Police issue wanted bulletin

P

olice have issued a wanted bulletin for Gopaul Tawari, also called 'Onkar,' who is wanted for questioning in relation to obtaining money by false pretence from Bibi Shamin Saroo Zadeef in July, 2011.

Kaieteur News understands that the suspect is 43-years-old and his last known address is Lot 73 Second Street, Craig, East Bank Demerara.

Meanwhile, a Craig woman, who took the 'word' of a stranger, is ruing her losses.

She is now $6,000 poorer after an unknown caller sweet-talked her into sending credit to his cell phones. According to Indranie Hussein of lot 62 First Street, Craig, East Bank Demerara, on Monday last, she received a call from an unknown caller who was “well equipped” with information about her family.

The unknown caller, whose name she cannot remember told her that her sister, Sheena Khan from the United States of America (USA) had sent a parcel and some currency for her mother, Dottie Missir, who resides opposite her (Hussein).

The highly upset woman told Kaieteur News that the caller told her that he is a relative of her brother-inlaw, 'Joe' from USA and he will visit her the following day (Tuesday) at 10:00hrs to deliver the parcel.

“He was telling me how my sister (Sheena Khan) is a nice person and how she treat him good.

He even say how my mommy find the match for Sheena and so.”

She said that after he was telling her about her family and about her sons, who are in Trinidad and Tobago, she “really and truly” thought that the 'unknown caller' was really a relative to her brother-in-law.

“After he start tell me about my family I start asking him about his family and he told me his son is a pilot and his daughter is a doctor. Then he ask me what class my daughter was in and I told him, then he ask me if textbooks expensive and I yes.”

She said that the man then told her when he visited her he would give her daughter money to purchase the text books and he would even buy a ticket for her daughter to go abroad, if she

“He was so convincing, he even jokingly told me that a white guy came with him from the States. He even told my mother that he will find an old man for her,” the woman claimed.

Hussein said that he then asked her if she can put $2,000 credit in his phone and when he visited her he will return the money.

“I tell he that I will call my friend and let her put the credit and he say 'no' he will call because he will have to collect the number and so, anyway I call my friend and told her that someone will call for $2,000, let her give him.”

The woman claimed that the man called her back within minutes and told her that he took $6,000 and he will repay her as soon as he visits her.

She explained that the following day, she fried plantains and fish while waiting on her guest but he never showed up.

“I went in bed and I was thinking, then I remember that my sister would normally call whenever she sends anything with anyone but this time she didn't.”

Hussein said she called her sister to confirm whether she sent anything for their mother, with any of her husband's relative or not.

The woman then concluded that she was robbed. She was even more convinced when she called the man's cell phone and it was turned off.

Kaieteur News understands that the woman is not residing far from the address given for 'Onkar.' It was noted that two years back, the said man called her and pretended to be someone else but he then revealed his identity to her and claimed it was a prank.

“I just want people to know how you can be in your own house and get robbed.”

NBS aims for $15M loan ceiling - President promises jail term for fraudsters selling bogus transports Mortgage lender New Building Society (NBS) is pushing for a $15M loan ceiling to cater for the middle income bracket.

This was disclosed by Chairman of NBS Senior Counsel Moen Mc Doom, yesterday, at the official opening of the New headquarters located at the Avenue of the Republic.

D e s p i t e t h e commissioning, the final cost of the building was not declared. One official said that it is still being totaled.

When the construction was announced, the NBS stated that the building would be constructed at a cost of some US$4 million.

The contractor was BK International who won the bid. At the time the NBS Chairman was Nanda Kishore Gopaul.

NBS has been in existence for 72 years, and its Loans Portfolio account for 51 per cent of its total assets. The society’s liquid

assets at the end of 2011 stood at $17.6B as against $16B at the end of the previous year, representing an increase of 10 per cent.

Present at the event were President Donald Ramotar, former President Bharrat Jagdeo, Minister of Finance Dr. Ashni Singh, private sector representatives and special invitees.

President Donald Ramotar congratulated the NBS Board of Directors for their decision to undertake the construction of the spanking new building which better accommodates its staff while enhancing Georgetown.

The President said that NBS has been in the forefront of providing loans, and the institution is instrumental in contributing to the increase in the homeowners market from 1992 to present.

Adding that NBS was

given the same incentives as commercial banks for home loans, the Head of State said the institution has been able to increase the value of its loan portfolio and the number of clients it serves.

Exposing our level of self sufficiency The fickle nature of the economy has always been exposed despite comments by the government that the economy is robust and booming and far healthier than it has ever been. Inflation is not as rampant as it ever was a few years ago but it is still rampant as is evident in the constant rise in commodities in the marketplace.

It is true that those things cultivated in Guyana are stable unless affected by the seasonal conditions but many things, particularly those imported are expiring an inexorable rise in cost. These things make one realize that the currency is steadily being devalued.

This is not price gouging that we experience at Christmas time. At Christmas time, despite the situation of glut egg prices soar by as much as two hundred per cent. Some of the meats also cost more than they would normally. The society has come to expect these skyrocketing prices and the residents often make the adjustment.

The Christmas season is long gone but we find that certain meat prices remain high. For example, the much touted increased pork production is not reflected in the marketplace with the result that the price of pork has gone through the roof. But this situation is even worse with poultry.

Guyana with less than a million people was once said to be self sufficient in chicken to the point that local poultry producers were talking about exporting poultry to neighbouring Suriname and to the other Caribbean countries.

In fact, the New Guyana Marketing Corporation proudly proclaimed that there was ample chicken. This was a signal turnaround from the days when chicken meat was considered a luxury, when Guyana imported large quantities, when the imported chicken was rationed.

The local poultry producers moved to develop their industry with assurances from the government that the market would be protected. Protection came in the form of subsidized feeds and further subsidies or tax exemption on the imported aspects such as hatching eggs.

But there was a concomitant responsibility. The government insisted that the producers maintain an affordable price failing which the subsidies could be removed.

Today the price of poultry meat is twice what it was a year ago.

The excuse is that the boom in the goldfields is the cause.

Assuming that one-tenth of the population has shifted to the goldfields, that amounts to 70,000 people. Assuming that all they eat is chicken, which is not unusual for every household in Guyana, surely the volume of chicken could not have decreased by the volume it has. Something must be horribly wrong.

It could be that because of the remoteness of the gold fields people are pickling the chicken meat in the same way they once pickled beef and pork. Surely, the pickle industry that supports the hinterland would not pickle fifty per cent of the chicken produced in Guyana.

But then again the goldfields are home to more than Guyanese. There are the Brazilians and other foreigners.

The chicken shortage that is now affecting coastal Guyana is an indication of the number of foreigners in the hinterland.

It is also an indication that Guyana was never in a position to export chicken unless the exporters are making a hash of the Guyana Revenue Authority and its close watch on tax revenue. In short, chicken may be smuggled out of Guyana.

But that aside, Guyana’s production levels are not what we believe them to be. We have produced sugar but still had to import the commodity; we have had rice shortages although we are a rice-producing nation and we have been unable to satisfy export orders for green vegetables although we are supposed to be producing more vegetables than we can consume.

The time has come for us to stop believing that we can be the breadbasket of the region. We have spent millions of dollars to support the farming industry and we have indeed exported large quantities but this current shortage exposes our limited production ability.

The PPP regime is in denial about the effects of November 28, 2011 DEAR EDITOR, As I read Peeping Tom’s “The Opposition is not in disarray,” (KN, June 15), I couldn’t help remembering a line from Max Ehrmann’s poem, “Desiderata,” that reads thusly, “…even the dull and the ignorant; they, too, have their story.”

Like so many others who share his/her delusional, misguided political thinking, Peeping Tom postulates that the parliamentary opposition’s role is to support or approve every and anything the government puts forward, and any rejection of government motions/bills/proposals must be deemed as anti-national and anti-development.

But since when does any government in a democracy have a monopoly on governance and development?

For the record, last February, the government brought two supplementary financial papers to Parliament: G$3.5B (Financial Paper No.8) and G$2.24B (Financial Paper No.7).

When discussions on the larger allocation began, APNU’s Carl Greenidge reportedly called on Minister of Finance Dr. Ashni Singh to withdraw the paper and have it resubmitted with more details in keeping with the Financial Management and Accountability Act (FMAA).

This was seconded by the AFC’s Khemraj Ramjattan.

Dr. Singh then cried that government was now in ‘uncharted waters’, without even conceding that November 28, 2011 was responsible for the ‘uncharted waters’.

Parliament, nevertheless, did approve G$2.16B from Financial Paper #7, which had a G$2.24B tab. Given that Parliament approved G$2.16B and has twice rejected G$79.6M, how can anyone from the PPP’s camp still throw a temper tantrum and label the parliamentary opposition as antidevelopment or antinational?

May I tangent off a bit and remind Peeper that KN reported on February 12, “Government continues to abuse Contingencies Fund – Auditor General,” where the AG noted that as of December 31, 2010, “Accounts with overdrafts included the old Consolidated Fund bank account Number 400 which was overdrawn by $46.776 billion and the new Consolidated Fund Bank account Number 407 which was overdrawn by $4.684 billion.” That’s G$50B+ in overdrawn monies!!!

The AG’s Report also

pointed to the abuse of amounts totaling over $550M which were drawn from the Contingencies Fund and utilized to meet expenditures that did not meet the eligibility criteria as defined in the Act. Now, unless there is some other sinister motive best known to the PPP regime for making a mountain out of a molehill over the comparably infinitesimal sum of G$79.6M, why would the parliamentary opposition reject the same amount twice?

