Man charged for stabbing friend to the neck A 25-year-old fisherman who allegedly stabbed his friend to the neck while they were playing with knives

was yesterday slapped with a wounding charge.

Kevin Allicock, a father of two, of 32 James Street,

Albouystown, appeared before Senior Magistrate Leron Daly in the Georgetown Magistrates'

Courts where he pleaded not g u i l t y t o t h e aforementioned charge. It is alleged that on April 17, 2019, Allicock unlawfully and maliciously wounded Joseph Barker with intent to maim, disfigure, disable or to cause grievous bodily harm to the said victim.

Allicock's attorney told the court that the two men are friends and on the day in question they were indulging in horseplay, by picking up some knives from a table and throwing it at each other. He said that Barker was wounded by accident. The attorney added that his client also received injuries about the body, but did not take it as a serious matter, because these actions were a regular occurrence between the two.

Meanwhile, Barker's father appeared on his behalf.

He said that the night before the court hearing, his son (Joseph) was crying out for pain from the injury. The father further stated that while coming to court yesterday, his son started complaining of more pain and as a result he was rushed to the Georgetown Public Hospital where he was admitted.

Po l i c e p r o s e c u t o r Traceyann Gittens objected to bail being granted to Allicock based on the fact that the alleged victim was readmitted to the hospital.

This submission was upheld by the magistrate and Allicock was remanded to prison until August 2.

Granger, Jagdeo agree on new GECOM chair - Justice Claudette Singh named Justice Claudette Singh

resident David Granger and Opposition Leader Bharrat Jagdeo have finally arrived at a consensus on the selection of the new chairperson of the Guyana Elections Commission (GECOM). Justice Claudette Singh, SC, CCH, was selected by the President from a list of six names proposed by the Opposition Leader, which President Granger found not unacceptable.

The selection process for the new GECOM Chairman had started when Justice James Patterson resigned from the post, following a ruling by the Caribbean Court of Justice (CCJ) that his appointment was flawed and unconstitutional.

The nature of this selection broke from convention, as the two sides opted to “hammer out” the names together, prompted by a suggestion by the CCJ, in its ruling.

The President and the Opposition Leader met yesterday at the Ministry of the Presidency where they engaged in a series of meetings to discuss the final stages of the selection process for a list of six nominees.

The final list agreed to by Jagdeo included retired judges BS Roy, William Ramlall and Claudette Singh; Attorneys-at-Law, Kashir Khan and Ronald Burch-Smith; and Governance Specialist, Lawrence Latchmansingh.

“The President received and reviewed the list of nominees later this afternoon in an effort to bring the

selection process to a speedy and favourable conclusion,” a release yesterday from the Ministry of the Presidency indicated.

It continued that this was aimed at ensuring that GECOM could resume its normal functions with the intention of conducting General and Regional Elections in the shortest possible time.

The President determined that the selection of Justice Singh satisfies the ruling for the Caribbean Court of Justice (CCJ) that the appointment of the GECOM chair should be consensual. She is expected to be sworn in on Monday, according to Jagdeo.

Justice Singh's name was suggested by the Opposition Leader. During a press conference held yesterday at his Church Street office,

Jagdeo said “I'd asked her [Claudette Singh] … prior to this, and she had indicated that she was unwilling to have her name submitted at that time.

So I met with her today, had an extensive discussion with her, and she agreed to her name being resubmitted, and the President found favour with that name. This was a name that was cleared very early.”

He said that there is no question of a unilateral appointment being done.

This, he noted, brings Guyana one stage closer to an election date, “which must now be announced… in keeping with the CCJ ruling.”

The Opposition Leader

said that Justice Singh's selection is a “real positive development for all of us and for the country”, adding that both sides demonstrated good faith in arriving at the decision.

Speaking with Kaieteur News yesterday, Justice Singh, who was admitted to the Guyana Bar in 1976, said that she is a believer in inclusivity and that she will carry that principle into the execution of her duties as chairperson of GECOM. She added that it must be made

sure that elections are free, fair and transparent – agreed on by all stakeholders.

Singh further stated that the commission must not carry on with the attitude of walking out of statutory meetings when there are disagreements, and that moving forward, the commission will be expected to sit down and hammer out their problems at the table.

Justice Claudette Margot Cecile Singh, was called to the Bar in London in 1973 and admitted to the Bar in

Guyana three years later. She served as Deputy Solicitor General and as a Puisne Judge and a Justice of Appeal.

She has also spearheaded the Modernisation of the Justice Reform Project, and is currently the Guyana Police Force's Legal Advisor.

In 2002, Justice Singh received a National Award The Cacique's Crown of Honour - and in 2017, she was one of three women appointed Senior Counsel.

EDITORIAL

A peculiar kind of discipline A few years ago, discipline was harsh, even draconian. It was also made public as part of the punishment, and with the intent to shame into rebuilding self. Today, outlooks have changed significantly, and discipline is best noted for how short of real punishment it has become. Often, the corrective neither deters nor persuades nor comforts.

Unsurprisingly, this is where things are in this country. Any scrutiny of a handful of pillars of relied-upon institutions provides information as to how backward, if not topsy-turvy, matters are locally. Though not mysterious in objectives, there is still bewilderment for regular citizens. For it is about movement from pillar to post and then back to the penthouse of partnership and comradeship.

A start is made with the public service. There is a choreography around such outbreaks about malfeasance in office. Political players and senior bureaucrats are first named in allegations of serious wrongdoing. Nothing happens. Then, there are more allegations of violations through persistent public (media) clamour. Only then, something belatedly occurs: Next on the dance card is reshuffling (if a minister is involved) to some less visible place. It is a waiting game: let things blow over. And last, there is quiet recall and reinsertion right back to the beginning at the starting gate. Over and out. Next.

In situations involving public servants, sustained public pressure about sticky hands leads to switching around and repositioning. And then just as quietly they are back. Nobody knows on what basis, or by whose mandate. There is no public statement; nothing for the taxpayers to appreciate; nothing related to the how or why of reinstatement. The courtesies of explanations are withheld from a resigned public. There is only going and coming.

Next, there is the private sector, specifically financial institutions, such as commercial banks. These are supposedly homes of sturdy characters and of impeccable financial standards and integrity. But there are human hands and hearts involved, and that means there is room for temptation, for miscalculation, for falls. And yet, there are never any reports of fraud or similartype failure, originating from those hallowed confines. The only clues are officers gone abruptly and without announcement.

And the inevitable whispers that seep out later. That neither disciplines nor protects.

There is local law enforcement. It has earned a national reputation for being compromised through and through; this is widely accepted. Compromised is a pale and limp identifier of how bad things really are, even with some administrative efforts to clean the stables. It is one of Elysian and Himalayan proportions. And still there is the heavy countrywide sense that discipline is selective, superficial, and self-serving. That is, means nothing, changes nothing, remedies nothing.

“When it comes to punishing its own, it looks like…a roulette wheel for discipline, and it’s rigged…” One officer who was on the receiving end of punishment admitted, “It’s all who you know,” the officer said. “It’s a buddy system and if you have a good buddy, they will take care of you.”

That was about the New York Police Department (NYPD) in an article in the New York Daily News dated May 28, and titled, “Probe finds inconsistent disciplinary punishments give rogue New York cops wrist slaps for harming everyday people.”

It might have been about the grave issues occurring in the Guyana Police Force (GPF).

The NYPD has watchdogs galore, a powerful Internal Affairs Department, and massive media attention. Nonetheless, police corruption and police efforts at disciplining are greeted with lukewarm regard at best.

What about corruption-ridden and money laundering Guyana and an underpaid, largely unwatched, and almost unpunished GPF? Here there is stillness and silence, as if those will make the wind blow over; the equivalent of clubby, gentlemen’s arrangements, and the special delivery (instances where there is absolutely no choice) of transferring deceivers and rogues to other distant precincts. Cooling off; incentivising wrongdoing; perpetuating troubles and fears.

How can any such society get anywhere clean?

A call for a government of national unity DEAR EDITOR, The Editorial of Kaieteur news of Thursday, July 25, 2019 is a serious analysis and it is hoped that it gets the attention of leaders of our two main political parties.

The young people of Guyana are looking to the present leaders to take responsible actions to shape the future of our Dear Land of Guyana. Our Motto is ‘One People, One Nation, One Destiny’. We have to make every effort to make our Motto a reality. It is not beyond us. I am in serious disagreement with the few Guyanese who have written off our nation. I have great faith in our young people, if we, the older ones, don’t make the right moves, they would certainly take action. It is my firm belief that the majority of Guyanese, from all races, religions, po-

litical parties and regions wish to have a break from the old political bickering. The hypothesis is that a vast majority of Guyanese would support the working together of the PPP and the APNU/AFC, in the formation of a national patriotic government, for a limited period of approximately five to seven years.

Please refer to a letter published in another section of media on Friday, July 26, 2019 written by one of Guyana’s outstanding sons, Mr. Rashleigh E. Jackson. He stated that, “A truce-a pausemay be helpful if it were to be used in our domestic politics in attenuating abrasiveness which we have endured for a prolonged period.” This would give us an opportunity to heal our nation. The work of such a government should be: 1. Preparation for the oil

industry; 2. Crime and Security; 3. Educational Reform from nursery to university; 4.

Revamping of our constitution; and 5. Formulating a National Development Plan with an emphasis on modern agriculture and processing of farm produce.

I recall having the good fortune of listening to our late Economist, Dr. Kenneth King, presenting a proposed national plan in the 70’s. It catered for every region, district and village in Guyana. Unfortunately, I am not sure where that plan ended up. Lots of good work has been done already, from Burnham, Jagan and Hoyte. I know that our country has outstanding sons and daughters who are prepared to join forces to enable the paradigm shift that is urgently needed. Quoting Mr. Jackson again, “the boat may

already have sprung its moorings and is heading inevitably to the rapids.” We will not go down. The young people of this land will save us. I have confidence that we have bright, patriotic children who would take action if President Granger and Mr. Jagdeo do not change course. I believe both of them are patriotic leaders. Now is the time for them to show it.

Put the future of Guyana ahead of party politics.

Is it possible for the leaders of the PPP and the APNU/ AFC to agree to ask the people of Guyana through a Referendum, Do you wish us to work together for the good of Guyana for a limited period? No or Yes? Editor, it is my firm belief that the overwhelming response would be YES. Charles Vandyke

We all deserve compassion when we are unwell DEAR EDITOR, As the political rhetoric heats up in Guyana, please permit me a space in your newspaper to respond to a statement made on Freedom Radio 91.1 FM, July 23, 2019, on a programme hosted by Mr. Ganga Persaud, where one of the callers stated, “the President is acting don’t kay and when there is a problem he leave[s] the country”.

It is very disappointing to known how some Guyanese are finding a

problem with the head of state leaving the country for a scheduled medical checkup, since President Granger was diagnosed in October2018 with Non-Hodgkin lymphoma and he was undergoing treatment in Cuba.

Therefore, as result of that the President had to travel several times to Havana Cuba to and has successfully completed several rounds of chemotherapy for nonHodgkin’s lymphoma.

