Guyana emerges as 2nd in the world with Rystad largest discovered oil volumes -- Rystad W

h i l e G u y a n a ’s f i v e discoveries for 2022 in the Stabroek Block have resulted in more than 1 billion barrels of fresh oil and gas resources being unearthed in Guyana, they have allowed the country to garner another title.

According to Rystad Energy, the five discoveries being Fangtooth, Lau Lau, Barreleye, Lukanani and Patwa, have put Guyana comfortably in second position on the list of countries with the largest discovered volumes since 2015. Rystad Energy said Guyana is only behind Russia and ahead of the US. Kaieteur News previously reported that Fangtooth and Lau Lau were announced in the first week of January 2022. The Fangtooth-1 well encountered approximately 164 feet (50 meters) of high-quality oil-bearing sandstone reservoirs. The well was drilled in 6,030 feet (1,838 meters) of water and is located approximately 11 miles (18 kilometers) northwest of the Liza field.

Meanwhile, the Lau Lau-1 well encountered approximately 315 feet (96 meters) of high-quality hydrocarbonbearing sandstone reservoirs. The well was drilled in 4,793 feet (1,461 meters) of water and is located approximately 42 miles (68 kilometers) southeast of the Liza field.

In April, last, Exxon had announced that it struck black gold at three other

wells. It said that the Barreleye-1 well encountered approximately 230 feet (70 meters) of hydrocarbon-bearing sandstone and was drilled in 3,840 feet (1,170 meters) of water.

Drilling at Patwa-1 encountered 108 feet (33 meters) of hydrocarbon-bearing sandstone and was conducted in 6,315 feet (1,925 meters) of water.

The Lukanani-1 well it said, encountered 115 feet (35 meters) of hydrocarbon-bearing sandstone and was drilled in a water depth of 4,068 feet (1,240 meters).

Operations are ongoing at Barreleye-1 and Lukanani-1.

Additionally, the consultancy group said that with a resource upgrade or appraisal, the Kawa-1 find in the offshore Corentyne Block being operated by CGX Energy Inc and Frontera Energy Corporation could help push the GuyanaSuriname Basin past a current resource estimate of 13.6 billion barrels of oil equivalent resources, with many prospects still lined up to be tapped.

Rystad was keen to note that Guyana’s upcoming bid round is being closely monitored along with continued exploratory work on the Stabroek Block.

In the meantime, work is progressing on Guyana’s two other sanctioned projects, Payara and Yellowtail, which will push oil production capacity beyond 800,000 barrels of oil by 2025.

Minister to ban “all artistes like Skeng” from performing publicly in Guyana

ome Affairs Minister, Robeson Benn on Friday announced that he plans to ban all foreign artistes like “Skeng” who promote gun violence in their music, from performing publicly in Guyana.

Benn made his intentions clear while making a speech at the official launching of the Community Relations Department of the Guyana Police Force (GPF), held at its Eve Leary headquarters in Georgetown.

The Minister in his speech said, “And I have to say here and now that no artiste like Skeng can never again come into this country under the signature of anyone in the Ministry of Home Affairs or from the Guyana Police Force”.

“Skeng” whose real name is, Kevaun Douglas, is a Jamaican dancehall artiste who performed last month on stage at the National Park during the Guyana Independence Week carnival celebration.

He performed at a show called “Baderation” hosted

by Hits and Jams Entertainment (HJ) and it reportedly ended abruptly after patrons began pulling out handguns and shooting into the air while he was singing one of his hit songs called “Protocol”. When the show ended, videos surfaced on social media of multiple persons being robbed during the show.

Benn also lashed out at the artiste for capitalizing on his experience while

performing in Guyana to make a new hit song called “Gang Bang.” According to Benn, the artiste disgraced the country by “calling Georgetown a gun town” in his new song.

Benn’s exact words were, “And only this morning, I was sent a video of new song sent out with a line that Georgetown is a gun town”.

Skeng’s new song began with the intro of a local Guyanese “Tik Toker” warning patrons who attended Skeng’s show in Guyana “to keep their purses, phones and other valuables inside because the dunce thugs (delinquent individuals) would be present at the show to support the molly team ( referring to Skeng and his group)”. Benn said that he is going make sure that Skeng’s new song is taken off Guyana’s airwaves and even removed from the local social media pages.

Yellowtail will give Exxon the best returns in the industry today - Hess Esso Exploration and Production Guyana Limited (EEPGL)—ExxonMobil Guyana—has pegged its fourth development in the Stabroek Block, namely Yellowtail as providing the best returns in the industry currently.

This was divulged recently by ExxonMobil Guyana partner, John Hess, who heads up Hess Corporation Guyana and was at the time participating in the 38th Strategic Decisions Conference 2022.

He was at the time providing an update on his c o m p a n y ’s G u y a n a operations and informed stakeholders that “Yellowtail which just got

approved, the hull is being built and that’s on slate for 2025 and that’s the largest ship that we have built to date which is 250K barrels a day.”

According to Hess, that vessel “will cost more, I think the overall project is about US$10B.” With this in mind, Hess sought to explain that the offset to that is, “that we are developing over 900M barrels of oil resources where the other developments we are developing a lower amount.”

The Hess Chief Executive Officer as such related that “the breakeven for these four ships is

between US$25 and 45 US$ Brent and the Yellowtail project of itself is the best return on the industry today and that’s coming from Exxon.”

According to Hess, with the Liza I & II operations already underway, the coming on-stream of the third Development Payara along with the Yellowtail project will see revenues for Hess increasing by US$1B per each ship for its 30 percent interest in the Stabroek Block.

To this end, Hess noted that with each new production vessel, it would mean secured revenues telling stakeholders, “so it’s (Continued on page 21)

S President, Joe Biden on Friday s l a m m e d ExxonMobil, his country’s leading oil producer, for being reluctant to drill more oil fields so that it can benefit from skyrocketing prices for oil and gas as supply shrinks.

The American President outrightly stated that the posture of the company was reflective of sheer greed as it sits back and watches inflation rise in-country, much to the benefit of its shareholders’ pockets.

According to a CNBC report, inflation in May rose at levels not seen since the early 1980s. Asked by a reporter if his administration has plans to “go after” oil company profits, Biden did not say what course of action he would take. He did state however that, “Exxon made more money than God this year.” Expounding on the inflationary pressures facing his people, Biden blamed Russian President Vladimir Putin and his invasion of Ukraine which led to shortages in the market and record-high gasoline prices.

He also pinned part of the blame for high fuel costs on Exxon and other oil producers for what he called a failure to increase supply to help reduce prices.

“One thing I want to say about the oil companies: They have 9,000 permits to drill. They’re not drilling,” he continued. “Why aren’t they drilling? Cause they make more money not producing more oil — the price goes up.”

The second “reason they’re not drilling is they’re buying back their own stock,” Biden said. “Buying back their own stock and m a k i n g n o n e w investments.”

According to CNBC, in the first three months of 2022, Exxon distributed US$5.8 billion to shareholders, including US$3.8 billion in dividends and US$2.1 billion in stock buybacks. Given these figures, Biden issued a specific directive to the petroleum producer: “Exxon: Start investing, start

paying your taxes.” Exxon has of course objected to several of the president’s accusations. “We have been in regular contact with the administration, informing them of our planned investments to increase production and expand refining capacity in the United States,” Exxon Mobil spokesperson Casey Norton told CNBC. Insurance for individuals, how about some more for the nation?

Not for nothing is the PPP/C Government and its leaders viewed by Guyanese from many walks of life, including their own loyal supporters, as a smart bunch of cookies. In this context, smart has little to do with brightness with schoolwork that Guyanese parents have long looked for and pushed for in their children and the record of their works that they bring home from school. No! smart takes on that meaning associated with someone who is less than open, less than honest, less than credible, and one who is always seeking opportunities to pull a fast one, a dirty costly trick, on peers and neighbours. It is this kind of smart that Guyanese are privy to observe in an area of the recent budget presentation for 2022 by the government, and it has to do with insurance.

In our usual blunt manner, we looked at the bigger picture, and then go to the heart of the matter: “Govt. talks up insurance in budget, but ignores coverage for oil spill “ (KN January 28). There is no question that individuals and families in this country need life and medical insurance, which can be costly, and any provisions that offer incentive(s) for them to obtain such, with a lesser financial impact, would be most welcomed. This is one of the things that the government has in mind, and it has tabled some proposals in the current budget which does just that, meaning, give a helping hand to cushion the cost of expensive life and medical insurance. We are told by Finance Chief, Dr. Ashni Singh, that what his government has in mind is “to allow taxpayers a deduction from their chargeable income for premiums paid for life and medical insurance up to a maximum of 10 percent of their income or $30,000 monthly whichever is lower.”

