Exxon ignores calls to halt consultations on gas-to-shore project - says engagements will proceed as planned U

nited States oil m a j o r , ExxonMobil has said it will be proceeding with its planned consultations on the Wales Gas to Energy pipeline project, even though one Attorney and activist has called for the sessions to be postponed until after the 60 days public review period has ended.

Thursday penned a letter to the Exxonmobil Guyana President, Alistair Routledge as well as the Head of the Environmental Protection Agency (EPA) where she argued that the consultations are nothing but a distraction.

Hughes acknowledged the importance of stakeholder consultations, especially for such a massive venture but outlined that it is equally important for the public review period be

honoured as citizens have just a limited time to read through the 'voluminous document' to share their concerns.

The Environmental Impact Assessment (EIA) submitted by Exxon's consultant, Environmental Resources Management (ERM) is more than 1400 pages.

In fact, she said, “It is our “human right” to do so peacefully without the noise

of a campaign that contributes neither to the procedure nor the process of: The spirit of the law, EPA, in mandating 60 days for concerns to be filed, Implementing your own selfgovernance as stated in the company's CSR to responsibly manage impact on communities.”

She further noted that the public must be afforded 'noise free' time from the oil company to gain a full

understanding of the gas to energy Project to be able to meaningfully be engaged at the appropriate time.

Ye s t e r d a y, t h e o i l company's Public Relations Officer, Ms. Janelle Persaud related that the disclosure meetings for the Gas-toEnergy project are intended to complement the comment process. She explained that the meetings will so by “…providing a format for the consultants to present the findings of the Environmental Impact Assessment to community members in an impartial, non-technical way. These meetings create an additional opportunity for individuals who would have otherwise been unable to review the document, which is available on the EPA website and at regional offices, to learn about the EIA directly from the consultants and provide further feedback and concerns as necessary.”

In this regard, the ExxonMobil representative noted that the consultations will proceed as planned. She was keen to note that the EIA remains available and the 60 day period continues unabated for the public to review and submit their comments to the EPA directly. Additionally, the PRO said the oil company was in the process of responding to Ms. Hughes c o n c e r n s . O n S u n d a y, Hughes said she did not hear f r o m t h e E PA o r ExxonMobil.

In her letters to the organizations, she also flagged the company for failing to consult with residents of Canal Number One in Region Three, where the project will be constructed. Hughes argued, “Kindly note that none of the stakeholders in the immediate vicinity of the proposed pipeline route through Canal #1 were ever consulted. How could the EIS document make it thus far when its preparation is lacking in the engagement needed to assess the impacts landowners and residents in the direct vicinity will suffer referred to as “primary stakeholders” in the “Stakeholder Engagement Strategy”? This is a failure in the implementation of your own self-created “Stakeholder Engagement Plan for Guyana”.”

She lauded the company for its educational campaigns but said it was unnecessary at

As such Hughes reasoned, “As this is not a competitive process postponing the time would neither add nor take away from your position of attainment. Further, this round of proposed meetings & consultations does not affect the outcome of the EPA's decision only causes needless distractions. We would appreciate this quietude from you on public consultation about 'gas-toenergy project, the EPA's authorization process and assessment findings” until after the expiration of the 60 days period. This would create the environment to help us ensure that we are setting the stage for the future generations of Guyanese with clarity and mutual respect.”

The project The Gas-to-Energy project is being pursued by Esso Exploration and Production Guyana Limited (EEPGL), on behalf of itself and its coventurers (Hess Guyana Exploration Limited and CNOOC Petroleum Guyana Limited). It proposes to bring the associated natural gas, produced from the Liza field in the Stabroek Block, to shore for use.

The Government of Guyana is pursuing a separate project to construct a power plant that would use a portion of this associated natural gas as a fuel source.

Accordingly, EEPGL, at the request of the Government, is proposing the Project to provide fuel for the Power Plant.

Project will involve capturing associated gas produced from crude oil production operations on the Liza Phase 1 (Destiny) and Liza Phase 2 (Unity) Floating, Production, (Continued on page 16)

GECOM's Chairwoman, Justice Claudette Singh told the Kaieteur News on Sunday that the matter is back on the Commission's agenda and should be up for discussion come Tuesday.

Vice President, Bharrat Jagdeo had said during a recent press conference that the government intended to have a six-week period for comments on RoPA, but the process is still ongoing. He said that the most “substantive” comments came from the GECOM and a civil society body called the Electoral Reform Group (ERG). Opposition Commissioner, Vincent Alexander in response to the Vice President's statement, highlighted that GECOM was yet to meet and discuss the contributions of the Commissioners and others involved. He said that while it was stated that the most “substantive” number of views came from GECOM, the body had no discussions that would allow for any contributions to be delivered as a collective.

Justice Singh told the newspaper that discussions of the RoPA had been on the Commission's agenda before, “but something always comes up” before they could get to the matter.

She said that contributions were made by some commissioners. When asked whether those contributions were delivered to the government, she responded in the negative, since the Commission had not gotten a chance to discuss the information. Justice Singh said that information had been sent to everybody by the government for comments and input. She said it was her belief however, that the first thing that would have been addressed was the putting together of several amendment election laws into the relevant Act so it would become one comprehensive document.

She noted however that the Tuesday meeting is open to discussing the general comments contributed by the Commissioners and relevant officers.

People's Progressive Party/Civic (PPP/C) Commissioner, Bibi Shadick told the Kaieteur News that she was unaware of any discussion proposed in the Tu e s d a y a g e n d a . S h e confirmed providing her contributions on the amended RoPA. She told the newspaper that the Commission “took so long to get its act together,” that she submitted her contribution to the government. She did not wish to offer her views on whether she thought it was important for the Commission to discussion the contributions and deliver the information and a collective. She noted instead, that she personally saw the matter as being important and thus made her submissions “as a citizen on Guyana”.

Alexander told the newspaper that he, as well as opposition commissioners, Charles Corbin and Desmond Trotman made initial contributions to the GECOM commission and requested that the contributions be discussed at the level of the Commission, but that had not been done.

He said that even the agency's legal officer had put forward contributions, but the commission has not looked at those either.

I n a p u b l i c l e t t e r, Alexander said that Jagdeo ventured outside of his realm to report that the government had received “the most 'substantive' number of comments from GECOM. “ T h i s i s g r o s s misinformation,” Alexander claimed. He said GECOM had received the circular, about the reform, long after it had been made public and reported on in the press.

He said that, “GECOM has had no discussion on the substance of any reform and therefore it cannot be claimed that any submission is a product of the Commission. One commissioner has indicated that she made her personal submission to the Government and sees no (Continued on page 17)

Former Minister of Public Infrastructure, David Patterson said that pre-2015 the Guyana Power and Light was paying the German service company, Wartsila above market rates for some spares and that all of the maintenance of its systems was being conducted by local engineers, while the power company was being billed for overseas personnel.

Patterson made the comments as he responded to a press release by GPL. Patterson also defended the formation of the Power Producers and Distribution Inc. (PPDI)-- a state-owned entity established in December 2016, which took on the maintenance of GPL systems. Since returning to government the PPP/C has sought to downsize the operations of PPDI and has handed back some of the maintenance of GPL systems to the German company.

Patterson's response came some hours after GPL released a statement claiming, among other things, that the generation systems were being maintained with cheap spare parts under his watch. The exchange between GPL and the Former Minister comes even as the nation continues to experience a series of power outages.

In his written response, Patterson explained that Power Producers and Distribution Inc. (PPDI)-- a state-owned entity established in December 2016 under (GPL) to maintain four of its main generation plants used original parts. He asserted

that “As far as I am aware all purchases for parts by PPDI, were original spare parts, additionally the company ensured that all companies that they procured from, had a reputable quality system and were on the Lloyd's of London approved list of manufacturers.”

The former Minster explained that the PPDI was f o r m e d a f t e r a comprehensive review was conducted of the Wartsila (Guyana) maintenance performance. During this review, he said “there was unmistakable evidence which highlighted that based on the company's structure, GPL was paying above market rates for some spares and all of the maintenance was being conducted by (Continued on page 16)

Press freedom in Guyana Press freedom in Guyana, do we have it here? The more appropriate question should be: is press freedom in the fullness of its meaning truly present in the Guyana in which we live today? The answer is that it depends on who is asked, and who know what it is to live with some of this freedom. The press has to operate in an environment increasingly hemmed in by attitudes and actions, some from elected public officials, others from their cooperating bedfellows in the private sector.

We have a huge state media apparatus that is conditioned to champion the government ways and causes, regardless of the ugliness of leadership excesses, the concealments that its professionals conspire with political players to keep away from the public. As if that is not bad enough, there are significant sections of the private media that are almost indistinguishable from the state funded and controlled media.

It is the worst time for this to occur with Guyana on the cusp of so much richness, and the many temptations that go along with such incredible levels of riches, previously unknown to this poor country. When solitary voices are raised defiantly and consistently against the frauds and untruths that rage in this society at high levels, then the law and courts are weaponised to drive fear, to compel to cowering retreat. This is a harsh reality of press freedom in Guyana: speak or write powerfully and compellingly and the swords are drawn to silence.

The media, particularly private media that holds itself out as independent, cannot be reflective of what is the equivalent of: see no evil, hear no evil, know no evil, and report no evil. In other words, to stand as collaborating guardians of the political and leadership evils that saturate this oil-rich land. The inarguable, hard history of oil is that wherever it has flowed to the surface, the forces of hell accompanied it. It is why, therefore, the media have this crucial role to play. It must be a wise and stern judge of what is put before its members. Its members must sift through the rubble, and come up with the oil nuggets that are buried deeply and deliberately.