How petty and low can we stoop? I would like to refresh

the caller and Mr. Ganga’s memory, who did not have the decency to admonish the caller to be respectful of President Granger.

The President is not the first president who has travelled out of Guyana to undergo medical attention.

For example, the late president Dr. Cheddi Jagan, who suffered from a heart attack sought medical treatment overseas and former president now opposition leader was as airlifted to the United States to Florida hospital us-

ing a private luxury Learjet.

Can we remember that?

Editor as a young Guyanese, I am disturbed at how callous we can be about another human being’s health, more so that of the President of the Cooperative Republic of Guyana.

We should desist from making rash statements, and understand that we are all human beings and we deserve compassion when we are unwell.

GUYSUCO Worker peeved over unremitted NIS deductions DEAR EDITOR, Please spare me an opportunity of having this letter published in your newspaper.

I am forced to write this letter because of the fact that I am hurt, disappointed and bewildered at the actions of my employer, GUYSUCO. I have been employed by GUYSUCO for a number of years. Recently, I was hospitalised and made a claim at NIS for my benefits. However, to my shock and utter dismay, I was informed that despite my pay slip reflects regular NIS deductions, GUYSUCO has not paid contributions for myself and a number of persons (this was confirmed by other persons) for some years.

Editor, this is certainly inhumane, disrespectful and unprofessional that employees’ NIS deductions are being made but not remitted to NIS. We would have trusted our employer to do the right thing.

I was forced to seek some

money elsewhere as I am not a rich person and therefore needed the money urgently to assist me with my medical challenges. I firmly believe that the management of GUYSUCO owes the general public and more so their hardworking employees, who have not had their NIS contributions remitted, an explanation, while NIS should disclose as to how much GUYSUCO owes on their contributions. This is very important since about two other employees and I had sat for almost an entire day seeking answers and trying to get our benefits until we were told, unfortunately, that GUYSUCO has not paid in years. Therefore, our contributions were affected. Editor is this right? Is this the way that GUYSUSO who is considered one of the main employers here in Guyana intends to treat its workers who continue to give of their best despite the continued challenges and difficulties that

face the company?

Is this the good life that President Granger had promised us when GUYSUCO seems to be above the law? Is this how we as simple poor employees in many instances are expected to continue living?

I don’t think that what has occurred with my NIS and a few others who I am aware of is right and am therefore calling on GUYSUCO to rectify this unfortunate situation so that employees can feel a sense of confidence that should anything happen to them that they can benefit from their contributions that they have made to NIS. I would also like to say that while it was evident that I, the affected employee was not getting all the information from NIS, I must say that the way and manner in which I was treated by the NIS employees was very professional and comforting to some extent. However, despite their assurances that everything

would be alright and their seemingly genuine desire in seeking to address my issues, I was informed that I should seek answers from GUYSUCO for my missing contributions.

I firmly believe that His Excellency, President Granger, should look into this immediately as I believe that any employer who makes deduction of NIS contributions and fails to remit it should face some firm discipline and or penalty as this is highly dishonest and unprofessional to say the least.

It is therefore my urgent request that GUYSUCO would remit my contributions so that I can get what rightly belongs to me.

Further, I have been reliably informed that monies owed by GUYSUCO to NIS is in the vicinity of millions and many other affected employees, like me, have been seeking answers without any success.

Will American iconic track star, Allyson Felix, get her Avoid nodding on the wheel; it could save your life heart’s desire at the Tokyo 2020 Olympic Games?

DEAR EDITOR, It appears the global sponsor Nike have dropped Allyson Felix as their brand ambassador because she just competed unattached at the American Trials. Her performance with the timings in the first round of the 400m made me put my head in both my palms and shook my head in total disappointment.

Anyone following sports would know that when penning your signature to any contact in becoming a brand ambassador for any major global sponsor there are policies and guidelines an athlete must adhere to and failing to

do so, it comes with serious consequences.

Apparently, one of the clauses in Nike’s contract is that women athletes will not be paid if you got impregnated and the contract was still standing.

As we all know, Allyson got pregnant and competed at the Rio 2016 Olympic Games and got silver in the women’s 400m finals where she lost to Shaunae Miller Uibo who I believed deliberately threw herself towards the finish line on the ground and won the gold.

Allyson went before the senate (I think) and disclosed

the life threatening condition she was faced with and fought for women athletes to get paid by Nike even when becoming pregnant. I strongly believe Nike was angered and I think they made some adjustments to their contract policy and the women will now get paid whoever gets pregnant during competition.

I believe any major international athlete ge t t i n g dropped from their sponsor will affect them mentally and the game changes from there onwards. In that respect, it will take a miracle for Allyson to make the

podium at the upcoming Doha World Championships and the Tokyo 2020 Olympic Games Whatever the outcome, her name is listed in my book of sports and will always remain where it stands even with all the adversities that she faces.

Yes, I admit I am always bias with Team USA ahead of Team Jamaica and I know many who wish for Allyson not to have her swan ending, but at the end of the day her accomplishments speaks for it all.

We will never rise to greatness unless we can speak a common language DEAR EDITOR, No society can function effectively without language.

People speak and write everyday with the reasonable expectation that they will be understood. The story of Tower of Babel applies aptly; the Babylonians wanted to make a name for themselves by building a mighty city and a tower “with its top in the heavens.” God disrupted the work by so confusing the language of the workers that they could no longer understand one another. The city was never completed, and the people were dispersed over the face of the earth.

The refusal of President Granger to ascribe ‘clear’ meaning to simple sentences in Articles in our Constitution is a direct attack on the threads that hold the quilt of society together. The move to the courts to ‘interpret’ plain clauses of the Constitution has been an attack on the

sensibilities of the Judges of the Caribbean Court of Justice was met with a refusal to engage by issuing coercive orders for what they saw clearly outlined in the articles of our constitution, no gloss w a s d e e m e d n e c e s s a r y.

The legal architecture is still intact; its ability to enforce laws has however been severely undermined.

With no defender capable of coercing adherence, our Constitution has suffered emasculation.

We are moving swiftly from the Era of ‘Res ipsa loquitur’ meaning “the thing speaks for itself” to one of ‘Inexplictus’ meaning that which cannot be readily explained. The most infamous

incidence of ‘inexplictus’ is American President Bill Clinton whose “It depends on what the meaning of the word ‘is’ is”.

Join me for a short imaginary journey into Guyana’s future: A man is found guilty of Housebreaking and the Judge sentences him to 5 years in jail, that same night the Judge is awakened by a sound, lo and behold, the convicted man is caught removing the TV from the living room.

“Did I not sentence you to five years in jail?” asks the Judge “Indeed sir, but you said I should spend the ‘next’ five years in jail, so I will begin the sentence as soon as

‘these’ five years are finished” . This is where we are heading, when we become a country where things that are ‘clear’ require lengthy, detailed explanations, we will drown in a sea of minutiae.

In his quest to stay in his ‘Tower’ President Granger has condemned us to the fate of the Babylonians; we seem to be speaking different languages and seem destined to never understand each other.

Like the Babylonians, we too will never rise to greatness unless we can speak a common language. I would suggest English but that seems to have failed.

For the past six days, my mind was pondering on several thoughts to share with the Guyanese population. I have been an ardent reader of your newspaper for years, and I believe, by doing so, it has helped me to make some adjustments and correction in the scheme of my life.

I highly commend your editors for skillfully and selectively publishing articles, letters, analyses, reports and data on several current affairs within the nation and around the world.

Editor, based on what I read recently, the desire to share a once in a lifetime experience with your readers in the hope that this experience will result in someone being able to save themselves from eminent death.

I should have died on Tuesday July 9, 2019. For me, I felt I was given another chance/opportunity to live.

On that day, I did some missionary work on the East Coast of Demerara in the midday hour. I also did other errands for the Church after returning to the city. I was also scheduled to make a trip to the Cheddi Jagan International Airport on the East Bank in the afternoon.

Every now and then, I would usually take a nap (a little rest) during a busy day but on that day, I had no such thing working for me, so I began my journey to the airport a tired and wary man at about 2:30pm then about five or six miles before I reached my destination, a sudden tiredness

me. Instead of stopping and getting water to saturate my face, which I practise ever so often, especially on long driving trips; I continued driving (I was alone in the car).

The road was clear, so my mind went into overdrive causing me to dose off on the wheel. I was suddenly awaken from my slumber, I believe by an Angel, being unaware for a short moment that there was a speeding car approaching me from the rear, another from the front while my car was now on another man’s lane. Speed was evident and a disastrous consequence was unfolding within seconds, I knew I would die. It was as if I saw death in that moment of time by the stroke of a miracle from God I survived.

If you are reading this, please, again I emphasise PLEASE! I advocate and admonish you to take note as much as possible – avoid nodding on the wheel; it could save your life.

Where was the proactive rejection of the use of children as political fodder?

DEAR EDITOR, If America had placed laws around Caucasian children becoming part of the KKK and witnessing lynching’s like holiday outings, there might have been less readiness for the acceptance of racism today in those Dixie states, noting that the KKK alone was not the only factor, but anything to diminish prejudice at even a 2% is commendable. Hitler learnt from the Americans created the Hitler Youth, they evolved into the Allgemeine SS, the Einsatzgruppen and the rest is history, but the template has travelled to Asia to Africa, and to the one man commando. I have been in many protests from 1996 to 2010, during the protests for justice when young Jermaine Wilkinson was murdered, I remember a young woman with her pre-teen son joining the march, I was among others who advised her leave as political protests are not for children. I have never witnessed a child in any protest, which I was involved in or witnessed until I saw July 20, in Stabroek News, page 17, two young pre-teens female children were captured with

an anti-Granger poster no doubt given to them in a PPP protest. It was as distasteful as the indiscriminate shouts of ‘Rape’ in parliament not so long ago by two grown women who are not supposed to be mental defects. These children have a sinister implication, why because I lived with my godparents as a young child until they died and I knew the levels of racism children were taught, it was constant and drilled into their minds. I can only imagine what these children were lectured in before thrown into the adult world of political protests 2019. In ‘The West on Trial’ Jagan blamed the ethnic division in the 60’s on the efforts of Daniel P. Debidin who originated the slogan “Apan Jhaat” and “crude religious and racist appeals were made by Pandits” pg 114 ‘The West on Trial’ by Dr. Jagan established that the templates are there, which he himself was accused of allowing without denunciation towards the political benefits of such, to permit the survival of the PPP by stalwarts like Eusi Kwayana, Jai Narine Singh Sr, among others.

I was surprised that none of the organisations that appear in the interest of Guyana’s young were again not proactive in rejecting the use of children as political fodder, are they should be aware of the media disclosures by both Malcolm Harripaul and Mohamad Yusuf on the 1973 incident, where persons were incited to attack armed soldiers to steal ballot boxes, then upon the expected result call the sacrificial lamb; martyrs. We need to be pro-active and guard against exploitation and the dark indoctrination of our young, during the 2015 elections, there was footage of a child turned away from a voting station with evident hyped ID’s.

