“Officer leh we deal with this before we reach de station” - Govt. employee reportedly tells cops after busted with illegal guns, duffle bag of cash

A

government employee attached to the Ministry of Health, on Monday attempted to bribe police investigators after they busted him with an illegal gun and a duffle bag with some $5M in cash stashed in the back seat of his tinted Volkswagon car.

His exact words to the investigators were, “Officer leh we deal with this before it reach de station.”

According to police, the ranks had busted him after receiving a report that a simple larceny was committed on the Ministry of Health’s bond located at Diamond on the East Bank of Demerara (EBD).

Several of the Ministry’s employees were identified as possible suspects and police had reportedly set up a sting operation to capture them.

He was among the several employees they were on the lookout for, and

Some of the cash that was found in his duffle bag. during the arrest, investigators searched his car. In the back seat of the car, they found a duffel bag filled with cash.

Inside the same bag, police found two guns with matching ammunition – a .9MM Luger pistol two rounds of matching ammunition and .380 pistol

with a magazine containing seven rounds of matching ammunition.

Unmoved by the man’s request to “Leh we deal with this before it reach de station,” the police ranks detained him and took him to the Golden Grove Police Station. His colleagues were also arrested and taken there

too.

At the station, the employee did not give up trying to buy his freedom from the ranks. While being interviewed about the illegal guns in his possession, he reportedly took out $1.7M in cash from the bag and offered it to the ranks to drop the charges.

The ranks in response refused the offer and cautioned him that he had just committed another offence by trying to bribe them.

He reportedly became even more desperate to buy his way out of jail and said, “Well sir, tek de whole bag ah money, all I want is me

freedom.”

According to the ranks, the total amount of cash in the bag was $4.8M in Guyana currency and another $5,700 American currency.

The cash has since been seized along with the firearms and the suspect remains in custody.

By Kiana Wilburg Advisor on Borders, Carl Greenidge warned on Tuesday that Guyana ought to think long and hard before prematurely opting out of obligations under CARICOM’s Revised Treaty of Chaguaramas (RTC), so as to preserve the right of Guyanese to first consideration for jobs in their oil sector, as enshrined in the Local Content Law. The former Finance and Foreign Affairs Minister holds the foregoing view for the following reasons: 1) Considering the principle of sanctity of Treaties as outlined in international law, opting out of CARICOM’s RTC requires the consent of all member states and therefore cannot be done unilaterally; 2) alleged discrimination by Trinidad and Tobago in the past or on local content protection grounds cannot constitute justification to opt out of the RTC because it is now convenient to Guyana’s interests; 3)Withdrawing from compliance with Treaty obligations can have farreaching implications since the Caribbean is Guyana’s most important export market after the USA and Canada; and 4) Venezuela would be closely watching the country’s respect for treaties hence Guyana needs

to be mindful not to appear hypocritical or duplicitous.

Upon noting the summarized points and their extended explanations as published in Tuesday’s publication, Attorney-atLaw and Government Parliamentarian, Sanjeev Datadin said yesterday that he could not agree with G r e e n i d g e ’s l i n e o f argument. Datadin expressed that it is simply “nonsensical”.

Datadin said one must first understand that his suggestion which was published in the media last week—that Guyana can opt out of the RTC—which fuelled the local content debate to another dimension, should not be construed to mean that this is the only option before Guyana or that it is the decision of the government.

“I think government will consider any option that will allow its people to develop their capabilities over a period of time so Guyanese investors can come up to speed…Further, my reason for mentioning it is to make clear the resolve of the government; to make clear just how serious they are about ensuring locals benefit from their national resources as well as to make known, the scale of consideration which is indicative of the government’s promise to

her destiny and the government will use whatever it has to use to achieve it.”

Keller Williams comes to Guyana

E

verybody is coming to Guyana since it is the place to be. It is one of the hottest spots on the globe today, where investment prospects and great riches are present. The latest corporate powerhouse to line up its sights on Guyana’s rich promise is Keller Williams, the largest real estate business in the world by the number of agents (KN March 20).

Keller Williams is not coming to Guyana to give out charity, it is coming to make as much money as it can in the shortest time. There is no better place than here for a company of the calibre of Keller Williams to setup shop and rake in the profits in quick order. It will succeed in doing so, as it now positions itself to capitalise on this most exciting oil place of all.

We at this paper have no problems when the Keller Williams of the world making money here, or for that matter any other corporate entity from anywhere, be they American or Chinese, African or Indian. We do have serious issues, though, when all these foreign companies and foreign people get rich on our wealth, while our people remain poor, if not become actually poorer. There has to be something wrong with this picture, since we are the ones who own this wealth. We are the ones to whom the bright prospects and prosperities should come to in the first place. We want others to benefit from our natural resource bounties, but by the same token, so must all Guyanese.

We are not speaking of pittances for profits, where we are forced to wait around on hand and knee for some $25,000 handout from the government or some relief money in times of severe national distress.

That is helpful, but barely so, and can never be acceptable, when the Keller Williams of the world come here with a glint in their eyes, and happiness in their corporate hearts.

Why what is so attractive and good for them, has to be so rancid and mildewed for us? We want to make something clear to our fellow Guyanese, who may be indoctrinated to rejoice over the arrival of Keller Williams and others from that exclusive corporate club and lodge.

For sure, a few Guyanese on the lower rungs will get a few low-level and low paying jobs, while a few others at the political top and on the inside of the leadership circle will gather around to make sweet arrangements for themselves. It is going to be prime lands set aside for this global real estate giant to establish its own development, a type of foreign Pradoville we call it from now, just so that all are aware. It would be land to build artificial lakes, golf courses, and palaces (remember those in Pradoville) to house expatriates from other foreign companies who flock here to exploit and rip apart our riches, starting with oil first and extending into other natural resources or downstream territory.

We make something else clear: a Keller Williams does not come to Guyana to rent houses for GY$35,000, or GY$50,000, or even GY$500,000 a month for Guyanese. The company is not here to deal with real estate requirements of poor locals, even thriving middle class ones. Keller Williams comes here to service the housing and other needs of loaded expatriates who are assigned here to take advantage of our promise and our wealth.

In the instance of Exxon, it is highly likely that Guyanese are footing the huge bills, including real estate ones, of its American workers. Exxon does not miss a dime, so it is not going to bypass or let go any opportunity, small or large, to gouge Guyana some more by lumping such under bulked-up expenses. The point is that, in essence, we Guyanese are the people who facilitate the profits of Keller Williams and others like it, when we are responsible for billions in bills in American dollars that are charged to this country.

As Guyana gets ready to roll out the red carpet for Keller Williams, Guyanese should see red because they are going to remain in the red, meaning, poor, while foreigners enrich themselves.

Domestic noise nuisance DEAR EDITOR, Please allow me the space to applaud the people of Berbice for speaking out against noise nuisance.

As a people, we must start respecting each other’s right to the privacy and peace of their own homes.

Our children, senior citizens, newborn babies and bed-ridden persons are all citizens with equal rights.

There must be greater respect for our time of worship and the private space of every person’s home.

To operate with impunity because someone has a wedding, funeral, party, or other occasion is to remove the right of others to enjoy their marriages, birth, funeral, birthday in silence if they so choose.

1. I have witnessed first-

hand my aunt and other elderly persons who were abused by wedding house music, rum shops’ music and cars owners who decide to stop “next-door” and play their music so loudly that our senior citizens get sick.

The police sometimes show up – but the music resumes when the police leaves.

2. Children cannot join their online classes because some nuisance a house or two away decides to play music loudly.

An online lesson is impossible for even University students.

3. It is impossible to participate in a conference call – or even a call with family and friends –because some abuser drives up next door and blasts his noise.

4. Morning prayers,

meditations, Sunday morning mandirs and churches are abused by passing announcement vehicles that have no respect for the time of worship of others.

