Chinese company operating in PRESIDENT GRANGER breach of Nat’l and Int’l laws MUST FUMIGATE CITY HALL

DEAR EDITOR; The Peoples United and General Workers Union continue to receive numerous complaint that vessel named “Mv yuan heng freighter,” the said vessel/ ship is owned by Company name Zhonghao Ship yard / RonganInc.Address 139 Lindley Avenue, Nandy Park, EBD. This is a logging company that since April 2014 has been cutting and transporting logs in the Berbice River from Kwakwani area to Georgetown and selling the logs locally and oversees. These complains received are as follows: (a) The Vessel comprises a total of six (6) crew members ,one (1) Guyanese Captain and five Chinese expatriatebut based on information receive it should have a total of 10 crew members (b) The Captain is the only English speaking person on board the Vessel. (c) The only way the Captain can and (in an inaccurate manner) normally communicate with the rest of the crew is by sign language. (d) The Captain does not know or have a list / document(s) with the names or designation of his crew members on board the vessel. (e) None of the crew members onboard the vessel has or displays a work identification card (f) The Captain is the only authorized person on board the vessel that is known to sail and maneuver the vessel within the Berbice River. (g) None of the Chinese crew members can safely relieve the Captain from the bridge (steering wheel) so he can go to sleep after working those long hours, often times he is forced to (unsafely) give the wheel to other crew members so he can go to the wash room etc. (h) Whenever the vessel depart from Kwakwani, it arrived in Georgetown between two (2) to three (3) days which means over 30 hours the captain is on the steering wheel (i) The servicing of safety equipment on board the vessel is not being carried out as required by local and international health and safety laws. (j) The vessel needs modification to reach national and international requirement/standards since the boat only have one toilet and one bathroom and the beds are not properly built etc. (k) Inadequate food items

are being supplied to the vessel and the meals are being prepared by a Chinese cook who prepares the meals in a Chinese traditional manner. (meals are only enjoyed by the other Chinese crew members). (l) Here is the Union’s position (1) Guyana is mainly an English speaking country as such the crew members onboard any ocean going vessel that are operating in or entering Guyana must know to speak English since communication with the other traffics in the river or sea must be done in English. Further if the captain is the only person on the vessel that speaks English and he becomes sick which one of the other crew member will deal with his matter? Or if something happens to one of the crew member how would the captain know or understand what transpiring with them? And also the captain is the master/first in command for the vessel and he is answerable and fully responsible for the life of all his crew members on board. He has to give instruction to his crew members in cases of any type of emergency and to instruct them to carry out their normal day to day duties etc. (2) Base on international policies and laws, all ocean going vessel/captain must have onboard at all times a written document that stipulates the classifications/ destination and names of its crew members since if a Captain does not have the mentioned document how can he conduct his functions among his crew members for e.g. address matter, conducting health and safety drills, give instruction and give mandates to crew members base on their job classification and relating information to port/maritime authorizes etc. (3) It is totally unsafe and unlawful for a captain to work/ operate a vessel over six (6) consecutive hours since InternationalMaritimeOrganization (IMO) /International LabourOrganization (ILO) conventions/laws provide for equal time work; as well as time off (6 consecutive hours). (4) ILO/IMO laws provide for all safety devices/ equipment’s on board a vessel to be check regularly, service and replace when necessary. (5) All ocean going vessel

operating are required to have captain(s), mate(s)and full crew members at all time working on board since the mate is second in command to the captain and the work time is to rotate equally between the captain and the mate and when the captain go on off duty another captain relief him or if the mate is qualified he is be relief by another mate and he is relief the captain and further the vessel crew must made up of sailors , cook and engineers Functions and authority of Maritime officers /Port Authorities (1) When a vessel has inadequate food supplies on board the Guyana Maritime officials are empowered to sanction the vessel from sailing until adequate food items are on board the vessel (2) When a vessel does not have it full required crew members on board the Maritime officials are empowered to sanction and stop the vessel from sailing until each of its registered or required crew members are on board (3) When safety equipment and devices are not working the Maritime officials are empowered to sanction the vessel from sailing until all safety equipment and devices are fixed and in order. (4) The Maritime authority, port authorities, custom officers and coast guard are empowered to search all vessels operating and entering into the country looking for smuggled goods or possession of drugs, human trafficking, all form of money laundering, illegal firearms, illegal entry of humans and generally any activates on board the vessel etc. and to make sure all books, registration, documents, health and safety maritime policies and general laws are being followed. The Union proposes that maritime authorities need to urgently dispatch a team to visit the vessel and conduct a full investigation and review the general conditions and take all necessary steps to correct all unlawful deficiencies. DEAR EDITOR; It is quite commendable that the President would even wish to City Hall in Georgetown with his presence. Quite frankly the only persons that should be visiting there are forensic auditors and criminal investigators from the Guyana Police Force. But then again, there are some decent folks there like the Deputy Mayor and I guess President cannot continue to turn a blind eye to the rape and plunder of a municipality for which his governing coalition has 25 out of the 30 seats. But he must be careful not to seem to be giving legitimacy to the questionable ones operating there nor should he give them more opportunities to pillage under the guise of promoting urban renewal and sanitizing the city by continuing to clean the drains, and the removal of solid waste. The administration would be more than glad to use this as an opportunity to continue to engage ‘Brother’ their favourite contractor for more hundreds of millions of dollars for their own purposes, without competitive bidding or transparency. He must not give them a blank cheque. The President must not suggest but demand that the old ways that Council did business end immediately. It is not fair that state and government agencies are being inspected by Forensic Auditors, and made to adhere to the financial laws of Guyana, to meet transparency

expectations and to honour international fiscal standards whilst the Council does the exact opposite. The argument which is being used that the government must not dictate to Council what to do is a convenient one being used by the outlaws at City Hall to shelter from prosecution. The governing coalition has 25 seats and therefore it is they who have to demand the cessation of the banditry at City Hall. The President is the embodiment and representative of every Guyanese including each citizen of Georgetown and therefore must ensure that the voices that are crying out against the tyranny of City Hall be heard. He must stop this parking meter fiasco which would not only bring hardship to residents and visitors to the capital, but will fill the pockets of those who negotiated such a crooked contract. He must bring relief to the vendors on the Merriman’s Mall who are housed in little dog kennels for exorbitant fees and those who are housed in what the Council is calling Parliament View Mall. He me must demand that they stop killing the animals on a daily basis in such an inhumane manner at the Abattoir. He must bring an end to the madness at City Hall and the only way he can do so is by making changes to the administration at City Hall. Jermain Johnson

Crescendo of criticism of the City Hall boys and girls DEAR EDITOR; The impudence, nerve and disrespect of the Georgetown Municipality is mind-boggling and unbelievable to say the very least. It is unbelievable that the Mayor and Councillors of the City of Georgetown, without having their books audited for over two decades, without presenting a budget for 2016 to the citizenry of the capital and with only half of the year completed has just declared itself bankrupt for the umpteenth time and is requesting a financial bailout from central government. But they can’t have it both ways. On one hand in order to carry on with the scandalous parking meter contract they are ignoring the concerns and senior government functionaries and pressing ahead regardless, whilst on the other hand, cap in hand they are expecting to be rescued by the same government. But here is the real issue.

How much longer will the government keep pumping valuable financial resources into this bottomless pit, before they decide to cashier the Council’s Chief Administrative and Chief Financial Officers? Had this been a corporate entity, a private sector company or a well run state enterprise those two persons would have been long gone. But at City Hall, senior persons are answerable to themselves, and are allowed to obliterate, wipe out and break up this institution and then walk way freely with their pockets overflowing. This is a crime against the citizenry and the state. This is a the crime of betrayal against our beloved country and should be dealt with as such.

To add insult to injury the folks at City Hall are claiming that the money that they are seeking from Central Government is for cleaning up the city for the Golden Jubilee of Independence. Utter nonsense! The Council is obligated to clean the city, Jubilee or not, as this is what citizens pay their property rates and other fees for, not for them to squander it on their friends. The government needs to address the gargantuan corruption that exits there, the nepotism and cronyism and the incompetence. The dishonest, devious and disreputable senior administrators must no longer be propped up but rather sent packing if we are to rescue our capital from total annihilation. Deodarie Putulall

The Town Clerk sets out his case This parking DEAR EDITOR; The installation and operation of the parking meters are just small components of a wider system designed by the council to properly organize the city. Our objective is to redesign and modernize the capital in a way that allows it to be efficient culturally, socially environmentally and economically; it must stand shoulder to shoulder with the great cities of the world. This requires a new mindset; the way we think about Georgetown. It demands that the city government- the Mayor and City Councilrethink the use, conservation, protection and sustainable development of its resources. These include human resources, water, and space. Perhaps, the most important resource is space because nothing can exist outside of it; everything exists inside of space. Mostly what the city has to offer is this resource- space. At the level of the city, all of our activitiesfrom the cradle (Maternal and Child Welfare) to the grave (cemetery) - focus on creating, developing and designing, renting, giving and leasing space. A substantial portion of our laws deals with the good management of this resource. It is a scarce resource that has been taken for granted for generations, in Georgetown. It is also, collectively owned by all the citizens of Georgetown. They were born into it; they pay taxes for its maintenance; they have a legitimate right to access it. If a private individual or group of individuals, a company or corporation wishes to use public space for business or any other private enterprise then citizens could be denied their rightful access to their space. Therefore, such private enterprise or business must adequately compensate citizens for using their space. This must be done through their local governments. For ages, in Georgetown,