In a joint statement on World Press Freedom Day, the resident diplomatic corps issued what called for much of the above and then some more. Compressed extracts from the joint ABCE statement read like this. “Press attention to accountability” stands as an unprecedented priority today.

Further, that the press must focus on the spending of “large revenue streams” in that they highlight “a development agenda that cuts across all regions and races.” The heavy hitters in the local diplomatic community have spoken, done their part.

The duty is now on the local media cohort to fulfill its own role, and to the hilt.

It is not what was said and when, but by whom and how.

It is all locked into that single word in the joint diplomatic release: “accountability.” For the diplomatic bigwigs, domestic political powerbrokers, to employ that word “accountability” in the context of oil Guyana, leads to its interpretation in several ways. First, it is that we do not have a media emphasis on accountability by government with this oil bonanza. Next, that the Guyana media, however it pursues the vital responsibility of accountability in government, it is not doing enough.

It is not enough to report on a bridge in one Region, a boat in another, and a building in a third. The media must diligently drill down to determine that the “large revenue streams” from oil flowing into government coffers are part of an agenda that is EQUITABLE. That is, all Guyanese are befitting from this wealth stream, regardless of their political affiliation or their physical complexion.

The Guyanese media need to appreciate that diplomacy is a fine art, with its own nuanced high diction. There are so many messages about what the Guyana should be making its mantra, but is not.

It is not what ABCE said, but what was left unsaid, so that our own media men and women can rise to the vast challenges of our oil times. Courage is called for, conscience, character, and conviction, too.

This immoral culture of drunkenness, bacchanalia and lewdness must be tempered Dear Editor, Although the roosters may have started to crow and answer each other from near and afar, the first light of early dawn would not have even begun to penetrate the eastern sky by the time he was up.

Andy had begun his day by rising early, as early as the roosters.

He was observing the six days of Shawaal fast, a sunnan act that many Muslims observe in the month following Ramadan. He would have had his suhoor, a pre-dawn meal and then without fail, as was his wont and practice, he would have gotten on his motorcycle, said Salams to his wife and rode from his home at Albion to the Rose Hall Masjid.

Andy would not return home alive.

Rajendra “Andy” Khadaroo, May Allah be pleased with him, was struck and killed on the Corentyne public road while returning from Fajr (early morning) prayers. He fell victim to the reckless actions of a drunken woman driver.

This is a Guyana, a country and nation where indecency, drunkenness, vulgarity and irrationality

thrives. This is a country and nation where those who contribute to this immorality are the loudest and most incoherent. They drown out the voices of reason and sanity and they are given licence to do as they please by those in authority for they turn a blind eye and a deaf ear to this banality, lewdness and criminality.

I have seen the bars open late at night. I have seen the drunken revellers dancing to loud, vile music with vulgar lyrics that assaulted the peace and quiet of the early dawn.

And I have also seen imbibers, smokers and users behind the wheels of speeding cars, atop unsteady motorcycles and bicycles after their drunken sprees. We have all seen it.

Yet, as this immorality pervades the land, there is a voice. There is a rising voice comprising of a cross section of common people, decent folks and God conscious men and women who have had enough.

This madness must stop!

This immoral culture of drunkenness, bacchanalia and lewdness must be tempered. The rise of a nation and its people demand as much. Civil society demands

the riddance of this disease that is antithetical to the greater good of humanity.

While the voices of many decent people are attempting to rise above the cacophony of incoherent noise and while those voices are garnering the attention of a minority so entrusted to enforce and uphold the laws and safeguard the rights of the citizenry, there remains an urgency of corrective actions to remove this scourge.

So while officials make meaningless statements and become culpable by their inaction, many innocent lives are impacted and lost.

Rajendra “Andy” Khadaroo is the latest in a long list of victims of impairment. Surely Allah will hold to account those who are responsible for the criminality and the resulting death and mayhem of this social disease.

Rajendra (Andy) Khadaroo is no longer with us. His life was snuffed out by a drunken driver. Although she may eventually be held criminally responsible, those who served her, those who watched her get into her car and drive away, those who turned a blind eye or aided and abetted her actions would be equally culpable.

As a Muslim, I am consoled and find comfort and solace in the promise of the words of Allah in His Glorious Quran.

Surah Ali Imran 3: 169. Do not consider those killed in the cause of God as dead. In fact, they are alive, at their Lord, well provided for.

3:170. Delighting in what God has given them out of His grace, and happy for those who have not yet joined them; that they have nothing to fear, nor will they grieve.

3:171. They rejoice in grace from God, and bounty, and that God will not waste the reward of the faithful.

I hope and pray that the grieving wife and family of Rajendra “Andy” Khadaroo will draw strength from these assuring words and the promise of Allah. I pray that Allah grant them the patience and forbearance to cope with Andy’s absence, their loss and that He may remove their hardships and ease their difficulties.

May Allah, enter our brother Andy into Janatul Firdaus among the shuhada and the saliheen.

The President toys, knowingly or unknowingly, with reality Dear Editor, It never ceases to amaze what Guyana’s President is comfortable putting before Guyanese, in the belief that he will get away with his almost constant practice. He pulls any rabbit from any hat, to pull fast ones on Guyanese.

This is what he did on World Press Freedom Day before assembled locals and foreigners.

Guyana’s leader made the bold statement to Guyanese that they will not be spied upon, as carried under two media captions: “Gov’t has no intention of spying upon journalists”, SN May 4; and “PPPC will not spy on the population -President Ali assures” -KN May 4. I regret to say publicly that I totally disbelieve, not reassured at all. It falls flat because he toys, knowingly or unknowingly, with reality, the truths with which Guyanese live. Spying is seen as a necessary evil because of the intense anxieties that agitate his party and government.

In kindness not due, I give the President this: though I don’t regard him well, the people near him possess certain telling streaks. They are dirty tricksters, and would

do anything to achieve their ends. If this means spying upon Guyanese to intimidate them, to get the goods (largely imaginary) on them, or to set them up, then spying will be done using any method, any means. Not just electronically, but through employing scarce state human resource assets. We recognise them; I call them out. It is this jarring reality that contradicts the President’s words on World Press Freedom Day. His party has its Praetorian Guard, his government its goons. They spy in person; they spy using others.

Some Guyanese can attest to such circumstances, live with such snooping. It is neither skilled nor covert, as believed.

Guyanese appreciate the great insecurities of ruling party and government leaders due to their acute need and insistence for total control, sharp alarms over dissents. None must object or project contrarily, notwithstanding rights. They must be brought to heel, and spying on them facilitates.

There is fear over what people say, write, present publicly, think. The President knows that, and I remind him before

Guyana that he knows, which is why he is silent when wrongdoings are heaped upon loyal citizens. Thus, his newfound sincerity rings hollow, exposes another hypocrisy.

It should be reassuring when the President says “This government has no intention whatsoever, it is not even contemplated in my mind to move in any direction to have any spyware or ‘whyware’ or anything to spy on anyone. I have not even imagined something like that so take it out. It will never happen, at least under this government. It will never happen!” It is happening, sir.

People live with what the President distances from; the man protesteth too much.

What the President assured his audience doesn’t inspire trust. He has made equally bold assertions; yet profanities and perversities multiply under his watch. His government is intrusive, desires to know what perceived enemies think, say, and do; yet he comes across with these platitudes that fool none. Not I, master. I have difficulty associating what the President says, what he promises, what he claims to

stand for, with what actually is the stealthy reality of this society. Leaders in the PPP Government will leave no stone unturned to get to what makes them nervous, do any dirty deed to go after those they decide are sworn enemies. Many live in fear, are afraid to call out him and his government.

The President should familiarise himself with the secret toils, brutish works, of his undercover henchmen.

Orin Boston is dead, disparages his claim about spying, for what was the source of the intelligence that sent them to Dartmouth?

Why is the work of some media sections interfered with using sophisticated tools?

How come some who pose no threat to country are singled out for special attention?

What do all the President’s men know, and by what means they do? Spying is a practice of many governments, but only against subversives, not the law abiding.

So why, Mr. President?

Peter Livingstone was a Committed, Dedicated and Loyal Comrade Dear Editor, A few days ago, I was greeted with the sad and devastating news that, former GYSM and PNCR stalwart, Peter Livingstone passed away. For a few minutes I remained speechless as I immediately began to reflect on the Peter Livingstone I knew.

We know the one thing death means is that you are now mute, you are silent, and I could not imagine Peter being silent. I last saw Peter on January 3, 2020 at the D’Urban Park coalition campaign launch. Of course, he was there with his one of his buddies Dennis Glasgow.

I Didn’t know this was the last time I would’ve seen him alive.

How did I come to know Peter Livingstone?

I met Comrade Livingstone more than two and a half decades ago. We were both serving in the

executive of the GYSM, during Comrade Dennis Glasgow’s chairmanship.

When I assumed the role of chairperson Peter served as the National Treasurer of the organisation. He was also in the leadership of the Region Three GYSM. If I were to describe Peter Livingstone, I would be compelled to use these words; provocative, committed, controversial, friendly, dedicated, proud, ambitious, tantalising and jovial.

As I write this message to reflect on him, I can almost see and hear him making fun of the late Bevon Currie or tantalising his buddy Dennis Glasglow, whom he at times called “the task force chairman”. Peter had the ability to make a joke or fun off of any situation. He would be serious at one point and the next minute he is talking and laughing at the same time.

I congratulate the President for pushing what he thinks sounds appealing, except that it is more of the theatre of the grotesque, what transforms absurdity into atrocity. I cheer the leader for trying. I pity the President for denying reality, pressing for Guyanese to see the PPP Government and its actors in the most benevolent light, as the purest of presences. They are not.