While making these announcements may be a social/public service, It must be respectful of time.

5. Disabled children, bedridden persons, elderly persons, newborn babies, and others weep uncontrollably because of the decibels of hate pouring forth from someone who wants the world to hear his “music”.

6. Offensive lyrics are forcibly amplified to our homes, temples, masjids, churches.

And the list goes on - we have even experienced instances when the abusers turn the “boxes” and “trunks” towards you just because

you speak up and speak out.

Editor, people have a right to enjoy their music but NOT at the expense of the suffering children, the elderly and the ill and bed-ridden persons.

As a people, we must respect the rights of everyone.

While the authorities and police can undoubtedly play a more significant role in curbing noise nuisance, it is up to each citizen to respect the other.

As a people, we can do better at respecting each other. I join the call to the EPA, the police and others to relook at the regulations and their enforcement. The facilitation of this abuse must be curbed if we really care for equal human rights for all.

Will President Ali honour promise to give “Order of Democracy” awards?

DEAR EDITOR, I would again like to raise the question whether the PPP Government will honour its promise to issue “Order of Democracy”awards, since it likes to say, “Promise made, Promise kept.”

The PPP has kept some election promises, and I believe the President is an honorable man. However, I heard that the VP does not like to give awards. So, did the VP veto the President’s promise?

Why no awards? Names were to be announced by the end of 2021. Can the Government clear the air on this? The Government side and their surrogate columnists have been arguing that if you did not speak out during the five months of PNC attempted rigging, you are not fit to live or to speak out on anything.

They cancel you as a “Civil Society” group if you did not protest in a way that they like.

Now the Government refuses to keep its promise to all those guardians of democracy who were against the rigging. Is this a double standard?

Hypocrisy? Deception?

Many people battled for democracy by doing guard duty at the ballot box containers. Representatives from the fly-by-night parties kept the counting process accountable and transparent.

There were many letter writers. How about all the attorneys in the cases fighting the PNC? Sanjeev Datadin and Devendra Kissoon deserve Senior Counsel appointments and other attorneys involved in all the court cases in Guyana and the CCJ. Apart from the “Order of Democracy,” the President may also consider

“Presidential Citations” as an option. I call on the Government to answer whether it will keep its promise, since Independence Day is coming up in May. Below is the transcript of the President’s special address to the nation on March 1, 2021, where he promised to give out “Order of Democracy” Awards (https://www.facebook.com/ watch/?v=187330466117614): “Fellow Citizens of Guyana, Consistent with my declared policy of keeping you, the people of our country, fully informed of my actions and the reasoning behind such actions, I propose that the nation should honour, for now and all time, courageous persons who defend democracy in Guyana. Democracy is vital for the freedom of people; for human rights, including freedom of the media and freedom of expression.

Democracy is crucial for businesses to thrive, for the attraction of investment, and for the social progress and economic prosperity of the nation. Democracy is the basis for upholding the rule of law; separating the powers of the government, the legislature, and the judiciary; for ensuring the expression of the will of the people through free and fair elections; and for an electoral process uncontaminated by corruption.

Without democracy, dictatorship would rule, placing power not in the hands of the people, where it properly belongs, but in the clutches of a few to be abused for their own purposes. Kofi Annan, the late former

Secretary-General of the United Nations, warned the world that one of the greatest threats to democracy is elections without integrity. He said: “All too often, elections serve merely to give autocratic regimes a veneer of legitimacy. But elections without integrity cannot provide the winners with legitimacy, the losers with security and the public with confidence in their leaders and institutions.”And he warned us all that ”We must cherish, reform and defend democracy, or else it may be lost for future generations”.

Fellow Citizens, I want to ensure that we, as One People, One Nation in our One Guyana, cherish and defend democracy in the interest of all our people. I want this generation to ensure that democracy is preserved for us and that it is never lost for future generations. All of that was at stake last year.

We experienced a dark time when we were made to walk through a deep valley in which the shadow of autocracy at home and ostracism from abroad hung over us. We escaped that awful fate because brave men and women, of all races, ages, and political persuasion, stood up to defend democracy and to resist stolen elections and autocratic and illegitimate government.

They set aside political differences. They eschewed racial bigotry for national cohesion. They refused to still their voices. In saving the international standing of our country while preserving our rights and self-respect at

home, they showed loyalty to One Guyana, One People, One Nation – a principle to which I, as President, am firmly committed and which I want to recognise and honour on behalf of a grateful nation.

I therefore propose a special Order of Democracy, to honour these individuals.

The Order will not only honour the patriots of 2020; it will honour all in the future who put first our nation’s democracy, our people’s freedom, and our right to have respected the national will expressed at free and fair elections justly conducted and uncontaminated by corruption. Like Nelson Mandela, Mahatma Gandhi, and Martin Luther King, I believe in equality and justice, in freedom and multiracial democracy, built on the premise that all people are created equal.

I am guided, as we all should be guided, by the words of Mandela spoken in 1964 as he was being jailed in South Africa for his beliefs in equality and human rights.

“Political division based on colour is entirely artificial and, when it disappears, so will the domination of one colour group by another.”That is why I have resolved that we live in One Guyana, as One People with no group more entitled than another and no individual more deserving than any other except by virtue of diligence, manifest talent, and commitment to the national good. That is the Guyana we must uphold and sustain.

the real reason behind Granger’s ouster from The PNC DEAR EDITOR, The real reason behind Granger and should I say the other old guards of The PNC Party, can be ascribed to two fundamental factors (a) His ambivalence to the results of The March 2020 General Elections and (b) His very weak support for the rigging cabal in his party. In the first instance he was chided by the “Norton-ites” for acceding to a recount, the perplexing question on their lips was, why agree to a recount when you fully well knew that you were going to lose; stupid man! It’s a matter of playing the rigging game the way they know best, just readily accept Lowenfield’s results and hold on to power. After all he would be doing it for the life of the party; or for the party’s sake and the only way “to win.”

But Granger knew that route had dire consequences, he knew that road would lead us down a path of no return.

Granger knew with that move Guyana was destined to be a pariah state. The International Community was not helpful to him either, because they were there and observed every iota of it; The International Community were in no mood

to accept fraudulent results, nor would they install a regime of said standing. So, Granger was caught between a rock and a very hard place.

In the end Granger had no other option but to accept the results given by The People of Guyana and spare himself and country the ignominy of becoming a pariah.

Ever since that time the core party corrupters wanted him out! Thus the commencement of the movement to aggressively root him, and all those who would think or act like him.

That point became clear at the December election of Norton to lead the party. A further entrenchment of his stamp on the party’s top post was also ratified in statements made by the heavyweights in that grouping. Norton and his posse were going to take over irrespective of the wishes of “The Elders” or whatever negative public relations spin off there it might incur.

On the second aspect which is a reaffirmation of the first, is that Granger must realize that he cannot continue to hold on to the party’s list of candidates and keep Norton out, (Continued on page 6)

Hindu wedding house violence and ignorance DEAR EDITOR, Just before Phagwah 2022 Dr Vindhya Persaud, the head of the Guyana Hindu Dharmic Sabha and Minister of Social Services, called on people to stop disrespecting Hindu festivals with alcohol and vulgarities.

She did not specifiy who those people were but in this letter I will make the case that it is Hindus who throw Hinduism into the gutter with rum, noise, and other violence as evidenced at Hindu wedding houses.

Hindu wedding houses are characterised by rum and noise and chop up.

Hindus commit violence on their neighbours and even people who live as far away as a half mile with their noise canons called “music.” That is violence.

The sound/shock waves are like Mike Tyson hooks to the head to those nearby and Larry Holmes jabs to the head to those who live farther away.

Noise is physical violence to the brain and a vexation to the spirit and soul.

Noise causes the spirit/ soul to descend to the lower body and so induces ignorance rather than enlightenment.

