It’s not what is reported, but how Perhaps more than any other institution in Guyana, including the family, the church and the school system, the media which is considered the fourth estate wields tremendous power and influence in the socialization of the citizens. In this modern technological age, the media has created a global village unparalleled in history. There are three main types of news media: print, broadcast, and the Internet. The oldest form is the print media—newspapers, magazines, journals, newsletters, etc. The influence of the print media is significant for Guyana. Youths are approximately 65 percent of the population and most rely on the internet and social media for news and information. However, many would read the nation’s two leading dailies to make sure what is being broadcast on television and radio or on the internet is true. This newspaper is viewed by many as the nation’s “truth detector” in terms of reporting the news. Media refers to the groups that communicate information and news to people. Most of the people get their information from the media because it is impossible to gather all the news by themselves. Most rely on newspapers, television and the Internet for the news which are readily available to them. In Guyana, the print media is responsible for comprehensive reporting of the local news more than other news sources. Many news reports on television, for example, are merely follow-up stories about news that first appeared in the newspapers. Much of the power and influence of the media is derived from the people who have a huge appetite for information. When the average person wants to find out, for example, what is happening in their communities or the wider world, the media automatically are among the first where they will turn. Information from the media, especially the print media, plays a critical role in molding the perceptions which people have of others, places, politics and hot button issues. The views of the average Guyanese are most likely to be shaped by information which they would have read in a newspaper or Internet website or heard on television or on radio. The media continues to shape the national agenda through the issues they choose to bring to the people’s attention. In the last general election, for example, the media played a significant role in planting the seeds of change. There was no room for continued mismanagement. The corruption was exposed as best it could be, and the citizens were fully apprised of the bad deals that had been entered into. Because of the relative freedom which the media in Guyana enjoys in the exercise of its immense power and influence, it ought to be always mindful of its social responsibility which it must take seriously. It cannot afford to be reckless and it should not practice sleazy journalism or peddle unsubstantiated reporting or give prominence to issues such as racial incitement that are understandably sensitive. The general view is that news reporting must at all times be respectful; the media should not have its own agenda in reporting the news. The media must be objective. It must reassure its readers and listeners that it is committed to practicing a high standard of journalism. It must not resort to any kind of sensationalism. It should recognize that the consumers have a choice, which means that if its reporting is offensive, the consumers simply do not have to accept it. Such a decision, would hurt where it matters, and would definitely send a clear message to the media that sleaze and sensationalism in journalism is unacceptable. In the final analysis, it is not so much about what is reported, but more importantly, it is how the media reports the news that matters.
Mae’s schools must be investigated by the Education Ministry DEAR EDITOR; I am writing with a two main motives, to show support for the three most recent letter writers who revived the subject matter of the abuses by private school administrators and to point out that the reluctance of the Ministry of Education to exercise its powers, especially in the past, has contributed significantly to the monster that Mae’s, in particular, has become. I am a parent of a child attending who is a first time attendee of Mae’s, the High School Division, and am surprised at the policies this School has had in place and with no intervention from the Ministry of Education. You may recall that in May 2009, Mr. Freddie Kissoon reported on an
incident where a child was expelled for being found with a cell phone. According to that Article, the School’s administration did not reconsider its action despite the fact that their policy was inconsistent with that of the Ministry of Education which governed all schools in Guyana. In fact, the Ministry’s policy was clear on the procedure with respect to e x p u l s i o n y e t M a e ’s administration took actions it deemed appropriate and without any consequence resulting in the child being placed at another private school. The Article also pointed out that the then Minister of Education, Mr. Shaik Baksh, indicated that there is nothing he could do because Mae’s was within
the realm of a private business. Again, in August 2010, Mr. Kissoon followed up on the matter but looked at it from the standpoint of the omission to act by PNC Parliamentarians Backer and Riehl and in October 2014 while addressing suicide by a student at another private school, he mentioned that there were two expulsions that were done by Mae’s. He mentioned again the callous response of the then Minister of Education. Herein, to my mind, lies the problem, while the Parliamentarians should have taken a more aggressive approach to the matter, the blame s hould be laid squarely at the feet of the Ministry of Education. After all, it is the Minister
who has the power to make Regulations for establishing and maintaining an efficient system throughout Guyana (Education Act, Chapter 39:01, Article 47 (1)). This would therefore cover all schools including private institutions. I also note that the Act establishes the National Council for Education whose function is to advise the Minister upon matters relating to nursery, elementary, secondary, or further education, and may at a n y t i m e m a k e recommendations to the Minister in respect of such matters. Again, this function cannot be limited to government schools. I would dare assume that private schools have to satisfy certain requirements set by the Ministry in order to become functional; how can that be the extent of the (Continued on page 23)
Royston King must take his vacation leave DEAR EDITOR; A question I have for the new City Council of Georgetown is why two of its principal officers, those being the Town Clerk Royston King and the City Treasurer Ron Mc Almon are not proceeding on their accumulated vacation leave? For years now these officers using from one excuse to another, have been deferring their leave whist all other officers have had to
proceed on theirs of have it forfeited. Why is this so? The only time officers are reluctant to proceed on their leave is when they are sitting on something they are afraid might blow in their absence. The budget is passed, the amnesty is over, the old Council is gone, the new one has been sworn in and debriefed, the committees have been created, so why not have these two officers proceed on
their ‘hard earned’ vacation leave? Is the Minister of Communities aware that these two officers are not going on their leave and risk being burnt out? Are they indispensible? Are their deputies not competent to temporarily hold their offices? So much is so wrong at City Hall. All of which is being condoned. Deodarie Putulall Sophia
Crime was horrific during the PPP’s reign DEAR EDITOR; After the Government changed last year, suddenly it seemed that a large number of people, especially from one particular ethnic background woke up. Like Rip Van Winkle, they slept through the previous years of immense crime in Guyana. We lived through some of the most horrific periods of crime during the PPP/C’s regime, yet many of the people who now complain were silent. When the old couple was murdered a few months ago, there was so much public outrage in social media. Facebook was plastered with the images of the murdered couple. When the perpetrators of the said crime were exposed, not a single one of these people said a word. It’s as if it did not matter anymore. I have been looking at the faces of the criminals now and the many of them are youths who grew up under the PPP/C’s regime. If anyone is truly serious about
Guyana and Guyanese, they would immediately embark on a study about this phenomenon. Bisram, Gampat, Mahabir, Shah, the Swami, Dr. Vindya and others, if they are serious about the affairs of their own kind should have been at the forefront of this. Why are their youths embarking on such depraved heinous criminal activities? Did they suddenly within a
matter of months, morphed into monsters? What caused these youths to behave in such a manner to kill people and do so in a manner that blows one mind away? These are children who grew up under the PPP/C. Today, criminals are being caught and we are now seeing the faces of these criminals and they look like our own brothers and sisters. After so many decades, our
children have taken to become harden criminals? How did this phenomenon happen? Anyone who is serious about their children, Guyana, preservation of it culture and traditions will be seriously addressing this issue. I am waiting to see who will put their action where their mouth is? P. Singh, Triumph Village E.C.D
Tony Vieira has no such appointment at GuySuco DEAR EDITOR; This is to bring to readers’ attention the very erroneous headline and story appearing in your edition of the Chronicle of Monday, May 16, 2016, that is, ‘Vieira Takes Charge’. The inaccuracy of the headline is a clear indication of the irresponsibility of your newspaper in not verifying the factsparticularly an obviously important announcement, which in any case would have been formally made by GuySuCo. First of all, there is no descriptor in GuySuCo called ‘Field Operations’, nor
therefore is such a position of ‘Director, Field Operations’. In the apparent absence of any understanding of the structure or operations of GuySuCo, logic suggests that it behooved a responsible journalist to verify the accuracy of any related information, rather than be embarrassed by a clear act of recklessness. We insist therefore on an appropriate retraction of this story as expeditiously as possible. Mr. Earl John Human Resources Director