individuals and corporations have been taking up public space without even offering adequate compensation to citizens. For example, many big businesses have concerted portions of our alleyways and other drainage infrastructure, without permission, making those portions impervious facilitating overtopping during heavy rains. Others have appropriated parapets, pavements and other thoroughfares making it very difficult for ordinary citizens to use those facilities. Then there are those who store shipping containers with an assortment of goods, on the shoulders of our roadways for days. These containers narrow the width of council roads and, in some cases, damage the shoulders of our roads and contiguous parapets and street drains. In addition, storage of such containers for inordinate periods of time encourages traffic congestion and inconvenience shoppers and other citizens. A few businesses are refusing to pay the measly container fee of $2500 per container to the city; many are operating for free while denying citizens the right to use freely their collectively owned space. Then we have parking. For as long as anyone can remember motorists have been parking for free. In the Central Business District, motorists just park for as long as they wish, wherever they find space. It is so free and easy that, taxi operators, who are registered with established companies with bases and radios, find it more lucrative to park on council roads wherever whenever for free, apparently, without a care in the world. Also, many of the taxi bases are on council’s reserves; the owners pay zero to the council. Yet, the municipality has to deal with all the challenges posed by this so called free parking including high economic,

social and environmental costs to the city and local residents. Again, there are those who construct large high- rise buildings. In some cases, only the first two floors are used; the other areas are left to waste- empty. Such buildings are a lean on city space. There are other economic and social issues related to such waste of space. Again, utility companies are using our air space, at certain altitudes, and below the surface of the earth, to install and run cables, conduits and fixtures. And yes, while they make millions the city does not receive one cent from those companies that continue to use our space to conduct their businesses. Of course, one can argue that those utility companies provide services to citizens. But they do that with the intention of making profits; they are running big businesses. It is only fair that they pay the council; they do not. One way by which we can do this is the installation and operation of parking meters, particularly in the Central Business District of the city. This will allow, inter alia, reduction of traffic congestion; improve mobility; increase in parking space availability; incentive for people to use public transportation; reduction in pollution and its attendant evils; revenue for the city; and boost investors’ confidence in the city. We are aware of the view held by a few that the city does not have to install parking meters to raise money. The trouble is that, those very individuals have not been able to suggest practical and viable alternatives by which the council can have the requisite funds to fulfill its statutory mandate independent of Central Government. The city provides a plethora of services including solid waste management, environment and public

health services, roads, street lighting, and drainage. It is very expensive to provide these services and to maintain city infrastructure. The council must find about 4 million dollars to collect and dispose of its garbage on a daily basis. Again, in 1996, the then Chief City Engineer estimated a cost of one billion dollars to properly desilt the city’s drainage system; it was not done because there was no money; we are in 2016 and still cannot do it because there is not enough money. Add to that the fact that we have not had valuation of properties in the city for more than two decades; that many residential buildings which were changed to commercial are still paying residential rates; that many property owners have not been paying their rates (property rates account for 71% of total revenue of council). The lack of valuation is really affecting our operations. For example, a typical three-bedroom house, 26x 40, in Bel Air Gardens pays about $60,000 in rates annually. However, the cost to collect garbage from that house, at$300 per 45 gal drum, per day goes way beyond annual rates of that property. This is just one service. We have not added costs for other services such as drainage, roads, street lights and other environmental and public health services. Again, add to that the fact that costs of materials and equipment needed by the council to provide vital municipal services and facilities have increased several hundred percent since the last valuation of properties over twenty years ago; the effects of climate change and global warming on the natural and built environment of Georgetown; the changing demography of the city; and the increasing burden placed upon the city’s waste management system by high consumerism. Royston King, Town Clerk

meter thing stinks to high heaven DEAR EDITOR; Let me from the outset state categorically, I am in full support of the process in principle to institute parking meters in Georgetown, Guyana. My logic is very simple, if you can afford a car, you should be able to afford to pay for your parking in Central Georgetown. But what I cannot understand is why there is so much secrecy surrounding the now ill-famous “Parking Meter Contract”. Is history about to repeat itself in Guyana where financial skullduggery, fueled by arrogant politicians is about to kick off and take center stage again? I have been a strong supporter of Mayor Patricia Green for a long time since I think she brings a more “can do attitude” to the city than her predecessor, Cde Hammie, who clearly was out to lunch on the fundamental issues on more occasion than not. But clearly Mayor Patricia has stepped off the road on this “Parking Meter Contract” and is clearly now in the mud. I wish for her sake she comes out of the mud, back on to the road because I still think she has much value to add to the City of Georgetown. I have no problem with the fact that the Mayor intends to go full speed ahead to have parking meters installed in the City of Georgetown. But that position can only be supported after due process was followed by fully adhering to the principle of accountability and transparency. The foundation principles in the procurement of any goods or services have to be the promotion of competition and securing the best value for money spent. I, like many others who I have spoken to, cannot with a clear conscious conclude that the people of Guyana are securing the best

Sad that the UK... From page 4 who has already signaled his intention to resign. Regardless of how one may wish to look at it, one thing is clear, namely that the strength and unity of the world’s leading trade bloc is undermined by the departure of Britain from the European Union. It is indeed sad that nationalistic and perceived self-interests have gained the upper hand in Britain which once prided itself as the head of the commonwealth of nations and whose greatness was anchored in the unique and special relationship it enjoyed with former colonies and other dependent territories. One can only hope that the decision to leave will not embolden ultra-nationalist and extremist elements to take a much stronger anti-immigration stance and pressure their respective governments to follow the British example. It is interesting to see how the decision to leave the EU will play out but one thing is certain. The EU will not be the same without Britain. Hydar Ally

value for money as a result of this “Parking Meter Contract”. It smells and looks rotten. Answers to these three questions will expose that “something is rotten in the City of Georgetown” if I am permitted to borrow portions of a Shakespearean quote from Hamlet: 1. Is there anything unique about these goods and services being provided? The answer is NO! Every properly conceivable city of the world has parking meters and there are hundreds of contractors doing this kind of work, so why sole source? 2. Are the goods and services being offered of a highly complex nature? The answer is again NO! The technology is basic, the systemography is elementary and operation is easy to manage, so why are we sole sourcing again? 3. Is there a major disaster about to unfold if we do not procure from this preferred sole sourced contractor? The answer is again NO! This is not a broken sea defence structure that needs immediate attention before the next high tide or else the villagers will be flooded at great loss to the economy. This contract can wait until it is figured out professionally by the technical experts. And where are the Transparency Advocates like Christopher Ram, Anand Goolsarran, and Ramon Gaskin? Where is the voice of Mr. Nigel Hinds, the accountant now when we need it? Why are they so silent all of a sudden in light of this mass act of procurement transgression which is directly contributing to a breakdown in public confidence in the M&CC? If one is to observe who went on this trip, none of them are technical experts in parking meters and at a minimum, the City Engineer and City Treasurer should have been on that trip with the Mayor and the Town Clerk rather Mr. Oscar Clarke, General Secretary of the PNC and City Councillor. As I said something stinks on this contract and therefore I am calling on President Granger to engage his technicians to closely analyze this procurement deal since it appears as though a huge scandal is in the making here, especially in light of so much secrecy. Shame on those who are trying to hide public business from the members of the public! Sase Singh

Cops still to track down gunmen who killed bus driver, passenger

On the night of July 29, 2014, 40-year-old Bernadette Campbell sat in a Plaisancebound minibus that was taking her close to home. Campbell, who was wearing lots of gold jewellery, was sitting in the front seat, when the driver reportedly alerted her that a male passenger, who was wearing a hooded garment, was watching her. The bus eventually stopped at the back of Plaisance. By then, only Campbell, a male passenger named Dexter Carr and the man in the hoodie were in the bus with the driver. Dexter Carr, who was sitting next to the woman, had told Kaieteur News that the shooter followed Campbell from the city. “She tell me it was some guy in a ‘hoodie’, so I looked around and I see a guy in a white ‘hoodie’ and I asked her if it was him and she said ‘yes’,” Carr related. It was after the minibus stopped at the back of Plaisance, and Carr and Campbell were the only passengers left, that the gunman attacked. Kaieteur News was told that the man in the ‘hoodie’ approached the passengers and demanded that they exit the bus. Before they could do so, the bandit opened fire, shooting Campbell in the stomach and slightly injuring Carr. The gunman reportedly relieved Campbell of her jewellery before fleeing. Campbell was admitted to the GPHC’s High Dependency Unit, where she succumbed three months later. The shooter was never identified. Police are also still to track down the gunmen who killed minibus bus driver Jermaine Allister Burrowes last year. But they believe that a third gunman, who shot a bus passenger dead on the Demerara Harbor Bridge last year, may have himself been executed. At around 22: 00 hrs on December 15, 2015, bus driver Jermaine Allister Burrowes, 38, picked up some passengers at the Giftland

Bus driver Jermaine Allister Burrowes: Slain while protecting his passengers Mall at Liliendaal, East Coast Demerara. One woman, who lives on the East Bank of Demerara, said that the bus proceeded towards Georgetown, but shortly after, two men flagged the driver down. However, when Burrowes stopped, a passenger apparently suspected that the two men were robbers and pulled the door shut. At that point, one of the men pointed a gun at Burrowes and shot him. With passengers screaming and telling Burrowes to drive, the wounded man continued in the direction of Georgetown, before losing control of his vehicle and ending up in a trench. The woman said that she lost her handbag containing her mobile phone and other valuables. Another woman, who was sitting next to Burrowes, said that the vehicle had first left Plaisance, East Coast Demerara, and had stopped in the vicinity of Turkeyen, when she saw a man point a gun at Burrowes and shoot him. Burrowes, of Lot 53 West Road Sparendaam, died four days later. At around 19.00 hrs on December 26, Trevon April, 29, of High Dam, Angoy’s Avenue, New Amsterdam,

was traveling in a minibus that was heading east along the Demerara Harbor Bridge when he became involved in a quarrel with another passenger. The row between the two men began when the passenger asked April to shut a window, since it was raining. However, April refused to close the window, since he claimed that the man, who was sitting behind him, “was smelling.” The passenger reportedly warned April that he (the victim) didn’t know who he (the suspect) was, and reportedly mentioned the nickname ‘Gangster.’ The row reportedly continued as the bus was heading to the eastern end of the Harbour Bridge, and the driver eventually stopped and told both men to disembark. However, after exiting the bus into the rain, April and the other man immediately rejoined the bus. According to reports, April opened the window, while the suspect slammed it shut. Shortly after, passengers heard a gunshot. This was followed by a second shot, which grazed Special Constable Randolph Williams. April collapsed in the bus with a gunshot to head. The gunman, meanwhile, exited and headed on foot towards Georgetown. Williams said that as the

gunman was crossing the bridge, he shouted to some special constables manning the bridge to stop the shooter. Kaieteur News was told that because the SCs were unarmed, all they could do was watch as the gunman walked calmly away. April was pronounced dead on arrival at the East Bank Demerara Regional Hospital, (Diamond Diagnostic Hospital). Crime Chief Blanhum had said that his detectives are currently reviewing CCTV footage at the Harbour Bridge with a view of identifying the shooter. Police now believe that the gunman himself has been slain. It has been suggested that he is 28-year-old wanted man Steve Mohamed, called “Cheesy” of Alberttown, Georgetown; Kaneville and Friendship on the East Bank Demerara. His bullet-riddled body was found in the Le Repentir Cemetery last May. Kaieteur News understands that detectives found no bullet casings at the scene. This suggests that the victim was executed somewhere else and his killers dumped his body there. Investigators believe that the killing occurred sometime Wednesday night and his lifeless body was taken to the cemetery shortly after he was executed. In 2015, the Guyana Police Force (GPF) had issued a

