Gas-to-EnergyprojectpeggedatUS$1.7B - Govt. tells High Court

Afterrepeatedlydodging questions on the ultimate cost of the Wales Gas-toEnergy (GTE) project, the Government of Guyana (GoG) has finally revealed thattheinitiativeispeggedat some US$1.7 billion, inclusiveofallcontractcosts bytheco-venturersandother contractors.

Attorney General and Minister of Legal Affairs, Anil Nandlall S.C in his application to join a Court matter, challenging the l e g a l i t y o f t h e Environmental Permit granted to Esso Exploration and Production Guyana Limited (EEPGL) for the pipeline aspect of the project, told the High Court “The investment in this project is in the vicinity of US$1,700,000,000 (one billion seven hundred million United States Dollars) and includes all associated project costs incurred under respective contracts by the GOG, its contractors, operators and co-venturers.”

He explained that the government entered into an Engineering, Procurement and Construction (EPC) contract in December 2022 fortheconstructionofa300megawatt(MW)powerplant which would provide lowcostreliableelectricitytothe public.

Further, he noted that the Government, in accordance with the

Acquisition of Lands for Public Purposes Act Cap 62:02, acquired lands required for the Gas to Energy Project (GEP) and hasenteredintoagreements for compensation with the affectedpropertyowners

Meanwhile, EEPGL which has been added as a respondent in the matter, filed by Elizabeth Hughes and Vanda Radzik, told the Courtthatithasagreedwith theGoGalongwithHessand CNOOC to “supply natural gas from some of the projects utilizing 12” (twelve inch) pipe line commencingintheStabroek

Blockandalongthefloorof theseabedandonshoretoan integrated plant for gas processing and power generation.”

Further, the oil company told the Court that some US$206M was expended in design and construction works for the project while an additional US$762M is expected to complete and commission the pipeline element.

The cost of the project has long been a contention, especially since the GoG have made it clear that a feasibility study for the projectisnotrequired.Back in 2018, the Inter-American Development Bank (IDB) had partnered with the State toconductafeasibilitystudy oftheproject.

Notably,atablewasused in that report which was sourcedfromExxonMobilin which the oil company said the project would cost US$478 million. Five years later, the project cost has morethantripled.

Taskforce Winston Brassington had said the pipeline would cost about US$1billionwhiletheother two components of the project would cost an additionalUS$759million.

Brassington explained thatGuyanawillberequired to pay back ExxonMobil some US$55 million each yearfor20yearstorepaythe company for its investment inthepipeline.

Brassington explained, “The government is funding thepowerplantandtheNGL plant and the EPC contract price, which is a lump sum fixed price is US$759 million(or)US$760million. We allocated this based on the pricing at about 63 percentofUS$477millionto thepowerplantandUS$282 milliontotheNGLfacility.”

Given that a number of contracts have already been awarded for the project, the AG is arguing that quashing the pipeline Permit can possiblyexposegovernment tolitigation.

Vanda Radzik and Elizabeth Hughes has asked theCourttoissueanOrderof Certiorari to quash the decisionmadebytheEPAto grant the Permit on the grounds inter alia that the decisionwasinbreachofthe provisions of the Environmental Protection Act (Cap. 20:05), and more p a r t i c u l a r l y, t h e Environmental Protection (Authorisation)Regulations. They argue that the Permit was granted by the EPA without proof that the developer owns the land through which the pipeline passes.

HOW MUCH GUYANESE ARE WORTH

ThecompanythatGuyana’sPresidentAlideclaredtobe an oil superpower, ExxonMobil, is worth a pretty penny US$429 billion is just shy of a half trillion, a majestic number for any company’s worth, but it is how much ExxonMobilisvalued. Yetthemostthatthisvoraciousoil behemothiswillingtocommittoprotectGuyaneseisUS$2 billion. ThecompanyismintingmoneyfromGuyana’srich offshoreoilfieldsbutitcanonlysparepenniestoobtainthe absolutelyvitalinsurancethatisneeded.

ThepeopleatExxonMobilaresoself-centered,somuch about their own craven interests, that the most they are prepared to set aside, to give as insurance protection, for Guyanese(theiroilpartners)islessthanhalfofonepercent of the company’s worth. No citizen of this resource rich country should need anything more to confirm how much ExxonMobil is all about itself and cares nothing about the welfareofGuyanese. Thisistheknownnatureofenslavers, exploiters, and enrichers, as history has repeatedly taught theworld.

Guyanese live with an oil contract that enslaves them, and with insurance of a kind that endangers them. Surely, the lives of Guyanese cannot be this cheap, matter for nothing but this proposed paltry US$2 billion coverage! Presently,thisisthemaximumthatExxonMobilisprepared togo,andnotacentmoreinthelevelofprotectionofferedto Guyana. ExxonMobil has played every game imaginable with issuing this written, binding company assurance (‘unlimited parent company guarantee’above and beyond anyactualpolicytakenout).

With approximately 750,000 Guyanese citizens, this meagermaximumofUS$2billionthatExxonMobilandits Guyanasidekick,VicePresidentBharatJagdeo,hasbandied about translates to the interesting, if not shocking. When looked at practically, US$2 billion gives the clearest indicationofhowcheaplythepeopleatExxonMobilvalue the existence of Guyanese. We say this because US$2 billion divided by 750,000 gives a result of US$2,666 per person. Toputintoperspective,thismeansthatintheevent ofanoilspillofdevastatingproportions,onewithdamages totheenvironmentandmuchmore,themostthatGuyanese could expect, could have in their hands, is just over a half millionGuyanadollars.

