Ansa McAl Managing Director, Beverly Harper Ansa McAl which has its parent company in Trinidad and Tobago will formally lodge a complaint with the National Procurement and Tender Administration Board (NPTAB) to find out how it failed to qualify for the Ministry of Health’s prequalification process to supply pharmaceuticals, according to Managing Director, Beverly Harper.

The Trinidadian conglomerate has raised questions about its exclusion from the drug supply prequalification. Harper said, yesterday afternoon, that the Georgetown office has been given clearance from Trinidad.

The complaint is being prepared by the legal team and is expected to be submitted by Monday, in keeping with the five-day

rule by the NPTAB to submit a complaint.

Harper added that she had seen the criteria, and the company thought fully that it met those criteria. “We saw the criteria and we thought that we could have satisfied what was being asked for…

“We would have never applied if we didn’t think that we met the criteria.”

Cabinet Secretary Dr. Roger Luncheon had said that the government chose New GPC as supplier because of the fear of counterfeit drugs.

Harper said that the remark could not be in reference to Ansa McAl. None of the Ansa McAl storage facilities were checked during the evaluation process. The company has maintained that it has correct “cold storage” needed for certain drugs, Ms. Harper said.

On Tuesday, the Cabinet of Ministers approved New Guyana Pharmaceutical Corporation (GPC), as the nation’s sole pre-qualified supplier of drugs to the Government.

New GPC is owned by Dr. Ranjisinghi ‘Bobby’ Ramroop who happens to be the best friend of former President, Bharrat Jagdeo.

he US system of v i s a i s experiencing problems. The local embassy said, yesterday, that it is also unable to issue passports and other travel documents.

The US Embassy Public Affairs in a FaceBook post yesterday disclosed that it is experiencing technical problems with the passport and visa system.

“This issue is worldwide, and is not specific to any particular country, citizenship document or visa category.”

The embassy said that it recognizes the inconvenience that this may cause to applicants waiting for visas and passports. “Unfortunately, when the system goes down,

we are unable to print visas, passports and other travel documents.”

The FaceBook post, in expressing apologies to applicants who are experiencing delays in obtaining a passport, report of births abroad, or visa, asked persons not to return to the U.S. Embassy to collect travel documents at this time.

“We will update our website and Facebook pages as the technical problems get resolved to advise applicants when they can return to the Embassy to collect their travel documents.

“Please be assured that we are working urgently to correct the problem and expect our system to be fully operational again soon.”

Asked whether the decision to award New GPC was not tantamount to sole sourcing, given that the company would be the only one to get drug contracts, Dr. Luncheon disagreed.

He said that the National Procurement and Tender Administration Board (NPTAB) picked New GPC from among seven companies that applied to be pre-qualified.

“Our result was that, there is only one company that satisfied those requirements as far as NPTAB was concerned, and that was brought to Cabinet,” Luncheon explained.

When asked if the criteria used to pre-qualify a company were not biased in favour of New GPC, Luncheon said, “The criteria are biased in favour of safety.”

Luncheon was asked if New GPC was benefiting because of the relationship that the owner shares with Jagdeo.

In response, he pointed to the level of investment by New GPC. The prequalification criteria which was used to allow New GPC to be chosen, have been described by the Opposition as being “unreasonable” and tailor-made to have that company secure the status.

The previous list of companies that were prequalified to supply drugs expired since December.

Prior to inviting submissions for another round of prequalification, Government revised the criteria.

This led to the accusations that the government was positioning New GPC to be the only company meeting the requirements to win out.

Under the revised criteria, bidders had to demonstrate a gross annual turnover of US$5 million and net assets of US$2.5 million.

Another criterion was that maximum score was to be awarded to applicants who would have paid $50M in Corporate taxes, annually.

This is what a postmortem, conducted yesterday, has revealed of the final moments in the life of the woman whose skeletal remains were found at Pattensen, East Coast Demerara.

The autopsy, conducted at the scene by Pathologist Dr. Nehaul Singh, also reportedly found striking similarities in the victim and still-missing teacher Nyozi Goodman.

This has caused police to re-arrest the Kitty-based taxi driver who they have repeatedly questioned about Goodman’s disappearance, and are also questioning a Guyana Defence Force rank who is the 34-year-old teacher’s close friend.

Kaieteur News understands that Government Pathologist Dr. Nehaul Singh found three incised wounds in the vicinity of the victim’s hip.

Evidence reportedly indicated that she bled to death at the scene.

The pathologist found no injuries to the neck or skull.

Police confirmed an earlier report that a canvas belt was tied to the victim’s right arm and that a pair of underwear was found near the body.

Crime scene ranks also found a green blouse a short distance away after the remains were removed.

A brother of missing teacher Nyozi Goodman was allowed to view the remains, but told Kaieteur News that the body was too decomposed, for him to establish whether the victim was his sister.

Police said that the fact that dogs and other animals had made off with parts of the body made identification difficult.

However, Kaieteur News was told that Dr. Singh

established that the slain woman was about five feet, five inches tall, appeared to be of African ancestry and was between 25 to 40 years old. She is believed to have died some three weeks ago.

According to sources, the missing teacher is also five feet, five inches tall, and also had a ‘rotting’ tooth, which is a feature that was also observed on the remains.

“However, we don’t want to pronounce on any possible identity until we have done DNA tests,” a source said.

Even after undertakers had removed the remains, several detectives continued to scour the vast bushy plot of land where a Rural Constable found the skeletal remains at around 17.45 hrs on Thursday, while answering a call of nature Kaieteur News understands that ranks are preparing to carry out an even more intensive search of the area.

Some Pattensen residents have expressed surprise that the corpse remained undiscovered for such a long

time, since residents often traverse the roadway near the area. The bushy plot is also a haven for lovers, and this was confirmed after detectives repeatedly found used condoms while scouring the scene.

Goodman, of William Street, Kitty, disappeared on Sunday, July 6, 2014, after accompanying some of her students to the National Gymnasium, Mandela Avenue, to participate in the Inter-Secondary School Basketball Championship match.

After the game, Ms. Goodman reportedly told her students that she would be staying behind, as she expected someone to pick her up and take her home.

Kaieteur News understands that a taxi driver admitted to taking the teacher to the Gymnasium, but denied that he had picked her up after the game.

Police had questioned the same taxi driver about the disappearance of Police Lance Corporal Patriena Nicholson in August 2009.

AFC supports probe of excess spending by Finance Minister

The Alliance for Change (AFC) has announced that they are in support of the recent decision by Speaker of the National Assembly to have the Finance Minister face the Parliamentary Committee of Privileges.

Speaker of the National Assembly, Raphael Trotman, has ruled that the spending of $4.5B by Finance Minister Dr. Ashni Singh without the approval of the National Assembly, has raised serious questions that should be inquired into by the Committee of Privileges.

During a press briefing held yesterday AFC Vice Chairman Moses Nagamootoo said that the Speaker was right in his ruling and asserted that “In Guyana, the Committee of Privileges is like a quasi Court that would examine matters referred to it by the Speaker and report back to him.” The party drew parallels

with India, a Country which is regarded as highly democratic and whose CommitteeofPrivilegescould “recommend imprisonment and expulsion of an unruly Member of Parliament, in spite of them being a Minister of Government.”

The Motion to have the Minister face the Committee was tabled by Carl Greenidge, Member of Parliament from A

opposition said that it is not true.

He said that Article 218 3(B)

is not an instruction or authorization to spend money “if you read it, it says clearly that if it is found that monies have been expended that were not appropriated, that is if it is found, you table in the Parliament a Statement of Excess or a Supplementary Estimate as the case may be.” He said there is nowhere implied in that language any authorization to go out and spend money, nor is it stated or implied that “that article is not an exception to anything else that is w r i t t e n i n t h e constitution. It is not an exception, it is very clear.”

indicate to the Guyanese public, where in Article 218 (3) of our Constitution “he finds the authority to deliberately spend moneys beyond what has been legitimately appropriated by the National Assembly.”

The party says it also completely rejects the notion that the ruling of the High Court in the matter of the 2012 reductions of the estimates of expenditures “represents an authorization for anyone to act in contravention of Article 217(1) of the Constitution and/or Section 16 of the Fiscal Management and Accountability Act.”

After crashing his motorcycle on Carifesta Avenue in an ‘alleged’ race with his friend, 22-year-old Stephen Nelson died at the Georgetown Public Hospital yesterday. The resident of 53 Friendship Village, East Coast Demerara, died at approximately 18:30 hrs while receiving treatment at the institution’s Accident and Emergency Unit.

In an interview with reporters, the mother of the deceased who asked for her

name to be withheld, said that she received the disturbing news of her son’s condition yesterday morning. She said she was ‘very shocked’ to hear that Stephen was involved in a motorcycle accident, since the bike belonged to his brother, and he was not allowed to use it.

His stepfather said that he ‘heard from eye-witnesses that his step-son was participating in a race with his friend on Carifesta Avenue when he was injured.

Says issue has triggered a “Constitutional Crisis” Partnership for National Unity (APNU), and seconded by Mr. Khemraj Ramjattan, Leader of the Alliance for Change.

According to Nagamootoo, the Motion forms part of a raft of measures against the unlawful and unconstitutional spending of monies from the Consolidated Fund “by the minority PPP/C government without the approval of the National Assembly, and in violation of the decision of the Assembly.” He said that “the illegal spending has now triggered a Constitutional Crisis, which resulted in AFC placing President Donald Ramotar on notice of our intention to move a vote of no confidence in his government.”Another measure Nagamootoo outlined is the laying of a formal complaint which was submitted by AFC Leader Khemraj Ramjattan to the Commissioner of Police for possible criminal charges against Ashni Singh, for violating provisions of the law in accessing and spending tax dollars without approval by the National Assembly. He alluded that the combined opposition is still working on legal proceedings to be filed in the Constitutional Court to “block the government from further unlawfully dipping its paws into Nation’s Treasury.”

This is the second action by the majority combined opposition to impeach the Finance Minister before the Committee of Privileges.

