MODEC, the company responsible for building the floatingproduction, storage, and offloading (FPSO) vesselfortheUaruprojectin Guyana, earnedasignificant sumofUS$115Min2022for itsGuyanawork.

This income was generated through contracts awarded for early studies before government approvals were obtained for theproject.

Exxon’s in-country project manager, Anthony Jackson, has said these preliminary studies are necessary to develop a comprehensive field development plan (FDP) The Ministry of Natural Resources (MNR) and the Guyana Geology and Mines Commission (GGMC) collaborated with

ExxonMobilandengagedin pre-submission discussions from May to November 2022 to ensure alignment with regulatory frameworks and international best practices In a statement announcing the approval of

Uaru in April 28, the Ministrysaidtheproduction license application and accompanying FDP underwent an extensive reviewprocessbytheMNR, GGMC, and an independent consultant procured through the World Bank. It said this review process took over four months, and that the entire approval process lastedmorethan11months.

On November 1, 2022, MODEC, Inc announced the signing of a contract to perform Front End Engineering and Design (FEED) activities for the FPSO vessel, which will be named Errea Wittu for the Uaru development project. The FEED contract was funded by ExxonMobil’s subsidiary,EssoExploration and Production Guyana Limited (EEPGL), and it aimed to initiate FEED activities for the FPSO designandsecurethesecond M350TM hull for FPSO service This is where MODEC got its early earnings.

The final investment decisions (FID) and the commencement of the second phase of work were contingent upon the approvaloftheUaruproject by the Ministry of Natural Resources and the Environmental Protection Agency(EPA)inApril.

Under an engineering, procurement, construction, and installation (EPCI) contract, MODEC will construct and install the FPSOinGuyana.TheFPSO will be based on MODEC’s M350 new-build design and will have the capacity to produce 250,000 barrels of

DEAREDITOR, On May 4, 2023, The AttorneyGeneralofGuyana appealed the decision of Justice Gino Persaud in the challenge to the President’s unlawful suspension of the Police Service Commission, which he did on June 16, 2021.

Let me from the outset state that in a democratic society, government and, ororganisations/agencies/in dividuals, have a constitutional right to have the decision of a judge that they deem unfavorable, reviewed by a higher court. Thatispartoftheconceptof theruleoflaw

Iamalsooftheviewthat in such a society it is of critical importance that the facts of the matter be made known; the public should be apprised and kept informed. I will therefore hereunder highlight some significant

events in the case in question, which I am sure willprovidesomeclarity

OnJune15,2021,Prime MinisterMarkPhillips,MSS advised the President of Guyana that the question of removal of the members of the Police Service Commission from office should be investigated. He also advised the President that the members should be suspended from their constitutional posts The following day, June 16, President Irfaan Ali sent letterstoeachmemberofthe Police Service Commission informingthemthattheyare suspended with immediate effect.

The attorney for the m e m b e r s o f t h e Commission, Mr Selwyn Pieters, by way of letter, informed the President that the purported suspension of t h e m e m b e r s w a s

unconstitutional because the processtosuspendmembers

of a constitutional commission, assetoutinthe Constitution of the Cooperative Republic of Guyana, was not followed. The President ignored the missivefromMr Pieters.

On July 19, 2021, the membersoftheCommission filed an application in the High Court challenging the unlawful suspension The President was named as one oftherespondents.

On July 27, 2021, the Attorney General filed a Notice of Application to have the President removed from the proceedings owing to the immunities that attached to the President of theCo-operativeRepublicof Guyana.

On September 17, 2021, afterhearingargumentsfrom the parties, Justice Gino Persaud ordered that the

President be removed from the proceeding on the basis that it was “impermissible and wrong to add the Executive President of Guyanatocourtproceedings given the immunities that attachtohisoffice”.

Thejudgealsostatedthat “theremovalofthePresident does in no way affect the substance of theApplicant’s case challenging the decision of the President to suspend because the State’s legal representative, the AttorneyGeneral, wasstilla partytotheseproceedings”.