We think that that is a meaningful incentive, which helps to reduce the taxable income of working citizens resulting in more money in their pockets to either spend or save, as their circumstances permit. Further, it puts some confidence enhancing insurance coverage and a needed security blanket in the hands of Guyanese that they dont have to be afraid to visit a medical facility or practitioner, because of the charges. It helps them to defray expenses for health reasons that can be so costly, that it is out of reach for too many Guyanese. It is a good proposal, and one for which we have no hesitation in supporting. Having made our position crystal clear on where we stand on budgetary proposals for life and medical insurance tax deductions for citizens, we question why the PPPC Government is so silent, so indifferent and distant, on something that could have potentially catastrophic consequences for wide sections of Guyana, if not the country as a whole. It is meaningful insurance coverage in the event of a disastrous oil spill in Exxons offshore operations in our seas, which could spread to other countries, and negatively impact their way of life.

While the government is loud and proud and unstoppable with what is important to it, and what is dear to its own selfserving visions and interests, it leaders have been “deafeningly silent on insurance being demanded” from the parent of Exxons Guyana subsidiary. It does not require an astronaut or an actuary to enlighten us Guyanese that we urgently need insurance coverage for any accidental oil spill that could really hurt us and our neighbours. It is not an exaggeration to think and say that any oil spill of significant proportions could undo all the oil income anticipated and, worse yet, leave us in the deepest of financial hole, from liabilities not covered. That is, being the target and ultimately responsible for unthinkable cleanup costs, and untold damages to some of those other societies that share this region with us. We at this paper have led the local charge that calls on leaders of the PPPC Government to work tirelessly, honestly, and fearlessly to obtain comforting oil spill insurance for this nation from ExxonMobil. The President has ignored us and our calls.

The Vice President, Guyanas only oilman, has ignored us and dismissed us. Both are playing with disaster.

Something has gone wrong in the Criminal Justice System of the Cooperative Republic of Guyana DEAR EDITOR, During the impasse following Guyana s 2020 General Elections, the entire world was alerted effectively to a perceived plan or plot to steal the election and give the victory to the wrong List.

The returning government (PPP) will claim that because of its vigilance, the plot to steal the elections failed, though narrowly because the perceived plotters were caught red-handed. The suspects were roundly denounced; exposed and criminal charges were made against them.

The new government took over on August 2, 2020 and hit the ground running, quickly unfolding the investment plans and deals it had made during its five years out of office.

tions of the media put on trial and condemned those Guyanese non-resident Guyanese, like this writer who did not join the chorus, feeling that poll watchers at home in Guyana could be trusted to count, add and subtract and come to reasonable conclusions without the help of persons absent from elections since 2001.

To mark the PPP s victory with a one seat margin, the honourable Attorney General declared, the victory of the PPP “Represents the victory of Good over Evil”.

This age-old hope of the triumph of good over evil is universal, but has seldom been applied to such worldly and corruptible processes as a General Election in which multiple factors positive and negative play a part in the voters choices. No one in the

PPP has questioned the proclamation of the Attorney General and we are left to assume that he spoke for the entire leadership of which he is a part.

The criminal suspects charged between July and August 2020 with offences need to be tried as quickly and as fairly as possible.

They still have not heard in a court of law the first item of evidence to be used against them.

The institutions and agencies responsible for this delay have not explained it to a politically aware population.

Delays of bringing matters to trial should not be treated as a state secret or as too difficult for the population to understand.

This article can venture two guesses. It may be that defence counsel for the ac-

cused persons have warned the prosecutors of breaches in the process; or that the prosecutors themselves are hoping to find evidence to implicate persons of higher rank than mere employees of the Guyana Elections Commission.

There is only one other possibility. Can it be that there is in the pre-trial process of prosecution that Norman Semple, once President of the Public Service Union in the early post-independence period, called the “Second Command”.

Can it be also that this “Second Command”, if there is one, is hoping to arrange for the trial of the criminal suspects closer to the time of the campaign of the next General Elections?

On paper all looks well, except that nothing is DEAR EDITOR, We have a head of state who is the head of nothing, other than maybe a small faction of his own, beholden to him for favours, and not much else. He is a President who is not really the president.

What is this? What is going on? What is really going on in this wonderful land? Up comes the mighty VP, and immediately the waters muddy. He certainly has all the powers of a reigning viceroy, which is no secret anymore. If there is one component that matters most, it is that first part of his sometimes-hyphenated official title, which is a running joke all by itself.

Lets cut the, ah, er, nonsense. The Vice President is the President, and let that be that; stop the playing around with the population, constitution, and the lovely lads and lass (es) having jurisdiction at the CCJ. All the speculations from before elections regarding what his

role was going to be have been unequivocally put to bed. Rock a bye baby, on a tree top. Yeah, I see a country on a treetop and people with a grass skirts mentality. Real Stone Age cave people, Guyanese are.

Then, we have a fine “fella” who is a Guyana scholar, as I have been told.

He is the finance man without being the finance man. Say what? Instead of being the money man, he is pleased to be the shadowy man, and boxers punching dummy, and gets better at it all the time.

Just take me outside, and put me out of my misery, please.

I am at a loss that a man with that kind of academic elevation would take orders from anybody who did study Russian style subversion and suppression. Some kind of scholar is he. “Ah wandah wah he studee…,” this country is not only upside down, but behind (expletive deleted) backwards.

Next, there is this fine gentleman in charge (on paper) at Natural Resources, who they tell me used to teach at the university. Well, I hope that it is not about leadership.

The Region Two officials who signed verifying a project completion lied to the PAC - records show they were so involved in the past DEAR EDITOR, In responding to an Audit query, I advised the current REO, Region 2 to point out at PAC that the prevailing approach to budgeting leads to questionable actions in all Regions. My “statement of fact” was proven on June 6, 2022 at the PAC hearings!

BUDGETING should be seen as a structured plan to spend. In requesting budgetary allocations, we must provide estimates or bill of quantities, as a basis for the funds requested, not guesstimates, (estimates made without providing adequate information).

This has become “custom

and practice” in the Regions.

When these “Budget Estimates” are passed in Parliament, the Regional Engineers there after prepare the Bill of Quantities - A case of putting the cart before the horse!

But, the Heads of Budget Agencies have to wait before invitations to bid can be ad-

vertised.

This provides a “Nest” for breaches and wasting of resources.

It was not surprising that Region 2 officials, in trying to exonerate themselves at the PAC hearings made false claims. We had an example of that “Nest” at PAC. This (Continued on page 5)

Freddie is unaligned on matters of race DEAR EDITOR, In a retort to Freddie Kissoon and Ryhaan Shah on “how African racial violence against Indians defined their Indianness” (Jun 4), Otis Paul Junior Chase contends that their revelations of experiences tell one side of the issue. He asserts that Indians were involved in abuse of Africans, relating a non-violent experience of a brief encounter with Indians on the East Coast almost two decades ago. He was clear to note that Indians were not physically abusive of him or of others. The propensity towards racial violence as a response to verbal prejudice can never be justified and neither is the hurling of verbally abusive (curses) prejudicial language towards others. Nothing should be invoked to justify racial violence against a people.

Chase says he is a Mixed Guyanese, describing himself as “a Boviander” (a Mixture of African, Amerindian, and a touch of European as the term is explained to me) and claims

he was verbally abused as a Black Guyanese by an Indian female. That is wrong; no one should be abused (not on account of ethnicity or any other factor). I condemn such behavior, but unlike Chase, I will not equate verbal abuse with physical violent abuse.

Freddie and Ms. Shah are well known non-racialized scholars; they too will never condone such acts or equate ethnic physical violence as a justifiable response for verbal abuse.

There is virtually no Guyanese who consistently has championed the causes of Africans as Freddie to the point of campaigning for an African led coalition in 2015 that was declared winner of the elections. Freddie penned repeatedly that he grounded with Africans all of his life. But after seeing what he described as the dark side of Africans who he thought were friends, non-racialist, and champions of democratic elections, he distanced himself from them especially post March 2, 2020. Ryhaan, and other humanists and rights activists saw those characters as racist and authoritarian for condoning violence against Indians and for supporting the rigging of the March 2020 elections in favor of an African led coalition.