Whatcouldthatcoverforthenationasawhole,whena trulydamagingoilspillwreakshavocwithwayoflife,with livelihoods,withaneconomythatgrindstoacompletestop, due to its clear dependency on oil? What about financial coverage for the loss of production revenues, should a cataclysmic spill occur? What does the equivalent of 5-6 months wages do for citizens reduced to scrapping for a living in an economy now shattered and operating under a pall? It is recognized that many Guyanese in the distant regionswillnotbeaffectedbythephysicaleffectsofaspill, buttheyaresuregoingtobeforcedtograppleforsurvivalin a country rocked to its core, and from which economic prospectshavebeensuckedout.

WethinkthatExxonMobilisgamblingthatUS$2billion isgoingtofoolmostGuyaneseasaconsiderableamountof money After all, it is in billions, and inAmerican dollars also. Butwhathasbecomemoreandmoreobviousishow ExxonMobil underestimates the intelligence of the Guyanesepeople,andtheninsultsthemforaddedmeasure. ItshouldbenotedthatthefocusisonGuyanaalone,andnot a word has been said about other countries (12 of them) in the region. They could also be severely impacted by a catastrophic oil spill, one that is a close cousin to the big onesthathaveexplodedelsewhere. Nobodyshouldneedan educationastohowmuchthoseneighboursofoursdepend on their glittering waters, their beautiful beaches, and on tourismasthelynchpinoftheireconomies. Allofthisisat stake, and we could be on the hook for it, with this US$2 billionbarbaritythatExxonMobilsohaughtilyputsbefore us.

Let’sgetthisclear:US$2billionisanotevenadropin the coverage bucket. An unlimited parent company guaranteeiswhatitmustbe,endofdiscussion.

Reason to Celebrate a Major Govt.Achievement

Amidst the ‘fuss and fight’over the recently held Local Government Elections, I noticed that not much was made out of the fact that Guyana was yet again given a “Tier 1” ranking, in its efforts to combat Trafficking in Persons” (or human trafficking).

Almost casually, “The Ministries of Home Affairs (and by extension the Ministerial Taskforce on TraffickinginPersonswhich isco-chairedbytheMinister of Home Affairs, Mr Robeson Benn) and of Human Services and Social Security (Dr Vindhya

P e r s a u d ) h a v e acknowledged the release of this United States Department of State 2023 Trafficking in Persons Report, which attested to whatIhavejuststated.Ifeel itissomethingtobeproudof and for which the People’s Progressive Party/Civic Government must be highly commended.

Letmeoffermyreasons, as I think that many have very little appreciation for what really constitutes fighting TIP First, prevention in countries of origin has been largely neglected which is barely acceptable, having in mind the vital role of preventive measures for reducing the supplysideoftraffickingand thusunderminetheeffortsof traffickers.

For example, in Guyana, people from Venezuela, Brazil and Cuba, as well as from as far off as some

African countries have been in the country and with questionabledocumentation.

Addtothisthefactthatthey have been aided and abetted by many locals who have been able, many times, to escapethearmsofthelaw

Another factor is that “Interagency Cooperation Mechanisms”againsthuman trafficking are poorly developed while, for example, cooperation between security authorities and Non-governmental organizations (NGOs) that provide support and protection to victims can enlighten the way, leading directly to the traffickers. Last but not least, the demand side in countries of destination is an underresearched issue that deserves the attention of academics and policymakers, as after all, we should not forget that trafficking is a supplydemand illicit business process. I think you are getting the picture now, and believe me, there are other seriousareasofobstacles.

So, indeed, the rating given to Guyana is “… a testament of the hard work and dedication of individual members of the Task Force, Non-Governmental Organizations (NGOs) and all other stakeholders, who assisted through increased reporting, training, awareness, proactive investigations, victim protection and international andlocalpartnership.”

DEAREDITOR, The Local Government Election (LGE) results confirmed the PPP’s rising star, and the PNC’s sinking shipraisingconcernsabouta very weakened Opposition and its likely dismal performance in the 2025 General and Regional elections.

Notwithstanding, the PPP must not be found gloatingbutshouldbedoing some serious introspection. Many say the PPP leaders have become very arrogant andaloof,andthatwouldbe its downfall if it does not changeinahurryaswehead towards2025.

If a viable Third Force emerges, that will prove interesting for the PPP as wellasPNC.

The PNC lost the LGE before it went into the elections The PNC not contesting in 291 of the 610 constituencies was surrenderedtothePPP

If they could not put together candidates’lists for those not-contested areas, what does it say about the PNC’spoliticalcapacityand their chances of winning in

2023.ThePNC’sretentionof Linden was spectacular, but the PNC lost seats in Georgetown and New Amsterdam, and lost almost 2,000 votes to the PPP in Linden.

The PPPpicked up PNC crossover votes in those 3 areas, as well as other areas theywon.

The PNC did not appear to have picked up crossover votesfromthePPP.ThePNC boasts that it accomplished its revised objectives, never mind the bar was set very lowandtheypickedthelowhangingfruits.

The PNC yielded 291 constituencies to the PPP withoutafight.ThePPPwon 66ofthe80LocalAuthority Areas(LAAs)-over75%as predictedbytheBisrampoll. The PNC’s narrow wins in 14 Local Authority Areas is underwhelming and troubling, for a party that won 31 seats in the 2020 elections.

The PPP won 906 of 1220seatsoverall. No wonder the PNC’s Mr Bond reportedly said, “anypartyleaderwhoclaims the recent June 12 local

government polls were a success for the PNCR-ledA partnership For National Unity (APNU) is both ‘delusional and a liar.’ “ (“Bond calls out PNC/R leadersas‘DelusionalLiars’ regarding LGEs outcome,” Chronicle,June14,2023).

Similarly, former Minister Patterson reportedly lauded the fact that the PNC-led APNU coalition did maintain control of its strongholds such as Georgetown and Linden.

In the same breath, however,hepointedoutthat it did so despite a lukewarm Opposition campaign, an Opposition which is “not overwhelmingly popular” andatatimewhentheparty is facing internal revolt withinitsranks.

