ays after Vice President, Dr. Bharrat Jagdeo dismissed the International Monetary Fund (IMF) as a financial institution only interested in balancing budgets and not development, the entity yesterday called on those in charge of public spending to curb the practice since it would not be sustainable in the long term.

It would be poignant to note that Budget 2022 which was presented and since approved, represents the first year of expenditure using Guyana’s oil resources and saw the Estimates of Expenditure for the year ballooning by some 37 percent over the previous year, the majority of which is earmarked for spending on

capital programmes.

According to the IMF however, it is recommending “a feasible and moderate increase in public investment while further strengthening the medium-term framework for fiscal policy.”

The recommendations have since been contained in the IMF’s Concluding Statement of the 2022 Article IV Mission, which serves to a s s e s G u y a n a ’s f i s c a l performance.

According to the IMF, it i s u rg i n g “ c a u t i o n i n determining the pace of ramping up public investment while pressing development challenges still face the country.” It said that “a large surge in public investment could add inflationary pressure, affect competitiveness of the nonoil economy, lead to an eventual loss in Foreign Exchange, and might not be sustainable over the medium-term.”

The IMF, as such, is calling on the local

authorities to simultaneously strengthen the capacity to manage public investment, based on recommendations from the 2017 Public Investment Management Assessment (PIMA) report.

According to the Statement issued by the IMF, it is recommending setting annual budgets within a fiscal framework that, over the medium term, constrains the annual non-oil overall fiscal deficit (after grants) to not exceed the expected transfer from the Natural Resources Fund, to anchor fiscal policy in a sustainable way. “This rule will also ensure that fiscal spending, including capital spending, is increased at a measured pace, to address development needs without m a c r o e c o n o m i c imbalances.”

The findings released by the IMF were concluded by a team led by Alina Carare (incoming mission head) and Meredith McIntyre (outgoing mission head) who

held virtual discussions during May 18 and June 1, for the 2022 Article IV Consultation.

The team met with Finance Minister, Dr. Ashni Singh, Minister of Parliamentary Affairs and Governance, Gail Teixeira, Central Bank Governor, Dr. Gobin Ganga, other senior officials, representatives from the private sector, banks, the opposition party, labour unions, and other stakeholders, including Guyana’s international development partners.

According to the IMF report, while the Guyanese economy was negatively impacted by the pandemic, and 2021 floods, it has recovered well supported by the oil boom, and policy actions.

“This might be the last meal am cooking for yall,” - Last words of missing man to family

By Shervin Begrave As police try their best solve a mystery and locate Reonol Williams or his remains, relatives can only reflect on the chilling last words he said to them before leaving their home on May 22 last.

Those last words now bring tears to their eyes as his sister, Sylvie Williams, remembered him stirring a pot of steaming pepper pot and saying, “This might just be last food yuh brother cooking for yall”.

Williams, a resident of Lot Five Enmore North, East Coast Demerara (ECD), is suspected to be the victim of a fatal accident that took place just after midnight on May 23, last. He was reportedly thrown into a car trunk by the driver who allegedly struck him down and the individual promised to take him to a hospital but to date, Williams nor his body can be found.

His family members have already lost hope that he could still be alive but as they continue the search for his body, Sylvie is now reflecting on the last few years they spent living together.

Williams, age 40, was a skilled labourer who worked in different locations across the country but in 2018 he decided to move in with his sister at Enmore. She welcomed him with open arms because according to

her, they shared a close relationship with each other from a very young age.

“We very close with each other since we were small, he would always be with me at my side to watch over me,” Sylvie told Kaieteur News.

Williams’ presence in her home was worth its weight in gold especially when the COVID-19 pandemic begun. Apart from working and helping out in the home, Williams lightened up the environment with his jovial and charming personality and on Sunday May 22, it was no different.

Sylvie recalled that one of their siblings had visited that day and he cooked them lunch, a delicious Pepper Pot, but she noticed that he was not “100 percent” himself. “ I don’t know if the spirit was moving or what but he was restless like if something was bothering him”, she said. Nevertheless, they did not pay much attention to his restless behaviour and dug into the pot of the pepper-pot he prepared. They finished the entire pot because it was very tasty and he had to prepare more for his nieces and nephews. It was at this point that Williams would say the words that now have a chilling sound when repeated.

“This might be the last food yuh brother cooking for yall.” After finishing up the

pot, recounted Sylvie, Williams got dressed and around 14:30hrs he left home to drop off a visiting sibling to the Amerindian Hostel at Princess Street, Georgetown.

Sylvie added that it rained heavily soon after they left and was concerned about them because they did not have an umbrella.

She soon stopped worrying after Williams called her around 18:00hrs and said that they made it safely to Georgetown. Little did she know that it would be the last time hearing her brother’s voice.

Around 01:00hrs, their family friend came rapping at the door and broke the tragic news to her.

“He said ‘them just knock down Reonol on the road and he dead,” recounted, Sylvie.

She immediately rushed out of the house with her husband but when they arrived at the scene the road was clear and quiet. The friend related that Williams was returning from the trip he made to drop off his sibling at the Hostel and they ( the friend and Williams) had left Georgetown together in a taxi.

It was late and the taxi driver did not want to drop them off directly at their home so they agreed to be taken to the Enmore Public Road. They began crossing the road together but as they

were making it to the center, a car speeding east appeared.

The friend told police that he had managed to stop in time but Williams was one step ahead of him and the car struck him down.

The car stopped and reversed to where a bleeding Wi l l i a m s w a s l y i n g unconscious on the road.

According to reports the driver stepped out and picked up Williams, put him in his car and said he was taking him to the hospital.

Relatives and police have checked Public and Private Hospitals but they could not find any record that an accident victim matching Williams’ description was ever taken there.

It suspected that the driver might have dumped Williams’ body somewhere.

Investigators were able to find the car involved in the accident and photos have even surfaced of an injured Williams lying on the road beside it. The owner was arrested and was even placed at the scene of the accident by the lone eyewitness.

Police have released him on $300,000 station bail pending further investigation into the matter.

Kaieteur News understands that the owner is claiming that someone else was behind the wheel in his car on the night of the accident. In the meantime (Continued on page 6)

Jagdeo v. Sanzillo

PP/C Government and leaders have long manifested a consistent characteristic. There is neither patience nor tolerance for any kind of criticism, difference, or resistance to their scripts.

Whenever the outspoken and factual present that hits a nerve, the glove comes off, and stridency takes over. It has to be their way, their message, and no other way. This is what Guyanese, and others elsewhere, are now privy to observe in Jagdeo v. Sanzillo, Round 1.

It is not a divorce or abortion matter, but might as well be, for if it was a court case, it could very well have ended up at the CCJ; or in another era, the Privy Council; or if Mr. Sanzillo has his say, the United States Supreme Court, given his own heritage.

But it is only the matter of a sharp, spiraling disagreement over a word.

Worlds have been turned upside down because of a word, vicious wars fought to settle what was enmeshed in a word.

In the instance of Jagdeo v. Sanzillo, it has to do with the word “debt.” Dr. Jagdeo of Moscow and Patrice Lumumba sees it as anything but, while Mr. Tom Sanzillo of New York, and a CFA (Chartered Financial Analyst) views what is being dealt with by each Guyanese as nothing but debt, and only debt. Who has it right? Who is closer to what stands as an advocate for financial wisdom, arithmetic commonsense?

Though the Hon. Dr. Jagdeo may not like it, and it may bring out a deeper strain of his notorious meanness, we must call it as we see it. We at this publication are foursquare behind Mr. Sanzillo. We place our thinking and reasoning on the table, and invite others to be the judge and jury.

The New Yorker, Mr. Sanzillo, insists that every Guyanese is indebted to Exxon for $9 million, as part of unstated public debt. The Guyanese potentate of a leader, Dr. Jagdeo, says it just can t be. The reality is that Exxon builds that figure into its cost recovery scheme, which is then placed before Guyana, and with waiting hand outstretched.

It must be honoured and paid, be it a single American dollar or the entirety of the $9 million debt overhang of each Guyanese.

Clearly, it is not income, which we are sure that Dr. Jagdeo will agree, however grudgingly. It is not an asset, which can be marked in Guyana s favour. It is not an addition that accrues on the plus side of Guyanas ledger.

If Exxon were not to find one more drop of oil out there, it stands as a sunk cost, but would ultimately still be recoverable, should the geology lead to discovery of oil elsewhere in Guyana. Since it is neither income nor asset nor an amount that could be added to this countrys income statement, balance sheet, and checkbook, then a little light should begin to dawn in Dr. Jagdeos fertile and usually fevered mind.