AccordingtoNagamootoo,thefirst censure motion is somewhat in a limbo and could be discontinued now that this second complaint has been referred to the Committee. Article 218 Attorney General Anil Nandlall had in defence of the Finance Minister said, the issue raised in the Motion to have the Minister committed to a Committee of Privileges, is purely a legal one.

He said that Article 218 provides for monies to be drawn from the Consolidated Fund outside of the strictures imposed by Article 217.

“In short, Article 218 is but an exception to Article 217…In other words, Article 217 sets out the general rule and Article 218, the exceptions to that rule.”

He contends that this is precisely why the wording of Article 218 succeeds the words of Article 217.

By Abena Rockcliffe The oxymoron ‘bitter sweet’ is what characterized the atmosphere yesterday at Congress place as hundreds gathered for the opening ceremony of the 18th Biennial Delegates’ Congress of the People’s National Congress Reform. Even though most of the attendees took up seating inside, small pockets of people gathered at different points in the compound conversing on issues relating to the event.

But nevertheless, the show went on. The event is being held under the theme “PNCR For National Unity, Good Governance and Development.”

Aubrey Norton, who is running for party leadership, spent most of his time outside while Sharma Solomon sat inside with the Linden delegation. Incumbent leader, David Granger delivered his speech in his capacity as is traditional at the event.

The politician centered his address on the dream of Guyana being “one nation” as the motto suggests.

Granger explained that the dream of National Unity is not a new one. He said that PNC entered government as part of a coalition administration in December 1964 and started the transformation of colonial Guyana into modern statehood. Granger reminded that the PNC led Guyana to Independence 18 months later, on 26th May 1966, under the national motto – One People, One Nation, One Destiny.

He said that his party remains committed to making the motto a reality, but noted that “We cannot become One Nation if we are divided.”

…lets fight against PPP, not ourselves- Granger tells congress Granger said that the idea of having one nation was the vision of founder leader Forbes Burnham. He said that Burnham started talks with the People’s Progressive Party – PPP - in 1976 and resumed talks in 1984 to establish a government of national unity.

The politician added that it was the party’s second leader Desmond Hoyte who invited members of civil society into the party and succeeded in changing its name to PNC/ Reform. “His aim was to promote national unity through shared governance,” Granger added.

According to Granger, that vision was shared by the party’s third leader Robert Corbin who forged the PNC/ R-One Guyana alliance.

“It is with that vision that, today, as the fourth leader of our party, I am proud to continue the PNCR’s tradition of leadership in advancing the One Nation project and in reaffirming A Partnership for National Unity’s commitment to that objective,” said Granger.

He told the gathering that his mission is to lead the PNCR and APNU into the next elections and establish a government of national unity.

Granger said that the results of the 28th November 2011 General and Regional elections should have made it clear that the majority of Guyanese want an ‘inclusionary democracy’ in order to promote national unity.

He noted that Guyanese, increasingly, are calling on the PPP to abandon its “winnertakes-all” attitude to

PNCR leaders hold up their candles during the congress to give Guyana light to find its way back governance and work with the majority to build ‘One Nation.’

He added that the current ‘dispensation’ in the National Assembly requires consultation and cooperation between the Legislative and Executive branches of government instead of the current “convention of confrontation favoured by the PPP.” The party leader pointed out that the PNC/R is an integral part of APNU and said that “We will together continue to fulfill our obligation to the nation both through the legislative process in the National Assembly and in the country at large.”

He said the party and the coalition will continue to work with the major sections of society – including other political parties; trade unions; private sector and civil society – to realize a common quest for consensus on a broad national programme to move

the country forward.

Among many other things, Granger said that the PNCR will continue the struggle to ensure that Municipal and Neighbourhood Democratic Councils which have been damaged or dismantled by the PPP are restored. He said that the Party will continue to battle against poverty, to establish working people’s economic independence and to improve their livelihood.

As he pointed out all that is wrong with the country, Granger said that Guyana is definitely in a crisis.

He said that the PPPC’s dismal 21-year record has ensured that Guyana remains an unequal and poor society in which a few people enjoy an extremely high income while most endure an extremely small income. He said that four out of ten Guyanese are classified as poor of which three are considered to be extremely poor. Granger said that Guyana is most definitely a corrupt country.

He cited the Transparency International

Corruption Perception Index 2013, which ranked Guyana 136th out of 177 countries – 121 places behind Barbados.

Granger said that growth is hampered by extensive corruption and lack of economic and employment opportunities.

Granger then moved to address the notion that Guyana is an “unequal society.”

He said that the PPPC’s attitudes and policies are harming social cohesion, undermining the sense of solidarity, impoverishing a large section of the population, alienating the hinterland regions and gradually creating ‘two nations’ instead of cementing One Nation.

Addressing what he dubbed the “government crisis,” Granger said that this is because of PPPC’s reluctance to acknowledge its minority status in the National Assembly and to join the majority in the movement towards establishing a government of national unity.

The politician said that the President’s refusal to

assent to certain Bills passed by the Assembly has stuck like a bone in the throat of the Opposition. He added that the Minister of Finance’s management of the nation’s assets has been a major source of political contention and noted, “We shall soon settle that!”

Granger said that President Donald Ramotar had the opportunity at the PPP’s first congress (the party’s 30th congress) in five years to drop his party’s timeworn, winner-takes-all approach and adopt an inclusionary approach to governance. But, “He lost it.

He went instead on an unapologetic and uncompromising offensive against the Opposition in the National Assembly and the independent media.”

Granger reminded that Speaker of the National Assembly Raphael Trotman had to warn the Executive of the danger of a constitutional crisis and said that Ramotar precipitated this crisis. “He declared publicly, since 13th June 2012, that he had no intention of supporting any Bill piloted by the Opposition.

This is not democracy at all.

It is autocracy.”

Granger told his people that the PPP/C has undermined local democracy for the past 20 years. He said that has led to the imposition of the worst form of colonialera direct rule. The politician added that this has paralyzed the entire local government system and undermined the economic development of many municipalities and neighbourhoods.

He said that progress has been impeded, most of all, by the PPP/C’s failure to conduct Local Government elections under reformed legislation and thereby allow the people themselves to take decisions that affect the development of their communities.

Granger spoke as well about the “Hinterland crisis, Public security crisis and the Social protection crisis.

He said that the only end to the overall state of crisis Guyana has found itself in is the “One Nation solution.”

He said however that, “We cannot become ‘One Nation’ if gross disparities persist between the hinterland and the coastland and between the educated (Continued on page 15)

It’s a question of fairness The Ministry of Education has sounded a stern warning to its Education Officers. It will not be tolerating transfers to schools higher than what any child has qualified for.

It is well known that just after the results of the National Grade Six Assessment (NGSA) are published, there are parents who try to beat the system. If their child did not do as well as they expected they would try to see if they could obtain a transfer to a school that has a higher cut-off mark. For example the parents of a student passing for St. Roses High school would try to see

if they can gain admission into Bishop’s High School or Queens College.

Or the parents of a child who qualified for a junior secondary school would seek to obtain a transfer to another secondary school with a higher cut- off mark.

The Ministry has made it clear that it will not allow transfers for those seeking placement at schools with a higher cut off mark.

This is fair. But the brush of fairness needs to be applied evenly to other areas as well. As the start of the new school year approaches, some parents try desperately to get their students into

certain primary schools even though they do not live anywhere near to the catchment.

Amongst the schools where traditionally there was a rush was Starter’s Nursery and St. Margaret’s Primary.

This is no longer so because since the catchment areas for those schools was extended to cover Tiger Bay, many parents decided that they no longer wished to have their children go to that school.

Don’t ask me why. I don’t know!

But parents do try to gain places at certain select primary schools. And some of them do gain these places

Everybody know wha we got in government. Dem leaders come from de Pee Pee Pee. PNC got dem congress this weekend and dem boys want to tell de voters please pick de person who qualify and not just de person who dem think qualify.

Right in de US some people got leaders who just as stupid as dem wha we got in Guyana.

A Miami ‘airport ticket agent’ provide nuff examples. He talk bout a New Hampshire Congresswoman (Carol Shea-Porter) who ask for an aisle seat so that her hair wouldn’t get messed up by being near the window. (On an airplane!)

A Kansas Congressman’s (Moore) staffer (Howard Bauleke), wanted to go to Cape Town.

De man explain the length of the flight and the passport information. Bauleke interrupted with, “I’m not trying to make you look stupid, but Cape Town is in Massachusetts ...”

Without trying to make him look stupid, the ticket agent calmly explained, “Cape Cod is in Massachusetts, Cape Town is in South Africa ...”

His response — click.

He got a call from a lawmaker’s wife (Landra Reid) who asked, “Is it possible to see England from Canada ?”

He seh, “No.” She said, “But they look so close on the map.”

(OMG, again!)

An Illinois Congresswoman (Jan Schakowsky) called last week. She needed to know how it was possible that her flight from Detroit left at 8:30 a.m. and got to Chicago at 8:33 a.m. De man explain that Michigan was an hour ahead of Illinois, but she couldn’t understand the concept of time zones. Finally, he told her the plane went very fast, and she bought that.

ANew York lawmaker, (Jerrold Nadler) called and asked, “Do airlines put your physical

description on your bag so they know whose luggage belongs to whom?” The agent seh, “No . . . why do you ask?”

He replied, “Well, when I checked in with the airline, they put a tag on my luggage that said (FAT), and I’m overweight. I think that’s very rude!”

After putting him on hold for a minute, while the agent looked into it, (he was dying laughing).

He come back and explain de city code for Fresno, California is (FAT - Fresno Air Terminal), and the airline was just putting a destination tag on his luggage.

I just got off the phone with a freshman Congressman, Bobby Bright from Alaska who asked, “How do I know which plane to get on?”

The agent asked him what exactly he meant, to which he replied, “I was told my flight number is 823, but none of these planes have numbers on them.”

12. A New Jersey Congressman (John Adler) called to make reservations, “I want to go from Chicago to Rhino, New York.”

I was at a loss for words. Finally, de agent seh, “Are you sure that’s the name of the town?”

