Cop, mechanic arrested for hijacking car A

Tactical Services Unit (TSU) rank of the Guyana Police Force (GPF) has found himself in hot water after investigators found out that he, a mechanic and several other persons were involved in the hijacking of a white Toyota Premio motor car with licence plate, HD 2132 on Sunday last.

In fact, the policeman

reportedly buckled while being interrogated by his colleagues and was the one who led them to the stolen car around 08:00hrs on Wednesday at a location in Canal Number One, West Bank Demerara (WBD).

The car was reportedly stripped and spray-painted in a 'gun metal' colour, but police were still able to positively identify it as stolen by reviewing the chasis number.

According to police the car was hijacked from Rameshwar Singh of Number 7 0 Vi l l a g e , C o r e n t y n e Berbice, Region Six, during the evening hours on Sunday at Providence on the East Bank of Demerara (EBD).

Singh had told police that while he was driving along the road at Providence, a car had struck his from behind.

He reportedly stopped his vehicle and stepped outside to check on the damage but, was pounced on by men from the other car.

They robbed him of cash and drove away with his car.

The matter was reported to police and East Bank investigators began working on the case.

Their investigation, reported police, led them to the home of a 27, year-old mechanic of Patentia, WBD.

They showed up at the mechanic's home around 18:00hrs on Tuesday and conducted a search but found no stolen car or nothing of evidential value.

However, while questioning the mechanic he provided some leads that led police to track down another mechanic who resides at La Grange, WBD. Ranks showed up there and searched the second mechanic's workshop and found car parts.

Those car parts were later positively identified as parts o f t h e h i j a c k e d c a r.

Documents of the stolen car were also found at his residence.

Police arrested the mechanic and continued their investigation.

As they began to put the pieces of the puzzle together, they ended up at a house in Kuru Kururu, East Bank Demerara (EBD) where they found a white premio car abandoned in the yard. Police soon found out that the abandoned car was the same one used during the hijacking to hit Singh's vehicle from behind.

On Wednesday they arrested the policeman who eventually led them to recover the stolen car.

Investigations continue.

elatives are now desperately searching for a single mother of three who reportedly disappeared on Saturday after leaving a male friend's house located at “Yarrow Dam” Ruimveldt, Georgetown.

The missing woman identified as Kayren Felix, 25, of Fellowship, West Coast Demerara (WCD) was last seen around 21:19hrs leaving Yarrow Dam in a taxi

described as a yellow wagon.

Security cameras mounted on nearby buildings had captured the moment when she entered the car and when it drove off but the vehicle's licence plate is not clear.

However, since then, Felix was never heard from or seen again.

Speaking with Kaieteur News on Thursday her sister, a worried Elizabeth Felix, recalled that they left their Fellowship home with

another female relative around 15:00hrs on Saturday.

They stopped at the Stabroek Bus Park where they began drinking a few beers together.

At around 19:00hrs, Felix received a phone call from the male friend at “Yarrow Dam” inviting her over. She had met the man four weeks ago, via social media, but reportedly had never seen him and was eager to meet him for the first time.

LGC set to examine no confidence motion against City Engineer The Local Government Commission (LGC) is set to launch an investigation into complaints lodged by the Georgetown Mayor and City Council against City Engineer, Colvern Venture.

An official attached to the Commission told this newspaper that the matter will be examined soon. The commission has received documents to conduct its investigation and will soon call Venture in to respond to the allegations against him.

City Mayor Ubraj Narine had previously expressed frustration with what he said is a lack of interest by LGC on matters of importance to the Council. Mayor Narine noted that he raised the recommendation of the Council to terminate the services of Venture as one which the LGC has failed to act on.

In this regard, Narine indicated that the LGC's sloth in dealing with the issue has placed the entire City of Georgetown in jeopardy. He noted that as the transformation of Georgetown continues, massive construction and renovation projects are being executed and can be impacted by the failure to address the problem with the engineer.

Mayor Narine alluded to one current project which has received funding from the Government of Guyana – the construction of the administrative building for the Municipality— and is likely to fail to reach its

City Engineer, Colvern Venture. deadline.

According to Narine, the Council has never received the contract or specifications from the City Engineer.

He added that, “Essential elements such as a plumbing plan and electrical plan were absent and recently, it has been discovered that the calculations for the thickness of concrete used were inaccurate bringing into question whether or not the building will be safe for occupancy whenever it is completed.”

Elizabeth then left there close to 20:00hrs and returned to the bus park to rejoin the other female relative where they waited on Felix to return.

Around 21:00hrs, Felix called her sister and said that she was heading back to the bus park to meet them but she never showed up.

The sister said that she began calling her phone but it was switched off. She became worried and began calling Felix's phone repeatedly but would only be answered by the voicemail.

Her last call that evening to her sister was after 23:00hrs.

Since then she along with other relatives have been looking for Felix but she cannot be found.

Police arrested her male friend but he told investigators that his last encounter with the woman was placing her in the taxi.

He claimed that he was the one that had flagged down a passing yellow wagon for her to head back to the bus park.

CCTV cameras have corroborated his story and police were forced to release him from custody.

Meantime, police continue their search for the missing woman and is seeking the public's help in locating her.

Her sister, Elizabeth, said that Felix has never stayed away from home before and her relatives are very worried about her safety.

Guyana’s President on World Environment “We cannot address climate issues unless we address the fundamental needs and wants of human beings. We cannot even speak about climate change if we have people who are hungry, people who dont have access to water, people who dont have access to wages and earnings…”That was Guyanas President Dr. Irfaan Ali on World Environmental Day (“Guyana must aggressively pursue oil revenue -Pres. Ali -says finances needed to combat climate change” -KN June 6). Our national leader opens his mouth before the world, and as his words spout, the questions follow.

Does this countrys President listen to what he is saying? Does this national leader understand the full meaning of what he puts out publicly? Or is Guyanas head of state simply content to say (read) anything that is put into his hands just for the sake of saying something? Has he ever paused to gather the significance of what he relishes presenting publicly and then reconcile it with what is before him, the reality that his government lives with, but of which it does so little? The short answer to all of these questions is that he doesnt, and he doesnt care, and this is regardless of how inconsistent and self-contradictory he comes across.

We at this publication make something clear, so there is no misunderstanding, there is none of the usual rushing to misrepresent our stand with this oil. We agree with the President that this oil wealth and its associated revenues must be aggressively pursued. Of that let there be no difference. But we should not and must not pursues the exploitation of our oil resources in a reckless manner, without regard for the potential downsides of such aggressive pursuit. On this we are unmoving, and make that similarly clear. This country must have the needed protections for its environment, as borne by the oil companies. This nation must not be about producing at any cost, in casting aside of all caution in willy-nilly fashion to suit the visions and projections of rapacious oil majors operating here. We can never stand for that, or agree to that, or support such an attitude and practice.

Our still bigger focus, however, has to do with those specific ringing words of our President, as quoted above.

A couple of examples are extracted to assist in clearing the air. President Ali said, “We cannot even speak about climate change if we have people who are hungry…” Those are his exact words, not ours. Dr. President, it shouldnt be news, but we have people who cannot cope with the rising cost of living and the daily pressures of eking out the most meagerof existences. We ask our President who is prone to pretty speeches, what is he doing about those hungry Guyanese, who cant even feed their children, much less themselves.

So far, he hasnt done anything comprehensive, something that is meaningful, in response to our almost daily appeals, continuing urgings, to give them a bit of an ease. For sure, he has helped his already rich private sector supporters, and his loyal insiders, but of the genuinely hungry and frightened, he has done next to nothing, save for a long ago $25,000 cash handout.

