Survey shows Exxon well extends into other company's oil block M

aps contained in a recently published Resource Report for Certain Assets in Offshore Guyana, indicate that one of ExxonMobil's 12 oil discoveries in the Stabroek Block extends into the Orinduik Block which is operated by oil majors Tullow, Total and Eco Atlantic.

The report was prepared for Eco Atlantic by Kevin S. We l l e r, a R e g i s t e r e d Petroleum Engineer at Gustavson Associates. The evaluation was completed on March 15, 2019 and released on Monday.

The Petroleum Engineer noted that the bulk of the Tertiary age Hammerhead accumulation is on the neighbouring Stabroek Block, but an estimated one square kilometre is on the Orinduik Block and thus becomes an excellent analogue for Tertiary age leads and prospects for Eco Atlantic and its partners.

During an interview with www.proactiveinvestors.co m, the firm said, “What is interesting to note is that very little is being given away by the Hammerhead discovery already in the block, which given the abundance of high-quality seismic significant improves exploration confidence, even if exploration risks remain.”

The company concluded, “Whatever the outcome, that Hammerhead has been observed as coming on to the licence already means that the Company has more than exploration value, but the question is how much. These are luxury problems to have, and ones which we believe will result in value creation for the Company and its shareholders.”

Also speaking on this matter recently during an i n t e r v i e w w i t h www.proactiveinvestors.co. uk as well was Eco's Chief Executive Officer, Gil Holzman. The CEO spoke extensively about the plans for drilling offshore Guyana for 2019.

In this regard, he was asked to say why the company is looking to start drilling on the eastern side of the Orinduik Block as opposed to the southwestern side where Exxon's Hammerhead-well is located.

Holzman said, “Hammerhead is a discovery made by Exxon. They drilled discovery based on our 3D and we see that, (and) let me put it very conservatively, it is highly likely that the Hammerhead discovery

He noted that other prospects within its block but close to the Hammerhead well are not to be construed as extensions to the Exxon discovery.

Civil society in Guyana: An uneasy alliance of momentary convenience Guyana is in the throes of yet another political crisis; and a political crisis in this country signifies both racial and social crises. In fact, matters are even more comprehensive and complex than that, for there are extensions of these crises into the bureaucratic, business, and economic spheres, to name a few other places. It is a set of circumstances, that call for a stabilizing and authoritative presence.

This is a role that, in the absence of political commonsense, good faith, and goodwill, a robust and wellregarded civil society grouping is tailor-made to fit and address. There is a problem, a conundrum, to be more precise: there is something that resembles civil society, that calls itself civil society; but it really is not, when closely and critically examined.

To begin with, civil society in Guyana may be best described as an uneasy alliance of momentary convenience; it appears sporadically, and under different formats. Peace, equity, constitutional obligations, and parliamentary powers are stirring planks; but these have to be uninterrupted mental, emotional, and spiritual pursuits to influence change.

A key characteristic of civil society is that the group operating under that umbrella is more visible and audible during moments of political conflict. In other words, it is not the same sustained presence at most other times. It can be argued that that does not make for a formidable body; or one that is dedicated to calling attention to social ills that have either political roots or political flavours.

In addition, the very composition of civil society opens it to claims - whether justified or unfounded - of intrinsic bias, political bias. In Guyana, this is the equivalent of a kiss of death. This interferes severely with the body, well-pedigreed to some extent, as to its credibility. In leading political circles, there are sentiments that will not go away, which are grounded in the belief that one of the aims of civil society is to undermine one political party to the benefit of the other.

That is, that civil society cannot be an objective broker, and though there may (may) be the forced courtesies and motions of giving a listening, there is no real hearing, and it is a pro forma exercise for purely public relations purposes.

Further, politically cornered parties and their leaders are savvy enough to sense - or imagine -economic priorities that do not coincide with policies introduced; and that elements within the local civil society entity are skillfully using that as cover for their own ends, and that the calls and pressures are just so many smokescreens to conceal those same ends.

Ends that are inimical to the continuity of political supremacy of incumbents, or that sabotage political aspirations of others to overcome. The leadership - and to some degree, grassroots thinking - is that civil society is striving to wear at least two conflicting hats at the same time, and that opens to serious questions, as to authenticity of intentions.

For its part, churches should have been dominant and in the vanguard of any bona fide civil society grouping, but that priority and urgency is relinquished; there is contentment to be a part of a massed whole. With that comes the loss of that distinctive spiritual authority, and the unique ecclesiastical identity with which Guyanese used to attach so much faith.

The churches ought to be at the wheel; they are satisfied with being one of the wheels, and the less visible, the better.

Moreover, the churches in Guyana, also, suffer from being part reflection, and part microcosm, of the divisions and tensions so pervasive in this society. Part of this has been subtly cultivated, some of it allowed to fester unaddressed.

Last, professional bodies that can be difference-makers are either too preoccupied; or have vested interests that render them suspect. Ditto, the trade unions. Thus, the fate of this country revolves around the dictates of established political masters, accustomed to calling the shots and getting their way. Thus, a society hangs.

The country is eagerly awaiting to see how this political drama will unfold DEAR EDITOR, It is clear that the Guyana Elections Commission (GECOM) is being used as the scapegoat for delaying national elections beyond the constitutionally stipulated time.

This is a dangerous precedent, which certainly does not auger well for the future of democracy and the rule of law in our country. We seem to be going back to the days when the Elections Commission was a willing creature of the then PNC administration and was instrumental in the facilitation of fraudulent elections for a period spanning over two decades.

The country is now plunged into what many regard as a constitutional crisis. The body-politic has been dealt a severe blow by the stubborn refusal to abide

by the dictates of the Constitution. This could have serious implications as to how we are viewed by the international community especially at this time when the country is on the cusp of realizing its new status as an oil producing nation.

History will judge us harshly if we allow the country to drift into the backwater of undemocratic states.

In this regard, we all have an obligation to put country ahead of narrow partisan interests.

Too much is at stake and it is therefore imperative that we rise above the political fray and demonstrate to the rest of the world that we have what it takes to move this country forward and in the best national interest.

It is evident by now that there is not going to be any

elections before the life of this current List of Electors come to an end on April 30.

In fact, the Chairman of the Guyana Elections Commission has written to President Granger informing him that GECOM would be unable to deliver credible elections before November of this year and has in fact proceeded to put in place the mechanisms for new houseto-house registration despite strong objections from Opposition-nominated Commissioners.It boggles the mind that GECOM is unable to deliver credible elections within a threemonth period, having only recently delivered a broadly acceptable Local Government Elections. In fact, the whole idea behind the introduction of Continuous Registration by GECOM a few years ago was

to be in a position to update the National Register of Registrants (NRR) on a regular basis from which a List of Electors could be extracted to allow for any eventuality such as the one in which we now face.

The requisite Claims and Objections mechanisms would then be automatically triggered once an elections date is announced by the President .I am convinced beyond a shadow of doubt that notwithstanding what is being submitted to President Granger, better can be done and elections can be held long before the timeframe given by GECOM. The country, indeed the entire international community, is eagerly awaiting to see how this political drama will unfold.

The no confidence motion Frankenstein cannot be permitted to devour our Constitution DEAR EDITOR, Hitherto I had restrained myself from commenting in your letters column on this No Confidence motion matter. I am aware that there is a considerable readership that wants to read my views.

But I am a member of the Attorney General’s battery of Lawyers.

Therefore, I conceived it right, and proper, not to comment by letter as the matter is sub judice.

Not anymore.

Comment I must. There is an overriding public interest that compels a lettered response to the nauseaus inciteful misconceptions of a Senior Counsel in Ralph R a m k a r r a n ’s S u n d a y Column “The Court of Appeal can shine a legal light on the way forward” (SN, Sunday, March 17, 2019).

Editor, with an accustomed degree of reckless disregard for constitutional intricacies, and preference for political expediencies, Mr. Ramkarran writes thus “... by the Government’s failure to fix a date for elections before March 21, the Government becomes illegal on March 22... President Granger blithely ignores the nation’s right to elections and relies on the invented veto, which he has accorded to the Elections Commission... On

the morning of March 22, all Guyanese will awaken to the existence of a Government that is a usurper... HAS NO AUTHORITY OVER THE SECURITY FORCES... what happens next. If the Court of Appeal does not wish to abandon the nation to constitutional darkness, as some would say is its duty it would have to give us the answer and appropriate guidance...”

Readers are entitled to be educated and made aware that there is no express wording in the constitution, which provides that the Government will be “illegal”. Nor has the Chief Justice (ag) ruled that it will be. Even the most ardent and gullible supporter of the opposition must ask Mr. Ramkarran this question: if the APNU + AFC government will be “illegal”, who then in law, and fact, will be the legal government? On the morning of March 22, can the Court of Appeal exercise some jurisdiction to impose another government to replace the supposed “illegal” one? Politicians wishing to inflame would use the word “illegal”; but for the jurist, the only issue is, whether the government will be constitutional, or unconstitutional; and that

issue defies the simplicity of notions of “illegal”, and brings into sharp focus the intricacies of our Constitution. Readers here are the constitutional truth.

First and foremost, the 7th Parliament, which purported to introduce no confidence motion regime into the Constitution in 2000, some twenty (20) years AFTER the constitution had come into force on 6th October 1980, could not, and is not permitted by the Constitution, to use a less valuable or significant provision / article of the Constitution to interfere with rights and duties created by the framers / makers of the Constitution by, and in, provisions / articles that are much more valuable. Nor could the 7th Parliament by such less valuable article foist on a President, duties or limitations different from those provided by the more, or most, valuable articles.

This you might think is pure common sense or constitutional logic; and it is supported by our highest judicial authority, the Caribbean Court of Justice in Cedric Richardson case (the reader would observe that I have in the interest of simple reading avoided the use of legalise such as “inconsistent” and

“inconsistency”).

Second, whether deliberately, unwittingly or otherwise, Mr. Ramkarran ignores or disregards this intricacy of the attribution of differential value and writes, you might think, as if the no confidence motion carries a higher value, in the constitutional scheme of things than GECOM’s power over elections [even a power to POSTPONE a date proclaimed / appointed by the President – Article 162 (2) (a)] Not at all. And this is one of the curiosities of our Constitution. The Constitution attributes to Article 106 (the no confidence motion Article) t h e L E A S T O R SHALLOWEST VALUE; it attributes to GECOM’s provisions the second highest level of value. And guess what readers? Stop and pause and think on this: it attributes to the PRESIDENCY THE HIGHEST OR DEEPEST LEVEL OF VALUE. This was done by protecting articles directly relating to the Presidency such as 51, 89,99 with the best and strongest security by requiring a REFERENDUM for any change or impact whatsoever on them. Questions about the HPV Vaccination Programme DEAR EDITOR, The Ministry of Public Health in Guyana has stepped up its campaign to administer the Human Papilloma Virus (HPV) vaccine to children in schools. There is much being said about the vaccine and the programme, both by those implementing it and those who appear to be affected by it, such as parents.