Executed gunman Steve Mohamed wanted bulletin for Mohamed in relation to investigations into the murder of Quacy Thompson which occurred at Mowasi Landing, Konawaruk. Thompson, a miner, was reportedly involved in an argument with Mohamed during which he was stabbed and shot to his body in July 2014. In October 2014, Mohamed appeared in the Georgetown Magistrates’ Courts and was charged with murder, armed robbery, illegal possession of a firearm and ammunition, and discharging a loaded weapon to prevent a policeman from arresting him. It was alleged that in September 2014, while armed with a gun at Mowasi

Backdam, he robbed Akeem Greene of three pennyweight and 11 ounces of raw gold, $75,000 worth in phone cards and $145,000, all totaling $1,220,000. In October of the same year, at Friendship, he discharged a loaded firearm to prevent Sergeant Leon Lindo from lawfully arresting him. According to information received, an intelligence rank from the Guyana Police Force received information that Mohamed was hiding in a house at Friendship and went to the house in disguise. While at the house, the 28year-old pulled out a gun and discharged rounds at the rank, who returned fire, wounding him in the process. He was shot twice and hospitalized at the Georgetown Public Hospital. Steve Mohamed was remanded to prison and he was supposed to be taken to Mahdia to answer the charges for the murder of the miner. He subsequently escaped from police custody. The following year, a wanted bulletin was issued for his arrest. Last February, Mohamed was sentenced to 10 years in prison and fined $200,000 at the end of a trial that went on in his absence. Investigations into his death are ongoing.

From body strapping to Chinese sauce…

Battle of wits continues between local drug traffickers and agents Let’s face it: drug smuggling is a crime and drug traffickers continue to barefacedly come up with clever means to get their products to customers. But you have to admit that they are every creative. Some of the methods used to get the drugs from here to there are nothing short of extraordinary. Cocaine in Chinese sauce It was on March 19, 2015 that narcotics ranks at the Cheddi Jagan International Airport (CJIA) unearthed 40.4KG of cocaine concealed

in containers containing Chinese sauce. These containers were among 50 buckets of mixed fruits and seasoning that were intended to be shipped to the USA by Darshanan Balram, a 28-yearold exporter of Bourda, Georgetown.

The woman, Angelica Forde of Vryhied’s Lust, East Coast Demerara along with her children were at the time scheduled to board a flight to Barbados. The illicit substance was concealed in packets hidden under her clothing.

neatly packed the cocaine in shoe soles and placed it in the airport’s washroom. George was the one who went into the washroom to retrieve the items and was later arrested after ranks overheard him in a suspicious phone conversation.

BODY STRAPPED Customs Anti Narcotic Unit ranks busted a 21-yearold mother of two with 3.040KG of cocaine strapped to her body at the Eugene F. Correira International Airport on June 15.

SHOE SOLES WITH COCAINE Ex- CANU officer Kurt Sunich and Israel George conspired with each other to traffick 580 grams of cocaine to the USA. It was discovered by CANU ranks they had

MAIL BAG A former customs officer who was promised $US1, 000 to load a mail bag containing envelopes with cocaine inside was busted at the CJIA before the bag could have been loaded onto a flight destined for New York. It was 647 grams of cocaine Clive David of Princes Street, Georgetown had intended to help a “Yankee” post. Stashed in underwear On January 28, former national cyclist, Kwame Cumberbatch was found with 194 grams of cocaine in his underwear minutes before he was scheduled to board a LIAT flight destined for Trinidad. Cumberbatch of Cummings Street, Georgetown was searched by narcotics ranks stationed at the then Ogle International Airport when it was discovered that he had 46 pellet-shaped parcel wrapped in transparent plastic in his underwear. He had also swallowed 16 pellets containing cocaine which he later excreted at the Georgetown Public Hospital. COCAINE IN PRIVATES Damario Cheslie was the 21-year-old Surinamese

When questioned by officers Cheslie also admitted that she had swallowed 42 pellets containing cocaine

and was later taken to the Georgetown Public Hospital where she excreted them. STUFFED IN EGG-PLANT In March, 2013 CANU ranks stationed at the CJIA were checking a shipment of egg-plants when they noticed that the head of one of the vegetables “fell off”. This raised suspicions and further checks were made on the cargo. It was revealed that the pulp of the vegetables was replaced with transparent plastic bags containing cocaine. Basmati Persaud, called ‘Lolita’ of 460 Grass Field, Lusignan, East Coast Demerara was arrested in connection with the shipment. These persons mentioned in relation to the various drug busts are currently serving jail sentences after they either pleaded guilty to the crimes or were convicted by a court.

20% CANNOT WUK There has been little attempt by the City Council to explain why in the parking meter deal it settled for a mere 20% of the revenues. This omission to justify the sum to be earned by the Council has led to all manner of nonpublishable speculation. Those who inked the deal owe it to the citizens of Guyana to explain just how they arrived at this figure. Otherwise, people will continue to do more than

speculate: they will point accusatory fingers. The 20% can be considered a giveaway, especially given the length of time for which the contract runs. It will cause people to say that it is a sweetheart deal, just like they said when the PNC gave GT&T a forty year monopoly on overseas calls. GT&T has made their fortune. They can afford now to give up the monopoly

because telephone calls within the next couple of years will be free. Telephone companies will be making their monies not from calls but from data and other services. No one signs a forty year contract to do business these days. Technology changes so rapidly that it simply makes no sense to have such extended contracts. Yet, the City Council has reportedly inked a deal for more than forty years. Do

PHI sold properties without doing valuations, relied on bids Who sells a property before knowing its worth? Property Holding Inc (PHI) does. This was highlighted in the recently released forensic audit report. For years, PHI was run by one of the most controversial public officials employed under the People’s Progressive Party/ Civic (PPP/ C) government—Winston Brassington. He also had responsibility for about 13 other companies, including the National Industrial and Commercial Investment Limited (NICIL). NICIL was not given a clean bill of health by forensic auditors, and neither has PHI. Problems highlighted by auditors range from PHI noncompliance with tendering to PHI putting the proceeds of sales in several accounts. Auditors also reported, “In order to save cost for PHI, a decision was taken by the board of PHI to execute current valuation of properties before public tenders were advertised. This has not happened in numerous cases.” Auditors said that in many cases, instead of getting valuations, “PHI relied on the bid price as the source of current valuation.” Auditor, Charles Sugrim, recommended that the current valuation of each property be obtained before any tender is advertised. Responding to Sugrim’s finding, PHI’s management said that the recommendation is a “standard practice…despite the suggestion or implication that this is not the case. The audit report does not record if any sales occurred without a valuation prior to tender.” Still, PHI said, “it was the general practice to conduct valuations prior to sale, save and except, a couple of instances when the valuations were conducted after the process but prior to the completion of a sale.” The entity also said that based on the high cost of

- Audit

Former Director of PHI, Winston Brassington valuations, which were generally tied to the value, regular valuations were not cost effective. “Further, the various boards recognized that

valuations were not market valuations in the strict sense, as valuators did not have much information on appropriate comparables. The Privatisation Board felt that the compelling factor was what a willing buyer and willing seller would buy and sell at based on a competitive process. “Given that this was carried out for the most part, the fairness of the price was best determined this way. The Privatisation Board also felt that previous valuations were often quite different among different valuators, and in some cases the discrepancies in quantum were quite large. Further, the methods used by the valuators were likely an adjusted replacement value rather than a strict market value. As such, Board members used the market bids, previous valuations, and their judgment in determining whether to recommend a sale.”