Remember, Mr. Greenidge did ask that the Finance Minister resubmit the paper with more details in keeping with the FMAA, so the only logical conclusion we can come to is that the minister did not come back with more satisfactory details.

Peeping Tom then went on to sow seeds of fear by introducing a totally different issue - the Budget cuts, which the government has taken before the courts for redress.

“The government must now understand the danger that is facing this country because of the lack of a principled opposition,” the Peeper wrote, as s/he then urged the government to “invite representation from senior counsel in the United Kingdom.”

Again, here we have a situation where Parliament approved G$172B in budgeted estimates for 2012 while rejecting G$20B (of which G$18B was for LCDS).

Not only is the approved G$172B eleven billion dollars more than last year’s Budget, but the disparity between the amount approved and the amount rejected is huge, and so one wonders whether the

government is really upset over the amount that was rejected in the financial paper or cut from the Budget or the fact that the government has not gotten its way.

That the government went to court over the constitutionality of the allocation of parliamentary committee seats and lost, should have signaled to the government that the court believes – and rightly so – that unless Parliament is violating written rules, regulations or laws, then Parliament is an autonomous, self-regulated body that operates on a strict up and down voting system. It makes its own rules and passes laws based on majority votes.

It is that simple, but by going to court to appeal the Chief Justice’s ruling against it and for redress on other recent parliamentary decisions that it finds unfavourable to it, the PPP is coming across as politically petulant, because it is unaccustomed to sharing power space that denies it absolute control.

That being said, should government ever heed Peeper’s advice and seek foreign help to fight its local

legal battles, then what is to stop the parliamentary opposition from inviting foreign help to investigate Guyanese with foreign bank accounts and assets who are connected to the corrupt PPP regime?

In closing, I want to say to Peeping Tom and others of his/her political ilk: What is happening in Parliament primarily the opposition’s decisions - are the results of the will of the people on November 28, 2011, which empowered APNU and the AFC to help the executive branch run the country in a more accountable, responsible and transparent manner.

It is precisely because of the failure of the PPP regime over the last dozen years to engage in good governance behaviour, that it lost control of Parliament last November, and any attempt to undo the will of the people via court or snap elections will constitute a slap in the face of the people, and could be met with a further erosion of support for the boneheaded PPP, which has a hard time reading tea leaves, because it believes its thinking is always right.

They are all too thinskinned these days DEAR EDITOR, We can all agree that what Ramdin little note to Sir Viv was childish, silly and even stupid. Lots of players do and say silly stuff. What he did not do however, is insult anyone.

Sir Viv made some comments about Ramdin that

were spot on. Now, Mr. Ramdin did take too kindly to Sir Viv’s harsh assessment of his performance and so apparently Mr. Ramdin was motivated to go out and score a century. Perhaps Sir Viv should start saying negative stuff about all the (Continued on page 5)

Revising people’s history in front of their faces DEAR EDITOR, President Ramotar in his remarks at the commissioning of the new Tipperary Hall in my home-village, Buxton, declared that the PPP and Buxtonions are inseparable.

The president’s remarks are inaccurate and misleading.

According to the press reports, he made reference to the relationship between Buxton and the PPP in the period before the split of the party and the movement in 1955. But he made no distinction between the pre1955 PPP and the post-1955 PPP, a common practice of PPP leaders.

The President was speaking to mainly schoolchildren and some young people who for various reasons are not

familiar with Guyana’s political history. His sweeping statement, without any attempt at qualification, is unfair to these young people and somewhat insensitive to Buxtonions. As a Buxtonion I am insulted.

Here is the President standing before people and revising their history in front of their faces. Where does it end?

The truth is that Buxton, like the vast majority of the African Guyanese community, for good or ill, was never part of the post-1955 PPP. The PPP after 1955 is a different party from the one before 1955. The pre-1955 PPP was a multi-ethnic coalition in terms of its leadership, membership and mass support. Buxton was part of that coalition. The post-1955

PPP retained the name and most of the East Indian leadership and membership. It in effect has been an Indian Guyanese coalition in terms of leadership, membership and mass support. Buxton was not part of that coalition.

It is time we stop confusing people, especially the youth. The political descendants of Burnham, Kwayana, Martin Carter and others have as much claim to the legacy of the pre-1955 PPP as the political descendants of the Jagans. The marginalization of others from that legacy and the appropriation of it by the latter are obscene and should be discontinued. The President should take the lead.

In the present climate you can’t tell over Lindeners are on their own, and the half of the country’s electorate to shut up!

Administration knows it DEAR EDITOR, I see that the Cabinet Secretary has indicated that the electricity tariff hike in Linden will begin to take effect in July. I for one am not surprised at this pronouncement.

The arguments in favour of prolonging the status quo in Linden have been ventilated.

The Administration will not be swayed, and there are reasons for this.

Consumers on the Coast and in other GPL-served areas have little patience with Lindeners wanting to avoid the rates they are paying.

The fact that they ought not to be paying such rates except for GPL’s inefficiencies and corruption is not in their minds significant. So in this regard, Lindeners are on their own, and the Administration knows it.

The Region 10 results at the last elections are relevant.

The ruling party campaigned with a confidence that suggested that all who wanted to share in the power and its obvious benefits should come along. The opposition parties, and especially APNU, seemed not

to take Region 10 for granted and thus had a spirited and most effective campaign. The results seemed to be an unpleasant surprise to the Administration, and so Linden must now be considered a lost cause electorally.

In this context, increases in electricity tariffs must be considered along with the ongoing lack of concern for residents suffering related to the continued lack of investment and job creation, continued dust pollution, and appalling quality of work from contractors. These all, among other factors, speak to a government that does not care.

There must be an expectation that Lindeners will take to the streets to vent their frustration at the increase. For a government that is struggling under the burden of daily revelations of egregious corruption, the calculation must be that such a development will distract the rest of the populace, and help sap the energy of the opposition.

Time always tells.

What harm it did to Sir Viv or anyone else is beyond me. As silly and stupid as Ramdin’s note was, it was not offensive to anyone and in fact, the act only served to tarnish a good century by Mr. Ramdin himself.

If the ICC is going to fine a player for something like this, then what about the commentators who say negative things about players all the time. Boycott had called Afridi a ‘stupid’ cricketer with ‘no brains’. I agree with Boycott, but does that not count as insulting?

Why is it okay for a commentator to say something negative about a player (true as it may be) and it’s not okay for the player to say, “Well, I’ll show you, how about this now, what do you have to say? Is this not basically what Ramdin did?

How about the ICC imposing a fine on those commentators who openly said that Shiv is a selfish player? Now, that’s an insult on the man’s character, is it not?

Players, ex players, officials, management, et al,

are all too thin-skinned these days. We saw this with the WICB’s over-reaction to Chris Gayle’s interview and we saw this just recently when Kevin Pietersen was fined for questioning the qualifications of commentator Nick Knight.

There are no standards or rules about this stuff. The ICC is acting like the WICB and is making up the rules as it goes along. So, enough about what Ramdin did. I just hope he scores many more centuries for West Indies and if he can produce a note for each one, hey we’ll all take it as his signature move. We have seen players kiss the pitch, raise their bats, make the sign of a cross and some do the Sajda.

DEAR EDITOR, What is President Ramotar trying to achieve by vowing to deny the will of the majority of the people of Guyana. Personally I find his remarks irresponsible and politically immature. We live in a democracy and the constitution of Guyana allows for three branches of Government with equal powers.

The President must understand that the executive is not all-powerful, but an equal ally in the three-legged stool that we call democracy.

It should not be for me or anyone else to be giving this president a civics lesson.

As the Executive, yes his party forms the government and gets to set the agenda, but equally as important is the people’s house, the legislature.

This branch of government comprises the

people’s representative who acts on behalf of the people.

This is the place where the people get heard. This is where laws are enacted or amended. For the president to publicly accuse and disparage the representative of the people petulantly, just because he can’t have his own way, is silly.

Mr. Ramotar must be advised that it is unwise to make remarks which can be interpreted by the majority of the voters in Guyana as him saying your vote doesn’t count. You don’t matter.

Over 50% of the electorate voted for the parliamentary opposition and they voted for change. They gave the Parliament a unique make-up so that the legislature by its powers under the constitution would make laws for the benefit of the people; create good governance by ensuring that there is

transparency, fiscal management (therefore their active engagement in the budget process is absolutely necessary).

Mr. Ramotar’s party won a minority of the votes but because of the constitution he was able to form the government and head the Executive branch or provide the administration for the country. But the PPP is so used to autocracy that the President is confused about his role. Yes he has the right to veto bills and yes he has the right to propose an agenda. What is not right is for him to want to be judge, jury and executioner.

He cannot usurp the duties and powers of the legislature and if he does, then that other arm of government the judiciary must act.

For the judiciary, which is independent of the two other

arms, is responsible for enforcing the laws, interpreting the law and making sure that the other arms of government don’t over-reach beyond their powers granted by the constitution.

Nowhere in the constitution of Guyana is it written that for a bill to be assented to, it must be with the full agreement of the President. If that were so, then why would we even need lawmakers?

I don’t know who is advising this chief executive, by my advice to him would be to take a day off and brush up on the constitution, because he is definitely going down the wrong track in this regard.

I may be wrong, but in the present climate you cannot tell over half of the country’s electorate to shut up!

Investigators are currently taking statements from relatives of an 83-year-old man who allegedly committed suicide at Chateau Margot, East Coast Demerara yesterday. Dead is Joseph Rodrigues, who was allegedly shot himself in the mouth.