Patterson further commented that areas of concern for the Opposition are voter apathy, internal disunity, muddled messagingandlackofyouth involvement.

He noted that should the Opposition manage to resolve these issues, “the road to 2025 (General and

Regional Elections) will be an interesting journey ” (“Norton’s popularity dwindles as Opposition members challenge his handling of APNU’s LGE defeat,”GT,June15,2023).

Overall,thePPPdidvery well,althoughdetractorssay thatfortheamountofmoney spent on the campaign, results should have been much better. It does not appearthathandingoutcash grants early influenced voters’ choice or turnout much. The PPP had a more diverse support attracting PNC crossovers, while the PNCobtainedmostlyitscore support in traditional strongholdareas.

The election results give the PPP some cause for celebration,butforthePNC, there is much reason for lamentation PNC leaders may realize they are in trouble and seek new leadership as they regroup with the 2025 General electionsinmind.

Now, with a 75%+ victory,thePPPmustdeliver onallelectionpromises.

is ducking, but PPPmust not be

Filling the potholes of poverty on Guyana’s fast paced highway to development

DEAREDITOR, Povertyisanenigmathat baffles most governments throughouttheworld.Heads of states and policy makers ofeverypersuasioncontinue to grapple with the historicity of poverty in the hope of finding solutions.

Grounded in the very foundation of societies, many third world leaders’ angst about poverty that proved repeatedly to be an elusive force in the course t o w a r d s n a t i o n a l development. In this regard, Guyanaisnotanexception.

ThehistoryofGuyanais one of colonial domination, exploitation, and oppression which expropriated enormous profits from the l a b o u r p o w e r o f disenfranchised African s l a v e s , a n d t h e n impoverished East Indian indentured servants

Shipped to England, the profits benefitted residents of the so-called Mother Country who lived lives of luxuries while the labourers who produced the profits lived lives of squalor and abject poverty–the latter group supplementing their existence on garden crops, barteringandsharing.

The impoverishment of the Guyanese population is well documented by Walter Rodney, Dwarka Nath,

Basdeo Mangru, and other Guyanese historians. They noted how colonizers designed an economic system of oppression and brutality that kept slaves, freedmen, and indentured dependent on the plantation for survival. And that while Guyana’s colonial overseers lived lavishly in secured residential compounds, plantation labourers existed in subservience and persistentpoverty,housedin shacks considered unworthy ofhumanhabitation. In reproducing control and passivity of the colonized population, the colonial planters class fashioned a system of subsistence existence and economic dependency that kept Indians on the plantations while relocating freed Africans in peasant type cooperative and communal villages along Guyana’scoastland.

Cheddi Jagan - in his 1964 monograph entitled “The anatomy of poverty in BritishGuiana”-chronicled how the colonial occupiers structured a system of exploitation of labour that kept the majority of Guyanese in constant poverty, and dependent on the plantation for daily survival.

Tohelpthemmanagethe

plantations, colonials provided education to labourers children only insofar to satisfy the plantations and government needsforlower-levelclerical workers.Suchacquisitionof education allowed some to gain limited economic success.

Over the years, the system of plantation and village existence evolved intogradationsofpovertyin which those with higher incomes and savings improved their living conditions while the majority continued lives of subsistence existence. It is this creation of poverty that the governments of independent Guyana inherited.

To date, in its efforts to develop the country, the PPP/Cgovernmenthastaken stepstoaddresstheproblem of poverty through various initiatives.

Focusing on improving education, the PPP/C Government built schools, training institutes, and established university campuses, with intent on producingwellqualifiedand trained candidates for workforceparticipation.

T h r o u g h t h e establishment of health centresandclinicsinvarious parts of the country, the g o v e r n m e n t h a s d e m o n s t r a t e d i t s commitment to improve the health and wellbeing of citizensthatwillenablethem toleadproductivelives.

By increasing retirement and old-age benefits, the government has helped in alleviating the trappings of dire poverty among the elderly sector of the Guyanesepopulation.

By restructuring the sugar plantations and decreasing the dependency on strenuous manual labour through increasing mechanization, the government is better postured to provide livingwages to improve the daily livesofplantationlabourers.

The distribution of government land has assisted many in building their own homes, and establishingsmallfarmsthat serve in improving the qualityoflife.

The above, coupled with regional infrastructural development such as roads, bridges, and drainage, along with the establishment of recreational and civic centres, the PPP/C government has made inroads in its efforts to address the problem of poverty

While intent on addressing Guyana’s problem of poverty, the PPP/C government is saddled with the latent aspects of the subculture of persistent poverty Like potholes on a highly traversed highway that keep onemergingevenafterbeing patched,andexpandedwhen not attended to in a timely fashion, poverty refuse to disappear

Let’s look at a few examples. Many of today’s University graduates and individuals with technical education still seek to migrate to the U.S, Canada, andothercountriesinsearch of quick economic success. Many skilled and unskilled labourers with relatives abroad also look forward to migrating, and when sponsored, some cease working altogether even though it may take years for the approval of their immigrant status. Legal and illegal migration continues to bleed the country of qualified and skilled personnel In addition, repatriates with their newfound wealth and retirement benefits, residing in their former villages and communities have widened the economic distances between themselves, neighbours,andevenfamily members. These are but a few examples of salient yet overlooked or ignored aspects of the reproduction ofpoverty

While the discovery and productionofoilhascreated hopeforeconomicsuccessin the minds of many, the dividends accrued takes times. When coupled with investments in internal development which also takes time, the PPP/C governmentbecomesdoubly pressedtocarefullyplanand implement projects across regions to bring greater benefitstoresidents.

development projects can lead to failures that c o n t r i b u t e t o t h e enlargement of poverty enclaves. These enclaves, in turn, are susceptible to the cultivation, and harbouring of deviants and criminals who commit acts of terror against the public. These enclaves are also sources of political exploitation in the promotion of divisiveness, unrest, and societal instability

Hence, in travelling the fast-paced highway to economic development, the PPP/C government cannot afford to overlook, or cease inaddressingthepotholesof poverty which can only be minimized, but not easily eradicated Even as it continues to address this societal problem, many would be quick to attack the PPP/C government as being responsible for creating the existence of poverty Customarily,suchopponents deliberately ignore the fact that Guyana came into existence over centuries of productionandreproduction ofpersistentpoverty

Untilsuchtimewhenthe government can afford to provide economic relief to the qualified poor, the distinctions between the havesandthehave-notswill continue to be problematic, and serve as fodder for opposition forces in their falseclaimsandpropaganda campaigns.