Few came out against the attempt to rig the elections and Freddie assailed those who were silent during rigging or the racial onslaught in West Berbice in September 2020; Freddie was/is a hero. While Ryhaan is a rights activist especially on matters pertaining to Indians, Freddie is unaligned on matters pertaining to race and religion; speaks courageously and condignly on racial abuses.

We must not pretend that all is well with race relations.

We are a racially polarized nation Indian-African animosity was exacerbated by global powers fighting over control of Guyana since the dawn of the cold war in the 1950s. We must confront this ghost and work together to find a workable peaceful solution.

We cant equate verbal abuse with or cite it as a precursor for physical violence

as Chase has suggested.

Chase, whose essay is very scholarly written, suggesting he is a very educated man, is also wrong to insert the Indian caste system and the matter pertaining to Nirvan Singh to justify racial violence rained on Indians and or on his or African interaction with the Indian community.

Nirvan disputed the account of his accuser and the matter is before the court. He has not been convicted of any crime. Chase should respect the law and abstain from defamatory statements about the young man who has refrained from responding to his accuser.

Surely, Chase cant think that physical assault and being robbed are the equal of verbal spat or the result of the Indian caste system or being a Kshatriya. Not all Indians are Kshatriyas’. I dont think Freddie and Ryhean are Kshatriyas except being so intellectually. Also being assaulted and robbed and even murdered after every election while the police looked on is not the same as a verbal abuse or the violence was a (Continued on page 6)

Isn’t it about time we abandon a city 6ft below sea level?

DEAR EDITOR, Georgetown is some 6ft below sea level with a myriad of problems including flooding.

Yet, successive Governments have seen it fit to pump money into Georgetown while the rural communities are cash starved.

How about moving our Capital inland into the interior to mitigate against flooding?

It is obvious that flooding will continue even more

should sea level rises.

We now have the resources to move inland.

The alternative would be to decentralise development so that the rural communities benefit instead of wasteful spending on Georgetown.

This will prevent the population drifting into Georgetown compounding its problems.

Time to abandon Georgetown.

Hopeful for positive outcomes for City DEAR EDITOR, Now it wasn’t difficult, that meeting between the PM and City Hall. This should hav e b e e n t h e c o u r s e of action that should have resorted to, a long time ago. It is hoped this meeting will see positive outcomes for the City and will be the first of many meetings between the two sides in the future.

Look what can be achieved if only we talk first.

Out of the contentious exchange before the meeting, the LGC is now set to examine no confidence motion against City Engineer (KN June 10).

It should not have taken this long for the examination to be done. But now it will be done.

Guyana stands to gain more by reducing cost recovery limit in Exxon deal – Economist In its present oil deal with US oil major ExxonMobil, Guyana merely receives profit after 75 percent is withdrawn to cover operational expenses. But one Guyanese Professor believes that Guyana could gain more by amending the cost recovery ceiling from 75 percent to 50 percent.

Dr. Tarron Khemraj, a Guyanese by birth who holds a PHd in Economics, recently gave this view while appearing as a guest speaker on a Globespan 24x7 broadcast to discuss ‘The Impact of Guyana’s Oil Windfall on Poor Guyanese’. The session, aired on June 1, last was moderated by Trinidadian, Shalima Mohammed and also featured Dr. Terrance Blackman, an Associate Professor of Mathematics in New York.

The conversation was premised on the fact that this year is the first that Guyana has withdrawn revenue from its oil and gas operations, which is estimated to contain some 11 billion barrels of oil.

Added to that is the projection that production should ramp up to about 725,000 barrels of oil per day by 2025, with proceeds expected to climb to around US$250 billion given prevailing high oil prices.

While the projections seem promising, Khemraj pointed out that this revenue must be split between ExxonMobil and Guyana, leaving the country with the smaller portion of the fraction.

terms for its oil and gas resources, the Economist shared, “I think you can tweak around the edges of some of the things that you have. I have written a few pointers on this; what I feel can be done that can increase the government’s share for example is…instead of having the cost recovery cap at 75 percent you can bring it down to about 50 percent. So what that means is Guyana gets more money up front and that’s always better”.

He added that because Guyana has already proven its wealth and is no longer new to oil finds, the country should be able to extract better terms.

In addition, Dr. Khemraj also pointed out that the outside of the contract, Guyana can rake in a lot more money if it pursues the auctioning of its oil blocks correctly.

Meanwhile, Dr. Blackman explained he too believes that Guyana should have done better when it discovered oil, to ensure better arrangements. Nevertheless, he noted that it is important at

this time for government to look at how the finances earned can benefit the people.

Kaieteur News recently reported that after two years, Guyana received US$81 million in royalty payments from the two percent deal it signed with the oil company. This payment was secured between the period April 28, 2020 to January 27, 2022.

When converted to local currency, this amounted to just over $16 billion. Meanwhile the country received an additional US$638 million from profit oil within a two-year period as well.

This is the state of affairs while Guyana gave away billions in taxes to ExxonMobil for one year alone.

It was reported that between 2019 and 2020 alone, Guyana granted US$657 million or GYD$137 billion in tax exemptions to Exxon. The Auditor General, Deodat Sharma highlighted in his 2020 report that this excessive amount represented a whopping 62.75 percent of total collections by the Guyana Revenue Authority (GRA). This means that the

$137B forgone by government through tax exemptions for that period, amounts to 62.75 percent of what was actually collected by the revenue authority. The 2021 report by the AG has not yet been laid in Parliament, so information regarding recent tax exemptions is not available. Commissioner General of the authority, Godfrey Statia predicted that unless policy changes are made in the oil sector, the tax exemptions to the company will only continue to climb.

A private citizen has since moved to the local Court, to challenge the “oppressive” tax concessions being extended to the multi-billion dollar firm. The legal proceeding was filed by Kaieteur News Publisher, Glenn Lall, through his Attorney-at-Law, Mohamed R. Ali on January 13, 2022.

Lall is arguing that many of the provisions listed under Article 15.1 of the Petroleum Agreement, dated June 27, 2016 between the Guyana Government and the oil companies, grants exemptions to

persons other than licensees, which violate the Petroleum Exploration and Production Act, the Financial Administration (and Audit) Act, the Prevention of Discrimination Act, and the Constitution. Lall through his lawyer, therefore contends that the provisions are unlawful, null and void, and of no legal effect.

The matter which ExxonMobil subsidiary, Esso Exploration and Production Guyana Limited (EEPGL),

joined as a respondent is set for continuation before Justice Nareshwar Harnanan at the High Court in Georgetown on August 12, 2 0 2 2 .

I should inform Chase that Indians faced verbal abuse and robberies when they moved in Black American and Hispanic neighborhoods in the Bronx. They also experienced abusive language from Whites, though not robbed and violently attacked, in Queens and Long Island and other parts of

America. The Indians did not respond in kind or with violence to their experience in America or elsewhere in the G u y a n e s e diaspora. Prejudice and racism in America or Canada or UK did not cause Indians to be violent.

We must not evade responsibility for racial violence by justifying it with alleged prejudices of the victims whose verbal response to others may very well have emanated from the racism they experienced. Proffering instances of alleged Indian prejudice and the Indian social caste system can never be used as justification for violence against the Indian community. Prejudice may be the response to the violence experienced while caste is totally irrelevant having nothing to do with contemporary Indian social behaviour in Guyana and the violence rained on them that shaped their identity.

President Irfaan Ali is yet again on the world stage attending a major summit- the Summit of the Americas. The occasion affords him the opportunity to interact with world leaders and learn from them how they have been successful in managing their countries.

We often wonder whether our leaders usually take away anything from these meetings or their focus is mainly on the publicity it provides them. Only on Sunday, President Ali was at pains to lament how unfair the developed countries are in demanding that Guyana and other developing nations move swiftly towards renewable energy.

However, as was pointed out by one of our letter writers, the oil companies here are repatriating about 85% of the value of the oil by; buying equipment manufactured in the developed countries, thus developing those economies more; providing expensive technical expertise, remunerated at their rates, only paying taxes to us if they choose to be more than 180 days in our inefficient jurisdiction; and their 12.5% of the unaudited profits so far.

Additionally, some developed countries have now slapped a windfall tax on their oil companies, with the USA budgeting to ensure that their multinational corporations pay an effective tax rate of at least 15%. If there is anything to be gleaned by our leaders on the world stage, it would be to pick the brains of the Presidents of the developed countries and perhaps ask them, how they get so much from the oil companies for their people, while we in Guyana get next to nothing?