All people strive for peace

and happiness through enlightenment but Hindus force ignorance unto people with their noise.

Compounding matters is the rum drinking which brings more ignorance to those consuming it and who are near the noise canons.

They are prone to indulging in other violence such as chopping up.

Worse is that such ignorance attracts other lumpen elements to the wedding house and that increases the chances of chop up.

Hindu wedding house have caused non-Hindus to conclude that rum and noise are part of Hindu culture and that chopping up is really blood sacrifice to the Gods.

In my neighbourhood a few years ago I was berated by an Afro Guyanese for calling the police on some Hindu noise makers.

He said to me,” that is the people religion and people have a right to practice their religion.”

And recently even some Hindu leaders, like Ramaya on the Corentyne, have taken to label rum and noise as “social gathering” and “family get together.”

What kind of people

their work site? Pilfering from state agencies is nothing new.

The r e c e n t e x p o s e d case of fuel taken from the state oil company illegally and which today remai n s outstanding is a case in point.

The authorities it seems have no answer to the age old problem of pilfering at state agencies.

Employees would find and exp l o i t the weaknesses in the system t o t h e i r a d vantage and benefit.

Even wake houses close off by 9 pm. The Hindu wedding house today reflects how much Hindus have degenerated. Noise is ignorance.

Chopping up is ignorance.

The ignorance is not limited to weddings but it is a daily feature of Hindus.

It is a failure of Hindu leaders, some of whom see the need to have such ignorance because it makes them feel “high caste” and “better “ and so they take no stand against it. Maybe the answer is conversion of the Hindus because when they do convert they stop the rum, noise, and chop up. Plus wearing a tie and walking with a Bible makes them feel superior to the Hindus.

The fact of the matter is that Hindus have to live with Christians and Muslims who are offended by their weekly rum and noise weddings. I have a few suggestions for Dr Vindhya Persaud and other Hindu leaders.

1. No permit for “playing music.” It is against the law to make noise but people can apply for permit to break the law.

2. Stop wedding house activities at 6 pm on Saturdays, Sundays, and Mondays.

3. Make it unlawful to do rum in the presence of children under age of 21.

4. Make it a criminal offense to do rum in presence of children under 10 years of age.

5. Remove all rum shops from residential areas.

6. Remove from public all rum ads.

Rum and Noise culture is ignorance and must be actively fought against by all Hindu leaders.

In closing some further advice for Dr Vindhya. When issuing public appeals do not use big words such as desist, vulgar, alcohol, and derogotary.

The people who do rum and noise at Hindu wedding houses are largely semiliterate or just just plain illiterate. Use simple words or hire CN Sharma or Critic to do PR. Yours Sincerely, Malcolm Harripaul AA

But let’s face it, however

Granger and his sanctimonious, quasi- riggers want to put it, rigging still remains a high priority on the PNC’s List of activities and putting up that façade to hide it wouldn’t change a thing.

Trying to put a polite touch to rigging is even more detrimental, because now the entire world sees you for what

you are worth and will despise you.

Rigging is a despicable system coined and trademarked by The PNC, and under any name they choose to market it, would carry the contempt and condemnation it rightfully deserves!

I was never a beneficiary of any government — PPP or PNC

DEAR EDITOR, Freddie Kissoon is right (KN Mar 22) that historians take a holistic view of historical events or the role of an individual or entity when making an assessment.

They don’t just choose to evaluate the positive aspects or one segment of the entity’s existence and ignore the rest of its history and the other (negative or questionable) aspects. Dr Bertrand Ramcharran (March 18) is right that GHRA played a significant role in combating electoral fraud in Guyana during the 1970s thru 1992.

Freddie is equally right that GHRA did not condemn the rigging of 2020. Why? Freddie argues that the ethnic and class characteristics of the GHRA defined its position in election 2020 — anti Indian and anti PPP which is also the position of the creole middle class. There were and are many prominent individuals who were and are opposed to the PPP returning to power.

Why did the same GHRA oppose the PNC and advocated for free and for

election in the 1970s thru 1992 if it were indeed anti PPP and anti-Indian? It could be that the GHRA didn’t expect PPP to win in 1992 and thus opposed the PNC. In fact, there were many who told me they didn’t think PPP would win in 1992 even though separate opinion polls conducted by Dr Ramharack and myself showed PPP winning. In my interactions with GHRA during the late 1980s, when I was deeply and militantly involved in the struggle against the dictatorship, I came away with a feeling that it was antiIndian and anti PPP. I didn’t get a sense that Dr Jagan was favored as President. Other non-Indian names came up as preferred presidential candidates.

Freddie is right that several individuals who fought against rigged elections prior to 1992 incredibly supported rigged elections in 2020. I can’t say if GHRA associates fall under this category as they did not make their position public.

Silence could be interpreted as supporting fraud. Several

individuals who were beneficiaries of coalition rule between May 2015 and 2020 endorsed rigged elections in 2020. I was never a beneficiary of any government— PPP or PNC. I fought against electoral fraud since 1968 and remained consistently so till this day even when I was a foreign student at American universities. The entities I have been associated with in the USA since 1977 have also consistently opposed electoral fraud. For those who were denied benefits or positions during the term of the coalition, would they have opposed rigging if they were beneficiaries of the regime?

As someone who did a PhD in history, I agree with Freddie that the GHRA record must be evaluated in its entirety not just the selective positive aspects of its role.

But I do believe that the positives override the negatives. I do think this is the point that Dr Ramcharran was making about the organization.

So, please permit me to ask the Elder if the following situations contribute to the moral decline of the social fabric of Guyana : 1. Should the code of conduct and ethics allow a sitting MP to almost daily ask for public donations?

2. Is it morally allowed for a sitting member of parliament to disgracefully attack thousands of members of the opposing party every night,

including the now famous “stink and dutty”, wicked, jagabats, evil etc epithets.

3. Is it morally okay for black leaders to encourage black supporters to shop only from black stores.

4. Should leaders of trade unions that comprise supporters from all parties, be allowed to be fierce advocates of only one political party?

5. Is it morally okay for members of parliament and other leaders, to openly fraternize with people who are “wanted” by the police?

Transforming agrifood systems: from global vision to regional action

By QU Dongyu ( Director-General of the Food and Agriculture Organization of the United Nations) The agri-food systems of Latin America and the Caribbean produce enough food to feed more than its own population of 664 million. This contribution to world food security and nutrition is the result of the rich biodiversity of its land and marine ecosystems, and the resourcefulness of its 18 million farmers and fisherfolk.

However, the region’s agri-food systems are under great pressure.

The impacts of the climate crisis have led to daunting challenges such as erratic and ever more extreme weather patterns, reduced rainfall and long spells of drought, intense hurricanes, melting glaciers and higher temperatures, to name a few.

Our own actions have caused great damage to the region’s biodiversity, and the resulting ecological imbalances have a negative impact on food producers and the society as a whole.

Diets have also changed, and this had led to a spike in overweight and obesity that is already the leading cause of premature deaths in the region, while 60 million people go hungry and a quarter of the regional population is moderately or severely food insecure, and tens of millions of rural dwellers have been left behind and live in conditions of poverty and marginalization.

Access to science, modern technologies and digitalization are uneven, with some farmers and agri-food companies at the forefront of global innovation, and many others excluded from taking advantage of these basic tools, while local and ancestral knowledge is unrecognised.

All of these conditions constrain the future development of Latin America and the Caribbean’s agri-food systems. Addressing these challenges is necessary for

the region to continue playing its key role in the global community.

For this reason, the countries of the region unanimously endorsed the Strategic Framework 2022-31 of the Food and Agriculture Organization of the United Nations (FAO). The central mandate of the framework is to support its Members in the transformation to MORE efficient, inclusive, resilient and sustainable agri-food systems.

