Repaired gas compressor system being installed on Liza Destiny vessel T

he new, upgraded and/or repaired components of the flash gas compression system for the Liza Destiny floating production storage and offloading (FPSO)

vessel have arrived offshore Guyana and are being reinstalled.

These include a newly designed third stage discharge venturi and upgraded discharge silencer.

Confirming this yesterday with members of the media was ExxonMobil Guyana's Public and Government Affairs Advisor, Janelle Persaud. In her usual operations update,

Persaud said the team remains on track to complete reinstallation and startup of the flash gas compressor later this month.

In the meantime, Persaud said the company continues

to safely manage flare levels to less than 15 million standard cubic feet of gas per day.

Since start up in December 2019, Kaieteur News had followed and reported on ExxonMobil's continually malfunctioning gas compressor system. On December 20, 2020, the oil giant had announced that the gas compressor issue was fixed.

But during that one-year period, it had already flared 12.4 billion cubic feet of gas per day, equivalent to the removal of 1.6M acres of forest. But the issues didn't stop there as the system malfunctioned for a second time on January 13, 2021.

On January 29, 2021, the gas compressor broke down for a third time, forcing ExxonMobil this time around to send the faulty equipment to Germany for repairs and upgrades.

A detailed assessment of the compressor subsequently revealed that an axial vibration of the compressor rotor is what led to other mechanical disruptions. The equipment was back in Guyana by the second week of March where it was installed on the Liza Destiny vessel.

But before that could be completed, the gas compressor, which was supposedly repaired and upgraded, malfunctioned for the fourth time.

It was subsequently removed in April last and sent for repairs in Houston, USA. ExxonMobil has said that an order was made for a new compressor, which is due to arrive by year-end.

Marcus Tripp appointed Senior Director of ExxonMobil Guyana's Public and Government Affairs team

xxonMobil Guyana's Public and Government Affairs Advisor, Janelle Persaud, informed members of the media yesterday that Marcus Tripp has been appointed Senior Director of the company's Public and Government Affairs team.

Persaud said he replaced Karen Matusic who has returned to the US on a leave of absence.

Prior to this assignment, the new Senior Director of Public and Government Affairs spent eight years in a similar role for ExxonMobil Iraq and Kurdistan, where he engaged governments in both Baghdad and Erbil on behalf of the Corporation.

Kaieteur News understands that Marcus has over 20 years of experience with ExxonMobil where he held leadership positions and worked in countries such as Libya, Saudi Arabia, Angola,

Marcus Tripp Nigeria and Equatorial Guinea. He also worked in the US as a registered lobbyist in Washington where he was responsible for representing ExxonMobil's views to members of the U.S. Congress.

Guyana yet to use UNDP recommendations to avoid corruption, oil sector abuse I n response to a request in 2016 to help Guyana arrive at good legal, regulatory, contractual and fiscal measures needed to keep corruption at bay, the United Nations Development Programme (UNDP) had commissioned an analysis to be done on the state of the nation's governance systems.

The subsequent report on the review done was called, “Rapid Analysis of the State of Readiness of Guyana's Hydrocarbon Regulatory Framework.” It was produced

by Trinidadian energy strategist, Anthony Paul.

However, after five years of being in possession of this document, which proposes close to 100 critical recommendations on how Guyana must safeguard itself, nothing has been done.

That report which was perused by Kaieteur News, was keen to note, that the requirements and expectations of government to manage the sector, especially when one considers the magnitude of the resources discovered, are enormous.

It notes that requests for new licences and exploration have accelerated, in spite of the drop in oil prices. In light of this, Paul noted in his analysis that reviewing, approving, and overseeing the implementation of the field development plans for oil projects and subsequent production, will require very significant human and other resources.

Paul pointed out, however, that Guyana has a very limited capacity in this area, while adding that its laws, contracts and

institutions are outdated and under-resourced to meet the demands of upcoming activities.

The industry expert was keen to note, that improving the foundational components of the country's petroleum governance system, that is to say, its legal and institutional frameworks, are fundamental to managing oil money successfully. If the country fails in this regard, Paul noted that Guyana would be left wide open to risks of corruption and abuse as well as losing very significant value.

Among his many recommendations, was a call for the frequent use of Guyana's parliamentary sectoral committees on natural resources and economics. Paul stressed that these committees can be effective regulatory tools for

aving found oil since May 2015, Guyana finds itself in a position today where it has almost zero institutional and human capacity to manage the growing industry. Sadly, such a conundrum only benefits oil companies and harms the country.

Expressing these sentiments recently was former Presidential Advisor and International Petroleum Consultant, Dr. Jan Mangal.

On his LinkedIn Platform, Dr. Mangal said he shared this perspective with the Inter-American Dialogue (IAD). The organisation had asked the consultant to say, if he believes a new auction system for oil blocks would improve Guyana's industry.

Dr. Mangal was keen to note that transparent auctions are the best way for countries to benefit from their natural resources. He noted however, that Guyana is a clear example of how one can forfeit massive wealth by avoiding

transparent processes for the disposal of state assets. In this regard, he was referring to the Kaieteur and Canje Blocks that were awarded by the Donald Ramotar administration, mere weeks before the 2015 General and Regional Elections.

“If these two blocks had been auctioned instead after the Stabroek announcement (in May that there was oil), Guyana could have garnered a much larger share of the revenue,” expressed the former Presidential Advisor.

Although the future award of blocks should be via auctions, Dr. Mangal told IAD that there are strong arguments not to award any more blocks. He said many would challenge the need for Guyana to produce more and more oil when this has a clear impact on global warming.

Dr. Mangal asserted that Guyana needs to focus on increasing its share of revenue from the Stabroek block, instead of trying to produce more oil in other offshore concessions. He

said the same goes for the Canje and Kaieteur blocks.

He said these awards can be rescinded and the blocks properly auctioned off, thereby increasing Guyana's revenue without needing to produce more oil from new blocks.

Dr. Mangal said, “The objective is not to produce as much oil as possible, but to get a fair share of what is produced, to produce a prudent volume (considering tradeoffs such as climate change) and to ensure the revenue is not squandered...”

To complement this, the International Consultant said, Guyana would need much more than a petroleum commission. He said it would also need a comprehensive framework, with new bills, laws, policies, regulations and associated institutions.

In capturing value, Paul said that Guyana needs to implement systems which will allow it to make the proper decisions on various issues, such as the right rate of production and depletion of the resources, getting the best possible contract terms for Guyana, ensuring the actions of companies a r e d o n e i n a n environmentally and socially responsible manner and ensuring there is maximum capacity development among locals to enable their participation.

In managing revenue, the Trinidadian Strategist said,

that Guyana would also have to urgently put mechanisms in place, which will allow for the effective collection of all oil revenue due to the State, while ensuring that there is prudent spending by enhancing infrastructure, services and capacity for future sustainability along with ensuring savings for future generations.

Further to this, Paul was keen to note that the authorities of the day must make every effort to ensure that it is informing Guyanese of how and when they are making decisions about the oil resources.

He said that it is required

of the citizenry to make sure that these decisions are in their best interest.

He said, too, that Guyanese must demand that the government implements systems to ensure transparency and accountability for each institution tasked with spending the oil money and regulating industry performance.

Overall, Paul's report highlights the need for Guyana to make urgent reforms, otherwise, the nation stands to lose billions more, and that is outside of what is already lost by way of the lopsided Stabroek Block deal.

Corruption DoA in Guyana Just in case the title of our editorial today causes rocking back and starts out by throwing for a curve, we now move to be very specific, so that there is no mistaking what the thrust of our position is. It is that concerns about corruption are as good as stone dead in huge segments of the population and for different reasons, all of them are unconvincing and unsettling in where all this leads.

It would be safe to say, that almost all of the PPP supporters do not have a moment to spare to be too consumed by concerns of corruption at this point. It is likely that they may not be ever again, given what occurred last year with elections and the counting of votes, with mathematical formulas and what constitutes a majority, with the revelations of how many tens of millions, adding up to the hundreds of millions, were either squandered or suspected stolen by the then coalition government and its people, mostly senior ones.

The frequent exposures involving millions and lands make for spirited (some appropriately fuelled) conversations, unending conjectures and fixed conclusions, relative to how many more millions have eluded audit inquiry and detection.

However, the interest in corruption is all cosmetic, since those celebrating in the new government have their own financial and other skeletons that remain under the radar, with much looking over shoulders following. Moreover, the victorious PPP and its loyalists make every effort to maximise the costly excesses of the coalition, while minimising their own ugly and even more costly plunders of the national treasury. The objective is to distract and keep away any sustained interest in its own serial thieves - namely, onetime parliamentarians and ministers, senior and regional associates and the clearly culpable - from getting undue interest and feeling the heat. The new government made sure that it moved quickly to arrange the closing out of whatever charges were hanging over the head of several of its very senior people. It is of what flies in the face of reason, thrills its own and rankles the mostly angry supporters of the vanquished opposition. The rank and file in the opposition is more concerned with managing their own daily affairs and getting by somehow. Thus, other than the occasional fleeting public flares of fury, things have largely died down from that corner on the corruption score. Also, the party’s veterans and current strongmen are too preoccupied with covering their own tracks, so that there is little by way of continuous pressures applied to government on matters that are worrying.