It is our hope, that President Ali would not miss the opportunity to pick the brains of President Biden and even his Caricom colleague, Dr. Keith Rowley, while he at it again on the world stage.

Developer seeks EPA approval for posh living complex for foreign oil workers Anticipating an influx of foreign/expatriate workers to throng towards Guyana in the coming years as the nascent oil and gas sector expands, developer Vieira 66 Logistics has applied to the Environmental Protection Agency (EPA) to construct an apartment complex to meet the intended increase for international quality standards and services.

According to the Project Summary submitted to the EPA for approval, the project dubbed “Ogle Heights’ aims to complement the expected construction of a Marriott Hotel nearby.

It was noted that the project will be a three storey edifice in keeping with requirements stipulated by the Ogle Airport and Aviation Authorities by laws.

Conceptualized by Barry O’ Rourke in collaboration with Vieira 66 Logistics and Universal Architecture, the development is expected to sit on a 0.6 acre plot of land

with each of the two bedroom apartments slated to house some 1,100 square feet.

The development site is located on the East Coast of Demerara (ECD) and is surrounded by the Ogle Sugar Estate Main Access Road, along with residential buildings in the vicinity.

According to the Project Summary, “having done feasibility study in the immediate environs, surrounding villages and being in proximity of the Ogle Airport; Also noticing that other oil sector works are housed in the area, it was concluded that a three floor structure would satisfy the influx of skilled personnel with/without family members that might require being around individuals in the same sector.”

Addressing the scope of works to be undertaken as part of the construction project, it was highlighted at in the pre-construction phase, there will be the

As it relates to environmental impacts expected from the project, it was noted that, “a significant amount of environmental impact will be occurring at the pre-construction phases.”

Another $12M contract for CJIA runway Following competitive bidding for the contract to execute remedial works on the Cheddi Jagan International Airport (CJIA) runway embankment, a project which was estimated to cost some $11.8 million, K & F Contracting Services has been selected as the contractor to carry out the works.

According to information reaching this publication, the company was awarded the Ministry of Public Works contract to the tune of $12,570,800.

The project which opened in April at the

National Procurement and Tender Administration Board (NPTAB) office saw six contractors who applied for the job, placing bids that were higher than the engineer’s estimate.

Dictatorship means danger: Remembering George Lamming George Lamming died this past week. He is considered by some as the doyen of Caribbean literature. The University of the West Indies has described him as a “Caribbean and global literary luminary, Philosopher King of Post-colonialism, and social justice activist”.

A number of letters have appeared in the local media heralding his achievements and his life. But not many of those have recalled his profound observation about the state of affairs in Guyana at the time of the assassination of Dr. Walter Rodney.

Lamming was not wellknown to the present generation of Guyanese even though he was an associate of the late Dr. Walter Rodney.

Lamming died at the ripe old age, days shy of his 95th birthday. Walter Rodney was assassinated in 1980 at the still young age of 38 years.

He would have been 80 years this year.

Lamming was a literary giant. But he was also a keen social and political analyst.

And indeed his poetry combined both his skill with words with his insights as an observer of post-colonial society.

Given his status as an elder, the younger generation

except those with an interest in Caribbean Literature may be forgiven for not knowing much about Lamming. But older generation will remember him well and will particularly recall the warning he sounded about the dangers of the Burnham dictatorship.

His address at the funeral of Walter Rodney has been reproduced in a book published under his name. Eight years ago, Stabroek News printed Lammings address at Rodneys funeral.

Lamming warning then is a chilling reminder of the dangers of supporting narratives of dictatorship. Too many Guyanese, both the ignorant and the informed, are peddling this narrative in the hope that somehow it will lead to the justification of the attempt to steal the elections and to return the APNU+AFC to power.

Dictatorship means danger. At the funeral of Walter Rodney, Lamming told the tens of thousands present that: “Today, we meet in a dangerous land, and at the most dangerous of times.”

Indeed, the times were perilous. The Death Squad gunned down persons without any fear of sanction; the Special Branch was ubiquitous. Spies were everywhere,

even in classrooms at the University of Guyana. Nonpolitical friends of activists of the Working Peoples Alliance were under surveillance. The homes of opposition activists were constantly raided.

A local staff of the Foreign Ministry had attended Queens College with Walter Rodneys colleague, Dr. Rupert Roopnarine. He met Roopnarine on the street outside of the Ministry of Foreign Affairs. He stopped and had a friendly chat with him as old school friends do. He was noticed by the PNCs spy machinery and summoned to give account of his conversation with Roopnarine.

Guyana was a dangerous country. It took tremendous courage for Lamming to jump on a plane in Barbados to come to Guyana for Rodneys funeral. But this he did despite the dangers involved. That danger was amplified by the knowledge that dictators do not care to account for their conduct. The very act of rigging elections gives them license to commit political atrocities, including political assassination, because they know they only have a slim chance of sanctions.

Lamming would go on to write the Foreword for Rodneys: “A History of the Guyanese Working People: 1881-1905”. Rodney had finished the book just prior to his assassination.

In his foreword, Lamming noted that Guyana had become a land of horrors. For him, the country had passed the stage of placing democracy on trial. What was at stake was whether democracy would survive what Lamming called an “official crucifixion.”

Unlike many of Rodneys political colleagues, Lamming never developed amnesia about Rodneys fight against dictatorship. Ten years ago, he detected what he deemed was amnesia of convenience about the assassination of Rodney. As the Guyana Chronicle reported, Lamming bemoaned that a generation of younger Guyanese did not

know what the name Walter Rodney meant [stood for].

This amnesia stands as an indictment against Rodneys party and his colleagues. It must be reversed.

Next Monday, June 13 will mark the 42nd anniversary of the assassination of Walter Rodney. There can be no better way to observe this anniversary than by honouring Lamming and recalling his implicit caution about the dangers of dictatorship.

AFC congress today: Are humans higher animals?

T

oday, the AFC holds its congress which it calls “ n a t i o n a l conference.” This westernised party is endowed with a colonial mentality. In Europe, they don’t say congress as they do in Guyana and the Third World. They say conference.

Outsiders are not allowed but it would be a researcher’s goldmine to be in that room. How could delegates just sit there and allow themselves to be treated like robots? These are people who will vote for leaders who were in control of Guyana for five years and the mysteries and mistakes are literally mountainous and they will not throw one question to those leaders.

Why should Guyana accept such Pavlovian humans?

If there is at least one morally endowed delegate who has children that will be part of Guyana’s future, then that parent owes it to their children and the future of

their country to ask maybe just one question. I present here a list of terrible mistakes and depraved errors AFC leaders made when they were swirling with power intoxication. Can at least one delegate prove to Guyana that he/she is a civilised person and ask just one question?

1 – When the AFC sat down in May at its head office, four of the leaders agreed to call a woman that AFC activists never heard about and offer her the post of Minister of the Environment. Why did they overlook AFC soldiers who were equally qualified?

But there is more. David Patterson reacted to my publication of that degenerate decision. In an email to me that I have published on this page, he said the offer was based on a decision way back that if the AFC got into government, it would give a ministry to a member of civil society.

But that explanation is

not shared by all of the second-tier leaders who I have spoken to since the Patterson email was made public. They told me they don’t know about such a decision and even if such a policy was laid down, there was absolutely no discussion in the AFC as to which organisation or person in civil society would be identified for the ministry.

2 – In February 2020, the A F C a n d A P N U renegotiated the Cummingburg Accord and signed off on it. Joseph Harmon and Khemraj Ramjattan on separate occasions told the press that sections of it had to remain secret. Is there no delegate that will ask for a disclosure today? The secrets are no longer important so the AFC leaders must elaborate.

I will once more bring out a huge part of the secrecy, hoping at least one delegate will make an inquiry. The AFC agreed to a clause in the document that should the

president demit office or cannot continue, the AFC will not propose its Prime Minister to succeed but agree that there will be a new president drawn from the PNC. 3 – Khemraj Ramjattan told channel 6 talk show host, Naim Chan that Charrandass Persaud lied when he said he didn’t know what government was doing in Berbice because Amna Ally was tasked with informing him. If the delegates in that room today cannot see this as sickening then they are equally sickening and should not be part of society.