Another telling example of President Alis disconnect from reality, or disowning of his own actions is this beauty from his lips: “We cannot even speak of climate change if we have people who dont have access to wages and earnings…” Is this leader a Guyanese, for real, from this planet? We help him by reminding him that we have been leading the call for a hand for our public servants and minimum wage workers, but which he has stubbornly ignored, or pretend not to hear. Those Guyanese (“people”) are struggling with the “wages and earnings” (his words, as highlighted) that they collect, if they do have jobs, and which forces many of them to manage on what Guyanese call “shine rice.” While the leaders of this land feast on its riches, many Guyanese live on “shine rice.”

It is wonderful to chatter about aggressively pursuing oil revenues, but that must impact positively those who could most use it. Dr. President, how about something for them.

Pursue the environment vs development reasoning further DEAR EDITOR, His Excellency President Ali displayed good reasoning in his speech last Sunday on World Environment Day. He correctly makes the point that the developed countries are unfair in using the environment to want us to not exploit our resources, while they renege on what they owe the present population of the Earth for the environment they have already exploited in past generations to enrich themselves.

Can he do anything about it to bring them to heel for

Guyana at least? The answer is yes! The oil companies are already effectively repatriating about 85 percent of the value of the oil by 1. buying equipment manufactured in the developed countries, thus developing those economies more; 2. providing expensive technical expertise, remunerated at their rates, only paying taxes to us if they choose to be more than 180 days in our inefficient jurisdiction; and 3. their 12.5 percent of the so far unaudited profits.

Teachers Plight DEAR EDITOR, This teacher, a Headmistress, wanted desperately to talk to the President of her plight to survive on a salary that makes it difficult to pay regular monthly bills; then for food, transportation, and, most urgently, the mortgage for the home she must of course maintain for children to enjoy.

Meanwhile she has to set a standard for those she supervises, so that as a team they can all perform to the satisfaction of the constant visiting inspectorate, with records having to be kept upto-date.

The system demands that each school achieves the optimum results, so that parents and the Ministry can be proud of the childrens achievements.

Yet, despite the challenges some of which have to be addressed through self-help and, in other instances, the support of an appreciative Parent/Teachers Association, performance is not rewarded by increments as allowed in the respective salary scales, which in any case are very narrow.

No account is taken of the counselling to be done regarding the errant student, and parent who also may not realise that either or both need help, but rather can be confrontational, desperate as domestic circumstances may be.

So there is an amalgam of stressors with which each individual has to cope, even while striving to achieve targets as a team and on schedule.

Their public service colleagues, on the other hand, do not appear to experience the same constraints, so few of them having to achieve specific measurable targets. Just see examples of the pay differentials shown below.

One egregious mistake in

compensation management perpetrated by all administrations is, when disposed, they award salary increases to Contracted Employees in the same manner as their pensionable counterparts. It is worth confirming whether such a generous clause is included in their respective contracts, assuming the latter actually exist.

Meanwhile, the professional objective observer would easily recognise the irrationality of the pay structure the Teachers Service Commission has inherited from pre-independence times.

Surely in the current re-created Caricom partnership, the decision-makers (Ministry and Union) could glean lessons from a more enlightened Barbados arrangement at least.

Neither would have anything to lose, certainly after having examined the disparities shown below.

In the process, once more, one must bring to attention, the ridiculousness of such permanent positions as: · Temporary Unqualified Teacher · Non-Graduate Senior Assistant Master · Untrained Graduate Master Of 29 scales (?) the highest is so fixed that it is called SPECIAL - at $356,140 per month for schools like Queen s College and Bishops High for example, while the Permanent Secretary of any size of Ministry is at the top of a 14 grade pay structure - at $469,671 - $831,010. See how even the minimum is easily more than $100,000 than the highly acclaimed College/ School Heads could ever earn.

But then just contemplate the following samples of widths of salary scales, unutilised as they long have been.

Some developed countries have now slapped a windfall tax on their oil companies.

The USA is also budgeting to ensure that their multinational corporations pay an effective tax rate of at least 15 percent.

They did not make deals with their oil companies to pay no tax or even, like we seem to be doing, paying their taxes for them. Those developed countries considered the needs of their people while allowing their companies to thrive.

So what can President Ali do? He can insist we get at

least 50 percent returns from the oil. Complaining to his own people that the developed countries are not doing their share sounds nice in a speech and makes him look clever. But his words are not going to change the attitude of the developed countries, who are not under his jurisdiction. The oil companies are in his jurisdiction. Does he have the guts to treat them like the developed countries treat the oil companies in their jurisdiction? Or is he in his turn being bullied?

It makes sense to support the vaccination of Guyanas children DEAR EDITOR, Yet again, I am forced to commend the Ministry of Health, for being at the forefront of health issues, especially in the area of COVID19. I note that “…the Vaccination of children, 5 to 11, (is set) to commence on Saturday. And my hope is that the occasion will be maximised.

The word is that “Immunisation of children, between the ages of five to 11, will commence on Saturday (this), following the arrival of 52,800 doses of COVID paediatric vaccine, from the Government of Spain.” It will undoubtedly be hard work for Health Minister, Dr Frank Anthony and Education Minister, Priya Manickchand, and I hope that they will be wellsupported and that parents and guardians will make the most of this opportunity. So, I will share a few comments, hoping to encourage our adults to be very careful with the health and well-being of our children.

First, we need to realise that childhood vaccines or immunisations can seem overwhelming for many new parents. But I remind them all that vaccine schedules are fully recommended and practised by agencies and organisations, all over the world, and the World Health Organisation (WHO) is right behind these kinds of activities. The reason is very simple and straightforward. It is that vaccinations not only protect children from deadly diseases, such as polio, tetanus, and diphtheria, but they also keep other children safe, by eliminating or greatly decreasing dangerous diseases that can be spread from child to child.

I add that the benefits of vaccination include less time away from school or activi-

ties, with positive impacts on the physical and mental health of the children. Vaccination is the way for children to get back to their activities, time with friends and family, and other things that they enjoy.

According to Dr. Anthony, “… from the 65,000 and counting persons who contracted the virus, about one-third were children. (and) As such, children are at risk if they do not take the COVID shots.” But, for this exercise planned for the weekend, parents need to give consent, if success will be reaped. As a given, the minister explained that “We cannot go and vaccinate a child without parental permission. When we start the vaccination process on Saturday at the tarmac of the [National] Cultural Centre, one of the things we would like is for parents to bring their children and give permission so that we can do the vaccination.” This kickoff, is successful, and hopefully it will be so, will help Guyana achieve the targets, set out by the World Health Organisation.

I doubt if anyone will refute that “One of the best ways of reducing COVID in Guyana (and the world at large) is to make sure that we get people vaccinated. The WHO has set certain targets in terms of vaccination and we are working to achieve those targets.” This is what Dr. Anthony rightly stated, and I am with him all the way.

In terms of schooling, I am glad that the Education Minister, Priya Manickchand, is also behind the drive to get the children into a safe zone.

She pointed out that we can glean from basic figures that vaccination for the children is the way to go. She (Continued on page 5)

Would the AFC be able to recover from its blunders?

DEAR EDITOR, The central questions that the Alliance for Change (AFC) political party must address at its June 11th Congress are: “would the party be able to recover from its blunders?” and “could it recover as an APNU coalition partner or as a separate entity?” The AFC Congress is not about who becomes the Leader but rather how the leadership team is constituted to provide a new direction that places them on the path to recovery.

As a separate political party, the AFC did show some sparks of visionary leadership between 2006 and in 2015 when they expanded their electoral support by 44 percent. In 2006, for example, they won 5 seats, in 2011 they won 7 seats and it is estimated that they won 8-9 seats

in 2015 when they penetrated the PPP/Cs traditional strongholds in the sugar and the rice belts.

