Venezuelan police have reportedly found Persaud’s body whileinsearchofaboaten-route to Charity, Essequibo Coast, Region Two. The boat occupied by several passengers has since disappeared.
Persaud had reportedly boarded the boat described as a small wooden ‘ballahoo’ with at least six other passengers from a portinBarrancas,Venezuela.
He was expected to arrive in Guyanathefollowingdaybutthe
boatneverreacheditsdestination.
Persaud’srelatives,whowere anticipatinghisarrivalinGuyana, became worried and raised an alarm. The man was reported missingandhisfamilypostedhis photograph across the various socialmediaplatforms.
Itwasafterseeingthemissing person post, that persons in Venezuela began suspecting that the boat might have encountered some difficulties on its way to Guyana.
Kaieteur News understands that relatives of two more passengers have since come forward and reported them missing.
The Venezuelan authorities are unable to provide clarity on whattranspiredcausingPersaud’s
death and the disappearance of the boat with the passengers and captain. However, it is believed thattheboatmayhavecapsizedin theOrinocoRiver

This relinquished portion, which was unexplored by the operator, will not be auctioned but in fact will be secured by the State for bilateral agreements. Inflated production costs are one way through which oil companies have cheated host countries. Hidden costs for executives and other workers; items never bought nor delivered;andbillsthatdonotbelongtoaprojectareastart. Thelistofsuchcostlypracticesisendless,withoilcompanies very creative. They have an ugly history of these kinds of sordid practices, and do so until caught. By that time, the resourcefuloilcompaniesalreadyhaveanothertechniqueor tactic to rollout on an unknowing host country, lacking in technology, human resource skills, and political will. In the world of regular commerce, savvy businesspeople always havesomenewschemetopullfastonesovertheauthorities, throughinflatedprices,phonyinvoicing,andothertricks.
In the oil business, more crooked practices have been compiled (in unwritten form, of course) on how to squeeze host countries using a variety of mechanisms. Transfer pricingisonewaythatoilcompaniesmakeringsaroundnew oilproducingcountries.Itisthepracticeofbuyingandselling by oil companies in the normal course of business, but involvingcompaniesunderthecommoncontrolofthesame parentcompany
Through an artful repricing of items supposedly bought andsold,costs,profits,andtaxesareallreengineeredtothe advantage of the parent company Transfer pricing has its meritswhencleanlyexecuted.When,however,theintentisto employwhatisnothingbutaccountingclevertrickstoevade taxes,ortocheatabackwardcountrylikeGuyana,thenthere is only what is condemnable. This is the unfortunate position in which Guyana finds itself. We know very little about oil, but we compound matters by racing ahead with rapid production, while ExxonMobil’s accounting could be of the funny variety. Often,variousrespectedinternationalwatchdoggroupshave warnedustobecareful,towatchforcertainredflags,onlyfor the PPPC Government to give them the back of its hand. ChathamHouse,theNaturalResourceGovernanceInstitute, and Oxfam, among others, have shared insights with us, about what to look for, and how to watch our backs. Their advice includes that parliamentarians can press for information, and so can citizens as a whole. What has been offeredisaproductoflongexperience,andasgatheredfrom otherindustryobservers;yettheGovernmentofGuyanahas been the picture of unconcern, with less than negligible interest. It as if to tamper with anything that ExxonMobil couldbeengagingin,wouldbetamperingwiththeinterests ofthePPPCGovernment.
Also,theleadersofthePPPChaddenouncedthe2016oil contract as a heinous crime, which means that its author, ExxonMobil, come across in the poorest of lights. Now, the same leaders skip along joyfully by the side of the same ExxonMobil that can do no wrong. Here is an oil company withahistoryofcorporatewaviness,oneoperating120miles fromland,incurringbillionsofAmericandollarsinexpenses against our oil, and the PPPC Government thinks that it has found the most trusted of oil partners. If ExxonMobil was such a real partner, there would be no 2% royalty abomination,andthoseothercontractprovisionsthathelped ittoourwealth.
Today,Governmentanditsleadersareonlytoogladtobe inbedwithExxonMobil,andtheydon’tcareaboutcautions or guidance. The standard is, let ExxonMobil do what it wants,aslongasthePPPCissecure,nothingelsematters.