From 28 March to 1 April, all 33 countries in the region will participate in the 37th Session of FAO’s Regional Conference, in Quito, Ecuador, to reach consensus, make recommendations and take the necessary actions to incentivize, support and transform their agri-food systems.

In the decades to come, technological, institutional, and social innovation must be at the core of our actions to ensure that the region’s agrifood systems continue playing a leading role in global agriculture, trade and food security.

Innovation is needed at the local and national levels, but also at the regional level, because many of the challenges we face require coordinated action; we need to work together in an efficient, effective and coherent manner in order to achieve impactful outcomes on the ground.

FAO has the professional and technical capacity to provide the support needed for this collective action.

By mobilising knowledge and good practices from every corner of the region, and globally, and by brokering partnerships and fostering synergies and collaboration the Organization can make innovation readily available to all, to multiply impact.

FAO is already doing so through global flagship

initiatives such as: the Handin-Hand Initiative, which is accelerating rural investment and development; the 1000 Digital Villages programme, which is helping villages take a giant leap forward in terms of digitalization; the Technical Platform for Family Farming, which supports region-to-region cross fertilization for policy innovation; and the One Country One Priority Product initiative, which accelerates the development of new agricultural products. In Latin America and the Caribbean, FAO is implementing over 400national, sub-regional, and regional projects, reaching millions of households that participate along the entire agri-food value chain, from till to table.

Working with hundreds of partners in government, civil society, the private sector, and the scientific and academic communities, FAO has increased financial resources to enable this work by almost 80 percent.

Moreover, the Organization has undergone a deep reform not just globally, but also regionally, to become more transparent, responsive, agile, effective, digital and innovative.

We are ready to do more and, above all, to do better, thinking big and acting concrete.

We await the deliberations and recommendations emanating from the upcoming Regional Conference that will chart the path to turn the vision of agrifood transformation into actions deeply rooted in the concrete conditions, priorities and needs of Latin America and the Caribbean.

By doing so, the region will rise and face its many challenges, with tangible results leading to better production, better nutrition, a better environment, and a better life for all, leaving no one behind.

Big businesspeople have always prospered, regardless of which party governs in Guyana.

But some businesspeople today are not satisfied with merely flourishing. They are being called out for being 'blindly loyal' to this government, regardless of what leaders do or how poorly they operate in the interest of the nation.

It is as if the business sector has to prove its loyalty, and justify its rich existence from government's generosity. It does so when it blindly supports what is divisive, unjustified, and detrimental to Guyanese.

When a pillar of society like the business sector is so mute, so neutered, so puppy-like in docility, its richer members alone prosper, while official wrongdoing multiplies.

Meanwhile, anger and resentments multiply across this society of haves and have-nots.

Guyana could face sanctions for alleged ‘mistreatment’ of Haitians ...complaint filed with Inter-American Commission on Human Rights - Greenidge

to the attention of the InterAmerican Commission on Human Rights (IACHR) which is expected to soon host a virtual hearing.

According to Greenidge, the IACHR is due to shortly

The hearing, he said, is to be a forum for testimonies on the alleged escalation in ‘the

He explained that the reports, which refer to welldocumented abuses stemming from racism in North and Central America, are also expected to highlight the growing incidence of similar abuses in the Caribbean, whose member states and signatories to the Revised Treaty of Chaguaramas, are obliged to permit Haitians hassle-free travel and an automatic six-month stay upon entry.

Yet, unlike the Haitians, they do not attract anything like a proportional attention of the police. It is this inconsistency, if not absurdity, rather than stupid or biased observations, which is giving rise to questions about Guyana’s policies.

It has fed the effort to have the Government of Guyana arraigned before the regional body on Human Rights, the IACHR and can have adverse implications for Guyana’s international standing.”

The former Foreign Secretary revealed that “It is reported that one agency will be contending that Guyana has arbitrarily stripped Haitians of this right. It is reported that there are numerous incidents of serious abuse, which “unfold in the context of a rising tide of racist and xenophobic rhetoric in Guyana and other CARICOM states that stigmatize [sic] Haitian migrants as undesirable…”

Apart from the embarrassment of being cited before the Commission for alleged Human Rights breaches against Caribbean citizens, Greenidge noted that the story has other implications for Guyana.

Citing a ruling of the Chief Justice last year, Greenidge went on to note

As good as it gets The government knew that the country’s citizens would face a crisis of inflation this year. In the 2022 Budget, it allocated G$5B to mitigate the effects of inflation but did not prescribe the measures to which this money would be applied.

It could not announce any such measures because it lacked the capacity to predict how inflation would manifest itself and from whence it would originate.

The government, however, knew the basics. For one, it understood that the rise in prices worldwide would result in imported inflation.

The problems of supply and demand in the global supply chain were known also to the government.

The G$5B was therefore set aside to primarily address the problem of imported inflation due to the global supply chain crisis. That money was therefore intended to cushion the effects of higher costs of imports.

What the government did not envisage or cater for was the rise in oil prices and the increase in the price of grain.

The war in Ukraine is mainly responsible for the latter but not entirely for the former.

As one expert from Colombia University explained on CBS last Sunday, Russia only accounts for a mere three percent of the oil imported into the United States. That three percent cannot explain

why prices at the pumps have increased so much in the United States.

However, when that three percent is discounted from global oil production, it has had an effect on overall supply and this has led to a rise in oil prices.

So it is not so much the war in Ukraine which has led to a rise in oil prices but the shortfall in the oil as a consequence of the economic sanctions on Russia.

The rise in wheat prices is directly linked, however, to the war in Ukraine.

Russia is the world’s leading exporter of wheat. It is now facing sanctions, which means that much of its grain will remain in its silos.

Ukraine is among the top five wheat exporters in the world.

It is therefore inevitable that once these two countries are at war that global wheat prices will increase, and remain high for some time.

The government did not contemplate this happening.

The G$5B it has set aside will hardly be enough to subsidise the increased cost to the Guyana Power and Light Inc., one of the most inefficient corporations in the country. GPL estimates that the monthly increase in its fuel bill will be by G$1.5M. GPL will therefore need a subvention of G$15B – or three times the amount the government has set aside – if it is to avoid increasing tariffs.

The increase in fuel is

also going to affect the Guyana Water Inc. But it has been told also that it should not increase tariffs.

In the absence of an increase in tariffs there is only one other way in which these entities can avoid not having to be given subventions to cover their higher energy bills.

There will have to be nation-wide reduction in energy and water demand.

And this will mean greater conservation. But will government and consumers be willing to reduce energy and water use so as to ensure that the GPL and the GWI do not become a drain on the treasury for the remainder of this year? Unfortunately, once there is no increase in tariffs there will not be any incentive to conserve.

However, there can be little harm in asking citizens to conserve on electricity. The government can also lead by example by reducing its energy use. One sure way to do this is to slash the workweek for government workers, except the essential services, to four days instead of five.

But the PPP/C is not a government which can think outside of the box.

Nor is the PPP/C likely to even contemplate pursuing policies aimed at limiting, for a short period, the money supply so as to curb demand.

Therefore one should rule out an increase in interest rates. It is not likely also to

The government will revert to the methods it has tried in the past. It will continue to provide tax relief to importers even though this has not led to a reduction in prices. The importer will claim

The government will also subsidise the GPL and the GWI. It may do something about the flour prices as it did in 2008. But that is as good as it is going to get because the

government simply does not understand inflation and how to address it.

Gerry Gouveia's words tell a sad story of the Guyanese mind O

n Monday midday, I received a telephone call from Captain Gerry Gouveia, former President of the Private Sector Commission (PSC).

Mr. Gouveia discussed with me the unfair (his adjective) remarks made against the PSC on a Zoom panel discussion by persons, purporting to be from civil society as contained in my Monday column.