Who decides who is Harmon has a right to defend himself but a lazy public servant? factually DEAR EDITOR; We have studied the comments in Kaieteur News and Stabroek News by many contributors, concerning their expressions of disappointment with the APNU-AFC administration, and especially, recent comments expressing alarm concerning the story about a threatened libel suit by Minister Harmon against Kaieteur News(KN 13/5/2016). We, like many others, had hoped for a very sophisticated APNU-AFC administration, especially considering the things ‘they’ said about the PPP. No question, Minister Harmon has a right to defend himself in the Tiwari-Bishanlin-Revenue Authority-China trip affair, and any other matter of public interest. The defense should be based on a coherent story, buttressed by unassailable facts. However, his latest action makes him look like the PPP which he recently criticised brutally. Amazingly, at times he used the same Kaiteur News as his battering ram. Recall his moral clarity on the rights of the Fourth Estate in the Revenue AuthorityKaieteur News- Anil Nandalall– Former President Jagdeo affair. Some might now say ‘we told you so’. We will say this; threatening media houses that criticise and ask searching questions, when the purpose is to make government better and accountable, is not the solution. The about face hostility towards KN will not increase public support for the APNUAFC, whose hold on power is tenuous to begin with. It will most likely provoke more opposition to it, weaken support among those who now support it, and raise public disappointment, anger and eventually resentment against it. The main thing however is not to be frightened into silence. This is one of the mistakes which were made with previous administrations, until it was too late. The rest is
now bitter history. We may now legitimately begin to ask this question; did the people make an error electing APNU -AFC by voting to remove a terrible PPP government, only to be replaced by, God forbid, a potentially worse administration? Note how soon after it was elected it has begun to behave this way. One does not recall even the PPP bearing its fangs this early during its 23 year rule. A point we have tried to make repeatedly in our letters, published and unpublished, is that the condition of Guyana’s governmental and political circumstance is not an individual matter. It is culturally negative and retrogressive. Among other things the disdain for freedom of expression and willingness to use tough tactics against critics is revealing itself. What comes next Mr. Editor? Threats to ones mean of livelihood? And when that does not work the threat level is raised again? You know the drill. Will Guyana, again, drift backwards to intimidation and fear? We have argued, and we will maintain until experience demonstrate otherwise, that some postures we have observed are partially rooted in and were disfigured by decades of communist/socialists style authoritarianism, passed down like DNA from one administration to another. They are certainly not the product of a democratic experience and culture. Unless this goes away real change will not come to Guyana. Some don’t get it. The people don’t want the type of ham-fisted intimidation tactics which Minister Harmon is projecting to the media. Guyanese deserve a better politics and style of government. ‘It is time’, indeed, to move on and leave the worst of the past behind. All we will say for now is that we continue to hope for a better Guyana, and that a more enlightened and progressive culture will rise soon. It is not the media’s fault. Public criticism of government officials seeks to improve governance. Ivor Carryl
A reality in Guyana that must be faced DEAR EDITOR; There are signs that things are not right in the country and difficult times may lie ahead. The economy is sliding, the national debt is increasing, and the price for sugar, rice and gold is falling and bauxite is all but dead today. But some in the government are denying this reality and are claiming that the country is rapidly making progress when it is not. Guyana, the beautiful land of wood, water, ideal weather and an abundance of wealth, natural resources and excellent human talent and skills has become the land of corruption and dishonesty, with crime, gang warfare and gun violence ravaging the country. Money, power, greed and poverty are the driving forces behind many of the evils in the country. Men no longer love or prize the life of their fellow
men. Live and enjoy life which has been the popular view held by many is nothing but a cliché for most citizens at their convenience. Times have changed, and life has become more difficult and dangerous for the masses. When a country finds itself in the position where the elderly and law abiding citizens are constantly being robbed and murdered, it means that things are not right in the country. In the first four months of 2016, the country has recorded 51 murders most of which were committed by bandits. Guyana’s population of approximately 745 thousand people is too small to have 100 or more homicides on a yearly basis. In the past fifteen years, poor governance, massive corruption and inept policies have reaped havoc on the country’s economy and its people. The political fiasco
created by the last administration shows that it could have hardly managed its own internal party affairs, yet it was entrusted to run the affairs of the country. Now in opposition, its leaders continue to behave as if they are still in power. Arrogance continue to permeate Freedom House and some members of the opposition have become cocky. While in office, they were obsessed with power and claimed they have a right to entitlement, but now in opposition, they are like “fish out of water.” For the most part, their actions have been immature and self-destructive, and being partisan, they seem to be vying for the worst behaved political prize in society. All this makes one wonder what is really happening in the opposition camp. Many of their devoted supporters are not intrigued by their leaders’ parochial efforts to promote the interests (Continued on page 23)
DEAR EDITOR; Implicit in the initial comments of His Excellency, President David Granger, when he received the Report of the COI into the Public Service last Friday, was his apparently strong preference for Performance Related Pay as opposed to across-the-board increases. For example, in the Stabroek News article of Saturday, 14/05/16, the President is reported to have “expressed the hope that the COI Report will be a launch pad for differentiated emoluments for workers …where performance of individuals is related to promotion and pay… if they work hard they will be rewarded… if they want to be lazy, they will get a lazy person salary”. On the assumption that these very strong comments had some genesis in the COI report itself to which the President must have had ample access and furthermore, that they are probably portentous of the positions the government negotiators might take when they eventually engage the Unions in their collective bargaining for
Public Servant’s emoluments etc., they should not be taken lightly. Furthermore, the remarks the President reportedly made also included a denouncement of “across-the-board” approach for uniform increases in pay and benefits. These are indeed fundamental, crucial and far reaching ideas and approaches which would require much goodwill, patience, openness and thinking outside the proverbial box, the likes of which have so far not been characteristic of negotiations in Guyana. Besides, the nature of the work typically performed by Public Servants does not easily facilitate measurement of output especially at the individual level. In similar vein, another newspaper’s report on the same matter on the said date is headlined by an apparent quote from the President that “Lazy Public Servants to receive lazy persons salary”. Who (and how in the structure and super-structured maze of the Public Service) will decide who is lazy and how would the lazy public servant’s salary be deter-
mined? At first blush one cannot fault the ideas and approaches hinted at by His Excellency; they do make sense especially having regard to the public’s negative impressions of the quantitative and qualitative outputs from the Public Service. But, they are akin to the concept and practice of paying “piece workers” for units of work done in the historical “time and motion” assessment of work which originated more than a century ago by the pioneers of “Scientific Management” such as Fredrich Taylor et al. These were geared more to production environments rather than the Service and Public Sectors. And, even in the former, they were not as readily or easily applicable or welcome as the traditional negotiations and fixing of wages and salary scales by way of negotiations for across the board increases. Guyana has been no different from the rest of the world although the sugar industry has always had a mixture of negotiated wage and (Continued on page 23)
The Rodney Commission Report is a national insult DEAR EDITOR; Please allow me to express my disgust at the events pertaining to the laying of the Rodney COI Report in the National Assembly on 12th May 2016. The leaked portions of the report have suggested in no ambiguous manner that our late President L.F.S Burnham was complicit in the murder of one of our nation’s brightest minds, an allegation that I personally find beyond contemptuous after reviewing the bona fides of the witnesses that testified to such knowledge. A Member of Parliament for the PPP, Gail Teixiera sought by way of motion to bring the aforementioned report before a select committee for examination, in what can only be described as a vomitous display of ignorance. The Prime Minister of our nation stood and argued against such a motion on the spurious grounds of ‘Rules’.
The Honorable Speaker of the House in the end suggested that another pathway to achieve the end result desired by Ms. Teixiera exists. My dismay with the Government for failing to see the need to examine the Rodney COI and its despicable conclusion knows no bounds; an accusation of murder leveled against our former President is a stain on the character of the man, his legacy and against each and every citizen of this nation. It must be defended vigorously. I can safely say a cursory examination of the workings of the Commission has revealed a disturbing lack of intellect and integrity, critical witnesses were ignored and credence given to those who have long lost any. I urge President of our republic to change tack and to consider this report an affront
to all the people of our Nation and to treat with it in the aggressive manner it deserves. President Burnham deserves better than to have this poor attempt to smear his name lie gathering dust. I always remembered him thundering the lines from Belafonte’s Zombie Jamboree “Back to back, belly to belly , I don’t give a damn, I done dead already.” The good comrade may be truly dead now, but some of us still give a damn! 114,000 passports issued over - Brazilians 10-month period account for most of work permits
Over 114,000 passports were produced and issued between June 1, 2015 to April 30, 2016, Govt. says A year ago when he was appointed, Minister of Citizenship, Winston Felix, said he entered office and found the immigration and citizenship process to be in disarray. The task was taken on to bring order. According to Felix, he found that oftentimes, visitors to Guyana presented themselves to immigration, but had no way of proving how they would be able to sustain themselves during their stay. “This situation has not been completely rectified, but it has abated,” the Minister said. He spoke of the Ministry’s success in curbing the backlog of applications for Work Permits, Visas on Arrivals and Extensions of Stay. “Citizens now seeking to have these permits have them with relative ease and within the relatively short period, at least shorter than the period
a year before.” Quoting figures for Work Permit applications received by the Ministry from May 2015 to May 2016, he said 1,771 were received with 1,768 issued. The number of Visas on Arrival, issued for the same period was given as 1,083 from 1,092 applications. Mining applications totalled 586, with 406 approved, whilst the other 180 are currently being vetted. Minister Felix explained that the majority of mining permits are sought by Brazilians, who through a sponsor, apply via the Guyana Geology and Mines Commission (GGMC). These applications are then passed to the Ministry of Citizenship. Inquiries, he said, are then made for any police records or possible criminal records with the aid of the Guyana Police Force and their Brazilian counterparts, with assistance from the Brazilian Institute. Minister Felix revealed that 145 persons were processed over his year in office, and have since become Guyanese citizens. This is an
increase from the same period, 2014 to 2015, when 114 persons applied successfully for citizenship status. With regards to birth certificates and passport applications, Minister Felix said that, “these are two of the busier departments”. He said that from June 1, 2015 to April 30, 2016, some 114,120 passports were produced and issued to Guyanese residents. For those in the diaspora, 14,612 passports were issued. On the issue of birth certificates, Minister Felix explained that his staffers reiterated the need for early registration. A joint effort with UNICEF and the Ministry, the Minister said, resulted in outreach visits to Regions 1, 2, 5, 6, 7 and 9, with late birth registrations being conducted. It was explained that these were for children who needed to be registered after a year had passed from the time of their birth. In Region 1, 261 late registrations were done with 687 applications received. In Region 2, 35 late registrations were completed and 40 new ones. In Region 5, 11 late and 7 new births were processed. In Region 6, there were four late and 167 new birth applications, Region 7, 38 late with 131 births, and Region 9, 33 late with 108 birth applications completed. Similar out-
reaches will be scheduled for Regions 3, 4, 8 and 10. “We feel it is essential that children should have their births registered, since it would provide them with the evidence necessary to receive Government services, in the form of vaccinations and admissions to schools etc,” Minister Felix said. Highlighting notable accomplishments, Minister Felix said that the time for the processing of passport applications was substantially reduced. He pointed to the fact that there were complaints about persons in the diaspora waiting for months for their documents, before the creation of his ministry. The minister explained that a system has now been initiated where once the applications reach the Immigration Department they are urgently dealt with. “My records will show that passports coming in from the diaspora are processed at the Immigration Department between five and seven days.” He added that once this process is completed, the documents are returned to the Ministry of Foreign Affairs for dispatch overseas. The Ministry has recognised the need to have a more efficient operation at the Immigration Offices to apply for passports. This has
Minister of Citizenship, Winston Felix prompted the move to decentralise this service, and distribution has begun in Berbice, he said. “We would want to take it further, that applications are received there and passports are issued there”. Other communities such as Bartica, Lethem and Anna Regina are slated to offer similar services, he added. Looking forward, Minister Felix said that Immigration support services will be expanded. “Our consideration is to put the service online, so that you can apply for a visa online, and the intention is to widen the services to
persons living in areas which are not easily accessible to our consulates abroad.” Birth certificates will be improved, the Minister further stated, to reduce attempts at fraud. Digitisation of these records will be implemented and tenders have already been sent out for this project. Some work has already started on this at the General Register Office, he added, “which would serve as a basis for producing birth certificates in a more secure way.” The Ministry of Citizenship was formulated after the current Government took office in May 2015. It is intended to deal with all aspects of citizenship. These include identity issues, issuances of birth certificates, passports, citizenship applications, visa, work permits and several others.

