Office.

Potaro Strikers needle Lazio FC to win title An afternoon of enthralling football, punctuated by a single goal, and hyped by screaming fans, wrapped up the Bartica Football Association (BFA) leg of the GFF/KFC Under20 Independence knockout tournament after a week of exciting matches at the Bartica Secondary School ground.

With a trophy, bragging rights and the chance to represent the BFA at the National Playoffs at stake, Potaro Strikers FC and Lazio FC put on a display of youthful exuberance and football quality to produce a match worthy of a final.

The encounter went both ways at a steady pace, and the fans went along, too, screaming from touchline to

touchline. Beyond the half, the match was deadlocked at 0-0, but it took a player the quality of a Junior Jaguar, in the person of Kevin Reddy to break the deadlock.