For members of the media to see it timely to table the issue of Spyware, and possible usage, or if the PPP

Government has any relationship with this same Spyware is neither innocent nor random, but speckled with considerations (perhaps conclusions) of what could already be. It represents genuine concerns that there are no limits to which a government obsessed with total control will not go, what it will not breach. I so stand.

He was funny and liked to as we would say “dig kicks off of folks”, I don’t doubt that I was also his target in that arena.

Livingstone appeared to have had a mentally preserved character trait of certain comrades, whom he often made fun of, Bevon Currie was target number one, they went at each other. Peter also seemed to have had a list of people who he believed should be prime contributors to GYSM fund raising events or leadership programmes and those who should be bypassed, for any contributions.

I recall that at one administrative meeting of the GYSM executive, while we were planning to host a threeday leadership and educational camp, he cautioned me that I should not send donation letter to a comrade.

His specific words were, “Lurlene how you gon ask dah man fuh money you aint know he bruks, dah man aint get no money, ask Dennis!”

His usual hearty chuckle followed his announcement.

He was tantalisingly funny!

Comrade Livingstone and I never saw things eye to eye at all times. We had our disagreements and we, at times, campaigned internally for different candidates. So, we were not always on the same page and we had our different opinion on things PNCR and politics.

However, as comrades of the GYSM, what we had in common were our love, commitment, dedication and passion for the GYSM and PNCR. We believed in the mission of the party and its arms, and we invested in that belief.

Peter Livingstone was a proud member of the GYSM and PNCR. He was never

hesitant to let you know of his position in the organisation. I remember watching him introduce himself to a young member of the GYSM and saying to the young man “you know who I am, I’m Peter Livingstone the National Executive Member of the organisation”! Then his chuckle came after.

He walked with the banner of the PNCR on him, and he was ready to defend the organisation at any moment. Peter Livingstone was a dedicated party comrade. He was part of that dedicated group of comrades who would regularly use their own resources to embark on outreach activities to support the work of the GYSM and party.

It is this kind of unselfish work of comrades like these that helps to make the PNCR a viable political party.

Comrades like Livingstone worked for the PNCR in season and out of season, in fact, most of our time in the party was “out of season” but yet folks championed on every time like it was our “in season moment”.

Peter’s commitment and dedication to the organisation were unwavering, regardless of the season. GYSM or party work took priority. He also sang his heart out for the party.

In our decades of activism in the party, Peter and I attended many party events such as congresses and general councils. At these events, he demonstrated his singing talent as he lustily sang the party’s battle song, which he knew by heart. He would sing that song with such reverence, passion and respect, it was like he had spent years practicing how and where he should place his emphasis.

It is in watching him in

these simple moments that you understand his love for the organisation. He was a proud and loyal member! The PNCR meant something to him, it was commitment and not mere compliance. This kind of commitment was contagious and could have been seen in quite a many comrade.

So, as I reflect on Peter I can only think of his fellow comrades and former GYSM/ YSMites who not too long ago departed, before him, and whose funerals he must have sang his heart out. In my reflection I see Comrade Rawlewayne Payne, Comrade Adrian Cole, and Comrade Bevon Currie. These stalwarts departed all too soon, their banner draped too soon, and their end seemed too abrupt.

However, the contribution and sacrifice they made for their party cannot and must not be buried with their earthly end. Those who come after must know on whose shoulders they stand, they must understand that others made the monumental sacrificed, which helped to pave the way for them, hence non should take their position

and title for granted. It is not enough for us to simply pay lip service to announce the passing of these stalwarts but that the party must find a way to memorialise them and preserve their legacy. Peter Livingstone has made his contribution to the GYSM and PNCR, he was a loyal member who served in many capacities.

He has spent all of his young life in a party he has great respect for. He will undoubtedly, be missed.

Sleep on comrade, sleep on!

Your earthly appointment has ended you’ve played your part. Yes, it will be difficult to imagine you silent or mute.

To his buddies Dennis Glasglow and Kirk Saul, I know it will be tough to soldier on with Peter gone, but I encourage you to take comfort in the fond memories you have of him and times you had together. Remember also that God still sits in the throne.

The Implementation Deficit and the Regional Food Import Bill

By Dr. Arlington Chesney Recently, there have been a number of political pronouncements on the urgent need to reduce the regional Food Import Bill.

In 2019, Barbados’Prime Minister, Mia Mottley, directly linked the revival of the Caricom Single Market and Economy(CSME) to a reduction in regional food imports. In 2020, Caricom Heads approved theProposal of its Associate, the Caricom Private Sector Organisation (CPSO), to reduce food imports25%by 2025.

Guyana’s President, Irfaan Ali, at Heads’ Meetings in 2021 and 2022, enthusiastically supported the reduction of the Food Import Bill and the 25x2025 Proposal. He proposed specific initiatives like the Caricom Sustainable Agriculture Facility (CSAF).

In 2022, St Vincent and the Grenadines, Agriculture Minister, Saboto Cesar Jnr, adopted the 25x2025 proposal. There were previous Expressions of Intent aimed at reducing food imports. The most renowned of these was in 2004, when three senior regional professionals (including the author) supported then Guyana’s President, Bharrat Jagdeo, to prepare the Grand Anse “Framework for the repositioning of Caribbean agriculture.” In 2005, it was approved by Heads as the

Jagdeo Initiative (JI).

The import bill in 2005was US$1.64 billion. It now approximates US$3.8 billion.

What went wrong? The failure to implement the decisions of Heads. Some major causes (mostly identified as Key Binding Constraints in the JI) of this crippling Implementation Deficit follow.

First, from the 1970s to now, vacillating focus for the development of regional agriculture between reduction of imports and foreign exchange earnings reacting to global influences, such as the financial meltdown and the Ukraine imbroglio.

Second, inconsistent messaging by Heads on the importance of agriculture. Changing from being a “stand alone item “to being subsumed in “economic development” on agendas of their meetings.

Third, inadequate or inappropriate transmission of regional decisions to member states resulting in some key issues being unknown and/ or misunderstood within National implementing ministries. Fourth, limited appreciation that agriculture development is the responsibility of the Ministry of Agriculture and others. For example, major agricultural thrusts need significant numbers of personnel trained at all levels. Similarly, legal affairs must understand the intricacies of and urgency for

Fifth, unrealistic responsibility placed on micro, small and medium enterprises (MSMEs) to achieve the increased production required to substantially reducing food imports. There was also limited involvement of the larger businesses: importers, distributors and wholesalers, etc. Of food. The resulting minimal interaction led to mistrust. The poultry industry was/is a good example of this phenomenon.

CPSO can reduce this mistrust by promoting inclusivity and, as needed, mentoring.

Sixth, poor integration or coordination of the work programmes of agencies, such as Caribbean Community Climate Change

Centre, Caribbean Agricultural Health and Food Safety Agency, Caribbean Agricultural Research and Development Institute (CARDI), Food and Agricultural Organisation and Inter American Institute for Cooperation in Agriculture, involved in agricultural development in the region.

Seventh, unavailability of an “On Line, Real Time”regional Information and Intelligence System to maximize intra-regional trade.

Eighth, inadequate intraregional transport. It can be easier and cheaper to ship commodities to Miami than within the region.

Ninth, limited access to commercially available finance because of an inadequacy of “bankable

projects.” Interestingly, CPSO has initiated preparation of Business Investment Cases.

MSMEs don’t have such capacity. The CSAF, through Republic Bank, adds US$100 million as a special credit facility “designed for agricultural activities, including development of priority crops and capital equipment for farming, feeder roads, bulk storage, processing plants and shade houses” with a reported 5year repayment period and2.5% annual interest.

Notwithstanding, these funds appear best used by Governments to provide critical infrastructure, including feeder roads and customized seaports to facilitate bulk transport of grain regionally.

Additionally, two issues remain as major causes directly reducing on farm production and intra-regional trade: · Praedial Larceny: estimated in 2010 to cause direct losses of US$321 million annually and described as “the most discouraging aspect of agriculture.” · Non-Tariff Barriers to Trade: theoretically for protection against pests but in practice more related to fear of intra-regional competition with resulting pressure on the political system. Enforceable Pest Risk Analyses must be conducted.

There exists a global food

shortage which can worsen as, additionally, some countries are stockpiling for their own use. Further, a recently published survey, commissioned by Caricom Secretariat and World Food Programme, has estimated severe food insecurity in the Caribbean to have increased by 72% since the onset of COVID-19.

The region’s food and nutrition availability is seriously threatened. Prime Minister, Mottley and President Ali, must ensure realization of then Lead Head J a g d e o ’ s 2011pronouncements that the region must be more proactive than reactive; be more cohesive and coordinated; and show unwavering political will and bold action.

The region must produce substantial amounts of its food. The role of Guyana and Suriname, the region’s latest oil and gas beneficiaries, is paramount. Along with Belize, they are the only ones with land masses (but relatively small populations) for sustainable production of corn, soya, beef and vegetable oils: major imports.

Similar developing countries have suffered from the “resource curse “with weakened non-oil sectors, including agriculture, experiencing reduced competitiveness for human and financial capital. The (Continued on page 17)

The descent of the trade union movement in Guyana Dear Editor, The trade union movement in Guyana was founded by Hubert Nathaniel Critchlow in 1919. The trade union movement was once a powerful force in our country.

Pre-Independence the People’s Progressive Party were twice the victim of the trade union movement.

In 1953 with the Guiana Industrial Workers’ Union.

Later in 1964, the People’s National Congress aligned Trade Union Congress organised a strike which subsequently led to British intervention and the introduction of the proportional representation system.

