SEEKING A

peaceful resolution It is very unfortunate that Venezuela, which was highly appreciated by Guyanese for its PetroCaribe agreement that has helped Guyana’s rice industry and the country to avoid the cost of high oil prices on the world market, has continued its hostility towards Guyana. During the past year, Venezuela’s aggression towards Guyana has essentially ruined relations between the two countries. The neighbouring country showed utter contempt for Guyana when it threatened to annex twothirds of Guyana, its deployment of troops, tanks and gunboats to the border and its unstatesman-like language. Guyana took its case to the United Nations and other international and regional fora in order to have a peaceful settlement and for President Nicolás Maduro to acknowledge the 1899 Tribunal Agreement. With the defeat of President Maduro’s ruling party in the elections last December, Guyana had hoped for a change of policy from Caracas, but such hopes vanished last week when Venezuelan troops fired on officers from the Guyana Geology and Mines Commission (GGMC) who were on an inspection exercise in the Arau area. This is not what friendly nations do to one another. President Maduro’s actions are offensive to Guyana and could have serious consequences. It is true that the border dispute between Guyana and Venezuela was settled by a Tribunal in 1899 in Britain’s favour, which had represented Guyana’s interest. Venezuela had placed its trust in the United States to negotiate on its behalf. Therefore the reopening of negotiations in 1966 was agreed to by Guyana, not as an offer to engage in substantive talks about the revision of the disputed area, but to dispel any doubts which the Venezuela government had about the validity of the 1899 Tribunal Award. The deploying of troops on the border by President Maduro was meant to embarrass the Guyana government. Not only did Venezuela withdraw its ambassador from Guyana, but it also delayed the granting of accreditation to Guyana’s ambassador to that country. Further, Venezuela’s claims that its troops were merely conducting military exercises on its border are hypocritical. A military exercise would not warrant the deployment of large amount of troops, missiles, gunboats and tanks. President Maduro acted as though he could have fooled the world, but he ended up fooling himself. Most leaders knew that his recent threat to annex the county of Essequibo was in direct response to the announcement by the Guyana government that the American oil giant, Exxon Mobil had found large quantities of high quality crude oil in Guyana’s waters. Maduro ought to know that although Guyana is outmatched military, it will not surrender any of its territory without some form of resistance, which could prove more costly than the value of the disputed area being claimed by Venezuela. The term “not a blade of grass” which was coined by Guyana’s Prime Minister, the late Forbes Burnham in opposition to Venezuela’s claim, remains deeply ingrained in the Guyanese psyche. President David Granger, in his address to the United Nations last September has made it quite clear that Guyana has accepted the 1899 Tribunal Award and has remained hopeful that the 116-year-old dispute will be adjudicated by the International Court of Justice (ICJ). He also stated that since 1966, the border dispute has scared away potential investors from the area and this has had a negative impact on Guyana to exploit its hydro-carbon resources. President Maduro has undermined all efforts to settle the matter peacefully at the ICJ, despite his promise to do so and to maintain cordial relations with Guyana. His abrupt cancellation of the PetroCaribe agreement with Guyana last October did not surprise anyone. Many believe that the attack on GGMC officials by Venezuelan soldiers is contemptuous. Despite some trite remarks from the opposition, Guyana continues to seek a peaceful resolution to the border dispute. It has the support of 2.3 billion people from the 53-member Commonwealth of Nations.

It is a scandal I call “seat gate” DEAR EDITOR; When Guyana gained Independence, the game plan of Burnham according to Fetus Brotherson was to “implement a coherent set of policies”. From the documents I have read, these policies were clearly articulated subsequently in slogans such as – “FEED, CLOTHE, and HOUSE the Nation” and so forth. So, there was a National Development Plan in 1966. Why I made these

comments? Guyana was also born in an environment of tremendous social pressure especially with regards to the question of human development and national unity that was caused mainly by a very small but highly privileged Georgetown based elite who benefited from the economic exploitation of the masses? It was all about their cushy civil service jobs and their business interests using the Treasury as if the working

Nurses can lawfully perform non-surgical abortions DEAR EDITOR; I welcome your report of May 19, on the number of abortions cases and your comments on the law. Your report is correct: while we made abortion legal 21 years ago, we have done nothing to remove the stigma associated with that need. We can do so only by public discussion and persistent dialogue. Your report is incorrect about the law itself in a number of places. There is no outer limit for a legal abortion in Guyana. But the standard is very high. Beyond sixteen weeks three medical practitioners must agree on the need and the circumstances must be grave – to save the woman’s life or prevent grave, permanent injury to the child (see Medical Termination of Pregnancy Act, Clause 7). In early pregnancy, up to eight weeks, the pregnant woman has free choice. She does not even have to give a reason for her choice (MTPA 5.(2). Between 8 and 16 weeks, the woman has to provide a cause and the

termination must be performed by an ’authorized’ medical practitioner in an approved institution, see MTPA 6.(1). Your report also gives the impression that only doctors can lawfully provide abortions. That is incorrect. Our law permits nurses, midwives, pharmacists and medexes to provide nonsurgical (e.g. medication) abortions during the first eight weeks of pregnancy. Although this was perfectly clear in the law, MTPA Clause 5. (1), the Ministry resisted this provision. The matter was resolved by an order of the High Court in November 2015. This is a major advance. It is unfortunate that the Ministry has made no effort to inform the public and educate nurses even in the face of the exposure to Zika. I will address the issue of the number of abortions in a separate note. Suffice it to say that the figure reportedly suggested by the CMO is almost certainly a gross underestimate. Fred Nunes

class are not also entitled to a piece of the pie. But irrespective of that situation, there was a developmental framework which our people hoped would have liberated the nation from that class oppressive state. Fast forward 50 years to 2016 and we are still stuck in that backward mindset that launched into statements like “we are entitled to this 50 percent salary increase” three weeks after gaining office on top of a half a million dollar salary but “you all got to wait for this commission to complete its work” before you all get your crumbs on top of your measly G$55,000. Not much has change in the system. But what is shocking today, is that when people like me highlight these class oppressive mentalities, after spending almost a decade battling PPP elites who ate away at the wealth of the nation, the newly minted apologists of 2016 are trying to lecture us with language to this effect – you are either for or you are against us. You got to be joking! The struggle is not about one political party or another or one political leader or another; it is about Guyana and how class elitism has caused the nation not to unleash its potential over the last 50 years, leaving a stunted child behind. When you injure Guyana, whether as a result of gross incompetence or carefully crafted political

cunningness, you are injuring an already very injured child called Guyana and I got a problem with that. You can do what you want with your political opponent, that is “all-yu” business, but not on my nation’s stage and not on my nation’s birthday because if you do, you will hear from me. So do not ask me now to stay silent as you butcher what little is left of the Presidential Standards because you are too incompetent to manage a national event? There is too much talent in Guyana to allow our nation’s birthday to be fumbled this much, to the point that the world remembers our 50th anniversary best for “SEAT-GATE”. But “SEAT-GATE” was just not a one-night affair. “SEAT-GATE” has provided the political hammers and nails to political operatives to build stronger fences between our people bringing even greater pain to this already injured child. What I witnessed in 2011 was the systematic breaking down of those fences but from what I saw in Guyana in February 2016, the fences are back up and “SEAT-GATE” just offers reinforcement to those fences. For those enlighten minds that are aware of protocols at national events, what was done with respect to guaranteed seating for every bona fide VIP, was at great variance with best (Continued on page 05)

Sentinel Security company Disrespect for Teachers defends itself and Parents at Mae’s

DEAR EDITOR; I have scanned an editorial in your KN edition of Friday May 27, 2016, (pg. 5) captioned ‘This Tendering Process is Suspect’ and would also like to crave your indulgence to publish this response to the concerned Bidder as specified hereunder: . Sentinel Security was duly registered in December, 2005 and provided security services since 2007 at the ICC World Cup at the National Stadium, separate and apart from Cops. Hence, Sentinel cannot be ‘formerly COPS’ as highlighted by the writer and is not a ‘new kid on the block’ . If Sentinel chose not to Bid on 18th November, 2015 to provide security services for the Regional Democratic Council Region No. 1 it was Sentinel’s choice. In fact, Sentinel did not respond to other invitations to Bid during 2015 also. In the same light, if Sentinel responded to Invitations to Bid during 2016 then it was also Sentinel’s

choice. These decisions lie with Sentinel. . Region 1 was amongst other BIDS tendered by Sentinel in 2016, so it is baffling to determine why the furor with this particular Bid: Invitation was sent out and Sentinel responded. . Like the writer, Sentinel and other Companies have been experiencing the outcome of the processes which are ‘creeping at a snail’s gallop.’ However, while in agreement that this pace is frustrating; there is utmost disagreement with casting any aspersions on the Tender Board, its Management and processes as the writer has taken the liberty to do. . For the records, Sentinel cannot be associated with poor service, late wages/salaries payments and picking up vagrants and dressing them in uniform to meet service demands. In conclusion, it is hoped that the writer now understands that Sentinel cannot be referred to as formerly COPS and that Sentinel is free to respond to invitations to Bids as it so desires. There is a reign of terror at City Hall DEAR EDITOR, There is a reign of terror being unleashed by the Georgetown City Council, which somehow has not yet come to the full realization of the citizenry of our capital. Recently there has been the rounding up of vendors, and dispatching of them to a space that is inadequate, inappropriate and off the beaten track where little business shall be done, then there was the demolition of the ‘Dread Shop’ and adjacent buildings. But the most horrible and most recent scare tactic and fear mongering to come from Royston King and his cabal is the announcement in the press that as part of an intense campaign to collect revenues owed to the Municipality that they are moving to seize and sell properties of defaulting rates and taxpayers. This is merely an act to scare poor people who are struggling to make ends meet, to rush and borrow money to pay their outstanding rates so that King and his friends can continue to spend lavishly on things that are non essential but from which they will benefit. The entire hierarchy of the Council knows that such action would be virtually impossible for them to carry out, as the laws were changed twenty eight years ago and that is why they have not been selling people’s properties for decades now. It is clear that is another PR stunt where they are merely trying to terrorize and intimidate persons to pay them.