As the Judge was about to set the timelines for the continuation of the matter, the court was informed by theAttorney General that an application was filed on September 16, 2021, for the discontinuation of the proceedings, on the grounds thatthelifeofthePolice

Manzoor Nadir is not consistent in his actions as Speaker of the NationalAssembly

DEAREDITOR,

I have duly noted the press release issued by the Speaker of the National Assembly, in which he accused me of being mischievous for submitting a motion to discuss oil spill liability coverage, and for grandstanding and playing toanaudience.

Regrettably, the Speaker’s conclusions are based on biased and unfair assumptions.

As someone who is entrusted with the responsibility of upholding the rules and procedures of the National Assembly, it is disappointing that the Speaker would make such unfounded allegations taking into account that he did not give me the opportunity to lay my case before the House to show that it was a matter of definite urgent public importance.

The Speaker’s remarks confirm his bias, and they reveal that he is more interested in grandstanding than ensuring that the procedures of the National Assembly are maintained

and followed in the execution of his duties. His aspersions are indicative of his lack of impartiality and fairness, which are essential qualities for anyone in a position of Speaker of National Assemblies or Parliamentsindemocracies.

The records of the Parliament of Guyana show that since the beginning of the 12th Parliament of the Co-operative Republic of Guyana, theAPNUAFC has attempted on six (6) occasions to seek leave of the Assembly to discuss matters of definite urgent public importance under Standing Order 12

However, all of these motions were disallowed by Speaker Manzoor Nadir He is very consistent with disallowingoursubmissions underStandingOrder12but inconsistent with the procedureofdisallowing.

While the Speaker is entitled to disallow motions that do not meet in his opinion the criteria for definite urgent public importance, the procedure used to disallow the motion to discuss oil spill liability

In this instance, he ruled withoutanyconsideration.

Iattemptedseveraltimes to seek the Speaker’s attention and ask for clarity regarding the court case. However, the Speaker deliberately ignored me and showed no interest in hearing what I had to ask. ForamomentIthoughtIwas inadictatorship.

When I finally had the opportunity to stand on my feet and move a separate motion, I still attempted to seek clarity, but the Speaker disregarded my request and demanded that I proceed withthematterathand.

DEAREDITOR, The amended act governing E-bikes is one of the most asinine pieces of legislation that the sitting Governmenthastabled.

Is Guyana unique in the proliferation and use of Ebikes?

Other countries have no such requirement as is now the case with the passage of this act. This is a very good example of using a hammer to install a thumb-tack While the sale, usage and maintenance of e-bikes require regularization, there is absolutely no reason to categorize them as Motorcycles These now ubiquitousbikesarethepoor m a n ’ s m o d e o f transportation They are cheap, affordable and allow many at the lower rung of society to carry out their dailyfunctionswithease.

Yes,theSubjectMinister stated that there were 7 fatalitiesinvolvinge-bikes.

So what of the hundreds of other deaths that do not involve E-bikes? Yes, it’s unfortunate but there are many more fatalities involving pedestrians cars, trucks etc. The authorities ought to focus on the root

causesofthesefatalities. The most obvious of which are poor road conditions, s p e e d i n g , dangerous/reckless and drunken driving, unfit, derelict vehicles, construction material, equipment and machinery encroaching upon the roadways, overloadedheavy haulers etc. This amended legislationmerelyallowsthe authorities to shift attention away from these factors that contribute to the many vehicular incidents, injuries andfatalities.

Itshouldbenotedthatthe Subject Ministers and the currentandpastGPFTraffic Chiefs have issued numerous warning to those who encroach upon the roadways. Those warnings havenotbeenfollowedwith any real effort much-less sustainedenforcement.

One can only conclude that those warnings were merelyallbarkandnobite. If anything, those so tasked, including the subject Ministersoughttobeheldto account for the mayhem (on the roadways) that are as a result of the less than stellar enforcement.

The buck stops with

those who have direct responsibilities in these areas. What theAuthorities ought to do is launch an educationalcampaignforall E-bike users and retracing for all road users. On the regularization, it would be more fiscally prudent and responsible to establish and enforce a system where sale of e-bikes can only be transacted upon completion ofatrainingprogramonuse, maintenance, rules of the roadetc.Puttheonusonthe vendors to ensure that ebikes are registered with GRAforaone-timefee.

