Guyana needs robust institutions, transparent regulatory practices if citizens are to benefit from oil wealth President, Irfaan Ali

u y a n a ' s significant oil and gas resources have resulted in international bodies as well as local officials labelling the country as the fastest growing economy in the world.

In a recent press statement Norwegian group, Rystad Energy highlighted that Guyana has entered the big league as oil and gas revenues break US$1 billion this year and is expected to grow to US$7.5 billion in

2030. Rystad Energy is an independent energy research and business intelligence company that provides data, tools, analytics, and consultancy services to the global energy industry.

Guyana's positioning as the fastest growing economy in the world is mainly attributed to the significant number of finds by American oil giant, ExxonMobil subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), on the prolific Stabroek Block, which spans more than six million acres in the country's Exclusive Economic Zone (EEZ).

EEPGL is the operator of the country's richest oil block, which is estimated to hold nearly 11 billion barrels

With two oil ships, namely the Liza Destiny and the Liza Unity in operation and producing approximately 360,000 barrels a day, Guyana's growth rate is forecast to jump beyond the projected 49 percent stated by the World Bank.

Rystad reported that powered by the Stabroek Block government revenue from domestic production is on track to break the $1 billion mark this year. “Low break evens and belowaverage emissions intensity in the Stabroek will propel Guyana from a relatively small producer to a global leader in the coming years,

s olidifying the country's position as a competitive and policy-friendly player for offshore production,” the Norwegian group reported.

According to Rystad the Guyana's take (royalties, profit sharing and taxes) from production is expected to increase until 2025, reaching US$4.5billion annually. Notably, it was stated that triggered by a forecasted drop in oil prices and continued spending on the field's development – the country's revenue will fall to US$2.8 billion in 2027.

It was also stated that production growth is set to accelerate with the revenue

momentum resuming as new pre-Final Investment Decision (FID) projects are sanctioned and brought online, leading to peak government revenues of US$16 billion in 2036. Also, Rystad stated that the recent spate of prolific discoveries and the steady pace of FIDs position Guyana to reap the rewards of these finds with cumulative revenues totaling US$157 billion by 2040.

Guyana is forecast to produce 1.7 million barrels per day (bpd) of oil by 2035 – not accounting for as-yet undiscovered volumes – propelling the country to the fourth position on the list of the largest global offshore oil producers, leapfrogging the US, Mexico and Norway.

Stabroek Block remains key to success as ExxonM boasts of US$17.8B profits in second quarter alone Even as Americans and Guyanese continue to struggle with the effects of inflationary pressures on their pockets, giants like Exxon Mobil Corporation have emerge unscathed as the multinational announced on Friday that it was swimming in estimated secondquarter 2022 earnings totalling US$17.9 billion, or US$4.21 per share.

The company said secondquarter results included a favourable identified item of nearly US$300 million associated with the sale of its Barnett Shale Upstream assets. It noted that capital and exploration expenditures were US$4.6 billion in the second quarter and US$9.5 billion for the first half of 2022.

“Earnings and cash flow benefited from increased production, higher realizations, and tight cost control,” said Darren Woods, Chairman and Chief Executive Officer. He added, “Strong second-quarter results reflect our focus on the fundamentals and the investments we put in motion several years ago

and sustained through the depths of the pandemic.”

Woods further noted that key to its success is continued investment in its advantaged portfolio, including Guyana, the Permian, global Liquefied Natural Gas (NGL), and in its high-value performance products, along w i t h e ff o r t s t o r e d u c e structural costs and improve efficiency.

The CEO said, “We're also helping meet increased demand by expanding our refining capacity by about 250,000 barrels per day in the first quarter of 2023 representing the industry's largest single capacity addition in the U.S. since 2012. At the same time, we're supporting the transition to a loweremission future, growing our portfolio of opportunities in carbon capture and storage, biofuels, and hydrogen.”

Turning to details of its financial performance, Exxon said its second-quarter earnings of US$17.9 billion is significant when compared with US$5.5 billion that was made in the first quarter of

ExxonMobil Corporation Chairman and CEO, Darren Woods 2 022. Excluding identified items, it said earnings of US$17.6 billion increased US$8.7 billion from the prior quarter, driven by a tight supply/demand balance for oil, natural gas, and refined products, which have increased both natural gas realizations and refining margins well above the 10-year range.

It was further noted that its cash increased by US$7.8 billion in the second quarter, as strong cash flow from operating activities more than covered capital investments and shareholder distributions. Also, free cash flow in the quarter totaled US$16.9 billion while shareholder distributions were US$7.6 billion for the quarter, including US$3.7 billion of dividends.

In Guyana where ExxonMobil's subsidiary operates the Stabroek Block, there are four sanctioned projects. The Liza Phase 1 development, which began production in December 2019, reached its new production capacity of more than 140,000 gross barrels of oil per day in the second quarter of 2022 following production optimization work.

The Liza Phase 2 development, which achieved first oil in February 2022 utilizing the Liza Unity FPSO, reached its production capacity of approximately 220,000 gross barrels of oil per day earlier this month. The third development

at Payara is on track to come online in late 2023 utilizing the Prosperity FPSO with a production capacity of approximately 220,000 gross barrels of oil per day.

The fourth development, Yellowtail, will be the largest development to date and is expected to come online in 2025, utilizing the ONE GUYANA FPSO with a production capacity of approximately 250,000 gross barrels of oil per day.

At least six FPSOs with a production capacity of more than 1 million gross barrels of oil per day are expected to be online on the Stabroek Block in 2027, with the potential for up to 10 FPSOs to develop gross discovered recoverable resources.

The Stabroek Block is 6.6 million acres. ExxonMobil affiliate Esso Exploration and Production Guyana Limited is operator of the oil rich concession and holds 45 percent interest.

Hess Guyana Exploration Ltd. holds 30 percent interest and CNOOC Petroleum Guyana Limited holds 25 percent interest.

ExxonMobil conducting assessment of Guyana's ailing fisheries sector …refuses to disclose consultant, scope of study

il giant ExxonMobil has commenced an assessment of Guyana's ailing fishing industry, but the company is hesitant to disclose which consultancy firm has been hired to undertake the job, and more importantly, the scope of the studies.

I n t h e Ye l l o w t a i l Environmental Permit, signed on March 30 by ExxonMobil Guyana President, Alistair Routledge, the company agreed to conduct an “updated targeted marine environmental baseline studies program to develop a robust understanding of the marine environment within the Area of Influence (AOI) of the Yellowtail Project.”

To that end, Esso Exploration and Production Guyana Limited (EEPGL)- the subsidiary of ExxonMobil- was required to, within 60 days of receiving the Permit, submit the Terms of Reference (ToR) or the scope for five different environmental studies.

The assessments that were ordered by the Permit includes a Benthic Habitat and Fauna Study; Sediment Quality study; Marine Water Quality Study; Fisheries Stock Assessment and Impacts; Ecosystems Services and Dependencies and any other baseline study or social study that may be determined by the

Environmental Protection Agency (EPA).

The oil company was reluctant to say whether any additional studies have been ordered and noted that additional questions should be directed to the EPA. Kwesi Isles, a Media Relations Advisor at ExxonMobil Guyana would only say, “We have submitted the Terms of Reference for the various studies required.

Two of them have been approved by the Environmental Protection Agency and are being progressed.

The remaining studies will start once the requisite approvals have been secured.”

He clarified that the two approved studies, “being progressed” are for the Fisheries Stock Assessment and Impacts Study and the Ecosystems Services and Dependencies Study.

Even though fisherfolk across the country have been complaining of lower fish catch, the government has been defending the oil company, insisting that the offshore operations were not to be blamed, but rather climate change.

In fact, the Minister of Natural Resources, Vickram Bharrat only last week stood in Parliament arguing that the oil company's operations should be forcing fish into fishermen's nets.

Guyana's coast, in a depth of over 5000 feet of water. To this end, he reasoned, “Mr. Speaker it's hard to fathom that we have the kind of fish that we would catch in Guyana swimming and feeding in 5000 feet depth of water. I think it is almost impossible to do so.”

In this regard, Bharrat said it would not be justified to blame the oil production activities for the decline in fish catch. “I don't think it's quite justified, as a matter of fact and based on my own layman argument- and I often give this argument to people when I am speaking that- if the drilling and the exploration activities offshore 100

miles out, 5000 feet deep and you have exploration activities' vibrations, what should happen based on our commonsense is that it should actually chase these fishes closer to shore, into the nets rather than away,” Bharrat pointed out.