Execute this house-tohouse registration with diligence as I have always referred to the Solomon romance with the two mothers and the one who would prefer the child murdered if she could not possess it. Recent events, briberies, postures and actions point to that particular illegitimate macabre pretender, the child slayers before us.

Ecuador to require visas for Venezuelan migrants: Moreno QUITO (Reuters) Ecuadorean President Lenin Moreno on Friday signed a decree requiring Venezuelan citizens, who until now could cross the border with a passport or other form of identification, to have a visa to enter the country.

The measure “will also normalize the status of Venezuelan nationals that are already in the country and that have not broken the law, due to a humanitarian visa exception that offered them temporary residence,” Ecuador’s presidency said in a statement.

The new requirement was announced as part of a security plan for migrants, which includes tighter regulations like those adopted by Chile and Peru in recent months.

Venezuela’s economic collapse under President Nicolas

Maduro has led to the biggest migratory crisis in recent Latin American history. The United Nations estimates nearly 4 million people have fled shortages of basic foods and medicines, forcing neighboring countries to adapt to an unprecedented surge in immigration.

The country also plans to conduct a non-obligatory census of Venezuelans living within its territory to help them access education, health and welfare benefits.

“The idea is formality, regularization,” Interior Minister Maria Romo said in a press conference on Friday.

Associations of Venezuelan migrants in Ecuador applauded the regularization plans, saying it would help combat labor exploitation and improve migrants’ living conditions, but criticized the visa

requirement.

“We are concerned about the measure requiring a visa for entrance, it could violate certain rights,” said Eduardo Febres Cordero, president of the Foundation of Venezuelans Abroad.

Quito will recognize passports and other forms of identification up to five years after their expiration when granting visas for Venezuelans, as renewing government documents has become nearly impossible in the crisis-stricken country.

But the new measures could complicate travel for migrants who plan to traverse Ecuador to other countries in South America.

Ecuador has received some 320,000 Venezuelans and estimates the number could hit half a million by the end of the year.

EU diplomat welcomes new sexual harassment legislation KINGSTON, Jamaica, CMC – The European Union Friday welcomed the decision by Jamaica to table legislation aimed at improving the treatment of women in the society, especially the workplace.

The EU Ambassador to Jamaica, Malgorzata Wasilewska, told a luncheon here that the recent tabling of the Sexual Harassment Bill signals the island’s seriousness in dealing with the situation.

Gender Affairs Minister Olivia Grange tabled the

Sexual Harassment Bill earlier this month that is expected to go before a joint-select committee of Parliament where the public will have a chance to contribute.

The EU diplomat said together with the passage of the Disabilities Act and the recent review of laws which aims to protect vulnerable populations including women and those with disabilities, the island was moving in the right direction.

“We know there is still much further to go but there have been important signs of progress which must be acknowledged,” Wasilewska told the luncheon hosted by UN Women and the gender and disability affairs committee of the Private Sector

Organisation of Jamaica (PSOJ).

She said that the World Economic Forum had found that women with disabilities experience a threefold daily challenge, including being a woman, as well as being disabled.

PSOJ president, Howard Mitchell, said local businesses have to confront situations where unqualified men are being hired over qualified women.

“If you believe in your cause, you have to make some noise,” Mitchell said, acknowledging that the PSOJ also has work to do.

Over 15 per cent of the population or more than 500,000 persons were identified as disabled in the last census in Jamaica in 2011.

Panoramic view of economy shows positive growth due to dynamic reforms - Finance Minister Contrary to the claims of the political opposition, Finance Minister Winston Jordan is maintaining that a panoramic view of the economy shows that there has been positive growth in the last four years.

Speaking at the Linden Business Summit that was held on Thursday, Jordan noted that due to the government s bold and dynamic approach to economic reforms, Guyana recorded positive growth, while pointing out that in 2018 in particular, there was real growth of 4.1 percent. The Finance Minister highlighted that this was the highest over the past four years and even the highest since 2014.

Making reference to recent statements by the International Monetary Fund (IMF) an impartial observer Jordan said that this body

clearly stated that Guyanas 2018 growth was spread across most sectors. It was to a large extent due to the energy and enterprise of private sector participation the Minister stated.

Jordan also reminded of a recent report of NASDAQ, the second-largest stock exchange in the world by market capitalisation, which listed Guyana at number one among the five fastest growing economies in the world.

With this great outlook for the country, Jordan said it is truly amazing that some continue to peddle misinformation about the state of the economy and of its future.

The Minister said, “For too long, we have allowed a small, but influential group, to paint a negative picture of our country. It is time we change that narrative and begin to champion that panoramic view that shows the immense potential of this country, in general, and Linden, in particular.”

The Finance Minister

said, “We recognise the grave challenges we have to face and overcome. From the very beginning of our term in office, our Government identified as a national priority the imperative of bridging the coast with the hinterland, of the need to achieve balanced growth among our regions. In that framework, we recognize that, in spite of the progress made, there is a lot more that needs to be accomplished...”

ECONOMIC REFORMS Returning to his earlier remark of economic reforms, Jordan proudly stated that his government has taken the courageous step of establishing a welcoming economic environment for all, not a select few, as what took place in the past. Among the governments notable achievements in this regard, he said, is a comprehensive reform and simplification of the tax system.

The Minister reminded that there was a reduction in Company T ax for non-commercial companies from 30

Finance Minister Winston Jordan percent to 25 percent; reduction in the Value Added Tax from 16 percent to 14 percent; increase in the VAT threshold from $10 million to $15 million; implementation of a special income tax rate of 25 percent for Small Businesses in addi-

tion to the numerous concessions available to such businesses under the various Tax Acts; increase in the threshold for filing a property tax return from $0.5 million to $40 million, and reduction in the property tax rate on charge-

able property.

Further to this, Jordan said that there was an exemption from Customs Duty, Excise Tax and VAT on a range of capital equipment, intermediate and consumer goods; removal of the remaining restriction on accessing the Export Allowance to “soft currency” areas in Caricom; and the introduction of easier processes that allow individuals and companies to get refunds of taxes from the GRA. At the individual level, the Finance Minister noted that the Government has reduced the personal income tax from 30 percent to 27.5 percent, increased the personal income tax allowance from $600,000 to $720,000 or 1/3 of gross income, whichever is higher; removed income tax from the employees contribution to NIS; and gave equal treatment to Vacation Allowance across the public and private sectors.

Congratulations to all!

Guyana is in a better place because of the agreement reached yesterday by our two main political leaders, President David Granger and Opposition Leader Bharrat Jagdeo, on the appointment of a Chair for the Guyana Elections Commission.

The agreement brings to an end a long period of nervewracking tension. Just two days ago, it did not seem possible that any agreement would be reached. In fact, some persons who were invited to a meeting with the President were said to have been stunned by some of the things he said.

The President, however, has shown a willingness to compromise. He has done the right thing in agreeing to one of the names on the list submitted by the Leader of the Opposition.

I congratulate President David Granger for not insisting that any of his nominees had to be on that list. The agreement shows that it is possible for the two leaders

to reach agreement if they have the political will to do so.

I congratulate the Leader of the Opposition for his patience in dealing with some of the most inexplicable suggestions ever made in our country’s political history. He must also be hailed for his political maturity in nominating at least two persons whom he has never seen eyeto-eye with. His decision to entertain suggestions from the President was a risk-taking measure which backfired in his face. But he has shown a willingness to compromise and to work through the process despite the hiccups.

I congratulate the soonto-be-appointed Chairperson of GECOM, Justice Claudette Singh. She is a strong woman who can stand up to any amount of criticism. She has a huge task before her, the main one of which is how to balance the necessity of complying with the Constitution and at the same time ensuring a Voters’ List that is accept-

able to all the contesting political parties.

House-to-house registration has commenced based on a proclamation issued by the former Chairman of the GECOM. That decision is now being challenged in the Court. No conservatory order has been issued. But the matter has not been withdrawn There is no need to stop the house-to house registration, unless the court so demands. It should continue, but this does not mean that elections have to await its completion. In fact, there is no reason why a cycle of claims and objections cannot be launched immediately to sanitise the Voters’ List.

The two processes house-to-house registration and a cycle of claims and objections - can be done simultaneously, the former for the long-term and the latter to hold elections in time for the September 18, 2019 deadline.

The PNCR will rant and rage over any decision to sanitise the list through claims

and objections. The PNCR has been using the excuse that the existing list is corrupted with as many as 200,000 errors. It has yet to produce evidence of even one tenth of this amount There is a simple way of dealing with this matter. A revised Voters’ List should be compiled using the processes which are in place to delete the names of the dead and include those persons who were registered prior to last November, and who have now reached the age of 18.

When this revised list is

produced, a sample should be pulled from it and this sample should be tested to determine its accuracy. A rate of error of more than 15% cannot be cleared up by a claims and objections period. If there is a lower rate of error, then the list can be sanitised using a claims and objections period.

In other words, the existing list should be revised and then verified.

This is how you approach problems. You establish a rational and scientific way of establishing the degree of flaws in the list. You do not

go around saying that the list is bloated without conducting the necessary tests.

If the list can be sanitised by a claims and objections period, this would allow for the constitutional deadline of September 18 to be met.

House–to-house registration can be continued, but the list generated from that exercise would not be used until the next local government elections.

Boris elevates two offensive East Indians The great democracy of the United Kingdom of Great Britain has become an amusing country to the rest of the world, just as the US is seen under Trump. How can any political party choose Boris Johnson to lead it and to allow him to become the Prime Minister of its country? But that is what the Conservative Party in the UK has done.

Boris Johnson is an detestable right-wing autocrat that has no right and should not be given the right to lead a superb democracy like the UK. But there is hope. That there is hope in the US was shown when the Democrats won the House of Representatives in mid-term elections.

From those elections, we will see the climax of the presidential defeat of Trump and his

Republicans in the Senate by the Democrats in national elections next year.

There is hope in the UK. It started when the Lib-Dem party voted for a progressive woman, Jo Swinson, as its leader.

It will be followed by a general election in which Johnson’s tenure will end in ignominy. I believe the UK under Johnson will crash out of the EU, leaving the increasing prospect that Scotland will pull out of the UK, ending the long reign of a united Britain.

An election will be the only option for the British people. My thinking on the results is that Labour will have to seek accommodation with the Scottish party in Parliament and Swinson to form the

government. The world will then see the end of Johnson.

How in heaven’s name can the UK folks tolerate a man like Johnson? The only positive thing I have ever seen in Johnson is the belief I share with him - that you don’t need to go to a barber.

You can fix your hair yourself and go about living your life.

Boris Johnson is a despicable politician who is racist, anti-Muslim, anti-poor, probusiness. He has no scruples about doing what is necessary for the furtherance of his own ambitions.

Johnson and Brexiteers lied to the people of the UK about the benefits of leaving the UK. It was one of the biggest con games in politics since the Roman Empire.

What the UK citizens voted

for in agreeing to leave the UK was not what they will get when the UK leaves the EU. Johnson will take Britain out of the EU in October, but a replacement government will take the UK back in. Jeremy Corbyn is no fool. He knows the UK out of the EU is fuel for the fire of Scottish nationalism. Corbyn will not risk the breakup of Britain.