There are many who have expressed gleefulness at the passing of this legislation.Theydosowhile expressing among other things, a deep concern and disdain for the way and mannerinwhichtheE-bikes areusedbysomeriders. Not all riders pose a danger to themselvesorothers.

This carte blanche endorsementofanythingthe Administration does is not healthy It suggests a wilful blindnesstothecontributing factors and in some cases partypolitics

DEAREDITOR, Climate change caused many unpredictable disasters of hit Guyana for several years, and as a result, it puts an economic dent into the average man and whilst held is offered, it cannot compensate forthelossesincurred.

In reality, there’s always the expectation of heavy rainfall, and ironically, sometimes Mother Nature makes her own decision. On Thursday, we experience heavy rainfall, which causes many areas to be flooded, and asaresultofthat, itaffectsusinmanyways.

Editor, I expect to see the authorities manufacturingexcusestodefendthemselves from the responsibilities, but quite frankly, the excuse from the City Hall is very ridiculous.

Theyonlyfigureoutbuilders’wastewas the cause of the flood after it occurs. What

was affecting them from traversing around Georgetown, inspectingthedrainage;ensure they are clean/prepared for the upcoming rainyseason?

City Hall has information about construction occurring around Georgetown, why aren’t officials visiting the location periodically and ensuring proper disposal of waste materials is being practiced? I find it verycommercialthattheysaidthattheysend onemantocleanthecloggeddrainsofwater materials for the whole of Georgetown. ExxonMobil new 35 well campaign in Stabroek Block to run alongside more than 20 other projects

As Guyanese

continue to call o n t h e government of Guyana to secure a parent guarantee from American oil major ExxonMobil for its oil and gasactivitiesintheStabroek Block, the company's most recent Project Summary has revealed that at least 50 simultaneous development projects will be pursued in theresourcerichacreage.

Esso Exploration and Production Guyana Limited (EEPGL), the limited liability company owned by ExxonMobil has applied to the Environmental ProtectionAgency(EPA)for aPermittoconductanew35 well campaign in the StabroekBlock.

While the Permit is still pending approval, Exxon in its Project Summary has highlighted that, “The d r i l l i n g o f t h e exploration/appraisalwell(s) in the Stabroek Block is expectedtopotentiallyoccur simultaneously with other drilling activities, including: TheLizaPhase1Projectwell drilling and production operations;theLizaPhase2 Development Project well drilling program and production operations; The Payara Development Project well drilling program, installation, and start of production; Ongoing exploration/appraisal well drilling operations in the Stabroek Block covered under a 25-well campaign and the Yellowtail Development Project well drilling program and installationoperations.”

The company is also seeking environmental authorization from the EPA for a 12 well exploration/ appraisal programme in the Kaieteur Block and for another12wellsintheCanje Block.

It explained that it manages its Simultaneous Operations (SIMOPs) through a structured process that includes weekly planning meetings to verify that simultaneous activities between different offshore teams (Drilling, Installation,

Production,

and Logistics)

aremanagedsafely

In a recent article this newspaper reported ExxonMobil Corporation's Senior Vice President and Chief Financial Officer (CFO), Kathy Mikells as saying that the oil giant is sparing no effort in maximising value from Guyana on all fronts, as quicklyaspossible.

Towards this end, Mikells said Exxon has launched an exercise that allows for the simultaneous execution of exploration, appraisal, and development activities in the Guyana basin, specifically at the Stabroek Block which has unlocked11billionbarrelsof oilequivalentresources.

She noted that the company's approach has resulted in tremendous financialsuccess, addingthat there were two new discoveries this quarter, while two vessels continue production at rates that are above the investment basis. Mikells said, “Our technology, integration, and project management capabilities enable us to grow this unique asset at an industry-leadingpace.”