Earlier this year, complaints of declining fish catch had triggered an assessment of the situation by the Food and Agriculture Organization (FAO). The study, though handed over to the government, is yet to be shared with the public. So far, the Minister of Agriculture, Zulfikar Mustapha has noted that the reduced fish on the markets was not as a result of

Exxon's operations, but rather climate change. It was back in May that the Minister made this announcement and promised to release the document, but to date the study has not been shared. In the meantime, the FAO after being called upon by Environmentalist Simone Mangal-Joly to release the document, explained that the study was “rapid” and used information that is already available.

FAO Assistant DirectorGeneral and Regional Representative for Latin America and the Caribbean, Mr. Julio Berdegue, in his response seen by Kaieteur News told Mangal-Joly that “The technical analysis in question was requested by Guyana to contribute to its understanding of these complex catch issues and support decision-making. It is a rapid assessment of reported issues related to fisheries catch between 2020 and 2021 and is based on available data.”

To qualify the conclusion, Berdegue added that “as a specialized agency of the United Nations, FAO adheres to strong scientific principles, and employs the highest professional standards in analyzing and disseminating available data. Former EPA Head Adams naming names

D

r. Vincent Adams, former Executive Director of Guyana’s Environmental Protection Agency (EPA) is neither pulling any punches nor taking any prisoners. Dr. Adams is naming names, and he has identified some senior people in his short list. They are men of standing in this country who were present in discussions and developments relative to this burningly dangerous issue of full liability coverage by ExxonMobil in the event of an oil spill occurring (“Bank of Guyana, Insurance Association, must come clean on oil spill coverage talks -Former EPA Head accuses Govt. of deliberately keeping documents from citizens” -KN July 28). And he has also gone as far as reminding a foreigner, an ExxonMobil Country Head in Guyana, as to his presence and role in the exchanges over full coverage liability for an oil spill.

Dr. Adams is asserting that Dr. Gobin Ganga, Governor of the Bank of Guyana, was present at the talks about oil coverage insurance. He notes also that Mr. Bish Panday of the Insurance Association of Guyana was at the gatherings.

And, the former EPA chief pointed out that Mr. Rod Henson, the then Country Head of ExxonMobil’s operations in Guyana was very much part of the same discussions.

Guyanese born Dr. Adams is calling out two of his fellow Guyanese and a very senior American who once led the way here for his company.

Now we have some questions for all those involved, who should be paying the closest attention to all of these development on full liability coverage, as continually highlighted by this publication.

First, who has it right, meaning, in terms of memory and accuracy? Second, and more specifically, who was there or not there, regarding their participation and, hence, full knowledge? Third, is Dr. Adams making up stories and smearing others, who may be totally out of the know with those deliberations? Fourth, is he exaggerating or polishing up his narrative to suit his own interests, and no caring about who is besmirched in the process?

What we do know falls into a certain pattern. It is not the first time that Dr. Adams has made such claims, laid out what took place, and where he stood. In fact, he has challenged this government on more than one occasion to come clean, and present the facts, as they unfolded. It is precisely the same thing that he is doing today, with one significant difference.

Dr. Adams has actually gone to the trouble of naming names, the names of those who were present, who were active participants in the discussions, and who cannot claim not to know.

We don’t think that the former EPA head is either cocksure, or that he is suffering from any spell of delusion.

Rather, it is our belief that what he has placed in the public domain frankly and fearlessly stand on the merits. The records should attest to the truths (or falsity) of what this bold Guyanese who was there is claiming.

The documents surrounding the meetings ought to be present. As Dr. Adams has said time and again, there should be several email chains, there must be electronic calendars with schedules of meetings planned and that did occur. In addition, one would think that the archives from several years ago would have their own disclosures to make.

While there is a time for secrecy and confidentiality, and the protections both provide, there are those occasions that call, if not demand, that the record be set straight, and that it be done publicly.

We understand that some issues are so sensitive that the standard is that it is better not to leave any paper trail, any evidentiary chain, that could come back and hurt badly.

It goes without saying that meetings and discussions about full oil spill liability coverage, as to be absorbed by ExxonMobil doesn’t fall into such category. More tellingly, there is the gravest dangers posed by a potentially massive oil spill, something which no Guyanese in his or her right mind would wish for this country and its neighbours.

This is why we say the names mentioned and the Guyana Government all must come clean and speak up to confirm the truths of what was discussed.

Questions for our retired Asst. Police Commissioners DEAR EDITOR, I have observed that there appears to be an erosion of many aspects in our law enforcement community. As such, please permit me to ask some questions of our esteemed retired Assistant Commissioners Paul Slowe and Clinton Conway. Both of these men have served with distinction in our police force, and are considered experts in their field.

1. Many countries in the world keep vital crime statistics that show crimes committed by race, class and creed. In lieu of many interracial crimes in our country, do you believe that it would be helpful for the police force to keep an ongoing record of crimes committed by each respective race as well?

2. If a mob of one racial group attacks another innocent bystander racial group, do you believe this criminal matter should be

classified as a “civil rights” violation?

3. If a politician in the government appears to have been caught soliciting a bribe, is this act alone sufficient for an arrest? What is the standard and protocol for any possible prosecution of this individual?

4. Is it illegal for someone who lives and works internationally to come to Guyana, and publicly calls for the people of Guyana to UNDERMINE the government and for there to be a REVOLUTION against the government? If you were in the police force right now, would you ignore these exhortations or would you arrest the inciting party?

5. Are you in favour of politicians publicly calling their opponents racial epithets in nightly open forums? Do you believe this behaviour foments division and amplifies racial

insensitivity?

6. How is the police force trained to handle public protests, and can you explain what may be the possible reasons for the police to not defend innocent citizens who are attacked by a violent mob ?

7. There are citizens of foreign countries who mock our legal system and proclaim that they do not have to abide by our laws.

Yet, they sue our citizens and government for monetary gain.

Do you believe that these people should be barred from bringing lawsuits against Guyanese here, when there is no reciprocity?

8. What is your opinion of current police officers who may be leaking private police information to outside people with nefarious intentions? And do you know anyone who currently engages in such behaviour?

9. What is your opinion of current or retired police officers publicly fraternizing with fugitives who are wanted by the Guyana police force? Do you believe that such behaviour undermines morale within the police department, and sends a bad message to fellow police officers?

10. Do you believe that it is hypocritical of police officers who eschew prudent police behaviour, to openly frolic with known fugitives?

I am confident that you both will respond to these questions because of the following reasons ; (a) You are career law enforcement officials that care about the image of the police force and (b) You do not only take the easy questions, but love of country will guide you to answer hard questions as well.

Transparency and inclusion two constant American themes DEAR EDITOR, I feel like an American Government spokesman.

Using recent months, powerful agents of the U.S. government have been constantly pounding on two primary themes with significance for Guyana, where things are on both.

Those themes are transparency and inclusivity (sometimes ‘inclusion’ or ‘inclusive governance’).

As presented repeatedly, transparency and inclusion are desperately needed here, and could be the differencemaker for this society. What is noticeable is that the agents employed by the United States are not regular bureaucrats, but the most high-ranking ones.

Many Guyanese know that U.S. Ambassador, Ms. Sarah Ann Lynch, has gleamed with calls for transparency and inclusion in Guyana. She has been tireless with Washington’s messages of the things draining the lush promise of Guyana.

Ambassador Lynch is the messenger bringing news that PPP Government leaders don’t appreciate. She has persisted: get used to it; be able to take good with bad.

The good was support during the 2020 elections season, with the PPP where it is. No secrets or surprises there.

Now, the issues of transparency and inclusion, and the absence of both here, must be articulated with persistence and potency.

This is what Ambassador Lynch has made her duty, her priority. But this stalwart American public servant is not alone, which should emphasize to all that the issues highlighted must be so, because we so lack them.

This is given the other Americans these urgings are coming from, no matter how finessed the language, and official public communications.

A higher-ranking American joined the call for transparency and inclusivity in Secretary of State, Anthony Blinken. He put those squarely on the table.

If skunks (locally‘crab dawg’) must have the prized seats in the room, then that’s that, no matter how smelly.

Because the PPP Government’s leadership has been so doggedly stubborn where transparency and inclusion are concerned, then the Americans realized that they must be unrelenting.