However, the AFCs coalition with APNU, the terms of which are embedded in the February 2015 Cummingsburg Accord, has prepared the conditions that derailed their focus as well as their political vision. In consequence, their (AFC) electoral support began to plummet from 2016 onwards until today. The AFC Congress must decide whether it could rise again and become an influential third force or a major player whether as an APNU coalition partner or a separate political party.

Much of the problems of the AFC as a coalition partner have been self-inflicted. They were more pre-occupied with

Surely they are deserving of the ubiquitous GRANT at least.

In their obsession, they have lost touch with their constituents, and their electoral base began to whittle away. If they did have a role to play as a third force that was quickly evaporated in the coalition arrangement, as they had no demonstrable positive impact (e.g., no transformative project) on their constituents as well as the country.

The AFC committed several blunders that precipitated their dramatic decline. First, consequent to the passage of the No Confidence Motion (NCM) in 2018, AFCs Moses Nagamootoo (then Prime Minister), told the country: “The outcome has to be accepted and we want our supporters in particular to understand that we are going back

to the polls.” Less than 24 hours after that statement to the country, the AFC recanted under pressure from APNU. There followed a prolonged court battle to determine if 33 MPs constitute a majority in a 65 House Chamber. Their sluggish position that 34 was the majority of 65 instead of 33, incurred the wrath of rational thinking people, including many of their supporters. When leaders do not understand simple math, and try to vulgarise formulas, what faith would their supporters have in them?

Second, the AFCs credibility took a pounding again when they sided with President David Granger to unilaterally appoint Justice James Patterson as GECOM Chair contrary to the constitution.

Other AFC members complained that the APNUappointed Minister of State, Joseph Harmon, had too much power, while the AFC Secretary for Region 2, Mr. Karam Chand, claimed: “AFC leaders were feathering their nestswith gold bangles, expensive furniture, and selfserving contracts I wrote numerous letters...about sidelin-

Sweet potato shock how will people live here?

DEAR EDITOR, Sweet potato is $650 a pound in Guyana. This was what this local ground provision went for at the Bourda Market during the week. I repeat for this to register, it is domestically grown sweet potato, not foreign (white) potato. In fact, the foreign product is cheaper at $600 for 16 oz. Somehow Guyanese manage.

If it was sweet potato alone, the substitutes would suffice in helping families get by. But, to sing the current song, everything has gone up; and not just up, but UP, as in really, up, up, which locals have this habit of repeating a word to pound home their point. Other ground provisions are dare, though not as sharply, which only adds to the nutritional, physical, and psychological distresses of Guyanese. I say it, ask it, again: how are poorer Guyanese getting by? The poor is never the skimpiness of a statistical outlier in a society like ours, but the major-

ity. I expand on this sweet potato thought and sharing (and the rest) today to see if I can get somewhere, shed some light re the plight of our poor people.

I know of them, happening to number among them, long accustomed to sharing moments and some more with them.

Five pounds of sweet potato for a family with three children, and the buying for a minimum wage worker for the week is over. The $3,000 spent on that ensures a meal of a pound of veggies a day for those five adults and children; that could be all to it.

Fish is out there in the atmosphere, and I speak of prices, not flying fish; while chicken went up, and so also most other basics, better identified as no-nonsense essentials. Who is coping, and who is not?

Surely, many Guyanese are hurting. Badly.

Editor, I focus on painting the simplest picture of what it means to be poor in this fabulously rich society. So they tell me, with inspiring talk about GDP, economy, and the next Dubai. Or about that other construct labelled breadbasket; not when my

brothers and sisters, too many of them, dont even have a damn basket. Today, I waste no time or space for those scorned contraptions that we have called governance and leadership and equity. Perhaps another time, but not today, for the weight of the moment is suffocating.

It is at hours like these, then the best in the best of us comes out. Concern. Caring. Compassion. I write not with pen or mind now, but with heart. We live with the boorishness of billions here

and more there, and I stare at the hungry. I cant be the only one seeing them, feeling for them. This is neither theory nor concept nor any of all that happy, self-reassuring, comforting talk.

This is of reality involving real people with real troubles in real hard times. It is punishing for the poor. The world says we have democracy and prosperity. I think we may, but for whom? How is it that I observe, am touched by all this poverty? I cant be alone, and I am one of those

not feeling it. Mysteriously, for some reason unknown to me, I do feel it sharply. The question will not go away, but gnaws and nags: how do some, many, citizens of this country manage? And I only spoke to this sweet potato story.

Will things get better, with supply chain, war, pestilence, weather the rage? Will somebody up there watch out for these people? I beg. Please have a heart. Hear. Help.

Green offers no credible evidence to castigate Desmond Alli DEAR EDITOR, I respond to Hamilton Greens retort making reference to me (Jun 4). I agree “that racial healing will come only if we know the whole truth and nothing but the truth”. But whose truth is it, from whose narrative? We dont agree on the version of historical events as he disputes accounts of others?

Perhaps a Truth and Reconciliation Commission will address that concern.

Green was writing about the violence unleashed on the 3,000 Indian community in Wismar, MacKenzie and Christianburg and challenged Desmond Alli, myself and others to dispute his account of the violent episode that culminated on May 26 in which Indians were ethnically cleansed from the area. Wismar and surrounding areas were thriving communities with Indians and Africans in warm friendly relations, getting on well. It was one of the few areas to escape racial violence until the Indians were set upon resulting in the single-most horrific incident of racial terrorism since

slavery in Guyana. Even the White man did not engage in such atrocities, not even in India and Africa post slavery. Indian homes, businesses, temple, and masjid attacked in Greater Wismar in the vilest manner.

Green has his history all wrong. Green stated that the violence against Indians was a result of the killing of an African in Mahaicony area.

Assuming his version is correct, does Green really believe that the killing of one person from an ethnic community, unsolved by the rulers at the time on who did the killing, justify the massacre of an entire race belonging to another community? We must reject and never justify racial violence.

Green also cited the Arthur Abraham home fire and the explosion on the Sun Chapman. They could not be triggering factors for the genocide at Wismar and surrounding communities. And at any rate, it was never determined by British forensic experts who were responsible for both incidents. Abraham was Portuguese, which com-

munity had limited linkage to Wismar. The Abraham house fire occurred on June 12, 1964 way after the Wismar Indian Massacre. The Sun Chapman bombing occurred on July 6, way after the Wismar Indian Massacre that happened on May 26. He mentioned the killing of Ishmael, an African, in Tain. It was an unfortunate incident and Green did not provide background.

There was a sugar workers strike. African scab workers from Allness, Lancaster, Liverpool, and other African villages were brought in daily by truck to break the strike. A bomb was placed on the road, exploding under the truck in Jones (not Tain) resulting in death and injuries. It was not a tit for tat racially inspired violence.

It was labour related. And it happened long before the Wismar massacre and thus could not be a precursor to it.

I believe an Indian also died and several injured in that explosion Green calls out Ali and myself as revisionist, rewriting history. Who is the real revisionist here? Green calls on us to avoid repeating of mistakes and errors; he needs to heed his own message first.

And contrary to what he penned, Dr Jagan consistently opposed May 26 as Guyanas independence day citing unequivocally that the Wismar Massacre of Indians happened then. Dr Jagan suggested alternative dates. But Burnham insisted on May 26.

Jagan and the PPP MPs did

not wholeheartedly participate in independence day celebrations when the Union Jack was lowered and the Guyana flag hoisted. PPP MPs isolated themselves at a wooden pavilion and did not cheer the events. Jagan was supportive of independence but not May 26. Supporters of the PPP blanked the celebration. It was a sad, mournful day for Indians as I recalled as a child. For decades, there were no celebrations among Indians on May 26th.

