Confronting Terrorist Threats In his Two Treaties of Government published anonymously in 1689, the English Philosopher, John Locke, stated that the primary responsibility of all governments is to protect life, liberty and, above all, property. Whenever governments fail to protect these rights, they should be replaced. This government should heed this warning and stop the blame game on crime, especially armed robberies and murders and develop strategies that are proactive to prevent them and the new terrorist threats. Guyana is facing terrorist threats from within the nation and the government must take swift action to weed it out before it spreads. The recent incident of a grenade being thrown at the vehicle of the publisher of Kaieteur News is clearly an act of terrorism. Kaieteur News is the nation’s largest newspaper entity and if it is not secured, then the country is also not secured. While it is difficult to read the minds of criminals and terrorists, those whose lives are threatened by them should take it seriously and report to the police because in some cases, perceived threats tend to become reality. The senior management of Kaieteur News has taken the issue very seriously and has reported it to the police. Four years ago, Kaieteur News Publisher had asked for the company’s revoked firearm licences to be reinstated. Until now, it has not happened despite several pleas to the Minister of State and the Minister of Public Security. This newspaper entity endured the death of five of its pressmen at Eccles in 2008 and has since been the target of many death threats, including one by the former Attorney General who as the leading law enforcement officer of the country has stated that the staff of Kaieteur News was in danger. He beckoned a senior reporter to leave Kaieteur News by trying to convince him that there will be a vicious attack against the newspaper. That said, the PPP administration suffered its first major electoral defeat in 23 years due largely to its manifest failures to provide sufficient protection to the public from crime and violence. Not to mention its threats against the privately owned newspapers, especially Kaieteur News. The people had hoped that the Minister of Public Security would recognize and acknowledge that the inherited institutional structures and operational settings of his Ministry are not functioning efficiently. Drastic changes have to be made, including better collaboration between the police and the people in order to regain their trust and confidence. Part of the Ministry of Public Security should be reconfigured with a new operational philosophy that focuses on fighting crime including terrorism with the primary functions and operational objectives to promote and protect the safety and security of the citizenry. It should establish a Department of Community-based Crime Reduction and Terrorist Prevention Department to deal specifically with crime and terrorism. This department will have as its central mandate, the task of identifying and researching the criminogenic factors affecting the safety and security of the communities and the formation of criminal and terrorist activities. The strategic outcomes of which should inform the national community-based crime reduction and terrorist prevention policies, actionable by the implementation of programmes and projects to support them. It must include the people and all other stakeholders to aid the government in crime fighting. International training and capacity building are necessary for the effective and efficient operational deployment of this new conceptual framework engineered and designed to positively impact crime, terrorism and the general insecurity challenge confronting the nation. As such, the safety and security of the citizens in their communities and in public and private sectors should be the focal operational objectives of the security agencies. The police and the security forces should be supported by the Judiciary to provide significant strategic support to counter terrorist and criminal acts and maintain law and order in society.

Onika Charles must get NIS benefits DEAR EDITOR; The case of Onika Luke, the 16 year old waitress who was shot while in the course of her duty at Lucky Star Chinese Restaurant at Better Hope, East Coast Demerara is an industrial accident pursuant to Section 22 (a) of the National Insurance Social Security Act Chapter 36:01.

It is presumed her employer may have failed to register her as an employed person and pay NI contributions on her behalf but those omissions should not deny her entitlement to injury medical care benefit. The conditions that accompany the employing of work-study students must

apply in this case. The district NIS inspector should be reactive and do his duty whereby the brother of the injured person will not be reduced to a mendicant soliciting assistance from the public and the Ministry of Indigenous Peoples Affairs. The Injuries Onika suffered happened while she was

within the scope of her work and what must be considered a risk incidental to her employment. Employment at a Chinese Restaurant now seems to be a hazardous occupation. The employer, if he has met the medical expenses, may recover same from NIS if authorised by Onika to do so. Carlton Jacques

GECOM points to PPP’s misinformation, libel and slander DEAR EDITOR; As the organisation that is responsible for conducting national elections in Guyana, The Guyana Elections Commission (GECOM) undertakes these procedures transparently, and in accordance with the law. While this has been explained and attested before now, it is important for us to reiterate this fact, in light of the recent protests, held by members of the People’s Progressive Party/ Civic (PPP/C). While we respect the rights of citizens to protest, since it is a common feature of a democracy, we abhor misinformation, libelous, slanderous and boisterous assertions about GECOM during your (PPP/C) demonstrations.

As an independent body, the activities of GECOM, specific to elections and National Registration, are approved by the Commission. This Commission comprises six Commissioners (three nominated by APNU/AFC and three by the PPP/C), along with the Chairman, Dr. Steve Surujbally. The Commission deliberates, pronounces and votes on decisions and work plans to be executed by the Secretariat. It therefore means that Dr. Surujbally does not exclusively make decisions concerning GECOM; instead, these decisions are made by a body of Commissioners. In addition, all activities at the Polling Stations and Registration Offices are con-

ducted in the presence of Party Agents, who are there to witness and ensure that all activities are conducted in a lawful and transparent manner. On Elections Day, these Party Agents are also required to sign the Statements of Poll and collect a copy for their respective parties. The Statements of Poll are posted outside the Polling Stations after the counting and tallying processes are completed, as the law stipulates. GECOM will not break the law to satisfy political expediency. Given the measures implemented, how could 2015 General Elections been “rigged”? Why would GECOM set out to “rig” any elections? The votes were countedin the presence of the Party Agents. The Commission provided the nation with the

results, within the time frame stipulated by law. It is now left for us to prove that wise man wrong when he said that “the hardest thing an Elections Body can do is convince the losers that they have lost”. Meanwhile, GECOM will proceed on the activities scheduled for this autonomous body. The 8th Cycle of Continuous Registration begins on June 6th, as outlined in the notices published. We will be providing further guidance via the media, as required. A brand new and due House- toHouse Registration will follow, probably as early as next year, as it has been a part of our mode of operations- not because we were pushed by any political party. Security technology is too expensive DEAR EDITOR, Our crime situation continues to haunt us and many people are investing heavily to protect their properties and lives and technology to identify criminals using alarms and security cameras amongst others. Most people installing CCTV (security) cameras would install the cameras at positions that make it impossible to identify someone unless the person could be recognised by his/her physical structure and in many cases, it’s impossible. People should not be fooled by what is shown in the CSI series, technology is not available as yet to enhance bad footage so in order to get a decent image, the camera must be very close. It doesn’t matter if people could touch the cameras because if they do they are being recorded. The standard recording for most dvr is 24 frames per second (fps), that is like taking 24 four photos in a second and playing it back thus you get the videos and depending on the setting of the dvr, you could record 30 fps which is a far better quality and when replaying, there’s video editing programs available that could be used to scrutinize the videos properly to get the best im-

ages. Editor, there’s many places that you could go to get different types of security system to purchase but the real shocker is when you query the prices. Believe it or not, these people are increasing the values of a security system by four times and those installing it are charging a tremendous amount to install. And when you look at the way they install the system, you start to wonder what the purpose for the cameras is because you could know that they wouldn’t get proper

footages. If this government is serious about fighting crimes, they should get a mechanism in place to let citizens get security cameras at an affordable rate because the prices are jacked up tremendously. If almost everyone could install a security system it would enhance the fight against crime greatly. Take the recent crime that is committed against the M&M snackette. The robbers had on face mask to prevent people from getting their identify but I don’t believe that

they would walk from their home with their face blocked to commit a crime and if they do that they would draw attention to them. I’m quite sure the police will be looking at houses nearby with security cameras to see if they have footage of the criminals passing before/after they commit the crime. In order to help the fight against crime, let security system be more easily obtainable, so that many people could get cameras and people could help one another. Sahadeo Bates

This bullyism of the City Council must be confronted DEAR EDITOR; As a business owner I would like to express my dismay at the arbitrary imposition of a new fee/fine by the Georgetown City Council. Without publishing it in the official gazette, the local newspapers or without even sending a formal letter to business owners, the Council has just started demanding a fee of $25,000 from business owners each time a container is parked outside their premises for the off loading

of their goods. I believe it is time a legal challenge is made against the Council, as nowhere in the by-laws or statutes of the city is there a provision for the charging of a $25,000 per day fee for the parking of a container. The City Council in its recent greed and desire to extract every dollar it possibly can from the citizens of Georgetown is becoming unreasonable in its demands. Why is no other municipality demanding this fee for the

parking of containers, Soon they may charge the business owner for parking his or her car there. And why then does the Council not charge the mobile fish truck ‘King Fish’ which is associated with a senior officer of the Council, a fee of $25,000 per day for parking there 24/7 365 days a year? It is time for the citizenry of Georgetown to stand against the bullyism of the City Council. Mark Roopan

Does the City council know Facts about the GGDMA what it is doing? that need to be told DEAR EDITOR, The Merriman’s Mall which was a nice open space in Georgetown, has now become a cluttered, chaotic and jumbled place with just about everything going on there. At first when the Council prepared a section of the mall as a play area for children, most citizens were satisfied at this development, but they (Council) don’t seem to know when to stop, and went on building a presidential park, a petting zoo and an area that resembles horse stables that turned out to be permanent stalls for the rural kitchen gardeners who occupy them on weekends. But the biggest travesty of all is the placement of roadside cosmetologists under little open tents right next to a restaurant by the name of ‘Jerk Hut’. How could the City Council, which is responsible for the public health of the city, be so reckless? Are they not the ones responsible for licensing this restaurant and ensuring the good food handling practices are maintained? Are they not

also required for licensing the hairdressers, barbers and cosmetologists and ensuring that good hygiene and public health practices are maintained? So then how then could they place individuals responsible for providing personal care, such as hair, nails, or makeup in the open air and near to a restaurant? In most countries performing skincare services will require an esthetician license, while providing manicure and other nail services will require a nail technician license. Have these persons been granted this on the mall? Have they been trained on the prevention of transference of HIV/AIDS and other infectious diseases? To protect the public’s health in Georgetown these estheticians must be made familiar with the diagnosis and treatment of skin conditions, sanitation and infection control procedures, and skin histology and the integumentary system before being allowed to offer their services, and certainly not on the open mall