They are.

Because when I thought that the most senior American to weigh-in on the two themes would be Secretary Blinken, matters went still higher. American Vice

President, Kamala Harris, also joined the chorus of ranking U.S. voices pressing for transparency and inclusion.

Politically, there was a small bow to ‘more’ transparency, which infers maybe a little bit present, but the insistence is for more, given the full range of intensifying circumstances, much, much more on both counts is required. Separately, I mention that the heritage of Vice President Harris ought to instill in her the knowledge of what could and do go wrong for people of a certain stripe.

In her case, she possesses two stripes (colors, tribes, demographics) to speak authoritatively about transparency and mostly for inclusion. Despite her troubles, VP Harris is arguably better than most to speak of inclusion; and when she speaks it is coming from the White House. Now the only leader left to pronounce on transparency and inclusion in Guyana (their conspicuous absences) is President Biden.

Swiftly, I remind of the contributions of USAID and the British High Commission on the two issues pinpointed today. Contribute they did, from under different umbrellas. Now, however, I pause to knit together a few things starting with Guyana’s

President Ali. He says that transparency and inclusion are the standard under his government. Regard for my brother and leader prevents from employing the derogatory. All I offer is that if this is so, then the Americans shouldn’t have any problems. The fact that they keep beating transparency and inclusion drums tells a simple story. It just aint so, bro.

Moreover, it is savagely ironic that the three areas that President Ali committed to prioritize in his inaugural address almost two years ago, he has failed miserably at all three.

They were transparency, unity, and accountability. I assert that when there is true transparency, there is the open book as to whether inclusivity and unity are fantasy or reality.

I contend further that when there is a high degree of transparency, it follows that there is more accountability, which means a greater probability of less corruption. Because there are so many reports (PAC, media, complaints) and seasoned conclusions of citizens about corruptions, secrecies, and leadership deceptions, it stands to reason that transparency and (Continued on page 5)

Cash grant programmes not properly thought out, being run by politicians who cannot mend their corrupt ways DEAR EDITOR, This Government has been spending enormous sums of monies to fill the pockets of the small man and provide a catalyst for economic progress. This is most commendable. Despite this there has been countless dissatisfaction and vociferous condemnations from these very people who are the supposed to be the beneficiaries and the general public.

With good intentions, the Government rolled out the flood relief which saw billions of dollars being spent but

many persons complained that those who deserved the monies and are farmers did not get the relief whilst many who planted nothing received the relief. It was alleged that friends and cronies of lower tier officials of the PPP benefitted more than others.

This was aired ad nauseam by Dr. Ramayya on his program ‘Issues of the People’ and he would have blamed the very people who were tasked with the investigation and the submission of persons affected. Earlier this very same scenario played out with the Covid-19 Relief Cash

Currently, the Government is rolling out its Part-Time Job Program which should have brought immediate relief to 10,000 unemployed persons.

The form clearly states that unemployed persons between the ages of 18 to 55 should be the intended beneficiaries. But there are many persons who are currently employed in the Program who should not qualify based on the criteria for employment. There are many who are employed in entities such as Guysuco and are now part time workers.

Then there are some who are employed and their wives are employed on the Program.

Then there are some who are

pensioners who are over the age of sixty. Many unemployed persons are thrown aside in favor of friends and cronies. But to make matters worse many of the part Time workers barely work one or two hours per day for the ten-day period.

The working period should be 10 days at 8 hours per day, or a total of 80 hours per month. Many of these persons are poorly supervised and some do not turn up for work but are marked present, this means that they will be paid. This is the biggest fraud to date and will cost the Government hundreds of million per month.

It is clear that these programs are not properly thought out and are implemented by some politicians who cannot mend their corrupt ways. There is

no transparency and accountability.

This Government should have employed qualified people independent of politics to implement and oversee these programs and it is only then that these initiatives will be free from controversies and condemnations.

The Ministry of Finance should

have been involved and not only be involved in making payments. As it is there are many disgruntled persons who may take their votes elsewhere in 2025. PPP beware of these lower tier corrupt officials. Listen to Dr. Ramayya.

A crime was committed DEAR EDITOR, Shouldn’t the ‘romantic bandit’ be charged for pretending to be a man. Isn’t that sexual impersonation, a criminal offence? While the matter has been dropped as full repayment was made, still a crime was knowingly committed and at the very minimum the ‘bandit’ should

have been made to do some form of community service as a way of seeking pardon from society. A strong message needs to be sent to persons bent on executing this type of crime. As for the victim, as the saying goes, a fool and her money are soon parted.

“A need for a brief history of Guyana, from Dutch to British” DEAR EDITOR, I found it somewhat surprising that there is a lack of information of Guyana’s history, and a clamoring for such information, on the Guyana Social Media pages.

If you publish this brief history, I think it will be helpful especially to the younger generation of Guyanese: Note that what is today Guyana, was once three legally separate colonies, Essequibo, Demerara, and Berbice.

The Dutch was the first colonizers as they established their first trading post in Essequibo in Fort Kyk-OverAl (“See over All”) trading with the Amerindians. It was constructed in 1616 at the intersection of the Essequibo, Cuyuni and Mazaruni rivers.

This trading post became the Dutch West India company, and soon acquired and developed the colony of

Berbice. The Demerara colony, as an adjunct of Essequibo colony developed later.

The colonies changed hands a few times (Dutch, French, British) until the British finally took “permanent” control from the Dutch in 1814; in 1831 the three colonies, all British possessions then, were united to form British Guiana.

The Dutch had introduced the plantation system and sugar into the colony and the British continued the system.

Since the Netherlands was an artificially created land, half of which lies at or below sea level, the Dutch were historically experts at reclaiming land from the sea, building dikes (Kokers) and creating polders and navigable streams. They brought that

skill to bear on the early Guiana, reclaiming the land/soil from the swampy coastal areas. These irrigation schemes drained the land and stopped, then reversed the salty ocean water from invading the coastal plains. Continual washing out of the salt by rains and inland “sweet water” eventually made the costal belt ideal for sugar plantations.

Each plantation required a sea dam (seawall) and also a back damn parallel to it and two connecting sideline dams to complete the rectangular folder.

To t h i s d a y w e recognize names like Side Line Dam, and Backdam! The Dutch provided the technology, and the slaves provided the labor.

Walter Rodney: “…it is estimated that slaves moved 100 million tons of heavy

waterlogged play with shovel in hand while enduring conditions of perpetual mud and water”. You will notice that most villages have Dutch names (did you know that Georgetown was called Stabroek by the Dutch, and changed to Georgetown by the British?).

The most significant Dutchman in Guiana’s history was the Governor of Essequibo from 1742-1772, Laurens Storm Van’s Gravesande. He was the first to import black slaves and British settlers from the Caribbean. He also began later the development of Demerara, which had great potential for sugar cultivation since the land was flat. He began the Dutch coastal reclamation project mentioned above.

Back to the British (1814): in 1838 there were 175 sugar estates! By 1884, that number

was reduced to 105 due to abandonment and ownership consolidation; by 1904 the number was 46!.

Two companies, Booker Brothers and John McConnel & Co were the dominant sugar companies in British Guiana.

In 1814 British enterprising merchants moved quickly to exploit the colony’s natural resources.

The Booker entrepreneur brothers were Josias, George, and Richard. Josias was first to arrive in Demerara - in 1815.

After a few years Josias and his brothers set up several merchant trading houses in England as they foresaw a lucrative trade in sugar and rum in Guiana. In 1834 they formed Booker Brothers & Co. They joined forces in 1900 with John McConnel & Co to form “Booker Brothers John McConnel & Co.” (soon generally known simply as

“Bookers”). They were, almost literally, the owners of British Guiana from that date until independence in 1966.

Slavery, then Indian Indentureship: The African slaves were “emancipated” by the Emancipation Act of 1834. However, they were not exactly freed then, as the 1834 Act stipulated the slaves had to serve 4 additional years of “apprenticeship” before they were fully free in 1838. Now, fatefully for our Indian history, on May 5, 1838, the first batch of Indian Indentured immigrants landed in Guyana. On that day the British ships, the Whitby and the Hesperus, 184 years ago - landed on the shores of British Guyana with a cargo - our fore parents — of 396 Indians, 18 having died on the way. Only 5% were women, or just 22 out of 396.