Frompage5 placementinthemostrecent edition of the Report makes this the seventh consecutive year that the Government of Guyana has maintained sustained efforts to combat this crime, and more so, during and post a global health pandemic, increased use of online platforms, increasing acts of migrant smuggling and evolving recruitmenttacticsofhuman traffickers.“

Aswaspointedoutinour local press, “Trafficking in Persons or Human Traffickingremainsadeeply entrenched global issue, affecting millions of individuals across borders, age groups and social-

economic backgrounds. The literature on the issue says that “Human trafficking is a complex phenomenon related to many different factors, such as migration, economic exclusion, human rights, labour, and genderbased violence, to name a few

Forthisreason,Iamglad that the Government of Guyanais bringingtogether officials from multiple departments and agencies who can cover a wide range of issues including, for example, international, I n d i g e n o u s , l a w enforcement, immigration and procurement matters, in o r d e r t o i d e n t i f y interdisciplinary and cross-

sectoral anti-trafficking policyresponses.

Thesuccessandprogress of this mind set is quite evident, as “for the first half of the year, the Guyana Police Force’s, Trafficking in Persons Unit investigated twenty-one (21) reported traffickinginpersons’cases, of which, two hundred and forty- four (244) alleged victims were interviewed and screened, twenty-three (23) being under eighteen (18) years of age. It gets better, as some five (5) persons were officially charged and placed before the court between January and May, this year, for offences ranging from trafficking in persons,

assault, forgery of currency notes and the operation of a Brothel. Ministry utilizing loan to purchase flash drives

Th e M i n i s t r y o f Agriculture is utilizing part of a US$8.4 million loan to purchase flash drives and tablets.

In an Invitation for Bids (IFB) published in Saturday's edition of Kaieteur News, the Ministry said it is looking to procure tablets with keyboards and flash drives with financing from the International Fund for Agriculture Development (IFAD).

Bids to supply the equipment willremainopenuntilJuly4,2023.

KaieteurNewsunderstandsthat the loan was approved by the agency in 2016 to finance the 'Hinterland Environmentally Sustainable Agricultural DevelopmentProject'.

The lending institution on its website noted that the total cost of the project is pegged at US11.14 million. US$8.45 million is being funded by IFAD while the

government is providing US$2.43 million in additional funds to supporttheinitiative.

According to IFAD, the project supports the resilience of rural familiesandIndigenouspeoplesby promoting the links between economic diversification, productive transformation, environmental protection and familynutrition.

It identifies products that will enable small farmers' inclusion in markets, which, in turn, will increase local demand for services andlabourandstrengthentheentire ruraleconomy

It also seeks to improve smallscale farmers' access to public services, knowledge and technologies through training and technical assistance in the areas of planning and natural resources management (water, soil, renewableenergy,agro-diversity).

It supports local and regional

councils as they plan and prioritize investments in local value chains and strengthens their resilience, enabling communities to identify economic opportunities as well as the risks resulting from climate change.

The project also aims to improvefoodsecurityandnutrition through the promotion of crops, fish and forest products that can sustainably improve household diets This involves nutrition education and behaviour change activities,includingtheelaboration ofdietaryguidelines.

The project will conclude in 2024.

Thispublicationhadreportedin May last year that the Ministry of Education utilized a loan from the Inter-AmericanDevelopmentBank (IDB) to purchase some 5000 flash drives, in an effort to recover learning losses during the restrictions imposed during the Covid-19pandemic.

In a request for bids (RFB) that was published in Kaieteur News, the Ministry said, “The Cooperative Republic of Guyana has received a loan from the InterAmerican Development Bank

toward the cost of 'Support to Safety Nets for Vulnerable

(Component 2) and it intends to apply part of this loan to payments under the contract for the procurement of 5000 flash drives forschools.”

The notice did not provide details pertaining to who would be thebeneficiariesoftheflashdrives; neither did it explain how the procurement of such equipment would aid in the educational advancementofstudentsorpupils.

Efforts were made by this newspaper to contact the Ministry for further details regarding the procurement of the flash drives but provedfutile.

Bids to supply the flash drives were later received by the National Procurement and Tender Administration ranging from $9.9 millionto$27.5million.

Last Tuesday marked the 43rd anniversaryofthe assassination of renowned Guyanese historian and former co-leader of the Working People’s Alliance, Dr. Walter Rodney. If his p a r t y h e l d a n y commemorative event for this anniversary, it certainly wasnotwell-publicized.

Before leaving office in 2015,thePPP/Cgovernment had initiated a Commission of Inquiry into the assassination of Walter Rodney

The Report of the Commission of Inquiry (COI) laid the blame for Rodney’s assassination at thefeetoftheState.

The Report concluded that the prime suspect, Gregory Smith, did not act alone but had the active and fullsupportandparticipation and encouragement of and/orwasaidedandabetted bytheGuyanaPoliceForce, the Guyana Defence Force, other agencies of the State and the political directorate. It went on to conclude that Rodney’s assassination could only have been done withtheknowledgeofPrime MinisterForbesBurnham.

