A personal perspective on aviation in Guyana DEAR EDITOR, By trade, I am a pilot. I have been in aviation for nearly 40 years. I have been a commercial pilot for more than 30 years. For many of those years in management positions. I have been Chief Pilot, Director of Operations and Check Airman for air charter operators in the United States for a total of more than 15 years. I am Airline Transport Pilot rated and have almost 19,000 hours of logged flight time as a pilot. Over many years of working with and dealing with the people, and bureaucracy, of the Federal Aviation Administration in the United States, I developed an excellent working relationship with many of the inspectors and staff that worked for the FAA. As a whole the FAA is a professionally run organization, with a very competent staff. This is not to say there are no unprofessional, or incompetent, people working there. There are those in any organization, but, as a whole, a very professionally and competently run organization. I have experience dealing with the National Transportation Safety Board in regard to aviation accidents. I also have experience working with Transport Canada with regard to Canadian certification of U.S. air charter carriers. All that said, brings me to the point; the Guyana Civil Aviation Authority (GCAA). The GCAA, in my experience, is the most wholly unprofessionally and incompetently run organization I have ever dealt with.

The GCAA currently has no Operations Inspectors. It needs at least one, preferably two to oversee the various operators in Guyana. As it is now the operators police themselves; which is not, necessarily, a good thing. The GCAA has granted authority to a number of pilots to conduct Airman Proficiency Checks (APCs), effectively providing little, or no, oversight by the authority as to the actual competency of the pilot being checked. To provide an actual aviation Operations Inspector, it is currently necessary to bring in an inspector from the Caribbean Aviation Safety and Security Oversight System (CASSOS). Members of CASSOS are, among others, Trinidad and Tobago, Suriname, Jamaica, as well as Guyana. This is a process that may take months to achieve. Guyana also needs an INDEPENDENT organization similar to the NTSB in the U.S., to investigate aviation accidents. This agency needs to have transparency and publish the findings of any accidents and incidents so that the aviation community can move forward and learn the causes, and solutions, to these occurrences. If you were to look into the aviation accident statistics that the NTSB compiles in the U.S., you would see that probably more than 75 percent of these accidents are directly attributable to pilot error. Unless the pilot accidentally or inadvertently flies into a thunderstorm or microburst, or such, weather does not CAUSE an accident; as has been suggested in at least a couple of recent cases in Guyana.

Weather may be a ‘factor’ in an accident, but rarely the ‘cause’ of an accident. In more than one case it was caused by the pilot’s decision to fly into weather conditions that should not have been flown into. Period. Fortunately, in those cases, no lives were lost. But it can happen, and will, if proper oversight, and penalty, are not established, and enforced. It should also be noted that the Civil Aviation Regulations makes numerous references to being able to be applied ‘as the Authority sees fit’. At the same time, the GCAA takes a hard line and says the rules are the rules and cannot be changed. This is something of a double standard when one pilot may be authorized to fly without complying with a 200-hour rule (generally pilots are required to achieve 200 hours of ‘observer’ time before they may fly anywhere beyond a 75-mile radius around Timehri), while other pilots are required to comply with the rule. The Civil Aviation Regulations, Paragraph 89; Exemption From Regulations, states, in part, that the “Minister may exempt from any provision, any aircraft or persons” except as provided by Paragraphs 77 and 81. Paragraph 77 references Enforcement and Offences; Revocation, Suspension and Variation of Certificates, Licenses and other documents. Paragraph 81 Continued on page 23

Toshaos’ Elections – Are they for Amerindian Development or Political Manoeuvres DEAR EDITOR, Never before have I seen such collective interest in the outcome of Elections for Toshaos. The results are printed in the Media and there has been movement by the political pundits to get their people into power. In some of the far-flung areas, the time span for elections was cut short so as to disenfranchise the ‘other side’. Outspoken Amerindians are speaking about the atrocities but, who listens? The result of the Toshao election in one area – Yarakita in the Mabaruma Sub Region – now has someone who is very far removed from the related ethnicity. This person was foisted upon the people and this happened because no proper government oversight was thrown into the process countrywide. Then again, is Yarakita a

gazetted Amerindian Village? Then there is the distinction between the Community Development Councils and Amerindian Village Councils. The past administration had arbitrarily installed Community Development Councils in Amerindian Villages. The system of Local Democracy was never designed to accommodate parallel governing authorities in villages. However, this arrangement was set up to ensure political muscle power. Government should, with expediency, embark on an exercise to educate the officials directly involved, on the system of Local Democracy. It is a six-tier system – Region, Sub Region, District, Neighbourhood, Community and Peoples’ Co-operative

Unit (PCU). Each tier should have a council that essentially meets and reports to the upper tier, eventually reaching to the Regional Democratic Council. The Amerindian Village Councils are, in essence, Community Development Councils in their own right, and a tier within the system. The Department of Lands and Surveys and the Ministry of Communities must have the information with the breakdown in each region. The Ministry of Indigenous Peoples’ Affairs should also have this vital structural setup. It therefore behooves these three branches to collaborate on the dissemination of the education and not be tripping over each other. It must be a one-pronged approach. Marian Alfred

DEAR EDITOR, Your publication has stood steadfastly for and promoted good governance in this land of ours. We desperately need to modify or rewrite the constitution. We must all clamour for reform. I wish to suggest that you designate a forum on a daily basis dedicated to constitutional reform to ensure that the politicians that we elect work for us and not vice versa. Such a forum would provide diverse views from which we can select the

pertinent material to include in the constitution. We have lived through two dictatorships - that of the Burnham regime and the most recently deposed PPP government. These dictatorships have used the current constitution to keep us in, and I am going to use an ugly word here to all Guyanese, “bondage”. There has been no meaningful creation of jobs for our people, resulting in mass migration of those who could have made substantial

changes, if given the chance. The key phrase here is “if given the chance”. The politicians have not provided us with this opportunity but have usurped this authority. I will start the ball rolling by suggesting that we have proportional representation not only in Parliament but also in the ministerial positions of the government. In this way we will have shared governance and not the “winner takes all” policy that currently exists. I will Continued on page 23

Rodney COI set to go from Monday Even as uncertainty looms over the return of lead Counsel of the Walter Rodney Commission of Inquiry, Minister of State, Joseph Harmon yesterday declared that the staff of the Commission of Inquiry (COI) is seemingly in a state of readiness to resume hearings on Monday. Harmon made the assessment, yesterday, after a visit to the High Court in Georgetown where the COI sessions are facilitated. According to a missive disseminated yesterday, the Minister told the staff, “It seems to me that you seem quite ready to resume the hearings and I trust that when the Commissioners come in (today) that they will find you as ready as they have always found you.” Harmon wants the Commission to be able to wrap up its work within the time period set by President David Granger. He said, “They must be able to conclude their work, and report.” The Commission of Inquiry (COI) being conducted to determine the cause of former Leader of the Working People’s Alliance (WPA), Dr. Walter Rodney’s death, is strapped with a November deadline for completion. What has caused concern, however, is the imposed deadline for the Commission to conclude hearing closing

Lead Counsel’s contract not renewed

Late WPA Co-founder, Dr. Walter Rodney submissions from lawyers by next Tuesday (July 28). Of concern, is the fact that the contract for lead Counsel, Glenn Hanoman, has not yet been renewed. The contract expired in April, last, after the last sitting of the COI. Hanoman would have led several witnesses through their testimonies and come Monday, the day set for lawyers to begin making submissions, he will not be in a state of readiness. Further, Hanoman indicated he is not inclined to appear at the sitting on Monday in the absence of a renewed contract between him and the government. Hanoman said that he has

not for the past months been contacted or consulted on the affairs of the Commission, in spite of numerous attempts on his behalf to reach out to the relevant authorities. He said yesterday afternoon, that he was contacted by the Administrator for the Rodney COI, Hugh Denbow, who assured him of a renewed contract. “The trouble is, I am still waiting on a contract. I am willing to continue to participate but proper procedure must be followed.” He said, too, that the deadlines have been fixed without any consultations being held with him.

According to the Attorney, the submissions should be the last thing done and there are witnesses who have not concluded their testimonies, while at least four key figures that should be allowed to testify before the inquiry could be considered complete. “I must say that I am a bit disappointed that I am not being spoken to. I was the lead Counsel for the Commission but there has been no consultation since. While I am willing to continue, I do not intend to turn up without a contract from the powers that be,” the renowned lawyer divulged. “You can’t have no contract and expect submissions to be made. It (the contract renewal) should have been done long ago,” he said adding that the contracts have in the past been awarded to him on a threemonth basis. “As a lawyer, I cannot appear and face the risk of someone telling me that I have no standing authority; that I do not have locus standi to appear as Counsel for the Commission,” he said. Having led the majority of the witnesses in the inquiry, it is unclear what would happen when the Commission continues on Monday. Meanwhile, as he engaged members of the media after a People’s National Congress (PNC) public meeting, State

Minister, Joseph Harmon said that the contract was not terminated to his knowledge. “The Commission of Inquiry will wind up after this last sitting. The bulk of what has to be done will be submissions to be made by the Attorneys for the various parties and the reporting Commissioner.” Harmon said they “Will be dealing with a few persons who need to tidy up some issues that arose.” Though he did not speak directly about Hanoman, Minister Harmon added that the persons who will be retained are those recommended by the Administrator of the Commission. “If Mr. Hanoman is not a part of that arrangement, I cannot say. If he has not been renewed that is a decision that has to be made in the Commission by the organizers of the commission. The state has provided all of the resources needed by the Commission for them to do their work,” he said. On Monday, the tenth session of the COI will be for “Wrapping up of submissions, and the Attorneys who had actually been presenting these submissions have been identified”. Harmon has said that in some cases they will bring their work together so that the time for submissions would not be too lengthy. Rodney, a political

activist was killed when a bomb exploded in the car in which he was sitting. Dr. Rodney, 38 at the time of his death, was an eminent political leader engaged in a struggle against authoritarian rule for democracy and social justice. The inquiry was set up after years of questions and speculation as to what led to Dr. Rodney’s death. Thus far, the inquiry has seen many travelling from far and wide to offer their testimony into the incident which occurred over three decades ago. It was initially scheduled to last four months, following its commencement in April last year. Subsequently the People’s Progressive Party/ Civic-led administration had extended the inquiry’s life on several occasions. Since the death of the WPA co-founder and political stalwart on June 13, 1980, fingers have been pointed in the direction of the People’s National Congress (PNC), one of the parties in the current ruling coalition, a Partnership for National Unity and Alliance for Change (APNU+AFC). Since its ascension to office, the coalition has stated its intention to bring the curtain down on the inquiry, citing that it has been costing Guyanese millions of dollars and was being used as a political tool as it has been accepting hearsay evidence.