ERA of windfall oil profits is Witnessing acts of here: A compelling reason cruelty and mental health to demand renegotiation DEAR EDITOR, This is a front page story today in NYT: Exxon and Chevron Report Record Profits on High Oil and Gas Prices; The energy industry’s windfall has followed a spike in prices, resulting mostly from Russia’s invasion of Ukraine, and a global economy rebounding from the coronavirus pandemic.

I could never fathom Mr. Jagdeo. Who says he is the smartest politician in Guyana?

Here we have a contract signed in 2016 under funny circumstances. I mean it was not negotiated, not read - but signed. Minister Trotman said somebody very powerful (never provided name) “instructed him to sign”. That must be a powerful person but he himself never read the contract.

So, what is the basis for him to instruct Trotman to sign? Mr. Jagdeo ascended to power in 2020. And, although he condemned the contract in the run-up to the elections, he now not only embraces the contract, but also vigorously defends it.

Somebody could easily advise him to “stan quiet”.

That’s more honourable. Be quiet, lest you be seen as a VP of Exxon, or worse, a Sellout.

world conditions change. Oil Prices are now averaging $100 a barrel. (When it was signed it was $65). Isn’t this a good enough reason to approach Darren Woods - and ask him to agree to a sit down meeting and talk about how to make this contract a little more equitable for the Guyanese people.

WHAT IS SO UNREASONABLE about asking him to share the windfall portion ($100 - $65) with the Guyanese people?

After all, Guyana is the owner of the resource. We just hire them to drill for the oil.

Unfortunately Trotman did not read - and signed a lopsided contract. Does this mean we are stuck?

The contract does say it can be renegotiated, providing both parties agree to do so. It is Mr Jagdeo who strangely embraces the idea that the Contract cannot be renegotiated. A head-of-State is duty-bound to articulate reasons for renegotiation. Not reasons not to renegotiate. A head-of-State has a responsibility to get the best price - Fair Value - for our natural resource. Not to abdicate responsibility by claiming it was signed by previous govt - and to say to the nation “I am helpless”.

That position is scandalous -

Mr. Jagdeo and delegation are in the capital of the United States this past week meeting Secretary Anthony Blinken and Congressmen.

Did he bring up this lopsided oil contract - and ask for support to help Guyana renegotiate a Fair Contract?

Not a word about this matter.

Editor, permit me to repeat here: On 11 BB times 4.25% times $65 = $30 billion. If the calculation is done on the new average price of $90 a barrel, it comes out to $42 billion.

This is what Guyana is losing/ foregoing when Guyana’s royalty rate (2%) is compared to Suriname’s 6.25%. Guyana cannot afford to lose so much money.

Whatever happened to the principle of decency and Fair Value?

There are several other egregious items in the contract that need to be renegotiated. Oil companies pay no profits tax but they collect tax receipts. This is a blatant fraud that got embedded in the contract. Mr Jagdeo is defending that too.

It is time President Irfaan Ali takes charge of his Administration - and summons the courage to demand renegotiation of a very lopsided oil contract.

DEAR EDITOR, With the advent of groups and individuals advocating for improved animal welfare and the growing support countrywide it is evident that the people want change.

Communities want a better environment free of suffering, sick animals and to ultimately curb cruel practices and abuse. The growth and spread of awareness for good animal welfare puts the spotlight on the overlooked harsh lives and working conditions of working animals. With the use of social media, cruel acts and abuse seen countrywide are broadcasted which would have otherwise gone unknown and the general consensus is to arrest the growth of this abhorrence which has an impact on mental wellbeing as a result of witnessing acts of cruelty and unnecessary suffering of animals.

Research indicates the existence of compelling evidence linking cruelty to animals to violence in humans. Like other forms of abuse animal abuse is about power and control over a helpless victim. A society which allows animal cruelty to be practiced with impunity, handicaps the growth of moral virtues of empathy, tolerance, compassion, kindness, fairness, selfcontrol and care.

The lack of action by authorities to confront acts of cruelty and abuse forcibly subjects the mental wellbeing of its people to maltreatment.

Cruel treatment and harsh lives of working animals are often dismissed as characteristic of “making a living”; a primitive inherited economic justification which can no longer be upheld if a society is poised to develop culturally, economically and socially and plans to advance the conservation of the environment.

Subjecting citizens to witness and accept this abhorrence can provoke negative long and short-term effects on mental wellbeing.

Animal cruelty is a form of family violence; a catalyst for the cycle of violence and societal issues. Whether a person is a witness or direct recipient of abuse the impact is similar in nature such as depression, anxiety, delinquency, low self-esteem, self-destruction and risk taking.

Authorities must act and address the prevalence of cruelty to animals especially working animals witnessed daily through overloading and overworking often resulting in death of the animal due to exhaustion and

negligent healthcare such as was in the case where an overworked pregnant horse collapsed and died in front the National Stadium Providence; whipping and flogging of the animal when it cannot pull extreme weight with improper equipment.; unsupervised roaming of the public roadways compromising public safety; often a cause of vehicular accidents.

Often irresponsible and negligent owners of animals are not held to account for injuries and damages which put the animals at risk of abuse by angry distressed victims when the owners continue to operate with impunity.

Change must come whether it requires revising existing legislation regarding cruelty to animals and enforcement of same. Last but not least stakeholders and enforcement mechanisms must cooperate as partners to achieve desired goals for healthier environment and happier communities.

Govt. exposing future generations to untold danger as ExxonMobil allowed to pay 'next-to-nothing' fines for flaring The Government of Guyana (GoG) often boasts of the fine ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) is subjected to for flaring of natural gas offshore Guyana.

However Shadow Oil and G a s M i n i s t e r, D a v i d Patterson believes this paltry fee—US$50 per metric tonne of flaring— does nothing to prevent future generations from being exposed to untold danger.

As pointed out in his presentation during a debate in the National Assembly last Thursday, the oil company has been given the licence to flare as much gas as it requires and release harmful emissions into the environment, as long as the government is paid for the damage being done.

To this end, Patterson in defending a Motion on full liability coverage for petroleum related disasters a rg u e d , “ H e ( N a t u r a l R e s o u r c e s M i n i s t e r, Vickram Bharrat) makes a

claim that they have introduced a fee for flaring and he says it as though it's a good thing. Sir, you would allow someone to pollute your environment, cause untold damage- I explained all the toxins you find in the flaring of natural gas in a previous presentation- but here is what they are excited about, that they charge a paltry US$50 per metric tonne of flaring.”

As such, the Member of Parliament reasoned, “So what they are saying is that it's quite okay that you can destroy our environment, condemn our future- because of course climate change is a big issue- they can condemn our future generations (expose them) to untold environmental hazards once he collects his paltry government fees. It's quite okay for the companies to flare.”

Currently, the operator of the Stabroek Block, Esso Exploration and Production Guyana Limited (EEPGL)the subsidiary of

ExxonMobil- is pumping oil from two projects within the Stabroek Block. Operations at the Liza One Field for example started up since December 2019. Soon after, the oil giant encountered issues with its gas compressor, leading to constant flaring since then.

It was only this week that Exxon announced it was finally able to bring an end to the gas compressor woes that plagued the Liza Destiny floating, production, storage and operating (FPSO) vessel.

Production Manager at ExxonMobil Guyana, Mike Ryan told members of the media fraternity on Tuesday that the Exxon team was able to successfully install a new compressor from Germany and was even open to sharing that over US$10M in flaring fees had been paid over to the Environmental Protection Agency (EPA).

More importantly however, Ryan dodged all the questions relating to the total amount of gas flared

- Patterson while its equipment was down. The Production Manager would only repeat that the company maintained full compliance with the EPA's permitted parametres for flaring which was between15-7 million cubic feet of gas per day.

At its second project site, the Liza Two operation in Stabroek Block- being manned by the Liza Unity FPSOhe said it has achieved background flare within a record 60 days. “We have also hit our capacity range of about 220,000 barrels of oil per day,” expressed the official.

Extensive research conducted by Kaieteur News shows that gas flaring contributes to climate change, which has serious implications for the human security and wellbeing g l o b a l l y. I n f a c t , t h e Department of Mechanical Engineering at the

University of Ibadan, Ibadan, Nigeria, outlined in one of its studies, that gas flaring is actually a major source of greenhouse gases, which accelerates global w a r m i n g .

It was noted that flaring releases Carbon Dioxide and Methane, the two major greenhouse gases.