As a parent of two very young children, one of whom is in nursery school, I am not yet directly confronted by the choices facing other parents. I do, however, share some of their concerns, and have questions of my own that I’d appreciate being answered before being confronted by those choices.

On Sunday last, March 17, 2019, Kaieteur News ran a double page message from the Ministry of Public Health addressing HPV and the vaccine being provided. I have also seen the consent form received by some parents in respect of the

vaccine. From these pieces, and against the background of information obtained from other sources, I would appreciate if the following questions can be addressed by the Ministry.

My first question is in relation to the manner in which the programme is being implemented. There is information that parents from at least one school were informed that the Head Teacher gave permission for nurses to administer the vaccine to the children of that school. Those parents were also informed that if they do not want their children to receive the vaccine, they must write a note to the school indicating this. I am aware that other schools are sending permission slips, but is the Ministry working to ensure that ALL schools follow this protocol? I would also like to know if Parent-Teacher Meetings have been utilized in educating parents about this programme.

My other questions deal with the transmission of

HPV. One permission slip sent to parents states that “The HPV vaccine is the only guaranteed way to prevent cervical cancer in women”, while the double page message in the newspapers states that, “Contrary to popular belief, HPV is not spread only through sexual contact. It is also spread through direct skin to skin contact with an infected area or bodily fluids”.

Apart from the fact that the American Cancer Society says that HPV is not the only cause of cervical cancer, the World Health Organization (WHO) says that HPV is sexually transmitted and the American Center for Disease Control and Prevention (CDC) says that it is transmitted through intimate sexual contact.

Though it is clearly stated that this is not limited to penetrative sex/sexual intercourse, the only exception to transmission by sexual contact with the genital area of an infected person identified is mother-

Clarity is needed on that $72.8M payment voucher DEAR EDITOR, There is a payment voucher in circulation purportedly issued by the Ministry of Legal Affairs in favour of Dr. Francis Raphael Alexis for $72.8 million. Dr. Alexis has been retained by Attorney General Basil Williams to argue the appeal in two of the Confidence cases before the Court of Appeal.

I have no reason to ascertain the authenticity of the payment voucher and have some doubt that even Basil Williams would pay such an exorbitant sum in one of the most frivolous appeals before our courts for decades. For now, I am prepared to give the benefit of an explanation to Mr. Williams but ask that he respond to the following

questions: 1. Is the purported payment voucher authentic and a payment of $72.8 million was made?

2. Is this a final payment, and if not what is the total sum to be paid to Dr. Alexis?

3. What is the scope of Dr. Alexis’ retainer?

4. From which line item is the sum of $72.8 million and any other sum to be paid?

5. At which level of the Government was the decision made to recruit Dr. Alexis and what was the sum approved?

First, considering that both WHO and the CDC say that HPV is transmitted through intimate sexual contact/contact with the genital area, is it true that HPV is also transmitted via bodily fluids?

And, if so, through which bodily fluids can it be transmitted?Second, in light of the fact that HPV is said to be transmitted through intimate sexual contact, would having sex with only one person, who only has sex with you, also be a ‘guaranteed way’ to prevent cervical cancer (caused by HPV)? The double page message appears to say this at No. 3 under ‘How can I prevent any HPV related infection?’, where it says that everyone can be protected from HPV infection if they only have sex with one person during their lifetime and their

partner does not cheat.

However, this is listed after getting vaccinated and using a condom, the latter of which admittedly cannot guarantee protection. It is, therefore, not clearly stated that two persons only having sex with each other throughout their lifetime is a guaranteed means of preventing transmission.

To be clear, in respect of my question in the paragraph above, if persons abstain from sexual activity (not just intercourse but any genital contact) until marriage, and then remain faithful to each other in marriage, isn’t this a ‘guaranteed way’ to prevent cervical cancer caused by HPV, as well as every other sexually transmitted infection? And, if this is so, isn’t the message to parents on those consent forms misleading, especially if that is all that they ever hear about HPV? I understand that the general thinking is that abstinence until and faithfulness in marriage is not common, but shouldn’t persons who hold and live by

such values, and desire to share such values with their children, benefit from the full information instead of being scared into consenting to what the Ministry desires to do?

If it is that HPV is only transmitted through some form of sexual activity, part of the responsibility of the Ministry should be to inform the public of the importance of the choices that we make in this respect, as well as the benefits of making certain choices and potential harm of making others. This is particularly so since HPV is only one STI of many.

Previously, when the focus was primarily on the Human Immunodeficiency Virus (HIV), condoms were the most popularized means of prevention (even though it was also not an absolutely guaranteed way to prevent HIV transmission).

However, persons who had sex with condoms to prevent HIV transmission were constantly putting themselves at risk for HPV transmission, against which (Continued on page 6)

An example of a disrespectful citizen Guyana must obtain financial independence DEAR EDITOR, By now, most Guyanese have had a chance to hear, see and assess Bharrat Jagdeo. Much has been said and written about this individual.

One observation, which does not escape most is the fact that this poor boy from Mahaica now lives in a big mansion by the seaside.However, the focus of this article is not to deal with Jagdeo’s unexplained wealth but with his penchant for insulting people. I believe that the public and media should find a way to tell Jagdeo that this kind of behaviour would not be allowed from a public figure. I believe that domestic violence increase in a society when people who are high profile treat women with disdain or little respect.Years ago, Ms. Varshnie Singh, Jagdeo’s reputed wife told the entire nation of the treatment she endured while living with Bharrat Jagdeo. The sum total of the actions were a lack of love but instead, an abundance of domestic abuse.Two weeks ago, the news reporter, Ms. Nazima Raghabir attempted to ask Jagdeo a simple question.

The way he handled this woman leaves no doubt in the minds of people that Jagdeo does not care how he treats citizens of the country, but moreso women.During the PPP’s internal election for a presidential candidate, the lone female withdrew. This seemed strange. Was she forced, pressured or otherwise discouraged? The public does not know.

Compare this with the PNC’s elections.

Volda Lawrence went up against two male candidates and she prevailed.

It seems to many of us in the public that Jagdeo operates like a spoilt child. When he does not get what he wants, when he wants, he throws a tantrum.

I ask myself, what must sometimes pass through the mind of Mrs. Irfaan Ali, if her husband must be in such close proximity to a man who has such slight regard for women, heaven help her if her husband ever asks Jagdeo for any advice.Finally, women of this country should make a statement. They should think very carefully about the support they may give the PPP. Although Irfaan Ali is the candidate, Bharrat is the power behind the throne. A vote for Irfaan is really a vote for Bharrat. Why should women reinforce the negative behaviour of a man who would influence the behaviour of others and hasten their demise?Role models, whether good or bad, do influence the behaviour of people.

If and when young men in this country witness Jagdeo’s consistent behaviour towards women it is not difficult to understand why those who are easily influenced by negative behaviour would want to follow suit.For a high profile figure, Jagdeo must not be allowed to do and say the things he does without being challenged. Women in this country must stand up and speak out.

Questions about the HPV Vaccination ...

It is clear, then, that the information that using a condom was practicing ‘safe sex’ was not only misleading, but was, and continues to be, harmful.Now that HPV has risen to the fore, and the HPV vaccine has been developed, the public is being told that children must

be vaccinated to protect against transmission of this STI. I assume that condoms will still be promoted to prevent transmission of HIV and other STIs (though still not a guaranteed means of prevention, according to the CDC). Is it possible that another STI may then require another means of ‘guaranteed’ protection?If abstinence unti l a n d faithfulness in marriage would guarantee protection against those STIs and ALL others as well, isn’t this still valuable information that should be highlighted to the public? And if the time to

decide whether children should be immunized against an STI is while they are in schools before they become sexually active, shouldn’t it also be imperative to educate them at this stage on the potential consequences of the choice to become sexually active or not?It is not for the Ministry to decide whether persons will choose to abstain and/or be faithful.It is the responsibility of the Ministry to arm persons with the best information available to make informed choices for themselves. It is in this light that I write, requesting and hoping that the Ministry will address the questions/concerns raised above.

DEAR EDITOR, When I was pursuing my math education training with the University of the West Indies in the 1990’s, I was taught that developed economics dealt more in manufacturing than the developing economies. For example, we would sell them pineapples. They can it and sell us back for a higher price. It is called adding value to the product.

The fact the United States manufacturing base has been decimated and their trade deficits and external debt has grown c o m m e n s u r a t e l y, s u g g e s t s t h a t industrialization is key to financial independence.

Political independence is de Jure self-

government while financial independence is de facto independence. If Guyana wants to be free and prosperous Guyana must obtain financial independence, if not Guyana will be easily pressured to be a servant of developed countries. For example look at the derisking fiasco and the blacklisting debacle, which illustrates the vulnerability of Guyana to the caprice of developed countries like the United States (US) and the European Union.

The rivalry between the US and China will intensify.

Countries like Guyana will become pawns in their struggle for global hegemony. Financial independence will give resilience to weather the global struggle for dominance.

Third, the 7th Parliament could not by votes alone in the National Assembly (even all 65) and the President’s assent, and without also a referendum, purport to subvert, impair, dilute or water down rights or powers conferred or invested in the Presidency under Articles 89, 99. By this most valuable Article 89 itself, the President (for the time being) is the “Commander-in-Chief of the armed forces of the Republic “Only by a referendum can that power which President Granger extantly has, be interfered with. The no confidence motion carried by 33 votes is certainly NOT a referendum.

On the morning of March 22, President Granger by Article 89 of the Constitution will be the Commander –in–Chief and have ABSOLUTE authority over the GDF. No amount of sterile, inflammatory, politically expedient argumentation about “illegal” can change that. (Again for simplicity of reading. I have deliberately avoided such constitutional legalise or nomenclature as entrenchment, guarantee, supremacy etc.)