Turkey stages first air strikes on Islamic State in Syria

Ambulances leave from the Dag military post, which was attacked by Islamic State militants on Thursday, on the Turkish-Syrian border near Kilis, Turkey, yesterday (REUTERS/MURAD SEZER) Turkish warplanes pounded Islamic State targets in Syria for the first time yesterday, with President Tayyip Erdogan promising more decisive action against both the jihadists and Kurdish militants. Hours after the initial attacks, fighter jets were launched in a second round against Islamic State, while others targeted militants camps of the Kurdistan Workers Party (PKK) in northern Iraq, according to local media. Reuters was unable to confirm the second round of strikes. An attack against PKK camps in Iraq would likely mark a major blow to Turkey’s already stalled peace process with the Kurds. Yesterday’s operations followed a telephone conversation between Erdogan and U.S. President Barack Obama on Wednesday, and were accompanied by police raids across Turkey to detain hundreds of suspected militants, including from Kurdish groups. Ankara said it had approved the use of its air bases by U.S. and coalition aircraft to mount strikes

against Islamic State, marking a major change in policy that has long been a sore point for Washington. Turkey has been a reluctant partner in the U.S.led coalition against Islamic State, emphasizing instead the need to oust Syrian President Bashar al-Assad and said Syrian Kurdish forces also pose a grave security threat. Erdogan said the crackdown against Islamic State would be in tandem with an attack on the PKK, which Ankara describes as a separatist organization. “In our phone call with Obama, we reiterated our determination in the struggle against the separatist organization and the Islamic State,” Erdogan told reporters. “We took the first step last night.” Turkey told the United Nations on Friday that it started conducting air strikes in Syria against Islamic State militants because the Syrian government was neither capable or willing to tackle the radical Islamist group. Turkey has faced increasing insecurity along its 900-km (560-mile) frontier with Syria. A cross-border firefight

on Thursday between the army and Islamic State, which has seized large areas of Syria and Iraq, left five militants and one soldier dead. Turkey has also suffered a wave of violence in its largely Kurdish southeast after a suspected Islamic State suicide bombing killed 32 people, many of them Kurds, in the town of Suruc on the Syrian border this week. Erdogan’s critics say he is more concerned with keeping Syrian Kurdish fighters in check, afraid that gains they have made against Islamic State in the Syrian civil war will embolden Turkey’s own 14 million-strong Kurdish minority. “Even though Erdogan has so far failed to achieve his goals in Syria - the overthrow of Assad - and Islamic State has become a problem, it is nevertheless a convenient instrument for him,” said Halil Karaveli, managing editor of The Turkey Analyst, a policy journal. “Now he has all the excuses he needs to go after the Kurds and also it makes him look very good in the eyes of the U.S., which will be happy that Turkey is on board in the coalition.”

Obama dines with Kenyan family after arriving in father’s homeland

President Obama attends a private dinner with family members at his hotel restaurant after arriving in Nairobi (REUTERS/JONATHAN ERNST) U.S. President Barack Obama dined with his step grandmother, his sister and other extended family members after arriving in Kenya for his first presidential visit to his father’s homeland yesterday. Obama’s plane, Air Force One, landed in the evening in the Kenyan capital, where he will co-host a conference on boosting entrepreneurs in Africa before traveling on to Ethiopia. After being greeted by President Uhuru Kenyatta

and other top Kenyan officials, Obama was whisked through the capital. Hours before Obama’s arrival, police blocked major roads and emptied streets of traffic in the usually congested capital as part of a huge security operation. In the darkness, excited Kenyans lined parts of the route to his hotel, cheering as Obama’s motorcade passed by. Once at his hotel, the president sat down with the woman he calls “Granny,”

also called “Mama Sarah,” who helped raise his now deceased father as a child. Obama’s half sister Auma Obama and a few dozen other extended family members related were also present. Wearing a suit and tie, he chatted amiably with the large family seated at long tables at a restaurant inside the hotel where he is staying. Obama’s family connection to Kenya has cast a trip that is otherwise likely to focus on trade and counterterrorism issues in a personal light. He is not expected to travel to the village where his father is buried. Kenya is a vital ally of the West in the battle against the Somali Islamist group al Shabaab, and Obama is likely to focus talks in Nairobi on security cooperation. The al Qaeda-linked group was behind an attack on Nairobi’s upscale Westgate shopping center in 2013, killing at least 67 people, as well as an attack in April at a Kenyan university near the Somali border that left 148 people dead. In the year before that vote, Obama visited Kenya when he was still a senator.

Mining Camp attack...Trial adjourned to October 19, as owners grapple with Millions $$ in loss Four men on Wednesday appeared in the Mahdia Magistrate’s Court before Magistrate Allan Wilson to have their trial date set. The date is now October 19, when statements are slated to be filed. The case is rooted in an armed attack on a White Water Backdam mining camp that resulted in multi-million dollar damage and an operator being shot to the head earlier in the year. The four men- Jason Critchlow and Quincy Critchlow, of 164 Soesdyke, East Bank Demerara (EBD), Troy Pellew, of 430 Mocha Arcadia, EBD and Godfrey Christmas, of Supply EBD, face several charges stemming from the attack, which took place on May 10. One charge reads that May 10, at White Water Backdam, the four maliciously wounded Ray Murray, the operator, with intent to maim, disable or disfigure him. It is further alleged that the quartet discharged a loaded firearm at Murray, with intent to maim, disable or disfigure. The other charge alleged that the men unlawfully and

maliciously damaged a Turbo engine valued at $2.5M, a Perkins engine valued at $4M and 12 drums of diesel fuel, property of Mario Figueira. They are currently out on $150,000 bail each on all three charges. The case was first called on Monday, July 13, only to be put off until Wednesday. The trial was subsequently postponed until October 19, when the statements will be filed on behalf of the defendants. On this announcement being made, the main witness and dredge owner, Figueira, interjected by offering to facilitate the statements being filed. However, the offer was rejected by the court. Immediately after being informed of the next court date, Figueira then reported the actions of former Guyana Defence Force (GDF) Battalion Commander Lt. Col Jaswick Williams, who had made an approach to the couple earlier in the day. Williams is said to be the head of Tessouro Resources security arm. Figueira also expressed fears for his safety and a desire to file a report

with the police. The defendants, called back into the chambers to hear the fresh accusations, were subsequently reminded to keep their distance from the complainant. A group of shotgun toting security guards attached to the Tesouro Resources mining camp launched an attacking on the Figueira’s mining camp, which is operated by Mario Figueira and his wife Alisha. Tessouro is reported to be owned by Guyana-born Canadian Mining magnate Dean Hassan. The file on the case was sent to the Director of Public Prosecutions, who advised that charges be brought against the four defendants. The attack which took place at District H45, Konawaruk, was partially caught on video. According to the Figueiras, they were allowed to carry out their mining operations on the land. He alleged that after rumours circulated that the land was producing large quantities of gold, Tessouro started Continued on page 24

Colombian national remanded on simple larceny …Fake ATM Cards Being in the public view while handcuffed all day is much more uncomfortable than the physical pain the cuffs caused. Freddy Riveira Vargas had handcuffs to his wrists and shackles around his ankles for hours. Being a Colombian he was arraigned before the Georgetown Magistrates’ Court, yesterday, to answer six counts of simple larceny charges related to fake ATM Cards. Riveira Vargas, 43, made his first appearance before Magistrate Ann McLennan and pleaded not guilty to all the charges, one of which stated that on July 17 at Lethem Central Rupununni, he stole $90,000 from Guyana Bank for Trade and Industry Limited (GBTI). It was also alleged that on, July 19 at Providence, East

Bank Demerara, he stole $90,000 from GBTI. The charge read that on the same day at Water Street, Georgetown, Vargas stole $80,000 from GBTI. On July 18 at Water Street, he allegedly stole $210,000 from GBTI. In addition, on July 20 at Bagotstown, East Bank Demerara, he allegedly stole $250,000 from the said bank. The court also heard that on, July 21 at Bagotstown, he allegedly stole $330,000 from GBTI. The defendant’s Attorney, Peter Hugh, in association with Ms. Latchmie Rahamat told the court that his client was visiting Guyana at the time of his arrest at the Princess Hotel. Police prosecutor Dinero Jones informed the court that statements are still outstanding and all investigations should be

completed within two weeks. On the day in question, the defendant was seen by the security guard while making another withdrawal and police was also there. He was found with all of the ATM cards in his possession at the time of his detention. Peter Hugh asserted that it is the first time Vargas was visiting Guyana and his client’s passport is in Police custody. As such he posed as no flight risk. Hugh asked the court to consider reasonable bail on the ground that the offence is bailable. However, prosecutor Jones said that the defendant has no family member in Guyana and the fact that he was staying at Princess Hotel, clearly states that he has no fixed place of residence. Prosecutor Jones further stated that the camera captured an image of the person who was identified as the defendant (Vargas). After the court heard both the defence and the trial arguments, bail was refused and the defendant was remanded until August 10.

LEAVE ME ALONE! Kaieteur News of last Tuesday reported that a number of senior officers of the Guyana Revenue Authority have proceeded on accumulated leave. This, it is understood, is based on a directive from the Minister of Finance who did comment to this newspaper as to the measure. If it is a policy directive that all persons with accumulated leave should proceed on such leave, then this policy needs to be communicated through the Board of the Guyana Revenue Authority. It may have been but this was not stated in the article. A Minister should never be perceived as having issued specific directives to an agency, especially one that

has a Board. A Minister should only give directives of a general nature, that is, policy directive. If there is policy directive from the Ministry of Finance that persons with accumulated leave should proceed on this leave immediately, then this directive has to apply to all government agencies and not just to the Guyana Revenue Authority. One therefore expects in the next few days to learn about a number of other persons who will be asked to proceed on their accumulated leave In this new dispensation it is important that things be done the right way. It is important that the PPPC not be given any basis to accuse the government of

political interference. There have been reports that at least one political appointment has been made at the Guyana Revenue Authority but the exact source of this appointment has not been revealed so it cannot be confirmed who gave the directive. At all cost, political appointments should not be made within the tax agencies. A Minister, of course, is free to make a political appointment as long as that person has reporting responsibilities to the Minister. There is nothing wrong, for example, with the personal staff of a Minister being political appointees. It was refreshing to see that the Ministry of Business has advertised for a Personal Assistant to the Minister.

Dem boys seh...

De Chat-3 and Sean Hinds form a choir When Shaggy sing ‘It wasn’t me’ everybody like de song because it mek dem think bout demself. Of course, from small children learn fuh deny anything. You and a child alone in a house and somebody pee pun de floor. When you ask is who do it, de child gun seh, “Is not me.” Well if is not de child, is you, de big person, And that can be shameful. Well this week dem had a lot of people who join Shaggy band. De Chat-3 didn’t need a band to sing, “Wasn’t me.” He was de AG when de Crum-Wing boy get kill. Couple days later he run and hire de man who kill de boy. Wha he expect people fuh think? When de police do arrest de man he hire nobody didn’t have to hire de Chat-3 to sing. He open he mouth at de top of he lungs. Wha people ain’t ask him he talk about and wha he ain’t talk about he sing about. Dem boys seh that he see de jail door calling him but he don’t want to pass nowhere near any jail. De man was de Chat-3 bodyguard. Before that he was a bodyguard fuh Jagdeo. He alone use to walk wid four

guns. He join CANU then he go and wuk wid C fuh Satar. And while de Chat-3 singing tenor Sean Hinds start fuh sing bass. And is de same Crum-Wing boy mek he sing. He sing how people mek he kill other people but he never touch de Crum Wing boy. Well dem boys seh that de police want fuh know who he kill not who pay him. When dem boys ask Sean Hinds if he know de Chat3 he smile and he didn’t answer. This is a man who wuk wid de Chat-3. He and all coulda be de Chat-3 bodyguard because he was available. Dem boys seh that Hinds singing some songs that got some people opening dem ears and some covering dem ears. He calling names and according to him he got nuff more to call. De police like de singing and dem want to hire him but he not accepting de contract. He frighten that he might get a full time job wid de police and de prisons. But dem boys like de freelance singing. Talk half and enjoy de duet wid de Chat3 and Sean Hinds

This is a very good way to proceed. Rather than simply making a political appointment, the position was advertised. On the question of the persons sent on leave, there needs to be some investigation as to whether the Board was in agreement with this decision. It is not always a wise thing to simply allow a large number of persons to proceed on leave all at the same time. It is bound to affect the functioning of such an important agency. The Guyana Revenue Authority has had its problems with political control in the past and the present Head of the GRA has been in hot water over some emails which suggested political meddling within the GRA. But let us give jack his jacket or rather Khurshid his Khurshid. He has done a remarkable job in terms of collecting the revenues of this country. You can say what you want about the Head of the GRA but you cannot question the improvements that have been made in revenue collection under his watch. The government is now awash with revenue because of that man and the job he has done. Whether he will continue on is something that the government will have to mull on. There are many reasons why agencies usually send persons

on their accumulated leave. For one, they may not be able to pay the person for the accumulated leave. But they do not have to. All that will happen is that the accumulated leave will allow the person to retire earlier than they planned. Thus, for example if a person has two years accumulated leave, and that person is 58 eight years old, that person can proceed on two years preretirement leave. By the time that leave expires, the person would be sixty years old and it is time to retire. There may be good reason why someone may not have been granted their leave or had it deferred. That person may have wanted their leave but it may not have been approved because of something that the office wanted that person to do. The person

may have been forced to defer his or her plans for leave. This is why it is unfair to send someone off on leave without that person having an input. Some people time their leave to spend time with their kids, some to undertake some work around the house. If you send someone off on leave that person may not be able to make the necessary arrangements to spend their leave the way they want to spend it. It is their earned leave and you should not trespass on their right to determine how they spend it.