Along these same lines, the PPP has had invaluable assistance from the now opposition in the far and apart gentle oral pressures that have been brought to bear on the new government and its people regarding their own skullduggeries. To the greatest extent possible, the opposition has been thoughtless, speechless and content to be helpless. With billions in public monies being spent, it should have followed as a matter of routine that the opposition was and is the embodiment of a tireless and feared force on corrupt practices, where there are many ends untied and left dangling. Instead of being a presence that will not be denied, it has denied the citizens of this country the quantity and calibre of the vociferous and robust representation that they should expect and take for granted from a potent and conscientious opposition.

Look at and listen to the opposition and it has little persuasive positions on PPP corruptions with the nation’s oil; that is, anything that would lift the opposition’s own people from the despairing state in which they now languish restlessly. Since this is what prevails at the top, a great many are indifferent to what goes on in the realm of government corruption. The litany of corruptions that used to be one of the highest and loudest, and longest areas of agreement and disagreement in the political and social sectors, have now faded away the point of meaning nothing, of stirring no one and not of any major concern either to celebrating government people and backers, or to weighed down and bowed opposition people.

When all the above dots are connected, the reality is that almost all of the electorate have sheathed their swords, sealed their mouths, closed their minds and sit on their hands.

Where corruption is concerned, this country is in for a rough ride, and nobody cares.

DPP is in contravention of Article 187 (4) of the Constitution on GECOM Criminal Investigations DEAR EDITOR, It is my strong view that the Director of Public Prosecutions (DPP) is in contravention of Article 187 paragraph (4) and Article 163 of the Constitution, in relation to the conduct of criminal investigations into staff from the Guyana Elections Commission (GECOM), relative to the March 2020 General and Regional Elections.

Article 187 of the Guyana Constitution under the title, ‘Functions of the Director of Public Prosecutions’ gives the DPP the power to institute and undertake criminal proceedings against any person before any court, however, Article 187 paragraph (1) states as follows: ‘The Director of Public Prosecutions shall have power in any case in which he or she considers it desirable to do so – (a) to institute and undertake criminal proceedings against any person before any court, other than a court martial, in respect of any offence against the law of Guyana;’ (b) ‘to take over and continue any such criminal proceedings that may have been instituted by any other person or authority; and’ (c) ‘to discontinue at any stage before judgement is delivered any such criminal proceedings instituted or undertaken by him or her or any other person or authority.’

Article 187 paragraph (3)

states, ‘the powers conferred upon the Director by subparagraphs (b) and (c) of paragraph (1) shall be vested in him or her to the exclusion of any other person or authority.’ Article 187 paragraph (4) states that ‘In the exercise of the powers conferred upon him or her by this article the Director shall not be subject to the direction or control of any other person or authority.’

One of the strengths and benefits of a democratic system of governance is the separation of powers, or at least the perception of the separation of powers between the three Arms of Government – The Legislature, Executive and Judiciary.

Douglas North and Barry Weingast in an article on ‘Constitutions and Commitment: The Evolution of Institutions Governing Public Choice in 17th Century England’ held the view that rule of law would be enhanced by economic development. In the article, the authors noted that ‘for economic growth to occur the sovereign or government must not merely establish the relevant set of rights but must make a credible commitment to them.’

Further, it was argued that the ruler or government, can show the commitment required in two ways; through what is described as ‘responsible behaviour;’ and being constrained to ‘obey’ a set of rules that do not provide the scope for not

fulfilling commitments. In this context, the authors stated that neither ‘responsible behaviour’ nor ‘obedience’ to the rules happens naturally.

It is on this note that I write this letter, bearing in mind that, ‘responsible behaviour’ and ‘obedience’ to the laws, does not come naturally, even by those in authority; a s s u c h , o u r society has a responsibility to demand and insist that the Rule of Law is adhered to; that there is equality in the administration of justice; and that the law is not used to discriminate against any parti c u l a r g r o up in the society; that the law does not become a tool for oppression; and most importantly, that the administrators of justice, are not influenced by any authority in the course of their decision-making and in the administration of justice.

I am of the strong view that the DPP is in contravention of Article 187 (4) of the Guyana Constitution and there appears to be influences by other persons and authority with regards to the approach to the criminal charges and investigations against the Chief Elections Officer, the Deputy Chief Elections and other staff members from the Guyana Elections Commission (GECOM).

Additionally, Article 163 (1) clearly states that ‘Subject to the provisions of this article the High Court shall have ‘exclusive’ jurisdiction to

determine any question – regarding the qualification of any person to be elected as a member of the National Assembly.’ Recently, we have seen deliberate and unprecedented interference in the administration of justice, and the twisting and bending of the laws, depending on which political side people are representing, at a particular point. On a general note, what is happening in the criminal justice currently is setting a dangerous precedent, since governments do change.

I therefore call on the DPP to immediately withdraw the charges and investigations against officials and personnel from the Guyana Elections Commission (GECOM), and to comply with the Guyana Constitution; since according to Article 163, only the High Court has jurisdiction over electoral matters; which are with good reason, and the High Court has not determined that fraud was committed.

The DPP does not make laws they implement them!

However, if GECOM concludes that administrative procedures were breached, then GECOM can proceed to take administrative actions.

Little guys making it big DEAR EDITOR, Amidst unending war of words everywhere and uninterrupted protests on everything that blinks, I find it inspiring that some little people are making it big. My problem with the saga of the little fellows rising up is that we need more of these success - actual and pending - stories. And, second, we need them in this gravely torn Guyana.

The first little guy rising was that of the company and people from nowhere, Engine 1, gaining first two, and now a third, seat on mighty Exxon’s board.

The oil behemoth fought and fought, on occasion, with what I consider not so free and fair. But through sheer grittiness, today there are three new directors on Exxon’s board, and CEO Darren Woods and his Praetorian Guard that still

dominate company’s board are wondering, if not already strategising, on how to deal with this upstart non-entity of a hedge fund that challenges it in its own den.

This will be fun, but also of substance, because Exxon’s chiefs are put on notice that it is no longer business as usual with climate change. No more of the slick PR stuff, while the mushroom clouds imperil surrounding environment and upper atmosphere. There are messages there for Guyanese.

Then, along came a name, from where I don’t know, that is again of the maverick David toppling the Harvardpedigreed Goliath. The first things I asked myself were who Israel’s Naftali Benjamin is and what is with this Yámina Party?

Now I am learning a little more of him in the pressure

cooker that is Israeli politics.

The guy and group are/were so obscure as not to merit a moment.

But here they are today about to upend Netanyahu, who always gives the impression of Gibraltar-like political impregnability.

Again, the message for Guyanese is the same: it can be done. Capsizing the buffoons and brigands (PPP, PNC) that we have parading around here like believed invulnerable Achilles.

Yeah, but easier said than done, and this needs people.

Where are they? Clean people. Unselfish citizens.

Honourable men and women with a different vision for this country, other than racial division (elections), individual self-help (public service plums), and speeches that do not match practices (two-faced, twin-tongued double-crossers for leaders).

The third small man who is readying to prove he is a real man (sounds like Burnham, lol), is none other than former police officer Eric Adams, who is in a tight race for Mayor of New York City.

I think he can triumph, and my vote and wager are on him.

He knows the communities, and cares for the people.

After all, he is one of them, who has been there and done that.

By that, I mean other than the ‘teefing’ and deceiving that are the face paint of Guyana government leaders, and an opposition that has no face to show.

As I look at these three instances, it presents possibilities on what Guyanese can do to upend the monsters in the midst.

Remember: principled people needed.

Professor Ramdas’ analysis that Personal differences Guyana is losing about US$62M is correct should not prevent applause of work of opponents

DEAR EDITOR, Distinguished Retired Economics and Business Professor, Dr. Ganga Ramdas, of the Oil and Gas Governance Network (OGGN), asserts that Guyana is losing an approximate US$62 million annually due to Exxon not paying taxes, as other companies do. Many newspapers and commentators such as Guyana icon, Christopher Ram, have lamented this sad state of affairs of Exxon not actually paying taxes but receiving a Tax Certificate from Government that they have paid taxes. In response, Mr. J.C. Bhagwandin, a Financial & Economic Analyst and Adjunct Instructor at Texila American University, says, “The oil deal was designed to cater for the nature of the industry.” This argument evades the issue of oil companies not paying taxes. In addition, this is an unusual oil deal not common in the oil industry anywhere in the world. This deal came

about because we have dullards in successive governments in Guyana.