As he spoke, some words were so interesting that as soon as the conversation was over, I decided to put pen to paper. I am paraphrasing what he said. After his description of the implications for Guyana if free and fair elections did not succeed, he told me that the PSC is not a one man show. It is an important institution with a constitution that has a term limit of two years for its head. It does not belong to any one person.

Those words are

important for young people who have an interest in politics and who want to see a society where accountability, democracy and power diffusion are values to be preserved.

What does Gouveia mean by “one-man show?” What was he getting at?

I did not ask him. But that negativity and unacceptable trait is ubiquitous in Guyana.

It does not take onerous investigation to see it. It is everywhere. This is a small society.

In a small space, there are no secrets.

The sad dimension about this social illness is that those who are embedded with the one-man syndrome, those who do not allow for o r g a n i s a t i o n a l accountability, those who have expanding capacity to be intolerant are the loudest voices calling for government to be accountable, tolerant and inclusive.

When I hear and see these utterances, I cringe, and wish I wasn't living in this land. It is unbearable.

When I see and listen to people degrading the PSC when I know what the PSC did for the country in 1997 and 2020, I cringe and wished that if there is a God he will strike down these people.

Gouveia speak those words about one-man property, and I decided to write about that emanation, immediately I tasked myself with sharing some historical notes that synchronise with what Mr. Gouveia said and the combination should be internalised by this young nation.

I graduated from UG in 1978 and at the same time, an organisation was born in the realm of justice and antidictatorship struggle. Today after 43 years, the founding individual still heads that entity. In 1976, compulsory

national service was trusted upon UG. A lady friend of mine left UG. I still kept a hand-written letter she wrote me expressing her feelings.

I would like to give her that letter. It is part of her historical evolution. It has been a long journey since she wrote that moving correspondence to me. Yes I kept it the past 45 years.

It is still in perfect condition.

In this period that lady friend went on to participate in several organisations and today still sits at the head of them.

So many trade unionists that demand governmental accountability are at the helm of their respective unions for more than 35 years.

Ask me who the head of the PSC was 10 years ago, I honestly don't know.

Ask me who the head of the Guyana Bar Association was 10 years ago, I don't know. I doubt 90 percent of the population does. Why?

Tugboat fire leaves two severely burnt T

wo men are now hospitalised with second and third degree burns about their bodies after a ruptured fuel line caused a fire in the engine room of a tugboat moored at Lot P Gopie Wharf, Hope, East Bank Demerara (EBD) on Monday.

While this publication is not in a position to share details about the victims, the Guyana Fire Service (GFS), in a statement, revealed it received a call around 07:57hrs on Monday that a marine vessel was on fire in the Demerara River.

It was described as a wooden and metal vessel owned by an American citizen identified as

Feizal Amin. According to GFS, it responded by heading to the scene with its fire boat – Protector #8 – to extinguish the fire. Firefighters

were successful in their bid to put out the fire by using three jets from its fireboat, along with little over a drum of foam. The fire destroyed

the engine room of the tugboat completely and its contents. The vessel also capsized as a result of the fire.

GFS investigators learnt that two men were onboard the vessel when the fire started and sustained burns to their bodies. According to the GFS, “the supposed cause of the fire is a ruptured fuel line.”

The investigators are working with a theory that fuel began leaking from the ruptured line and came into contact with the tugboat’s generator exhaust and ignited the fire. The fire then spread quickly after it came into contact with other combustible materials in the engine room.

1 patient in COVID-19 ICU, 7 new cases - as US lists Guyana as high-risk for transmission W i t h n o COVID-19 fatality recorded in one week, the Ministry of Health in its daily reporting revealed on Tuesday that one patient is now in the COVID-19 Intensive Care Unit (ICU) receiving treatment.

The Ministry in its latest dashboard recorded seven new infections, bringing the total number of confirmed cases in the country to 63,202. Out of the number of confirmed cases 34,100 individuals are women while 29,102 are men.

The dashboard data further shows that 11 persons are in institutional isolation, 111 in home isolation and 18 in institutional quarantine. To date, a total of 61,853 persons have recovered from the virus.

Although cases have been dwindling, Guyana has been listed among the countries with Level Three COVID-19 transmission by the United States’ Centers

for Disease Control and Prevention (CDC). This means that Guyana is a highrisk country for transmission.

The country is listed as a Level Three country on the CDC’s travel advisory dated March 21, 2022.

Given this high-level status, the CDC has advised persons to make sure they are vaccinated and up to date with their COVID-19 vaccines before travelling to

Guyana.

“If you are not up to date with COVID-19 vaccines, avoid travel to Guyana. Even if you are up to date with your COVID-19 vaccines,

you may still be at risk for getting and spreading COVID-19. Anyone 2 years or older should properly wear a well-fitting mask in indoor public spaces. Follow

all requirements and recommendations in Guyana,” the Centers noted.

Presently, the advised being offered by Minister of Health, Dr. Frank Anthony is that persons could choose to follow safeguard measures or not. It’s pretty much “up to you,” he said.

Guyana could face sanctions for alleged ‘mistreatment’ of...

From page 8 more than a year after Chief Justice (ag), Roxane George-Wiltshire, quashed the deportation order that was granted by a magistrate to have a group of Haitian nationals deported.

The Haitians were being detained by Government. On December 1, 2020, Principal Magistrate Sherdel Isaacs-Marcus granted an order for the 26 Haitians to be deported although they were not officially charged or placed before the court.

Attorney-at-law, Darren Wade filed an application in the High Court to have the

deportation order quashed.

The Acting Chief Justice ruled that there was a breach of natural justice in the issuance of the deportation order while making reference to Section 16 and 28 of the Immigration Act. She stated that the Haitians should have been taken before the court before such order is granted and as such, she quashed the deportation order.

The acting Chief Justice also ruled that there was a breach of the Haitians’ freedom when the order was granted. She referenced Article 139 – the protection of right to personal liberty and Article 148 – protection of freedom

of movement.

The acting Chief Justice had said she read the application and listened to the recording with the applicant Allandres Archer, who acted on behalf of the Haitians, saying that he signed a number of documents and that he was tricked into signing those documents.

She added that the applicant joined a previous hearing of the matter so it is not that he is not aware of the court proceeding. As such, the acting Chief Justice ruled that the AG’s application has no merit, since, if the applicant wanted to, he could have withdrawn the matter on the grounds that

were highlighted in the notice of application.

Kaieteur News had reported that the Haitians were detained during a police cordon and search exercise, which was carried out in November 2020. The Haitians were discovered between November 7 and November 8, 2020, in a minibus parked at a city hotel. They were reportedly about to head to the Linden-Mabura Road.

The Haitians were arrested and placed in protective custody at the Hugo Chávez Centre for Rehabilitation and Reintegration pending deportation. However, they were later released and reportedly vanished without any trace.

Man on remand after allegedly stabbing, abandoning wife A 44-year-old man is currently on remand after he reportedly stabbed his wife multiple

times and abandoned her on Saturday last.

The man, Michael Hercules, made his first appearance in the Linden M a g i s t r a t e ’s C o u r t b e f o r e Magistrate Wanda Fortune and was placed on remand. The matter will be heard again on May 3, 2022.

According to reports, the 42year-old woman was on Saturday forced to call her relatives for help after her husband allegedly abandoned her after stabbing her three times with a kitchen knife

during an argument they had at Buck Town, Wismar Linden, Region 10.

According to police the stabbing occurred around 13:30hrs. Investigators said that the victim was travelling with her husband in his car when they started arguing. The husband reportedly stopped the car at Buck Town and they both exited as the argument got more heated.

A police report revealed that while exchanging words, the suspect went to his car trunk and returned with a kitchen knife which he used to order the woman back into his car.

continued and the husband allegedly stabbed her three times – to her chest, lower right leg and hand. It is not clear at which point the woman came out of the vehicle but, according to police, the man sped away in his car leaving her behind on the road.