There are two names that Johnson has elevated as Ministers. Both were chosen by former PM, Theresa May. Both are East Indians with repugnant views of nonwhite people. This man and this woman are anti-immigrant, even though they came to the UK as impoverished souls looking for a place in the sun (just a way of speaking; the UK rarely sees sun).

The first is Sajid Javid.

How can someone from that background find himself in a white, Anglo-Saxon, racist party? It is said that when Javid’s parents arrived in London, all the money his father had on him was a few British pounds.

It is interesting to note that Javid took a job with an American bank, because he said British bankers didn’t feel someone with his colour should aim high in his ambitions. Sajid Javid is the same man who as Home Secretary (in Guyana, he would be Home Affairs Minister) wanted to keep immigrants out of the UK. Then there is this obnoxious woman, Priti Patel, who frowns on non-white immigrants. Her parents fled to the UK after Uganda expelled East Indian businesses. She is proIsrael with no public declaration for sympathy of the Palestinian people. She once advocated that Britain scrap its aid programme to the Third

Frederick Kissoon World. How ironic that she was interested in aid to Israel which has a higher GDP and GNP than most Third World countries that the UK offers aid to.

Theresa May sacked her as a junior minister after May found out she lied to her on an unauthorised trip to Israel.

Patel has succeeded Javid as Home Secretary. No doubt immigrants will feel the heat of her dislike for them. These are the kinds of people Johnson put in his Cabinet.

It makes sense, because they are all flawed politicians like Johnson himself.

The developed world likes to run down poor Third World states, but look at the type of leaders that govern the UK and the US at the moment – Boris Johnson and Donald Trump.

Legal challenge to House-to-House could end up with the CCJ – PNCR The challenge to House to House Registration could very well head all the way to the Caribbean Court of Justice (CCJ).

A Conservatory Order has been requested by Attorneyat-Law, Christopher Ram, to halt the process of House to House registration, which started on Saturday July 20, 2019. But so far, Chief Justice Roxane George has refused to grant the order, indicating that there is not enough evidence to do so.

During a PNCR press conference yesterday at the party’s Congress Place headquarters, Winston Jordan, who serves in Government as Minister of Finance, was asked whether Government would respect the decision of the High Court, if a Conservatory Order is granted, halting the exercise.

“We are a law-abiding Government.” Jordan responded.

“All the parties within the coalition are law-abiding. If the Court issues a Conservatory Order or whatever order it is…we will obey any and all instructions of the Court.”

However, that doesn’t mean

that the decision will not be challenged.

Jordan continued: “You must appreciate if one court rules, there is another court, and then there is a final court. You appreciate that.”

He said that when the CCJ rules, only then will there be no other court. The rulings of each Court would have to be respected, he said, “bearing in mind that either party… can take the case to the next step to reach

the final court.”

This could mean months of litigation, likened unto the multiple appeals that followed the No Confidence Motion. That had passed on December 21, 2018, and received its final judgment from the Caribbean Court of Justice on June 18, 2019 – six months later.

The political opposition, the People’s Progressive Party (PPP), contends that House to House Registration

will cause General and Regional Elections to be held later than September 18, 2019 – three months past the ruling of the CCJ on the No Confidence Motion.

On Thursday last, Opposition Leader Bharrat Jagdeo had provided members of the media with copies of the work plan of GECOM’s Secretariat, which revealed that the execution of that plan is set to conclude several months into 2020.

Furthermore, Commissioner Sase Gunraj told Kaieteur News on Thursday that the period listed on the work plan is a ‘conservative estimate’.

Reiterating the PPP’s position in a press conference yesterday, Jagdeo said, “Clearly, that timeline, to any sane person, would be unacceptable, given the ruling of the CCJ and the position of the Chief Justice when she herself said, in a statement, that elections should be held by the 18th of September, or if there is an extension of the National Assembly, given by the twothirds vote in the National Assembly.”

On the matter of an extension being granted, Attorney General Basil Williams had recently said that he hopes that the Opposition would have a change of heart, and vote to grant the extension in the National Assembly.

He had posited that, with such an extension, all stakeholders, including GECOM and the political Opposition, would have to hammer out a suitable period of extension, which would satisfy the Opposition and give GECOM sufficient time to prepare to

conduct credible elections.

But Jagdeo, who has said time and time again that the PPP would not grant such an extension, did not break from that pledge.

On Thursday last, he stated” “I have personally spoken to all our MPs and not a single one will vote for an extension.”

He went on to add that the Order for House to House was gazetted secretly on June 11, 2019, but that it’s been overriden by the decision of the CCJ. “More importantly, the activity outlined in that Order started only on the 20th of July after the CCJ had ruled on the 12th of July. So to start House to House registration, that must be contemptuous of the Court. It has to be an illegal order.”

The PPP contends that claims and objections would be enough to refresh the list, as also stated by GECOM’s Chief Elections Officer, Keith Lowenfield, and that such a process would allow GECOM to facilitate free and fair elections before September 18, 2019.

PPP stages countrywide protests against House-to-House registration - Intensifies call for elections by September 18

Supporters of the Peoples’ Progressive Party protested all across Guyana yesterday, calling for action from the Guyana Elections Commission (GECOM) to hold elections by September 18th. This follows GECOM’s recent commencement of House-toHouse registration, an exercise expected to finish in October of this year or later.

The protests were staged in Georgetown, Linden, Lethem, Port Kaituma, Anna Regina, Coldingen, Corriverton, New Amsterdam, La Grange, and Bartica.

Opposition member and former Prime Minister Samuel Hinds, who was on the frontline of the Georgetown protests expressed, “We are out here trying to sensitise more of our brothers and sisters that Guyana needs to confer with the most recent ruling of the CCJ (Caribbean Court of Justice)… and that requires that elections be held by September the 18th”.

“We are calling on our president to start the preparations for elections by September the 18th. All Guyanese should know that it is in their interest - and not matter which party they support - to ensure and to work for us to comply with the CCJ and with our Constitution.”

Meanwhile, hundreds of PPP supporters from across Region Six converged on the GECOM office in New Amsterdam, also calling for elections to be held by September 18th, 2019. The protesters included a number of youths from the Progressive Youth Organisation (PYO), Regional Chairman David Armogan and former Mayor of Rose Hall Town, Vijay Kumar Ramu.

Party Organiser for the region, Zamal Hussain, told reporters that Region Six is

disappointed with the actions taken by GECOM to commence the house to house registration despite the CCJ’s ruling recently, “we notice that house to house started, but this is an illegal act, and this in itself will take us past the date of September 18 which is the deadline for elections in Guyana”. Hussain stated that so far he has received information that the majority of persons in Region Six are not taking part in the current exercise.

Regional Chairman Armogan reiterated that elections must be held by September 18th and stressed that the current house to house exercise will drag on past that date.

“This process they have started to have a new list will not be completed by the September deadline. GECOM has permanent staff which should always be in a state of preparedness. This is a creeping dictatorship,” Armogan said.

Meanwhile, a protester who broke down in tears while speaking to reporters on the protest line, Debra Boatswain, said she had confidence in the present regime and cast her vote in their favour, but she is now disappointed, “I am here today because Granger mek me hand fall, I voted for he and this is what he do. I never punish so yet under a government and he must go, he must go, Granger must go”.

And supporters of the People’s Progressive Party/ Civic on the Essequibo Coast, also turned out in their numbers to picket against the Guyana Elections Commission [GECOM], following the commencement of house to house registration. The peaceful protest, which took place at the commission’s Anna Regina Office, was led

Exactly one week ago, the Guyana Elections Commission commenced house to house registration, in preparation for the next General Election. Party supporters of the PPP/C insist that the move taken by the elections commission was illegal, and that the present house to

house registration needs to come to a halt.

Some of the protesters picketed at the Anna Regina GECOM office, while a number of additional supporters stood near the Charity office.

Vishnu Samaroo told the media yesterday that the party will continue to peacefully protest until the president announces a date for elections.

“This picketing exercise is one that the people are calling on us to do. In Charity we had 50 or more people there.

This is to call on GECOM to stop the registration and for the president to announce the date for elections. This is also to sensitise all of Guyana and the international community about how people feel about the present APNU/ AFC government not

honouring the CCJ ruling. We will continue these peaceful exercises to put pressure on the government and pressure on GECOM to act independently and not to take instructions from the government,” Samaroo stated.

The CCJ on June 18 validated the December 21 NoConfidence Motion paving the way for early national elections.

106 treated for drug abuse last year The reported prevalence of problematic drug use both for licit (lawful) and illicit drugs in the Guyanese population was over 40 in every 100,000 persons during the year 2018. An assessment of drug treatment data for the period indicates that the most abused licit drug is alcohol while the most abused illicit drugs are crack cocaine and marijuana.

The aforesaid is according to the Guyana Drug Information Network 2018 annual report which has reported that 106 persons sought treatment for problematic drug use disorders last year at the Salvation Army Men’s Social Centre at Kingston, Georgetown and the Phoenix Recovery Project at Mon Repos, East Coast Demerara.

Of the overall total, 44 persons were admitted for cocaine use and its derivatives (41%), 39 for marijuana abuse (37%), 20 for the problematic use of alcohol (19%) two (2%) for tobacco and one person who indicated cross addiction but did not specify a substance (1%).

Forty five persons were registered at the Salvation Army Men’s Social Centre while 61 persons were registered at the Phoenix Recovery Project.

According to the report, of the 106 persons who sought treatment, seven were females.

The report said that the Phoenix Recovery Project is the only treatment facility reporting to the Drug Information Network, that

provides services to females, with a 10-bed capacity.

In this regard, the report noted, “Females are in the minority of persons that have been receiving treatment for problematic drug use disorders.

However, looking at the number of females who access the facility annually, there is a clear indication that there is a demand for treatment services for women”.

Further analysis indicated that most persons (37) were between the ages of 11 and 15 years old when they first began using drugs and alcohol. Of those in treatment, 9 persons (8%) had completed their tertiary studies, while 38 persons (36%) completed their secondary education. The reminder had some secondary education or lower. An assessment of the employment status of persons in treatment revealed that 59 persons were classified as working/self-employed, while 24 were unemployed (23%). Four (4) persons indicated that they were working and studying.

The report highlighted that of the persons in treatment, nine of them (8%) had completed their tertiary studies, while 38 persons (36%) completed their secondary education. The reminder had some secondary education or lower. In addition, an assessment of the employment status of persons in treatment revealed that 59 persons were classified as working/selfemployed, while 24 were

In assessing the drug using patterns of persons in treatment for the period, the statistics highlighted that 25% of the problematic substance users were misusing a single drug compared to 75% of those who were misusing multiple drugs.

Further analysis indicated that 52 persons enrolled in the treatment programme for 2018, were previously enrolled in another treatment programme, with only 24 of those persons completing

the programme. Persons were also asked about their mental health history at which it was revealed that 36 persons were diagnosed with a psychiatric disorder.