Budget 2017 likely... (From page 3) case of the 2016 budget so that the Opposition’s views can be reflected in it. When the Head of State served as the Opposition Leader, he and his coalition party encountered various “car crashes” with the past administration on the budgets. Given his desire for healing such wounds of the past, the President said that he does not believe that he would be encountering the same challenges since the new Opposition Leader, Bharrat Jagdeo, has indicated a willingness to be cooperative on certain matters. The Head of State asserted that his concern is for the parties which make up the government to now have engagements with the PPP so that a true “multiparty approach” is achieved. Granger said that all parties in the National Assembly must participate in the government, not necessarily at the cabinet level but at the bipartisan stage. After the first meeting between Government and the Opposition on the 2015 budget, the Finance Minister had lashed out at the PPP saying that they brought nothing but accusations to the discussions. Recreation does for you what it says literally. It creates you again. It refreshes the mind, renews the spirit, and motivates the body. Constant working towards some objective can do the opposite, unless we control it by rest and relaxation.

they really expect that within the next forty years people will be going to offices to work? That too is already changing. More and more people are adopting “flexible work” which is another way of saying that they are working from home The 20% parking meterdeal should be reexamined. When the PPP first came to power it inked a controversial deal with the lotto company in which the government got 25% of the revenues. It is believed that the lotto company spends another 30% locally on advertising revenue and on social projects. They also employ persons and create employment for thousands who sell their products. The commissions, salaries and

other spending is probably another20% of revenues. This would mean that around 75% of the revenues from the lotto are retained locally. And this deal was strongly criticized. So how much of the parking meter fees will be retained locally. We know that 20% goes to Council. Perhaps another 15% goes to pay workers. This would mean that 65% would be held by those who own the meters. Is this a good deal or a bad deal? These are of course estimates. No one knows for sure what will be spent locally and this is something that the contract should have insisted on. The Council should not have only been concerned with what it will receive. It should have considered how

the country would benefit. This week we received another shocker. We were told that parking meters can be established to as far north as Middle Street and as far south as Princess Street. These plans are going to make a money tree out of the parking meter project. And it will do so up to the next jubilee. It will be a burden for this you and me and for our children. This is why the 20% figure needs to be raised to at least 50%. Now that would be a better deal but still does not warrant the imposition of parking fees on a country which is still the poorest in Caricom behind Haiti.

PPP gave better perks to Ambassadors who were ‘Party favourites’ - Ronald Gajraj was most favoured, says Greenidge

Foreign Affairs Minister, Carl Greenidge Instead of using a standardized system for payment, Foreign Affairs Minister, Carl Greenidge has alleged that the former regime paid Guyana’s Ambassadors according to favour. Greenidge said in some cases payments were really low while others were extremely generous. “So in other words, if you weren’t a favourite of the Party or you were not being assigned to a post that served their ‘special agenda’ then it was reflected in your payment,” he said. The Foreign Affairs Minister said that Guyana’s former Ambassador to India, Ronald Gajraj, was the most favoured by the PPP. In 2005, Gajraj who served as Home Affairs Minister was forced to resign after local and international pressure came down on the Bharrat Jagdeo administration regarding allegations that the Minister had direct ties to the infamous death squad. He was assigned as Guyana’s High Commissioner to India. “Gajraj was paid over US$8000 as part of his package while others were getting barely US$4000 or under that amount. Gajraj was

also getting special treatment as he was receiving first class tickets for four and eight persons wherever he wanted. Also, the PPP regime had the Treasury bearing the cost of travel and accommodation of his spouse and children under the age of 30,” the Minister expressed. The politician said that this practice has come to an end with the new administration in place and has assured that a better system for payment has been installed. In the process of evaluating and strengthening the systems of his office, Greenidge said he also discovered that the PPP misused the systems and protocols governing Ambassadorial appointments. Greenidge said, however, that this is an area that he is intent on bringing some structure to. He said that one of the first things he did was to replace most of the Ambassadors appointed during the PPP’s era as it was found that they were only given the position because of political favours and connections. He cited the appointment of David Dabydeen as a prime example of this. “When it comes to Dabydeen, who was our Ambassador to China, he was not retained by us because he was a political appointee. Additionally, he chose not to resign. When we took over, we told almost all of them that their contract was at an end and you are supposed to resign. In some instances, we gave them time to pack up and go …But Dabydeen

did not listen. He refused to bow to protocol.” Greenidge said that one of the Ambassadors who was retained from the PPP’s time was Bayney Karran. Karran is Guyana’s Ambassador to Washington. “In Bayney’s case, he was retained because it was felt that he had been genuinely effective in his services. After he resigned, he expressed an interest in getting back his job as well. And on that basis we retained him. However in Dabydeen’s case, I can’t say much for his body of work,” the Foreign Affairs Minister said. Greenidge added, “And I really don’t know what he did

over there to be honest. I suppose I was not interested in finding out the details because he was a political appointee and I made a public commitment not to renew the contracts of political appointees.” Greenidge said that Ambassadors are supposed to submit monthly reports. However, he is unable to say if Dabydeen observed this monthly practice while he worked during the PPP time. His understanding is that Dabydeen communicated directly with the former Presidents for all high level matters on China. Greenidge said that this is also a breach of reporting protocol especially when one takes

into consideration that there are no files on certain matters. Greenidge said, too, that there is usually a review of the work of the Ambassadors which is normally done by the Ministry of Foreign Affairs. He said that this was rarely observed during the time of the past regime. The Foreign Affairs Minister said that most of the Ambassadors who were appointed under the PPP regime were essentially political appointees who basically reported to the office of the presidency and failed to observe in numerous instances, the relevant reporting protocols. “Some of the former

Former Home Affairs Minister and Guyana’s Ambassador to India, Ronald Gajraj Ambassadors felt they had to report directly to the former Presidents. That created a problem for us here, because when you ask for certain information, the Ministry is unable to say how A or B has been arrived at. So reporting protocols were breached and it is something we are looking to change,” the Minister concluded.

DUPPIES, HUSBANDS AND GREAT HEAD “Balls! Balls!” I repeated loudly. It is not that I am prone to vulgarity in either my choice of expressions or ejaculations. Not for me the British “dog’s bollocks” and true I was on my way to a cricket match but “Balls” was highly appropriate in the context and circumstances. It is the name of a plantation in Barbados which now houses the Barbados Horticultural Society which causes me to recall a Dorothy Parker pun as I pass by. “You can lead a horticulture but you can’t make her think.” She also said, “Ducking for apples. Change one letter and it is the story of my life.” I am not sure if this was the right fruit. Like most women she found that whenever you think you’re in a permanent relationship the mangoes.

Well the story of my life features Barbados in a big way and it is not a total balls up or down. Actually, I was looking for Comfort and had strayed but eventually Providence was on my side and before I knew it I was in Yorkshire where the proof of the pudding is in the eating. Anyhow, these are all place names in Barbados and if you are ever down and depressed you can at least find Comfort here. The drivers tend to be very fierce, not yielding an inch and the roads are even angrier. I encountered Six Cross Roads but only my Good Intent kept me Constant. I am in Barbados tending to my two teenage BajansZubin, 15, and Jasmine, 16, and staying with my cousin Liz in Cane Garden where the

canes have long since disappeared since there is more money in housing than in sugar. Zubin is part of an Antigua Under-19 team playing in the Sir Garfield Sobers International Schools Cricket tournament and Jasmine came to get a new passport. I am here to keep a parental eye on the proceedings and watch the cricket at the same time. Being back in Barbados is nostalgic and recalls the days when I started my newspaper column here. We initially called it “New Man In Town” and it featured a cartoon of me tearing around Bridgetown in my “minimoke” machine. It was a canvas-covered car, without doors or windows. I had paid Bds.$1,000 for it and the insurance cost Bds.$1,500. This caused me to joke that I had to sell the car to pay the insurance. Few Barbadians ever accepted my offer of a lift and my ongoing fear was that one of the neighbourhood dogs which chased after me every

morning would jump into the car and bite me. I could see myself trying to explain this to the police or the nurses in the appropriately named Casualty Department of the Hospital. “What happen?” the nurse would ask. “A dog bite me,” I would explain. “Where dat happen?” she would ask. “In my car,” I would reply. “Is your dog bite you?” she would ask. “No,” would be my response. “I don’t know the dog.” ‘So what it was doing in your car?” she would query. “Biting me,” I would say. And then it would come out that I own a Moke and she would send me home without even bothering to look at the wound. I also learnt the vagaries, variations and varieties of the Barbadian art of giving directions to the lost. I was heading north looking for Friendship which as some ladies will know is not far from Mangrove and Husbands and hard by Mount Peter which is a possibility. Mount Gay and

Gays are not too far apart, Six Mens also, and both are subjected to sermons from Bishops. The use of the word “above” was still over my head. In Barbados it is really further “up” the road and “below” is behind you or where you’ve just come from. Every direction or course correction involves above and below as well as words like “gap”, “lands” and “bottom”. In driving around Barbados I have seen places like St Lawrence Gap, Prescod’s Bottom and Mottley Lands and wondering why Mottley has only Lands but not a Gap or a Bottom. But this might be a political issue and not something I should touch. Directions from a Bajan are no mere Bagatelle and you are as likely to end up in Bakers, Farmers or Mose Bottom. Pure Mount Misery actually as you won’t find many rabbits in Warrens. Barbados has everything for the visitor. If you’re looking for friendship it is a “mount” or hill right above Upton. If you’re looking for a place to sleep don’t bother

with Tyrol Cot because it is a village and definitely not a bed of roses – Balls will be better for this because of the horticulture. There is no motel in Roach and you can be a Bournes Barbadian and well as a born Barbadian. For all I know, Goneril, Regan and Cordelia might still be in Lears. Mother’s Day is a Bay and Duppies too which gives Great Head and Maycocks a different perspective especially when you pass Holetown. There is even a village for people my age (Seniors) and only Barbadians will have the gall to have two places named Gall Hill. Barbados being what it is – a country where things work, buses are on time, the most remote villages have sports facilities, especially cricket grounds that make me envious- it is not coincidence that Hope and Endeavour are not far apart and even if you go there on a whim, there is a village by that name also. * Tony Deyal was last seen saying that only in Barbados you will find a village called Society that is almost as high as you can get.