The AFC was in government, held the portfolio of agriculture, had Charran as its parliamentary representative for Berbice yet an APNU minister had to keep Charran abreast of what the government was doing in Berbice. Does this happen in the real world? Does the AFC consist of real people?

Agri. Ministry commissions $84.5M in machinery to improve Pomeroon drainage systems

a r m e r s f r o m communities in Pomeroon-Supenaam (Region Two) are set to benefit from improved drainage works since the Ministry of Agriculture and the Regional Democratic Council of Region Two recently commissioned two longreach excavators and a pontoon valued at $84.5 million.

The equipment forms part of the National Drainage and Irrigation Authority (NDIA)’s capital programme for 2021. The contract for the construction of the pontoon was awarded to VR Construction for $44.5 million while the excavators were supplied by Guytrac to the tune of $60 million.

While offering remarks, Minister Mustapha said for five years prior to August 2020, there was a noticeable decline in the agriculture sector. He noted that since assuming office, the government has been working to put the necessary infrastructure in place to ensure farmers can produce.

He told farmers that a work programme will be developed after which a management committee comprising farmers and other officials will be established to guide and monitor the operations of the machines.

As part of the government’s overall drainage improvement efforts for the region, Minister Mustapha also said that the

Minister of Agriculture, Zulfikar Mustapha and other officials during the ribbon cutting ceremony for the comissioning of the new pieces of equipment ministry, through the NDIA, will be constructing pump stations at Charity and Andrews, a sluice at Capoey, as well as carrying out rehabilitation works at the pump station at Cozier.

Meanwhile, Chairman of the NDIA Board, Lionel Wordsworth

said the newly acquired machinery will enable the NDIA to carry out additional river defense works along the Pomeroon River.

“Currently, we have contracts awarded to do 22 miles of embankment and channels in the lower Pomeroon and 25 miles in the

upper Pomeroon. With these pieces of equipment, we will be able to do an additional 38 to 40 miles minimum annually along the Pomeroon River.

This will add to the overall work programme that we have ongoing in the Pomeroon,”

Wordsworth further disclosed that as it relates to the dredging of the Pomeroon River mouth, a contract has been awarded and the necessary surveys to determine the exact alignment for the dredging operations were almost completed.

Driver killed after pick-up Health Ministry records 85 new flips into Mahaica trench COVID-19 cases, 2 persons still in ICU Via its daily COVID-19 dashboard, the Ministry of Health on Friday reported that within the last 24hour period, they have recorded a total of 85 new COVID-19 cases countrywide.

The new cases now bring the total number of confirmed cases in the country to 65,799.

Family and friends of 25-year-old Jeuwel Ramlall of Mahaica, East Coast Demerara were thrown into a state of mourning after the young man lost control of his motor pick-up and toppled into a trench in the Mahaica community and died.

Ramlall, according to police, reportedly lost control of his vehicle around 23:30hrs on Thursday at Middle Walk Dam, Good Hope Mahaica. Information received stated that moments before Ramlall died, he and a friend were consuming alcohol at a shop in the Mahaica community. After that, he left and reportedly drove off at a speed in his pick-up.

Reports are that Ramlall lost control of the vehicle and ended up in a nearby trench in the Good Hope area. Public-spirited persons who were on the scene rushed an unconscious Ramlall to the Mahaicony Cottage Hospital where a doctor pronounced him dead on arrival. As investigation continues, his body is presently lying at the Jerricks Funeral Home awaiting a post mortem examination.

Min. Mustapha engages Essequibo rice farmers, fisherfolk on relief initiatives Agriculture Minister Zulfikar Mustapha recently met with rice farmers and fisherfolk from Region Two (Pomeroon-Supenaam) to discuss the planned relief initiatives announced by President Dr. Mohamed I r f a a n A l i a n d Vi c e President, Dr. Bharrat Jagdeo.

With the rising cost of fertilisers due to the closure of many factories across the world following the global pandemic and the ongoing war between Russia and Ukraine, farmers have been finding it hard to purchase such inputs.

Additionally, fisherfolk have also been faced with hardships given the low level of catches received at sea over the past few months.

After taking note of the

struggles of farmers and fisherfolk, the government upon reviewing its economic standing announced a $1 billion allocation to procure fertilisers for farmers alone with a $150,000 one-off relief grant for fisherfolk.

While speaking with rice farmers from the Essequibo Coast during a meeting in the Regional Democratic C o u n c i l ’s b o a r d r o o m , Minister Mustapha told those present that rice farmers will benefit from $250 million worth of fertilizer to be used in time for the coming crop and that a committee comprising farmers from the various areas was tasked with compiling a list of beneficiaries.

“The last time we were here, the Vice President

announced that the government will allocate $275 million to procure fertilizer to help the farmers in Region Two…We decided to have a nonpartisan committee selected by the farmers to guide the process so that at the end of the exercise, we will not have the same issues we had with the flood relief,” Mustapha said.

He added, “I’ve received a report and it is being suggested that the $250 million be divided by the amount of fertilizer that will be required for the crop.

One farmer suggested that farmers should receive monies to assist with returning to the land. He noted that as a result of last year’s flood, many farmers are still unable to return to the land.

H o w e v e r, M i n i s t e r Mustapha said that the allocation was for the procurement of fertilizer given the rising cost of the fertilizers globally. He maintained that farmers will not be receiving the monies directly but rather the fertilizers based on what will be cultivated in the coming crop. He also reminded the farmer that many farmers were given flood relief assistance and seed paddy last year and that the government was in the process of completing that

programme.

ADDRESSING FISHERFOLK Meanwhile, during his meeting with fisherfolk from the region, Minister Mustapha said that committees will be established at every landing site and the list of fisherfolk will be available for examination at the landing sites.

He told those present that the various fisheries officers will work along with them and officials from the Regional Democratic Council to form the committees. This process, he added, should be completed in two weeks, after which the verification process will commence ahead of the payout scheduled to commence in July.

“We’ll take the entire month of June to verify the names. Do not try to smart the system. The Fisheries Department will work to ensure a committee is set up at every landing site to verify the names so that there can be transparency. There are five major landing sites on the Essequibo Coast.

EITI report makes third call for Govt. to release all large-scale mining contracts G

uyana’s third Extractive Industries Transparency (EITI) report has made yet another call for the government to release all mining contracts, especially those dealing with largescale operations.

Since becoming a member of the global body, the report notes that the government agreed to adhere to several requirements. In this case, EITI requirement 2.4 (a) of the 2019 Standard states that Guyana should publicly disclose all mineral agreements entered into force prior to the reporting period, in this case, 2019.

I m p o r t a n t l y, t h e r e p o r t highlights that the country’s Mining Act (1989) does not include any expressed restrictions on the public disclosure of mineral agreements and licenses by the government.

It goes further to state that even the mineral agreement signed on November 18, 2011 for Aurora Gold Mine developed by Guyana Goldfields is silent about restrictions on the public disclosure of the mineral agreement. Be that as it may, that very agreement, along with many others, is not available online for citizens to understand what concessions were granted to these firms versus what the country would get in return.

In light of this, Guyana’s third EITI report recommended that a work plan be drafted for the electronic publication of all mineral agreements in the mining sector. The document said this work plan may include defining how the electronic publication of mineral agreements can be undertaken and a realistic shortterm timeline as to when such data could be available. The report further notes that the work plan can include a review of the institutional or practical barriers that may prevent such electronic

There are currently 10 companies holding large-scale licenses in Guyana.

The Bauxite Company of Guyana Inc. holds three large scale licenses for the extraction of bauxite in Kurubuka (Block 22), North East (Block 5 in Kwakwani), Berbice (Block 38) for a total area of 16,691 acres, in which the Guyanese Government has a state participation of 10% as confirmed by the National Industrial and Commercial Investments Limited (NICIL).

licenses for the extraction of bauxite in East Montgomery, Tailing area and Dacouria for a total area of 3,063 acres, in which the Guyanese Government also has state participation of 30% as confirmed by NICIL. Correia Mining Co. holds a large-scale license for the extraction of gold and diamonds for a total area of 3,681 acres.

Guyana Goldfield Inc. holds a large-scale license for the extraction of gold in Cuyuni (Aurora) for a total area of 14,339 acres while Guyana Industrial Minerals Inc. holds a large-scale license for the extraction of bauxite

in the Bonasika Mining project for a total area of 18,940 acres.

Additionally, North American Resources Incorporated Ltd. holds a large-scale license for the extraction of gold for a total 5,950 acres. Pereira Mining Company holds a large-scale license for the extraction of gold, silver, and valuable minerals for a total area of 5,105 acres.