PPP horror show: From cars to gasoline to back pay The Government of Guyana has announced that after the PPP lost power, some former officials, particularly from three Ministries, who would have lost their authority to order gas on credit, used the old system to obtain gasoline from the stateowned Guyoil Company. The amount ran into millions of dollars. Unless one is a complete idiot, then that is an illegal act. How could a sacked CEO, go to an airline and purchase a ticket on company credit knowing fully

well that he was no longer an employee with that clout. That is obtaining credit by false pretence. The weeks have moved on and the nation does not know of any arrest. There is talk of people being asked to reimburse the state. If that is so, then it starts a journey to infinity. Punishment of crime must not be seen to be at the disadvantage of one set of people. If a citizen is allowed to pay back money illegally obtained without passing through the courts, then others are entitled to the same immunity. Evidence has been published that while she was a Cabinet Minister, Jennifer Westford, sold some of the Ministry’s vehicles, something she lacked legal

permission to so do. The APNU-AFC Government publicly informed the nation that the file is with the police. The police in Guyana are not your run-of-the-mill force that you find in democratic countries. I would say that Mexico is a hell house of a state. I think political theory could classify Mexico as a failed state. It would be no exaggeration in saying that the Guyana Police Force operates like their incompetent, bribe-taking, nonchalant counterparts in Mexico. A mother told the press that she pointed out to the police several times that Rolston Morrison was walking about in Golden Grove after he shot her son dead at an open air party.

Morrison was never arrested until Guyanese found out that he perpetrated an orgy of criminal terror long after the Golden Grove incident. He was shot dead recently by the police in Craig. Sounds just like Mexico, a country whose police force most citizens in the world know about. From gas to cars, we now have small fishes giving themselves back pay. This country was reduced to a sick joke by the PPP Government. Persons invested with authority, who lost their legal jurisdiction when their party was voted out of office, still went and used a credit system they had no right to. The question is what then, were they doing with state resources when they had such legal jurisdiction the fifteen years Jagdeo and Ramotar were in power. If a Minister could sell expensive cars, each for a few hundred thousand, then it is logical to ask what else she sold during her Jagdeoite tenure. The Jagdeoite horror show isn’t going to go away. Fifteen years of it will fill volumes. Carvil Duncan, a mediocre trade unionist

without intellectual credentials who stole the Guyana Labour Union right under the nose of the PNC leader, Robert Corbin, is the latest revelation in the ongoing Mephistophelean waltz. He was just an ordinary Board Member of the GPL; not the Chairman, not the Deputy just an ordinary member sitting on the GPL board without any intellectual access to electrical engineering or management science. He gave himself almost a million dollars in back pay and approved almost $28 million for Mr. Aeshwar Deonarine as back pay, too. Mr. Duncan has issued a defence that has more holes than a destroyed basket. He didn’t state the name of the person who authorized the back pay. Chairman Brassington and Sam Hinds have denied they approved. The approver is crucial to his defence but that person is not identified. Duncan needs to name that person and quickly. When I read the Deonarine back pay thing, I asked myself who is this guy? How did he become Deputy CEO and is he related to one of the queens and kings

Frederick Kissoon inside the PPP circus? But there is a huge curiosity that every person in the world would have about the Deonarine back pay thing. If twenty eight million dollars was back pay, retroactive for just two years then, how much is Mr. Deonarine’s monthly pay? That man, then, is getting a salary that senior civil servants don’t get in superrich USA. Poor Greece! Greeks are getting poorer every day with austerity measures imposed on them by the EU Central Bank, while the EU funded corrupt Third World regimes like the Jagdeo/Ramotar cabal that paid party boys in the state sector salaries that Greek civil servants wouldn’t see in millions of years.

Inquiry into Public Service Commission to start next month - Minister of State

The Granger administration is once again demonstrating that it intends to fulfill all its promises made to the Guyanese populace, pre and post the 2015 General and Regional elections. Yesterday, Minister of State, Joseph Harmon, said that Government is going to deliver on its promise to launch an inquiry into the conditions of service, wages, training, salaries and other issues of public servants. Harmon said via a missive to the media, that the Commissioners have already been identified to conduct the Commission of Inquiry (COI). He explained that President Granger will soon sign the

Instruments of Commission, appointing the Commissioners to “get the work started”. Yesterday, Minister Harmon and a team also visited a section of the Public Service Ministry where the actual hearings of the Commission will take place. Even though preparatory works are still ongoing, Harmon predicts that those works will be completed soon. The intention is to have that Commission begin hearings no later than next month. The promise of the inquiry was made by President David Granger when the Guyana Public Service Union celebrated its 92nd anniversary on June 8, last. During a meeting with Heads of Government agencies and Permanent Secretaries on May 20, last, Granger spoke on what will be required of them, and the code of ethics to be observed and upheld under the new administration. President Granger had said that under his administration, public servants will be held to strict professionalism, transparency and integrity. The President had stressed the need for public servants to understand their role as servants to all citizens of Guyana. “It is my view that the

public service is the engine of the executive, (and) it is essential to have an efficient public service.” For a country to have efficient service in education, housing, law and order and infrastructure, President Granger had said there must be a relevant public service. Equally important too, Granger said that it is for the creation of the conducive environment in which all citizens can enjoy what he calls the “good life”. He had said, “It is we the public servants who create that environment in our day to day work, so civilized life in Guyana is not possible without good public service…We need a public service that is reliable, and I mention this, the relevance, the responsiveness, the resourcefulness and reliability, because I believe in having stronger regions.” The new President had called on the public servants to improve efficiency and most importantly to increase the satisfaction, which citizens can derive. Quoting from a report done 62 years ago on Public Service, the President had said, “The main purpose of a civil service is to be an organ for the presentation to Ministers of the product of organized thought and collective experience. This purpose cannot be achieved unless the civil service is

By Shyon Hoppie The People’s Progressive Party (PPP) has once again raised concerns about an alleged “ongoing witch-hunt being carried out by the APNU+AFC”. This witchhunt is almost on a daily basis, according to General Secretary, Clement Rohee. He stated that professionals are being arbitrarily dismissed or sent on protracted administrative leave, with no proper reason given. According to the General Secretary, the “de facto Government” is targeting PPP supporters in high position. This is a “witch-hunt” of qualified persons, he added. However, no sooner than he had made such an accusation that the administration uncovered blatant fraud by the very professionals Rohee was defending. One of them transferred $27.8M to his personal account while another transferred some $980,000 to his own account. These two professionals signed and countersigned the

payment vouchers for each other. Rohee has been silent on these revelations. The PPP noted what it said were the latest attacks on professionals by the APNU+AFC government with the sending on administrative leave as of last week, the Project Manager of the E-Governance Project, Alexei Ramotar and Permanent Secretary in the Ministry of Health Mr. Leslie Cadogan. What is most alarming, Rohee said, is the that Mr. Ramotar was sent on leave in the middle of a forensic audit of the E-Governance project, even after he publicly declared that he is cooperating with the forensic auditors and more so, he is the ideal person to answer all questions relating to the financial transactions and activities of the project. This very declaration by Alexei Ramotar is a clear indication that this audit is nothing but a sham to get at professionals who are supporters of the PPP and at the same time discredit the transformational projects the

PPP had embarked on while in government, Rohee added. “The APNU+AFC government certainly found itself in a tight spot, having publicly criticized the many transformational projects while in opposition, it is now a natural expectation of their supporters for them to match words with action, which essentially, they have no choice but to dismantle these projects and programmes, despite their usefulness in the economic development of Guyana,” according to the PPP. Rohee listed the Amaila Falls Hydro Power Project as one of these many projects. He further stated, “The APNU+AFC launched an onslaught on that project while in opposition and despite an admission by Mr. Granger that renewable energy is critical to Guyana’s development; they had to discredit the initiative, in order to cover up their hypocrisy.” The APNU+AFC government is not concerned Continued on page 12

composed of men and women of complete integrity who are able to give advice without fear or favour, partiality or prejudice.” The Head of State had also stated, “We cannot function without a public service, and if the public service tries to be politicians there will be a catastrophe, there will be administrative catastrophe, the public service must live by different rules.”He had also said that public servants must always be ready and willing to give sound advice to their respective Ministers and so aid in nation building, and the success of the Ministry. Given that a lot more will be required from public servants holding high office

with responsibility for state assets, the President had also announced the establishment of a facility to ensure this. “The Public Service must possess expert knowledge and high standard academic education, and for that reason I intend to introduce a Staff College, so that everyone entering the administrative branches of the Guyana Public Service must do a course at the Public Service Staff College.” He had promised too, that this would ensure that persons serving the nation would be more equipped, even as the present Public Service Training Division of the Public Service Ministry will be upgraded. He had said that Public

Administration courses will be high on the training agenda, while other basics in public service delivery would also be addressed with the aim of bringing about a better understanding of how the public service is meant to operate. “So people will not enter and people will not be promoted unless they qualify to enter the public service, unless they possess that degree of expert knowledge which we require of our new public service.” In this regard, President Granger had said, persons would now advance to higher ranks within the administrative system in the public service based on their experience and expertise.

President Granger urges stronger security system for Region “The Caribbean needs a stronger collective security system in order to deal with new threats,” declared President David Granger, while delivering the commencement address at

the William J. Perry Centre for Hemispheric Defense Studies (WJPC) graduation ceremony, in Washington yesterday. The President, who is a former student and adjunct faculty member at the

institution, which is an academic institution for defense and security dialogue in the Western Hemisphere, made a strong case for the security of small states. He said, “Unless the

small and weak are secure, the strong and large will also suffer.” In this regard, President Granger called for collective international and regional mechanisms that include medium and large states a n d respect for the sovereignty of small states. Referencing the threat Guyana faces from Venezuela against its territorial integrity, President Granger said that there are a number of issues at stake - the sovereign right of a country to exploit its own resources, the principles of the peaceful settlement of disputes and the avoidance of the resort to the use of force, threats and intimidation and the inviolability of international agreements and adherence to international law. Additionally, the President noted that small states also face internal and international threats which can have their sources in political and strategic objectives. He added that there are transnational threats such as the trade of

illegal narcotics, illegal weapons and human trafficking. “Small states, on their own, cannot hope to combat these transnational threats,” President Granger said. He noted that the Caribbean Basin Initiative is a necessary mechanism but it is not sufficient. “The small state has now become the central focus of international relations in the region. “The end of bipolar international relations has allowed the spotlight to focus on the security of small states,” he said. President Granger told the graduating class that they, along with the William J. Perry Centre, have a role to play in hemispheric security and ensuring that the region is characterised by cooperation, not confrontation. “You will appreciate the importance of national sovereignty and international cooperation and more particularly the need for the Caribbean to remain a zone of peace in this turbulent world,” he said.