The injured woman managed to make contact with her relatives via her mobile phone and they responded immediately by heading to the area. They then rushed her to the Linden Hospital Complex where she was admitted for emergency attention.

According to police, the woman is in a serious but stable condition.

“Phagwah powder row” reportedly led to fracture of school boy’s skull

I

t was reportedly a “Phagwah powder row” that led to the fracturing of a schoolboy’s skull last Thursday outside of the compound of the New Silver City Secondary School, located in Wismar, Linden, Region 10.

This was related to Kaieteur News by sources close to the ongoing investigation into the matter.

The victim, Jaheim Straker, 16, is still hospitalised due to seriousness of his injury. In fact, the Linden Hospital Complex on Monday transferred him to the Georgetown Public Hospital Corporation (GPHC) for further treatment because it does not have a neurologist based there.

With regard to the investigations into the matter,

Region 10 police on Monday informed Kaieteur News that the juvenile accused of fracturing Straker’s skull was arrested and interviewed by investigating ranks.

Commander of the Region 10 Police division, Hugh Winter said that although the child was arrested and a statement was taken from him, he will not be kept in police custody while the investigation continues.

A Welfare Officer attached to the Ministry of Education has also been assigned to the case and will assist police with the investigations.

The juvenile alleged that he did not see who threw the powder on him but he “thought that it was Straker and decided to confront him.”

The two became involved in a heated argument during which he allegedly cuffed Straker to his face and they began fighting.

He reportedly admitted that indeed a teacher had intervened to make peace between them and “put them to shake each other’s hands.”

However, he was still angry at Straker and decided to confront him again after “school was over.”

cellphone camera attacking and assaulting Straker with a piece of wood. This newspaper had reported that the violent assault on the schoolboy took place sometime after 14:00hrs last Thursday.

In the video, friends of the suspect were heard “cranking him up” before he lashed Straker twice to his head. The video ended there.

This newspaper learnt that Straker fell to the ground but had gotten up and walked to the Wismar riverside to catch a boat and head home.

It was reported that Straker wanted to relax a little before boarding a boat. While relaxing, he reportedly suffered a seizure and his friends who were with him at the time rushed him to a police station and reported the matter.

Man pleads not guilty to attempting to murder pregnant wife

hirty-four-year old Richard M o h a m e d yesterday pleaded not guilty to a charge which alleges that he attempted to murder his pregnant wife.

Mohamed, formerly of Grant Friendship, Lower Pomeroon River, Region Two, was charged with attempted murder in March 2021. On Tuesday, he was arraigned in the Suddie High Court for the offence.

Prosecutor Tiffini Lyken is representing the State in the matter and it is expected to continue today.

The charge alleges that on March 25, 2021, at Grant Friendship, Lower Pomeroon River, Mohammed attempted to murder his 23-year-old

Richard Mohamed reputed wife.

According to reports, Mohammed reportedly went berserk and chopped his pregnant wife, several times before burning down their

home.

The pregnant woman was reportedly rescued by her neighbours after they noticed smoke coming from the couple’s home. It was reported that when the neighbours entered the home, they discovered a badly wounded woman. She had received severe chop wounds to her head, hands and other parts of her body – her fingers were severed also.

The woman had to be air dashed to the Georgetown Public Hospital Corporation, where she underwent surgery.

The police apprehended Mohamed and he was charged with attempted murder.

Polluted water can impact fish at Yellowtail project site – environmental study

By Davina Bagot Fishermen in Guyana have been complaining bitterly of low catches over the past months, blaming the situation on oil giant, ExxonMobil’s operations offshore.

But even though high ranking government officials have shot down this claim, arguing that there is no data to p r o v e t h i s , E x x o n ’s subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), which is gearing to startup production a t t h e Ye l l o w t a i l development, has warned that its operations can impact fish within the project site.

This information is i n c l u d e d i n E E P G L’s Environmental Impact Assessment (EIA), a document the company is mandated to submit, which outlines the effects its operations can have on the environment.

Yellowtail is Exxon’s fourth project, situated in the Stabroek Block of Guyana’s Exclusive Economic Zone (EEZ).

According to the report, marine fish could be impacted as a result of deteriorated water quality, from discharges generated during the project. In addition to poor water quality, acoustic effects or noise from the company’s operations can also cause fish to be impacted. These species can also be sucked into the equipment which Exxon will be utilising for oil production, the impact assessment cautioned.

Section 3. 1. 5 of the EIA states, “The Project could impact marine fish by deterioration of water quality from the discharges described above, acoustic effects, and the potential to entrain (suck in) fish at the cooling water intake.”

The document goes on to explain that the affected area will be “very small” and that fish are known to avoid areas with degraded water quality.

Measures will also be taken to minimise the entrainment or ‘sucking in’ of fish by the equipment.

“Modeling indicates that water quality will return to near background conditions within 100 meters (approximately 328 feet) of the FPSO (Floating Production Storage and Offloading vessel), so the area impacted will be very small, and fish are mobile and are known to avoid areas with degraded water quality.

Water intakes will be designed to minimize the entrainment of fish,” the report explains.

It further cautions that several special ‘status marine fish’ species are known to be present in the Project’s ‘area of influence’. The significance of potential residual impacts on marine fish, according to the EIA, was considered to b e negligible to minor, or for some special status offshore marine fish species, moderate.

At Section 3. 1. 2, the document explains that the Project will impact marine water quality in a localized m a n n e r, v i a p l a n n e d discharges during well drilling, hydrostatic testing of the flowlines and risers following installation, and production operations stages.

EEPGL has proposed to dump ballast water, produced water, as well as its domestic and sanitary wastewater, among others into the sea.

In a previous article, this newspaper reported that while international best practices dictate that toxic water which is brought up from reservoirs during oil extraction is supposed to be re-injected into separate wells, the ExxonMobil subsidiary, EEPGL has

proposed to do the opposite for its Yellowtail project.

According to the project summary, it submitted to the Environmental Protection Agency (EPA), ExxonMobil wants to dump this toxic water into the ocean.

The document notes that the treated produced water

and cooling water will be discharged overboard as per industry best practices.

It should be noted however that this water is only supposed to be dumped into the ocean after it has been proven that it is not financially feasible to reinject same, and the water would

have no harmful effects on the marine life surrounding the project.

Last December, Vice President Bharrat Jagdeo denounced the observations made by fishermen across the country, that the recent oil and gas operations have negatively impacted their

catch.

Jagdeo said, “Now there is no scientific view, for example, that the oil and gas industry cause the fish to swim away from Guyana and he (KN Publisher, Glenn Lall) is telling the fishermen that the fish swim away; now if we can prove that, that’s great but there’s no scientific view of that”.

The Vice President went on to explain that he grew up in the fishing community of Unity, Mahaica, East Coast Demerara, where since he was a young boy, the catch would be low in certain seasons.

“I grew up in a fishing village, in Unity. There are periods when we have had low catch too. The guys would go out many, many times and didn’t bring in any(thing) much and that was long before we were producing oil, since I was a young boy,” he told the nation during the interview aired on the National Communications Network (NCN) and online.

As a consequence, Jagdeo implied that it would be irresponsible to attribute the decline in fish catch across the country to ExxonMobil’s operations.

However, when the first six months of 2019, 2020 and 2021 were compared, it was revealed that for the past two years, fish and shrimp production has been declining. This was evident in the recent Bank of Guyana (BoG) Half-Year Report.

Public consultation to discuss effects of new Demerara River Bridge set for March 29

By Rehanna Ramsay The Environmental Protection Agency (EPA) is set to host a public consultation on the effects of the planned replacement of the Demerara Harbour Bridge – the new Demerara River Bridge.