The Stabroek Block 35well exploration/appraisal drilling campaign, pending EPAapproval, isexpectedto commence in the third quarter of 2023. Exxon said ifdiscoveriesaremade, well test(s) may be performed. It is expected to run until the fourth quarter of 2028. Be that as it may, the schedule, accordingtotheoilcompany, could be influenced by new discoveries, determinationof the need for sidetracks, and/or well tests all of which could extend the drilling period for the Project.

EEPGLcurrently has six drillshipsoperatingoffshore Guyana: the Stena Carron, the Stena DrillMAX, the Noble Bob Douglas, the Noble Tom Madden, the Noble Don Taylor, and the Noble Sam Croft. The oil company did not state whetheradditionaldrillships

The ‘ban’ on chicken imports

It was Karl Marx who said that the ruling ideas in very epoch are the ideas of the ruling class To put anotherway:therulingclass determines the policies of thegovernment.

Upon its return to office in 2020, the PPPC announced that it was going tozeroratetheentirepoultry i n d u s t r y T h a t announcement signified the tremendousinfluencewhich either existing or new players in the poultry industry were exercising on thegovernment.

Many moons ago, Bharrat Jagdeo announced a special incentive regime for Linden. But who did this special incentive regime benefit? Go and do the homework! When he also announced a special regime for ICT, who did you feel benefittedfromthescheme? Goanddothehomework!

When the PPPC announced that it was going to zero-rate the poultry industry, who did you think thismeasurewasintendedto benefit: the small man with his fowl coop?Think again! This measure was announced at making Guyana self-sufficient in poultry This is a commendable objective.Butwhobenefits?

The price of plucked chicken, before the announced measure, was US$1 per lb (plucked weight) The zero-rating should not have only increased production; it should have led to a decline in prices. The concessions granted to the poultry industry represent a direct subsidy to the industry Today, however, plucked chicken is retailing at US$2 per lb. or twice the price beforethesubsidy

Consumers therefore have suffered rather than benefitted since the subsidy Part of the 100% increase would have been due to the increase in the imported price of fertilizers. But a 1o0%increaseinthepriceof chickenisunjustified.

One week ago, On May 7th, the Guyana Chronicle reported the Guyana Livestock Development Authority as saying that it would not be allowing the importation of poultry productsbecauseofsanitary and other reasons. And chiming it, the Minister of Agriculture was quoted as saying that, “Normally we don’t import poultry and poultry products. We are self-sufficient; we have enoughinthecountry There are a number of areas and farmers, so we don’t have a ban but the GLDA is not giving permits because we haveenoughinthecountry.”

TheMinisterwasfurther quoted as saying, “We have to protect our farmers because we have sufficient [poultry]inthecountry And Ithinkthatthereisnoneedto import poultry product and poultrymeatspresently.”

The Minister ’s statement suggests that the restriction on the importation of chicken has little to do with animal and human health The Minister’s statement suggests that the restriction, which amounts to a virtual ban, isaprotectivemeasure.

But who is being protected?TheMinistersays that it is to protect the farmers. But what about the consumers who are paying double the price for plucked chickeninthemarket?

of such protective trade restrictions. Guyana thereforewillbeinbreachof both the World Trade Organization rules and the Revised Treaty of Chaguaramas if it imposes protectiverestrictionsonthe importationofchicken.

While Guyana is not knowntoimportanypoultry from the Caribbean this latest announcement will affect Guyana’s ability to press for the dismantling of non-tariff measures President Irfaan Ali has made this a focal priority of his efforts to improve regionalfoodsecurity

He had promised to move aggressively to push for the dismantling of barriers to regional trade. Thisiswhathesaidin2021, “We cannot seriously speak of significantly denting the enormousandunsustainable regionalfoodimportbillyet, unwittingly or otherwise erect, andkeepinplacenontariffbarriers(NTBs),which impede regional trade in agriculture produce and products.” On the one hand therefore,Guyanaispushing to have non-tariff barriers across the Caribbean removed. But, on the other hand, it is erecting its own non-tariffmeasurestotrade.