Dr. Rebecca Bill Chavez, Deputy Assistant Secretary of Defense for Western Hemisphere Affairs, described President Granger as a long-time friend of the Perry Centre. “President Granger’s commitment and dedication to the people of Guyana is something we all admire. I, for one, am deeply inspired by his calls for unity and inclusion.” Chavez added, “His passion for the entire Caribbean is infectious and will surely generate positive momentum for the defence and security of the region.” Director of the Centre, Mark Wilkins said that the institution strives to build bridges throughout the Americas via programmes that promote effective and accountable security and defence sector governance. President Granger and Army Chief, Mark Phillips, are in the US for a series of meetings and are using the opportunities to speak about the threat of Venezuela’s claims on Guyana’s territory in Essequibo as well as its waters.

Presidential Advisor on National Security, Brigadier Edward Collins, is in support of the decision taken by the Guyana Revenue Authority (GRA) to close the operations of the Berbice AntiSmuggling Squad (BASS). Brigadier Collins, who just concluded a four-day outreach in Regions Five and Six to assess the security resources in those regions, said that BASS was merely duplicating the efforts of GRA’s law enforcement arm, and often operated contrary to the mandate of the revenue body. During the outreach, the Presidential Advisor visited several police stations and engaged with senior ranks within ‘B’ Division and its

sub-divisions, the traffic department and the CID. “It was a very worthwhile visit and I am convinced that there are men and women in the Guyana Police Force that are committed to the fight against crime. They have put forward workable solutions and with the support of the Presidency there will be improvements,” Brigadier Collins said. Brigadier Collins also said that he was particularly heartened by Commander Christopher Griffith’s plan to resuscitate inactive Community Policing Groups (CPGs), and to lend more support to the active ones. This, he said, is a sure way of bridging whatever gaps may exist between the police

and residents. The Region has 89 CPGs, 28 of which are currently inactive. Wi t h regard to resources, Brigadier Collins said that with the exception of the Automated Fingerprint Identification System (AFIS), which the force has been using to profile arrested persons, there is need for additional equipment. These include vehicles and communication devices such as radio sets. BrigadierCollinswillbevisiting lawenforcement agencies in other Regions across Guyana, after which he will be presenting a full report to President David Granger with the view of making the Police Force more efficient and better placed to serve the citizenry.

From page 11 about the competency of professionals, but rather concerned with getting rid of PPP supporters, Rohee said. Alexei Ramotar is said to be the most qualified to run that project according to the opposition and yet the government is sparing no efforts to get rid of him the General Secretary lamented. In the case of Leslie Cadogan, he was sent on leave, as part of what the government said is a restructuring of that Ministry. Cadogan has been in that position for many years and is best positioned to help with any restructuring of that Ministry according to PPP. He has been essentially the

Chief Executive Officer of that Ministry and is most knowledgeable of its workings, Rohee said. Additionally, the PPP noted that efforts by the Hamilton Green- led City Council to go after former Town clerk Carol Sooba, who during her tenure exposed the massive corruption and inefficiencies at that Council, was another example of their claims. “Having locked Sooba out of her office and arbitrarily dismissed her, Green and his acolytes have now heightened their ‘Get Sooba’ campaign.” Contrary to President Granger’s claim that “I am no monster” and that “I am not

here to take bread out of any body’s mouth”, this is exactly what he is doing said the General Secretary. The Opposition is convinced that the Grangerled Administration is trampling on the basic human rights of the professionals and regardless of their political persuasion they have the right to work. The party repeats its call for the human rights activists to make their voices heard and to call into account the actions of the government. The PPP wishes to assure those who have suffered at the hands of this “creeping dictatorship” that it will remain resolute in the fight to ensure that justice prevails.

Government engages PPP on Budget 2015

Finance Minister Winston Jordan (center) and his team, meet with PPP officials for budget consultations (R). Minister of Finance, Winston Jordan, yesterday met with members of the opposition People’s Progressive Party (PPP) to discuss the 2015 Budget. The discussions took place at the Ministry of Finance. According to the Finance Minister, a Government statement said, the meeting which saw PPP General Secretary, Clement Rohee, and former ministers Juan Edghill, Pauline Sukhai and Robeson Benn participating, “represents an opportunity for cooperating with the Government”. Speaking with the Government Information Agency (GINA), Jordan said, “At least there is some recognition there, that there is a Government in power and

one you can sit with at the same table and agree on a set of policies and programmes or even not agree.” The Finance Minister further noted that the meeting provided an opportunity for the Opposition to make its input. “Their policies and programmes could be ventilated, and programmes which the Government could consider in the shaping of the budget.” “We all live in this 83,000 square miles and so we should have an opportunity to represent our views, and have those views and policies be reflected in the programmes and policies that the sitting government of the day makes and implement.” Jordan noted, however, that, “at the end of the day,

the Executive is responsible for the budget”. The Finance Minister and top ministry officials have, and will continue to have extensive consultations with various stakeholders with a view to completing and presenting the National 2015 Budget. The Minister had said earlier that he inherited some preparations for the 2015 budget, but the focus has since changed to reflect the agenda of the new APNU+AFC Administration. A draft of the National Budget was considered earlier this week by the Cabinet of Ministers before it is presented to the National Assembly by late August or early September. The budget was delayed by General and Regional

Forty-three-year-old Ramotar Rampersaud, of 39 Lusignan, East Coast Demerara, who is a selfemployed salesman, made his appearance at the Georgetown Magistrates’ Court to answer the charge of fraud. It was alleged that on February 3, 2015 in Georgetown, he received from Eon Rodriquez two fuel

pumps valued at $250,000 which he fraudulently converted to use at his own terms and benefits. The accused pleaded not guilty to the charge when it was read to him by Magistrate Ann McLennan. Prosecutor Dinero Jones had no objection to substantial bail because he said that the accused confessed to the crime stating that he had the items

but that it was never presented to law enforcement. When asked to confirm this, Rampersaud said that he gave a man whom he identified as Ronald Singh, of Berbice, to sell, but the man allegedly coveted the items. Rampersaud was granted bail at $150,000 and his next appearance is expected to be on August 4.

From page 16 they (firemen) know that it is there,” said Mr. Khan as he made reference to the fact that the responding firemen were forced to resort to a nearby drain for water. Mr. Khan is convinced that something “fishy” might have occurred since the issue of blocking the fire hydrant from all indications was not dealt with. Lengthy process Meanwhile, Mr Khan said that his attempt to get from fire officials the cause of the fire was met with disclosures that he would have to seek legal support. “The fire people say that they don't give their reports to home owners. You have to get it through a lawyer, through your

insurance company, and I think that is very unfair because as a homeowner you would want to know how your place burn,” said Mr. Khan. He added, “We lost millions (of dollars) in our home that we cannot replace.” Gentle had disclosed that the fire was electrical in origin but according to Mr. Khan, “We need a report saying that because I wanted to forward a complaint to GPL (Guyana Power and Light Inc.). People say they see fire running on the electrical wire and that started the fire but I can't blame GPL if I don't know for sure what took place...” According to Mrs. Khan, she and her husband worked hard to build the

Alberttown residence in which they have been residing in for just over a decade and lost it because of no fault of theirs. “Everything we own now is on our backs,” lamented Mrs. Khan yesterday. Added to this, the woman and her husband are distressed over the fact that they will be unable to rebuild until the insurance process is completed. “That can take a long time...what happens to me and my family in the mean time,” questioned Mr. Khan as he expressed dissatisfaction with the investigation of the Fire Service. Currently, the family is being accommodated at a church friend's residence at Farm, East Bank Demerara.

Letters... Where your views make the news

PPP’s anti-Americanism affected... From page 4 criticize the US. It took Jagan 28 years to change his attitude towards the US that resulted in the restoration of democracy in Guyana and in 16 years, his political children, failing to understand the consequences of anti-Americanism, undermined the relationship. In Guyanese parlance, those who don’t learn lessons of history and refused to heed warnings “must feel”. The then ruling party, particularly over the last five years, had become hostile to the US (to the point of launching a personal attack on the US Ambassador running him out of the country) without justifiable reason. It was noted that the US had not taken an anti-Guyana or anti-PPP position in its bilateral or diplomatic relations or at international forums. Guyana was supported with a massive injection of international aid and loans and debt cancellations. The Bush administration had increased aid to Guyana. Also, Guyanese have had a favourable view of America since the 1980s, with over 90% of the population wanting to migrate to America or wishing for Guyana to become part of the US. Yet, there was the ruling PPP over the last five years launching broad-

sides against the US. As some analysts noted, the PPP behaved as if it was fed up of governing the country and wanted to be removed from office. The PPP departed from the neutral position that the Jagans had developed with regards to relations with America and took what essentially was an anti-American attitude. The party had also began to attack (even harmless benevolent) critics of its policies and business people (like Dr. Yesu) and professionals (like myself) who disagreed with its decision making and positions on various issues. It was also noted that the independent media (SN and KN, in particular) was the target of much venom, especially for critiquing the anti-American position. Relations between America and Guyana under the Ramotar administration had become tattered beyond repair as it seemed that the PPP was looking for any excuse to fire broadsides at the US. The US Ambassador and Chargé d’Affaires were the targets of scathing attacks, with the PPP sending a Minister to attack the US Ambassador at his home during Independence Day celebrations.