Furthermore, there have been over 250 identified toxins released from flaring

including carcinogens such as benzopyrene, benzene, carbon disulphide (CS2), carbonyl sulphide (COS) and toluene; metals such as m e r c u r y, a r s e n i c a n d chromium; sour gas with Hydrogen Sulfide (H2S) and Sulfur Dioxide (SO2); Nitrogen oxides (NOx); Carbon dioxide (CO2); and methane (CH4) which contributes to the greenhouse gases.

34 students graduate from QC's Math Camp

oncluding its fifth Math camp programme, the Queen's College of Guyana Alumni Association (NY), Inc. (“QCAANY”) on Friday held its closing ceremony where 34 students from various secondary schools in Georgetown graduated.

The Math camp which was held at the learning institution for two weeks, commenced on July 18 and concluded on July 29, last.

The programme targeted students from grades nine and 10 from Queen's College, Bishops' High School, St. Rose's High School, Richard Ishmael Secondary School, Tutorial High School and Saint Stanislaus College.

At the ceremony yesterday which was held at the school's auditorium, this year's batch of students was not only encouraged to apply what they learn in their classrooms when the new academic year begins but to also pass the knowledge onto others.

Open government is not enough Ralph Ramkarran, an attorney-at-law, while admitting that the Vice News report failed to provide a smoking gun against the Vice President, nonetheless concluded that Vice News exposed a sliver of what many people know to be the widespread underbelly of what many believe to be widespread corruption in Guyana. But he did not elaborate of perceived instances of this existence of widespread corruption.

Transparency Guyana has lent its voice to calls for an investigation into allegations that there is an organised ring of bribery and money laundering. All of this emerged from the Vice News feature in which the faces of the persons making statements about bribery and flying money were either not shown or shrouded.

How can it be established therefore that the allegations were made by the persons to whom it is attributed? In the meantime, the Vice President has sued a man named Su who is alleged to have made certain statements against him, but he has not sued the news service which publicised those allegations.

Very interesting indeed!

Following the mass murder-suicide at Jonestown in which more than 900 Americans died on Guyanese

soil. Walter Rodney gave a lecture at Stanford University.

That lecture is available on YouTube. In that lecture Rodney sought to explain the sort of society which could produce the Jonestown tragedy. His talk has relevance to the present discourse which is taking place in Guyana on corruption.

A few nights ago, Clement Rohee, a former Minister of Foreign Affairs and Home Affairs made a valid point – one which Rodney did allude to indirectly in his talk. Rohee spoke about the greatest corruption in Guyana being the rigging of elections.

Rohee made the statement on the Freddie Kissoon – Leonard Gildarie Show which is aired on the Facebook page of the Guyanese Critic.

Election rigging creates the conditions ripe for corruption. Yet many persons who have called for an investigation into the Vice News saga have restrained themselves in demanding an investigation into the attempts to rig the 2020 general and regional elections.

According to Rodney, corruption is not an aberration of the Third World. Rather, he says, it is part of the normative (and we in Guyana might want to say normal) political behaviour now established in the Third

World.

Rodney noted that at the time you had to have a permit to have even US$10 in your possession.

But the Jonestown commune was allowed to move foreign currency in and out of the country freely. They also had guns in their possessions, without the usual procedures being followed. They were also believed to be involved in moving precious minerals – gold and diamond freely without the usual controls being applicable.

It is now known that a key political operative, one of the most powerful figures in the government, sought to intervene to subvert the course of justice in order to benefit Jim Jones in an adoption case.

Rodney was making a point about how political corruption erodes accountability. And about how authoritarianism in the State was mirrored in the commune.

Unless therefore political corruption is arrested it is useless to be talking about fighting corruption. And the chief cause of political corruption is the lack of accountability and transparency which flows from rigged elections.

not succeed but went on for five long months. Had it succeeded, the country would have been returned to a state of political dictatorship which would have seen greater political repression and, most definitely, the lack of transparency and accountability.

Accountability and transparency are the first two things which have to be fixed in addressing corruption. But how do you address these things when the governments love to hide behind confidentiality clauses and national security

considerations.

The one which is often overlooked, and was also overlooked by Rodney is the size of the State. A smaller State in which the government becomes less and less involved in the economic sphere, is less likely to have as much corruption than in a small, lean State.

However, in Guyana what we have is an ever-increasing State bureaucracy. And the larger the bureaucracy the greater will be the avenues for financial malfeasance.

If the people of Guyana want to fight corruption, then

government has to be downsized. Instead of doing this however, the State sector is expanding and with it the risk of even greater corruption.

The AFC can survive but it won't be the AFC anymore

T

he AFC has announced that come December, it will leave the coalition with the PNC. In making its declaration, two factors were noticeable. One is that it said it will still seek coalition with the small entities.

Secondly, the AFC said it will not entertain an alliance with the PPP. Let's look at the second one first.

The AFC does not have any constituencies in Guyana therefore what will it bring to the PPP? It will be one of the most infamous moments in suicide if the PPP invites the AFC to have a relation.

The PPP will be saving the AFC by telling its supporters that the AFC is still something of substance so it is having a relation with it. PPP supporters will rebel at any attempt at dialogue. In declaring that the PPP is

persona-non-grata, the AFC was simply engaged in infantile bravado. The PPP sees the AFC as dead meet and does not want the carcass at the doorstep of Freedom House.

The other factor is the intention of seeking alliances with smaller parties.

The small parties are not going to team up with the AFC because they want the space that the AFC once commanded and enjoyed.

They want to be the new party that could fertilise the soil that the AFC once sprang from.

For any of the popular small party to marry the AFC it will be committing suicide.

What happens is that it will give up its own newness and promise which can bring it some kind of positive curiosity from the electorate to become second fiddle to an

entity that is dying.

Commonsense will be the factor that will deter small parties from even having a dialogue with the AFC. There may be an opportunity for the AFC to survive but there is a fait accompli that is inescapable.

The AFC has to change its name and leadership. When communism fell in Eastern Europe and the USSR, the communist party in order to survive the anger in each country, changed its name and leadership to survive the onslaught of the new order.

The name change and leadership purge are intricately connected. You cannot have one without the other.

When the PNC went into an alliance with other parties, the objective was to obfuscate in the mind of the citizen that there was still a

PNC. People began talking about APNU and the new leadership of Granger, Harmon and Roopnaraine.

Corbin's name had faded. It worked. The PNC which lost five seats in 2006 under Corbin regained it under the aegis of the APNU. It is doubtful that the AFC under new identity and hierarchy will have an immediate impact. The memory of the enormous betrayal of Guyana's future by the AFC will not fade from people's mind for years to come.

The AFC will get a mauling from all sides as the 2025 campaign heats up.

The smaller parties will lambast the AFC at election time saying that its depravity while in government has made people suspicious of organisations that want to position themselves as a third

force. The PPP will compose its usual tirades against the AFC as the campaign heat permeates Guyana.

Owen Williams, another farmer from Mud Creek explained that many of his colleagues are in need of help to transport their produce.

He said that farmers still practice the slash and burn technique because the soil becomes less fertile after every crop cycle.

“One of the difficulties we are facing in our area is to get our produce out from the back dams.

Our land is not like the coast land that we can use over and over. We have to cut and keep going every season,” the farmer said.

Farmers also requested assistance with the construction of an agroprocessing facility, farming tools, and other agricultural inputs such as planting materials and Acoushi Ants bait.

Minister Mustapha in responding to the concerns said that agriculture is advancing and that farmers in the villages needed to change the way they were doing agriculture.

“Many farmers here are still practicing 'slash and burn'. If we are going to move agriculture forward, we have to move away from that nomadic technique,” he urged.

He told the farmers that a team of specialists consisting of soil scientists would return to meet and guide them so that the lands could be used for agricultural purposes continuously.

In addition, the minister told farmers that additional extension staff will be trained and hired to service the subdistrict.

“We will train and hire

three additional extension staff for this area. So instead of two, you will have five.

Once you can identify persons who can do the job, we will train them and hire them as extension staff,” he assured.

The subject minister also committed to assisting the Manawarin Secondary School's agriculture department with a shadehouse, as well as tools and other technical support through the National Agriculture Research and Extension Institute (NAREI).

Residents from the village were also told that some $4 million was available under the Hinterland Environmentally Sustainable Agricultural Development (HESAD), an International Fund for Agricultural Development (IFAD) sponsored loan with approved funds totaling US $7.952 M. Prior to the minister's visit, villagers had indicated that they wanted a wharf to be constructed.