The APNU+AFC governmentabortedtheCOI because the revelations which were emanating from itwerebeginningtobecome too embarrassing for the PNCR and some of its leaders and associates, both pastandpresent.

The Rodney COI was endedatacrucialstage.The Barbadian Senior Counsel, representing the Rodney family, had begun to interrogate one of the witnesses. Under stiff cross examination, the witness

became agitated in the witness box, over an interesting line of questioning that caught the witness completely off guard. That witness is still aliveandkickingandthereis much more questioning to which he should be subjected.

The abrupt and prematureterminationofthe COI ended any prospects of anotherwitnessbeingplaced on the stand and questioned about his or her own role in thecircumstancesleadingto the assassination of Rodney andthesubsequentdeparture of the main suspect in Rodney’s killing Other criticalwitnessesincludinga former Crime Chief of Guyana, who may have had information about this case, wasnotcalledbecauseofthe abortingofthecase.

On the 40th anniversary of the assassination of Rodney, the National SecurityArchives published aseriesofdocumentswhich it obtained from the US government via a Freedom of Information request. The documents showed that the US government did pursue some level of inquiries into Rodney’s assassination. It is unfortunate that those documents were not made public prior to or during the courseoftheCOIbecauseit would have made the cross examination of certain witnesses extremely interesting.

The local media has shown no enthusiasm to undertake investigations to dig up facts which were not revealed in the COI. In fact, sinceRodney’sassassination in1980,onlytwojournalists were known to pursue evidence in the case. Both are now dead, one being the former Editor of the Stabroek News, Sharief Khan who actually did an interview with the prime suspect, Gregory Smith, whilehewasstillafugitive.

But there are still others who were not able to give evidence in the COI who may be able to provide information or knowledge which they have about Rodney’sassassination.

It is hoped that some personorpersonswithinthe local media would seek interviews from those who did not give evidence but werescheduledtodoso.And to obtain from them whatever information they may had concerning the assassinationofRodney

A SHORT HISTORY OF TREACHERY, BETRAYING TO FOREIGN EXPLOITERS

Retracing steps through the pages of history, I share something with fellow Guyanese. All should quickly recognize, considering the extent of what has taken hold here, how the worst enemies are our own people. In one word, treachery-repeated instances of it-conveys how it is one’s own who betray and sellout, time and again, with great consequences following.

Then decide for selves, myfellowGuyanese,whois aboutfidelitytocountryand patrimony, and who is only about political treachery in thesumoftheirconspiracies and collaborations. AsExxonhas prospered, Guyanese hopes perish As Guyanese politicians and their sidekicksturntraitororous, look at the local landscape and determine who is

shredded and tortured for their own inheritance by their own joining with rapaciousexploiters.

Though a touchy issue, Blackslavesdidfightforthe Confederacy during the AmericanCivilWarthathad as an objective their liberation. Who is the PPP and PNC fighting for in Guyana? Who are politiciansbattlingforwhen oilorothernaturalresources are involved? Who do they and their legions battle against, when Exxon is empowered to walk all over Guyanese?

Pukka sahibs scorn Guyanese, but have succeeded in making some locals believe that they are preferredcompany,thatthey are cherished for the dirty work they do for exploiters. TheBritishwhohadapolicy of “butcher and bolt” in the torrid tribal zones of India, almost identical to what the AmericansdidtotheNative Indians.

This is what Guyanese p o l i t i c i a n s , parliamentarians, and private sector condone Silence is not simply

thunderous; it speaks the barren language of failure.

Let me not forget the key supporting roles of some Indian maharajahs to the ravenous British Crown at the expense of their downtrodden and abused ownpeople.

In 1998 when Yoweri Museveni, the president of Uganda, told an audience including Bill Clinton: “African chiefs were the ones waging war on each other and capturing their own people and selling them If anyone should apologise, it should be the Africanchiefs.Westillhave those traitors here even today.” Yes, Guyana has them too, and by the battalion.Thosewordsofthe Ugandan president have an eerie ring and relevance in Guyana today, don’t they? Who is holding whom captive here for the Americans and Exxon?

Who is selling their own people for the favor of hobnobbing with the Caucasians, if not the PPP Government, the Private Sector, the Chamber of

Commerce, and the churches(allofthem)?

Somebody help me identify who are the real lowlifes (check private sector people slur) and the authentic traitors, the betrayers who profane our patrimony, condemn themselves, and corrupt many others. Guyana could have paid off US$1B in loans from Qatar, Saudi Arabia with lost taxes and royalties from ExxonMobil

Startling revelations have emerged regarding Guyana missing out on opportunities to alleviate its debt burden. The People’s Progressive Party Civic

(PPP/C) administration, led byPresidentIrfaanAli,isin the process of racking up loans totaling US$1 16B from Qatar, Saudi Arabia, and the United States.What

is particularly concerning is that this debt could have been paid off using the lost taxes and royalties from ExxonMobil during the period from 2020 to 2022.

Between 2020 and 2022, Guyana suffered a significant loss of potential revenue as a result of lower taxesandroyaltiescollected from ExxonMobil The accumulated total of lost taxes and royalties from ExxonMobil during this periodstandsatUS$1.16B.

GuyanachargesExxona measly 2% royalty, despite recently introducing a petroleum contract with 10% royalty for other oil companies. By not charging a 10% royalty for oil production in the first three years, Guyana has foregone US$880M in royalties. As for taxes, Guyana pays Exxon’sincometaxesoutof itsshareofprofitoil.

This has resulted in the country sacrificing US$285Mintaxes,basedon figures from Exxon’s financial statements In termsoftheloans,thePPP/C administration secured a loanofUS$350millionfrom Qatar on May 29 This funding was specifically designatedfortheextension

of the Schoonord to Crane four-lanehighwayprojectin Region Three. Additionally, onJune6,theadministration signed two loan agreements totaling US$150 million with the Saudi Fund for Development (SFD). These loans were intended for the “ I n f r a s t r u c t u r a l Development Works for the HousingSectorProject”and the“ConstructionofWismar B r i d g e P r o j e c t ”

Furthermore, an application for a loan of approximately US$660 million from the UnitedStatesExport-Import Bank to finance the Gas-toEnergyprojectispending.