The sentiments were expressed at a different time but may well be the feelings of the majority of Guyanese today Some months ago, when the PPP , Ali-Jagdeo administration was accused ofeconomicapartheidwitha tincture of ethnic inequality, there was outrage expressed insomequarters.
Below are but samples whichmayjustifythosewho accuse the government of formsofdiscrimination.
In 2021, eleven licenses to extract gold were issued. Nine went to Indian Guyanese and two went to AfricanGuyanese.
Theironyofthisisthatit was the Manumitted Africans fleeing from the horrible memories of the plantation who first discovered gold in what we earlier called the ‘bush ’ These brave men made it over rapids and mountains
and were known as ‘Porknockers.’
The further travesty is that gold is being harvested by large foreign entities. Let mestatethatevenbeforethe advent of the PPP government in 1992, I expressedtheviewthatIdid not support the contention thatthelargecompanieshad the technology to go deeper, toextractgold.
I was the lone voice contending that gold don’t rust and leave it for succeedinggenerations.
The result today is that our rivers and streams are being polluted and irreparabledamagehasbeen done to our ecosystem, our fauna,floraandwater.
This debauchery continued even as we talked aboutbeingchampionofthe earth Next with great fanfare, we are being told thattheMinistryofHousing andWaterhassigned$56.8B worth of infrastructural works, and a Contractor received $1 6B for infrastructural works at Palmyra.
There is one redeeming factor, after much pressure last year I know of two Contractors outside of the familyandfriendscirclewho have been awarded Contracts, but beyond that Editor, there exists the worrisome situation, where
we can find no evidence apart from words from the Minister, and I emphasize words,thatthereisacredible systeminplacetoensurethat people in various communities are the main beneficiaries of these billionsbeingspent.
Let me share my own experienceforashortwhile; I was made Chairman of the CHPA and responding to complaints I visited purported houses completed on the East Bank and found with one exception shabby work done by certain contractors who were all fullypaid.
Leaky roofs, kitchens going in one direction to the rest of the house, nonfunctionalseptictank.Inone case, even extensive repairs could not make the house habitable.
When I called in the Engineer and asked why it was that houses were being separated,Iaskedifsoiltests were done to ensure that the land where the houses were tobebuiltwassuitable.
He said that there were no soil tests done but they were instructed by the then minister to proceed apace to havethehousesconstructed. Reports exist to substantiate mystatementsabove.
Let us hope therefore, as we outlay these massive sums that the government
would have learnt from previous missteps and that we don’t have roads that crumble and are reduced to potholes after a few rainfall seasons,housesthatleakand foundations that are uneven. Parliament, that is the Government’s side and the Oppositionshouldinsistthat credible measures are put in placesothatthepeopleinthe communities are the main beneficiaries of good work beingdoneineacharea,each schemeandineveryproject. Parliamentinparticularlythe Oppositionshouldinsistthat ineachandeveryprojectthat therearepersonsofrectitude who cannot be bought to monitor the expenditure of thesemassivesums.
Knowing Guyana as we do,thisshouldbeacampaign ledbytheOppositionandthe Civil Society to see that this tier of monitors is neither venal nor party political sycophants. To some of my friends who feel that such advent is unlikely to bear fruit I’llremindthemofthis old Latin Proverb “ Vox Populi,VoxDei”-Thevoice of the People is theVoice of God. There aren’t many citizensthatwouldbeableto conceptualise ‘The Green Revolution’, a period of technology transfer initiatives that enabled the high productivity of crops through various adapted measures like the increased area under farming, double cropping:plantingtwocrops rather than one annually, adoption of a high-yield variety of seeds, highly increased use of inorganic fertilizersandpesticides,and improved drainage and irrigation among other farmingtechniques.
Paradoxically, the pervasive use of inorganic fertilizers and pesticides has been known to have a negative impact on the ecosystem and the physical well-being of our human resources.

Earlier this month, the Guyana Rice Development Board (GRDB) advised farmers that while implementing protective measures for their rice crop, they must simultaneously endeavor to protect the European market by complying with the Maximum Residue Limits (MRL)forvariouspesticides at different levels set by the E u r o p e a n U n i o n Notwithstanding, the advisory contained a terse statement on the impact of pesticides on the ecosystem that would have missed the averagereader Thoughtheadvisorywas timely, the GRDB appeared
to be more consumed with securingtheEUmarketthan preservingtheecosystemfor thegoodofhumanity
Thebrightsideoftheuse of this strategy is that ever since Guyana embraced the ‘Green Revolution’ also known as the ‘Third Agriculture Revolution,’ in thelate1980s,therehasbeen an exponential growth of agriculturalproduction.
The GRDB warned that pesticide residue can possibly remain in rice grains and eventually pose a seriousthreattobiodiversity andhumanhealth.
What the GRDB did not state is that if the MRL is above the EU’s threshold, there may be further debilitating impacts on biodiversity and promote adverse human health risks inGuyana.
Notwithstanding, the
reluctanceoftheGRDBand other relevant agencies to p r o v i d e p e r t i n e n t information; cursory observation of the impact of inorganic fertilizers and pesticides offers mixed reviews.Mostinterestedlyis the negative impact of pesticides on the rice industry

The Region Four Regional Democratic Council (RDC) on Tuesday successfully passed a No-Confidence Motion against itsClerkofCouncilandRegional Executive Officer (REO) Donald Gajraj.