The attack on the Ambassador angered Guyanese Americans, who found it unjustified, and who wanted closer relations with the US. It seemed that the Ramotar Administration was strengthening relations with China, Venezuela, Cuba, and Russia, all nemeses of the US, at the expense of closer relations with Washington. The PPP was linking itself with an antiAmerican axis that naturally irked the US. The US felt its interests were at stake in Guyana. Not surprisingly, the US began to develop an anti-PPP stance and began supporting a movement for change that was welcomed by critics and key business people who the PPP alienated over the last decade. It should be noted that Dr. Yesu Persaud was personally attacked for unjustifiable reasons, as were several other well respected members of the business community. Even long time party members like Moses Nagamootoo and Ralph Ramkarran were excommunicated for criticizing the direction the party was taking. The party also broke with business magnate BK Tiwarie, one of its key financiers and supporters, and several other prominent business people at the height of the re-

election campaign. And the party also ran into problems with several professionals and even grass root supporters and its overseas-based support groups that splintered, supporting the AFC when Nagamootoo left. Many Guyanese Americans felt the PPP needed a wake-up call by booting it out of office and as such they supported the change that took place in May. They felt the PPP had lost its way during the Ramotar presidency - making re-election virtually impossible - and that change was necessary. At any rate, the behaviour of the party leadership suggested it wanted to be removed from office tiring from governing uninterrupted for over 22 years. The PPP has been drifting towards political oblivion for its anti-Americanism. Guyanese Americans as well as political analysts and the business community within Guyana feel it will remain out of office for a long time to come unless it mends its antiAmerican way. It is also felt that the party needs to pursue reforms similar to those recommended to Jagan by Yesu and others to re-attract those who left and who felt alienated. Vishnu Bisram

From page 5 references Flights over Foreign Countries. I do understand the need for a certain level of experience flying over the inhospitable local terrain. However, 200 hours is excessive and can take months to achieve. A more realistic figure would be 25 to 50 hours, with checkouts at some of the more challenging airstrips. In another part of the rules, pilots are required to have a ‘type’ rating in each make and model of aircraft flown, while at the same time not actually defining ‘type’. A ‘type’ rating is normally associated with larger aircraft; aircraft over 12,500lbs (5700kg). In the U.S., as well as many other countries, if a pilot has an Airplane Singleengine Land (category and class) pilot certificate, that

pilot may fly; with a few restrictions, ANY singleengine aircraft up to that 12,500lb weight limit, as long as it is not turbo-jet powered. A type rating is a regulating agency’s certification of an airplane pilot to fly a certain aircraft type that requires additional training beyond (emphasis added) the scope of the initial license and aircraft class training. What aircraft require a type rating is decided by the local aviation authority. In many countries pilots of single-engine aircraft under a certain maximum weight (see above) do not require a type rating for each model, all or most such aircraft being covered by one class rating instead. There are exceptions to this, e.g. under Joint Aviation Authorities (JAA)

regulations the piston version of the Piper Malibu does require its own type rating. In New Zealand and South Africa there is no class rating, each aircraft model requiring its own rating. Countries which have adopted the class rating system for small aircraft typically require additional training and license endorsement for complexity features such as conventional u n d e r c a r r i a g e (tailwheels), variable-pitch propellers, retractable undercarriage, etc. Definition of ‘type’ rating (as per the USFAR Part 1): As used with respect to the certification, rating, privilege and limitation of airmen, means a specific make

and basic model of aircraft, including modification thereto, that do not change its handling or flight characteristics, examples include DC7, 1049, and F27; and As use with respect to the certification of aircraft, means those aircraft which are similar in design. Examples include: DC7 and DC7C; 1049G and 1049H; and F27 and F27F. Aviation and the airspace system in Guyana are outdated and antiquated. There was a sign by the Embankment Road that read, in part, “Recognizing the Past, Advancing the Future”. It would help if Guyana would, at least, advance into the latter part of the 20th century. Armed bandits beat, Former Judge sues for terrorize Moblissa family benefits, gratuity - asked to formerly write AG on the matter

Retired Judge, Jainarayan Singh Former Supreme Court Judge, Jainarayan Singh, has been asked to formerly write to Attorney General, Basil Williams, on the issues outlined in the case, which he filed against the Government. He had sued for in excess of $50M worth in pension, gratuity and other benefits. The matter continued

before Justice Nareshwar Harnanan at the Georgetown High Court yesterday. During the private hearing, the request was made by an Attorney representing the AG’s Office. This newspaper understands that it was based on the request that the matter was also adjourned until August 11 at 10:00 for the commencement of a preemptory hearing. The former High Court Judge, who retired at the age of 62, after eight years of service as a Puisne Judge at the Supreme Court of Judicature, in his original endorsement of claim, named as defendants, the Attorney General of Guyana, the Accountant General, the Judicial Service Commission, (JSC) and Chancellor of Judiciary (Ag) Carl A Singh,

in his capacity as Chairman and Member of the JSC. According to the document, Singh is claiming for entitlement on his retirement to all pensions, gratuity and other benefits of a Puisne Judge given that he had reached the mandatory retirement age. Citing the Pensions Act and other enactments, Singh noted that refusal by the Accountant General, on the advice of the Auditor General to deny him, his benefits, are made in breach of articles 149B, 213 and 214 of the Constitution. As such, the plaintiff is seeking damages in excess of $50 million for breach of the Constitution and an account of all monies as may be due to him as Puisne Judge on retirement, in particular pension and gratuity.

The purpose of the SBA, CXC said, is to provide an opportunity to individualise a part of the curriculum to meet the needs of students. It is designed to facilitate feedback from the student at various stages of the preparation process. This is supposed to help

build the self-confidence of students as they proceed with their studies. The SBA also facilitates the development of the critical skills and abilities that are emphasised in English language and literature, and enhances the validity of the examination. The other CSEC subjects that have been revised are geography, technical drawing, integrated science and home economics.

A Moblissa family of three is severely traumatised and counting losses after enduring an hour of terror at the hands of five armed bandits who invaded their home early Thursday evening. The bandits, who were all masked and dressed in black, invaded the home of 53-yearold Seemangal Van Lewin, and his wife, Carlotta DeAbreu, shortly after 19:00 hours. The intruders proceeded to tie up Van Lewin. They also inflicted a beating on him. DeAbreu recalled that the family was at home watching television, when the men barged into the house with three guns, two cutlasses and a long knife. She added, “They kick me husband in he head and after they done kick he in he head, they tie we up and soak he with kerosene oil and methylated spirits and say they gon light the house afire. Dem even threaten me son telling he that if he don’t show dem where the money deh they gon kill he.” However, eventually they (bandits) left, without shooting anybody or burning the house, the still traumatized woman reported. Her husband who was obviously in pain as he spoke with media operatives, said that the family had been watching television, when he saw the door open suddenly and a man with a gun ordered him to get down on the ground.” I thought it was like a joke and before I could think in terms of getting down on the ground, off the chair, the other one run in with two cutlasses. Whilst I getting down that is when I get the first lash. And the first lash actually got me out of my mind. I was totally stupid. And after I went down on the ground they ask me, where is the money? I tell them the money is in my wife’s shoulder bag right on the table, and one of dem dash and collect the bag and throw it out, pick up the money and ask,’Where are all the cell phones?’ I tell dem me cell phone is right on the table

Seemangal Van Lewin displays his injury and they pick up all three the cell phones, money and they come back and give me another lash, they stamp me in my head and kick me across here where swell up,” he pointed out indicated an area around his left temple. His wife added, “They tie up me husband and start fo beat he up; all the time they asking fuh money. If you see how de tumble the house, cut up chairs, tumble through wares, everywhere they tumble.” Van Lewin who later had to be rushed to the Linden Hospital Complex for his injuries, said that he is now in severe pain as he was kicked in the head and about the body and also broadsided with a cutlass. “And when dem finish beating he, they pour kero on he from head to foot and threaten to catch he afire. De even pour methylated spirits on him,” his wife added. After they had collected all the cash, cell phones and jewellery the family had in

their possesion, the bandits made good their escape in Van Lewin’s car, which they later abandoned on the Soesdyke/Linden Highway. Because the family had no means of contacting anyone, they reportedly made their way to another residence, where they made contact with their son who lives at Amelia’s Ward. Van Lewin was subsequently taken to the Mackenzie Police Station where a report was made. He was then taken to the Linden Hospital complex for medical attention. Van Lewin estimates his losses in the vicinity of some $300,000. He however expressed relief that the men did not make good on the threat to burn his home, the upstairs is wood and lower flat is concrete. There was a gas bottle which they had threatened to shoot to create an explosion.” I am happy that did not happen because we would not have been here to tell the tale,” he reflected seriously.

Mining Camp attack...Trial adjourned to... From page 7 encroaching on their portion of land. It is reported that the attack left excavator operator, Ray Murray, with gunshot wounds to the head. It is also alleged that the terror squad roamed the mining camp, shooting at mining equipment within their sight as terrified workers sought refuge. The Figueira’s, who were once the owners of Wonderland Tours, are having a hard time coming to grips with the fact that the

attack has left their livelihood in tatters. The couple, who are adamant that they will not reenter mining after their experience, were also granted an injunction naming Hassan and one of the defendants, Quincy Critchlow. The order in effect freezes any assets the Mining tycoon might have on the ground. Three dredges, four blocks of mining land and a car were named on the injunction. Meanwhile, it is also expected that the couple will file a civil case, claiming damages (including punitive).

According to the couple, they will be suing for in excess of $200M. “Right now we are suffering!” The couple, in a recent interview, told Kaieteur news. “We can’t sleep, we get nightmares. It’s mentally fatiguing and we don’t know if we can work after this or open another business, in Guyana.” The couple has also indicated a desire to have the case transferred back to Georgetown, expressing little faith that justice will be served in Mahdia.

Warner to AG: Don’t do me any favours Trinidad Express Embattled Independent Liberal Party (ILP) leader Jack Warner wants no favours from Attorney general Garvin Nicholas. At a cottage meeting on Thursday night at Motown Panyard, Navet, San Fernando, Warner criticised the attorney general for contacting the media first regarding the receipt of Warner’s extradition papers from the United States on Wednesday. Warner said: “The less I say about that man, the better for me.” Warner who claimed Nicholas borrowed money from him, said: “You (Nicholas) have forgotten all those favours and you have come to a press conference to talk about the papers are here. I want to say very early that he says he shall review the papers to see if there is a case to be made. I want to say very early, I want no favours from the AG. I want to go to court on Monday. I want to go on a trial. I want the court to free me as the court must because the charges are absurd. There is not a single

Jack Warner charge they could find evidence on against me. They could concoct what they want, they cannot get any in Trinidad because there is none, they cannot get any out of Trinidad.” Warner reiterated that the extradition matter could take several years and he will be around for a very long time. Warner is facing a number of charges by the US government, including fraud, money laundering, racketeering and other financial crimes relating to his tenure at FIFA. Warner also spoke Prime Minister Kamla Persad-Bissesar,

her relationship with former Member of Parliament for San Fernando West Carolyn Seepersad-Bachan and United National Candidate (UNC)’s candidate for Toco/Sangre Grande, Brent Sancho and promised to reveal more information about him. The ILP leader said the meeting in Navet was the party’s 40th and it was the largest cottage meeting so far. He said the ILP was hoping to host 100 such meetings before September 7. He announced that an ILP app could be downloaded from Google playstore that would inform citizens about ILP meeting times and location as well as other information about the party. The candidate for San Fernando East was also announcedRicardo Leesingh. ILP’s deputy leader Rekha Ramjit also stated she will be offering herself for screening. She said should the ILP form the next government, there will be a court to deal specifically with matters of fraud and corruption with a panel of three judges. There will also be a summary court at the Remand Yard, Golden Grove prison, Arouca.

JTA says no to across-the-board $4,000 wage increase for public servants The Gleaner - The Jamaica Teachers’ Association (JTA) says it is not in favour of an acrossthe-board $4,000 wage increase for public sector teachers instead of a four per cent increase on their salaries for year one of their negotiating period. The Jamaica Confederation of Trade Unions and the Government have reached a verbal agreement on the figure for civil servants represented by the union. This will see all workers getting an additional $4,000 regardless of their base salaries. The $4,000 was reportedly arrived at after

Doran Dixon equally dividing among public servants, the total it would cost the government to give them a four per cent

increase in year one. The JCTU has said the flat rate would benefit workers at the lower-end of the salary scale. But JTA President, Doran Dixon, says teachers are not in support of a flat increase. At the same time, Mr. Dixon reiterates that the four per cent offer four year one and three per cent for year two is too low. Mr. Dixon says the JTA is still awaiting a follow-up meeting with government negotiators to continue the wage talks. The JTA has rejected the government’s seven percent offer and has submitted a counter proposal.