Mr. Bhagwandin does not disagree with Dr. Ramdas’ assertion on the tax loss to Guyana. Rather than providing a sensible refutation of what amount is being lost, the financial analyst appears to have chosen to be an apologist and apparent spokesman for the oil companies and Guyana Government unwillingness to renegotiate the oil contract.

Notice that Exxon never says anything in its defense, that it is always the government or folks aligned with the government who make excuses and act as PR spokesmen for the oil companies. By not paying taxes, the oil companies are getting a free ride on the backs of other businesses and taxpayers who have to pay taxes as they go.

Business taxes pay for much of our infrastructure and government services, which are used by the oil companies.

There is no doubt about that.

Mr. Bhagwandin’s angle is similar to the government’s argument that Guyana will make lots of money in the long run if we will “drill baby drill” and to hell with environmental concerns.

What’s a little flaring, don’t bother that the contract is the worst in the world, don’t try to renegotiate, we got it good!

That’s what they say. Tell that to the poor people in our poor country now reeling from devastating floods. Our current flood disasters make the case that we need the oil money to build massive sea defense and infrastructure to avoid being drowned by unusual flooding as we are facing now. Most of our streets in Guyana need paving. The mud roads have been washed away. Every type of infrastructure needs modernisation and we need expansion of services – water, electricity, Internet services, hospitals, roads, ferries, schools, canals need to be dug and kept maintained on a

sustainable basis, etc.

Everything needs fixing and modernisation, and we need lots of money to do it.

We cannot continue to be a rich nation of poor people as President Ali said. Mr. Bhagwandin would do a service to the poor, huddled masses yearning to be rich if he is on the side of the working poor, rather than being a point man for the oil interests and a government unwilling to renegotiate the oil contact as was promised during the election. That’s a “promise made, promise not kept.”

The potential to make money in the future, providing there is no oil spill or other oil related disaster, does not negate Dr. Ramdas’ article that oil companies are not paying taxes on the billions of US dollars that they make in Guyana due to an unfair contract. We must change this! We must renegotiate now!

Is Bhagwandin qualified to say Exxon paying fair share taxes?

DEAR EDITOR, Reference is made to a missive by Prof. Ganga Ramdas (June 2) and response by one Joel Bhagwandin (Jun 3) who signed as a financial expert and Adjunct Professor at Texila. Since when Guyana has Adjunct Professors?

There are adjunct lecturers, not professors.

Dr. Ramdas asks a fair question – How much taxes would have been paid by Exxon if not exempted. And he arrives at a proximate number of US $62M, although it could be a lot more because of the vagaries of oil price on the international market. Since we do not have an audit of oil extracted, there is no way to tell whether Guyana is receiving the right amounts of

barrels of oil in terms of the quarterly lift of about a million barrels each.

Bhagwandin asserts that because oil drilling is capital intensive, Exxon should not have to pay any tax. Should anyone take J.C. Bhagwandin’s commentary seriously? Here are some facts to consider, As capital

extensive as it is, and Exxon invested multiple times in cost in capital equipment in other countries, Exxon paid taxes of between 25 percent and 35 percent in every jurisdiction it operates, as well as duties on imports. Because Guyana is a gravy train, Exxon is shutting down operations all over the globe and focusing on Guyana, its most profitable venture in history. If you

don’t have to pay taxes and or duties on imports and no user fees and your staff are exempted from taxation that is the right place a company would want to do business.

Bhagwandin was very disrespectful of Prof. Ramdas, an accomplished academic. Can Bhagwandin be described as an expert in taxation or finance or oil or a (Continued on page 6)

DEAR EDITOR, Reference is made to retort, “Tacuma Ogunseye responds to Vishnu Bisram” (May 28). I agree with Tacuma that respondents should have a right “to contest/ challenge what a person or an organisation says or writes” and that all must be truthful. I am pleased to read that Tacuma has no problem with my commendations of Freddie Kissoon as “iconic, c o u r a g e o u s , intellectual…most read.” This is a contradiction to his previously held position about Freddie.

Tacuma sarcastically commented that “Freddie is my new hero, albeit late hero,” presumably referring to the heated exchanges Freddie and I had years ago.

Differences with an opponent do not prevent me from recognising and praising his work and contributions towards institutionalisation of democracy in Guyana. It is indisputable that Freddie fought the Burnham/Hoyte dictatorship and what he considered as aspects of authoritarian behaviour of successors.

You were a colleague of his at Rodney House on Croal Street and are familiar with his activism. He broke with the coalition to condemn its antidemocratic behaviour. I recognise Freddie for his

talent and his fearlessness to speak the truth about the March 2020 electoral fraud, among other issues of national import. This is not to suggest I don’t have disagreement with him. Tacuma’s differences with Freddie should not serve as a wall to recognise his work.

Separately, my differences with Tacuma do not prevent me from recognising and applauding his role against the Burnham/Hoyte dictatorship and in helping to restore democracy in Guyana.

Tacuma is right (KN Jun 1) that Africans, albeit a small number, did play a meaningful role opposing Burnham’s racism against Indians.

Tacuma, Eusi Kwayana, David Hinds, among others, were steadfast in their opposition to the dictatorship.

Rodney and a few Africans, not to mention several Indians and Whites, lost their lives combating Burnhamism, and many were brutalised.

Tacuma and David Hinds were jailed for their activism.

Regrettably, their great work against Burnham/Hoyte rigging were overshadowed by their reluctance to condemn the barefaced attempt at rigging by Mingo and others in March 2020 and onwards.

Why no ministerial tribute for Daphne Rogers?

DEAR EDITOR, Maybe I missed it but cannot recall seeing a tribute from the Minister responsible for culture or education on the passing of our cultural icon and educator, Daphne Rogers. If missed I am poorer for it, if none was issued by either minister, that is disappointing.

I knew Ms. Rogers from her teaching days at Dolphin Government School, where I was a student. I have always been amazed over the years of her simple quality of always recognising and speaking to me whenever we met. She never failed to greet me warmly. Her gentle, affable and gracious manner made

her truly a remarkable person, but I will always remember her as my common entrance teacher from Dolphin.

To her grieving son, Dallas, other family members, relatives and friends I extend my condolences. A life well lived is now at rest.

DEAR EDITOR, It is appalling to hear not only our youths but also some older Guyanese speak today.

What became of proper diction that was formerly

taught in schools across Guyana? It is one thing to have a Guyanese accent, but quite another when we pronounce words as “wit” instead of with or “tru” instead through. While knowledge and spelling are important aspects of a sound education, articulation/ diction is just as important, I dare to say even more so, as

people the world over tend to judge your level of education by the way you speak.

The Ministry of Education should make articulation a part of the English curriculum in our schools with teachers being the prime example when speaking to our children.

There is no information where Bhagwandin was or is a banker and his experience in banking. I look to see if he is a CPA or an accredited accountant. None listed.

Bhagwandin does not tell us where he studied and his degrees. He did say he is doing a second MA and a PhD simultaneously through long distance. Congrats? But first, we need to know where he did his BA and MA degrees. I do not know if he did a BA degree at University of Leonora Business School on the West Coast. I was told that he enrolled at Guyana Nation’s University and got

an MBA. Is that correct? Was that without meeting the entrance requirement of a BA? Can he please verify? Is Nation’s accredited? By which accrediting agency?

For the benefit of this “prolific academic,” the progression of studies is GCE/CXC, Associates (not given in Guyana), Bachelors, Masters and then PhD. In traditional real academia, BA degree is mandatory for entrance into a MA programme. UG is the only recognised degree-granting institute in Guyana.

Listed in Google are a few papers Bhagwandin wrote presumably for the on-line courses he took. But these papers seem cut and pasted without originality and not offering new ideas. The writing is poor like his response to Dr. Ramdas.

Should readers take Bhagwandin’s outpouring seriously?

He has consistently sought to debunk the argument that Exxon has ‘cheated’ Guyana of fair royalty and taxes.

Bhagwandin’s idea that Exxon should not pay taxes has been circulating since 2016 and has been responded to, debunked by real academics. What Bhagwandin wrote is not a critique of Ramdas. It is called

singing for supper. It is propaganda for the oil company. The whole aim is to repeat the Exxon mantra, so people buy into it that Exxon is enriching Guyana.

Exxon is good for Guyana if it pays its fair share in taxes and international norm on royalty and profit sharing of about 22 percent.

Bhagwandin engages in mirage mathematics. Where in the contract does it say that 75 percent cost recovery would end after a fixed period or after Exxon recovers the cost of Liza 1? Seventy-five percent upfront cost recovery is likely to remain forever in the extraction of oil because there is no ring fencing – meaning costs for other explorations would continue to be deducted from oil sales.