Following the decision at the statutory meeting, the Council informed Minister of Local Government and Regional Development, Nigel Dharamlall of the resolution and requested thathetakethenecessaryactions.
In its resolution, the Council listed several reasons why they havenoconfidenceinGajraj.
According to a copy of the resolution seen by this publication, the REO refused to implement multiple directives, motions,anddecisionspassedby the Regional Democratic Council.
It was stated too that Gajraj, refused to submit requests for virements and program changes to the Regional Finance Committee as directed by Council, and refuses to present

CDC, Health Ministry grilled at PAC over missing details in COVID-19 supplies contracts
Members of the Civil Defence Commission (CDC) faced a series of questions when they appeared before the Public Accounts Committee (PAC) on Monday The questions were in relation to nine contracts that were highlightedinaperformance audit.

PAC member and Minister of Governance and Parliamentary Affairs Gail Teixeiraraisedtheissuewith CDC and a team from the MinistryofHealthwhowere present at the meeting Teixeira noted that key information was missing from the CDC contracts set for the delivery of COVID19supplies.
Shepointedout,“WhatI find strange is that contracts weredonethatdidnotabide with the procurement laws these contracts are missing with key elements includingdatefordelivery,a

performancedateandsoon. There were no penalty clauses. ” Permanent Secretary of the Ministry of Health Malcolm Watkins sought to answer the question.
He said, “The general informationthatwegotfrom the persons that managed thisperiodisthatbecauseof the circumstances of the COVID-19 period, they
were forced to be lenient withthedeliveryperiods.”

According to the Ministry of Public Works Facebook page, Edghill landed in Suriname on Monday Minister Edghill is accompanied by his Ministry’s Chief Transport Planning Officer, Patrick Thompson.
The Corentyne River Bridge, which is a project being embarked on by both the Governments of Guyana and Suriname,will be constructed using the Design, Build, Finance, Operate, and Maintain (DBFOM) model.
This means that the company that will buildthebridgemusttakecareofthedesign, construction, financing, operation and maintenanceofthebridge. Itwillbedonein a Public-Private Partnership (PPP) arrangement.
The Corentyne River Bridge project involvestheconstructionoftwobridgesand a road across Long Island from Guyana to Suriname The bridge, will span the Corentyne River from South Drain in Suriname to Moleson Creek in Guyana, and isslatedtohavealifespanof100years.

DagbladSurinamereportedthatMinister Dr Nurmohamed previously stated: “For a good future, it is of paramount importance that you take the right steps early on. The bridgebetweenSurinameandGuyanaispart ofabroaderdevelopmentvision.
Itispartofthelargeinfrastructuralplans of the Santokhi-Brunswijk government, which will be implemented structurally and planned. Difficult times don’t always last. The outlook for Suriname is particularly positive. In that context, the bridge over the CorentyneRiverwillplayaprominentrolein thejoint,sustainabledevelopmentofthetwo countries.

Back in May 2022, Minister Edghill, alongside Suriname’s Minister, Dr Nurmohamed, inked the contract for the feasibilitystudyanddesignofthebridgewith consultancyfirm,WSPCaribbeanLimited,a TrinidadianFirm.Thecontractwasawarded to the Trinidadian firm to the tune of US$2 million.
The PublicWorks Ministry reported that the bridge is one of the first agreements betweenPresident,IrfaanAliandSuriname’s President Chandrikapersad Santokhi, with both Heads previously underscoring the critical role the bridge across the Corentyne River would play in advancing cooperation, creatingmoreopportunitiesfordevelopment forbothcountries.

Additionally, MODEC has also moved to secure yard space for building the topside modules for the FPSO to be deployed. t was notedthattheUSsupermajor is expected to make its FID bytheendofthefirstquarter of this year To this end, it wasreportedthatMODECis already in possession of Front End Engineering and Design (FEED) studies, for the FPSO and that the project’s “fundamentals are so strong, that sanction by ExxonMobilanditspartners on the prolific Stabroek Blockareseenasaformality once regulatory approvals areinplace.”
The Japanese company had first announced the FEED Contract in November last, when it had inked the agreement with ExxonMobiltobuildoutthe fifthFPSO.
Atthetime,thecompany said, the FEED contract award relates to the initial funding by ExxonMobil’s
subsidiary,EssoExploration and Production Guyana Limited (EEPGL), to begin FEED activities related to the FPSO design and to secure the second hull for FPSOservice.
Itdidnotethatfollowing FEED and subject to government approvals in Guyana of the development plan, project sanction i n c l u d i n g F I D b y ExxonMobil, and EEPGL’s release of the second phase (EPCI) of work, MODEC is expected to construct the FPSOandinstallinGuyana.
MODEC said, it is also anticipatedthatthecompany would operate the FPSO for an initial duration of 10 years,withpotentialoptions forcontinuation.

