Armed bandits rob four Engineers urge vigilance roll out of megaprojects women near Leopold Street -insay govt. must be wary of benefit shortfalls, cost overruns

andits on Sunday robbed four women in a minibus in the vicinity of Leopold and Lombard streets, Georgetown.

According to police the victims are: a 23-year-old of Goed Intent, West Bank Demerara, who was robbed of $15,000 cash and one LG cell phone valued $30,000; a 39-year-old of Belle West, Canal #2, WBD who was robbed of One Samsung cell phone valued $44,000 and $30,000 in cash; a 20-yearold of La Grange, WBD, who was robbed of one gold chain valued $50,000 and $30,000 cash and a 54-yearold of Sisters Village, WBD who was robbed of one Samsung cell phone valued

$20,000 and one pair of eyeglasses (spectacles) valued $50,000.

Police said that suspects are two identifiable males, one armed with a gun.

Enquires disclosed, that the victims and the two suspects were passengers in a route 31 minibus destined for Georgetown.

According to one of the victims, the two suspects joined the said minibus at Goed Intent, WBD and one of them was sitting in the conductor’s seat assisting with opening and closing of the door.

While in the vicinity of Leopold and Lombard Streets, Georgetown, the suspects asked to be put off at the said corner, and when

the minibus stopped, one of the suspects pulled out a firearm and pointed same at the passengers and demanded their valuables.

As the suspects were running away after robbing the four ladies, the one who was armed allegedly discharged the firearm in the direction of the minibus, with a bullet hitting the front left side passenger door.

The suspects made good their escape in an eastern direction on Leopold Street.

The scene was processed and photographed by ranks from Criminal Investigation Department where three suspected 9mm spent shells were found at the scene. No one was injured.

Seven-man gang rob Chinese businessman of $600K in cash

o l i c e i n Georgetown are investigating an alleged robbery under arms committed on three individuals at the corner of Leopold and High Streets, Werk-en-Rust by seven identifiable male suspects.

The alleged robbery occurred on Sunday June 12, 2022 about 08:15 hours. In a press release police said the 50-year-old Chinese businessman of Cemetery Road, East La Penitence was

robbed of one pink iPhone valued $250,000, G$600,000 in cash and a driver’s licence. A 30-yearold businesswoman of Tuschen, East Bank Essequibo was robbed of a chain valued $300,000. A 42year-old bus driver of Section ‘B’ Non Pareil, East Coast Demerara was robbed of one Samsung cellphone valued $90,000.

Enquires disclosed that the victims were at a location in the area, purchasing food

items when they were approached by two of the suspects who were armed with firearms.

The two suspects pointed the guns in the victims’ direction while demanding that they hand over their valuables.

After relieving the victims of the mentioned items and cash, the suspects escaped on a motorcycle and three BMX bicycles east on Leopold Street.

olice are currently investigating an alleged break and enter and larceny committed o n P e o p l e ’s N a t i o n a l Congress (PNC) Office at Agricola, east Bank Demerara.

According to reports, the incident occurred sometime between June 2 and 11. It was reported to the police that the

Vice Chairman had secured the building after a meeting with the members on June 2 and went home.

On Saturday around 16:00hrs, she went to the office where she observed the window which is situated to the southern side at the bottom flat of the building was opened.

Upon seeing this, she

checked and discovered that a Dell desk top computer valued $110,000, a Lasko fan valued $10,000 and a shell gas bottle valued $5000 which were in the kitchen were all missing.

Subsequently, a report was made to the police. The Police in its reports said that no arrest has been made but investigations are ongoing.

Elderly man collapses, dies on ferry

A

pensioner collapsed and died onboard the Sabanto ferry, early Monday morning.

The man has been identified as a resident of Jacklow, Lower Pomeroon and is believed to be in his sixties. According to reports reaching Kaieteur News, sometime between 04:30 hrs and 05:00hrs the man

boarded the ferry at Supenaam, destined for Parika.

Prior to collapsing the man reportedly complained to the taxi driver that transported him that he was feeling unwell.

A witness who was onboard the vessel at the time of the incident, said that the man collapsed and fell to the ground.

Passengers managed to pull the man’s phone from his pants pocket, and reportedly made contact with a relative.

The man, who was reportedly unconscious for over an hour, was whisked away to the Suddie Public Hospital via ambulance. He was later pronounced dead by doctors at the said hospital.

As Guyana races towards the production of oil and gas, its revenue is likely to encourage mega projects to either support the sector or encourage more local development. Against this backdrop the decades old Guyana Association of Professional Engineers (GAPE) has urged government to be wary of the fact that such ventures under-deliver and over promise.

This recommendation is included in the Association’s quarterly report, recently shared with this newspaper.

The Engineers’ Quarterly (EQ) features an article by Professor Bent Flyvbjerg, on megaprojects, who has found that only one out of every thousand megaprojects meets the major indicators of megaprojects success; these are time, cost, and anticipated benefits.

To this end, GAPE said “This is a sobering figure, and as we attempt to undertake megaprojects now and in the future, we must exercise caution and do our due diligence so we avoid the many pitfalls which have ruined scores of megaprojects around the world. In the context of our own dearth of expertise, our inexperience with megaprojects, and a dismal record of failed large-scaled projects, we should be even more cautious. Our approach so far appears over optimistic, but it is not too late to learn the lessons and recalibrate.”

Megaprojects are defined as complex projects costing US$ 1 billion or more which attract significant public attention due to their outsized socioeconomic impact.

In Guyana, the association reminded that we are on the cusp of undertaking at least two notable megaprojects which are within this range; namely the gas-to-energy project at Wales and the Amaila Falls Hydropower project.

“Megaprojects are new to Guyana, and in many respects they are a consequence of our recent economic good fortune, a factor which will spawn

It quotes the “guru” of megaprojects, Oxford professor Bent Flyvbjerg, who has conducted many years of research on megaprojects and has written extensively about such projects.

According to Flyvberg “performance data for megaprojects speak their own language. Nine out of ten such projects have cost overruns. Overruns of up to 50 percent in real terms are common, over 50 percent not uncommon. Cost overrun for the Channel tunnel, the longest underwater rail tunnel in Europe, connecting the UK and France, was 80 percent in real terms; for Denver International Airport, 200 percent; Boston’s Big Dig, 220 percent; the Canadian firearms registry, 590 percent.”

S i m i l a r l y, b e n e f i t shortfalls of up to 50 percent are also common, and above 50 percent not uncommon,

again with no signs of improvements over time and geography, the Oxford Professor notes.

“Delays are a separate problem for megaprojects and delays cause both cost overruns and benefit shortfalls. For instance, results from a study undertaken at Oxford University, based on the largest database of its kind, show that delays on dams are 44 percent on average. Thus if a dam was planned to take 10 years to execute, from the decision to build until the dam became operational, then it actually took 14.4 years on average. My colleagues and I modeled the relationship between cost overrun and length of implementation phase based on a large data set for major construction projects. We found that on average a oneyear delay or other extension of the implementation phase correlates with an increase in percentage cost overrun of 4.64 percent,” he continues.

However, Flyvberg said this should not be seen as an excuse for fast tracking projects, that is, rushing them through decision making for early construction start.

According to him, front-end planning needs to be thorough before deciding whether to give the green light to a project or stopping it. But often the situation is the exact opposite. Front-end planning is scant, bad projects are not stopped, implementation phases and delays are long, costs soar, and benefits and revenue realization recedes into the future.

In this regard, the Guyana Association of Professional Engineers noted that these circumstances sound familiar to the troubling history of some of our own large-scale projects here in Guyana. GAPE cited the Cheddi Jagan International Airport (CJIA) expansion (Continued on page 9)

Where are other patriotic Guyanese?

O

ur Sunday edition carried a story titled, “Patriotic Guyanese unrelenting in call for better oil deal” (KN June 12). The article had a picture, a composite, of Guyanese facing soggy rain and sharp heat to wear their placards calling for more for Guyana, for what could lift up all the citizens of this poor country, and put them on the path to a better life. We can have it, we are due it, this oil has made it possible.

The real riches of our oil wealth could be ours, it is within hand reach, but we are going to have to get up and come out and fight for it. To get what is ours, we must stand up and be ready to fight for it. If this means that we have to go down for doing so, then at least let us go down with dignity, in fighting for it against the might of the powers arrayed against us.

