General Secretary of the People's Progressive Party Civic (PPPC), Bharrat Jagdeo said that his party is notworriedaboutlosingany support for its decision to not renegotiate the lopsided contract with ExxonMobil as it heads into Local GovernmentElections.

Jagdeo was at the time answering questions from reporters at a PPPC press conference held at Freedom House, Robb Street, Georgetown.

A reporter from the Kaieteur News asked him if his party's failure to renegotiate a better oil deal with ExxonMobil for the country could affect its support base in the upcoming local government elections. In response, the PPPC's General Secretary maintained that his party n e v e r p r o m i s e d t o renegotiate the contract while campaigning for the March 2020 regional and general elections and supporters still voted it into government.

“The PPP made some promises they heard me as General Secretary say before 2020 that we will ensure that we get more out of these contracts but we will not renegotiate the Stabroek Block contract,” Jagdeosaid

“And they heard me say as General Secretary, that we will make a number of

changes to the regulatory regime that will ensure the oil and gas sector is developing in a safe manner andmorebenefitsaccruedto thepeople.

That is before the 2020 general elections and they voted for PPP so you are asking me now why they wouldn't vote for the PPP now because of this,” a confident Jagdeo further added.

According to Jagdeo his party has been able to get more out of the Stabroek Block deal without renegotiating it For Jagdeo, getting more out of theExxoncontractwithouta renegotiation for better terms, is the PPPC's decision to pursue a US$2B Gas-to-Energy project and implementing a local content policy so that Guyanese can get jobs, rent

houses, and apartments to oilcompanies.

“Not only have we wanted more for our people, but we have now started a Gas-to-Energy project that will Guyanese get free gas and that will see their bills cut by half and the project is one of the ways. We are getting more out of this deal through that”, Jagdeo told reporters.

Secondly, he continued, “they have seen us put in placealocalcontentlawthat will bring US$700M of business to the local community

The Stabroek block deal has been criticized by many asbeinglopsidedbecauseof the mere two percent royalty, absence of ringfencing, lack of full coverage insurance among other glaring loopholes that put the country at a disadvantage while allowing ExxonMobil to make Billons of US dollars inprofits.

KaieteurNewshasbeen at the forefront in reporting about the great benefits that Guyana can receive if it renegotiates the Stabroek Blockdeal.

‘No supreme benefit to Govt. owning profitable Marriott Hotel when seven more coming on stream’ – Jagdeo …money will be used to pay-out secret private investors

J a g d e o , o n Thursday said that while the Guyana Marriot Hotel is “a profitable venture” and is “making a profit” it is of no supreme benefit to the Government owning it anymore.

Last December, it was a n n o u n c e d t h a t t h e Governmentislookingtosell the almost US$60M hotel. The hotel started under the Jagdeo administration when he was President using taxpayers' dollars and with a syndicated loan through the Republic Bank Limited of Trinidad.

The Marriott Hotel was opened in 2015 and is currently owned by the Government through the National Industrial and Commercial Investments Limited (NICIL). The State agency had issued a prequalification notice seeking Expressions of Interest (EOIs) from persons orcompanies,individuallyor as part of a joint venture / consortium, with an interest in purchasing its shares in Atlantic Hotel Inc. (AHI), a special purpose company owned by NICIL for the acquisition of the Guyana MarriottHotel.

On Wednesday, Chief Executive Officer (CEO) of NICIL, Radha Krishna Sharma, confirmed to this publication that eight firms have submitted their EOIs. According to the CEO, five of the eight applicants have paid for and uplifted information packages

Sharma noted too that the deadline for submissions of bidsisonApril17,2023.

For his part, the Vice President explained during his press conference that despite the hotel was started atatimewhenotherstoutedit as “a white elephant” the hotelisnowamoney-making machine.