If it is none of those things on the positive side, then it could only belong to the other side of reckoning ledgers, and of which Dr. Jagdeo knows well, but pretends at being a wrongheaded devils advocate.

Because he has found it fit to carp about this matter of it is not public debt, then his preference may be for that individual debt load of $9 million to be housed in some Suspense Account, stay there forever, and conveniently disappear.

We regret having to tell Dr. Jagdeo that it isnt and will not be so, which he also knows.

Twist it or turn it, the $9 million standing against the name of each citizen is a liability. It is charge, when aggregated, as is the convention for these matters. It is a subtraction from against the account of the nation, hence, each Guyanese. Just like how, on the plus side, GDP is worked out on a per capita (person/head) basis, it is the same practice that holds on the other side of books and calculations.

It is irrelevant whether Dr. Jagdeo likes this, but there it is. It is public debt, not something imaginary or that belongs to Trinis, but a burden over each Guyanese head.

Healing will come only if we know the whole truth and nothing but the truth DEAR EDITOR, I read a letter published in Kaieteur News yesterday May 31, 2022 titled “ 56 years later Guyanese still wallow in the lies of our history,” written by Desmond Alli (General Secretary GUA).

In his reference to the Independence date, he somehow makes a connection between what has been termed the Wismar Massacre of May 1964 and our date of Independence. This is pathetic, painful and puerile, if not wicked, in which he portrays IndoGuyanese as being the victims of violence.

Briefly, let me state the following and challenge Alli, Bisram and others to dispute the accuracy of my words.

First, the majority of residents living at Wismar, McKenzie and Christianburg hailed from West Coast Berbice, Mahaicony and Mahaica. In his letter, he talked about Indians being beaten in the mining town of Wismar.

I can supply details if necessary, but almost on a daily basis people who lived in that upper Demerara community were in receipt of horror stories, atrocities and murders committed mainly against Afro-Guyanese family members in the West Coast Berbice, Mahaica, and Mahaicony areas. And what may have been the spark that ignited the anger was an incident where an Afro-Guyanese was found bludgeoned and

whose mutilated body was wrapped in barb-wire floating in the Mahaicony Creek. Obviously, the victim of torture by certain people.

No one should justify violence, but as is seen everywhere in the East, West, North and South, human beings react when their kith and kin are assaulted and mistreated by other people. Is Ali aware, for example, of who were the perpetrators of the Abraham fire in Hadfield Street, Georgetown, which took the lives of Arthur Abraham and seven of his children? Arthur Abraham was of EuropeanPortuguese extraction and was ‘promoted’ from the position as Permanent Secretary in the Premier Dr. Jagan’s Office to another Ministry.

Can Alli tell us who was responsible for the bombing of the Sun Chapman at Hurudaia in the Demerara River? The Sun Chapman launch that plied the Georgetown-Wismar route was owned by Norman Yacoob Chapman, a known PNC supporter.

The explosion claimed the lives of 48 persons, all AfroGuyanese. Is Alli aware of the rape, murder and arson committed against the Ishmael family at Tain on the Corentyne, Berbice? The Ishmaels were all AfroGuyanese.

Dear Editor, I was the General Secretary of the PNC Party at that time and it is painful to

recall those incidents, but so long as people like Alli and Bisram, who seem to be revisionist seek to rewrite our history, I will speak up because I believe that the time has come for the whole truth related to our march to Independence need to be told if we are to heal and not rip apart the already slender fabric of our beloved country. The propagandist must seek slumber after years of active service. I recall after PPP won the Elections in 1992, they sought to downplay our Republic Day celebrations (February 23).

Many of us including Bishop Juan Edghill led demonstrations against this attempt by the new Government.

Later speaking to top PPP Officials including Rev. Dale Bisnauth, a Minister, said that the PPP were unhappy to celebrate a date that coincided with Burnham’s birth date (his exact words). I pointed out to him that Burnham’s birth date was February 20, 1923 and our Republic date celebrated the successful uprising by the slaves at Magdalenaburg, Berbice on February 23, 1763 and that there was absolutely no relationship between Republic Day and Burnham’s birthday. But such is the power of repeating a falsehood. Healing will come only if we know the whole truth and nothing but the truth and as an independent people, seek to avoid the mistakes and errors of the past and with that

knowledge, work tirelessly to make a reality of our National Motto of One People, One Nation, One Destiny.

Let us stop the nonsense that one side you had Sinners and on the other side you had Saints.

Guyana was at war.

An invitation to Mr. Kissoon and Ms. Shah to expand on their construct of “Indianness” DEAR EDITOR, Permit me the space hereunder to contribute in a small way to an interesting development that I have noticed within the pages of the Kaieteur News publication over the last two days. Specifically, I refer to the letter by Ms Ryhaan Shah, captioned “post-election violence of 1997 caused me to realise my Indianness,” and Mr Fredrick Kissoons column titled, “My non-Indianness and my fictional self-hate.”

These two pieces were published serially on 1st and 2nd June 2022 respectively, and have excited my sensibilities enough to will a response.

However, I wish to state at the onset that it is my sincerest hope to engage and contribute to the developing discourse on how AfroGuyanese violence upon their person and psyche continues to impact their processes of self-identification and the reinforcement of their racial and ethnic identity. In the pieces

above, both authors expressed and alluded to how it singularly caused both of them to recognise their “Indianness.”My modest contribution, from the perspective of a boviander, is intended only to add another dimension to what has, in recent times, felt like a single side of the story.

For myself, I am quite content to share in my personal experience of how violence underpinned by racist and colourist illogic has come to impact my own processes of self-identification. However, unlike the authors above, it has only served to reinforce my view of the need to construct the discourse on equality and human dignity more broadly in the Guyanese media. In the case of the two authors, I suspect that “Indianness” might be the reason why I perceive that they do not share the same outlook. In my case, however, the take away from a general and extensive survey of my

lived experience inclines me to adopt the view that this very “Indianness” is equally a progenitor and perpetrator of the violence against which they complain. More personally, it has left me with an unsettling feeling that I must always take steps to affirmatively assert my equal humanity and dignity, least it is lost on those who presume that by default inferiority is internalised. To be clear, I have found it impracticable to divorce their demonstrated “Indianness” from Indo-Supremacy, and its tenets that undergird their pervasive unwillingness to share a single spatial dimension with a perceived lesser group, but especially AfroGuyanese.

In this connection, I would like to contextualise the views expressed above by sharing my experience. In 2006, I had left my relatively diverse community, Bartica, to take up secondary education at the Presidents College on a government hinterland scholarship.

As with the authors above, whether I was too young to observe the comparable phenomenon prior thereto is in doubt. But what I can confirm is that my first memory of being racialised occurred no sooner than settling in a long the East Coast corridor, while cladin knee-length trousers and the uniforms creme shirt.

I think it will only be necessary to share two instances which will clearly make the point in relation to what is said above. In about 2008, my aunt had moved into a familial apartment in the community of Better Hope, and I was hoping that I would have been able to move in to avoid the boarding arrangement. However, I was made to understand soon enough that it would not be possible after venturing about 100 meters up the street.

Fish cage initiative is a good one Mr. Pitamber is not keeping the peace DEAR EDITOR, The headline that stated “Govt. to roll out fish cage initiative at Mainstay/Whyaka” caught my attention in a special way. It is about time that cage culture become normalize in Guyana. I mean the thing has huge advantages, even though pessimist can pinpoint a few setbacks, even though these are all basically set off by some form of mismanagement.

By way of informing, many types of water resources can be used, including lakes, reservoirs, ponds, strip pits, streams and rivers which could otherwise not be harvested. Also, a relatively low initial investment is required in any existing body of water, and it is a case of harvesting being simplified, while observation and sampling are easily done. I add that less manpower requirement is a plus and more can take to this form of earning a living.

Where Guyana is concerned, President Irfaan Ali is confident that the Region Two Village, on the Essequibo

Coast, called Mainstay/ Whyaka, can be a trend-setter. He detailed that the project “could have a profitability of $10M per year.” And urgency in this is vital as there is a shortage of fish and fish products both globally and regionally, “so what we want to do is to start the first pilot phase (fish cage project) in Mainstay.”