It is one of the enduring truths of life that what is worth having, must be struggled for. Such worthwhile things do not come to us on a platter, because there is always going to be somebody standing there to cheat us, either by deceiving us, or through trying to steamroll and overpower us. This is what has happened to us from the very first day with this oil, both domestically and beyond our boundaries.

Our own leaders in government did not put a sensible and straight fight for us.

The Coalition Administration, now gone after five years, let us down; and, presently, governing PPP/C leaders have done everything that they can to pull the wool over our eyes and mislead us on everything related to this oil.

It is why a small band of brothers and sisters burning with the fire of Guyana in their eyes, and the pain of their predicament in their hearts, has been left with no choice but to go into a prominent, well-travelled area of the city, stand before the public, and hold aloft their demanding placards.

Regardless of what is plastered on those placards, they are of the many messages of Guyana, and the pains that come from the discovery of its oil. It does not have to be so, shouldnt be, but it is.

It is why they raise their banners so that the world can see, and cry out for a better deal, a fair share, a rightful piece of this oil prosperity, that is yet to be ours. It is patriots like these few, these daring few, who make us proud, who fight for justice for all of us.

They were braving the odds, and the wraths of weak leaders they expose for their failures, but if those are the prices to be paid, so that Guyanese can benefit, then it is what must be.

As we look at them, these simple and courageous and hopeful Guyanese, we are forced to ask about our fellow Guyanese not there. Where are our other patriots, the many that we are sure exist in this land?

Many of them had expressed sharp disagreements (when revealed by this paper over the years) as to what we get, and how we lose. In the case of what we get, they had raged of how little it is; in the instance of how much we lose, they have lashed out at the waste of it all.

That is what patriots do; they speak up and stand up, and they did so a few years back.

Given that little has changed today in what we give up and how we are exploited, we ask again: where are our true patriots, who had screamed their anger back then? A patriot yesterday remains a patriot today, for it is a compelling feature of bona fide citizens in weather fair and foul. The real test of real patriots is how they are when their country is held hostage by foreign powers. Exxon is such a treacherous foreign presence currently, and all Guyanese need to rise up in righteous rage against how the company impoverishes us.

Guyanese: go out! Guyanese: come out. Guyanese: raise placards high, like genuine patriots would do.

Healthy channelling of aggression DEAR EDITOR, When one speaks of aggression, they often do so from the view that it is negative.

This is understandable as our culture paints aggression as being something that is bad. This negative portrayal of it stands even while remaining a requirement for men and boys to prove that they are “masculine enough.”

This severely limits the way that males are allowed to express themselves, contributing to increased levels of violence and instability. An example of this can be seen in the frequent reports of physical assaults within the homes, schools and other community spaces.

This demonstrates how the expectations of unhealthy aggression and its believed link to masculinity can manifest itself.

It is important to note that aggression and violence are not the same thing, even

though a person who commits acts of violence may be acting with aggression, an aggressive person is not inherently someone who will engage in violence. While anger and aggression are viewed as negatives, the reality is that they are natural responses to challenges and threats.

The goal should not be to not experience these emotions at all, but rather to explore ways in which they can be channelled more healthily. Given that men and boys have been traditionally trained to express anger as a means of strength, dominance and control, finding healthy ways to channel this through things such as competitive passions, games, sports or engaging in the arts, can help to facilitate healthy behaviours in men and boys.

Aggression stated that healthy aggression is related to ones “ambitions and assertiveness as an expression of ones sense of self.” This demonstrates that aggression has a lot to do with the way we navigate the world and respond to it.

Channelling aggression in healthy ways is incredibly important as it can create safer environments and positive personal and community growth since it supports individuals to manage their behaviour and emotions including their anger.

Healthy aggression, which can also be framed as assertiveness, is key in helping us to make important decisions, face challenges head on and setting boundaries with others. For instance, if you notice someone being mistreated or disrespected, you can channel aggression in positive ways to put a stop

to it, or raise awareness on it so that better treatment and behaviours can be realised.

When it comes to children, ensuring that they are raised in loving and supportive homes can result in them learning to channel their aggression into healthy avenues such as competitive sports or academics.

Aggressive behaviours are largely linked to our culture, so it is very important that healthy patterns of behaviours are modelled by the adults around us, and children are provided with opportunities to express aggression in healthy ways.

This will help to nurture healthy boys and men who are able to solve and address conflict without violence.

When a people ignore and plunder the sacrifices of their founders, it is akin to a form of blasphemy DEAR EDITOR, The story of Nero fiddling while Rome was burning, this ancient story is no different to President Ali and his Minister of Labour fiddling, prevaricating and deceiving while the average worker in the public sector and private sector are burdened with an unconscionable minimum wage.

In other words burning and bruising and those in charge seem not to care while with their well funded propaganda machine making handouts to selected groups with no accountability and details given. Reminiscent of the One-Laptop per person debacle.

Three cheers for transparency, three cheers for no-corruption, three cheers for thinking Guyanese are a bunch of idiots.

I grew up and entered politics in the early 50s and understood and believed that Dr. Jagans Peoples Progressive Party was created to the working class institution, labelled socialist indicating that its policies, programmes would always be intended to protect an advanced cause of the ordinary man.

His partner in the Independence struggle, and one time Chairman of the PPP, Forbes Burnham once proclaimed that the intent of the Party was to make the small man a real man.

With this massive inflow of oil money, even though it

could be much, much more if the present crop of political leaders could have good sense and maturity to sit down as I have proposed ad nauseum and go to the oil giants and redo the absolute ridiculous one-sided arrangements that now exists, we will have more than enough to not only double or triple the wages of all public servants and remove vat completely, will therefore force the private sector to do likewise.

Last week I stopped and spoke to some of the protestors at the Square of the Revolution and reminded them of the significance of that area and the 1763 Monument and added a deep personal concern that the Independence struggle that many of us took part in is becoming meaningless as we are being recolonised by the same mantra, beliefs and attitude, that enslaved many of our forefathers and brought others as labourers to toil in the cotton and sugar plantations.

When a so-called workers government could hesitate to double or triple government employees salaries or at least increase the minimum wage as has been proposed by a tripartite committee some time ago is unbelievable and unacceptable. This suggests that the President and his Cabinet are doing a great disservice to the founders of the PPP, they claim they are now

a part of.

When a people ignore and plunder the sacrifices of their founders, it is akin to a form of blasphemy and no leader of the PPP should today even mention the name of Dr. Cheddi Jagan, as they have now gone full circle practicing anti-working class old time capitalism.

When you refuse to ease the burden of workers in circumstances where the price of basic items goes up every day and there is an abundance of cash, it is shameless.

Ive spoken to children in my area, some who go to school with empty lunch kits, but this is a country where the Head of ExxonMobil is harvesting thousands of barrels of oil daily and boasting to his shareholders, what a wonderful place Guyana is.

They are now digging deeper into our soil to harvest our gold making a reality of Eldorado. Never mind, all the while destroying our environment, turning what was once clear streams where you can cup and drink water into murky mercury-laced water-

ways where I would not venture even to walk with my boots; where the flora and fauna are being destroyed and the course of our rivers and creeks changed, while one of our top leaders is ordained Champion of the Earth.

The workers and ordinary people must now speak up against these atrocities and again I share the sentiments expressed less than a century ago, by Elle Wiesel, a Jewish and political activist when he entoned: “I swore never to be silent whenever and wherever human beings endure suffering and humiliation.

We must always take sides.

Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.”

I ask every citizen, irrespective of race, colour, creed or political alignment to stand up to avoid or return to forms of slavery and peonage as we pay homage to our brave parents and grandparents who chanted from field, office and factory that Massa day done.

The Ralph Gonsalves factor DEAR EDITOR, Prime Minister Dr. Ralph Gonsalves of St. Vincent and the Grenadines is no stranger to Guyana nor Guyanese politics.

Guyanese from all walks of life would recall with deep admiration his timely and decisive intervention in our electoral process following the 2020 election when the APNU+AFC tried to brazenly thwart the will of the electorate.

In an interview at a local radio station in Kingstown, on June 11, 2020, PM Gonsalves in addressing the situation in Guyana following the election said: “St. Vincent and the Grenadines stands firmly for democracy and reflecting the will of the people…Caricom is not going to tolerate anybody stealing an election… if you lose, you take your licks like a man.”