What is tragic for Guyana is someone without serious training from a traditional university setting, and seemingly of below-par academic credentials, is an advisor to the Private Sector Commission and the government (?) in the fields of finance, banking, and the economy. It has been over one year since COVID-19 entered our shores.

Indeed, it continues to be a worrying pandemic given the infection and death rates.

However, as devastating as it has been, the measures to safeguard ourselves have been especially simple – embrace hygienic practices, social distance, wear a facemask and take the vaccine when it becomes available.

However, there are some among us who are convinced that those measures are way too simple, or in the case of the vaccines, they were made available too soon.

While individuals are entitled to make the choice they are comfortable with, there must be no blurred lines when it comes to the role each of us must play in the fight against this disease.

Not alone, but together we can annihilate COVID-19!

Multiple organisations donate to CDC flood relief efforts O

ver the past week, the Civil D e f e n c e Commission (CDC) received multiple donations from various businesses and organisations to assist with its flood relief efforts.

Recently, E-Networks, Guyana's leading provider of digital cable television, donated $1M to the CDC in support of flood relief efforts countrywide.

nil Nandlall is wasting the Court's time with his specious appeal against the decision of the Chief Justice, which held that two PPP/C parliamentary secretaries were unlawfully appointed to the National Assembly.

The Attorney General ought to know better than to question this decision.

But the PPP/C is back to its arrogant ways. The mask, which sought to show that it was a changed party from its pre-2015 days have fallen off. The PPP/C has continued where it left off, not wanting to accommodate any reasonable challenge to its authority.

While the Chief Justice did not specifically order that the two parliamentary secretaries demit their seats, the Speaker of the National Assembly is compelled to deem those appointments unlawful until such time as the decision is overturned by a higher court, which is not likely ever.

Nandlall ought to know that it is not the general practice of the Court to issue coercive orders against the legislature.

The Court exercises judicial review of legislation and has the authority to determine whether the actions of the National Assembly are ultra vires of the Constitution, as it has

In that instance, the Court ruled that the issue of parliamentary sovereignty did not arise, and it clearly outlined that any sovereignty that parliament possesses is limited by the Constitution.

Constitution with impunity.”

Parliament itself has long recognised that it is the Court that is responsible for settling disputes on the constitutionality of acts of both the legislature and executive.

Therefore, there should be no hesitancy in complying with a ruling by the Court.

It is for the S p e a k e r, a n d n o t t h e National Assembly, to ensure that the ruling of the Court is complied with.

Secondly, in keeping with the convention of comity that should exist between the judiciary and the other arms of the State, the Courts tend to restrain itself from issuing such orders, relying instead on the belief that the legislature would, of its own volition, respect the court's authority t o r e v i e w t h e constitutionality of both legislative and administrative actions.

Guyana will once again be going down a slippery slope of anarchy, unless the relationship between the judiciary and parliament is characterised by comity.

Even if a member of the legislature feels that the ruling is flawed, he or she has the right to challenge such a ruling in the appropriate forum, a court of appeal. But no member should be seen as disregarding a ruling, which

avid Hinds, last week on his Facebook page produced a television interview with me on the Channel 9 programme, Walter Rodney Groundings that was done in 2013, in which I offered several panegyrics on Eusi Kwayana.

His exclamations were done in the context of the positives I showered on Kwayana eight years ago and my current fulminations against Kwayana. All humans know that people

sometimes change for the worse.

His utterances give me an opportunity once more to expose the congenital racial motifs imprinted on the mental fabric of Kwayana.

In 2013, the world held Kwayana in towering esteem.

I was no exception. I joined the chorus then in praising this man who at the time had iconic status.

In March 2020, Kwayana exposed his Freudian mind to the world.

He has done it in disgusting, barefaced and serpentine ways.

If David loves Kwayana, he should tell him to shut up.

In the dozen letters Kwayana has published in

the newspapers since March when he began to defend the March 2020 rigged election, he shows how twisted and cunning are his understanding on issues unfolding in Guyana.

T h e p e r f e c t description of Kwayana's take on occurrences in Guyana is to put him in a flying saucer where he makes episodic visits to suit h i s c o n v e n i e n t conspiratorial mind.

He flies in to peep at a situation that he has a racial interest in, then flies out only to return to massage his convenient mischief.

Let us peep at the travel log of this gentleman since March 2020. He didn't come for the election so he

pontificated on four things in March. 1 - Support for GECOM chairman, Claudette Singh. 2 - He didn't understand why Mingo was being criticised for using a spreadsheet for Region Four tabulation on March 4 because he knew APNU candidate, Ganesh Mahipaul, said that spreadsheets were also used for Region Three tabulation.

3 - He could not comment on the election because the facts that people want him to accept did not meet his standard. 4 - Being far away he is in no position to come to conclusions.

After March, Kwayana flew his flying saucer several times into Guyana to witness things for himself. Kwayana offered comment on the then Chairman of CARICOM, Prime Minister, Ralph Gonsalves, of St. Vincent, speaking on the issue of the election when he annoyingly intoned that the matter was before the CCJ. So the man didn't know what Mingo was doing during Region Four t a b u l a t i o n t o o ff e r a comment but knew what PM Gonsalves said about Guyana's election.

Kwayana flew back to his adopted homeland, the US, where he has been living the

Trio to stand trial in High Court for killing Better Hope money changer, daughter M

agistrate Alisha George yesterday committed three men to stand trial in the High Court for the murder of Better Hope money changer, Aaron Latchman and his 18-yearold daughter, Arianna Latchman.

Five men are accused of the 2019 double murder.

Those men are, 25-year-old Mark Rufino called 'Mark,' a labourer of Parika Facade, East Bank Essequibo; 37year-old Paul Chan called 'Long Hair' or 'Anthony,' a conductor of 10 Dennis Street, Sophia, Greater Georgetown; Troy Abrams

called 'Troy' or 'Rasta Man,' a vendor of 34 Middle Street, Agricola, East Bank Demerara; and Lloyd Sadloo, self-employed of 220 Mocha Arcadia, East Bank Demerara.

The five accused made their first court appearance on July 18, 2019, in the Sparendaam Magistrate's Court before Magistrate George.

They were not required to plead to the indictable charge, which alleges that on July 4, 2019, at Robert Street, Better Hope, East Coast Demerara, the defendants murdered the Latchmans during a robbery.

The preliminary inquiry (PI) into the matter later commenced during January 2020.

That PI was faced with numerous setbacks, including Guyana recording its first COVID-19 case, which affected the court's operations, to a fire at one of the prisons where the accused was on remand, to Rufino later escaping from prison.

On May 15, 2021, Magistrate George ruled that a prima facie case was made out against Chan, Sadloo and Abrams. Magistrate George had discharged the matter against Thomas - while the

Fake job seeker robs businessman and cop, captured after movie-style getaway

A

bandit, who r o b b e d a businessman and a police officer of their valuables, was apprehended shortly after his stunt on Thursday afternoon and placed into police custody.

According to a police report, the two victims, a 44year-old businessman and a 30-year-old police officer, were both working on a newly constructed house located in Goed Intent, West Bank Demerara, at 16:30 hrs, when the suspect approached them and made enquiries about the boss of the operation.

The suspect was then invited into the house. Upon entering the building, he pulled out a black handgun and forced the victims to

hand over their valuables.

The man reportedly took from the businessman, one gold band valued at $80,000, one Samsung A32 cell phone valued at $65,000, a Blu cell phone valued at $3,000 and a wallet, which contained $144,000 in cash.

A sum of $21,000 was taken from the police officer before the suspect exited the building, running through a nearby yard.

He then entered a dark blue Toyota IST motorcar bearing registration number PPP1130. The two victims jumped into their car and immediately chased after the suspect, managing to block the vehicle in the process.

This caused the suspect to exit the vehicle and run in a northern direction where he

was seen entering a yard.

Persons residing within the area kept an eye on the suspect while the two victims went to the Wales Police Station to gain some assistance on the matter. The police subsequently arrived, made a search for the suspect, and found that he had not moved from the said yard.

The police recovered all the stolen articles before the suspect was taken to the Wales Police Station. The other two occupants of the car that the suspect had joined have also been detained.

The area was searched but no firearm or any other cash was found.

Investigations are continuing.

Four appear in City Court on separate robbery charges, one remanded F

our men who were arrested in relation to four separate robbery incidents, which occurred around the city, were yesterday charged for the offences committed after appearing in the Georgetown Magistrates' Courts.

Kellon Peters, 23 of Lot 789 'C' Field, Sophia, made his first court appearance before Senior Magistrate, Leron Daly, where he was

charged with simple larceny.

Peters, a labourer, denied the charge, which alleged that on May 31, at America Street, Georgetown, he stole one A72 Samsung cell phone valued $109,000, property of Feyaad Nohar, a store owner.