Jamaica to retire $3B in oil debt to Venezuela Jamaica to retire $3B in oil debt to Venezuela KINGSTON, Jamaica (AP) — Jamaica says it has forged a deal to retire $3 billion in oil debts to Venezuela thanks to bond sales. The Caribbean island has sold roughly $2 billion in bonds to pay down the debt it accumulated through

Petrocaribe. That’s a Venezuelan program that provides fuel to countries at market prices but under generous credit terms. Officials say a negotiated settlement will dismiss $3 billion in long-term debt in exchange for $1.5 billion. It was not immediately clear yesterday if Jamaica’s deal will retire all of its Petrocaribe

debt. Jamaica’s settlement is similar to one the Dominican Republic negotiated with Venezuela earlier this year. That Caribbean country dismissed $4 billion in Petrocaribe debt in exchange for $2 billion. IMF Communications Director Gerry Rice says the organization supports Jamaica’s debt buyback.

Cop, prisoner die in prison breakout Trinidad Guardian - The T&T Police Service has issued a public appeal for the members of the public to help locate two of the prison escapees identified as Hassan Atwell and Christopher Selby. Atwell and Selby were among the prisoners who escaped from the Port-of-Spain Prison early yesterday. Police have concentrated their search for the prisoners in the Belmont district. A third prisoner, Allan “Scanny” Martin was killed by police near the Port-ofSpain General Hospital. A police officer who was shot during the gunfight reportedly died while undergoing surgery, police said. Earlier panic gripped the city after gunmen opened fire on a passing police patrol near the Port of Spain prison, on Frederick Street during a jailbreak. Eyewitness said the motionless body was removed from the security guard’s booth at the entrance of the hospital. All entrances and exits have been closed except one at the hospital as police search all vehicles leaving. Soldiers and several units from the Police Service are at the scene. A National Security helicopter was hovering ahead.Police are searching areas in Belmont for the prison escapees and the gunmen. Shortly after noon, police

said, several gunmen who they believe were waiting in front of the prison to escort the escapees. TTPS comm unications officer ASP

Michael Pierre said he received information that they were looking for two suspects “possibly more” and a manhunt was launched.

Trinidad Express - A protest by members of the Jamaat Al Muslimeen Thursday night escalated into a stand-off with police officers at the Piarco and Belmont police stations. Members of the group had planned the protest outside the Piarco police station at about 8p.m as a show of solidarity with a woman they believed was detained at the station. The woman was among nine people, including Jamaat leader Yasin Abu Bakr, detained on Monday during a police exercise along the East-West Corridor in connection with the murder of Senior Counsel (SC) Dana Seetahal. When the Express arrived at the scene, three police vehicles with armed officers were parked on the roadway outside the police station, which is located across from the Piarco International Airport’s runway. The vehicles appeared to have taken defensive positions around the police station, while more officers patrolled

the road. However, shortly before 10p.m. a group of men and women from the Jamaat Al Muslimeen attempted to approach the police station. They were stopped by officers. The group were told that they would not be allowed to proceed any further with their vehicles, and traffic on both lanes in front of the station was halted. Motorists trying to get to their destinations were also affected as police officers ordered all vehicles coming towards the police station in either direction to ?turn around and find another way. This led to a group of irate men and women abandoning their vehicles. You want it? You want this car? Then take it! But you are not stopping us from trying to reach our sister! shouted one Jamaat Al Muslimeen member as he abandoned his vehicle. The men and women began chanting religious . Some officers challenged the men who were present,

ordering them to back down, but the group refused to move until they were given some news about their sister? who had been detained at the police station since Monday. Senior police officers informed the group that the woman they were looking for had been moved from the station earlier that day However, the men and women gathered refused to believe the officers. It was only following communication with defence attorney Criston J Williams who is representing the interests of the female suspect, that the group dispersed. Williams confirmed information he received from the police that their ?sister? was no longer at the Piarco police station and had been moved to the Belmont police station earlier that day. The Jamaat Al Muslimeen members left the scene at Piarco and made their way to the Belmont police station. However, the group once again got into a confrontation with police officers at this location.

Brazil prosecutors present charges against Odebrecht CEO Brazilian prosecutors, declaring war on what they called a culture of impunity, presented charges yesterday against the CEO of Latin America’s largest engineering firm as part of a landmark investigation of a kickback and bribery scandal. Marcelo Odebrecht, the third-generation chief executive of the family-run Brazilian conglomerate Odebrecht SA, was charged with corruption, money laundering and criminal conspiracy. “Today we take yet another important step in combating impunity,” prosecutor Deltan Dallagnol said at a news c o n f e r e n c e . “ We a t t h e public ministry have a dream that all Brazilians are treated equal by the law.” Prosecutors said there was no way Marcelo Odebrecht could have been unaware that his firm participated in what they call a cartel of engineering firms overcharging state-run oil firm Petrobras and bribing executives and politicians, many of whom are in President Dilma Rousseff’s coalition. They are seeking 6.7

Marcelo Odebrecht (R) being escorted by federal police officers (REUTERS/RODOLFO BURHER) billion reais ($2 billion) in damages from Odebrecht, Dallagnol said, adding that Odebrecht SA laundered more than 1 billion reais between 2006 and 2014. The company reported 107.7 billion reais in revenues in 2014. He said 870 million reais have been recovered so far in Brazil’s largest-ever corruption investigation. Top executives of Brazil’s second-largest engineering

firm, Andrade Gutierrez, including its CEO, were also among the 22 people charged. They will stand trial if the judge overseeing the case accepts the charges. Odebrecht is accused of paying bribes for contracts including a deal for Petrobras to supply naphtha to Braskem SA at favorable rates that eventually caused 6 billion reais of losses. Braskem, Latin America’s biggest petrochemical

company, is a joint venture between on Petroleo Brasileiro SA, as Petrobras is formally known, and Odebrecht, which holds a controlling stake. Braskem said in a statement the 6 billion reais losses didn’t make any sense and it had not gotten an unfair advantage on the naphtha contract. Andrade Gutierrez said its lawyers were analyzing the charges but that

unfortunately prosecutors seemed to have ignored its explanations. Guilherme Carnelos, a lawyer for Odebrecht SA, said at a news conference in Sao Paulo that the charges were based on assumptions with serious material errors. HIGHER STAKESAND SWISS ACCOUNTS Marcelo Odebrecht’s personal ties to former Brazilian President Luiz Inácio Lula da Silva threaten to bring the scandal closer to the ruling Workers’ Party, whose treasurer is in jail and standing trial for corruption. Prosecutors have also opened a separate inquiry into whether Lula improperly used his connections to benefit Odebrecht after leaving office. Rousseff is not under investigation, but her approval rating sank to 7.7 percent, a poll showed this week, while 62.8 percent want her impeached over corruption at Petrobras, which she chaired before becoming president in 2011. Federal judge Sergio Moro issued a second preventive detention order for Marcelo Odebrecht and four other Odebrecht executives

on Friday, citing new evidence that he said would make releasing them a risk to public order. Odebrecht lawyers said on Friday Moro was “a judge with a cause” and “out of line.” Cooperation with Swiss authorities had resulted in “material proof,” Moro wrote, of deposits from accounts controlled by Odebrecht SA to all five former Petrobras executives implicated in the investigation. Moro also cited evidence that Odebrecht executives had tried to hamper the investigation, a complaint later echoed by prosecutors. Earlier this week, police released messages found on Marcelo Odebrecht’s cell phone with instructions to “sanitize paraphernalia MF and RA.” Moro said the initials apparently suggest Odebrecht was directing two of his subordinates, Marcio Faria and Rogerio Araujo, to destroy evidence. More alarming, he said, was another message: “Work to stop/ annul (PF dissidents).” PF are the commonly used initials for federal police.

FIFA to meet sponsors after reproaches from Coke, Visa, McDonald’s ST PETERSBURG (Reuters) FIFA will meet its leading commercial partners next month after three of them increased pressure for major reforms to soccer’s governing body following a series of corruption scandals. FIFA Secretary General Jerome Valcke said that CocaCola, Visa and McDonald’s had written asking for information about what was

being done to clean up governance of the sport. He admitted that scandal had made it difficult to attract new sponsors. “Clearly, there were a number of sponsors, mainly three, its Coca-Cola, McDonald’s and Visa, who have expressed and sent a letter to FIFA, asking for information,” he told a new conference in the Russian city

of St Petersburg. “Two or three days ago we received a letter from all of them offering to meet together, so there will there will be a meeting next month.” Criticism of FIFA’s governance came to a head in May when U.S. prosecutors indicted nine soccer officials, most of whom had FIFA positions, and five marketing and broadcasting

Usain Bolt: Justin Gatlin won’t break my world record NBC Sports - Usain Bolt feels his world records are safe from Justin Gatlin. “What if Justin Gatlin breaks your world record?” Bolt was asked in a CNN interview. Bolt shook his head and quickly, yet softly, responded. “I don’t think he is going to break my world record,” said Bolt, who owns the 100m world record (9.58 seconds) and the 200m world record (19.19). Is an athlete who has been found guilty twice of doping (Gatlin has failed two drug tests*) worthy of Bolt’s world record? “Tough question,” Bolt said. “If he did it clean, sure. If he didn’t, no. … But I don’t think he’s going to break it. And if he does, I’ll break it back.”

*Gatlin has failed two drug tests, though the first in 2001 he said was a result of a medication he had been taking since age 9 for attention-deficit disorder. Bolt, whose best 100m time since the start of 2014 is 9.98 in three races, also said his goal is to get into the kind of physical shape that would allow him to run 9.6. Gatlin, 33 and five years removed from a four-year doping ban, ran a personal-best 9.74 on May 15. He’s the only man to run 9.80 or faster since the start of 2014, which he’s done six times. Gatlin and Bolt have not raced against each other since 2013 and likely will not do so until the World Championships in Beijing (Aug. 22-30).

Valcke added that FIFA has been keeping its partners informed of developments. “We sent (information) to all our commercial partners, not just those three,” he said. “We sent them an update, a summary, of all that has happened within FIFA since 2012 since the first reform process started, (of) what has been changed within FIFA’s administration and around FIFA.” “Definitely, the current situation doesn’t help to finalize any new agreements, it’s a fact, and I’m sure that until the next election, until February 26, there (will be) no major (sponsorship) announcements.” FIFA President Sepp Blatter is stepping down and a replacement will be chosen in February. On day three the Boys team took on Barbados which was to decide who would top the group but surprisingly Barbados seemed to be conceding defeat as they rested Shomani Griffith the Boys Under-17 Individual Champion. Everyone was looking forward to the individual final return clash between Benjamin Mekdeci and Shomani Griffith but instead Ben played Zachary Harris and dispatched him three games to love. Khamal Cumberbatch Boys Under-15 Champion easily disposed of Daniel Islam in three straight games. Nyron Joseph was too good for Benjamin Griffith winning three games to love. Shomari Wiltshire sealed the Team victory for Guyana with a straight sets win over Darien Benn. In the dead rubber match Alec Melville defeated Reginald Brewster three games to one.

FIFA to support the creation of an independent body to reform the way it is run. McDonald’s said it had told FIFA that it’s internal controls and compliance culture were not consistent with expectations it has for its business partners. Visa joined in the criticism on Thursday when it also called for an independent reform commission to be set up. “We seek to partner with those who think and act like

us,” said Visa Chief Executive Officer Charlie Scharf. “I don’t believe that FIFA is living up to these standards.” FIFA announced on Monday that it would set up a task force to recommend reforms, however this will be made up of representatives from the continental soccer confederations. Those confederations are also responsible for electing the members of FIFA’s executive committee.