Green castigated Desmond Alli on citing historical events. Alli is a decent, honourable, non-racial artist who works closely with Afro-Guyanese. Green has not provided one iota of evidence to negate Alli’s assertion that “the nation still wallow in lies of our history”.

Rulers and even followers pretend certain events didnt happen as though they will be erased from history.

Instead of giving clarification and bringing healing, Green’s letter has done the opposite. It is fodder for division. Green’s recount of history is repugnant; perhaps he is losing his memory. If his account was so accurate, why he did not submit these “facts” to justify the violence to the Commission of Inquiry on Wismar.

Is it because he knows they were not substantive.

The lengths to which Green goes to evade accuracy of events is incredible.

Everyone is boasting about Guyana's wealth except Guyanese. Oil and gas is the country's new black diamond.

But can you imagine that it is the foreigners who are boasting about what they will benefit from what belongs to Guyanese?

Yes, we understand that we are "poor" and do not have the finances to develop our own natural wealth but this does not give the government and its oil partners the right to exploit and blatantly rob the Guyanese people.

Is the government so out of touch that it cannot see that the country's meagre gains and the rabbit food it is dishing out to the people are not reaching some of those who need the benefits the most? And why does the government continue to fool citizens with grand statements about Guyana's growth rate and increased GDP. Growth in GDP has no bearing on citizens' advancement if they cannot benefit from the resources they own. It's painful that Guyanese must live within their means as the Vice President said while the foreigners are boasting of their gains and calling on others to come reap from Guyana.

'Tax the oil companies, demand 50% returns' ...Bhulai tells President Ali after his complaints about developed countries C

ivil society advocate and e n e r g y technologist, Alfred Bhulai said that President Ali should find ways in getting more out of oil companies operating here, including insisting on a 50% returns on profits, rather than complaining that this country does not have money to fund renewable projects.

Bhulai, who holds a degree in Applied Chemistry (U.G) and Engineering (Technical University of Berlin) made the comments in a letter to the editor of this newspaper, where he pointed how the developed countries have safeguarded themselves, while Guyana doing the opposite.

Last Sunday during his r e m a r k s a t t h e Wo r l d Environment Day activities President Ali while railing against the developed world argued that Guyana must aggressively pursue the production of oil to gain the revenues the country needs to combat the effects of climate change. “We cannot address

We cannot even speak about climate change if we have people who are hungry, people who don't have access to water, people who don't have access to wages and earnings…” the Guyanese leader told the gathering following a fitness walk at the National park.

He shared figures from the United Nations International Children's Emergency Fund (UNICEF) which estimates that one in three persons globally does not have access to safe drinking water simply because the developing world lacks the resources it needs to grant those facilities.

Additionally, the President shared that some 20 percent of the global population does not have access to adequate housing and one billion people of the global population lives in slums.

In this light, he said “We cannot have one world and one planet where more than half the people are without water, without food, without food security. We cannot have one world and one planet if we have such grave inequality that exists in our world. We can't have one world and one planet when more than 68 percent of our population is projected to live in urban centers; the stress that will put on small land areas will be

enormous…that is the reality of the world we live in today that is why we have been consistently calling on the developed world to (honour) the pledges they made. We are far away from the US$100billion pledge that the developed world would have made to fight climate change on adaptation and mitigation measures.”

According to him, for adaptation alone, developing economies need around US$140 million annually to cope with rising sea levels due to climatic conditions.

As a consequence he said “That is why developing countries like Guyana must take a balanced approach. We must explore every possible revenue generating activity so that we can have the resources necessary for adaptation and mitigation but we must do so in a sustainable way.”

Fanciful speech However, Bhulai said President Ali displayed good reasoning in his speech noting that he correctly makes the point that the developed countries are unfair in using the environment “to want us to not exploit our resources, while they renege on what they owe the present population of the Earth for the environment they have already exploited in past generations to enrich themselves.”

However, Bhulai asked rhetorically whether Ali can do anything about it to bring them to heel for Guyana at least. “The answer is yes!

The oil companies are already effectively repatriating about 85% of the value of the oil by; buying equipment manufactured in the developed countries, thus developing those economies more; providing expensive technical expertise, remunerated at their rates, only paying taxes to us if they choose to be more than 180 days in our inefficient jurisdiction; and their 12.5% of the so far unaudited profits.

Bhulai said some developed countries have now slapped a windfall tax on their oil companies. “The USA is also budgeting to ensure that their multinational corporations pay an effective tax rate of at least 15%. They did not make deals with their oil companies to pay no tax or even, like we seem to be doing, paying their taxes for

“So what can President Ali do? He can insist we get at least 50% returns from the oil. Complaining to his own people that the developed countries are not doing their share sounds nice in a speech and makes him look clever.

But his words are not going to change the attitude of the developed countries, who are not under his jurisdiction,” Bhulai asserted. He insisted that the oil companies are in the jurisdiction of President Ali. “Does he have the guts to treat them like the developed countries treat the oil companies in their jurisdiction? Or is he in his turn being bullied?”

Meanwhile, Ali also urged during his speech that Guyanese must not live in a false reality but conscious of the global economy in which we must operate. “Whether you are an environmentalist, a Scientist an Economist, a social activist you cannot live in silos.

We have to live within the construct of the global reality and that is why we are pursuing the growth and developmental path that is carved under the Low Carbon Development Strategy where we are seeking to strike the balance.

Where we are seeking to ensure that sustainability is built on economic viability, sustainability is built on environmental sustainability, (and) sustainability is built in reducing inequality disparity and building balanced growth and equitable growth for the people of One Guyana.”

He said in some countries that have high deforestation rates, they were simply going after livelihood opportunities to ensure food stays on the

table.

In this regard he pointed out, “We have already made it very clear that we cannot be blamed or we cannot be subjected to under development because of what took place by a few c o u n t r i e s . We h a v e a fundamental right to equitable development but in exercising that fundamental right we are saying to the world we will do it in a d i f f e r e n t w a y, i n a sustainable way, in a way in which we secure the environment, in a way in which we keep that forest cover, in a way in which we continue to contribute to the global fight against climate change.”

In Guyana, the President said we have 425 kilometers of coastlands that must be protected to save lives, crops and safeguard livelihoods.

He therefore said the onus will be on the country to find more than one billion in adaptation funds to meet this singular need. “I ask all the specialists who speak every day to tell us how do we address this if we don't address our revenue needs and don't pursue aggressively the forms of revenue that must come,” Ali argued.

According to him, “We have to ensure we have energy security, we have to ensure we have food security, we have to ensure we have climate security but importantly in all of this we have to ensure we have economic viability.”

“You can preach all day to the developing world-go solar, go wind, go green hydrogen- what is the capital cost?...yes we must because it's good for the planet, it is healthy for the planet but let's be realistic, at the current capital cost how many developing countries can afford this transition and who (Continued on page 9)

Those hands that fed us all Perhaps, just perhaps, the greatest compliment which has been paid to the East Indian presence in the Caribbean was paid by the novelist George Lamming. Of East Indians (Indians) he had this to say, “For those Indian hands whether in British Guiana or Trinidad have fed all of us. They are, perhaps, our only jewels of a true native thrift and industry. They have taught us by example the value of money; for they respect money as only people with a high sense of communal responsibility can.”

But he did not end there, “And so there can be no section of citizens with any greater claim to the citadels of power in our land.” The idea of Indian claims to political power, however, has been vigorously contested.

Race relations in the preIndependence era in Trinidad and Tobago and British Guiana were inflamed more by the fear of Indian political ascendency than by differences between the main ethnic groups. Many writers have disingenuously sought to source racial tensions to

these differences which originated in the colonial encounter.