According to the EPA, the consultation exercise is a response to the appeals submitted to the agency concerning its decision not to require an Environmental Impact Assessment (EIA) for the construction of the New River Bridge which is to be located at Nandy Park, East Bank Demerara (EBD) and La Grange, West Bank Demerara (WBD).

The meeting is slated for 14:00hrs (2pm) on Tuesday, March 29, 2022 in the conference Room of the Cara Lodge Hotel on Quamina Street, Georgetown. This was outlined in the public notice by the EPA and disseminated via its Facebook page.

The EPA said that its decision is also premised on the Section 18 (2) of the EPA Act which empowers its Environmental Assessment

Regional Chairman for Region Four, Daniel Seeram Board (EAB) to conduct public hearings in all appeals submitted against the EPA’s decision not to require an EIA for the project.

The public hearing will involve representations from appellants, the developer and other key stakeholders.

Thereafter, the EPA noted, the EAB will deliberate on the findings and prepare a report with its decision confirming or setting aside its decision.

The EPA’s move to host a public hearing comes after objections were made to the construction of the bridge without consultation being held with residents of the affected areas – Nandy Park

and surrounding communities.

According to an EIA screening report, though the new bridge is slated to replace the decades-old existing two-lane structure, it is not expected to cause extensive environmental impacts during its construction as a number of homes in the area of Nandy Park will have to be acquired by the State.

As such, Regional Chairman for Region Four, Daniel Seeram has been lobbying for residents to be consulted before the project takes shape.

In an invited comment with this newspaper on Tuesday, Seeram maintained his position that the Region is in support of the project, but will only give no objection only after residents are consulted.

He explained that while the EPA has advertised that the public hearing will be held via Facebook, he was only made aware of their decision after a discourse with this publication.

of the Neighbourhood Democratic Council for this consultation,” Seeram said, adding that the Region’s Democratic Council has been quite vocal in the call for hearings to be held.

In addition, Seeram said that he believes that several stakeholders ought to be made aware of and be present at the imminent public hearing.

He noted that, “In addition to the residents, we

believe that a number of people will be impacted, particularly those who will be displaced by the construction of the bridge, persons from the private sector who will represent the concerns of the business community at Peters’ Hall, representatives of the Guyana Power and Light company; the Guyana Telephone and Telegraph; and the National Drainage and Irrigation Authority

should all be heard.”

The Chairman continued, “Again, I note that the Region is not against the project it will be beneficial in the reduction of traffic on the East Bank (Demerara) corridors but when you are doing a project of this magnitude, it requires consultation and a multistakeholder approach.”

overnment has touted plans to build a state-ofthe-art hospital at Anna Regina, which is expected to boost the delivery of health care in Region Two, and in order to bring this to fruition, a site has been earmarked for the facility.

The earmarked site for the facility was recently visited by the Minister of Health, Dr. Frank Anthony, and Minister of Local Government and Regional Development, Nigel Dharamlall.

The site that was earmarked is located in the heart of Anna Regina and is said to be a pasture that was previously occupied by the

Guyana School of Agriculture.

Presently, the main hospital on the Essequibo Coast is located at Suddie – more than six miles from the Anna Regina town.

According to the Health Minister, the population size was a factor that was greatly considered when the location was being determined. He said, “We are looking at a site that would be approximately four to five acres and this area will be ideal for the new hospital, because the population is centred here, in and around Anna Regina, so it will serve the people in this area instead of persons travelling all the way to Suddie.”

As he commented on some of the services to be offered, Dr. Anthony said, “We are going to have both in- and out-patient services here. The new hospital will have 75 patients’ bed, modern laboratories, imaging suite that will include not just digital x-ray but CT scan. We’ll also have two modern theatres.”

The minister said that while the cost of the contract has not been finalised, works will commence in a few months from now. Apart from the Anna Regina Hospital, five additional regional hospitals will be constructed at Tuschen, Diamond, Enmore, Bath and No. 75 Village, Corentyne.

Elderly men on fishing trip rescued after boat sinks The boat that sank.

The six men who were rescued after drifting for some five hours.

By Shervin Belgrave Six elderly men, who were on Thursday last enjoying the sport of fishing, some three miles off the coast of Georgetown in the vicinity of Liliendaal, Greater Georgetown, were rescued after their boat reportedly sank.

One of them, Hafeez Ali, told Kaieteur News that they had been swimming and

drifting with life jackets and buoys for some five hours before they were eventually rescued by the crew of a dredging ship and the Guyana Defence Force (GDF) Coastguard ranks.

He recalled that they were all cold and his legs had started to cramp as the drifting went on for hours.

According to Ali, he is a fisherman but had retired some 30 years ago and

migrated. On Thursday, he and some friends – all elderly men – decided to go on a fishing trip to have some fun exhibiting their fishing skills.

They reportedly departed from the beach behind the Marriott Hotel around 07:00hrs that day.

After arriving some three miles off the coast, they decided to cast their seine.

Around 11:00hrs, they

felt their seine “tingle”. Ali said that they soon realised that it had gotten tangled with something below the water and in a bid to free it, they started to pull it.

Unfortunately, a huge wave struck their boat and they realised that if another hit, it could be disastrous.

Ali revealed that they decided to cut the seine and let it go. But they were not quick enough; another wave struck them. This time, their boat became submerged and sank, so they grabbed the life buoys from the boat and attempted to swim but when they became weary they drifted.

As the hours went by, one of them decided to leave the security of the buoy and

swam to a dredging ship close by.

He successfully made it to the ship and the crew onboard rescued him. He told them about his drifting colleagues and the ship located two of the men and rescued them too. The GDF Coastguard was alerted and a

boat was dispatched to rescue the remaining three.

Two arrested for stabbing Greenidge’s arguments against opting... brother during drunken brawl Two siblings are now in custody for stabbing their elder brother on Sunday during a drunken brawl, which they had at their home located at La Parfaite Harmonie on the West Bank of Demerara (WBD), Region Three.

Nursing stab wounds to his body is Kemo Archer, a 26-year-old carpenter. Archer was reportedly stabbed multiple times with a piece of a broken “ware plate”, a pair of scissors and a Rambo knife around 19:20hrs by his 18year-old brother and 21-yearold sister.

A c c o r d i n g t o investigations carried out by police, the stabbing stemmed from an altercation, which a drunk

Archer had with his younger siblings when he got home from work.

He reportedly started an argument with his sister and as it became heated, Archer allegedly lashed her in the head with the “ware plate”.

The plate broke into pieces and the sister retaliated by using one of the broken pieces to stab Archer to his left hand.

His brother who was present then allegedly teamed up with his sister to further assault Archer.

Police reported that he cuffed Archer several times to his body before stabbing him to his shoulder with a pair of scissors. The brother did not stop there but followed up the assault by

pulling out a Rambo knife from a haversack and stabbing Archer three more times, once to his left arm and twice to his abdomen.

Archer reportedly fell to the ground and the police were summoned.

Ranks responded promptly and arrested the suspects and rushed Archer to the West Demerara Regional Hospital.

According to police, the suspects were injured and they received medical attention together with Archer.

After treating them, doctors discharged them.

Archer was taken home and his siblings were transported to the La Parfaite Harmonie Police Station where they remain in police custody.

hand are completely unconnected. “It is totally wrong to equate the two matters. And let’s be clear, we are not saying this option of opting out is available to us because it is a mere matter of convenience for us; this is a matter of national interest.

We must and have to protect our people and companies and their right to benefit from the oil sector,” the PPP/C Parliamentarian stated.

Meanwhile, President of the Georgetown Chamber of Commerce and Industry (GCCI) Timothy Tucker also agreed wholeheartedly with Datadin’s viewpoint as he took to his Facebook profile, to issue another impassioned statement on the matter.

Tucker is of the belief that some of the blame for where Guyana finds itself should be laid at Greenidge’s feet. He believes that the former government, and other actors before it, had a chance to correct the lopsided treatment Guyana faces as a CARICOM state and co-founder but never did.