“Yes, what flights do you have?”, replied the man.

After some searching, de agent came back with, “I’m sorry, sir, I’ve looked up every airport code in the country and can’t find a Rhino anywhere.”

The man retorted, “Oh, don’t be silly!

Everyone knows where it is. Check your map!”

So I scoured a map of the state of New York and finally offered, “You don’t mean Buffalo, do you?” The reply? ”Whatever! I knew it was a big animal.”

Now you know why the Government is in the shape it’s in! Guyana ain’t no different wid de leaders we have.

The Ministry has a system whereby if all the places in a particular school are not filled and there are other students from outside of the catchment who are interested in filling those places, these vacant places would be filled by randomly selecting persons.

So if after the students from the catchment have been placed it is found that there are five more places for a particular school but there is also a waiting list of one hundred students from outside the catchment interested in attending that same school, those five places would be filled through a random selection.

The problem arises when there are other students from the catchment area who are denied a place because of the randomly-placed students.

As such, it is important that the Ministry ensures that no student from the catchment is denied a place because of a randomly placed student.

The Ministry should only allow for random placements after it would have ensured that no student from the

schools catchment would have been denied entry.

But while the Ministry has indicated that it would take a serious view of unlawful transfers by education officers, it has said nothing to the headteachers.

There have been rumours going around for years that there are headteachers that allow students back door entry into their schools.

In other words, the Ministry can tighten up how much they want.

This may not prevent a headteacher from admitting a student to his or her school unknown to the education officials.

In fact, the rumour mill abounds with stories about such practices. It has long been suggested that there should be reconciliation between the registers of schools and the records of the Ministry to ensure that headteachers do not allow backdoor admissions.

Guyana is a small country and there are people with money who are capable of bribing headteachers to secure backdoor admissions for their children into certain schools.

These backdoor admissions, if they exist, would be unfair.

Equally unfair are situations whereby a student writes the NGSA and gains marks for a junior secondary school. There years later that child finds himself or herself at the country’s top senior secondary school.

There is apparently some system that allows students from junior secondary school to write an examination and based on the marks obtained to gain a transfer to a senior secondary school.

Unless this is a system that is advertised and open to all students of junior secondary schools, it should not be tolerated.

Recently there was a well publicized case of a student who years ago gained a place at a junior secondary school but who was able to transfer in third form to a senior secondary school. Unless all students in the system are given a chance to write an examination to be so transferred, this system should be discouraged.

Guyana lags behind LatAm, Caribbean in Human Development

Despite eight years of consecutive growth….

Though the Guyana Government would have boasted of its eight years of consecutive economic growth, when the Human Development Report was launched on Thursday at the Guyana International Conference Centre, this country is lagging behind Latin America and Caribbean territories in human development.

Patrick Chesney, Programme Specialist of the UNDP, analysed the report highlighting key messages and information on Guyana.

The 2014 report recommends new ways of thinking about vulnerability

Chisa Mikami, Resident Representative of the United Nations Development Programme, said that the report looks at two concepts which are important to securing human development.

These concepts are reducing vulnerabilities and

building resilience.

Since the United Nations Development Programme’s first global Human Development Report in 1990, most countries, she noted, have registered significant human development.

This year’s report shows that overall global trends are positive and that progress is

continuing.

In line with the human development paradigm, the report takes a peoplecentered approach.

It pays particular attention to disparities between and within countries. It identifies the “structurally vulnerable” groups of people who are

more defenseless than others by virtue of their history or unequal treatment by the rest of society.

The report makes a number of important recommendations for achieving a world that addresses vulnerabilities and builds resilience to future shocks.

It calls for universal access to basic social services especially health and education; stronger social protection, including unemployment insurance, pensions and a commitment to full employment, recognizing that the value of employment extends far beyond the income it generates.

The HDI is a summary measure for assessing long term progress in the three basic dimensions of human development; a long and healthy life, access to knowledge and a decent standard of living.

To allow for proper assessment of progress in HDIs, the 2014 report includes recalculated HDIs from 1980 to 2013.

Standard of living is measured by the Gross National Income (GNI) per capita expressed in constant 2011 international dollars converted using purchasing power parity (PPP) rates.

One of the tables in the HDR shows Guyana’s HDI indicators for 2013 relative to selected countries and groups. As it relates to GNI per capita (PPP $US), Guyana was at US$6,341, while Suriname’s GNI was US$15,113. Latin America and the Caribbean stood at US$13,767, and Belize was at US$9,364.

However, one of the tables Dr. Singh made reference to, he highlighted that from 1980 to 1990, Guyana’s GNI showed a decline from US$2,315 to US$1,312, but from 1995 to 2013 there was consistent increase from US$1,312 to US$6,341.

He urged members of the audience to make a good perusal of the tables as it tells an “interesting story.” It also tells a story of the declining value of money.

Parents to scrutinise infrastructural works at city nursery school A

s part of its efforts to ensure that schools benefit only from quality infrastructural work, the Ministry of Education has commenced a keen mission to solicit voluntary inspection support from parents.

This was emphasised when Minister of Education, Priya Manickchand, addressed a Parent Teachers’ Association meeting at the Roxanne Burnham Gardens Nursery School on Wednesday. Works are currently underway to facilitate the expansion of the educational facility.

At the forum, Manickchand said that her Ministry has adopted a new policy whereby parents will be permitted to scrutinise all repair or expansion works that are being undertaken on any school property.

“We want to make sure that we have these kinds of meetings so that you are fully involved in this process,” the Education Minister said.

“We can’t be here every day; we can’t come and see what is happening. This is your school, the school for your children and we want to make sure that you understand that you have the right to come and check to see what’s happening...if it is not done well, then it is our babies that will suffer,” stressed the Education Minister.

The Minister said that over the years Government has committed both vocally as well as tangibly, through financial means and other investments to improving

That is not acceptable to us at the Ministry; it is not acceptable to the Government...

“It is not something we want and we believe strongly that you are in a better position to work along with us to make sure we get the type of schools we are paying for so that at the end of the day all of our children can benefit.”

Moreover, Wednesday’s meeting saw Minister Manickchand introducing to the parents in attendance the

contractor, Mr. Anruidh Ograsein, who is tasked with conducting the expansion works at the school.

“All these parents here, even the ones who did not come, have a right, more than a right, a duty to check on your work...so please, when they walk through the gate, once they are not putting themselves in harm’s way, they are entitled to that,” the Minister told the contractor.

Ograsein won the contract for the project after bidding for same through the National Procurement and Tender Administration Board.

“We don’t have any record of this man or his company that he will not perform, but we do have records of other contractors not performing, that is why

every new school build, we will be having meetings like this so that you can check and form yourselves into groups (to check up on works),” noted the Minister.

The Minister also urged the contractor to work towards ensuring that he completes the project within the specified timeframe and with the allocated sum. The project is being undertaken at a cost of $13, 192,948 and includes the construction of six additional classrooms which are intended to provide greater space for the delivery of education.

Works will entail the construction of a new Head teacher’s office as well as a sick bay.

The project will be supervised by the Ministry’s C h i e f E n g i n e e r , M r.

Rabindra Kishun. The

Minister noted that there are times that the Ministry hires consultants to examine the progress of works to determine “whether we should pay, whether the work is up to standard. Some projects we do it inhouse...this one is a project that is being done in-house.”

Some aspects of the works have commenced, and

according to the Minister, the project is scheduled to be completed by September 30, 2014. However, she noted, “We expect that they are going to have 85 per cent of the works completed by September 1 when school starts.”

The new school year is set to start on September 1, 2014.

Armed teenage bandits rob, beat, E.B.D family …Escape with cash, jewelry after raiding refrigerator

hree teenage bandits, two armed with guns and one with a knife, yesterday robbed a Little Diamond, East Bank Demerara (EBD) family of their gold and silver jewelry and over $370,000 in cash.

The bandits entered the family’s Lot 77 Little Diamond, EBD yard around 01:00 hrs and tied up the security guard on duty. They then waited until everyone was asleep before entering the house through a window around 02:45 hrs.

According to Shanty Luckram, she was asleep when someone hit her on her forehead and demanded that she remained quiet and “hand over all the money and jewelry.”

“The person duct-taped my mouth and tell me to cover my face and after I did, one of them took another cloth

and threw it over my head so I wouldn’t see. They tied my husband’s hands behind his back and taped his mouth.”

“I showed them where the first set of money was and they took it. That was $60, 000,” the woman said.

The woman, who operates a canteen at a private school a few villages from her home, said that the men asked her if that was the only cash she had while threatening to shoot her.

“One of them took off one of my rings and left my wedding band, and another one pulled it off. He took off my four pairs of silver bangles and my husband’s two gold chains. They asked for more and my husband told them where to find US$550 and even after getting that, they were not satisfied. After they threatened again to shoot me,

my husband had to tell them where the last set of cash $200,000 was.”

She told Kaieteur News that the bandits, who were teenagers, searched the

entire house for more money and jewelry for more than two hours. Luckram said that the men entered her refrigerator, drank beers, ate chocolates and apples while

“tumbling each and every corner of the house.”

“After they left we went outside and see they tie up the security guard. He said that they had tied him since

01:00 hrs and they were asking him a lot of questions.

They waited until we were asleep before they came in,” Luckman said. Police are investigating.

Another piracy attack?

Crew missing, boat found on Whim foreshore

ess than 24 hours after a fishing b o a t w a s discovered on the river foreshore at Whim, Corentyne, Berbice, a partially decomposed body washed up on the foreshore of neighbouring Suriname, police say.

The boat which was

discovered around 16:30 hrs on Thursday, reportedly bears the name ‘Ms. Seema.’

The captain and four of his crew members have been reported missing.

Police say they believe that the body found in Suriname is one of the five men who were sailing on Ms. Seema.

The vessel reportedly left the Skeldon Estate wharf with the captain, Rajin and his crew members, Omesh, Prakash and brothers, Ramesh and Naresh Persaud on July 11, last.