However, today majority of the trade unions in Guyana have lost their way. These entities are plagued with poor leadership, disunity and the age-old problem of political affiliation. The trade union movement in Guyana has long been associated with politics. However, never before have such pitiful

attempts at trade unionism appeared in Guyana. This has resulted mainly due to ingrained union leadership.

The main objective of labour day celebrations has been lost in time. Last Sunday was Labour Day and the disunity among the trade unions laid bare for all to see.

Many of these unions are political pawns whose priorities are based on political allegiances and sympathies; rather than the best interest of the workers they regularly purport to represent. This is shameful and unacceptable. These union leaders have become so embolden as to openly demonstrate their political loyalty. The many members who prop up these failed unions, should demand better from the union leaders.

Many have noticed the bizarre position of the Guyana Public Service Union who failed to participate in the annual May Day march and rally. Whether the GPSU has become a pro government

union remains to be seen.

Though a few observers are surprised by this stance this letter writer is not. Union leaders have sold out the workers they represented before for stranger reasons.

The Guyana Public Service Union failed miserably to hold the People’s National Congress dominated coalition accountable to an agreement they made with the Granger-led Government in 2015 for salary increases in 2016, 2017 and 2018. In doing so the GPSU failed in representing the workers simply because the GPSU is political arm of the People’s National Congress Reform and cared little about the workers but more for its political masters.

The GPSU had asked the failed coalition of convenience (APNU+AFC) for salary increases in 2016, 2017 and 2018 of a flat payment of $75, 000 per month to all public servants together with a pay increase of 25% across the board for

2016 and a flat payment of $7000 per month and 20% increase across the board for 2017 and $9000 per month and 20% increase across the board for 2018. This never happened, not even close to the proposed figures, with only single digit increases; lest we forget.

The representation provided by GPSU is woefully incompetent to say the least. Over time this union and many other trade unions in Guyana have lost the confidence of its members and non-members alike. This is public knowledge. Most notably are the Guyana Teacher’s Union, Guyana Trade Union Congress and the Guyana Public Service Union. These unions are all political arms of the People’s National Congress Reform.

The trade union movement should be about defending and advancing the rights, struggles and overall interest of the workers. The disinterest in the rights and conditions of many workers

are obvious by the actions of many of the union leaders.

The lack of impartiality by these union leaders and the playing of politics with the lives and livelihood of people is distasteful. This is as many of these union leaders are political hopeful. This surely spells disaster for the future.

For years the Guyana Public Service Union has brought itself and its almost comical representation into question. Firstly, the GPSU as an entity and I dare to say ‘a political entity’ is in dire need of leadership.

The President of the Guyana Public Service Union is Mr. Patrick Yarde and his Vice President is Ms. Sharon Gardener. The failing of this union comes directly from the top. The leadership of GPSU is completely useless and ineffective. As a result, the union has been seeing a drastic decline in membership over the past few years.

Patrick Yarde has been the President of the GPSU for well over thirty years now. As a

result, the GPSU has become stagnant and visionless.

Numerous calls have been made for the resignation of Patrick Yarde over the years.

He remains unmoved by these pleas.

What is his obsession with power I may not know, but it’s clear that the current leadership of the GPSU has no interest in what happens to public servants? After all even Fidel Castro stepped down.

The leadership of Patrick Yarde has failed so immensely, that even the PNCR overseas based mouthpiece Rickford Burke has added his voice in calling for the resignation of this relic. President Ali once said “you cannot represent workers with a political agenda”. The trade union movement in Guyana should get its act together, as it has obligations to its members to represent their interest impartially.

We said it last week, that the Media Conference hosted by the government was a farce.

We showed you how, that despite the President Ali's boast about respecting the media and his government being accessible to the press he has not held a single post-cabinet media briefing since taking office.

And so we were not surprised, that amid the fanfare last Friday when the Brazilian President touched down here journalists were not allowed to ask a single question to the two leaders.

In fact, initially his administration wanted to shut out the private media from entering the Conference Centre where the official ceremony was held.

For this government media freedom is about giving us a good gyaff like what the President did last week at the opening of the conference.

Trinidadian oil and gas workers in solidarity

with Guyanese sent home without pay It could be described as a case of being your brother's keeper as Trinidadian oil workers here are in full support of Guyanese going public after they were sent home without pay earlier this year.

In fact, it was the Trinidadian counterparts at the named joint venture firm who alerted Guyanese that they were being underpaid and treated differently from them.

Sherwin Downer, President of the National Mines Workers Union of Guyana (NMWUG) told the Kaieteur News that he is actively engaging the matter where some 70 Guyanese workers at the support services operation were sent home until further notice and without pay. Apart from being sent home, the workers complained about issues

with their National Insurance Scheme (NIS) payment, overtime payment, working conditions, income tax payments, safety gear and working conditions.

They complained that they were not receiving allowances, while their Trinidadian counterparts were receiving stipends two and three times the salaries of Guyanese workers. They said that their pay is also different from their foreign counterparts when it comes to holidays and other off time.

Downer told the newspaper that it was the Trinidadians who highlighted the discriminative pay to the locals when comparing their salaries. That is when it was realized that Guyanese were being paid significantly less.

“And as we would say in

Guyana, they would 'rub' the Guyanese about it,” Downer said. He stated further that the workers were made to understand that the Guyanese firm would also receive allowances for their workers, but has not been making the payments. "My information is that the Trinidadians have commended the Guyanese workers for standing up for themselves. I understand that they are not too pleased about what is happening to the Guyanese workers and are in solidarity with them,” the union leader said.

The Guyana Agricultural and General Workers Union (GAWU) told the Kaieteur News that they too were aware of the “sad” issues the workers are facing at the oil and gas support firm. He explained that the workers are very afraid and

concerned about information getting back to their wellconnected employer.

A source told the newspaper that when some workers had made checks on their NIS or sought redress about what they are facing, information about their moves would be with the employer by the time the workers got back at the establishment, “and they would know exactly who said what and who did what,” the newspaper was told.

Minister of Labour Joseph Hamilton said that he personally is not aware of the particular matter, but spoke strongly against what the

locals are facing. He told the newspaper that he is not aware of any report being made by the affected workers or the employer. He said he was also unaware as to whether a report was with the Chief Labour Officer but highlighted, that there are procedures to be followed when dealing with this type of matter.

Minister Hamilton said that even if the workers were sent home until further notice, a report has to be made with the ministry's labour department. The employer, he said, has to provide all information relating to the affected workers and why they were

Rice, meat, sugar prices increase ...as global trade prospects dim, FAO says Some world food commodity prices decreased in April after a large jump the previous month, led by modest declines in the prices of vegetable oils and cereals, the Food and Agriculture Organization of the United Nations (FAO) reported last week.

The FAO Food Price Index averaged 158.5 points in April 2022, down 0.8 percent from the all-time high reached in March. The Index, which tracks monthly changes in the international prices of a basket of commonly-traded food commodities, remained 29.8 percent higher than in April 2021. The FAO Vegetable Oil Price Index decreased by 5.7 percent in April, shedding almost a third of the increase registered in March, as demand rationing pushed down prices for palm, sunflower and soy oils. Uncertainties about export availabilities out of Indonesia, the world's leading palm oil exporter, contained further declines in international prices.

“The small decrease in the index is a welcome relief, particularly for low-income food-deficit countries, but still food prices remain close to their recent highs, reflecting persistent market tightness and posing a challenge to global food security for the most

vulnerable,” said FAO Chief Economist Máximo Torero Cullen.

The FAO Cereal Price Index declined by 0.7 points in April, nudged down by a 3.0 percent decline in world maize prices. International wheat prices, strongly affected by continued blockage of ports in Ukraine and concerns over crop conditions in the United States of America but tempered by larger shipments from India and higher-than-expected exports from the Russian Federation, increased by 0.2 percent. International rice prices increased by 2.3 percent from their March levels, buoyed by strong demand from China and the Near East.

Meanwhile, the FAO Sugar Price Index increased by 3.3 percent, buoyed by higher ethanol prices and concerns over the slow start of the 2022 harvest in Brazil, the world's largest sugar exporter.

The FAO Meat Price Index increased by 2.2 percent from the previous month, setting a new record high, as prices rose for poultry, big and bovine meat.

Poultry meat prices were affected by disruptions to exports from Ukraine and rising avian influenza outbreaks in the Northern hemisphere. By contrast,

ovine meat prices averaged marginally lower.

The FAO Dairy Price Index also was up, by 0.9 percent, on the back of persistent global supply tightness as milk output in Western Europe and Oceania continued to track below their seasonal levels. World butter prices rose the most, influenced by a surge in demand associated with the current shortage of sunflower oil and margarine.

FAO also released a new Cereal Supply and Demand Brief with updated forecasts pointing to a likely 1.2 percent decline in world trade in cereals in the 2021/22 marketing year compared to the previous y e a r. T h e d e c l i n e i s associated with maize and other coarse grains, while trade volumes for rice are predicted to grow by 3.8 percent and that for wheat by 1.0 percent. With almost all crops harvested for the 2020/21 cycle, FAO pegs the world cereal production at 2 799 million tonnes, an 0.8 percent increase from the 2019/20 outturn.

World cereal utilization for the 2021/22 period is projected to increase by 0.9 percent from the previous year to 2 785 million tonnes.

The PPPC is yet to name its Cabinet Secretary It was the PPPC which began the practice of hosting post-Cabinet press conferences. And since the PPPC ruled for 23 unbroken years, the media has become accustomed to these weekly diatribes.

The media likes readymade news. It does not require much investigation. PostCabinet press briefings provides multiple stories for the media, stories which they do not have to go digging to find.