According to information, around 11:00hrs yesterday, Angelica Rodrigues, the man’s 62-year-old daughter returned home and entered her kitchen and started washing “some wares” when she suddenly felt a “lash” on her foot.

When she turned around, she said that she saw her father with a bat in his hands.

The two had a scuffle and she shouted to her 17-year-old granddaughter. The young girl came from the upper flat of the building and spoke to her grandfather.

Sources close to the investigation told Kaieteur News that the 17-year-old told her great-grandfather to desist from behaving in that way.

According to reports the man left and went upstairs to his room and came out with his gun.

The elderly man who was a licensed firearm holder came out from his room and fired a shot at his daughter but missed. Fearing for her life, the 62-year-old woman ran downstairs and secured herself in a room with her granddaughter.

The 83-year-old man then went downstairs and reportedly broke the windows from the room his daughter was hiding in, but was told by his great-granddaughter that his daughter was not in the room.

The source added that

after there was complete silence, the daughter thought her father had left the house.

However minutes later the woman said she heard a gunshot around the step and within another five minutes they heard another shot. The woman said after hearing the shots they heard the elderly man cry out.

The police were then summoned and the man was found in the living room of his upper-flat apartment with his face completely destroyed.

The police in a press statement said that they were investigating the circumstances surrounding the death of pensioner and licenced firearm holder Joseph Rodrigues. According to the police the incident happened some time after 11:55hrs yesterday.

Injection Safety to feature at special Confab The Guyana Safe Injection Project will on Wednesday open a trainers conference at the National Library.

The conference is slated to benefit from presentations

by Noel Holder, Director of Health Services Education; William Gelman, Officer -inCharge, USAID; Audrey Anderson, GSIP Project Director; Mr. Baldeo James, Director of Regional Health Services (ag); as well as Minister of Health, Dr. Bheri Ramsaran.

The conference will be hosted at the National Library and will deal with issues such as Best Practices, Strategies for Addressing Challenges and Resources Needed and will feature several working groups

on the issue of Injection Safety.

According to the organizers of the conference, “The general purpose of this conference is to recognize and encourage the efforts of the cohort of Injection Safety Trainers.” One of the Guyana Safe Injection Project’s (GSIP) key activities has been to support the Ministry of Health to develop national and regional capacity on injection safety (IS) and waste management (WM).

In the latter part of 2011, “Training of Trainers” sessions were conducted to create a cadre of Injection Safety Trainers.

By building local capacity in IS and WM, GSIP has provided for the human resources who will sustain injection safety after the GSIP

project has concluded. A total of 71 health workers, from seven regions, were nominated to participate in the conference.

Following the Training of Trainers sessions, GSIP supported the newly-trained trainers to conduct injection safety trainings in their local areas.

Since January, the trainers have reached over 700 health workers with vital information and skills to protect themselves, their patients, and the wider community from needle-stick and other sharps injuries, as well as from HIV and other diseases that can be transmitted through dirty needles.

During the conference, trainers will have the opportunity to review their mandated tasks and discuss any challenges they have faced as they have piloted the trainings with their coworkers.

We will also hear from the exemplary trainers about their methods and strategies, as well as from some trainers who have been actively involved in other GSIP activities, such as the development of WM plans and certification of facilities as injection safe sites.

Women murder accused further remanded Two women, including the wife of US-based Guyanese Abdool Shakeel Majid, who are charged with his murder have been further remanded to jail.

On April 28, the body of a man was found with his scalp missing and other injuries at the Number 56 Village, Corentyne foreshore around 07.40 hrs.

Bloodstains and sand were found in the car trunk that the couple had rented.

Detectives had also retrieved the woman’s driver’s permit from the car.

The remains were only identified on May 16 last, when a brother visited Guyana after becoming suspicious about the wife’s behaviour.

He subsequently travelled to New Amsterdam, Berbice and positively identified his brother ’s body at the mortuary.

Meanwhile, detectives were alerted that a car that the victim usually rented while in Guyana had been used to transport the body.

Pestex owner critical Obama spares many young after execution attempt illegal immigrants deportation In what is believed to be an execution attempt, a gunman last night shot the proprietor of Pestex Environmental Solutions at a city’s restaurant leaving him at a critical condition at the Georgetown Public Hospital.

As at press time, the businessman whose name was given as Mohamed Shahabudeen Bacchus, 43, was listed as critical.

Bacchus, and four others, including two women and a bodyguard, were eating at Flava’s Grill, a Thomas Street business place when a car carrying the gunman pulled up.

“This Rastaman walked in the place and went straight up and shoot he…bam bam.. in the head and in he hand,” a source told Kaieteur News.

Bacchus is said to be from Pouderoyen, West Bank Demerara.

The businessman’s bodyguard, a former

prominent member of the Guyana Police Force, was unable to respond and the gunman swiftly fled into the car.

It was not the first attempt on the businessman’s life, this newspaper was told.

Police reportedly chased the getaway car, a dark burgundy colored Mitsubishi Lancer along Mandela Avenue but lost it.

As of press time, the police and the hospital medical staff were still trying to contact the family of the man.

Where did MoH $1.3B to buy drugs come from? …Ramjattan says money not reflected in Budget The Alliance for Change (AFC) will at the very next sitting of the National Assembly be posing a question to the Minister of Health, Dr. Bheri Ramsaran, seeking clarification on just where did the $1.3B for a recent purchase of drugs by the new Guyana Pharmaceutical Corporation (NGPC) headed by Dr. Ranjisinghi ‘Bobby’ Ramroop, come from.

According to the AFC Chairman, Khemraj Ramjattan, he has been perusing the budgetary allocations and to date he is yet to uncover where in the budget the money is reflected for the purchase of drugs.

According to Ramjattan, he has since indicated to the Minister (Dr. Bheri Ramsaran) that he will be posing the question in Parliament in ‘written format’ with adequate enough ‘Notice’ for Dr. Ramsaran to effectively response.

The next Sitting of the National Assembly will be on June 27 and according to Ramjattan the recent rancor over the accountability of

public monies and the questionable accounting practices, have prompted him to urgently seek clarification from the Minister, on “where did this money ($1.3B) come from…it is not in the Budget…I don’t see it in the Budget…which Line Item is it under,” asked Ramjattan.

Under Capital Expenditure, where Ramjattan says that such expenditure would normally be reflected, it cannot be found.

Missing $6.5B The veteran Parliamentarian, who has been actively involved over the past 20 years in the scrutiny of Budgetary Expenditures, also says that another critical bloc of money that he is unable to locate in the Budget, is a revenue stream from the European Union.

Ramjattan spoke to the fact that some $6.5B is also not being reflected in the revenue stream of the Estimates of Expenditure for 2012, presented by the Finance Minister Dr. Ashni Singh.

Ramjattan says that the

money from the EU is aid that stems from the cuts in the preferential pricing for sugar, and was something that the Minister of Finance expected as a revenue inflow for this year.

The AFC Chairman pointed to the criticism surrounding the Budget Cuts and reminded that $18B of the $21B cut from the 2012 Expenditure is money not actually available to the country.

This money is a foreign inflow but is reflected each year since the deal inked with Norway in the Budget, although the money is yet to be accessible.

Ramjattan asked how the Minister could have that $18B reflected in the Budget as revenue when this money is still not available to Guyana for spending and monies that had been promised from the EU which is delivered each year is not reflected in the Budget.

“Where is that money from the EU reflected in the Budget? Dr. Ashni Singh expected that money so why is it not in the Budget?”

WASHINGTON (Reuters) - About 800,000 young illegal immigrants who came to the United States as children could be spared deportation for at least two years under new rules announced yesterday by President Barack Obama that may appeal to Hispanic voters in an election year.

“This is not amnesty. This is not immunity. This is not a path to citizenship. It is not a permanent fix,” Obama told reporters at the White House, adding that a permanent U.S. immigration policy solution would have to come from Congress.

The move comes as Obama, a Democrat, is courting the nation’s fastgrowing Hispanic population while trying to win re-election on November 6 against Republican Mitt Romney, who has taken a harsh stand against illegal immigration.

Most U.S. illegal immigrants are Hispanics.

Under Obama’s plan, those who qualify would be allowed to live and work in the United States for two years and could be eligible for extensions, the Obama administration said.

Obama has long supported measures to allow the children of illegal immigrants to study and work in the United States, but efforts to pass such measures in Congress have failed amid objections by Republicans.

The president’s action sidestepped Congress and laid down a challenge to Republicans, many of whom view leniency on

Barack Obama deportations as amounting to amnesty for illegal immigrants at a time when there are an estimated 12 million such people in the United States.

Republican lawmakers attacked the President’s move, accusing Obama of encroaching into Congress’ authority to set laws governing U.S. citizenship.

But Obama said, “This is a temporary stop-gap measure that lets us focus our resources wisely while giving a degree of relief and hope to talented, driven, patriotic young people.”

Many of these illegal residents have lived most of their lives in the United States, attending American elementary and secondary schools.

“They are Americans in their hearts and minds; in every single way but one - on paper,” Obama

said.

While campaigning in New Hampshire, Romney said, “The President’s actions make reaching a long-term solution more difficult.”

U.S. Homeland Security Secretary Janet Napolitano, who made the initial announcement, said that illegal immigrants up to 30 years old who came to the United States as children and do not pose a risk to national security would be eligible to stay in the country and allowed to apply for work permits.