There are some wealthy individuals and companies that are consistent tax defaulters. Why have they not sold their properties or exposed them by publishing their names? It is because they can’t. There are legal implications and the Council knows it. Under the current law, the City Council cannot just simply put on sale the properties of those who refuse to pay their rates/and taxes. The parate execution that they are referring to is a levy on defaulting properties according to law, but is a rather tedious and complicated issue, and would not allow the Council to just rush off and sell someone’s property even if they are in arrears. In 1988 when Hamilton Green was Prime Minister and leader of the government side in parliament they crippled parate execution with the passage of two Bills – the Municipal and District Councils Act (no 17/1988) and the Local Government Amendment Act (no 18/1988). What in fact the two amendments intended to accomplish and have accomplished is the prevention of ‘land sharks’ buying at a nominal price at parate execution and later selling to make a huge profit. Royston King and his legal team know that, but are simply trying to hoodwink citizens into rushing down to City Hall and paying up. I recall the Town Clerk recently being labeled a liar, and being dishonest after backpeddling on a payment for kite-flying article by a leading journalist (Demerara Waves) He needs to stop scaring these poor property owners through such deceitful methods. It is a scandal I call “seat... From page 4 practices in the business of planning state functions. Why should other fully seated VIPs be asked to vacate their seats to accommodate incoming VIPs, if the seating plan was competently constructed? But what is even worst from “SEATGATE” was that a core mantra of President Granger - “national unity” was injured. But of course this will evade the blinkered minds of the new apologists because they do not have the vision of Nelson Mandela, the great nation healer who said – “in order for us to

heal this nation, we have to make peace with our enemy and for that to happen you have to work with him so that he become your partner”. So as I speak directly to the Junior Minister of Education, the Hon. Ms. N. Henry, I caution - competence is not an advantage, but incompetence is a sin. Whoever botched the seating arrangement has done great harm to the already injured State of Guyana. Let us all pray for greater professionalism come the 51st anniversary. But we must never give up, Guyana must heal. Sase Singh

DEAR EDITOR; You have my gratitude for allowing me a space in your newspaper to let my views be heard. I hope to be short so I will quickly get to the point. I am no stranger to the conflicts and issues that have been brought forward by both parents and past teachers of the well known private school in Georgetown, Mae’s Schools. In fact, I am a parent of a child who attends the secondary division of the said institution; more so, my child has been attending school there since his primary years. I have never once seen a bad face from a teacher, in neither secondary nor primary division, that is until about a few weeks back when a member of staff, the name of whom escapes me but identified herself as a part of the directorate at Mae’s. I was later led to believe that she was not a member of the teaching staff but had a supervisory position. I was simply inquiring about my child’s wellbeing with another teacher after the normal school hours of course. Never was I met with such hostility from someone at the institution, she quickly demanded that the teacher had other engagements that she had to attend to and needed to be off immediately. Dumbfounded, I quickly responded that I was just asking a question and the teacher was just about to give me an answer, and if it was possible to allow her another minute or two. As swiftly as the words left my mouth, just as swiftly, the supervisor replied with a sharp, “no.” This left me even more flabbergasted as she went on to tell me that it was not the teacher’s place to answer any questions I had

unless it was in a formal setting. At this point I felt very offended so I apologized and left; my child was waiting in the car by a stroke of luck because it would have defeated me to have him see me spoken to in such a manner. Recounting the events to my family, I was made to understand that I am not the only one who has been spoken to in such a manner by this supervisor; as a matter of fact, it would seem that she has been found speaking to other parents this way Adding to this, I was appalled at the way she spoke to the teacher. I should add as an update that the teacher has since resigned. I would too, had I been spoken to like that in front of others. Furthermore, I was informed that it was not unusual for her to speak to teachers like that and even worse, demanding respect in her own disrespectful behaviour as well as commanding teachers to do what is not in their capacity to do. To top it all off, she does this in the presence of other teachers and STUDENTS. My point is that if students can see her raising her voice at teachers and disrespecting them, what respect will they have for the teachers? No wonder teachers leave the school so rapidly. Don’t get me wrong; the rest of the directorate, especially the director herself, has been wonderful in dealing with students and parents but as the saying goes “one bad apple spoils the entire barrel.” I for one do not stand for disrespect, nor do I condone the disrespect of those who work hard and if the administration at Mae’s knows what’s best for the school strict action would be taken against this “flaw.” Disrespected parent

DEAR EDITOR; I was an independent candidate for the Nation Builders Grouping for Consistency seven (7) at the last local Government Elections and I would like to congratulate APNU/AFC for their resounding victory in Georgetown. However, I have noticed that their returning councilors are Chase-Green, Oscar Clarke, Junior Garrette, Gregory Fraser and Monica Thomas, but absent from among the returnees is Councillor Eon Andrews, a Councillor, we the vendors and business persons in the Regent and Robb Street area

consider to be the best Councillor in the last Council. He was the only Councillor that was approachable, visible and readily available to settle contentious matters in our Business Community and he was also among the very few that was not corrupt. We are aware that he was an APNU/AFC Proportional Representational Candidate and with him not being on the new Council gives one the impression that the PNC/R is replacing honest intellectual with their faithful protestors. Cameron says would join EU if Britain was not a member, but not euro Reuters - Prime Minister David Cameron said yesterday he would take Britain into the European Union under the “special status” it now enjoys if it was not already a member, pressing his campaign to remain in the bloc in a live television performance. Fielding questions from a sometimes hostile audience on subjects ranging from immigration to security, Cameron said he often became frustrated with the 28member bloc. But he stressed that a vote to exit in a June 23 referendum would be a “self-inflicted wound” for Britain’s economy. With the vote only three weeks away, both sides are stepping up their campaigns to try to win over undecided voters and break the deadlock in opinion polls which suggest that Britons are almost equally split over which way to vote. “I would never want us to join the euro, but if we were offered British terms, what we have now ... the special status we have now, I would join,” Cameron told Sky News television. “Are there things about Europe that frustrate you? Yes, but I am a prime minister who sits round the table with 27 other heads of government and state and sometimes this organisation drives me crazy. But do I sit

David Cameron there and think Britain would be better off if we left? ... Absolutely not.” Cameron, who is leading the “In” campaign, was keen to stick to what he called the risks to the economy if Britain were to vote to leave, but was pressed on high levels of migration and its impact on public services such as health provision. The “Out” campaign, led by two one-time allies of the prime minister, says Britain cannot control migration while being a member of the European Union, which holds up free movement of people as one of its founding principles. Taken to task over a 2010 promise to keep net migration to the “tens of thousands”, Cameron said he stood by his pledge but could not offer up a firm date after net figures last month put net migration at 330,000 in 2015. Of those, a net 184,000 came from the EU.

“And yes we do need to do things to control migration like restricting in-work welfare (payments) but it would be madness to try to do that by trashing our economy and pulling out of the single market,” Cameron said. “Leaving the single market would be an act of economic self-harm for Britain and we absolutely shouldn’t do it.” He also sought to allay fears among some in the audience that more migrants could enter Britain if Turkey were to join the bloc, saying “at this rate they’ll join in the year 3000". “There is no prospect of Turkey joining the EU in decades. They applied in 1987, they have to complete 35 chapters, one has been completed so far,” he said. “Turkey’s not going to join the EU anytime soon, every country, every parliament has a veto.”

U.S.-backed fighters advance to cut off Islamic State, win tacit Turkish support Reuters - U.S.-backed Syrian fighters in a major new offensive against Islamic State vowed yesterday to cut off the last remaining access route to the outside world for the self-proclaimed caliphate, and won vital, if tacit, backing from Turkey. The assault around the Syrian city of Manbij, backed by U.S.-led coalition air strikes and a contingent of American special forces, aims to cut off Islamic State’s last 80 km stretch of the SyrianTurkish frontier by seizing territory in northern Syria west of the Euphrates River. If successful, that would achieve a long-standing aim of Washington and amount to one of the biggest strategic defeats inflicted on Islamic State since it proclaimed its rule over all Muslims from territory in Iraq and Syria two years ago. “We confirm that this campaign will continue until

the liberation of the last inch of the land of Manbij and its rural areas,” said a statement read out on the banks of the Euphrates by Adnan Abu Amjad, a commander of a group called the Manbij Military Council, allied to the U.S.backed Syria Democratic Forces. “Oh brave people of Manbij, our forces are coming to liberate you from the shackles of the Daesh terrorist torturers,” said the statement, using an acronym for Islamic State also known as ISIS or ISIL. Washington has been leading an international campaign of air strikes against Islamic State for two years in both Syria and Iraq. It has long been in search of reliable allies on the ground in Syria, where it also opposes the government of President Bashar alAssad in a multi-sided civil war that has ground on for five years.

The SDF, set up last year, includes a powerful Syrian Kurdish militia and what Washington says are growing numbers of Arab forces that have been persuaded to join it. It has swept into villages west of the Euphrates since launching its offensive on Tuesday. That advance comes as Iraqi army forces have separately begun an assault on the Iraqi city of Falluja, 750 km down the Euphrates at the opposite end of Islamic State’s sprawling caliphate. The Iraqi troops held their positions without advancing for a third straight day yesterday, after pouring into the besieged city’s southern outskirts on Monday. A Reuters reporting team in Saqlawiya, a village near Falluja, saw Iraqi Shi’ite militia fighters in control of a complex of well-fortified trenches and tunnels captured from Islamic State.

The army that never saw combat The Guyana Defence Force has never fought a war. It has been training its officers and ranks for fifty years to prepare for the eventuality of conflict in which it may be required to be deployed, but the military has never had an opportunity in over fifty years to put its training into use. The Guyana Police Force has over the same period had to battle with crime. It has been in a constant struggle to overcome crime. The perception has always been that the Guyana Defence Force has been

favoured over the Guyana Police Force. The perception has been that its members enjoy better benefits and working conditions than those of the Guyana Police Force, whose lives are put at risk every day. The Guyana Defence Force is seen as a ‘sitting’ army while the Guyana Police Force and the Guyana Prison Service are seen as ‘active’ forces. The Guyana Prison Service is perceived as the least favoured of the three Disciplined Services. The Guyana Prison Service is under-

staffed. It does not have enough personnel to effectively man the prisons in Guyana. Recently, after the prison riots and the deaths of seventeen prisoners, prison wardens reported ill. It was believed that this action was taken out of fear of reprisals from the prisoners. The government has indicated that it will be recruiting increased prison officers to improve the security of the prisons. But the government ought to know that it has not been easy for both the Guyana Police Force and the

GRA expresses gratitude to Internal Auditors

As part of its observance of the International Internal Audit Awareness Month, the Guyana Revenue Authority (GRA) recently conducted a brief ceremony at its Headquarters, Camp Street where Internal Auditors of the agency were provided with tokens and reminded by Acting Commissioner-General, Ingrid Griffith, of their roles and functions, as well as their importance to the Agency as a whole. According to GRA, it was noted that internal audit professionals play an important role in raising awareness and elevating the profession, whether they are actively involved, new to the field, part of an extensive audit team, or sole practitioners at the agency.

Special guest in attendance and Governor of the Board at the Institute of Internal Auditors, Guyana Chapter, John Seeram, reminded the auditors at the ceremony about the importance of on-the- job training to boost their professional skills as he underscored the efforts GRA had been notably making to ensure its auditors were consistently trained. Meanwhile, Manager of the Internal Audit Division, Reishad Khan, urged that internal auditors at the agency always ensure confidentiality of information at their disposal. They were also reminded that conflict of interest was something they would need to avoid at all times. International Internal Audit Awareness Month is observed annually in May.

Guyana Prison Service to attract recruits. On the other hand, the Guyana Defence Force has only been constrained in its recruitment by the lack of finance. The army has no problems in finding persons interested in joining it. This is because the army has better salaries and working conditions, and because the job is seen as one in which you receive training but really never have to be engaged in any conflict. In other words, you receive training but never have to put that training to use. The government will find problems in recruiting adequate numbers of prison officers. The best and brightest tend to prefer the Guyana Defence Force first, and then the Guyana Police Force. Yet if our prisons are not secure, the entire system of

law enforcement suffers. If the prisons are not secure, those who are sentenced to incarceration can escape, thereby compromising the principle that criminal activity should be punishable. If prisoners escape then the security of the society is threatened. Unless the members of the Guyana Prison Service are carefully vetted, it could compromise the security of prisons. The wrong persons may be employed, and they could be in cahoots with the prisoners. The process of weeding out the ‘bad eggs’ is therefore going to reduce the pool of persons from which recruits can be drawn. The only way to increase this pool is to try to discourage recruitment into the army, and to instead favour both the Guyana Police Force and the Guyana Prison Service,

PAGE 9

both ‘active’ forces, over that of a ‘sitting’ army. This may be asking too much of a government in which a number of senior personnel are ex-army officials, and in which veterans are being constantly appointed to public office. If the security of the State is as important as is claimed, then something has to be done to encourage greater recruitment into the Prison Service and the police force, and less into the military, which has never fought a war and which will probably never ever see combat.