Lest we opine that President Ali is a dreamer, I point out that in many areas of the world, freshwater cage culture comprises a significant proportion of salmonid production. In Scotland for example, 14% of the rainbow trout are reared in marine cages, 42% of the trout production comes from freshwater cages, and the remainder comes from freshwater ponds and tanks. In Finland, about 85% of farmed rainbow trout comes from brackish-water cages, with the remainder coming from freshwater cages. In general, there has been a recent tendency in many countries to shift trout production from freshwater systems into marine cages.

Guyana must hurry up.

A nice thing to take in is that the President is targeting the young people of the village with the project and he assured them that it will be owned by them. He explained that the marine cage that the government is spending millions to set up at Mainstay will be a commercial one with the aim of producing some 11 metric tons of fish every nine months. This is really big, and the people can expect input from the government.

In this vein, Mr. Tejnarine Geer, Chief Fisheries Officer at the Ministry of Agriculture, and his technical team will be with the villagers, and according to him, “… they will be working with you in establishing this project. They will be ongoing testing and looking at the best possible location.”

In fact, the word from the government team is that “Once we do this right, based on the numbers we have established, the annual probability could be as much as $10M”.

From page 4 an elderly Indian woman whose strung together profanities made it clear that the residence of “black man” was not appreciated in that street or community. Onlookers to the rant observed quietly, without intervention, as I returned to the premises for the last time. I was able to breathe a sigh of relief when my aunt eventually moved.

The long-term insecurity that it has created is the reason I avoid venturing into predominately Indo-populated areas day or night. I still continue to consciously carry the fear and apprehension of raciallymotivated physical violence on my person. The second incident that belies my suspicion of “Indianness” is located in the denigration of my capacity, humanity and dignity at the hands of colleagues with a very peculiar vocabulary.

In 2015, I was perceived to be supportive of a political opinion that embraced change. No sooner than it was realised, the invalidating attacks began- stupid, buck, neekaharam and harakati.

Still further, it was told in no uncertain terms that I was ungrateful to have been the beneficiary of a government academic scholarship and to entertain any other opinion. It was made pellucidly clear at that moment that there was an ideological undercurrent that perceived that the bounty of the state was in fact for the benefit of some, and not all.

Thankfully, as these persons were not the only colleagues

with whom I had shared supper and struggles, in a spirit of congeniality our other colleagues stepped in to repel the contemplable and egregious assault on my humanity. But could you believe it? I was reduced to less-than-human in a public space by those who, like these authors, find themselves constituted only victims of Afro-Guyanese violence.

More than this, I was forced in the aftermath to reckon with the internal dissonance created by my experience and my belief in an Indigenous policy across that board that was benevolently paternalistic.

Certainty, while these cases do not constitute the everyday norm for me, I see the products of this kind of “Indianness” subtly at work all around. At one end of the spectrum, it may evidence itself in a complete refusal to accommodate even the physical characteristics of another group -as demonstrated by the need for consultation and the failure of the ministry to lead from the front on a matter like natural hair policy.

On the other end, it may constitute public figures who go as far as exploiting state media and public platforms to criminalise and discredit the societal contributions of AfroGuyanese As was Mr. Ramsons unfortunate remarks and the infamous piece penned by Parvati Edwards to push the narrative through state media that AfroGuyanese youths are socialised to rob and murder

Indo-Guyanese. In between those two points, it may look like inquiries about your race when calling to ask about accommodation rentals; it may look like being followed and having your bag unnecessarily searched in and out of shopping establishments based on profiling; it may look like being selectively denied the right to complete payment transaction by pin-code and card without proof of identification because you dont fit the imagined profile; Still, it may look like being interrogated by “friendly” neighbours in Bel Air Park about why you have chosen to use a public park, or how come youre in the VIP section of a party, show or club. This is what the share experience of black and brown people in a non-white country feels like.

Therefore, I invite the authors above to expand upon their construct of “Indianness” and specifically how it extricates itself from the violent and morbid racial complexities that interact within the Guyanese matrix.

This is against the backdrop of pervasive racial bestialization high and low From Nirvan Singhs allegation to Aunty Sukhie; the colour and ethnic implications of anothers sense of superiority located in the Kshatriya caste; and lastly, the familiar facts that would have emanated for an infamous libel case between Mr Kissoon, himself, and the former president.

DEAR EDITOR, I request a small space in your newspaper to address a matter that has become of great concern to the wellbeing of myself and family.

I am Ramnarine Gobin, the father of two small children and I live with my stay at home wife, Bibi Nazira Gobin at 290 Section ‘D’ Non Pareil East Coast Demerara. For some three years now my neighbour Bheem Pitamber known as Neal, who resides at Lot 289, has been dumping sand on my fence illegally and causing it to damage. The gentleman uses this sand as a drive way but dug a small drain next to my fence. Not only is this water washing away the base of the fence but it is also rotting the wooden parts of the structure. I’ve been to the Buxton/Foulis NDC and com-

plained many times and they have in fact acknowledged that what is being done is wrong after a visit to the location. They’re attempts to reach Mr. Pitamber have been futile since the gentleman would occupy the property when he visits during the day, but sleeps elsewhere.

The NDC had also instructed me to take this matter to the police which I did. I also visited the police station after numerous threats were made to harm my family and myself.

The matter was taken to court for threatening language and Mr. Pitamber was placed on a five year bond to keep the peace. I also filed a court matter about the fence but my understanding is the case file was not with the court. Mr. Pitamber is not keeping the peace. He has continued to

dump sand to drive his vehicle and continues to damage my fence. One occasion, he would walk up to my fence and hit it as if to damage it further. And now, the man is driving his vehicle on the reserve which I maintain in front of my house. These are all deliberate acts and no matter the complaints made, no one seem able to seriously deal with this gentleman. At this point, the newspaper is the only avenue I have left. I am writing this letter so that those responsible for addressing the matter will take the necessary action. I plan to write another letter and name all the officials that have pushed me around or refused to seriously address this troublesome neighbour.

COVID-19 vaccination for 5-11 age group begins next week The vaccination of children ages 5 to 11 against COVID-19 will be rolled out in the coming week, as Guyana is expecting a shipment of 25, 000 doses of the Pfizer - BioNTech COVID-19 vaccine for this age group on Monday.

Minister of Health, Dr. Frank Anthony is urging parents to ensure their children are inoculated.

“These are special formulation, these are not the regular vaccines, that we have been giving, this is a special vaccine made by Pfizer specially for this age category,” Dr Anthony said.

tending the use of a smaller dose of the Pfizer - BioNTech COVID-19 vaccine to children ages 5 to 11.

The recommended dosage for the younger population is 10 micrograms instead of 30 micrograms given to adults.

With the limited supply of vaccines, Dr. Anthony said parents should take every opportunity to take the jab.

“When we start rolling this out, we will have enough vaccines for 25,000 children in the first tranche of vaccines that we would be giving,” Dr. Anthony noted.

The vaccines will be administered at the regular vaccination sites across the country, as well as drive-

throughs.

The health minister assured that the vaccines have been approved by all regulatory bodies.

“We have been quite fortunate that one of our partner countries, Spain, has willingly agreed to donate these vaccines to Guyana, and thats why we would be one of the first countries in this region to be able to access the vaccine, and to use the vaccine,” Dr.Anthony said. Meanwhile, persons are urged to continue wearing masks as it is a proven way of preventing the spread of the virus.

“As it is right now, I think a lot of people have become vey complacent and they dont want to wear masks, but

while a lot of people have stopped wearing masks, what we are seeing is an increase in cases,” the minister noted.

There were 100 new cases of Covid-19 recorded in the past 24 hours taking the total number of infections to 873 cases. Dr. Anthony said the current Covid-19 infection numbers could be underestimated, since persons who have the disease may think they have the common flu.

There are currently 27 persons hospitalised with the Covid-19 virus. The number consists of persons with underlying conditions, or older persons, however, there are also persons with only primary doses of a vaccine and no boosters. (DPI)

Former Uruguayan President Jose Mujica earned the title of “the poorest president in the world” because of his humble life style. He lived on an old flower farm, drove a rundown 1987 Beetle and donated a significant portion of his 12,000 peso (US$300) salary to poor people and small entrepreneurs.

He didn’t seem to care much about riches unless it could be used to help others. What a character; what level of empathy, of humanity and care this man displayed despite being the most powerful person in his country.

Of course, no one is asking Guyanese leaders to descend from their luxury vehicles, give away their hefty compensations or vacate their lavish mansions to appease a rumbling nation.

But they are being asked for compassion and care; to seek for Guyana, greater benefits from its oil wealth, balanced sharing of this wealth between its people and equal opportunity for citizen development across all races.