The policy was announced a week before Obama is scheduled to address a meeting of the National Association of Latino Elected and Appointed Officials in Florida. Romney also is set to address the group next week.

There are up to 2 million illegal immigrants who came to the United States as children and who remain in the country, according to immigration group estimates.

U.S. officials said the new measures would affect roughly 800,000 people.

The U.S. Supreme Court is currently considering a challenge to Arizona’s tough immigration laws targeting people living and working in the state illegally, with a ruling expected as early as next week.

Regional banks concerned about potential impact of new US legislation CASTRIES, St. Lucia - CMC - Regional banking institutions have expressed concern over the likely consequences for banking in the region over US legislation that could lead to capital flight, loss of customers and the possible revocation of visas.

Representatives of Caribbean Banks and other institutions were met Thursday to discuss the implications of the Foreign Account Tax Compliance Act (FATCA), which seeks to discourage, deter and detect offshore tax evasion by US citizens who hold assets abroad, either in foreign financial institutions or foreign entities such as companies.

Regional Financial Consultant Berkley Greenidge told representatives of the Caribbean Association of Banks (CAB) that

just the process of setting up and attending to the reporting mechanisms can place a high cost on financial institutions in the region.

“Non-compliance with reporting regulations by officers of financial institutions may have personal consequences like revocation of US visas.

“The real monster is where a financial institution has to provide details of a client’s transaction, an activity normally considered confidential by Caribbean Banks,” said Greenidge, a Director at Price Waterhouse, Eastern Caribbean.

The regulations take effect from January 2014 – whatever the outcome of the US Presidential elections in November – and all provisions should be enforced

by January 2017.

THE GRAND BETRAYALS OF WALTER RODNEY The WPA should cease pulling wool over the eyes of the Guyanese people. It latest ploy that it can use its leverage within APNU to push for a motion calling for an international inquiry into the death of its founder leader smacks of barefacedness and stinks of hypocrisy.

It is the WPA that betrayed the memory of Walter Rodney, and not because it entered into an alliance with the party that murdered him but because it was the WPA which was responsible in the first place for there not being an inquiry.

That was the first betrayal.

The WPA betrayed Rodney a second time when it sold its political soul in return for a place at the table of A Partnership for National Unity.

While the party is still holding to the line that Rodney was the victim of an assassination plot orchestrated by the then PNC government, it must be recalled that the WPA itself objected to the wording of a motion in the National Assembly in which the word “assassination” was used.

It may have then had a fair basis for such an objection since the language of the motion could have been deemed prejudicial.

But it was not that motion that halted the promised inquiry. It was the failure of the WPA to develop the terms

of reference for the inquiry that eventually brought an end to a process that was initiated during the 25th anniversary of the historian’s assassination.

At that event the wife of the slain WPA leader called for closure to be brought to his death. The Bharrat Jagdeo administration agreed to bring closure by having an inquiry.

The government asked the WPA to develop the terms of reference, no doubt because of the historical attitude of that party which claims Rodney for itself and which has always behaved as if Rodney belonged to the WPA and the WPA alone.

But the WPA was not keen at all, despite the promises made to the Rodney family, to go ahead with the inquiry.

And the reason was clear.

The 25th anniversary of Rodney’s assassination was in 2005. It was then that the promise was made for an inquiry into his death.

The next year was however an election year and the WPA, which by then had become miniaturized as a political party was interested in the leech politics. It wanted to suck political nectar from the PNCR as part of a Big Tent arrangement.

If the WPA had moved ahead with the development of the terms of reference of the inquiry it would have jeopardized its chances of being part of the Big Tent and

so it simply forgot about the request of the family for closure to be brought to Rodney’s death.

This was the first betrayal of Rodney and it was done in order to safeguard the possibility of the WPA linking up under the Big Tent with the PNCR. The Big Tent never got off the ground. The AFC and ROAR put paid to those hopes. The WPA therefore could not latch on to any party to find its way into parliament.

In order to enjoy some degree of political relevance, the party, five years later made the long leap into the arms of the PNCR in preparation for the 2011 polls.

But it was required to pay a price and that price was the second betrayal of Walter Rodney.

This time it was forced to make a confession that would lend to the perspective that

Rodney got what was coming to him because he decided to wage war against PNC. To give credence to this view, the WPA made what was called a confession that the party had been stockpiling arms just prior to Rodney’s death. It was a most shameless betrayal, and all for a place within APNU. The WPA made no attempt to qualify the confession which caused divisions and an uproar in what remained of the party.

It did not try at all to explain that this stockpiling of arms was for defensive purposes following the campaign of terror and murder that Burnham had publicly declared against the leaders of the WPA when he told them to go and make their wills.

In that campaign the WPA lost Ohene Koama, Edward Dublin and later, Walter Rodney.

It lost its co-leader

Rodney at a time when the party was trying to recuperate from the onslaught of the dictatorship and when attempts were being made to reorganize the party.

The leaders of the party know fully well that hours before Rodney was assassinated that a decision was taken to prepare for some of its activists to go into hiding because of the fear of repression. In fact, one of the leaders of the WPA was mandated to undertake this task.

Burnham was therefore gunning for the WPA and Rodney’s death was a direct result of Burnham declaring war on Rodney.

Rodney probably could never have imagined what his party would have come to, that it would pay such a price to jump into bed with the PNCR. Even the WPA perhaps could not have predicted the

Massive fraud uncovered at M&CC - report The Ministry of Local Government has discovered that the Mayor and City Council owes various entities over $1B. This was disclosed at a press conference on Wednesday at the Ministry of Local Government.

According to reports, the investigation was sparked by allegations against the Town Clerk and the Treasurer by the Auditor General’s office. The probe soon became more detailed.

Among the findings was the existence of “dummy companies”, ridiculously high over time claims, high debts, fuel fraud, abuse of company resources for personal use and unauthorized loans.

The probe was executed by a special team headed by Keith Burrowes and the exposures, according to him, were “most shocking.”

Burrows said that over a year ago, he and his team, after investigations, prepared a report of recommendations and handed it over to the City Council. He said that the Ministry of Local Government and the City Council then reached agreement for the 40 “key” recommendations to be

implemented within the City Council system.

Burrowes said that all equipment needed to implement the recommendations was handed over to the council, including a number of computers. “From the findings of this report, not one of the recommendations was implemented.”

“We are not going to sit idly by and have the works of myself and colleges go down the drain.”

Burrowes said that Ramon Gaskin, a member of the investigative team, spent three months at the Mayor and City Council to get factual inside information.

FINDINGS Burrowes disclosed that the Government of Guyana, last year, handed over seven new garbage trucks to city council. However, recent checks disclosed that one of the trucks was inoperable. It had a burnt engine. So, he said, the team started to explore reasons.

He said that it was soon realized that it was a deliberate ploy to have the trucks “lined

- Three top officials likely to be sacked up” instead of being used so that the “other people” could be contracted; “and we are now seeing the link between some members of the council and these other persons.”

He spoke of the discovery of “what we would call dummy companies.” Burrowes said that the first step in realizing that the companies being paid large sum of monies were fake was a simple check on the invoice sheet.

He said that the invoice was lacking a phone number or location of the company. “It is unusual for a company invoice to be lacking its location and telephone number.”

Further, he stated, the team took the next step— checking the telephone directory for the name of the payee companies were listed in the directory. “We then checked to see if the companies were registered, no!”

He said that what is more cause for concern is that a cheque was prepared for $8M and on the invoice it was

asked for the cheque to be prepared for a Ms. V. McDonald. “That raised some eyebrows because if a payment is being prepared for works done by a company then the cheque should be made payable to the company not an individual.”

Burrowes said that the City Council has 800 members of staff. “Now if all those people are working, the city should be cleaner.”

The head of the investigative team said that the findings of the probe suggested that there are also numerous “dummy employees.” He said that for that particular situation, he is calling for a somewhat costly exercise that will avoid situations like this.

Burrows asked that all employees of the Mayor and City Council be photographed and documented for reference. “We can know for sure that he is a real man, he is alive and he is working with the company…and I recommend that exercise to be mandatory.”

The overtime at M&CC, he said, is appalling “… I think that is the only place where the overtime is rivaling the overall employment cost.”

He cited one case of a senior officer having a driver at his disposal for 17 hours on consecutive Sundays. “It is unbelievable. The driver should be going to a union, if

he has to work 17 hours in one day.”

The probe also examined the issuing of gasoline. The findings show the issuing of gasoline and diesel to be unbelievably high. Burrowes said that it means, therefore, fuel not only goes to the official’s vehicles. “It has to be going somewhere else.”

Burrows added that the system is so set that M&CC is supposed to consult with the Ministry of Local Government before applying for a loan. However, the council was loaned $49.999M without the Ministry’s approval.

M&CC is now repaying $750,000 a month or some $9M a year. He said that that money will now have to be taken from another account. “They should be negotiating with the bank on this but nobody is looking at those things, said Burrows.”

Commenting on another finding, the “scrap metal issue”, Burrowes said that “they” rented the incinerator, Old Smokey, for storing scrap metal. They used the name “Wood Crop Scrap Metal…We looked for the registration of such a company and found none.”

“Now these scrap metals are being exported…We don’t know if Wood Crop Scrap Metal is made up of City Council Employees.”

Further, the council is

highly indebted to the Guyana Revenue Authority. “They don’t pay NIS so if the workers get sick and go to NIS no benefit would be given”.

Burrowes said that there are still businesses that are paying residential rates and taxes. He said that such taxes payable to the council are 40 per cent as opposed to 400 per cent for a business “…But again they hadn’t found the interest to check those things out.”