DEAR EDITOR; The new Mayor of Georgetown is very confused, ill advised or ill informed. One day during an interview with a local newspaper she denies that City Hall is cash strapped. Ms. Chase Green denied such claims, saying that allegations of bankruptcy were untrue, and expressed an unawareness that the municipality was struggling to meet its mammoth monthly wage bill, its contractors’ fees and its statutory payments such as to the GRA and the NIS. She further went on to say that she had not received any such reports which suggest that City Hall was incapable of paying its debts, and, as such, she questioned the

authenticity and reliability of the information that was published. Then the very next day the Mayor made a 180 degree pivot and confirmed that the Georgetown Mayor and City Council (M&CC) had indeed run short on funds. In fact she said there was not been a time that she was aware of that the Council had not had a loss claiming that the city has always been broke. Her new claim was that the Council does not collect enough rates and taxes (general rates) to meet all the demands financially to run this city and so being short of cash was no new news, suggesting that it would take like $3 billion a year to run the city

where nail clippings, shaven hair, cotton pads and balls, soiled astringent cloths will be blowing all over. Can the cosmetologists on the mall meet the below listed requirements? ·Each cosmetology establishment must be equipped with an adequate supply of hot and cold running water and proper plumbing. ·Each cosmetology establishment shall have adequate lighting at all workstations ·Walls, floors, and fixtures must be kept clean and in good repair at all times. ·The area must be and made free of hair and other debris after each client is done ·Pedicure chairs, foot spas, and manicure tables must be cleaned and disinfected between uses ·Store and collect solid waste so as to avoid health hazards, rodent harborages, insect breeding areas, and accidents ·Every cosmetologist must wash one’s hands with soap and water immediately before serving each client. What is the new Mayor and City Council doing about this violation of its own rules? Riley Matthews

Begging for attention and service from GTT DEAR EDITOR; I seek your help to make public GTT disrespectful manner to its customers in Shirley Field-Ridley Square, Georgetown. We are without service since April 19, 2016 and have not received any information regarding its restoration or any apologies for the incon-

venience caused via mail although we continue to be billed for the instrument etc. The reference number provided to me at the time of reporting is Ref 1804257. Thanks for publishing this letter or bringing it to the attention of the GTT administration. Frustrated Customer.

of Georgetown if it is to be developed into a modern city. How could it be that on one day the Mayor was totally oblivious of the Council’s dire financial straits even though all of her staff including those surrounding her, including her security, drivers and secretarial staff were not paid, and then the next day do a complete back flip and indicate that for the last 21 years that she was at the Council, the entity was always broke? Something has to be wrong? James Mc Onnell

DEAR EDITOR; Please permit me a place in your column to express my concerns in regards to the Thursday 2nd June 2016 edition of Miners’ World hosted by Mr. Tony Shields on Channel 11 NCN. Mr. Editor, Mr. Shields claims that Charles Ceres does not know or does not have the facts about GGDMA having members sitting on the boards and making decisions for land distribution. He, Mr. Shields claims it is fiction and not facts. Mr. Editor, it was the GGDMA that asked for a branch of the Gold Board of-

fice to be opened in Charity and the previous Government answered their call but subsequent to completion of the gold board, this branch like Bartica Branch was closed. Charity branch was later sold to the Alphonso Company whose son is a member and vice president of the GGDMA and sits on the board of the Guyana Gold Board as the representative of the GGDMA. Can Mr. Tony Shields say if this is fact or fiction and if this is not a clear case of CONFLICT OF INTEREST? While on his program he

boasted of his members of GGDMA producing 80% of the gold produced in Guyana and the caliber of member that are in this organization. I am happy to know that he has acknowledged that the GGDMA only deals with the large miners but try to get benefits under the name of small miners. Mr. Editor mining is our greatest contributor to the GDP of Guyana and I wish all SMALL MINERS a fruitful year for we are about to complete the first half of this year and can achieve greatly in the second half of 2016. Pastor Jeffery’s account calls attention to troubling beliefs DEAR EDITOR; Pastor Wendell Jeffery’s recall (letter in SN 1/6/2016) of his encounter, sometime in 2012, with PNCites was not surprising but still disturbing. According to Pastor Jeffrey, “…the general consensus that night from the PNCites was that nothing was wrong with the Constitution but rather, those who were managing the Constitution. PPP was in power at the time”. A most disturbing thing about the story, as related by Pastor Jeffery, is that there are people who appear unwilling to accept the implications of experience, and who choose to ignore reason and logic. Presumably, when it comes to use of the powers in Guyana’ Constitution, ‘the PNCites’ would have us imagine that PPPites are villains not be trusted with its powers however, conversely, that PNCites are angels who we should trust with said powers; really! There are many good reasons why the constitution must be further changed.

The first problem is the responsible use of power. Power in the hands of people who do not appreciate why it is necessary to severely restrain access to the Constitution’s vast powers that they either do not need or cannot use responsibly anyway should mean that they cannot be trusted with such powers. The issue of several radio/TV licenses by former President Jagdeo is an example of irresponsible use of those powers. In its present construction the Constitution is an instrument facilitating impunity; persistence of authoritarianism (some might go further and suggest a haven for would be despots); a license for the unstoppable abuse of power and a danger to the freedom of all the citizens of Guyana. Extra-judicial killings were a warning sign. Second, Guyana is not a country with a deep-rooted culture of compliance. Indeed, it may be much worse than it appears. One source of trouble is the evident dis-

regard for ‘the rule of law’. There may be a whole generation that appears to have no use for the well-established benefits to society of the primacy of “the rule of law” in relation to governing. Their understanding appears to be that government has power to make policy and can act on such policy, in spite of the Constitution and the country’s laws. This is why NICIL and the University of Guyana Student Loan Agency could be created without proper statutes. The outcome was predictable. We would therefore encourage those with disdain for the ‘rule of law’ to look around; the world is full of basket-case countries. They will find that one of the common denominators is the quality, or absence, of the ‘rule of law’. They will discover that where the ‘rule of law’ is not triumphant impunity and chaos reigns; in part, this appears to be Guyana’s experience. In the absence of a culture of compliance the (Continued on page 23)

PPP General Secretary claims ignorance on $18M NCN debt Professing that the National Communications Network (NCN) has not made contact with his party to provide invoices detailing the amounts reportedly owed, People’s Progressive Party (PPP) General Secretary Clement Rohee is claiming ignorance of the party being in debt. Rohee made this contention yesterday, in response to questions about the forensic audit into the state agency. According to auditors, the PPP benefitted from some $55M in advertising from NCN, for which they were not billed or had they paid up to May 2015. “You are asking me to respond to what has appeared in the newspapers,” was Rohee’s initial response. “We cannot respond to moneys owed (by) us based on what has appeared in the newspapers. We have to be able to get the facts.” When pressed on whether his party did or did not owe NCN, Rohee stated that the PPP has been corresponding with the NCN Board and requesting to see evidence of the debts, such as invoices. “We have asked for the data. We have asked for the invoices. We have asked for (them) to be attached as evidence of these debts. We have not received anything as

- says agency making no effort to resolve issue yet. Quite some time ago, we asked NCN Board.” Rohee, who at the time would have been Home Affairs Minister, was adamant that the party always paid for whatever services it solicited. This comes against the backdrop of complaints, not only from NCN about being owed, but also from Guyana Water Incorporated (GWI) over billboards the party modified for its benefit in last year’s elections. “I don’t know about the party. I know the party pays for whatever services it purchases or solicits or procures or outsources. So we need to make a distinction and then we see whatever they have whether it is the Government or the PPP. Sometimes we get these things mixed up. Some people say it is the PPP.” Reminded that the question related to whether the party used its incumbency for party related advertisements, he stated that this was a judgment issue. Asked about whether he was not concerned about the view that the party took advantage of its power while in office to request free advertisement, Rohee made it clear that he was not worried. “Politicians don’t get wor-

ried easily you know. It takes a lot to worry a politician. I don’t think (President David) Granger is worried about some of the things we are saying here.” According to the forensic audit report into NCN, the then ruling PPP/C was not invoiced for $18.2 million in ad-

vertisements aired by NCN in 2011. The report went on to detail that in 2015, the party was similarly not billed for $3.7 million in ads, making the debt a total of $21.9 million. In fact, it was reported that $12.9 million of the sum for 2011 was recorded as being ‘Public Service Announcements’.

The billboard had previously been commissioned as a GWI ad but instead was changed to be used as a campaign tool for the PPP/C. GWI refused the bill from Impressions after the actions of the PPP.

Audit report slams GWI’s sole sourcing to contractor Purchase of 28,485 water meters…

A forensic audit report on Guyana Water Inc. has raised serious questions over the entity’s procurement practices when it came to meters. According to the audit report, which focused on the period January 2012 to May 2015 and conducted by HLB R. Seebarran & Co, in 2013 there was a contract awarded to Florida-based UTECO to the value of US$796,156 ($165M)this was for the procurement of 28,485 water meters. There were many problems with this contract; the findings suggest that there was irregular intervention from within GWI to tip it in favor of a particular contractor. As a matter of fact, when it came to water meters, GWI apparently long before February 2013 when this contract was awarded, bypassed procurement regulations, choosing UTECO via sole sourcing to

be the preferred suppliers. “Sole sourcing request was made by (Aubry Roberts), the DP (Director of Procurement), for UTECO to be awarded this contract on the basis that the meters are of the required quality set out by GWI and that it is also less costly to procure them from UTECO.” The audit report pointed out that the National Procurement Act 2003 is specific when it comes to sole sourcing, a procuring entity may engage in single-source procurement when the goods are available from a particular supplier or contractor and no reasonable alternative or substitute exists, the services, by reason of their highly complex nature, are available from only one source…” The most recent request for approval to be granted to sole source meters from UTECO was done on April 14, 2015, a month before the May 11 general elections.

Auditors probing the 28,485 water meters from UTECO found that GWI submitted a letter to the National Procurement and Tender Administration Board (NPTAB) on December 3, 2012 requesting the approval for 10,000 water meters and boxes from UTECO at a cost of US$796,183. Approval to supply these items was given by NPTAB on December 28, 2012. On January23, 2013, a subsequent request was submitted to the Chairman of the NPTAB to amend the approval to allow UTECO to supply 28,485 water meters only for a cost of $796,156 and also to source the water meter boxes from Jiaxing Eastron Electrical Instruments Co. “Cabinet considered and approved this variation on the February 7, 2013. All 28,485 meters were supplied and GWI has since continued to directly procure water meters from UTECO.”

Auditors found that there was no evidence that GWI advertised this contract and therefore we could not have determined whether UTECO was the best source. “We have received a letter of protest addressed to the Hon Mr Joseph Harmon, Minister in the Office of the Presidency signed by Mr. Darshanand Manohar and dated June 3, 2015 who states ‘...the water meter itself is sole sourced from a company, “UTECOS” for twice the price that what other meters with superior quality can be supplied at.” GWI wrote Manohar on June 15, 2015. According to the report, GWI’s management in response said that its plans for the period 2012-2016 included a comprehensive metering programme that had specific targets for the supply of these measuring instruments in a timely manner to facilitate the

achievement of the annual targets. However, the public tender route for supply and installation of meters in 20112012 had the pitfalls. These include a single contractor which won bids to supply and install between 3000 and 4000 meters and service connection materials but lacked the capacity to procure the instruments in a timely manner and install the meters. “New brands of meters were introduced in the various regions. They were different from the preferred quality and type adopted by the utility in 2006. Cheap connectors, poly female adaptors and stop corks entered the distribution system resulting on many leaking service connections. Divisional contractors were repairing leaking, meters on a regular basis...” As a result of the developments, GWI management said it sought to

Former GWI’s boss, Shaik Baksh procure all materials for metering program and issue installation contracts to install the meters in lots of 500 meters to the contractor’s who were repairing leaks and installing new services in the divisions. Several audit reports released by government in recent times have raised questions over the procurement practices of Government agencies and ministries. During the period of review, GWI’s Chief Executive was Shaik Baksh.