One month after, as efforts to stop the steal in Guyana style dragged on, PM Gonsalves was bold enough to declare: “A rogue clique within Guyana cannot be allowed to disrespect or disregard, with impunity, the clear unambiguous ruling of the CCJ. The time for decisive action is shortly upon us.” (S/ N 15.7.20).

The Prime Ministers critics had a common criticism; he was interfering in the internal affairs of a sovereign state. He was advised by those who had determined to stay in power by any means necessary to leave Guyana alone. The rest is history, we Guyanese are now living it.

Guyanese would not have failed to acknowledge that in Ralph Gonsalves they have a true friend and a Caribbean brother who was prepared to stick his neck out in defense of our legitimate right to elect a government of our choice.

has always displayed a similar attribute when it comes to speaking his mind on matters of interest to his country.

To Dr. Gonsalves, Guyana is a special place. It is to this country he travelled frequently to meet and exchange ideas with Cheddi Jagan while the latter was Opposition Leader and General Secretary of the PPP and to ground with other Guyanese academics, political and social activists.

Truth be told, ever since the late 1970s, Dr. Gonsalves as an academic, social and political activist in St. Vincent and the Grenadines, has been following with keen interest, political, economic and social developments in the Caribbean and the world at large.

He is a consummate internationalist and a champion integrationist. As a well credentialed connoisseur of political maneuvering, PM Gonsalves is the only Head of Government of the Caribbean Community to be democratically re-elected to office for a fifth consecutive term.

In urging his colleague Heads not to attend the just concluded Summit of The Americas, PM Gonsalves letter of May 11, 2022 conveys both a strategic and tactical approach to the question of Caricoms participation. He outlined in his letter, four basic reasons against participation and reinforces them with five principles which he considers to be timeless. Further, he suggested that these principles are at stake, so, too, practical relating to Caricom itself.

In an interview aired on Al Jazeera cable network on the eve of the Summit, PM Gonsalves argued that: “The Summit of the Americas is supposed to be inclusive not exclusive …” and that St. Vincent and the Grenadines is not attending “because of the

failure and refusal” to include Cuba, Nicaragua and Venezuela, the Trio who have been under the radar of the US for sometime.

Incidentally, it is apposite to note that the population of the three excluded countries amount to approximately 47 million, or 14 per cent of the US population of 332.4 million. Caricom has a population of 18.8 million.

All things being equal, The PM must have reasoned that to exclude three countries with a population of 47 million only adds to the deficit in hemispheric governance and closes the space that would have helped dissipate festering hemispheric tensions giving way to interdependence and genuine partnership as the way forward.

That aside, PM Gonsalves must have considered the decision to deny the Trio an opportunity to interact with their counterparts as not just an ideological but a philosophical one, and that their exclusion will only serve to push them closer to China, Russia and Iran who the US sees as anathema to them globally much less in their own backyard.

Responding to a question as to whether the region is now divided, the Prime Minister demurred diplomatically stating: “It is really a tactical approach… the matter is so large a principle that we ought not to have gone …”

“Friends” he said, “should indicate to each other when they have erred and the US has made an error” by not inviting the three named countries, casting the exclusionary approach in the context of “fighting 20th century battles in the 21st century.”

Sugar production must be examined by people with expertise DEAR EDITOR, As I have noted before I am a proud dougla, one parent of African descent and the other of East Indian descent, and therefore I am very upset when politicians set out to divide us instead of addressing the real issues that confront this nation.

The production of sugar is one of the main reasons for maintaining slave labour and indentured labour. Today, sugar is no longer something that is sweet but bitter, made worse by a government that is obsessed with using sugar and other issues to aggravate an already polarised and divided country. Not to mention the uncertainty of rainfall and sunshine these days.

I have discussed this matter with perhaps the most experienced citizen in Guyana, resident in my community. I have been told and very well believe that on the heels of the global oil crisis, there were demands to increase the selling price of sugar produced here substantially.

The price for sugar in the markets was 2 lbs for 13 cents; Guysuco advanced arguments to increase sugar prices. President Forbes Burnham refused to agree to such increases contending that the children of freed Africans and Indentured labourers earlier with their sweat, blood, tears and humiliation had already paid the price and there was no way that he can support them paying for sugar produced on the very estates where they toiled in the hot sun for generations.

Four years after his demise, his successor in spite of objections from groups labelled Burnhamites, prices were increased and worst of all, to keep pace with overseas markets, they began importa-

tion of sugar. The rest is history.

The present government continues to use sugar workers as what we call a political football. Everywhere for example, we hear that the Coalition dismissed 7,000 sugar workers and this nonsense that this is the main reason for the financial woes of the National Insurance Scheme.

They vowed once in office to have them re-employed.. The truth is 5,200 sugar workers retired with appropriate benefits and since the PPP took office in August 2020, they have only re-employed 600 sugar workers on a Berbice sugar estate. So much for broken promises.

Let us ignore for the time being, the millions wasted on what we were told was the rehabilitation of Skeldon Estate. All the while in spite of the drum-beating and noise, from a production target of 20,261 metric tonnes, the corporation has only managed to produce 13,076 metric tonnes of sugar. The bulk of the production came from the grinding estates in Berbice as the Utivulgt estate on the West Demerara experienced mechanical issues. From a target

of 4,295 metric tonnes only 66 metric tonnes were produced at Uitvlugt.

When will our government do the sane and sensible thing, that is, first understand that sugar production must be examined by people with expertise and after consultation with the Opposition and the respective communities, come up with a National Plan to deal with this matter so that with our bounty of oil and sugar must make a significant contribution to the well-being of our country. Our government should by now recognise that by placing the sycophants giving them fantastic salaries to run the industry is a recipe for failure and the deepening of the crisis.

DEAR EDITOR, I confess that Sundays headline was arresting: “Gold trader Jagmohan writes Benn seeking probe of business for a clean bill of health” (SN June 12). I commend Mr. Jagmohan for taking this most necessary of first steps, but I fear that he is going to have to do more to get more.

In the three years that I shared with this leading gold dealer and exporter in Guyana, we have had our range of disagreements, but never any sniff of discourtesies. As the Brits would say, that wouldnt do, would have been intolerable. I am sure that he would recall what I have always said to him in gatherings (we had a single private exchange to express my concerns when one of his people and place of business came under attack) do everything right, and there is not one thing that has to be answered for before anyone.

Whatever he thought of that simple little standard is of no interest to me. But what interests me is that this Guyanese brother is on the radar of public attention and in sharply wounding ways.

I commend him for doing the right thing by reaching out to the Hon. Minister of Home Affairs to have his people do some diligent work

and give a clean bill of health.

As honourable as the minister is, I regret having to say publicly that more than what may be issued from that source, and whatever proceeds from under his watch, would be needed by Mr. Jagmohan. As we all know, Mr. Jagmohan included, the work of the probers and investigators in this land mostly fail to stand up under fierce light relative to credibility, hence reliability and acceptability.

As one example I tender the episode in the matter of a man murdered that involved a couple of magistrates, the DPPs office and wended its way over to the CCJ. For sure, there has been exoneration, but that is all there is, since countless citizens sense, believe, and settle for what is different, arguably closer to the truth. It is about how much money purchases in this land for jurists and juries, and all the other professional aiders and abettors, and jives that go on in this town.

I would recommend, for what it is worth, to Mr. Jagmohan that he employs any relationship that he may have with the leaders of this Government to use their good offices to engage Her Excellency, the American Ambassador, to call in those repu-

table foreign law enforcement agencies, to give the clean bill of health that he covets. He gets that and he is golden; he shuts everybody up. And though I am not on social media, I can imagine that he would shut up also those shouting for his head from those secret corners. I think a man of the stature of this weighty contributor for decades to the national economy is due such a favour from this government.

In fact, I would venture so far as to say that he owes such a favour first to himself by taking his case into the lions den, and saying this is my story, now get ready to do yours, and do justice by me. I dont think that there could be a cleaner bill of health than that, both for himself and his business. I would like to see Mr. Jagmohan get such an accolade, earn such a broad jurisdictional encomium. If I know the man, the gold dealer, a fraction of what I think I do, it is that he has been dogged and resilient.

As much as he doesnt appear to listen and to adjust, he is nobodys fool, and should appreciate the wisdom of what I urge him to do. Do it, brother, and nobody can bother.

The Ralph Gonsalves factor...