The media’s penchant for pick-up news is however not being fed. The PPPC is yet to hold a post-Cabinet press briefing, despite promising to do so.

Two years into Ali’s term and not a single post-Cabinet press briefing has been held.

There are a number of reasons to consider as to why the Irfaan Ali administration has not as yet commenced the hosting of post- Cabinet press briefings.

In the past the postCabinet press briefings were weekly affairs. They took the form of press conferences which were hosted by the Head of the Presidential Secretariat and one-time Secretary to the Cabinet Secretary, Dr. Roger Luncheon. After there was a court challenge to him holding the latter post, he was said to have resigned the latter post.

There was always a good

representation at these briefings. The media never seemed bored or disinterested, despite the fact that Luncheon is known to be a long-winded speaker and could drool on and on.

At times Luncheon would be assisted by Kwame McCoy but it was always Luncheon who held the gallery’s attention. Luncheon was referred to as both the Head of the Presidential Secretariat and the Secretary to the Cabinet or Cabinet Secretary as it is sometimes referred to.

The Constitution of Guyana actually makes the post of Secretary to the Cabinet a public office. And it is the Secretary to the Cabinet who has responsibility to communicate decisions of Cabinet to authorised persons; presumably the President can also instruct that decisions of Cabinet be relayed to the media via the post-Cabinet press briefing.

But that is not the principal role of the Cabinet Secretary.

There has been no announcement as to who is presently the Cabinet Secretary. A Minister or Member of Parliament cannot be appointed as Cabinet Secretary since the post is a public office.

The Opposition seems to prefer tabling motions rather than questions in the National Assembly. The latter is a more

effective strategy even though it does not lead to a debate. But it is a tool which is sparingly employed by the Opposition.

In the present instance, it should be. The Opposition should ask that the government identify the Cabinet Secretary, if there is one in place and, if not, to demand to know when such an appointment will be made.

The PPPC is not expected to hand such a position to anyone whom it does not trust fully. It had total confidence in Luncheon and so he was entrusted with the permanent task of hosting these press briefings. Over time he developed an excellent rapport with the media despite at times him being very evasive.

The Constitution requires that the Cabinet Secretary be a public office. This means that Ministers cannot hold such an office. And given that some of the PPPC’s trusted lieutenants are presently Ministers, this excludes some of the frontrunners such as Gail Teixeira one of the longest serving members of the Government.

The Constitution also dictates the functions of the Cabinet Secretary. While hosting post-Cabinet press briefings is not specifically stated as a function, it is also not excluded.

If confirmed, the global cereal stocks-to-use ratio would end the period unchanged at a “relatively comfortable supply level” of 29.9 percent, according to FAO. That forecast incorporates an expected 20

percent decline in harvested area in Ukraine as well as drought-driven output declines in Morocco. For coarse grains, the Brief indicates that Brazil is on course to harvest a record maize crop of 116 million tonnes in 2022, while weather conditions are likely to dent maize output in Argentina and South Africa.

Initial planting surveys indicate that maize acreage in the United States of America is likely to decline by 4 percent, amid concerns over the high costs of fertilizers and other inputs.

Cabinet is in charge of the Cabinet Office and is to be responsible “in accordance with such instructions as may be given him by the President, for arranging the business for, and keeping the minutes of, the Cabinet and for conveying the decisions of the Cabinet to the appropriate person or authority and shall have such other functions as the President may direct.”

Even if it has identified a person to be Cabinet Secretary, that person is not likely to be given the authority to host press briefings. It is not like the PPPC to give such an important responsibility to someone outside the party’s inner circle.

But, also, there is no reason why only the Cabinet

Secretary should host postCabinet press briefings. The briefings can be hosted by someone else.

Cabinet Office is supposed to be part of the President’s Office. It is time for the modernisation of the Office of the President. And the best place for this modernisation to begin is through the reinstituting of Cabinet Office and the identification of someone as Cabinet Secretary, someone who is not a Minister.

It is time also that the task of engaging the media about Cabinet matters be placed in the hands of professionals.

As was previously indicated in this column, the President has a Press Secretary and a Deputy Press Secretary. Their job titles alone indicate more

than a passing competence in hosting press briefings. In the USA, some press briefings are hosted by White House Press Secretaries.

There is no reason why either or both of these persons should not be hosting post-Cabinet press briefings. Two years is long enough. The media is becoming impatient.

Jermaine Figueira wins libel writ and will give me some money

A

man, who had an obsession with me in the Guyana Chronicle and on his Facebook page from 2019 until his party, the PNC, failed in its five months election shenanigans in 2020, has won a libel writ against the Chronicle.

Google Jermaine Figueira's descriptions of me for 2019 and I could have collected maybe dozens of millions from him based on the nasty things he wrote about me. But I don't sue people. A man named Charles Ceres filed a libel writ against the Guyana Times but I didn't sue him for defamation when

he wrote that I do not have post graduate qualifications.

between the Chronicle and Guyana Times, there were over 200 letters scandalising my name.

When I saw Figueira's victory my heart fell. I could have collected a good sum of money by suing Figueira. But here is what I am now appealing to Figueira to do. I don't want an apology. I want some of the money he will collect from the Chronicle. I think he has that obligation to me.

I believe Figueira is going to give me some, the amount I am not sure of. I am in two minds as to what do with it.

Shall I use it for my personal benefit? The cost of living is

skyrocketing. For example, I usually buy a 5kg bag of soap powder imported from China for $1400. It is now $2200. I usually buy the 1.25 gallon Wesson canola cooking oil for $2400. It is now $4600.

So what should I do with Figueira's money? I like animals insanely. I could donate it to animal rights organisations or charity organisations.

Depending on how much the PNC parliamentarian from Linden gives me, I will decide. But given the way I feel, I am strongly inclined to favour animal rights organisations. UK-based couple share horror story in attempt to return to Guyana

The plot of land the couple brought for $6M but the housing papers cannot be found.

...Says politicians paint glowing picture but reality is a stark difference

E

very now and then, Guyanese politicians make an appeal to the masses, calling on the Diaspora to return home and invest.

Those who respond to these calls are often faced with the difficulty of packing up, leaving a developed country and coming home to Guyana.

As if the move by itself is not difficult enough for one couple, the account of returning to Guyana has been nothing but horrid, to say the least. In 2016, Lynette and John Sutton planned to move to Guyana from the United Kingdom; they estimated that it would take about a year or two to get everything worked out and get settled here.

Lynette, a Guyanese by birth moved to England decades ago and married John, a native of the UK, did not estimate that with the road blocks and difficulties they would face and that they would still not be complete more than seven years later.

According to the couple, the initial plan was first to register a company here and purchase a plot of land to build a house. Mr. Sutton recently explained in a letter

He noted that before the company was established there were difficulties and considerable costs involved in obtaining the relevant documents including Tax Identification Numbers (TIN).

“We persevered and the company was ultimately registered, however we have had no support from the equivalent of [entities]. We have requested by email and telephone for the dates and timing of the Annual Return, but have not had any response.

After every request we have been repeatedly told that “'the

correct person to advise you will contact you', but they never do,” Mr. Sutton said.

As it relates to the request to purchase a suitable house plot, the couple registered and were told that a letter would be sent inviting them to choose a plot and pay for it.

Several years went by with them requesting when they can be called to a meeting to complete the process of acquiring a house plot.

In 2020, the Suttons became desperate and Mrs. Sutton's sister, who is resident in Guyana, approached the Housing Minister on their behalf. The minister promised to look into the matter which he did

after meeting with the couple. “At the meeting,” Mr. Sutton explained that his wife who always desired to return to her homeland “had to practically beg for a plot,” which was eventually offered to them at the cost of $6 million.

As a result of the offer, he explained that a letter was issued and the deposit requested was paid.

The man said that the balance of $3 million which was due no later than December3rd 2021 was paid in November 21 that year.

He explained: “We started building as we are anxious to establish ourselves and start business here in Guyana.” “We returned to Guyana the last week in April 2022 and asked to complete the process, but low and behold our documents cannot be found,” he added.

This, Mr. Sutton said is in spite of having received several emails confirming that all is in order we just need to come into the office for the signing-off process and Transport to be prepared which I understand takes several years..”

Sutton, who worked within the financial and creative sectors in the UK, said that they have found that navigating through the various departments very convoluted and slow due to the lack of appropriate technology and staff training.

He explained: “We sat in the Housing Office for several hours on two separate days and still our documents cannot be found.

We were told to go away and someone will ring next week. We were constantly given the run-a-round.”

He explained too, that the business procedures need to

work a lot faster and efficiently than they do in Guyana to attract and encourage the Diaspora from around the world. Added to this, Mr. Sutton noted the constant power outages is another discouraging factor that would put off any remigrant dreaming of returning home.

He stressed while it is good to paint a glowing picture for re-migration and inviting people to come to Guyana, the reality must match the dream being sold.

“The electrical system fails on a regular basis for as long as six hours at a time, we have only been here one week and the power has been off for four days, already.

Expecting us an excessive amount of duty to be paid on a generator to address this problem seems like a slap in the face for us,” the gentleman added.

Protected Areas Trust inks agreement with Caribbean

Biodiversity Fund to access loans

T

he Protected Areas Trust (PAT) recently signed a five year agreement with the Caribbean Biodiversity Fund (CBF) which will pave the way for new loans to be accessed by Guyana.

The agreement was signed on May 3, 2022 by Chair of Guyana's PAT Board of Trustees Mr. Curtis Bernard and Chief Executive Officer of the Caribbean Biodiversity Fund Mrs. Karen McDonald Gayle. In a statement to the press, it was explained that the agreement is the 10th such for the CBF and will provide the agency with additional resources to fulfill its legislative mandate of cofinancing Guyana's National Protected Areas System (NPAS), as articulated in the Protected Areas Act of 2011.