Furthermore, during their time at the treatment centre, persons were screened for contagious diseases. Of the 106 persons in treatment for the period, 66 were tested for a contagious disease. Out of these 66 persons, eight tested positive for one of the following: HIV and other STDs, Hepatitis B and C, and Tuberculosis (TB). Only two persons are receiving treatment for TB. The high percentage of those individuals that use multiple substances, and have a co-occurring psychiatric disorder

makes it difficult to administer effective treatment to properly meet their needs and may lead to persons either not completing the treatment programme or being at risk of a relapse.

During the reporting period, the level of interaction between persons in treatment and the criminal justice system was also assessed. It was revealed that of the 106 persons in treatment, 56 (53%) were arrested at least once in their lifetime. Of these 56 persons, 34 persons were arrested within the last year and 10 of those persons were arrested two or more times during that period.

As it relates to the source of referral to treatment, the report found that 84 persons (79%) were encouraged to

seek treatment for their problematic substance use by their family and friends, while 13 persons (12%) voluntarily enrolled themselves into a treatment programme. Moreover, three persons (3%) were referred by a health care provider and two were referred through the justice system. One person in treatment was encouraged to seek treatment through the school system.

Against this backdrop, the report noted, “Understanding a person’s motivation to enter treatment or their support system is key in developing that person’s treatment regime and for preparing them for reintegration into society.”

Guyanese place a high premium on their labour - Immigrants are working for less – Minister Jordan Minister of Finance Winston Jordan yesterday at the People’s National Congress Reform weekly press conference, asserted that Guyanese place a higher premium on their labour, compared to the immigrants now in our midst who are working for much less.

“Guyana has a relatively small population .We speak about jobs and we hear a lot of young people who say that there are no jobs. I have seen Venezuelans, Cubans, Brazilians, Nigerians, and even Haitians in Guyana with jobs… a country which supposedly has no jobs! Guyana has carpenters of all different nationalities, so there must be jobs,” the Minister explained.

He took some time to shed some light on some issues of the past, back when in the 1970s to the 1990s there were high numbers of Guyanese migrating to the United

States of America.

“People complained how Guyanese took away their jobs. There is no basis for this, but it is true, because everyone would want to deal with their natives first. The fact that you can go in a country of a native and get a job, what does it suggest? Many things; for one, the labour cost in that country is very high, because if I am prepared to cut grass for $1,000 but the native wants to cut grass for $1,500 who are you going to employ? Most obviously the $1,000… and I would go for the $1, 000,” the finance minister posited.

He further disclosed that these immigrants, many of whom fled their country because of poverty, crime, and political instability, find it feasible to work for a lower premium, and added that, “The real question is whether the job is paying what you want

it to pay. For these people, yes, for others, maybe not”.

Aside from this, he expressed that, “There is a skill level, depending on the job, and people are not prepared.

Jobs are going to be created, but we have to prepare ourselves for those jobs.”

In September of last year, this publication carried an article which stated that more than half of Guyana’s workforce only has a primary education. According to the Bureau of Statistics’ Labour Force Survey (LFS) for 2017, it was reported that more than half of the nation’s workforce was either without any formal schooling, or only attained primary education. Furthermore, in that report it was discovered that about a quarter of the working age population has upper secondary education, but only 2.8 percent has a Bachelor’s degree or above.

Alumni Association (NY) leads two-week 2019 Math Camp at QC

F

or the fourth consecutive summer, the Queen's College of Guyana Alumni Association (NY), Inc. (“QCAANY”) will be hosting its Queen's College Summer Math Institute (“QCSMI”) for two weeks beginning on Monday, July 29th, 2019 and ending on Friday, August 9th, 2019 at Queen's College, Camp Road, Georgetown.

The QCSMI will run Monday through Friday from 9:00 AM to 3:00 PM, with daily lunch and snacks provided at no cost to participating students. The target group of this enrichment programme is rising third and fourth form students from Queen's College, Bishops' High School, St. Rose's High School, St. Joseph High School and Saint Stanislaus College.

The QCSMI aims to sustainably implement a developmentally–appropriat e and culturally resonant middle school learning environment that engages Guyanese students in a cognitively rich mathematics learning experience that affirms and aligns with their cultural and social identities and places them securely on pathways to STEM (Science, Technology, Engineering and Math) excellence.

The programme combines significant mathematical content with a setting that encourages a sense of discovery and excitement about math through problem-solving and exploration.

The objectives of the QCSMI are to: · Attract high school students in Guyana to mathematical sciences and to motivate them to excel in the subject; · Introduce high school students and their parents to the notion of mathematics as theory; and · Sensitize students and their parents to futures

linked with mathematics, including, but not limited to, careers as mathematicians, math educators, research scientists, computer scientists, economists or business leaders.

A number of field trips a r e p l a n n e d a s complementary activities, and are integral to the QCSMI experience. Among these are trips to the Hydrometeorological Service at Timehri, the Guyana National Bureau of Standards, and Demerara Distillers Limited. The field trips are intended to demonstrate the use of mathematical principles in real-world scenarios.

A d d i t i o n a l l y, l o c a l professionals in STEMbased disciplines will speak with students about STEM career options.

This year, the programme will be led by m a t h e m a t i c i a n , D r.

Cleveland Waddell, Queen's College alumnus and Ph.D. in Applied Mathematics from North Carolina State University. Dr. Waddell, who is a former student of the founder of the Math Institute, Dr. Terrence Blackman, Dean of the School of Science, Health and Technology at Medgar Evers College in Brooklyn, NY, will be supported by Mr. John Campbell, President of Q C A A N Y, S h i f i e r a Surujballi, member of the QCAANY, Ms. Ede Tyrell, Queen's College alumna and University of Guyana lecturer who specialises in Microbiology in the Department of Medical Technology of the Faculty of Health Sciences, Ms. Dianne Henry, Queen's College teacher, and other Queen's College friends and supporters.

This year's programme is made possible through sponsorships from MidAtlantic Oil and Gas Inc., Guyana Logistics & Support Services Inc. and Banks D.I.H. Mathematics-based software is being provided

by Maplesoft.

In addition to the QCSMI programme, QCAANY has consistently supported science-oriented students and programmes at Queen's College. Since 2000, through its Vernley Ward Bursary, QCAANY has awarded scholarships to 1st and 2nd year students enrolled at the University of Guyana who have distinguished themselves in the area of chemistry while at Queen's College.

QCAANY helped create the school's first computer lab in the late 1990s and continues to collaborate with other alumni chapters to refurbish and upgrade equipment in the computer, physics and biology labs.

More recently, QCAANY has focused on funding enrichment programmes and social services to students.

Student conferences have been held each academic year since 2014.

The welfare of students is not

forgotten, with the association funding the annual salary of QC's first social worker, who provided badly need services to students at the school, and also funding child advocacy and mental health services in Guyana.

Being aware of the importance of sports, QCAANY has been on the forefront of the revitalisation of sports at Queen's College.

Just recently, QCAANY along with friends and supporters, has overseen the refurbishing of the school's sports field, assisted with the funding of the Queen's

College Cricket team's annual trips to the Garfield Sobers Cricket Tournament in Barbados, and created a fund to provide financial support to girls' sports at Queen's College.

Broadly stated, the organisation's mission is to contribute significantly to the advancement and improvement of education in Guyana.

Bill payment by MMG “absolutely free” from next month

I

n what can be described as an unprecedented move, the Guyana Telephone and Telegraph Company yesterday announced that the usual fee attached to its Mobile Money Guyana [MMG] service will cease from next month.

Since the introduction of what is recognised as Guyana's first mobile financial service in 2013, MMG has positively

influenced how bills are paid, credit is purchased, and how money is sent and received. Undeniably the process has been proven to be easy and especially convenient for many MMG users.

However, as with any great service, there is always room for improvement. It was with this in mind that the latest development was premised.

According to the company in a statement, the

MMG team is constantly engaged and exploring new ways to introduce additional benefits for customers.

From August 1, the company said, “paying your bills with MMG will be absolutely free.”

“Until now, when using Mobile Money to pay bills, you paid a service charge.

No more will you have to pay a fee to pay bills; once you are subscribed to MMG, you save,” the statement assured.

It went on to add that “Free means no hidden charges or other requirements, and more money in your wallet. Free means that MMG is leading the way when it comes to convenience and affordability in paying your bills.”

MMG has been touted as remarkable from its inception. Cashless transactions are the future and it is said to be safer than “money in your pockets,

wallet, purse or handbag.”

“If you lose your phone, you will not lose the money you have in your account, because it is protected by your personal PIN. There are no requirements for a minimum balance, plus no monthly or yearly fees. You can do your transactions at any time of the day from anywhere,” the statement also added.

Registration is free and the process is simple. Once persons have a mobile phone, a valid photo ID and proof of address they can register at any GTT store, MMG agent or online at mmg.gtt.co.gy/register.

According to Elrick Chapman, the customer management lead for MMG, “cashless transactions are great for moving our country forward. It puts us on a par with the rest of the world.

Part of our mission is to remove complexities wherever they exist so that

we are easy to do business”.

The MMG team, the statement added, “hopes that new and existing customers will be encouraged to continue utilizing the service, and enjoy all the benefits including FREE bill payment”.

Some of the customers who use MMG have already started to react to the free bill payment offer. “I use Mobile Money to pay all my bills so it will definitely save me some money,” said Sheik Sadiq. Also speaking on this development was Simone Dowding, who added, “I'm very happy about it. Mobile Money is one of the best services”.

Adding to the discourse was Sonia Yarde's, “It would be great because sometimes you put in the exact money to pay a bill and forget the fee.”

“That would encourage me to use the service more,” said yet another customer, Jaime Mayers.

Not enough evidence to validate claims of paddy scam at Burma – Senior GRDB official Even though several managers at the Burma Rice Research Station (East Coast Demerara) are claiming that investigations into the May 2019 paddy scam have been closed, credible sources are however telling another story.

Yesterday this publication contacted a senior Guyana Rice Development Board (GRDB) official who explained that investigations into the matter have been completed, and there was “not enough evidence” to verify that a paddy scam was actually going on at the entity.

However, yesterday also, a source who had provided prior information on the matter, explained that ‘a very wishy-washy pattern of investigation’ has been carried out and the results were not made public.

In May last, the source had reported several employees at the entity had been fingered in a network paddy scam that saw security guards, a store clerk, two managers, truck drivers and checkers , as well as clearance personnel, colluding to sell paddy to persons in Mahaicony.

It was alleged that the store clerk would write more than the actual amount of paddy to be delivered to drivers and through collision by all, bills reflecting one amount were signed and

approved, while the amount of paddy being delivered was way above what was written on the bills.

The issue was made public when an employee discovered that a truck that was supposed to be issued with fifty five bags of paddy, actually was given ninety bags instead. Our source revealed yesterday that an Extension Manager was informed, as well a top manager in the company. A copy of the delivery note was collected from the security hut where the truck was given clearance. The employee who unearthed the alleged scam was said to be in conversation with a manager investigating the issue, when the employee received a phone call dictating that another employee had already called the truck driver to inform him that investigations into the matter had begun.