Israel and Turkey agree to normalise ties - senior Israeli official Reuters - Israel and Turkey yesterday reached agreement to normalise ties, a senior Israeli official said, to end a six-year rift over the Israeli navy’s killing of 10 Turkish pro-Palestinian activists who tried to sail to the blockaded Gaza Strip in 2010. The Turkish foreign ministry had no immediate comment on the deal but an announcement on the restoration of ties was expected yesterday at 1000 GMT by Israeli Prime Minister Netanyahu in Rome, and Turkish Prime Minister Binali Yildirim in Ankara. Netanyahu travelled to Rome yesterday to meet U.S. Secretary of State John Kerry and Israeli and Turkish officials were also in the Italian capital to finalise the deal. The once-firm allies had been quietly mending fences in trade and tourism since their leaders held a conciliatory phone call in 2013 and negotiations have intensified over the past six months to clear the way for a mutual return of ambassadors. The Israeli official said senior foreign ministry

diplomats from both countries would separately sign parallel agreements tomorrow. The deal, politically touchy for both countries, could pave the way for lucrative Mediterranean gas deals and a diplomatic reprieve from Turkish troubles with next-door Syria and Europe. The rare rapprochement in the Middle East, bitterly divided over Syria’s civil war, has been largely driven by the increasing security risks with the rise of Islamic State and as both countries sought new alliances amid a polarised

region. Israel, which had already offered apologies o n e o f A n k a r a ’s t h r e e conditions for a deal - for its lethal raid on the Mavi Marmara activist ship, agreed to pay out $20 million to the bereaved and injured, the Israeli official said in a briefing to Israeli reporters travelling with Netanyahu. The status of Turkey’s demand on Israel lifting a blockade on the Gaza Strip remained unclear but Netanyahu was expected to comment on the matter on Monday.

Recession ‘hits’ overseas studies Daily Observer - The recession, more so than acts of terrorism, has stymied Barbadian students’ efforts to study overseas. This has been revealed by acting director of counselling and placement at the Barbados Community College, Cheryl Licorish. She was speaking as the BCC hosted a pre-departure orientation workshop yesterday for students who were on their way to pursue study overseas. “The recession has impacted on our students going overseas to study. It is the recession that impacted more so than the terrorists threats,” said Licorish.

UK’s exit from EU a threat to the C’bean, warns region’s top academic KINGSTON, Jamaica – Vice-Chancellor of the University of the West Indies (UWI) Sir Hilary Beckles has warned the region to brace for the impact of the United Kingdom’s (UK) break with the European Union (EU), as he predicted that every aspect of life in the Caribbean will be negatively affected. The Brexit (British exit) vote last Thursday has already caused ripples across the world, with the value of the pound falling and stock markets dipping among the immediate effects. And Sir Hilary says the region’s fragile economic recovery is now under threat and Britain’s exit should trigger immediate strategic regional reactions, even before Heads of Government meet in Guyana for their July 4 to 6 Summit. “The predictable, highly individualistic action poses both a short-term as well as a long-term threat to the performance of CARICOM economies,” he said in a statement issued Saturday. “From trade relations to immigration, tourism to financial relations, and cultural engagements to foreign policy, there will be a significant redefinition and reshaping of CARICOMUnited Kingdom engagements,” Sir Hilary further warned, as he urged CARICOM to use the development to deepen and strengthen its internal operations and external relations with the wider world. “It’s a moment for CARICOM to come closer together rather than drift apart. The region should not be seen as mirroring this mentality of cultural and

Sir Hilary Beckles political insularity, but should reaffirm the importance of regionalism within the global context for the future.” Sir Hilary said the UWI will host a symposium this week to discuss the implications for the Caribbean, with a view to facilitating regional action ahead of the meeting in Guyana. “This UK development should not be taken lightly. It should be fully researched as it constitutes an obvious structural threat to the sustainability of economic institutions in the region,” he said. The top UWI official argued that on reaching the limits of emotional despair over how to manage its postimperial, ethnic nationalism,

and challenged to participate in the global world as an equal partner, the English have retreated to their traditional identity base at the expense of every other consideration. “It has taken this strategic step in order to go forward as old England versus the world. This is a desperate attempt to reinvent a still idealized past in which Englishness is celebrated as a distinct standard not to be entangled or diminished by deep association,” he said. “Those driving the ‘Leave’ agenda knew very well the likelihood of broadbased negative global effects of their option, but chose to jettison external obligations, a critical feature of hyperconservative, extreme nationalism.” On the heels of the referendum, UK Prime Minister David Cameron announced that he would step down in October. He had urged the country to vote “remain”, but that campaign was defeated 52 per cent to 48 per cent, although London, Scotland and Northern Ireland backed staying in. However, Scotland’s First Minister Nicola Sturgeon has suggested the Scottish Parliament could be able to keep Britain from enacting the referendum decision if it withholds legislative consent. ST LUCIAN PM SHOCKED BY BREXIT VOTE CASTRIES, St Lucia (CMC) – The recent Brexit vote in the UK has been described as shocking by St Lucia’s Prime Minister, Allen Chastanet. Speaking from Miami, Chastanet asserted that it was too early to make a real determination as to its total impact. The St Lucia Prime Minister who returned yesterday from his first overseas trip since his victory at the polls on June 6, noted that the initial shock from the development was a devaluation of the pound. He said this was a major concern. The former Tourism Minister observed that the UK is a huge tourism market for St Lucia and disclosed that this country is also an important destination for British nationals buying real estate. He explained that with a devalued pound it would become more expensive for them to both vacation here and buy real estate. “There are so many ways that you can spin this.” Chastanet said he was hesitant to make a full comment until he knows what the final decision is going to be. “Clearly David Cameron

resigning and potentially a new Prime Minister coming in – whether that person continues down the path of the decision of the referendum, is to be seen,” the United Workers Party (UWP) leader said. He observed that there are already two million people who have signed a petition for there to be a new referendum on whether the UK should leave the European Union. “It is very early and it is shocking,” adding that the vote will have major ramifications. Concerning St Lucia’s banana trade he said “The UK will be a separate entity and will not have to conform to European Union laws in terms of free trade.” Chastanet questioned whether that could lead to a resurgence of St Lucia’s banana market. “There are just too many questions that remain unanswered at this point,” the Prime Minister declared. Meanwhile Opposition leader, Philip J. Pierre, believes

Allen Chastanet it is too early to determine what the impact of a vote by the UK to leave the European Union will have on the Caribbean. A former Tourism Minister, Pierre observed that the immediate effect of the UK vote to leave the European Union was a decrease in the value of the pound. He stated that if the pounds stays down, UK visitors will have less money to spend because their currency will be worth less. The UK is St Lucia’s third largest tourism market.

Labour leader defiant after 12 Clinton campaign hits Trump for of his team withdraw support seeing Brexit as boon to his business Reuters - Britain’s opposition Labour leader said yesterday he would not resign despite more than a third of his senior team withdrawing their support for him, plunging the party into crisis in the wake of Britain’s vote to leave the European Union. Jeremy Corbyn, elected last year with the overwhelming support from grassroots Labour members, has faced criticism from some Labour lawmakers that he had not done enough to convince millions of voters in the party’s heartlands to back remaining in the EU. “I regret there have been resignations today from my shadow cabinet. But I am not going to betray the trust of those who voted for me, or the millions of supporters across the country who need Labour to represent them,” Corbyn said in a statement. “Those who want to change Labour’s leadership will have to stand in a democratic election, in which I will be a candidate.” After a stinging election defeat for Labour last year, Corbyn won the leadership thanks to grassroots support but he has struggled to win the backing of Labour lawmakers, many of whom

Jeremy Corbyn find themselves far closer to the centre ground than him. Britain is not due to hold a parliamentary election until 2020, but after Prime Minister David Cameron’s announcement that he would resign after losing the referendum, many expect that one could now be called earlier by his successor — putting pressure on Labour to present itself as a credible alternative. “I urge you, because you are a decent man, to do the decent thing and take the only action that can avert potential disaster by stepping aside,” senior lawmaker Chris Bryant said in a letter to Corbyn, which he posted on Twitter. “If you do so I believe future generations will praise your selflessness. If you refuse to step aside I fear you will go down in history as the man who broke the Labour Party.” Bryant, who said he was stepping down from his role

in charge of Labour ’s parliamentary business, said Corbyn’s “ambivalent attitude” to the EU campaign had betrayed the Labour party and wider movement. Since the referendum, two Labour lawmakers have submitted a motion of noconfidence in Corbyn, calling for his leadership to be debated at a meeting of the party’s lawmakers on Monday, followed by a secret ballot. Early yesterday the Labour leader sacked his foreign policy chief, Hilary Benn, after Benn said he had lost confidence in the ability of Corbyn, who is on the party’s far left, to lead Labour. Over the course of the day 11 others — Bryant, Gloria de Piero, Heidi Alexander, Lucy Powell, Ian Murray, Kerry McCarthy, Vernon Coaker, Charles Falconer, Lilian Greenwood, Karl Turner and Seema Malhotra — said they were stepping down from Corbyn’s top team of 30 lawmakers, known as the “shadow cabinet”. Malhotra, a member of Corbyn’s finance policy team who had introduced him at a speech on Saturday, said Labour needed to strengthen its influence at a time of such political and economic upheaval.

Reuters - Hillary Clinton’s presidential campaign accused Donald Trump yesterday of caring more about how Britain’s historic vote to leave the European Union would benefit his financial bottom line than how it would impact the U.S. economy. Clinton campaign manager Robby Mook acknowledged parallels between the populist anger and anti-establishment fervour that fuelled the Brexit vote and Trump’s rise to the nomination, but said the Republican candidate’s reaction showed he was not fit to occupy the White House. “Hillary Clinton looks at this through the lens of how it’s going to affect middleclass families, Donald Trump through the lens of how it will help his bottom line,” Mook said on “Fox News Sunday.” Without mentioning Trump by name, Clinton also warned that “bombastic comments in turbulent times can actually cause more turbulence” in a speech to a conference of city mayors in Indianapolis yesterday afternoon. Her campaign released a national television advertisement earlier in the day, which featured the wealthy real estate developer’s comments on

Donald Trump and Hillary Clinton Friday that the fall of the British currency after the Brexit vote could mean more business for his golf course in Turnberry, Scotland, where he was speaking. “Every president is tested by world events, but Donald Trump thinks about how his golf resort can profit from them,” said the 30-second video. Besides his currency comments, Trump had praised the Brexit result as an example of people “taking their country back.” He responded to the advertisement yesterday by saying Clinton, whose staff had said she supported the United Kingdom remaining in

the union, had poor judgment. “Clinton is trying to wash away her bad judgment call on BREXIT with big dollar ads,” ran a message on his Twitter account. “Disgraceful!” In her speech yesterday, Clinton said the United States and the United Kingdom were different “economically, politically, demographically,” but still drew some parallels between the mood of American and British voters. “Just as we have seen, there are many frustrated people in Britain, we know there are frustrated people here at home, too,” she said. “I have seen it, I’ve heard it, I know it.”