The PAT explained, “The

Partnership Agreement formalizes the relationship between the PAT and CBF and further bolsters PAT's ability to support the financing and management of Guyana's protected areas.

Under the Agreement, the CBF will manage and invest Endowment Funds for Guyana and make annual payments to the PAT to support its mandate.”

During the signing ceremony, Bernard said that the partnership agreement was in the making since February 2020. He further noted that the agreement was timely and would provide well-needed resources for effective management of protected areas in Guyana.

Meanwhile, in congratulating the PAT, Mrs Gayle expressed immense pleasure that the discussions with the Protected Areas Trust have now culminated

with the signing of this first 5-year agreement between the two entities.

The PAT is a body corporate established under the Protected Areas Act of 2011 and provides cofinancing for the management of Guyana's National Protected Areas System, principally through the Protected Areas Commission (PAC). The National Protected Area System currently covers 8.5% of Guyana's terrestrial space in five protected areas – Kanuku Mountains Protected Area (KMPA) in the Rupununi; Shell Beach Protected Area (SBPA) in the coastal north-west region; Kanashen Amerindian Protected Area (KAPA) in southern Guyana, a community-owned protected area and Guyana's largest protected areas; Kaieteur National Park;

LCDS will help Guyana avoid perils - Environmental of fossil fuel trap scientist W

i t h t h e emergence of the oil and gas sector, Senior Director for Climate and REDD+ at the Ministry of Natural Resources, Pradeepa Bholanath asserts that the government's Low Carbon Development Strategy (LCDS) 2030 is more important now than ever.

During an interview on Kaieteur Radio's Programme, Guyana's Oil a n d Yo u , B h o l a n a t h explained that back in 2010, stakeholders had conducted various debates about balancing the competing objectives associated with economic development and the environmental impacts.

The Environmental Economist said, this conversation for Guyana has

now broadened with the emergence of fossil fuel development.

Bholanath said, “In light of this, I think LCDS 2030 is crucial now for Guyana because as we develop the oil and gas economy and as we look towards all the other sectors, the document underscores in an even more p r o m i n e n t w a y, t h e importance of diversifying the economy, to ensure that we do not fall into the trap of the Dutch disease and to be over reliant on one sector just because it happens to be the main driver of considerable income. So we need to avoid falling into that trap...”

Expounding further, Bholanath said LCDS 2030 is important because it examines the oil and gas economy, especially as it

relates to the demand and the supply side measures. The Environmental Economist explained that on the demand side measures, the world as it stands is not in a state where it is ready to move away completely from fossil fuel.

As such, she pointed that there are several countries such as China, Russia and the USA which have dominated the oil and gas supply chains to the point that they enjoy a monopoly. The industry stakeholder contended that Guyana is now in a position to be part of that market. She noted however, that being part of that market does not mean the nation would continue to have a vision of fossil fuel use at the same rate and extent that prevails now.

by Lady Ira and The L.I.F.E Center of Agricola, for their contributions to their community.

The event titled “Hats off to Women” took place at the LIFE Centre which is located at Remus Street Agricola. The event featured 25 women who served Agricola community over the years.

Ten of the women received awards while the others received surprise gifts, which include hampers

and cash.The L.I.F.E Center is the brainchild of Lady Ira Lewis, a Guyanese resident in New Jersey, USA, who has been giving back to the community through activities organised through the members of L.I.F.E Centre.

Those programmes are aimed at young adults, support for some residents, as well as books distribution.

President of the organisation, Reverend Dr. Joy Agnes yesterday at the event stated: “we cater for the less fortunate; we cater for people that want to learn

life skills, youths and adults alike. So what we do is give back to the community in more than one way in building the community and to helping them be selfaware of what is going on and the skills that we offer.”

She further shared that the organisation only came into existence last year and since then it has been giving back to the Agricola community. The organisation will be celebrating its first anniversary with a week of activities that starts from June 19- 25.

where demand is concerned, she said Guyana's position is that it will continue to advocate for a reduction in subsidies on fossil fuel so as to ensure that those economically competitive, low carbon providers, are the ones that should prevail. “So it is not only about meeting the energy demands but doing so in a way that is congruent with low carbon development,” expressed Bholanath who added that LCDS 2030 offers strong advocacy for a global carbon tax and for this to be implemented in a way that would allow for there to be a strengthened and freer move towards clean renewable energy.

On the supply side, she said the government stands firmly in ensuring that measures are in place for a transition to cleaner energy sources. “And those aspects such as hydro, wind, solar and gas would be advanced with the proceeds of LCDS and would dominate the grid.

So LCDS 2030 in essence takes on the oil and gas sector frontally…I think the task is in front of us to take on that challenge frontally and to provide the solutions that will pave the way for industry and

government to advance lowcarbon development in the best way forward and the best way practical,” the Environmental Economist concluded.

ABOUT LCDS 2030 Kaieteur News previously reported that LCDS 2030 outlines how the Government of Guyana will accelerate economic growth and development in a nonpolluting, low carbon way. It outlines how Guyana will utilize and monetize its natural resources such as its lush and pristine forests in a sustainable manner so as to combat the impacts of climate change. The document also ensures the country's world-class forests, biodiversity, water, and marine resources are valued for the vital contribution they make to the health of the planet.

The current draft that was launched by President, Dr. Irfaan Ali in late 2021 is undergoing a period of consultation with citizens on how the nation can re-double its efforts towards achieving the outlined vision, the roots of which can be traced back to 2009. Guyana and Brazil agree on actionable framework - Pres. Ali P

resident Irfaan Ali announced that Guyana and Brazil have agreed on an “actionable framework” in the areas of food security, energy, infrastructure and national security.

This announcement was made following a meeting between Brazil's President, Jair Bolsonaro, members of his cabinet and the Guyana Government last Friday at the Arthur Chung Conference Centre. The one-day visit by the Brazilian Head of State was a follow-up to a meeting held earlier this year between Presidents Ali, Bolsonaro and Surinamese President Chandrikapersad Santokhi in Paramaribo.

“We had the opportunity today, to further elaborate and concretise an action plan moving forward in four areas.” The Guyanese President noted that discussions also centred on ways to better collaborate in energy, energy security, national security and defence and infrastructure. “Those were the areas in which we had extensive discussions.”

INFRASTRUCTURE

President Ali explained that in terms of infrastructure, the focus is on an integrated project that involves a deepwater port, the roadrail link, fibre optic connectivity, the development of an energy corridor, the creation of a free zone and the linkage of natural resource development to this project. “So we're not only talking about the deepwater port in isolation of these things, it is now one integrated project that we are looking at, and we have agreed to establish a team that will comprise of investors, the Federal Government of Brazil, the Government of Guyana and the State of Roraima.”

The President said that emphasis will be placed on moving the project forward.

In connection to the road link between Georgetown and Bonfim (Brazil), he noted that systems are already in place to build the stretch between Linden and Mabura Hill, while the two countries will continue discussions on the remainder of the road (Mabura Hill to Lethem). He disclosed too, that the two sides discussed working

together on the natural gas strategy, the potential of hydro renewable energy and to examine this in a holistic frame in terms of energy production and oil and gas. The President added that the Governments also discussed security and defence hardwaresoftware technology, which includes intelligence sharing, as a master plan to support the security architecture of both countries and their shared responsibilities and shared challenges. He said they also looked “at ways in which we can deploy technology and a joint approach in securing our borders”.

AGRICULTURE AND FOOD SECURITY In the area of agriculture and food security, President Ali noted that Guyana and Brazil were looking to enhance their collaborations. He said that the countries are expected to work out an aggressive plan for the expansion of their markets, the removal of barriers, deploying new technologies, the process flow, institutional arrangements, (Continued on page 16)

Teen found guilty of attempting to extort $10M from ex-boyfriend with rape allegation Nineteen-year-old Princess Williams was on Friday found guilty of attempting to extort $10M

from her ex-boyfriend by claiming that she would make a police report saying that he attempted to rape her.

Extortion is the practice of obtaining something, especially money, through force or threats.

The teen was found guilty

by Magistrate Rhondell Weever in the Georgetown Magistrates' Courts. On June 6, 2022, Williams is expected to be sentenced. A probation report is currently being prepared in her favour. On February 12, 2021, Williams of 3127 Block Three, Providence, East Bank Demerara, made her first court appearance in the Georgetown Magistrates' Courts before Senior Magistrate, Leron Daly.

On that hearing, the young woman had pleaded guilty to the charge which stated that between January 4, and January 7, 2021, at Georgetown, with intent to extort from Kenrick Thomas $10M, she threatened to accuse him of attempting to rape her.

The matter was adjourned for sentencing and Williams was remanded to prison. However, when she made her second court a p p e a r a n c e Wi l l i a m s obtained legal representation and she requested to change her plea, this then led to the matter going to trial.

On January 4, 2021, Thomas invited Williams to his home. While at Thomas' home, he asked Williams to engage in sexual intercourse and she consented.

Afterwards, an argument ensued, and the relationship ended.

The court heard that Williams later contacted Thomas and sent him a voice note in which she claimed that he tried to rape her and if he didn't pay her the sum of $10M, she would report the matter to the police.

Thomas reported the matter to the police and an investigation was launched.

Williams was later arrested and charged with extortion.

Son of “abusive businessman” accused of assaulting man over feed The son of “abusive Kitty businessman, Devenand Singh” is now being accused of an alleged involvement in a recent assault of another businessman over animal feed.