More information suggests also that calls were made from within the facility, alerting the persons who the extra paddy was sold to, with instructions that the extra bags be hidden. Sources have informed that a manager at the entity also went out of his way to ensure that the extra paddy was relocated. It is said that a female security guard on duty had objected to the discrepancies on the bill, that were conflicting with

the actual amount of paddy on the truck, and a certain manger took the guard aside, spoke to her in hushed tones, and the woman returned shortly after and signed the bill, thus giving the truck clearance.

One source noted that a senior manager was approached and told that there was a driver who was willing to testify on all that had allegedly transpired, but that driver was never called, neither was any attempt made to locate him. However the senior manager, when contacted, refuted such claims, and indicated that any helpful reports the driver could provide would certainly be welcome. The driver is however claiming that he does not think anyone will call him, since the paddy scam has been an ongoing issue that involves a network of employees, who are always covering up the wrongdoing of each other.

According to reports, the additional forty bags of paddy were sold to a ‘scam network member ’ in Airy Hall, Mahaicony. This publication was informed that this practice is ongoing, and that drivers would deliver paddy to several individuals along their route, who would have already paid for same to individuals engaged in the operations of the Burma Rice Research Station.

Trio remanded for cocaine found in lunch bag Three men were yesterday remanded to prison by Chief Magistrate Ann McLennan after they appeared before her in the Georgetown Magistrates Courts for allegedly trafficking six pounds of cocaine.

Deopaul Goordeen, 48, a fisherman, of 1155 Tuschen, East Bank Essequibo; Mohammed Inshan, 47, a electrician, of 49 Zeelugt North, East Bank Essequibo, and Amit Kumar, 41, a machine operator, of 275 Tuschen, East Bank Essequibo, all denied the charge against them.

It is alleged that on July 23, 2019 at Parika, East Bank Essequibo, the three men had in their possession 2.64 kilograms (almost 6 pounds) of cocaine for the purpose of trafficking.

Goordeen was represented by attorney-at-law Damion Da Silva while Inshan and Kumar are being represented by Siand Dhurjon and Marcel Bobb.

The attorneys made applications for reasonable bail to be granted to their clients as they claim the men have no knowledge of the cocaine. The attorneys also stated that the men are the sole breadwinners for their home.

son for bail, that his client suffers from hypertension. The Customs Anti Narcotics Unit (CANU) prosecutor Narissa Leander objected to bail for the men.

The facts of the charge stated that on the day in question CANU ranks were carrying out an observation exercise.

Goordeen was seen handing over a package to Inshan, who in turn handed it to Kumar. Kumar then took the package and placed it in Inshans car, and the men left the location in two separate vehicles.

The vehicles were subsequently stopped and searched by the CANU ranks who found a lunch bag in the backseat of Inshans car.

Upon inspection of the lunch bag, a black plastic bag was discovered and it revealed that it contained two white, block-like objects. The objects were tested by the ranks and confirmed to be cocaine.

The CANU ranks arrested the men and took them to their headquarters. According to the prosecutor, they have video evidence which shows the handing over of the package.

Chief Magistrate McLennan after listening to all sides remanded the men to prison on the

grounds that no special reasons were given for them to be granted pre-trial liberty. The matter was adjourned until August 2, when it will be re-called at the Leonora Magistrate Court.

Man breaches protection order and assaults woman A labourer who breached a protection order that was taken out against him was yesterday remanded to prison.

Twenty-two-year-old Neville Everson appeared before Senior Magistrate Leron Daly in the Georgetown Magistrates’ Courts where the charge was read to him.

It is alleged that on July 6, last, at James Street, Albouystown, he unlawfully assaulted a woman. Everson denied the charge.

In a bail application made by the defendant’s attorney, the lawyer told the court that the alleged victim is in the habit of going over to his c l i e n t ’s r e s i d e n c e a l though she has a protection order against him.

Police prosecutor Richard Harris then told the court that the alleged victim took out a protection order (via the instruction of Magistrate

Annette Singh) against Everson on October 30, 2017.

He further stated that on the day in question, the woman was on her way to purchase food from a restaurant when she was attacked by Everson, who dealt her several cuffs about her face and body. However, the woman managed to escape from her assailant.

While she was returning from the restaurant, Everson, who was not satisfied that the woman had gotten away from him, hid behind a truck and then attacked the woman for a second time, cuffing and k i c k i n g h e r a bo u t h e r body.

The injured w o m a n was then picked up and taken to the Georgetown Public Hospital, where she was treated for t h e i n j u r i e s she sustained from the beating and later discharged.

The matter was later

reported and Everson was arrested and charged.

In his closing statement, prosecutor Harris made strong objections to bail being granted to the defendant, citing that he’s in the habit of g o i n g t o t h e v i c t i m ’s home.

He also stated that it clearly shows that Everson “doesn’t have respect for the court and the law and he should be confined for his actions”.

Prosecutor Harris mentioned that he is concerned for the safety of the woman due to the many recent articles that are seen about woman b e i n g a s s a u l t e d or even killed by their partners.

Magistrate Daly, after listening to the facts of the charge, denied bail, and remanded Everson to prison until July 29, when he is expected to make his next court appearance.

Drug suspects stuck in cocaine-filled shipping container call police on themselves (CNN) As Belgium experienced its hottest day on record on Wednesday, two men found themselves in a sticky situation — trapped in a shipping container full of cocaine, the men became so hot that they called the police on themselves.

Police were called to the port of Antwerp on Wednesday by the men, who were trapped inside a shipping

container for several hours, a spokesman for Antwerp’s shipping police told CNN. Temperatures rose to 102 Fahrenheit Wednesday, the hottest ever recorded in the country, according to the national weather service.

Wednesday’s record was smashed a day later, with 105.2 Fahrenheit recorded, according to the UK’s Met Office.

“They called the police to get them out of there, because the container was locked from the outside,” a spokesman for Antwerp’s shipping police told CNN. The police were in for quite a surprise. “They found a lot of cocaine inside the container,” the spokesman said.

The men are currently in custody, and police have opened an investigation.

U.S. Justice Department resumes use of death penalty, schedules five executions WASHINGTON (Reuters) - The U.S. Justice Department on Thursday reinstated a twodecades-long dormant policy allowing the federal government’s use of capital punishment and immediately scheduled the executions for five death row federal inmates.

“Congress has expressly authorized the death penalty through legislation adopted by the people’s representatives in both houses of Congress and signed by the President,” Attorney General William Barr said in a statement.

“The Justice Department upholds the rule of law - and we owe it to the victims and their families to carry forward the sentence imposed by our justice system.”

The last federal execution took place in 2003. Since then,

protracted litigation over the drugs historically used in lethal injection executions prevented the government from continuing the practice, according to Justice Department officials.

U.S. President Donald Trump has called for increasing the use of the death penalty for drug traffickers and mass shooters, a request the department has since laid the groundwork to carry out.

Early in the Trump administration, former Attorney General Jeff Sessions ordered the Federal Bureau of Prisons to examine what steps might be required to resume the use of the death penalty, a Justice Department official said.

In March 2018, Sessions also called on federal prosecutors to seek the death pen-

alty when bringing cases against drug dealers and traffickers as part of a strategy to help combat the opioid crisis.

Most recently in May, the department’s Office of Legal Counsel took steps to make it easier for states to carry out executions by declaring that the Food and Drug Administration lacked the power to regulate lethal injection drugs.

The Senate Judiciary Committee’s ranking Democrat, Dianne Feinstein, said Thursday’s announcement was wrong.

“The federal government should be leading the effort to end this brutal and often cruel punishment, not advocating for its return. It’s time we evolve and put this terrible practice behind us,” she said in a statement.

Huge manhunt for killers of Italian policeman A huge manhunt is underway for the killers of an Italian policeman stabbed to death in the centre of Rome while trying to make an arrest.

Two men believed to be North Africans are being sought after Mario Cerciello Rega, 35, died confronting suspected thieves, Italian media report.

The thieves are said to have stolen a bag, then arranged to meet and sell it back to the owner for €100 (£90; $111).

Two Americans have been arrested in connection with the theft of the bag.

Interior Minister Matteo Salvini has offered his condolences on Twitter, describing the dead officer as “a hero, a boy with all his life ahead”.

Earlier, he called for whoever killed the policeman to face “forced labour in prison for as long as he lives”.

Anadarko Petroleum beats estimates on higher output (Reuters) - Anadarko Petroleum Corp (APC.N) reported a better-than-expected quarterly profit on Friday, as higher production offset lower prices for oil, gas and natural gas liquids.

Anadarko’s second-quarter average daily production rose 16.8% to 744,000 barrels of oil equivalent, beating analysts’ expectations of 719,130 boepd, according to IBES data from Refinitiv.

Average oil prices fell 8.7% in the quarter, while gas prices dropped 10.2% and natural gas liquids prices tumbled 41%, Anadarko said.

Anadarko had agreed to be bought out by Occidental Petroleum for $38 billion after the latter outbid Chevron Corp’s (CVX.N) offer for the company’s vast shale holding in the prolific Permian Basin. Anadarko has paid Chevron a $1 billion break-up fee.

Billionaire investor Carl Icahn, who owns a 4.4% stake in Occidental, launched a proxy fight last week, arguing the company overpaid for Anadarko and failed to give shareholders a say in the proposed deal.

Occidental has sharply

criticized Icahn’s efforts to oust and replace four of its directors and attacked his slate of board nominees as inadequate for the job.

Anadarko’s net loss was $1.03 billion, or $2.09 per share, in the latest quarter ended June 30, including the termination fee and mergerrelated costs.

Anadarko, which has operations in the United States, South America and Africa, said adjusted net income fell 10.4% to $249 million, or 51 cents per share.

Analysts on average had expected 50 cents per share.

Syria war: ‘World shrugs’ as 103 civilians killed in 10 days More than 100 people, including 26 children, have died in air strikes on hospitals, schools, markets and bakeries in north-west Syria in the past 10 days, a top UN official says. Human rights chief Michelle Bachelet blamed the attacks in rebel-held areas on the government and its allies.

But the attacks were met with “apparent international indifference”, she said.

Syria and its ally Russia have both denied targeting civilians in air strikes in the Idlib region.

Speaking to reporters, Ms Bachelet criticised the “failure of leadership by the world’s most powerful nations”.

The rising death toll in Idlib had been met with a “collective shrug” and the conflict had fallen off the international radar, while the UN Security Council was paralysed,

she said.

She said the civilian targets were unlikely to have been accidental and warned that those carrying out the attacks could be charged with war crimes.

“Intentional attacks against civilians are war crimes, and those who have ordered them or carried them out are criminally responsible for their actions,” Ms Bachelet said.

Idlib province, along with the north of Hama province and western Aleppo province, is one of the last opposition strongholds in Syria after eight years of civil war.

It is supposedly covered by a truce brokered in September by Russia and opposition-backer Turkey that spared the 2.7 million civilians living there from a

major government offensive.

Last week, the UN said more than 350 civilians had been killed and 330,000 forced to flee their homes since fighting escalated on 29 April.

But that figure has now been revised, adding 103 extra deaths in the past 10 days alone. The estimate for the number displaced stands at more than 400,000.