From page 5 Minister Gonsalves, looked at through the prism of his world view which he disclosed publicly at various fora, can be construed as the Gonsalves Doctrine. Thus, it appears that, solidarity with countries whose leaders world view and statements of principles coincide with his, is probably what influenced the Vincentian Prime Minister to adopt the position he took in defense of the excluded and by extension, his countrys non-attendance.

PM Gonsalves letter and interview raises certain fundamental questions from both a tactical and strategic perspective in respect to principle versus self-interest as they relate to small economies in general and small island developing states in particular. But more importantly, they raise once again, questions about how to reconcile individual with collective national security interests and how to arrive at common positions within the meaning of treaty obligations in a broad sense, and in a narrower sense, with the United States, with whom there appears to be more convergence than divergence at

this point in time.

But there is one important lesson in Caribbean history that should never forget since it remains relevant in todays context.

It is to be recalled that in 1972, at a time when the cold war was still raging, Barbados, Guyana, Jamaica and Trinidad and Tobago took the decisive step to establish diplomatic relations with Cuba.

That united act by its very nature, helped protect, and at the same time, advance the individual and collective interests of the region as a whole.

Ever since then, notwithstanding its exclusion from the Los Angeles Summit, Cuba is embraced by, and enjoys support and solidarity from almost all members of the United Nations especially when the worlds most prestigious summit is held in September every year in New York City.

In the final analysis, the fundamental question to be asked in the light of what has been not one of Caricoms prouder moments, is, who will be the proven few to have principle and practicality on their side and who will be on

the right side of history knowing that chronicling of historic events is a work in progress.

In the January/February 2022 edition of The Atlantic Barton Gellman in his article titled: Technically, the next attempt to overthrow wrote: Democracy will be on trial in 2024.

A strong and clear-eyed president, faced with such a test, would devote his presidency to meeting it…The midterms, marked by gerrymandering, will more than tighten the GOPs grip on the legislatures in swing states…

And if Republicans take back the House and Senate, as oddsmakers seem to believe they will, the GOP will be firmly in charge of counting the electoral votes. Against Biden or another Democratic nominee, Donald Trump may be capable of winning a fair election in 2024. He does not intend to take that chance.

Was this one of the Cassandra-type prophesies that Prime Minister Gonsalves was hinting at when he wrote to his colleagues but no one bothered?

It appears as though United States oil major, ExxonMobil will be creating and adhering to its own standards in the development of the gas sector, as it has been doing with the ongoing oil operations, in the absence of sound regulations and guidelines.

Attorney-at-Law, Elizabeth Deane-Hughes in a recent interview with Kaieteur News, pointed to the grave dangers Guyana is exposed to as a result of such fundamental steps not being taken by government. She said: “it’s a pity that the nation is not being informed by either party (government or Exxon) of the governing laws and its regulatory framework. Three reminders on questions to Attorney General have remained both unacknowledged and unanswered.”

Deane Hughes had written to AG, Anil Nandlall since April 15, last.

The attorney said that while her questions about the regulatory framework to Minister of Natural Resources, Vickram Bharrat were acknowledged, there has been no response to her specific concerns. “What does silence really mean to the wellbeing and protection of us Guyanese? Recently in United States of America there was a massive gas explosion and they have regulations. What will happen to us who are going in before the fact with none?”

Presently, ExxonMobil through its subsidiary- Esso Exploration and Production Guyana Limited (EEPGL) is seeking approval to start transporting gas from the Liza Fields in the Stabroek Block to Wales on the West Bank of Demerara. The gas will then be utilized by the government to hopefully generate some 300 megawatts of electricity.

ExxonMobil Guyana will be responsible for the pipeline aspect of the venture, which will cost some US$1.3 billion that will be recovered from oil revenue. Importantly, the Environmental Impact Assessment (EIA) submitted to the Environmental Protection Agency (EPA) points out that gas leaks are likely to occur. But even though this is listed as a likely event, the oil company has not submitted a Gas Leak Management Plan to the EPA to consider, even as the regulator body gears up to grant an approval or rejection for the development. It must be noted that industry experts have already said that this document must accompany the EIA as a gas

With no Gas Leak Management Plan, Exxon has also been given another ‘wild card’ as it continues to ignore Guyana of any insurance should such an unfortunate event take place as a result of the project. The oil company’s Project Manager, Friedrich Krispin has merely assured that Exxon and its partners will not walk away from any incidents.

Taking these into account, the Attorney insisted that the Wales Gas to Energy project be put on pause, until the necessary foundations have been laid. For instance, she said Guyana must put sound laws and regulations in place for Exxon to adhere to, even before the company celebrates its project approval.

Deane-Hughes was keen to note that in the absence of environmental safeguards from the company, Guyana must ensure it institutes tough guidelines so that Guyana is not saddled with additional burdens.

In the oil sector, Kaieteur News has reported on numerous occasions that ExxonMobil has been setting its own standards and choosing which best practices it will adhere to.

For instance in light of the fact that Guyana has no standards for flaring, EEPGL will be following its own rules for the Yellowtail Project, the fourth development which was approved only in April of this year.

Expounding on this front in its EIA for the project, the subsidiary said it “considered” World Bank standards as well as the internal ExxonMobil environmental

standards “as references.”

EEPGL was keen to note that the World Bank has established guidelines for offshore oil and gas development, which serve as “a technical reference document” with examples of good environmental practices.

It said the offshore oil and gas development guideline states that new facilities should be designed, constructed, and operated, so as to avoid routine flaring of associated gas.

The guideline also stated that methods to control and reduce fugitive emissions should be considered and implemented in the design, operation, and maintenance of offshore facilities and LDAR (Leak, Detection and Repair) programmes should be implemented.

EEPGL noted as well some of the provisions related to flaring in the Payara Environmental Permit, as issued by the Environmental Protection Agency (EPA) in 2020. Some of the provisions state that EEPGL must ensure all reasonable attempts are made to implement appropriate methods for controlling and reducing fugitive emissions in the design, operation, and maintenance of offshore facilities and to maximize energy efficiency and design facilities for lowest energy use, with the overall objective to reduce air emissions; operate all mechanical equipment in accordance with the manufacturer’s specifications; and note that routine flaring and venting is strictly prohibited (excludes tank flashing emissions, standing/ working/breathing losses, low pressure streams) during any developmental drilling or production activities (Continued on page 16)

A worrying trend of police excesses has begun to creep back into this society. Guyanese fear the return of the days when police disregarded the laws and took matters into their own hands.

The shooting to death of the youth at Golden Grove and several other crimes committed by lawmen in recent times, give little comfort to citizens who are already besieged daily by marauding armed bandits and pick pocket thieves.

We take note of Home Affairs Minister, Robeson Benn’s banning of a Jamaican artiste from performing publicly here, saying that his lyrics promote gun violence. What the minister has failed to take into account also is the failure of the state security services over the years to protect citizens and now the gradual slide back into lawlessness of the Guyana Police Force.

Hess mulls exiting US reservoirs to focus on Guyana With Guyana recording the largest discovery of oil and gas resources in the last 20 years and with a shift in investment patterns in the industry, at least one of the partners in the Stabroek block has signalled an exit from the US and other developments in order to focus on the likes of Guyana and Suriname.

This was the sentiment of Hess Corporation’s CEO John Hess, who recently confirmed that the company has seen its fortunes grow with its interest in the Stabroek Block, a reservoir

that has grown the company’s asset base.

Speaking to the c o m p a n y ’s i n v e s t m e n t strategy during the recently held, 38th Strategic Decisions Conference 2022—organised by B e r n s t e i n Anonymous—Hess used the occasion to reiterate, “oil and gas is a resource business, you have to grow your resource over time and invest in growing that resource if your cash flow is going to be greater five or ten years from now.”

To this end, he sought to

point out that, “the challenge for shale producers they are not growing their resources they are actually liquidating which is allows them to return a lot of capital to shareholders but not grow their intrinsic value.”

According to Hess, “we are the only oil company that can grow intrinsic value while at the same time, been growing cash returns or cash yields to our shareholders and that’s based upon a strategy of three things, grow the resource, high returns, go down the cost curve, have a low cost to supply, and have

Hess elucidated saying, “on the resource side we are very focused but balanced portfolio and we think to grow that resource you can’t just stay in shale; we have the Bakken Shale, we have gas annuity basically in Malaysia that has certainly another ten years to go in it.’

He said too, “you have the gulf of Mexico where you do have some growth potential and then you have Guyana.”