Second Mexican judge approves “El Chapo’s” extradition
Mexican drug lord Joaquin “El Chapo” Guzman is escorted by army soldiers to a waiting helicopter, at a federal hangar in Mexico City, after he was recaptured from breaking out of a maximum security prison in Mexico. MEXICO CITY (AP) — A second Mexican judge has ruled that the extradition of drug lord Joaquin “El Chapo” Guzman to the United States can go forward, judicial authorities announced Monday. The process still awaits approval of Mexico’s foreign ministry and it can be appealed. The judge’s decision was on an extradition request from a federal court in Texas. Last week, another judge made the same determination on a separate extradition request from a federal court in California. The second decision starts another 20-day period during which the foreign affairs ministry can decide to allow the extradition. If it approves the extradition, Guzman’s lawyers would have 30 days to appeal, making it possible that the extradition of the leader of the Sinaloa cartel could still be months away. The courts said Monday that the second case is related to charges for conspiracy to import and distribute cocaine and marijuana, money laundering, arms possession and murder. Guzman faces charges from seven federal prosecutors in the U.S., including Chicago, New York, Miami and San Diego. Jose Refugio Rodriguez, one of Guzman’s lawyers, said Monday that their team was notified of the latest judge’s decision on Friday and now awaits the foreign ministry’s decision. He said if the government approves extradition they will pursue an injunction.
“We are going to do it, but not right away, because it’s a process you have to fight with arguments,” he said. “We have 30 days.” Guzman was arrested in January after almost six months on the run following his escape from a maximum security prison through a mile-long tunnel that opened to the floor of his shower. He had already escaped once before in 2001 and spent more than a decade as one of the world’s most wanted fugitives until he was recaptured in 2014. After his latest capture, authorities returned him to the same Altiplano prison of the brazen tunnel escape. They said they had reinforced the prison’s security. But earlier this month, Guzman was suddenly transferred to a prison in Juarez near the U.S. border in what the government
said had to do with new efforts to improve security at Altiplano. Rodriguez, Guzman’s lawyer, is working for his transfer back to Altiplano, arguing that the transfer hurt his defense because the judge handling the case is near Altiplano and hundreds of miles from Juarez. He said a judge told them Guzman could be returned to Altiplano if prison authorities determine the conditions are right. They were waiting to hear from the government. Earlier M o n d a y, Rodriguez said in a radio interview that Guzman’s wife, Emma Coronel visited Guzman in the Juarez prison recently. Authorities have said Guzman can be held safely in Juarez where like in Altiplano he is under 24-hour surveillance through cameras in his cell and on the helmets of his guards.

THE CONVICTIONS ARE WHAT MATTER
A murder or a robbery is not solved until there is a conviction by the courts. It is therefore misleading to claim that 70% of recent murders have been solved by the police. Until such time as persons are convicted by the High Court for murder, it would be misleading to claim that seven out of every ten murders which took place recently have been solved. The police have been making arrests following robberies and murders. Those arrested are suspected until charged. They are presumed innocent until
convicted. This is how the law operates. The recent spate of arrests cannot, at this stage, point in the direction of better police investigation. It cannot, because the evidence on which the arrests and charges have been laid has not yet been fully tested in a court of law. There are concerns about the high number of confessions. There is a need for an audit of recent police investigations to satisfy the public that these confessions have been freely obtained. But even if they have
Dem boys seh...
been, the high incidence of confessions is, as it was in the past, a source of great concern to those who are interested in preserving the rule of law. There may be a legitimate explanation for the large number of speedy arrests and the laying of charges by the police. It may have nothing to do with the police. It may have everything to do with the fact that the public feels more inclined now to support the police in their investigations now that a new government is in place. Or it could be some other reason? The management of the Guyana Police Force should not be satisfied with the explanation that better investigative work is being done. It should try to confirm
that premise so as to demonstrate to the public at large that it is doing its work better. If it can prove beyond reasonable doubt to the public that there is improved police investigation of robberies and murders, this would further boost public confidence in the Guyana Police Force and allow it to receive even more cooperation from the public. The real test, of course, will be the number of successful prosecutions that are had in the courts. It is left to be seen how many of the alleged confession statements are going to stand up to the scrutiny of the courts, including cross examination. There was a time when there was the disturbing prac-
tice of persons being charged with murder, but having the prosecution accept a lesser charge of manslaughter. There was muted criticism of this trend, even though it ought to have become a major source of worry for the criminal justice system. It was happening all too regularly for comfort. There was this one time in the distant past (and not in Guyana) when a man was charged with murder and was being tried before a jury. For some inexplicable reason as the trial approached its end, the defence decided that it wanted to cut a deal and accept a charge of manslaughter. The prosecution did, and the man pleaded guilty to the lesser charge of manslaugh-

by speeding car
A 21-year-old man is now dead after being struck by a speeding motor car on the Fort Wellington Public Road, West Coast Berbice (WCB) on Saturday. Dead is Ishan Jameer of Tempe Village, WCB. Information revealed that the driver of motor car bear-
ing licence plate PRR 5367, was proceeding west on the public road at a fast rate at about 18:15 hrs. The driver lost control of the car resulting in a collision with Jameer who was at the time on his motorcycle that was parked on the southern side of the public road facing
east. As a result of the impact, Jameer was thrown several metres away. The driver ended up on the parapet after the car came to an abrupt halt. Both were taken to the Fort Wellington Hospital for medical treatment. The driver was admitted to the hospital while Jameer was transferred to the New Amsterdam Hospital where he subsequently died while receiving medical attention.

The incident reportedly occurred on the night of May 6, last (two Fridays ago). The three men were arrested and placed on bail. Yesterday, Divisional Commander Calvin Brutus con-
firmed that the matter is under investigation. According to information received, the young volunteer, who came here to teach children in depressed communities, went to a bar with some friends in the village where she was working. On her way back home, the woman, who is in her
early 20s, was reportedly accosted by the three men who took her to a desolated area and raped her. She reported the incident at the police station and the men were arrested. Kaieteur News was told that the file will be sent to the Director of Public Prosecutions for further advice. The young woman has since been transferred from that village.

ter and was sentenced to ten years in prison. As it turned out, the jury up to that point was convinced that the man was not guilty of murder and if the case had been closed, they would have freed him. The public will be looking on to see how many of the murder charges that have been recently laid will boil down to manslaughter charges. This will indicate how strong the prosecutors’ cases are. The recent cases for murder will take years to be heard in our courts. The system of paper committals has been successfully challenged, with the result that efforts to speed-up trials have reached a hump in the road. After the prison riots we heard a lot of talk about additional magistrates being assigned to hear cases. We heard about night court being implemented. But we have seen little action on these fronts. It seems as if the new government is all talk and little action. If this trend continues it matters not how many arrests are made, Guyana will continue to have a dysfunctional criminal justice system.

=== The Freddie Kissoon column ===
LIFTING OFF THE TEGUMENT OF GAIL TEIXEIRA’S TEGURIUM
In my column of Tuesday, November 15, 2011, captioned, “I sat eight feet away from Gail Teixeira,” I described the behaviour of Gail Teixeira at a meeting of the Council of the University. Let me digress for a tiny moment and quote from the Stabroek News last week; “She (Teixeira) said that her entire youth in this country was fought and spent in that period where Walter Rodney and other comrades died for democracy in this country.” Well one thing is for sure, if Teixeira spent her youth in
Guyana (she was born here), she certainly hasn’t lost her Canadian accent. In that column of mine, I highlighted the arrogance and abuse of power by this aging Stalinist in the PPP. She had a list of lecturers she wanted fired from UG. My name was top of the list. She looked straight at the Vice-Chancellor whose visage was one of resignation and fatigue, and said; “Their contracts must be terminated.” That was the month of the general elections in 2011. Six weeks after, at the beginning
of January 2012, my contract was terminated. Yet this aging PPP monarch that held Cabinet status for twentythree years beginning from 1992 to 2015, could get up in the Parliament and talk about the days of Walter Rodney and the fight for democracy. If Walter Rodney was alive when Gail Teixeira and the Norman Bates of the PPP ruled this land, he would have sought to remove them. Rodney would have been so enraged at the descent into real fascism from 1999 onwards, that one can say absolutely that there would have been a volcano of Rodneyite activism against the depraved rule of the PPP. When I read those words about her youthful days fighting for democracy I wanted to throw up. When Teixeira produced her list of victims to the Vice-Chancellor, Teixeira and her Jagdeoite acolytes had already destroyed democracy. Remove the roof of the PPP’s sarcophagus and peep inside and you’ll see victims that a million philosophical geniuses could not have pre-
dicted or imagined would have been there after a youthful Gail Teixeira and her comrades came to power. Buried in that graveyard of dictatorship are Ronald Waddell, Courtney CrumEwing and ‘Sash’ Sawh. Scratch the walls of the PPP’s gulags and you’ll see the names of Mark Benschop, Oliver Hinckson, Bruce and Carol Ann-Munroe, Leonard Wharton and many more, including this columnist. Teixeira remembers the days of fighting for democracy in the seventies. One must ask her what the shape of her memory is like in the 21st century. Here are the words of Teixeira taken from the newspaper, that infuriate you because you know you are looking at the morbid hypocrisy of Teixeira; “For the better of our country, the better of the police force, the better of the GDF, the better investigation of crime. Doesn’t the honourable member want that from Public Security?” Which better country? The one that Teixeira and Jagdeo and company ruined?
Which better police force? The one that Teixeira and Rohee reduced to a Faustian conspiracy? The very police force that tortured an underage boy and burnt his reproductive parts? And to fool the world, Teixeira travelled to Switzerland in May 2010 and told the UN Human Rights Council that her government compensated the little fellow when he was not (for an exposure of this deception, see the Stabroek News of May 21, 2010.) Which police force? The one that tortured accused people and when Teixeira’s colleague, Home Affairs Minister, Clement Rohee was asked about this, told reporters; “I have so much to think about and you asking me about torture.” Which better investigation of crime is Teixeira talking about? Crime investigation under the tenure of Teixeira was reduced to donkey play. Between 1993 and 2009, 449 deaths due to assassinations, executions, and extra-judicial violence have been recorded. Less than five percent have been investi-
Frederick Kissoon gated. In 2005, Gail Teixeira was Minister of Home Affairs. Would she care to say how many of those murders were investigated and brought to conclusion under her watch and during the reign of her successors in the Home Affairs portfolio? Someone ought to advise this lady that the brother-inlaw of ‘Sash’ Shaw had appealed to the Canadian Government for an official probe into his death. This very man has accused the state, under the presidency of Jagdeo, of being involved in Shaw’s murder. It is pathetic and downright sickening that a young Teixeira in the seventies became one of the most powerful leaders in Government after 1992, and her period of domination, along with her fellow PPP leaders, constitutes the most undemocratic in the history of Guyana.