Singh is currently before the court for the brutal assault of a female relative at his store, Brands2Go, located in Kitty, and on Friday April 21, Devon Rambalak, 37, another kitty businessman, was allegedly physically assaulted by his son and an employee of his store. Rambalak owns a feed shop at Sandy Babb Street Kitty and he alleged that on Saturday April 16, the employee along with Singh's wife and another woman entered his shop to purchase chicken feed.

They reportedly asked him the price for a bag of broken rice ($4200) and a bag of wheat midd ($2200) and he gave it to them.

According to Rambalak they paid him $2200 and he assumed that they were paying him for the wheat midd he sold them and they left.

H o w e v e r, t h e t r i o reportedly returned the following week and told him that he had sold them the wrong feed and they wanted an exchange. Rambalak said he refused to exchange the feed because they had it in their possession for a while.

“I tell them that I cannot accept the feed and if they wanted the broken rice let them purchase”, Rambalak alleged.

though the trio informed Singh's son about the matter, because not long after he came with another employee in his Jeep. “The man (Singh's son) jump out the vehicle and started to verbally abuse me while videoing me with his cellphone” claimed the Kitty businessman.

They reportedly got into a heated argument over the feed and Rambalak remembered seeing Singh's son reaching to his waist for something. “When I see that I got scared because I did not know if he was going to pull out anything so I started to keep my eyes on him”, Rambalak continued.

It was at this moment, he recalled, that one of the employees attacked him along with Singh but according Rambalak it was brief after the others present intervene to make peace.

Rambalak even shared with Kaieteur News, footage from security cameras on his presence capturing the moment he was attacked by the employee and Singh's son.

Rambalak further alleged that after the confrontation he walked to the Kitty Police Station to make a report.

It was taken by the ranks and Rambalak was sent to do a medical and return to give investigators a statement.

However, footage seen by this media house showed a vehicle identified to be that of Singh's in the vicinity of the station while Rambalak was making his report at the station.

Two men were in the

back of the jeep and one of them peeped into the station before it drove off and parked a short distance away. Security camera also captured the moment when Rambalak walked out of the station. As he walked away, he spotted the vehicle parked at the corner and then sprinted back to the police station where he was seen chatting with a police officer outside of the police stations' compound and as he was doing so, the jeep drove off.

Asked what had transpired, Rambalak said, “When I walk out of the station I see the vehicle parked on the corner and when I see that, I got fearful cause I said to myself if them man attack me and beat me up, so I run back and tell the officer, 'watch them man creasing me' and he tell me 'don't frighten dem can't do u nuttin' and the same time the car drive off”.

Rambalak also alleged that he returned the next day to give a statement and while doing so officers chose not to write all that he was saying.

“Them leff out all the part with (Singh's Son) and only include the part with his employee and when I asked why, they said that 'it was not relevant'” said Rambalak.

Kaieteur News understands that Singh's son was not listed as a suspect by police only his employee.

Police had visited Brands2Go to arrest the employee, but when they got there, Singh's son told them that he was not around and cannot be found. To date, the suspect has not been arrested.

Govt. borrows from IDB to purchase 5000 flash drives The Ministry of Education will be utilising a loan from the InterAmerican Development Bank (IDB) to purchase some 5000 flash drives, in an effort to recover learning losses during the restrictions imposed during the Covid19 pandemic.

According to a request for bids (RFB) published in the Sunday edition of Kaieteur News, “The Cooperative Republic of Guyana has received a loan from the Inter-American Development Bank toward the cost of 'Support to Safety N e t s f o r Vu l n e r a b l e Populations Affected by Coronavirus in Guyana (Component 2) and it intends to apply part of this loan to payments under the contract for the procurement of 5000 flash drives for schools.”

The advertisement explained that the RFB will be conducted through the national competitive bidding procedures of the IDBs policies for the procurement of goods and works. As such, bidders from all eligible countries are welcome.

The notice did not provide details pertaining to who would be the beneficiaries of the flash drives; neither did it explain how the procurement of such equipment would aid in the educational advancement of students or pupils.

Efforts made by this newspaper to contact the Ministry for further details regarding the procurement of the flash drives were futile. Up to press time, there was no response to questions submitted by Kaieteur News.

Minister of Education, Priya Manickchand

Just over a week ago, this newspaper reported that the IDB was preparing to loan the Education Ministry US$27 million to support the transformation of the education sector which suffered considerable learning losses during the COVID-19 pandemic.

The loan is also expected to help the country build the required human capital it needs to manage its oil resources while driving economic growth and diversification.

This publication understands that the proposed first operation of the US$27 million loan comes with the following objectives: implement student-centered learning pedagogies and 21st century skills, focusing on vulnerable populations including indigenous peoples, boys and children with migration background; and improve and expand access to safe and improved learning environments.

There are various components of the loan, one is entitled 'Support for Students at Risk and

subcomponent two, speaks to Digital Transformation.

The latter carries two subcomponents.

Over the last seven years, the IDB said it observed that Guyana experienced rapid economic growth and transformation, with its Gross Domestic Product (GDP) per capita increasing from US$6,600 in 2019 to US$9,370 in 2021. In 2020 GDP grew by 43.5 percent and is expected to grow by an annual average of 36.2 percent between 2020 and 2023.

The financial institution said this economic transformation allows the government to plan and implement long-needed investments in its social sector. But if it is to ensure the country has the required human capital to manage economic growth and diversification, the IDB said the development of Guyana's human capital has to be prioritized by the government, hence, it believes that the US$27 million loan to the Education Ministry is more than justified.

A man was on Friday night stabbed to death during an argument over a female.

The incident occurred at Maycock Street, Rose Hall Town.

Reports are that the victim, only identified as 'Fineman' was stabbed by a 41-year-old man, identified as Anthony Cameron called 'Anto' of Rose Hall Town.

Based on information reaching this publication, the victim was imbibing with others at the location

when an argument erupted between him and Cameron.

Cameron reportedly whipped out a knife from his waist and dealt the victim a stab to the chest.

He then grabbed his bicycle and said he was going to make a report at the Rose Hall Town Police Outpost.

In a matter of minutes, the police patrol arrived and rushed the victim to the Port Mourant Hospital where he was pronounced dead on arrival. Shortly after,

Cameron showed up with his sister and police noticed that he had wounds to his neck and abdomen.

Sources disclosed that when Cameron left for the police station he was not injured. He was then admitted to the institution and it was there that he told police that 'Fineman' inflicted the wounds.

Cameron was subsequently transferred to the New Amsterdam Public Hospital where he remains under police guard.

Kaieteur News has been able to confirm the stabbing to death of a Bartica man during the wee hours of Sunday.

The dead man has been identified as Alston Seon also known as “Old Boy” of Agatash, Bartica Region Seven.

Details surrounding the stabbing are sketchy at this time but this newspaper was told that Seon was stabbed by another man on Third Avenue, Bartica, a short distance away from Futu's Bar. Seon had gone there to party and had stepped out. While on Third Avenue he got into an altercation with another man and was fatally stabbed. It is unclear if police were able to apprehend the suspect. More details to follow in a subsequent report.

As an additional safeguard, Patterson said that GPL always had a representative on PPDI's tender board. the original cable was not laid in this location in the first place? Since the alternative cable was laid, it has not suffered any of the breakage issues and downtime that continues to plague the upstream cable. As such, Patterson noted that it should be no surprise that GPL is now blaming the almost daily power outages on contractors, which only signals the company's lack of supervision and coordination. “The location of GPL's Transmission and Distribution lines is known to all. Therefore, a simple monitoring scheme along these locations would ensure avoidance of these shutdowns. Having blamed others for sixty percent of our daily shutdowns, GPL remains silent on the cause of the additional power outages,” he said.

Companies, such as, S B M , E x x o n , CGX,Schlumberger and Halliburton, through strategically aligned Corporate Social Responsibility programmes, will directly impact reducing regional food imports as they support Guyanese and Surinamese agriculture through programs to support indigenous agriculture and rural business development.

The announcement that a large and modern port facility will soon be under construction in Guyana at Vreed-en-Hoop to help support the oil industry, is a promising step towards making it easier to export Guyanese agricultural products in bulk, but additional government investment in facilities specific to agriculture will be crucial. Some suggestions to address major challenges to reducing food imports, which can contribute in the short to medium term, to the sustainability of commercial initiatives identified at the

Agri-Investment Forum and Expo, Guyana, May 19-21, follow.

First, the region’s objective must be food sovereignty: its collective ability to produce the majority of its nutrient requirements for its resident (18+ million) and tourist (32+ million annually) populati o n .

Production and marketing ( q u a l i t y, s a f e t y a n d reliability) standards (similar to those for exports) must be maintained.

Second, consistently unanimous messaging by Heads placing agriculture on the “front burner” and tangibly supporting the 25x2025 proposal on every occasion, including through the strategic allocation of oil revenues to worthwhile development projects, in Guyana’s case.

Third, policy and decision makers recognizing that agricultural development is the responsibility of the “entire society.” Hence, when Heads appoint Agricultural Ministerial Task Forces, complementary subject Task Forces must be identified to participate in linked decisions.

Fourth, establishment of national agricultural liaisons within the Office of Presidents/Prime Ministers to explain regional decisions,

monitor and report on their implementation. Meaningful and timely adjustments can be made.

Fifth, synchronisation of work programmes of major institutions supporting regional agricultural development.

Sixth, coordination of timely, result oriented research for development so as to facilitate the enhanced productivity throughout the value chains.

This is a role for CARDI, the region’s only owned R&D entity. However, it must be adequately resourced; must improve its efficiency; and expand its role to include coordination of activities within the region throughout the value chain by means of a Consortium; and intra-regional dissemination of relevant global results.