ExxonMobil, through its operator Esso Exploration and Production Guyana Limited (EEPGL) recently embarked on a series of surveys offshore Guyana, but even though these could disrupt fish habitats, there was no s i g h t i n g o f a n E n v i r o n m e n t a l

The matter was flagged by environmental activist, Janette Bulkhan who urged government to address the situation urgently, given the potential dangers to fishermen’slivelihoods.

I n J u l y 2 0 2 2 , ExxonMobil awarded a contracttoSubsea7andVan Oord, two international
companies, to assist in the pipeline project. The scope covers the project management, engineering, and installation of approximately 190 kilometres of pipeline, with an associated shallow water portion and onshore approach.
Meanwhile, the Permit issued to the operator states
at Section 15 “The Permit Holder shall ensure that the pipeline and NGL (Natural Gas Liquids) Plant constructionandinstallation are guided by geotechnical studies.”
T h e M a r i t i m e Administration Department (MARAD)inapublicnotice published in the daily newspapers advised that on February 24, 2023, EEPGL w i l l c o m m e n c e a g e o t e c h n i c a l a n d geophysical survey in the vicinity of the Demerara Main Ship Channel and off theWest Coast of Demerara in the vicinity of Plantation Best.

According to the notice, “The survey site is situated approximately 01 05 nautical miles (1 96 kilometers) off the Coast of Guyana, and covers an area of 70 08 square nautical miles (240 40 square kilometers.”
The exercise scheduled to wrap up on November 1, 2023. This notice did not indicate the purpose of the surveys.
Research done by this newspaper indicates that a geotechnical survey involvestestingthephysical properties of the soil, to provide recommendations forfoundationrequirements, excavation stability, drainageandburiedconcrete design.
It would be apposite to note that the survey process involves drilling several boreholes from which samples are collected and thentakenforanalysis.
Ageophysical survey on the other hand involves measuring the physical properties of the seabed and determining the presence of any feature or change in a materialcomposition.
In another notice, MARAD said EEPGL is conducting a ‘Multibeam Hydrographic Survey’ approximately 08.27 nautical miles (15.32 kilometers) off the Coast of Guyana. The site covers an area of 802 44 square nautical miles (2752 30 squarekilometers).

The decision on whether an EIA is required is then published by the regulator which then activates a comments period in which the public can oppose this decision.

It was noted that rising uncertaintyastothevolume of commercially exploitable oil in place and growing complexitiesassociatedwith field development are weighing on whether a FID will be eventually made by TotalEnergiesandApache.

ExxonMobil, citizens do not feel they will ever benefit fully from the resources. One significant area that has come under scrutiny is the awarding of oil blocks – something which industry experts said should have been put on a public auction in the first place.
It took the country more than seven years after it discovered oil, to move towardsitsfirstauction.
I thank the Hon. Minister of Education for recognising that a serious and most sensitive incident occurred at the Woodley Park Secondary School in West Berbice. By her own words, there is at least acknowledgement that what happened was of a raciallyobnoxiousnature.
I commend her for that, and as she said there is an investigation still underway, and that one person will be charged. The proofs from that investigation will be the pudding that confirms that thismatterisbeingtakenwith the genuine seriousness, as it should be, and that no other designsareatwork.
The first question that comes to me is focused on what the charge is going to

be? Then, is it going to be a single charge, such as assaulting a child, resulting in some measly fine of a few thousand dollars? Is one of theobjectivesthateverybody breathes out deeply, in the quickest time possible, the matter deemed dealt with properly, and that's it? If this is the plan, this is going to be the case that unfolds, then I assert that it is not good enough, and an injustice would have been done, addinginsulttoinjury.