Norman Whittaker, Minister within the Ministry of Local Government informed that M&CC owes GPL $882M. He said that GPL is now threatening to halt its street lights supply.

What is interesting, he said, is that there are “persons and businesses out there that are indebted to the tune of approximately $12B…but there is no interest shown by the council to collect those monies- a lot of which is owed by commercial businesses.”

Whittaker said that M&CC abuses the resources.

“They run them down and instead of paying $5 to fix them they rent one for $50.”

Minister of Local Government, Ganga Persaud, said that his Ministry has allowed some situations to ride for too long but the delayed actions have come to an end.

“We have no doubt that these are the facts. However, a firm conclusion cannot be made until the council is given the opportunity to respond,” Burrowes said.

He said that in the event that the finds are verified, three top officials whom he referred to as “the Mafia” will be sacked.

Controversial Amaila Falls hydro project ...

Financial closure pushed back to 2013 Financial closure on the government’s US$840 Amaila Falls Hydro Project has been delayed by several months, the developer Sithe Global yesterday said.

It was anticipated that the project, which was touted to become the country’s largest infrastructure development in its history, would have been approved by lenders to enable a financial close by this summer.

“While that timing has slipped, our lenders remain supportive of the project. We have worked closely with the Inter-American Development Bank (IDB) to address its concern about Guyana Power and Light’s (GPL) technical and financial capacity,” Sithe Global said yesterday in a release by local public relations consultant, Cathy Hughes.

The company said that it is likely that financial closure may be by March 2013.

“Based on our discussions with IDB, we are hopeful that the project will be cleared to start final due diligence and documentation in July. The project’s financial close should occur some eight months thereafter. This delay is a disappointment to us, but we recognize that transformational projects of

this nature require careful advance planning to ensure successful implementation,” the statement said.

Sithe Global has established a local company, Amaila Falls Hydro Inc. (AFH), to handle the project in Guyana. According to the US-based company, during meetings in Guyana earlier this year, Sithe Global officials had offered a detailed look into the project costs, timelines and issues leading up to the financial closure of the project.

The company warned of cost increases.

“One risk of delay is that the project’s construction contract price could increase.

Such increases could result from changes in foreign currency exchange rates or other factors. While previous currency adjustments resulted in substantial cost increases, the US Dollar to Chinese Yuan Renminbi foreign exchange rates have not moved significantly in the first half of 2012.”

However, Sithe Global said, it is impossible to predict future changes in currency rates or other factors. “…meaning that the risk of price increases remains a serious concern until financial closing is achieved. We continue to work diligently to

maintain the current construction pricing structure and maintain the viability of the project amidst the delays in securing the project debt from our lenders.”

Sithe Global insisted that the project remains fundamentally strong because it is the lowest cost option for GPL and its ratepayers.

Project, (approximately 165MW capacity), to be located in western Guyana, in Region Eight is to include a new 270 km transmission line and new substations leading to Georgetown.

Currently, nearly all electric generation in Guyana is provided through small units burning either diesel or heavy fuel oil. A significant portion of the country’s foreign exchange is spent on importing fossil fuel.

“Big Head”, “Geddy Goat” remanded for Crabwood Creek Murder Wamesh Ramballie, called “Big Head”, of Crabwood Creek and Gopaul Samlal, called “Geddy Goat “, of Crabwood Creek, appeared on Friday at the Springlands Magistrate’s Court before Magistrate Krisendat Persaud on a charge of murder. They were not required to plead.

They are accused of murdering Agai Mohabir, 32,

also of Crabwood Creek some time between Friday February 10 and Sunday February 12, last.

According to the prosecution the men who were friends, were drinking together on the Friday at a rum shop at Crabwood Creek when they had a misunderstanding over cigarettes.

The two accused allegedly then took Mohabir down a dam in the village and beat him then threw him into a trench.

His partially decomposed body was found on the Sunday in the trench at Crabwood Creek back dam.

Following investigations the two men were arrested and charged. They are to return to court on June 26

Bring the complaints to us - BK International tells Bee Hive residents

Local contracting firm BK International has expressed surprise at allegations made by residents of Bee Hive, East Coast Demerara about damage to infrastructure while the company was carrying out sea defence works in the area.

Spokesman for the company, Public Relations Consultant, Kit Nascimento, told Kaieteur News yesterday that the company first learnt about the situation from a recent newspaper article.

In the article, the residents cried foul over the destruction left behind by the contracting firm following the completion of sea defence work there.

The contracting firm has removed all of its equipment from the area. It has also removed temporary infrastructure that facilitated its work even after destroying that which existed before for the benefit of residents, said the complaining people.

In question is a wooden bridge that provided access to the community from the main East Coast Demerara Highway, prior to the commencement of the sea defence works in 2009.

But according to Nascimento, BK International is unaware of the damage to the initial wooden bridge.

He said that as far as the company is aware, none of its

vehicles had used that facility.

Although the bridge was not used by the contracting firm because it could not accommodate the heavy duty trucks, residents claimed that it was damaged and rendered unusable for light vehicular traffic by one of the company’s truck.

They explained that BK International had built a temporary facility to accommodate their trucks, but while using that facility one of the trucks encountered difficulty and caused damage to the existing wooden bridge.

The residents were not too perturbed since they were allowed to use the company’s temporary crossing. However they became annoyed when the company, upon completion of their sea defence work, removed the temporary crossing facility.

“The company is surprised because the company has received no complaints. We are surprised that if they (residents) have a complaint to make, why not express it directly to the company,” Nascimento told this newspaper. He said that up to Thursday, the construction firm’s Chief Executive Officer, Brian Tiwarie. was unaware that an official complaint was made.

MARAD discover forgery in Bartica speedboat operations

was submitted to MARAD which immediately observed several discrepancies and contacted Mr. Nurse.

According to Nurse, the member admitted to the forgery and was cautioned by MARAD that his actions were criminal. Soon after, Nurse said, they wrote to the member and informed him that he was being relieved of his position.

As such the member needed to hand over all articles belonging to the Bartica Speedboat Association.

Nurse said that the former member has not handed over any of the articles and continues to disregard the

code of conduct of the association. Moreover after the membership was revoked, MARAD refused to issue the replacement document.

Kaieteur News was told that even though MARAD had refused to issue the document the owner of the boat continued to operate the vessel. Kaieteur News was told that police were called in on Friday and again the owner of the vessel along with his brothers disregarded them and continued to operate the vessel.

Efforts last evening to contact MARAD officials proved futile.

America Street heist ...

Two men released, one more detained Police have released two men who were arrested in connection with Monday’s America Street robbery, but have now detained a third suspect in connection with the same heist.

A senior police official said that Damion Allicock, called ‘Buck’ an d another individual, Kurt Kendall, were released on Thursday, after the money-changer who was robbed, stated that he was uncertain if they were the same persons who attacked him.

However, investigators yesterday detained a third man who police said slain bandit Odel Chase had identified as one of his accomplices.

Meanwhile, Crime Chief Seelall Persaud told Kaieteur News that he was unaware of the arrest of a 25-year-old woman in connection with the investigation. According to Persaud, investigations into

the America Street robbery were continuing, Kaieteur News was told that a woman, who resides in Albouystown, was taken into custody on Tuesday after one of the two men police had detained alleged that she was involved in the killing of a member of his gang.

Police sources said that the suspect had also implicated her in the killing of 25-year-old taxi driver Renee Williams, who was slain outside his Lot 138 King Edward Street, Albouystown, on April 30.

Williams, a former policeman, was shot twice in the back by a lone gunman clad in black, as he sat in his car with his wife.

The woman was detained at the East La Penitence Police Station but was reportedly removed on Thursday night

by CID ranks.

A source said that the woman has denied any

involvement in the two killings and refused to provide police with a written statement.

Kaieteur News was unable to ascertain whether she is still in custody.

On Monday, 22-year-old Odel Chase was shot dead during a confrontation with police ranks in Sussex Street.

It is believed that Chase, along with three other accomplices, escaped with $2M around 20:00 hrs on Monday after holding an America Street moneychanger at gunpoint. They reportedly then escaped in a car before being tracked down to Sussex Street.

Before passing away, Chase identified his accomplices as ‘Omar’, ‘Cow’, and ‘Buck.’

The ranks also recovered a stolen white AT192 Toyota which the gang had used in their getaway. However, the stolen cash has not been recovered.

Police open fire on 20-year-old Police, around noon on Thursday, opened fire on a 20year-old man in Leopold and Breda Streets, Georgetown.

According to information, the police fired three shots and residents claimed that the bullets were meant for Omolla Williams, of Lot 83 Leopold and Breda Streets, Georgetown.

Williams’ mother, Jacqueline Legall, told Kaieteur News that her son and a little boy were with her sitting at her (Jacqueline’s) shop when a police jeep pulled up in front of her shop and the ranks opened fire.

She claimed that her son, who realized that he was the target, took off his slippers and escaped. “I was sitting here and was showing my son my phone when the police come...I don’t know the problem with them and my son but when my son see them he wait for a while and then run away,” the woman claimed.

The mother said that the police opened fire without checking to see if schoolchildren were coming home from school.

She claimed that one out of the three bullets casing “pitched on a man’s vehicle and burst the window screen.”

Legall said that a particular CID rank (name given) attached to the Brickdam Police Station has been after her son for a while, “…If that officer and he crew don’t leave my son alone some tight obeah gone catch them…. I gone mek they vomit snakes and frogs.”