The owner of the boat, Beeram Persaud of Number 60 Village, Corentyne, reportedly told investigators that the vessel with the men was supposed to return after 11 to 12 days but it did not.

According to reports, a man who was only identified as “Redman” saw the untied boat in the muddy area and informed the police since it is unusual for boats to be in that section of the shore.

When police visited the area, the boat’s registration along with the missing men’s clothing, hats and haversacks were discovered inside the vessel. The engine was intact but no fish, seine or anchor was found.

“We made contact with the boat owner because we got the name and everything from the registration. He came (yesterday) and we went and examine the boat,” the police source said.

The source added that early yesterday, ranks from Suriname informed them that a body had washed up over there.

Asked whether the body could have been one of the three missing fishermen who

were reportedly kicked into Suriname’s water on July 8 last when pirates stripped their vessel, the source said that based on the description they have received, that might not be the case.

“The body is not so decomposed, so it cannot be any of the fishermen from that attack,” the source said.

He added that someone who knows all of the men will be travelling to Suriname today to identify the body.

Feroze Hack, the lone survivor from the July 8 piracy attack, alleged that at around 22:00 hrs that night three masked pirates stripped their fishing boat before attacking and kicking them overboard somewhere in Suriname.

He said that he survived the horrific attack by floating in the sometimes rough water. He claimed not to know what happened to his crew members after the pirates drove their boat over them.

One week after the incident, the body of one of the fishermen, Andrew Gopie, washed up on the Mahaicony, East Coast Demerara foreshore.

Health Minister’s former Plumber remanded on assistant dies at GPHC firearm, ammo charge

ven as calls are being made for greater attention to be placed on the issue of mental health, a former health official yesterday reportedly took his own life.

Dead is Kevin Mana who had held key positions within the Ministry of Health.

Reports are that Mana consumed a fatal dose of a poisonous substance and died at the Georgetown Public Hospital Corporation yesterday afternoon.

The man had held the position of Administrator at the Diamond Regional Hospital. He subsequently

functioned as Office Manager and Personal Assistant to Minister of Health, Dr. Bheri Ramsaran.

The latter positions he held up until about a month ago when he resigned with immediate effect.

While it was not able to solicit comments as to what could have triggered the suicide, this publication has learnt that he was tormented by a number of issues, among them, accusations reportedly levelled by Minister Bheri Ramsaran and other factors that led to his resignation.

Calvin Kenneth Dover, 28, of Lot 14 Bent Street, Werk-en-Rust, Georgetown, was taken before Magistrate Fabayo Azore at the Georgetown Magistrates’ Court yesterday to respond to the allegations.

Dover, an unlicenced firearm holder, was charged for having two live 9mm rounds of ammunition on July 22, in Georgetown.

Following his not guilty plea, Defence Attorney Adrian Thompson made an application for bail stating that Dover has no prior charges or convictions.

Thompson explained that his client was at a wake when someone discharged two shots in the air. He said that the police came and claimed that they found two bullets at the scene.

The lawyer signaled that he will inquire whether it was actually bullets or spent shells that were recovered.

Thompson said that there was an explosion in which persons ran away from the scene and his client

remained. The lawyer lamented that if Dover had indeed been the perpetrator “clearly he would’ve run away but he didn’t.”

He stated that Dover was arrested and taken to the police station where he was kept in custody since Tuesday, last.

Thompson claimed that his client was placed on an Identification Parade but he did not fit the description of the person who discharged the firearm. He said that the perpetrator would have gunpowder residue on their hands but no test was done.

The lawyer emphasised that his client was not involved in any illegal activity.

Presenting the Prosecution’s case, Corporal Aduni Innis stated that around 18:00 hours that day, Dover was arrested pending investigations about a discharged firearm.

She said that the accused was taken to the Alberttown Police Station where a search was conducted on his person and two live 9mm rounds of ammunition and one police

Dover was told of the offence committed and the charge was instituted against him.

Thompson who continued his arguments stated that he could not comprehend why the police would take his client to the station before searching him.

Pomeroon miner remanded for murder A 39-year-old miner has been charged for the death of a man whose body, with a gunshot wound to the chest, was found floating in the Essequibo river early last week.

Kenrick Lyte, 39, of Good Intent, Lower Pomeroon, appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court on Thursday, charged ACCUSED: with murder.

Osman Fiedtkou at Groete Creek, Essequibo River, between July 9 and July 13, last. He was not required to plead since the charge was indictable.

The Prosecution is led by Inspector Michael Grant.

Though he stated that investigations are completed in the matter, he did not reveal the details of the crime.

He said that advice was sought from the Director of Public Prosecution (DPP) but there were ‘two points’ that had to be cleared up. Inspector

Grant asked for a short adjournment date to be set for report. The accused claimed that the police file had a ‘problem’.

Lyte said, “I told the police I can’t read or write and I am waiting on my Lawyer. He write and put he own date on my statement that I give at the lockup. I really ain’t appreciate the statement. A part of it is not what I give.”

At the end of the threeminute hearing, the Chief Magistrate remanded Lyte to prison. The case has been

transferred to the Bartica Magistrate’s Court before Magistrate Allan Wilson on July 31.

Reports of the incident are that on July 9, Lyte and Fiedtkou left for Groete Creek in a boat but the accused was the only one who had returned later that day.

It is alleged that during the outing, the accused fired a shot at the man and later tossed his lifeless body overboard.

On July 13, Fiedtkou’s body was found floating about three miles from Groete Creek. The body is said to have had what appeared to be a gunshot wound to the chest.

A Post Mortem Examination (PME) conducted on Fiedtkou revealed that he died from the gunshot wound.

The accused was arrested and later charged for the offence.

US$94,000 Agri- enhancement project launched in Mara

inister of L o c a l Government and Regional Development, Norman Whittaker, on Monday commissioned the US$94,500 Mara Agricultural Enhancement Project (MAEP) at the Ma- Retraite Scheme, East Bank Berbice (EBB) Community Centre.

The commissioning was conducted in the presence of scores of residents and farmers. He was assisted by Permanent Secretary within the Ministry of Local

Government and Regional Development, Collin Croal; Dhanraj Singh, National Coordinator; Olaf Fontennelle, Regional Programme Manager and Satya Dayaram, Local Development Officer.

Also present were City Council officials of the City of Toronto.

Mara is the furthest village down the East Bank Berbice road corridor. It is just one of many farming communities in East Bank Berbice. The programme was implemented by the Mara Farmers’ Association

in collaboration with the Ministry of Local Government and Regional Development, the East Berbice/Corentyne (Region Six) - Regional Democratic Council; Mara Community Development Council, InterAmerican Institute for Cooperation on Agriculture (IICA) and the Caribbean Local Economic Development Project (CARILED).

CARILED is a six-year programme launched in May 2012. It is funded by the Department of Foreign Affairs, Trade and Development,

Canada, which was formerly called the Caribbean International Development Agency (CIDA).

Implementation was carried out by the Federation of Canadian Municipalities (FCM) in partnership with the Caribbean Association of Local Government Authorities (CALGA); the Caribbean Forum of Local

Government Ministries (CFLGM) and the Commonwealth Local Government Forum (CLGF).

Among the areas to benefit from are, training for farmers in new production techniques; small- farm management; post- harvest handling of crops and the provision of a miniexcavator which will enable

farmers in installation and maintenance of drainage canals in the area.

Zero Tolerance: No new squatting lands to be regularized

here has been a significant increase in squatting on Government and State Lands in a number of areas in Region Four,

including the SoesdykeLinden highway and Port Kaituma in the Turn Basin and the One Mile areas.

As a result, the Guyana Lands and Surveys

Commission (GL&SC) yesterday announced that it has embarked on a campaign to clamp down on persons engaging in such unlawful acts, and has been urging

persons to desist from aiding the development of new squatter settlements. ”Squatting is an offence, it is illegal and so our position at Lands and Survey

is to move to the stage of prosecuting squatters. No new squatting areas will be regularised which means that no squatters will be given any document to say that they own any state or government lands or have legal access,” said GL&SC C o m m i s s i o n e r D o o rg a Persaud during a press conference yesterday at the GL&SC boardroom, Durban Backlands.

While explaining the steps for application for land, Persaud said that the Commission will be willing to facilitate anyone willing to go through the legal process of accessing state lands.

According to a GINA statement, the Commission has several pending high court cases for possession of state lands. Persaud said that the Commission has been issuing several notices discouraging persons from engaging in such acts.

However, he said, some persons are not heeding this advice.

GL&SC said that the issue of squatting leads to occupation of road reserves and buffers because of the lack of definition of boundaries.

“These structures can also lead to traffic issues, and planning for land allocation.”

Further, squatting has also been facilitated by persons illegally “selling” lands in various areas with squatters paying cash without receiving a title or agreement. ”In cases where squatting is taking place and structures are going up, Lands and Surveys has the authority to demolish those structures, and we are moving very strongly in having some demolition exercises taking place,” Persaud said.

He further explained that the exercise is a national one, and the Commission will also be summoning persons to the court.

In 2013, there was some demolition done in the Yarrowkabra area, and the Commission is now preparing to return to the area.

“We are advising persons out there not to squat on state lands. The Lands and Surveys’ doors are open to every Guyanese and we have offices in about eight regions, we are inviting persons to come in and make legitimate applications,” Manager of Surveys, Rene Duesbury, reiterated.

Duesbury said that when persons squat, there is no security of tenure which means that they would not be able to transact any business at the bank.

The GL&SC has powers to deal with squatting on public lands under its jurisdiction on a national and community level.

Sooba faces legal action over gay slurs to Deputy Mayor

letter to Town Clerk (Ag) Carol Sooba, We d n e s d a y, demanded that she publicly retract gay slurs made against Deputy Mayor Patricia Chase-Green by today or face legal action.

The letter sent from the law office of Moore, Harmon, Sobers and Gaskin, said that the law firm was retained by Ms. Patricia Chase-Green to do all things necessary concerning a defamatory public statement purportedly made by Sooba to the national media.