Jagdeo stated that as a result of the Government being generous to help trigger a new wave of hotel building, “ there is no particular supreme benefit to Government owning (the hotel), it's better to maximise the money and invest it in something else backing healthcare or maybe in anotherfacility…”

The VP justified the Government's reason for selling the hotel now by saying, “The Government didn't need to own a hotel at that time, but the era was that we were not getting new

hotels built and we had to trigger the investment. So now it would be best to sell the Marriott off, you would probably maximise the price that you will get when it's profitable and before the seven new hotels that are privately built, that are internationals brands come on the market. It is the period you maximize, the period in whichyousell.”

The Government has been reported in the media encouraging investors to build hotels as part of their plan to advance the hospitality sector in Guyana. There are seven new hotels being constructed. The new hotels are expected to meet a demand of around 2,000 rooms by 2025.They are: the Hyatt Place Hotel with around 125 rooms at the Providence on the East Bank of Demerara (EBD), the 172 room Four Point Sheraton at Houston, EBD; the 13-storey

Pasha Global Hotel at Liliendaal, East Coast Demerara (ECD), the 150room AC Hotels Marriott in thevicinityof OgleECD,the Marriot Courtyard Hotel at Timehri EBD, Best Western to be located at Liliendaal ECD with 120 rooms and the 150 Sheraton Hotel entertainment giants, Hits and Jams, would be building withaforeignpartner

Kaieteur News had highlighted that under the syndicated loan agreement, the preferred rights goes to those investors – meaning that in the event of the hotel being unable to service the loan–theunknowninvestors would have the first lien on theproceedsofanysale.

Back in 2017, AHI was unable to meet its due financialobligationstorepay the syndicated loan.As such, AHI had requested the assistance of NICIL, the guarantor but the State

agency was also unable to assist.

In order to prevent the hotel from being acquired by the bank, the former Government in April 2017 made the decision to transfer AHI'sfinancialobligationsto the Central Government This decision has resulted in US$1 1 million ($226 million) of taxpayers' dollars coming out every six months (since 2017) to service the US$27 million loan – for a 13-yearperiod.

However, during his press conference the Vice President stated that while in opposition the People's Progressive Party Civic (PPPC) were opposed to the loan obligation being

transferred to central government. Jagdeo claimed that the loan being burdened on taxpayers had nothing to do with the hotel being unabletoserviceitsloan.

According to the Vice President, the proceeds from the sale of the hotel will be used, “to clear off the remainingloanandsomeofit will come back to the treasury to be used back for whatever purpose is determined.”

Jagdeo continued by stating that, “this is probably the best time when you can maximise the value before you get competition from the seven other hotels coming into the market within a year ortwo…”

Today, Guyana has one of the fastest-growing economies in the world, and President Dr Ali’s government is using the windfall to dramatically improve and modernize the antiquated colonial infrastructure and expand and develop the education and health care systems as well as the housing and agriculture sectors for the roughly 800,000 inhabitants in the country And while there are enormous opportunities to develop

economics, currency exchange, role of Central Bank, etc. His lecturing to Chris Ram reeks of arrogance, and Bhagwandin himself has not shown that he understands these very complexconcepts.

Ram has distinguished himself as an accomplished and intellectual and fearless civilsocietyactivist.Heand Glen Lall, among a handful of others, have stood out for consistently speaking against corruption involving the oil contracts and the low

Chris Ram is a towering personality in the annals of contemporary Guyanesehistory Hespeaks his mind and champions against wrongdoing and injustice He is not a government troll and is not on payroll of government. UnlikeBhagwandin,hedoes not sit on a government board On this note, Bhagwandin sits as a paid agent on the Procurement Commission.

There is evidence that Guyana is on an upward economicpathneverseenor experienced by previous generations, however, many experts on development believe that one of the greatest hindrances to the development of the country hasbeennotonlythecostof energy, orits reliability on energy, but the racial strife between Afro-and-IndoGuyanese The experts contended that since independence in May 1966, the division of the races has stalled progress and impede and hampered the economic and socio-political development of the country But history has shown that no other president has gone totheextentasPresidentDr IrfaanAlihasdoneinthepast two and a half years to heal the racial divide in the country

His‘OneGuyana’vision is not a phrase or a slogan, and it should not be taken lightly It is the embodiment of a united country of ‘one people’, ‘one nation’, striving to achieve ‘one destiny’. It requires action and commitment on the part of every one of us to join collectively to develop the country and improve the lives of the poor and downtrodden.