When evaluating the loans acquired from Qatar, SaudiArabia, and the US, it becomes clear that the combined total of US$1.16 billion aligns precisely with the potential taxes and

royalties lost from ExxonMobil during the 2020-2022 period This correlation shows a gravely missed opportunity for Guyana to reduce its debts. President Ali has said

Guyana must pursue every revenue-generating measure, but this does not seem to apply to Exxon.

While Vice President Dr Bharrat Jagdeo defends the administration’s borrowing activities by citing the positive impact of the oil boom on the economy, it is crucial to consider the longterm consequences of such substantial borrowing While investments in infrastructure are necessary f o r d e v e l o p m e n t , responsible financial management is essential to ensure the country’s economic stability and futuregrowth.

As Guyana continues to grapple with its growing debt, it is imperative for the government to adopt prudent strategies for managingitsfinances.

A comprehensive evaluation of the country’s debt sustainability, repayment capabilities, and potential avenues for revenue generation is essential.

Stabroek Block partners eyeing more than $52 trillion from five projects

to 10 days. The project, with an estimated development costofUS$3.6billion,served as a catalyst for Guyana's emergence as an oilproducingnation.

Building on Liza Phase One, the Liza Phase Two project is producing a resource estimate of 600 million barrels of oil equivalent,at 230,000 bpd. It commencedoilproductionin February 2022. The FPSO vessel, with an oil storage capacity of 2 million barrels, facilitates offloading every 4 days Liza Phase Two represents a substantial investment, with an estimated development cost ofUS$6billion.

The Payara project, encompassingthePayaraand Pacora fields, is expected to commence oil production in 2023 With a resource estimate of 600 million barrels of oil equivalent, it is projectedtoproduce220,000 bpd, starting later this year Its FPSO has an oil storage capacity of 2 million barrels, facilitating offloading every 4days.Thedevelopmentcost of Payara is estimated at US$9billion.

Scheduled to begin

The Uaru project, encompassing the Uaru, Mako, and Snoek fields, is expected to commence oil production in 2026. With a resource estimate of 800 million barrels of oil, Uaru will produce oil at 250,000 bpd. Similar to Yellowtail, Uaru'sFPSOvesselboastsan oil storage capacity of 2 million barrels, allowing for oil offloading every 4 days. The People's Progressive Party Civic (PPP/C) administration continues to

drop the ball with repeated delays to Guyana's oil blocks auction.

According to Reuters, Vice President Dr Bharrat Jagdeo said the government

decided to postpone the offshore licensing round so it can finalize the new terms of the country's oil and gas regulatory framework. The publication said the government postponed the roundthreetimesbefore.

Repeated delays do not bodewellforoilauctions.Ifa government cannot manage the process effectively, it stands to lose out on investments. When an oil company decides to turn its interest to the auction in a particularcountry,itsignifies more than just an expression of interest. It means that company has decided it would have to set aside valuable resources to bid in theauction,andthen,tostudy and explore the block once it isawarded.

This point is buttressed by the fact that the government has made it crystal clear, that a welldiversified consortium will have a better chance of winning an oil block. The government cannot seriously expect Guyana to attract the

cream of the crop, in this regard, with the level of coordination required to form a proper consortium, when there are multiple delays to the deadlines associated with theround.

STRENGTHENING THE US-CARIBBEAN RELATIONSHIP: A WORK IN PROGRESS

The relationship betweentheUnitedStatesof America (US) and the 14member independent m e m b e r s t a t e s o f

CARICOM as well as the Dominican Republic has entered a new phase of cooperation after 7 years of neglect between 2015 and 2022. Renewed US interest in the Caribbean region as a whole, as distinct from a preoccupation with Cuba and Haiti, began at the Summit of the Americas in Los Angeles, hosted by President Joe Biden in June 2022. Atthatmeeting,many Caribbean leaders insisted onacollectivemeetingwith the US President to place serious issues of concern beforehim.

Prior to the LosAngeles meeting, no engagement between Caribbean leaders, collectively, and a US President had taken place since Barack Obama held a fleetingencounterwiththem inJamaicain2015.

Donald Trump had no engagementofanykindwith Caribbean leaders, collectively InMarch2019, Trump held what many political commentators regarded as a divisive meeting with leaders of 5 Caribbean countries at his personalestate,Mar-a-Lago, inFlorida. Thatperfunctory meeting with the heads of Government of The Bahamas, Haiti, the Dominican Republic, Jamaica and St Lucia was not in the least bit substantial. OftheHeadsof Government who met Trump only the Jamaican Head of Government is still inoffice.

Trump was encouraged to hold it by his political advisers as a gesture of appreciation to the 5 leaders who joined him in recognizing Juan Guaidó as thePresidentofVenezuela–a decision which continues t o h a v e a d v e r s e consequences in the Hemisphere. The promises hemadetothese5leadersof

assistanceonvariousmatters nevermaterialized.Eighteen monthsofPresidentBiden’s administration elapsed before he – and his policymakingteam–widenedtheir Caribbean attention beyond CubaandHaiti.

OnCuba,theBidenteam had largely continued the hardline policies inherited from Trump, and, regarding Haiti, the principal concern was restricting the constant flow of refugees, fleeing to the US to escape what was, even then, a humanitarian crisis.