“You does mek you children but you don’t mek them mind… I don’t know why they want to kill my son; they could have put he in the lock ups but don’t shoot like that,” Legall stressed.

When asked if her son knew Odel Chase, who was killed last Monday in a

Jacqueline Legall shootout with the police, she said ‘no.’

Chase and three accomplices allegedly robbed an America Street moneychanger of $2M. Chase was eventually shot later that day, while his accomplices escaped.

When Kaieteur News contacted the Brickdam Station, a source revealed that the CID rank, whom the woman named, is on vacation and he (the source) was not aware of any shooting in that area.

Kwame McCoy’s witnesses deny his suggestions Information and Press Liaison to the President, Kwame McCoy, presented two senior police officers yesterday as witnesses on his behalf in the alleged assault matter brought against him by complaint Clifton Stewart.

Delmark Jack, Sergeant of Police attached to the Brickdam Police Station Registry Office and Senior Superintendent of Police A and F Division Commander Tactical Services Unit (TSU) Clifton Higgins, appeared before Chief Magistrate Priya Beharry at the Georgetown Magistrate’s Court.

McCoy’s attorney, Senior Counsel Bernard De Santos was absent, so subordinate lawyer Kayleen Stephen took his place.

The lawyer first called Jack to the stand to lead him in his evidence-in- chief. The police would have been the one to have some affiliation with the firearm licence that McCoy had spoken about on the last occasion.

McCoy had alleged that the assault charge with the use of a firearm was absurd since he had lodged his gun with the police at Brickdam Police Station prior to the alleged incident. He brought the police to verify this.

That was not established, though, since the rank said he was not the one who issued the licence. The police said he only saw the licence after its approval. The police however said that on November 12, 2011, one day before the incident, McCoy went to the office at Brickdam for approval of his licence. He could not say when McCoy left the gun at the station or the date that it was uplifted.

Next to take the stand was the TSU senior rank, Higgins.

To all the questions, the police said he could not recall. That may have been the result of the senior police not having contact with McCoy on the day in question, something he revealed in court.

And although the junior lawyer tried, she clearly had a hard time keeping her line of questioning within the realms of evidence-in-chief and not cross examination.

McCoy, on the last occasion, was told to lead his defence and he had alleged that the senior TSU rank had accompanied him along his way during the posting of his party’s presidential candidate’s photo. The police however stated that at no time that day did he have reason to speak or contact McCoy. He further said he could not recall accompanying him on his duties.

The police officer said that he is a senior rank and that such was not part of his duties.

It was however advised that McCoy, in his defence, get the relevant persons to prove his story since the Sergeant of Police did not issue the firearm licence and the TSU rank did not accompany him on the day in question.

The case was then adjourned. McCoy is expected to bring more witnesses on the next occasion.

McCoy is facing the assault and threatening behaviour charge made against him by Clifton Stewart, a man whom McCoy

Stewart said he had intervened and protested McCoy reportedly pasting his party leader’s picture over the party member’s photo whom Stewart supported.

McCoy reportedly became annoyed and smacked the victim upside the head with a gun, causing him to sustain injuries.

McCoy will face another assault matter on completion of the Stewart matter, this time, against Natalie Ross, a woman he reportedly hit with his sports utility vehicle under similar circumstances. She had to overnight at the City’s public hospital.

Senior citizen’s body discovered in trench - believed to have suffered a seizure attack The body of Patrick Sears, said to be in his early 50s, was yesterday found with his bicycle in a “very shallow trench” at Number 28 Village, West Coast Berbice, by his nephew.

According to the dead man’s siblings, the boy was walking across the bridge when he spotted his uncle’s lunch bag in the trench, and opted to take a closer look.

The boy then discovered his

uncle’s lifeless body.

His family believes that Sears might have suffered one of his “regular” seizures.

“It got to be that he catch a fit since fuh years he does trouble with it,” a relative said.

But there were reports of the man being under the influence of alcohol.

The police was called to the scene, and an investigation is ongoing. A post mortem is to be conducted soon.

Berbice Expo shifted to August Due to the heavy rains forecast for July, the Central Corentyne Chambers of Commerce (CCCC) has postponed the Eighth Annual Berbice Exposition and Trade Fair to August. The calendar event which was previously slated for July 20-23, has now been pushed back to August 10-13, next.

President of the CCCC, Lakeram Rambrich, said that the Hydromet Office has predicted some 22 rain days in July, hence the Chamber made the decision not to go ahead with the trade fair as planned in July, since it does not want the event to be

hampered by rains.

Rambrich added that no other plan has changed. “We have had over 40 bookings already— All the food stands have been sold out and we have just limited bookings remaining.” The main businesses in the region have booked all of the spots, he said. This year’s expo, he added, will be much bigger and better than in previous years.

“I know it’s a calendar event in Berbice and people look forward to have Berbice Expo at the end of July, but we don’t want an expo that will be hampered by rain”.

Prisoners' misunderstanding land them in court Four residents of the Camp Street prison made their appearance before Chief Magistrate Priya Beharry yesterday after two separate incidents left them to answer assault charges at the Georgetown Magistrates' Court.

Delon Gordon and Ricardo Bailey refused to give evidence against each other after a brawl in the lock ups.

The charges said that on May 24 in the Camp Street prison they assaulted each other during a fight.

According to information, the men reportedly had their

misunderstanding over some antibiotic tablets.

Bailey reportedly accused Gordon of stealing his tablets and after Gordon, denied, an altercation occurred between the two men. Bailey was reportedly stabbed. Gordon sustained minor injuries.

Both persons pleaded not guilty but refused to give evidence. Bailey who first answered his charge, told the court that he was a resident of the prison because of an alleged murder.

Gordon is also facing a murder charge. This is being heard at the Sparendaam

Magistrate's Court. It is alleged that the man murdered his girlfriend Natasha Johnson last year July. He reportedly doused her with a flammable liquid and set her alight.

Kevin October also had to answer assault charges before the Chief Magistrate.

He reportedly committed the offence against Adrian Bishop.

The police said that on May 15 at the city jail, October unlawfully and maliciously wounded Bishop. He pleaded not guilty to the charge.

The matter will be heard

again in Court Two on June 20 where October is already answering a murder charge.

The information relating to the assault states that the defendant reportedly accused the victim of stealing a cell phone.

It is understood that the victim had to seek medical attention but at the time of the court hearing it was revealed that he was out of danger.

On May 17 last month, Bishop, 24, was viciously stabbed several times about his body by fellow inmates who accused him of “snitching� during an early

morning raid.

Bishop is currently serving a two-year sentence for committing armed robbery. He nursed stab wounds to his chest, buttocks, back and head, and also sustained a broken arm.

October is however on remand for allegedly playing a part in the murder of Robb Street resident 72- year -old Clementine Fiedtkou-Parris.

He, along with three others, is alleged to have accepted pay to end the woman's life.

n Thursday June 14, 2012, the Guyana Police Force received a plaque from the Iwokrama International Centre.

This was a special appreciation award in recognition of the Guyana Police Force's continuous r e l i a b l e a n d e ff i c i e n t support to the Iwokrama River Lodge, Kurupukari.

Ranks of the Police 'E&F' (Interior) Division are tasked with the maintenance of law and order and forest conservation.

Making the presentation on behalf of Iwokrama was Dr. Raquel Thomas who lauded the willingness of the police ranks to assist when required. She also lauded the positive working relationship that exists between the two agencies, while expressing the hope for improved co-operation in the future.

In addition to normal

policing, the ranks interact with the Iwokrama personnel through talks on pertinent issues such as domestic violence and the use of drugs.

Second-in-Command of t h e D i v i s i o n , Superintendent Lawrence Kissoon, who received the plaque on behalf of the Force, expressed sincere gratitude to Iwokrama for the significant gesture of appreciation and recognition and pledged the Force's continuous support for forest conservation and the work of the Iwokrama staff.

The simple ceremony was held in the Commissioner's Conference Room in the presence of the Police Force's Senior Management team which included the acting Commissioner Mr. Leroy Brumell, DSM, and Divisional and Branch Commanders.

Sophia Woman celebrates her th 100 year Louisa Houston yesterday celebrated her 1 0 0 t h b i r t h d a y. T h e centenarian who hails from 'B' Field Sophia celebrated her milestone just by having all her children crowd her home. However, the fete is expected to be held today.

Houston is mother to 10, five of whom were daughters. However, only eight are alive. Her eldest offspring is 76 while the youngest is 61.

The widow is blessed enough to see 28 grand children, 82 great grand and 28 great great grand children.

During her former years, Houston worked “hard “as a domestic to take care of her children.

All Houston's senses are functional. However, she has to be assisted to move around. Yesterday, she said that despite everything, she remains “happy to be alive”.

Residents contain afternoon fire in Waterloo Street

Neighbours working feverishly to put out the blaze Quick response by concerned neighbours in the vicinity of at lot 167 Wa t e r l o o S t r e e t , Georgetown contained a fire that started in a yard that contains nine houses. They spotted the blaze around 17:00 hours yesterday. .

A c c o r d i n g t o eyewitnesses, a 14-year-old boy was the first to respond to the fire after noticing smoke emanating from the bottom flat of the two-storey building. The child told Kaieteur News that he quickly went to the house after noticing the smoke.

The teen said that the house was not accessible because the gate was locked so he decided to jump over the fence that separates the yard from the Swansea building next door.

The boy said that when he arrived, he noticed that no one was at home and he could not access the house.