Whether we agree or disagree with Dr Ali’s policies,wemustsupporthis ‘One Guyana’ vision which is a call for all Guyanese at home and in the diaspora to putGuyanafirstanddowhat is right for the country if we want to see our homeland become prosperous and

unified, and ranked among the top countries in the internationalsystem.

President Dr Ali ingenuityandastutenessasa leader are evident in his ‘Men on a Mission’ project which is one in a lifetime programmeaimedtochange thebehaviorofmenthrough the key pillars of character

b u i l d i n g c a r i n g , trustworthiness, respect,

responsibility, and leadership—to make them

become decent and productive citizens. It is a

clever, creative and corrective programme that wouldimprovethegoodand useful traits in men of all ages and from all walks of life.Theaimistomakemen become more proactive, respectful of authority and less violent against women

and to desist from committing crimes or indulge in violent acts. The

‘Men on a Mission’ programme is aligned with the country’s joint services, c o m m u n i t y - b a s e d organizations, religious institutions, the private sector and interested individuals. It is a first for Guyana and if properly implemented, it could change the nature and character in men and hence the social and cultural landscape.

However, given the racial divide in the country, both of PresidentAli’s ‘One Guyana’Visionandhis‘Men on a Mission’ program cannot be partisan, but representative of the country’s diversity If the goal is to unite and build ‘One Guyana’, then there mustbeinclusivityofallthe ethnic groups in the country regardless of their party affiliation.

Whetherweagreeornot, the politics of the 1960s, 1970s, 1980s and 1990s which were to victimize or exclude critics cannot be practiced today because of the arrival of social media. Wecannotandmustnotlive inthepastorapplythenorms ofabygoneerathathaskept us in constant discord and expectthecountrytobecome developedandunified.

Thisistheharshrealityin our dearly beloved Guyana andwemustfaceit.

We need a national discourseonracerelationsin Guyana and in the Diaspora to reconcile the racial differences in the country I am confident that President Dr Ali will take the necessary steps to lessen the discontent and discord, heal the racial divide and make sure that every group is represented,andeveryoneis respected and treated fairly After all it will be unfair for ustohandthecountryinsuch a divided state over to the nextgeneration.Itwillnotbe wise..

Many of the politicalandeliteclasswhen doing religious functions or areintheirrespectiveplaces of worship would be fully dressed as per traditions whilefollowingthedirection of their priests performing the religious function and while taking the oath of office they look so religious one wouldn’t believe they are capable of the wrongdoings they perpetrate.

I do wonder when it’s timeforthesewrongdoersto hold a holy book and do a personal prayer, what are theyprayingfor,thestrength to do more wrongs? or asking God for forgiveness for their wrongdoings? or they praying for something else. Allthemajorreligious organisations in Guyana are affiliated with political partiesandnothingiswrong with this, but why do these organisations stay silent when these political parties dowrongonthepeople?

All religions teach us to stand up to injustice regardless of the source, so why the silence in regard to

politicians’wrongdoings?

Every time there is a religious observance day of major religion in Guyana, politiciansofallpartiesgive their good gestures and best wishes to the people of that religion and this is very good, but where are these best wishes and good gestures from politicians to allcitizenswhenitcomesto Guyana’s resource wealth, oil wealth and national elections concession by the losingparty?.

Priests of all faiths in Guyana teach people to do the sacred parts of religious worship, like prayers, offerings,fasting,etc.which is admirable, but it should also be taught by religious officialsandscholarsthatthe major religions in Guyana, Hinduism, Islam, and Christianity did not only practice the sacred part of their faiths but throughout ancient history and currently, they had to fight umpteenth wars and battles to protect their faith, their land, their wealth and their patrimony, so where is the fight from Guyana’s religious organisations for them and other Guyanese fair share of Guyana’s wealth? or do they want to continue asking for donations to run their religious institutions? or the only religious language we will hear from parliament is thesanctityofcontract.