Lamming did not ignore or downgrade the significance of these differences. He said, “I could not be so foolish to think there are no differences between these two races [Africans and Indians]. They made a different journey to the Caribbean; their heritage was different; their psychological encounter with White authority had different reverberations.”

In his Foreword to Walter Rodneys he advances a claim that Rodney did not make but which he credits Rodney with calling attention to. In addressing the labour experience that Indians shared with Africans, Lamming suggests that indentureship condemned the Indians to “a history of humiliation almost indistinguishable from the memories of African slavery.”

Others have made the error of conflating indentureship with slavery.

But that is not what Lamming was suggesting. He was not equating the institution of slavery with Indian

indentureship. He was highlighting only the severity of the labour experience of Indians which he viewed as almost indistinguishable from that of the memories of slavery. But he did not equate the two; he described indentureship as semi-slavery.

Indians came as indentured workers to the Caribbean. They came to work on the sugar plantations. But for Lamming this was not simply an economic activity; for Lamming agriculture was culture and farmers and fishers were cultural workers.

He emphasised this idea at the 2014 Barbadian Lecture Series. His talk was entitled “Big Grain Rice and Beyond.

In that lecture he sought to restore culture to (Agri)culture.

Lamming pointed out that the original meaning of culture was tied to food and feeding. It had to do with the tending of plants and the caring of animals.”

The first and essential meaning of “culture”, according to Lamming, is therefore “the means whereby men and

women feed themselves, clothe and shelter themselves, the means by which they achieve and reproduce their material existence. No food, no life; no food, no books; no food, no religion; no food; no philosophy; no food, no politics; no food, no performing arts because no one is exempt from the demands of the material life.”

For Lamming culture has its roots in agriculture and has not lost its sense of nurturing, feeding and cultivating. Thus he had a much wider understanding of culture than is presently understood in the

Caribbean.

When Lamming therefore speaks to the Indian hands which fed us all, he is not simply denoting the economic contributions of Indians. He is also making reference to the wider cultural contributions of Indians to the their feeding, nurturing, cultivating and reproducing of their religion, music, dance, dress traditions and other cultural practices.

By such acclaim alone, Indian culture should enjoy greater recognition in the West Indies. It must be treated as an integral element of West Indian culture. It

must neither be subsumed by the larger cultural expressions nor treated as merely as an alien sub-culture of the Region. That much is owed to Lamming who died this week.

Amna Ally gave me a bottle of Johnny Walker In more than 50 years of social activism in Guyana, an occurrence that I will always reflect on involves one of the persons in Guyana most dedicated to the PNC, its stalwart, Ms. Amna Ally.

The year was 2015. The day was December 24.

The gate bell rang and I went to meet the man who came out of his car with a Christmas bag in his hand. He told me, Minister Amna Ally sent a Christmas gift for me.

It was a bottle of Johnny Walker with a Christmas card that had written in it, the words, “Thank you, Freddie, Merry Christmas!” I went straight to my wife and told

her I cannot fathom the mystery. Over my fifty odds years in political activities, I hardly interacted with Amna Ally. The occasional times, I met with her, she would smile, say a few words of comfort to me over bad things that were happening to me and that was that.

I can only remember one occasion having an extended chat with Amna. It was when there was an attempt on my life at midnight in 2012 during a vigil we named the People's Parliament. In a drooling tone, she simply said: “You must be careful, you could have died.” She spoke a little more about the

attack and that was it.

During the 2015 election campaign, my activities were with the AFC and I think our path crossed a few times and whatever she spoke there had a jocular tone to it. I think Amna Ally is one of the most humorous politicians Guyana has produced. I never really knew Ms. Ally. I did not have even a tiny relation with her. So the Christmas gift was a bamboozling surprise. Of course I don't imbibe but she would not have known that because she doesn't know me.

The key to the mystery were in the words: “Thank you, Freddie.” I still retain the interpretation I put on her action in 2015. I think she compiled a list of persons she should thank after the 2015 election and she included my name.

When you compare her attitude to me with AFC and other PNC leaders, it shows how inexplicable is the mind of the human that perhaps we may never know humans.

Here is something I only told Norman Brown of the UK PNC branch during an interview he did with me in 2021. I had not seen Khemraj Ramjattan since he became a minister in May 2015. In 2016, I went to his ministry to see my long standing friend, Leonard Craig who was the personal aide to the minister.

As I was waiting for the security rank to communicate with Craig, the minister came in, saw me, and nonchalantly asked: “You getting through?” I said yes, and the minister climbed his way up the stairs.

Given my activism in Guyana, I think any other minister would have extended his hand and greeted me.

Even in my days of political activities against the PPP government, not one PPP minister was unfriendly to me when they encountered me. I can say without even an ounce of hesitation, they would always talk to me and were never unpleasant.

This column was driven

by the absence of the Leader of the Opposition and many of those close to him in the PNC's Frederick Kissoon central executive at the recent birthday of Ms. Ally. Of course, I don't know R oysdale Forde.

Jagdeo moves to Appeal Court to avoid paying Ferguson $20M A

notice for special leave at the Court of Appeal has been filed on behalf of Vice President, Bharrat Jagdeo to challenge the Full Court's decision to uphold the ruling made by High Court Judge, Sandra Kurtzious, that former Minister of Communities and Opposition Member of Parliament, Annette Ferguson, be awarded a $20

million default judgment.

The notice of appeal follows a decision by Chief Justice Roxane George and Justice Priya SewnarineBeharry who in the Full Court were unable to reach a unanimous decision on the case resulting in the original judgment against Jagdeo being upheld.

Among other things, Jagdeo through his attorney, Devindra Kissoon, is

seeking to appeal the court's refusal to consider and grant an application to have the matter remitted to fresh judges in the Full Court. He is contending too that the CJ and Justice SewnarineBeharry erred in law by failing to issue directions, recall their divided judgment, and reassign the matter to a bench of the Full Court consisting of an odd number of judges, in light of

the dissenting nature of the judgment which has resulted in an automatic reversion to Justice Kurtzious's decision.

Last month a split decision by the Full Court has resulted in a default judgment against Jagdeo being upheld. The default appeal was granted against the VP, in favour of Ferguson over a defamation suit that she filed against him in 2020.

Jagdeo had appealed to Full Court.

In May, Chief Justice Roxane George-Wiltshire had ruled to dismiss the appeal filed by Jagdeo, while Justice Priya SewnarineBeharry ruled to allow the appeal. As a consequence, Jagdeo's lawyer, Kissoon had requested and was granted a stay on the ruling for eight weeks to consult with the VP on a possible next move forward.

VP Jagdeo had moved to the Full Court in his bid to have the $20M default judgment awarded to former Housing Minister, and A Partnership National Unity +Alliance For Change (APNU+AFC) Member of Parliament, Annette Ferguson for libel, thrown out. Jagdeo lost the libel case to Ferguson, because of his failure to file his defence in keeping with the time limit and rules of the Court.

F e rg u s o n h a d s u e d Jagdeo over some alleged slanderous statements, which he made about her owning house lots. The statements were published in the Guyana Times newspaper which Ferguson also sued. The case against the newspaper is still to be

determined.

In the case against Jagdeo, a default judgment was granted by Justice Sandra Kurtzious in the sum of $20M to Ferguson, after

Opposition Member of Parliament, Annette Ferguson. he failed to defend the case.

Justice Kurtzious recently reinforced her decision, but set a date to review at the $20M award with the intention of possibly reducing it. That hearing was set for July 28, 2021.

However, through his a t t o r n e y, J a g d e o h a s approached the Full Court to ask that the decision be set

According to documents seen by this newspaper, Jagdeo through his attorney alluded to a number of grounds in which the appeal to the Full Court is made. Among other things, he contends that the trial Judge erred by in law and in fact, by finding that he had no real prospect of defending the claim.