Peru’s Kuczynski has thin lead over Fujimori in presidential vote (Reuters) - Former Wall Street executive Pedro Pablo Kuczynski held a razor-thin lead over Keiko Fujimori, the daughter of an imprisoned former authoritarian leader in a vote that may be Peru’s closest presidential election in half a century. With 91 percent of all votes counted yesterday, Kuczynski had 50.32 percent support while Fujimori trailed with 49.68 percent. The gap had narrowed from a previous tally. Ballots of Peruvians living abroad only begun to arrive last night and the count may not be finished until Thursday or Friday, Mariano Cucho, the head of the electoral office ONPE, said. Making up 3.86 percent of the electorate, foreign-based voters mostly live in the United States where Kuczynski stumped for votes. But Fujimori, 41, received strong support from abroad in her first bid for the presidency in 2011, which she narrowly lost to outgoing President Ollanta Humala. The campaign pitted the Fujimori family’s brand of right-wing populism against Kuczynski’s elite background and stiff technocratic style. Fujimori had long been the favorite to win the election, but Kuczynski caught up with her in the final days of the campaign as Peruvians weighed the legacy of her father former president Alberto Fujimori and scandals involving her close advisers. Many Peruvians credit Alberto Fujimori with defeating the Shining Path far-left guerrilla group and building schools and hospitals in rural areas when he was president in 1990-2000. But his authoritarian style divided the country and he is now serving a 25-year sentence for corruption and human rights abuses. This year’s election appeared to be the tightest in Peru since a near-tie in 1962 that ended in a military coup. Fujimori has responded to the top voter concern, crime, with a hardline stance that includes support for the death penalty and promises to lock up the most dangerous criminals in five new prisons she would have built high in the Andes mountains. Renate Weber, head of the European Union’s observation mission, said voting had been “calm and orderly” with no signs of fraud on the part of the electoral office. Ballots from some farflung provinces also had yet to be counted, including in

Peruvian presidential candidate Pedro Pablo Kuczynski gestures to followers (REUTERS/ GUADALUPE PARDO) the southern Andes where Kuczynski swept up support and in sparsely-populated jungle regions where Fujimori is popular. Arrivals of ballots from a remote region known as the VRAEM, where remnant Shining Path guerrillas make security a concern, had also not arrived. About 1.5 percent of ballots are in dispute and will be reviewed and settled by an electoral board, ONPE said. ‘NOT WORRIED AT ALL’ Peruvian financial markets did not react strongly to the partial results, as both candidates’ platforms were considered favorable to investors. Kuczynski, a 77-year-old former prime minister, investor and World Bank economist, portrayed himself as an honest and experienced leader who would clean up corruption, ensure every town in Peru has piped water and revive economic growth that has slowed on weaker prices for Peru’s mineral exports. Kuczynski’s press representative told Reuters the candidate would only speak to journalists when 100 percent of votes had been counted or the electoral office ONPE called the election. His aides and key supporters arrived at his home in a residential neighborhood in Lima, where journalists gathered outside. “We’re not worried at all,” Kuczynski’s running mate Martin Vizcarra said about the

narrow lead between the candidates. “It’s been a very intense campaign and polls showed that the results were going to be fought until the end.” Despite endorsing Fujimori during her first presidential bid in 2011, Kuczynski earned the support of her critics from across the political spectrum and stepped up attacks against her in the final days of campaigning. “We want a democratic country, a country committed to dialogue!” a jubilant Kuczynski said as he waved to supporters from a balcony at his campaign headquarters on Sunday evening before the partial count was announced. In an emotional speech on Sunday, Fujimori was also upbeat, saying the polls showed a technical tie and votes that were expected to come in slowly from Peru’s most remote regions would favor her. “This is a tight vote without a doubt ... what we’re seeing is the vitality of democracy in our country, and that fills me with pride,” Fujimori said as she gave the crowd the thumbs-up. Fujimori did not made any public statements yest e r d a y. I f h e w i n s , K u c z y n ski will h a v e t o reckon with a solid majority of Fujimori’s party in Congress and a leftist party that has promised not to align with either of them.

Grenade attack at KN…

Cops check abandoned car for possible link Police are examining a grey Toyota Spacio that may be linked to last Saturday night’s grenade threat on Kaieteur News. Crime Chief Wendel Blanhum said that the vehicle was found abandoned in the vicinity of Norton Street and Mandela Avenue, shortly after a grenade was thrown at the vehicle of Kaieteur News publisher, Glenn Lall. Kaieteur News understands that police have received reports that the vehicle was abandoned shortly after the driver struck down an elderly woman. On Sunday, an individual reportedly told the police that the carjackers had stolen the car from the owner. Police are reportedly trying to locate the owner. The vehicle fits the description of the grey Toyota Spacio from which an individual tossed a fragmentation grenade at Mr. Lall’s vehicle. A source said that the explosives experts detonated the grenade in the vicinity of the Georgetown seawalls yesterday. “They had to detonate it because it was unstable, since the pin was out,” a source said. The grenade that was thrown outside Kaieteur News reportedly had a builtin detonator, which necessitated the experts having to explode the device. nades explode, the fragments are hurled with great force in different directions. The source also said that the explosion would not have only caused extensive damage to Mr. Lall’s vehicle, but could have also triggered explosions to any other passing vehicles. When the device was thrown, Mr. Lall and several

staffers were in close proximity outside the Kaieteur News premises, where a wake was being held for Kaieteur News Assistant Editor Dale Andrews. It was at around 22.00 hrs on Saturday that a security staffer heard an unusual sound near Mr. Lall’s vehicle, which was parked on the western side of Saffon Street.

Thinking at first that someone had shattered one of the windows, the staffer checked the vehicle, but observed no damage. However, on checking the front of the vehicle, the staffer spotted the grenade lying near one of the front tyres. The police were immediately notified. Video footage from a Kaieteur News CCTV camera

shows the grey-coloured vehicle, which is heading north, slowing as it approaches Mr. Lall’s vehicle. The occupants then accelerated after the device was thrown. Commander of ‘A’ Division, Clifton Hicken had said that some time around 22:30 hrs, the Ruimveldt police station received a call stating that a “bomb was thrown at Kaieteur News”. Hicken related that after he was made aware of the situation, he then contacted the supervising officer at Ruimveldt Police Station and subsequently made his way to Kaieteur News. He continued that upon arriving at the scene, they “discovered a grenade” and the bomb experts were summoned. Hicken said that the experts were able to remove the grenade. He added that the grenade was found to be unstable as the pin was removed. A Kaieteur News surveillance camera showed a heavily tinted grey, Spacio like vehicle slow up at Mr. Lall’s vehicle. Someone’s hand stretched out and a grenade was thrown towards the vehicle.

Grenade in the night: the Manickchand explanation One week before we observe the death anniversary of Walter Rodney through an explosion from a bomb on June 13, 1980, there came another bomb attempt on the life of another iconic Guyanese, Kaieteur News publisher, Glenn Lall. My vehicle was parked directly opposite Mr. Lall’s on Safron Street. Lall’s vehicle was on the western side of the street, mine on the eastern side I left the Dale Andrews’s wake at 8.45 pm. My skin grows when I imagine what would have happened if that grenade had exploded. A fragmentation grenade kills be-

cause it buries deep in your physiology, deadly fragments. They pierce your brain, heart. lungs etc. There were dozens of persons at that wake. Sadly this is what Guyana has come to. Since the grenade was thrown on Saturday night, the questions are increasing – who do you think is the source or where do you locate it? Let me digress to Priya Manickchand. A KN staffer showed me Manickchand’s response to a column I did on her a few days ago. The article exposed her double standards when she was part of the Jagdeo Cabinet. She

posted on her Facebook page an image of the long lines outside the passport office last week. I responded by saying the lines were equally long when she was Minister of Social Services and subsequently Minister of Education. I mentioned the time when she called Glenn Lall to object to a column of mine about suffering parents outside her Ministry waiting for school placement. She called Lall on the phone and Adam Harris joined the conversation. She was annoyed and asked Glenn to demand the evidence from me. In her Facebook page last week, she denied she ever did that. I am calling her a liar. She can sue if she wants to. After she spoke to Lall, I con-

tacted her by phone to assert the position I took in my column. This was July 2012. Manickchand in that 2012 telephonic exchange accused me of wanting to remove the PPP. I replied in the affirmative telling Manickchand that the PPP Government made two attempts on my life. You know what was Manickchand’s reply? I write on so many people so one will not know who were behind my assaults. As it turned out, in the first assault in 2010, a confessor implicated PPP officials including Jason Abdulla and Kwame McCoy who have since been charged for the offence. In the second attack, in 2012, my assailant escaped in a black SUV registered to a close PPP security official who was a former police officer. That person was in charge of PPP security arrangements for the 2015 General Elections. From the cloistered rooms of the PPP head office, the Manickchand explanation will be offered as the reason for the grenade attack. Not one single Guyanese will believe it. My inflexible position is that the actors still reeling

from the loss of power, the perpetrators of financial accumulations during the reign of oligarchy, are behind the grenade incident. From the time Mrs. Jagan handed over the presidency to Bharrat Jagdeo in August 1999, the nature of the State deteriorated badly. The exercise of power was based on raw power. By the time Ramotar was dethroned in the May 2015 General Elections, violently sadistic men with a morbid willingness to use extreme violence had taken over the state machinery. By “taken over,” I mean they were so clothed in silicone immunity that they felt unrestrained to do whatever they wanted. The Jagdeo/ Ramotar cabal had spawned an era of naked power where subordinated members in the corridors of power took orders to kill people and when there weren’t orders, they killed on their own. Tragically, Courtney Crum Ewing was a victim of this orgy of Hitlerite descent into mindless violence. Just when you thought it was safe to go back into the water, a grenade comes from nowhere and ignites the bloodthirsty pangs of Jaws.