Hunt on for suspect in cousin killing A hunt is on for the man who is said to have stabbed his 61-year-old cousin on Saturday night which later resulted in the man’s death. Police sources said that the suspect, 54-year-old Aubrey Clerk, disappeared after stabbing his cousin, Lennox Norton, during a drunken brawl at their Lot 70 Lodge Housing Scheme home. Clerk is a vendor at the Stabroek Market. Yesterday, Clerk’s relatives said that since the incident they haven’t heard from the suspect. Norton was stabbed to the abdomen. He died around 04:00 hrs on Sunday while receiving treatment at the Georgetown Public Hospital.
The police in a statement said that at about 21:30hrs on Saturday, Norton was imbibing with a male cousin when they became involved in an argument during which he was stabbed to his abdomen. The victim and suspect were residing in the same house at Lodge at the time of the murder. Winifred Garraway, the suspect’s mother and the cousin of the dead man, said that she was in her bed when she heard an argument between the two men and immediately told Norton not to worry with her son, whom she described as “a troublemaker when he drinks”. She explained that after
she told her cousin not to pay attention to her son, she didn’t hear anything else until people started screaming. The woman, who is visually impaired, said that she was then told that her son had stabbed the father of five. According to the woman, the victim had moved into her home some three weeks ago, since he had nowhere else to go. He had worked in the interior, and was reportedly preparing to return to work soon, since he had already packed his bag to travel. While no one could say what the argument between the two men was about, some assumed that the suspect was maybe jealous, since Norton was cooking and doing
everything for the (suspect’s) mother. A relative of the two men said that he had just arrived home and heard screaming. He thought that bandits had attacked his family. ”I done pick up my cutlass and run in, then I hear that Lennox get stabbed.” Norton was rushed to the hospital where he was immediately prepared for surgery. Relatives were informed that the man suffered from severe internal injuries as a result of the wound he sustained. ”De doctor say he also lost a lot of blood,” a relative stated. They are all hoping that Norton’s killer gives himself up or quickly captured.
Dead: Lennox Norton
Chicken smuggler “Jinga Harry” jailed for 2014 shootout with GRA officers After a trial that lasted almost two years, popular Mahaica businessman Harilall Motielall called “Jinga Harry” was jailed for four years by Magistrate Sueanna Lovell at the Mahaicony Magistrate’s Court. The Magistrate handed down her decision yesterday in Motilall’s absence, after prosecutors, Inspector Hattie Anthony and Corporal Sheril Graham successfully presented their case. The embattled 56-yearold businessman, who was on $350,000 bail, was not present for the previous four court hearings as his Attorney Kim Kyte-John reported to the court that he was unwell. Nevertheless, Magistrate Lovell ordered that he must spend the first two years of his four-year sentence in prison while the other two years were suspended. It means that if Motielall commits any offence after serving the mandatory two years, he will be sent back to prison to serve the other two years. Motielall, who was labeled a major smuggler by the Guyana Revenue Authority (GRA), was charged with Discharging a Loaded Firearm with Intent. He was accused of shooting at GRA officers on the night of July 16, 2014, when they intercepted a convoy of minibuses loaded with illegally imported chicken at Dundee, Mahaicony. It is alleged that Motielall and others, using an AK-47 and other small arms, opened fire on the Customs Officers, injuring one of them. At the initial court hearing, Police Prosecutor, Corporal Sheril Graham had objected to bail on the grounds that the offence was very serious in nature. She told the court that the GRA officers who were conducting a surveillance
exercise based on intelligence received, had intercepted three minibuses containing 150 boxes of chicken, for which no customs papers could be produced. The prosecution’s facts are that the officers had taken possession of the keys for the vehicles, and the cell phones of the occupants were seized, when Motielall himself and three accomplices pulled up in a grey Toyota Allion motor car. The men exited and opened fire in the direction of the GRA officials, who were forced to retreat and take cover. This allowed the men who were detained with the smuggled chicken to escape in several waiting motor vehicles. When the dust settled, the motor vehicle used by the GRA officials to conduct the exercise was badly riddled with bullets. In the process, one of the GRA officers was wounded in his stomach and had to receive treatment at a city hospital. Also, during the 10minute barrage, a resident of the area, Yogeshwar Singh was grazed by a bullet as he peered through his window to see what was taking place. Motielall was subsequently
arrested and was positively identified by the GRA officials. His Attorney in her plea for him to be put on bail pending the outcome of his trial, had argued that Motielall was not charged with illegal possession of a firearm. In fact, she had noted that except for spent shells recovered at the scene of the shootout and the statement from witnesses, the police did
not find any weapons that were allegedly used. She had assured the court that her client is not a flight risk and he would return to court to stand trial. Magistrate Lovell accepted the bail plea, but had ordered that Motielall surrender his passport to the authorities. In handing down her longawaited decision yesterday, Magistrate Lovell stated that
the case was a clear one, based on the fact that Motielall was positively identified by the GRA officials who were involved in the incident. His Attorney had pleaded for the entire sentence to be suspended and that he pay compensation to the injured GRA officials. However Magistrate Lovell did not find favour with that request, agreeing with the prosecution
that the offence for which Motielall was charged was very serious in nature. The Magistrate also noted that Motielall was not even licenced to carry a firearm. It is not yet known if the sentence will be appealed, but according to a senior police official, checks will be made to locate Motielall so that “He can be taken to the place that he was sent to.”

Rohee has “no recollection” why ‘Sash’ Sawh murder inquest never held Following pronouncements by President David Granger that an inquest would be opened into the assassination of former Minister of Agriculture, Satyadeow ‘Sash’ Sawh, People’s Progressive Party (PPP) General Secretary Clement Rohee has welcomed the move. When asked why an inquiry was never launched into the killing of the PPP Minister, which occurred in 2006 while former President Bharrat Jagdeo’s government was in place, Rohee stated that he had no recollection of why this was never done. During his weekly press conference yesterday, Rohee, who was the then Home Affairs Minister, did acknowledge that the PPP’s failure to hold the inquest while in Government would likely be held against it. This is especially in light of the fact that the promised external assistance that Government had announced it would have been seeking, never materialized. “We welcome that,” Rohee was adamant. “They may come with the thing saying that we didn’t do it. But we didn’t do a lot of things.
- welcomes recent announcement of inquiry
Satyadeow ‘Sash’ Sawh You name one government that does everything it is committed to doing in a manifesto. Take for example the APNU+AFC. How much have they done? I don’t think we could go back to… well we didn’t do it. “So what I am saying is that we welcome that. They are the Government now and they are free to open any investigation or set up any
board or commission of inquiry, or investigate any matter that was of concern to them while in the opposition. So let them carry on with their investigation, they have the authority to do so now and let the chips fall wherever they may.” During the weekly televised show, ‘The Public Interest’, President Granger had stated that a ‘blood relative’
Former Home Affairs Minister, Clement Rohee had approached him and appealed for an inquiry into ‘Sash’ Sawh’s brutal murder on April 22, 2006. The head of state said that a formal Commission of Inquiry will be launched in due course, as part of a bigger quest to find answers to other unsolved cases back in the early 2000s. President Granger also noted that many were killed, including witnesses. According to the President, his first commitment
would be to assure relatives that the deaths will be investigated. Last year August, the President had promised, during a Berbice Slave Rebellion symposium, that thorough inquiries would be held into the killings of Sawh and all who were slain during the period between 2000 and 2008. “When you have Ministers of government bringing in computers so you can track down people’s mobile phones; when you have a lot
of men being shot at the back of their heads with their hands tied; when you have so many deaths which are not being investigated; when you have a minister of government who has been assassinated and you don’t have an inquest into his death, there is something stink, and we are going to investigate those deaths,” Granger stated. “Never before in history have so many policemen been killed than during the tenure of office of Bharrat Jagdeo and that is why they constructed that monument (Fallen Heroes) and if you go to Buxton you will see another huge monument,” the President remarked, referencing the Monument in Buxton, East Coast Demerara, where the names of over 450 victims of extra-judicial killings over the last two decades are inscribed. Sawh, his sister Phulmattie Persaud, Brother Rajpat Rai Sawh and security guard, Curtis Robinson, were gunned down on the evening of April 22, 2006 at the Minister’s La Bonne Intention, East Coast Demer-ara residence. The killing sent shockwaves throughout the nation and there were many questions and an abundance of speculation over his death. After a police investigation into the killing, one man, Jermaine ‘Skinny’ Charles, was charged. He was fatally shot by police, years later, after escaping from custody.
City “cleaner” remanded FOR MINER’S MURDER A 27-year-old man who claimed to be part of the ongoing city clean-up campaign appeared in court yesterday to answer a charge for the 2015 killing of 57year-old miner Charles Major, whose body was found on a mining camp in Mahdia. The accused Triston Kenrick Williams, of Lot 9-10 Queen Street, South Cummingsburg, stood in handcuffs to face an indictable murder charge when he appeared at the Georgetown Magistrates’ Court. The charge read by Chief Magistrate Ann McLennan stated that Williams between March 5 and 6, 2015, murdered Major, a miner, at Dickman Hill, Mahdia. Williams was unrepresented. The matter was transferred to the Mahdia Magistrate’s Court where it will be called again on July 8. According to reports, Major, a father of five, had been found on the evening of March 6 last year after persons reportedly saw him talking to someone prior to his death. It was reported that he was found with several lacerations in a mining camp near Dickman Hill. He later died at the Mahdia Hospital. Family members reportedly told the media about the shocking news concerning Williams’ death which had devastated their lives since they could not think of anyone who could have wanted to harm him.