Guyana does not lack intellectuals to move us forward, what we lack are great characters in office.

We are a small nation with unreliable leaders.

Will we never become mindful of the type of characters we choose to lead our nation?

Construction worker remanded for killing BV man

T

he 29-year-old construction worker who is accused of killing Troy Hicks, of North Beterverwagting (BV), East Coast Demerara on Saturday last, was yesterday remanded to prison after he appeared in court.

Devon Mohamed of S i d e l i n e D a m , Beterverwagting, appeared at the Sparendaam Magistrate’s Court before Magistrate Rochelle Liverpool, where the charge

was read to him.

Mohammed called ‘Chike Baba’ was not required to plead to the charge which states that on May 28, 2022 at Hendricks Street, Triumph he m u r d e r e d 4 5 - y e a r- o l d Hicks.

Magistrate Liverpool after remanding Mohamed to prison adjourned the matter to July, 14 for report.

According to the police, Hicks was killed following a misunderstanding he had with the accused earlier that

day.

Police said that around 19:15hrs that Saturday, Hicks was walking on Hendricks Street where the suspect attacked him with a cutlass by chopping him about his head and shoulders.

Hicks who was armed with a dog chain and cutlass retaliated by chopping the suspect to his forehead.

Hicks then ran into a corner shop after a group of men started to attack him by pelting him with bricks. In a

bid to escape from his attackers, police reported that the now deceased started to pelt bottles at the men and managed to run north on Republic Drive, Beterverwagting where the men ran after him.

It is unclear what happened after, but an injured Hicks was picked up from the roadway by the police who rushed him to the Georgetown Public Hospital for medical attention. Hicks was pronounced dead on arrival at the facility.

Watch your language!

Some people must have their daily “fix”. Some get it by using drugs and end up destroying their lives; others need to release bilious thoughts. There used to be a man who rode around on a bicycle shouting extremely loudly, the most obnoxious and obscene expletives against the President of Guyana, Bharrat Jagdeo. He did this for years. No one bothered too much with him while he spouted the most vile things imaginable about the government and particularly about the then President.

This was his way of getting a fix. If he did not do this perhaps he would not feel well.

He was obviously a man who felt that his mission was to rant the nastiest things imaginable about the government and the President.

Those were his opinions and he was free to have them. But while he was entitled to his opinions, he was not entitled to express those views in whatever manner he felt. He was certainly not free to publicly resort to colourful and expletive-laced language.

While some adults may have found him an interesting character and someone to whom too much seriousness

should not be given, it must be also mentioned that there were often children around when he was publicly cursing, and those children are assailed by his terrible language. Too many of our children are today being exposed to profanity and vulgarity.

And they are taking this language into the classroom.

Teachers cannot correct this problem since the instruction in profanity is taking place in the wider society and is undermining morals.

The use of invectives is now a public malaise. This is a problem which has been around for some time now and while there was a campaign against bad manners, there has never been a campaign against swearing and the use of profane and unsavoury language in public.

Great strides have been made in creating awareness of the problems associated with child and domestic abuse, alcoholism, stigma and discrimination and a number of other ills within our society.

Every day on the television there are ads on these issues.

But what about the ads urging restraint in the use of obscene language in public?

There are no such campaigns.

A few years ago, the airing of songs with vulgar lyrics was topical. There were complaints about the lyrics of some songs being played in public transport vehicles, particularly some mini-buses.

In fact, it was observed that some school children used to wait on specific buses because of the lyrics of the songs that were played.

Even sadder was the fact that adults used to sit right next to children in the buses where this sort of vulgar music was being played and said nothing, to the drivers and conductors, about the appropriateness of this practice. Yet many of these adults would not have their own children join these buses, but they would sit and enjoy the vulgar lyrics in the presence of another persons child without saying anything.

Fortunately, this practice seems to have been on the decline and was helped by the initial ban that was placed on the playing of music within minibuses. There have been criticisms of some politicians cussing down one another.

Well, as bad as that may be, those politicians do not use expletives when they are at it.

Throughout this country, there are public quarrels between individuals and it is not uncommon for the most uncommon of language to be used in the “public commons”, the streets of Guyana by ordinary citizens quarrelling among themselves. Some of the things that are said in these public “buse-outs” are unprintable. The War on Bad Manners is over. Bad manners are still very much with us.

But far more urgent than cor-

recting bad manners is the need to restrain the use of swearing in public. This is not healthy for children who are exposed to such obscenities.

A new campaign needs to be undertaken so as to protect the minds of our children from being contaminated from profanity. The police need to do more. There should be a zero tolerance on profane language used in public.

If someone wants to curse, if this is what gives them a fix every day, let them lock themselves into a room, and empty

their dirty thoughts in private.

But please, when you are within earshot of the public, when you are in public places, and especially when children are around, restrain your tongue.

Guyanese need to always remember the evil of this man T

his analysis here centres on the priceless value of free and fair elections in deciding the future of a country. On March 3, 2020 about midday in the studio of Kaieteur Radio sitting alongside Leonard Gildarie, my mind was made up.

I was not going to stay silent on election rigging that would bring back the permanency of power and the evil such permanency brings. I, my parents, siblings, wife and her parents and siblings too lived under the evil empire of President Forbes Burnham. I know how rigged elections can destroy the entire contents of a nation.

Here is an enumeration of dastardly edicts by Mr. Burnham that had there been the possibility of contenders losing election after Independence in 1966, Burnham would have been an ephemeral footnote in Guyanese history. These two words “ephemeral footnote”

is so reverberating in their presence because after August 2020 many of those who held power are gone and reside in obscurity. We will ask today and for many years to come; where are Granger, Harmon, Nagamootoo, Simona Broomes, among others?

Before we come to the enumeration, a powerful scholarly reflection on what I will call “the Burnham dilemma” is in order. Given the demographic shape of Guyana from the 1950s o n w a r d s , B u r n h a m ’s dilemma was that his African-oriented PNC outfit could not win a general election.

Burnham decided that he will not allow his fate to be sealed in such a tragic way so he invented rigged elections.

But the possession of power through tampering with elections does not have to result in evil. The holder can use power to reach out, to placate his/her detractors, to seek accommodation.

Burnham did nothing of the

sort. He used power to expand his ego and his personal empire.

Here is a brief enumeration and as you read, think of if Burnham could have lost national elections if he would have gone in those directions.

1 - The 1974 rejection by g o v e r n m e n t o f U G ’s decision to employ Walter Rodney.

2 - The 1975 enunciation of the paramountcy of the party doctrine whereby the private organisation named t h e P e o p l e ’s N a t i o n a l Congress (PNC) became legally superior to the public sector sphere and had to accept prescriptions from the PNC leaders. To make the functionalism of the paramountcy effective, a ministry named National Development was founded but it was not staffed by professional public servants but PNC apparatchiks.

What this ministry did was to place a branch in all important public sector corporations and other vital

public sector institutions. So at the University of Guyana, there was an office of the Ministry of National Development. For how powerful these apparatchiks were, see the autobiography of Yesu Persaud – pages 211113.

3 - The 1976 introduction of compulsory National Service at UG. Without consultation with anyone at UG, and I emphasise, anyone, Burnham scrapped fees and instead implemented compulsory National Service (NS) in the interior. Those who went to UG on a fee-paying basis had no alternative but to do NS. I refused and I remember very vividly so did Vanda Radzik who later became a women’s rights activist.

4 - The creation of the External Trade Bureau (ETB) to regulate all import and export business in G u y a n a . To b r i n g i n anything from a toothbrush to a brush-cutter into Guyana, the businessman had to achieve the

impossible – get an import licence from the ETB. Frederick Kissoon 5 - The 1984 biggest blunder of the PNC Labour Amendment Act. This was one of the most in its entire history in heinous assaults on trade government.

These are just a sample of union rights in the entire Commonwealth. It did two p o l i c y d i r e c t i o n s t h a t undemocratic things. Guyana in talks with Islamic Bank for more loans Senior Minister within the Office of the President with responsibility for Finance, Dr. Ashni Singh has confirmed that Guyana is currently in talks with the Islamic Development Bank (IsDB) in order to contract additional loans.

He made this disclosure during the recently held Annual Meeting by the Bank for this year held in Sharm El Sheikh, Egypt.