Frederick Kissoon On Sunday evening I went into Mr. Lall’s office and solicited an honest opinion from him about going back into the water. That was a metaphorical way of asking if I should continue to go home after 10.30 PM which was a selfimposed restriction prior to 2015 because of my fear of killers in the night. Lall said that one must not let these people believe they can intimidate the Kaieteur News. He’s right but one must always be on guard every second of the day. The loss of power has brought the loss of mind. The loss of mind has brought the loss of reason. Men without reason have fled to brutish beasts

Modern Guyana has no room for attacks such as that on Kaieteur News United Kingdom (UK) High Commissioner, Greg Quinn, has joined the Government of Guyana and the Guyana Press Association (GPA) to condemn the recent act of terror perpetuated against Kaieteur News. It was Benjamin Franklin who said, “Justice will not be served until those who are unaffected are as outraged as those who are.” Quinn’s statement against the attack on Kaieteur News is a stark reminder of Franklin’s mantra. The High Commissioner urged that all stand united against any form of attack against press freedom. On Saturday evening, as staffers and friends of Kaieteur News congregated

- United Kingdom for the wake of fallen senior crime reporter and assistant editor, Dale Andrews, someone threw a grenade that landed near the vehicle of Kaieteur News Publisher Glenn Lall. It was a live fragmentation grenade. Experts are saying that it can only be “a miracle that the device did not explode.” The Government and the GPA have since condemned the act. Quinn is the first envoy to publicly condemn the attack on Kaieteur News. He said, “Freedom of the

press is sacrosanct. There is no room in a modern Guyana for attacks such as that on KN over the weekend.” Quinn said that it is of utmost importance that “all condemn this and all other attacks on those whose jobs it is to act as the spotlight of society.” Kaieteur News has been targeted before. It has been firebombed, five pressmen were gunned down and a serving Minister of the People’s Progressive Party/ Civic (PPP/C) had threatened the lives of staffers.

Bandits invade Farm home, take $$$ in items including dentures To say Maywah Jaisingh feels violated would be an understatement. The distraught man yesterday visited this publication to share how troubled he is over the fact that persons, thus far unknown, broke into his home and carted off almost $10 mil-

lion worth of items. “They nearly clean me out,” said the man as he showcased on his phone photographs of how bandits left his place “trashed” as they had removed items of value from his Lot 10 Bougainville, Farm, East Bank Demerara home.

Three of the broken vaults

In addition to removing appliances, the bandits also broke into three vaults to gain access to millions of dollars in jewellery. They even carried away Jaisingh’s dentures and underwear. The bandits, according to Jaisingh, also took a quantity of foreign li-

quor and even drank a few beers and snacked while carrying out their dastardly act. “They drink; they even made cheese sandwiches and what they couldn’t eat they just throw away in the house,” the man related. During a visit to the Saffon Street, Georgetown office of this publication, Jaisingh in the company of his wife, Babita Kumarie, said that while he lived abroad for a number of years he returned eight years ago. The re-migrant, however, would travel to the US for short periods. It was during a recent visit to the US that his home was invaded. According to the man he and his family (including two children) left for the US on May 25 with the intent of returning on June 2. But something untoward was observed a few days after the family left. According to Jaisingh, he was informed that his newspaper man, while dropping off papers, last week Tuesday discovered that his front door and gate were ajar. The newspaper man relayed his concerns to a neighbour who in turn got someone to make contact with Jaisingh in the US. According to Jaisingh, on learning of the development he contacted his maid who visited the home and reported the break-in to the police. The man informed that although no one is ever asked to stay

A jacket left behind by the bandit(s) in the house, this is the first time that such an incident has ever occurred. Upon his return, the man said that he was shocked to see his house ransacked. The man said that he observed that the bandits got access by removing the bolts of a grill in order to get through a window. The man said that a lock on the front door was also broken. This might have been how the bandits exited with their booty. “They probably tried to carry out the vaults but couldn’t and so they broke them right in the house...they couldn’t open the door big enough to carry out the television otherwise those might have been gone too,” said Jaisingh. According to the man, the police, as part of their inves-

tigation, visited his home took photographs and dusted for finger prints. “They told me that they think they got at least three sets of finger prints,” said Jaisingh who expressed disappointment that his DVR for his Closed Circuit Television Camera (CCTV) was destroyed by the bandits. “They cut the DVR and they put it in a sink and they open the water on it...the police said that they would have to check it in the crime lab,” said Jaisingh who revealed that a jacket was left behind which he hopes could help police to determine who the perpetrators are. While the incident has stirred Jaisingh suspicion, he noted that he will give the police force a fair chance to solve the case.

Reps. of at-risk populations accompany Minister to HIV high level meeting Accompanied by representatives of populations atrisk for the Human Immunodeficiency Virus (HIV), Minister of Public Health, Dr. George Norton, is scheduled to travel to New York today for a United Nation (UNs) High Level meeting. The meeting, which will commence tomorrow and culminate on Friday, is expected to have high on its agenda, discussions on the way forward in accelerating the response to HIV. According to Minister Norton it is important that the forum has input from at-risk populations since the at-risk groups such as Men who have sex with Men (MSM) and Commercial Sex Workers have been left behind in the fight against the disease. UN Secretary General Special Envoy on HIV and AIDS, Dr. Edward Greene, noted that because of the persistence of discriminatory laws these at-risk groups do not seek help and by extension access to treatment. Dr. Greene stressed the need for intervening measures to be put in place to target and reduce existing discrimination. “On behalf of the Secretary General I continue to appeal to countries to do something about punitive laws. People say they (laws) are not implemented but that’s not the response,” stressed Dr. Greene. Moreover, Minister

Minister of Public Health, Dr. George Norton Norton’s delegation will include representatives of Commercial Sex Workers, Men who have Sex with Men and Transvestite populations. The UN General Assembly will seek to amplify the need to accelerate the HIV response over the next five years to set the world on course to end the AIDS epidemic by 2030 as part of the Sustainable Development Goals (SDGs). Among the UNAIDS time-bound targets of its fasttrack approach are the reduction of the number of people newly infected with HIV from two million in 2014 to fewer than 500,000 in 2020 and the elimination of HIV-related dis-

crimination. Among the items on the agenda for the meeting are five panel discussions. The themes are AIDS within the SDG’s: leveraging the end of AIDS for social transformation and sustainable development, Financing the end of AIDS: the window of opportunity; Getting ahead of the looming treatment crisis: an action agenda for getting 90-90-90; Leaving no one behind: ending stigma and discrimination through social justice and inclusive societies and Children, adolescents and young women: preventing new HIV infections. The situation in Guyana currently translates to about 8,000 individuals living with HIV, according to Dr. Norton. He also revealed that there are about 500 new cases recorded annually. Some 200 of these infected individuals die each year of complications related to AIDS, the Minister disclosed. AIDS is the syndrome caused by HIV. But a great deal of progress has been made over the years, to tackle the scourge of HIV. Part of the efforts according to the Minister has included the introduction of strategic programmes aimed at helping to eliminate the transmission of HIV from mother to child. Guyana has achieved significant gains in its Human Immunodeficiency Virus (HIV) response over the past decade. This is according to

UNAIDS Representative to Guyana and Suriname, Dr. Martin Ouditt. Based on UNAIDS estimates, in 2015 about three out of every five persons living with HIV were receiving AntiRetroviral Therapy (ART) representing 58 per cent of the HIV population. This translated to a previous state of affairs whereby approximately one in five persons or 22 per cent were able to access ART 10 years ago. And according to Dr. Ouditt, “By participating in the high level meeting to end AIDS, Guyana is taking part in a unique moment in history...focus must remain strong to ensure that gains of the national AIDS response are leveraged rather than lost during this period of transition and hope.” Following this meeting, Dr. Norton will travel to Boston, Massachusetts, where the Harvard Health Leaders’ Ministerial forum will be held at the Harvard University from June 12-15, 2016. Four principle areas will be the focus of the forum: leadership effectiveness, priority setting, health and resource utilization and policy implementation. The forum is the most important component of Harvard’s Ministerial Leadership in Health (MLIH) programme. The MLIH also works with serving Health and Finance Ministers to achieve ambitious goals by optimizing leadership opportunities, increasing health budget effectiveness and efficiency in resource utilization and strengthening public health system performance and outcomes. The programme is a joint initiative of the Harvard T.H. Chan School of Public Health and the Harvard Kennedy School. While in the US, the Minister is expected to visit the Centres for Disease Control and Prevention in Atlanta. The facility, according to the Minister, deals with the international health regulations and has focal points in a number of countries.

Audit finds…

MMA breached its Act on several occasions A Forensic Audit into the Mahaica Mahaicony Abary Agricultural Development Authority (MMA-ADA), during the period – January 1, 2012 to May 31, 2015, has found that the Authority on several occasions had breached its Act. According to the report, the Authority employed a fulltime Executive Chairman which was in breach of the MMA-ADA Act. The Act states that a Chairman can be appointed but not an executive. Management responded to this finding stating that the appointment was approved by the Minister of Agriculture and “ceased” when the life of the previous Board ended on June 2015. The MMA-ADA Act also requires the appointment of an internal auditor (Section Five Subsection 1H). However, during the period under review, an internal auditor was not employed by the Authority. The MMA-ADA management acknowledged this finding and stated that an auditor was employed from July last year. Annual financial statements were not prepared for the period under review and were not submitted to the Minister of Finance, the auditors stated. This was a “non-compliance” with the MMA Act, which specifies these financials be submitted. During the time that the auditors would have submitted their findings to management for their response, the MMA-ADA stated that they had acknowledged that Statements were not sent to the Minister of Finance. However, at the time they submitted their response, they assured that measures will be put in place to correct

this. Also, during the period under review, the auditors found that there was no Executive Committee to the Board of Directors – this was not in compliance with the MMA Act (Second Schedule) Section Four. It was also revealed that the bank accounts used (RBL; 686-106-6, 763-770-6, 686-199-1) were not approved by the Minister of Finance. This was not in compliance with the MMA Act (Financial Structure, Water Charges & Accounting Procedures) Section 25 Sub section 2 which requires the prior approval of bank accounts used by the Authority to make deposits. The report also showed that there were no separate bank accounts for current expenditure and capital expenditure. This was not in compliance with the MMA Act (Financial Structure, Water Charges & Accounting Procedures) Section 27 - Accounts, which requires the Authority to have separate accounts for capital and current expenditure. With regard to these findings, management had stated that it had no record on file that these accounts were opened in keeping with the Act. Management had also stated that they were engaging the Board of Directors who was also addressing the issue of having separate accounts for Capital and Current expenditure. Also, there was no system in place for tendering; which was not in compliance with the MMA Act Section 30 – Tendering and Force Account, the auditors stated. No response was given to this finding. The auditors recommended that the Board of Directors should ensure compliance with the Act at all times.

73 streetlights installed along Diamond Access Road The Ministry of Public Infrastructure (MPI) has delivered on its promise to install streetlights along the Diamond Access Road, East Bank Demerara. Works have already begun to extend the lighting project to the community of Mocha. In mid-April, the Ministry announced that 100 streetlights would be installed along the access roads of Mocha and Diamond on the East Bank Demerara.

While the initial plan had been to install 50 new streetlights in each community, this figure was increased and instead, 73 streetlights were installed in Diamond after two weeks of works. At least 50 streetlights are slated for Mocha. Works have begun and are expected to be completed in two weeks. The installation works in Diamond saw MPI officials using existing poles to facilitate the new lights. A similar

approach will be taken in Mocha but officials are also seeking to install new posts to close the gap between streetlights. It is expected that the newly installed streetlights will heighten security in these areas as well as reduce the likelihood of road accidents. Furthermore, the Ministry plans to move its lighting project to the Corentyne Coast following the completion of the Mocha project.