Usain Bolt wins 100m at Anniversary Games BBC Sport - Six-time Olympic champion Usain Bolt dipped below 10 seconds to win the 100m in 9.87 at the Anniversary Games. The Jamaican, who has been struggling for form and fitness, won both his heat and the final in the same time in wet conditions at the Olympic Stadium. “I really wanted to run faster,” said Bolt, 28, who defends his world title next month. “But it’s getting there.” Meanwhile, Britain’s double Olympic champion Mo Farah received a great reception as he won the 3,000m. Farah, 32, was competing in England for the first time since allegations of doping were made against coach Albert Salazar. Olympic heptathlon champion Jessica Ennis-Hill, returning to the scene of her greatest triumph, ran 12.79 in the 100m hurdles - just 0.25secs off the personal best she set on this track three years ago. On the weekend when she will decide whether to compete at next month’s World Championships, the 29-year-old looks like she is finding her best form in her first season back since giving birth to her son, Reggie. Bolt had only raced once over 100m in 2015 before Friday, recording a time of 10.12 in April, because of a pelvic problem. But his times on a chilly night in London were season’s bests and equal sixth-fastest times of

the year over the distance, although they are still behind American Justin Gatlin’s world-leading time of 9.74. Competing on the track where he won three gold medals at London 2012, Bolt started poorly in the final but overpowered his rivals in the last 10m. America’s Michael Rodgers was 0.03secs behind in second, while Bolt’s compatriot Kemar Bailey-Cole was third in a personal best 9.92. Significantly, British 100m champion CJ Ujah ran under 10 seconds for the second time in his career, equalling his personal best 9.96 on a chilly London evening. Bolt the showman Bolt promised to put on a show for the fans who endured a rain-soaked evening in east London to watch him compete in the first of a two-day Diamond League meeting. As is always the way with the sport’s principal showman his performance was more than a dash to the line: there was a lap around the track in a classic convertible to open the night and the habitual fooling around at the start line before he got down to business. There are those who question whether we will see the Jamaican, who has run the three fastest times in history, at his best again, because of age and injury. But he effortlessly won his heat running into a

headwind and while winning the final was more of a challenge, he still clocked a world-class time. Thousands roared his every stride, flag waving and flashbulb popping, simply pleased to see an athlete who transcends his sport back on the track. There were equally vociferous cheers for Farah, competing in Britain for the first time since doping allegations were made against his coach Alberto Salazar, claims which Salazar and double Olympic champion Farah deny. Bolt ready for Beijing? The Jamaican said in his press conference on Thursday he was not going to the Chinese capital, where he won the first of his three Olympic titles, to lose. Importantly, he has time to improve ahead of Beijing and is closer to the heels of Justin Gatlin, men’s sprinting dominant force this year, than many had previously thought. Gatlin, a two-time drugs cheat, has run under 9.8 secs in the blue riband event four times this year - 9.74, 9.75, 9.75, 9.78 - while Bolt has run just three 100m races. While the top three 100m sprinters, Gatlin, Asafa Powell and Trayvon Bromell, were not competing in London, Bolt’s times in the Olympic Stadium was a loud and clear message that a successful defence of his 100m and 200m world titles is not fanciful talk.

The knee injury which hindered him last season has healed, while the pelvic problem which forced the Jamaican to withdraw from Diamond League meetings in Paris and Lausanne this month doesn’t, on Friday night’s evidence, seem to be serious. And his form will be a relief to those who regard Bolt as the saviour of an event clouded by doping and feared Gatlin would easily win a sprint double next month. Ujah raises British hopes with promising run With less than a month until the World Championships in Beijing, it was a night full of promise for 21-year-old Ujah, which suggests he can can compete with the best in the Chinese capital. He finished ahead of Frenchman Jimmy Vicaut, the fourth-fastest man this season, and compatriot James Dasaolu, who was ninth in a disappointing 10.19. Stunning run from Hughes Zharnel Hughes produced a stunning 20.05 personal best to win the men’s 200m. Only two Britons - John Regis and Adam Gemili - have gone faster over the distance than the Anguilla-born 20year-old who earned his British passport last month. So dreadful were the conditions on occasion, the men’s pole vault was suspended until Saturday, with world record holder

Renaud Lavillenie apologising to the crowd afterwards. When the women’s 400m runners opened the racing the rain had abated and defending world champion Christine Ohuruogu went on to finish fourth, 0.18secs adrift of the season’s best 50.82 she set in Monaco last week. There was a personal best 51.48 for Welsh athlete

Rain washes out fourth day in Chittagong ESPNcricinfo - Although rain interrupted parts of the one-day series and brought an early end to two of the three days in this Test, it had its first proper say of the tour when the fourth day’s play was washed out without a ball being bowled. The lost day has left a delicately poised match headed for a draw, even if play is possible on the final day. South Africa’s openers had all but wiped away their deficit in the second innings and were set up to build a target for Bangladesh, whose attack had successfully tied them down in the first innings. Bangladesh would have been looking to do the same on Friday and give themselves something to chase on the final day, while South Africa were scoring quicker than they had previously and looked ready to dangle a carrot and give their bowlers something to defend. All that may not happen with only a day to play and two innings to get

South Africa will likely look to bat out the final day, which will leave Dale Steyn on 399 wickets, with the chance to get to the 400 milestone in Dhaka next week. It will also leave Bangladesh disappointed

after they put on their most commanding display in the longest format against South Africa and dominated large sections of the match. Perhaps the biggest what if will be what if the series was not scheduled in the

LA TOUSSUIRE, France (Reuters)Tour de France leader Chris Froome came under attack and lost 30 seconds but still retained a healthy advantage after Friday’s 19th stage in which defending champion Vincenzo Nibali claimed a vintage victory. With one mountain stage remaining before the final procession into Paris, Froome leads by 2:38 from Colombian Nairo Quintana, who attacked the Briton in a gripping finale to finish second and cut the leader’s advantage. Spain’s Alejandro Valverde, who finished 2:26 off the pace among a group that included several of the race’s top ten, remains third, 5:25 behind Froome. Nibali, who had dropped out of contention in the race after a tough first week and a bad first day in the Pyrenees, broke away from a group of top riders 61 kilometers from the finish.

On his way to victory, the Italian caught and dropped Frenchman Pierre Rolland in the final climb, an 18-km ascent to the ski resort of La Toussuire at an average gradient of 6.1 percent. The Astana rider crossed the line 44 seconds ahead of Quintana, who attacked Froome with about six kilometers remaining, finishing 30 seconds ahead of the Briton. Nibali made his move six kilometers from the top of the grueling ascent to the col de la Croix de Fer and did not look back. He caught Rolland, who had launched his assault even earlier, at the top of the col du Mollard and the duo descended towards the foot of La Toussuire at breakneck speed. They started the climb with a 1:45 lead over the yellow jersey group. Nibali dropped Rolland two kilometers into the ascent.

Schools cricket to be revamped locally as WICB holds discussion with Minister Roopnarine

From left WICB Vice President of the WICB Emmanuel Nanthan, President Whycliff ‘Dave’ Cameron, Minister Dr. Rupert Rupnarine and WICB director Anand Sanasie share a moment after their meeting. President of West Indies Cricket Board (WICB), Whycliff ‘Dave’ Cameron, Vice-President Emmanuel Nanthan, and WICB Director Anand Sanasie, held discussions with Minister of

Education, Rupert Roopnarine on July 22 to look at measures to improve cricket in Guyana. The Minister was thoroughly briefed on plans for Secondary and Primary

School Cricket Leagues and the integration of secondary schools’ cricketers into the club system. Officials of the WICB visited Guyana during the tenure of the past Minister

responsible for Sports but not much was done in terms of cooperation to get school cricket going. The WICB officials outlined their plans which were well received by the

Minister who himself played first class cricket. Minister Rupert Roopnarine expressed his delight to hear of the macro plans to improve cricket in the schools’ system in Guyana and the region at large. The cricket officials also assured the Hon. Minister that international cricket would return to Guyana in 2016 after almost three years. The specifics was agreed to be discussed at a later date. Discussions were also held specifically on the controversial Cricket Administration Bill and its shortcomings. President of the WICB, Mr. Cameron expressed his disappointment that the past Government’s commitment to amend the Act was not honoured. Minister Roopnarine promised to continue dialogue to ensure that a solution is found so that the business of cricket can take priority and the continued good performance of the

national teams are enhanced. In the past the WICB had expressed its dissatisfaction and concerns about a Bill that sought to enforce its own constitution on the GCB Membership among other controversial issues. Cameron and Nanthan were in Guyana for one of the WICB Town Hall Meetings intended to enlighten the general public about the work of the oldest regional institution and to listen to the concerns of regional stakeholders. While in Guyana, they used the opportunity to meet with the authorities that would be able to assist in resolving some of the problems affecting cricket in Guyana. The WICB and GCB are also grateful that the new Minister of Education, who oversees sports in our country, was eager to meet with officials of the WICB to plan strategies that would pave a way forward for cricket development in the region.

Windward Islands overcome Jamaica; rain ruins other two first round games Led by half centuries by Kimani Melius and Tijourn Pope, Windward Islands defeated Jamaica by 46 runs when the Regional U15 50over competition commenced yesterday. Windward Islands batted after winning the toss and posted a respectable 204-8 off their reduced quota of 45 overs due to a rain. Melius and Dhan-raj Cepal gave them a bright start with an opening stand of 51 before Cepal was bowled by Romaine Jacob for four. Jacob then removed Tahj Tanernier for 10 before Roberto Simpson sent back Micah Joseph for nine to leave Windwards at 100-3. But Melius held the innings together, hitting eleven fours and one six before he was bowled by Simpson for a matured 79 off 63 balls. The level-headed Pope then steadied the lower order, striking six fours before he was run out for 56 off 96 balls. Romaine Jacob snared 2-45 and Simpson 2-30. Jamaica reply got off to a bad start when Cazari Charles

However, after McKenzie went for 21 (1x4) and Burton was run out for 24 (3x4), Jamaica struggled to maintain the required run rate. Losing wickets at regular intervals as Windwards bowlers maintained a steady line and length.

Geordae Seymour and Andrew Blake added an unbroken 69 for the ninth wicket as Jamaica ended on 161-8 in 45 overs. Seymour slammed three fours in scoring 41 from 58 balls while Blake hit two fours in his 23 (2x4). Jahseon Alexander claimed 3-29 and Simeon Gerson 2-27. Meanwhile, there was no play in the other two first round matches due to rain.

Guyana were scheduled to play Trinidad and Tobago at Albion and Barbados were set to take on Leeward Islands at Enmore. The competition continues today with Guyana facing Leewards at the National Stadium, Barbados playing Jamaica at Albion Sports Complex and Trinidad and Tobago matching skills with Windward Islands at Enmore.