Dr. Singh in an address to the meeting, delegates noted that Guyana is already at an advanced stage of developing new projects for its portfolio with the Bank, including one in transport infrastructure that is due to go to the executive board in September. With this in mind, Dr. Singh reminded the bank officials that, “as we confront the myriad challenges still before us, the Islamic Development Bank will continue, to be a highly valued development partner.” During his address,

the Minister with responsibility for Finance had espoused that particular areas of focus for his administration include investing in: adequate, reliable, affordable, and cleaner electricity which is essential for a competitive manufacturing sector; expanded and upgraded transport infrastructure, to increase the economic space in which they operate.

Speaking to those in attendance, Dr. Singh said, “We meet at a time when the global economy is reeling from multiple intertwined shocks.” To this end he iterated that the effects of the COVID-19 pandemic are still being felt in many of our countries, with productive activity still muted in many places and the global supply chain still in deep dislocation.

“On top of this, war in Ukraine has further disrupted production and trade in key commodities,

resulting in additional inflationary pressure.” He posited that as a result, global economic growth is now projected to slow from 6.1 percent in 2021 to 3.6 percent in 2022 and 2023 and, beyond 2023 is projected to decline further to 3.3 percent into the medium term. Additionally, the minister said inflation for 2022 is now projected at 5.7 percent in advanced economies and 8.7 percent in e m e rg i n g m a r k e t a n d developing economies, and many countries are experiencing their highest levels of inflation in decades.

Needless to say, the impact is being felt most severely by the vulnerable, both within and across countries, the official stated.

Furthermore, Dr. Singh told those in attendance that alongside the immediate crises before us, “we continue to face a global climate crisis of no less urgency, with gaping gaps

between stated ambition and policy action, a matter that will be the focus of attention right here in Sharm El Sheikh in just a few months at COP27.”

These combined realities, he said, make the work of the Bank even more important to countries in the months and years ahead. He said they also make the theme of this year’s meeting very apt – Beyond Recovery: R e s i l i e n c e a n d Sustainability” as it captures the essence of the mission that lies ahead.

It is with this in mind, Dr. Singh reiterated measures employed by his administration domestically in order to meet the challenges and to limit the effects of COVID-19 on

Guyana moving two to three times faster than any other offshore energy player - Hess Boss …tells investors don’t hesitate, get on the train

T

he bountiful oil scenario in Guyana has served as a major lifeline to foreign operators such as Hess Corporation which has a 30 percent stake in the over 6 million-acres Stabroek Block it shares with partners, US-based ExxonMobil and Chinese company, China National Offshore Oil Corporation (CNOOC). In fact, Hess is seeking to lure investors with the unprecedented level of positive fiscal returns coming from Guyana’s oil discoveries.

During the Bernstein’s 38th Annual Strategic Decisions Conference held in New York on Thursday (June 2, 2022), Hess C o r p o r a t i o n ’s C h i e f Executive Officer (CEO) John Hess spoke extensively on the many positives coming out of the Stabroek Block. Hess told attendees that Guyana is the fastest growing offshore development globally, with significant value coming out of that venture.

He said that in discussion w i t h p a r t n e r a g e n c y, ExxonMobil during the country’s initial oil find in 2015, former CEO Rex Tillerson had denoted the company’s intention to go as fast as it can, while preventing any leakages.

What this means, Hess explained, is that Exxon, with operator rights and the largest shareholder in the block with 45 percent, wants to maintain the growth of the o ff s h o r e f i e l d s w h i l e maintaining capital and operating efficiency.

Despite the huge undertakings involving project management and other industry supporting tasks such as procuring large storage vessels, Hess lauded Exxon as being the best in the business to do the necessary work. As such, where Guyana is concerned, h e d e s c r i b e d E x x o n ’s philosophy of design one (floating production storage and offloading unit (FPSO) build many as being industry leading.

Elderly man found dead at his Cummings Lodge home

T

he slightly decomposed body of a 93-yearold man was on Thursday found at his Cummings Lodge East Coast Demerara (ECD) home.

He has been identified as Carlton king of Lot 845 Third Field Cummings Lodge.

Neighbours reportedly saw him lying motionless in his yard in front of his door around 16:00hrs and called

the police. They related that the man lived alone in his one-flat Concrete structure house. Detectives reported that they do not believe that foul play was involved in his death. His front door was slightly opened and no bruises were seen on his body.

They believed that he might have collapsed while exiting his home.

Investigations are ongoing.

company to stop investing and that they should return investor’s money. “We said look, we have higher returns specifically in Guyana. We are going to benefit from that investment as we grow the resources, we grow the cash flow.”

“Now that we have the second ship on, every ship at US$65 dollars Brent adds a billion a year of EBITA (Earnings before interest, taxes, and amortization).

And as a consequence our cash flow, because we have these low cost developments coming on every year, our cash flow growth is 25 percent a year compounded each year for the next five years. And quite frankly with more ships, it can actually go out to 20, 30.”

Reiterating the company’s position of growing resource for success, Hess described Guyana’s oil as being low cost, high margin, low

“Drunken” Fisherman allegedly drowns in Mahaicony River It is suspected that a “drunken” fisherman on Tuesday fell into the Mahaicony River on the East Coast of Demerara (ECD) and drowned. He was identified as Andrew Barnwell, 31, of Farm Mahaicony and his floating body was fished out of the river around 15:55hrs on Thursday.

According to police he was last seen alive on Tuesday by his 57 year old colleague, of East Canje Berbice, Region Six. That colleague told police that he and Barnwell had been drinking together. Around 19:00hrs, they finished the drinking session and went to sleep in their boats.

He claimed that Barnwell was sleeping in a boat moored alongside his. However, around 01:30hrs on Wednesday, he was awakened after his boat started to rock in the water. When he got up, it was untied and

drifting away, and according him, he secured it quickly and called out for Barnwell but got no response.

The colleague related to the cops that he thought, Barnwell might have untied the boat and headed home so he went back to sleep.

Later that day, he visited Barnwell’s home and asked his wife if he was there but she had not seen or heard from him too. Realizing that something was amiss he made his way to the Mahaicony Police Station and made a report.

People began looking for Barnwell and on Thursday afternoon a group of fishermen spotted his body floating in the river.

Police were alerted and his remains were fished out and examined by detectives. They reportedly observed that his body bore no marks of violence and believe that he might have fallen over board and drowned.

EPA relying on Exxon estimates to determine amount of gas flared …after disbanding World Bank funded team to monitor emissions

he Environmental Protection Agency (EPA) on Tu e s d a y l a s t , renewed the Environmental Permit for production of crude oil and associated gases from the Liza I oil field in the Stabroek Block by operator, Esso Exploration and Production Guyana Limited.

In making the announcement, the EPA said it had increased the fine charged for flaring up to US$50—from US$45—for every tonne of carbon dioxide emitted through that process.

A perusal of the renewed permit illustrates however, that it is EEPGL, ExxonMobil’s subsidiary, that would be providing an ‘estimate’ of the amount of

carbon dioxide flared for which a fine must be paid.

Under the provisions in the renewed permit that addresses flaring, it outlines that “the permit holder shall estimate GHG (Green House Gas) emissions include Carbon Dioxide (Co2) and CO2e emissions…”

Additionally the permit holder shall “estimate and report all GHG emissions,” and shall also summarise and report to the agency, the considerations made to estimate the volume of GHG emissions.”

The recently approved Liza 1 permit including the flare charge was described by the former environmental agency head, Dr. Vincent Adams as, “an insult to the Guyanese intelligence,” especially since he claimed

He disclosed that since the idea was to stop flaring all together as per the rules in the Liza 2 permit, his position during his time at the EPA was that the gas should be injected back into the reservoir.

Additionally, Adams noted, the four million cubic feet of gas being flared is being described as only two

or three percent, “and they keep talking about the two percent because it is a small number. Two percent sounds small. But its four million cubic feet a day; that is the lowest they have gotten,” Adams reported. And this is onboard Liza one alone since the information for Liza 2 is not yet available.

In relation to monitoring, Adams recalled accessing sponsorship from the World Bank to the tune of a million dollars for the verification of flaring amounts.

He said the Bank brought in an expert with whom he sat along with a more than 30-man team of highly

specialized petroleum and environmental persons, “to be on those ships 24/7”.

This move, according to Dr. Adams, was critical to ensure the monitoring of the unhealthy practice.

That is how it is done in the petroleum industry in the US, and Adams said that is how he wanted it done here in Guyana, to have that same type of monitoring.

It is important to be on the ship, Adams continued because the oil companies will say one thing but do another to protect their interest.

But Adams said as soon as he left, the government

abandoned the monitoring initiative, “even though the World Bank spent a million dollars to help put together that team, they abandoned that program and said they don’t need that program.”