With this in mind, he sought to remind, “…the important thing is with that portfolio we are able to grow our production 10 percent a year; an investor recently when we are on the road said you are the only growth company left in the oil and gas industry well, that’s because we have focused on growing resource He recalled too that “we were criticized three years ago for investing; a number of investors said stop investing just give us the

cash back, we said look we have higher returns specifically in Guyana we are going to benefit from that investment as we grow the resource we grow the cash flow.” With regards the investments in the Permian Basin, Hess was quick to point out that while the company plans to add another rig, it intends to cap its investments there, with the intention of focusing on its more lucrative options such as Guyana and more recently Suriname.

Speaking to the returns for its investment in Guyana, Hess told stakeholders “now that we have a second (production) ship on, every ship at US$65 Brent adds US$1B a year of; as a consequence, our cash flow because we have these low cost developments coming on every year, our cash flow growth is 25 percent a year compounded, each year for the next five years and quite frankly with more ships it can actually go out to 2030.”

He credited to positive

forecast a decreased cost curve, saying “our cash cost per barrel goes down 25 percent to US$9 per Barrel of Oil by 2026, our breakeven as a company will be US$45 Brent for 2026 and at the end of the day that cash flow growth is going to compound where we grow in intrinsic value but also start to return cash alone way as well.”

Speaking to the focus on the Guyana reservoirs, Hess was adamant, “resource does matter in our business and (in Guyana) it’s actually very low cost high margin, low carbon footprint oil, so it’s going to be needed 20 years from now and it’s a real advantage for our company versus other companies.”

Addressing the advantages of the Stabroek Block, the Hess Corporation CEO also noted that when it comes to the development of an oil field, for “Guyana it’s three years, for the Gulf of Mexico between drilling, appraisal etc., it’s probably about five years.

The silence of the lamb The Summit of the Americas will be remembered more for the controversy which erupted over the United States exclusion of Cuba, Venezuela and Nicaragua.

These countries are all governed by regimes with which the Summits hosts does not see eye-to-eye.

When it became obvious that the three countries were not going to be invited there was an immediate suggestion that the Caribbean was not comfortable with this arrangement. There was even talk that there could be a boycott from some countries.

In the end, it would appear that only Ralph Gonsalves the oldest serving Head of State in the Caribbean opted not to attend in protest against the non-invite of Cuba, Nicaragua and Venezuela. During, the AgriInvestment Conference, one regional head indicated that he believed that most of the Regions leaders would attend.

Some saw this as an about turn by the leadership of Re-

gion. Others saw it as a turnaround for a region long known for its principled stance.

As it turned out, some of the Regions leadership not only attended in protest but used the opportunity to publicly criticise the exclusion of Cuba, Venezuela and Nicaragua from the Summit of the Americas. Leaders such as Mia Mottley, Gaston Browne and the present Chairman of Caricom, John Briceño openly condemned the absence of Cuba, Venezuela and Nicaragua.

Mia Mottley, the Prime Minister of Barbados said it was wrong not to have invited the three countries. But she was not alone in signalling concern over the US actions.

At the opening session held on Thursday, the Chairman of Caricom, Prime Minister of Belize, John Briceño launched a broadside against the exclusion of the trio. According to a report in the Barbados Today newspaper, the John Briceño described the

exclusion of Cuba, Venezuela and Nicaragua as inexcusable, incomprehensible, and unforgivable.

But he did not end there.

He went on to praise the work of Cuba which has provided health support to almost twothirds of the countries which are part of the Americas. He also pointed out Venezuelas contributions to energy security, according to the report in the newspaper.

Gaston Browne, the Prime Minister of Antigua and Barbuda also came out swinging. He expressed the hope that there will never be another Summit of the Americas from which any countries will be excluded. He also called for the end to the economic embargo against Cuba.

The Prime Minister of Trinidad and Tobago, Keith Rowley was more guarded. He was quoted as saying, “What we wish for ourselves, we wish for others. And as a proud member of the Caribbean Community, we hope that such respect and regard would be afforded to all states

Engineers urge vigilance in roll out of...

Prior to the start of the Summit, the Prime Minister of Dominica, had made an appeal for the full participation of all countries of the Caribbean at the Summit, “without exception.” This was seen as a veiled reference to the exclusion of Cuba, Venezuela

and Nicaragua. He also called for an end to the economic blockade against Cuba and its removal of its classification as a state-supporter of terrorism.

The Prime Minister of St Lucia said if the region is to escape the present crises in which it finds itself, it must do so collectively. He then expressed disappointment that Cuba, Venezuela and Nicaragua were not invited to the Summit.

The representative of St Kitts and Nevis said: ”No nation should be left out, or behind if we are to extract the

greatest positive outcomes for the greatest number of people in our hemisphere.” A call was also made for ending the economic embargo against Cuba.

These are the people that criticise the PPP leaders

C

riticising the PPP government puts me politically, even though not physically, in the midst of people I don’t want to see, hear about, or even imagine that I share the same country – space with. I find such people morally dead and bereft of the values that hold civilisation together.

When you look at the action, attitude, deportment, values and instincts of these people, you don’t want to say not even one negative word about the current government that these soulless people will be pleased with. In other words, you don’t want to share even a word in common with them.

The AFC’s congress is over and the delegates (almost all were handpicked because few AFC groups are alive) voted for people to be in the leadership of an

organisation that should have not an ounce of right to be part of the government of this country.

Re-elected to the hierarchy of the AFC is a person, who, in a virtual meeting among the leadership of the AFC called for ethnic partition of Guyana in July 2020 during the election rigging.

This is my fourth publication of this incident.

Can the AFC leaders and AFC delegates look Guyanese in the eyes and acquire the temerity to criticise PPP leaders none of which have made such a traitorous statement?

Those delegates put back in their leadership, persons who spent five months, from March to July in 2020 attempting to destroy this country. It sickens and numbs the mind that these delegates were voting for leaders of their party two

days before the assassination anniversary of Walter Rodney, a man who gave his life in the struggle for free and fair elections.

These delegates (whose ignorance must have constituted one of the lowest moments in our country’s history) were choosing their leaders at a time when the press is deluged with praise for the late Caribbean giant, George Lamming, who told thousands of attendees at Walter Rodney’s funeral how frightening dictatorship is when leaders become permanent rulers.

The congress is over, and we in and out of Guyana will read in the press, from these same AFC delegates and leaders how bad a PPP parliamentarian is for telling a woman she needs a dildo.

Two wrongs do not make a right. He had no right to say so and thankfully he apologised.

The leaders of other parties will not apologise for the mayhem that they created for four consecutive days in Region Five in September 2020. The leaders of other parties have failed to sanction one of their colleague, Amanza WaltonDesir, for accusing IndoGuyanese who support the PPP of being mentally lazy.

There has been no apology from the bigwigs of other parties for one of their colleagues, a school teacher w h o i s a P N C parliamentarian, Maureen Philadelphia, videotaped calling a parliamentary employee a house slave.

What moral authority those delegates and those they installed on the pyramid of the AFC have to criticise ministers of the government? It is not that these ministers should not be chastised but the question is who has the moral authority to do so. It certainly cannot be those who were delegates at the AFC’s congress last Saturday.

This is a surreal country where nothing is what it seems. These very delegates

only knew of the place where the congress would be held on the very day of the congress. The police chief who was joined by other officials of the Guyana Police Force and the Office of Professional Responsibility (OPR), told family members at their Golden Grove, East Coast of Demerara (ECD) residence that the incident will be thoroughly investigated by

the Police Complaints Authority (PCA) and that the Police Force will not interfere.

Hicken also told them that he would not interfere with the investigation but will reach out to the PCA and ask if they can expedite the investigation. Following his visit with family, Hicken also briefed residents of the community who came out in their numbers to protest the recent killing of one of their own. The residents demanded justice for what they described as the murder of Bacchus by the police rank. “I’ve spoken to the aggrieved family and I told them that there will be an impartial investigation. The

Police Complaints Authority will be investigating this matter, that’s a body that was constituted to deal with matters of this nature, the police will have no interference. I told the family that and I’m telling you this,” he said.

While addressing the protestors, one of them told Hicken that Bacchus and the same officer who shot him had a recent confrontation at a bar. “Just avail yourself to give this type of information in writing and so it can aid the investigation,” the commissioner told the p r o t e s t o r. P o l i c e h a d reported on Friday that its rank had shot 23-year-old Bacchus around 14:30hrs at Haslington, ECD during a sting operation. It was alleged that ranks had

Arrangements were made for an undercover cop to purchase the gun from him. The undercover cop allegedly showed up to do business but while Bacchus was allegedly handing over the weapon, someone reportedly blew his cover.