The restrictions on the importation of chicken have grave implications for local consumers. Consumers are nowatthemercyofourlocal poultry farmers. Imported chicken can provide competition for local farmersandthiscompetition is healthy since it can help keeppriceslow

Oil deal benefits Exxon and gives little to Guyana - Jagdeo tells Linden rally

Vice President Dr Bharrat Jagdeo delivered a fiery speechonSaturdaydenouncingthe lopsided Stabroek Block Production Sharing Agreement (PSA) signed by the previous government with Exxon during a campaignrallyinLinden.

“The oil and gas industry that we left because they found oil beforeAPNU got into office, they made a mess of it and in 2016 signedacontractthattheyhidfrom thepeopleofthiscountry, thatisso lopsidedthattoday, youhearabout iteverydayinthenewspapers. That gave most of the benefits to the investorsandverylittletousandit was a contract signed in 2016…

Here in Linden, you know about that,” Jagdeo said at People's Progressive Party Civic (PPPC) rally in the miningtown.

While he highlighted the unfairness of the deal and outlined hisparty'seffortswithanewmodel PSA, there was a glaring omission—he failed to mention that the new terms would not be appliedtotheStabroekBlock.

“We raised the 2 percent to 10 percent now [We raised] the zero income tax to 10 percent income tax. We have reduced the amount set aside for cost recovery to 65 percent, so that more will come to Guyana, because we are a capable party Weareacapablepartythatis

notcompromised,”Jagdeosaid.

While these changes conceptually mean to ensure a fairer distribution of benefits, they are so far pointless in practice.

Exxon has discovered 11 billion barrels in the Stabroek Block, and those barrels will be exploited at a breakneck pace under the lopsided termsthatJagdeooncedescribedas “shitty”.

Jagdeo stated explicitly when herevealedthenewtermslastyear that they will not apply them to Exxon's deal. This, coupled with the government's opposition to

Guyana getting an unlimited guarantee from Exxon in case ofanoilspill, raises serious questions

about the government's commitmenttoprotectGuyana.

The Vice President also criticised the handling of the US$18M signing bonus by former FinanceMinister,WinstonJordan.

“He said he thought it was a gift,theUS$18M.Sowesaidthisis never going to happen again. We promised in the pre-election period, we said we'd criminalize non-disclosure.Sowhatdidwedo?

Assoonaswegotin, wereformed the Natural Resources Fund,” Jagdeosaid.

Healsodiscussedtheeffortsthe government has made to introduce Local Content Legislation and secure value for Guyanese nationals. He stressed that the government is working hard to defend the interests of the Guyanesepeople.

Jagdeo is involved in

campaigning for Local Government Elections, in which the People's Progressive Party Civic (PPPC) is hoping to make significant in-roads into historical strongholds of the APNU+AFC, including Linden and the city of Georgetown As the campaign intensifies, voters will need to carefully consider whether Jagdeo'swordsmatchhisactions.

Decimation of vulnerable nations inevitable if global warming continues on present trend

John Kerry, former U.S. Secretary of State and current U.S. Special Envoy on Climate Change matters, t o l d t h e w o r l d ’s Ambassadorsatameetingin Washington,onMay10,that “thereisnoway”ofkeeping the rise in global temperatures to 1.5 degrees Celsius unless CO2 emissions are drastically reduced.

Over the last 2 years, Kerry has traversed the globe as U S President Joe Biden’s point man in a massive push to stop tipping the world over the edge of a Climate Change d i s a s t e r

The statement he made to Ambassadors accredited to the U S government was not news, but it was sobering to hear it so explicitly told by an influential figure in g l o b a l c l i m a t e n e g o t i a t i o n s

It was especially so for Ambassadors of 36 small states and 48 countries in sub-Saharan Africa, which account for less than 2 percent and 0 55 percent, respectively of CO2 emissions, but which would be devasted ifthetargetof1 5degrees Celsiusisexceeded

Speaking for small islandstates, inresponseto the serious observation by Kerry, I emphasised that at 2 degrees Celsius, many countries would be severely eroded, and any greater warming would drown many islands in the Caribbean and the Pacific

Ialsopointedoutthat,even if all these countries reduced their already low CO2 emissions, it would have little or no effect on the rate or intensity of g l o b a l w a r m i n g

Kerry was well aware of thissituation

He offered ideas on aims that must be pursued in Dubai in December when representatives of the world’s governments gather at the 2023 United Nations Climate Change ConferenceorConferenceof the Parties, more commonly referred to as COP28

Among the goals, he listed wasagreatereffortbythe20 nations that emit 76 percent of warming gases into the atmosphere.