The government - which is backed by the Russian air force - said the increase in attacks was due to repeated truce violations by jihadists linked to alQaeda who dominate the opposition stronghold.

Russia has denied reports earlier this week that it carried out airstrikes on a market and residential areas which left at least 31 civilians dead.

Palestinians to halt agreements with Israel ute to the officer.

On Thursday evening, an Italian man, 40, was sitting in a city square, Piazza Mastai, when his bag containing €100 and a mobile phone was stolen, Il Corriere della Sera reports.

Two men were apparently later caught on CCTV running away with the bag but others may also have been involved.

After the owner called his own phone, the gang offered to sell the bag back to him in another part of the city, the Prati district. The owner then alerted the police.

The suspected thieves were waiting in the early hours of Friday for the owner to turn up when, instead, Vice-Brigadier Rega and a colleague appeared.

One of the suspects produced a knife and stabbed the policeman eight times, including once in the heart, before they fled, Ansa news agency reports.

The police officer was taken to hospital but died of his injuries.

Four people are being questioned at a Carabiniere barracks in connection with the case, Ansa adds.

Palestinian President Mahmoud Abbas says the Palestinians will no longer abide by previous agreements made with Israel.

His announcement followed an emergency meeting after Israel razed Palestinian buildings it said were illegally built on the edge of Jerusalem. Agreements signed over the past 25 years cover many spheres of activity, including security co-operation.

Israel has not yet responded to the move.

Mr Abbas said a committee would be formed to work out how to implement the decision.

Tensions between Israel and the Palestinians have heightened in recent days af-

ter the demolition of the buildings in Wadi Hummus (an area of Sur Baher), which Israel’s High Court said had been built too close to its West Bank barrier.

There was an international outcry over Israel’s actions, which left 17 people homeless. Mr Abbas blamed Israel for the latest step, accusing it of reneging on agreements first.

“In light of the insistence of the occupation authority [Israel] to deny all the signed agreements and their obligations, we announce the decision of the leadership to stop working in accordance with the agreements signed with the Israeli side,” he was quoted by the official Pales-

tinian news agency, Wafa, as saying. It is unclear what the decision will mean in practice or whether it extends to the Palestinians’ recognition of Israel itself, a lynchpin of the 1993 Oslo peace accords, which lay the foundations for Palestinian self-rule in the occupied territories of the West Bank, East Jerusalem and the Gaza Strip.

Mr Abbas has previously threatened to annul past agreements with Israel but this has never been implemented.

Israel has in the past warned that a scrapping of agreements could lead to the collapse of the Palestinian Authority, the Palestinian’s de facto government.

Locally-produced white sugar will add much value to the manufacturing sector - GuySuCo The Guyana Sugar Corporation Inc. (GuySuCo) says it has taken note of the concerns of the Guyana Manufacturing and Services Association (GMSA) relative to the production and supply of white sugar (Plantation White) by regional sugar producers such as GuySuCo and Belize Sugar Industries Limited (BSIL).

The Corporation in a statement stressed that, “GMSAs rejection of a 40% Common External Tariff (CET) on refined sugar reflects a lack of depth of understanding of the market requirements and classification of a range of sugars that are refined by annexing or standalone systems to sugar factories.

Key findings, of a study of the Substitutability of Plantation White Sugar for Refined White in Industrial Processes done by LMC International on behalf of the Sugar Association of the Caribbean (SAC) in January, 2019, stated that: “It is clear that a CET is required to sustain the sugar industry in the Caribbean.

The current situation where the CET is applied to brown sugar only, has distorted the market encouraging end users to demand duty-free refined sugar even if it is not strictly required for their product.””

The Corporation said it appreciates the underlying

factors, as well as the anxious tone of the GMSA in its statements to the press, however, “members of the manufacturing association can be assured that GuySuCo and other Caribbean sugar producers have been addressing opportunities for the requirements of the regions industries in response to the major market adjustments that have arisen since the European Union (EU) announced the repudiation of the Sugar Protocol, which from October, 2009, removed price guarantees which impacted adversely on the sugar industry and markets of African Caribbean and Pacific (ACP) States. As shifts continue in the global, regional and local markets, GuySuCo has to become more and more flexible and agile and place more emphasis on the demands of the domestic industry. The Corporation appreciates that the white sugar it produces will have to satisfy the quality requirements of all of its customers. It is important to note that Grades of sugar are produced in response to market requirements. Substitutes in the food industry have universally dominated market thrust, with the not so recent corn sweeteners which have been treated as replacements for sugar. This has not caused a reduction of quality of consumer food products.

The Inter-American Development Bank (IDB) 2017 Latin America and Caribbean Macroeconomic Report Routes to Growth in the New Trade World stated that, …Latin America and the Caribbean has been hit by negative external shocks including declines in commodity prices and the rise in global interest rates. As negative external shocks reduce net income earned from abroad, countries …attempt to find new sources of foreign income, or rebalance their spending towards domestic production to maintain the same level of consumption….

The report further stated that, …Import Substitution Exchange rate depreciation may also open up opportunities for local industry to substitute for foreign suppliers…; hence GuySuCos decision to pursue the production of white sugar (Plantation White) is also premised on the fact that as one of the largest businesses in Guyana, it is essential for the Corporation to include into its reorganization programme, factors to mitigate external shocks.

Accordingly, import substitution is appropriate.”

RELIABILITY OF SUPPLY OF WHITE SUGAR The Corporation further stated that in addition to its production of white sugar as a value added product, an-

other benefit for the local manufacturers is reliability of the supply of white sugar.

From GuySuCos perspective, the ability of local manufacturers, as well as the country to save much needed foreign exchange, will be greatly enhanced since the local demand of 20,000 tonnes of white sugar can be supplied

by GuySuCo. The other 30,000 tonnes of GuySuCos planned annual white sugar production of 50,000 tonnes will be supplied to the regional market which will also save foreign exchange regionally.

DIFFERENCE BETWEEN REFINED AND PLANTATION WHITE SUGAR Plantation white sugar is an acceptable consumer quality sugar, the Corporation explained, and, like refined sugar, because of its high purity and microbiological stability, is one of the safest products on the market. In fact, most of the white sugar that is deemed “refined sugar” imported extra-regionally from Guatemala and Columbia, and used by local and regional manufacturers, is actually Plantation White.

“It is very important for

manufacturers to note that neither sulphitation nor bleaching will be involved in the process for producing white sugar by GuySuCo. Rather, GuySuCo would employ a re-melting process of sugar produced, that involves successive boiling and recrystallisation with Plantation White Sugar boiled from the highest purity of available A remelts. This is essentially the same process followed in refineries. A process that enhances the quality of sugar with the resultant product having a colour value of 100 150 Icumsa (ICU),” the Corporation said.

“Another key point, is that bottlers standards (CocaCola and PepsiCola for example) are different but not elusive, and GuySuCo will work with soft drink producers on the requirements of including in its processing, a decolorisation plant and corresponding equipment to meet those requirements.

There is already a precedent from a successful collaboration with the Belize Sugar Industry Limited and the Coca Cola franchise in that country.”

Parliament amends marijuana legislation KINGSTOWN, St. Vincent, CMC – The St. Vincent and the Grenadines parliament has amended legislation that would make smoking two ounces (56 grammes) or less of marijuana a ticketable offence, if the offender admits to the crime.

Under the new law, a person who is in possession of up to two ounces of marijuana cannot be arrested, cannot be jailed and would not get a criminal record as a result.

The law also makes it legal for persons to use the drug in their home or at places of Rastafarian worship. But it also makes an offence, the possession of up to two ounces of marijuana carrying a maximum penalty of EC$500 (One EC dollar=US$0.37 cents).

charged, adding that this is an important point because the international convention says possession of marijuana is an offence.

He said in order for a person who is accused of being in possession of two ounces or less of marijuana to appear in court, they have to be summoned.

Gonsalves told legislators Thursday, that if a police officer meets someone with two ounces of cannabis or less, and the person admits to possession, the officer would have to give that person a card containing health and education information about the use of marijuana.

“The health information here is where you can get counselling. And the policeman must draw to your attention, if you are under 18, or if it appears reasonable to him that you are dependent on the cannabis, they have to point out specifically to you where you can get counselling,” Gonsalves said, adding, “education and counsel-

ling; alternative mode to incarceration”.

Gonsalves said that if the person denies possession of marijuana, he or she will be given a summons and if the substance, after scientific testing, is proven to be cannabis, the magistrate would deal with the person.

“But I would think that 99.99 per cent of those will tell the police, ‘Yes, is mine own. Is weed’,” Gonsalves said, adding that a national campaign will be instituted beyond what exists.

But Opposition Leader, Dr. Godwin Friday said there were contradictions in changes to the legislation, noting that to benefit from the n e w p r o v i s i o ns persons would actually commit other offences.

He said he was not sure why the government was being “so timid” with the law, noting that in Antigua and Barbuda for example, it is legal for a person to grow up to four marijuana plants on private premises.

High Court orders return of sex toys P O RT O F S PA I N , Trinidad, CMC – A High Court judge, Friday, ordered the state to return a box of adult novelty goods that had been seized by the Comptroller of Customs in 2017.

But Justice Ricky Rahim has given the state a two-week stay on the execution of the order made in favour of sexologist Dr Raj Ramnanan who had filed a judicial review claim last October challenging the decision of the Customs Department.

The three boxes were seized on August 29 and November 15, 2017 on the basis that the items were considered to be offensive in nature and prohibited from importation under the Customs Act. But in his claim, Ramnanan, who was seeking to have the High Court declare that the Comptroller ’s failure to institute forfeiture proceedings within a reasonable time at the Magistrates’ Court was un-

lawful, argued that this failure was made in breach of natural justice and his right to protection of the law.

His attorneys claimed that the forfeiture proceedings would have afforded him the opportunity to be heard in relation to the comptroller ’s decision to seize the goods.

While Justice Rahim made the declarations in relation to the first box, the judge dismissed the claim with regard to the other two boxes indicating that under Section 220 of the Customs Act, when goods are seized, the owner of the goods must be notified of the seizure in writing.

The owner of the goods then has one week within which to give notice to the comptroller that he claims the items, whereupon proceedings shall be taken for the forfeiture and condemnation thereof.

The Court heard that Ramnanan was notified of the seizures and he had in

fact issued notice to the Comptroller of Customs with regards to the first box of items within the stipulated time-frame. However, in relation to the other two boxes, his lawyers argued that an email was issued to Zaid Mohammed, the supervisor of the preventative branch of Customs, in December 2017, which they said, qualified as a notice of ownership.

But Mohammed said he never received that email.

The High Court also ruled that it was not satisfied that Ramnanan had fulfilled his obligations with regard to the two boxes of adult toys.

Wi t h r e g a r ds to the first box having to be returned, damages inclusive of exemplary damages are to be awarded to Ramnanan. The amount to be awarded is to be assessed by a High Court Master, while the State has also been ordered to pay 75 per cent of the legal cost incurred by him in bringing the claim.