Seventh, the development of capacity (a) to prepare bankable projects, including derisking options, particularly for MSMEs and indigenous peoples, (b) for CAHFSA to rapidly conduct agreed and enforceable Pest Risk Analyses, (c) to establish a Regional Information and Intelligence System, and (d) to prepare an action plan to address critical issues within the CSME,

such as, movement of capital, and contingency rights, which are critical for successful cross border agricultural investment.

Eighth, Presidents Ali and Santokhi of Guyana and Suriname, respectively, to invite their major oil and gas companies to, in a coherent fashion, support minimization of the chances of their countries suffering from the “resource curse” by aiding, wherever possible, in initiatives to build other sectors and foster entrepreneurship.

This self-sustaining financial support should be used for critical developmental (not for profit) activities, as exemplified in the two previous paragraphs.

It could be in the form of (i) a Trust Fund (as was the case of the Caribbean Court of Justice) and (ii) reducing annual subventions. It could possibly be managed by either the Caribbean Development Bank or the CCS. President Ali and Prime Minister Mottley, supported by the CCS and involving the peoples, must lead this urgent “business unusual,” “all of society” approach if they wish to achieve their goals of the 25x2025 proposal and a vibrant CSME.

Govt. bulldozes homes of Linden squatters Several persons are now homeless in Amelia’s Ward, Linden following an operation by the Central Housing and Planning Authority (CHPA), to break down all structures that were on squatting lands where a road is expected to be constructed.

The area, known as Third Phase Amelia’ Ward, is expected to be developed into a housing scheme. In a notice to the squatters, CHPA informed them that the demolition would have taken place on May 12th, 2022, however officials descended on the community with heavy-duty machinery and the police to execute the operation on Friday, six days before the deadline. “Cease and desist from all unauthorised developmental works and remove all encumbrances including wooden structures on or before 12th May, 2022”, the notice, signed by Secretary of the Central Housing and Planning A u t h o r i t y, R a j e s h Ramgolam, said.

Approximately 10 structures were destroyed.

One of the residents is said to be a victim of domestic violence and in her bid to escape the abusive relationship, constructed a wooden home, which was on Friday demolished. Efforts to build back the home were

being made by a party of regional officials led by Member of Parliament Jermaine Figueira. When quizzed as to why the home was being constructed at the same location that is deemed squatting land and in conjunction with the Country and Planning Act, Article 20:01, he said there is no other land to construct at this juncture and the woman cannot be left in the rain.

Several of the residents whose houses or incomplete structures were not destroyed, were concerned about their investment and alleged that they purchased land from a member of the People’s Progressive Party, name given as Mr. Fraser, for the lands. At least one resident produced documentation for a land that he purchased from the Guyana Lands and Survey Commission and now is being deemed as squatting land. His structure was also destroyed.

Meanwhile, in an invited comment to the media, Minister of Housing and Water Collin Croal, said that notices were issued to the residents and that the structures are in the place where a road is to be constructed. He said some of the residents were warned to cease all construction, but failed to heed the warning and construction of concrete

houses continued after the warning.

Rupununi FA unveils Senior League; 26 clubs to do battle

ot to be outdone, the Executive and General Council of the Rupununi Football Association (RFA), one of the nine Regional Associations affiliated with the Guyana Football Federation (GFF), on Saturday last unveiled its plans for this shortened Senior League season.

RFA President Norbert Williams disclosed that they

are super excited to be part and parcel of rolling out their senior championship along with the other RA’s on May 15th, which will be a historical day for the sport and the game.

“We here in the RFA, like our colleague Associations, are very pleased and excited to be a part of this monumental initiative by the GFF which has been working with us to take the development of the game to

Williams also disclosed

that given the expansive layout of GFF’s largest RA, they did launches in various areas. Clubs in the North held theirs at Annai; Aishalton was the venue for clubs in Deep South.

East Central clubs held theirs in the village of Nappi with Central Lethem hosting the RFA launch.

A total of twenty-six (26) clubs drawn from six (6) districts will be battling for the right to be called champions of the RFA. Following are the

competing clubs: North – Surama, Challengers, Paiwomak Wa r r i o r s , F. C B a s i n , Falcons, Spartans, Strikers.

East Central Rupununi – Flash, Galaxy Warriors, Kanuku Harpies, Kanuku Wa r r i o r s , H i a w a Undertakers, Moco Moco, Terminators.

Central – Far East United, Gladiators, Ta b a t i n g a , S n a t c h e r s , Guyana Rush Saints, Rising Stars.

Deep South – Titans

United, Snipers.

South Central – Potarinau Sky Kings, Shirriri.

South Pakaraimas – Seven K, United The League will commence on Sunday at the Tabatinga Sports Complex in Lethem, Central Rupununi, and conclude on August 13, 2022, at Aranaputa Sports Ground in the North Rupununi.

Despite the adverse weather conditions, a large gathering braved the elements and descended on the National Park to witness the progression of defending champion Bent Street, Sparta Boss, Gold is Money, and Back Circle to the semi-final round in the Magnum Independence Cup. The die has been cast!

Sparta Boss will resume their bitter skirmishes with fierce rival Bent Street, while traditional giants Back Circle, and Gold is Money will add another chapter to their storied rivalry.

The sporadic showers which highlighted Saturday evening’s proceedings did not deter the enthusiasm of the respective ‘fandoms’, in their bid to provide moral support.

Back Circle, a team n o t e d f o r t h e i r l a rg e following, overcame an equally popular, North East La Penitence outfit 4-3 in a fixture that set the tone perfectly for the night’s proceedings given the competitive expectation of the fixtures.

Jermaine Beckles was the main protagonist for the aforementioned victor, crafting a hat-trick in the come from behind result with conversions in the eighth, 29th, and 39th m i n u t e s r e s p e c t i v e l y.

Playing his part was Dillon Kelly compliments of a 28th-minute strike.

For Melanie, Teshawn Gordon registered a double in the fifth and 22nd minutes, while the duo of Dwight

NSC/MCYS host two-day Circle Tennis workshop at New Diamond/Grove Primary School The National Sport Commission (NSC) and the Ministry of Culture Youth and Sports (MCYS) took a major step in its quest to promote Circle Tennis with the staging of a two days workshop last Friday at the New Diamond/Grove Primary School.

Organised by NSC Sports Officer Region 4, East Bank Demerara Owan Wills, the workshop attracted selected schools, both primary and secondary from East Bank.

National Sports Commission, Ministry of Culture Youth & Sport Sports Officer A. Munroe facilitated the workshop.

In addressing the participants, Munroe signaled the beginning of a

series of workshops to be held across Guyana in various districts leading up to a championship later in this year.

Munroe stated that this is the first clinic held in 2022 under the theme ‘Circle Tennis Our National Sport’ taking the Game to its Glory days.

The workshop covered all the areas of the sport (Circle Tennis) with much of the time spent on the rules, and during the practical session the participants were put in a game situation, while they had an opportunity to mark a circle.

Meanwhile, two another workshop will be held during the month of May which will involve groups and communities.

St. Cuthbert’s/Pakuri Warriors to debut in East Bank FA Senior League EBFA Executive Members along with Club Reps following their Senior League Launch on Saturday last.

Fierce clashes will be the order of the day when the East Bank Football Association (EBFA) kicks off its 2022 Senior League on May 15. While no venue has been confirmed, President (ag) Orien Angoy has expressed joy that they are finally able to get back into competition following a two-year hiatus due to the covid-19 pandemic.

Representatives from the eleven (11) participating clubs converged at the GFF National Training Centre at Providence on Saturday last to be briefed on plans as well as receive the equipment donated by the National Federation for the clubs contesting the nine (9) Regional Associations League which will all kick off on Sunday across Guyana.

Present were Agricola Red Triangle, Diamond United, Friendship, Grove Hi Tech, Herstelling Raiders, Kuru Kururu Warriors, Samatta Point Kaneville, Soesdyke Falcons, Timehri Panthers, Swan and St. Cuthbert’s /Pakuri Warriors, who will be making their debut in the tournament and as part of the EBFA. There would be a Technical Meeting of all the Clubs via Zoom on Tuesday evening.

UDFA/GFF Senior League launched, kicks off Sunday - 13 clubs to battle for winners’ $800,000 prize

ome thirteen clubs affiliated to t h e U p p e r Demerara Football Association (UDFA) will battle from Sunday May 15, when the 2022 UDFA/GFF League starts at the Mackenzie Sports Club ground.

This disclosure was made by President of the UDFA Wainwright Bethune when a briefing took place at the boardroom of the Linden Town Council last Saturday.

Bethune acknowledged that this return of competitive football in the Upper Demerara area was made possible by funding provided by the Guyana Football Federation (GFF) for the operational costs, while the association will be seeking corporate sponsors to ensure the prize monies for the winners which is tagged at $800,000 with second placed team receiving $400,000, third $200,000 and fourth $100,000 are secured.

He called for the support of the clubs and fans and welcomed Sub Region Two Club Kwakwani Strikers back into the competitive fold as Elite club Milerock FC also was named as one of the clubs which will vie for supremacy.

Bethune said, “With the support of the clubs we know that this league will be a success.”

This tournament is expected to run simultaneously with other GFF affiliate associations as it fits into the Guyana Football Federation (GFF) Member Football Associations Programme (MFAP) scheme of play, which takes responsibilities for all the operational costs of these tournaments.

The competition will be among Milerock , Kwakwani Strikers, Hi Stars, Coomacka United, Botafago, Blueberry Hill United, Amelia’s Ward Panthers, Winners Connection, Topp XX, Eagles United, Net Rockers, Capital FC and Silver Shattas who received kits inclusive of bibs, cones and balls at the end of the briefing, compliments of the GFF.