Tucker said Guyanese have suffered from the “most discrimination, ill treatment, rejection of goods and

services by CARICOM member states.”

For the GCCI President, the issue at hand goes beyond the Local Content Law too.

He posited, “It is how Guyana, Guyanese citizens and Guyanese businesses have been treated within CARICOM and especially

by Trinidad. It is also how Trinidad as a country has manipulated CARICOM and taken advantage of the entire region and nothing can be done about it, it is how the business community sits in the room and sees multiple Guyanese Governments try to obey the Revised Treaty of Chaguaramas multiple CARICOM member states break the rules set out by the Council for Trade and Economic Development (COTED), disregard decisions of CARICOM when it goes against the interest of their country’s business community…”

For the GCCI President, Guyana has a right to slam its hands on the table and say, “Enough is enough!” He alluded that CARICOM nationals either get in line or Guyana should, without hesitation, opt out of its Treaty obligations.

Extension of Johanna Cecilia Secondary School estimated to cost $35M During the opening of tenders last week Thursday, bids were received for the extension of the Johanna Cecilia Secondary School in Region Two which is estimated to cost $35,000,000.

The opening which took place at the National Procurement and Tender Administration Board (NPTAB) office, had all 10 contractors vying for the contract and Ministry of Local Government and Regional Development - Regional Democratic Council for Region Seven Supply and delivery of one new 30-seater bus

bidding lower than the Ministry of Local Government and Regional Development engineer's cost.

The contractors' bids ranged from $28 million to $34 million for the project.

It should be noted that the project forms part of the $6,101,643,000 budgetary allocation that was approved for Region Two in this year's budget. Out of that amount some Regional Democratic Council for Region Two Extension of Johanna Cecilia Secondary School, Johanna Cecilia.

$3.4 billion was allocated for the Region's education sector.

Also opened for bidding were some road projects in areas such as Dartmouth, Anna Regina and Suddie in Region Two. Kaieteur News understands that the projects would be upgrading those roads to an asphaltic concrete surface.

In the first innings, Brathwaite struck his 10th Test hundred, a marathon 160

off 489 balls. He followed that up in the second innings with 56 not out off 184 balls to break the record for the most deliveries faced by a West Indian in a Test match with 673.

“I enjoyed it.

The pitch at times with the harder ball was difficult but I just decided to stick to my plan which was to play as straight and as late as possible,” he said in his postmatch interview.

"I've put in a lot of work over the years and to do it at home is a quite pleasing feeling. I'm very happy and thankful,” he added.

"I thought that was a superb effort. That's the attitude we want and that's what the

fans want to see. Once we continue with that attitude, we'll continue to do well.”

Even with his stellar performances at the crease so far in the series, Brathwaite still hopes for a pitch that will better aid his bowlers in the third and final Test in Grenada.

“We'd like to see something in it for the pacers but, in saying that, I thought we put in a very big effort.

Obviously, we want a result in the last Test going our way so we have to see what Grenada produces but let's hope it has something for the pacers,” he said.

Cox, Danns and Ondaan recalled for Courts Caribbean Classic

olden Jaguars Head Coach Jamaal Shabazz has named six overseasbased players in his squad for the Courts Caribbean Classic in Trinidad and Tobago, which kicks off this weekend, with playmaker Neil Danns, former Captain Sam Cox and forward Terell Ondaan returning to the fold.

The Courts Caribbean Classic will see Guyana take on Barbados on Sunday, 27 March, and hosts Trinidad and Tobago on Tuesday, 29 March in a three-team international friendly tournament. The competition is designed to prepare the rivals for their forthcoming Concacaf Nations League B fixtures in June.

“Our goal in these matches is to integrate the local core from the Suriname trip with some of the overseas based,” said Head Coach Shabazz. “We want to test the patterns of play we've been working on and rekindle our rivalry with Barbados and Trinidad and Tobago.”

“The local based players and staff have shown tremendous commitment, rising above a few challenges,” Shabazz added.

“And the guys who have committed from overseas have my admiration.”

Former Premier League playmaker Danns has enjoyed a successful season in England with North West Counties League Premier Division champions

“The success of our work depends heavily on the kind of support we get, not just from the Guyana Football Federation (GFF), but the Government of Guyana, corporate Guyana, and our fans at home and in the diaspora,” he said. “We look forward to the future with courage and confidence.”

GFF President Wayne Forde said the competition underlined the federation's sustained commitment to invest in the Golden Jaguars as it seeks to chart a course to Guyana's first appearance at a FIFA World Cup this decade.

Youth cricketers and clubs benefit from BCB Ray Hazel Trust Fund

total of thirty youth cricketers drawn from seven clubs in the New Amsterdam area on Thursday last benefitted from a donation of cricket gears from the Berbice Cricket Board organised Ray Hazel Memorial Trust Fund. The fund is one of several of its kind to be held over the last four years by the board with the main objective of providing youth players with the necessary cricket items to allow them to fulfill their dreams.

Foster accompanied by Secretary Angela Haniff, Asst Secretary Ameer Rahaman and executive Edgert Edwards conducted the transparent distribution of the gears via a raffle system at the Area H Ground in front of the players, executives of the different clubs and parents.

Among the gears distributed were bats, batting pads, batting gloves, wicketkeeping gloves, wicketkeeping pads, footwear and helmets. The clubs whose members benefitted were Guymine,

Rose Hall Canje, Tucber Park, Kendall's Union, Edinburgh, Mt Sinai and East Bank Berbice. Foster, in brief remarks during the ceremony, noted that he was contacted by the Hazel family to host the fund in memory of the late Ray Hazel, a former junior Berbice player and table tennis champion. Ray was

the son of former President of the BCB Ancel Hazel, who was also head of the Guyana Teachers Union. Ray Hazel died several years ago in the United States after a brief illness.

The gears were posted late last year but due to the ongoing worldwide pandemic shipping were delayed for several months.

One box send to the BCB was

destroyed in the fire at the Laparkan bond but two barrels were fortunate to survive.

Georgetown march to 4th triumph with East Bank demolition

eorgetown churned out their fourth victory in the Demerara Cricket Board (DCB)/Premier Insurance U15 Inter-association 2022 tournament yesterday.

Georgetown batters humbled East Bank Demerara to claim their fourth win at MYO ground, while at Meten-Meer-Zorg, Naresh Sankar ripped through the Upper Demerara line up to give West Demerara their second win.

At MYO, East Bank won the toss and took first turn at the crease and were bundled out for 71 from 33.3 overs of their allotted 50.

Middle order batter Roupie Rajaran top scored with 17 while opener Josiah Lim chipped in with 11, no

other batter managed to reach d o u b l e f i g u r e s .

Spinner Dhanesh Persaud collected 3 for 14, while Brandon Henry claimed 2 for 8 and Shane Prince, Kwesi Wilkinson, Reyaz Latif and Jonathan Mentore took one wicket a piece.

In reply, Georgetown raced to their target from 17.4 overs as openers Lomar Seecharran and Kishan Silas contributed 29 and 23 respectively.

Sayyad Lakeram was the lone wicket taker for the East Bank team as Georgetown claimed victory by 7 wickets.

Meanwhile at MetenMeer-Zorg, West Demerara won the toss and elected to bat and reached 63 all out

By Sean Devers On another day blessed with glorious sunshine at the Everest ground yesterday, a Guyana XI led by a century stand between Skipper Keemo Paul and Matthew Nandu, beat the American Cricket Society (ACS) team by 76 runs.

The Guyana XI opted to bat on a good pitch with little bounce and reached 251 from 35 overs and despite an entertaining 88-run opening stand between Akshay Homraj and their most consistent batter, Dominique Rikhi, the ACS were dismissed for 175 in 34.4.