Police Prosecutor Morris told the court that on the day in question, Peters went into the store and the owner asked him to leave. The

prosecutor said the defendant then grabbed the cell phone out of the glass case and escaped. He was chased and later captured.

Luckily, the cell phone was returned.

Senior Magistrate Daly then placed the defendant on $50,000 bail and adjourned the matter to July 9.

Charged with similar offence was 25-year-old Oliver Dexter Yaw, of Lot

256 Punt Trench Dam, Albouystown. Yaw pleaded not guilty to the charge, which alleged that on May 31, last, at Smyth and Durban Streets, he stole one Black and Decker handsaw valued $30,000, property of Ken Brewley.

Magistrate Daly then released him on $25,000 and adjourned the matter to July 9.

Meanwhile, Desmond

McPherson called “Baby Boy,” of Lot 1 Meadow Brook Gardens, Georgetown, was released on $100,000 bail after he appeared before Magistrate Daly. The facts of the charge state that McPherson, on June 2, last, at Dowding Street, while in the company of another, robbed Julian Dow of his Samsung cell phone valued $160,000 and $153,500 worth of cash.

He too pleaded not guilty to the charge and was released on bail. The matter was also adjourned for July 9.

No stranger to the police is Calvin Belgrave, who was remanded to prison by Magistrate Daly on a

robbery charge. Belgrave pleaded not guilty to the charge, which states that on June 1, at Hadfield Street, while armed with a dangerous weapon, he robbed Charles Gill of his Motorola cell phone along with $7,000 in cash.

Police Prosecutor Morris objected to bail, stating that the defendant has a pending matter in the court with similar nature. Belgrave was subsequently remanded and the matter was scheduled for July 16.

Back in 2018, Belgrave, a labourer was remanded to prison by Magistrate Judy Latchman after he was charged with a similar offence.

Marcus Bisram appears at New Amsterdam Magistrate voluntarily

ormer murder accused, Marcus Bisram, yesterday made an appearance before Magistrate, Renita Singh, at the New Amsterdam Magistrate Court in the company of his lawyers, Sanjeev Datadin and Arudnauth Gossai. The appearance was done voluntarily, Kaieteur News understands.

Datadin indicated to this publication that upon his client's appearance, the Magistrate pointed out that she does not have jurisdiction in the matter to hold Bisram. He said, "We told her that we know of no orders and that we just wanted to be safe and we have given our details to her and anybody that contacts us, he will surrender."

On May 31, 2021, the Court of Appeal had quashed a cross-appeal by Bisram and a ruling was handed down in favour of the Director of Public Prosecutions (DPP), Shalimar Ali-Hack. This decision makes way for Bisram to once again face new charges regarding the murder of Faiyaz Narinedatt, the carpenter whose battered

Magistrate Renita Singh, after a preliminary inquiry had ruled that there was insufficient evidence to send him to the High Court for trial.

The DPP had, however, invoked her powers under Section 72 (1) and (2) (ii) (b) of the Criminal Law Offences Act, and directed the Magistrate to reopen the inquiry with a view of committing Bisram to the High Court for trial. Bisram

had then challenged the DPP's right to instruct the Magistrate in the High Court. In a subsequent decision, High Court Justice, Simone Morris-Ramlall, quashed the DPP's orders.

Justice Morris-Ramlall also ordered that the DPP should be prohibited from instituting the charges against Bisram again. It is this order that the DPP challenged in the Appeal Court. Bisram through his attorney Arudnauth Gossai, cross-appealed challenging the DPP's right to order the Magistrate.

Bisram's relatives were also present during his appearance yesterday at the New Amsterdam Magistrates Court.

Brawl at Psychiatric Hospital Statement by President Ali, on the occasion of World Environment Day leaves one dead, another injured Guyana joins the world to observe World Environment Day under the theme ‘Ecosystem Restoration’.

Guyana has been in the forefront of protecting the environment, andour country remains one of the most densely forested in the world, with intact flora and fauna. We have several hotspots with rich biodiversity supported by protected areas systems.

As we continue to protect our environment whilst expanding economic opportunities for our people, in this process, myGovernment will be guided by the revised Low Carbon Development Strategy (LCDS). The revised strategy will expand into environmental services, water resources management, climate resilience, biodiversity, and marine economy.

As a testament to myGovernment’s landmark agreement with Norway, we have seen forest-carbon related payments for avoiding deforestation and other degradative activities as a tool for determining the economic value of our ecosystems and biodiversity.

The establishment of an International Centre of Excellence for Biological Diversity with the objective of promoting cutting edge research and development and exporting educational services is also underway.

Even our National System of

President Irfaan Ali Protected Areas is also being strengthened and expanded in accordance with international standards of environmental integrity.

My Governmenthas established a national strategy for mangrove protection and restoration along our coastline and rivers,which builds on our existing work, such as the National Mangrove Management Plan and Restoration and Management Programmes initiated by previous PPP/C Governments.

Guyana continues to build international partnerships, which includes being a signatory to various Multilateral Environmental Agreements (MEAs), including the 2030 Sustainable Development Goals and the three Rio Con-

ventions: the United Nations Framework Convention on Climate Change (UNFCCC); the United Nations Convention on Biological Diversity (UNCBD); and the United Nations Convention to Combat Desertification (UNCCD).

Most notably, my Government has signed the Leaders Pledge for Terrestrial Protected Areas and the Marine Protected Areas joining in solidarity with the UK government and many other countries around the world and in our region, all of whom will be represented at this year’s Conference of the Parties (COP 26).

Our Government, in March 2021, has signed on to the proposed Amazon Bioeconomy Fund.

This proposal includes our South American partners who share coverage of one of the largest and, sadly, most under threat forest in the world, the majestic Amazon Rainforest.

This initiative is an important contribution to kick-start a change of entrenched behaviours to create the foundation for markets that value the fundamental role of natural capital in the business, highlighting biodiversity as an important element of economic success.

As we continue to celebrate nature for World Environment Day, I wish to use this opportunity to call on all Guyanese to be positively involved as Guyana is on the cusp of upward development to lead by example for all nations.

Tobago ramps up COVID testing, as case numbers mount (Trinidad Express) - The Division of Health, Wellness and Family Development has taken a decision to ramp up its Covid-19 testing in Tobago via the roll out of an antigen testing programme.

According to Secretary of Health, Tracey DavidsonCelestine, the introduction of antigen testing will assist in increasing the reporting time of results, which will be of huge benefit because as their numbers climb, they’re facing different

resource challenges. DavidsonCelestine, who was speaking during Tobago’s virtual Covid19 press conference on Friday, said the roll out is just about one week away as the final phase of the testing was taking place.

“With the antigen testing right around the corner, will help us to add more capacity to the current arrangements that we have, and you’ve heard from us where we have two streams of testing at this time, one utilizing the PCR machine, and then of

course we have another batch processing in terms of our testing which takes place at THPL. Chiming in on the roll out, Dr Victor Wheeler, Medical Chief of Staff at the Scarborough Hospital, noted that they were in the final stages of preparation.

“The location where we will be performing the testing is currently the Green Room up by the Port, and we’ve already trained the medical lab technicians who are performing the tests.

The matter was adjourned to yesterday's date for ruling on the submissions that were made to the court. Magistrate George ruled that the prosecution had provided sufficient evidence to the court and as such, she committed Chan, Sadloo and Abrams to stand trial in the High Court for the murder of the Latchmans.

The trio is expected to appear in the High Court before a judge and a jury at the

next practicable sitting of the Demerara Assizes.

Kaieteur News had reported that on the day in question, Aaron Latchman arrived home around 15:15 hrs. and was attempting to park his car in his yard, when two gunmen struck.

One of the gunmen reportedly entered the house and shot Arianna Latchman. The other then attacked the father. The two men got into a scuffle, which resulted in a bag ending up in a neighbour's yard.

The gunman, who had allegedly shot the young woman,

then exited the house and came to his accomplice's aid, shooting the older Latchman as well. After he fell to the ground, the attackers snatched a bag of cash and fled. The gunmen escaped in a car.

The money changer and his daughter were taken to the Georgetown Public Hospital Corporation where they were both pronounced dead on arrival. The matter was reported and an investigation was launched.

The five accused were later arrested and subsequently charged jointly for murder.

The National Psychiatric Hospital located at Fort Canje, Berbice, is currently under the spotlight after a patient was killed and another injured during a recent fight among inmates.

Dead is Ryan Suthgolam, 41 of Lot 128 East Canefield, East Canje, Berbice. The injured patient who has since been released was identified as Steve Roberts, 38 also of East Canje, Berbice.

Kaieteur News was informed through a briefing with the Regional Chairman, David Armogan, that a probe has been launched by the police after the matter was reported.

Based on the events leading up to the untimely death of Suthgolam, Armogan disclosed that a patient ripped out a window and grillwork and used it to inflict the injuries sustained by the now-dead Suthgolam.