=== The Freddie Kissoon column ===

Donald Ramotar: A Freudian analysis Perhaps the least apparatchik that the PPP’s hierarchy would want to publicly defend is Mr. Kwame McCoy. The simple fact is that Mr. McCoy has earned the name as the bad boy of the PPP, eclipsing Odinga Lumumba by a long way. Why then would a former GeneralSecretary of the PPP and a former President of the country wax lyrical about McCoy, as Donald Ramotar did in a recent letter to all the daily newspapers? Ramotar ’s public endorsement comes at a time

when McCoy is charged for violent crimes, and other investigations into his past conduct when the PPP was in power are going on The answer lies in the theory of the Vanguard Party. Even though fascism in Germany referred to as Nazism and communism in the USSR, had different types of political programmes, there was one fundamental thread that connected them – the Vanguard Party and Nietzsche’s Übermensch. The communists prefer the description of their action as the birth of the Vanguard Party. The Nazis in Germany chose to explain what they were doing was the coming of the Übermensch that Nietzsche hoped would one day save civilization. In political philosophy, they mean the same thing.

Between communism under Mao Tse Tung, Stalin and Pol Pot, dozens of millions were murdered because of the sacred understanding of the Vanguard Party. Under the Nazis, dozens of millions were killed because of the belief that the Third Reich was the embodiment of the Übermensch. Even one of the greatest thinkers in philosophy of both the 19th and 20th centuries, Martin Heidegger, honestly believed that in the Third Reich, Germany had discovered Nietzsche’s Übermensch. What are the Vanguard Party and the Übermensch that have led to genocides in China, the USSR, Cambodia and Germany? Space would not allow for an elaboration and there is no need to define the Vanguard Party and the

Übermensch separately; essentially they mean the same thing, though it would be an injustice to the brilliance of Nietzsche to think what the communists and the Nazis did was what Nietzsche meant. The Vanguard Party or the Übermensch is the arrival of a philosophical force that was destined to come to save civilization. It is a metaphysical abstraction (even though Marxism is based on materialist thinking, the Vanguard Party is purely a metaphysical concept). History is the linear progression of the soul of mankind (as Hegel interpreted it; both communist ideologues and Nazi theoreticians were Hegelian). History goes through several evolutionary stages but because life is a dialectical process, history will naturally end in purification. Most amazingly, a proAmerican, pro-capitalist , right-wing scholar working for the Reagan presidency in the 1980s also embraced Hegel’s dialectics and wrote a sensational best seller that, for that year, won a prestigious award as the best academic text. Titled, “The End of History”. Francis Fukuyama argued that with the collapse of the USSR and Eastern European

communist states, history reached its zenith in the form of the triumph of liberal, capitalist democracy, and that there cannot be anything dialectically beyond liberal, capitalist democracy. Ironically, like the communists and the Nazis, this American proAmerican, pro-West thinker agreed that the Übermensch had come to save civilization. Since then Fukuyama has rejected his essential arguments of his breathtaking text. The Vanguard Party or the Übermensch is sacred and invincible. Its role is to save society. Its leaders were specially chosen to have that date with destiny. Any questioning of the role of the Vanguard Party or the Übermensch would be to display destructive and antinationalist rudeness and philistine ignorance. We need not detain ourselves with details of the genocides under the three communist leaders mentioned above and Hitler, but suffice it to say that the countless millions that were murdered by the State had to die, because the party leaders saw them as backward people whose ignorance made them unhistorical and a threat to the paradise that Russia un-

Frederick Kissoon der Stalin, Germany under Hitler, and China under Mao Tse-Tung were building. Space does not permit an elongated analysis of why Ramotar ventured out so boldly to defend McCoy. But it has to do with Ramotar’s fanatical embrace of the Vanguard Party theory. He always espoused this aspect of communist theory and was so doctrinaire in his mentality that he was the logical choice to run the PPP after its leader became President in 1992. Ramotar never abandoned this mentality, even after he became President. He was the campaign leader to retain the section in the PPP’s constitution that referred to it as a MarxistLeninist organization, after Khemraj Ramjattan tabled a motion at a party congress to remove it. A second part of this analysis will follow.

Charlestown man remanded for robbery of former British soldier Attorney Adrian Thompson is of the belief that his client is innocent of robbing former British soldier Edward John Constant last week Monday at Croal Street, Georgetown, and that it was a clear case of mistaken identity on the ex-soldier’s part. This contention was made by the lawyer yesterday before Chief Magistrate Ann McLennan as he petitioned for robbery accused José Barker to be released on bail. Barker, 34, of Howes Street, Charlestown, Georgetown, appeared in the Georgetown Magistrates’ Courts just one day after he was identified by the former soldier as the perpetrator. It is alleged that on May 30, at Croal Street, Georgetown, Barker robbed Constant of a gold chain valued $180,000 and made use of personal violence immediately before, during or after the robbery. Baker pleaded not guilty to the allegation and was remanded to prison until June 16, for statements, despite a compelling bail application from his attorney. It was reported that the

transaction and went sightseeing in the Stabroek Market. However, Constant was reportedly attacked by a man who relieved him of his gold chain. In an interview with this publication, the visitor recalled that someone grabbed his shirt from behind and pulled off the chain. He

recalled punching the thief to the side of his head and chasing after him barefooted. The 70-year-old man pointed out that the items meant a lot to him. He said, “My wife bought me the gold chain…she bought me a gold chain before she died and I (Continued on page 31)

McDoom residents complain Viewing gallery to be constructed at of mosquito infestation Fear of the Zika virus has unsettled some residents of McDoom, East Bank Demerara. And they are fearful that the possible source of the Zika situation is a nearby vulcanising business. The residents explained that while from the front the business operation seems void of possible breeding places for mosquitoes the rear of the location is laden with used tyres. According to one resident, the community of McDoom has for sometime been plagued with mosquito infestation and a number of residents have since manifested symptoms that are synonymous with the virus. Even persons who visited for the recent Golden Jubilee celebration reportedly developed symptoms associated with the virus, this publication was told. While health officials have maintained that most people may not manifest

- Health Ministry, M&CC to intervene symptoms of the virus, it has been established that symptoms could include: fever, muscle and joint pains, headache, rash and conjunctivitis (commonly referred to as red eye). According to the Centers for Disease Control and Prevention, while the incubation period (the time from exposure to symptoms) for the virus is not known, it is likely that this could occur within a few days to a week. The Zika virus is transmitted by the Aedes Aegypti mosquito which also transmits the Chikungunya Virus and Dengue Fever. The mosquitoes are able to breed around homes especially in collections of fresh water such as open black tanks, tyres, roof guttering, plant containers and other vessels. According to the main spokesperson for the resi-

Reports suggest that because the tyres are not covered they are able to store accumulated water from rainfall, thereby creating a suitable breeding haven for the mosquitoes that transmit the Zika virus. The McDoom residents brought the alleged situation to the attention of this news-

paper after reportedly trying to seek assistance from various institutions, including the Ministry of Public Health. But when contacted yesterday, Minister of Public Health, Dr. George Norton, as well as a senior official attached from the Vector Control Services Unit, insisted that the situation had not gained their attention. However, an official at the Vector Control Services Unit (Continued on page 31)

Plans are in the pipeline to construct a viewing gallery at the majestic Kaieteur Falls where visitors can go and experience an overhead view of the falls. This was announced by the Minister of Tourism, Cathy Hughes during a recent interview. Hughes said that initially, there were plans to construct rails around the edge of the falls in an effort to prevent persons from jumping over, but this has been put on hold while the authorities consider constructing the viewing gallery. “One of the things we are looking at is actually constructing an observation viewing gallery which would be tastefully designed in keeping with the environment, the Minister said. She explained that the gallery will resemble those installed at various national parks around the world, including one at the Grand Canyon in the United States. A viewing gallery also referred to as an observation deck or observation platform is an elevated sightseeing

platform usually situated upon a tall structure. This will be constructed to beautify the area in proximity to the falls. The site has gained a series of bad publicity after three young women jumped off the single drop falls. In 2009, 23-year-old Aliya Bulkan of New Providence, East Bank Demerara jumped into the falls during a tour with a friend. Her body was recovered a few days later. On September 01, last, Gyaneshwarie Laleta Sivanand of La Bonne Intention, East Coast Demerara took a deadly plunge into the falls. Her decomposed body was recovered a few days later. Also taking a deadly jump was 21-year-old Roshinee Pagwah of Reliance, East Canje, Berbice. Pagwah left her home on November 21, last to visit the falls. She was the only domestic tourist on the flight. Persons, who were a part of the group, reported to the police that they saw the woman running towards the fall and then leaping off. Her body was recovered a few days later.

Health Ministry looking “Forestry ban was to boost maternal care just and necessary” - sends doctor to Japan for strategic training

Increasing health-seeking attitudes among people towards reproductive health and safe motherhood can play a major role in improving maternal health. However, improving the services offered remains a very crucial factor as well. In recognition of this, the Ministry of Public Health is seeking to embrace strategic measures that will essentially serve to improve maternal health services. According to information disseminated by the Ministry yesterday, as a part of the continuous efforts to improve Maternal Health in Guyana, the Ministry of Public Health’s focal person for Prevention of Mother to Child Transmission of HIV, Dr. Oneka Scott, will be attending a Maternal Health Training Programme in Japan. The programme which commences today will culminate on July 10, 2016. Dr. Scott, who joined the Ministry of Public Health as the focal person for Adolescent Health and Prevention of Mother to Child Transmission of HIV in September 2015, has been a physician for some seven years. The main objective of the programme, which is being conducted by the Japan International Cooperation Agency (JICA), is to improve Maternal Health and by extension, reduce Maternal Mortality. The Government, through the Ministry of Public Health, has a mandate

Dr. Oneka Scott to reduce maternal and neonatal mortality, and this is intended to help improve family health as a whole. “It is for this reason that we are working closely with JICA to train personnel in the area of Maternal Health,” a statement issued by the Ministry outlined. The one-month training programme which Dr Scott will attend in Japan is offered to countries aiming to strengthen their strategies to reinforce “continuum of care” at the community level, so as to contribute to the improvement of Maternal Health. Participants will have the opportunity to learn about the policies and administration of health in Japan, the nursing education system and the roles of various health stakeholders, including maternity centres, health centres, hospitals, and universities. Through the lectures and

field visits, participants will gain ideas and garner solutions for solving community health issues in their countries, and make an educational plan for nurses, midwives and health workers. Insight will also be gained into addressing bottlenecks of health systems for maternal and child survival by delivering a more effective package of preventive and clinical interventions for maternal and child health at both community and facility levels. Creating linkages between communities and facilities through the introduction of innovative strategies and scaling-up high impact child health interventions, will also be explored during the training. Rapid progress in some countries demonstrates that when Governments take strategic approaches to safe motherhood, changes can be made to Maternal Health. These approaches can ensure the “continuum of care” during the period from pre-pregnancy, pregnancy, to postpartum by deploying skilled birth attendants, ensuring adequate essential supplies, making familyplanning accessible and providing timely obstetric care. By Kiana Wilburg According to statistics provided by the Ministry of Finance, the forestry sector performed poorly in 2015 and has remained on the decline curve since the beginning of this year. In fact, forestry production for January 2016 totaled 25,733m3. This represents a decline of 18.6 percent compared to January 2015 when 31,638m3 was achieved. The Finance Ministry admitted that the low production levels resulted from Government’s temporary ban on timber exports. In a previous interview with this newspaper, Finance Minister Winston Jordan had said that the forestry sector’s performance for 2015 was disappointing. “This sector had one of the hardest hits in recent times. We expected it to pick up, but it did not.” On the other hand, Natural Resources Minister, Raphael Trotman, insists that the ban was “just and necessary”. He admitted that forestry production fell short of expectations, but he refrained from expressing that the industry performed “poorly”. “Indeed the restriction on the exports of some logs would have contributed to a reduction in revenue from exports, and we believe that this restriction was just and necessary, given the wanton and wild way trees were being cut and logs were shipped,” Trotman asserted.