The words used by Sooba, the missive continued, “By their natural and connotative meanings and by innuendo sets out to, and did, besmirch the good name and tarnish the reputation of our client (Chase-Green).”

The firm said that on

Friday July 18, 2014 it was instructed that Sooba held a media conference during which “certain statements regarding the Deputy Mayor Ms. Patricia Chase-Green and in which statements you (Sooba) made certain references to Lesbians, Gay, B i s e x u a l , Tr a n s g e n d e r (LGBT) and drew analogies categorizing what you perceive to be an interest in you on the part of the Deputy Mayor of Georgetown.”

The lawyer’s missive said that Chase-Green is repulsed by “your innuendo that she is attracted to you in an unnatural manner.”

“Your statements were carried in at least one daily newspaper, in Guyana and were publicized on the World Wide Web. On one website your innuendo was reported in the following manner “Sooba accuses deputy Mayor of being

Gay!!” “ Yo u r w o r d s w e r e understood by others to mean that the Deputy Mayor is attracted to you in an unnatural manner.”

“We are instructed to call upon you, as we hereby do, to immediately issue a public retraction of your statement, together with an appropriate apology to Ms. Patricia Chase-Green, Deputy Mayor of Georgetown.”

The acting Town Clerk had expressed worry during a press conference that the Deputy Mayor may be ‘attracted” to her.

“It worries me badly. I am concerned as to why she would be so attracted to me,” she had mentioned. Sooba had stated also that in light of recent events involving LGBT persons she would have to seek protection on the issue.

Suspected cow thief remanded to jail A man, described as a regular, was on Friday remanded to jail by Magistrate Rhondell Weaver when he appeared before her at the Reliance Magistrate’s Court, yesterday, on a charge of Larceny of Animal.

Navendra Narendra Ramrattan, 45, of no fixed place of abode is accused of stealing one bull branded 72/KC valued at $200,000 and the property of Cyril Chan between July 13 and 18 last at Abary Creek, West Coast Berbice.

According to Prosecutor, Sergeant Godfrey Playter, Chan, who rears cows secured his animals and left the area.

He subsequently checked back on the

animals only to find the bull missing. The matter was reported and after investigations, the police arrested and charged Ramrattan.

In court Prosecutor Playter objected to bail citing the nature and prevalence of the offence. He said that the accused normally spends lengthy periods in the bushes in the Abary backlands and is very difficult to get in touch with.

Playter also stated that there are other matters of similar nature pending and investigations are ongoing.

Ramrattan was refused bail and his matter was transferred to the Fort Wellington Magistrate’s Court for July 31.

The patient, Christopher Anderson, was sentenced to 20 years imprisonment in 2013, after he was found guilty of murdering his uncle in 2009.

Anderson, 58, claims that the daily physical and verbal abuse inflicted upon him by prison inmates, led to him contemplating suicide.

He said that the medical

staff at the prison would give him tablets to treat a known illness of his, but explained that the dosage he received was not enough to take his life. Anderson said that he

‘lied to the prison’s medical staff’ about another illness, and would fake “black-outs” and “pains” to accumulate more tablets for his suicide attempt.

He said that about three weeks ago, he saved ‘over 50’ tablets and drank them all at once, in an effort to take his life. He expressed that he was ‘very desperate to die’.

Anderson, who had previously identified himself in court as a legal, social and industrial counselor, claims that his maltreatment in prison stems from his refusal to be influenced by the

‘criminal transactions’ he claims are occurring in the Camp Street Prison.

“I don’t involve myself in any criminal transactions, like selling cigarettes and using phones like the others, that’s why they mistreat and abuse me; they make my life very difficult,” Anderson remarked.

He said, “When youngsters come in the prison, I try to lure them away from the bad ones and teach them what is right and how to change their life, but the others don’t like that.”

DEAR EDITOR, Most would agree and it is fair to say that at this time, all things considered, the PPP/C may or may not win the plurality vote again in an election and if they do, it will be with less seats in the House.

The pertinent question remains, what do we want a “win-lose” situation or a “win-win” situation for the country?

If one observes the Israeli/Palestinian situation – that is a zero sum game and it is nothing else but a “loselose” situation, where everyone is right and everyone loses.

In Guyana, it is politically absurd to ask the people to continue to suffer until the PNC is strong enough to win the plurality vote, especially when the political chips are so stacked against the PNC in the absence of them not wanting to address the real bread and butter issues affecting the people.

Instead, the party is always plagued with a series

of internal issues at their biennial Congress about membership cards and who should be the delegates.

As Guyana experiences another dark decade under this regime, again the PNC has refused to take the fight to the PPP, rather, making ludicrous political suggestions such as formulating a “social contract” with the PPP, which is a definite lose-lose situation.

You cannot do a social contract with the political bullies at Freedom House, because they have no respect for the leaders of the opposition.

For example, in 2012, the combined opposition warned the Minister of Finance Dr. Ashni Singh not to spend monies that were not approved by Parliament.

The Minister did not listen, because he did so again in 2013 and now in 2014.

Therefore, the “no confidence” vote as proposed by Mr. Nagamootoo is not only in

order, but is a good start and it is long overdue.

It is the golden opportunity for Mr. Granger and the PNC/APNU to join with the AFC to take the fight to the PPP. It is time for the PNC/APNU to come out of its malaise and energize all of its MPs to be more like Joe Harmon, Basil Williams, Ronald Bulkan, Carl Greenidge, Desmond Trotman, Christopher Jones, Vanessa Kissoon, Jennifer Wade and maybe one or two more. This is not a reticent political game where the people are not looking for deliverables. The APNU/PNC won 26 seats; what have the other MPs in the APNU/PNC done for their 30 months of salary? The people need an answer!

In such a negative political environment as created by the PPP, any politician worth his salt has to step up or step out.

Guyanese have suffered long enough under this corrupt, vindictive and evil regime, but

the way we see it, the AFC’s political action will stop the bleeding.

From the first violation of the Guyana Constitution in 2012 when the PPP spent billions of the taxpayers’ money that were not approved in that Budget by Parliament, the PPP was given a written warning.

This financial skullduggery happened again in 2013 and they were given a second written warning. In 2014, they got even more irresponsible and reckless in their financial actions and thus truly deserve to be fired for gross misconduct and incompetence.

Enough is enough. To those who are against the vote of no confidence, we say to them, do not ever underestimate the intelligence of the Guyanese people. And if APNU does not support the “no confidence” vote in Parliament, they should be given the boot as well.

Another contender, Dr. Faith Harding, who resigned from the PNCR Executive Committee in February 2012, reportedly stated that the party engaged in electoral skullduggery in its presidential primary.

She reportedly claimed that the election favoured Mr. Granger as the PNCR‘s resources were applied heavily towards his election, and that calls were made from the party bigwigs telling voters that the people in charge at Congress Place favoured

Mr. Granger and that was the way the vote should transpire.

The PNC had long been accused of rigging elections at the national level, but when Dr. Harding made her charges public, that made it difficult for some who were inclined to support the PNCR, even with Granger at the helm, to do so. To his personal and professional credit, Mr. Granger does have certain

leadership qualities many desire in a President, but if the process that produced him was flawed then some may feel the ‘finished product’ could be compromised.

When this PNCR Biennial Congress and its anticipated accompanying elections process are over, there is another issue that is gaining traction in the national discourse: a pending no-confidence vote in a PPP regime that contin-

ues to defy laws and logic with near impunity.

There appears to be a growing apprehension among Guyanese for something to be done to literally rein in the PPP regime, and since the PNCR is the de facto main parliamentary opposition, all eyes will be on who emerges as the PNCR Leader to make that needed difference!

This process is further facilitated by easier credit and loans from the banking system, which is now experiencing a problem of excess liquidity as a consequence of high savings.

One manifestation of this phenomenon is the low interest rate on savings on the one hand and a comparatively high rate of interest on borrowing.

One indicator of economic progress is the number of banks that a country has, even though it may not be a sufficient measure of such

progress. Some countries such as the Cayman Islands have scores of banks, but a sizeable number of these are off-shore banks that specialize in banking services.

Guyana’s banking system displays almost all the characteristics of a modern financial banking system with easy credit and money transfers, which is fueling the rapid rise

in property ownership.

The PPP/C administration must be commended for putting in place the necessary policy measures to ensure financial stability and sustained economic growth which has over the years had an accelerator effect on the economic and social lives of the Guyanese people as a whole.

Israel rejects ceasefire plan, source says, as death toll nears 850 GAZA/JERUSALEM (Reuters) - Israel has rejected international proposals for a ceasefire in its fight against Islamist militants in Gaza, a government source said yesterday, but U.S. Secretary of State John Kerry said no formal proposals had yet been put forward.

Mediators hope that a truce could come into force ahead of a Muslim festival that starts early next week, but they have struggled to resolve seemingly irreconcilable demands from Israel and Hamas-led fighters, locked in conflict since July 8.

As diplomacy faltered, the fighting raged on.

Gaza officials said Israeli strikes killed 55 people yesterday, including the head of media operations for Hamas ally Islamic Jihad and his son. They put the number of Palestinian deaths in 18 days of conflict at 844, most of them civilians.

Militants fired a barrage of rockets out of Gaza, triggering

sirens across much of southern and central Israel, including at the country’s main airport. No injuries were reported, with the Iron Dome interceptor system knocking out many of the missiles.

Speaking in Cairo, Kerry told reporters that, although Israel may have rejected some language in a truce proposal draft, there “was no formal proposal, or final proposal, or proposal ready (for) a vote submitted to Israel”.

The top U.S. diplomat said there were still disagreements on the terminology, but he was confident there was a framework that would ultimately succeed and that “serious progress” had been made, although there was more work to do.

The search for a breakthrough will continue in Paris today when France hosts diplomats from the United States, Britain, Germany, Italy, the European Union, Turkey and Qatar, a French diplomatic source said.

“We are working toward a brief seven days of peace.

Seven days of a humanitarian ceasefire in honour of Eid in order to be able to bring people together to try to work to create a more durable, sustainable ceasefire for the long (term),” Kerry said.