Minister Mustapha advised villagers to meet and discuss the project and said if everyone agreed then those funds could be used to construct the wharf.

In addition to that, the minister said an additional $2 million will be made available to assist with the construction of an agroprocessing facility for the village, as well as a set of farming tools that will be used by villagers to improve their agricultural practices.

A team from the ministry comprising officers from the NAREI, Guyana Livestock Development Authority, and the New Guyana Marketing Corporation is expected to return to the villages in two weeks to meet with the farmers.

Farmers present also received a variety of vegetable seeds and Acoushi Ants baits.

Good Success residents protest clogged trench R

esidents of Good Success Housing Scheme, Wakenaam, Region Three on Wednesday last staged a protest over a clogged trench in their community that is filled with stagnant and smelly water.

According to the residents, the trench has been that way for 20 years, causing severe flooding in the area and an infestation of poisonous snakes in their homes.

However, what is making them extremely angry is the alleged neglect by the Neighbourhood Democratic Council (NDC) of Wakenaam and the Regional Democratic Council (RDC) to address the problem they face.

“All we are asking for,” said one resident, Ashley Luke, “is for them to clear the trench so the water could flow out”.

“I have a three year old child and a morning she wake-up and she actually saw a snake in the house and she said, 'mammy come see a snake', I don't know if it is a poisonous snake or what but I had to call my husband to come and get rid of it, suppose now that snake been bite her, these people really need to get this trench fix,” Luke told Kaieteur News.

Another woman said, “They are going around saying this is a government for all but what about the residents of Good Success, like dem fuget we”.

This is not the first time that the Good Success residents have pleaded with the relevant authorities to help them out.

They have written letters to Chairman of their NDC and even had a meeting with him but got no positive response.

In fact, they had decided to make a public call for help via this media house on December 4, 2022.

Wakenaam residents were fuming over the clogged trench.

Residents had explained that the clogged trench measures 350ft in length and serves as a boundary between Good Success and other communities in Wakenaam.

However, because of years of neglect, the trench got filled up with silt preventing proper drainage of waste water from Good Success.

The water that enters the clogged trench, according to residents, would become stagnant and start to smell bad.

When the rain falls it would overflow and cause severe flooding.

Apart from that, residents had related that it has become inhabited with poisonous snakes that would invade their homes.

They also highlighted that the condition of the trench could spread diseases.

Kaieteur News had reached out to the Chairman of the NDC, Tareeq Ahmad and he had said overgrown bushes were cleared from the trench but the silt could not be removed because the excavator cannot access the area to do so. He had explained that the only way for a machine to access the area is via a dam that is privately owned.

Ahmad had related that the dam is a part of a private estate, and its owner in the past had allowed the NDC to use it.

However, the owner reportedly sold the dam to another man and that individual does not want the excavator to be there.

Ahmad had said the man showed the NDC a sale agreement proving that he had legally purchased the area.

On the other hand, residents had disputed this and have said that the dam is a part of the government's reserve and cannot have a private owner.

Ahmad however, had pointed out that there are other reserve lands that can be used for access to the trench, but residents have fenced that off too.

He claimed that the NDC had written the Guyana Lands and Survey Commission (GLSC) to conduct a survey of the area, remark the boundaries, and provide a solution regarding the dispute. Seven months have passed since Ahmad told Kaieteur News this and to date the trench remains clogged.

Driven by frustration, residents have decided to protest the sorry state of affairs so that relevant authorities can hear their voice once and for all.

If this does not work, they have signaled their intentions to travel to the city and stage a protest in front of the President's office.

Pensioner killed, 3 injured after car tyre blows-out at Long Creek A 69-year-old woman was killed on Thursday, and three other persons injured after a hire car's front tyre blew-out at Long Creek, along the Linden/Soesdyke Highway.

The dead woman was identified as Marva Alder of Phase B Wisroc, Wismar, Linden, Region 10. Alder along with three other injured persons, Simone Barker, 56, of 177 Block 22, Wismar Linden; Mervyn McAndrew, 54; and his relative, Joel McAndrew, 21 both of Lot 375, South Sophia, were all passengers of a taxi, HD3772 that toppled into a ditch after the tyre blew out.

Investigators learned that the car was travelling south along the eastern side of the Long Creek Public Road when the tragedy happened.

The driver of the taxi, Keion Hope, 40, is presently in police custody assisting with investigations. He told police that while he was driving the car the left-side front wheel blew out and he lost control of the vehicle.

The delegation indicated that their fundamental goals are to foster cultural exchange, education and development; explore regional economic integration, and strengthen

the relationship between Africa and the Caribbean, particularly in their own efforts to establish bilateral relations with nations whose populations have African lineage.

During the discussion, Prime Minister Phillips informed the delegation that Guyana is a multi-cultural, multi-ethnic, and multireligious society that values all of its citizens, including Afro-Guyanese, and the role their forefathers played in Guyana's development. The senior government official also explained that the

concept of 'One Guyana', which has been a key area of focus for the Government, is based on mutual respect for society's ethnic, religious, and social groups. Respect, he contended, broadens the space for diversity by accepting differences and allowing all Guyanese to see themselves as equal members of society.

He said, “African Guyanese have played a pivotal role in the development of Guyana, and continues to be essential to the overall development of this country.”

amaican artist, Desmond Mendez, popularly known as “Charly Black” is back with Slingerz Entertainment based out of Guyana and the United States of America (USA) to produce their summer song, “Whine for Me” which will be released on August 5, 2022.

The track was produced

by Kevin Balgobin and his brother Troy Balgobin from the prominent Slingerz label.

According to Charly Black, he is always writing for the women in mind. “It always feels good writing songs that compliment the females, their image and I love their attitude towards my music. It makes me happy to make good music for the females that help their self-esteem and I have been writing songs for the females since 2007,” he said.

The performer said he believes this new song is going to live on because it is similar to his other hit makers “One In a Million”, and “Perfect” which women really love.

Charly Black is a multitalented artist known for his

music geared towards women and most of his hits are clean and built on authentic Dancehall riddims.

Black previously worked with Slingerz record label and according to him; the song will perform well because of the beat and lyrics which is Dancehall and Reggaeton combined.

“This riddim gives you a bit of both dancehall and Latin, we were aiming for a more of an international type of vibe but we still wanted to include dancehall which is very energetic and infectious and will have you moving the minute the song comes on,” the producer added.

Balgobin also shared that he and Black are coming a long way having previously worked together for his performance at major events in Guyana.

Bank of Guyana, Insurance Association confirm discussion for in-country oil spill coverage

he topical issue r e g a r d i n g i n s u r a n c e coverage for any oil spill seems to have been a major priority for the Insurance Association of Guyana as the local body and Bank of Guyana have both confirmed discussions that were being had to not only facilitate the availability of an oil spill policy for operations here, but to also ensure the coverage was being held in country.

Central Bank Governor D r. G o b i n G a n g a a n d prominent insurance practitioner Biswar Panday, told Kaieteur News that they were both present at a meeting some four years ago which brought different local agencies together to ensure that whatever insurance policy that was being discussed at the time for the sector, would be available in Guyana.

This newspaper sought a comment from the gentlemen to understand what was taking place in the earlier stages of the industry, when the country was drawing closer to the oil production and moves were being made with regards to securing insurance for the sector.

Former Environmental Protection Agency (EPA) Chief Executive Officer, Dr. Vincent Adams has been stressing that certain actions were taken and provisions

Adams has been claiming that he was able to get Esso Exploration and Production Guyana Limited (EEPGL), and its consortium partners to commit to their parent companies covering all oil spill liabilities beyond what the operator could handle given that a US$2.5B sum, which he said he also secured, would not be enough for a devastating occurrence.

He said that the Stabroek Block operators were thus supposed to discuss amongst themselves what type of policy would be provided to the country to encapsulate the parent company liability, and return it to the EPA to

pre sent what they came up with.

In the meantime the stage was being set for the facilitation of the insurance policy as he claimed that the insurance association began to ask questions about where the policy would be held since it is supposed to be incountry. That is when, he claimed, that the BoG, the insurance association and other stakeholders met at the Central Bank to discuss the issue to “legally transfer” the policy to Guyana.

The government has nonetheless denied having any documentation or information that suggests the country was moving in that direction.