Health sector’s budgetary plans not “in sync” with strategic plan
PAHO/WHO report finds...
By Jeanna Pearson Budgetary requests and allocations made by the Ministry of Public Health (MoPH) may not have been in sync with the true health needs of the population and its strategic plan, since there is a scarcity of research and operational planning in the sector, a Pan American Health Organization (PAHO) report has revealed. The report Health @50 in Guyana: Progress Health Report 1966-2016, which was released last Saturday, disclosed that a lack of operational research and planning might have caused budgetary allocations to not be in line with the requirements of the population and programmes, and thus could lead to unnecessary expenditure of financial resources. It indicated that this shortcoming could also lead to a deficit of coordination of activities while negatively im-
pacting the continuum of comprehensive care. When the findings of this report were placed before Public Health Minister Dr. George Norton, he stated that while there is no sufficient research being conducted, there is no evidence of overspending and irrelevant budgetary requests made by the ministry. Norton asserted that a shortage of epidemiology staff in the public health sector is the chief cause for little to no research being carried out. “Our system has been inefficient for years but we are fixing it and we are making progress,” he said. He emphasized further that the ministry could not have been “overly” requesting funds when it is barely taking 10% of the National Budget. “We don’t have the money, and the little that we have we have been stretch-
ing it, and that is what is creating a strain across the sector...we don’t have an overspending problem, we have a human resource problem,” he added. Earlier this year, the coalition government injected $28 billion into the health sector, which is an increase from the 2015 budget of $22.1 billion. Finance Minister Winston Jordan had announced the 10.9% allocation, citing an interest in developing human resource productivity. Norton promised that the ministry is focused on increased remuneration and improved staff satisfaction. Currently, he stated, it is working at increasing the epidemiology staff in the sector. The health report stated that while the focus of the Planning Unit has been on the budgeting aspect of programmes, there is hardly any monitoring and evaluation conducted, with operational research to determine
cost effectiveness or cost efficiencies of various initiatives and programmes. “One of the core functions of the MoPH is the development of strategic plans, which is evidenced by National Health Plans (NHP) as well as National Strategic Plans (NSP) for specific diseases. On many occasions, the development of these plans was driven by donor requirement to access funding,” the report stated, explaining that these plans are documents that outline the broad strategies to assist the MoPH to achieve its goals. However, it stated that the operationalization of these strategies necessitate short (1-3 years), focused and target-driven Operational Plans (OP) also called Implementation Plans and so where OPs were not developed, the annual budgets for the various departments of the Ministry were sometimes “not aligned with the programme” due to
the lack of costed execution plans. It noted that while the ministry has data collection systems in place, detailed analyses are not always conducted at all the various levels across the system. “Evidence-based and informed decision making will allow for improved programme planning, monitoring and evaluation and programme refinement,” it said, citing a deficit of human resources, skills and competencies in many programmes to analyze and interpret data. This, in turn, results in information not often being utilized in real time, especially at the regional levels, to influence changes to programme implementation. The report mentioned that human resource has been a challenge for the ministry, with the sector having a lack of adequately trained and skilled staff, and also the retention of skilled human resources
like doctors, nurses and other ancillary medical staff. It opined that this deficiency could be the result of the country’s brain drain, including difficult working conditions, inadequate remuneration, and a “perceived lack of interest on the part of government about the welfare of workers.” “A Human Resource Strategy that includes the attraction, retention, capacity building and succession planning of human resources is critical, but even more important, are the implementation and sustainability of this strategy,” the report stated. Since the early 1970s, there has been a gap in terms of doctors (both general practitioners and specialists) and the shortage has always been supplemented by bilateral agreements with the Cuban and Chinese governments to have their nationals strengthen Guyana’s health system.
Rodney report recommends “ethnic harmony” as foundation for country’s progress By Abena RockcliffeCampbell Recommendations contained in the report on the Commission of Inquiry (COI) into the death of Dr. Walter Rodney present a starting point for the coalition government and the People’s Progressive Party/ Civic (PPP/C) opposition to join forces for the sake of national unity. The report recommended that it is imperative that Guyana sees “ethnic harmony.” In fact, it was said that most recommendations rest on the hope of ethnic harmony. The Commission noted, “The ethnic divide in the Guyanese society constitutes a fragile fault line. General elections produce an environment that puts that fault line under stress. Many recommendations made in the report assume the existence and maintenance of a sense of ethnic harmony. But it has to be worked at. Every government has a continuing responsibility to work in close consultation with national associations and diverse interest groups to design and implement a programme intended to strengthen ethnic harmony and sense of national unity.” While the People’s National Congress Reform (PNCR)—the main party in A Partnership for National Unity (APNU)—is not very receptive to the findings of the COI, the recommendation of ethnic
President David Granger
AFC leader, Khemraj Ramjattan change is a stark reminder of the much touted national unity that has been promoted as a main goal for APNU. The report found that the then Prime Minister, Forbes Burnham “conspired” to assassinate Dr. Rodney. Burnham is the founder of the PNCR. Kaieteur News recently contacted a key member of the PNCR about the recommendation. The member, who asked not to be quoted at this point, said that the party is yet to discuss that recommendation “specifically.” He said, however, “Of course you know our view on the report. We feel that there was an agenda and that the COI was part of a political witchhunt. But, yes the PNCR is all for national unity or as they
(the commission) put it, ethnic harmony, and we have long been trying to involve the PPP/C, let’s see what happens.” So far, the PPP/C has not been playing much of an integral role in government’s efforts to promote national unity or “social cohesion.” However, the PPP/C is very much interested in the COI report. In fact, in 2013, 33 years after Dr. Rodney’s death, it was the PPP/C government that announced a COI. The PPP/C’s interest goes to such an extent that one of its senior members, Gail Teixeira, recently took a motion to the National Assembly to ensure that the report was taken to the House. She further introduced an amendment to have the report referred to a parliamentary Special Select Committee for further examination. Teixeira said that she wanted to make sure
that the report was not shelved. AFC had expressed the view that the report “affords the country an opportunity to address a difficult period of its history”. The party said that it hopes that the report forms the basis for national healing and reconciliation. Of course the Working People’s Alliance (WPA) would have a key interest in the report, its findings and recommendations, since Rodney was a member of the party. If all that was said by the main parties for it to be taken as more than political banter, Guyana may very well see political cooperation for unity. Dr. Rodney was a famous Guyanese described as a scholar, historian, activist, formidable orator and, in his latter days, a politician. He was killed when a bomb exploded in a car in which he was an occupant. He was 38 years old at the time.

Suppose this man kills A reality in... his wife? DEAR EDITOR; In March last a relative of mine who is residing in Cummings Lodge, on the East Coast of Demerara and her husband ended up in the Magistrate’s Court over a domestic violence matter. The husband being the defendant in the matter pleaded guilty to the threatening language charge. It must be noted that this is not the first such legal issue regarding the husband for making threats to his wife. Bail was granted to the accused with the condition that he remains one hundred yards away from his wife who is the virtual complainant and the property which they reside in pending the outcome of the court hearing. The case was subsequently recalled on Thursday 12th May 2016 at the said Magistrate’s court in front of the said presiding Magistrate who adjourned the matter further. On the evening of the aforementioned date i.e the date when the matter was adjourned, the defendant went to the residence and made threats again to his wife who he has a pending court matter with. Not only did he threatened his wife again but also physically assaulted and verbally abused his children even throwing the clothes
of one of the children outside. This man also told his wife who is schedule to travel overseas that he has people who can put cocaine in her suitcase and set her up. Things became so horrifying that the abusive husband and father broke a bottle and attacked his wife who sought protection in a bathroom. The Police were subsequently informed. They came and took him into custody and placed him on bail the following morning despite the wife indicating that there is a court order against her husband. My question is Mr Editor; do the Police has the authority to supersede a Magistrate’s decision. The Police are aware the there is an order from a Magistrate against the defendant. They arrested the defendant on the premises that he is banned from going to. The wife showed them the broken bottle and its pieces and they also later took a statement from the wife to effect the complainant. Yet still they allowed this man to continue to walk maybe for him to accomplish what he keeps threatening his wife that he would do. This is a man who has breached his pre trial conditions yet the police are taking things with a pinch of salt. So much for professionalism and so much for victims of domestic violence. Relative of abused wife
From page 5 of the people. Many of their supporters know that crime affects everyone and claimed that instead of casting blame on the government for the high crime rate, the PPP should join the administration to help reduce it. This could improve the image of the party and the credibility of its leaders. It is time for the PPP to stop its charade and be real. After all, crime is not a partisan issue, it knows no political stripe; it ruins communities. So irrespective of political affiliation or ethnicity, all must the government to eradicate crime from society. The people are sick to their stomachs at the way criminals are roaming the streets. Murder and armed robberies seem to become the norm rather than the exception, and the people’s right to live the way they should has been ruined. Guyana is far from returning to its once glo-
rious, happy and peaceful days when families could leave their doors unlocked and when armed robberies and murders were scarce. Most rural communities were safe and neighbors looked out for one another. Simply put, they had each other’s back. Maybe the time has come for people not to depend on politicians but should humble themselves and become their brothers’ keeper. They must also pray for the criminals to turn from their wicked ways and become righteous. However, things are not right in the country for this to happen. The poverty gap has widened and the poor have become poorer. Youth unemployment is high and there are few decent paying jobs available. Indeed, things are not right in the country. From page 4 relationship? As a result of the inactions of the Minister, Mae’s has morphed into a complete monster and is now out of control; mistreating teachers and not only stating blatantly to parents that they can do what they want after fleecing their money, but also requesting an arbitrary ten percent late fee on an advanced payment of school fees and failure to pay same results in the child having to be kept at home until it is paid. Ludicrous! Such actions represent a total disregard not only for the parents whose payments sustain the School
but for the Minister, the Ministry and the rules that they have established to govern education in Guyana. It is also a disregard for the laws of Guyana as one cannot arbitrarily set a penalty; it is illegal! Similarly, there are labour laws that govern the employer-employee relationship. Mae’s school administration should not be allowed to continue with such actions without consequence. Now that the parents would have written and protested, I await the intervention of the ‘new’ Minister of Education. Should I? Concerned parent

It is not unreasonable to think that the contemplated change from ‘fixed’, across-theboard increases for the typical Public Servant will be a hard sell. That is not to say it cannot be done (as Director of Human Resources for DDL many years ago I was fortunate to be able to successfully negotiate the first multiyear, multi-union agreement for Performance Based increases for all employees of DDL which became a model for successive Agreements and, as far as I know, the practice is still in vogue!). However, it must be noted that any Performance Based compensation system depends on a robust Performance Appraisal System which in turn depends on unquestionable objectivity and integrity of the supervisory and managerial staff who are responsible for implementation and ongoing monitoring to ensure that the system does not degenerate into automaticity and perfunctory implementation. Favoritism, bias and similar human frailties can ruin the most well-intentioned, best-crafted Performance Related Pay and Promotion System. Another peculiar feature of the performance of the typical Public Servant is that it is more qualitative than quantitative; qualitative performance is more difficult to measure than quantitative especially if one believes, like Henry Ford, that “Quality means doing it right when no one is looking”. What propor-
tions of our Public Servants will qualify for good, very good or excellent service without supervision? Unsupervised qualitative performance is also referred to as ‘discretionary effort’; again, how do we spot and capture such ‘discretionary efforts’? Most achievements in the Public Service depend on ‘team work’; how do you identify the unproductive team members from those whose basic plus discretionary efforts are key contributors to the team effort? The referenced SN report of 14/05/16 is headlined “Public Service wage negotiations closer”, giving the impression that these negotiations will likely start very soon; having regard to the President’s far-reaching comments discussed above, one is tempted to ask the following questions: Are the supervisory and managerial staff in our Public Service ready for such challenges? Are the Performance Appraisal systems currently in place geared to accommodate a system of Performance Based Increases? If they are not can they be made ready in time for the already overdue negotiations with the Unions for current and near- term salary adjustments? In conclusion, I wish to emphasize that I am also a firm believer in and implementer of ‘performance related compensation systems’; my purpose in writing this letter is to forewarn about the need for much advance preparatory work to establish the necessary foundations, sub-systems, competencies and sensitization, lest any new contemplated system result in a ‘still-birth’! Rope, hacksaw... From page 18 breaking up beds in an effort to make these weapons. Some of the counter measures within the building itself, according to Graham, were sanitization exercises, and accounting for materials, with checks and balances and forms to sign in and out of the prison. He also noted that certain areas where prisoners might get access to materials to fashion a weapon have been restricted. In addition, Graham stated that the buildings are reinforced. The Director also pointed out that there is added security at the gates, with no one being allowed in without a mandatory security check. Added to this, according to Graham, is the presence of disciplined forces on the road-
ways surrounding the prisons, to prevent contraband being thrown over the walls. The bust comes in the wake of a deadly fire in the prison on March 3, which claimed the lives of 17 prisoners and injured others including prison wardens. In the wake of that fire, a Commission of Inquiry (CoI) was ordered by President David Granger. The recently concluded CoI was presided over by retired Justice James Patterson, Activist Merle Mendonca and former Director of Prisons Dale Erskine. It featured testimonies from prisoners, prison officials and fire officials. Even during the CoI, inmates could be observed on social media using cell phones and uploading pictures.