The game changer was the meeting in Los Angeles in the margins of the 2022 Summit of the Americas where Caribbean leaders were persuasive in setting forth the crucial interests shared by the US and the Caribbean There were, perhaps,twounderliningbut unspoken issues that helped tore-igniteUSinterestinthe Caribbean. Thefirstwasthe growing economic, political and diplomatic presence of China in the Caribbean and LatinAmerica,andtheother was a new assertiveness by the leftist groups in Latin America who were being elected to government, challenging the traditional USswayoverthearea.

WhattheUSsawasgreat value in the Caribbean was that, with the exception of Haiti, the 14 CARICOM countriesandtheDominican Republic were relatively stable democracies, the majority of which were motivated by their development needs and not b y i d e o l o g i e s Strengtheningrelationswith this group was certainly in theinterestoftheUS.

Regarding China, realization had dawned on USpolicymakersthatChina wasfillingavacuumthatthe US had left in the provision o f f i n a n c i n g f o r development and, as a consequence, had become a serious rival in what the US hadtraditionallyregardedas itssphereofinfluence.

The wheels of a new

cooperation were set in motion with three joint committees established to pursue energy security, food security, and access to financing.

While no dramatic results appear to have been achieved by these three Committees,attheveryleast theUShasre-engagedinthe region. OnJune8,2023,US Vice President Kamala Harris met Caribbean leaders in The Bahamas in furtheranceofenhancingthe US-Caribbeanrelationship.

It was clear from the US State Department’s read out of the meeting and the statement issued by the CARICOM Secretariat, on behalf of the Caribbean leaders, that apart from the usefulness of the meeting to ventilate concerns, matters had not progressed in ways that could cause Caribbean leaders to describe it other thanas“ausefulplatformfor productivediscussions”.

Similarly, the US State Departmentdidnotdescribe outcomes beyond stating that among the issues “discussed” were: cooperation to address the climate crisis and the transition to clean energy; ways to strengthen energy security and enhance resilience; and adaptive capacity to withstand the impacts of climate change andextremeweatherevents.

Still, the US is maintaining a dialogue. So far, it has not delivered results with the immediacy that the Caribbean might like, but this may be due to difficulties of coordination and implementation on both the Caribbean and US side that require fixing. It is in the Caribbean’s interest to establish a single, focussed mechanism, much like the original 1997 Regional Negotiating Machinery, which was given the authority under Heads of Government guidance to negotiate the region’s trade and investment relationship withtheEuropeanUnion.

MONITORING OF NEW & USED TYRES TO ENSURE CONSUMER PROTECTION

Tyres sold to consumers must beabletoprovide grip for braking and acceleration to maintain steering and directional control, and act as shock absorbersforvibrationsfrom the road Damaged or defectivetyreswhichcannot provide these benefits compromise the lives of those travelling on the roadways.

Assuch,forovertwentythree (23) years, the Guyana National Bureau of Standards (GNBS) has been monitoring this commodity to ensure that only the best tyresaresoldtoconsumers.

TheGNBSisresponsible for the monitoring of new and used tyres upon importation and at sale outlets, based on the requirements of two National Standards. These standards are the Guyana Standard Requirements for Pneumatic passenger car tyres,GYS67:2017,andthe G u y a n a S t a n d a r d Specification for Pneumatic tyres for highway commercial vehicles, GYS 194:2001.

Importers and dealers of both new and used tyres are required to register with the GNBS annually to import and sell on the local market. To ensure that these businesspersons comply, Inspectors of the GNBS Product Compliance Department inspect the commodity at the ports of entry upon importation, and at warehouses and sale outlets during surveillance visits. From January to May this year, there have been a total of seventy-six (76) inspections of used tyres imported into Guyana and ninety-seven (97) inspectionsofnewtyres.

The new and used tyres are checked for defects including cracks on the sidewall, uneven wear, cracks within thread, damaged bead area and low thread depth The thread depth of tyres offers visual guidance as to the extent of usage of a tyre. For used tyres, the required thread depth must be at least four millimetres(4mm)andmust notexceedsixyearsfromthe dateofmanufacture.

Once defects are found, those tyres are destroyed. From inspections, a total of 3002 tyres were destroyed due to various defects

between January to May 2023.

Tyres are also inspected forconformancetolabelling requirements.

They must be properly labelled to include size, brand, the maximum permissible inflation pressure, manufacture date and other information. The GYS67:2017statesthatnew tyresshouldnotbemorethan two years old from the date ofmanufactureatthetimeof importation into Guyana, whiletyressixyearsorolder should not be offered for sale. It must be noted that snowtyresarenotallowedto be imported and sold in Guyana.

Meanwhile, at the sale outlets,checksarealsomade to ensure that the tyres are storedinaccordancewiththe requirementsofthestandard. The standard specifies that tyres must be stored vertically, horizontally or plaitedtoavoiddeformation. During inspections, dealers are educated on the requirements for passenger tyres to be stored in rows of ten if packed horizontally while commercial tyres can bestoredinrowsofeight.In addition,theymustbekeptin a building to protect them from humidity, direct sunlight, or extreme temperatures.

Consumers are also advised to look for the GNBSpermitsissuedtotyre dealers at their sale outlets. The permit to sell indicates that the retailer is not only registered to sell the commodity,butthetyresare also monitored by the GNBS.

On the May 31 every year since 1987, “World No Tobacco Day” has been observed under the auspices of the United Nations, with theaimofraisingawareness of the harmful effects of tobacco use and the dangers of non-smokers being exposed to tobacco smoke. The theme of this year’s commemoration is “Grow FoodNotTobacco”.

T h e c o n s u m e r community worldwide has always taken the themes of World No Tobacco Day seriously and remains resolute in championing the eliminationoftobaccouse.

Tobacco contains 4000 poisons or toxic substances which when smoked, chewed or inhaled, damages various organs of the body, resulting in the tobacco user beingseverelyafflictedwith dangerousailments. Among the toxic substances are tar, ammonia, acetic acid, carbon monoxide and nicotine.