Acknowledging that 10 of these nations are developedcountries, hesaid that many of them, such as

the U.S., Germany, and the U K , are implementing strategies to significantly reducetheiremissions.

But there are 10 other nations with large economies, like China, Russia, Brazil, and India, which are not reducing emissions fast enough to achieve the target of 45 percent reduction in global emissions by 2030. On the current trajectory, in 2030, the world will reach 3 degrees Celsius above preindustrial levels. That is a mere7yearsaway

There is no question that both China and India have recently announced long-term emissions reduction strategies But China’s share of global emissions was nearly 31% in 2020, and it has set 2060 to reach carbon neutrality

However, thatmightbe too late for many small island states as explained earlier

A similar situation exists with India whose government has pledged to reach net-zero emissions by 2070 While the commitments by these two countries are welcome news, they should understand why developing countries, which are devastatingly a f f e c t e d b y C O 2 emissions, would like to see faster reductions Their survival depends on it; this is not a matter of ideological alliances or North-South differences Russia, too, has to assume a bigger role in cutting emissions Hopefully, the current war with Ukraine will not influence this wider globalconcern.

The current strong positionbythepresentBiden administration, on vigorously tackling Climate Change, was not shared by the previous administration of Donald Trump, who has now declared himself as the Republican Party’s candidate for the U S Presidency in 2024

Therefore, there is understandableconcernthat, if Trump wins the Presidential elections, not only would he revert to dismissing Climate Change as a myth, but he might also resume his position of withdrawing from the COP, and halting the current U.S. thrust to reduce its own emissions and to secure funding for global climate mitigationandadaptation.

John Kerry expressed confidence that the Biden administration has won too many allies for the cause of fighting Climate Change, amongbigU.S.corporations with a global reach, for it to bereversed.

Talking at Harvard University on the same day that he addressed Ambassadors, Kerry said, “Given the decisions made by Ford Motor Co., General M o t o r s b y b i g corporationsGoogle,Apple, Sales Force, FedEx — these companies are signed up, they’reonboard”.

And he added, “I don’t think any one president can possibly come in now, from whatever wing of whatever party — there’s no way we’regoingbackward.

Theglobaleconomyhas made this decision and it’s more powerful than any politician.”

Victim states of Climate Change have to hope that h e ’s r i g h t i n h i s assessment The reversal in the U S position would trigger a similar reversal by other industrialised n a t i o n s i n t h e i r competition for larger shares of the global marketfortheirgoods.

All this would have frightening consequences given the importance of maintaining the target of globalwarmingatnomore than1 5degreesCelsius

Looking to COP28 in 7 months’ time, Kerry named 4 priorities for governments:mappingthe road ahead in a genuine agreement; deciding on adaptation and mitigation measures to be taken by all; fulfilling pledges to deliver the financing, including identifying the sources of financing; and dealing with the call by v i c t i m s t a t e s f o r compensation for loss and damage.

The U S government also has obstacles to overcome in its own legislature.

TheU.S.Congresshasas many climate change doubtersasithasadvocates, andthefossilfuellobbiesare hard at work to resist the diminution of the coal and oil industries – something about which Kerry is realistic. He explains that “noonewantstheeconomies of the world to crash, which is what could happen if you begantodrivethepriceofoil and gas up too much and drivethesupplydowntotoo

little”.

In all this, victim countriesofClimateChange have to advance their own interests by strongly joining theadvocacytothe20worst CO2 emitters to recognize thattheywillpaythehighest pricefortheindustrialization of others – severe upheaval intheirlivesandlivelihoods, ifnotextinction.