Fourth, President Granger has not “invented veto” for GECOM. The Constitution itself has invested GECOM with veto power. The Nation is credibly and reliably made aware of GECOM’s is position of its practical unpreparedness or inability to conduct, now, general and regional elections. It is an open question of interpretation, on which

presently there is no authoritative judicial ruling, whether postponement, or, postpone-ability of elections within Article 162, permits a President to take notice of G E C O M ’s p u b l i c i s e d position of unpreparedness (a fact that can be deposed to

by Affidavit) and act on that virtual certainty of a postponement, and defer appointment of a date for election. The President cannot be expected to capriciously and whimsically appoint a date no later than March 21 and face the virtual certainty of postponement, and so act in VAIN. Vanity is not excused by what the purveyors of elections now may presume to be the President’s duty.

And if Courts do not act in vain, our jurisprudence cannot expect the Executive to. The law of elections is not some abstraction, nor is it to be applied as if we exist in some classic utopian void.

The Constitution is not asinine as to require a President in the face of indications of unreadiness

by GECOM, to appoint a date before GECOM is ready and has indicated its readiness. That is pure and simple, a necessary implication. And readers must be told (one does not expect the Ramkarrans and Rams to do so) that to ensure the impartiality and independence of GECOM, the Constitution itself (Article 226 (1) & (7) has prohibited GECOM from being directed or controlled directly by any authority (including the President).

This is the constitutional truth and reality; the “invented veto” argument is misleading nonsense.

I am convinced that upon a true interpretation of the constitution, GECOM’s state of readiness is, and must be, a relevant and

material consideration in the exercise of the President’s functions to appoint a date for elections and dissolve Parliament in which event the President’s legislative capacity (Article 51) ceases but his Executive capacity (Articles 89 and 99) persists and continues until a swearing in of the elected President happens. I can conceive of no reason in constitutional theory that will preclude GECOM from disclosing its incapacity.

Why should such incapacity be some matter of secrecy? It is plainly delusional to expect a President to ignore such disclosure. And if GECOM by a majority decides its incapacity, it is settled law that the Courts has no jurisdiction to entertain any question as to the validity of that decision [Article 226 (6)]. Ramkarran ignores this truth.

I end with this: the Rule of law requires that the Executive, the Parliament and Judiciary alike respect and obey the Constitution.

Those who, rightly, preach obedience, owes it to their congregation to tell them that like George Orwell’s “Pigs”, some provisions in the Constitution are by the Constitution itself more valuable than others. And that any interpretation that trivializes the most valuable provisions and accords to the least valuable ones more importance is self-evidently unsound and wrong. That absurdity is what Ralph Ramkarran preaches. The no confidence motion Frankenstien that he as a member of the Constitution Reform Commission helped to create in 2000, cannot be permitted to devour our Constitution; nor one of its most valuable tenets – the Presidency.

Jagdeo to turn up heat on Gov't following constitutional deadline O

pposition Leader, Bharrat Jagdeo has said that the pressure is set to increase on the Coalition Government after today's (March 21, 2019) Constitutional deadline.

Jagdeo has been accusing the Government of ignoring the constitutional provision by failing to call elections in accordance with the Constitution and the decision of the High Court.

In addition to the passage of the motion, the Court had ruled that the no-confidence vote cast on December 21, 2018, is irreversible. It upheld the argument that the 33-32 vote is a majority of all the elected (65) members of the National Assembly on a vote of no-confidence.

Quoting the constitution, the Court ruled “Notwithstanding its defeat, the Government shall remain in office and shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not

Addressing media operatives at his weekly press briefing yesterday, the Opposition Leader sought to reassure his supporters that the party will not let up on the Government easily.

“We will make life very uncomfortable for those who are occupying offices illegally; who have been violating our Constitution, and who in their self interest will push our country into a crisis.” Additionally, Jagdeo said that the PPP has already taken steps to have international sanctions imposed on “the illegal government.”

“We will continue to seek international condemnation of this government.

We have already sought those sanctions. We have written to a number of international organizations arguing for non-recognition of this government after March 22.” The PPP Chairman noted that the Party will continue push for sanctions

The Leader of the Opposition, Bharrat Jagdeo, opines not. In fact, for all the arguments the government has made to support its contention that House-toHouse registration is necessary, Jagdeo believes that he has already provided solutions, but that they have fallen on deaf ears.

At his press conference at the Office of the Leader of the Opposition yesterday, he iterated that the government would realise that any point it raises at this time would be moot, if only it heeded his suggestions. Even then, he said that government would not have had to worry about the prospect of an unclean list if it had moved to prepare for elections, without procrastinating after December 21, 2018, when the motion of no-confidence was carried.

Jagdeo said that complaints about the list being bloated are insincere, because government used that list to hold Local Government Elections last N o v e m b e r. T h e s a m e commissioners – the three

which are government aligned – hadn't complained about the list about that time, but they're doing so now because they are part of a conspiracy with government

to delay elections, according to the Opposition Leader.

Former Deputy Chief Elections Officer disputes November Elections timeline

ormer Deputy Chief Elections Officer (DCEO) Vishnu Persaud is disputing the capability of the Guyana Elections Commission, (GECOM) to hold Regional and General elections by this November, following the exercise of House to House Registration (HtHR).

Persaud expressed his v i e w s o n t h e m a t t e r, following an announcement

by Chairman of the GECOM (ret'd) Justice James Patterson.

In a letter to the Editor, the Former DCEO noted that based on his knowledge and experience in the conduct of registration and election projects, it is impossible for GECOM to hold General and Regional Elections by November, 2019 following a House-to-House Registration exercise.

To further corroborate his views, Persaud outlined the timeline of crucial tasks essential to holding elections.

Alluding to the tasks which range from the shortlisting of applicants/training of enumerators to Nomination's Day, Persaud noted that (HtHR) is likely to last for at least 68 weeks. The former GECOM Official said that given the delineated tasks, by his estimation, it will not be possible to have General and Regional Elections until June 2020 at the earliest if HtHR were to be conducted.”

“In view of the foregoing, it must be crystal clear to all concerned that General and Regional Elections cannot be held this y e a r, ( m u c h l e s s i n November of this year), as the sequel to a HtHR…”

He said further that his communiqué outlined the key tasks only.

“It is not all inclusive.

For example, the conduct of fingerprint crossmatching could be delayed as a result of the vendor providing this service insisting on full advance payment necessitating the acquisition of quotations, going through the legislative procurement procedures, signing of contract etc.”

“I specifically did not include the production and distribution of National Identification Cards towards ensuring that all persons who are registered (during HtHR should it be done) and who would be eligible to vote receive their cards before Election Day as this would not fall in the critical path of the comprehensive plan for the registration-elections

He said that the timeline of the activities can be crunched, but it all depends on the capacity of the staff.

Elections matters, the Chief Elections Officer (CEO), Keith Lowenfield is highly capable of managing elections under the circumstances, which follows a No-Confidence motion.

He said, however, that it is important to note that essentially it is the Commission (Chairman and Commissioners) that must agree on crucial matters related to the holding of elections.

After several weeks of delay, GECOM's Chairman announced that he had written President David Granger telling him that elections cannot be held before late November.

Patterson said that

according to the GECOM Secretariat, the earliest that elections could have been held, catering for the houseto-house registration, is this year end - provided that enough resources are released.

“In consideration of all of the above, the fulfillment of the various conditions highlighted, the removal of the external impediments, and based on the advice I have been given by the Chief Elections Officer, I would proffer that the Commission would be in a position to conduct General and Regional Elections no earlier than late November 2019 with an Official List of Electors having a qualifying date of October 31, 2019.”

Carter Centre lends a hand to GECOM

A

meeting was held yesterday b e t w e e n officials from the Carter Centre and the Guyana Elections Commission (GECOM), where the former proposed a few solutions to sort out issues related to the credibility of the Official List of Electors and the current issue of when elections should be held.

Commissioner Vincent Alexander said that one of the suggestions put forward by the Carter Centre officials

could see elections being held as early as August, but that that would necessitate the cleansing of the list.

This cleansing, according to Alexander, involves the activation of a law in the National Registration Act, to remove the names of persons who have migrated.

“There is a mechanism by which the list could be cleansed of persons who are resident overseas, not interfering with their constitutional right, because

the same regulations would permit them, if they wanted to be involved in the elections, to be home at the time of claims and objections to get their names back on the list,” he said.

Alexander said that he may consider the proposal.

Commissioner Sase Gunraj indicated that the proposals, though being considered, would now depend on President David Granger and Opposition Leader Bharrat Jagdeo to make the final decision.

140 Venezuelan migrants take ferry to city

inister of Citizenship, Winston Felix, has confirmed that a total of 140 Venezuelan migrants arrived in Georgetown at 05:00h yesterday morning on the MV Barima, which departed from Kumaka in the Barima-Waini (Region One) the previous day.

The Minister disclosed that the migrants were documented, immunised, and taken to the Guyana Police Force's Headquarters, Eve Leary. Of the total number of migrants, about 70

of them had connections, whether relatives, friends or acquaintances, in the city; into whose care those persons have since been released.

An additional 66 who do not have any connection on the coast, remain at Eve Leary where they are being provided with meals. “We are seeking to source…longterm arrangements for them i n t e r m s o f accommodation…but so far we are in control of the situation.

[United Nations High Commissioner for Refugees] and IOM [International Organisation for Migration] and we are managing the situation with their support,” Minister Felix said.

Caretaker found dead in yard had Tuberculosis

A

post mortem performed on the body of 50-year-old Lancelot Grandsoult, the caretaker who was found dead in a yard at Costello Housing Scheme, revealed that he had Tuberculosis.

Police reported yesterday that the post mortem was performed by Dr. Nehaul Singh, and it was determined that the deceased succumbed to Mycobacterium Tuberculosis, which had caused a hole in his lungs. This has

caused a large quantity of blood to exit through his mouth and nostrils.

Grandsoult was found lying in a pool of blood at around 07:30 on Monday last.

A bucket was found with what appeared to be blood quite close to the body. Dried blood was also discovered on the areas of his mouth, ears and nose, according to police reports.

No marks of violence were found on the body.

He did not divulge details of the proposal.

Grandson of President Jimmy Carter and Carter Centre official, Jason Carter, told members of the media that the Centre has a vested interest in Guyana's wellbeing, and that it is here to lend support to the country.

He said that the role of the Carter Centre is “unlimited” but that the solution of the current issues ultimately rest on “the cooperation of the political leadership of this country, and we are optimistic.”