No notification received for polls in areas where ties exist - GECOM
Local Govt. Elections... The Guyana Elections Commission (GECOM) indicated yesterday that it is not
in receipt of notification for the conduct of elections to elect a Mayor and NDC Chair-
persons for areas where there was a tie. ELECTION OF MAYOR
– MABARUMA According to Deputy Chief Elections Officer (DCEO), Vishnu Persaud, there is the existence of an equality of seats held by A Partnership for National Unity + Alliance for Change (APNU+AFC) and the People’s Progressive Party/ Civic (PPP/C) in the Municipality of Mabaruma (6 seats each). This has, in the case of election for Mayor, resulted from equal number of votes cast by the elected councillors to elect a Mayor. “In this case, Section 13(6) of the Municipal and District Councils Act, Cap. 28:01 provides that on account of equality of votes, the Town Clerk shall appoint a date not later than December 28 in the same year for the election of the Mayor from the tied Candidates by the voters whose names appear on the register of voters, for the time being in force, for the city,” a release from the Commission stated yesterday. However, Persaud indicated yesterday that to date, the Guyana Elections Commission (GECOM) has not received any notification – as required by law – from the Clerk of the Municipality of Mabaruma, or from any other source, written or otherwise,
that a date has been fixed for the conduct of an election in compliance with Section 13(6) of the Municipal and District Councils Act, Cap. 28:01. ELECTION OF CHAIRPERSONS – NDCs GECOM stated also that there is an equality in the number of seats held by the APNU+AFC and the PPP/C in the Neighbourhood Democratic Councils of Malgre Tout/Meer Zorgen (8 seats each), Industry/Plaisance (9 seats each), Woodlands/Farm (8 seats each), Woodlands/ Bel Air (4 seats each) Gibraltar /Fyrish (9 seats each) and Macedonia/Joppa (6 seats each). Section 28(6) of the Local Government Act, Cap 28:02 GECOM stated, provides that if there is no election of Chairman on account of an equality of votes cast by the councillors present, “the overseer shall immediately fix a day within the last 10 days of the year for the election” by the registered voters, for the election of a Chairman from the councillors receiving the equal votes. This election must be held in the same manner provided for the election of village councillors” To date, GECOM said that it has not received any notification, as required by law,
from any of the respective Overseers, or from any other source, written or otherwise, that a date has been fixed for the conduct of an election in compliance with Section 28(6) of the Local Government Act, Cap 28:02 BY-ELECTION – Constituency No. 7, Rose Hall In the case of the results for the election in Constituency No. 7 (Rose Hall Central) in the Municipality of Rose Hall, three Candidates APNU+AFC’s Marcia Tonike Fraser who gained 130 votes; PPP/C’s Chattergoon Ramnauth with 166; and Sandra Chisholm with 166 votes, has resulted in a stalemate between Ramnauth and Chisholm. Relative to the election of Constituency Candidates, GECOM stated that the Municipal and District Councils Act, Chapter 28:01, as amended by Section 53A. (1) of the Local Authorities (Elections) (Amendment) Act provides that “Where a vacancy for a councillor in respect of the first-past-the-post number of councillors in a local authority area occurs as a result of death, resignation or any other cause, the Clerk of the Council shall, after compliance with the provisions of section 43 (1) of the Municipal and District Councils Act, inform the Elections Commission, which shall instruct the Chief Election Officer to hold a By-Election and the Chief Election Officer shall carry out the instructions thereof.” GEOCOM said that “notably”, there is no legal provision for the conduct of a byelection where there is an equality of votes for two or more Candidates for any Constituency election. “Accordingly, the Commission is of the position that, since no one could be issued a Certificate of Election due to the equality of votes, no councillor could be appointed in respect of constituency No. 7 for the Municipality of Rose Hall. Therefore, the issue of the existence of a vacancy does not arise. Recognising, this legal deficiency, the Commission took the unanimous decision to bring it to the attention of the powers that be, through the Ministry of Legal Affairs, the release stated. GECOM said that it would like to make it “abundantly” clear that the Commission and its Secretariat stand prepared to hold any of the referenced elections, if and when called upon to so do within the realms of the relevant legal authority.

Venezuela reaches better Pope rules out early resignation for French oil loans deal with China cardinal in paedophilia storm Paris (AFP) - Pope Francis has ruled out seeking the fast-track resignation of a French cardinal accused of failing to inform the authorities about an alleged paedophile priest, the French newspaper La Croix reported on Tuesday. In an interview with the Catholic daily on Monday, the pope said it would be “contradictory, imprudent” to seek Cardinal Philippe Barbarin’s resignation at this stage. “We will see after the end of (any) trial. But (to seek his resignation) now would be to imply guilt,” the pontiff said. Francis said he believed Barbarin had “taken the necessary measures, he took things in hand. He is brave, creative, a missionary. We
should now wait for the outcome of the civilian judicial procedure.” Barbarin, the archbishop of Lyon, France’s second largest city, is facing a storm over his handling of allegations against Father Bernard Preynat, accused of sex attacks on four boy scouts between 1986 and 1991. Preynat was placed under formal investigation in January, but his lawyer argues the alleged crimes are now beyond the statute of limitations. In March, prosecutors in Lyon ordered a preliminary investigation into three accusations by civilian plaintiffs that Barbarin’s diocese knew about the scandal a number of years ago but failed to in-
form the authorities. According to the diocese, Barbarin first received testimony from an alleged victim in mid-2014, and relieved Preynat of priestly office in May 2015. An association called La Parole Liberee (“The Liberated Word”) says it has identified between 50 and 60 victims. The Lyon diocese has not made an official comment on the report. A source close to the cardinal however said the pope was commenting for the first time on the matter and that it was “an expression of confidence between two men who know and respect each other.” (to a country) in this time.”
Eight tons of coke seize from Columbian underground chamber Some of the seized cocaine
Columbia (CNN) -Colombian national police seized some 8 tons of cocaine along the country’s border with Panama over the weekend. Officials say the drugs were discovered in an underground chamber beneath a banana plantation. Authorities in Colombia say they believe the drugs belong to a crime gang that U.S. officials are targeting — the Clan Usuga gang. The
U.S. has offered a $5 million rewardfor the capture of the gang’s leader, Dario Antonio Usuga David. Colombian President Juan Manuel Santos tweeted that the bust is “the biggest seizure of drugs in history.” He said it was “a hit against criminals.” In a statement, the Defense Ministry said the final stage of the operation began at 6 a.m. local time Sunday in
the town of Turbo. Some 50 officers stormed the banana farm and found the drugs hidden under a layer of cement in a small building. Still, in the great scheme of things, losing 8 tons of cocaine is not likely to put Colombian gangs out of the cocaine business. Colombia produced 442 metric tons of the drug in 2014, according to a United Nations report released last summer.
Miguel perez Venezuelan Economy Vice President Miguel Perez. Venezuela (Al Jazeera) Venezuela has reached a deal with its main financier China to improve the conditions of an oil-for-loans deal, giving the oil exporting country’s crisis-hit economy a break ahead of heavy debt payments, its top economic official has said. Despite having the world’s largest crude reserves, Venezuela’s economy contracted 5.7 percent last year, its second year of reces-
sion. The country is facing widespread food and power shortages. The improved China deal, as well as a steep cut to imports and a new, weaker foreign exchange rate would help Venezuela come out of a “very complicated” semester, according to Venezuelan Economy Vice President Miguel Perez. “Today we can say that we’ve agreed to new commercial conditions that are
adapted to the country’s reality,” Perez said in an interview with Reuters news agency on Monday. “This will give the country important oxygen to go forward.” The economy is likely to remain in recession until the end of 2017, he added. China has lent some $50bn to Venezuela over the last decade. Its struggling state-led economic model and the fall in oil prices have triggered severe shortages of food and medicine, raging tripledigit annual inflation, and a tumble in local business activity. President Nicolas Maduro blames an “economic war” launched by right-wing businessmen and opposition p o l i t i c i a n s seeking to sabotage him and destabilise his socia l i s t government. Opposition parties have staged marches and demonstrations across several towns and cities in hope of toppling Maduro.