President leads outreach in Region Three

…said to have resolved hundreds of issues

President Irfaan Ali on Thursday lead a g o v e r n m e n t outreach to Region Three labelled 'Office of the President(OP)Direct'.

The outreach was held at the Leonora Track and Field Stadium.

According to the Department of Public Information (DPI), hundreds of issues including land titling, public assistance, job opportunities, pension payments, and education were addressed. Some 600 cases were said to be

addressed during the morning session of the outreach.

'OP Direct', a peoplefocused initiative of President, Irfaan Ali, aims at having representatives of the Office of the President, as well as other government

ministries and agencies, workindifferentregionstwo dayspermonth.

PresidentAli speaking to the media just around noon, noted that due to the i m p l e m e n t a t i o n o f technology on government's part, the cases were being

resolvedinatimelymanner

“In this system, from the timeyouenter,you'reableto be assigned to the different agencies.

We (government) are abletotrackwhattheagency is doing and how the matter isbeingresolved.

If it requires a higherlevel intervention, we can extractthatfromthesystem.

So, it's a very efficient system, which is allowing us to move rapidly,” the presidentexplained.

He said that the new system is in keeping with OP's mandate to reduce bureaucracy in bringing the government to the people, and allowing them to experience governance in a comfortableenvironment.

“This is key Sometimes people are not comfortable inanenvironmentgoinginto thebankandseeingpeoplein asuitandtie.

But in an environment like this, they're more comfortable in handling matters, and also dealing with the structural problems that we have that they're tryingtochangeeverysingle day

That is why moving our government system more to an electronic form, where technology is used, like I've just demonstrated, is what wehavetogetto,andgetting people to move with single documents, instead of… big files.

All of this is important,” t h e P r e s i d e n t emphasised President Ali pointed out that the electronic system is convenient as well as sensible, as it reduces the c h a n c e o f p e r s o n s m i s p l a c i n g c r u c i a l documents in transit, and creates an avenue for documents to be stored and accessedeasilybythosewho needthem.

“So, some people came, for example, with a health file…. They're moving with their entire health record, and it could get lost… When you have a patient management information system, all of that can change.”

Asked about pertinent issuesbeingfacedbyRegion Threeresidents,DrAlinoted that land and housing were among residents' most pressingconcerns.

“Everyone wants to be part of the housing programme We're now processing from around 2017to2020.

Now, you have to remember that the housing

programmewasdeadforfive years. So, we had a big backlog, and then you have a lot of new applicants. So that is a high demand area,” he said.

Meanwhile, through the President's intervention over 30 residents of Tuschen, Region Three, who have been struggling to get transportsforlandstheyhave been leasing for the past 30 years received much needed assistance.

The president met with some of the residents and assured them that the issue will be addressed by the Guyana Lands and Survey Commission (GLSC) within amonth.

One of the residents, Gnarine Ramnaught, shared hisstorywiththeDepartment of Public Information. He saidthathehadbeenlivingin Block 20 Tuschen for over threedecades.

Despite being granted a lease through the GLSC, the leasehadexpired,andhewas unsuccessful in his attempts tohaveitrenewed.

The lots leased by the residents are solely residentialandsituatedalong theTuschenpublicroad.This area is part of the old Guyana S u g a r C o r p o r a t i o n (GuySuCo)Scheme.

A c c o r d i n g t o Ramnaught, he was paying $325 per year for 25 years as part of the lease agreement.

“Thelandisgovernmentland and the government made a decision to give transport. The president said within a month,”hesaid.

The outreach provided residents with a direct opportunity to interact with the President on issues affecting them and their communities.

Among the issues raised were housing and National Insurance Scheme (NIS) concerns, as well as communityinfrastructure.