Three important yet stupid institutions in Guyana

I

may be wrong, but I was under the belief all these years that the ERC had judicial power and that it can compel an interested party to appear in front of it to testify in a matter of national importance. It doesn't appear so.

When the ERC began to investigate ethnic distribution among scholarship holders during the reign of the PPP, it appointed an academic to the research. The Public Service Ministry did not cooperate and refused to submit data.

There could not have been a definitive conclusion to the study. The power cancer that has been eating up this country was at work at that time.

It didn't suit the PPP government to change the legislation to give judicial power to the ERC so it can subpoena people and, if they refuse, legally compel them to comply. The PPP would never have contemplated such a direction, because the complaint was against the PPP government itself. This is the cancer. When you are in power you believe it would last forever. Then it turns around and bites you in the ass.

We have two glowing situations where the PPP is being bitten in the behind.

First, it introduced the change to the constitution to invest the presidency with the authority to unilaterally appoint the GECOM chairman. Why would the PPP not stick with the Carter formula? Because since the PPP will be in power forever, then it is to the PPP's advantage to have the president pick the GECOM head if necessary. Well, we

now see who is getting bitten.

The second situation is the ERC's investigation of ethnically-based hiring practice requested by, of all persons, the PPP. As it turned out, the ERC's research could not have been allembracing, because GECOM's Human Resource Manager refused to cooperate, even though she was written to three times. In its report, the ERC stated that the information by the HR person would have been critical to determine if there was ethnic bias in GECOM's employment of nonmanagerial personnel. Again the PPP got bitten in the ass.

Guyana has three important institutions, but there are stupid things. If you have a constitutional body to ensure ethnic balance and ethnic respect are maintained in a multi-racial country, then how can you make pronouncements, recommendations,

indictments, and come to conclusions, if you cannot compel defendants to cooperate?

So John says Ramjohn sent him a text using the “Nword” and copied it to the manager and deputy manager. Both of the latter refused to cooperate with the ERC. How can the ERC conclude that Ramjohn used an ethnic slur?

Then there is the Ombudsman. If God is reading this, I kindly implore that he talk to me and read the law to tell me what powers the Ombudsman has.

He has to be a former judge, is paid handsomely, has his own staff and office, and has powers to investigate. But the state and its institutions are under no legal jurisdiction to act on the findings.

So the typist at a government ministry complains to the Ombudsman she was unfairly passed over for

p r o m o t i o n . O n investigation, the Ombudsman upholds her complaint. Who can compel the minister to promote her?

If the minister is like the philistines that were in the PPP government or those in the present APNU+AFC cabal then the story ends right there, and then if the Minister says he is not promoting her.

Finally, the man of the moment – James Patterson, Chairman of GECOM. I always asserted in these columns my right to voice my opinion once they are not libelous or in bad taste with the use of words. It is my belief that James Patterson is biased in favour of the ruling party and will remain so. I further feel that GECOM may not hold credible elections under Patterson in the future. But let's talk about the stupidity of GECOM. Where in the world is an election commission headed

In Guyana, elections are administered by people who are high-up in the competing parties.

It is a contradiction in terms. A judge cannot be the defendant in a case against illegal land acquisition that the plaintiff brought against him. But GECOM's shape is as stupid as that. And we are seeing it graphically, with the head of the PNC appointing the chairman of GECOM. Oops! I am terribly sorry! I hereby apologize to His Excellency the President. It was the president that appointed Mr. Patterson, in his capacity as president of the Republic. It was not the leader of the PNC. Can you dig the difference?

No-confidence motion case…

Court has no authority to overturn Speaker's ruling - Attorney Datadin argues I

n January, Speaker of the National Assembly Dr. Barton Scotland upheld the passage of the No-Confidence Motion resolution, declining a request

by Government to reverse s a m e . S o m e t i m e a f t e r, Resolution No. 101 was issued—this is a certification by the Clerk of the National Assembly Sherlock Isaacs that the No-Confidence Motion was validly passed by a majority vote. Later that same month Chief Justice Roxane George ruled that the No-Confidence Motion was validly passed in the National Assembly on December 21, 2018 by a majority of all 65 elected members, which she underscored is 33 and not 34 as the Government has insisted.

These were some of the matters of contention when a panel of Judges including Chancellor of the Judiciary Yonette Cummings-Edwards commenced hearing arguments in an appeal filed by

private citizen Compton Reid in one of the No-Confidence motion-related cases.

The matter being heard concerns Reid versus Dr. Scotland; expelled Alliance for Change (AFC) Parliamentarian, Charrandass Persaud; Attorney General, Basil Williams; Leader of the Opposition, Bharrat Jagdeo; and Joseph Harmon in his capacity as representative of A Partnership for National Unity (APNU).

Among other things, Reid is asking the court for an order setting aside the order of the Speaker that the No Confidence Motion, Resolution No. 101 was passed by the National Assembly.

Presenting arguments on behalf of Persaud yesterday was Attorney-at-Law Sanjeev Datadin who contended, “It is respectfully submitted that no Court has the power to go beyond or behind the hand of (the Speaker) Dr. Scotland. I am saying that, that which he has accepted as being

passed, as unlawful.”

“Even if it is unconstitutional?”, queried the Chancellor. Responding Datadin contended, “The unconstitutionality would relate to the result of which would be as if it were an act.

So it wouldn't be that the confirmation of the Speaker is unconstitutional. It would be the act that was passed by P a r l i a m e n t i s unconstitutional. That is not the circumstance which we are facing.”

Despite declaring that expelled Alliance For Change (AFC) Parliamentarian Charrandass Persaud, who voted in favour of the noconfidence motion against the Coalition Government, is not qualified for elections as a member of the National Assembly on the basis of dual citizenship by virtue of his allegiance to Canada, a foreign State, the Chief Justice had ruled that his dual citizenship does not invalidate the no-confidence

motion. This ruling was based on Article 155 (1) (a) of the Constitution of Guyana which states, “No person shall be qualified for election as a member of the National Assembly who is, by virtue of his own act, under any acknowledgement of allegiance, obedience or adherence to a foreign power or State.”

According to the Chief Justice, Persaud's vote was deemed valid in accordance with provisions under Article 165 (2) which states, "The Assembly may act notwithstanding any vacancy in its membership (including any vacancy not filled when the Assembly first meets after the commencement of this Constitution or after any dissolution of Parliament) and the presence or participation of any person not entitled to be present at or to participate in the proceedings of the Assembly

shall not invalidate those proceedings."

Addressing the Court in this regard, Datadin argued that whether or not Persaud was entitled to participate in proceedings of the National Assembly, the Speaker's declaration of Resolution 101 means that the proceedings were not invalidated.

The lawyer contended that any challenge to whether Persaud's seat in the National Assembly is valid should have been brought by an elections petition, 28 days after voting as held by the Chief Justice in her rulings. Moreover, Datadin pointed out that Article 58 (1) of the Constitution provides for a penalty for unqualified persons sitting or voting in the NationalAssembly.

That Article states, “Any person who sits or votes in the National Assembly, knowing or having reasonable ground for knowing that he is not entitled to do so, shall be liable

Subsection (2) says, “Any such penalty shall be recoverable by civil action in the High Court at the suit of the AttorneyGeneral.”

Datadin submitted that Article 64 of the Constitution gives the High Court powers to inquire into the membership of the National Assembly in accordance with Article 163 which speaks to the determination of question as to membership and elections. However, he said that the High Court has limited jurisdiction in terms of inquiring into the affairs of Parliament.

Exxon said that Hammerhead-1 encountered approximately 197 feet (60 metres) of high-quality, oilbearing sandstone reservoir. It said that the well was safely drilled to 13,862 feet (4,225 metres) depth in 3,773 feet (1,150 metres) of water. The Stena Carron drillship began drilling for the well on July 27, 2018.

“The Hammerhead-1 discovery reinforces the potential of the Guyana basin, where ExxonMobil is already maximizing value for all stakeholders through rapid phased developments and accelerated exploration plans,” said Steve Greenlee, President of ExxonMobil Exploration Company.

He added, “Development

options for Hammerhead will take into account ongoing evaluation of reservoir data, including a well test.”

Hammerhead-1 is located approximately 13 miles (21 kilometres) southwest of the Liza-1 well and follows previous discoveries on the Stabroek Block at Liza, Liza Deep, Payara, Snoek, Turbot, Ranger, Pacora and Longtail.

Exxon noted that there is potential for additional production from significant undrilled targets and plans for rapid exploration and appraisal drilling. It said that the Liza Phase One, which is expected to begin producing oil by early 2020, will use the Liza Destiny FPSO vessel to produce up to 120,000 barrels of oil per day.

It said, “Construction of the FPSO and subsea equipment is well advanced.

Pending government and regulatory approvals, Phase 2 is targeted for sanctioning by the end of this year.

It will use a second FPSO designed to produce up to 220,000 barrels per day and is expected to be producing in 2022. A third development, Payara, will target sanctioning in 2019 and use an FPSO designed to produce approximately 180,000 barrels of oil per day as early as 2023.”

The Stabroek Block is 6.6 million acres (26,800 square kilometres). ExxonMobil affiliate, Esso Exploration and Production Guyana Limited, is operator and holds 45 percent interest in the Stabroek Block. Hess Guyana Exploration Ltd. holds 30 percent interest and CNOOC Nexen Petroleum Guyana Limited holds 25 percent interest.

He said that President Granger argued for similar sanctions in 2014, when the then President Donald Ramotar prorogued and subsequently dissolved parliament to prevent a motion of no confidence from being brought against the government by the opposition.

In this situation, former President Ramotar was executing a Constitutional right of the president – to prorogue the parliament as he saw fit, Jagdeo said. However, in this

current impasse, there is no Constitutional protocol that allows the government to disregard a Constitutional deadline set by the passing of a no-confidence motion. So, Jagdeo said, sanctions by the international community are even more necessary.

Jagdeo said that the organisations with responsibility to take action across country lines include multilateral institutions and the global community of governments.

He said that there is a global good, which every government has a responsibility to work to defend, and that this is the modus operandi that he expects from the international community.

Countrywide business compliance inspection imminent - CCAC

n its bid to promote and protect consumer interests in relation to supply of goods and services, the Competition and Consumer Affairs Commission (CCAC) will soon be staging a countrywide business inspection.