Jagdeo posited specifically that Justice Kurtzious erred and misdirected herself in law, by entering a default judgment agains t him without considering all of the grounds of his defence, including the defence of justification.

According to recent pronouncements however, it was the Former President of ExxonMobil, Rex Tillerson who pressed for the accelerated production of oil from Guyana's offshore Stabroek Block. The revelation was made recently

by ExxonMobil Guyana partner in the Stabroek Block, John Hess, Chief Executive Officer of the Hess Corporation. Hess was at the time speaking during a panel discussion at the 38th Strategic Decisions C o n f e r e n c e 2022—organised by Bernstein Anonymous.

Lauding ExxonMobil's approach to the development of the Stabroek Block thus far, Hess noted that “doing one ship a year is a huge task, for project management for execution for the yards to handle it, Exxon is probably the best in the business at doing this.” He was referencing the construction

of numerous Floating Production Storage and Offloading (FPSO) Vessels that are being used to produce crude oil and other gases from the Stabroek Block.

There are currently two such vessels in operation namely the Liza Destiny, with a nameplate capacity of 120,000 barrels of oil daily (BOD), but has since been ramped up to more than 140,000 BOD. Additionally, the Liza

Scotia blanks sale of Guyana operations Scotia blanks sale to Citizen's Bank to retain Guyana operations

Months after announcing the sale of its Guyana operations to First Citizens Bank Limited, Scotiabank yesterday disclosed that the agreement of sale has since expired.

Scotiabank in making the announcement confirmed that “the agreement has (since) been terminated in accordance with its terms.”

A c c o r d i n g t o Scotiabank, the financial institution remains committed to providing the highest level of customer service and quality banking solutions “to our customers in Guyana and across the Caribbean.”

Scotiabank had first announced back in March that it had reached an agreement for the sale of its

banking operations in Guyana to First Citizens B a n k L i m i t e d (FCB)—subject to regulatory approval and customary closing conditions. The Bank in making the announcement at the time had said the transaction supports Scotiabank's strategic decision to focus on operations across its footprint where it can achieve greater scale and deliver the highest value for customers. Scotiabank's current operations in Guyana encompass four branches and approximately 180 employees.

First Citizens is Headquartered in Trinidad and Tobago and offers a full range of retail, corporate and

investment banking services as well as wealth management, trustee and brokerage services to clients through its operations in Barbados, Costa Rica, St. Lucia, St. Vincent and the Grenadines and Trinidad and Tobago. The announcement of the sale had first been met with consternation since, Bank of Guyana, the financial regulator had not been informed of the transaction neither had Trinidad's First Citizens Bank applied for a banking licence in Guyana although it had agreed to buy Scotia bank's operations.

Lindeners complain about BOSAI's bauxite dust pollution It has been years that residents of Linden, particularly those of the communities of Central and South Mackenzie have been battling with environmental pollution resulting from bauxite mining.

They however believe that with the current operation of the Chineseowned Bosai Mineral Group Guyana the situation has worsened, claiming that the company is not investing in environmental protection practices. These concerns were recently magnified by residents of Kara Kara, Industrial Area, Noitdegacht and other communities in South Mackenzie, Linden, to US Embassy's Civil Affairs team that recently conducted a visit to the community in an effort to further corroborate previous claims made.

Concerns ranged from contaminated drinking water, damage to public infrastructure, homes and dust pollution.

They complained that their yards and homes are f l o o d e d w i t h m u r k y, bacteria-contaminated creek water. Presently there is visible residue in the Kara Kara Creek from bauxite mining operations. The creek is normally used for

domestic purposes by residents in Kara Kara and other surrounding communities. Given the economic situation of the c o m m u n i t y, a c c e s s t o potable water is difficult hence they use bleach to try and clean the water. “But when they don't have bleach available they drink the water straight from the creek.

The people of Kara Kara say they are below poverty and cannot afford to use the water company,” the report noted.

In 2020, the Environmental Protection Agency (EPA), had fined BOSAI one million dollars and had halted its operation, after an investigation found the company culpable of discharging waste water into the creek.

Need for relocation C o n s t a b u l a r y compound-Mckenzie Linden- resident Kenrick Glasgow told the Civil Affairs team, that he had documented his complaints to EPA explaining the damage being done to his home by BOSAI's operation.

“Mr. Glasgow identified infrastructure damage to his bathroom and items in his home that have been broken due to the vibrations from the mine. Items such as a

glass window on the wall divider. Mr. Glasgow stated his neighbours have the same issues but no one addresses the issues due to actions not being pursued.

He stated, he may have to relocate after living in his home for 20 years,” the report stated.

In 2020 BOSAI was also fined by EPA for negligence resulting in a breach in the company's tailing pond. This resulted in the homes of several residents in Noitdegacht being flooded with slush. Noitdegacht Resident-Gavin Marshall voiced his concerns, saying residents did not have issues with the previous owners of the mine. “Once Bosai Mining Group took over operations, the dust and flooding from the mine have been ongoing issues,” he said.

“The tailings pond is supposed to suck up nasty contaminated water and push out clear water. But after Bosai Mining Group took over, there has been significant runoff of discoloured water going directly in the residents' backyards and homes,” he said. The residents are calling on the relevant authorities to look into the claims.

Eight witnesses to take stand in 'Hot Skull' murder trial ..as suspect pleads not guilty to killing Better Hope pensioner Sherwin Clarke, 33, called “Hot Skull” on Thursday pleaded not guilty to the charge which alleges that he murdered 76-year-old David Ramkissoon, a businessman of Better Hope, East Coast Demerara.

Clarke was arraigned before Justice, Sandil Kissoon at the Demerara High Court. He is being represented by a t t o r n e y - a t - l a w, Damien DaSilva.

The accused denied the charge which stated that on August 21, 2016, he murdered Ramkissoon during the course or furtherance of a robbery. The matter continues on June 22, and the State is expected to call eight witnesses to testify.

Gill had pleaded not guilty to the capital offence, but admitted guilt on the lesser charge that he, in the company of others, killed Ramkissoon during a robbery on August 21, 2016 According to reports, the body of Ramkissoon, 76, also known as 'Short Man', a father of five, was discovered in a pool of blood with his throat slit in the living room of his home by his son. It was reported that the man's son had just returned home after spending a day at the creek with family, when he made the gruesome discovery. It was reported that there was a dispute over money stolen from Ramkissoon's house, not being shared equally and this led to the police arresting the suspects.

A seven-day-old baby on Thursday escaped a car crash on the Essequibo Coast, Region Two, with only a few scratches and bruises despite being thrown out of the opened window.

The car crash took place around 09:30hrs at ExMouth Essequibo Coast. Police have identified the driver of the car, PSS 866 as Bently George, while the identity of the lone female passenger and mother of the newborn remains unknown at this time.

Reports are that motorcar was heading south along the Ex-Mouth Road when the driver reportedly lost control while negotiating a turn. An eyewitness told Kaieteur News that the driver had applied brakes and swerved the car to avoid it toppling, but it still crashed into a concrete rail at the

side of the road and landed on its side. The eyewitness recounted that upon impact, the baby fell out of the car window into the grass.

Eyewitnesses rushed quickly to offer assistance and found that the mother and the driver were seriously injured and trapped inside the wrecked car.

They reportedly picked up the baby first and recalled that it was as if nothing had happened to him. He was conscious and responding well as they cleaned off his skin.

His mother and the driver were later pulled from the wrecked vehicle and rushed to the Suddie Public Hospital. The two adults are reportedly in a serious condition while the newborn only suffered few bruises about the body.