By that time, the child said others had come to his assistance and persons broke

the glass of the well grilled window. Through the small space, he recalled, with buckets and other utensils and the little water they had, they quickly contained the fire.

DEARABIGAIL, Last year, my husband had a brief affair with a woman who is the widow of his friend.

My husband came to me, told me of the affair, expressed guilt, admitted everything and asked me to forgive him after ending it.

I was devastated.

However, my husband has been honest, attended counseling with me, continues to apologise for his

inadequacies and supports me daily with trying to deal with this issue and build trust back into our marriage.

This other woman lives nearby. She was very manipulative and threw herself at my husband until their brief affair.

Now that it is over, she makes it a point to attend the same events we do. Prior to their affair, she was never this social.

She positions herself to sit near us. We move around, and she moves around, following us. This infuriates me. My husband and I are moving on with our marriage, and working hard to do so,

but at every event there she is, putting herself out there on purpose.

programme in one community here. The project would cost $2.5 million and the equipment could eventually be constructed in Guyana,” Sinclair said.

“Knowing the Minister, who could not be here because he is down with the flu, I am sure when we meet next week he will be responsive to the idea.

One of the concerns is that the equipment could be stolen and sold as scrap iron but once we identify a community we have to make the residents understand that it’s theirs and they must maintain and protect it,” he added.

Guyana suffered worst World Cup loss at home since 1988

Guyanese-American promoted to 3rd Degree Black Belt After more than twentytwo years of training Sensei Ken Kum was promoted to the rank of Sandan (3rd Degree Black Belt) in ShitoRyu Karate by Bassai Karate Dojo –International (BKD-I) after passing (with over 90%) all technical and academic requirements.

The exam took place in Orlando, Florida on Saturday May 26, 2012. Sensei Kum will be opening a branch of BKDI in Queens, New York in the near future. He is also a graduate of the American Sport Education Program (ASEP) Coaching Principles course.

For his karate test he had

to perform the katas - Bassai, Niseishi, Gojushiho, Seipai, and Kosokun Dai and demonstrated the bunkai (application). He also taught Seipai Kata to some black belts at the dojo.

Sensei Kum has been training under Shito-Ryu Karate expert, Sensei Darryl Williams, 6th Dan since 1994.

NGRC to host 3rd Meet of the year The National Grasstrack Racing Club (NGRC) is once again on the Gasstrack scene with its third Race Meet of the year which is set for the Essequibo Coast on July 14 at the Kayman Sankar Ground, Hampton Court.

Next month’s Meet is being touted as the biggest to hit the Cinderella County of Essequibo and will be held under lights.

Lovers of grasstrack in Leguan and Wakenaam are being urged to get set for what is expected to be an exciting family event with the riders set to display their skills and dexterity on their dirt bikes.

According to the organisers, some 11 races will be contested on the night with all of Guyana’s top riders already confirming their participation. Still up for grabs as the overall prize for the champion rider this season is a brand new 2012 bike worth over 2 million dollars.

After the completion of two of the projected five Race Meets this year, Peter Tulsi is leading the points table followed by Andy Rajkaran and Andrew Wong.

The NGRC said that it is pleased with the response they have received for the

past two races which were both successful events. They are extending thanks to their major sponsors; Ashmins, Ansa Mc al, Demerara Distillers Limited and Trans Pacific Motor Spares.

France beat Ukraine after rain delay France secured their first Group D win at Euro 2012 at the expense of co-hosts Ukraine during a raininterrupted spectacle in Donetsk.

The teams were forced off after only four minutes because of the stormy conditions, returning almost an hour after the scheduled start.

Jeremy Menez opened the scoring in the second half when he drifted inside his marker and fired in from 12 yards. Yohan Cabaye added a second with a low strike from the edge of the area.

It was the Newcastle midfielder’s first international goal, secured as he moved into an advanced position and took advantage of a Ukraine defence that laboured in the heat and soggy conditions inside the Donbass Arena.

The energy-sapping pitch was created by the deluge early in the first half that led to referee Bjorn Kuipers taking the teams off.

The Dutchman was

unconcerned by the rain at kick-off but by the fourth minute the downpour had intensified and heavy lightning overhead meant the official had little option but to haul the players off the pitch.

Despite the storm subsiding 20 minutes later, there remained a doubt about whether the rest of the match would be completed on Friday because of the surface water, with rain having poured in torrents out of the stands.

However, following emergency drainage work by the ground staff, Kuipers gave the go-ahead for the game to restart. It took a few minutes for the players to become accustomed to the new playing conditions, and it was the nimble French attack that was first to settle.

They provided the best goalmouth action in the first half, with Menez, Karim Benzema and Franck Ribery showing the most intent.

in the net but it was rightly ruled offside, while Benzema also tested Andriy Pyatov with a rising stinging shot and a low drive.

But Bayern Munich’s Ribery, impressive in the pretournament friendlies, was the French star in Donetsk, and it was his wizardry that eventually found Menez on the right of the area.

Heat survive Thunder England win Sweden thriller rally for 100-96 win

With what Wade called the loudest crowd he’d ever heard booing, certain James had just fouled Kevin Durant, the league’s MVP walked to the free throw line with 7.1 seconds left and the Miami Heat’s huge lead down to two points.

The guy who has endured too many fourthquarter failures wasn’t letting another NBA Finals game get away. James made both free throws, completing a 12-for12 performance at the line and a 32-point night, and the Heat held on for a 100-96 victory over the Oklahoma City Thunder on Thursday night that evened the series at one game apiece. ‘’On a big stage like this in a big game like this, every point counts, every point matters. So you go to the free throw line, no matter how hostile the environment, and try to knock them down,’’ James said. ‘’Like I said, I’m happy that I was able to go up there and make a few plays, go up there and make my free throws. We needed it. We needed every point tonight.’’

Wade rebounded from a poor opener to add 24 points and Bosh had 16 points and 15 rebounds in his return to the starting lineup for the Heat, who needed a big night from their Big Three to snap a four-game finals losing streak with their first

victory since Game 3 against Dallas last year. ‘’It’s been so long since we’ve had them all together,’’ Heat forward Shane Battier said. ‘’They played like the All-Stars that they are and that’s the effort that we need.’’

Now they go home to host Game 3 on Sunday and the next two after that, knowing they don’t have to hear the noisy Thunder fans again - not to mention all their critics - if they win all three.

Miami blew a 13-point lead in Game 1 and seemed headed toward a repeat of the second game of the finals last year, when it blew a 15-point edge on its home floor.

Not this time. ‘’This is a good team and we didn’t want to be down 20,’’ Bosh said. ‘’We know in order to accomplish our goal; we have to win on the road.

We’re a good road team.

We’ve done it before. They posed a great challenge because they haven’t lost up until today. But we felt that we let one get away and we felt that we could play a much, much better game in Game 2.’’

Durant scored 32 points for the Thunder, but missed a short jumper with 9.9 seconds left after appearing to be bumped by James. The basket would have tied a game the Thunder trailed the entire way.

Oklahoma City’s explosive point guard Russell Westbrook finished with 27 points, eight rebounds and seven assists, but shot 10 of 26 from the field. James Harden tried to keep the

Thunder in it early and finished with 21 points, but this time the Thunder couldn’t come back from a double-digit deficit after spotting Miami a 17-point advantage during their worst first half of the season.

It was the first home loss in 10 postseason games for the Thunder, who have trailed by double digits in their last three games. James had what was his career high, 30 points, in the opener, but afterward said Wade needed to be Wade - All-Star, Olympic gold medalist and finals MVP. In Game 1, Wade was 7 of 19. He wasn’t sharp in the last round and continues to hear reports that something is physically wrong with him.

He was all but asked Wednesday if his explosiveness was a thing of the past, what must have been insulting to a player who, though 30, still believes he’s not far from the top of the game. Wade bounced back in a big way, not quite at the level he was as the 2006 finals MVP, but certainly good enough with the help around him now for the Heat to win another one.

James had his fifth straight 30-point game, breaking Wade’s franchise playoff record, and added eight rebounds. He defended Durant early and helped put the league’s scoring champion in foul trouble, just one of the problems the Thunder had early.

Another loud, blue and white crowd tried to inspire them to rally, but Durant and company never got close until the final minutes.

The Thunder missed 11 of their first 12 shots, and when James capped a run of 13 straight Miami points with a basket, it was 18-2 with 4:51 remaining in the period.

England came from behind to beat Sweden for the first time in a competitive fixture after their Euro 2012 campaign flirted with danger in a thriller in Kiev. Andy Carroll’s superb first-half header allowed England to establish comfortable control - but poor defending allowed Olof Mellberg to score twice and put Sweden ahead before the hour.

England Manager Roy Hodgson required inspiration and found it in the shape of substitute Theo Walcott as the Arsenal attacker turned the game around with a spectacular equaliser and a penetrating run to set up Danny Welbeck’s deft winner with 12 minutes left.

Hodgson’s side had been derided in some quarters for their conservative approach in the opening 1-1 draw with France but there could be no complaints about the entertainment value on offer here in Ukraine - although not all of it was intentional or admirable.

He will take heart from England’s positive response to adversity but will be hugely concerned that trouble came as the result of a collective lapse of defensive concentration that gave Sweden an all-too-easy route back into this contest.

England know a draw against co-hosts Ukraine in Donetsk next Tuesday will put them through to the Euro 2012 quarter-finals, but they will face a team with ambitions of their own in that direction in what will be a hostile atmosphere inside the Donbass Arena.