Regional Health Officer, Dr. Vishalya Sharma, also revealed that Roberts sustained injuries during the same altercation at the facility but could not say what was used to cause his injuries.

This publication was told that there was one nurse on duty at that time when the incident occurred, she removed herself from the hostile situation to seek help from other colleagues.

Sister of the deceased, Sandra Suthgolam , told reporters that her brother was admitted to the institution two days prior to his death and noted that he would usually receive treatment there. She added that her brother would experience seizures and during one of those episodes at home, he had injured himself.

He was taken to the New Amsterdam Hospital and received some 13 stitches. He was subsequently taken to the National Psychiatric Hospital.

She disclosed that when they arrived at the institution after being informed about the incident, she noticed that her brother had a gaping wound to the back of his head and was bleeding through his ears. She said his eyes also appeared blackened. A post mortem examination conducted on his body

revealed that he died from a fractured skull. However, her concern was that her brother was put into a ward that included hostile inmates. The woman said she was given assurances that her brother would be taken care of.

Meanwhile, the grandmother of the injured inmate, Ameena Haniff, is now concerned that if her grandson has to return to the institution at some point, that he may very well face the same fate. She added, “when I visited him, he told me, ‘ma, dem (inmates) cover my face and tie my hands on my back and them burn me on my knee and foot,’ so we go and meet a nurse and tell her.” Haniff declared that there needs to be better security at the institution.

Regional Chairman, David Armogan, assured that security would be beefed up to assist the staff at the hospital when situations seem to be getting out of hand. A few months ago, a patient at the National Psychiatric Hospital hung herself in the ward she was confined to.

The Ministers are to review the achievements and implementation deficits in the Regional Gender Agenda post Beijing+25, and look at the major issues emanating from the Commission of the Status of Women (CSW 65), which met in March at the United Nations

Headquarters.

In addition, the Ministers will assess CARICOM’s progress towards achieving Sustainable Development Goal 5, looking at CARICOM Gender Equality Indicators; and Women’s Unpaid Care and Domestic Work.

Space has been reserved in the twoday meeting, for the Ministers to look at gender in the context of the COVID-19 pandemic, as women and girls feel the impact disproportionately, in relations to their male counterparts.

Need to sustain HIV response amid COVID highlighted during PANCAP meeting The impact of the COVID19 pandemic on national and regional HIV programmes was brought to the fore during a just concluded three-day virtual meeting hosted by the Pan-Caribbean Partnership against HIV and AIDS (PANCAP).

The meeting for National AIDS Programme (NAP) Managers and Key Partners, which commenced on Wednesday, also discussed how countries are coping and adjusting their programme delivery during COVID-19 to ensure sustainability.

In his opening remarks, PANCAP Director, Dr. Rosmond Adams, acknowledged that COVID-19 had exposed weaknesses in health systems at the global, regional and national levels.

“It is important for us to ensure that the gains made against HIV that are threatened by the disruptions caused by the pandemic are maintained, and that we continue to work as a Region to end AIDS by 2030,” stated Dr. Adams.

He also emphasised that the widening inequity gaps further compounded these factors. Key populations and their partners continue to be disproportionately affected by the epidemic.

The PANCAP Director reiterated PANCAP’s commitment to work with countries and Key Partners to ensure that no one is left behind. “We will continue to advocate for increased domestic funding for HIV,” Dr. Adams said. He added, “We continue to encourage countries to engage Civil Society Organisations (CSOs) and communities by investing in civil society and community-led responses that tailor approaches to the needs of affected communities, particularly Key Populations and to build strong primary health care systems that can deliver quality, people-centred care.”

Tyrone Ellis, Chair, Caribbean Regional Network of People Living with HIV/ AIDS (CRN+), led the meeting in a moment of silence to acknowledge persons who have died from AIDS and COVID-19 in the past year.

“With access to overall health care reduced during this pandemic, lockdowns and physical distancing exposed marginalised populations to a host of other threats including intimate partner violence, income loss, homelessness, and anxiety,” stated the CRN+ Chair. He expressed gratitude to health care professionals for continuing to offer HIV prevention, treatment, care and support during COVID19.

Ms. Aldora Robinson, Director of Health Promotion and Advocacy Unit, Ministry of Health, Agriculture and Human Services, Turks and Caicos Islands, underscored that there are still gaps in HIV services.

She urged stakeholders to find ways to link mental health resources and People Living with HIV (PLHIV). She explained that this intervention would make HIV care and treatment for clients more impactful and holistic, especially during COVID-19. She also illustrated how COVID-19 has disrupted services, interrupted supply chains and caused persons to access HIV prevention, care and treatment differently. “These disruptions must be overcome and lessons must be learned as we move forward,” stated Ms. Robinson.

Ms. Victoria Nibarger, PEPFAR Coordinator, Caribbean Regional Programme, reiterated the U.S. Government’s gratitude to NAP Managers, CSO

representatives and key stakeholders for their continued commitment to combating HIV, especially with the COVID-19 challenge.

She highlighted that the U.S. Government had provided more than US$55M in assistance to Caribbean countries to help meet COVID-19 related needs.

“These funds have supported emergency response, risk communications, surveillance, lab capacity, and more,” stated the PEPFAR Coordinator. “In addition, specific to HIV, our Caribbean team has provided critical food and travel support for vulnerable individuals, as well as personal protective equipment and sanitisers, helping to keep both clients and healthcare workers safe,” she added.

Ms. Nibarger highlighted too, that the Region could anticipate additional new funding via the American Rescue Plan Act, to support the recovery of HIV programmes from COVID-19 related impact and prevent further damage. “For Jamaica and Trinidad and Tobago alone, we have received approval for an additional $1 million United States dollars in assistance, which will help meet needs in lab, mental health, vaccine advocacy, and more,” stated the PEPFAR Coordinator.

In addition, Ms. Nibarger explained that the Caribbean Regional PEPFAR Programme received approval for the next Regional Operational Plan. “We are so happy to report that we have received a budget increase, to more than US$23 million, which we will use to support activities in Jamaica and Trinidad and Tobago, as well as regional programming via PANCAP,” the PEPFAR Coordinator added.

She also said that PEPFAR is pleased to have the opportunity to extend programming in Guyana, where an additional US$1.5 million will be provided to the government and civil society partners through fall 2022.

“We also have separate PEPFAR programmes in Haiti and the Dominican Republic, so it’s a robust presence across the Caribbean – and a signal of our unwavering commitment to working hand-in-hand to see an AIDS-free future for the Region,” stated Ms. Nibarger.

Dr. James Guwani, UNAIDS Caribbean Sub-Regional Office Director, declared that 2021 was a year of renewal — an opportunity to take stock of progress, reflect on lessons learned, and lay the groundwork for more optimised HIV responses in the future. He acknowledged the achievements of National AIDS Programmes and Health Ministries, supported by civil society and the development community to provide treatment to all despite challenges with existing antiretroviral therapy protocols.

Dr. Guwani highlighted that the expansion of rapid testing, community-based testing and more streamlined lab services has contributed to four in five PLHIV being aware of their status by the end of 2020. However, he underscored that there is a clear path toward even better results.

While referring to the need to address the social determinants that lead to new HIV infections, delayed diagnosis and poor adherence, Dr. Guwani urged all stakeholders to ensure that their concerns are included in the 2021 Political Declaration. He also advocated for all stakeholders to participate at the upcoming United Nations General Assembly High-Level Meeting on HIV and AIDS 2021.

Mr. Dean Chambliss, Subregional Director for the Caribbean, PAHO/WHO, reiterated PAHO’s commitment to working with its Member States to expand HIV prevention and treatment services based on global evidence-based interventions; while at the same time, ensuring universal access and coverage are guaranteed for everyone, including vulnerable populations.

He advised that as countries advance in the expansion and provision of high-quality HIV prevention and treatment services, it was necessary to note that achieving universal access and coverage requires a robust integrated approach. The approach should include integrating services for HIV within primary care facilities and other health conditions, such as other sexually transmitted infections that have not received the same level of attention as HIV. “Global evidence clearly

shows a link between STIs and HIV, and therefore an investment in STIs is an investment in HIV prevention,” stated Mr. Chambliss.

He explained that the integration of HIV with Viral hepatitis is of utmost significance as countries advance with the implementation of Pre-exposure prophylaxis (or PrEP) for key populations. “We know that both Hepatitis B and C are blood-borne, share similar modes of transmission as HIV, and affect key populations,” stated Mr. Chambliss. He said, “WHO estimates that Hepatitis C virus affects 2–15 percent of PLHIV worldwide and up to 90 percent of those are people who inject drugs.” He also emphasised that Chronic Hepatitis B viral infection affects an estimated 5–20 percent of PLHIV. Based on PAHO’s estimates for the Caribbean, there are approximately 887,000 people chronically infected with Hepatitis B and 240,000 with chronic hepatitis C. The profiles of these individuals are unknown. Therefore, integrating services for viral hepatitis with HIV will spotlight the public health problem while giving the Region better information on who is affected.