Iraqi commander declares defeat of Islamic State in Falluja Reuters - Iraqi forces yesterday recaptured the last district of Falluja held by Islamic State militants and the commander of the operation declared the battle over following a month of fighting. Iraqi troops reached the city centre, an hour’s drive west of Baghdad, last week but militants had holed up in some parts, including Golan district which the military retook yesterday. The assault is part of a wider offensive against Islamic State, which seized swathes of territory in 2014 but is now being driven back by an array of forces backed by a U.S.-led coalition. Gains in Falluja give fresh momentum to the campaign to retake Mosul, the largest city anywhere in the jihadists’ self-proclaimed caliphate spanning Iraq and Syria. “As we promised you, today this flag is flying high in Falluja and, God willing, it will soon fly in Mosul,” said Prime Minister Haider alAbadi, wearing a black military uniform and waving the Iraqi tricolour in front of the main hospital. Swift advances in Falluja surprised many who expected

Qaeda forerunner. Lieutenant General Abdul Wahab al-Saidi, who was in charge of the operation, told state TV at least 1,800 militants had been killed and

the rest had fled or been captured. Some were still holding out in buildings, he said. The U.S.-led coalition continued to provide air

strikes and intelligence support in Falluja, a spokesman said. Iraqi officers said air strikes had killed most of the insurgents ahead of ground

advances to clear out remnants. Aerial bombardment also dug craters into main streets to prevent militants from slipping between neighborhoods. Insurgents in Falluja, the first Iraqi city to fall to Islamic State in January 2014, had put up limited resistance and folded after some commanders abandoned the fight, military officials said. Defence Minister Khalid al-Obeidi said on Twitter around 90 percent of Falluja remained “safe and habitable”, comparing that favorably with Ramadi and Sinjar, cities recaptured from Islamic State last year but badly damaged in the process. Parts of Falluja, especially a southern frontline that was mostly static for around two years, have been severely scarred by air strikes, artillery fire and Islamic State mines. Man y b u i l d i n g s a r e pancaked or damaged beyond repair; others, like a stadium near the city center that partially collapsed, less so. Dozens of homes were set ablaze but remain standing.

China cuts official contact with Taiwan over new president China said weekend that communications with Taiwan had been suspended after the island’s new government failed to acknowledge the concept that there is only “one China”. Relations between the two sides have grown increasingly frosty since President Tsai Ing-wen won Taiwan’s leadership by a landslide in January and took office in May, ending eight years of rapprochement. Beijing and Taipei have held regular, official communications since 2014, but that has now stopped, according to China’s Taiwan Affairs Office. “The bilateral communication mechanism has been suspended,” TAO spokesman An Fengshan said on its website. Although Taiwan, whose official name is the Republic of China, is self-ruling after splitting with the mainland in 1949 following a civil war, it has never formally declared independence and Beijing still sees it as part of its territory awaiting reunification. Beijing is highly suspicious of Tsai, whose Democratic Progressive Party (DPP), which replaced the Beijing-friendly Kuomintang (KMT) party in government, is traditionally proindependence and has warned her against any attempt at a breakaway. Beijing said it had cut contact because Taiwan had

President Tsai Ing-wen refused to acknowledge the “1992 consensus” — a tacit agreement made between Chinese officials and the KMT that there is only “one China” but each side is allowed its own interpretation. Tsai’s presidential predecessor Ma Ying-jeou recognised the consensus and oversaw an unprecedented thawing of ties from 2008 to when he left office in May. But, while Tsai has said she wants to maintain peaceful relations with China, she has not backed the consensus or the “one China” concept. Her presidential victory tapped into voter fears that Beijing was eroding Taiwan’s sovereignty through closer ties, and that trade agreements with China were being made secretly,

benefiting big business, rather than ordinary residents. Taiwan’s Mainland Affairs Council, the official body for communications with Beijing, would not confirm contact with China was now on ice. “The government will continue to keep the door open for cross-strait communication and make every effort to safeguard the existing mechanism,” it said. Tensions have been exacerbated by recent deportations of Taiwanese fraud suspects from Kenya, Malaysia and Cambodia to Beijing, rather than back to Taiwan. Taipei accuses Beijing of “abducting” its citizens from countries that do not recognise the island’s government. The latest round of deportations Friday, which saw 25 fraud suspects deported from Cambodia — a close ally of Beijing — triggered an angry response from Taiwan. “It is inappropriate for China to impede cooperation to fight crime for political factors,” the MAC said. Tsai is currently on her first overseas trip since taking office, visiting allies Panama and Paraguay. That visit comes as speculation grows that China is putting increasing pressure on the island’s dwindling number of diplomatic allies to switch allegiance to Beijing. (AFP)

Friday, at the Petroleum Corporation of Jamaica (PCJ), in Kingston. The portal is an online database which provides government data in machine readable form using open source software. The information is free and can be accessed by the general public. In his remarks at the ceremony, Dr Wheatley commended the ministries for their effort, which has resulted in Jamaica achieving such an impressive climb on the global open data index. The minister said the launch of the open data portal will further increase the country’s open data ranking. “I believe that by embarking on this new initiative, we will be ranked with the trendsetters,” he added. The portal is an initiative of the Ministry and forms part of the Government’s Transformation Initiative.

Daily Observer - Trinidad and Tobago police say they have detained several people for questioning in relation to the upload of more than 500 nude pictures of women, including some under aged children. The pictures were sent to social media websites and cellular phone messaging app, WhatsApp. Head of police corporate communications, Ellen Lewis, confirms that several people were detained weekend and were being questioned by the Fraud Squad. The photos had been shared online, by a hacker who categorised the pictures into folders and labelled them with the names of each girl. Among the list of young women were entertainers, students and young professionals. The police did not want to reveal any other information, saying that the investigations are at a very delicate stage. Trinidad and Tobago media reports say majority of the victims are students from the St. Augustine campus of the University of the West Indies (UWI), in Trinidad and Cave Hill in Barbados.

KAIETEUR SPORT LETTER

Young Sprinter Questionable Sports Awards to GCB and Sanasie Medas-King continues dominance in USA DEAR EDITOR; It is my firm opinion that awards of any sort must be based on established criteria that involve legitimacy, performance and transparency. Awardees must be selected on the basis of merit. After reading the recent National Sports Council “Sports Awards” and listening to Director of Sports, Christopher Jones’ televised interview with Edwin Seeraj on the Sports Magazine Programme of Friday 10th June, 2016, I am of the view that the award process should be totally revamped. With specific regard to the awarding of the GCB as the Sports Organization of the Year and Anand Sanasie as the Sports Administrator of the Year, I humbly suggest that these awards be recalled for the following reasons: 1. It is public knowledge that there have been no free and fair elections of the GCB for the past seven (7) years, a clear violation of the tenets of democracy. The last time the GCB had free and fair elections was in 2009. 2. The GCB has not laid over the audited financial statement and other documents to the National Assembly and to the very National Sports Council as stipulated in The Cricket Administration Act 2014 (clause 14 (3) and clause 15). Other clauses of the Act are also continually being violated by the current GCB executives. 3. Some members of the GCB together with a few other individuals questionably formed a company and named it “The Guyana Cricket Inc.” All the assets of the GCB including the various bank accounts and properties were then transferred to this company and ipso facto all the assets of Guyana cricket now belong to only those individuals. 4. The GCB has not been

making any attempt to have the ongoing divide within Guyana cricket resolved but rather are the proponents of the continuation of that divide with their frivolous challenge to the “Act” and engaging in a plethora of injunctions that prevent the democratic process of free and fair elections. 5. The GCB’s practice (in the absence of free and fair elections) of selecting certain officials and the discriminatory manner used when distributing gear and other resources are further examples of the prevailing lawlessness. The exclusion of the Berbice Cricket Board, the Georgetown Cricket Association and the East Coast Cricket Board from any deliberation or discussions or activity designed to unite the GCB appears to be deliberate. It is even more appalling to note that these areas which produce all the national cricketers at all levels from their own resources have not received a single cent from the GCB for the past seven (7) years. This is a clear case of administrative lawlessness which is undeserving of any award especially a national award. 6. As an experienced sports administrator I have never seen a sports association constitution, including the one enshrined in the Cricket Administration Act 2014, that identifies the Secretary as the head. Even within the many constitutions of the GCB, I am positive that the head is always the President and not the Secretary. On the TV programme (as mentioned above) Director of Sports, Christopher Jones, in attempting to justify the awards, stated that cricket has done well over the past two (2) years and Sanasie as head of the Board was therefore awarded. I would like to challenge the NSC to produce the records that show

Secretary, Anand Sanasie as the head of the GCB. The structure of the GCB historically has the President as the head and the two (2) Vice- Presidents sharing the Cricket Development and the Cricket Administration portfolios. In the present chaotic administrative environment of the Board any consideration to reward the cricket should have been given to the cricketers, or the Technical Officials (Coaches, Selectors etc) for their excellent performance on the field despite the administrative woes. Further, Director of Sports, Christopher Jones contended that he had no idea of who had won and which organization had copped awards prior to his appearance on the stage at the 2015 Awards Ceremony. This is quite surprising as the awardees were informed accordingly, so why not the Director of Sports? Indeed our cricketers have done us proud with their performances over the past two years and must be complimented for their accomplishments. However, a careful assessment should have been made by the NSC officials to ascertain who the personalities responsible for

these successes are. The officials should ascertain why there have not been any Female Domestic Tournament so as to offer opportunities for more ladies to be selected to the West Indies Team (the present two have been representing WI since 2007). Also, why have we not been having our players who are doing so well at the national level secure places on the WI teams? To proceed with these particular awards would be to send the wrong message to organisations that they could be rewarded for illegality, discrimination, lack of free and fair elections, lack of accountability, violation of the laws and rules of society especially divisiveness which contradicts Government’s stated National Policy of unity and cohesiveness among our people. This will undoubtedly create a serious precedent that this government cannot, ought not, and must not embrace. The honourable and proper thing to do is to immediately recall the awards glibly handed out to the GCB and to Sanasie. Claude Raphael Former Executive Member – GCB Former Director - WICB