Minister Vickram Bharrat reiterated that the government continues to be unsuccessful in locating the documents that said Guyana is heading to full liability coverage which spoke predominately to parent company liability. He even went on to suggest that the former EPA head, Adams, might have removed the documents from the agency and thus urged the previous administration to return same so that the government could see what work was done.

Dr. Ganga told the Kaieteur News that the meeting on the matter had occurred a long time ago and it was the only one held so far.

He explained that he facilitated the meeting between the agencies, explaining in his capacity as Governor, he urged the importance of insurance coverage for the oil sector.

Bank of Guyana Governor Dr. Gobin Ganga Ganga said that it was agreed at that meeting to start the process toward the country having the insurance and so the discussion was being had on “the role of the insurance industry” and the bank as a regulator, facilitated same.

Based on his recollection, Dr. Ganga said that the then head of the Department of Energy Dr. Mark Bynoe and his team was present and they were basically spearheading the insurance charge.

He said the EPA legal team was present as well as representatives of the insurance association.

M r. P a n d a y a l s o identified the Department of Energy, the EPA, and the insurance association as being part of the discussions for the insurance policy. He related that the discussion was an “exploratory” one where discussions were about the inclusion of the

insurance industry. “Overall, it dealt with insurance for the oil and gas industry and the role members of the association could play,” Panday informed.

He said that at the time, there was no specific insurance policy being discussed, but reiterated that the exploratory talks was to see how the policy could be facilitated locally once attained. Panday said that the last he remembered of the meeting is that a subcommittee was to be constituted by the bank to make recommendations on the involvement of the insurance industry in the country's bid to be protection from oil spill devastation.

Health Ministry detects 59 new COVID-19 cases The Ministry of Health on Friday reported that it has recorded 69 new COVID-19 cases and that there is one patient admitted in the COVID-19 Intensive Care Unit (ICU).

According to its daily reporting, the ministry said

too that the new cases now bring the total number of cases in Guyana to 69,745.

The updated dashboard, also states that 22 persons are in institutional isolation and 626 are in home isolation. To date, a total 67,825 persons have recovered from the virus.

GPSU takes Govt. to court for disregarding collective bargaining rights …seeks $3M in damages for oppressive conduct The Guyana Public Service Union (GPSU) has brought a legal suit against government for not observing various conventions, laws and regulations that ensure the rights of public service workers, and more specifically, their right to collective bargaining on wages and salaries.

GPSU President, Patrick Yarde told the media at a press conference yesterday, that the union is upping its tactics to get the government to respect the rights of public servants, and the court matter is the first in efforts to ensure same.

According to the legal document seen by this newspaper and filed in court yesterday, the GPSU is asking for government agents, the office of the Attorney General and the Permanent Secretary of the Public Service Ministry, to show reason why they should not be ordered to immediately convene discussions relating to the bargaining of wages and salaries for public workers.

The GPSU as well as other unions have decried for years, the behaviour of government to ignore the collective bargaining requirements, and arbitrarily impose increases on state workers.

Public Service Ministry for the Avoidance and Settlement of Disputes, as contained in Appendix Q1 of the Public Service Rules 1987, and the Memorandum of Agreement between the GPSU and the Federated Union of Government Employees and the Public Service Ministry Terms of Resumption of Work dated the June 23, 1999, the Public Service Ministry is required to have meaningful negotiations concerning the terms and conditions of employment of all persons employed within the public service.

The document continued that for the government to impose a seven percent increase for workers, which was done last year, is contrary to the existing Memorandum of Agreements and public service rules.

The document said too that the seven percent increase in salaries for persons employed in the public service in Guyana without the required discussions with their union representative is also contrary to the provisions of the International Labour Organization Conventions ILO C151: Labour Relations (Public Service) Convention

1978, and ILO C098: Right to Organise and Collective Bargaining Convention 1949.

The action by the government to impose the increase is therefore unlawful, the document highlighted.

As such, the defendants are told that the legal proceedings have been brought against them and if they wish to defend the proceedings they may do so by preparing defense in Form 10A prescribed by the Civil Procedure Rules 2016 and among other things, serve it on the attorney of the aggrieved. Should the government fail to do so, the document has noted that judgment may be given against them in its absence without further notice.

He told the media operatives that public servants are facing a hard time and many of them are leaving their jobs and heading abroad. He pointed to the departure of many certified nurses and now even nursing assistants to foreign countries. He said it is understood that these nursing assistants are even being paid to have their family migrate with them. Yarde reiterated that many public servants are having it tough and that even when they visit the GPSU office they must sometimes be assisted with small sums as they have no transportation and meals money. All of this he said is happening even as the government draws down on the oil profits earned and incorporated in the 2022 budget.

More cash support for Project “Cricket Gear for young and promising cricketers in Guyana” Guyanese born USA based brothers Allan and Dennis Mangru have contributed $30,000 each towards Project “Cricket gear for young and promising cricketers in Guyana”.

Allan contributed before and is now joined by his brother. Over the years, he played a major role in raising funds with New York East Canje Reunion, an organization that provides support for charities in the East Canje area and other parts of Guyana. “We are happy to be part of this noble initiative and will continue to do so in the future,” the bothers said. The project, a joint partnership with Anil Beharry of Guyana and Kishan Das of the USA is grateful for the cash which will be used to purchase cricket related materials for distribution.

Prolific Canada-based Guyanese batsman Gavin Prashad slammed a brilliant 114 to help Tricity Ravens demolished Hamilton Steelers by 166 runs last Sunday at Laurel Creek Conservation Area ground in Waterloo, West Toronto.

It was another round match in the 2022 Canadian Premier Softball Cricket League (CPSCL) preliminary round stage.

Apart from Prashad, his teammate Roopnarine Lalbehari churned out an excellent bowling performance as he grabbed an amazing seven wickets for just only 8 runs from four overs. Steelers were bowled out for 56 in the 10th over after Tricity Ravens set up an imposing 222-5 from the 20-overs.

Lalbehari, who represented Albion in Berbice before his migration, was so superb that no batsman was really able to make big impression with the bat for Hamilton Steelers.

By Sean Devers At 27, Jason-Roy Khalil made his Commonwealth Games debut with 3-2 win against Paul Kadoma of Uganda on the opening day of the Games in Birmingham, England last evening in the men’s singles.

That was after Shomari Wiltshire and Jason-Roy’s sister, Ashley Khalil, had lost their first round games to Sri Lankan opponents.

Khalil lost the opening game 12-14 as both players traded shots with lengthy rallies.

Khalil, playing wonderful Squash won the second game 11-9 before losing the third game, 9-11.

Khalil took the last two games, 11-4, 11-9 to take the match 3-2.

After the match, Khalil spoke with Kaieteur Sports. “It is always a great feeling to win, especially being at the Commonwealth Games where there are some of the best players in the world at this event,” said Khalil, who in 2019 created history by winning the Men’s National, while Ashley won the Women’s title at the Georgetown Club in Guyana.

“It is always a privilege to play at such an elite tournament, and to pull off a win is even better. Being my first match of the tournament, some nerves got the better of me but as the match went on they eased and I became more confident in my shot making.”

“My goal for this tournament is to soak in the experience and try and play some of my best squash. Every win at this tournament is a great acknowledgment. So this win is a great start,” said Khalil, who has now moved on to the Round of 32 when he battles Eain Yow from Malaysia.

The fourth member of Guyana’s Squash team, Mary Fung-a-Fat, will be in action for the first time today.

When Olympian Aleka Persaud crossed the line first in the Women’s 100m Butterfly at the Commonwealth Games in Birmingham, her winning with a time of One Minute, 07.24 (1:07.24s) also represents a new National

Unfortunately, she will not be advancing to the next round. Persaud, competing at her first Commonwealth Games, erased her previous record of 1:08.53s, which she had set at the 2019 CARIFTA Games.

Persaud is not known for the 100m Butterfly, but rather the 50m and 100m Freestyle, which she will compete in at the Commonwealth Games.

The 16-year-old also holds National Record in the women’s 50m Freestyle (27.65s) and the 100m Freestyle record (1:00.69s.).

Paul Mahaica Jr set a new Personal Best in the Men’s 50m Butterfly to finish 6th in his Heats. He swam a time of 26.88s; his entry time was 27.00s. However, he will not advance to the next round.

(SportsMax) - The West Indies have now lost seven consecutive white ball games after going down by 68 runs to India in the first of five T20 Internationals at the Brian Lara Cricket Academy in Tarouba on Friday.