This is according to Head of Consumer Affairs Unit, Feyona Austin-Paul in an interview with this publication yesterday. She informed that because of the perils consumers sometimes face at the hand of suppliers, the venture was initiated to ensure that suppliers adhere to consumer laws as dictated by the Consumers Affairs Act # 13 of 2011, and the Competition and Fair Trading Act # 11 of 2006.

This newspaper was told that suppliers found guilty of deliberately breaking consumer laws can face fines from $20,000 to $1M, plus one year imprisonment.

A segment of this inspection was conducted last year in Regions 3, 4, 6 and 7, and all outstanding regions will be tackled this year, according to CCAC. One of the areas to be targeted in the inspection is 'Information to Customers' which dictates that a consumer should be furnished with all the relevant information about a product or service before the purchase is made.

'Measurement of Goods' is another, and this dictates that the quantity of goods purported to be sold should correspond with weights and prices charged, and correct measuring devices should be used.

With regard to 'Prices and Fees', the CCAC will be ensuring that displayed prices and fees shall be current and shall state the amount of taxes and related charges separately from the cost of the goods and services.

In relation to receipts, the body will be looking to see that when a supplier sells goods/services to a customer, the supplier gives to the consumer a receipt setting out the purchase price and value added tax separately as paid by the consumer. The date of which the purchase was made will have to be stated, along with a description of the goods/services sold. The receipt should be legible for up to one year.

Warranties are also of vital importance and the

inspection is geared at ensuring suppliers issue standard and explicit warranty in relation to goods sold or services provided.

Subjected to Section (6) of the Consumers Act, a manufacturers' warranty will have to be attached to goods sold or goods provided.

With regard to the returning of goods, the inspection will be focused on enforcing that 'return policies' are in accordance with those of the Consumers Affairs Association (CAA).

Consumers have up to seven (7) days to make the return (subject to CAA conditions), and suppliers can charge up to 10% as a restocking fee.

The information printed on the warranty and receipt documents should reflect this also.

In relation to 'Return of Defective Goods', or unsatisfactory services, policies should be in accordance with those dictated by CAA, and should be correctly reflected on any warranty document.

Commenting on 'Notices on Return of Goods', Ms. Austin-Paul said that a supplier should not post notices stating that goods are not returnable, or that no refunds will be given for goods returned.

On 'Law Away Purchase Sales', she indicated that layaway purchase cancellations by the consumer entitle the supplier to retain 25% of the down payment. This would not apply to cases where the supplier cancels the agreement.

Officers of the Commission conducting the inspection exercise will be attired with proper identification. Businesses in compliance will be issued with a conformity document, while those not in compliance will receive a non-conformity document detailing areas breached and to be corrected. Procedures will be followed to ensure conformity and noncompliant businesses.

Businesses are urged to be in compliance with the provisions of the CAA, Part IV - 'Duties of the Supplier'

No pay for strike days; Rusal workers resume duty tomorrow - barricade removed from Berbice River - union expresses no-confidence in company's advisor

ive weeks after a historic standoff, Rusal workers in Berbice have removed a barricade across the Berbice River, in Kwakwani, and agreed to return to work was early as tomorrow.

For the 91 workers who had their services terminated, they will also return, but not be paid for the time not worked.

These and more are included in an agreement signed yesterday at Aroaima, Region 10, one of the Berbice locations of Rusal/Bauxite Company of Guyana Inc. (BCGI).

It was described as the longest industrial action in recent times. Workers were celebrating after.

They had taken on one of the biggest companies in the world.

According to the Guyana Bauxite and General Workers' Union (GB&GWU), the signing of the terms of resumption (ToR) includes reinstatement of all 61 dismissed workers and those laid off during the dispute - some 30 more. It was agreed that there will be no victimisation or change of conditions for the reinstated workers. There will also be “no compensation for time not worked during the dispute”.

The ToR agreed for the return of the check-off system and clearing of the Berbice River.

“Both parties have further agreed to recognise the sovereignty, Constitution and Laws of Guyana and neither shall act in contravention thereof.”

It was also agreed that a subsequent meeting will be held within 14 days following the full resumption of work and that the union and company will commence negotiation of a new Collective Labour Agreement (CLA).

“The parties agreed that in the pursuit of a new CLA and in the Avoidance and Settlement of Disputes, the procedure used for dealing with same in the old (former) CLA shall be utilised as an interim measure; and (it was) further agreed that all major issues which involve conditions of employment shall be addressed with a view to achieving resolution.”

According to the union yesterday, the workers' struggle with Rusal, a Russian-owned company, is second biggest bauxite purchaser in the world, really began on 22nd November, 2009.

It has “ended after approximately nine (9) years, three (3) months, and twenty-eight (28) days. The recent industrial conflict from February 15, one (1) month and four (4) days”.

LONGEST INDUSTRIAL The union made it clear that in the history of independent Guyana, this is the longest industrial conflict on record - occurring under the Bharrat Jagdeo regime, and continuing under the Donald Ramotar rein. It was only resolved finally under the Coalition Government.

“Looking back, this is a struggle that never should have been. It is a struggle that GB&GWU was bound to come out successful, regardless of how long it went, because the laws were on our side. It is unfortunate, however, in spite of the Constitution and laws that protect workers that successive PPP government ignored the pleas and struggles of GB&GWU to hold BCGI accountable and to protect those who it was bound by Constitution to represent.”

The union in expressing gratitude to Government, unions, media and workers and their families, noted that it was a hard-fought battle with miles more to go. “…still to ensure that what happened here does not repeat itself, not only with GB&GWU but with any union, where the laws of the country are disrespected by successive governments and a foreign company to create unnecessary and prolonged industrial conflict. This is a battle that should have never been.”

Afro-Guyanese more prone to open-angle glaucoma – Ophthalmologist notes, as World Glaucoma Week is observed at GPHC

I

n Guyanese patients, O p e n - A n g l e Glaucoma is the most common form of glaucoma.

In open-angle glaucoma, the angle in the eye where the iris meets the cornea is as wide and open as it should be, but the eye’s drainage canals become clogged over time, causing an increase in internal eye pressure and subsequent damage to the optic nerve.

In fact, it has been found that patients of AfroGuyanese origin are more prone to develop open-angle glaucoma and are more likely to have family members suffering from glaucoma.

This is according to Head of Ophthalmology of the Georgetown Public Hospital Corporation [GPHC], Dr. Shailendra Sugrim, who revealed that glaucoma in Afro-Guyanese patients is usually very severe and more difficult to treat.

According to Dr. Sugrim, over the past years, patients at the hospital have been exposed to the two common methods of treating glaucoma, that is, medication [eye-drops] and laser procedures or surgery.

For the past nine years, the GPHC has been annually coordinating Glaucoma Awareness Activities as part of the local observance of World Glaucoma Week. This year the observance spanned the period March 10-16 and was spearheaded by the hospital’s Department of Ophthalmology.

sessions and the distribution of glaucoma awareness posters.

Patients of the hospital’s Ophthalmology Department were the beneficiaries of free Glaucoma Screening Sessions which were conducted under the theme ‘Check your eyes for Glaucoma’. The sessions were held daily [March 11th – 15th] from 12:00 hours to 14:00 hours with a total of 205 patients being attended to when the screening came to an end. Of these, 11 patients were glaucoma suspects who were recommended for further evaluation, said Dr. Sugrim.

He revealed too that one patient was confirmed to be suffering from glaucoma.

The week’s observance also saw hospital staffers including: clerks, nurses, optometrists, physicians and ophthalmologists taking advantage of routine glaucoma investigations such as vision testing, eye pressure testing [tonometry] and examination of the eye nerve [funduscopy].

Alluding to the distribution of Glaucoma Awareness Posters, Dr. Sugrim said that the hospital’s Ophthalmology Department collaborated with Medi Pharma Inc. to design a Poster to spread awareness about Glaucoma to the general public.

Govt.'s reasons for House-to-House registration not...

From page 7 once more. One of the reasons at the forefront of government's argument is that young people will be disenfranchised. Minister of Public Security, Khemraj Ramjattan, had raised that contention that persons aged 15-17 at the time of the last election would now be eligible to vote, and that they should be added to the list.

Jagdeo said that he provided a solution for this many times.

Firstly, Jagdeo had argued that the General Registrar's Office (GRO) already made provisions for persons who would turn 18 before the cut-off date, and that their names are already on the National Register of Registrants, which was updated in October 2018.

Jagdeo said that the new names would simply have to be added to the Official List of Electors.

Asked yesterday whether he could provide a way to have new voters registered, including changes of address for persons who have moved, Jagdeo had suggested a one-week registration process, followed by a second week for claims and objections.

“If the desire is there, they can easily do a oneweek continuous registration and urge everybody to come, starting that next week, because they have these offices already; that's where the people go.

Then, [put aside] one week more for claims and objections.”

Ramjattan had also supported his advocacy for House-to House registration by saying that there are many

persons who are dead, and should be removed from the list.

Jagdeo had said that this issue could be cleared up “simply by getting the record from the GRO, sharing these records with the two political parties, publishing their names in the newspapers.

Then after two weeks, you remove the names from the list, and you clear out all the dead people.”

“They've argued that there are dead people on the list and we have outlined a process through which they can clear the list of dead people.”

Jagdeo said that the People's Progressive Party has already argued to ensure there is no fraudulent voting, using the identities of people who have already migrated, suggesting a strengthening of all polling day procedures.

He said that he had made a proposal to the President about how that could be done. This proposal includes an enhancement of representation from GECOM at the polling places, cameras in every polling place, as well as international observers stationed at each polling place.

“So whether the list is bloated or not,” Jagdeo contends that those measures would still provide enough security to prevent persons from voting fraudulently.

He said that any reason the government provides to try to advocate for House-toHouse registration is insincere, because its primary motive is that it does not want General and Regional Elections to be held at this time.

Body found among derelict vehicles at Grove

The body was discovered between the derelict vehicles

R

esidents of Grove on the East Bank of Demerara were quite shocked last evening when the body of a villager referred to as 'Ramesh' was found between derelict vehicles in an open field in the community.

An eyewitness informed this publication that the field was used by villagers to discard parts of vehicles and garbage. The individual said that on Tuesday at around 17:45 hrs someone had apparently lit a fire at the location and it burned for about half hour before someone called the Fire Service.

The blaze was extinguished and the village returned to normalcy until yesterday at around 17:48 hrs when a young boy walking

close to the tangled mass of metal, alerted residents about the body lying there.