Dr. Douglas Slater, Assistant Secretary General, Human and Social Development, CARICOM Secretariat, applauded the Region’s Public Health workers.

He indicated that a key objective during this time is protecting the gains made in the HIV response as Public Health systems are challenged with managing COVID-19.

He also acknowledged the immense gains the Region has made in the HIV response.

“Through collaborative efforts of CARICOM-PANCAP and Member States, the Caribbean has seen significant achievements at the end of 2019, including a decline in overall

regional prevalence from 2.2 percent to less than 1.1 percent in 2019; a decrease in new HIV infections by 29 percent in the Region since 2010, a reduction in AIDS-related deaths by 37 percent since 2010 and total antiretroviral treatment coverage for the Region was 63 percent – 71 percent for women and 56 percent for men (compared to five percent in 2001).

Dr. Slater recognised the tremendous progress with the Elimination of Mother-to-child Transmission of HIV in eight countries, including Anguilla, Antigua and Barbuda, Bermuda, Cayman Islands, Cuba, Dominica, Montserrat and Saint Kitts and Nevis.

The ASG underscored that beyond COVID-19, the Region’s HIV response mandate had expanded significantly with the new targets set out in the UNAIDS’ “Global AIDS Strategy 2021–2026, End Inequalities, End AIDS.” He reminded participants that Member States have bold new targets and policies to be reached by 2025.

“We already have a roadmap for achieving the targets of the new strategy,” said Dr. Slater as he added, “the theme of ending inequalities and access to health for all is embodied in the PANCAP Model Antidiscrimination Legislation, which despite extensive engagement by PANCAP, has not yet been adopted by any Member State. Propelled by the new Global AIDS Strategy, it’s time that we change this.” Dr. Slater applauded the participants for their dedication to the HIV response stating, “I challenge you to ensure your voice is heard, as we face the challenges of COVID-19 and propel the Region’s HIV response to new heights of success.” (PANCAP)

By the first quarter of an hour into the match, the Kittians had already forced five corners which sum up

On resumption, Guyana made two changes in their push to get on the scoresheet, Jobe Caesar replaced Bayli Spencer-Adams, while Trayon Bobb came in for Omari Glasgow in the 46th minute.

It was a good move by the Technical staff as Caesar looked solid at the back and Bobb brought some energy in the offensive plays but the home team still kept the visitors at bay. On 67 minutes, the game was virtually sealed by St. Kitts when they scored their third goal, compliments of Romaine Sawyers whose shot evaded the defence and goalkeeper Kai McKenzieLyle who pulled off a few excellent saves including a left handed tip over the bar as he was falling to the ground.

With time ticking away, a few more fresh legs were introduced by Head Coach Márcio Máximo, Kelsey Benjamin coming on for Stephen Duke-McKenna in the 69th minute. Five m i n u t e s l a t e r, O s a f a Simpson was handed his first cap at this level when he

replaced Pernell Schultz.

Simpson brought some energy to the park for the Guyana side but they just could not get past the sturdy defence of the home team.

Another exciting prospect for Guyana as the team rebuilds, was introduced with 10 minutes to full time, the exciting and energetic Nathan Moriah-Welsh came in for Keanu Marsh-Brown.

He too was lively as Guyana looked more energised, engineering a few attacks but to no avail as the match ended 3-0 in favour of St. Kitts and Nevis.

Commenting on the game, Head Coach Máximo said that the team was put under pressure once again by conceding early goals. He reminded that this is a new generation that is being developed for Guyana and one must be patient with the process noting that experience cannot be bought in the supermarket.

Guyana will now turn their attention to Puerto Rico whom they play on Tuesday from 16:00hrs right here at Warner Park.

Russian tennis player Yana Sizikova arrested at French Open over match-fixing claims Daily Mail - Russia’s Yana Sizikova has been arrested at the French Open and placed in custody following match-fixing allegations from last year’s tournament, sources have confirmed.

The incident in question relates to a women’s doubles match at Roland Garros last

year between Romanian pair Andreea Mitu and Patricia Mari vs Sizikova and American Madison Brengle.

An investigation was launched after bookmakers identified irregular betting activity around the doubles match. It was claimed that hundreds of thousands of euros were bet on Sizikova

losing her service game.

The Russian - who lost the match with her partner on September 30 - hit two double-faults while she also failed to reach the ball after being forced back to the baseline, as the fifth game of the second set went the way of Mitu and Mari.

And after that game had

finished, the Russian returned to the court in between the change of ends to practice her serve, but struck another fault into the net.

And last September, French prosecutors opened an investigation into ’fraud in an organised group’ and ‘active and passive

corruption’ following the doubles match.

Now, according to a police source and the French tennis federation (FFT), the 26-year-old Russian has been arrested but they did not elaborate on the reasons.

A source with direct knowledge of the matter, however, said the arrest was

related to match-fixing allegations.

Coach Rogers appointed Consultant to BABA Aims to produce Olympic medallist & World Champion

By Sean Devers Ve t e r a n B o x e r a n d Hinterland Boxing Coach Orlon ‘Pocket Rocket’ Rogers, who is also the Manager/ Head trainer of the Pocket Rocket Boxing Gym was recently appointed consultant of the Berbice Amateur Boxing Association (BABA) by the newly elected president Roy Jafferali.

Rogers who is no stranger to the fistic sport, said he accepted the position after realising his hinterland job of spending two weeks in every region and riverain areas that he had formed and opened boxing gyms was making a positive impact.

Rogers said he had opened gyms in regions number 1,2,7,8,9,10 and some riverain areas like Wakapou Village, Orealla and Sipurita.

Rogers is at the moment training a small group in the Mining Town of Linden where he lived, and in region six in East Corentyne Berbice, where he has been appointed consultant.

His job in region six is to form and organize gyms and also coordinate and run all

the boxing gyms in that Region and so far he had already contacted the gyms he had formed previously in that region.

Rogers is very familiar with the ancient County and had created history when he travelled from his hometown Linden to Berbice to ply his trade of construction work.

Rogers was in Berbice from 2006 until 2013 where his gym carried the name Pocket Rocket Boxing Gym. Rogers has produced two National Champions in East Canje’s Derick Richmond, who is Guyana’s Super Middleweight Champion and Richard Williamson, Guyana’s Super Bantamweight Champion who hails from Angoy’s Avenue New Amsterdam.

The hard working Coach has also produced four top Professionals including female boxer Rewanna David, Keshawn Simon, Gladwin Dorway and Joel Williamson.

In the Amateur division Rogers produced top Amateur boxers in Berbice like Desmond Amsterdam, who is Guyana’ top Amateur Middleweight/ Light

Orlan ‘Pocket Rocket’ Rogers heavyweight Champion who is a member of the GDF in addition to the GDF pair of Kevin McKenzie and Julius Kesney and other boxers such as Jamal Eastman.

As the head trainer in Berbice, Rogers had won over nine Best Gym Awards and in 2010 he promoted the first ever professional and amateur boxing card at Rose Hall Canje.

Rogers has promoted boxing all cross Berbice from Skeldon to New Amsterdam in addition to the West Coast of Berbice from Ithaca to Paradise.

Rogers says he is willing to work tirelessly to fulfil his dream of producing an Olympic medallist and a World Champion.

Jayden Seales in Windies AJ Security supports WeCare InterTest squad for South Africa; Region Independence Softball Shai Hope, Roston Chase return Cup which starts tomorrow

- The 17-man squad will be trimmed to 13 ahead of the series opener ESPNcricinfo - Trinidad & Tobago fast bowler Jayden Seales has bolted into West Indies’ provisional squad for the forthcoming two-match Test series against South Africa in St Lucia. The 19year-old’s only first-class match so far was for West Indies A in New Zealand last December, and in all he has played only ten professional games at senior level.

Seales was particularly impressive in the Team H a m i l t o n v s Te a m Blackwood four-day intrasquad fixture more recently, taking 4 for 40 in the second innings, including the wickets of Shai Hope and Darren Bravo. He had first made an impression in the Under-19 World Cup in South Africa last year, claiming ten wickets in six matches at an average of 18.30 and economy rate of 3.89. He went onto bag a CPL deal with Trinbago Knight Riders, who have retained him ahead of the upcoming season.

Hope, Roston Chase, and Kieran Powell were also rewarded with spots in the squad for their performances in that four-day fixture. The aforementioned three players were not part of the squad for the home Test series against Sri Lanka recently. Jahmar Hamilton is the second wicketkeeper in the group behind Joshua Da Silva.