Police alleged that after Bacchus realised that he was caught in a sting operation, he shot at the cop. The policeman reportedly returned fire and Bacchus

ran away and jumped into a yard where he shot at the rank again.

The policeman alleged that he took cover and fired back again and this time, Bacchus was struck to his body and he fell to the ground. An injured Bacchus was picked up and rushed to a hospital where he died while receiving treatment.

However, video footage has contradicted the police statement. The video footage seen by this newspaper showed Bacchus running

away from the policeman and appeared to have never fired any shot as was alleged.

According to reports, Bacchus was shot six times.

A post mortem conducted on his body yesterday revealed that he died of multiple gunshot wounds. His body has since been handed over for burial. The police officer involve in the shooting, the Top Cop revealed yesterday is still presently under close arrest pending the completion of the investigation.

GRA employees, police constable charged with forging driver’s licence Three Guyana Revenue Authority (GRA) employees along with a Police Special Constable were on Monday charged for allegedly forging a driver’s licence.

The defendants: Reguel Jack of Lot 1695 Unity Place, South Ruimveldt, Georgetown; Akeem Martin, of Lot 19 Old Road Den Amstel, and Ruth Williams of Lot 27 A, Sera Lodge Stewartville, West Coast Demerara, all GRA employees and Police Special Constable, Winston Small, of Lot 43 Avocado Place, East Ruimveldt, Georgetown, were all charged by the Special Organised Crime Unit (SOCU) an arm of the Guyana Police Force (GPF).

The defendant appeared in the Georgetown Magistrates’ Courts before Senior Magistrate Leron Daly. Martin and Williams were charged jointly, while

Jack and Small were charged separately. They denied the charges that were read to them, and bail was granted in the sum of $100,000 each. The matter was then adjourned to August 29, 2022.

A c c o r d i n g t o information, SOCU and GRA conducted an investigation which revealed that during October 2021, Small arranged with one, Shaquan Caesar, a minibus conductor, who was working with Antoney Salaman Jacobs, a bus driver, that he can get a driver’s licence for him at a cost of $83,000.

It was stated that Small indicated to Caesar that he can use Antoney driver’s licence and he will get someone to change the photograph. As such, the conductor reportedly obtained a photograph of the (Continued on page 16)

New Thriving Restaurant with over 35 years’ business experience in Guyana has been part of the mining industry of Guyana for over five years and has developed and managed several small-scale gold mining operations.

According to the company, it has the financial capacity to fund a project “of this magnitude and plans to invest up to USD$780,000 (GUY$163,800,000) in getting this quarry project off

of the ground.”

The Project area is located in the Mabura Mining Area just Southeast of the confluence of the Kwapanna creek and Essequibo River, on the Arisaru Mtn. Access is mainly via 4WD road from Linden to Arisaru Mountain via the Mabura/Kurupukari Road, some 80 kilometers from Linden.

It was noted in the Project Summary that based on the outcrop mapping carried out within the area, an inferred resource of 29 million tons of quarriable gabbro stone was derived within one explored area and within that Zone it has proposed a pit for the Arisaru Quarry The resource was estimated from the mapping and prospecting carried out by the reconnaissance team within the proposed permit area.

The Kaieteur News understands that the GuySuCo’s BoDs ordered the subcommittee’s work after it received a follow up report from senior GuySuCo management showing that

GuySuCo’s Chief Executive Officer, Sasenarine Singh, on Friday last signed on behalf of GuySuCo to receive the tractors and other equipment, but according to information, the BoDs only found out about the transaction after the information was published in the media.

At the Agriculture Ministry’s office, GuySuCo signed nine contracts

totaling $457 million for three new mill rollers for the Blairmont Estate, three more for the Rose Hall Estate. A mobile lighting tower, an arc welding generator, the rehabilitation of the boiler house roof at the Rose Hall factory, the rehabilitation of pre-milling and milling roofs and structures at the Rose Hall factory, the delivery of one refurbished high grade and low grade crystallizers and the supply and delivery of two re-tubing evaporators were also signed for. According to New Thriving, over the six year period, 54 percent of the quarrying material will be aggregates with 46 percent rip-rap with initial production focusing on supplies for the local

construction and road building industry. It is expected that the Quarrying Operation will commence 3rd Quarter, 2022 and have a projected mine life of ~6 years.

“It is therefore estimated that for 2022, 125,000 tons of aggregates and Rip-rap will be produced. From 2022 to 2026 the estimated production (final Product) will be 270,000 tons in the 2nd year with 280,000 –

320,000 tons in the 3rd – 5th years and 325,000 tons i n the 6th year with 150,000 tons being Rip-Rap and 175,000 tons being aggregate.

As it relates to the projected income to be had from its investment, new thriving is looking for after tax profit at $477.3M, up to some $1.3B by the end of six years, each year earnings in excess of $1B from its second year of operations.

Benn creates special lock-ups for cops M

inister of Home Affairs, Robeson Benn has, through an official order signed under the Prison Act, designated a special lock-up for police ranks.

The Order, since gazetted, identifies the facility to be used as one located at the Police Headquarters at Eve Leary and is to be used to secure police ranks accused of committing criminal offences pending the outcome of an investigation.

The facility designated the Tactical Services Unit Lockup is described in the schedule as an eight by 10 feet building, measuring a height of 10 feet, complete with metal bars and, windows and sink and toilet.

The most recent rank to be detained pending an investigation was involved in the fatal shooting of a Haslington, East Coast Demerara (ECD) resident, 2 3 y e a r- o l d , Q u i n d o n Bacchus. He is on ‘close arrest.’ Earlier in the month another rank of the Tactical Services Unit found himself in hot water after investigators found out that he, a mechanic and several

other persons were involved in the hijacking of a car.

The policeman reportedly buckled while being interrogated by his colleagues and was the one who led them to the stolen car at a location in Canal Number One, West Bank Demerara (WBD). The car was reportedly stripped and spray-painted in a ‘gun metal’ colour, but police were still able to positively identify it as stolen by reviewing the chasis number.

Over the year’s scores of active police ranks, have had to be detained by the Force and placed before the courts, under suspicion of unlawful activities.

This publication has over the years highlighted some of the more prominent incidences such as in January 2021, when a cop was charged for hosting a private party. The officer, Timothy Morrison, who is attached to the Impact Base at the Brickdam Police Station, was charged with Breach of Restriction on Social Activities. The following month, a member of the GPF was taken to court for causing death by dangerous driving. The

Police Constable of the Tactical Service Unit had appeared in the Providence Magistrate’s Court before Principal Magistrate, Judy Latchman. The defendant, Steffon Ramsay, pleaded not guilty to the charge which alleged that on January 5, last, he drove minibus PWW 7172 owned by the GPF in a manner dangerous to the public, causing the death of Dulmatie Deochand called ‘Aunty Dolly’, 59, of Section ‘C’ Block Y, Golden Grove, East Bank Demerara.

Senior ranks have also been implicated in wrongdoings by the police such as the 11 members of the Force who were last year charged with fraud. The ranks included: Deputy Commander of Division 4 ‘B’ – Senior Superintendent, Lorraine Saul, Police Finance Officer – Superintendent, Marcelene Washington, former Deputy Finance Officer–Deputy Superintenden, Frank J a c k m a n - Wi l b u rg , a n d former Deputy Finance Officer–Assistant Superintenden, Roxanne Griffith-Adams. When the matter was heard in court Saul and Washington were out of the jurisdiction.

commit fraud, in relation to the falsification of meals payment.

Adonis, Haynes, Fraser and Corbin were slapped with allegedly stealing millions of dollars that were allocated for ranks who performed extra duties while Ta t y a n a S m i t h a n d Carmichael were charged for erasing critical data in one of the fraud cases.

In August 2021, a Corporal was remanded for extorting over $400,000 from a suspect’s relative.

The cop, Omale Damon, was caught in a sting operation collecting money from the suspect’s relative. It is alleged that Damon swindled over $400,000 from the woman claiming that he could get her relative released from police custody.

Damon had appeared in the Georgetown Magistrates’ Courts before the Chief Magistrate, Ann McLennan, where he was slapped with three counts of corrupt transactions.