GLDA continues to advocate for proper animal husbandry The Animal Production Unit is pivotal to the overall development of the Guyana livestock industry. Over the years it has been instrumental in ensuring that proper animal husbandry is enforced. This year, the Guyana Livestock Development Authority (GLDA) will continue to work towards the resuscitation of the industry. For last year, 1,136 animals were vaccinated for rabies. Infected animals can spread the virus by biting another animal or a person. In rare cases, rabies can be spread when infected saliva gets into an open wound or the mucous membranes, such as the mouth or eyes. As it relates to Botulism and blackleg vaccinations, 2,047 animals were vaccinated, a 94.9% increase in animals vaccinated when compared to the total vaccinated in the previous period. There was also the implementation of the vampire bat reduction programme. This programme saw 16 clinics being conducted as focus is now being placed on bat trapping and treatment of bite wounds. With the implementation of this initiative, there has been a 77.8 per cent increase in the incidence of reported and recorded vampire bat bite wounds. With more people coming forward and reporting

cases, GLDA’s extension officers have been working tirelessly to ensure that the situation remains under control. The GLDA has also made significant improvements in the testing and eradication of Bovine Tuberculosis (BTB) and Brucellosis. Last year, 1,139 animals were tested for TB as part of a targeted surveillance activity which amounted to a 52.7 per cent increase in animals tested. As it relates to Brucellosis, which is a highly contagious zoonosis caused by ingestion of unpasteurized milk or undercooked meat from infected animals or by coming in close contact with their secretions, 844 animals tested for the same period. The GLDA also embarked on a number of disease identification and control training programmes with various farmers. During this exercise,

415 farmers and extension officers were trained to accurately identify, treat and further control diseases that could affect the health and safety of the animals. Also for last year, 12,940 visits were conducted across the country, during which, the GLDA was able to collect and document a number of the activities carried out on farms as it relates to animal husbandry. The authority is also actively involved in a number of disease surveillance exercises. The most recent activity involved the authority conducting 708 visits on Highly Pathogenic Avian Influenza (HPAI) surveillance. The team collected 599 samples for New Castle and HPAI in poultry. Additionally, 844 blood samples were also collected for Brucellosis. (Ministry of Agriculture)

Belmont farmer found with ganja in kitchen Mahaica police yesterday nabbed a known drug dealer, Damchan Keeran, with a marijuana stash at his home. According to police officials, shortly after noon, yesterday, a team of officers from the Mahaica Police Station, acting on information, descended on

the home of a Belmont farmer. Keeran had been known in the past to have had brushes with the law. Police, during a search of the man’s home, found over 190 grams of marijuana in the kitchen. The man was arrested and is likely to face charges.

Disappointed What the people want since with the Coalition’s independence record so far DEAR EDITOR; Now that the party is over (the 50th Independence Anniversary) the true COLOUR of the present Administration will be revealed for the Guyanese people to see. I open with this statement after the simple observation; the observation that during the past year, the Coalition had been planning for the Jubilee, a perfect wall to hide behind. They and the Guyanese population were busy with the aura of the jubilee planning. It has been a solid year since the PPP was removed from office by the Guyanese people. An Administration that has been accused of countless acts that could and will be described as corrupt. The new Administration during the period of being the opposition and the period leading up to the elections campaign, had the actions of the PPP to pedal on as their campaign platform. The coalition used the media to the MAX, getting their voices across to the masses. We all know that the PPP actions could be described as nothing but dishonest and corrupt. ==NO denying that. But now that the PPP is no more (out of office)… it seems that the PEOPLE OF GUYANA HAVE TAKEN A LEAP OUT OF THE PAN, INTO THE OPEN FLAME. A fire that seems to be getting hotter and hotter at every level of existence for the Guyanese people. 1 Real wages declining for the Guyanese people,,,,, in simple language, the buying power that a dollar had a year ago, compared to today certainly does not have that power. It’s as clear as night and day. How on earth could any Government official sit back and see the struggles of the Guyanese people, without the feeling of remorse? I witnessed a very heart wrenching thing the Sunday after the birthday bash at Bourda market. I saw a woman— housewife, homemaker? Trying to purchase; that should read, trying to

decide what to purchase to provide a meal for her family. The “bewildered” woman stood at the stand and as I watch, I could tell that she was having a difficult time deciding how to stretch the few dollars she had. The vender from her body language, picked-up the woman’s dilemma ….. (don’t want to say what happened next…but she left contented). On a side note, I want to complain on the lack of Guyanese products in the supermarkets. This is one area the Coalition Government could capitalize on (creating a vibrant local industry that produces and utilizes local products) and really do something for the nation. 2 Taxes being increased and added faster than one can take a breath of air. Speaking very bluntly, it is my humble opinion that the Coalition was hit with the realization that after giving themselves that big fat pay rise ( who in the world gets a 50% pay increase at one GULP… that’s for another topic of discussion) that the money have to come from somewhere. The country is not generating cash, so they have to bleed (oh that’s called taxing) the Guyanese people to support that pay rise. 3 Security or lack of— is a real bother for the average Guyanese. I know of many persons in Guyana who have been victims of the increased crime. Of someone who has suffered lost from criminal activities within the past year. More and more, people are literally barricading themselves in their homes with grill work around their homes. The inability of the Government to come up with a plan-any plan, to ease the fears of the nation is a shame to bear. The lack of security on that level is certainly a failing grade. The list goes on and on which begs the question “have we jumped from the pan into the fire” I trust that it is just an illusion on my part. Every Politician needs to be reminded that their only duty is to serve the people…. Muhammad Raoof.

DEAR EDITOR; The current injection in the public debate as to the appropriateness of our national motto brings into question whether some understand what a national motto is all about. It is absolutely important that each and every one be enlightened that a national motto represents the dreams and aspirations of where a people would like to live in peace and comfort. “One People, One Nation, One Destiny” means a number things to the society in 2016, but as society evolves dreams and aspirations may change. The world is not static, and what may today be of material import may not be the same 10 years hence. In 1966 when this nation was birthed after bitter racial upheavals that saw dislocation, injuries and deaths across the racial divide, the dreams and aspirations of the people that informed the national motto were influenced by the circumstances of that time. It should be said, though racial groups fought each other, within the said groups there was an overwhelming

and united call for peace and end to the violence. In both the African and Indian communities pronouncements were made that we have to live together as one in this country, and must find ways to do so. Ideas and programmes were also proposed and adopted as to how these can be achieved. Presently the society is being rocked by the drug trade, corruption, gang violence, transgressing of rights, violating of laws, crimes and joblessness. These things impact negatively across the divide. It means devising efforts at solving these ills will necessitate programmes and respect for the laws, which can provide the needed peace and comfort for the people, regardless of race, political association or other diversity. The priorities in 1966 and the priorities today differ significantly, but the people as a collective have a common rallying cry, which is, together we all want better governance, to feel safe, and to be treated with respect and dignity by which ever group forms the government.

But where the motto is being factored into the public debate as it relates to what is good for the society, there exists a misunderstanding of what is the objective of a national motto. The conversation that the motto is misplaced can be likened to the act of putting the cart before the horse. What the nation is witnessing is that there is a focus on treating the motto as though it is a programme with the intent to question and dismantle it, rather than taking time to understand what is a motto, and using this understanding to advance reasons why the nation must develop and implement programmes that will be reflective of the common good. Any time persons embark on a journey on the notion that it pertains to the welfare of the people, if they fail to embrace basic acceptable principles, their action can contribute to serious miseducation of the society. The consequences of miseducation can lead to confusion, waste of time, retard efforts at holistic development, and give cover for maltreatment to citizens and injustices in the system. Lincoln Lewis

Pastor Jeffery’s account calls... From page 5 country could be in permanent crisis. Brute force must be used to govern. V.S. Naipaul’s ‘interaction based on brutality’ will not be a Freddie Krueger type nightmare, but rather a state of persistent reality. Third is the relationship between institutions and human behavior, which some people may choose to ignore. It seems that ‘they’ believe, either that the Constitution is not a cause of some of Guyana’s disasters, or, that it is easier to play hypocrite. The implication of the Constitution’s vast powers is that humans can be trusted with those powers. This is not true, (a rare exception is Jesus) whether the humans are PNCites, PPPites, APNUites, AFCites or WPAites. Therefore, a nation’s founding document,

and indeed its entire corpus of norms, must severely restrict the scope for people’s inclination to misuse power. Guyana’s history, and indeed world history, is full of examples but we have no space to illustrate with some of them. Suffice to say that, as a starting point, one way to contain abuses is that no one should have access to such powers. Reason should lead to this conclusion. What happens when the PPP is returned to power, and it will? PNCites once thought that they would be in power forever. PPPites should have asked this very question while they were in power. Yet they did little to voluntarily alter the Constitution. Instead ‘they’, now in opposition, ‘…worry that their voices will be muzzled in Parliament…’ ‘about‘…things being rammed down their throats…’; and

they cry every day about the APNU-AFC abuses against them. We conclude with the view that PNCites, PPPites and all other ‘ites’ should boldly change the Constitution, guided by fundamental principles such as ‘all men are created equal with inalienable rights’. Key provisions should be reconfigured based on ideals of freedom, and, consider that individual free expression of will is one of the keys to a nations success; therefore, include the toughest safeguards to limit future abuse of power. They could save themselves and Guyana from further disaster and suffering. They should become ‘the men/women in the mirror’ and agents that flow with the tide of history, not against it. Mr. Editor, it really matters what the political class believes. Ivor Carryl

Man wrests gun from Bandits rob Liquor restaurant, shooter, hands it to cops cart off local rum and cash Police are in possession of a .38 snubnosed revolver and two spent shells they recovered from one of two men who were involved in a fight at Kanaruk, Mahdia. The incident reportedly occurred yesterday. A police release stated that Festus Benn and Gary Boucher had an argument that escalated into a fight, during which Boucher, who

allegedly had the firearm, discharged two rounds. He missed. Benn managed to take away the weapon and promptly handed it over to the law enforcers. Boucher is currently in custody. Meanwhile, police on Sunday recovered a firearm from a minibus passenger at Providence, East Bank Demerara. A release stated that at around 14.10hrs, police, acting on information intercepted a route 42 mini bus, on Providence Public Road. During a search of one of the occupants, the ranks found a .32 pistol along with eight live .32 rounds tucked in the passenger’s pants waist. The man was taken into custody and charges will be instituted shortly.