The activity was first l a u n c h e d i n N e w Amsterdam, Region six, where hundreds of residents hadtheirconcernsaddressed.

Several ministers of government, including Senior Minister in the Office of the President with Responsibility for Finance, Dr Ashni Singh, Minister of Culture, Youth and Sport, Charles Ramson, Minister of Local Government and Regional Development, Nigel Dharamlall, Minister of Housing andWater, Collin Croal, and Minister within theMinistryofPublicWorks, Deodat Indar, attended the event.

THE PPPC AND THE PNCR ARE SYMBIOTIC TWINS

The PPP needs the PNC and the PNC needs the PPP Thetwocannotexistwithout eachother

There is symbiotic relationshipbetweenthetwo andthatiswhytheythriveon each other’s existence. The PPP preys on the insecurity generated among its supporters because of the presenceofthePNCandvice versa. Take away one and the other will see a serious declineinsupport.

The PPPknows that the PNCRisnowatitsweakest. The rigging of the elections, thePNCR’sfailuretomuster public protests in support of it is dubious claim that the PPP benefitted from dead and migrant voters and the ongoing factionalism within the PNC have all combined toweakenthePNCR.

Innormalcircumstances, this should have made the PPPC very happy After all, ifyournemesisisweak,you should be happy But given the symbiotic relationship between the PPP and the PNC,aweakPNCmakesthe PPPweaker, not stronger In otherwords,thePPPCneeds astrongPNCRtoarousethe insecurities needed for its supporterstoturnoutintheir numberstovotefortheparty, andviceversa.

The fact of the matter is that local government elections are due soon. The PPPknowsthatitwillsweep those polls as it did in 2016 and2018whenitsecured,in thelatter,closeto60%ofthe total votes cast. The turnout at local government elections is very low: less than 40% of the electorate, compared with more than 70% at general and regional elections.

Without a strong PNC challenge, the PPPC will be unable to muster the sort of supportitneedstoshowthat it enjoys strong national support A strong PNCR however will galvanize PPPC supporters to turn out in numbers. And the PPPC needsimpressivenumbersto

Third, when the public service (those same people yet again) is squeezed and pulverized, then racism triumphs, with its perceptionsandexperiences nurtured. With each new

instance of the PPP Government, President, and Vice President loudly proclaiminghowmuchthey are against racism, and for all Guyanese, but doing what deals repeated deathblows to their words, thenitiswhatgivesnewand vigorous life to racism, and its ongoing success in Guyana I exhort both PresidentandVPtoconsider how their contradictions f e e d n a r r a t i v e s , environment, and Guyana’s reality

Have words and actions merge, and there is no need for this type of writing. Further, there will be sparse ground for the racism that grows so richly to take hold and spread. Equitable deeds must bolster velvety racial words. Fair and balanced racial performance and product must match postures,Dr President.

Govt. single sourced e-ID cards contract due to security reasons

DPI - Attorney General and Minister of Legal Affairs, Anil Nandlall, SC, has assured that the contract for the development of the n a t i o n a l e l e c t r o n i c identification card (e-ID)

was done in conformity with the procurement laws of Guyana.

Thegovernmentrecently signed a US$35.4 million contract with German based Company, Veridos Identify

S o l u t i o n s , f o r t h e implementation of the e-ID cardinGuyana.

Electronic identification is a digital solution for proof of identity of citizens or organisations. They can be

used to access benefits or services provided by government agencies, banks or other companies, for mobile payments among otherthings.

The attorney general d u r i n g h i s w e e k l y programme cited security concerns as one of the major factors for the decision to single source the company that will be developing the system.

“ T h e s e a r e n o t contracts that can go into open tendering They involve matters of social security, they involve national documents that re q u i re p ro t e c t i v e mechanisms that you can't go on the open market to compete for,” Minister Nandlallexplained.

He emphasised, “That is how it is done all over the world. Have you ever seen a government advertise publicly to buy passports? …We have complied with the procurement act in respect of these types of services”.