Cable & Wireless sold in US$7.4B deal - Cable & Wireless, the company that operates here as Flow, is no more
The American, Britishbased telecommunications giant Liberty Global today announced that it has completed the acquisition of Cable & Wireless Communications (CWC) in a transaction valued at approximately US$7.4 billion on an enterprise value basis. However, officials of the company say it will be business as usual in Barbados and the rest of the region, at least “for the time being”. Making the official announcement this afternoon in a conference call at the Flow Warrens, St Michael office, Chief Executive Officer of Liberty Global Michael Fries told journalists the track record and power of both companies would only result in good opportunities for the region. Fries said he was confident it was the right time for the acquisition, describing CWC as a “very well run company” and “a perfect fit” for Liberty Global. “We felt this was the right time to develop scale in our industry. It is very important given the competitive environment, to add great scale,” he said. “Just as importantly it is a great management team and it is a part of the world that need investment and innovation. If we look at mobile data penetration, broadband penetration, telephony penetration or smartphone penetration in Latin America and the Caribbean and compare it to Europe or the US, it is clear that there is great opportunity to bring investment and innovation to this region of the world and we are excited to do that,” he said, pointing out that Liberty Global was a “big investor” in infrastructure and technology. Cable & Wireless has been acquired in a US$7.4B deal by US-owned Liberty Global. Barbados (www.barbadostoday) nounced in November last year but at a value at US$5.3 billion, including CWC’s net debt, which was about US$2.7 billion as of September 30, 2015. This came less than a year after CWC completed its acquisition of Columbus International Inc. Following that merger the company embarked on a rebranding of the company to operate in the region under the Flow brand. “For employment and infrastructure I will simply say that we intend to look at each market independently and try to figure out what the right technology solution is. In the case of Barbados fibre to the home, could that be the right solution? And I think that is something we will look at very closely, but we want to look at each market separately. It is not one size fits all in this business,” he added. The Liberty Global executive added that typically his company would invest between 20 and 25 per cent of revenue into its network and technology aspect of the business. However, he boasted that
the majority of the investment was usually geared towards improving and upgrading networks and services, which would be no exception for the region. One of the major changes in the short term will be the exit of Phil Bentley, who is now the outgoing chief executive officer of CWC. John Reid is the interim CEO. Reid was previously president of CWC’s consumer group. Reid described the Barbados market as an interesting one, pointing to the level of investments and upgrades over the years. He said the company would continue to focus on its “consolidated call centre” for the region, adding that a “revamp in customer focus, retail stores and new products and services especially on the video side” were also on the cards. “So I think really Barbados, we have got to step up in terms of where we are. The customers will see improved levels of service regardless of what key performance indicators that we will be judged on and new products and services,” said Reid.
Twelve murders recorded in Trinidad over weekend Trinidad (Newsday) -THE country is drowning in blood. Within a three-day period from Friday last to Sunday, 12 persons including a woman, were murdered in various incidents in Trinidad, sending the murder rate to 179. For the same period last year, 140 murders had been committed. The latest murder victim has been identified as Chaguanas mother Patrice Thomas-Fletcher who shortly after attending a party to celebrate her birthday, was found dead on the floor in her Enterprise apartment home. Her killer, a man whom she knew, is now in police custody. Police said Fletcher’s throat was slit and she bled out. As the nation reels from the weight of all these murders, even Prime Minister Dr Keith Rowley admitted - moments after he returned home from a 12-day overseas trip on Saturday evening - that this country is a violent one and there is no switch to turn off murders and crimes. Birthday celebrations ended in death Sunday for Patrice Thomas- Fletcher, shortly after she returned home from a lime with friends in Port-of-Spain. The man who police said slit her throat, was also the main suspect in the death of her two-year-old daughter Kimora Roopnarine back on September 16, 2013. But he was never arrested and charged for Kimora’s death caused by blunt force trauma. On Saturday, Fletcher who was a customer sales representative at Francis Fashions Shoe Locker Limited, celebrated her 26th birthday. Police said she and friends went to celebrate her birthday on the Avenue in
Port-of-Spain. At about 5 am yesterday, a male taxi driver dropped her off in front of her apartment home at Phyllis Lane, Enterprise in Chaguanas. At about 11 am, a 24 yearold man telephoned Central Division Police, telling officers he found ThomasFletcher’s body with the throat slit. The building housed several tenants but yesterday many opted not to speak about the incident. Meanwhile, three men of Central Trinidad were killed in two separate incidents between Saturday afternoon and Sunday. At about 4.30 pm on Saturday, Dhanraj Rajpaul, 41, Enterprise Street, Longdenville was found slumped over the steering wheel of his Mitsubishi Lancer car. He had been shot repeatedly. Then, at about 8.30 pm also on Saturday, Central Division police were called to another murder scene at Chin Chin Road Cunupia. According to reports, Dirk Ramkissoon, 32, of the same address was standing in the front of a friend’s home when a man approached and fired several shots. Ramkissoon was struck by a bullet to the back of the head. He ran a short distance away and collapsed. He died at the scene. DMO Dr Kawal visited the scene and ordered the body removed. Then at 6 am yesterday, Juri Chanka Choon of Mt Plasir Road in Cunupia was at his home when he was attacked by a man. Choon police source said, was beaten to death by the suspect who was later arrested by Cunupia police. In Valencia, a 41-year-old man who police said witnessed a murder in 2014, was gunned down while purchas-
ing items at a shop on Saturday night. According to reports, Clint Phillip of New City, Alexander Trace in Valencia was in company with Ronaldo Campo at the latter’s father’s shop located at Pineapple Drive, when a gunman walked up to the two and fired several shots. Phillip was killed on the spot while Renaldo suffered gunshot injuries and was later rushed to hospital. Investigators said yesterday that Phillip had complained about threats to his life after turning State witness in two murder cases. Police sources said it is believed that the ‘hit’ was ordered by someone behind prison walls. A party of officers led by Snr Supt Trim and including Supt Phillip, ASP Robain, Sgt Lopez and others visited the scene and investigations are continuing. Seven other murders were committed within the three day period as reported in Newsday’s Saturday and Sunday editions. These victims have been identified as father and son Lloyd and Ryan Ramkissoon; a Marabella man known only as ‘Joel’; Ryan ‘Daewoo’ Hercules; Abdel John; Jakan Lezama and Marvin ‘Manners’ Bascombe. A bandit named Simon Cummings was shot dead by an off-duty policeman during a failed robbery attempt at Zhong Hua Chinese Restaurant in Bamboo Settlement #2 on Friday night. Another bandit, seeing his friend head on the floor, dropped his gun and surrendered. He remains in police custody. With so many murders taking place, autopsies are to be done in batches of three or four per day over the course of this entire week at the Forensic Science Centre, police sources told Newsday.

Debt warning issued for Jamaica, Caribbean VICTORIA, Seychelles (CMC) – A report by the London-based Commonwealth Secretariat is warning Caribbean countries if they continue on their current development path, by 2050 they will face unmanageable debt, poor growth, and greater socioeconomic problems. The report, which was launched at the Fourth Global Biennial Conference on Small States in Seychelles, looks at the current policies and trends in six Caribbean countries, namely Bahamas, Barbados, Jamaica, St Lucia, Grenada, Trinidad and Tobago, and Guyana. Titled, “Achieving a Resilient Future for Small States: Caribbean 2050,” the report makes a 34-year projection across different sectors and shows five out of the six countries would have a debt-togross domestic product (GDP) above 100 per cent – dangerous levels if growth continues to lag. Projections also suggest interest expenditure on debt is likely to sap public fi-
nances, reducing funds for development and giving rise to greater socio-economic problems. The report warns that the Caribbean faces mounting challenges and unless there are seismic shifts in policymaking, the outlook is stark. “Sluggish growth, spiralling debt, high youth unemployment, rising crime rates, piecemeal investment, and low productivity all pose serious threats to the region’s future. Climate change also casts a long shadow; small island developing states are most vulnerable to extreme weather, rising sea levels and diminishing natural resources but lack the funds to plan ahead and minimise risks.” The report challenges the status quo and sets out policy interventions in tar-
geted areas aimed at tackling persistent barriers to the region’s growth. “This publication offers strategies that seek balance for the Caribbean in the survivability of today and the sustainability of tomorrow,” said Commonwealth Deputy Secretary-General Deodat Maharaj. “We have taken on board current and future threats facing the region, such as lack of competitiveness, human and financial resource constraints, crippling debt and limited access to development finance and put forward practical steps that set out a new trajectory to help realise the full and rich potential of the region.” The report provides recommendations on productivity, export growth, increasing youth employment and fiscal reform.

Lightning strikes kill 65 people in four days in Bangladesh
Bangladeshi rickshaw drivers take shelter during a heavy downpour in the capital, Dhaka. Bangladesh (CNN) Sixty-five people have been killed by lightning strikes in Bangladesh in four days, as the country endures its annual severe storm season. Most of the deaths occurred in rural parts of north and central Bangladesh, with the victims predominantly farmers and construction workers, Reaz Ahmed, director general of Bangladesh’s Department of Disaster Management, told CNN on Monday. The deadliest recent day was Thursday, when 34 people were killed, he said. Twenty-one died the following day, seven on Saturday and three on Sunday. Lightning strikes are relatively common in the low-lying, densely-populated na-
tion, with the country experiencing severe storms with frequent lightning often between March and June, ahead of the onset of the monsoon. The storms were caused by strong cold fronts moving out of the Himalayas and southeastward, encountering warm, moist air from the Bay of Bengal. Deforestation has exacerbated the problem, with the lack of trees making farmers working in fields a target for lightning strikes. Ahmed said that while lightning was common at this time of year, the number of fatalities was higher than usual. Last year, 274 people were killed by lightning. “We are discussing with our meteorological experts on why the deaths are higher this year,” he said, adding that the government had been running
a public education campaign on how people could protect themselves from lightning. Tropical storm kills 23 in Bangladesh The government is providing 20,000 Bangladeshi takas ($253) to victims’ families, and 10,000 Bangladeshi takas ( r o u g h l y $126) to the wounded, he said. So far this year, five people have been killed by lightning in the United States, a country with about double the population of Bangladesh, which has 157 million people. About 90% of victims of lightning strikes survive, although many endure debilitating injuries. The odds of a person being struck by lightning during his or her lifetime is about one in 12,000.

Former India cricketer Deepak Shodhan dies aged 87 ESPNcricinfo - Deepak Shodhan, the first Indian to make a Test century in his debut innings, has died aged 87. He was India’s oldest living Test cricketer. Shodhan passed away at his residence in Ahmedabad. He had been suffering from lung cancer, which was detected in February this year. The funeral was scheduled for 11 am on Monday. An attractive left-hand batsman who bowled leftarm pace as well, Shodhan was given his first India cap at 25, against Pakistan at Eden Gardens in 1952, and made an immediate impact. He walked in at No. 8, with the score on 179 for 6 and no specialist batsmen left, and he walked out with 110

India claimed a lead of 140 runs, but the match ended in a draw. “I was in the reserves for the series against Pakistan in 1952-53, the historic first Test series between our two newly independent nations,” Shodhan had said in a recent interview. “In the final Test match, at Calcutta, I was drafted into the playing XI after our captain Vijay Hazare pulled out unwell. It was Lala Amarnath, who was captaining India in Vijay Hazare’s absence, who asked for me to be brought in - ‘that tall Gujarati boy who had done so well in the trials and other matches’.” Despite that bright start, Shodhan played only two more Tests, on a tour of West
Indies in 1953. The team had journeyed to the Caribbean by a small boat, which kept tossing and turning. Everyone got sick at some point or other and Shodhan remembered being the last man standing. Having made 45 and 11 in the first Test at Portof-Spain, he did not play the next three and was taken ill when he returned for the fifth one in Jamaica. That didn’t stop him from walking out at No. 10, after West Indies had taken a 264-run lead, to try and salvage a draw. Madhav Apte, the 83-year old former opening batsman who was part of that series, recollected Shodhan’s bravery. “He was down with flu and was admitted to the hospital and did not bat in the first

PCB mulls Sri Lanka as venue for West Indies series The high cost of playing in the UAE is believed to be the reason for the PCB seeking an alternative venue © Getty Images
ESPNCRICINFO - The PCB has sought a financial estimate from Sri Lanka Cricket in relation to Sri Lanka hosting Pakistan’s home series against West Indies in October this year. The series, comprising two Tests, three ODIs and a Twenty20, is scheduled to be held in the UAE, but because of the high costs of playing in the UAE, the PCB is mulling Sri Lanka as an alternative venue. “We are concerned about rising costs of hosting matches in the UAE, and if Sri Lanka is significantly
cheaper then we shall consider it as an option,” a PCB spokesman told ESPNcricinfo. SLC secretary Mohan de Silva also confirmed the PCB’s approach: “Yes, they have approached us. We will put the budget together and send it back to them. It will depend on whether it is a financially viable option for them to host a series here.” Pakistan has largely remained a no-go zone for international teams since March 3, 2009, when gunmen attacked the Sri Lankan team bus during the Lahore Test.
Since then, the UAE has hosted a majority of Pakistan’s home series, with only Afghanistan and Zimbabwe visiting Pakistan for one series each. ESPNcricinfo understands the UAE has not been dropped as venue, but the PCB is keen to weigh up other options. The idea of playing elsewhere emerged after the Pakistan Super League was held in Dubai and Sharjah in February; it cost the PCB more than US$ 3 million (Pakistan rupees 31.4 crore approx) to stage the tournament over two weeks. It is understood
that officials from Dubai Sports City and the Sharjah stadium met PCB officials in Lahore to ask for increased venue costs for the bilateral series. The PCB had been sharing revenues from gate money, ticketing and hospitality boxes with venues in the UAE previously, while the PSL was hosted with a rental agreement. One potential drawback of Pakistan playing West Indies in Sri Lanka could be the weather, with the monsoon expected to hit the island in October and November.