U.N. Secretary-General Ban Ki-moon, speaking at the same news conference, threw his weight behind a sevenday humanitarian truce, saying it could start with an extendable 12-hour stoppage.

A U.S. official said later that Israeli Prime Minister Benjamin Netanyahu told Kerry Israel would begin a 12hour pause in Gaza hostilities starting at 7 a.m. Israeli time (0400 GMT) yesterday. Israel did not comment on the report.

Hamas, which wants an end to an Israeli-Egyptian blockade of Gaza before agreeing to halt hostilities, has yet to respond to the ceasefire proposition, which has not been made public.

White House aide says Republicans might try for Obama impeachment (Reuters) - A top White House adviser said yesterday Republicans might try to impeach President Barack Obama over his go-it-alone immigration strategy, as Obama prepared to talk about the U.S. border crisis with Central American presidents.

Dan Pfeiffer, one of Obama’s longest-serving advisers, told reporters that the executive actions Obama will approve at the end of the summer aimed at tackling illegal immigration will likely generate ire from Republicans who have blocked comprehensive immigration legislation.

Republicans in the House of Representatives are expected next week to authorize a lawsuit against Obama on charges he has overstepped his constitutional authority by signing a series of executive orders this year on issues such as raising the minimum wage for federal contract workers.

Pfeiffer, speaking at a reporters’ breakfast organized by the Christian Science Monitor, said he could easily see Republicans moving to impeachment proceedings to try to remove Obama from power in retaliation for the immigration orders he is expected to unveil by the end of the summer.

“The president acting on immigration reform will certainly up the likelihood that they would contemplate

impeachment,” he said. He said it would be “foolish to discount the possibility” that Republicans will at least consider it.

Many Republicans, however, see the Republicans’ plans for a lawsuit to be aimed at restraining conservatives from seeking Obama’s impeachment, knowing a move that strong could backfire as the party seeks to take over the Senate in November congressional elections.

A lawsuit would have far less impact than impeachment because it would be a legal proceeding in federal court to get a ruling on whether Obama went farther than the Constitution allows.

Impeachment would be aimed at removing him from office, a far more dramatic course of action that is rarely used.

Obama contends his use of executive orders is no different than the powers used by his predecessors, and is inherently legal. His use of them has been relatively restrained compared with other presidents. Obama signed 147 in his first term, compared with George W. Bush’s 173, Bill Clinton’s 200 and Ronald Reagan’s 213 for their first terms in office.

Beyond his goal of trying to making changes to U.S. immigration policy, Obama is struggling to contain a crisis on the Texas border with Mexico where tens of thousands of children have

surged across in recent months, overwhelming border resources.

Obama is to meet the presidents of Guatemala, Honduras and El Salvador on Friday afternoon seeking their help in stemming the wave of border crossers, most of whom have traveled from those three countries.

Honduran President Juan Hernandez said on Thursday that U.S. lawmakers’ inability to reach an agreement on immigration policy was at least partly to blame for the crisis.

U.S. officials blame misinformation spread by human smugglers who have told parents their children will be given safe haven in the United States if they send them there.

A senior White House official said Obama would seek the leaders’ help in countering that message with one that the children more than likely will be sent back home.

It also announced that a soldier unaccounted for after an ambush in Gaza six days ago was definitely dead, although his body had not been recovered. Hamas said on Sunday it had captured the man, but did not release a photograph of him.

Three civilians have also been killed in Israel by rockets from Gaza - the kind of attack that surged last month amid Hamas anger at a crackdown on its activists in the West Bank, prompting the July 8 launch of the Israeli offensive. The growing Israeli casualty list has only strengthened resolve in the country to pursue this latest campaign against Hamas until the group is significantly weakened.

Kerry, based in neighbouring Egypt for much of the week, is seeking a limited humanitarian truce under which Palestinian

movement would be freed up to allow in aid and for the dead and wounded to be recovered.

A Palestinian official close to the negotiations said Turkey and Qatar had proposed a seven-day halt to the fighting, which had been relayed to Israel by Kerry while Hamas considered it.

Israel insisted that, even if such a ceasefire was agreed, its army should continue destroying tunnels along Gaza’s eastern frontier, a mission that could take between one and two weeks.

EU edges to economic sanctions on Russia but narrows scope BRUSSELS (Reuters) The European Union reached outline agreement yesterday to impose the first economic sanctions on Russia over its behaviour in Ukraine but scaled back their scope to exclude technology for the crucial gas sector.

The sanctions on access to capital markets, arms and hi-tech goods are also likely to apply only to future contracts, leaving France free to go ahead with the controversial delivery of Mistral helicopter carriers being built for Russia.

European Council President Herman Van Rompuy wrote to EU leaders asking them to authorise their ambassadors to complete an agreement by Tuesday. That would avoid the need for leaders to hold a special summit to approve the sanctions.

Van Rompuy said the proposed sanctions package “strikes the right balance” in terms of costs and benefits to the EU and in its flexibility to ramp up sanctions or reverse them over time.

“It should have a strong impact on Russia’s economy

while keeping a moderate effect on EU economies,” he wrote in the letter, seen by Reuters.

After months of hesitation, the 28-nation EU toughened its stance towards Moscow following last week’s downing of a Malaysian airliner, killing 298 people, in an area of eastern Ukraine held by Russianbacked separatists.

But the narrowing of the proposed measures highlighted the difficulty of agreeing to tough sanctions among countries which have widely different economic interests and rely to varying degrees on Russian gas.

After a discussion that lasted all day Thursday and part of Friday, EU ambassadors reached a preliminary agreement and asked the executive European Commission to draw up a legal text setting out economic sanctions.

European Commission President Jose Manuel Barroso said in a statement late yesterday that the Commission had adopted a draft legal text for the Russia sanctions package.

“The final decision now lies with the EU’s member states, but I believe that this is an effective, well-targeted and balanced package providing the flexibility to adjust our reaction to changes on the ground. I hope that member states will agree on this package of restrictive measures next week,” he said.

The measures are not an end in themselves, “but a means to achieve a negotiated and political solution to the crisis ... I call on Russia to take decisive steps to stop the violence and genuinely engage in peace plan discussions,” he said.

EU ambassadors will try to reach a final deal at a meeting on Tuesday.

Key measures include closing EU capital markets to state-owned Russian banks, an embargo on arms sales to Moscow and restrictions on the supply of dual-use and energy technologies. They would not affect current supplies of oil, gas and other commodities from Russia.

Van Rompuy said there was an “emerging consensus” among EU governments that “the

Vladimir Putin measures in the field of sensitive technologies will only affect the oil sector in view of the need to preserve EU energy security.”

The Commission had proposed restricting equipment for deep-sea drilling, shale oil and Arctic energy exploration.

If the sanctions had applied to gas technology, they could have affected Gazprom’s huge South Stream pipeline project to Europe and Novatek’s Arctic Yamal liquefied natural gas (LNG) facility.

That in turn would have hit large EU energy suppliers and manufacturers with an interest in the project, including in Germany, Austria and Italy. The prospect of EU sanctions sent shares in French energy services firm Technip plunging 8 percent on Thursday.

Gazprom’s main partners in South Stream are Italy’s Eni, France’s EDF, Austria’s OMV and Germany’s Wintershall [WINT.UL], a subsidiary of German chemical giant BASF. Van Rompuy said EU governments also agreed that the sanctions should not be applied retroactively, particularly in the area of arms trade and restrictions on access to capital markets.

France was determined to uphold existing contracts with Russia to preserve a 1.2 billion euro ($1.6 billion) 2011 deal to supply two Mistral helicopter carriers.

EU governments also agreed that a ban on exports of dual-use technology - that can be used in both military and civilian products - would be limited at this stage to military users, Van Rompuy said.

Separately, the EU was due to publish today the names of 15 individuals and 18 entities, including companies, subject to asset freezes for their role in supporting Russia’s annexation of Crimea and destabilisation of eastern Ukraine.

That will bring the number of people under EU sanctions to 87 and the number of companies and other organisations to 20.

A further sanctions list could be agreed as early as Monday under new criteria targeting companies and people who support Russian decision-makers responsible for annexing Crimea or destabilising eastern Ukraine, Van Rompuy said. New restrictions on trade and investment in Crimea could also be agreed on Monday, he said.

Dutch Prime Minister Mark Rutte, whose country is seen as having a key role in shaping the EU response because it lost 194 citizens in the plane crash, said he would back sanctions unless Moscow halts weapons supplies to the rebels.

Iraq’s top cleric sends subtle message to Maliki: step aside (Reuters) - Iraq’s most influential Shi’ite cleric urged political leaders yesterday to refrain from clinging to their posts - an apparent reference to Prime Minister Nuri al-Maliki, who has defied demands that he step aside. Speaking through an aide who delivered a sermon after Friday prayers in the holy city of Kerbala, Grand Ayatollah Ali al-Sistani said leaders should show flexibility so that political deadlocks could be broken and Iraq could confront an insurgency.

Maliki has come under mounting pressure since Sunni militants led by the

hardline Islamic State swept across northern Iraq last month and seized vast swathes of territory, posing the biggest challenge to Maliki’s Shi’ite-led government since U.S. forces withdrew in 2011.

Critics say Maliki is a divisive figure whose alienation of Sunnis has fuelled sectarian hatred and played into the hands of the insurgents, who have reached to within 70 km (45 miles) of the capital Baghdad.

Sistani said it is time for politicians to think of Iraq’s interests, not their own.

“The sensitivity of this phase necessitates that all the parties concerned should

have a spirit of national responsibility that requires the practice of the principle of sacrifice and self-denial and not to cling to positions and posts.”

Maliki, a Shi’ite, has ruled since an election in April in a caretaker capacity, dismissing demands from the Sunnis and Kurds that he step aside for a less polarising figure. Even some Shi’ites oppose his bid for a third term.

Despite pressure from the United States, the United Nations, Iran and Iraq’s own Shi’ite clergy, politicians have been unable to quickly come up with an inclusive government to hold the fragmenting country together.