First American Olympiad opens in St. Louis

The Third Olympiad of the modern era, and the first OlympicGamestobeheldintheUnitedStates, opensinSt. Louis, Missouri. The 1904 Games were actually initially awarded to Chicago, Illinois, but were later given to St. Louis to be staged in connection with the St. Louis World Exposition. Like the Second Olympiad, held in Paris in 1900, the St. Louis Games were poorly organized and overshadowedbytheworld’sfair

There were few entrants other than Americans in the various events, and, expectedly, U.S. athletes won a majority of the competitions and the unofficial team championship. In the field events, the Americans made a near-perfect sweep, winning everything but lifting the bar and throwing the 56-pound weight. Twenty years later, the first truly successful Olympic Games were held in Paris, and since then, with increasing popularity, the games have beenheldinvariouscitiesaroundtheglobe.

childrenduringherlongmarriage.

WereQueenCharlotteandKing George in love?By all reports, the king and queen had an unusually happymarriage, andGeorgeIIIwas a devoted father and husband. But court life was difficult for Charlotte, who clashed with her mother-in-lawovertheformalrules oftheBritisharistocracyandfound the expectation to bear plenty of heirs exhausting. By the time she hadborne14ofher15children,she wrote that “I don't think a prisoner could wish more ardently for his liberty than I wish to be rid of my burden.”

Though Charlotte struggled withtheboredomandconfinement of court life, she found her own ways to deal with the crushing expectations of her new role. The year after her marriage, George bought her a large country estate owned by the Dukes of Buckingham. Buckingham House,

nowknownasBuckinghamPalace, was called the “Queen's House,” and there she lived in comfortable domesticity, reading, doing needlework, and playing the harpsichord. She shared a love of botanyandplantswithherhusband, who became known as “Farmer George” due to his agricultural interests.

The'madness'ofKingGeorge

But the couple's happiness did not last In 1765, George experiencedaboutofmentalillness so serious that his ministers proposed having Charlotte temporarily take the throne while thekingwasincapacitated.

Though the king soon recovered, he experienced relapse after relapse, and eventually it became clear his mental illness would not pass The king experienced mania, depression, hallucinations, and convulsions, and historians report that he attacked and even sexually

“I am affected beyond all expression in her presence, to see what struggles she makes to support serenity.” Over time, the boutsturnedintolengthyepisodes, andthekingwasisolatedandeven incarcerated.

Social stigma and lack of understanding of mental illness meant it was nearly impossible to helpthe“mad”kingorgainthekind ofsupportnowregardedaskeyfor the caretakers and loved ones of peoplewithmentalillness.

Eventually, Charlotte's son, George(laterGeorgeIV)tookover the throne as regent. But her husband would remainillforthe rest of his life, and by 1789 the queen's hair had

Was Charlotte really Britain's firstBlackqueen?

Today,Charlotteisremembered asafaithfulwifeandatragicfigure connected with the king's mental illness But some see her as noteworthy for another reason—they claim she was Great Britain's first Black or biracial queen.Fordecades, historianshave debated whether Charlotte's ancestral ties to Portuguese aristocracy mean she had brown skin.

Those who believe she had Black ancestry point to portraits that show what they describe as “African” features and say other

depictionsofthetimethatshowthe queen as light-skinned would have been hiding her ancestry to conform with the era's Eurocentric beauty ideals. But others say the queen's ancestry was so distant it likely did not affect her looks, and argue that modern conceptions of race are what's driving the belief thatCharlottewasblack.

Since it's impossible to determine how Charlotte really looked in real life, the argument willlikelyneverbesettled.Norwill publicinterestinCharlotte'slife,as evidenced by the new Netflix limited-run series which has gained fans, charmed reviewers, and drawn newfound attention to the tragic queen's life. Tips for Managing Conflict

Accept conflict

Remember that conflict is naturalandhappensinevery ongoing relationship. Since conflict is unavoidable we must learn to manage it. Conflict is a sign of a need for change and an opportunityforgrowth, new understanding, and improved communication Conflictcannotberesolved unless it is addressed with t h e a p p r o p r i a t e individual(s).