PAC ups pressure on President to swear in procurement commissioners The National Assembly’s Public Accounts Committee (PAC) has made an official call to President Irfaan Ali to swiftly swear in the five persons who were unanimously approved to serve on the Public Procurement Commission (PPC) more than two months ago.

PAC chairman, Jermaine Figueria made the call during the body’s Monday meeting. He said that numerous complaints and questions about the PPC not being in place have come to him personally and to the Committee inquiring, “…why is it that the PPC has not been put in place (while) the PAC played a pivotal role in the short listing of those members.”

As chairman of the PAC, Figueria said that he had put forward the PPC motion in the National Assembly where the five persons got more than two third majority expressing confidence in them serving on the PPC. The motion was voted on since last April and several months have passed without movement to make the Commission functional.

“So, on behalf of the Public

Despite her pressing schedule as Minister of Parliamentary Affairs and Governance, government Member of Parliament and PAC member Gail Teixeira had committed to finishing the PPC work she was conducting with the PAC chair. The work was done and the names received a unanimous support from House representatives. As such, Mahipaul said, “I thought that by now, just over two months after that decision, we would have had a PPC where contractors and suppliers could have expressed their

PAC members during yesterday’s sitting dissatisfaction in terms of them feeling that they were not treated fairly by the public procurement system.”

He said the PAC is well aware of the related complaints.

Mahipaul reiterated that other motions got quick assent from the president despite being passed under questionable circumstances.

The Natural Resource Fund was passed with the parliamentary opposition removing the Mace. It was assented to by the President the next day. There is also an ongoing court challenge in relation to this matter. With this in mind, Mahipaul expressed the confidence he had in believing that the

President would have urgently put the Commission in place. He said that the President should activate the PPC because ultimately, it will reduce the Auditor General’s work as the PPC helps to improve the system.

He said the AG would have fewer irregularities to examine and his work space would be expanded.

Government MP and PAC member Dharamkumar Seeraj in his contribution accepted that the PPC is essential to promote the overall confidence of the procurement system and that it must be convened earliest.

He reminded however that in awarding contracts, there is a provision that allows bidders

to appeal decisions when awards are made. There is indeed an avenue for dissatisfaction to be registered and an investigation to be done, Seeraj pointed out. He was informed however that the Bid Protest Committee is highlighted in the Procurement Act of 2003 and that the body is an ad hoc Committee administering and pronouncing on matters by the very people complaints are made against.

Mahipaul said bidders do not believe the Protest Committee is adequate and it does not enjoy their confidence. Moreover, Mahipaul said that the PPC is (Continued on page 16)

In the report seen by Kaieteur News it was noted that information from the previous reports on the tractors should be reviewed since some of it seemed misleading. The report spoke to the different types of tractors’ production and performance on the local soil type, beds and other ground preparation information. It said that an analysis of the test results revealed that the Fixed Frame and the articulated tractors achieved the same results. “However the Fixed Frame completed the operation in less time (11 percent) than the articulated tractor using 20 percent less fuel. Therefore the Fixed Frame is superior in performance than the articulated and this was not reflected in the productivity comparison.”

“The empirical data in the test results revealed that the John Deere is a better tractor than the articulated tractor when working under the same condition.

T h e r e f o r e t h e

recommendation is to use John Deere tractor rather than articulated tractor since it is capable of carrying out all the operations in the tillage/mechanization process. It is also cheaper and more versatile than the articulated tractor,” the report continued.

“The recommendation to purchase articulated tractors were not based on the performance evaluation or test results, rather on the same information provided in 2020 and 2021 justifications.

This is very misleading since it does not reflect the correct analysis and should be investigated.” The report insisted further that procurement of articulated tractors should be put on hold until further investigation is done. It continued that the corporation is on the verge of procuring Game X articulated tractors for leveling. “These are very costly and John Deere should be consulted before any procurement is done since the company also manufactures heavy duty horse power tractors.”

The BoDs decision to

convene the subcommittee to assess the tractors was made some two to three months ago, so it came as a surprise to concerned individuals that the company was signing for the procurement of the said tractors. However, when Kaieteur News reached out to a senior GuySuCo official who asked not to be named, he said the items from last Friday were a gift from the government.

He said that the government offers gifts in other areas and so GuySuCo would have accepted the items especially since it is needed.

Despite Friday’s event involved GuySuCo signing contracts to acquire the items mentioned, the official insisted that they were gifts, but opted not to say much more after indicating that businessmen were behind the presents.

Concerned persons have stated nonetheless that while the six articulate tractors were purchased though unsuitable for the industry, twelve John Deere tractors could have been purchased with the same amount of money.

One more COVID-19 death, 34 new cases

he Ministry of Health on Monday reported that a 77-year-old unvaccinated woman from Region Four who contracted the COVID-19 disease, has died. As a result of this, the country’s COVID-19 death toll has moved to 1,240.

The Ministry via its latest dashboard reported that within the last 24hour period, they have recorded 34 new cases across the country.

The new infections now take the total number of confirmed cases to 65,926.

The dashboard also shows that two patients are admitted into the COVID-19 Intensive Care Unit (ICU), 27 persons are in institutional isolation, 951 are in home isolation and six are quarantined institutionally. To date, a total of 63,706 have recovered from the virus.

KYIV, JUNE 13 (REUTERS) - Russian forces have destroyed the last bridge to Ukraine’s eastern frontline city of Sievierodonetsk, trapping any remaining civilians there and making it impossible to get in humanitarian supplies, the region’s governor said on Monday. Governor Serhiy Gaidai said some limited military access re-

“It is now fully impossible unfortunately to drive into the city, to deliver something to the city. Evacuation is impossible,” Gaidai said.

From page 12 bus driver’s licence and on November 1, 2021, the duo went to a clerk at the Maraj building, located in Georgetown and told her that Caesar [the bus conductor] is Antoney Salaman Jacobs [the bus driver].

The men reportedly told the clerk that Caesar lost his driver’s licence and identification card and requested an affidavit to take to GRA to process his driver’s licence.

Based on the request, the clerk drafted an affidavit in favour of Antoney Salaman Jacobs and took it to a Jus-

tice of Peace (JP) who did not question but signed it.

After obtaining the affidavit, on November 1, 2021, Small took Caesar to GRA with the affidavit where Jack, a lodgment clerk, who took Caesar’s photograph via the Licence Revenue Processing System (LRPS) and processed a driver’s licence for him in the name of Antoney Salaman Jacobs with Jacobs’s driver’s licence details. The driver’s licence was issued to Caesar but he lost it two weeks after. As such, on December 16, 2021 Small and Caesar again ob-

tained another affidavit and went to GRA, where Martin, also a lodgment clerk at GRA, took Caesar’s photograph via the LRPS and placed it onto Antoney Salaman Jacobs’s licence. It is alleged that Martin did the transaction without any form of identification.

Moreover, the licence was keyed by Williams, a query clerk who certified that the transaction was authentic despite irregularities with the identification details and affidavit. Caesar was issued a second licence in the name of someone else.

However, on January 25,

2022, Caesar was arrested for breach of a traffic offence.

It was following this information that VanslutymanCorbin was voted in, in the absence of both Benn and Mentore. The newspaper understands also, that the new chair was voted in when the Management Committee reconvened a meeting after the first one was adjourned. It was said that the chair came in despite this matter not being an item on the initial agenda.

Kaieteur News learnt also that the initial notice for the special general members meeting was published by Mentore. It was said that under Chapter 88:01, the chair-

person has a legal duty to call a special meeting if the membership demands it. In reality, it is the Management Committee which has to convene the meeting called by the members, but if this is not done, as is the case, the chairman has a legal requirement to do so. However, it was the meeting with the Co-opt Officers which empowered the Committee to rescind the notice and vote in a new chairperson, the newspaper was told.

It is unclear what this new move will mean since the ousted chairperson; Benn would have secured hundreds of names of credit union members, way more than legally required, petitioning the call for the special meeting. The petition calls for the urgent meeting for members to vote in a new Board. Additionally, it was pointed out, the peti-

Benn nonetheless received resounding support from credit union members who were vociferous in demanding his reinstatement as chairman. Football rules board approves permanent use of five substitutes AFP - Football’s rules body yesterday said that five substitutes would be permanently introduced for all top games and that a 3D offside detector is closer to being introduced for this year’s World Cup. FIFA president Gianni Infantino said the substitute change, which was started in 2020 because of the coronavirus pandemic, followed “strong support from the entire football community”.