He said that the World Bank and the EPA both have documentation on the 36man team, their qualifications, experiences, among other information.

The team would have entailed high-powered p e t r o l e u m a n d environmental engineers, some of whom would have come from aboard. All of this was budgeted for at the time, Adams said.

72 more new COVID-19 cases recorded; Senior citizen awaits Two persons in ICU compensation from City Hall

From some 1,409 COVID-19 tests conducted, the Ministry of Health on Friday reported it recorded 73 new cases across the country.

The new infections which now bring the total number of confirmed cases to 65,148 were detected in Region Four which recorded 45 cases, Regions Three and Five which recorded seven cases, Regions 10, One and Six which recorded two each and Region Seven which recorded one.

The Ministry via its dashboard reported that two patients are admitted into the COVID-19 Intensive Care Unit (ICU), 25 persons are in institutional isolation, 834 are in home isolation and three are in institutional quarantine.

Additionally, a total of 55 persons have recovered from the virus within the last 24 hours.

after falling into manhole Almost two years after falling into a city manhole at Haley Street, and almost five months after a High Court Judge ruled that the Mayor and City Council (M&CC) was responsible for the mishap, 71-year Patricia Lambert is still to receive the compensation that is owed to her.

The elderly Lambert broke two toes as a result of the mishap. She took City Hall to court and won a judgment of G$400,000.

However, the city managers are still to compensate the woman and her lawyer is seriously criticizing the delivery of service that has contributed to the delay in payment.

WHO says tobacco industry poisoning for action to hold planet - Calls industry accountable

In a recent report, the World Health Organization (WHO) highlighted how the tobacco industry is not only harmful to human health but it is also poisoning the planet.

The report titled ‘Tobacco: Poisoning our planet’ was released on May 31, 2022, World No Tobacco Day. According to the report, tobacco harms people’s health directly through use and exposure to second-hand smoke and through its negative impact on the environment.

It was stated too that tobacco’s impact on the environment occurs at various stages, including growing and cultivation, manufacturing, distribution, use and disposal of tobacco products – with each stage having negative implications for the environment, including the use of precious resources such as water and trees and the creation of pollutants through manufacturing.

Furthermore, the report highlights how tobacco use remains a lethal habit, with an estimated eight million people dying each year due to its use and added to the millions of lives being lost; the tobacco industry costs the world: 600 million trees, 22 billion tonnes of water and produces 84 million tonnes of carbon dioxide (CO2) every year.

As it relates to the production and consumption of tobacco, which contributes to global warming, the releasing of 84 million tonnes of CO2 into the environment each year is equivalent of driving 17 million gasoline-powered cars each year.

M o r e o v e r , W H O ’s Senior Health Expert, Dr. Ruediger Krech, during a Geneva news briefing stated that not only does tobacco use causes millions of human lives to be lost but smoking also has an impact on the planet, causing deforestation, water waste, air pollution, and littered beaches, parks and city sidewalks.

D r. K r e c h w a r n e d , “ To b a c c o i s n o t o n l y poisoning people, it’s poisoning our planet.” It was explained that cigarette butts with filters are the most commonly littered item worldwide, with an astounding 4.5 trillion being littered each year.

“Every one of these cigarette butts pollute up to a hundred liters of water,” Dr. Krech said. He stated too, that the consequences of tobacco use have moved from being a human problem to a planetary problem. To this end he said, “Tobacco can no longer be categorized simply as a health threat, it is a threat to human development as a whole.”

The WHO is calling on policy-makers to treat cigarette filters, as single use plastic, and to consider banning cigarette filters to protect public health and the environment. The organisation is also calling on governments to consider banning cigarette filters as they do not have any proven health benefits. The o rg a n i s a t i o n h a s a l s o appealed for the tobacco industry to be held accountable for the detrimental impact the tobacco industry has on human health, economies, societies and the environment.

Winston Jordan’s fraud case reassigned to third Magistrate After two Magistrates recused themselves from presiding over the misconduct in public office matter against former Finance Minister, Winston Jordan – Senior Magistrate Leron Daly was on Thursday assigned the case.

The former minister had made his first court in December 2021, before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts for allegedly selling a State wharf below its market value.

Jordan was slapped with a misconduct in public office charge which alleges that while being and performing duties of Minister of Finance and being the concerned Minister for the National Industrial and Commercial Investments Limited (NICIL), a company owned by the Government of Guyana, between February 26, 2020 and July 31, 2020 at Main Street, Georgetown, he willfully misconducted himself.

It is further alleged that the former minister acted recklessly when he signed NICIL Order, No. 50 of 2020, transferring to and vesting in BK Marine Inc., Mud lots situated at North C u m m i n g s b u rg , Georgetown, being over 2.553 acres, by paying $20,260,276, for a property valued over $5B and being sold at a price that was grossly undervalued to such

a degree as to amount to an abuse of the public trust and without reasonable excuse or justification.

The former minister was not required to plead to the indictable charge after it was read to him. The charge was brought against him by the Special Organised Crime Unit (SOCU), an arm of the Guyana Police Force (GPF).

The Chief Magistrate had granted bail in the sum of $3M and the matter was adjourned to earlier this year.

However, when the matter was called in April, last, the Chief Magistrate recused herself from the matter due to personal reasons and as such, she had reassigned the matter to Principal Magistrate Sherdel Isaacs-Marcus. Similarly, the Principal Magistrate also recused herself from the matter and the case was sent back to the Chief Magistrate.

On Thursday, Chief Magistrate McLennan reassigned the matter to Senior Magistrate Leron Daly, and the matter is expected to come up before Magistrate Daly on August 29, 2022.

When the matter continues the defence is expected to lay over their submission as it relates to the mode of trial for the matter.

S O C U P r o s e c u t o r, attorney-at-law Tuanna Hardy, had requested that Jordan’s matter be tried summarily instead of indictably. This means the

On the other hand, Jordan’s lawyers: former Leader of the Opposition, Joseph Harmon, Khemraj Ramjattan, Dawn Cush and Darren Wade, wants the matter to be tried indictably.

This means that a preliminary inquiry (PI) into the matter will be conducted in the Magistrate’s Courts to determine if there is sufficient evidence for the matter to be tried before a

judge and jury in the High Court.

As such, both parties were asked to make submissions to the court for the magistrate to decide on the mode of trial. The prosecution had already made its submissions to the court – while the defence is yet to do same.

It is alleged that the purchaser BK

Marines Inc., only paid US$100,000, which is 10 percent of the purchase price, and Jordan issued a vesting order passing Title to the purchaser, without the payment of any further sum of monies.

It was further stated that the vesting order stated that the property is being sold free from encumbrance and liabilities and no further sum of money is owed by the purchaser. Also, the transport was subsequently reportedly issued for the

property and the value stated on the transport was US$2,000,000. It was noted however, that the agreement of sale stated that title must only pass upon full payment of purchase price.

The police also reported that investigators have evidence to establish that a facility which is a mere fraction of the size of the state property that is under investigation and located seven miles upriver was sold by a private company for US$17 million.

The matter against the Town Clerk, the Mayor and City Councilors was decided upon and the compensation was stated. Sobers said that in honouring the court’s decision City Hall asked that the compensation cheque be uplifted on April 14 last. However, when the lawyer visited the city office, he said he was unable to get the money for his client. Having been asked to return to the establishment, Sobers said he was told at that time that Lambert’s name was misspent and that he should return a week later. The lawyer explained further that he did not return on the day he was told to uplift the cheque, but called the municipality the following day only to be told that the company was now in the process of preparing the payment.

Sobers has expressed great disappointment with the service received from the municipality. “This is an elderly woman we are talking about here. She broke her toes and need the money.” After announcing that a simple change had to be made, the lawyer said he is bewildered as to why the municipality is now saying they are dealing with this matter. “Were they not telling the truth in the beginning?” he questioned.

Sobers further lambasted the City Council stating that as someone who frequented Haley street, he was aware that eight months into the case, the manholes on Haley Street were still uncovered. Up to the time of the judgment, he said those manholes had still not been secured. “This is uncaring,” the lawyer claimed. He nonetheless called on the municipality to speedily honour the compensation for the senior citizen.

LCDS 2030 Series Pt. 7

Agriculture sector to be strengthened to reduce devastating impacts of flooding, drought For decades, the Agriculture sector has been a significant contributor to the economic wellbeing of the nation, contributing approximately 31.9% to non-oil Gross Domestic Product (GDP) while employing about 17% of the labour force.