Meanwhile, Romanex Guyana Exploration Ltd. holds a large-scale license for the extraction of gold and valuable minerals for a total area of 11,110 acres; while Ontario Incorporated holds a large-scale license for the extraction of gold

and copper for aü total area of 8,346 acres.

Troy Resources Guyana also holds a large-scale license for the extraction of gold for a total area of 15,160 acres.

Along with the 10 large-scale licences, the report notes that there are 62 mining entities making material payments to government exceeding $35.1 million. Since these account for 50.1% of the reported payments in 2019 to the Guyana Gold Board and the Guyana Geology and Mines Commission (GGMC), it was recommended that the contracts for these companies also be released.

hree agencies attached to the Ministry of Agriculture signed 12 contracts on Friday totalling some $491,567,360 for the procurement and supply of critical machinery that w o u l d a d v a n c e developmental works in the agriculture sector.

The simple ceremony which took place at the Ministry’s boardroom saw Guyana Sugar Corporation (GUYSUCO) signing nine contracts totalling $457 million, the Guyana Marketing Corporation (GMC) signing two contracts totalling $18,895,000 and the National Drainage and Irrigation Authority (NDIA) signing one totalling $14,700,000.

Overseeing the signing of contracts was Minister of Agriculture, Zulfikar

Mustapha who noted that the investments being made shows the government’s commitment to developing the sector. In his brief remarks, he also urged contractors to ensure goods and services are supplied and executed within the contractual period.

At the Ministry’s office y e s t e r d a y, G U Y S U C O signed two contracts with Fundiciones Universo, one is worth $28,155,400 for the supply and delivery of three new mill rollers for the Blairmont Estate. The other contract totalling $23,106,400 is for the supply and delivery of three mill rollers - one new and two reshell for the Rose Hall Estate.

The agency also signed with Farm Supplies Limited for the supply and delivery of a mobile lighting tower, a contract worth $15,820,000.

Electrofix Electrical Services also secured a contract for an arc welding generator worth $9,234,000.

A contract with Memorex Enterprise worth $33,836,160 was also awarded for the rehabilitation of the boiler house roof at the Rose Hall factory. GUYSUCO also signed a contract with Professional Engineering and Construction Services worth $58,697,200 for the rehabilitation of pre-milling and milling roofs and structures at the Rose Hall factory; a contract with Game Equipment LLC worth $226,368,000 for the supply and delivery of six 195HP articulated agricultural tractors; and two contracts with Garnet Engineers for the supply and delivery of one refurbished high grade and low grade crystallizers worth

$48,377,600, along with the supply and delivery of two re-tubing evaporators worth $14,377,600.

The GMC signed its contracts with Farm Supplies Limited, one worth $13,000,000 for the supply and delivery of a boat and engine and carrier (24ftx3ft), and another worth $5,895,000 for a boat and engine and carrier (38ftx8ft).

Lastly, NDIA signed a $14,700,000 contract with GR Engineering Company for the provision of consultancy service for the design, review and supervision for the construction of a pump station at Canal Number One. In April, the Ministry had inked a contract with Well Built Construction Services worth $650 million and this was for the construction of that pump station.

Quinton Bacchus, 25, a resident of Golden Grove, East Coast Demerara (ECD) was on Friday afternoon shot dead at Haslington, ECD by police.

Bacchus was reportedly shot multiple times to his body around 14:30hrs by a plain-clothes rank during a sting operation.

Ranks had recieved information earlier that day from an acquaintance of Bacchus, a construction

worker, that he (Bacchus) had a gun to sell.

Investigators reported that arrangements were made for an armed undercover cop to purchase the firearm from him.

The under cover cop showed up later to do business with Bacchus in the Haslington Housing Scheme.

Sporadic cash hand outs will not take Guyanese out of poverty …govt. urged to start citizens off with small, consistent cash transfers

I

nstead of the random doling out of cash transfers via one off grants to particular groups within the country, local commentators continue to urge the government to take a structured and impactful approach to such an initiative so as to ensure more Guyanese benefit.

The government has provided among other things, one off payments of $100,000 to disabled

children, $150,000 to fishers, $25,000 to riverine communities and about $1B in free fertilizers to be distributed to farmers. While the transfers will support these various groups, concerns remain over the fact that the distributions do not seem to be provided from an equitable standpoint.

Political analyst, Dr. Henry Jeffery, has also raised his voice against the manner in which the

government is currently distributing the budgeted $5B relief fund. During the Politics 101 show Thursday, Jeffery maintained that any distribution of cash for a purpose such as the cost of living emergency must ensure that it reaches every Guyanese especially those who need it the most. The current mechanism is not serving that purpose, Jeffery posited.

He submitted therefore that instead of the

random handouts, the government could distribute an equitable sum to all Guyanese.

He said that at first, the government might not be able to give much, “…but you can give people US$100 a month as a start, and gradually, as the income comes in, you increase that.

Jeffery, once a minister of government, noted that when the proposal for a Universal Basic Income (UBI) was put forward by the Working People’s Alliance (WPA) Dr. Clive Thomas, negative responses came that persons would not use the money to elevate themselves. These comments he called, “old time thinking” especially when other nations around the world, including first world nations, provide UBIs to their citizens.

Jeffery related however that the current hand outs under the $5B sum can be described as cash transfers; even the “Because we care” school cash grant can be referred to as a transfer. “But if you are giving money to children to go to school, you have to ensure they go to school.”

He said that the government has no record saying how many parents are receiving money but are not sending their children to school.

The analyst said this very method of giving cash for school children was championed in Brazil and they had a comprehensive programme that monitored school children and intervened when parents were not doing their jobs.

He said the Brazil initiative was done in a g e n e r a l w a y. B u t i n Guyana’s case, “What they are doing now opens the door to all kinds of corruption,” Jeffery opined. The process,

he said is not strict, has no criteria and methods for distribution.

“You wake up one morning, give to the farmers, another morning give to the fishermen. It is wildness.”

Jeffery charged that if the money is going to be distributed in such a manner, government might do better to just provide a small transfer to every Guyanese at a particular period, knowing that no one is being left out.

The posture of the government has left much to be desired by citizens, opposition Member of Parliament, Tabitha SaraboHaley said, and she does not see any change coming soon.

She said that the government continues to position the country to benefit itself and maintain the power it holds.

“They have put themselves on a path and the entire country on a path that they believe would work in their best interest. And so getting to a different state where everybody can feel as if they are included and apart of the process is not going to happening willing. It has to be some amount of pressure to see that shift.”

She said that the government believes that it can use money to appease supporters or those it thinks are in its favour but are receiving push back.

The parliamentarian said the government may want to give money to supporters, “but the amount of money coming out of the coffers and where it is going suggests that something is not good even in their communities they believe; they should have support.”

“They (government) believe that money will be the answer. I don’t believe money will because the amount of what they are giving is temporary and would not be able to help persons in the way that they really need help given what is happening in the country economically.”

Man who admitted to dumping accident victim’s body in trench remanded The car owner who on Tuesday confessed to hitting a labourer on May 23 last at Enmore, East Coast Demerara (ECD) and then dumping his body into a trench at Coldigen has been remanded to prison.

He was identified as Daniel Melbourne, 53, a musician of Lot 53, Middle Street, Ann’s Grove, ECD. Melbourne is accused being responsible for the death of Reonol Williams, 50, of Enmore and during his court appearance at the Vigilance Magistrate Court on Friday, he was slapped with six charges.

Reading the charges to the defendant was Magistrate Fabayo Azore.

Melbourne was charged with causing death by dangerous driving, failure to report an accident, failure to render assistance after an accident, failure to produce a vehicle for examination, giving false information to police and attempting to obstruct the course of justice.

He reportedly pled not guilty to all the charges and will make his next court appearance on July 22, 2022.

Williams, the accident victim, was struck down

around 00:20hrs on May 23 last while crossing the Emmore Public Road with his friend.

The driver of the car had picked him up and placed him into the car trunk, promising to take him to the hospital but Williams never arrived at any medical facility.

Presuming that he was dead, relatives searched for the man’s remains but could not find them anywhere.

Police later found the car abandoned at a location on the East Coast. They also identified its owner as Melbourne and arrested him.

Police were forced to release him after he allegedly lied to them that he was not the one behind the wheel of the car that had struck down Williams. The case was later handed over to detectives at the Major Crimes Unit at Eve Leary, and Melbourne was arrested again.