“It seems like U-10 sprinter Kcaysha Medas-King and Brenessa Thompson have a few things in common, they keep getting better and better as the season goes on,” those were the thoughts of Kcaysha’s father Andy. Medas-King motored her way to three titles at the USATF New York Junior Olympic Track & Field two-day Championship at the world renowned Ichan Stadium in Manhattan the previous weekend to become the fastest 9-10 sprinter in New York finishing ahead of all her competitors in the 100m, 200m & 400m and has qualified for the region 1 Championship in Albany from July 7-9. The talented lass raced to victory in the 100m in a time of 14.18 seconds, the 200m in 28.5 seconds and the 400m in 104.35 seconds. Her results were repeated again yesterday in Manhattan at the Ichan stadium where Usain bolt set his first ever world record in the 100m in 2008 in what was considered to be the best Olympics to date. Yesterday at the same Stadium, Medas-King won the 100m in 13.99 seconds to better her last week effort over the same distance. Her time of 28.87 in the 200m was slightly slower that the time she ran a week ago as was her 104.65 over 400m which was ran yesterday at the North East Invitational. The nine-year-old sped to easy wins in all three events to be crowned not only the fastest 9-10 girl in New York but the entire North East Coast. Guyana would have a chance to see Medas-King run at the prestigious Hershey Games at Millersville University in Pennsylvania State this weekend. Those in Guyana can watch the action in the Pennsylvania meet by logging on to usatf.tv and clicking on the Hershey’s games banner from the comfort of their homes cheer on Guyana’s own Medas-King as takes on some of the best athletes across the United States of America. The following week Medas-King would be competing against the best in the region once again for the top spot to see who is the best athlete across region one.

Drayton starts Andrew Arts Memorial Chess C/ships on winning note

England v Sri Lanka third ODI abandoned due to rain (Reuters) Rain forced the abandonment of the third one-day international between England and Sri Lanka on Sunday with the hosts’ hopes of taking a 2-0 lead thwarted just four overs into their run chase at Bristol. England, who lead the five-match series after a thumping 10-wicket triumph

at Edgbaston on Friday, were on 16-1 and chasing Sri Lanka’s tally of 248 for nine when the match was called off. Rain had earlier delayed the start of England’s reply. Kusal Mendis (53), Dinesh Chandimal (62) and Angelo Mathews (56) had made half centuries for the visitors with Liam Plunkett taking 3-46.

Alex Hales, who had scored 133 not out in the second one-dayer in an England record opening partnership of 256 with Jason Roy, was caught off Suranga Lakmal for a golden duck on the third ball of the run chase. England can wrap up the series at The Oval on Wednesday.

MotoGP: Jack Miller wins rain-affected race at Assen Taffin Khan (right) battles Ryan Goliath in Saturday’s competition. Candidate Master, Anthony Drayton, started on a winning note and defeated Frankie Farley when the curtains went up on the ‘Andrew Arts Memorial’ Chess Championships at the National Resource Center, Woolford Avenue, Saturday morning. Another CM, Taffin Khan, emulated Drayton with a similar performance against Ryan Goliath while Woman CM, Maria Verona Gonsalves added her name to the winning team with a victory over Jason Wills. Senior National Champion, Wendell Meusa, did not enroll for the tournament which also saw Ryan Singh winning from Jessica Callender and Rashad Hussain

triumphing over Saeed Alli. HaiFeng Su returned after a short absence from competitive chess to defeat veteran player, Errol Tiwari, while other results saw Joshua Pedro prevailing over Shazeeda Rahim and Roberto Neto winning from Shariffa Ali. This is a FIDE-rated tournament and activities continue next Saturday afternoon where the players will engage in another two rounds before culminating activities on Sunday with another two rounds. The tournament is sponsored by Andrew Arts and the Guyana Chess Federation has expressed its gratitude to that entity for its generous patronage.

Geron Williams is new King... From page 36 dozens of fans on hand. Attracting the best Guyana has to offer, 32 cyclists faced starters orders and after one neutral lap, were sent on their way by Director of Sport Chris Jones. It was a strategic race early on with a blistering pace being set as the rain poured down. Unfortunately, USA based Scott Savory who is in fine form, too suffered a blow out on lap one and this put paid to his chances of being a real contender for the championship. From Lap 3, Jamal John, Geron Williams and Stephano Husbands were the leaders and had established a 45 second lead on the pack. The lead increased by the next lap with the same trio holding the sway on lap 9 but by then the lead was well over one minute. Husbands, another of the Team Coco’s riders who have been training on the USA and Columbian circuits this year, unfortunately suffered a blow out which saw him being relegated to the second pack and eventually alone as the leading two riders kept their advantage intact. The peloton eventually connected with the leaders on lap 17 as the intensity of the race took its toll on the athletes who sought to ease the pace to regroup for the later laps. Eight riders, four from Team Coco’s (Eastman, Jeffrey, Husbands, Jamal John) and three Team Evolution (Marlon Williams, Raul Leal, Orville Hinds) along with Geron Williams took over the lead on lap 18 but as the intensity increased again, lap 19 saw Alanzo Ambrose, Geron Williams and 2015 champion Hamza Eastman taking over with the others within striking distance. But the next lap saw Jeffrey jumping ahead and was immediately pursued by Geron Williams to seal off the race and provide a

memorable finish for the patient spectators on hand. Geron Williams’ winning time was Two Hours 42 Minutes 44.64 Seconds followed by Jeffrey, Stephan Husbands and Jamal John. The new champion, who has won two championships in the past three years, commented: “The win today for me is more emotional than anything else because I’ve been preparing for the race for so long; to come in with the odds against me and against two very strong teams in Coco’s and Evolution is unbelievable.” Williams informed this newspaper that for the past few months his USA Coach and himself were focusing specifically on the GCF 2016 championships. “Even though I was racing Summerville and the other races, I wasn’t taking breaks preparing for those races, I was training and focusing all my energies for today (Sunday) even yesterday’s (Saturday) time trails was in preparation for today (Sunday) so I had no expectations. I was happy that I came out today and I was able to produce a winning ride. It wasn’t easy today, I mean I’m in great shape but fitness alone does not win a race, it takes a lot of concentration and a lot of calculating. Today will definitely go down as one of my best wins in my career regardless of where I race. I’ve raced in a lot of places but winning home is always great and to win this particular race; this is the biggest win of the year for me.” Jones was on hand to perform duties of waving the chequered flag to signal the end of what was a successful race. The Director of Sport also distributed medals and championship jerseys to the respective gold, silver and bronze medal performers of the male Time Trials and Road Races.

BBC Sport - Australia’s Jack Miller secured his first MotoGP victory in a rainaffected race at Assen in the Netherlands. The 21-year-old Marc VDS rider, a 750-1 outsider with bookmakers, coped best with the slippery conditions. Honda rider Marc Marquez was second to extend his overall lead, with Britain’s Scott Redding claiming the final place on the podium. There were also first-time winners in Moto2 and Moto3 - Takaaki Nakagami and Francesco Bagnaia respectively. Miller’s victory made him the first Australian winner in MotoGP since Casey Stoner at Phillip Island in 2012, and the first rider on a non-factory bike to win since Toni Elias in Portugal a decade ago. The treacherous conditions meant the race was red-flagged after 14 laps and restarted with only 12 remaining. At that stage, Andrea Dovizioso was leading from Danilo Petrucci and nine-time world champion Valentino Rossi but all three soon crashed out. Miller took advantage of

He said: “It was nice just to stay on the bike. “It was a wet-weather win, but it is great to have it under my belt and let people know that I can ride a bike.” Marquez moved 24 points

ahead of Jorge Lorenzo, who took one point by finishing 10th. “This race was all about getting points,” said the Spaniard. “Second felt like a victory in these tricky conditions - 20 points will be important in the championship.” The next race takes place at Sachsenring in Germany on 17 July.

WOMEN U19-T&T lift title as reigning champions finish last PORT OF SPAIN, Trinidad, CMC – Trinidad and Tobago crowned themselves champions of the Regional Under-19 Girls’ Twenty20 Invitational Championship when they easily disposed of Windward Islands in the final here Saturday. Playing at the National Cricket Centre, the hosts reached 101 for four from their 20 overs and then restricted the visitors to 74 for eight, to pull off an uncomplicated 27-run victory. In the consolation final, reigning champions Barbados slumped to a

seven-wicket loss to Guyana at Gilbert Park, to finish last in the four-team tournament. At the NCC, T&T rattled up 101 for four off their 20 overs, after being sent in. They were floundering at seven for two and then 33 for three before Kamara Ragoobar struck an unbeaten 36 and Leandra Ramdeen, 28, to revive the innings with a 46-run fourth wicket stand. In reply, the Windwards struggled from the outset, and only captain Nerissa Crafton with a top score of 21 from 27 balls with two fours, showed any resistance. Reanna Farrow was the best bowler with three for 17

while Ramdeen completed a solid all-round performance with two for 18. At Gilbert Park, West Indies Women’s team opener and Barbados captain, Hayley Matthews, struck 21 from 33 deliveries as Barbados limped to 61 for nine after being sent in. Mandy Mangru picked up three for eight, while Plaffiana Millington (2-6) and Sheneta Grimmond (2-9) finished with two wickets apiece. In their turn at the crease, Guyana got an unbeaten 26 off 27 balls from Shabika Gajnabi as they reached their target in the 16th over.