By Calvin Chapman in Peru The 18th Pan American Championships that is being hosted in Lima, Peru, officially opened last evening but before the festivities, Guyana’s national men’s sevens team that is well known as the ‘Green Machine’, opened their campaign against the mighty United States of America (USA).

It was a baptism by fire for the local ruggers, who are

currently in the rebuilding stage and they lost 62-0 to USA who were fielding an alleged B squad.

USA, dominated the proceedings from the get go and Guyana struggled for possession and when the local lads did get on the ball they didn’t make the best of possession. At the end of the first half, the score was 31-0.

Team USA was visibly more fit, stronger and bigger than Guyana that even struggled to receive the ball from kickoff. USA eased through Guyana’s defence almost effortlessly and the explosive speed of U.S. strongmen was amazing compared to their sized.

After the match, Guyana’s scrum half Osei McKenzie shared with this publication that he was displeased with Guyana’s performance and he noted that he believes the Green Machine can do much better.

However, McKenzie further posited that, “It’s hard to gauge where Guyana’s rugby is currently when you

come against a team like the USA who are consistently playing at such a high level.

But I think with more exposure to this level, Guyana has the skill set and talent to match up with them (USA). It’s just that the constant competition has allowed the US’ game to be more fine-tuned.”

Skipper Jamal Angus posited that going forward, “Guyana need work on their kickoff receipts and kickoff chases and we will be better going forward.”

The Guyanese play Brazil today at 11:50hrs and Chile and 15:40hrs. Chile and Brazil drew 14-14 yesterday.

In squash, Taylor Fernandes and Ashley Khalil put up a good fight against third seed Chilean pair of Ana Pinto and Giselle Delgado. The match finished two games to one with the Guyanese winning the second match.

The team of Fernandes, Khalil and Mary Fung-A-Fat will be in action again tomorrow.

Bernal takes Tour lead as hailstorm stops stage TIGNES, France (Reuters) - Colombian Egan Bernal was catapulted into the overall lead of the Tour de France in dramatic circumstances yesterday as the 19th stage was stopped early because of a hailstorm after French hopes had faded away.

Team Ineos rider Bernal, who began the day a minute and a half behind, had overhauled France’s Julian Alaphilippe during the climb up the Col de l’Iseran on a devastating day for the host nation.

13th Junior Caribbean Cycling Championships

Industrial Safety Supplies Inc. donate 30 Cones to mark race route As preparations continue for the historic hosting of the 13th edition of the Junior Caribbean Cycling Championships under the auspices of the Caribbean Cycling Federation (CCF), the Guyana Cycling Federation (GCF) has been boosted by the support of another corporate partner.

On Friday afternoon, GCF President Horace Burrowes was presented with 30 Cones that would be used to mark the turn back point of the race route in Bartica, which would be hosting the event from August 10-11, next in association with the Mayor and Town Council and the National Sports Commission.

Ireland skittled for 38 as England shatter dream LONDON (Reuters) Ireland’s dream of pulling off one of the biggest shocks in the history of test cricket was shattered as they collapsed to 38 all out to lose by 143 runs to England at Lord’s yesterday.

C h r i s Wo a k e s a n d Stuart Broad ruthlessly exploited the murky conditions to take all 10 wickets in the space of 15.4 overs as Ireland posted the lowest-ever total at Lord’s.

Ireland made a dream start when Stuart Thompson polished off England’s second innings with the first ball of the day, clean bowling Olly Stone to dismiss the hosts for 303 and leave themselves two days to knock off 182 runs.

After a rain delay and with the lights required in the gloom, Ireland began the chase in encouraging fashion, reaching 11 without loss, but the wheels fell off in spectacular fashion as Woakes and Broad ripped them apart in little more than an hour.

Woakes applied the knockout blow, toppling Tim Murtagh’s leg stump to finish with the spectacular figures of six wickets for 17 while Broad took four for 19.

It was a shambolic end to what had been a fantastic effort by William Porterfield’s gallant side in only Ireland’s third test match and their first versus England.

They had bowled England

out for 85 before lunch on the opening day of the four-day test on Wednesday and induced another collapse in the home ranks in sweltering heat on Thursday, putting them in sight of a maiden test victory.

In the end, however, 182 in conditions tailor-made for seam bowling, proved way beyond their skillset as England successfully defended their lowest total ever at Lord’s.

AUSSIE TEST England’s first-innings total of 85 was the lowest to win a Test for 112 years.

However, the home side was indebted to the class of Broad and Woakes and a superb second-innings 92 from nightwatchman Jack Leach — who batted at number 11 first time round — to disguise a fragile batting order.

That line-up will face a sterner test next week when the Ashes series against traditional rivals Australia starts next week at Edgbaston in Birmingham.

“We knew 180 odd was defendable but we didn’t see 38 all out coming our way,” Broad said.

Ireland avoided the ignominy of breaking the record for the lowest test score which is still held by New Zealand who were skittled for 26 against England in 1955.

BCB supports Under-19 Players with funds under Dr. Puran Singh Financial Scheme The seven players from the Ancient County of Berbice, who gained selection to the National Under-19 Team, on Wednesday afternoon received a combined $70,000 from the Berbice Cricket Board under its Dr. Puran Singh National Players Financial Scheme. The Berbice Cricket Board since the election of the Hilbert Foster led Executives has assisted every Junior and Female Cricketer selected for national duties with a stipend of $10,000.

President Hilbert Foster stated that over the last two years, the Berbice Cricket Board has pumped over $600,000 in the scheme. Last year, the members of the Under-15 Team received

$20,000 each but the remaining players have collected $10,000. Foster, who has spearheaded the raising of the necessary funds, hailed the contribution of Dr. Puran Singh.

Dr. Singh, a Guyanese living in Barbados is the brother of another major BCB sponsor Dr. Tulsi Dyal Singh has contributed over $2M of his own funds to Berbice Cricket since Foster’s election, while his brother contributed $300,000 for the stipend project.

The Berbice Cricket Board, Foster stated, is investing heavily into the development of its youth players as they are the future torch bearer of the legacy of Rohan Kanhai, Basil Butcher, Alvin Kallicharran, Roy Fredericks and Joseph Solomon.

CWI level two coaching course commences at GNS Cricket West Indies (CWI) continued with their cricket development programme as their Level Two Coaching Course commenced yesterday at the Guyana National Stadium, Providence.

The programme, which is being held in collaboration with the University of the West Indies, has 27 participants including past and present international and national players, while sessions are being conducted

by Guyana Cricket Board’s Territorial Development Officer, former West Indies fast bowler Colin Stuart and University of the West Indies Sports Management Faculty lecturers, Keshava Ramphal and Ryerson Bhagoo.

Speaking with Kaieteur Sport following the first d a y ’s s e s s i o n , B h a g o o informed that this is the newest faculty in the University of West Indies and have joined forces with CWI for the revamping of the coaching programme to roll out a programme that is on par with programmes around t h e w o r l d s o t h a t We s t Indians can gain maximum benefit.

“This is the first programme from that venture and we expect coaches to give their feedback on what was

presented and we will be doing this throughout the Caribbean. We are aware that coaching evolves so this is intended to keep coaches aware and abreast with what is the latest such development.”

Bhagoo added that when you look at the professional set up, there are Coaches, Assistant Coaches and specialist Coaches so our aim is to prepare coaches for the roles existing out there, so it is no longer about getting on the field and giving instructions, it is about understanding the certain roles of a coach, like correcting issues that may arise with a player in a particular area.”

He explained that there is an abundance of talent here, however, Coaches also need to pay attention to attitudes, discipline, commitment and work behind the scenes so we can compete with other nations.

Bhagoo stated he is pleased with the response and it’s always good to have Coaches who are qualified and more so in a course that is being run from a consistent point of view which seeks to bring Coaches from across the Caribbean a consistent way of methodology of

Guyana drawn in Group E 2019 Concacaf Boys’ Under-15 Championship - Groups and Schedule confirmed Miami – The Confederation of North, Central America and Caribbean Association Football (Concacaf) yesterday announced the groups and schedule for the 2019 Concacaf Boys’ Under15 Championship. This year’s Boys’ Under-15 will take place August 4-11, at the IMG Academy campus in Bradenton, Florida.

The youth tournament, which will provide access to international football for over 750 boys from across the Concacaf region, will be disputed in two rounds. For the first-round group phase, the 42 participating teams have been divided into three divisions according to the Concacaf Men’s Under-17 Ranking as of 2019, ensuring sporting balance and a minimum number of four matches for each team.

Division One will be made up by the top 14 ranked Concacaf teams, as well as Slovenia and Portugal. The 16 teams have been divided into four groups of four teams each (Groups A-D). After round robin play, the four

group winners and the four second place finishers will advance to the quarterfinals to play for the Championship.

The third and fourth place finishers will play an additional match to determine their final position in the division.

The teams have been divided into two groups of five teams each (Groups I and J). After round robin play, the group winners will advance to the divisional final, while the remaining teams will play an additional match to determine their final position in the division.

Group I – Bonaire, US Virgin Islands, Anguilla, French Guiana, Sint Maarten Group J - Saint Martin, Dominica, British Virgin Islands, Montserrat, Turks and Caicos Islands Fans will be able to follow all the action through TUDN in the United States and Concacaf GO in all other territories.

Dinar Trading continues their support for New Era Ent. /Mohamed’s Enterprise futsal The sixth annual New Era Entertainment (NEE)/ Mohamed’s Enterprise futsal tournament kicked off last night at the Mackenzie Sports Club (MSC) basketball hard court and just one day before the tournament’s kickoff, Dinar Trading swooped in to lend a helping hand once again.

At their head office, Clifton Singh of Dinar Trading made the contribution to NEE codirector Aubrey Major Jr. Over $2million in cash and prizes will be up for grabs by the respective top performers and the tournament that has three teams invited from region four will follow a group round-robin/knockout

format.

There are a total of four groups with the top two teams from each group advancing to the quarterfinals.

The curtains will fall on the event on August 17th when the winning team will pocket $600,000, second place $250,000 and teams finishing third and fourth will take home $100,000 and $55,000 respectively.

Western Union Malteenoes Academy starts on Monday - Grace Kennedy Remittance Service on board At a simple ceremony at its Head Office on Water Street Georgetown, Grace Kennedy and Remittance Service Marketing head Denis Haywood presented a cheque and a quantity of Water Bottles, Caps and Tshirts to the Western Union Malteenoes Cricket Academy yesterday.

Malteenoes Sports Club, located on Thomas Road Thomas Lands, was founded in 1902 by a Barbadian Taylor Ferdinand Archer, this year’s Academy runs from July 29 to August 9, Monday to Friday, 09:00hrs to 15:00hrs daily and caters for males and females between the ages 6-18 years old.Present yesterday were Haywood (a former MSC player), MSC President Winston Semple, MSC Secretary Attorney at Law Adrian Smith and Troy Lewis, MSC’s hard working Treasurer.

Haywood said that this sponsorship of Western Union which the home of Grace Kenney, is an example of the entity fulfilling its role as a good corporate citizen.

“Helping in the development of Sports is one of the best ways to forge unity, reduce crime and produce a fitter and healthier nation” said Haywood.