Dom Phillips: Blood found in search for pair missing in Brazil (BBC NEWS) - Police in Brazil are examining blood found in the search for British journalist Dom Phillips and local indigenous expert Bruno Pereira.

Traces of blood found on a boat belonging to a fisherman, who has been arrested,

will be tested to see whether it is human or animal. The pair went missing while travelling by boat on a reporting trip in the Amazon rainforest on Sunday.

Mr Pereira recently received threats over his work against illegal fishing.

According to climate.org Germany, the largest importer of fossil fuels from Russia, is increasing the planned share of renewable electricity to 80 percent by 2030, up from 62 percent by 2030 under previous commitments. Together with the Netherlands, Denmark and Belgium, the country also plans to build 150 Gigawatts (GW) of offshore wind by 2050. Another top Russian fossil fuel importer – Italy, increased the planned share of renewables electricity from 60 to 70 percent by 2030.

Hess Guyana Exploration Ltd. holds 30 percent interest and CNOOC Petroleum Guyana Limited holds 25 percent interest. A lawyer for the fisherman, Davi Oliveira, told Reuters his client was not involved in the disappearance of the two men and was engaged in legal fishing. The same lawyer has since stepped away from the case, the news agency adds. Six other people have been questioned in connection with the men’s disappearance.

Some 250 members of the security forces have been taking part in the search, up from just about a dozen in the first days. They include divers and experts in jungle terrain. Two helicopters are also being used, as well as more than a dozen boats and drones.

Lead investigator Alexandre Fontes described the area as a “very complicated region” which he said could only be reached by helicopter, small plane or boat.

Indigenous rights groups which Mr Pereira worked with were the first to raise the alarm about the disappearance of the expert on isolated indigenous groups and the journalist. The area where they disappeared is home to some 6,300 indigenous people from more than 20 groups. As well as clashes with fishermen catching protected stock, it has also seen incursions by illegal gold miners, loggers and drug-traffickers who smuggle cocaine from Peru.

Both Mr Pereira, who has worked for the government’s indigenous affairs agency Funai, and Mr Phillips, who was carrying out research for a book on the Amazon, documented these threats as part of their work.

Govt. encouraging destruction of environment with offshore gas flaring - Opposition Leader W

ith a meager U S $ 5 increase added as penalty for the flaring of gas associated with oil production at the Liza One field in the Stabroek Block, Leader of the Opposition, Aubrey Norton has concluded that the People’s Progressive Party (PPP) is encouraging the destruction of the environment.

Norton gave this view on the matter during a press conference hosted on Tuesday.

The Opposition Leader explained that while the laws of Guyana are strong enough to protect the environment, the government has not been enforcing the Constitution to deter the oil and gas operator, ExxonMobil from flaring.

He said, “I believe that having looked at the information, there should be more action to ensure that there is deterrent to flaring. I believe that the laws of Guyana provide for government to ensure that the people get the best they can. I am not convinced that this government is doing everything within the confines of the law to get the

best out of the deal but when you are a government that is compromised, you end up in that position”.

The Government of Guyana renewed the Permit for the Liza One operations on May 31 last, ignoring the calls from industry experts to secure a better deal from the oil company first.

In approving the company’s activities, the Environmental Protection Agency (EPA) only effected a few changes to flaring, financial assurance, monitoring and grievance mechanism.

As it relates to flaring, the EPA stated that the new permit “strictly” prohibits” routine flaring and venting; it specifies that flaring is only allowed during commissioning, start-up and special circumstances.

Added to that, the EPA increased the US$45 charge for per tonne of carbon dioxide equivalents (CO2e) emitted as a result of flaring in excess of permitted periods to US$50 per tonne of CO2e.

For the financial assurance provision, EPA stated that the renewed permits ensures “that

EEPGL is held liable for all costs associated with clean up, restoration and compens ation for any pollution damage which may occur as a consequence of the project.”

It was stated too that the oil company is also required to have financial assurance, which includes a combination of insurance which it was stated must “cover well control, and/or clean up and third-party liability on terms that are market standard for the type of coverage.”

Also, there is a Parent Company/Affiliate Guarantee Agreement which protects and keeps indemnified the EPA and the Government of Guyana in the event of an environmental disaster and EEPGL and its co-venturers fail to meet their environmental obligations under the permit.

However, it was stated that the financial assurance provided must be guided by an estimate of the sum of the reasonably credible costs, expenses, and liabilities that may arise from any breaches of this permit.

Notably, liabilities are

In relation to monitoring, the permit makes provision for the targeted monitoring of the effects of waste discharges from the project within the Area of Influence.

The effluent streams to be monitored include, but are not limited to, produced water, bilge water, cooling water and grey water.

For the other key p r o v i s i o n , t h e E PA highlighted in its statement

that EEPGL is enjoined to establish and maintain a grievance mechanism in keeping with the World B a n k ’s A p p r o a c h t o Grievance Redress in projects.

It was stated that this was done to ensure that complaints from individuals and communities who may be affected by the project are received and addressed.

There is also a requirement for reporting same and actions taken to address the grievances to the EPA. International experts had been lobbying the regulator

body to not renew the permit until a better deal is forged for Guyana. For instance, International Lawyer Melinda Janki had recommended that a new Environmental Impact Assessment (EIA) be conducted based in part on the fact that Guyana does have very strong laws in relation to EIAs. She lamented, however, “…those laws are not being implemented or enforced.”

The international lawyer had argued that the Liza I Permit should not be renewed, as the operations pose grave harm to the environment.

She had also referenced the miniscule “gains” from the company’s current operations, which far outweighs the damage being caused in the same process.

Tom Sanzillo, Director of Financial Analysis for the Institute for Energy Economics and Financial Analysis (IEEFA), during the recent webinar, had also suggested that the EPA use the Liza 1 permit renewal as leverage to address the numerous shortcomings in the oil contract signed with ExxonMobil in 2016.

Ecuador keep World Cup spot after FIFA dismisses Chile complaint (Reuters) - Ecuador will play at the 2022 World Cup a f t e r F I FA d i s m i s s e d Chile’s claims that they had fielded an ineligible player in the qualifiers, world soccer ’s governing body said on Friday.

The Chilean Football Federation (ANFP) last month said it had proof t h a t E c u a d o r ’s B y r o n Castillo was born in Tumaco, Colombia in 1995, and not in the Ecuadorean city of General Villamil Playas in 1998 as stated on his official documents.

It claimed the Barcelona of Guayaquil full back, who played in eight of Ecuador ’s 18 qualifying games for Qatar, used a false passport and birth certificate.

“After analysing the submissions of all parties concerned and considering all elements brought before it, the

FIFA Disciplinary Committee has decided to close the proceedings initiated against the FEF (Ecuadorean Football Association),” it said in a statement.

“The present decision remains subject to an appeal before the FIFA Appeal Committee.”

Ecuador picked up 14 of their 26 points in matches Castillo played.

If they had lost points for the games in which Castillo appeared, they would have missed out on a place in Qatar.

Ecuador are one of four South American teams who have already qualified for the World Cup finals later this year, along with Brazil, Argentina and Uruguay.

New Zealand make England struggle on Day One (BBC Sport) - England are already facing a fight to get back into the second Test after New Zealand took the initiative on day one at Trent Bridge.

Asked to bat on a dry pitch by England captain Ben Stokes, the tourists moved to 318-4 as Daryl Mitchell and Tom Blundell repeated their huge stand from the first Test at Lord’s last week.

England recovered from a poor start with the ball to reduce the Black Caps to 169-4.

But Mitchell made 81 not out and Blundell is undefeated on 67 in an unbroken fifth-wicket partnership of 149.

Crucially, Mitchell survived a relatively straightforward chance to Joe Root at first slip when he had only three, while Blundell edged one through a static cordon late in the day.

England found themselves in danger at various points during the first Test, only to battle to a five-wicket win.

They will need similar resolve here, especially as they will bat last on a surface that could deteriorate.

This was a fascinating, often fast-moving day of Test cricket, one made all the more intriguing by the fact both teams look to have mis-read the conditions.

Any criticism of Stokes’ decision to field first comes with hindsight. At the time of the toss, the pitch had a green tinge and there was some cloud cover overhead.

Tom Latham, leading New Zealand after Kane Williamson was ruled out with Covid-19, also wanted to bowl.

However, the dry nature of the surface has left England with two problems.