Senior Minister in the Office of the President with Responsibility for Finance, Dr Ashni Singh has also defended the government's

decision to single source the contractforthedevelopment oftheelectronicIDs.

Three local fabricators producing fixtures for 'ONE GUYANA' FPSO

Three Guyanese f a b r i c a t i o n companieswillbe producing fixtures for the 'ONE GUYANA' Floating Production Storage and Offloading (FPSO) vessel, a statement issued by SBM Offshore.

The 'ONE GUYANA' FPSO is the fourth offshore unit that is being built by SBM Offshore for oil production in the Stabroek Block. On March 28, the company hosted the Steel Strike Ceremony at

Industrial Fabrications Incorporation (InFab) on the East Coast of Demerara, to signal the commencement of w o r k b y t h e companies—InFab, Guyana Oil and Gas Support Services Incorporated (GOGSSI) and Zeco Group ofServices.

SBM Offshore's General Manager, Martin Cheong in his opening remarks, referenced the company's commitment to local content, and commended the companiesfortheireffortsin meeting the standards of the global oil and gas industry He noted that this is the second vessel for which Guyanese companies were contracted to fabricate fixtures—the first being the 'Prosperity'FPSO.InFaband GOGSSI were hired in 2021 to fabricate fixtures for the 'Prosperity' FPSO, which is currentlyenroutetoGuyana.

“We will continue to expand our initiatives in this regard engaging and buildingthecapacityoflocal companies to drive the

T h e G e o r g e t o w n Chamber of Commerce and Industry (GCCI), the largest private sector organisation is now being led by Kester Hutson, Founder and Director of local business, DapperTechnologyInc.

In a statement on Thursday, the body said its 133rd Annual General Meeting (AGM) was held virtually on March 22, 2023, followed by its first Statutory Council meeting on Monday, 27th March 2023 where the new Executive Management Committee (EMC) for the year 2023 to 2024 was elected.

member Council voted in support of Hutson chairing the Executive Committee The EMC comprises a President, Senior Vice President, Junior Vice President, Treasurer, Secretary, and Immediate PastPresident.

He added that Hutson has given a commitment to continue tackling the challenge of access to finance,evenashepointedto the progress made on this front by the Chamber during histenure.

According to the past president, "We had a call up to today from a Consultant who is looking in to what are

the hindrances and access to finance we see as one, the foreign currency issue is being addressed by Bank of Guyana and there are some companiesthatarecomingin to assist or to offer finance to locals."

30 persons receive Cultural and Creative Cash Grants from Culture Ministry

Thirty Guyanese received $1 million each through the Ministry of Culture, Youth and Sports - Cultural and Creative Industry's Grant programme to further boost the creativeartsindustry

The recipients received the grants during a prize giving ceremony for the National Mashramani competition held at the National Cultural Centre on Wednesday

Minister Charles Ramson Jr said the programme was designed toreacheveryregion.

“Aconditionofourculturaland creative industry's grant was that every single region will receive at leastonegrantforthatregion.Even though we didn't have as many in aggregatefromthatregion,youwill findpeopleherefromRegionNine, Region Seven, Region Eight, Region Six, all over, you will find people being represented from across Guyana. Which shows that it is just not diversity in appearance anddiversityintheprojectsbutalso diversity in the location, all which combines into the creation of this

invisible fabric called our culture uniting our people called Guyanese,”theMinistersaid.

The annual budget for the project is $30 million This represents the largest investment of its kind in the Caribbean, both in termsoftheamountofmoneygiven and the size of the individual grant, which is roughly US$ 5, 000. The ministry received over 200 applications for the grant, indicating a high level of interest in developing the creative arts sector inGuyana.