Iraq’s parliament took a step toward forming a new government on Thursday, when lawmakers elected senior Kurdish lawmaker Fouad Masoum as president.

Former Barbados prime minister, PM to lay LifeSport audit Owen Arthur, resigns from DLP

Trinidad Express - The audit into the LifeSport programme has unearthed enough evidence to warrant a probe by the Director of Public Prosecutions (DPP).

The Express understands several senior officials from the Ministry of Sport have been identified in the report for misuse of public funds, misbehaviour in public office and conspiracy to defraud the Government and people of Trinidad and Tobago.

The audit was completed without an interview with Ruth Marchan, the deputy director of Physical Education and Sport at the Ministry of Sport, even though one was requested by the audit committee.

Marchan, who had claimed there was a threat on her life, is under police protection after her bodyguard, Curtis “Tallman” Gibson, was murdered on June 26.

Prime Minister Kamla Persad-Bissessar tabled the report by the Central Audit Committee into the LifeSport Programme in Parliament yesterday, following which it will be forwarded to the DPP. Persad-Bissessar said the decision to lay the report in Parliament was in keeping with transparency and accountability to the people of Trinidad and Tobago.

“It should be recalled that within days of reports of possible irregularities in the programme published in the media, the Prime Minister took steps to move the programme from the Ministry of Sport to the Ministry of National Security, and instructed the Ministry of Finance to conduct a full audit into the programme. This audit has been completed and the Prime Minister has received the report,” it said.

her by Finance Minister Larry Howai on Tuesday.

Sport Minister Anil Roberts has been reported by the Guardian as saying he would resign if it is proven the programme which he conceptualised “to help poor black people is funding terrorists, criminal gangs and an armed militia of 250 men in a palace in Carapo...”

LifeSport pays $1,500 a month to “criminal elements” to get them interested in sport s . A d a i l y m e a l allowance of $75 is catered for, but a contract is usually given to a catering company to provide meals for the participants.

The funding and recipients ofLifeSport were identified in an inves-tigative series by the Express into the funding to the Jamaat-alMuslimeen. Following the stories, Persad-Bissessar directed Howai to initiate an audit into the programme and transferred it out of the Sport Ministry to the Ministry of National Security.

The programme has been riddled with financial irregularities since its inception.

LifeSport, which was funded through Government loans, has cost taxpayers some $400 milli-on. For 2014, the Government allocated just over $267 million.

T&T, British govt. working out issues - Dookeran on claims of visa restrictions for citizens: Trinidad Express Foreign Affairs Minister Winston Dookeran said Thursday i t w a s n o t accurate to say the British government was on the cusp of imposing visa restrictions on Trinidad and Tobago citizens.

The claim had been made by People’s National Movement (PNM) Senator Faris Al-Rawi in Parliament on Tuesday. However, he con-ceded there was a matter of contention between the British government and Trinidad and Tobago in the area of security.

He said the governments were working out what were the requirements this country would have to adhere to “in order to satisfy the Bri-tish autho-rities that we do not pose a security risk in any way, form or fashion”.

“Today, at Cabinet, we agreed on a joint agreement

between the British government and Trinidad and Tobago which would be signed very shortly, subject to the approval of the Attorney General, in order to deal with some of the issues placed on the agenda. “ We have been discus-sing this for some time and we believe that we are well on the way to resolving all of the issues t h a t have been raised,” Dookeran said.

On the issue of the statement by Jamaat-alMusli-meen leader Yasin Abu Bakr, Dookeran said the matter was not discussed at Cabinet.

Dookeran, who was in the Red House when Jamaat insurgents stormed the Red House 24 years ago, said he had no comment on Bakr’s statement.

“I think the report of (Com-mission of Enquiry into the attempted coup of)

1990 has been well ventilated and it reflects a moment in our history that we must learn from. In that respect, all citizens must adhere to the rule of law and must ensure that our democracy remains alive and well,” he said.

Asked whether the Congress of the People (COP)could have brought some influence to bear on the public squabble between Anil Roberts, a COP member, and Gary Griffith, who had been associated with the COP, Dookeran said the question was be t t e r p u t t o C O P leader Prakash Ramadhar.

“I don’t think it would be in the public interest for me to add to the squabble.

I believe the question should really be properly addressed to the current political leader of the Congress of the People,” he said.

BRIDGETOWN, Barbados - CMC - Former Prime Minister Owen Arthur yesterday announced his resignation as a member of the Barbados Labour Party (BLP) which he has led as Prime Minister for 14 years.

He handed in his letter of resignation with immediate effect to the office of the Opposition Barbados Labour Party yesterday morning.

Owen Arthur, who led the party to defeat in the 2013 general election but retained his parliamentary seat in the constituency of St Peter, indicated that he will remain in parliament as an independent member until his term of office comes to an end in 2018.

Arthur was Prime Minister of Barbados from 1994 to 2008, making him the longest serving Barbadian Prime Minister to date. He was also Leader of the Opposition in Barbados from 2010 to

Owen Arthur 2013.

He led The Barbados Labour Party (BLP) to victory in the 1994 general election and also won the 1999 and 2003 general elections.

The David Thompson led Democratic Labour Party defeated the Barbados Labour Party in the 2008 general election, resulting in Owen Arthur stepping down as party l e a d e r, h o w e v e r A r t h u r remained Member of

Parliament for the constituency of Saint Peter.

Arthur returned as BLP leader in 2010, however following the 2013 general election defeat he was replaced by the current BLP opposition leader, Mia Mottley.

By Rawle Welch Playing with the resilience and composure of champions, Christianburg/ Wismar Secondary School (CWSS) left the opposition in tears after prevailing 2-1 on penalty kicks which was summoned when regulation time failed to break a 1-1 deadlock in their semi-final encounter yesterday, at the Burnham Park in Berbice.

Playing in the semi-final of the 4th Annual Digicel Schools Football Competition, the defending champions were pushed to the brink by Bush Lot Secondary, but proved their toughness to come from behind against a determined and well prepared team that enjoyed partisan support from the fans.

The win means that they have now set up a showdown with nemesis Waramadong who squeezed past BV 4-3 on penalty kicks after regulation time ended 2-2. This final and third place playoff will be played on August 3, at the National Stadium.

evoked disgust amongst the Linden contingent and it eventually resulted in Head Coach Anthony Stephens being asked by Referee Dwayne Johnson to vacate the team dugout citing misconduct as the infraction.

Undaunted by their Coach’s exit, CWSS increased the tempo, orchestrating several telling raids inside the Bush Lot half and eventually got their reward when Anthony Layne, stationed just outside the box, took full advantage of a poor clearance following a throw in to fire past the keeper in the 73rd minute.

Thereafter it was a toe to toe slugfest as both teams searched for the winning goal, but despite both backlines exhibiting understandable weariness, they held firm until the final whistle sounded to usher in penalty shootout that saw CWSS win.

It was poor execution by Bush Lot at the spot that put paid to their quest to move forward to the final.

Letter to the Sports Editor

Sports must be given its rightful position in Guyana DEAR EDITOR, As Guyana participates in the Commonwealth Games in Glasgow, Scotland, I would like to wish the athletes well and I am rooting for them from here to bring back medals.

I was fortunate to be selected by the Guyana Olympic Association to represent Guyana at the 3rd Commonwealth Sports Development Conference which was held in Glasgow, Scotland during the period June 2-4, 2010. The Theme for the conference was “Achieving Sustainable Development, Building capacity in Communities, Clubs and NGOs” and it was held at the Mitchell Library.

Approximately two hundred and fifty (250) delegates attended from about sixty five (65) countries and a number of International Global Organisations.

Some of the Organisations in attendance were Youth Sports Foundation of Nigeria,

SCORE International of South Africa, Edusport Foundation, Homeless World Cup, Magic Bus – India and UK, Women Win, Sport for Change - Comic Relief, Supreme Council for Sports in Africa (SCSA Zone VI), Nonprofit Enterprise and Self-sustainability Team (NESsT), just to name a few.

Some notable Speakers and Presenters were Mr. Fred Coalter, Professor of Sports Policy, University of Sterling, Ms. Louise Martin CBE, Chair, sportscotland, Ms. Mmasekgoa MasireMwamba, Deputy SecretaryGeneral, Commonwealth Secretariat, Mr. Mike Fennel OJ, CD, President, Commonwealth Games Federation, Mr. Seren Moller, President, Danish Gymnastics & Sports Associations, Mr. Colin Higgs, Consultant to Commonwealth Games Canada: Professor, Memorial University of Newfoundland (retired), Mel Young, {President and CEO, Homeless World Cup, Mr.

Archie Graham, Deputy Leader, Glasgow City Council and Ms. Leigh Robinson, Professor of Sport Management, University of Sterling, Mr. Hikabwa Decius Chipande, Project Officer, Sport Education and Accreditation System (SEAS) Supreme Council for Sports in Africa (SCSA) Zone VI, and Ms. Annemarie Elsom, International Grants Officer, Sport for Change, Comic Relief just to name a few. In all there were twenty nine (29) speakers.

My attendance brought me to the realization that in the Developed and Developing World, Sports is serious and big business and if Guyana is to make an Impact in the World of Sports some drastic and serious changes have to be made.

We need to understand that Sport is a way of minimizing crime in troubled communities; it can also be used as a method of sensitizing the participants of

The Government, the Private Sector, NGOs and all the Sporting Organisations have to rethink how they deal with sports.

Community Development was one of the widely spoken topics. Recruiting, training and retaining volunteers also featured a lot. Developing Coach Education Frameworks; Developing Sport in the Commonwealth; Models for Sustainability of Sport for Developing Organisations; Investing in Sport for Development; Developing International Networks for Inclusive Sport were some of the major topics discussed.

Sports in the Guyana context in my view, is not taken seriously. If we in Guyana are to progress and become a power in the Caribbean and eventually the Commonwealth, facilities have to be upgraded and erected. Scotland is hosting The Commonwealth Games in 2014 and the legacy that will

be left behind is phenomenal.

Facilities were constructed for Athletics, Cycling, Swimming and Hockey just to name a few. A Games Village was constructed, roads were upgraded, and the list goes on and on.