Euro 2016 security chief ‘cool and confident’ despite militant threat PARIS (Reuters) The job of keeping millions of football fans safe at one of the world’s biggest sporting events would be enough to keep most people awake at night. Throw in a French state of emergency due to the threat of a militant attack, as well as growing demonstrations against the government, and you would forgive the head of security for Euro 2016 for showing a few nerves just weeks before the tournament kicks off in Paris. “We’re not stressed. We’re confident, calm and cool. The objective is to organise things well,” Ziad Khoury told Reuters in an interview. Euro 2016 starts on June 10 and runs for a month at 10 stadiums across France. About 2.5 million spectators are expected for 51 football matches involving 24 teams. There will also be “fan zones” for crowds watching games on big screens in major cities. “This will be the biggest security effort for the public or private sector ever in
Logo for the upcoming Euro 2016 soccer championships. (REUTERS/CHARLES PLATIAU) France,” said 46 year-old Khoury. It all takes place under a state of emergency that gives extra powers to police and security forces in the aftermath of the November attacks by Islamist militants that killed 130 people in Paris and targeted multiple sites across the capital, including the national football stadium. “It’s a general threat, which is not specifically for the Euro, but for France, Eu-
rope and democratic societies,” he said. Violent clashes have also broken out on almost a weekly basis since March over government labour reform plans to make hiring and firing easier, stretching police forces to their limits. “Protests happen regularly in our country, but in general when a sporting event starts, it takes over the news,” said Khoury. “It’s very rare that in parallel there’s a lot of social demands because
fewer people listen.” The organisers are drafting in 10,000 to 15,000 security staff for over 110 sites, including stadiums, team hotels and other tournament sites. High-tech equipment will be used to monitor crowds. A first test of the standards needed for Euro 2016 will take place at the Stade de France on May 21 for the French Cup final. On average 900 specially trained stewards with about 80 health and safety personnel as well 200 volunteers will work in conjunction with the police force for each match, although numbers will vary on the profile of games and size of stadiums. “We’re in the final countdown,” said Khoury, who admits that it won’t be the tournament begins that they will know if the preparations have been enough. “When it comes to security, it’s not about numbers of people. It’s about the quality, coordination and extra tools at your disposal.”

are a local specialty yet are unlikely to have been tasted by the FIFA delegates. The guests of world soccer are more likely to be inside sipping lattes for eight times the price. followed by the clash between Classic Six and ½ mile/ One mile. Next up is the encounter between Plantain & Cheese and Future Stars, before Team 25 take on Constab. to an event in Zurich with the city’s mayor, he arrived in a chauffeur-driven limousine while the politician came and went by tram. But after Gianni Infantino was elected president of soccer’s scandal-plagued body in February, one of his first pledges was to make FIFA more humble, suggesting, among other things, that federation officials no longer wore suits to matches. The early signs were promising as he flew to Britain for his first official engagement by a budget airline rather than the private plane favored by his predecessor. But this week’s Congress in Mexico City has looked as extravagant as any held under Blatter. FIFA confirmed that it paid all the expenses for each of its 209 member associations to bring a three-man delegation, flying business class and staying in five-star accommodation. Each delegate was also given $1,000 in spending money. LEAVE THE BUBBLE Rooms at the Presidente are booked for about $400 a night. Members of the FIFA Council, the world governing body’s board, are staying at the plusher Four Seasons hotel where rooms typically cost $675 a night, according to hotel booking websites.

FIFA sources told Reuters that efforts were being made to persuade delegates to leave their bubble but having them walk a few hundred yards took some effort. Some were seen walking the 500 meters from their hotel to Thursday’s opening ceremony at the city’s 10,000seat National Auditorium, considered one of the world’s best entertainment venues. It was seen by FIFA as a step, albeit it a small one, in the right direction, although others insisted on taking a luxury bus. The night before, FIFA seemed as detached as ever when their so-called Legends
team of former international footballers took part in an exhibition match at Mexico City’s historic Azteca stadium. FIFA billed it as a “football fiesta” and said it was “engaging more with the football world and getting football back to the heart of FIFA,”. It was closed to the public. It was witnessed only by specially invited guests who spent most of the evening in a tent built onto the pitch, where they were pampered with wine, champagne and canapes, while traditional Mexican dances were performed on a stage.
Privately, FIFA sources said the event had been hastily arranged and had not been what they intended. Infantino, who has vowed to cut costs, was somewhat vague when asked about it at a media conference on Friday, though he said it was something FIFA could look into. “I think it’s always been the case that they are paid $1,000 as a fee for the delegates, it’s part of the budget approved by the finance committee,” he said. “It’s good that it’s been raised and we might have a look at it.” ($1 = 18.1568 Mexican pesos)

Everest Cricket Club Masters Team on their recent tour of Jamaica where they played two matches.
In reply, the Guyanese were given an excellent chance for the perfect run chase with Shaheed Mohamed playing a lone hand with 64. However, it was the lack of support at the other end that resulted in Everest Masters falling two runs short of the target. Only Sahadeo Hardiow and Basil Persaud with 16 runs each showed any resistance. Marlon Gardner and
Rolston Nelson took 2 wickets for 27 runs each while Mark English had 117. The Guyanese then journeyed to Discovery Bay where they met the Ultimate Sports Club Invitation XI. This time Everest opted to bat first and scored 136 for 7 from 25 overs. Basil Persaud made 55, Hemraj Garbaran 23 and Shaheed Mohamed 18. The bowling of Ultimate
Sports Club was led by Myron Ohin who pegged back the Guyanese batting with four wickets for 17 runs from his five overs. Ohin got support from Dexter Barnaby with one for 16 and Solomon Darby one for 26. The run chase began with Ultimate Sports Club racing towards the target with Odelmo Peters and Rohan Freiter taking the attack to the bowlers. However, with
the introduction of Rajesh Singh the match swung dramatically. The right arm off-spinner bowled unchanged for his five overs at a very economical rate as well. Singh ended with figures of 5-0-12-2 that was instrumental in restricting the home team to 128 for 8 from 25 overs to fall short by eight runs. Shaheed Mohamed had a productive tour and ended
with two wickets for 21 runs while there was one wicket each for Ravindranauth Seeram (1 for 18) and Shahdeo Hardiow (1 for 24). Peters top scored with 31 with Freiter making 20 and Michael Donagel 16 for the Jamaicans. Former First Class batsmen, Delroy Morgan for Jamaica, Ravindranauth Seeram and Rohan Sarjoo for Guyana were part of the series which was played at a very high standard. Everest Cricket Club Masters team’s trip to Jamaica was made possible through the generosity of IMG, Dinar Trading, Trophy Stall, Professional Printing Services, Carib Food Distributors, Fly Jamaica, Banks Premium Beer, Star party Rental, Shalindra Etwaru, Robin Bha r a t , Anand Sanasie and staff of the Guyana Cricket Board. Dave Cameron, Wavell Hinds and Paul Campbell from Jamaica also assisted in making the tour a successful one.

RCB top order proves too hot for KKR ESPNcricinfo - Thirtytwo runs, 43 balls, and less than an hour spent at the crease while batting in a total of eight innings. Those are Chris Gayle’s numbers during his lean run since his hundred in West Indies’ World T20 opener against England exactly two months ago. On a humid night at the Eden Gardens, he struck form against his former franchise to help Royal Challengers Bangalore stay alive in their hunt for the playoffs, with a nine-wicket win against Kolkata Knight Riders. Royal Challengers’ top order made light work of the 184 target as Virat Kohli and AB de Villiers carried their stellar show from Bangalore to Kolkata, after Gayle’s 31ball 49. Gayle trudged to 1 off seven balls before unleashing the big hits. He started with a swipe over mid-on for four in the second over, and treated the short balls thereafter with disdain. The upper cut, slaps the inside-out drive and even the fierce sweeps off Sunil Narine, something he’s not always known for, followed as he raced to 35 off 21. Amidst the carnage, Kohli exhibited one classical

Kohli, on 32, offered a rare chance off Shakib but Gautam Gambhir put it down at backward point in the 11th over, with Royal Challengers needing 90 off 56. But after two boundary-less overs against Shakib and Chawla, Kohli and de Villiers put their seat belts on. Kohli picked the wrong’uns, de Villiers used

Soon the equation read 40 from 24. End even though Gambhir changed his bowlers, the result remained unaffected. Test hopefuls in WICB camp ahead of India series ESPNCRICINFO Seven West Indies Test players are part of a 14member squad named for a week-long training camp focusing on spin bowling and batting under head coach Phil Simmons, at the High Performance Centre in Barbados. West Indies are slated to play four Tests at home against India in July and August, after which they will take on Pakistan in three away Tests in September and October. “The camp is specifically for batsmen and spin bowlers. At this stage, we want the batsmen to focus on getting better against the slow bowlers,” Simmons said. “We want bowlers to look at ways to improve their art of spin bowling. In the coming months we will have Test matches against India and Pakistan - two higher-
read 115 runs from 11.1 overs at a scoring rate of 10.29. Along the way, Kohli surpassed the Chris Gayle and Michael Hussey’s tally of 733 runs to become the highest run-scorer in an IPL season. Knight Riders’ journey to 183 had been a bumpy ride, led first by the top order and then the lower order. Iqbal Abdulla, who replaced Varun Aaron, took a one-handed catch to dismiss Robin Uthappa in the third over. Gambhir and Pandey d i d n ’t l o o k p e r t u r b e d though. While the captain relied more on nudges, Pandey’s big swings towards the midwicket region kept the fielders busy, as Knight Riders crossed fifty at the end of the Powerplay. Just when they were hitting the pedal harder, Royal Challengers pulled things back with three wickets in 10 balls. Gambhir and Pandey fell just after crossing their fifties to allow Abdulla and Chahal to slow
things down further. Yusuf Pathan, who made an unbeaten 29-ball 60 in a match-winning effort when the sides last met in Bangalore, was deceived in flight and was stumped for 6, while Suryakumar Yadav holed out to long-off. Knight Riders stumbled to 125 for 5. The momentum switched sides again when Russell and Shakib got together. Shakib used more of leg-side swipes and Russell unfurled his commanding swings from deep in the crease to collect boundaries at will. Even though Shakib raced to 12 off his first four deliveries, he later took singles to give the strike to Russell, who targeted the quicks more to clear the ropes and scored a quickfire 39 off 19. Scores: Royal Challengers Bangalore 186 for 1 (Kohli 75*, de Villiers 59*, Gayle 49) beat Kolkata Knight Riders 183 for 5 (Gambhir 51, Pandey 50) by nine wickets.