Bandits on Sunday morning broke into a liquor restaurant of Edinburgh, East Bank Berbice. The occupants were not at home at the time of the incident. Manager of the restaurant, Kelly Datt, stated that they left home on Saturday evening to attend a function on West Coast Berbice. It was her father who made the discovery after he ventured home first at 3:00 hours on Sunday and informed her of the break in. The manager said that she immediately ventured to

the home and found the entire house ransacked. The bandits gained entry by breaking a few boards from the front walls of the home. “When I came in, the first thing I see was the hole in the wall so I rush in to see what and what they take and we saw that they take some of the local rum but that’s all the goods they take”. Datt added they then ventured to the upper flat and discovered that the bandits carted off an undisclosed amount of US and local currency. She mentioned that the bandits left a box of expensive

liquor untouched. “They take all the money we needed fah buy goods suh we can’t buy nothing. We gotta borrow and trust fah restock,” Datt stressed. An old typewriter which resembled a money safe was also of interest to the bandits but was left behind after they failed to unlock it. Kelly Datt also added that although police were summoned to the scene, no one came to investigate. Meanwhile according to a police source, the matter is currently under investigations.

National Trust Guyana hosts... From page 15 perspective, will increasingly occupy centre stage in the government of Guyana's sustainable developmental plans. Minister within the Ministry of Education, Nicolette Henry, commended the National Trust of Guyana and the World Monuments Fund for the work they put into making this conference a reality. “As we look forward to the next fifty years we must ensure that our contributions to preserve, protect and promote this country's rich and diverse heritage are beneficial to our future generations…We must ensure that our efforts count, that our actions are positive and

that all we do is done in a sustainable manner,” the Minister stated. The Minister emphasized that the involvement of children is important to this process as they are the future stewards of our legacy. The National Trust's Children Heritage Awareness Programme which was initiated in 2011 is an excellent programme for the 8-11 age group as it exposes their young minds to various aspects of Guyanese heritage and provides practical hands on experience of working with heritage. “We must educate our young generation if we are serious about cultural heritage reform and improvement,” Minister Henry highlighted.

U.S.-backed Syria force closes in on Islamic State-held city; slow Iraq advance causes rift (Reuters) - U.S.-backed Syrian fighters have surrounded the Islamic Stateheld city of Manbij from three sides as they press a major new offensive against the jihadists near the Turkish border, a spokesman for the fighters said yesterday. But in a sign of the difficulty world powers have faced in building a coalition to take on the self-declared caliphate, the slow pace of a separate assault by the Iraqi army on a militant bastion near Baghdad caused a rift between the Shi’ite-led government and powerful Iranian-backed Shi’ite militia. The simultaneous assaults on Manbij in Syria and Falluja in Iraq, at opposite ends of Islamic State territory, are two of the biggest operations yet against Islamic State in what Washington says is the year it hopes to roll back the caliphate. The Syria Democratic Forces (SDF), including a Kurdish militia and Arab allies that joined it last year, launched the Manbij attack last week to drive Islamic State from its last stretch of the Syrian-Turkish frontier. If successful it could cut the militants’ main access route to the outside world, paving the way for an assault on their Syrian capital Raqqa. Last week Iraqi forces also rolled into the southern outskirts of Falluja, an insurgent stronghold 750 km down the Euphrates River from Manbij just an hour’s drive from Baghdad. The SDF in Syria are backed by U.S. air strikes and a small contingent of American special forces. The Iraqi army is also backed by U.S. air power, as well as by powerful Iran-backed Shi’ite militia led by politicians who have emerged as rivals of Prime Minister Haider Abadi. In Syria, the government of President Bashar al-Assad also launched a separate offensive last week against Islamic State, with Russian air support. The assaults by Islamic State’s disparate enemies on a variety of fronts have put unprecedented pressure on the group, although its fighters have put up strong resistance so far. The offensives have also put large numbers of civilians in fresh peril. The United Nations estimates 50,000 civilians are trapped in Iraq’s besieged Falluja, and more than 200,000 are at risk of being displaced by fighting around

Syria’s Manbij. RACE TO RAQQA The Syrian Observatory for Human Rights, a Britishbased group that reports on the war, said the U.S.-backed forces in northern Syria had cut the road north from Manbij to Islamic State-held Jarabulus at the Turkish border. Sharfan Darwish, spokesman for the SDF-allied Manbij Military Council, said the U.S.-backed alliance had advanced to within 6 km (4 miles) of Manbij, and the attack was going to plan. More than 150 jihadists had been killed, with 50 of the bodies in SDF hands, he said. Homes being used by Islamic State members were now empty as they had left with their families, he said: “They took everything they could and left the city.” Reuters was unable to verify the account, and Islamic State fighters could not be reached. The SDF included the commander of one of the groups, Faysal Abu Layla of the Sun of the North Battalions, who died of wounds caused by a mortar bomb, Darwish said. The Observatory said 56 Islamic State members and 19 SDF fighters had been killed so far. It also said Islamic State fighters had sent their families out of Manbij, but did not confirm Darwish’s account that fighters themselves had left. The Syria fight against Islamic State is taking place in the midst of a multi-sided five-year civil war that has killed hundreds of thousands and made millions homeless. Russia and the United States, both enemies of Islamic State, support opposing sides in the wider conflict and are leading separate air campaigns. They have cooperated since last year on diplomacy to end the wider war, largely fruitlessly. The SDF and its Kurdish faction have proven to be the first U.S. allies on the ground in Syria that are effective against Islamic State, and have been bearing toward the militants’ Syrian capital Raqqa. The Syrian government has also been advancing in the area with Russian support, in what some of its allies call a “race to Raqqa” to prevent U.S. allies from dominating territory won from Islamic State. Russian and Syrian government warplanes killed at least 17 people in an air raid

Men, who the Democratic Forces of Syria fighters claimed were Islamic State fighters, walk as they are taken prisoners after SDF advanced in Manbij. (REUTERS/RODI SAID) on a market in an Islamic Stateheld town in the eastern province of Deir al-Zor on Monday, the Observatory reported. The province links Islamic State’s Syrian territories with its Iraq strongholds further down the Euphrates. A Syrian military source said the army had captured a crossroads in its latest offensive, from which it could advance toward Raqqa, Deir alZor or eastern Aleppo. BAGHDAD SHIFTS BRIGADE TO MOSUL In Iraq, Washington’s main target is Mosul, a northern city that held 2 million people before it fell to Islamic State two years ago. U.S.

planners hope Mosul can be taken this year by a combination of Iraqi government forces and security forces from Iraq’s Kurdish autonomous region. But the Shi’ite-led Baghdad government veered from the plan two weeks ago with the announcement that its next offensive would be just west of Baghdad in Falluja, a Sunni bastion where U.S. troops faced the bloodiest battles of their own 20032011 occupation. Iraqi army troops poured into a rural district of Falluja a week ago, but halted at the outskirts of built-up areas, with Prime Minister Abadi

saying the assault would be slowed to protect civilians. Shi’ite militia criticized Abadi’s decision to slow the advance. They say Falluja is a more urgent target than Mosul because of its proximity to the capital, where a campaign of suicide bombings has escalated in recent weeks. Washington worries that the Iraqi army could become bogged down in Falluja and a protracted battle there could worsen sectarian hostility, especially if the Shi’ite join the fight. Abadi depends on powerful politicians linked to the militia for his ruling coalition.

He has tried to remove some from senior government posts, but faces resistance in parliament. The head of the largest militia, former government minister Hadi al-Amiri, criticized the army for moving a brigade to an area near Mosul while the battle for Falluja was still under way, saying the decision was taken under U.S. pressure. “Unfortunately there is an absence of precise planning for the military operations,” said Amiri, who leads the Badr Organisation. “I believe that sending a large number of armored vehicles and assets to Makhmour, under the pretext of the Mosul battle, is a betrayal of the battle for Falluja,” he told Al-Sumaria TV. Iraqi army officers confirmed a brigade had arrived on Sunday night in Makhmour, a staging point for a future assault on Mosul. Troops would prepare for an offensive to take an airfield across the Tigris River, and bridges and boats had been brought to facilitate the crossing. Iraqi armed forces spokesman Brigadier General Yahya Rasool told Reuters the mobilization near Mosul would not subtract from the campaign in Falluja. “The forces allocated to Falluja are achieving victories and we have started moving towards the city center.”

Saudi-led Yemen coalition removed from U.N. child rights blacklist pending review (Reuters) - The United Nations said yesterday it had removed the Saudi Arabia-led coalition fighting in Yemen from a child rights blacklist pending a joint review by the world body and the coalition of the cases of child deaths and injuries. The U.N. report on children and armed conflict - released last Thursday - said the coalition was responsible for 60 percent of child deaths and injuries in Yemen last year, killing 510 and wounding 667, and half the attacks on schools and hospitals. Following a complaint by Saudi Arabia, however, U.N. Secretary-General Ban Kimoon agreed to a joint review by the world body and the coalition of the cases cited in the annual report of states and armed groups that violate children’s rights in war. “Pending the conclusions

of the joint review, the secretary-general removes the listing of the coalition in the report’s annex,” Ban’s spokesman Stephane Dujarric said in a statement. But Saudi Arabia’s U.N. Ambassador Abdallah AlMouallimi said the removal of the coalition from the blacklist was “irreversible and unconditional.” “We were wrongly placed on the list,” he told reporters. “We know that this removal is final.” Mouallimi, who described the removal of the coalition as a vindication, had earlier on Monday said the figures in the U.N. report were “wildly exaggerated,” and that “the most up-to-date equipment in precision targeting” is used. Saudi Arabia had not been consulted prior to the publication of this year’s report, Mouallimi added.

Coalition spokesman Brigadier General Ahmed alAsseri said in a statement sent to Reuters late on Sunday that the U.N. had not based enough of its report on information supplied by the Saudi-backed Yemeni government. The Saudi-led coalition began a military campaign in Yemen in March last year with the aim of preventing Iran-allied Houthi rebels and forces loyal to Yemen’s ex-President Ali Abdullah Saleh from taking power. Some 6,000 people, about half of them civilians, have

been killed in Yemen since last March, according to the U.N. The Houthis, Yemen government forces and pro-government militia have been on the U.N. blacklist for at least five years and are considered “persistent perpetrators.” Al Qaeda in the Arabian Peninsula (AQAP) also reappeared on the list. Last year, the United Nations left Israel and the Palestinian militant group Hamas off the blacklist, after they had been included in an earlier draft, but criticized Israel over its 2014 military operations.