Firstly, New Zealand have been given the opportunity to build a big total, and there is the real chance that any chase later in the match will come with the challenge of some uneven bounce.

On a blustery day in Nottingham, England’s attack struggled for control - only James Anderson and Stokes can feel like they were near their best. Countless rejected requests for the umpires to change the ball gave away the hosts’ frustration.

England also fell into old

habits with the missed catches - four of them in total, all in the slips.

By the close they were left knowing that an inconsistent batting line-up will have the huge task of playing them back into this match.

Windward Islands Players receive Michael Holding’s Book (CWI) – Dr. Kishore Shallow has donated 100 books to Windward Islands Cricket Board (WICB) to disseminate to cricketers. The book “Why We Kneel, How We Rise” was written by West Indian cricket legend Michael Holding.

The books will be provided to each player of every cricket team that represents the Windward Islands over the next year. This includes Senior Women and Men, Under 19 Boys and Girls, Under 17 boys, and Under 15 boys.

The first team to receive the books was Windward Islands Women. The traveling squad were gifted the books before departure at the Argyle International Airport on June 5, 2022.

The team will be participating in the West Indies regional 50 overs and 20 overs tournaments.

Dr. Shallow, Cricket West Indies Vice President, and WICB President, said that this

is part of his commitment to continue championing players’ development through education.

“I have always advocated balancing education and sports. This is just another manifestation of my commitment to championing this p h i l o s o p h y. Aff o r d i n g cricketers in the Windwards the opportunity to learn more about our history, especially through the lens of a West Indian icon, Michael Holding, is personally gratifying.

Dr. Shallow added: “This book has summarized our history in true Michael Holding style. It is fantastically written, and perfectly encapsulates black history in particular. Every single West Indian should educate themselves through this amazing book.”

(CWI) - Several players will be hoping to make their mark and make the most of their time in the middle when the Cricket West Indies President’s XI face Bangladesh in a three-day warm-up match. The fixture will be played from Friday to Sunday at the Coolidge Cricket Ground in Antigua.

First ball daily is 10am (9am Jamaica Time).

According to coach, Andre Coley, his players will be taking the match “very seriously” as they look to continue the good form demonstrated in the recently-concluded West Indies Championship four-day first-class competition.

“The players are very excited and I’m looking forward giving their best in this game.

Obviously, they’re very thrilled that they’ve been selected in the squad to play against Bangladesh and they take we’re taking it very seriously,” Coley said. “We are looking to play at our best and work together as a unit, not just seeing this as a ‘practice game’ for us but really looking to be at our best from ball one to the very end.”

The team assembled earlier this week at the idyllic location and have been put through their paces by Coley and his esteemed coaching staff which include West Indies icons Sir Curtly Ambrose and Shiv Chanderpaul.

Cricket Gear for Young and Promising Cricketers in Guyana…

Rose Hall CC benefits from Project The Rose Hall Community Centre Cricket Club (RHCCCC) Under-15 cricket team was the recipient of fifteen white cricket shirts, one box of junior cricket balls, one pair of wicket keeping gloves and one pair of batting pads from this initiative which is a joint venture by Kishan Das of the USA and Anil Beharry of Guyana.

At a simple presentation held recently, Ameer Rahaman, the driving force behind the fast rising Club, was high in praise for this noble gesture and promised to continue to work hard to produce more players for Berbice, Guyana and West Indies. The relatively young cricket club has already produced a West Indies Under19 player in fast bowling allrounder, Isai Thorne.

Their female star player, Ashmini Munisar, a 19-yearold off-spinner/batter took 213 on her debut for Guyana in the Regional Female T20 Blaze against Barbados last Tuesday in Guyana.

They are among many quality young cricketers like Adrian Hetmyer and Sanjay Algoo among others.

Beharry in response, said that he is impressed with the

work of the club and will continue to assist them when possible. “This initiative is to help identify and nurture young talents and at the same time encourage them to educate themselves,” Beharry added.

“The project is happy to assist young players and has reached out to many promising cricketers and clubs across the length and breadth of Guyana and is the hope of the initiative to assist in producing more cricketers for Guyana and West Indies,” the former Berbice Cricket Board (BCB) President continued.

Total cricket related items collected so far includes $130,000 cash, two trophies, eleven cricket boots, seventeen pairs of batting pads, nineteen bats, thirteen pairs of batting gloves, nineteen thigh pads, one wicket keeping pad, one arm guard, six cricket bags and two helmets.

In addition to the above, $600,000 worth in gear was donated by Sheik Mohamed, former National wicket keeper/batsman.

GCF name team of ten for 44th FIDE Olympiad in India After an intensive selection process, the Guyana Chess Federation has named 10 chess players who will represent Guyana at this year’s 44th FIDE Olympiad in Chennai.

India will be hosting the Chess Olympiad for the first time in almost 100 years of the game’s history. For the Open category, the five males selected are CM Taffin Khan, FM Anthony Drayton, C M We n d e l l M e u s a , Roberto Neto, and Loris Nathoo.

Meusa is the reigning National Champion and has notably won the title eight times in his chess career.

Khan is the former National Champion and he, along with the rest of the male team, are no strangers to the Olympiad.

In the women’s category, the GCF has selected its youngest contingent ever for the games. This team is comprised of 18-year-old Sasha Shariff, 14-year-old Pooja Lam, 12-year-old Anaya Lall, 20-year-old Jessica Callender and 21-

year-old Nellisha Johnson.

From the women’s team, only Sasha Shariff and Johnson have experience competing at an Olympiad tournament while Callender has only competed in Online Olympiads.

Lam is the reigning N a t i o n a l Wo m e n ’s Champion and the country’s youngest National women’s champion since the tournament first began in 2014.

Lall is the first chess player with a disability to ever travel to represent Guyana on a National team.

The Deaf chess player was also Guyana’s first chess player with a disability to represent Guyana in an International Competition last year when she competed virtually in the World Chess Championship for People with Disabilities.

The travelling team will be accompanied by Team Captain, Davion Mars, and Head of the Delegation, Jaishree Lam. Additionally, the team members will undergo training with GM

Georg Mohr and IM Atanu Lahiri in preparation for the high-level event.

Guyanese have competed in the Chess Olympiad as far back as the late 1970s, when Guyana was known as the best in the Caribbean at the sport.

This was followed by a large gap when Guyana competed in no Olympiads for 36 years, until a team competed in Norway 2014.

Since then, we have not missed a single Olympiad event. Even during the pandemic, the Federation managed to put together a team for the FIDE Online Olympiad out of players who were competing virtually throughout the year.

The Guyana Chess Federation is currently seeking sponsorship for the team’s participation in the event which is widely as the “Olympics” of chess.

The GCF will also be hosting a fundraising dinner at the Roraima Ballroomof Ramada Princess Hotel on June 25th, with tickets available for just $10,000.

Guyana’s Ten-member team will be preparing with GM Georg Mohr and IM Atanu Lahiri prior to the event.

FIDE and the All India Chess Federation have also collaborated to introduce the first ever annual torch relay.

This Olympic style tradition will begin this July in India, the birth-place of the game.

The inaugural edition of this torch relay will only traverse in India due to the paucity of time. However, from the next edition of the Olympiad and onwards, the

torch will always start in India then pass through FIDE member territories across the globe.

(SportsMax) - The West Indies now find themselves facing an unassailable 0-2 deficit after suffering a crushing 120-run defeat to Pakistan in their second of three One-Day Internationals in Multan on Friday.

The hosts set the Windies a target of 276 after winning the toss and batting first.

Captain Babar Azam was the catalyst as he got his sixth consecutive score of 50 or more in ODIs with a 93ball 77, including five fours and one six.

Imam-ul-Haq provided good support with a run-a-ball 72, including six fours.

Alzarri Joseph produced an excellent spell going for just 33 in his 10 overs while picking up two wickets. Akeal Hosein was also brilliant with 3-52 off his 10 overs.

The Windies reply got off to a bad start with Shai Hope, who got 127 not out in the previous game, being dismissed in the first over for just four.

Kyle Mayers and Shamarh Brooks then provided the innings with some stability reaching 71-1 before Mayers was dismissed for 33 at the end of the 10th over.

Brandon King fell shortly after for a duck to leave the Windies 72-3 after 10.4 overs.

After Brooks fell for 42, in the 19th over, with the score on 102, the West Indies lost their final six wickets for just 52 runs to be bundled out for 155.