West Indian captain Nicholas Pooran won the toss and elected to field first.

India’s opening pair of returning captain Rohit Sharma and Suryakumar Yadav got the ball rolling, putting on a partnership of 44 before Yadav was dismissed by Jason Holder for a quick 16-ball 24.

Captain Sharma provided a steady head for the Indians throughout the majority of the innings as he lost partners Shreyas Iyer (0), Rishabh Pant (14) and Hardik Pandya (1) before eventually being dismissed in the 15th over for a

top score of 64 to leave the tourists 127-5.

They eventually got up to 190-6 off their 20 overs thanks to cameos from Ravindra Jadeja (16) and Ravichandran Ashwin (13) as well as a brilliant closing effort of 41 from just 19 balls including four fours and two sixes from Dinesh Karthik.

Left-arm spinner Akeal Hosein was brilliant for the hosts with an economical 114 from his four overs while opening pacer Obed McCoy took 1-30 from his four.

The West Indian reply got off to a fast start thanks to openers Kyle Mayers and Shamarh Brooks as the pair sped to 22-0 in the second over before Mayers fell for 15 to pacer Arshdeep Singh.

The Windies then tried to gamble, sending Jason Holder

up the order to bat at three but this move fell flat as he was next to go, bowled by Ravindra Jadeja for a duck.

The innings then ground to a virtual halt as Brooks (20), Nicholas Pooran (18), Rovman Powell ( 1 4 ) , Shimron Hetmyer (14), Akeal Hosein (11) and Odean Smith (0) all perished to, eventually, leave the Windies needing 90 off 21 balls for victory.

Keemo Paul and Alzarri Joseph then finished not out on 19 and 5, respectively, to end the innings on 122-8, 68 runs short.

It was a balanced bowling effort by the Indians with Ravichandran Ashwin (2-22 off four overs), Arshdeep Singh (2-24 off four overs) and Ravi Bishnoi (2-26 off four overs) all contributing well.

GAW appoint Hercules and Mohamed as assistant coaches The Guyana Amazon Warriors Franchise have announced the appointments of Ryan Hercules and Saheed Mohamed as their assistant coaches for the 2022 HERO Caribbean Premier League (CPL) season.

Hercules, a level three certified coach and former Guyana youth player, is currently the Assistant Coach for the Guyana national side with over 12 years’ experience coaching while Mohamed is one of the senior coaches at Everest Cricket Club.

The 46-year-old Mohamed who holds a level two coaching certificate, has captained Cayman Islands in a number of 50-over matches and has played three T20s for the Island with a best of 62 not out batting right hand and picking up five wickets with

his off-spin. Ryan Hercules: “It is a great opportunity for me, my passion and goals have aligned by being with this team. I think it is great for me to go out and show my skills along with Rayon Griffith as the head coach. I am pretty excited to work with the team and building that unity so we can share our success. I am looking forward to being apart of this season and work hard towards the title.

Saheed Mohamed: “It is an honour to be part of a tournament of this nature especially with a team of this caliber. I am happy to be around a group of young, vibrant and passionate Caribbean players as well as experienced international players and management staff.” Dr. Bobby Ramroop, Chairman of the

Guyana Amazon Warriors franchise, said, “We are happy to have the two coaches joining us on our journey this year. We think these guys bring a wealth of knowledge in their own aspects and add value to the side. We wish them well and look forward to a successful season.”

The 2022 men’s Hero CPL tournament will take place from 31 August to 30 September. The host countries for 2022 will be St Kitts & Nevis, Saint Lucia, Trinidad & Tobago and Guyana. In 2022 there will be the first running of the Women’s Caribbean Premier League (WCPL) which will feature Barbados Royals, Guyana Amazon Warriors and Trinbago Knight Riders. The WCPL will take place in St Kitts & Nevis from 31 August to 4 September.

Foster’s resignation

The Berbice Cricket Board on Sunday last hosted its Ordinary General Meeting for the third quarter at the Port Mourant Cricket Ground. The meeting was attended by all members apart from Young Warriors CC and Mt Sinai CC and was conducted in a calm and cordial atmosphere, which has become the norm at all BCB meetings.

Delegates approved minutes of the last OGM and expressed satisfaction that all plans unveiled and promised were all fulfilled including the visits by several legendary West Indies former players, distribution of gears across the county and an expansion of the board developmental programme.

Delegates unanimously rejected a resignation letter from their President Hilbert Foster which was to go into effect on the 31st of July. Foster told the packed hall that he was willing to step aside as he did not want Berbice cricket to suffer because of his presence when he seems to be a target of the national board. All of the delegates informed the BCB President that they have full confidence in his vision, honesty, passion and commitment and they had no plan to change their mind that he had to stay.

They recalled that when Foster and his team took over cricket in the county, it was at the lowest level and today it was the envy of every board in the region with a remarkable set of achievements and activities. Under Foster leadership, over twenty players at all levels have either played for the West Indies or called to training camps. A series of ambitious developmental programmes have also unearthed numerous cricketing

talents. Delegates also told non-Berbicians to stop their targeting of the board and warned that they would never forgive or forget those who seek to destroy the progress that not only benefits the county but also Guyana and the West Indies.

Foster, Treasurer Rovin Bahadur and Secretary Angela Haniff provided comprehensive reports to the OGM and they were all accepted and approved unanimously.

The BCB President also unveiled several major programmes that would be hosted shortly. He informed the attentive audience of the hosting of a countywide coaching programme for secondary schools, the setting up of a kiddies Academy of Excellence, overseas scholarships for Berbice cricketers, gears for schools and the hosting of four mini academies during the summer holidays. The first academy was held last weekend in West Berbice and was hailed as a huge success with close to fifty youths in attendance.

Foster announced that every secondary school in the county would shortly receive a donation of gears, uniforms and cricket balls from the BCB

with assistance from overseas based Lochan Samkarran.

The BCB would also publish more copies of its historic coaching manual and youth information booklet for free distribution to every youth player in the county. The BCB also announced that the countywide 40 overs round robin tournament would start shortly after final blessing was obtained from the sponsor for a $1.7M deal. The tournament would be contested by over ninety teams divided into five zones- West Berbice, New Amsterdam/Canje, Lower Corentyne, Berbice River and Upper Corentyne. The BCB President also announced that that former national under19 player, Orvin Mangru, would be sponsoring a countywide under19 tournament. The sponsorship would also cover the cost of balls and transportation as well. Present at the meeting were representatives of Berbice River Cricket Association, West Berbice Cricket Association, Upper Corentyne Cricket Association, Bermine, Rose Hall Canje, Mental CC, Chesney, Whim, RHTYSC, Kildonan, Port Mourant, Blairmont and Albion. Absent were Mt Sinai and Young Warriors CC.

Executive placed second with 44 games and 300 third on 43.

Meanwhile, Colin Jarvis and Mark Wiltshire will be hosting a four-game tournament on Monday at Sparkle’s Spot car wash, 38 Dowding Street, Kitty, starting at 14:30hrs. Entrance fee is $15,000 and $100,000 will be added to the prizes.

GFF/NAMILCO Thunderbolt Flour Power U17 League kicks off in EBFA & EDFA

he Guyana F o o t b a l l Federation (GFF) and the National Milling Company (NAMILCO) “ N A M I L C O THUNDERBOLT FLOUR POWER U17 League” for boys will commence this Saturday July 30, 2022 at the National Training Center Providence.

This is as the partnership continues in line with NAMILCO's objective to support the sustainable development of youth in Guyana.

The competition, which is compulsory for all nine GFF regional associations, commences with the intraassociation league in the East Bank Football Association, with an exciting match featuring Swan FC vs. Kuru kururu Warriors FC at 1pm.

In addition, at 3pm the East Demerara Football Association commences their Intra Association Leg with Buxton United FC taking on the B/V Triumph United FC right at the GFF National Training Center Providence.

After the Intra Association phase of the tournament the best teams in

each regional association will compete in a championship round to crown the national champions.

“We are delighted to see the Regional Associations kicking off this tournament under the prevailing challenges that the recent weather pattern has posed.

More than a thousand boys across Guyana has benefitted from the GFFNAMILCO “Flour Power” U17 Intra-Association League, with several players progressing to Guyana's youth and senior national teams, including Omari Glasgow, who recently signed a professional contract with Chicago Fire II.