Rowley in ‘peace’ talks with Holness (Reuters) - Prime Minister Dr Keith Rowley has intervened in the ongoing immigration and manufacturing dispute between Jamaica and T&T, and plans to pay an official visit there “in the nottoo-distant future” to address the issue. The issue stemmed from an immigration matter in March, where T&T immigration authorities debarred several Jamaicans from entering this country because they couldn’t show proof of sustaining themselves here. The issue prompted some Jamaicans to call for a boycott of T&T products and at least one T&T manufacturer eventually had his goods pulled by a supermarket

Jamaica PM Andrew Holness owner in Jamaica. But at a news conference at the VIP lounge at Piarco International Airport yester-

day, upon return from the ACS Summit in Cuba, Rowley, noting that there is a sentiment being fuelled in Jamaica that their nationals are not welcome in T&T and that was not true, said he addressed the matter directly with Jamaica Prime Minister Andrew Holness while in Cuba. “The Jamaican Prime Minister and I agreed that the time has come that this matter be put to bed by the voice of T&T speaking directly to the people of Jamaica. I propose to do so myself,” Rowley said. He confirmed that before he left for the ACS, Holness had asked for a meeting in Havana to discuss the dispute. He said while in Cuba, he had an extensive meeting with

Trafigura hearing adjourned indefinitely pending appeal

Holness, his Foreign Minister and the Attorney General. The Jamaicans, according to Rowley, accepted T&T’s position “that there’s no policy of discrimination against Jamaicans in T&T.” He said he also reminded them that there are Jamaican nationals who are doing the right things here in T&T as students, workers taking on jobs and the bond between T&T and Jamaica is very strong. Describing the dispute as unproductive and negative, Rowley said it would not be tolerated, especially by those who think they can prosper by “the fanning of these flames.” “I want to reiterate as Prime Minister of T&T that we have absolutely no intention to allow our relationship with Jamaica to fester and to become a sore,” he said. In an interview with the T&T Guardian at the height of the dispute, president of the Private Sector Organisation of Jamaica William Mafood had even suggested that Jamaicans over many years had been illtreated by T&T. He also said that the members of private

T&T PM Dr Keith Rowley sector organisations in the Caricom-member states should come together to talk about integration, since the leaders had faltered and failed the Caricom people. Responding Sunday to Mafood’s suggestion that the private sector organisations of the Caricom nations should bypass the leaders of those countries and start to talk integration, Rowley said: “If we manage to reach the stage of a Single Market and Economy, where nobody has the right to complain about anybody else’s goods, then there

would be no opportunity for persons to try to better their own competing position by ascribing to others’ behaviour that cannot be substantiated.” On the issue of a Caricom Single Market, Rowley said even before the meeting in Havana, T&T had indicated to the Caricom Secretariat that “at the Heads of Government Meeting which is due in July, in Guyana, T&T would send correspondence to the Caricom to indicate that the dormant matter on the Single Market and Economy, which has been allowed to fall off the Caricom table, will be placed back on the table by T&T. We don’t need Mr Mafood to tell us on this issue,” Rowley said. Rowley said the immigration issue is one which the leaders must deal with and not any one individual. He added that immigration officers act according to immigration laws and are guided by the attorneys general in their respective nations, therefore any issue of using the laws to deter Jamaicans from entering the country is not true.

Brazil’s impeachment trial to run into Rio Olympics A smiling Portia Simpson Miller exits the Supreme Court in Kingston while her husband Errald Miller signals to the press to stop taking photos of the Opposition Leader. (Jamaica Gleaner photo/Jermaine Barnaby) (Jamaica Gleaner) There was tension at the Trafigura hearing yesterday morning as Queen’s Counsel K.D. Knight, the attorney for People’s National Party (PNP) President Portia Simpson Miller, reacted to an instruction by Justice Lennox Campbell before the matter was adjourned indefinitely. “Don’t shout at me, because I can shout as well,” Knight told Justice Campbell. Assistant Director of Public Prosecutions (DPP) Andrea Martin Swaby had got up to address the court when Knight interjected prompting Campbell to tell him not to interrupt the crown counsel. Simpson Miller, PNP chairman Robert Pickersgill, Region Three chairman Phillip Paulwell, former PNP general secretary Colin Campbell and businessman Norton Hinds, appeared in court after being subpoenaed

by Justice Campbell to answer to questions under oath about a $31 million to the party by Dutch oil trading firm Trafigura Beheer. However, the hearing could not proceed yesterday morning because of a ruling by the Appeal Court last Friday staying the matter until an appeal is heard as to whether the PNP functionaries should be questioned in open court. On Friday, the Appeal Court also instructed that the court registrar consult with the relevant parties to set a date for the appeal to be heard. Yesterday morning Campbell also asked Knight to agree on a date. “I am not setting any dates,” Knight responded to Justice Campbell. In the meantime, the hearing has been adjourned indefinitely pending the hearing of the appeal. In November 2011, Campbell had ruled that

Simpson Miller and the other PNP functionaries should answer questions from the Dutch authorities under oath in open court. However, the PNP lawyers appealed against the ruling. Last week, the Director of Public Prosecutions filed an application seeking to have the appeal struck out claiming that since November 2011, the PNP lawyers have done nothing to advance the matter. A s s i s t a n t DPP Swaby told the Appeal Court that the PNP lawyers were awaiting the transcript of the hearing, which had been at the Supreme Court since December 2011. However, Knight said he was never informed. He also said the legal team had not yet received in writing, Campbell’s reasons for his ruling that the PNP functionaries should answer in open court questions about the $31 million Trafigura donation.

(Reuters) - The impeachment trial of Brazil’s suspended President Dilma Rousseff will conclude in the middle of the Olympic Games in Rio de Janeiro in August, according to a timeline decided yesterday by the Senate impeachment commission. Interim President Michel Temer’s allies in the Senate had sought to speed up proceedings but the commission’s chairman Senator Raimundo Lira stuck with the original calendar that sets Aug. 16 as the deadline for ending the trial. The decision was a setback for the new administration which is keen to get Temer confirmed quickly to give him authority to adopt tough austerity measures Brazil’s needs to plug a huge fiscal deficit and get the economy growing again. There are concerns that doubts about Temer’s legitimacy could dissuade some heads of states from attending the Aug. 5 opening of the Olympics. Rousseff, who was suspended May 12 when the Senate voted to put her on trial for breaking budget laws, was replaced

Suspended Brazilian President Dilma Rousseff (Reuters photo) by Temer, her vice president. He will serve out her term through 2018 if she is convicted. The commission will start hearing witnesses and experts on Wednesday and report to the full Senate on July 28. The chamber will vote on the report by Aug. 2 and then has 14 days to hear final arguments from both sides before voting on whether to convict Rousseff or not. The first Olympics to be hosted by a South American nation will run through

Aug. 21. The Games were meant to showcase the rise of Brazil as a major world player, but they will take place in the midst of the country’s worst economic recession since the 1930s and a political crisis fueled by a sprawling corruption scandal. Brazil is scrambling to prepare sports facilities and Rio public transport services, while fighting an outbreak of the mosquitoborne Zika virus that threatens to keep athletes and visitors traveling to Rio.

Muguruza rises to No. 2, behind Williams, after French title

French Open champion Garbine Muguruza. PARIS (AP) — French Open champion Garbine Muguruza jumped two spots to a career-high No. 2 in the WTA rankings on Monday, while runner-up Serena Williams remained at No. 1, where she’s been for more than three years. Williams’ sister Venus returned to the top 10, going to

No. 9 from No. 11 after getting to the fourth round at Roland Garros. Muguruza’s straight-set victory over Serena Williams in Saturday’s final gave the 22year-old Spaniard her first Grand Slam title. It was her second major final, following a loss to Williams at Wimbledon a year ago.

Novak Djokovic, who won his fourth consecutive major title by beating Andy Murray in the French Open final Sunday, added to his lead atop the ATP rankings. Djokovic has more ranking points than No. 2 Murray and No. 3 Roger Federer combined. Rafael Nadal rose to No. 4, swapping places with No. 5 Stan Wawrinka, who won the 2015 French Open and lost to Murray in this year’s semifinals. Dominic Thiem, a 22-yearold from Austria who lost to Djokovic in his first Grand Slam semifinal, climbed to a career-best No. 7 from No. 15. In men’s doubles, Nicolas Mahut is the new No. 1, going up from No. 2. The 34year-old Frenchman is best known for participating in the longest singles match in tennis history, a 70-68 fifth-set loss to John Isner at Wimbledon in 2010.

David Warner continued from where he left off in the IPL and his unbeaten 55 against Narine and company was top-class especially since the surface was not conducive for shot making. Aaron Finch and Usman Khawaja got starts while Skipper Steve Smith and Glenn Maxwell, who were removed by Narine in consecutive balls on Sunday, would be keen to demonstrate their class to the Guyanese fans seeing them for the first time. Mitchell Starc bowled splendidly on Sunday with the new ball after a six month layoff but Narine is the leading wicket taker with 8 scalps from two matches and next three on the wicket taking list are all spinners. Letter to the Sports Editor

The farce that passes for Cricket trials in Berbice Dear Editor, Please allow me the opportunity to comment on an article titled “Berbice Cricket Board says congratulations and good luck to Gudakesh Motie (dd) 18-05-2016 . I would also like to express congratulations Mr. Motie, a youngster who achieved so much in very turbulent times, yes he came from a very good club, one of the best but one must how is it that this club produces so many stars and the others nothing. One of the reasons I believe is the farce that passes for Cricket Trials run by the Berbice Cricket Board. I was fortunate to witness a recent

“TRIALS” conducted to select the Berbice U ’17 team 2016. On the first day of the trials the Selector, it would appear, was already in possession of a team list and as such had already failed some of the best players on show. I vividly recollect a youngster not being allowed to bat after bowling 5 overs in the process taking 1 wicket for 25 runs. Point to note is that he is a former National U15 spinner Nivendra Prasad, an excellent fielder and who’s bowling figures was marred by weak on field support. Editor to further compromise the situation on the sec-

ond day he was again not allowed to bat, he however bowled his allotted 4 overs for 5 runs bagging 2 wickets in the process. It was surprising, however, when a player who did not attend the first day game and who failed miserably on the second day with both bat and ball was selected, while Prasad was not considered. Sir, point is, selectors contribute the development of clubs and players and actions such as those outlined above make or break a player and by extension the club. It should be noted that a club is only as strong as the players it produces. I feel strongly that the actions of these selectors should be investigated, especially on the first day. I must also mention that one of these selectors is a coach attached to a club whose players were not good enough but found themselves on the team. Concerned Cricket Enthusiast. Semenya rivals are racing Serena Williams is now the World’s Highest-Paid Female Athlete for second in Rio: Sharp

Lynsey Sharp of Britain celebrates after finishing second in the women’s 800 metres final during the European Athletics Championships at the Letzigrund Stadium in Zurich August 16, 2014. (REUTERS/PHIL NOBLE) (Reuters) Britain’s Lynsey Sharp says the rest of the world’s 800 meters runners will be racing for second place behind South Africa’s Caster Semenya at the Olympic Games in Rio de Janeiro in August. “It’s two races, so there’s nothing I can do, there’s nothing anyone else can do, it’s out of our control,” Sharp told British media after the 25-year-old finished fourth in a Diamond League race in Birmingham on Sunday. “I know I can run faster than what I’ve already run but I can’t control what other people do,” the 2012 European champion added. Semenya was subject to gender

testing after winning gold at the World Championships 2009 in Berlin and was then required to take hormones to lower her abnormally high testosterone levels. However, the Court of Arbitration for Sport (CAS) overturned that ruling last year and the 25-year-old has since become a strong favorite for gold in Rio after setting the fastest time of the year in Rabat, Morocco with one minute, 56.64 seconds. Semenya is also planning to run the 400m in Brazil and won the South African championships in a competitive 50.78 seconds in April, making her a strong medal contender at that distance as well.