Some residents said the man was normally seen around the village and would drink alcohol at rum shops but would always return to his home. Persons are suggesting that he may have ventured among the wreckage and decided to take a nap and may have died from smoke inhalation during the fire Reports indicate that relatives who came to the scene, were overheard lamenting that he was always told to return to his home, but would often turn a deaf ear to their warnings.

The body was removed by police and undertakers.

The matter is being investigated.

It's now the 'Guyana Police Service' - Reform Change Board starts work

T

he first meeting of the Police Reform Change Board (PRCB) was yesterday chaired by Public Security Minister, Khemraj Ramjattan, The Commissioner of Police, Leslie James, and the executive leadership team of the force were present, along with Dr. Clement Henry, Project Manager of the Citizen Security Strengthening Programme (CSSP). Also taking part were the UK Security Adviser to the President, Colonel Russell Combe, and the Minister's Personal Assistant, Dianna Rajcumar.

The advent of the board, according to the ministry, came from the reform work conducted under a CSSP consultancy by international expert consultants with many years of experience working with the Guyana Police Force. They had proposed the need for a ministry forum for managing police reform.

The main agenda item at the meeting was to agree to the proposed Terms of Reference for the board. It will include providing strategic direction, monitoring, guidance and support to the police to implement the reform programme.

The board will also review the progress being made by the police with the various reform activities under way. It will also have oversight of all the strands of police reform activities, which can then be coordinated, measured and evaluated.

A number of reports and consultancies have been delivered to the Guyana Police Force.

These all contain important recommendations, according to the ministry.

It is the prioritizing of these reforms and the implementation thereof that is the chief function of the board.

“It is important to stress that this is not the start of reform. The process has been ongoing for some time by the police themselves, the CSSP and the work by the UK Security Adviser as well as the locally initiated reform coming out of the GPF,” the ministry explained.

“This first meeting of the PRCB is another important step and a milestone in the reform process.

It also highlights the Commissioner of Police achieving his promise to make meaningful progress in Police reform by the end of March 2019.

F i n a l l y, a n i m p o r t a n t decision taken by the PRCB at its first meeting, was to agree that the name of the Guyana Police Force should be changed to the 'Guyana Police Service.”

The government had started the reform of the police force which over the years had been dogged by corruption, poor performance and inefficiencies.

Last year, James was confirmed as the new police chief with a number of new deputies named also.

National School aims at new generation of musicians/music educators

o ensure Guyana r e c e i v e s international recognition in the areas of music and the arts, the National School of Music will be embarking on an initiative geared at preparing a new generation of musicians/music educators.

This is according to the m u s i c s c h o o l ' s Administrator, Andrew Tyndall.

Tyndall indicated during an interview with this publication, that the initiative, which will commence in just over a week, will ensure that Guyanese music takes its rightful place in the international forefront. He said local music many times struggles to go places due to the fact that musicians are not certified, or do not possess the relative experience to produce music of good quality.

He added that to allow Guyana to creditably c o m p e t e i n t h e e v e rexpanding world of music, the administration of the music school will be staging several certified programmes and courses to adequately train musicians in the correct use of instruments, musical arrangement, production, and other areas related to ensure an exquisitely finished product.

Courses will be offered at the levels of Intermediate, Advanced and Diploma stages.

He said ever so often, producers do not realize the damage they cause to the music fraternity by allowing to be distributed, poor samples of what the actual finished product should have been. He explained that all

courses to be offered will be new introductions to their repertoire, and areas to be targeted will include correct management and use of the saxophone, trombone, electronically-powered acoustic, base guitars, among other instruments.

Tyndall emphasized that promoting good quality Guyanese music can also do wonders for tourism, which is also another reason for the imminent venture. “With Guyana expecting a reasonable boom in tourism coming from the oil economy, it is evident that tourists will be visiting in much larger numbers. It will be only fitting that they be entertained with proper music of excellent quality.

This will allow us to create a forum for employment for our many musicians when that time would have arrived.

In the long run this can also lessen the reasons for local promoters/producers having to solicit foreign entertainment to be showcased on our shores.�

A venture of this nature was done in 2018, according to Tyndall, and was funded by the Basic Needs Trust Fund of the Ministry of Finance.

The National School of Music was established in 2011, and managed by the Ministry of Culture, Youth and Sport. It was projected to be a base of music development and an important component of the nation's overall traditions.

Located at Brickdam and Old College Road, Georgetown, the school houses six classrooms, a performance auditorium, a steel band studio, and storage room to hold musical instruments and related equipment.

Timehri North, Hauraruni residents benefitting from improved water access

ome 6,450 residents of Timehri North and 200 of Hauraruni on the East Bank of Demerara now have improved access to potable water.

These projects were completed as a result of the collaborative efforts between t h e G u y a n a Wa t e r Incorporated (GWI) and the Caribbean Development Bank's Basic Needs Trust Fund (BNTF), an implementing and funding agency under the Ministry of Finance.

The works in both communities were executed

by S. Jagmohan Hardware Supplies and Construction Services and the systems were yesterday officially handed over to GWI during two separate ceremonies.

In the community of Timehri North, the project entailed the installation of PVC transmission mains, flush out points and booster pumps at GWI's Timehri Pump Station, and was executed at a total cost of $43,012,200 during the period of September 12, 2017 and May 11, 2018.

Residents in the past had to walk considerable distances. The water is now going to their homes.

Speaking at the handing over ceremony, Managing Director of GWI, Dr. Richard Van West Charles told residents that water quality testing was carried out and the water is safe.

The Community Development Council had reached out to GWI to provide access to potable water and expressed willingness to make contributions towards this end.

He alluded to the heeding of President David Granger's call to bring equity between the hinterland and the coastland as he noted the priority areas of ensuring access to potable water at health facilities and schools.

The Managing Director acknowledged that there still exist many communities which lack access to potable water while assuring that the utility is working assiduously to find the resources to provide this access.

Dikedemma Utoh stressed the importance of water even as he alluded to this year's World Water Day theme “Leaving no one behind.�

He pointed out that no resident of Timehri North was left behind with this intervention.

He stressed that billions of people around the world are still living without access to safe water, which also includes some persons in Guyana.

Timehri North Resident, Colin King expressed gratitude to the BNTF staff, the Government of Guyana and GWI for greatly improving the lives of the residents.

He pointed out that the previous administration had labeled Timehri North as a squatting area and even demolished some of the houses, an act that created emotional trauma of fear and uncertainty. Therefore, the resident noted, efforts to provide the community with access to potable water served to bring some much needed healing.

Mr. King stressed that the success of the project has removed the everyday rigour of early morning and late night fetching of water for domestic use and the health dangers of household selfstorage.

Meanwhile, in Hauraruni, the project entailed, among other works, the construction of a well, supply and installation of a PV pumping system, construction of an elevated storage facility and the installation of transmission lines. This was done between (continued on page 25)

“Analysing the circumstance of our struggles leaves us to conclude that whereas the Russian principles of BCGI erred, their behaviour and maltreatment of the workers could not have been possible had our fellow Guyanese not chosen to encourage and participate in the violation of our laws and workers' rights.”

The union pointed out that Akeel, who has more than 25 years of service with the Labour Department, knows better yet failed to adequately represent the Laws of Guyana protecting the rights of BCGI workers.

“This brings into q u e s t i o n t h e quality/efficiency of his performance and whether he is best capable of serving the interest of BCGI and the union in upholding the signed agreement.

The union declares today that it has no confidence in Mohamed Akeel.”

According to the union, for as long as Akeel remains in the employ of BCGI, “his attitude and behaviour toward workers will be placed under the microscope and exposed.

We are convinced that his attitude contributes to unnecessary conflict. It is also highly suggestive of political and racial overtones. Guyana can do better and must unite to safeguard our gains as a sovereign nation.”

Meanwhile, Rusal in a statement, announced that BCGI, in which it has a 90% stake, has signed an agreement, to settle the labour conflict between both sides.

“The agreement, which was signed on 20 March 2019, states that the workers will remove all obstacles across the Berbice River, so as to allow vessels to resume navigation up and down the

river, and will return to their work. BCGI (Bauxite Company of Guyana Inc.) will re-employ all 61 dismissed workers.”

Rusal said that the agreement further outlines that within 14 days of the full resumption of work, the parties will commence negotiation of a new collective labour agreement.

“This will be referred to in case of any further disputes, which may occur in the future. The labour dispute started on 15 February 2019 when the operations at the bauxitemining unit of the BCGI were suspended, following the employees' refusal to work.”

BCGI was founded in December 2004 under the agreement between Rusal and the Government of Guyana. Rusal owns a 90% stake in the company, whereas the remaining 10% belongs to the Guyana Government. However, Guyana never received any dividends.

It has been learnt that Rusal has received years of tax breaks and other concessions but still not made a profit. It fired 57 workers in 2009 – that matter is still unresolved.

Until recently, and for more than decade, it refused to deal with the union.

The company employs 543 people. In addition, Rusal says it owns licences to develop Kurubuka, Kwakwani and Ituni deposits groups in Guyana.

One such resident was Pastor Keeshan Banwarie who outlined the various methods which were tried over the years for residents to gain access to potable water.

He said that residents also traveled to Timehri to purchase water for drinking

but with the intervention, they now have access to water that is safe for drinking. The resident noted that the supply of water is now satisfactory.

Under the project, nine residents were also trained in Wa t e r, S a n i t a t i o n a n d Hygiene. This was done by the BNTF in collaboration with the Environmental Protection Agency (EPA), Hinterland Electrification Unit of the Ministry of Public Infrastructure and GWI.

Kato producing its own rice - Village serving several communities

F

or the Indigenous Community of Kato, North Pakaraima, Potaro-Siparuni (Region 8), farming is intrinsic to the way of life for the over 400 residents, who depend on it for economic survival. Over the years, due to climate change and periods of extreme drought and floods that have ensued, the farmers have suffered financial loss.

However, interventions undertaken by the Food and Agriculture Organization (FAO) in collaboration with the National Agricultural Research & Extension Institute (NAREI) and the Guyana Livestock Development Authority (GLDA) have now propelled the village closer to achieving food security and sustainability.

The village no longer imports paddy and rice from coastal regions, but is now cultivating its own rice, thanks to the interventions made possible by the agencies.

Collis Liverpool, Agricultural Officer assigned to Kato Village, cited the progress made by the village in the production of rice. “We are happy that we are on board with FAO, because they have been doing a tremendous job. The farmers here are very pleased with what they're doing, and we are looking forward to more support from them.”