Hope’s last Test - and first-class fixture - was in Manchester in July 2020, but he returned to the squad on the back of 106 - the highest score in the Team Hamilton vs Team Blackwood match.

on a West Indies central contract last month, also returned to the Test mix after impressing both with ball and bat in the lead-up to the home season. After taking four wickets in the first innings for Team Hamilton, Chase closed out a threewicket win with an unbeaten 45 off 50 balls in the second.

Powell, who had top-scored with 95 in that innings, too, won a recall, after having played the last of his 40 Tests as part of a depleted side in Bangladesh in 2018. He replaced John Campbell who had managed only 68 runs in four innings at an average of 17 against Sri Lanka.

Seales bolsters the seam attack that already includes regulars - Shannon Gabriel, Jason Holder and Kemar Roach who is back from his stint with Surrey in county cricket. He brings with him strong form, having bagged a match haul of nine wickets in his most recent first-class game at The Oval. As for Chemar Holder, he was

unavailable for selection due to injury. Jomel Warrican will be assisted by Rakheem Cornwall and Roston Chase in the spin attack.

Marquino Mindley, who had recovered from Covid19, will remain in St Lucia along with fellow seamers Keon Harding, Preston McSween and Nial Smith to “assist the Test squad with their preparations,” according to a Cricket West Indies (CWI) statement.

The 17-man squad will be trimmed to 13 on June 7, three days before the tour opener at the Daren Sammy Stadium.

oftball players will once again get into action as WeCare Community Services and Promotions teamed up with several sports clubs in the various regions to stage the inaugural “Independence Inter-Region Softball Cricket Cup”.

The inter-region Independence Softball Cup is going to see teams in regions 3,4,5, and 6 in action at various venues across those regions. According to the organisers the competition had to be rescheduled for tomorrow because of the heavy rain fall for the past week.

AJ Security Company of New Amsterdam, Berbice has given its support to the event. According to the Director of the firm Mr. Aubrey David, his company is pleased to be associated with the inaugural Independence Cup. Mr. David went on to say that sports is a major part of our everyday life and it keeps the body fit, while it gives the youths at the grassroots an opportunity to showcase their talent and potential in the game.

The director said that as part of his company’s corporate responsibility he is very much pleased to support the competition and wish all the players and their teams well in the competition.

The company will also provide t-shirts for the officials during the competition.

The Independence Softball Cup will be played in region 6 at the Lochaber ground, in region 5 at the Bush Lot Sports Club Ground, region 4 at the

There will be over $200,000 in cash and trophies to be awarded to the winner, runner-up, man of the series, best bowler and batsman in the tournament, man of the match in the final, most sixes hit in the final and man of the match in all the games.

BCB unveils massive developmental programmes for next four months - Hetmyer Trust Fund to distribute $3M worth of food hampers

T

he Berbice Cricket Board has unveiled major developmental plans for the game in the Ancient County after its monthly executive meeting o n Tu e s d a y l a s t . T h e executives under the chairmanship of President Hilbert Foster approved a number of plans for off the field events as rain and the covid 19 pandemic continues to affect the hosting of the board’s cricket tournaments and programmes.

The BCB in 2021 had successfully completed the hosting of nineteen finals and has another twenty three tournaments are on hold.

Foster disclosed that the proposed hosting of the BCB Semi Professional League would be postponed until next year due to the pandemic. He stated that with the roll out of the G o v e r n m e n t Va c c i n e programme, he was confident that cricket can restart later in the year but

BCB President Hilbert Foster there would not be enough time to organise the historic tournament.

The SPL would have involved twelve first teams playing in a semi professional structure with players for the first time in Berbice receiving a stipend for playing along with attractive prizes.

The BCB President stated that instead the BCB would concentrate on coaching programmes across the county, the publishing of several publications including its first ever coaching manual

for youth cricketers, the hosting of several mini academies and assisting clubs/youth cricketers as much as possible.

by Level three coach Winston Smith would visit We s t B e r b i c e , N e w Amsterdam/ Canje and Upper Corentyne sub areas to host one day coaching clinics for a combined 120 youth cricketers with special emphasis been placed on physical fitness, batting and bowling.

The BCB would also host four different two days cricket academies across the county during the month of August. These coaching outreaches would be held under the Dr Tulsi Dyal Singh Coaching Project.

The board is also working on obtaining four more cricket pitch covers.

Foster noted that the board already have one cover but is working to obtain four more and has already received financial support for one from a friend of Berbice

Cricket living in Australia, who has also committed to raising the necessary funds for the other three. The covers when acquired would be placed in each of the four sub associations to enable the board to host finals and other major matches without fear of the weather.

First division clubs in the county are also expected to receive assistance from the BCB Patron’s Fund along with dozens of less fortunate youth cricketers. The Patron of the board, Minister Vickram Bharrrat, has already committed himself to making the fund a success during the period- July /August.

The BCB would also create history with the publications of two booklets within the next two months.

The first would be a coaching manual for junior cricketers which would allow them to train alone at home and allow them to work on their game on a regular basis.

Foster stated that with the covid19 crisis affecting the gathering of a large amount of players on a regular basis, the booklet, which would be prepared by a panel of highly qualified coaches, would be a major boost to the county coaching effort.

The BCB would also be publishing a thirty page booklet that would highlight one hundred of the county’s most promising youth cricketers. The main objective would be to showcase the large pool of talent in the county and open more opportunities for the players.

Other projects that were approved by the executive committee were Tribute to Umpires, Induction of six awardees into the BCB Hall of Hall of Administrators, 2021 Father of the Year and

the setting up of the Michael Ramdeen Trust Fund. Under the Fund, former Berbice player Kevin Ramdeen would assist a youth cricketer with a cycle to attend cricket practice and school in memory of his late father, who was actively in cricket administration in Berbice. Ramdeen has committed to doing so on a monthly basis for the rest of the year and to make it a long term project.

Meanwhile, West Indies middle order batsman Shimron Hetmyer has joined hands with the BCB and the Rose Hall Town Youth and Sports Club to donate three million dollars worth of food hampers across the county to families affected by flood.

The distribution of the much

needed hampers would be done under the Shimron/ Nirvani Hetmyer Berbice Cricket Trust Fund. The Hetmeyers contacted BCB President RHTYSC Secretary Hilbert Foster with the offer to assist and he readily agreed. Distribution of the hampers would start over the weekend.

Close to one thousand families are expected to benefit and Foster disclosed that the board would be using its network of clubs to reach those most affected by the widespread flooding that has affected the entire county.

Hetmyer stated that he has the fullest confidence in the current administration of Berbice Cricket and he wanted to make a positive difference.

Eight Linden schools in GTTA’s Development Drive Christianburg S e c o n d a r y, H a r m o n y S e c o n d a r y, Wi s b u r g S e c o n d a r y, K w a k w a n i Secondary, New Silver City, Linden Foundation Secondary, McKenzie High and Christianburg Primary were the recent beneficiaries of Table Tennis equipment.

The schools received the equipment through partnerships with the G u y a n a Ta b l e Te n n i s A s s o c i a t i o n ( G T TA ) , teamed with the Linden Table Tennis Steering C o m m i t t e e ( LT T S C ) , Department of Education Region 10, Lindley Langhorne and Coach Shavin Greene.

The provision of the equipment that forms part of the GTTA’s strategic and decentralisation plan is to provide resources to aid in accelerating the growth and structure of Table Tennis in the region.

It is also geared to provide students from the nucleus of schools earmarked, equitable access to the sport as part of the developmental plan.

Greene, who is an International Table Tennis Federation (ITTF) Level One Coach and General Secretary of the LTTS, has commenced work with the students, orienting them to the fundamentals of the game over the past few weeks.

Students of Linden Foundation Secondary would be eager to enhance their skills in the sport. physical education SchoolBased Assessment projects, following strict COVID-19 guidelines.

Green outlined that the provision of the equipment is truly a significant boost for the sport in Linden, since they now have the facilities to conduct training programmes for the students at these schools.

He added they would be able to create school teams to have inter-house and interschool competitions at the various age group.

At the Steering Committee level, Greene said they would be able to have a nucleus of students who can be earmarked for

further training, development and representation of the region, with a view to possible national selection.

The Coach outlined that the students were truly ecstatic at being able to have the facilities to practice and play the sport, while it is heartening to see the number of female players practicing and signing up for the sport at the Linden Foundation Secondary.

The plan is to have McKenzie High and Christianburg Secondary be made the two hubs in the region.

According to Greene, “One of the key areas that I

have discussed with the GTTA President [Godfrey Munroe] is for us to look at how we can commence targeting a few of the larger Primary Schools in the region so we can commence

unearthing the talents at a younger age.”

Discussions were also held on the further training of teachers and hosting of ITTF coaching certification programmes to certify more

coaches in the region and outside of the region, which Greene said was key to getting persons to assist with coordinating, managing and supporting the sport in the region.