This can cause much heartache on the ones who have brought them into the world, have nurtured and cared for them from Day One, and have willingly taken on the vario problems involved bringing them up –providingfood,clothingand shelter, giving them all that is necessary for them to obtain a fair education, and worked towards helping them to launch out on their own.

Therearemanyhomes in which the fathers have taken on all the various problems in supplying their families with all they need, with the mothers just doing whatever is necessary to keep the household going. Five militants attacked the Lhubiriha secondary school in Mpondwe at around 23:30 (20:30 GMT) on Friday.

They entered dormitories, setting fire and using machetes to kill and maim the pupils, officials said.

The Allied Democratic Forces (ADF) - based in the Democratic Republic of Congo (DRC) - have been blamed and a manhunt is under way.

More than 60 people are educated at the school, most of whom live there.

Uganda’s information minister said 37 students were confirmed to have been killed, but did not give their ages.

Twenty of them were attacked with machetes and 17 of them burned to death, Chris Baryomunsi told the BBC.

UN Secretary General Antonio Guterres condemned the “appalling act” and called for those behind it to be brought to justice.

Soldiers are pursuing ADF insurgents towards the DRC’s Virunga national park - Africa’s oldest and largest national park which is home to rare species, including mountain gorillas.

Militias including the ADF also use the vast expanse, which borders Uganda and Rwanda, as a hideout.

“Our forces are pursuing the enemy to rescue those abducted and destroy this group,” defence spokesperson Felix Kulayigye said on Twitter.

The Ugandan army has also deployed helicopters to help track the rebel group over mountainous terrain.

The deadly episode follows last week’s attack by suspected ADF fighters in a village in the DRC near to the Ugandan border. Over 100 villagers fled to Uganda but have since returned.

The attack on the school, located less than 2km (1.25 miles) from the DRC border, is the first such attack on a Ugandan school in 25 years.

In June 1998, 80 students were burnt to death in their dormitories in an ADF attack on Kichwamba Technical Institute near the border of DRC. More than 100 students were abducted.

Govt. joins Exxon in fight against Guyanese in three court cases

The Government

o f G u y a n a (GoG), in three consecutive Court matters, filed by citizens challenging ExxonMobil, has joined the proceedings to throw its support behind the multinational oil and gas corporation.

The citizens instituted thelegalproceedingsagainst the oil giant for “robbing” the nation of its taxes, depriving it of adequate p r o t e c t i o n a g a i n s t potentially devastating spills and more recently, operating c o n t r a r y t o t h e environmental regulations governingitsactivities.

While the move by the state to throw its support behind the oil company took many Guyanese by surprise, some activists believe that the government is now revealingitstruecolours.

Initially, businessman and newspaper Publisher, Glenn Lall moved to the High Court in what was described a “historic move” challengingtheextensivetax waivers being granted to Exxon and its partners through the 2016 Production Sharing Agreement (PSA) signedwithgovernment.

Lall was fighting for companies other than the Stabroek Block licensees to payitsfairshareoftaxes,but

the Attorney General, Anil Nandlall submitted strong arguments justifying the tax holidays.

The case which was prepared and filed by his Attorney-at-Law, Mohamed R.Ali, outlined that many of the provisions listed under Article15.1ofthePetroleum Agreement, dated June 27, 2016 between the Guyana Government and the oil c o m p a n i e s , g r a n t s exemptions to persons other than licensees, which violate the Petroleum Exploration and Production Act (PEPA), the FinancialAdministration (and Audit) Act, the P r e v e n t i o n o f Discrimination Act, and the Constitution.

In light of this, Lall through his lawyer, c o n t e n d e d t h a t t h e provisions are unlawful, null and void, and of no legal effect. The businessman lost the case in February of this year

In his ruling, High Court Justice Nareshwar Harnanan said the minister is vested with the power under Section 51 of the PEPA and the Petroleum (Exploration and Production) (Tax laws) to grant EEPGL, CNOOC Nexen Petroleum Guyana Limited, and Hess Guyana Exploration Limited, all companies that are parties to

the case, concessions of extensivetaxexemptions.

Further, he added that “the exemption applies directly and indirectly to the licensee and anyone else in relation to their dealing with thelicensee.”

In a second matter filed by two citizens, Frederick Collins and Godfrey Whyte, for the oil giant to adhere to the requirements of the Liza One Permit and provide the nation with an unlimited parentcompanyguaranteeto pay for damages relating to an oil spill, the government again fought against the citizens, taking the side of Exxon.

The High Court in a ruling on May 3, 2023 ruled that the company must provide the parent guarantee within30days.Itwasn'tlong after that the regulatory body; Environmental Protection Agency (EPA) filed an appeal against the full liability coverage, ordered by Justice Sandil Kissoon.

The government later joinedthecasewithExxonto fight against the Guyanese citizens.

In a third matter, Guyanese learnt this week that the government has again teamed up with Exxon against two citizens, who have challenged the legality of the Gas-to-Energy (GTE) Permit, issued to Esso Exploration and Production

Guyana Limited (EEPGL)t h e s u b s i d i a r y o f ExxonMobilCorporation.

That case was filed by Vanda Radzik and Elizabeth Hughes in the High Court back in March this year TheyhaveaskedtheCourtto quash the Permit since Exxon had no evidence that it owned the land through which the GTE pipeline will passthrough,whenitapplied to the EPA seeking approval fortheinitiative.

In their application to the Court, Radzik and DeaneHughes stated that Pursuant to Regulation 17 (2)(c)(iii) of the Environmental Protection (Authorisation) Regulations, an application for an environmental

authorization must contain “proof that the applicant eitherownsthefacilityorhas a lease or other agreement with the landowner or occupier to enable the applicant to conduct the activity without the consent of the landowner or occupier.”

Government applied to the Court to join the matter and was approved as a second respondent this past week.