He said after the annual meeting of the International Football Association’s Board that experts would decide on whether “semi-automatic offside” detection would be used for the World Cup that starts November 21.

FIFA’s referees chief Pierluigi Collina said he was “confident” that the system would be introduced in time for the 32-nation tournament.

Tests were started to speed up decision making and reduce the scope for controversy in making offside calls at top games.

The system monitors 29 data points on the limbs of players to create a skeletal, three-dimensional model that is reviewed pitchside by the referee. English Football Association chief executive Mark Bullingham said that more than eight million data position points are recorded each match.

The system has already been tried at the FIFA Arab Cup last year in Doha and the

Club World Cup in February.

“We are very satisfied so far and our experts are looking into it before deciding whether it will be introduced for the World Cup,” Infantino told a press conference.

It is officially known as “semi-automatic” as it will still be the referee that makes a final decision on an offside ruling. FIFA is also looking into introducing a Video Assistant Referee ‘light’ with fewer cameras to a wider number of competitions.

VAR is currently only used at international tournaments and major national championships.

IPL 2023-27 India subcontinent TV and digital rights sold for IPL Media rights cost.

ESPNcricinfo - The combined value of the TV and digital rights for the next IPL cycle (2023-27) for the Indian subcontinent has more than doubled to INR 39,775 crore (USD 5.10 billion approx.).

That figure was arrived at after the highest bidders for the TV and digital rights were confirmed on Monday, the second day of the IPL rights e-auction. ESPNcricinfo has learned that the winning bid for Package A - TV rights for the Indian subcontinent - was INR 57.5 crore ($7.36 million approx.) per match while for Package B - digital rights for the Indian subcontinent - attracted the highest bid of INR 50 crore ($6.41 million approx.) per match.

In terms of INR, the per match value of an IPL game for the new rights cycle has nearly doubled (jump of 98%) from the INR 54.23 crore (US$ 8.47 million approx. at the time) Star India had paid for the 2018-22 cycle. In US$ terms, there is a jump of 62.7% from $8.47 million to $13.78 million.

In terms of the per match value, the combined number of INR 107.5 crore ($13.78 million approx.) has put the IPL among the highest ranked in all sports, alongside the NFL and the English Premier League. Each NFL match is worth $35.07 million* (based on the 10-year rights deal signed in 2022) while the value of an EPL match as per the 2022-25 rights deal is listed at $11.34 million**.

Based on 74 matches per season for the next five years, the new TV rights package is worth INR 21,275 crore ($2.72 billion approx.) while the digital rights are worth INR 18,500 crore ($2.37 billion approx.). In terms of INR value, the overall number is 2.43 times or 143% higher than the previous IPL rights deal, worth INR 16,347.5 crore ($2.55 billion approx. at the time). In US dollar terms, the rise is exactly double or 100%.

The biggest driver of this growth in IPL rights has been the exponential rise of the digital rights. The INR 18,500 crore the highest bidder paid was by itself 13% higher than the overall money Star India had paid to bag the global consolidated rights (TV and digital) for the previous fiveyear cycle. The importance and the rapid rise of the digital footprint in the Indian market can be gauged from the fact that in 2017, the highest bid for the digital rights was INR 3900 crore ($610 million approx. at the time) by

In the e-auction that started on Sunday, the rules were such that the bids for Packages A and B would be submitted together and the winner of Package A would be determined first. That winner also had the option of entering into a bidding contest with the highest bidder for Package B. At the end of the first day of the e-auction, the highest bid for the digital rights (Package B) had been parked at INR 48 crore (US$ 6.15 million approx.) per match. That number had not changed in the first half on Monday. But once the highest bid for Package A was determined, that bidder decided to vie for Package B, too. Consequently, the per match value for Package B increased before being sold for INR 50 crore.

The highest bid for the TV rights was 17.3% higher than the base price of INR 49 crore ($6.3 million approx.) the IPL had set for Package A. The corresponding number for digital rights saw a massive jump of 51.5% higher than the base price of INR 33 crore ($4.2 million approx.).

The names of the winners have not been disclosed yet by the IPL authorities as the e-auction is still in progress

with bidders contesting for the final two packages: Package C (digital rights for India subcontinent for a special bouquet of matches) and Package D (rest of world).

Consequently, the overall worth of the IPL rights for the next cycle will see a change too. It is learned that the bidding for Package C had commenced late yesterday, Monday and is set to resume today, Tuesday. Package C comprises ‘Special Package’ non-exclusive matches including the tournament opener, weekend evening matches, and the four playoffs, including the final. While the opening match and the playoffs will be mandatory, the IPL will determine the number and which of the evening matches from the double-headers will be included, based on the total number of games in a season. The number of matches in this package, the IPL has said, will vary depending on the total number of matches in a season. If the IPL comprises 74 matches (like IPL 2022), the Special Package will have 18 matches. If there are more than 74 matches in a season, then the Special Package matches will rise in steps of two for every additional 10 matches. Pooran finds positives after Costa Rica and New Zealand West Indies 0-3 loss to Pakistan meet for last World Cup place SportsMax - The West Indies entered their threematch One-Day International series against Pakistan on a high after a 3-0 away series sweep of the Netherlands just a few days before.

What a difference a week makes as the regional side are now reeling from suffering their own 0-3 sweep at the hands of the Pakistanis after a 53-run loss in Sunday’s third ODI in Multan.

West Indies ODI and T20I captain Nicholas Pooran believes there are some positives his team can take from the series despite the result.

“One positive from this series is definitely character.

The character shown by the players, especially coming out here in 45-degree temperature.

A lot of guys got sick as well and we kept fighting,”

Pooran said in an interview after the third game.

“We said at the start of this series that we’re going to stick together, no matter the result we’re going to stick together and that’s what happened,” he added.

As is almost always the c a s e w h e n t h e Wi n d i e s suffer a series defeat, fans will be frustrated but Pooran promises a change in fortunes sooner than later for the team.

“A lot of people will be upset that we lost and bash us but I feel like we got really close as a team. It’s my second tour as captain and I felt like we were actually really building a family here and that’s a positive,” he said.

“Despite the result, I think we had a good showing, especially in the first game.

Looking forward, we’re defi-

nitely going to be winning some games and hopefully make the fans proud,” he added.

Before the third ODI, Pooran had bowled only two deliveries in his previous 42 ODIs as he spent the majority of those as the wicket-keeper.

The match at the Ahmed bin Ali Stadium pits the fourth- placed finishers in the CONCACAF qualifying group against the top team in the Oceania confederation and the winners will play in Group E at the finals in Qatar along with Germany, Japan and Spain.

Costa Rica, looking to qualify for a third successive World Cup, reached the quarter-finals in Brazil eight years ago and having had substantially more competitive matches over the last four years will be favourites to advance.

LONDON, (Reuters) Seven-times Formula One world champion Lewis Hamilton assured fans on Monday that he would be racing in Canada this weekend despite suffering severe back pain in Sunday’s Azerbaijan Grand Prix.

The 37-year-old Briton’s Mercedes team boss Toto Wolff had fuelled concern after telling reporters there was a risk Hamilton might not be in a fit state to compete in Montreal.

Hamilton had spoken of gritting his teeth through the pain in Baku, with the car bouncing down the straights on bumpy asphalt, and called it the toughest race of his career even though he finished fourth.

He posted on Instagram, where he has 28.5 million followers, on Monday to say he felt better.

he latest victory in the East D e m e r a r a F o o t b a l l Association (EDFA) Stag Beer Men’s Senior League was claimed by Ann’s Grove, who got past Melanie FC in a closely contested match on Sunday, at the Buxton Ground.

In the other match of the day between Victoria Kings and Mahaica Determinators, the two sides battled to a goalless stalemate.

Ann’s Grove claimed their victory after a see-saw encounter that saw the decider being scored in the 43rd minute by Odel Gulliver. Even though both sides had their fair share of opportunities near goal the ability to finish lacked precision on most counts.

On Saturday last, no

matches were played since Guyana’s Senior Men’s Team engaged Haiti at the Leonora Track and Field Facility and the EDFA League organisers decided to lend support to the greater cause.

The double header that was scheduled for last Saturday (June 11) had Buxton United and Dynamic FC billed for the curtain raiser while the feature match was a Buxton Stars versus Victoria Scorpions encounter. If the weather is favourable during the week, the organizers may have a chance to get the double successfully staged.