“…given the wanton and wild way logs were being shipped out” - Minister Trotman He further contended, “Also, many logging concessions had to be closed down for four to five months because of unusually heavy rains last year. Finally, the slowing of Asian economies, particularly China’s and India’s, led to a downturn in demand for commodities, including timber. These three factors led to the decline.” Trotman said that “the good news” is that Guyana’s forests are still standing and there is value in them “so we are not worse off.” According to the Finance Minister, work is presently underway to stimulate greater foreign and local investment in the forestry sector, especially in value added activities. He said that sustainable management of the forestry resources will continue through community training and capacity building, which will target over 400 persons. He said that the Government, via the Ministry of Natural Resources, will continue to work along with the international community to develop a comprehensive, equitable and sustainable international regime of compensation for the provision of climate amelioration services provided by Guyana. Jordan said, too, that the Government will undertake a

Natural Resources Minister, Raphael Trotman thorough review of the Investment Agreements for this sector to ensure that there is compliance with regulations and the agreements, and to ensure sustainable harvesting of the forestry product. The current administration was recently in receipt of a forensic audit report that highlighted a logging company being granted concessions for machinery, equipment and construction materials which were just too excessive and in many instances, had nothing to do with its work.

Female security guard hacked to... From page 3 hut. Speaking to this newspaper from her hospital bed, the wounded Thomas said that the killer came to the guard hut and called out for his wife. “He called her and they talked by the gate, and I heard her say, 'boy, go home and sleep',” Thomas recalled. She said that Pitt's husband went away and returned, and he saw a man who was working in the compound near the guard hut. At the time, the man was reportedly making enquiries about another guard. On seeing the man, Pitt's husband said, 'oh, you got man,' and she replied, 'boy, me ain't got man.' She said that he left, and returned a third time. This time, he opened the gate and entered the compound, and he started firing chops with a very sharp cutlass at Thomas. Thomas said she was cut in the palm of her right hand when she held on to the cutlass to try to save herself. She was unaware that the man had already chopped her to the

back and stomach. She said that Pitt, who was nearby, said 'boy, what happen to you?' Thomas said she fled out of the compound, while her cousin ran to the back of the compound. It was there that Cindy Pitt was reportedly pushed to the ground and hacked to death. Kaieteur News understands that Pitt received two chops to her neck, three on her hand, two on her back and one in her face. “I run to the gate and start hollering 'murder, murder', but nobody came to rescue us,” Thomas recalled. Thomas said that she fled to her village. It was only when she arrived home that she became aware of her injuries, when one of her children said “mommy, you get chop.” By now news of the tragedy had reached Pitt's parents, and her mother along with other relatives rushed to the scene. “She cousin call and tell me 'Buddy murder Cindy in at de school.' We run out barefoot. All she foot, he chop all she hand and she face…nothing he nah give she in life…all he give she is sheer stress,” the dead woman's mother lamented. Asked if she was sur-

prised that Athlone Pitt had killed his wife, Thomas said she “had a feeling that he would do it,” since he had repeatedly threatened her. But she said that the woman had never filed a complaint with the police, because she loved her husband. According to her, the suspect “did not like to work,” and she found a job for his wife some six weeks ago, so that the woman could support herself. She said that since then, “he mind deh pun me, because he say that I make she get a low-grade job,” Thomas said. “He wicked. He nah want wuk. People come call he fuh wuk and he nah go. He does drive truck. He can do carpenter, he can do mason wuk, but he just nah want do it…he just want deh drink de rum and walk de road,” the dead woman's mother said. This is the second tragic death that the family has experienced within a decade. The dead woman's teenaged brother was shot dead 10 years ago by a presidential guard, who was eventually beaten to death by angry villagers. Pitt is also the second female security guard to be murdered this week.

Bandits tie up guards, rob M&M Snackette of $$millions Five heavily-armed bandits stormed the M&M Snackette in Peters Hall, East Bank Demerara (EBD) in the wee hours of Wednesday morning, and escaped with millions after tying up two security guards and two construction workers. The entire ordeal was recorded on surveillance cameras. The footage showed the men, with pieces of cloth wrapped around their faces, going through each drawer in the fast food outlet’s main office, hunting for cash. It is unclear if the workers who were tied up provided the men with the location of the office but in the footage, the men knew exactly where they needed to go and which lock they had to break to get to the cash. This transpired around 01:40 hrs on Wednesday. The men gained entry into the compound by cutting a mesh fence at the back of the compound. Once inside, they pounced on the two construction workers who were sleeping under a shed at the back of the building. The bandits then went to the front of the building and dragged the two security guards to the back where they tied everyone. While one of the armed men kept an eye on the

- Ordeal recorded on CCTV

Mahendra Mookram pointing to where the men entered the compound workers, the remaining four were seen rummaging the office. The workers were not injured. One of the Directors, Mahendra Mookram said that when the bandits left the property, the workers managed to free themselves

and called him. “When I come here, the whole office ransacked. The place where the money was kept was broken and then we started looking at the footage. Four persons were seen in the video, but one was with the workers,” Mookram said. The businessman said that his losses amount to millions, and it would certainly affect the ongoing construction at the entity. “Three days’ sales and money for construction work were there.” “Basically, they cut all the locks with nippers and crowbars. They had to cut about five locks. There are two doors to the entrance, one mesh and grill, and then the glass door,” Mookram explained. He said that the men walked with all the necessary tools to carry out the attack. At one time, the footage showed the men as they left and later returned with additional tools—a nipper. They all wore gloves as they went about searching for cash. Last November, bandits carried out a similar attack at the establishment. According to the businessman, they entered the compound and made a hole in the wall where they gained entry and escaped with cash. No one was arrested then and no one has been arrested for Wednesday’s robbery. Investigations are ongoing.

Traffic rank makes ganja bust Slain woman at Crane… A police traffic rank operating in Berbice is coming in for high praise after he single-handedly busted a drug operation which netted over seven kilograms of marijuana. The rank who is stationed at Central Police Station, New Amsterdam, made the bust on Wednesday on the Washington Public Road, West Coast of Berbice. Reports reaching this newspaper stated that the rank was coming from Georgetown in a patrol car when he received information about some men in a car who were transporting drugs. He spotted the car at the village of Washington and observed that two men were standing near it. Kaieteur News understands that as the rank exited the police vehicle, the men saw him and one of them ran away. The other man, who is reportedly the owner of the car, threw away the keys in an attempt to avoid the police searching the vehicle. But the policeman was not put off by this, since he was certain that he was onto something.

Two more guards held as cops check new theory

The packages that were reportedly recovered from the vehicle He managed to get the car open and eventually found the drugs in the back seat, neatly sealed with plastic wrap. The marijuana was taken to the nearby Weldaad Police Station where it was weighed in the man’s presence and amounted to 7,200 grams. The man was told of the offence

and was promptly taken into custody. Meanwhile, the traffic rank had signaled for back-up, which subsequently arrived, and pursued the other suspect who had run away. He was eventually captured in the West Berbice backlands, and is now in police custody.

Health Ministry looking to boost... (From page 13) agreed to the eight Millennium Development Goals (MDGs), which were intended to overcome poverty and other related targets. One of those goals was to improve maternal health and reduce it by threequarters between 1990 and 2015. So far, the maternal mortality ratio has decreased from 270 per cent in 1990 to 86 per cent in 2012. To achieve the target Guyana was supposed to reduce its maternal mortality rate to 67.5 percent by the end of 2015. Public Health Minister, Dr. George Norton, stated that while he is saddened that Guyana was unable to meet the millennium goal, the Ministry will still continue to tackle the issue and bring it down to the lowest in the

Caribbean. “We made a commitment on our campaign trail to have maternity mortality rates reduced and we uphold that,” he said, adding that the majority of maternal death cases were pointing directly to the negligence of health care professionals. “We have recognized that we have a real problem on our hands and we have decided to tackle it by taking a multisectoral approach,” he said. He added too that the Ministry has plans to improve the physical conditions of maternity facilities, especially at the Georgetown Public

Hospital. He stated that he was not satisfied with the response of the health care practitioners, highlighting that it was brought to his attention that some doctors were “more concerned about changing over shift than tending to mothers.” “I want the doctors to be more involved. They are negligent and I will not hide that fact. I’m hearing talks that I’m micro-managing everything, but if that’s what it will take to stop mothers from dying, and dropping the maternal mortality rate, so be it,” he firmly asserted.

Working on a possible new motive, police have detained two more persons in connection with the murder of 49-year-old Latchmin Shivpujan, who was stabbed to death on Tuesday in her home at Crane, East Bank Demerara. Crime Chief Wendell Blanhum said that the two detained men are security guards. Detectives are reportedly exploring another theory in relation to Shivpujan’s death. Shivpujan, called ‘Radika’, was a security guard with the Kalibur Investigative and Security Services. Her exhusband was one of the first persons taken into custody. Kaieteur News understands that the woman’s spouse has given police an alibi for his whereabouts during the period that Shivpajan was killed. The mother of two was found lying in a pool of blood, with three stab wounds to the upper body. She is believed to have been slain shortly

after midnight on Tuesday, when neighbours heard her screaming in her apartment. Shivpajan lived alone in the lower flat of a two-storey house but was reportedly frequently visited by male friends. A resident living a short distance from where the incident occurred recalled that the police were called in during the night, but they only responded “at day clean.” A few residents described Shivpujan as “a friendly guard lady” who worked a short distance from where she lived. Mahadai Singh, the slain woman‘s sister, said that she had not spoken to Shivpujan

Latchmin Shivpujan for nearly two decades. Singh said that she and her sister were estranged because she did not approve of Shivpujan’s lifestyle.

Govt. condemns indiscriminate awarding of state reserves Minister of State, Joseph Harmon, on Wednesday expressed confidence in the new board and administration of the Guyana Lands and Surveys Commission (GLSC)’s capacity to make management and land use consistent with international standards and best practices. Harmon assured staff of the Commission that any reasonable application by their management to enhance their welfare will be considered favourably by the Government. The Minister was at the time speaking at the Commission’s 15th anniversary and awards ceremony, during which 52 employees were honoured for their sterling contribution to the organisation’s work. Minister of Indigenous Peoples’ Affairs, Sydney Allicock; Minister within the Ministry of Communities, Valerie Patterson; Presidential Advisor on the Environment, Rear Admiral (ret’d) Gary Best and representatives of the United Nations Development Programme (UNDP) were also among those in attendance. “Land is the most basic of all economic resources and fundamental to the form that

societal development takes. Whether it is agricultural activities, urban development or ecological sustainability, land and land issues are of vital importance to us all. Its availability, distribution and management are crucial to the development of any society,” Minister Harmon said. The Commission’s ability to identify lands for development is important to the expansion of Guyana’s economy, he said, adding that it now has the capacity to use its own resources to turn its fortunes around. “We have to ensure that this generation of Guyanese become owners of a piece of land, and that we reserve portions of our land for the next generation of Guyanese and this is a challenge which the GLSC will have to take very seriously,” the Minister posited. Harmon also condemned the indiscriminate awarding of leases for lands that constitute state reserves. He reminded that these reserves were meant for common purposes and not individual use. He also called for an end to any discriminatory practice with regard to the issuance of lease applications. “We have to ensure that the work of the Commission

is transparent and that Guyanese people, wherever they are, can be satisfied that whatever document evidencing the lease or licence that they have…is something with which they can stand firm with and can go to the bank or any other institution with,” he said. Meanwhile, Chief Executive Officer of the GLSC, Trevor Benn, reaffirmed his commitment to working with the Government and the Board and staff of the Commission to increase its efficiency by reducing the time it takes to process leases, improve customer relations, increase its presence in the Administrative Regions, monitor State lands, and ensure that the relevant laws are effectively enforced at all times. The GLSC is a semiautonomous agency that is responsible for land surveying and administration in Guyana. Its mandate includes the administering of lands, maintenance of a land register and cadastral records, and the optimising of land use. Additionally, it is also responsible for the development of land use policies and plans, as well as land information systems.