With Guyana being particularly vulnerable to the adverse effects of climate change which include massive flooding and drought, agricultural production has been wiped out to varying degrees over the years, which has no doubt hurt the targets set by other sectors that depend on the industry and by extension Guyana’s economy.

The 2005 floods for example resulted in damages to the agricultural sector amounting to US$52.6 million. The sub-sectors hardest hit were sugar, US$11.2 million; and rice, US$8.1 million. Non-traditional Agricultural Commodities sustained damages of US$28.8 million and livestock, US$2.9 million.

With overall costs of US$29 million and US$14.7 million respectively, the droughts of 1997 and 2010 resulted in damages to the rice and sugar industries resulting in losses in export earnings to the country and income to many households. Also, more than 1,500 Amerindian families in Southern Guyana, reliant on agriculture were affected and several rice farmers were forced to leave 35% of their rice fields uncultivated. Losses to the other subsectors of livestock and non-traditional agricultural commodities were numerous.

In the 2021 floods, over 74,000 acres (43,473 acres cash crops and 30,684 acres of rice) of farmlands and over 20,000 farmers were affected.

In light of the damning impact climate change has had on the agriculture sector, the government has crafted a plan within the Low Carbon Development Strategy 2030 which seeks to insulate the industry from worsening impacts.

Specifically, LCDS 2030 will seek to achieve the following: - Strengthen sea and river defense systems - Improve flood control and water management (drainage/kokers) - Address drought prevention (including in Hinterland regions) - Implement climate smart initiatives - Strengthen institutions such as the NDIA, Sea Defence, Hydrometerological Department, etc.

- And finally, improve response capability for climate events Even as the LCDS 2030 continues the final round of regional and community discussions, the government through the Ministry of Agriculture is already laying the ground work to build a more climate resilient industry. This is being done for example, through the acquisition of climate insurance and the improvement of key drainage and infrastructure along with the establishment of two new canals.

ABOUT LCDS 2030 LCDS 2030 outlines how the Government of Guyana will accelerate economic growth and development in a non-polluting, low carbon way. It outlines how Guyana will utilize and monetize its natural resources such as its lush and pristine forests in a sustainable manner so as to combat the impacts of climate change.

The document also ensures the country’s world-class forests, biodiversity, water, and marine resources are valued for the vital contribution they make to the health of the planet.

The current draft that was launched by President, Dr. Irfaan Ali in late 2021 is undergoing a period of consultation with citizens on how the nation can re-double its efforts towards achieving the outlined vision, the roots of which can be traced back to 2009.

In 2009, Guyana had launched the first Low-carbon Development Strategy as a developing country, setting out a vision for inclusive, sustainable development, while simultaneously maintaining the country’s forests, about 85% of the country’s territory, to help meet some of the most urgent challenges the world faces.

There is no doubt that Guyana intends to stay true to the vision set out in 2009 which is to create a model low-carbon economy for the world.

Since 2009 however, local authorities have gained a greater understanding of the outsized contribution Guyana’s ecosystems make to the world’s health and economy, as well as its role as one of the world’s most important countries for biodiversity conservation.

Here are some interesting facts about the important role Guyana’s forests play as noted in the LCDS 2030. *

Guyana has the second-highest percentage of forest cover on earth and is working with partners to sustain 99.5% of that forest while building the foundation for a new low carbon, ecosystem economy. The government has said it expects to tap opportunities to access a market mechanism for forest climate services and other ecosystem services. This will enable Guyana to store 19.5 billion tonnes of carbon dioxide equivalent (the measure used for greenhouse gas

Talks on expanding the highway were brought up by Vice President, Bharrat Jagdeo late last year, who noted in a press conference that the government is looking to have this project on

Shabazz names final squad for CONCACAF Nations League Georgetown -: Golden Jaguars Head Coach Jamaal Shabazz has selected his final 24-man squad for four crunch Concacaf Nations League B fixtures this month, following a highly productive camp in Trinidad and Tobago.

Shabazz said he had been impressed with the “total effort and commitment” from the players and staff and praised the Guyana Football Federation for facilitating the encampment, which was “very important for the future of Guyana football”.

“The competitiveness for places has increased and the intensity has increased, so it was difficult to pick 24 players out of the 31 we had in camp,” Coach Shabazz said,

revealing that he was now focused on enhancing the cohesiveness of the squad.

“We are trying to get some of the guys who have come in to adjust to how we want to play because they have come into an organised team, and when you arrive into an organised team, if you bring in too many players, it can change the texture of it,” Shabazz elaborated. “It’s like coffee, when you put milk in it, sometimes you put so much milk in it, you forget that it’s coffee.” The squad has arrived in the Dominican Republic to prepare for its first Group B fixture of the international window against Montserrat on June 4. Guyana will then play Bermuda on

Zverev rolled the ankle on game point for Nadal to force a tiebreak after Nadal won the first set 7-6 (8). The match was more than three hours old when Zverev screamed in pain and was taken off the court in a wheelchair.

Ohio lawmakers advance trans sports ban with genital check (Reuters) - Ohio’s House of Representatives passed a bill that would ban transgender girls from school sports and require verification from a doctor if a student’s sex is called into question.

The provision was a lastminute addition to an unrelated bill that passed in a marathon session late on Wednesday, the first day of Pride month. The bill next goes to a vote in the state Senate when it reconvenes in several months after a recess.

The Ohio House’s Republican majority took a similar step last year but that effort ultimately failed.

More than half a dozen states have passed or enacted similar provisions this year alone.

Unlike most of the others, the Ohio measure would require students whose sex is “disputed” to provide a physician’s statement verifying “internal and external reproductive anatomy” and other criteria.

Ohio schools that violate the proposed rules could face lawsuits.

These provisions target “a handful of Ohio students and their families who simply want to play sports like everyone else,” LGBTQ rights

group Equality Ohio said in a statement. The Ohio High School Association (OSHAA) has had a transgender policy in place for 10 years during which there have been “fewer than 20 transgender girls approved to play high school girls sports,” according Equality Ohio and OSHAA. Conservative Republican proponents of such legislation argue it is necessary to give girls a level playing field in sports.

Democrats and other opponents say the laws are harmful, unnecessary and unjustly target an already marginalized, vulnerable group.

PARIS, (Reuters) - A environmental activist interrupted the French Open men’s semifinal between Marin Cilic of Croatia and Norwegian Casper Ruud for 15 minutes yesterday when she jumped onto Court Philippe Chatrier and tied and glued herself to the net.

The woman, a French citizen, wearing a t-shirt that read ‘we have 1028 days left’ tied herself to the edge of the net with a string around her neck.

The message, written on both sides of her white t-shirt, was a reference to a UN report on climate change. “An environmental activist managed to get onto Philippe

Chatrier Court and attached herself to the net with metal wires and glue,” the French tennis federation said.

“The young woman, of French nationality, entered the grounds with a valid ticket early in the day. She was then handed over to the police.” Security guards did not rush to her but instead spread out around the court and then slowly walked to her before removing her from the net.

The players were quickly ushered off the court and play was interrupted for about 15 minutes with Ruud leading 36 6-4 4-1. “When it comes to this protest, it was a little bit, what should I say, nasty is

maybe a good word, because I didn’t really know how to react to it,” Ruud told reporters after his victory. “It was a little bit tricky and difficult situation. Never happened to me before. So we were taken outside for six, seven minutes and I got to regroup a little bit and got my flow going again.”

This is not the first time play has been interrupted at the French Open. During the 2009 men’s final, a spectator jumped on to the court from the stands and tried to put a hat on Roger Federer’s head. Boston hit its first seven 3-pointers of the fourth quarter to turn a 12-point deficit heading into the final period into a 120-108 win in Game 1, stealing an NBA Finals game at Chase Center on Thursday.

The Celtics went 9 for 12 from long distance in the fourth quarter as part of a 170 run in nearly five minutes of game time.

Jaylen Brown keyed the late run, scoring 24 points with seven rebounds and five assists for the Celtics. Derrick White had another good performance off the bench, scoring 21 points with five 3pointers.

New Zealand duo put England on back foot with century stand PA Media - England’s inspiration ran dry on day two of the first LV= Insurance Test as an emphatic century stand between Daryl Mitchell and Tom Blundell put New Zealand in control at Lord’s.

After a frenetic first day that saw that saw 17 wickets fall, another seven were added to the tally before the Black Caps’ fifth-wicket pair settled in for what could go down as a match-winning stay.