From what I have heard and seen from the audio and video evidence making the rounds, the unacceptable and the combustible did take place in Woodley Park ManyinGuyanashouldhave seenandheardthatevidence, and to date, there have been no claims of fake news, or
doctored evidence What unfolded in Woodley Park wasamaleadultwithawood in his hand in an area that ought to be out of bounds. This is even when allowance is made for an absence of malicious intent, which appeared to be very much present.
Itdoesnotmatterwhohe was, Black, Brown, or otherwise; even if it was a woman, the same standard applied. We are talking about a school with children, and we have had too many savaging incidents that have been harmful to the physical wellbeing of teachers and the peaceofonlookingchildren.
Worse still, the audio evidence of the incident is sharp and could not have been clearer It was racist, repugnant,andunacceptable.
When we start speaking in hostile terms about whose area this is, and who doesn't belong lines are crossed. To make this more grassroots, it is that they (a certain kind of people) should neither be seen nor heard, nor have any right to be in Woodley Park. This was in public and to the face, and not the safety of Facebook.
This could have deterioratedinthecustomary Guyanese fashion, with reciprocal name calling, taunting, and insulting leading to what and where is anybody'sguess. Exceptthat it would not have been what ishelpfulandhealthytogood relations between the races, withonly the ugly surfacing. A whole community could have been sucked in, with matters taking on a life of its
own, as these thingsdo.
I will now go further since I believe that it would open the eyes of my fellow Guyanese. We are not in a good place as a society; never h a v e b e e n , certainly not now. There is no choice but to take off the gloves and be brutally frank. We, in Guyana, are sitting on a powder keg. I urge doubters to get a glimpse from social media platforms, which presents Guyana in all of its rawness and rancidness Many things, official and unofficial, are supplying the ingredients to what is a precarious situation. This is my assessment, my conclusion.

GWI to spend $484M to drill five more wells in Regions 4&10
Having been allocated $17.7 billion from this year’s budget, the Guyana Water Inc. (GWI) is looking to spend approximately $484,866,427 of its allocation to facilitate the constructionofpotablewater wells in Regions Four and Ten.
Thiswasrevealedduring the opening of tenders on Tuesday at the National Procurement and Tender Administration Board (NPTAB) office The Guyana Water Incorporated, according to information
received, is slated to construct wells in Region FouratCentralRuimveldtto thetuneof$146.4million,at Guyana Power and Light (GPL) Garden of Eden Complexfor$128.3million, and another at Shelterbelt, Georgetown at an estimated costof$137.8million.

Pr o m i n e n t indigenous leader, Mark Rodrigues, has confirmed that several athletes from the Rupununi will be traveling to Georgetown to compete in the upcoming Golden Mile that is scheduled for Sunday March 12 at the National ParkCircuit.

Inapressreleasefromthe Jefford Track and Field Classic, speaking from Region Nine, Rodrigues said that both junior and senior athletesarecomingoutofthe region to compete in the prestigious event. He said that he is getting support from the Region to make this effortareality.

Guyanese Sean Kitt, as the New York-based track and field athlete turned in another eye-catching performance over the weekend.

Championship, Kitt, competing in the Boys 9 –10 Division, finished sixth overall in the 400m and fourthinthe800m.
Kitt's time of two minutes, 52.18s (2:52.18) saw him finishing fourth in his heat, while his teammate Justin Murray was fastest on the day with atimeof2:38.69.
In the 400m, Kitt clocked 1:16.02 and Murray, once again, was the fastest of the flock with 1:09.17.
Kitt played the anchor roleinthe4X200mrelayas he led Dashing Dons and
Divastoacomprehensivevictory in a time of 2:15.76, finishing ahead of Tailwind (2:34 78), Ocean Breeze Wave Runners (2:36 35) and Ocean Breeze WaveRunners(2:41.30).
Overall Dashing Dons and DivaswerewinnersoftheBoys9 – 10 Division, amassing 57 points - four points more than second place Prospect Park Youth Running (53) Metro Eagles Track & Field Club was thirdwith41points.

Major Horse Racing event th rescheduled to 12 March, 2023 due to inclement weather
The inaugural first Horse Racing eventfor2023'The Opening Day Stakes' was officially rescheduled to the th12 March, 2023 by the host, Jumbo Jet Thoroughbred RacingCommittee.
The much-anticipated race, which was originally h carded for Sunday 26 February 2023, was expected to be the launchpad for the 2023HorseRacingcalendar Stableownersandjockeys wereexpectedoutinfullforce competing for the glorious trophies, cash and bragging rights.
Whena thorough checkof theRisingSunTurfClubtrack was completed by the management team the decision was made to postpone.
The committee was not in a position to allow the race to continue while running a high risk of horses & jockeysbeinginjured.
For 2023 the JJTRC has placed particularemphasisintoanareathatwasa sorepointforour2022events.
Parking and traffic management was one main topic and for this upcoming race
there will be free internal parking for all in attendance.

I know many stables have put in the work to prepare for Sunday hence the reason why we choose the soonest possibledate.