Be a calming agent

Regardless of whether you are being a sounding board for a friend or you are dealing with your own conflict, yourresponsetothe conflict can escalate or decrease the intensity of the problem. To be calming, provide an objective or neutral point of view. Help plan how you are going to workwiththeotherpartyto achieveresolution.

Listen actively. Work through how you feel, what the specific problem is and what impact it is having on you.UseI-basedstatements to help do this (see formula below).

Ifeel(strongestfeeling)

When you (objective descriptionofthebehavior)

Because(specificimpact orconsequences)

I would like (what you want the person to do in the future to prevent the problem)

Analyze the conflict

This will help clarify the specific problem Some questions that you may ask are:

What triggered the conflict?

Whoareyouangrywith?

Whatareyounotgetting thatyouwant?

What are you afraid of losing?

Is your conflict/anger a c c u r a t e o r o v e r exaggerated?

Howcanyourconflictbe resolved?

Model neutral language. When people are in conflict they use inflammatory

language such as profanity, name calling, and exaggerations that escalate the conflict Restate inflammatory language in a more objective way to help make the information less emotionally laden and more u s e f u l f o r f u t u r e discussions.

Separatethepersonfrom the problem View the problem as a specific behavior or set of circumstances rather than attributing negative feelings to the whole person. This approachmakestheproblem more manageable and hopeful than deciding you “can'tstand”thispersonany longer

Work together. This requires that each person stop placing blame and take ownership of the problem. Makeacommitmenttowork together and listen to each othertosolvetheconflict.

Agree to disagree. Each personhasauniquepointof view and rarely agrees on every detail. Being right is notwhatisimportant. When managing conflict, seeking the “truth” can trap you rather than set you free. For example, consider the differing testimony of witnesses that all see the same car accident. Truth is relativetotheperson'spoint ofview

Focus on the future. In conflict we tend to remembereverysinglething that ever bothered us about that person People in conflict need to vent about thepastbuttheyoftendwell on the past. Often the best waytotakeownershipofthe problem is to recognize that regardless of the past, you need to create a plan to address the present conflict and those that may arise in thefuture.

“Movepastpositions.”A position is the desired outcomeofaconflict.Often thepositionis“Ineedanew roommate” or “This person is impossible to live with.”

Positions are not negotiable

To resolveconflict, eachperson has to “move past positions ”Share your interests To solve interpersonal conflict, all parties must talk about their interests or the WHYs behind their positions. They must share their true interests and work together to find a solution that satisfies those interests Common interests for students are to sleep, study, entertain and relax in a comfortable atmosphere Often their interests are more intangible such as respect, belonging, friendship, and fun. When individuals have differing lifestyles, values, and schedules the need to discuss their differences is critical in managing conflict.Youmustdevelopa balanced plan of give and takethatsatisfieseveryone's interests.

Be creative. Finding a resolution to the problem that satisfies everyone requires creativity and hard work.Becarefulnottogive insimplytoavoidconflictor

“The Court is somewhat surprised to learn that since then, the parties have done nothing more than wrangle over the order of the two depositions,” Berman Jackson wrote. “The government seems chagrined that the Court did not order that the deposition of the FBI Director be completed first, but it may recall that it was the Court’s view that it was Director Wray, the only current high-ranking public official in

The doctrine referenced by the judge says that the lower-ranking government official should be deposed first in case their responses make it unnecessary to interview the higher-ranking official.

The judge also defended her earlier ruling.

“The Court’s ruling was appropriate in light of all of the facts, including the former President’s own public statements concerning his role in the firing of the plaintiff,” Berman Jackson wrote.

Strzok and Page were both removed from then-special counsel Robert Mueller’s investigation after text messages that were critical of Trump became public in December 2017. As president, Trump often disparaged the two officials.

Page’s lawsuit alleges privacy violations, while Strzok argues that he was wrongfully terminated.

Strzok’s lawyers are seeking Trump’s deposition to determine whether he met with and directly pressured FBI and Justice Department officials to terminate Strzok or told any White House staff members to do so.

Hess further noted that with the five sanctioned oil