We in Guyana must reintroduce the Guyana Games which saw the best Sports personalities representing the ten (10) administrative regions in a number of events. These games will ultimately improve the environment and see the upgrading of facilities within the specific areas.

These facilities will then be used by the Community.

One of the lecturers at the Conference said, “Always involve the Community when developing projects. Don’t do it for the Community, do it with the Community.”

With the erecting of multiple sports facilities throughout Guyana, we can host multiple events which will contribute towards the development of the Country and sports, more jobs will be created, businesses will benefit, etc.

The question of money

will always be a sore point, sport has to be seen as an investment with the rewards coming later. Millions of dollars are being spent on roads, electricity, bridges, housing, Sea Defense, etc, etc. All of the foregoing are very important in a developing Country; Sports should and must be categorized amongst those areas.

We saw the overwhelming crowd support that visited the National Stadium to witness the three CPL T20 games.

It was a mixture of race, creed, culture and religion that brought an entire country together; persons from Crabwood Creek, Charity, Corentyne, Canje, Charlestown, Campbellville, Caledonia, Cuyuni River, Canal #1 and #2 all travelled to the City in a show of unity and cohesion.

Is there any other activity in Guyana that we can have such unity in such mammoth capacity? It is clear that Sport has to be treated as a business and not taken lightly.

France told Kaieteur Sport on Monday last that he wants to take part in the Terry Fox

run on September 9 in Canada and the New York Marathon on November 2 and these local activities are planned to raise funds for the trips from which the proceeds will go towards cancer research and charity.

He informed that the walk at Kaieteur is a sports tourism activity and persons who are willing to participate can contact him on 680 3892.

by national female athlete Alika Morgan, Joseph Hall, Helenor Mc Lennon, Secretary of the club Patricia Harlequin, amputees Javin Jetters and John Antoo and Secretary of the Essequibo Cricket Board Atto Christiani.

He explained that members of the club have to raise funds on the streets for these events which could sometimes be embarrassing and he calls on the business entities to support these charitable works for which they don’t get paid.

But on the final day at the Police Sports Club G r o u n d , E v e L e a r y, yesterday, Headquarters seized their assailant after amassing 501 points. The nearest rival, ‘A’ Division finished with 402 points while Country Division was third with 206 points. ‘B’ Division finished fourth with 191 points.

Chelsea Edghill stars in France DAAC plans series of monumental encounter activities for the rest of 2014 Amidst deafening noise, thunderous applause with the blue and white of the Saint Andrew’s Cross being waved prominently; on the morning of Friday 25th July at the Glasgow 2014 Commonwealth Games Chelsea Edghill became her country’s heroine.

The 17 year old, who recently attended the Road to Nanjing Training Camp in Shanghai under the tutelage of such illustrious names as Jörgen Persson a n d Wa n g L i q i n , maintained her focus and eventually screamed in delight as she secured victory in the final games of the fifth match of the contest against Scotland.

One day earlier both Guyana and Scotland had suffered defeat against Australia, the second seeds.

After three hours, the verdict finished in favour of the visitors.

“I feel like the adrenaline is still flowing from that match; the support was absolutely amazing,” said Linda Flaws. “The noise when I saved those match points was incredible; you could hear the crowd shouting between points.”

Momentum Switch Success for Linda Flaws had seemingly swung the momentum in favour of Scotland.

In the vital concluding match of the fixture, Gillian Edwards established a two games to one lead against Chelsea Edghill.

It seemed a quite staggering recovery was scheduled.

Edghill had other ideas.

She won the fourth game, a decisive fifth game beckoned. The crucial stage

of that vital game came at 7all when Gillian Edwards elected for “Time Out”.

The players returned to the arena, both played with the utmost caution, neither prepared to take a risk; eventually, the marginally more consistent Guyanese prevailed.

She recovered from a two games to one deficit to secure success (12-10, 511, 7-11, 11-7, 11-7).

Scottish aspirations were doused.

Injury “I’ve been injured, so playing in the final match was a lot of pressure”, said Chelsea Edghill. “Every Scottish player is good so you must work for every point; the doctor hasn’t yet given a diagnosis but he said my shoulder blade is moving and the muscles around are weak; the ligaments are a bit stretched.”

Nevertheless, Chelsea Edghill emerged successful and with the Nanjing Youth Olympic Games ahead certainly needs to be fully fit.

Lindani Jamal Anderson is the E-Networks Baseball Star 2014

The E-networks partnership with the Guyana Baseball League has unearthed some talent in Guyana and to this end, Guyanese pitcher, Lindani Jamal Anderson, emerged the best on show and will be traveling to the US for a stint there.

In a release from the Guyana Baseball League, the organisation stated, In February 2014 E-networks partnered with the Guyana Baseball League to do a reality Tv show based on the search for a possible talented Guyanese baseball pitcher, little did we know what we would uncover and some uncertainty existed as to whether it was possible to find a diamond in the rough.

We were astounded by the immediate feedback from Baltimore Orioles scout which suggested we were overflowing with talent, declaring a winner was suddenly more challenging as the show will demonstrate, we present Mr. Lindani Jamal Anderson, winner of Season 1 of the ENetworks baseball Star.

Jamal leaves today for the Orioles Academy in Florida and begins an

historic journey as the pioneer of homegrown Guyanese baseball players, he will not be alone for long, for the Enetworks baseball star program was not only about providing opportunity for one person but was aimed at assisting all who qualified, to this end four other players were identified by Fred Ferreira “the Shark of the Caribbean” as candidates for the academy in the short future.

The Show E-Networks Baseball Star is now in postproduction and will offer a fascinating look inside a sport that is new to all of us here in Guyana.

E-Networks is extremely proud to be associated with the Guyana Baseball League and will continue to support it as baseball grows from strength to strength.

ranks of First Division cricket in Berbice, was recently the proud recipients of a set of uniforms compliments of the National Milling Company of Guyana (NAMILCO).

The uniforms, which were handed over at a simple presentation ceremony held at the Company’s board room, are in the colours of NAMILCO and bear the c o m p a n y ’s l o g o . T h e uniform also displays the Maid Mariam and Thunderbolt flour brands which are premier products of the company.

Speaking at the ceremony, CEO of the company Mr. Bert Sukhai said how pleased he and his company are to be presenting the uniforms to

the team. He stated that it is all part of the company’s way in being a good cooperate citizen. He exhorted the players present to work hard on their game to achieve success while at the same time making NAMILCO proud. He challenged them to be good ambassadors and let discipline and mutual respect be their guide. He also pledged his support for their future development.

The players also received words of advice from Mr. Affeeze Khan, himself a former cricketer and sports enthusiast, who exhorted them on the importance of staying in school and having a good education.

Annual August Games set for Maruranau Village

The village of Maruranau (Wapishana), Deep South Rupununi, will be the centre of attraction for this year’s Annual August Games from August 23-30 where some 300 athletes will be competing against each other in football, volleyball and tape-ball cricket, both male and female.

Coordinator of the games, Gary La Rose was delighted to receive the support of DeSinco Trading and Woodpecker Products in the form of footballs, whistles and trophies.

He noted that in their quest to get more corporate entities

on board he decided to approach long time friend Frank DeAbreu, Managing Director and Owner of DeSinco Trading, Sheriff Street, Campbellville.

DeAbreu did not hesitate to assist as he provided La Rose with three footballs and two whistles for the football competition. “I would like to thank him {DeAbreu}so much for his contribution as well as Woodpecker Products for their support. We will ensure we make good use of the donated items.”

Tridents edge Hawksbill by one wicket in thriller Warriors face Tridents today The Barbados Tridents continued on a roll with another victory in the Limacol Caribbean Premier League T20 championship at the Kensington Oval in Barbados yesterday by one wicket with 2 balls to spare over the Antigua Hawksbills.

The home side won the toss and inserted the opposition into bat and restricted them to 129 for 8 off their allotted 20 overs.

Skipper Marlon Samuels led with a 55-ball 66, with David Hussey 24 and Carlos Braithwaite 17 offering some support as the Hawksbills found themselves in early trouble, losing wickets at regular intervals. Ravi Rampaul was

the pick of the bowlers with 4 for 14 from an impressive spell, while he got support from Kieron Pollard with 2 for 14 off just one over.

Barbados Tridents also found the going a bit tough, losing power hitter Dwayne Smith early for a duck. But they fought with Jonathan Carter 35, Shane Dowrich and Shoaib Malik 18 apiece and Akeal Hosein 12 not out at the end, finishing the match with a scrambled single with Rampaul to scrape home to the required 130 for 9 wickets with 2 balls remaining. Sheldon Cottrell 2-20 and Carlos Braithwaite 2-17 led the Hawksbills bowling.

La Rose also disclosed that former President of the Guyana Volleyball Federation (GVF) Lennox Shuffler has made a commitment to donate balls and nets and he is grateful for this gesture.

Apart from the previously mentioned sports, La Rose informed that a 5k athletics race for females and 10k for males and cycling would also form part of the activities.

The games were started in 1996 by Mr. Tony James, Vice President of the Amerindian Peoples Association, Mr. Adrian Jones, Retired Headmaster of Aishalton Secondary School and Mr.

Royston O. Connell, Retired Headmaster of the Maruranau School.

The objectives, according to La Rose, are to foster unity and to create strong family values in and among the participating villages, Shea, Awarewanau, Aishalton, Karaudarnawa, Achawib and Gunstrip (Wai Wai Tribe).

“We are seeing some success in this regard but one of the disadvantages we are experiencing has to do with the geographical location we are in. We are also challenged when it comes to attracting officials to referee games.”

But La Rose said that he

would assist in this regard as much as he can give his coaching background, he would also assist in the area of refereeing.

Travelling to the games village will not be as easy as in the city, for example, the athletes and fans from Gunstrip will take one week via boat to reach Maruranau.

Competition will start from as early as 06:00hrs in the morning.

La Rose disclosed that there is a lot of talent that comes to the fore at these games and apart from the traditional sports there is also archery.