Contractors begin preliminary work for city parking meters

(From left) Representatives of NPS; John Daniels, Colvern Venture, Ifa Kamau Cush and Simon Moshesvilli. Guyana’s capital city is taking one step closer to being on par with the rest of the developed world as the implementation of parking meters commenced yesterday. Representatives from the National Parking Systems (NPS), the company that was awarded the contract from the Georgetown Mayor and City Council, gathered at the Square of the Revolution where they briefed the media on the project. Officials of the firm speaking to Kaieteur News were Chairman of Smart City Solutions, Simon Moshesvilli, Chairman of NPS and Director of Smart City Solutions, Ifa Kamau Cush and John Daniels, former Traffic Chief of the Guyana Police Force. Daniels is in charge of the enforcement and security portfolio for the project. Also in the company of the representatives was City Engineer Colvern Venture. The project is being advanced jointly between the National Parking Systems and Smart City Solutions. Cush stated that the project will be completed in two phases and is expected to begin in September of this year. Phase One, he explained, will focus on the central business district in Georgetown. He said that these areas include Regent, Robb, Carmichael, Middle and Water Streets. Cush predicts that they will eventually expand to the Sheriff and Princes Streets areas. The meters are expected to be solar-powered and possess a variety of value added features. It was explained that one parking meter will be responsible for approximately 10-12 spaces. Cush said that there will be a wireless

interface which will allow users to top up their balance on the meters using their mobile phones in the event that their time expires. It was also explained that there will be a set price for every rotation that a vehicle utilizes. According to Cush, each rotation will last 15 minutes. Daniels commented that to prevent vandalism of the meters, there will be 24/7 surveillance via security cameras and personnel hired to make frequent checks at the specific locations. Meanwhile, Moshesvilli spoke on the design of the meters, stating that they are specially designed to deter the efforts of vandals. He told the media that the meters will also be equipped with GPS tracking, and the ability to automatically dial the 911 emergency number, if there is any suspected tampering or destruction of property. City Engineer Colvern Venture stated that the Council is in full support of the project, as it will address many of its concerns. Some of these include the obvious parking problem, the blockage of entrances to buildings, regulation of the amount of vehicles entering the city and more importantly, road safety. Venture believes that the introduction of these meters will force persons erecting buildings to conduct business to ensure they make adequate parking accommodation for their staff and customers. At present, the city tries to limit the presence of containers parked along the city roads by charging persons $25,000 per day, but with these meters, the Council will have a better control over traffic circulation. Added to remedying

these issues, the City aims to generate revenue which, according to Moshesvilli, will be channelled back into the communities of Georgetown. Cush gave a brief historical background to the project, declaring that the proposal is almost 20 years old. It was first made in 1995 and finally approved in 1996. He further related that the then ruling PPP Government had refused to implement the project, and that its realization now, is by virtue of the vision of the incumbent APNU+AFC administration. He stated that the idea behind the project is aligned with the “Clean and Green” vision of President David Granger, which was also adopted by the current Mayor of Georgetown Patricia Chase-Green. The business community is also expected to benefit from the meters, whereby, if an individual parks in front of a business, the driver will be given a discount on whatever product he or she purchases. This will only be applicable to businesses which have signed such an agreement with the firm and the Council. This is expected to increase the customer base for businesses, allowing them to generate greater profits. The introduction of these meters had raised a few eyebrows lately; some segments of society believe that the nation is not ready. However, Daniels stated that the implementation of these meters is backed by the law. He noted that Section 274 of the Municipal and Districts Council Act states that the council can “establish, maintain and control parking; erect and maintain “parking meters”; regulate the standing and parking of vehicles on council roads”. Earlier this year, the Mayor & City Council had also come in for criticism by an overseas-based Guyanese, Mr. Saratu Phillips of Astrolobe Technology, who claimed he was awarded the project in 2007. The project was supposed to last for 25 years.

Auditors recommend strengthening of NFMU accounting process Forensic auditors are recommending that the National Frequency Management Unit (NFMU) take several measures to strengthen its accounting systems. The auditors attached to

Ram and McRae, Chartered Accountants, noted in a detailed report that the NFMU uses QuickBooks software for its accounting systems and Microsoft Excel for the preparation of payrolls. The auditors noted that

QuickBooks is an accounting software package geared mainly toward small and medium-sized businesses and offers on-premise accounting applications as well as cloud-based features. They said that the

software is universally used to monitor expenses, create invoices and reports, track change orders and job status, and manage inventory, customers, vendors and employees. Based on the nature and

volume of the entity’s transactions, the forensic auditors said that the QuickBooks Accounting software is adequate to effectively manage the Unit’s financial system. They recommended, however, that

the payroll functions be moved to software that is capable of generating the relevant reports for submission to the Guyana Revenue Authority (GRA) and that provides an interface with the accounting system.

Former Minister Kranenburg passes on The People’s National Congress Reform (PNCR) has expressed profound regret at the passing of Jules Richard Kranenburg. “Dickie”, as he was familiarly called, had an outstanding career in the Maritime Division of the Transport and Harbours Department where he achieved the position of

Chief Pilot before being seconded to the Bauxite Industry Development Company (BIDCO) and head of its Shipping Department. In October 1986, President Hugh Desmond Hoyte appointed Kranenburg as one of his Technocrat Ministers. This caused Kranenburg to become a parliamentarian.

Charlestown man... From page 11 put her wedding ring and her engagement ring on it and it’s gone.” Thompson, during his address to the court, maintained that this was a case of mistaken identity. He pointed out that his client had been professing his innocence from the time he was apprehended by police. He pleaded with the court to not give preference to the complainant when considering bail just because he is not a Guyanese. The Attorney highlighted that someone had already identified the robber to the complainant. This, Thompson stressed, helped the victim with identifying his client on an identification parade. Thompson said that he believes his client is innocent of the charge and should the prosecutor oppose bail, he needs to prove that Barker would not attend court. According to the attorney, his client was not a flight risk and was willing to comply with any conditions attached to bail, including having to surrender his passport.

Further, he stated that the defendant has no pending or previous matters before the court. In support of his application, Thompson pointed out that there is a likelihood that his client would not be afforded trial within a reasonable time due to an overload of matters before the court despite Magistrates’ efforts to have them disposed of in a timely manner. However, this bail application was met with objection from Police Prosecutor, Inspector Neville Jeffers. The prosecutor asked that bail be denied for the defendant citing the seriousness, prevalence and nature of the offence. He emphasized that Barker was identified by the complainant on an identification parade and the fact that personal violence was used during the robbery. He informed the court that the item was not recovered. Jeffers added that there is one statement outstanding from the police file and efforts are being made by the investigating rank to have it completed.

McDoom residents... From page 12 informed that while a team will be dispatched to the area to advise against the storage of the tyres, enforcement will fall within the purview of the Mayor and City Council of Georgetown (M&CC). M&CC’s Public Relations Officer, Ms. Debra Lewis, yesterday assured that she would bring the situation to the attention of the Vector and Rodent Control Unit of the municipal’s Public Health Department, which she expects will attend to the issue as early as today in the quest to have the mosquito-borne threat halted. As at last month, the Ministry of Public Health was able to confirm nine cases of the Zika virus. Although the symptoms of the virus often last for several days to a week and those infected could be protected from future infections, it has also been linked to more severe conditions. Health officials have been able to con-

clude that the virus is associated with the Guillian-Barré syndrome (a disorder in which the body’s immune system attacks part of the peripheral nervous system) and microcephaly (a birth defect where a baby’s head is abnormally small). There have been reports, too, that the virus could also be transmitted sexually. It has also been deduced that the Zika virus usually remains in the blood of an infected persons for about a week, but it can be found longer in some people. Persons can seek to prevent mosquito bites by wearing light-coloured clothes that cover the body, arms and legs. They can also help to protect themselves by using insect repellents to exposed body parts and use household insecticide sprays, coils and candles to ward off mosquitoes. However, if someone manifests symptoms of the virus, they are encouraged to visit the nearest health facility.

Kranenburg who was then Shipping Manager of BIDCO, was appointed Minister of Works and Communications He served with distinction as Minister of Public Works until 1992 when the PNC Government demitted office following the General Elections of that year. President David Granger and other members of the PNCR’s Central Executive Committee have extended heartfelt condolences to Mr. Kranenburg’s wife, Megan; daughter, Karen; and all other sorrowing relatives and friends.

Secretary-General reiterates... From page 20 Granger had identified a number of the areas in which he would like to focus when Guyana assumes Chairmanship in January 2017. Food security, environmental protection and the security and defence of small states, as well as the response to disasters, will be among CARICOM'S priority issues under his stewardship. The CARICOM Single

Market and Economy (CSME), an integrated development strategy aimed at promoting growth in the member states, will also be addressed in the push for food security. LaRocque said that during his meeting with the President, discussions were expanded on those priority areas, “He already has some thoughts which we will work on which are issues pertaining to the green economy, the

economy in general, and how we could look to cause the CSME to make more contributions towards job creation [and] the environment. Of course we spoke about geopolitical issues and challenges in our region and hemisphere, and those are some of the issues which will be on the agenda,” LaRocque said. The Chairmanship of the Conference of Heads of Government is rotated every six months.

GNBA ignites plan to nullify existing broadcast licences -Chairman

By Abena RockcliffeCampbell

The Board of the Guyana National Broadcasting Authority (GNBA) has finally set in motion a plan that will see all broadcasters having to reapply for licences to operate. Even before the new Board of the Authority was appointed, the APNU+AFC government had said that it will make good on its promise to regulate the Broadcast industry and revoke all those radio licences that former President Bharrat Jagdeo had granted days before demitting office. Today, the licences remain valid. GNBA said that it was caught between a rock and a hard place when it tried to maneuver ways and means to revoke the licences without legal implications. The new GNBA board was appointed in September. Leonard Craig was named Chairman. In April, the GNBA held its first press conference. At that forum, strong state-

ments were made to the effect that the Board intends to act forcefully in the best interest of Guyana. The media was told that within two to three weeks it would have received information about the way forward with regards to revoking the radio licences. Nothing was heard. However, yesterday Craig said that the Board has been working despite not announcing the strides made. He indicated that all the glorious plans previously announced by the Authority cannot be implemented unless the necessary regulations are in place. Craig said that a few weeks ago, the Board wrote Prime Minister, Moses Nagamootoo informing him of the “critical” changes to be made in Broadcasting as the Board sees fit. These included proposed rate structures and mechanisms for zoning. Craig said that the Prime Minister, finding no issues with the proposals, has since written to Attorney General,

Linden suicide victim fished from river The body of Tabitha Small was early yesterday morning fished out of the Demerara River. The woman’s body was retrieved from the river around 06:30 hrs, in the vicinity of the Wismar Market. It was subsequently taken to the Wismar mortuary. Shock waves had rippled through the mining Town after news spread of a young woman who had jumped off the Mackenzie/Wismar Bridge to her death, in the murky Demerara River. The woman turned out to be Small. Several persons reportedly witnessed the incident. Twenty-four-year-old Small, of South Amelia’s Ward, was reportedly diagnosed with tuberculosis about two years ago. On Monday last, Small had gone to the Linden Hospital Complex for treatment for

her condition, according to reports. She had reportedly suffered a fainting spell while there, and was subsequently admitted to the institution. However sources revealed that Small took her own discharge early Tuesday morning, and proceeded to the Mackenzie/Wismar Bridge. According to one eyewitness, she was barefooted at the time. The woman subsequently climbed onto the rails of the bridge and jumped overboard, as she neared the Wismar end of the bridge, eyewitnesses reported. No one was close enough to the woman, to save her.