Djokovic focussed on Wimbledon Draxler dazzles as Germany defence but sees bigger picture cruise into last eight Novak Djokovic returns the ball. (REUTERS/BENOIT TESSIER)

LONDON (Reuters) On court Novak Djokovic is taking tennis to extraordinary new levels with his single-minded obsession with winning; off it the Serbian is more than happy to share power. The 29-year-old will begin his attempt to win a fourth Wimbledon title on Monday when he plays British wildcard James Ward on Centre Court — 12 months after claiming a second successive title by beating Roger Federer. While nothing will distract him from that goal, the dominant Serbian also knows that, however big the gap is between himself and his rivals — and it is a yawning chasm — no player is bigger than the sport. At his pre-tournament news conference at Wimbledon on Sunday, the world number one confirmed he had re-joined the 12-man ATP Players’ Council, along with chief rival Andy Murray and Murray’s brother Jamie, the world’s top doubles player. It is a responsibility Djokovic will apply himself to with the same devotion as his career for the next two years as tennis wrestles with the kind of doping and corruption scandals that have afflicted world sport. “I’ve been very flattered and humbled to be elected by my colleagues,” Djokovic told reporters. “The way I see it is that I managed to gain trust from players, which is very important to me. I have been part of the Player Council for three years earlier in my career. I’ve been familiar with the way the system works. “I’m hoping I can contribute to the evolution and to the betterment of our sport in every aspect.” There is little argument that he has taken

tennis to new levels of perfection since losing to Murray in the 2013 final here. Since then he has won six of the 11 grand slam titles on offer, taking his tally to 12 overall. In beating Murray at Roland Garros earlier this month he became the first man in 47 years to hold all four majors. He also won the ATP World Tour Finals in November and will have his eye on Olympic gold in August and probably the Davis Cup too. His immediate focus though is on a smooth opening to his Wimbledon campaign having chosen again not to play any grasscourt tournaments in the run-up. “This year is quite different from previous years because I’m coming in with a Roland Garros title,” he said. “That gives me, obviously, a lot of confidence. I’ve played a lot of points in the practise sessions these four or five days, trying to be on the grass as much as I can. So I’m really keen on getting on the court.” Djokovic, who beat Federer in the last two Wimbledon finals, could face a tough path to a hat-trick. Big-serving Canadian Milos Raonic is a potential quarter-final opponent with Federer possible in the semis. Ward is unlikely to pose too many problems, although Djokovic is well aware that the crowd will be rooting for his opponent when play begins on Monday. “It’s going to be the first match on the untouched grass,” he said. “ That’s probably one of the most special tennis matches that you get to experience as a tennis player. “I’m looking forward to that. Obviously I know that he doesn’t have much to lose.”

LILLE, FRANCE (Reuters) Germany’s Julien Draxler repaid the faith of coach Joachim Low with a dazzling display featuring a volleyed goal and an assist as they thumped Slovakia 3-0 to book a Euro 2016 quarter-final with holders Spain or Italy. Brought in to replace the lacklustre Mario Goetze, the 22-year-old winger tormented Slovakia’s defence with his dribbling and quick feet, creating a first-half goal for Mario Gomez and scoring himself with a superb volley in the second. The world champions went ahead when central defender Boateng, who had been passed fit after an injury scare, connected with a clearance in the eighth minute to volley home from 25 metres for his first international goal. The Germans then saw Mesut Ozil’s weak 13th minute penalty saved but Gomez made no mistake two minutes from halftime when he tapped home a perfect cut-back from the marauding Draxler who added the third with a fine strike just past the hour mark. “We know his capabilities. He has two magic feet and I’m happy for him that it led to a goal. He always gives for the side and I’m happy for him,” Gomez said of the Vfl Wolfsburg winger, who was instructed to take on his man by Loew. Draxler added: “He (Loew) gave me a lot of self-confidence, trusted me and wanted me to search for a lot of one-on-ones. “I think we were superior and well

deserving of a victory. It was nice to be in front after the goal by Boateng. We could even afford not to score the penalty.” DEFLECTED VOLLEY Comfortable with either foot, Draxler utilised his speed and intelligence to good effect throughout, helping his side pin the Slovaks in their own half for much of the opening period. Boateng opened the scoring with a deflected volley following a corner and ran to celebrate with team doctor Hans-Wilhelm Mueller-Wohlfahrt, who helped him recover from a muscle injury sustained in their last group game with Northern Ireland. Ozil’s weak penalty, well saved by Matus Kozacik, was one of the few blemishes in an otherwise superb Germany performance. Slovakia may have got the better of the Germans in a pre-Euro 2016 friendly but, apart from a few forays forward, they were all at sea. Five minutes before halftime Juraj Kucka forced a flying save from Germany captain Manuel Neuer as he sent Peter Pekarik’s cross toward the top corner. Germany hit back immediately, Draxler turning Kucka inside out before squaring for Gomez to stab the ball home from close range to make it 2-0. Slovakia were marginally better in the second half but when the excellent Draxler hooked a volley into the top corner in the 63rd minute there was no way back.

Belgium to face Wales after Hazard-inspired victory BBC Sport - Eden Hazard scored a dazzling solo goal as Belgium defeated Hungary to book a Euro 2016 last-eight tie against Wales. The Chelsea winger was outstanding in Toulouse and capped off a good Belgium display when he cut in from the left, beat two players and fired in low. Tottenham’s Toby Alderweireld headed Belgium ahead and Michu Batshuayi made it 2-0 when he tapped in. Hazard then scored his superb goal in the 80th minute before Yannick Carrasco fired in the fourth in stoppage time. The second Euro 2016 quarter-final between Belgium

and Wales will be played in Lille on Friday. They underwhelmed at the 2014 World Cup, but the most promising Belgium squad since Guy Thys’ 1980 runners-up suggested they could be set to fulfil their potential on the big stage. At times, Marc Wilmots’ side made hard work of it against the Magyars, but they did create 25 efforts on goal. Manchester City’s Kevin De Bruyne had seven of those, including a brilliant first-half freekick that was tipped over by 40-yearold Gabor Kiraly. The 24-year-old also provided three of the four assists. Both he and Hazard were the

most potent weapons, with Everton striker Romelu Lukaku failing to marry willingness with goal threat. It was Spurs defender Alderweireld who gave the Belgians a 10th-minute lead when he headed in De Bruyne’s freekick from the left. After soaking up Hungarian pressure, they finally scored a second when Batshuayi slotted in Hazard’s square ball, only two minutes after coming on. Hazard made it 3-0 with the goal of the game. Belgium broke from the Hungary area, De Bruyne played a pass to the feet of Hazard who dived in from the left, eased past two challenges before slotting into the

keeper’s bottom left. By this point, Hungary had given up the fight and were handed a knockout blow when Atletico Madrid’s Carrasco, on as a substitute, slammed in from another De Bruyne through ball. The 2014-15 Premier League footballer of the year was a disappointment last season. He only managed six goals in 50 appearances for a Chelsea side who went from champions to finishing 10th. However, towards the end of that campaign he began to show glimpses of the form of the previous season and against Hungary he gave right-back Adam Lang a full workout.

Aside from his goal and assist, he made the joint second-highest number of passes (48) and had three efforts on goal. BBC analyst Trevor Sinclair said: “It was an absolutely outstanding, world-class performance. He’s the man of the match - that was the performance of the tournament. He has led by example.” Hungary boss Bernd Storck: ”We knew we were coming up against terrific opposition. “I have to congratulate the team for their performance throughout the championships. We have a positive view of the future.”

Matthew Wade helped Australia past 200, West Indies v Australia, tri-series final, Barbados ©AFP (Reuters) A match-winning three-wicket bowling stint by Mitchell Marsh lifted Australia to a convincing victory by 58 runs against West Indies in the final of the triangular one-day international (ODI) series in Barbados on Sunday. Australia, who batted first after winning the toss, seemed destined to post a middling target until wicketkeeper Matthew Wade, batting at number seven, rattled off an unbeaten 57 off 52 balls. He finished his stint at the crease in style with a towering six over mid wicket off the final ball as the visitors scored 270 for nine from their allotted 50 overs. The Windies made a breezy start in reply as openers Johnson Charles and Andre Fletcher put on a quick 49, with Charles

scoring the lion’s share of the runs at Kensington Oval in Bridgetown. But the floodgates opened after Fletcher (9) was caught at slip off paceman Josh Hazlewood, as medium-pacer Marsh collected three quick wickets to turn the match decisively and inexorably in Australia’s direction. Marsh dismissed Darren Bravo (6) and Marlon Samuels (6) cheaply, before trapping Charles (45) plum leg-before-wicket to leave the Windies staggering at 72 for four. Marsh finished with 3-32 off 10 miserly overs, while Hazlewood (5-50) mopped up the tail as the home team were all out for 212 after 48.4 overs. “I haven’t really taken a wicket all series, so it was nice to get a few tonight,” all-rounder

Marsh, who also made 32 with the bat, said in an on-field interview. The result cements Australia’s number one ODI ranking, while eighth-ranked West Indies might take some consolation from reaching the final ahead of South Africa, the other team in the 10-match series. “We scrapped incredibly well today,” said Australian captain Steve Smith. “We were in a bit of trouble at one point and I thought Matthew Wade and the tail did an incredible job to get to 270.” Hazlewood, meanwhile, was named man of the series for his 11-wicket haul, and he said there was no secret to his success. “I keep it pretty simple. Run in and hit a length and get a little bit of movement each way. I don’t try to complicate it too much.” Next up for West Indies is a four-test home series against India starting on July 21, while Australia start a three-test series in Sri Lanka on July 26. Said victorious skipper Smith: “I don’t think we’ve played our best cricket throughout this tournament. We’ve still got a lot of work to do to get where we want to get.”