He said that the agencies along with the farmers have planted three rice varieties which are thriving.

“So far, it is doing very excellent in our community, we are looking forward to being able to produce rice in the next two years. We can supply our schools and other immediate communities.

This will also create a larger scope for our marketing side where instead of importing paddy and rice from the coast, we are producing it right here,” he added.

Felix Gerrard, Project Coordinator for the Agriculture Disaster Risk Management (ADRM) Project said that the project, which is being implemented in Guyana, Suriname and Jamaica, is funded by the FAO. The total funding for the project is $89M (USD$425,000) allocated to the three countries.

“The Guyana component is $24.6Million (USD$113,000) and we

A 'scouting mission' was done in June 2018 where the organisations eventually zeroed in on three hinterland communities - Wowetta in U p p e r Ta k u t u - U p p e r Essequibo, Kato in PotaroSiparuni and Paruima in Cuyuni-Mazaruni.

“In Kato, we have three interventions. We have a Cassava seed bank, and we also have Black Giant Birds which we also get from GLDA and these birds grow up to about 10-12 pounds and they are very resilient, and this is a backup to the community so that they can have food in the event of any disaster-related activities,” Gerrard stated.

The 'black giants' were introduced in Region 8, last year, and are now yielding eggs that will also supply the almost 350 students, teachers and auxiliary staff living at the recently commissioned Kato Secondary School.

The GLDA initially launched its Hinterland Development Black Giant Poultry Programme in 2017.

The main objective of the initiative was to assist in making the hinterland regions less reliant on the coast for food supplies.

The Black Giant is a large dual-purpose chicken, which can produce up to two hundred (200) eggs annually and about 4.5 kilograms of meat. These birds can graze and forage as well as eating leftovers from the kitchen and still produce reasonably well. Given these qualities, the bird is well suited to Hinterland Regions.

INDIAN ACTION COMMITTEE The Indian Action Committee (IAC) extends Phagwah (Holi) greetings to all the citizens of Guyana, especially those who are guided by the philosophical teachings of Sanatan Dharma.

Phagwah or Holi is a festival of Bharat (India) that has its roots in antiquity and celebrates the coming of a new spring season, the dawning of a new year, and the triumph of good over evil. The exuberance of this festival reflects the collective hope of people for progress, prosperity and the concomitant betterment of their lives.

This festival of renewal most likely predated the Sarasvati Valley Civilisation, the world’s first significant civilization, which existed between 5000 BCE and 2600 BCE. Even though the cultural landscape in Bharat had changed from time to time from the introduction of the Negroids followed by the Proto-Australoids, Dravidians, Mongoloids, Caucasians, Persians, Greeks, Shakas, Kushanas, Huns, Arabs, Turks, Afghans, Mughals and Europeans, the festival of Holi emerged, survived and flourished in Bharat, the world’s first melting pot.

Holi was brought to British Guiana by Hindus who arrived here as indentured labourers to work on sugar plantations 180 years ago and was sustained by the descendants of the majority of approximately 239,000 Bharatiyas who arrived on these shores between 1838 and 1917.Phagwah was transplanted from a large sub-continent, characterized by the four sea-

sons of spring, summer, autumn and winter, to Guyana, a small South American land of dry and rainy seasons, and even though global warming is creating climatic havoc, the symbolism of Holi must not be lost.

The IAC, therefore, calls upon all Guyanese to regard the great festival of Phagwah or Holi, which celebrates life regardless of demography or geography, and always as a focus for a unified nation.

“Once glaucoma is diagnosed early, treatment can be started early, and hence prevent persons from becoming unnecessarily blind. Glaucoma can be controlled with treatment so that patients can enjoy comfortable vision throughout their life,” said Dr. Sugrim.

“The earlier the diagnosis, the less damage done and the more vision there is to save,” said Dr. Sugrim as he emphasised that the GPHC’s Department of Ophthalmology offers services for both diagnosing and treating Glaucoma.

“The hospital offers daily eye clinics on weekdays where patients can be given eye examinations for the detection of Glaucoma,” the Ophthalmologist noted even as he revealed that patients need to be referred by a general physician to the hospital before they can obtain an appointment for any service.

President Granger loses immunity after today - Jagdeo N

u m e r o u s consultations with some of the best legal minds, both locally and internationally, indicate one thing, according to Opposition Leader Bharrat Jagdeo – that the government will be illegal after March 22.

This has a number of implications, and the most impactful of those is that President David Granger will lose his Presidential immunity and the power to operate in his full capacity, says Jagdeo.

During a press conference at the Office of the Leader of the Opposition, Jagdeo said that the President's occupation of

office after March 22 will be illegal, that it will constitute a coup d'état.

He said that such a term is usually reserved for an overthrow of the government, using force, but that this “illegal occupation of office” is one as well, “because the government has overthrown Constitutional order in Guyana”.

Jagdeo said that while there isn't public consensus on whether the Chancellor should become Head of State after the 90-day Constitutional deadline, there is consensus that, “if President Granger remains in office, he would become illegal, and all of the acts he

commits from March 22, would also be illegal. The President would have to be answerable for all of those acts, either criminally or civilly.”

“You abdicated your responsibility to name an election date. You got your minions at Guyana Elections Commission (GECOM) to avoid even starting the preparations.

You're getting them to delay the elections. You are claiming that you can't name an election date until they're ready, in violation of your Constitutional authority and mandate as a President, defaulting back to some other body.

Int'l community silent on Jagdeo's call for sanctions

T

he Leader of the Opposition, Bharrat Jagdeo, has been calling for sanctions on government officials, for over a month, to counteract the breach of the Constitution's protocol for the passing of a noconfidence motion by the National Assembly.

He has contended that government officials have breached the Constitution in two ways. The first, he had said, is that the government is overstepping its jurisdiction by operating outside of the confines of Article 106 (7) of the Constitution, which p r o v i d e s t h a t “Notwithstanding its defeat [by a motion of no confidence], the Government shall remain in office and shall hold an election within three months”.

Jagdeo said that this particular article is structured in such a way that it only permits government to stay in office to hold elections; all other actions are off the table. The second breach, he said, is that, by procrastinating on preparation for General and Regional Elections, government has caused the election date, whenever it may be, to fall after the 90day deadline has passed.

With that deadline being today, there have been no public statements by members of the international community to indicate that

they will level sanctions against the government or individuals in public office.

Asked what it would take to spring them into action, Jagdeo said “I think those things come later”.

At a press conference yesterday, the Opposition Leader expressed his continued optimism that the international community will intervene. He said that the first step for the international community would be to engage the parties on the way forward, to avert a crisis, and that, “if you look at the history of those organisations, they have attempted to solve matters diplomatically before leveling sanctions.

Only if there is intransigence throughout diplomatic engagements, would the community resort to more aggressive measures”.

He maintains that members of the international community are unanimous that there is a Constitutional imperative which binds the government, so he has no doubt that sanctions will follow.

Apart from that, Jagdeo has said that there is nothing else left to be done; the international community is the last resort. This is troubling, according to the Opposition Leader, “that we can't resolve our own issues”.

“But sometimes, when you make all the good faith efforts, and you don't have a party that is willing to

engage or a party that acts in good faith – like this government, it would be necessary to involve the international community.”

He said that the government started out by saying 'we respect the passage of the noconfidence motion,' “and now they're coming up with all sorts of spurious reasons why it shouldn't apply.”

Jagdeo said the opposition has exhausted its options to proffer a solution to this impasse, since meetings with government have not yielded results that the opposition favours.

The opposition leader believes that this was just another gimmick to delay elections, and that it mounts on indications that the government is not operating in good faith.

claim 'I have to be here out of necessity',” the Opposition Leader said of the President.

Since Presidential immunities are conferred by the Constitution, Jagdeo said that the President would lose all of those immunities after the deadline, and can no longer claim entitlement.

“He cannot claim necessity” because the doctrine of necessity cannot be applied when the situation is selfinflicted.

Similarly, the Opposition Leader said that the ministers of government would also be operating illegally if they stay in office tomorrow, and that they would have to be personally answerable for whatever acts t h e y c o m m i t i n t h ei r capacities as ministers.

“They are not entitled to use state resources for any

GMR&SC National Drag Championship S&D Performance ready for Sunday’s showdown

Shawn Persaud, the principal of the workshop that houses the reigning eight, nine and 10-seconds champion cars of the Guyana Motor Racing and Sports Club (GMR&SC) Drag Championship, S&D Performance, is confident that his machines will be able to retain all their titles won and maybe even give the unlimited class a run for its money.

In an invited comment with Kaieteur Sport, Persaud; who drives the Toyota Caldina that is the current eight seconds champion, explained that he will have five cars from his workshop, which is located at Sarah Johanna on the East Bank of Demerara, competing at Sunday’s anticipated drag meet at South Dakota Circuit’s drag strip located in Timehri.

Those machines include two Mazda RX-7s belonging to brothers Peter and Randel Daby, two Toyota Caldinas and a Toyota Supra.

It is rumored that Peter Daby’s machine is flying and it may be one of the machines that may rival the unbeaten Team Mohamed’s GTR Goliath and the newly acquired Ekanoo/Magnus GTR in the unlimited class.

The interest by international competition in Drag racing locally is now renewed with the installation of the launch pad for drag racing.

That along with the fact that the strip is being extended

from 1000ft to 1320ft or a quarter-mile, the Surinamese will be eager to finally unleash the full power of their machines and the arrival of a new Nissan GTR from the undisputed Kings of the local drag strip, Team Mohamed’s.

GMR&SC is in the process of getting the list from that body’s motorsport division but has confirmed at least five cars are expected.

Double wins for ECCCC in SPR Ent. 40-overs competition

The inaugural Neville Ramotar T/20 cricket competition among teams on the East Coast Demerara commenced last Sunday with four matches at two venues. This competition is organized by Enmore Community Center Cricket Club in association with East Coast Cricket Committee and is sponsored by Kumar Ramotar in memory of his brother Neville Ramotar.

Representative of the sponsor, Shameer Shahib indicated that the sponsor, who is a life member of the Enmore CCCC, has given his commitment for the sponsorship of the tournament for the next three years and the tournament will be played on a knock-out basis with coloured clothing.

Nineteen teams have joined this competition, which got started at Lusignan and Enterprise grounds over the last weekend.