Hodgson’s plan was clear and was revealed by Carroll’s recall. Sweden’s defence had a weakness in the air and England were intent on probing it. England’s first threat came from midfield man Scott Parker when he saw his rising 25-yard shot clawed away by Sweden goalkeeper

Gerrard’s cross from the right wing was met by the soaring figure of Carroll as he got in between Andreas Granqvist and Mellberg to power a header past Isaksson. Sweden were carrying few attacking threats, although the ease with which Zlatan Ibrahimovic brushed Parker off the ball and then won a straight race with a ponderous-looking John Terry were causes for concern.

Kim Kallstrom shot just over after Glen Johnson lost possession and Hart had to dive at the feet of Johan Elmander as the Swedes attempted to restore equality before the break.

After looking relatively settled, England were set back by a scrappy mess of an equaliser for Sweden four minutes after the restart.

Berbice boxers delighted as additional support pours in

Boxers out of the Ancient County of Berbice recently received boxing equipment from the Ministry of Culture Youth and Sports and the Regional Administration of Region Six following closely on the heels of a similar donation from the Ministry of Home Affairs and the Regional Administration, through the Ministry’s Citizen Security Programme.

The gift is part of an ongoing programme to help in the development of the sport in the Region and includes gloves, mitts and striking pads among others.

Those gyms benefiting from such chivalry are the Pocket Rocket Boxing Gym, the Rose Hall Town Jammers and the Central New Amsterdam Boxing Gym. The handing over ceremony took place at the Regional Administration office and Regional Chairman

David Armogan said that Government officials decided to render support because they believe that boxing is a very important catalyst to the development of youngsters in the Berbice area.

The Regional Chairman further said that the sport offers opportunities for those interested in developing themselves meaningfully.

Mr. Armogan noted that several other institutions in the Region also had the ability to create life changing fortunes for the lads and encouraged the involvement of these institutions.

He promised to render assistance once the respective administrators get their house in order and advised them to make contact with him when this is done.

Mr. Armagon also assured those gathered that the administration is working closely with the Ministry of

Culture, Youth and Sports to foster improvement in sports in the Region. “Government is of the firm view that sports play an integral part in uniting people since it transcends political and racial barriers.”

He said that this is the primary objective of administrators.

He also intimated that the regional administration has set up a number of committees to support the realization of these objectives which include the involvement of Berbice residents in sports activities.

Representatives from the three gyms thanked their benefactor and promised to make the best use of the equipment.

Sports administrators also sought similar assistance for other gyms including the Tiger Eye of Locaber West Canje where former national light/ heavyweight champion Al Thomas is the Trainer.

Tradewind Tankers ‘True Champions’ V/ball Tournament starts today The Third Annual Tradewind Tankers Nationwide Invitational ‘True Champions’ Volleyball Tournament commences today, at the National Gymnasium, starting from 10:00 hrs.

According to a release from the Organisers Castrol Strikers, the host of what has now become one of the biggest competitions held here annually most of the top teams in the country has confirmed participation in the competition.

Defending champions Young Achievers, who carted off all the spoils in the two previous tournaments, will once again start as favourites to successfully defend their title, while Castrol Strikers, Port Mourant Training School and Port Mourant Jaguars are among the other teams who will no doubt be aiming to dethrone the champs.

The release added that in the first month of competition, all three formats usually contested, the 6’s, 4’s and 2’s will be played at

three different venues with the 6’s scheduled to be played at the National Gymnasium.

The action then turns to Goed Fortuin Community Centre where the 2’s and 4’s formats will be contested among all the participating teams with the top 6 moving on to the next leg slated for July in Berbice.

During the opening leg, the winning team will receive $20,000 and second placed $10,000, while the 2’s and 4’s formats will see only the top team being awarded $10,000. Points gained in the first round will not carry forward to the next round.

Over $500,000 in cash and prizes will be awarded during the competition, including the segment in September that will feature a team from overseas. There will be prizes for outstanding individual performances as well.

Ornesto Thomas that team is expected to perform fairly since the athletes are in good shape for the competition: “I expect the team to do fairly well since they are in good shape.”

Thomas added that the athletes had problems acclimatizing with the new environment especially during the training sessions but they are adapting gradually.

It was also pointed out that the athletes were encountering some challenges in getting familiar with the rubberized track, especially their techniques.

Despite the challenges, the athletes have indicated that they will be looking to improve their personal best times in their respective events at the Games. It was reported that the EAC will be merging with T&T team Mugstangs to compete in the 4x100m and 4x400m relays.

Delorn Johnson: Time at Sagicor HPC ‘made all the difference’ Arnos Vale, St Vincent — Delorn Johnson is looking for more success with the ball when he lines up for West Indies A against India A in the third and final Digicel four-day ‘Test’ match on Saturday at Beausejour Cricket Ground.

The 23-year-old left-arm pacer has been the stand-out bowler in the series so far with his ability to get swing with the new ball and the old ball, as well as to bowl with sustained pace on the slow surfaces. He said his preparation work at the Sagicor High Performance Centre between 2010 and 2011 has been one of the main reasons for his success.

“I would say I got a lot of knowledge and learned a lot during my two years at the HPC. It has made all the difference in my development and in my cricket career. When I went there I was a bit ‘raw’, but I was able to settle down and

ue to unforeseen circumstances the venue for the National Draughts Tournament scheduled for June 23 & 24 at the Mildred Mansfield Youth and Sports Club has been changed.

Standing six-feet-fiveinches tall, Johnson was almost unplayable in the West Indies’ win in the second ‘Test’ on his home turf at Arnos Vale, St Vincent earlier this week. He earned career-best figures of six for 34 from 17 menacing overs.

He rocked the Indian top order with four wickets in the final hour on Monday, and picked up two more in the first hour on Tuesday morning.

Johnson ended with eight wickets in the second match to follow up his five wickets in the first match. In

his brief first-class career, Johnson has so far played just nine matches with 27 wickets at an impressive average of 19.00 runs each.

He is also a capable hardhitting lower-order batsman with an average of 29.00 and a top score of 51.

He has formed a good new ball combination with Jason Holder, the six-footseven-inch pacer who is also a graduate of the Sagicor HPC. The 20-year-old Holder took five for 55 off 27 overs in the second innings of the first Digicel ‘Test’ in Barbados.

“We felt we broke the back of the Indian batting on the third day when we got those four wickets in an hour. I wouldn’t say it was reckless batting, I honestly felt I bowled quite well - I stuck to my plans and hit my areas,” Johnson said.

“When we came back in the final morning we knew we had to complete the job.

In Barbados we had them eight wickets down with 80 to win and they got home, so we knew their lower half could still put up a fight. We were aggressive and we did not let them back in. It was an enjoyable win!

“I knew where I wanted to put every ball. It’s a team game, everybody had a part to play and we did a great ball job. I just did what I had to, stayed aggressive, did what I know to do and got the results. It was special to do it at home where I played a lot of my cricket.”

Earlier this year, Johnson set a Windward Islands record when he took an amazing five wickets for five runs off four overs against Barbados in the Caribbean T20 Tournament.

He said his performance against India A was “a bit better”.

“I would say ‘yes’, my performance against India was my best day so far.

Earlier this year I got five wickets against Barbados and that was a great day for me. To come here and get six against India is a great feeling,” Johnson said.

“The higher you go in cricket the more difficult it becomes to get wickets and you have to work that much harder for your wickets.

The India team is a strong one, with some guys who have made over 300 in first-class cricket, so to knock them over in quick time felt great.”

More clubs to benefit from Grassroots Grants - 4th application period now open St John’s, Antigua – Which regional clubs will join the 23 clubs which have already gotten development grants from the WICB and Digicel?

Clubs in ten countries have secured grants of up to US$5000 to assist with a wide variety of developmental needs including training programmes for young cricketers, refurbishing of facilities, acquisition of mowers and pitch covers and building of sightscreens and all weather batting nets.

In the latest round of grants, Kensington Cricket Club in Jamaica, the home Club of former West Indies batsman and new WIPA President Wavell Hinds was one of seven clubs which received grants. Kensington CC will use the US$5000 grant to assist with the renovation of their clubhouse and gym.

More clubs stand to benefit from this widely acclaimed WICB and Digicel partnership programme. The fourth round of WICB Digicel Grassroots Grant application period is now open to all clubs across the region.

Cricket clubs and clusters across the region can apply to the West Indies Cricket Board for assistant grants in three main areas: 1.

Infrastructure development; 2. Strengthen training programmes; 3.

Procurement of gear and equipment. The deadline for the second round of applications is July 30, 2012.

The total disbursement over the three periods is over US$120,000. The entire application process has been significantly simplified. The process now includes an application form which is available online at http://www.windiescricket.c om/grassroots and can be filled out online or downloaded and filled out.

The WICB requires applicants to complete an application form and attached the relevant documents.

Khalil’s superb shot selection was too much for Fung-A-Fat who resorted to going all out for winners but ended up hitting the tin more often than not.

Following an opening ceremony that saw in attendance Digicel CEO Gregory Dean, who met the teams before kick-off, Director of Sport Neil Kumar, Head of Marketing Jacqueline James, Tournament Co-ordinator Lavern Fraser-Thomas and other members of the Cellular Company, the two teams located on the East Coast of Demerara opened the battle for supremacy in the premier Schools Tournament.

Scoring for Bygeval were Johnson Jack, Samuel Charles and Kelvin James.

Both Jack and Charles scored five goals apiece, while James scored one.

miscommunication. The team had a number of occasions to score, but failed to capitalize on those opportunities while in other instances they just missed goal.