Lady Lags end one week camp in Guyana By Franklin Wilson Guyana’s flagship female football team, the ‘Lady Jags’ yesterday wrapped up a oneweek camp in Guyana with a match against the reigning Digicel Schools Football Championship champions, C h r i s t i a n b u rg/Wi s m a r Secondary School at the Leonora Track & Field and Football facility which they lost, 6-0. But Head Coach Mark Rodrigues was not worried by the score-line, rather, he disclosed that he was pleased with advancement of his charges during the time they spent together in Guyana following a similar camp held in Canada, last month. He said the game was played so the Technical Staff can assess the progress of the players in terms of them implementing what they have been taught in the sessions they had during the week. “We’ve been doing really well in our defensive third and middle and we were in the offensive third.” Rodrigues noted that the Christianburg/Wismar lads are tall, fast and aggressive but the plan they had was to keep the ball on the ground and penetrate that way which saw no balls being served in by the Linden based school. The second half he said saw the ladies executing the plan admirably as they were able to get in behind the opposition on multiple occasions. “It was only the boy’s speed and athleticism hat saved the ball from going into

It was exactly what we were hoping to see in terms of the speed of play; how they are connecting it, how they are applying the system in all areas of the field.” The ‘Lady Jags’ also played against a Georgetown Under-17 boy’s team and lost 4-2 after taking a 2-0 lead. Overall, the objective set out prior to the camp of ensuring the team gels together was achieved, Rodrigues reported. “The Technical Director, Claude Bolton and I had spoken about a system of play that we wanted to apply since we left Toronto and although we had to crash

Zorg CC to host 25-over cricket competition Zorg Commemoration Committee on the Essequibo Coast in collaboration with Coach Forbes Daniels will be hosting a four-team round robin 25-over cricket competition on August 9 featuring U15 teams from North, South and Central and an open female team. All interested females as well as sponsors are asked to contact Daveena Goberdhan on 673-5792 or Debra Daniels on 655-5020, while players from North can contact Prince Holder, Central-Brain Christiani and South -Daniels. course it, it was incredible to see how quickly they got it and adapted to it. TD Bolton and I worked together in the sessions and I think that was what really helped.” Rodrigues alluded to the fact that the combined efforts and knowledge of Bolton and himself worked, coupled with the work ethic of the ladies. Next on the agenda for the

team is the CFU Olympic Qualifiers that would be hosted in the Dominican Republic. The Lady Jags are slated to arrive there on August 19 where they will face St. Kitts and Cuba also. Coach Rodrigues said it would be nice for the ladies to have a game prior to travelling to the Dominican Republic. “It would be

fantastic if we could have a game between now and then on a weekend against a female national team somewhere to get the girls to adapt to the speed of play against a true women’s national team. I’m going to ask the GFF if it’s possible due to funding but it it’s not, we’ll be ready.” The players would be given a specific training plan

that they will have to commit to in the next three weeks ahead of the qualifying matches. Rodrigues noted that it would be a measured plan which would see the players having to do things, measure them and send them back to the Technical Staff so that they can assess and see that they are coming in where they need to be.

Hero CPL play-off...

Warriors seeking place in 3rd consecutive final By Sean Devers in Trinidad In association with Bounty Supermarket, Carib Beer, Leisure Inn, Noble House Seafoods & Payless Varity Store Tonight at the Queens Park Oval here in Port-ofSpain the Guyana Amazon Warriors will be seeking to spoil the fete for what is anticipated to be a capacity crowd of over 20,000 by beating home Franchise T&T Red Steel in the Hero CLP second semi-final scheduled to commence at 16:30hrs, to advance to their third consecutive final. The game is expected to be an enthralling thriller since, backed by their adoring home fans, the Red Steel are on a high following fantastic career best performances by the Bravo brothers, Daren and Dwayne in their semi-final win against the Jamaica Tallawahs on Thursday night. The Warriors will also be

a confident bunch since they got past the Red Steel in their last game at Providence to deny the boys in Red a direct route to tomorrow night’s final which will see defending champions Barbados Tridents facing the winner of the tonight’s show down. The pitch which looked two-paced should offer assistance to the spinners and the toss could be important since half of the contest will be played in natural light and the other half under floodlights. This will be the ninth time there two teams will face each other in the game’s shortest format with the Warriors winning four times and losing on a similar number of occasions while in the 2015 competition they have also shared the spoils 1-1. A less than capacity crowd was present for the Red Steel’s match on Thursday but tonight should see a ram packed venue since a large population of Guyanese reside in the twin Island Republic and many

more plan to take the 55minute trip from Guyana for the weekend and the atmosphere here should be Carnival-like. The Warriors have still not managed to score freely in the ‘power-play’ overs, while Assad Fudadin, Lendl Simmons, Brad Hodge (the team’s leading scorer) and Skipper Denesh Ramdin have been the only batsmen to score with any level of consistency. Chris Barnwell seems to be no longer a bowler and playing purely as a batsman and if that’s the case then he is batting too low in the order and forced to come out and play shots from ball one. His erratic shot selection has not helped his cause in this tournament. Umar Akmal and David Weise have not fired with the bat. Guyana’s bowling is their strength, especially spinners Sunil Narine (his team’s leading wicket-taker with 13 scalps), Veerasammy Permaul and Devendra Bishoo. Weise had a five-wicket haul against

the Tridents, while Merchant DeLange bowled with some pace in his four-wicket haul against the Red Steel on the low and slow Guyana track. The Red Steel will depend on the elegant Darren Bravo, Jacques Kallis, Cameron Delport, Kamran Akmal, Dwayne Bravo, Johan Botha, Jason Mohamed and Kevin Cooper to put runs on the board. The bowling will be led by the experienced Kallis, legspinner Samuel Badree, Sulieman Benn, Mohamed, Cooper, Botha and Bravo who has the most wickets in the tournament (26) 10 more than Krishmar Santokie’s 16.

Back surgery to sideline Gayle till December Chris Gayle ©Caribbean Premier League ESPNcricinfo - West Indies batsman Chris Gayle has said that he will be out of action for “two to three months” to address his long-standing back problem with surgery. Speaking after Jamaica Tallawah’s loss 27-run loss to Trinidad & Tobago Red Steel in the Caribbean Premier League, Gayle said: “I have a charity game on the 2nd, but after that I will be out of cricket for two to three months. I am going to do a surgery on my back. “So I need some time for recovery. Maybe December, before I actually get back in cricket as well. You have got to wish me luck with that surgery and then I will be back strong. Who knows, we will see what happens.” Gayle had issues with his back even during the World Cup, missing the group game against UAE due to injury, and taking an injection to play in the quarter-final against New Zealand. Gayle, though, has remained prolific for his clubs in T20 cricket; he racked up 491 runs from 14 IPL games, 328 runs from three Natwest T20 matches, and is currently the leading run-getter in the CPL, with 430 runs at an average of 61.42. Should Gayle be sidelined till December as expected, West Indies will miss his services for a yet-to-be-confirmed triseries against Pakistan and Zimbabwe in August-September. Gayle is also contracted to the Melbourne Renegades in the Big Bash League, which begins on December 18.

Digicel Nationwide Schools Football reaches quarter-finals stage After a lull in action, play in the Digicel Nationwide Schools Football Competition is set to resume tomorrow with quarter finals planned for three venues. Defending champion Christianburg / Wismar will continue its quest for a fourth title when they face Region 4 champion Annandale, at Wisburg ground. The hosts who’ve looked an improved side after every encounter will be depending on the likes of the skilful Omar Brewley, Dequan Hercules, Javon Bobb and last time hero goalkeeper Tevin Crawford to bolster their chances of advancing. On the other hand, Annandale’s search for a semi-final place will rest on the shoulders of Damentry Grant, Trioni Semple and Jan Dooker. L a s t y e a r ’s b e a t e n finalist Waramadong travel to Burnham Park in Berbice to take on Berbice High School and this encounter is a stern test for the three-time unlucky championship contender. They will be looking towards the services of

Part of the action in this year’s competition. Captain Mcferen George, Dean Rodrigues and Delman George to orchestrate a win, while BHS quest for victory will be spearheaded by the likes of the prolific Shenar Arrindell with support from Rawle Bourne, Tozu Aaron and Derick Taylor. The other two matches at Leonora will see Chase Academy tackle Charity and Dolphin go up against Annai. Chase Academy must be favoured to win this matchup, especially with the likes of the Kelsey Benjamin in their line-up. This young ballweaver has consistently shown his quality as a potent

striker and stopping him wqill take some doing. The supporting casts are also capable of dominating opposing teams and are also deadly inside the penalty area. Players the calibre of Jaleel Hamilton, Sese Norville, Andre Trotz and Job Caesar, all possess skills that will make any defensive alignment tremble with fear. Charity too has some excellent players and Samson Culpepper, Barry Fraser and Ariel Chester are good enough to cause serious damage to Chase Academy’s aspirations. The Dolphin and Annai clash should see the latter

moving forward in emphatic fashion. Dolphin who suffered a lopsided defeat against Sir Leon Lessons in their Georgetown Zone final was reinstated following a protest, but will have to improve immensely in a short space of time to beat a very good Annai outfit. Shawn Mohamed amd Malachi Nelson have been among the best players for them so far and they will have to play out of their skins to engineer a win. Annai on the other hand are a very solid team both on the offensive and defensive ends of the field and skipper

Garville Daniels and Naron Williams are a two-man wrecking crew and extremely potent in attack.

They hold the edge and should progress to the next stage. All matches commence at 16:00 hrs.

Director of Sport begins outreach programme to develop facilities Director of Sport, Christopher Jones, met with representatives of three Town Councils in Region Six yesterday as part of a ground development initiative under the Department of Culture, Youth, and Sports Community Ground

Christopher Jones Enhancement Fund. Jones met with officials in Rose Hall, New Amsterdam and Corriverton. “All the municipalities were appreciative of me coming. They said that this never happened before, in terms of someone reaching out to them, instead of the other way around,” Jones said. His visit was an effort to ascertain the community grounds in the areas controlled by the various municipalities and the work that needs to be done. It is part of his countrywide drive to improve community facilities to enhance youth participation and development of sport. Jones’ vision for sport development is to construct multi-purpose centres, which will cater to the needs of the differently able and encourage more female participation, two areas that he says are “much neglected” in local sports.

Thomas speaking on behalf of the club thanked Branford for assisting the Camp, adding that the businessman has always responded positively to many requests that the club has made over the years. gainfully engaged during the period. He urged other business entities to follow the footsteps of Branford and help in the further development of the game and sports by extension. Branford, who is known as someone that sports associations and athletes can depend on for assistance, has been in the forefront of offering help for sports development. All inclusive participation for Uitvlugt #2 Scheme CDC Emancipation Day activities Every year around this time members of the African Cultural Development Association (ACDA) convene at the National Park, Thomas Lands on August 1, in ritualistic acknowledgement of Emancipation Day and this year all systems are in place for another successful event. Activities will not only be confined to the Capital City as the Uitvlugt #2 Scheme Community Development Committee is also putting the mechanisms in place for similar celebrations with a series of activities in their community. Amidst it all, veteran marathon runner, Carlton Stephenson, a former resident of Uitvlugt now residing in Sophia, has been chosen to spearhead activities and he said that he is planning something special for the youths. He will start his jog from the Red Shop, Sophia and join a group of youths at Anna Catherina for the final leg of the run, to Liberty Square. Mr. Stephenson said that he will carry a sealed baton with an inspirational message secreted inside. He will hand over the baton to one of the youths at the Anna Catherina point and that individual will take it all the way into Uitvlugt and pass it over to the Chairman. The latter individual will then extract the message from the baton during the prize giving ceremony and read its contents before the audience. “The message will be based on Emancipation

celebrations and will serve to inspire the youths,” intimated Mr. Stephenson while hedging on the full contents of the message. Meanwhile, activities get underway on Friday July 31 with a Candle Light Parade starting at the Liberty Square

(Four Corners) followed by a Libation Ceremony before culminating with the flag raising ceremony; the marathon run will be on Emancipation Day and commences at 04:00hrs. Shortly after the culmination of the marathon and the

reading of the message residents will convene for a fun day from 10:00hrs also at the Liberty Square. There will be several novelty events like tug-o-war, dominoes and needle and thread. Organizers have also planned several sports

events including football dominoes and fishing competitions. In keeping with the spirit of the occasion there will be traditional African dishes on sale. Activities will conclude with a cultural programme and art and craft exhibition at

15:00hrs. At this event villagers will showcase their talent and cultural skills while African dishes will be on sale. Further, six of the village’s oldest residents (3 males and a similar number of females) will receive special gifts.