For a player whose last four outings have been T20 appearances in the Vitality Blast, he was admirably short on nerves as his first delivery dipped nicely and turned away as Blundell defended.

Parkinson has been followed by suggestions that he is too slow through the air to be a real danger at Test level and the batters did appear to need a few sighters before getting to grips with his style.

Renee and Looknauth to V Net Communications supports make debuts for MMZ in NY Wakenaam day of sports

MMZ CC will play two games this weekend and will have in their lineup former Guyana youth players Wicketkeeper Batsman Ronaldo Renee and all-rounder Richie Looknauth along with young right-arm legspinner and left hand batsman Ushardeva Balgobin who played last year.

It is anticipated to be a very exciting weekend of cricket for the MMZ boys who have been strengthened by the three cricketers from Guyana.

Renee is from Tuschen East Bank Essequibo and represented Guyana at the U15, 17 and U-19 level between 2014 and 2018.

Renee, who plays for the West Demerara senior team in Guyana, scored the only century; an unbeaten 100 against Enmore CC for MMZ USA on their tour to Guyana earlier in the year.

His teammate Looknauth is from Anna Catharina WCD and also represented Guyana at the U-15, 17 and U-19 level between 2013 and 2018 and is currently a senior player at Everest in the City.

Also on show will be the flamboyant 19 year-old Ushardeva Balgobin who is a right handed and bowls leg spin and bats left handed and is also a senior player at the Everest.

The team Manager Ejaz Asgarally welcomed Renee, Looknauth and Ushardeva Balgobin to the MMZ family.

The two captains for this weekend’s

games which will be played in Queens and the Bronx are Andy Mohammed and Kelvin Shewpershad.

Both players are very optimistic that with the inclusion of these talented cricketers MMZ CC have a great chance to come out on top this year.

Mohammed will lead the team today, Saturday, while Shewpershad will do the honours tomorrow, Sunday.

MMZ management thanked Miss Mandy Tahal and Nicholas Chinkoo for their warm hospitality shown to Mr Renee and Mr Looknauth.

French Open: Coco Gauff into doubles final as well as singles BBC Sport - American teenager Coco Gauff has the chance to win two French Open trophies this weekend after reaching the women’s doubles final as well as the singles.

Gauff, who plays Iga Swiatek in the singles final today, advanced to the doubles showpiece with compatriot Jessica Pegula yesterday.

The pair beat fellow Americans Madison Keys and Taylor Townsend 6-4 7-6 (7-4).

Gauff, 18, is in her first Grand Slam singles final but was runner-up in the US Open doubles final in 2021.

BABA AGM and elections ORSCA/Adana Homes 10-10 on tomorrow at Leisure competition bowls off today Inn Hotel, New Amsterdam

Following recommendations made by the Guyana Amateur Basketball Federation (GABF) the Berbice Amateur Basketball Association (BABA) will stage its Annual General Meeting and Elections for office bearers tomorrow at Leisure Inn Hotel, New Amsterdam starting at 1.00pm and the affiliated clubs in that jurisdiction are expected to participate.

These elections will be staged following a meeting which was held between President of the Guyana Amateur Basketball Federation Michael Singh and some clubs which took place after elections which were held in April and the incumbent Vibert Garnett was re-elected.

Those elections were questioned by some clubs who said they were not informed and sought the intervention of the GABF President Michael Singh.

Manchester, Glasgow East Bank, New Amsterdam Warriors, Ithaca and Hopetown.

Garnett, on Sunday 24th, 2022 when the BABA held its Annual General Meeting (AGM), was returned to serve for the next two years but some clubs said they were not adequately informed and appealed to the GABF, which will have a presence tomorrow at the important meeting.

Play eventually resumed at 3:45pm but only 3:2 overs were bowled with Imlach being ‘squared up’ by Terrence Hinds as the

According to the Guyana camp, the intention now, with rain taking away so much time and a result unlikely, is to bat for the rest of the match and get as much runs as possible. Today is the final day and play is scheduled to commence at 9:30 AM. There was no played yesterday in the other two matches in Diego Martin and Turuba.

Excitement galore is highly anticipated from Saturday when the 2022 Ontario RoundArm Softball Cricket Association (ORSCA)/ Adana Homes 10-10 competition begins with two matches in Brampton and Mississauga.

At Marvin Heights Public School ground in Mississauga, Wildfiya will collide with Phoenix, while at Chingucousy Secondary School facility, Brampton Rangers will tackle Guycan Tridents.

Both matches are slated to commence from 10:00hrs.

In the first Adana Homes-sponsored edition of 2021, Sunshine emerged victorious over Masters but they will open their campaign when the competition resumes on June 18th with a list of matches.

Persaud has expressed fascination with proceedings last year and again he is in anticipation of some riveting onfield actions.

“I [am] delighted and happy to partner with the ORSCA again; it was very exciting last year and we all looking forward to some good cricket again especially in the 10-10 version,” Persaud related.

Meanwhile, President of the ORSCA Mitch Bacchus is also optimistic of another action-packed and fulfilling season when i t c o m e s t o t h e g a m e ’s shortest and exciting version.

Bacchus first acknowledged the generosity of Adana Homes and secondly thanked all the teams for their continued commitment to the association.

He stated this not only demonstrated their love for

softball cricket but they have been loyal players and supportive as well.

According to Bacchus, the semi-finals and final will be played on June 26th at 10:00hrs and 13:00hrs respectively with the venue being the Hanover Public School ground in Brampton.

Bacchus also took the opportunity by expressing his gratitude to his fellow executives for executing their duties over the years.

He said since the formation of the ORSCA in 2011, all members have shown great commitment and responsibilities for the growth of softball cricket and it is indeed admirable.

Bacchus finally mentioned that Persaud of Adana Homes is very kind in sponsoring the tournament for the second year in succession which is a revelation of his pride and gratification.

NSC/MCY&S supports Faye Joseph Memorial Domino tournament The Ministry of Culture, Youth and Sport and the National Sports Commission (NSC), yesterday made a presentation of over $500,000 in cash, along with trophies, to the Georgetown Domino Association (GDA), for the hosting of the Faye Joseph Memorial Nation-Wade tournament.

The tournament will start today at the National Gymnasium and concludes on Monday at the same venue, featuring over 30 teams from across the country. Director of Sport, Steve Ninvalle noted that, “Domi-

noes is one of the indoor sports that carries a large crowd. We live in the spirit of One Guyana, and so we’ve asked the Domino Association to see how they can start decentralizing the sport, so next year we expect to not only support it, but hope it can be held in Berbice and Essequibo as well.”

Ninvalle, on behalf of Minister Ramson and his fellow NSC Commissioners, wished the Association a successful tournament, while pledging the Commission’s support for the tournament next year.

Meanwhile, Colin Boyce,

GDA’s Vice President, thanked the NSC and the Ministry of Culture, Youth and Sport for what he’s calling a timely intervention.

Boyce reminded that Joseph was a household name across Guyana in Domino. In fact, at the time of her death, Joseph was the serving president of the Guyana National Domino Federation.

“It is only fitting that we have this event and we thank the Minister (Ramson) and Director of Sport, for this support,” Boyce said.

Central Essequibo victorious at the inaugural Independence T10 Cup

Central Essequibo emerged champion at the recently held inaugural Independence 10-10 Cup on the Essequibo Coast Region Two (PomeroonSupenaam).

At the Imam Bacchus ground, Central Essequibo beat South Essequibo by 40

runs. Central Essequibo tallied up a challenging 92-4 from the 10-overs and then kept South Essequibo to 526 at the expiration of the ten overs.

Leading the way for Central Essequibo was Captain Rovindra Parasram with a steady 24 while

Nathan Persaud chipped in with 18. Javid Azeeze captured two wickets for 10 runs from his two overs, delivering for South Essequibo.

No batsman was able to make any impression when South Essequibo pursued the target as off-spinner

Narindra Madholall grabbed three wickets from two economical overs conceding only six runs. The two other participating teams were Pomeroon and North Essequibo. The winning side received $100,000 and a trophy while $50,000 was given to South Essequibo

along with a trophy.

The day’s event was played in honour of Guyana’s 56th independence anniversary and was organized by the Ministry of Culture, Youths and Sports in conjunction with the Essequibo Cricket Board.

Meanwhile, President of

the Central Essequibo Cricket Committee Trevis Simon congratulated his team for coming out on top.

He stated they played handsome cricket throughout the day beginning by defeating North Essequibo by six wickets.