Relinquished portions of five oil blocks to be auctioned

Soldiers robbed during 'hang out' on seawall

female soldier on Sunday ran away and left her hand bag behind after two knife bandits attacked her and a 23-year-old male private of Guyana Defence Force (GDF) at the seawalls.

The female rank who was identified as a 39-year-old Corporal in the army and the male private were reportedly sitting on the Seawalls in the vicinity of the Kitty Pump Station when the bandits attacked.

According to police the bandits attacked them around 19:25hrs.

Caricom youth leaders, experts call for urgency in addressing climate change Climate change is not and has never been simply an environmental issue – the impact of our changing planet reaches far beyond weather patterns and into our personal lives, affecting physical and mental health.

A panel including youth leaders, climate experts and medical professionals, emphasised this on Tuesday at the youth forum of the Caribbean Development Bank's (CDB's) 52nd Annual Meeting, pointing to myriad ways in which climate change can affect health in communities across the Region.

According to a CDB release, their comments came during the first panel discussion of the forum entitled 'Caribbean Youth for Innovation and Resilience (Youth FIRE)' which was conceptualised by youth advocates and leaders across the Region. The panellists, speaking on the topic Climate Change and Health, addressed the lived reality for Caribbean youth in p a r t i c u l a r, i n f a c i n g accelerated climate change and its attendant impacts on health.

“We need to know that climate change is a crosscutting issue. It's not just something that the environment world has to tackle. It affects every single person in many different ways,” stressed Jamilla Sealy, a long-standing member and leader within t h e C a r i b b e a n Yo u t h

Environment Network.

This was underscored by Dr. Quacy Grant, a medical doctor, and President of the Guyana National Youth Council, who spoke of the health risks and impacts of recent flooding in his native Guyana.

“Currently in Guyana we are experiencing some flooding and with flooding we have risks for diseases such as leptospirosis, we have the vector borne diseases... That makes up the physical aspect that can make people ill. But we also have the mental health issues that the persons would go through. Because of the flooding they would have to think about displacement. If their homes are flooding, they would have to move out.

They become… anxious and fearful, not certain of the future, not certain of tomorrow,” he stated.

He added that for this reason “we have to remember … as we link health to climate change, we cannot take the person out of the environmental context in which that person lives.”

Sealy flagged that this was an issue not well enough appreciated and understood by the public, mentioning a recent survey conducted by the CYEN. “In the last weekend, the CYEN in Barbados did a survey on climate justice and… from what I've seen, only 21.5% of the 300 persons that were surveyed noted that they thought that

health was an impact of climate change, so I believe maybe they're not as aware of the impacts and might not include mental health as an issue. That is one thing we would all need to work on,” noted the CYEN representative.

Executive Director of the Caribbean Community Climate Change Centre (CCCCC), Dr. Colin Young highlighted such work, specifically a project which CCCCC is currently working on to help improve adaptation to how the changing climate impacts health.

“The centre is currently working with The Bahamas and Trinidad and Tobago in implementing a Green Climate Fund project that is looking at how do we develop a climate resilient health system. In The Bahamas one of the deliverables … is going to be an electronic public health surveillance system that will i m p r o v e t h e e ff i c i e n t monitoring and management of health issues amplified by climate change… [such as] the incidence of cholera, the incidence of dengue, of malaria that tend to accompany the floods that are increasing in both frequency and intensity,” he outlined.

Over $2B in contracts signed to fix roads in West Dem, Berbice The Ministry of Public Works on Thursday signed a total of 57 contracts valued at $2,088,644,072 for rehabilitation of miscellaneous roads in regions three and six.

T h e s u m o f $1,567,065,060 has been allocated for Region Three (3) and $521,579,012 for Region Six (6), the ministry said in a press release.

In total 57 Miscellaneous Roads will be rehabilitated, spanning the length of 27 KM across regions three (3) and six (6). The design features rehabilitation of existing alignments to either asphaltic concrete or concrete pavement. Among the grouping at the signing were several new contractors who tendered for projects.

Minister of Public Works, Juan Edghill, while delivering brief remarks, welcomed the new contractors to the fold and emphasised the need for quality work.

Edghill said the new contractors onboard, is evidence of Government's continued commitment to ensuring a level playing field for opportunities for every person and business, regardless of size.

He assures the nation that Government will continue to implement its budget, to advance its infrastructure development agenda and bring much needed relief to communities nationwide.

The minister also urged contractors to work on their

community relationship, ensuring respect and cordiality with c o m m u n i t i e s .

“Government's intervention in bringing development in communities must not leave a bitter taste in the mouth of the beneficiaries.

Govt. proposal for RoPA amendment affects ...not addressing core issues; Opposition, small GECOM flexibility parties, civil groups insist 2020 COI still relevant

he Guyana E l e c t i o n s Commission (GECOM) has not yet discussed the government's proposed amendments to the Representation of the People Act (RoPA), but already Opposition Commissioners have objections to some of the new recommendations, which they described as “excessive and draconian”.

The main Opposition is adamant too that some of the new proposals are already performed administratively

by GECOM, but most importantly, do not impact core issues such as the bloated voters list and the implementation of mechanisms that secure the electoral process against voter impersonation.

In an invited comment, A Partnership for National Unity+ Alliance for Change ( A P N U + A F C ) Commissioner, Vincent Alexander told the Kaieteur News that it is unclear when the Commission would be looking at the government proposals, but objections would be registered when that time comes.

Alexander reiterated the opposition's position that following the fiasco of the 2020 elections, the approach to strengthening the country's electoral system should be a “holistic” one despite government's claim that only statutory changes will be made to the legislation.

The government has proposed for the RoPA, life imprisonment and a 10 million dollar fine for any Chief Elections Officer who posts false statements of poll. They proposed jail time, fines and other penalties for presiding officers, and agents who act outside of their purview, while offering numerous new procedures to be followed by presiding officers and others after the counting of votes at polling stations.

Alexander noted however that what the government proposes to make law, but is administratively conducted

by GECOM, could now affect the agency's flexibility by confining its actions regardless of situations that may arise.

The “draconian” proposals that seek to imprison GECOM officers

and agents for long periods denote the state's disposition to offences as opposed to guilt. It does not cater for questions on the individual's mental, intent or situation at the time, Alexander indicated.

He charged nonetheless that some of the fundamental issues raised by the Opposition have been on the table for years, such as the bloated list.

The government's proposal, therefore, is peripheral with little impact on the main issues. He said

Kaieteur News reached out to several small parties who contested the last election that reiterated their support for a Commission of Inquiry (COI) given government's recent statement that it had set the matter aside because the “guilty” individuals are already before the courts and that they would use their cases to not partake in the inquiry.

Deputy Speaker of the National Assembly and Leader of the Liberty and Justice Party (LJP) Lenox Shuman limited his comment because of his current position as deputy of the National Assembly, but registered his support for the holding of a COI into the 2020 elections fiasco.

He said that the COI is important to understand and prevent what happened in 2020, but consideration must also be given to current

United Republican Party's (URP) presidential candidate Vishnu Bandhu also supported the call for a COI to be conducted into the 2020 matter. He opined that regardless of what is done, party loyalists will not be moved by a COI, the High Court or any such forum if the results are not in their favour. Jonas believes that the ongoing court matters could shed some light of the 2020 events since a COI could carry some powers as a court.

The government released the proposed amendments to the RoPA last year and had set a six-week period for

Additionally, he opined, the international community would frown upon the government alone making decisions in Parliament and so the opposition's concerns may gain greater precedence. Jordan related however, that once the opposition continues to attend the Parliament with no meaningful advancements from government, then the administration will continue with their dismissive attitude, while claiming that the opposition's presence in Parliament made them part of the process. “You need to raise the game,” Jordan told the opposition. “You are wasting

time in Parliament if no one listens to you. The opposition must fight for their respect,” he insisted.