Basil Williams, communicating the need for a legal input. Craig said that the Attorney General’s Chambers have since undertaken the task of crafting the regulations in legal language. The Chairman indicated that he made contact with the Chamber earlier this week and was told that the first draft of the regulations is well underway. Craig said that the Attorney General Chambers communicated with him that the draft may be ready within a week. When it is completed, the draft will be sent to the Authority. Craig said that once the Board is satisfied that what has been translated into legal language is an adequate reflection of the will of the Board, the AG’s Chambers will then make it final. The regulations will then be published in the Official Gazette. When that process is completed, GNBA’s Board will then ask all Broadcasters to reapply for licences that will now conform to the new regulations. “That course will necessitate reapplication from all Broadcasters; they will all have to reapply to fit into the new format,” said Craig. Craig said that on file ap-

plicants will be asked to update their applications to also confirm with the new format. “All applications will be judged based on merit, taking everything into consideration”, said Craig. The regulations will include mechanisms for the implementation of new commercial zoning system namely primary, secondary and tertiary zones with a special category for community stations. Region Four is considered the Primary Zone. It includes Georgetown and environs and will attract a $1.2M fee, yearly. Berbice, Bartica and Essequibo are considered Secondary zones and will attract a $600,000 yearly fee. The Tertiary Zones will be Linden, Lethem and Mabaruma. Broadcasters operating in that zone will pay $300,000 while Community TV Stations will pay $150,000. As for Radio licence fees, the GNBA has decided to retain the existing $ 2.5M for the Primary zone while operators in the Secondary Zone will have to pay $1.25M. Broadcasters in the Tertiary Zone will have to pay $625,000 and Community Radio Stations will pay $312,500.

Gunmen storm RDC H/Q, torch safes Police on the East Coast of Demerara have initiated a hunt for four gunmen who stormed the Regional Democratic Council Office at BV/Triumph, and escaped with an undisclosed amount of cash. The incident occurred around 02:00 hours yesterday. According to the police, the four men, armed with handguns, stormed the headquarters of the Region Four Democratic Council. They re-

lieved one of two security guards of cash and valuables, tied the men up, and proceeded to torch two safes in the building following which they carted off an undisclosed sum of cash. The guards eventually managed to free themselves and reported the matter to the police. No arrests have been made as yet. Investigations are continuing.

GNBA’s Chairman, Leonard Craig Nevertheless, Craig said that the policy of 3.5% of gross income whichever is

greater, will still stand. The Chairman said that all operators who desire their signals extended to more than one Region will, on the approval of the Authority, be allowed to extend to additional zones but will be required to pay the annual fee applicable to the additional zone/s. At its press conference, GNBA Board told the media that it has explicitly and unanimously decided that Jagdeo illegally distributed resources “belonging to the people of Guyana” when he granted radio licences to his friends and family in 2011. “We know that something has to be done to correct this wrong.”

Man who fatally shot Guyanese teen turns self in

In custody: Taariq Stephens (NY Daily News photo) New York (New York Daily News) - The dangerous fugitive wanted for killing a teenage Brooklyn babysitter turned himself in yesterday. Taariq Stephens, a 24year-old man with a halfdozen prior arrests and a .40caliber submachine gun, was identified two days after the cold-blooded shooting of 16year-old Shemel Mercurius as her terrified 3-year-old nephew watched, said NYPD Chief of Detectives Robert Boyce. He was being questioned at the 67th Precinct after surrendering to police last evening, sources said. The victim, with her dying breath, shared Stephens’ first name with cops inside the apartment. A video camera caught the armed killer forcing his way inside the home after the teen initially rebuffed his efforts. The motive in the brutal killing remained unclear, and Boyce said initial reports that the killer was Mercurius’ boyfriend proved inaccurate.

Killed: Shemel Mercurius (NY Daily News photo) “From what we can read of the texts, it is not a romantic relationship,” Boyce said. “There’s a lot more to go in this case ... to figure out.” Stephens was carrying a powerful Keltec submachine gun when he forced his way into Mercurius’ Brooklyn Ave. apartment on Tuesday evening. “He pulls out the stock of the gun before he shoots this young lady,” Boyce said. “He racks three times, leaving three full rounds outside on the hallway.” One of the bullets tore through the teen’s arm and into her chest, leaving her with a fatal wound. The tot was not injured, although his mother said the child was terrified by what he saw. Stephens’ lawyer contacted cops Thursday after his name was released and said the ex-con was ready to turn himself in, sources said. He later surrendered at the 67th stationhouse. The slain girl’s weepy mother, Lavern Williams-

Oliver, was scrambling in their native Guyana for a visitor’s visa to attend her daughter’s funeral. The two last spoke only two days before the Tuesday night killing. “She is my first baby,” said the mom as she fought back tears. “I don’t know how something like this can happen to my baby. She was peaceful, loving and inspirational.” Four of her Edward R. Murrow High School classmates collected $137 toward paying for Shemel’s funeral. “It just touched our hearts that her life ended so abruptly,” said Ebony Campbell, 15. “We felt like we had to do something.” The family was still in the process of finalizing funeral plans for the girl. “We went to the morgue this morning to identify the body,” said her grandmother Joan. “We don’t have a date yet, but we’re starting to put things together.” The grandma said no one in the family had ever heard the name Taariq when cops asked about the suspect. The slain girl’s classmates observed a moment of silence yesterday after her death was announced by Principal Allen Barge. “She was such a nice person, sweet person,” said junior Kindersly Louis, 17. “When I saw her picture on the news, I started freaking out. I was crying and crying.”

Clinton casts Trump as dangerous clown in caustic speech on foreign policy Reuters - U.S. Democratic presidential candidate Hillary Clinton lambasted Donald Trump’s foreign policy platform as “dangerously incoherent” in a speech yesterday that cast her Republican rival as both a frightening and laughable figure. In remarks that at times resembled a comedy roast, Clinton unleashed a torrent of polished zingers and one-liners to attack Trump’s policies and character, suggesting Trump might start a nuclear war if elected to the White House simply because “somebody got under his very thin skin.” “Donald Trump’s ideas are not just different, they are dangerously incoherent,” she said to a room of supporters in San Diego, California. “They’re not even really ideas, just a series of bizarre rants, personal feuds and outright lies.” Clinton, the front-runner in the race to become the Democratic presidential nominee, delivered her speech as she seeks to shift her attention to the Nov. 8 election against likely rival Trump and away from Bernie Sanders, a U.S. senator from Vermont, who is continuing his longshot bid for the nomination. Clinton was speaking in San Diego ahead of California’s June 7 primary election. Democratic Party leaders have fretted about how to best oppose Trump, who managed to knock out all 16 rivals for the Republican nomination in part with his uninhibited style of assailing them with personal insults. Trump revels in referring to Clinton as “Crooked Hillary” and dredging up the infidelities of her husband, Bill Clinton, the former president. Clinton’s remarks were intended in part to show she would not be cowed and that

Hillary Clinton she could go toe-to-toe with him in scornful put-downs. “He says he has foreign policy experience because he ran the Miss Universe pageant in Russia,” she said as the crowd guffawed, and she suggested Trump would run the U.S. economy “like one of his casinos.” During her speech, Clinton predicted Trump, who has been deeply critical of Clinton’s foreign policy record, would take to his Twitter account to insult her, and he did. “Bad performance by Crooked Hillary Clinton!” ran

one posting during the speech, which included a typo. “Reading poorly from the telepromter! She doesn’t even look presidential!” Trump has said previously that Clinton is distorting his actual policies. Amid the laugh lines, Clinton cited her own experience as secretary of state, in particular her role advising President Barack Obama during the mission to kill al Qaeda leader Osama bin Laden, to suggest her approach to foreign policy was the more serious. “He praises dictators like Vladimir Putin and picks fights with our friends, including the British prime minister, the mayor of London, the German chancellor, the president of Mexico and the pope,” Clinton said, listing some of the allies with whom Trump has verbally sparred in the last year. Obama, who has also been repeatedly mocked by Trump, has criticized Trump as being ignorant or cavalier about world affairs and has said that Trump’s rise has “rattled” foreign leaders.

Militants launch attacks in Niger Delta as Buhari cancels visit Reuters - Militants launched new attacks in the Niger Delta yesterday, vowing to bring Nigeria’s struggling oil industry to a total halt, and the president cancelled a long-awaited visit to the region. The army said militants killed six people on Wednesday when they ambushed a boat belonging to state oil firm NNPC in the Warri area. Separately, the Niger Delta Avengers group said it had attacked two crude pipelines operated by Italy’s ENI. “At about 2:00 am today @NDAvengers blew up the

Ogboinbiri to Tebidaba and Clough Creek to Tebidaba Crude Oil pipelines in Bayelsa State,” the group said on Twitter. “This is in line with our promise to all international oil companies and indigenous oil companies that Nigeria oil production will be zero.” But the NDA said in a statement late yesterday that it was not responsible for the boat attack. “Killing of sleeping soldiers is not our style,” the NDA said in an emailed statement.