At Enterprise, Mahaica SC got the better of Enterprise BSC (B) by four wickets. Enterprise BSC (B) were bowled out for 74 in 14 overs to which Mahaica SC knocked off the target for the loss of six wickets in 12 overs.

Stakeholders Slams Minister’s ‘illegal’ appointment of Ombudsman Calls for Dr George Norton’s resignation

By Sean Devers It’s not usual for a Government Minister to appoint someone to a position that is presently injuncted by Court to perform the same function, but that’s exactly what Sports Minister Dr George Norton did when appointed Steven Lewis as Cricket Ombudsman and set January 2020 as the date for the Guyana Cricket Board’s (GCB) Elections.

At a time when the Collation Government has suffered a no-confidence vote and elections are likely after November, Norton’s surprising appointment of Lewis as Cricket Ombudsman could be another indication as how Government (Past and Present) view Sports in Guyana.

The GCB has not held elections since 2011 and yesterday at the Malteenoes Sports Club the ‘Cricket Stakeholders’ group called for the Sports Minister’s resignation, claiming that Dr Norton was aware that Lewis, who works in Chambers of GCB’s Attorney Roysdale Forde, was injuncted from performing that duty in an ongoing Court matter filed by the Berbice Cricket Board last year.

After the resignation of Pastor and Cricket Historian Winston McGowan who was appointed by Sports Minister Dr Frank Anthony in the previous Government, the GCB, contrary to the ‘Guyana Cricket Admiration Law’ appointed Lewis as Cricket Ombudsman.

The Cricket Administration Act, which was signed into Law by former President of Guyana Donald Ramotar, states the Sports Minister shall appoint a Cricket Ombudsman to ensure fair and free elections of the GCB and the three County Boards and that shall be the only role he plays.

The gathering of representatives from the cricket fraternity of Berbice, East Coast, Linden and Georgetown included former West Indies Cricket Board Director and a founder member of the Demerara Cricket Board, which was formed in 1992, Claude Raphael, former GCB Vice-President and East Coast Cricket Board President Bissoon Singh and former West Indies Test player and President of the Georgetown Cricket Association (GCA) Roger Harper.

named SBF International INC. 4: In an application to the high Court action number 2014-512 –SA Nazimul Drepaul; a life member of the Everest Cricket Club (whose President at the time was Steven Lewis) sought to have three clubs removed from the voting list at the Georgetown Cricket Association elections.

The Cricket Stakeholder said it was felt that this court action was initiated to have bona fide clubs removed from the GCA’s register in order to present an advantage to a group of persons closely associated with GCB Executives to take control of the GCA. According to the Cricket Shareholders, Minister Norton is a defendant in Court Case number (FDA) 2018-HCDEM-CIV-FDA-808.

“We find this particularly disturbing that this Minister could have selected Steven Lewis as Cricket Ombudsman when there is this ongoing

Court case challenging the appointment by the illegal GCB of the very Steven Lewis as Ombudsman,” disclosed the group.

“Minister Norton, through his permanent Secretary had declared in a sworn affidavit to the Court that the GCB Executives were invalid and illegal and that he believed they hijacked the GCB and that the process by which Mr Lewis was appointed is illegal and the Court has the power to set it aside,” the group informed.

The group felt that because the Minister is aware of the ongoing court matter, his appointment of Lewis could well be construed as a disregard and disrespect for the Honourable High Court of Guyana and for the people of Guyana, especially the Stakeholders of Cricket.

“We note too that Minister Norton’s appointment of the Ombudsman, unexpected and improper as it is, was

timed for the CWI meeting set for March 24, 2019. If the Ombudsman’s sole task is in relation to the 2020 GCB elections, why the indecent haste to appoint him now?

Given this Ombudsman’s close association with the persons in the illegal DCB and GCB and his prior appointment by the GCB there is no doubt that any ‘fair minded’ and informed observer would conclude that the functions of Ombudsman will be far from being impartial and such a state of affairs will undermine the public confidence in the administration of Cricket in Guyana,” the group pointed out.

Section 17 of the Guyana Cricket Administration Act states: The Minister, after consultation with the West Indies Cricket Board, shall be responsible for the appointment of a Cricket Ombudsman.

In an invited comment, Chief Executive Officer of PPDI, Dr. Arron Fraser indicated that he was happy to support the GTTA as part of its corporate mandate and in support of the GTTA’s hosting of this prestigious g a m e s .

The company has noted the sports tradition of success at the regional and international levels in addition to its gradual improvement and attempts at implementing key projects to place the sport in a more sustainable competitive standing domestically and internationally, and was therefore happy to support.

Guyana will play host to the 61st Senior Caribbean Table Tennis Championships and of significance is the fact that this championship has been designated by the International Table Tennis Federation and Latin American Table Tennis Union as the qualification events for the 2019 Pan Am Cup scheduled for October 2019 in Puerto Rico and the

The qualification for the Pan Am Cup which is the qualifier for World Team Championships 2020 will see (four (4) male and four (4) female teams from the Caribbean region qualifying, while the Pan Am Games qualification for Caribbean teams will see one (1) male and one (1) female team from the region, attending this championship.

MYO registered an eight-wicket win over the New Amsterdam Central Mosque. New Amsterdam Central Mosque won the toss and batted first, reaching 114-7 before their allotted 15 overs expired. Middle-order batsman Safraz Kassim led the attack for the visitors with 27 not out including one four and one six while Richard Kellowan scored 23 (1×4, 1×6) and opener Keon DeJesus 20 with one four and one six. Timur Mohamed and Bharat Parboo finished with two wickets each.Needing to score at 7.66 runs per over, MYO raced to the target in 13.1 overs. Chien ‘Shaheed’ Gittens and Javed Kayume led the chase. Guyana put in credible performance at SA Beach volleyball competition in Argentina

Guyana is participating in the South America Beach Volleyball Competition which is being played in Argentina.

They played in zone 3 with countries Ecuador (1) Chile (1) and Chile (2).

The Guyanese pair of Juan Valazquez and Vance Harding represented the country in the competition which was played from the 11th to the 18th March.

According to delayed reports, the pair has so far played three matches, two on the first day and one on the second day. Although losing all of their matches they have gave a good account of themselves. They first took on the much more experienced Ecuador (1) team and lost by 2-0 with the scores being 2112, 21-12.

In their next encounter against the Chilean 1 team which is the No3 ranked team in South America, they put up a

creditable showing before losing 2-0, the score being 2112, 21-14.At one stage the Guyanese duo was going neck and with their Chilean Counterparts in the second set with the scores locked at 10 all until the Guyanese faltered allowing the more seasoned Chileans to power away for the win. In their game against the Chilean No2 team, the Guyanese lasses put in a spirited performance but still lost 2-0 despite good attacking and defence plays, by both Harding and Valazquez.

Scores read 21-17 and 21-12.

According to reports the humidity and experience got the better of the Guyana pair.

GPF FAPC Mini Athletics Meet set for today …trophies and medals sponsored

he Guyana Police Force, Felix Austin and Richard Faikal Police Colleges will meet head-tohead today from 11:00am for the first ever mini athletics meet which will be hosted by the Georgetown Branch of the Training Schools.

At a simple but significant ceremony yesterday in the Office of the Deputy Commissioner ‘Administration’, proprietor of Trophy Stall, Mr. Ramesh Sunich, donated the trophies and medals; during this kind gesture he noted that the police supports his business and that it’s only fitting for him to give back.

The activity will see the trainees from the colleges vying for the bragging rights, hence an intense competition is expected since all the colleges will want to win this the inaugural meet; some of the events slated for today are 100M – 5000M Males and Females, Javelin, Shot put and Discus.

In accepting the donation, Deputy C o m m i s s i o n e r ‘Administration’ Mr. Paul Williams, DSM, thanked Mr. Sunich for his timely and kind gesture and also noted that today’s activity is in keeping with the Force’s Quarterly Fitness Assessments of its members.

Young Hockey squad for FHC Invitational in Canada A national female indoor team is departed last E v e n i n g f o r To r o n t o , Canada where they will compete in the upcoming Field Hockey Canada (FHC) Invitational Indoor TriNation series, scheduled begin tomorrow and concludes on Sunday.

The Guyana Hockey Board (GHB) was initially hoping to enter both male and female teams, as there is nothing else on the indoor hockey calendar internationally, as part of the preparations for the next Indoor Pan American Cup (IPAC) which is scheduled to be held in March 2020 in Pennsylvania, United States ( U . S . ) .

There were some difficulties in managing to achieve both, especially on the male side, and so the men will be unable to attend.

The ladies have been preparing since early January at the National Gymnasium under the guidance of head coach, Philip Fernandes.

Eight of the twelve players remain from the 2017 national team who competed in the IPAC that was hosted for the first time in Guyana.

Those players are goalkeeper Alyssa Xavier, Marisha Fernandes, Trisha Wo o d r o f f e , M a r z a n a Fiedtkou, Nicole Eastman, Gabriella Xavier, Minsodia Culpepper and Latacia C h e o n g .

The GHB, in using this event

as a preparation for 2020 and beyond, has opted to give the opportunity to new, young players who show the potential to be good representatives of the country for the future.

As a result, it has named it’s youngest-ever squad which features two reserves, three 14-year-olds, two 15year-olds and others in their early twenties.

Coach Fernandes has lamented the loss of Aliyah Gordon due to injury, as he considers her to be one of those special players around whom the future of women’s hockey can be built.

Fernandes, however, is very excited by the several teenagers in the line-up as he feels that they are among the most talented players we have seen in recent years in the women’s programme.

Guyana women (ranked 31) will face Canada’s national team (ranked 17th), a President’s XI, as well as the national team of Kazakhstan (ranked 13th), who represented Asia in the last Indoor World Cup in Berlin.

Fernandes indicated that the two countries, Canada and Kazakhstan, boast far superior reputations in indoor hockey than Guyana and he expressed great appreciation for the invitation from Field Hockey Canada and their willingness to include Guyana in the series.

cautiously optimistic of his team’s chances, he thinks that it is exactly what the local ladies need at this very moment.He indicated that the young players need to be exposed to this level of tough competition where they can see, experience and appreciate indoor hockey, its toughness and the level of physical and skilful play required to be at the top.

Guyana clash would be complicated match – Belize Captain, Woodrow West On arrival in Guyana yesterday afternoon, Captain of the Belize Jaguars, the nations senior national team that would be facing Guyana’s Golden Jaguars on Saturday said that the match would be a c o m p l i c a t e d a ff a i r.