In relation to citizens, Jordan questioned why politicians and civil society must brave the elements fighting for their rights, when they would not stand for themselves. He made the statement in specific relation to issues such as government's refusal to raise the national minimum wage from $44,200 to $60,000 and the unregulated handing out of cash grants to favoured groups.

Jordan said that the issue is not that those who received money do not deserve, but they must understand that for example, fishermen who previously made $100,000 are being given this $150,000 one off payment, while they will return to square one next month, with no other benefits coming for the rest of the year.

Instead of this, citizens must demand from their government proposals that offer consistent grants to offset cost of living pressures.

Four Guyanese referees appointed for 2022/23 CNL matches Concacaf has announced the Referees appointed for the 2022/23 Concacaf Nations League presented by Qatar Airways for Match Days 7 12 taking place from June 9 14, 2022.

The Guyana Football Federation’s (GFF) Referees department had four of its affiliates selected for duties in League B and C of the Tournament, but not A. They are Sherwin Johnson, Shavin Greene, Ike Inniss and Kleon Lindey.

Among the four roles assigned to the refs are Referee, 1st and 2nd Assistant Referees and Fourth Official.

Miller, van der Dussen see off India challenge in high-scoring contest ESPNcricinfo - South Africa pulled off their highest successful chase in T20I cricket, and denied India a record 13th successive T20I victory, despite being a batter light in the series opener.

Unbeaten half-centuries from David Miller and Rassie van der Dussen, who shared a 131-run fourth-wicket stand, a record for South Africa, built on an impressive powerplay, led by a surprise move to promote Dwaine Pretorius to No.3, and earned South Africa victory with five balls to spare.

On a pitch that India’s topscorer Ishan Kishan described as “not easy”, runscoring was quicker than expected and boundaries in over-supply. India hit 16 fours and 14 sixes; South Africa 17 fours and 14 sixes.

India would have fancied their chances after they made use of some early luck to post their highest total against South Africa - 211 for 4 - and the highest T20I total at Delhi’s Arun Jaitley Stadium.

Their batters were particularly severe against South Africa’s two spinners. Keshav Maharaj, who opened the bowling, and Tabraiz Shamsi bowled five overs altogether and conceded 70 runs between them, with Maharaj finishing with his most expensive T20I figures of 1 for 43.

But in response, South Africa played the powerplay to perfection, and scored 61 runs in the first six overs. They lost captain Temba Bavuma and Pretorius but the latter’s cameo set up the middle order to finish off. Blatter: Platini payment was ‘gentleman’s agreement’ AFP - Sepp Blatter struck a “gentleman’s agreement” with Michel Platini to pay him a million Swiss francs ($1.02 million) a year as an adviser, the former world football chief told their trial on Thursday.

The French football legend had jokingly asked Blatter for a million, without specifying the currency, and the then-FIFA president agreed, with part of the money — outside of the contract they signed — to be paid “later”, S w i t z e r l a n d ’s F e d e r a l Criminal Court heard.

Blatter and Platini are being tried over a two-million-Swiss-franc payment in 2011 to the former France captain, who by that time was in charge of European football’s governing body UEFA. The trial in the southern city of Bellinzona — following an investigation that began in 2015 and lasted six years — opened on We d n e s d a y. T h u r s d a y ’s first day of evidence saw the trial hear directly from Blatter and Platini — at points, to the court’s astonishment — about the casual nature behind the scenes at the pinnacle of world football.

Blatter told the court he turned to Platini for advice, which involved political trips, reforming the international calendar and helping the national federations financially.

- ‘I want a million’ “When I was elected as president of FIFA, we had a bad record. But I thought that a man who had been in football could help us — FIFA and myself,” Blatter told the court.

Platini said: “When Mr. Blatter asked me to be his adviser, he asked me what salary I wanted. I was surprised that he asked me this question and I said to him: ‘I want a million’.

“Sepp told me: ‘a million what?’. And jokingly, I said, ‘pesetas, liras, rubles, marks; you decide’.

“He said to me: ‘OK, a million Swiss francs’ recalled Platini, adding that he had “succumbed to the charisma” of the Swiss former football administrator.

Josephine Contu Albrizio, heading the three judges hearing the trial, hesitated, then sought to make sure that Platini understood “the differences in values” between the currencies.

“I had never been in a n a d m i n i s t r a t i o n like FIFA, I don’t know how it works,” said Platini. “I answered like that: a million”.

Blatter recalled that Platini “told me: ‘I’m worth a million’. I told him: ‘So you’ll be with me for a million’,” he said, adding that the Frenchman was “worth” the money.

Judge Contu Albrizio asked Platini why he never bothered to mention the outstanding balance.

Platini said: “I never felt worried about the money, because since the age of 17, I have earned a good living.”

Blatter and Platini are accused of fraud and forgery of a document.

Blatter is accused of misappropriation and criminal mismanagement, while Platini is accused of participating in those offences.

The trial will conclude on June 22, with the three judges expected to deliver their verdict on July 8.

If convicted, the pair could face up to five years in jail or a fine.

Golden Jaguars face toughest challenge tomorrow - Haiti have arrived

Guyanese defender Leo Lovell of Den Amstel FC played with confidence on a familiar turf at the Leonora Track and Field Facility.

The Golden Jaguars prepare to face their toughest challenge yet in the 2022/23 edition of the Concacaf Nations League as they host the Haiti National Team tomorrow, Saturday June 11, here at the Leonora Track and Field Facility.

It will be a clash of the undefeated teams that sit on top Group B of the League B Tournament, that vie for the top spot since only the winner of each Group gains promotion to League A. League B comprises of 16 teams divided into four equal groups.

Guyana commands the Group with six points from two consecutive victories while the Haitian team that arrived yesterday is second on four points from a win and a draw. Bermuda is third with a point from a draw and a loss while Montserrat is in the cellar with no points following two consecutive defeats.

Following Guyana’s 2 – 1 victory against Bermuda on Tuesday, head coach of the Jaguars, Jamal Shabazz, thought it was a hard fought victory which can be accredited to the critical preparatory matches played against Suriname and Trinidad & Tobago coupled with the team’s desire to perform well.

Even though Shabazz was elated for the result against

Bermuda, he still believes his team needs improvement in a few areas.

On the recent win he said, “The guys dig deep.

This is a team that is showing tremendous resilience, the areas where we lack quality, I think we certainly have heart and we saw today where the legs gone but the hearts still carried the team.”

In regards to the task ahead, Shabazz stated that they have tremendous respect for the Haitian team that is led by Jean-Jacques Pierre, “but this is our doorstep, and we’ve got to deal with them on our doorstep”.

“We going to get rest and recovered and comeback. I’m confident that the spirit of the team has in it that fight to come and match the Haitians at home here.

It’s a Saturday and we want to encourage the public to come out and support the team.

And if you can’t come send some good vibes, at l e a s t s e n d s o m e g o od vibes.”

“We think now it’s going to be difficult playing Haiti in Santo Domingo, because it’s next door to Haiti. So we have a chance to play them here; by far the strongest opponent in the group. We will need all the support we can get, but we have the courage and the confidence to step up big

against them,” the coach added.

The Haiti challenge will then continue on Tuesday, June 14, at the Félix Sánchez Olympic Stadium in Santo Domingo, Dominican Republic when Guyana play their second away match.

Legay bowled his maximum four overs as Mississauga tallied up a sufficient 147-9 from the 20overs, while Amazon Kings were 109-5 when the overs

Jafar Samad supported Legay with 2-35 from four overs, while Raja Pooran also snapped two wickets for seven runs in his two-overs outing.