India’s Modi goes to Washington as U.S. partner, but not yet full ally

U.S. President Barack Obama and India’s Prime Minister Narendra Modi (R) talk as they have coffee and tea together in the gardens of Hyderabad House in New Delhi January 25, 2015. REUTERS/Jim Bourg/File Photo Reuters - Two years ago there were questions over whether Indian Prime Minister Narendra Modi could get a visa to enter the United States. Next week he visits Washington as one of President Barack Obama’s closest international partners. Obama invited Modi for one of the last big visits by a world leader before his term ends in January. Although the trip won’t feature a lavish state dinner, the Indian leader will address both houses of Congress, considered a rare honour. This will be their seventh meeting since Modi became prime minister in May 2014, an impressive tally for a U.S. president and a leader who is not a formal ally, said Ashley Tellis at the Carnegie Endowment for International Peace in Washington. “The personal relationship between the president and the prime minister ... is really one of the unanticipated surprises of the past two years,” said Tellis, an expert on India. The developing relationship is seen as an Obama foreign policy success. Washington views India as an important part of its rebalance to Asia and as a counterweight to China. The two countries are finalising agreements that would make it possible for their militaries to cooperate more closely, and for U.S. defence manufacturers to both sell and make high-tech weaponry in India. A deal on logistics would govern issues such as how the two countries account for costs of military exercises. Another involves encrypted communications and geospatial data transfer. A history of colonial rule followed by decades of nonalignment has, however, made New Delhi wary of an embrace by the more power-

ful United States, which has overtaken Russia as India’s top arms supplier. “It is neither a strategic partnership nor an alliance,” said Nitin Gokhale, founder of defence portal Bharat Shakti. “It can be a long-term arrangement, but to call it a strategic partnership would be premature.” There are frustrations, too, on the U.S. side. The two countries reached a civil nuclear agreement in 2005, but it has yet to yield any contracts for U.S.based companies. Only now is Westinghouse, a unit of Japan’s Toshiba, approaching the finish line on a deal to build six reactors in India. The visit gives Modi a chance to network with U.S. lawmakers who may feature in a Donald Trump or Hillary Clinton administration but, as it coincides with the California primary, he is not expected to meet either. Modi is generally popular with U.S. lawmakers, who extended his invitation to address Congress. But they criticise what they see as lingering unfriendliness to U.S. firms and a stifling bureaucracy, and question New Delhi’s record on human rights. “The economic engagement between our two countries should increase and it should be more accessible for U.S. companies,” Senator Bob Corker, the Republican chairman of the Senate Foreign Relations Committee, said in a telephone interview. Obama and Modi are expected to discuss India’s desire to join the Nuclear Suppliers Group (NSG), a 48-member club of nuclear trading nations. India was shut out for decades because of its weapons programme, and the civil nuclear agreement with the United States gave it access to foreign suppliers without

giving up its arms. Obama administration officials have said they backed India’s desire to join the group, but the idea faces resistance among some on Capitol Hill, as well as from China, an ally of India’s arch-rival Pakistan. “Existing NSG guidelines were established to guard against nuclear proliferation, and we should not create exceptions for particular countries,” Corker said. There is lingering concern in Washington over Modi’s handling of communal riots in 2002 that killed at least 1,000 people, mostly Muslims, in Gujarat. Modi was chief minister of the state at the time and, though a court-ordered inquiry found insufficient evidence to prosecute him, the issue prevented him from getting a U.S. visa for years. Ben Cardin, the ranking Democrat on the Senate Foreign Relations Committee, raised human rights on a visit to New Delhi this week, saying the two largest democracies had “special obligations” to set the highest standards. Congress’ Tom Lantos Human Rights Commission has scheduled a hearing on India for June 7, the day Modi arrives in Washington and the day before his address to the combined House of Representatives and Senate. He leaves the United States on June 8. Corker promised to asked Modi about India’s record on human trafficking, which he brought up recently in an emotional Senate hearing with Obama administration officials. “The country we believe has 12-14 million slaves, which is close to half the number we believe exists worldwide,” Corker said. “It’s obviously a very significant issue and when he’s here, it’s one I certainly plan to raise.”

Kohli, Dhoni the only cricketers in ESPN’s World Fame 100 Virat Kohli, in irresistible form in Twenty 2 0 cricket and the captain of the Indian Test team, has found himself in the top ten of the global sports fame list put together by ESPN. Kohli was at No. 8 in the ESPN World Fame 100 rankings, which is otherwise

dominated by basketball and football players. However, cricket and India had a second entry in the top 20, with MS Dhoni, India’s ODI and T20 captain, at number 13. Tennis player Sania Mirza was the third Indian on the list, at number 41. The rankings for current

sportspersons were based on a formula devised by Ben Alamar, ESPN’s director of sports analytics; it combined salary and endorsements with social media following and Google search popularity. The list was led by Cristiano Ronaldo, the world’s top-earning

footballer. Only LeBron James, the American basketball star, separated Ronaldo from fellow footballers Lionel Messi and Neymar, who both play for FC Barcelona, La Liga rivals of Ronaldo’s Real Madrid. Tennis legend Roger Federer completed the top five. (ESPNcricinfo)

All four 2024 bid cities through to next stage: IOC All four cities trying to host the 2024 Games have advanced to the next stage of campaigning with the International Olympic Committee (IOC) finding no major flaws in their bids, it said yesterday. Boston was replaced by Los Angeles as the choice of the United States. ”There were no significant issues flagged up for a city not to be advanced,” spokesman Mark Adams said following a meeting of the

He also noted that the game provides a great opportunity for young people to be meaningfully engaged. Proprietor of Mike’s Pharmacy, Lakeram Singh, came in for high praise from President of the federation, Irshad Mohamed, for his willingness to sponsor the tournament at short notice. No formal proceedings against FIFA chief Infantino says ethics committee FIFA’s Ethics Committee has said there are no formal proceedings against Gianni Infantino, the recentlyelected president of soccer’s global body, after a German newspaper reported that he was facing a provisional ban for unethical conduct. However, the committee would not confirm or deny whether preliminary investigations, which would precede a formal investigation, had taken place. German newspaper Die Welt had said yesterday that Infantino, elected in February to lead FIFA out of the worst graft crisis in his history, was facing investigation over possible ethics breaches. ”We are not in a position to indicate if we have or have not preliminary investigatory proceedings against an individual,” said the ethics committee’s investigatory chamber in a statement to Reuters. “We would however like to point out that there are

no formal proceedings going on against Mr. Infantino.” Die Welt said it had seen emails suggesting that Infantino had ordered senior FIFA officials to delete recordings of a controversial meeting of the FIFA Council, formerly the executive committee, before last month’s Mexico City Congress. Meanwhile, the Swiss newspaper Tagesanzeiger published copies of emails it said were exchanged between FIFA officials and which it said confirmed they were obeying instructions to wipe out a recording. FIFA said in an emailed statement yesterday that one recording had been deleted because it was stored improperly, but the original audio file still existed and was properly archived. Matchups for 2016/17 Scotiabank CONCACAF Champions League Group Stage The Confederation of North, Central America and Caribbean Association Football (CONCACAF) conducted the draw for the 2016/17 Scotiabank CONCACAF Champions League (SCCL) at the Fontainebleau Hotel on Miami Beach, sorting the 24 participating clubs into eight groups of three for the eighth edition of the continental championship in its current format. Club Pachuca, 2009/10 CCL winners and current Liga MX Champion, was drawn into Group E. 2015 MLS Champion Portland Timbers will return to this edition of the champions league. They will participate in Group B. Caribbean Football Union Club Champions Central FC of Trinidad and Tobago headline Group C. CS Herediano, champion of the Costa Rican Summer Tournament will compete in Group G. The groups will be contested on a round-robin, home-andaway, four-game format, running August – October. Only the eight first-place teams will progress to the quarterfinals, which will kick-off in early 2017. The full schedule for the group stage will be announced in the coming weeks. The groups for the 2016/17 CONCACAF Champions League, in order of position drawn, are as follows: Group A: W Connection (TRI), Honduras Progreso (HON), Pumas (MEX) Group B: CD Dragon (SLV), Deportivo Saprissa (CRC), Portland Timbers (USA) Group C: Central FC (TRI), Vancouver Whitecaps (CAN), Sporting Kansas City (USA) Group D: Don Bosco FC (HAI), Arabe Unido (PAN), Monterrey (MEX) Group E: Police United (BLZ), Olimpia (HON), Pachuca (MEX) Group F: Alianza CF (SLV), Antigua GFC (GUA), New York Red Bulls (USA) Group G: Plaza Amador (PAN), CS Herediano (CRC), Tigres (MEX) Group H: Real Esteli (NIC), CD Suchitepequez (GUA), FC Dallas (USA). That file exists and is prop-

erly saved at FIFA.” FIFA was swept into controversy when the Congress in Mexico passed a resolution giving the FIFA Council the power to appoint or dismiss members of its independent watchdog committee. This effectively gave the Council, headed by Infantino, the right to fire ethics judge Hans-Joachim Eckert and eth-

ics investigator Cornel Borbely and the head of the audit and compliance committee, Domenico Scala. Scala, who had overseen the FIFA reforms, resigned in protest the foll o w i n g d a y, s a y i n g t h e resolution undermined recent reforms. Eckert and Borbely have remained in their posts and said the

change would have no impact on their work. Last week, the Frankfurter Allgemeine Zeitung, another German newspaper, alleged there had been a plot at the meeting to get rid of Scala after he antagonized FIFA Council members, although FIFA in reply described this as “ludicrous.” (Reuters)

Velodrome ready this month, Zika ‘no threat’ The Olympic velodrome will be ready for athletes to train there this month, organizers said yesterday, with the most delayed project of the Games still to be completed two months before the start. Games chief Carlos Nuzman played down any impact from the political crisis in Brazil, with the impeachment of suspended President Dilma Rousseff and her trial scheduled to run during the Olympics. He also said the mosquito-borne Zika virus, linked to birth defects, would not be a threat. Rio de Janeiro’s city government said earlier this week it had canceled its contract with the company constructing the velodrome after the firm filed for bankruptcy protection. “That is one of the points we explained to the IOC,” Nuzman told reporters after the organizers made their final progress report to the International Olympic Committee’s Executive Board. ”The Rio mayor was there (via video link) to provide these answers. At the end of June

it will be in condition for athletes to train there...the mayor gave these guarantees because he is in charge of the construction.” The indoor cycling test event scheduled for the end of April was canceled in March because it was not ready but the IOC now says it will be staged on June 2526. The construction of the venue has now been handed over to Engetecnica, a Brazilian company that has been working on the project as a sub-contractor since February. SCIENTIFIC CONSENSUS Nuzman also said that, according to the World Health Organization (WHO), Zika does not present a health risk that would warrant moving the Olympics. U.S. health officials have said Zika infections in pregnant women can cause microcephaly. The WHO has explained there is strong scientific consensus the virus can also cause Guillain-Barre, a rare neurological syndrome that leads to temporary paralysis in adults.

Nuzman added several athletes, including world number one tennis player Novak Djokovic, Brazilian footballer Neymar and sprinter Usain Bolt had said they were not concerned about Zika. However, he also explained that no female athlete had yet responded in the same way as Djokovic, Neymar and Bolt, adding there was no sign the virus was keeping any athlete away from the Games. Rio spokesman Mario Andrada said there was no need to stage any public information campaign because of what he said was a low infection rate during the winter months in Brazil. ”We had zero cases of Zika in 44 test events involving 7,000 athletes and 8,000 volunteers,” Andrada said. “There is no reason to engage

Djokovic, Serena face overtime as Paris finals beckon World number ones Novak Djokovic and Serena Williams will feel like they are working overtime today when organizers cram all four semifinals into a single session to try and ensure a rain-ravaged tournament ends on schedule. The Serbian will be on court for a fourth day running and the American for a third, after the players’ usual rest days between matches were eaten up by persistent rain delays that washed out Monday and meant just two hours of play were possible on Tuesday. The Serbian will also have to trade down to Roland Garros’ number two court to battle past his young Austrian opponent, Dominic Thiem. The 13th seed has lost both their encounters but is strengthening his case with every win to be viewed as the pick of a new tennis generation. ”He’s playing the best tennis of his life,” Djokovic told a news conference on Thursday after dispatching Czech Tomas Berdych in straight sets. “He’s played a lot of matches, especially on clay, which is his favorite surface... I’m sure he’s going to give it all in the semis.” Weather permitting, all semi-finals at grand slam tournaments are invariably played on the main show court, but the scheduling backlog means Djokovic and Thiem, and before them Spanish women’s fourth seed Garbine

Serena Williams Reuters/Benoit Tessier Muguruza and Australian Sam Stosur, will play Friday’s matches on Court Suzanne Lenglen. Djokovic, who will be contesting his 30th grand slam semi-final, is not a complete stranger to playing a last-four showdown away from the main stage. In 2007, his Wimbledon semi-final against Rafael Nadal took place on Court One. Taking pride of place on Paris’ main Philippe Chatrier showcourt will be Williams and unseeded Dutchwoman Kiki Bertens, followed by arguably the most mouthwatering clash of the day between world number two Andy Murray and defending champion Stan Wawrinka. ”I think he’s been an amazing player for many, many years,” Wawrinka told reporters about Murray, who has won eight of their 15 encounters. “He always tries to be a better player. The way he’s im-

proved on clay is quite impressive, because now he’s winning a lot of tournaments.” Both the Swiss and the

Briton have had the luxury of an extra day’s rest, having completed their fourth-round matches on Sunday before the rain set in. But while Djokovic, who along with Thiem did not clear the fourth round until Wednesday, is keenly aware he has had less time to recharge his batteries, that may just make him concentrate all the harder. ”The way that the schedule has been going on in the second week means there is not much time to really reflect on what you have done,” he said. “My focus right away goes for recovery and the next match.” (Reuters)

Pompey said that it was Jones who actually named the meet in her honor after she had a different concept. “I am extremely excited about it (the meet). If anyone does not like the name of it, feel free to blame Mr. Jones,” she said.