US International Business Times - From tournament winnings to lucrative endorsement deals, it’s no secret that professional athletes rake in substantial paychecks each year. And for the first time in 11 years, tennis player Serena Williams has surpassed rival tennis star Maria Sharapova to become the top-paid female athlete in the world, Forbes reported Monday. Williams, 34, earned $28.9 million in the past 12 months alone, pushing her ahead of Sharapova, who earned $20 million in the same period. Williams, who has earned $77.6 million in prize money over her 15year career, was ranked as the 47thhighest-paid athlete in 2015, according to a Forbes list that included both men and women. The topearner was Floyd Mayweather, who earned $300 million in winnings and endorsements combined in 2015. Sharapova and Williams were the only two female athletes to make it into the top 50 earners on that 2015 list. The female athlete’s success is also noteworthy because she is one of very few famous black tennis stars in the world, and she has often discussed overcoming racial barriers on the court and with fans. “I’m a black

woman, and I am in a sport that wasn’t really meant for black people,” she wrote in a November article for Wired magazine. Much of Williams’ revenue comes from a series of lucrative endorsements with well-known brands, including Beats Electronics, Burlei, Delta Air Lines, IBM, Gatorade and JPMorgan Chase, among others. “There are a number of factors we take into consideration as we’re evaluating potential partnerships. Serena’s excellence on court, her work in the community and her following in pop culture are a few things that set her apart and are complementary to our brand,” Frank Nakano, head of Sports and Entertainment for JPMorgan Chase, told Forbes. After Sharapova admitted that she failed a drug test in March, the Russian-born tennis star put tens of millions of dollars in endorsements at risk. Nike, Porsche and Swiss watchmaker Tag Heuer suspended endorsement deals days after she admitted to using the recently banned substance Meldonium. Sharapova maintains that she didn’t know the drug had been recently banned and was taking it for a magnesium deficiency.

Former Chelsea Football Club doctor Eva Carneiro the Croydon Employment Tribunal in London, Britain June 6, 2016. (REUTERS/NEIL HALL) (Reuters) Chelsea’s former doctor Eva Carneiro, who left after a public spat with team manager Jose Mourinho, rejected a 1.2 million pound ($1.7 million) settlement from the London club, British media reported, citing employment tribunal papers. Last August, Carneiro angered then-manager Mourinho by running onto the pitch with a physio to treat playmaker Eden Hazard

in the closing stages of Chelsea’s first Premier League match of the season, a tense 2-2 draw. Mourinho, who was sacked in December and now manages Manchester United, called Carneiro and physio Jon Fearn “impulsive and naive” because their treatment temporarily left Chelsea with nine men, with another already dismissed. The club removed Carneiro from first-team

duties and they parted ways in September. She is claiming constructive dismissal against Chelsea and has filed a separate action against Mourinho for alleged victimisation and discrimination, according to British media. Mourinho will be questioned at the hearing for at least one day, the reports quoted Carneiro’s lawyer as saying.

Ballr Tri-Nation ODI series

Clash of the heavyweights today at Providence as Australia collide with South Africa By Sean Devers

It will be a Mohammed Ali, Joe Frazer-like battle today at Providence in the final Day/Night game in the Guyana leg of the Ballr TriNation ODI series when heavyweights Australia and South Africa go head to head in what is anticipated to be an epic battle between two of the three top teams in world cricket. Led by an unbeaten 81 by Kepler Wessles, South Africa beat Australia by nine wickets in 1992 World Cup at Sydney in the first ODI between the two sides and since then have faced each

other 88 times. South Africa have won 46 and lost 39 of the ODIs with the other three ending in ties. Today is the first time these teams will face each other since Australia won the 5th ODI by two wickets in Sydney in 2014 and the first time ever in Guyana and a pulsating contest is expected on a day which morning showers are forecast. A small area of the ground which was damaged by the Football last month delayed the start of Sunday’s

game but once there is no rain during ‘match hours’ play is expected in a game scheduled to culminate under lights. Australia, the number one ranked ODI team and f i v e t i m e Wo r l d C u p Champions will be on a high today after beating the West Indies in a one-sided game on Sunday to move to five points, one more than West Indies, who registered an upset win against South Africa on Friday. The Aussies will start as favorites

today. But South Africa, yet to register a point in the series which concludes in Barbados on June 26, will be keen to bounce back. The pitches in South Africa produces frightening bounce but apart from Rilee Rossouw who scored 61 on Friday, the South Africans struggled to adapt the slow and low nature of the Providence track where it’s difficult to ‘play through the line’ and hit boundaries. A lot will depend on AB

deVilliers, Hashim Amla, Quinton de Kock, JP Duminy, Rossouw and Faf du Plessis today. Left-arm spinner Aaron Phangiso and leg-spinner Imran Tahir should again enjoy conditions here, while South Africa could toy with the idea of giving left-arm back-of-the-hand spinner Tabraiz Shamsi his ODI debut after seeing how Sunil Narine troubled the Australians on Sunday when he spun the ball. Without Dale Steyn and

Vernon Philander, the pace attack will be led by Morne Morkel, Kyle Abbott, Kagiso Rabada and Chris Morris. Australia were clinical in every department of their game especially the aggressive running between the wickets and totally outplayed a woeful Windies on Sunday. However, the team from ‘down under’ will be aware that despite South Africa’s first-match stutter they will provide much (Continued on page 25)

Questionable sending off dampens Jamaica in defeat to Venezuela Jamaica’s Clayton Donaldson (on ground) executes a tackle on Venezuela’s Oswaldo Vizcarrondo (Photos: AFP)

Jamaica’s Westley Morgan puts a high boot up as he gets to the ball ahead of Venezuela’s Jose Salomon Rondon during their Copa America Centenario Group C match at Soldier Field in Chicago, Illinois, Sunday. Venezuela won 1-0. Jamaica Observer CHICAGO, USA — Jamaica opened their Copa America Centenario on an unlucky note, going down 01 to Venezuela here inside Soldier Field in Chicago Sunday. Josef Martinez hit the target for the South Americans, but the man that made an equally telling body blow to the Reggae Boyz in front of 25,560 spectators was Peruvian referee Victor Carrillo, who

cruelly reduced the Caribbean champions to 10 players midway the first half when he sent Rodolph A us tin to the dres s ing room following a challenge with an opponent. The Brondby IF midfielder, in his usual nononsense manner, went into a challenge forcefully, but played nothing but the ball away, only to see the South American referee quickly brandishing a red card,

much to his surprise and chagrin. Television replays corroborated that Austin played the ball cleanly, though he might have caught the player in his natural follow through. It immediately made the game difficult for the Boyz, who had a bright start when Clayton Donaldson, after being sent through on goal by his strike partner Giles Barnes, powered a right footer at goal

which Dani Hernandez tipped behind. From the resulting corner kick in the 12th minute, JeVaughn Watson soared highest and powered a downward header which beat Hernandez, but not the horizontal frame, and rebounded into play. Then on the quarter-hour mark Martinez made the Boyz pay, when he reacted quickest to his team’s neat combination play just outside the penalty box.

Lewis Hamilton: Defending champion says he is ‘as strong as ever’ BBC Sport - Defending champion Lewis Hamilton says his first win of 2016 is evidence that he is as good as ever following a difficult start to the season. Victory in Monaco was his first in seven months and cut Mercedes team-mate Nico Rosberg’s title lead to 24 points. “I’ve proven that I’m just as strong as I’ve ever been and I will be for the rest of the year,” said Hamilton. “There’s a long way to go yet, though. We’ve seen from the first six races that anything’s possible.” Rosberg won the first four races as Hamilton’s title defence started with a series of problems, errors and technical failures. But the Englishman said he was optimistic of a strong showing at this weekend’s Canadian Grand Prix, the

(EPA) track where he took the first of his 44 grand prix victories back in 2007. “Montreal has always been a good track for me, so hopefully I’m able to shine like I did the first time I went there in that great city atmosphere,” he said. Rosberg had a poor race in Monaco, lapping well off

the pace in the early stages before being ordered to let Hamilton by so the Briton could compete for the win with Red Bull’s Daniel Ricciardo. As the race went on, he slipped further down the field and was passed on the run to the line by Force India’s Nico Hulkenberg to

finish seventh. “I expected and prepared myself for some difficult races after the awesome start to the season,” said the German. “In the last grand prix, I hopefully got all of my bad luck out of the way in one race, so onwards and upwards again from now.”

He raced in on goal slightly from the left, and with goalkeeper Andre Blake advancing and Jermaine Taylor closing in on a challenge, Martinez slid the ball into the goal. Going a goal down was bad, but the unnecessary intervention of Carrillo made the day more of a nightmare for the men from the Caribbean with his decision to send Austin off, thus handing Venezuela the numerical advantage. And as fate would have it, left wing back Kemar Lawrence was forced off injured five minutes from the half-time break, and the technical staff then injected Wes Morgan at centre back, moved captain Adrian Mariappa out to right back and switched Watson from right back to left back. And with the final action of a tumultuous first half, Taylor forced Hernandez into a low save at his back post from a Barnes free kick. Wi t h t h e o n e - m a n disadvantage, the Boyz were prepared to sit back, be compact and try to hit the South Americans on the counter-attack. Shortly after the resumption the goal frame once again saved the victors as Michael Hector, who was having a bad game, curled a beauty of a right-footer from the left side of the penalty area, and though Hernandez flew to his left in an attempt to

save, the ball skimmed the outside of his left and upright, another signal that it was not going to be the Reggae Boyz’ day. Joel McAnuff then went close with a right-footed half volley inside the penalty box from a Garath McCleary right-sided cross, but then Blake produced a magnificent save to keep hopes alive when he dove to his right to palm away a powerful diving header from Wuilker Angel in the 70th minute. Shortly after, Watson had a glorious chance to pull his team level, but he blasted his right-footed volley well high after being perfectly set up with a headed flick on by Barnes. Thereafter, the game petered out as the Venezuelans employed good game tactics and gamesmanship to see out the time, especially in slack officiating. This result has left the Boyz in a precarious position a s Ve n e z u e l a w e r e considered the easiest target, if they were to force their way into a surprise secondround berth. They now depart Chicago today for Los Angeles, California, where they will prepare to face Mexico at the Rose Bowl Stadium in Pasadena on Thursday. Only the top two teams from each of the four group advance to the quarterfinals.

We are now accelerating that process, and by the 15th of June, we will know for sure what our position is (as it regards to funding),” Hinds said.