In addition to the financial grant, the ministry has also created a cohort of cultural and creative industry ambassadors. Every new granteemustcommittobecominga Cultural and Creative Industry's Grant and Ministry of Culture, Youth,andSportsAmbassador

Dassrat Sookram, of Canefield, East Canje Berbice was on Wednesday charged with the offence of causing death by dangerous driving contrary to section 35 [1] of the motor vehicle and road traffic Act Chapter 51:02 as amended by the Motor Vehicles and Road TrafficAmendmentAct # 16 of 1998 when he appeared at the Albion Magistrates'Court.

Sookram appeared before Magistrate Peter Hugh and not required to plea to the indictable charge. He was granted $250,000 bail and the matter was adjourned to April 5, 2023.

Chandarpal, raised a number of issues including the need for the Government to implement a Family Code, the need to address the gaps in the Domestic Violence Act,theSexualOffencesAct, whether the Evidence Act will be amended, whether a Sexual Harassment Bill will be implemented, whether the Government of Guyana will sign on to the optional protocol of the Convention on the Elimination of All Forms of Discrimination AgainstWomen(CEDAW). Nandlall informed the

delegation that work is progressing on the Family Violence Bill which will overhaul the Domestic Violence Act enacted in 1997 He noted that the Government continues to accord the highest priority to the rights and concerns of womenandchildren.

$104M estimated to drill & construct water well at Amelia’s Ward

With a $17.7 billion allocation in this year’s budget, the Guyana Water Inc. (GWI) is looking to spend approximately $104,537,740 to construct a water well at Amelia’s Ward, Region Ten.

Reuters - North Korea executes people for drugs, sharing South Korean media, and religious activities as it stifles its citizens’ human rights and freedom, its rival, South Korea, said in a report on Thursday.

South Korea’s Unification Ministry, which handles inter-Korean affairs, based the 450-page report on testimony collected from 2017 to 2022 from more than 500 North Koreans who fled from their homeland.

“North Korean citizens’ right to life appears to be greatly threatened,” the ministry said in the report.

“Executions are widely carried out for acts that do not justify the death penalty, including drug crimes, distribution of South Korean videos, and religious and superstitious activities.”

Reuters could not independently verify the South Korean government’s findings but they were in line with U.N. investigations and reports from non-governmental organisations.

North Korea has rejected criticism of its rights conditions as part of a plot to overthrow its rulers.

The report gave details of rampant state-led rights

abuses in communities, prison camps and elsewhere, including public executions, torture and arbitrary arrests.

Deaths and torture regularly occur in detention facilities and some people were summarily executed after being caught trying to cross the border, the ministry said.

The report came as South Korea seeks to highlight its isolated neighbour’s failure to improve living conditions while racing to boost its nuclear and missile arsenals.

South Korean President Yoon Suk Yeol said the report should better inform the international community of the

North’s “gruesome” abuses, saying North Korea deserved “not a single penny” of economic aid while it pursues its nuclear ambitions.

The approach by the conservative Yoon is a distinct departure from that of his liberal predecessor, Moon Jae-in, who faced criticism for his less outspoken position on the North’s rights as he sought to improve ties and build rapport with its leader, Kim Jong Un.

The Unification Ministry is required by law to make an annual assessment of the North’s rights situation.

Tributes are pouring in highlighting the memory of George ‘Speedy’ Binning, a former cyclist who formed the first racing cyclingclub,SunjetWheelers,inMackenzie, Lindenduringthe1960s.

Hepassedawayafterabriefillnessatthe GeorgetownPublicHospitalonMarch18,at the age of 74 and will be buried tomorrow (Saturday) at the Christianburg Cemetery in Linden following a church service at the ChristtheKingAnglicanChurchat11.00am onRepublicAvenue,Mackenzie.

‘Speedy’ as he was well known across Linden and Guyana, initially competed as a cyclist but later would pave the way for cyclists of Linden to become national cyclists.

It was a fitting finale for the One Guyana President’ Cup tournament, as a near capacity-filled National Track and Field Centre witnessed Region 4 coming from behind to defeat Region 3, 2 – 1, to cart off the trophy and $2M.

GeneralSecretary,IanAlves, said the football Federation is the conduit between the service providers and the GovernmentofGuyana.