“I was going to call it the Guyana Invitational and he strongly suggested that it would add some value to call it the Aliann Pompey Invitational. If you don’t like it feel free to address him,” she continued in her opening remarks. According to Pompey, there will be 14 track events and two field events while athletes from 15 countries are confirmed to participate and 25 more are on the waiting list. She said that

Golden Jaguars looking... (From page 38) 2-5. The Guyana flagship team which was understrength given the absence of key players the likes of Christopher Nurse, Neil Danns, first choice goalkeeper Anthony Whyte, Jake Newton and Gregory Richardson arrived in the USVI last night after travelling for the entire day yesterday. In an invited comment, Shabazz noted that they

were beaten by a much more ready and professional outfit, in Curacao. ”While they were superior to us in possession we kept our shape and was always in the game. However we have learnt a lot from playing against these Dutch based professionals and scoring two goals against them meant we were always in the battle but we were too weak at Central defense. It is definitely an area of the team

we need to strengthen.” The Head Coach stated that goalkeeper Alex Murray is gaining experience on the job noting that it is a difficult period they must endure until they can get together the best team. The philosophical Coach is still bankinbg on his charges to deliver, “We look towards our game against USVI with a new sense of purpose and desire to still qualify and advance out of the group.”

athletes are expected from Antigua and Barbuda, Bahamas, Barbados, British Virgin Islands, Canada, Cayman Islands, Columbia, Guyanese overseas and locally based, Haiti, Ireland, Jamaica, Puerto Rico, St. Vincent, Trinidad and Tobago, Unites States and US Virgin Islands. In addition, the premier events are the 400m Men and Women, Men and Women 100m. She said the sponsored events are Fly Jamaica Women’s 100m, G O A M e n ’s 4 0 0 m , Ramada Princes Hotel 110m Hurdles, Quality P l u s M e n ’s 2 0 0 m , Guysuco Men’s Triple Jump, Digicel Men’s 100m and Digicel Women’s 200m. In his turn to address the media, Jones said that the National Sport Commission and by extension the Ministry of Culture, Youth and Sport is

proud to be associated with the AP Invitational. “It is noteworthy to mention that the rational behind AP Invitational is that in the future if you hashtag AP, Alian Pompey will pop up and that would be long lasting,” Jones said. “The fact that Aliann Pompey represented Guyana Internationally, of course put Guyana’s name out there internationally, we see this as not only a tribute to Pompey, but to our sportsmen and women throughout country,” Jones continued. He opined that many are of the view that Guyana’s Golden Jubilee activities ended in May, but that is not the case. He said the event is on Guyana’s calendar of Jubilee events because it is part of those celebrations. AAG President, Hutson also lauded the effort and his role in making it possible. “I must say for Guyana it is finally here. True

international competition returns after a very long time. I’m happy that the IAAF has seen it fit to fund this meet” he said. “We had our little pulling of ears to ensure that the necessary funding is needed for realisation of this meet. I don’t want to get into technical issues but AAG is happy to be associated and part of this meet,” Hutson noted. Digicel’s Events and S p o n s o r s h i p M a n a g e r, Louanna Abrams also gave the event the blessings of her company. “Digicel is pleased to be associated with this event. It is central to our company’s objectives of youth and community development particularly in the area of sport. I want to thank Ms. Pompey for having us on board and wish the organising committee every success,” Abrams said.

Former world heavyweight boxing champion Muhammad Ali has been hospitalized for a respiratory issue, family spokesman Bob Gunnell said yesterday. Gunnell said in a statement that Ali was in fair condition but that a brief hospital stay was expected. Ali, 74, has been suffering from Parkinson’s disease for more than three decades and has kept a low profile in recent years. His last public appearance was in April at the ‘Celebrity Fight Night’ gala in Arizona,

a charity that benefits the Muhammad Ali Parkinson Center. At the height of his career, Ali was known for his dancing feet and quick fists and his ability, as he put it, to float like a butterfly and sting like a bee. Ali, who lives in Phoenix, Arizona, has suffered health problems in recent years and was admitted to hospital in December 2014 with what was believed to be a mild case of pneumonia. Doctors later determined he had suffered a severe urinary

tract infection, for which he received further treatment in January 2015. Nicknamed “The Greatest,” he retired from boxing in 1981 with a 56-5 record. Ali’s diagnosis of Parkinson’s came about three years after he retired. Windies oppose South Africa today at Providence for 1st time in an ODI in Guyana -Tri Nation series By S e a n D e v e r s When number three ranked South Africa face off with West Indies from 13:30hrs today at Providence in a day/night contest to start the Tri-Nation ODI series which also involves favorites Australia it will be the first time these two teams will meet on South American soil. This will the 14th ODI at Providence since South Africa squeezed past Sri Lanka by one run despite four wickets in four balls from Lasith Malinga in the very first one and the first in Guyana since West Indies defeated Pakistan by 37 runs on July 16, 2003. It will also be the first time that an International game is being played under lights here and the first time since 1977 when the very first ODI in the West Indies was played at Albion that an ODI match will not be broadcast live on local Radio. Despite the presence of a tinge of grass, the track should be a typical slow and low Providence pitch. Providence is the fastest drying International cricket ground in the world and should be lush green from the recent rain. Only heavy showers this afternoon could prevent cricket from being played today and the weather forecast for today predicts partly cloudy conditions. South Africa have lost once in their three ODIs at Providence while West Indies lost four of their eight games at this venue and will start as the underdogs in today’s contest. With the games not starting until after Lunch, a large crowd is anticipated since Guyanese have been starved for cricket at this level and tickets can be bought at the venue and at the GCB office at Bourda today. West Indies, without Chris Gayle, Dwayne Bravo, Lindl Simmons, Dwayne Smith and Darren Sammy will have a tough assignment. The hosts have only won once in their last six series against South Africa and have only 13 wins

in 58 ODIs. Even with the return of off-spinner Sunil Narine and powerhouse all-rounder Kieron Pollard, South Africa, led by inform Skipper AB deVilliers and the bearded Hashim Amla, will be favored to register their 44th win against the home side. But cricket is not played on paper and West Indies could pull off of an upset win on a track which could assist the spinners. But Darren Bravo (2 ODI tons from 84 matches), Marlon Samuels (9 centuries from 177 ODIs), Pollard (3 centuries from 91 ODIs), and Denish Ramdin (2 hundreds from 129 ODIs), are all good players of spin and the four most experienced players in the team. They must step up to the plate today. World Cup hero Carlos Braithwaite and Skipper Jason Holder need to also produce with the bat since Johnson Charles, Andre Fletcher and Jonathan Carter are all short of experience and runs at this level. The Guyanese pair of Leon Johnson and Devendra Bishoo could have been better options at Providence. West Indies will bank on Narine, left-arm spinner Suleiman Benn and Ashley Nurse since this track might make hard work for Jerome Taylor and Shannon Gabriel, the only two genuine pacers in the squad. H o w e v e r, H o l d e r, Braithwaite and Pollard, if on song, could be the ideal bowlers for the slow track which should make ‘playing through the line’ difficult for the batsmen. Although the pitches in South Africa have a lot more bounce that the ones in the West Indies, AB, Amla and Rilee Rossouw would have had recent experience of playing on ‘turning tracks’ in the IPL in India and if they get going today the fans could be in for a treat. In addition to Amla, Quinton de Kock, JP Duminy and Rossouw are all capable of big scores while Wayne Parnell and Chris Morris could all contribute in the lower order. Faf du Plessis could miss

Darren Bravo & Sunil Narine will need to major roles today if West Indies hope to successful. today’s match due to a finger injury. Left-arm spinner Aaron Phangiso and 37-year-old leg-spinner Imran Tahir should enjoy conditions here while 26-year-old left-arm back-of-the-hand spinner Tabraiz Shamsi stakes a claim for his ODI debut on the back of his excellent First-Class performance in South Africa and in the IPL. Without Dale Steyn and Vernon Philander, the fast bowling will be led by Morne Morkel, Kyle Abbott, Parnell and Kagiso Rabada. Due to the adverse weather over the last few days only

the West Indies had an opportunity to practice twice since the teams arrived on Monday while South Africa had a ‘net’ yesterday. But with many of the players just out of the IPL, that should not be a major concern. Tickets for today’s game cost $2,000 (Party Stand), $3,000 (Orange), $4,000 (Green & Red) while Car passes are being sold for $1,000. India to tour West Indies for seven weeks starting July 6 The Indian team will tour the West Indies for seven weeks, starting July 6, for four Tests and two practice matches. The Tests will be played in Antigua and Barbuda, Jamaica, St Lucia and Trinidad and Tobago. The tour will start with a two-day practice match from July 9 in St Kitts followed by a three-day warm-up match from July 14 at the same venue. The first Test will begin from July 21, the second from July 30, the third from August 9 and the last one from August 18. Despite the BCCI and WICB confirming the tour more than six months ago, the announcement of the itinerary was delayed owing to the series clashing with the Caribbean Premier

League (CPL), which starts from June 30. The WICB was involved in talks with CPL officials to avoid any potential venue clash. The BCCI also sent its general manager MV Sridhar to do a recce of the venues in May. Head of operations at the West Indies Cricket Board, Roland Holder, said all four venues “are ready to host the visiting Indian team.” The last time the Indian team toured the West Indies was in June 2011 for a three-Test series, which India won 1-0. Last December, the top brass of the two boards had met in India following which WICB president Dave Cameron had said that the Indian board would honour the four-Test series, listed in the ICC’s Future Tours

Programme. The series was in doubt after the BCCI had suspended all bilateral ties immediately after West Indies had pulled out of the India tour mid-way in October 2014. Last month, former BCCI president Shashank Manohar told ESPNcricinfo that the board had waived off the $41.97 million damages imposed by the previous BCCI administration on the WICB for abandoning the 2014 tour. Manohar had said the WICB had guaranteed West Indies would return to India in 2017 to complete the unfinished matches. The Indian team is expected to depart for the Caribbean with a new coaching staff, applications for which were advertised by the BCCI on Wednesday.

The deadline for receiving the applications is June 10. It will be followed by a screening process to be initially handled by the BCCI, which will then submit a list of names to the soon-to-be-formed cricket advisory committee comprising reputed former players. That committee will then submit a shortlist back to the BCCI, which will likely discuss this further, if not unveil the new coach, during its working committee meeting in Dharamsala on June 25. A new addition this time in the support staff will be a chef, who has been appointed by the BCCI to mainly cater to the vegetarians in the squad. (ESPNcricinfo)
